  • MIL-OSI Asia-Pac: LCQ16: Conservation of geopark in Sai Kung

    Following is a question by the Hon Stanley Li and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (July 23):

    Question:

    There are views that the geopark in Sai Kung (geopark), as part of Hong Kong’s precious natural and geological heritage, has ecological conservation, scientific research and tourism education values. However, it has been reported that with the increase in the number of tourists recently, the pollution problem of the geopark has been worsening, posing challenges to the natural environment and the sustainable development of scenic areas. In this connection, will the Government inform this Council:

    (1) of the current numbers and distribution of litter bins and waste separation facilities in the geopark, as well as the frequency of waste removal and conveyance at such facilities; in view of the waste disposal pressure arising from the surge in the number of tourists, whether the Government has specific plans to increase the number of temporary cleansing facilities, optimise the waste conveyance routes or introduce smart waste monitoring equipment to enhance the efficiency of disposal; if so, of the details; if not, the reasons for that;

    (2) whether it has launched publicity and educational measures on the conservation of the geopark (such as by placing publicity notices in the geopark and producing guidebooks); whether it will make use of multimedia to step up multilingual publicity and introduce interactive environmental education experience projects, and publicise “Leave No Trace” tourism through travel agencies and at the entrances of scenic areas; if so, of the details; if not, the reasons for that;

    (3) regarding littering in the geopark, of the relevant law enforcement manpower and frequency of inspections at present, as well as the number of relevant prosecutions instituted in the past three years; whether it will consider installing additional surveillance devices at the key areas where littering is often detected; if so, of the details; if not, the reasons for that;

    (4) whether the Government will establish an interdepartmental working group (comprising the Leisure and Cultural Services Department, the Environmental Protection Department, the Agriculture, Fisheries and Conservation Department, etc) to co-ordinate the geopark’s waste management; whether it will promote tripartite co-operation among the Government, environmental groups and local villagers/business operators in handling refuse in the geopark, such as by encouraging business operators in neighbouring areas to take part in the cleaning work, recruiting community volunteers to go to the geopark for cleaning on a regular basis, or introducing an “Environmental Contribution Award Scheme” to attract the input of community resources; if so, of the details; if not, the reasons for that; and

    (5) in the light of the ecological sensitivity of the geopark, whether the Government has plans to assess its visitor carrying capacity, and formulate measures such as booking of time slots or limiting visitor flows to strike a balance between visitor demand and environmental conservation; whether the Government will, in the long run, devise a Development Strategy for Hong Kong Geopark and incorporate waste management into its contents, while formulating systematic improvement proposals by combining ecological restoration, low-carbon tourism facilities (e.g. setting up distribution points for degradable rubbish bags) and the environmental impact assessment mechanism; if so, of the details; if not, the reasons for that?

    Hong Kong UNESCO Global Geopark (Hong Kong Geopark) consists of two geological regions, the Northeast New Territories Sedimentary Rock Region and Sai Kung Volcanic Rock Region. Most of the geopark attractions are located within country parks and special areas, and the Agriculture, Fisheries and Conservation Department (AFCD) is responsible for the regular management work. In response to the question raised by Hon Stanley Li, a detailed reply is provided as follows:

    (1) The AFCD has been committed to keeping the country parks clean and educating the public to cherish nature. Since 2015, through the “take your litter home” campaign, visitors have been encouraged to cultivate a sense of stewardship towards the natural environmental. To tie in with this initiative, litter bins and recycling bins along hiking trails have been removed since the end of 2017, while litter collection facilities are retained at recreational sites (e.g. barbecue sites and campsites) for use by visitors if needed. The AFCD collects litter from recreational sites, hiking trails and public toilets. The litter is then either transported to landfills or handed over to recycling service contractors for processing. The AFCD would flexibly adjust the arrangement for and frequency of litter collection and handling according to actual needs at different locations in country parks, as well as the usage and hygiene conditions of popular sites. In particular, during long holidays and weekends, the AFCD would strengthen relevant cleaning work. In response to the recent upsurge of visitors at some popular Hong Kong Geopark attractions, the AFCD has enhanced cleaning and management efforts, and the environmental conditions at these sites remain generally good.

    (2) In regard to the issue of countryside litter, it is crucial to promote the message of reducing waste at source and caring for nature to the public. The AFCD has organised a variety of education activities, such as roving exhibitions, nature interpretation services, etc, to raise public awareness on responsible hiking practices. These messages have also been disseminated through multimedia, such as online videos (website: www.youtube.com/@HongKongCountryParks) and social media channels (Hong Kong Country Parks Facebook: www.facebook.com/hongkongcountryparks), in a lively manner to continuously raise the public’s awareness. Posters, promotion banners and signages have been displayed at suitable locations in Hong Kong Geopark and at the entrances and exits of hiking trails to remind visitors to take their litter away and observe hiking etiquette. In collaboration with the Travel Industry Council of Hong Kong, seminars and field trips have been organised for tourist guides to enhance their understanding of Hong Kong Geopark attractions, and the message of “take your litter home”. The AFCD has also co-operated with the Economic and Trade Offices in the Mainland and the Forestry Administration of Guangdong Province to publicise relevant messages through social media channels in the Mainland, and will continue to promote the relevant messages of “leave no trace” through various channels and initiatives.

    (3) According to the Country Parks and Special Areas Regulations (Cap. 208A), anyone who litters in country parks or special areas commits an offence and is liable to prosecution. Upon conviction, the offender may be fined up to $10,000 and imprisoned for three months. In addition, under the Fixed Penalty (Public Cleanliness and Obstruction) Ordinance (Cap. 570), any person who violates the above offence may be subject to a fixed fine of $3,000. Currently, about 150 AFCD staff conduct regular patrols and law enforcement actions in country parks and special areas over the territory. Patrols and law enforcement are part of the regular management work of country parks, and there is no detailed breakdown of the manpower and the number of patrols conducted at each country park and special area for combatting littering offences. The number of patrols conducted, prosecution instituted and fixed penalty notice issued for littering by the AFCD in country parks and special areas across the territory over the past three years are tabulated as follows:

    In light of the recent upsurge of visitors at Hong Kong Geopark Sai Kung High Island Reservoir East Dam, the AFCD has been enhancing efforts in reminding visitors to keep countryside clean by displaying banners at suitable locations, including entrances and exits of hiking trails, and using local and Mainland social media platforms (e.g. Xiaohongshu), as well as taking law enforcement actions against littering and other offences within country parks. The AFCD will continue to review and adjust the patrolling arrangements in country parks from time to time in the light of actual circumstances, and arrange special operations or utilise technology such as smart surveillance when necessary to strengthen law enforcement work against illegal activities within country parks.

    (4) Most Hong Kong Geopark attractions are located within the country parks, and the cleaning work is conducted by the AFCD. When litter is identified in public areas outside the country parks, it will be referred to the Food and Environmental Hygiene Department (FEHD) for cleanup. The AFCD has been working closely with various stakeholders to conserve the geological heritage and natural environment of Hong Kong Geopark. This includes assisting villages around the attractions of the park to follow up on environmental hygiene issues. To raise awareness among the youth about protecting the natural environment, the AFCD has invited students to collect litter during field trips to Hong Kong Geopark. In addition, the AFCD has encouraged and co-ordinated volunteer cleanup activities in Hong Kong Geopark. Since last year, over 20 such activities have been organised.

    (5) Important geological and ecological sites of Hong Kong Geopark are protected under legislation including the Country Parks Ordinance and the Marine Parks Ordinance. The main objectives of Hong Kong Geopark are nature conservation, education and sustainable development. When planning and establishing Hong Kong Geopark in the early years, the Government formulated guiding principles to avoid the construction of facilities that would adversely affect the environment. The planning of suitable facilities depends on the actual conditions of different attractions, including their capacity to accommodate higher number of visitors and their ecological sensitivity. For example, sites with higher visitor carrying capacity such as the High Island Reservoir East Dam and Sharp Island, visitor facilities to facilitate visit and education purposes are provided therein; for areas that require preservation in their natural state, such as the coastline along Fa Shan of High Island, the Ung Kong Group and the Ninepin Group, visitor facilities like public piers or trails are avoided, and visitors are encouraged to enjoy sightseeing there by boat tours instead.

    In response to the recent surge in visitor numbers at popular attractions within Hong Kong Geopark, the AFCD is reviewing the carrying capacity of these popular sites and will develop management strategies, such as co-ordinated traffic control measures with relevant authorities, and enhanced visitor management measures when necessary to prevent overcrowding. During peak hiking seasons, the AFCD will also increase the frequency of patrols, enhance cleaning and management efforts, and strengthen the promotion of hiking etiquette to ensure visitor safety and protection of nature, thereby achieving the co-existence of ecotourism and nature conservation.

    In the Kuzminki area, they are planning to build another house under the renovation program. This was reported by Juliana Knyazhevskaya, Chairman of the Committee for Architecture and Urban Development of Moscow (Moskomarkhitektura).

    “Moskomarkhitektura has amended the land use and development rules for a territory of 0.85 hectares at the address: Volgogradsky Prospekt, land plot 107a. The total area of the building will be 54 thousand square meters,” said Yuliana Knyazhevskaya.

    The new building will be located less than 500 meters from the Kuzminki metro station, which will provide the building with good transport accessibility.

    Earlier, the Mayor of Moscow spoke about resettlement under the renovation program in Khoroshevo-Mnevniki.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. Sergei Sobyanin ordered to increase the pace of implementation of the renovation program in twice.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

    TOKYO, July 23 (Xinhua) — Japanese Prime Minister Shigeru Ishiba on Wednesday reiterated his intention to stay in office, denying reports that he will resign soon and stressing the need to avoid a political vacuum.

    Speaking to reporters after a meeting with senior Liberal Democratic Party (LDP) officials, Ishiba said they had not discussed his resignation at all, adding that “the reports are unfounded.”

    Government sets out plans for a more flexible electricity system, helping working families save on their bills.

    • More support for consumers to bring down their bills, with new ways to take advantage of off-peak, lower electricity prices if they choose

    Households and businesses will be supported with more options to take control of their energy – expanding freedom and choice as the government drives for clean power.  

    The government’s plans for a more flexible electricity system set out today will help working families save on their bills, by supporting those who want to take advantage of low prices when clean energy is abundant. Consumers will have the opportunity to switch to a flexible tariff and use smart appliances to automatically reap the rewards of cheaper power at non-peak times. 

    Many consumers are already protecting their pockets by varying when they use their electricity. Electric vehicle drivers, for example, could save up to £330 per year by smart charging overnight.  

    More households who want to feel those benefits will be supported through the government’s commitments in the Clean Flexibility Roadmap. These include helping electric vehicle drivers get discounts on their electricity when using public chargers at off-peak times, requiring suppliers to make information on smart tariffs more accessible to consumers, and taking the next steps to help consumers access tailored products and services based on their electricity usage. 

    Supporting more consumers to use electricity at off-peak times will also boost the efficiency and resilience of the electricity network, making up to £70 billion in estimated savings on system costs by 2050.  

    This marks a crucial milestone in ensuring consumers reap the rewards of the government’s mission to make Britain a clean energy superpower, which it is driving forward as part of its Plan for Change.

    Energy Minister Michael Shanks said:

    This roadmap gives households and businesses the choice and control over when and how they use their energy.

    The flexible electricity system we are working to build will help make that a reality for consumers across the country, by supporting them to bring down their bills through using new tariffs and technologies.

    In this way we will protect working people’s pockets and ensure they are the first to benefit from our clean power mission.

    Kayte O’Neill, Chief Operating Officer, NESO, said:  

    The journey towards a decarbonised system will bring opportunities for industry and consumers if we can solve the challenges of using the system flexibly. 

    This roadmap provides clear direction for that, setting out the actions needed to increase flexibility across Great Britain and the rewards it will bring.

    Akshay Kaul Director General for Infrastructure Group, Ofgem, said:

    A more flexible energy market will be a real game changer, giving households more control over what they pay for their energy.   

    Small lifestyle tweaks such as programming a dishwasher or tumble dryer to run overnight when costs are low or charging your electric car during high winds can have a material impact on people’s bills.    

    At Ofgem we’re opening up flexibility markets to bring better tariffs and products to consumers to make cheaper bills a reality.

    Sarah Honan, Head of Policy at ADE: Demand, said: 

    Industry demanded a step change in leadership to match our ambition – and this roadmap delivers. A dedicated Flexibility Commissioner aligns squarely with our sector’s blueprint for consumer-led clean power.  

    Now, we must place British homes and businesses at the heart of the system; paying them to flex, not paying gas plants to bail us out. That’s how we lower bills, ditch fossil fuel dependency and make clean power by 2030 real.

    Barnaby Wharton, Director of Future Electricity Systems, RenewableUK, said:  

    A secure, affordable and resilient power system based on renewables needs flexibility at its core, to match times when wind and solar are generating with smart demand. 

    This roadmap puts consumers at the heart of that system, empowering households and businesses to take control of how and when they use electricity, so they can save money by using power when it’s cheapest. 

    By embracing smart tariffs and technologies like EVs, modern heating systems and home batteries, and by accelerating the roll-out of more grid-scale batteries and Long Duration Energy Storage alongside renewables, we can build a more agile system which can shift, adapt and respond to demand faster. Scaling up our capacity to store energy is essential to strengthen the grid and enhance the UK’s energy security.

    Naomi Baker, Senior Policy Manager at Energy UK, said: 

    Energy UK welcomes the roadmap as a positive step towards a smarter, more flexible electricity system that passes the lower cost of renewables through to bill payers.     The challenge now is to deliver what is a significant programme of reform of the way our electricity markets and system work to enable a rapid transition to a clean power system and to deliver value to customers.

    Notes to editors

    In December 2024, the government published its Clean Power 2030 Action Plan, which set out plans for a two to three-fold increase in clean flexibility capacity from 2023 levels, to a range of 51 to 66 GW, by 2030. The Clean Flexibility Roadmap, published today, explains how the government, working with Ofgem and NESO, will deliver that commitment.  

    The first steps that will be taken to support a more flexible electricity system as part of the roadmap include:  

    • appointing a Flexibility Commissioner, who will provide leadership over the policy area 
    • establishing ways of working with NESO and Ofgem to hold government and industry to account for delivery
    • setting up an annual forum to track progress

    Policies being delivered as part of this work include Market-wide Half-Hourly Settlement, which will enable energy usage to be billed every 30 minutes, and the Smart Secure Electricity Systems programme, which aims to help people access consumer-led flexibility. 

    All figures included are based on government analysis unless clearly labelled otherwise.  

    The government has today also published:

    • a consultation on consumer engagement in consumer-led flexibility, which explores how more consumers who want to use energy flexibly can be supported to do so, to help optimise and sustain uptake over the short, medium and long term

    • a call for evidence on improving asset visibility, which seeks views on options for improving how distributed energy assets, like heat pumps and electric vehicle charging points, are registered with distribution network operators (DNOs). This aims to reduce administrative burdens for installers, support flexible use of the assets and prevent network infrastructure from being built unnecessarily

    • a response to the call for evidence on energy smart data, which confirms that the government will continue work to consider whether to introduce a smart data scheme for the energy sector. Smart data is the process of sharing customer data – at the customer’s request – with authorised third parties in a secure way. It will help customers access useful, innovative and personalised products and services that cater to their needs

  • MIL-OSI Russia: The Ministry of Economic Development will act as a strategic partner of the Russian Creative Week

    The Ministry of Economic Development of Russia has become a strategic partner of the Russian Creative Week. The forum will be held in Moscow on September 25–27 at the Russia National Center. The initiator and organizer of the event is the Creative Economy ANO.

    The Ministry of Economic Development of the Russian Federation carries out functions to develop state policy and improve the regulatory framework in the creative economy, and is also engaged in developing a long-term strategy for the development of this sector.

    The cooperation between the Ministry of Economic Development of Russia and the ANO “Creative Economy” will allow for a comprehensive discussion of the draft strategy – the fundamental document at the site of the “Russian Creative Week”, key issues in the field of creative economy at the federal level, and to attract the attention of entrepreneurs to the issues of developing creative industries.

    “The development of the creative economy requires a systematic approach and consideration of the positions of all participants in the process: the state, business and industry associations. The forum will create a space for uniting these views and developing joint solutions,” commented Deputy Minister of Economic Development of Russia Tatyana Ilyushnikova.

    President of the ANO “Creative Economy” Marina Mongush emphasized: The Ministry of Economic Development has launched the process of preparing a document that will determine how this sector will develop until 2030.

    “We are actively working with colleagues, with departments, with the expert community so that the strategy takes into account not only the economic, but also the socio-cultural, value-oriented approach to the creative economy. The Russian Creative Week forum will give our joint work with the Ministry of Economic Development an additional impetus,” believes the president of the ANO Creative Economy.

    “Russian Creative Week” has become an effective tool for the development of the industry as a whole – this is acknowledged by experts, noting that the forum gives a powerful impetus to the growth of regional “experience economies”.

    “It is important for people to be part of something big, and not just stand at a machine or work in a bank branch. It is important for everyone to build their own temple and feel involved in big goals, and it is the value-oriented approach that gives this feeling and distinguishes one community of people from all the others, both in the example of a separate company and in the example of the country,” emphasized the head of the Presidential Administration for Public Projects of the Russian Federation, Sergei Novikov.

    Mikhail Mishustin got acquainted with the new admission department of the Republican Hospital. With the head of the Altai Republic Andrei Turchak and chief physician Anton Khazov

    In Gorno-Altaisk, the construction of a modular emergency department for the Republican Hospital is nearing completion. This is the first modular emergency department within the new national project “Long and Active Life” out of 21 planned for commissioning in 2025. The department covers the full cycle of emergency patient admission and treatment and will be equipped with everything necessary for prompt diagnostic and emergency treatment, including in the event of a mass admission of patients.

    The new department includes a diagnostic unit (CT, X-ray, ultrasound, ECG, endoscopy, express laboratory), a resuscitation and operating unit, a unit for emergency medical care patients, and an administrative and economic unit. It is integrated with the main hospital complex through a heated passage for unimpeded patient transportation. The opening of the new admission department will relieve the main hospital buildings and improve emergency care.

    M. Mishustin: Friends, I want to thank you all. Two and a half months – and the building, they call it the emergency department, is ready. But this is practically a full-fledged hospital, a field hospital, with modern equipment, which can be converted into an operating room. And all this for reasonable funds. This project costs approximately 643 million rubles. The region invested 100 million, the rest of the funds are from the federal budget.

    But the most important thing is the people, the doctors. I am very happy to see such a team here. Andrey Anatolyevich (Turchak) attracts the best. Anton Viktorovich (Khazov) recently returned from a special military operation, he was in charge of the hospital and saved people. I want to thank him for such prompt and professional organization of this work. Everything here is at the highest level. I am sure that the professionals who came here will provide high-quality medical care, and this is very important for the republic, where more and more people are now going.

    The presidential program to support doctors and nurses, mid-level medical personnel is also very important – doctors who work in small, remote settlements, villages, as well as nurses, mid-level personnel are paid an additional 50 thousand rubles. All this also helps to attract qualified personnel.

    And it is very important – I remember, Vyacheslav Viktorovich Volodin, colleagues in the Duma are always concerned about the quality of medical personnel and education being high enough. And of course, so that people want to come here. We also need to carefully collect feedback. Andrey Anatolyevich is a professional, he knows his stuff. We need to very carefully monitor together what else can be done.

    The Zabaikalsky Krai pavilion at the Far East Street exhibition, which will be held in Vladivostok from September 3 to 9 as part of the tenth anniversary Eastern Economic Forum, will present cutting-edge technologies, and its design will reflect a deep connection with the natural and cultural heritage of the region. The exhibition is organized by the Roscongress Foundation with the support of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District.

In order to create favorable conditions for investors, the territory of advanced development “Zabaikalsky Krai” has been formed, and financial and infrastructural support measures are in place. Social infrastructure is being developed with the help of a single presidential subsidy allocated through the Ministry for the Development of the Russian Far East. Special tools have been introduced – “Far Eastern mortgage” and “Far Eastern hectare”. Construction of large facilities has begun according to the master plans of the cities of Chita and Krasnokamensk. But the most important thing is that wages are growing in Zabaikalsky Krai, a large number of jobs are being created.     The Zabaikalsky Krai pavilion is a synthesis of natural grandeur, cultural heritage and high technology. The architectural appearance of the stand was created using modern forms and materials. Interactive zones, spectacular media facades and art objects give the guest the opportunity to take part in an immersive journey into the world of possibilities of the region.

    “We strive to show not only the economic potential of the region, but also its cultural wealth, historical values, and natural beauty. Our pavilion will combine advanced technologies, cultural heritage, and the rich history and nature of Zabaikalsky Krai. Traditionally, we will present the works of our fellow countrymen, whose names are known throughout the world.     The entrance to the Zabaikalsky pavilion will be decorated with a monumental 9.5-meter composition “Solar Myth” by the artist and sculptor Dashi Namdakov. The avant-garde art object depicts a mighty Siberian elk made of bronze, whose antlers form a solar halo – a symbol of the cultural heritage and natural energy of the region.

    In the “Investment Projects of Zabaikalsky Krai” zone, the leading enterprises of the region will be presented using modern technologies. Visitors can expect multimedia holographic and panoramic projections, as well as interactive panels that will demonstrate the achievements of the region in industry and culture. Particular attention will be paid to the largest investors – “Udokan Copper” and Bystrinsky Mining and Processing Plant. Panoramic screens and controllers will allow users to control the virtual space, creating the effect of full immersion and emphasizing the importance of these enterprises for the economy of Zabaikalsky Krai.

    The “Achievements of the Zabaikalsky Krai in 10 Years” platform will show how the development plans of Chita and Krasnokamensk are being implemented. The main feature of the zone is an interactive wall: by touching special tags, guests will see interesting images and will have the opportunity to take bright photos for social networks.

    In the “Tourism Potential” zone, visitors will be able to find out where to go and where to stay in Zabaikalsky Krai. The region’s tourism opportunities will be presented through a projection table and an interactive “mandala”.

    A separate zone “80 Years of Victory” will be dedicated to the exploits and achievements during the Great Patriotic War, as well as the heroes and events of the special military operation. The exhibition will use augmented reality technologies, allowing you to see biographical materials about the participants of the Great Patriotic War and the SVO.

    In addition, the pavilion will house a museum area, where works of art and historical artifacts will be displayed. Special design will create an atmosphere of comfort and respect, allowing visitors to better feel the value of the cultural heritage of Transbaikalia. The exhibition will become a kind of bridge between the past and the present, demonstrating the richness of the history and art of the region.

    On the street near the pavilion, products from the Transbaikal producers “Vkusy Zabaikalya” and “Sdelano v Zabaikalye” will be presented. On the large stage of “Ulitsa Dalnego Vostok”, the municipal theater of song and dance “Zabaikalye” will present the musical performance “Song of the Family”.

    Live music performed by the orchestra of the national song and dance theater “Amar Sain” will be heard near the Zabaikalsky stand, soloists of the vocal group “Forte” and the youth dance group “Klyukva” will perform. Also, guests of the pavilion will be able to participate in making dolls in national costumes, an art master class “Drawing together” and painting a memorable souvenir.

    The 10th Eastern Economic Forum will be held on September 3–6 at the campus of the Far Eastern Federal University in Vladivostok. During these days, the exhibition will be available to forum participants, and on September 7, 8, and 9, it will be open to everyone. The EEF is organized by the Roscongress Foundation.

  • MIL-OSI United Nations: Emergency food assistance grinds to a halt in Nigeria amid surging insecurity and record hunger

    ABUJA, Nigeria – The United Nations World Food Programme (WFP) will be forced to suspend all emergency food and nutrition aid for 1.3 million people in northeast Nigeria at the end of July. This is due to critical funding shortfalls which come at a time of escalating violence and record levels of hunger.

    WFP’s food and nutrition stocks have been completely exhausted. The organization’s last supplies left warehouses in early July and life-saving assistance will end after the current round of distributions is completed.

    Without immediate funding, millions of vulnerable people will face impossible choices: endure increasingly severe hunger, migrate, or possibly risk exploitation by extremist groups in the region.  

    “Nearly 31 million people in Nigeria are now facing acute hunger, a record number,” said David Stevenson, WFP Country Director for Nigeria. “At the same time, WFP’s operations in northeast Nigeria will collapse without immediate, sustained funding. This is no longer just a humanitarian crisis, it’s a growing threat to regional stability, as families pushed beyond their limits are left with nowhere to turn.” 

    Children will be among the worst affected if vital aid ends. More than 150 WFP-supported nutrition clinics in Borno and Yobe states will close, ending potentially life-saving treatment for more than 300,000 children under two and placing them at increased risk of wasting. 

    In conflict-affected northern areas, escalating violence from extremist groups is driving mass displacement. Some 2.3 million people across the Lake Chad Basin have been forced to flee their homes, straining already limited resources and pushing communities to the brink.  

    “When emergency assistance ends, many will migrate in search of food and shelter. Others will adopt negative coping mechanisms – including potentially joining insurgent groups – to survive,” added Stevenson. “Food assistance can often prevent these outcomes. It allows us to feed families, help rebuild economies and support long-term recovery.”

    In the first half of 2025, WFP has been able to hold hunger at bay across northern Nigeria, reaching 1.3 million people with life-saving food and nutrition assistance. Support for an additional 720,000 people was planned for the second half of the year before funding shortfalls put life-saving programmes in jeopardy.  

    WFP has the capacity and expertise to deliver and scale-up its humanitarian response, but the critical funding gap is paralyzing operations. WFP urgently requires US$130 million to prevent an imminent pipeline break and sustain food and nutrition operations through the end of 2025.

  • MIL-OSI Security: Man sentenced for the murder of Abdul-Latif Pouget

    A man has been jailed for life with a minimum of 24 years at the Old Bailey on Tuesday, 22 July after stabbing a man to death and leaving him to die in the middle of a side street in Islington.

    Oguzcan Dereli, 26 (08.04.98) of Alexander Road, Islington, was found guilty at the same court of the murder of 20-year-old Abdul-Latif Pouget following a two-week trial that concluded on Friday, 18 July.

    The court heard that on Friday, 18 October 2024, Abdul had turned into a side street off Clerkenwell Road and parked his moped. Less than a minute later a blue Ford Focus estate pulled up alongside Abdul’s moped.

    Dereli calmly left the vehicle, inadvertently dropping his phone on the road, before approaching Abdul and launching a vicious assault, fatally stabbing him in the thigh, causing significant blood loss. Abdul collapsed on the pavement and Dereli walked back to his vehicle before driving away and leaving him to die.

    Kawsaw Pouget, Abdul’s mother, said:

    “Our beloved Abdul-Latif Pouget — known to us simply as Abs — had just turned 20, two months before the attack. His life was taken from us too early. He was young, intelligent and full of promise.

    “Though he cannot speak for himself at this hearing, we are here to honour him and speak in his name.

    “We want to express our heartfelt thanks to the emergency services, police, the hospital staff, the public who assisted him on that night and the local community who stood with us. You have been a ray of hope and support, and there are no words that can truly express our gratitude.”

    Detective Chief Inspector Lucie Card, who led the Met’s investigation, said:

    “My thoughts and that of my team remain with Abdul’s family, a much loved brother, friend and neighbour.

    “A young man has tragically died in a senseless and brutal way. I can only hope that this sentence can go some way in providing a sense of justice to Abdul’s family.”

    On the day of Abdul’s death, police were called by the London Ambulance Service to Back Hill, Islington, at 21:36hrs, following reports of a moped colliding with a wall.

    Officers attended and while paramedics were treating Abdul they discovered a series of stab injuries. He was rushed to an east London hospital but despite the best efforts of the medical team he died three days later.

    An investigation was launched and detectives from the Met specialist crime team began gathering evidence.

    They reviewed hours of CCTV that captured the defendant drive the Ford Focus estate down Back Hill road, then approach and assault Abdul. In the footage it is clear that he was armed with a large machete.

    Details from the CCTV footage of the vehicle used in the incident proved that the car was registered to Dereli. However, when officers went to arrest him he was not at his home address.

    On the evening of Saturday, 19 October 2024, Dereli and his partner were spotted checking into a hotel on Old Street, Shoreditch.

    On Sunday, 20 October officers approached the hotel, arresting Dereli and later charging him with murder the following day.

    During the trial, Dereli said that he had the machete with him because it had been left in his car by a friend, and that he was planning to throw it in the canal when he saw Abdul.

    However, the jury did not believe this account, and he was found guilty.

    A multi-billion-pound export deal of Typhoon fighter jets to Türkiye – which could secure thousands of skilled UK jobs – is a significant step closer today, following the signing of an agreement that will also strengthen the UK-Türkiye partnership.

    The latest statistics show UK defence exports were valued at £14.5 billion in just a 12-month period. Following the SDR’s direction, it moves responsibility for defence exports from the Department for Business and Trade, making the MOD the lead for securing deals for military equipment with our allies.

    The Typhoon workshare agreement would see more than a third (37%) of each aircraft manufactured in the UK; the rest of each aircraft would be produced by the Eurofighter Partner Nations. Final production at BAE Systems’ Warton site would include radars from Edinburgh and engines from Bristol, helping secure thousands of UK jobs.

    Athlete sentenced for Bounce Back Loan fraud

    • British Masters athlete Rick Beardsell obtained two maximum-value Bounce Back Loans for his sportswear manufacturing business and used most of the funds to help buy a £1.3 million home in a Cheshire village
    • Money spent on purchasing the five-bedroom house should have been used to benefit his Sports Creative Limited business
    • Beardsell also broke the rules of the scheme by substantially inflating his company’s turnover and securing two loans when businesses should only have received one
    • The 46-year-old has now repaid the £100,000 he fraudulently applied for in full

    A world sprint champion has been sentenced after he spent Covid loan funds to help buy a £1.3 million house.

    Rick Beardsell secured two £50,000 Bounce Back Loans for his Sports Creative Limited company in 2020 and 2021 when businesses were only allowed a single loan.

    The 46-year-old then moved the Bounce Back Loan funds into his personal bank account, using part of the money to help buy a five-bedroom property on Macclesfield Road in Prestbury, while also transferring cash to family members and making mortgage payments.

    Beardsell, who has won multiple sprint titles and holds world records representing Great Britain as a masters athlete, was sentenced to 18 months in prison, suspended for two years, when he appeared at Chester Crown Court on Tuesday 22 July.

    He was also ordered to complete 250 hours of unpaid work and pay costs of £11,152.

    Beardsell repaid the £100,000 in full earlier this year after his guilty plea but before sentencing.

    David Snasdell, Chief Investigator at the Insolvency Service, said:

    Rick Beardsell exploited a Covid support scheme designed for struggling businesses, fraudulently obtaining loans he was not entitled to.

    While legitimate business owners fought to stay afloat during the pandemic, Beardsell bought a £1.3 million home with the help of money that should have been supporting his company through difficult times.

    This case sends a clear message that we will not tolerate those who viewed government support schemes as an opportunity for personal enrichment during a national emergency.

    Sports Creative Limited was set up in January 2009 with Beardsell as its sole director. The company described itself on social media as “a bespoke sportswear manufacturer”.

    Beardsell applied to the bank for his first £50,000 Bounce Back Loan just before Christmas 2020.

    In the application, he claimed that Sports Creative Limited had a turnover of £485,000.

    Just two weeks later, in early January 2021, Beardsell applied to a second bank for another £50,000 Bounce Back Loan, this time stating that his company had an estimated turnover of £320,000.

    Insolvency Service analysis of Sports Creative Limited’s bank account revealed that its turnover was just over £90,000, meaning he exaggerated his company’s revenue on both occasions.

    Beardsell claimed that he had received a purchase order of $600,000 (approximately £440,000) for personal protective equipment during the pandemic which ultimately failed to materialise.

    Even if this were the case, businesses were required to provide their turnover for 2019, prior to the start of Covid.

    Investigations also found Beardsell transferred £83,900 of the £100,000 loan money to his personal bank account in three separate transactions at the start of March 2021.

    A total of £431,160 from that account was paid to solicitors for the purchase of a house on Macclesfield Road in September 2021.

    Beardsell also made fraudulent transfers of £5,000 to his wife, £10,000 to another family member, and two mortgage payments for his previous house in Manchester which put the funds beyond the reach of creditors.

    In a prepared statement, Beardsell claimed that he had sought “professional advice” that Bounce Back Loan funds could be used for “any purpose” that resulted in a direct benefit to the company. He added that he was advised that this could include investments in company assets or property.

    Beardsell also said that HMRC told him that he was eligible to receive the funds from the second loan, advice which would not have been given had he been honest about his successful application for an earlier Bounce Back Loan.

    Sports Creative Limited entered liquidation in December 2021.

    Summer and dacha are inseparable concepts. In warm weather, Muscovites try to go out of town more often: some immerse themselves in caring for their garden and vegetable garden, others prefer relaxing on the beach, picnics and barbecues. On Dacha Resident Day, which is celebrated on July 23, inMoscow city economy complex reminded the basic rules of fire safety in private homes and shared recommendations for caring for plants in the heat.

    Caring for garden beds in hot weather

    All living creatures suffer from the scorching sun, including plants. Yulia Strazhnikova, an agronomist at the Izmailovsky Production Department of the State Budgetary Institution “Greening”, told us how to protect beds from the heat. According to her, in order to cool down, plants evaporate more moisture, so watering requires special attention. The main rule is not to water the beds during the day, when the sun is active and can burn the leaves. It is better to do this in the morning, before 08:00, or in the evening, after 20:00.

    “The water should not be cold. The most optimal temperature is 18-20 degrees. Otherwise, the roots in the warm soil will experience severe stress, which will negatively affect the development of plants,” the agronomist explains.

    It is useful to create artificial shade for the beds using light fabric or cardboard, securing them to a rope or wire stretched over pegs.

    In hot weather, the soil can heat up to 80 degrees, which accelerates the evaporation of moisture. To retain it, the beds can be covered with a protective layer, that is, mulched. Sawdust or straw are best suited for this – they are light, so they will not only reduce evaporation, but also reflect the sun’s rays, which means the soil will not heat up as much. You can also use agrospan or slightly dried freshly mown grass. The mulch is laid in a layer of up to five centimeters, but it should not fit tightly to the plants so as not to provoke their rotting.

    Flower beds require special attention. In sunny areas it is better to plant light-loving asters, daisies, yarrows, phloxes, petunias, marigolds, and in the shade – hostas, astilbes and heucheras.

    “In extreme heat, flowers need to be watered generously in the morning and evening. It is advisable to water the roots of the plant so that the moisture is evenly distributed throughout the root system. On sunny days, water should not fall on the leaves, shoots and inflorescences. You need to be especially careful with plants with a dense crown and pubescent leaves,” the specialist advises.

    Rivulets, lakes and ponds were overflowing in agency areas of Mulugu district, which recorded the highest rainfall of 25.5 cm during the last 24 hours.

    Villages in Venkatapuram mandal of Mulugu district were marooned. With their houses completely inundated, villagers spent a sleepless night. Venkatapuram-Bhadrachalam main road was submerged, bringing the vehicular traffic to a complete halt.

    Eturanagam mandal in Mulugu district recorded 18.4 cm rainfall while Mangapet received 15.8 cm.

    United Karimnagar district has been receiving heavy rain since early Wednesday morning. Some colonies in Karimnagar town were inundated. Flood water entered houses and shops in parts of the town.

    Heavy rain affected coal production in the mines of state-owned Singareni Collieries Company Limited (SCCL).

    Coal production was disrupted in four open-cast mines in Peddapalli district. About 40,000 tonnes of coal are produced in these mines every day.

    Flood water entered the open-cast mine at Yellandu in Bhadradri Kothagudem district. The employees deployed motors to pump out water.

  • World Court is poised to mark the future course of climate litigation

    The United Nations’ highest court will deliver an opinion on Wednesday that is likely to determine the course of future climate action across the world.

    Known as an advisory opinion, the deliberation of the 15 judges of the International Court of Justice (ICJ) in The Hague is legally non-binding. It nevertheless carries legal and political weight and future climate cases would be unable to ignore it, legal experts say.

    “The advisory opinion is probably the most consequential in the history of the court because it clarifies international law obligations to avoid catastrophic harm that would imperil the survival of humankind,” said Payam Akhavan, an international law professor.

    In two weeks of hearings last December at the ICJ, also known as the World Court, Akhavan represented low-lying, small island states that face an existential threat from rising sea levels.

    In all, over a hundred states and international organisations gave their views on the two questions the U.N. General Assembly had asked the judges to consider.

    They were: what are countries’ obligations under international law to protect the climate from greenhouse gas emissions; and what are the legal consequences for countries that harm the climate system?

    Wealthy countries of the Global North told the judges that existing climate treaties, including the 2015 Paris Agreement, which are largely non-binding, should be the basis for deciding their responsibilities.

    Developing nations and small island states argued for stronger measures, in some cases legally binding, to curb emissions and for the biggest emitters of climate-warming greenhouse gases to provide financial aid.

    PARIS AGREEMENT AND AN UPSURGE IN LITIGATION

    In 2015, at the conclusion of U.N. talks in Paris, more than 190 countries committed to pursue efforts to limit global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit).

    The agreement has failed to curb the growth of global greenhouse gas emissions.

    Late last year, in the most recent “Emissions Gap Report,” which takes stock of countries’ promises to tackle climate change compared with what is needed, the U.N said that current climate policies will result in global warming of more than 3 C (5.4 F) above pre-industrial levels by 2100.

    As campaigners seek to hold companies and governments to account, climate‑related litigation has intensified, with nearly 3,000 cases filed across almost 60 countries, according to June figures from London’s Grantham Research Institute on Climate Change and the Environment.

    So far, the results have been mixed.

    A German court in May threw out a case between a Peruvian farmer and German energy giant RWE RWEG.DE, but his lawyers and environmentalists said the case, which dragged on for a decade, was a still victory for climate cases that could spur similar lawsuits.

    Earlier this month, the Inter-American Court of Human Rights, which holds jurisdiction over 20 Latin American and Caribbean countries, said in another advisory opinion its members must cooperate to tackle climate change.

    Campaigners say Wednesday’s court opinion should be a turning point and that, even if the ruling itself is advisory, it should provide for the determination that U.N. member states have broken the international law they have signed up to uphold.

    “The court can affirm that climate inaction, especially by major emitters, is not merely a policy failure but a breach of international law,” said Fijian Vishal Prasad, one of the law students that lobbied the government of Vanuatu in the South Pacific Ocean to bring the case to the ICJ.

    Although it is theoretically possible to ignore an ICJ ruling, lawyers say countries are typically reluctant to do so.

    “This opinion is applying binding international law, which countries have already committed to. National and regional courts will be looking to this opinion as a persuasive authority and this will inform judgments with binding consequences under their own legal systems,” Joie Chowdhury, senior attorney at the Center for International Environmental Law, said.

    The court will start reading out its opinion at 3 p.m. (1300 GMT).

    The 46-year-old then moved the Bounce Back Loan funds into his personal bank account, using part of the money to help buy a five-bedroom property on Macclesfield Road in Prestbury, while also transferring cash to family members and making mortgage payments.

    Beardsell, who has won multiple sprint titles and holds world records representing Great Britain as a masters athlete, was sentenced to 18 months in prison, suspended for two years, when he appeared at Chester Crown Court on Tuesday 22 July.

    He was also ordered to complete 250 hours of unpaid work and pay costs of £11,152.

    Beardsell repaid the £100,000 in full earlier this year after his guilty plea but before sentencing.

    David Snasdell, Chief Investigator at the Insolvency Service, said:

    Rick Beardsell exploited a Covid support scheme designed for struggling businesses, fraudulently obtaining loans he was not entitled to.

    While legitimate business owners fought to stay afloat during the pandemic, Beardsell bought a £1.3 million home with the help of money that should have been supporting his company through difficult times.

    This case sends a clear message that we will not tolerate those who viewed government support schemes as an opportunity for personal enrichment during a national emergency.

    Sports Creative Limited was set up in January 2009 with Beardsell as its sole director. The company described itself on social media as “a bespoke sportswear manufacturer”.

    Beardsell applied to the bank for his first £50,000 Bounce Back Loan just before Christmas 2020.

    In the application, he claimed that Sports Creative Limited had a turnover of £485,000.

    Just two weeks later, in early January 2021, Beardsell applied to a second bank for another £50,000 Bounce Back Loan, this time stating that his company had an estimated turnover of £320,000.

    Insolvency Service analysis of Sports Creative Limited’s bank account revealed that its turnover was just over £90,000, meaning he exaggerated his company’s revenue on both occasions.

    Beardsell claimed that he had received a purchase order of $600,000 (approximately £440,000) for personal protective equipment during the pandemic which ultimately failed to materialise.

    Even if this were the case, businesses were required to provide their turnover for 2019, prior to the start of Covid.

    Investigations also found Beardsell transferred £83,900 of the £100,000 loan money to his personal bank account in three separate transactions at the start of March 2021.

    A total of £431,160 from that account was paid to solicitors for the purchase of a house on Macclesfield Road in September 2021.

    Beardsell also made fraudulent transfers of £5,000 to his wife, £10,000 to another family member, and two mortgage payments for his previous house in Manchester which put the funds beyond the reach of creditors.

    In a prepared statement, Beardsell claimed that he had sought “professional advice” that Bounce Back Loan funds could be used for “any purpose” that resulted in a direct benefit to the company. He added that he was advised that this could include investments in company assets or property.

    Beardsell also said that HMRC told him that he was eligible to receive the funds from the second loan, advice which would not have been given had he been honest about his successful application for an earlier Bounce Back Loan.

    Sports Creative Limited entered liquidation in December 2021.

         Following is a question by Dr the Hon Kennedy Wong and a reply by the Acting Secretary for Commerce and Economic Development, Dr Bernard Chan, in the Legislative Council today (July 23):

    Question:

         Since October last year, the Government has reduced the duty rate for liquor with import price over $200 from 100 per cent to 10 per cent for the portion above $200. In this connection, will the Government inform this Council:

    (1) whether it has compiled statistics on the changes in the value and volume of imports and re-exports of liquor to date after the reduction in the duty rate on liquor, and how such data compare with those prior to the reduction, together with a breakdown by type of liquor (e.g. Chinese baijiu, whisky and brandy);

    (2) as the Government has indicated that the reduction in the duty rate on liquor aims to promote the development of Hong Kong into a trading hub for high-end liquor and boost the growth of various industries such as catering, hotel, logistics and warehousing, whether the Government has assessed if the policy has achieved the expected effects after its implementation; whether the Government will study a further reduction in the duty rate on liquor; if so, of the details; if not, the reasons for that; and

    (3) whether the Department of Health has, after the reduction in the duty rate on liquor, conducted a population health survey to compile statistics on the proportion of the population aged 15 or above who have consumed liquor; whether it will step up its efforts to publicise and educate the public about the health effects of alcohol, in order to prevent problems such as alcohol dependence, alcohol abuse and binge drinking; if so, of the details; if not, the reasons for that?

    President,

         Having consulted the Health Bureau, the Census and Statistics Department (C&SD) and the Customs and Excise Department (C&ED), the consolidated reply to the question raised by Dr the Hon Kennedy Wong is as follows:

         Currently, liquor duty in Hong Kong is levied on liquor for local sales or other uses, while liquor for export or re-export through Hong Kong to other regions is not subject to duty. As such, the liquor duty reduction has a more direct impact on liquor imported for local consumption, whereas the re-export trade of liquor is more influenced by macro factors such as global economic conditions and geopolitics.

         According to the statistics from the C&ED, during the 8.5-month period from the reduction of the duty rate on high-end liquor on October 16 last year to the end of June this year, both the volume (in litre) and value of duty-paid liquor import increased as compared with the 8.5-month period prior to the liquor duty reduction. Of these, the import volume of liquor rose by more than 20 per cent, while its value went up significantly by nearly 90 per cent, reflecting that the two-tier system introduced by the Government is effective in boosting high-end liquor trading. A comparison of the volume and value of duty-paid liquor before and after the reduction in liquor duty rate, as well as detailed statistics breakdown by type of liquor, is provided in Annex I for Members’ reference.

         On the other hand, as liquor duty is not levied on re-exported liquor, the C&ED does not maintain statistical data on the value of liquor re-export. The information provided by the C&SD is set out in Annex II.

         As the liquor duty reduction has only been implemented for a short period, its effectiveness in various aspects remains to be observed. Regarding the suggestion from some members of the trade that the Government should further reduce the duty on liquor, we would like to reiterate that the purpose of lowering liquor duty is to encourage the trade and auctions of high-end liquor in Hong Kong, thereby giving impetus to the development of other high value-added sectors such as logistics and storage, tourism as well as high-end food and beverage consumption. At the same time, we are also mindful of the need to avoid increasing liquor consumption among the public as a result of reducing liquor duty, thereby leading to other problems.

         When introducing the relevant measures, the Government has fully balanced different policy considerations such as promoting economic development, maintaining stable public finances and protecting public health. We will closely monitor the development of the liquor trade and review the effectiveness of the measures in a timely manner. Any further adjustments will require careful consideration of the impact on different aspects with prudent planning. The Government currently has no plan to further adjust the duty rate on liquor.

         In fact, the Government has been attaching great importance to the harms brought by alcohol, in particular alcohol dependence, alcohol abuse and binge drinking. In 2018, the Government launched the “Towards 2025: Strategy and Action Plan to Prevent and Control Non-communicable Diseases in Hong Kong”, setting out nine local targets, with “reduce harmful use of alcohol” being one of them, to be achieved by 2025. The Government will continue to adopt a risk-based approach to reduce alcohol-related harm through publicity, education, treatment and support services. Among which, the Department of Health (DH) has launched the Pilot Alcohol Cessation Counselling Service (Pilot Programme) through subvention to a non-governmental organisation. The Pilot Programme was launched on April 8, 2024, and will last for two years to provide free counselling service for Hong Kong residents identified to have probable alcohol dependence. The DH has also launched a publicity and education campaign named “Understanding Alcohol Harm” since 2022 to enhance the public’s understanding of the health risks associated with alcohol consumption; and provides online risk assessment of drinking behaviour, personalised health advice, self-help tools, health education resources, etc to encourage drinkers to change their drinking behaviour for the sake of their health.

         In addition, the DH conducts the Population Health Survey (PHS) approximately every five years with the Health Behaviour Survey conducted in between as regular surveillance to understand the health status of the Hong Kong population, including drinking behaviours. Figures relevant to drinking behaviours in past PHSs are set out in Annex III. The 2025/26 PHS is expected to commence in the third quarter this year with the findings to be available in end-2026, which would reflect the situation after the partial reduction of duty on liquor.

    Critical infrastructure organisations face increased security, compatibility, performance, cost, and compliance risks if they delay upgrading to Windows 11.

    Bracknell, UK. 23rd July 2025 – Panasonic TOUGHBOOK has released research revealing the challenges and concerns for organisations navigating Windows 10 end-of-life and migrating to the Windows 11 operating system*. With support for Windows 10 ceasing on 14th October 2025, Panasonic’s research shows organisations that have not yet completed their migration are concerned about security risks, costs, and software compatibility issues arising from out-of-support software.

    Panasonic’s whitepaper, ‘Navigating the Shift: The Business Case for Upgrading to Windows 11’ also explores the extent of hardware refreshes needed to support Windows 11, and reveals concerns about the impact of device downtime during upgrade cycles.

    Standing still presents significant security risks and cost implications
    One of the biggest challenges surveyed organisations face is the security risk of inaction or delaying their Windows 11 migration. Ninety-eight percent of organisations surveyed say they are ‘likely’ to invest in Microsoft’s Extended Security Update (ESU) if they have not completed migration to Windows 11 by October.

    More than half (58%) are not confident that they will be able to manage device security without either completing the migration or investing in ESU. They are concerned that if they don’t migrate or purchase ESU, they will be exposed to higher ransomware and malware risk (94%), data breaches (93%), a lack of patches for new security threats (91%), compliance risks (89%) and the impact on business reputation (88%).

    Cost is another concerning factor for organisations delaying their Windows 11 migration beyond October 2025. Two-thirds predict that they’ll face higher costs overall, with 55% expecting these will come in the form of higher cybersecurity expenses. With Microsoft advising that an enterprise with 1,000 devices will face an ESU bill for approximately £320,000 over the three years that ESU is available, the cost of delay is tangible and immediate

    In addition, 48% predict increased support costs and 46% believe business continuity risks will have cost implications. Increased maintenance costs (40%) and hardware costs (38%) are also factors.

    Software upgrade means hardware replacement and reduced productivity
    Surveyed organisations operate an average of 4,000 devices and estimate that 62% either have been, or will still need to be replaced or upgraded, to ensure compatibility with Windows 11. This rises to 76% of devices in organisations with more than 5,000 employees.

    Almost half (45%) of respondents see challenges around the loss of productivity due to downtime when devices are being upgraded. Consequently 75% are adopting a phased approach. One-quarter (25%) are delaying software upgrades to coincide with device replacement. Application and business software compatibility issues are another migration challenge, cited by 47%.

    Upgrades will be managed through a combination of remote upgrades (46%) and in-person upgrades (54%), with 64% expecting to draw heavily on device manufacturer support during the process.

    Benefits of migration outweigh risks of delay
    Respondents currently migrating to Windows 11 expect to unlock important benefits around security and protection (44%), performance and processing power (36%) and having a future-proofed device ecosystem (36%). They also seek to leverage AI features such as Microsoft Copilot or Bing AI (34%) as well as deploying Edge AI capabilities in the field (29%).

  • MIL-Evening Report: Childcare centres will have funding stripped if they’re not ‘up to scratch’. Is this enough?

    Childcare centres will lose their eligibility for fee subsidies if they don’t meet safety standards, according to a new bill introduced to parliament on Wednesday.

    As Education Minister Jason Clare told parliament:

    it will give us the power to cut off funding to childcare centres that aren’t up to scratch.

    The bill follows recent allegations a Victorian childcare worker abused children in his care. There have also been allegations of abuse in centres in New South Wales and Queensland. Labor has warned lower house MPs it can expect late nights next week, to try to get this bill and the governments’ plan to cut HELP debts through parliament.

    What’s in the bill? What does it mean for families? And what’s missing?

    What’s in the bill?

    Clare told parliament the federal government’s childcare subsidy currently covers about 70% of the average cost of running a centre.

    This legislation gives the federal education department the power to suspend or cancel that funding if a centre “is not meeting the quality, safety and other compliance requirements,” according to the national system of early childhood regulation.

    The department could also stop a childcare operator from opening a new service if there are problems with existing services.

    It applies to all types of early childhood services from daycare centres to family daycare, and also before and after school care.

    The federal education department will also have new powers to do spot checks in services (this is on top of state authorities who can already do checks).

    There are strong, new measures

    It is positive to see strengthened measures to take a providers’ track record into account before saying “yes you can open another service”. This is a slightly more proactive measure, in addition to punishments for services that do not comply.

    We are also seeing more transparency. The bill will provide new powers to publicise when a provider is refused approval for a new service.

    It can also publish other compliance action taken against providers, such as when conditions are applied – and the details of those conditions. Or if a fine has been imposed.

    This means families and the broader public – including any shareholders – will also be more aware of what is going on in childcare services.

    Is this enough?

    While the Coalition and the Greens are broadly supportive of the bill, they also want to see further changes.

    Clare told parliament the bill is not the only measure the federal government was making around childcare standards.

    State and federal education ministers are due to meet next month to discuss child safety. This includes a national register to track early childhood workers from centre to centre, mandatory “child safety training”, CCTV for centres and other recommendations from the recent Wheeler review on the NSW early childhood sector.

    Attorneys general will also meet next month to discuss how to improve working with children checks.

    What about the impact on families?

    We also need to think about the practical consequences of the bill. If the childcare subsidy was removed from any service – whether they are private or not-for-profit – they would quickly become unviable.

    Without the subsidy (which reduces out-of-pocket costs for parents), many families would not be able to afford childcare.

    If a service is going to have access to the subsidy taken away, how much notice should families get? These details need thoughtful consideration.

    If the federal education department is going to have a team of people doing checks on services, we also need to ask, how will this work? How quickly will they be able to do these checks? One of the issues with the current system is there are long delays between assessments. This suggests it will need careful planning and it will also cost some money.

    The bigger picture

    Beyond these questions, there is the bigger picture of childcare quality in Australia. The system is complex but people who educate and care for children are at the heart of it.

    My recent research has revealed educators are only spending 30% of their time on undistracted and uninterrupted time with children. This is due to the heavy and sometimes competing demands of their work, including administrative and cleaning duties. Educators say this diminishes their capacity to provide quality education and care.

    Heavy and distracting workloads, along with widespread reports of understaffing and breaches to minimum staff-to-child ratios, makes it difficult for educators to keep children safe.

    So meaningful reform must consider educators’ experiences, and include strategies to increase support for educators to do their jobs well.

  • MIL-OSI Russia: Five major sports facilities built by city in southwest Moscow in five years

    Since 2020, five major sports facilities have appeared in the southwest of the capital at the expense of the city budget – an ice palace, a physical education and health and sports complex, as well as a football field. They were built under the “Sport of Moscow” program. This was reported by the head of the capital’s Department of Civil Construction Alexey Alexandrov.

    “Special attention is paid to the development of sports infrastructure in the capital, which contributes to the creation of a comfortable and accessible environment for sports. New facilities are built taking into account modern standards and technologies, attracting citizens to lead an active lifestyle. At the same time, it is important that all of them have convenient transport accessibility. Over the past five years, large facilities have appeared in four districts in the southwest of the capital. The last of them, the Maksimum sports complex, opened recently on Ostafyevskaya Street. The new facility has become part of the sports cluster of the Yuzhnoye Butovo district. The two-story sports complex with a total area of over 8.7 thousand square meters can accommodate about two thousand people per day and is adapted for visits by people with limited mobility. In addition to the general physical training hall, it is equipped with two swimming pools and an ice rink,” said Alexey Alexandrov.

    In 2021, a sports and recreation complex was built on Gubkin Street in the Gagarinsky District, which today operates as part of the Sambo-70 sports and education center Department of Sports of the City of Moscow.     In 2022, a football field measuring 105 by 68 meters was built in Yasenevo. It is located in a residential area on Yasnogorskaya Street. The concept of the sports facility on Novoyasenevsky Prospekt was developed jointly with the Honored Coach of Russia Eteri Tutberidze. The building, with an area of 21.3 thousand square meters, hosts training and competitions in figure skating, hockey, and ice shows. Public skating is organized here for amateur athletes.

    In 2023, the Kachalovsky sports complex was built in the Severnoye Butovo district on Dmitry Donskoy Boulevard. Its total area is 5.8 thousand square meters. Residents of nearby neighborhoods can play sports in the immediate vicinity of their home. The sports complex has a multi-purpose hall for game sports and a gym. In addition, there are two swimming pools: a 25-meter eight-lane pool and a 10-meter swimming pool for children aged seven to 10 years. The two-story building is decorated in a modern style: the facades are faced with fiber cement and porcelain stoneware slabs with a smooth and textured surface that imitate natural finishing materials.

    The site will not only be a decoration for the city, but also a symbol of the residents’ contribution to the development of Moscow through participation in voting and initiatives of the capital’s electronic projects.

    Users of Active Citizen with a standard or full account on the mos.ru portal can share their opinions. Muscovites will be awarded points for the city loyalty program for voting in the project “A Million Prizes”, which can be used to obtain goods and services from program partners or donated to charity.

    Project “Summer in Moscow” — the main event of the season. It brings together the most vibrant events of the capital. Every day, charity, cultural and sports events are held in all districts of the city, most of which are free. The Summer in Moscow project is being held for the second time, and this season will be more eventful: new, original and colorful festivals and events will be added to the traditional ones.

    Project “Active Citizen” has been operating since 2014. During this time, more than seven million people have joined it, and more than seven thousand votes have been held.   • MIL-OSI United Kingdom: Young people in care offered life skills by summer scheme

    It will help 14 and 15 year olds develop essential independent living skills, covering a range of topics including healthy eating, food hygiene, cooking, budgeting, savvy shopping and homemaking.

    They will also be able to meet with Young Person’s Advisors and supported accommodation providers to learn more about what support is available to them as they get older.

    The programme will be delivered by the Wolverhampton House Project, a council backed initiative which helps to provide homes for care leavers.

    Councillor Jacqui Coogan, Cabinet Member for Children, Young People and Education, said: “As young people in care approach adulthood, it’s important they feel prepared, informed, and empowered to take on greater independence.

    “This programme will help bridge the gap between care and adult life by providing hands on experiences in key life skills – at a pace that works for each individual.

    “Giving them practical skills will help them feel more prepared and self reliant, while understanding nutrition, hygiene, and personal care will promote better physical and emotional health.

    “Budgeting and shopping skills will help them to make informed, responsible financial choices, and meeting support providers and seeing real life examples of accommodation will give them a clearer picture of what lies ahead.

    “This programme is all about giving young people the tools and confidence to thrive as they move towards greater independence. It will be a positive, empowering experience that will set a strong foundation for the future.”

    The Wolverhampton House Project, a partnership between the council, The National House Project, Wolverhampton Homes and commercial partner Reconomy, was launched in 2019.

    Over the last 7 years, it has provided dozens of care leavers with an empty Wolverhampton Homes property which they are supported to refurbish and then move into. Through the process, they are able to develop the skills and confidence to build a life for themselves after leaving care.
