    Manchester Libraries has won the ‘Library of the Year’ Award at the prestigious British Book Awards 2025 held at Grosvenor House London on Monday, 12th May.

    The revival of the Library of the Year award at this year’s British Book Awards event was awarded to Manchester Libraries in recognition of its multi-strand and city-wide Blue Peter Book Club Live programme which made ‘superb’ use of the revered Blue Peter brand to bring children and families into contact with libraries and reading.

    The programme engaged with people who had never or very rarely visited a library, resulting in an 88% visitor increase compared to a typical Saturday, with 60% of these attendees living in an area of high deprivation. Connecting with readers via local schools, the incentive saw children’s library membership increase by 33% during the campaign compared to the same period in 2023, and 12,308 people become new library members during the campaign period.

    It was launched at a special Book Club Live event at Central Library by the Blue Peter presenters and It engaged with people who had never, or very rarely visited the library. The team also created a badge trail to connect 13 cultural venues, distributed 20,000 trail maps and enlisted local partners to act as champions as part of the event programme which spread across the city.

    Describing the levels of engagement as ‘phenomenal’ the judges also commended the library on the committed team who saw the opportunity to work with Blue Peter and run with it grabbing the attention of children and young people who had never been into that library and kept hold of them afterwards.

  • MIL-OSI United Kingdom: Work complete on upgrade for pedestrian zone bollards

    WORK to upgrade and extend the network of automatic bollards that surround Leicester’s central pedestrian zone is now complete.

    Over the past few months, the city council has been replacing old automatic bollards and installing additional units in new areas as part of a range of measures to improve pedestrian safety and manage vehicle access in the city centre.

    The new bollards will be lowered to allow vehicles into the pedestrian zone during allowable hours for loading and unloading but will prevent unauthorised vehicles from entering the zone at all other times.

    The automatic bollards are designed to rise immediately after a permitted vehicle has entered the pedestrian zone. This is to prevent tailgating and unauthorised entry. Warning signs and red lights are in place to alert drivers of the risk.

    Eligible residents and businesses based within the zone will need to use a new authentication system with PIN code to gain entry through the new bollards outside of allowable hours.

    Letters detailing the changes have been sent to every residential and business address within the pedestrian zone, advising people of the new access requirements and how to register for authorisation.

    One-time use PIN codes can also be issued to those with legitimate reasons for accessing the zone outside of permitted hours.

    Martin Fletcher, Leicester City Council director of highways, said: “Leicester’s pedestrian zone was established back in 2006, and the infrastructure installed at that time needed renewing or replacing to ensure it continued to be fit for purpose.

    “Over the years, we have also extended the zone to include Church Gate, Haymarket, St Martins, Greyfriars and Hotel Street, so this was also a good opportunity to upgrade and extend the systems we have in place to keep the area secure.

    “By upgrading infrastructure and tightening up access for vehicles to the pedestrian zone, we can more effectively clamp down on those who abuse the system and continue to provide an environment for shopping and leisure activities where people can feel safe.”

    As part of the package of measures, the number of locations where automatic bollards are in place has been increased to ten.

    Existing loading and unloading hours will be strictly enforced, with all delivery vehicles expected to be out of the pedestrian zone by 11am from Sunday to Friday, and by 9am on Saturdays.

    Leicester’s pedestrian zone covers an area that’s about the size of seven-and-a-half football pitches and includes the Highcross and Haymarket shopping centres, the streets around the Clock Tower, and the independent shops and cafes in St Martin’s Square and The Lanes.

    Headline: Recent approval of IMO’s net-zero framework for international shipping

    Members of IMCA’s Marine Policy & Regulatory Affairs (MPRA) Committee and Margaret Fitzgerald, IMCA Head of Legal & Regulatory Affairs, participated in recent discussions at the 83rd session of the International Maritime Organization’s (IMO) Marine Environment Protection Committee (MEPC 83) aimed at setting shipping on a trajectory to reach net zero by 2050.

    It was a historic moment at the IMO when, on 11 April, MEPC 83 approved the draft legal text for incorporation into annex VI of the MARPOL Convention on its net-zero framework.

    In accordance with its 2023 revised greenhouse gas (GHG) strategy, the package of measures comprises of two elements:

    1. A global fuel intensity standard (GFI) measuring how much greenhouse gas is emitted for each unit of energy used, that ships must reduce over time,
    2. An economic measure, that will require ships operating above GFI thresholds to acquire remedial units to balance their excess emissions, while those using zero or near-zero GHG fuels or technologies will be eligible for financial rewards for their lower emissions profile.

    From 2028, ships with a gross tonnage of 5,000 GT or greater will be required to calculate their GHG fuel intensity (GFI) against a reference value of 93.3 gCO₂eq/MJ (the industry average in 2008), with mandatory reduction targets across two compliance tiers over the coming years.

    In terms of the economic measure, while there was significant support for a simple GHG levy, the compromise is an approach that establishes a two-tier carbon credits system of ‘remedial units’ and ‘surplus units’ that shipowners can trade to achieve compliance.

    The proposed text will now be circulated with an accompanying resolution in anticipation of adoption by an extraordinary session of the MEPC (MEPC ES/2) in October this year. If adopted, shipping will be the first sector to implement a globally agreed GHG pricing mechanism.

    IMO Secretary-General Arsenio Dominguez reminded delegates that the package of measures approved at MEPC 83 was only one step on international shipping’s journey to 2050 and much more work is needed to get there.

    MEPC 83 has identified a raft of new guidelines that will need to be developed, as well as a list of existing guidelines that will need to be amended to support the legal text.

    It will take some time to fully unpack what the economic impact of these measures on the offshore marine contacting sector will be, but IMCA’s MPRA Committee will do so over the next few months and will publish relevant guidance for members in due course.

  • MIL-OSI Security: Detectives name victim of murder in Manor House

    Detectives have now named an 87-year-old man – much loved by his community – as the victim of a murder in Manor House.

    John Mackey sadly died on Thursday, 8 May after being robbed around 17:53hrs on Tuesday, 6 May in Goodchild Road.

    His family continue to be supported by specialist officers.

    Detective Chief Inspector Mark Rogers, who is leading the investigation, said:

    “John was a proud Irishman and an innocent member of the public, and was walking back home after running errands when he was the victim of this tragic incident.

    “His family tell us he was one of 11 children. He was born in Callan, County Kilkenny, Ireland and moved to London in the 1950s. He was uncle to a remarkable 22 nieces and nephews and a brother to his remaining four siblings, they will all miss him.

    “John’s family describe him as funny and charming. He was a life-long Arsenal fan, who was adored by his family and was loved by his local community.

    “His family will join John on one final trip back to Ireland where he’ll be laid to rest.

    “I would like to reassure the local community that a man has been charged and we are not looking for anyone else in connection with John’s death.”

    Peter Augustine, 58 (25.10.1966), of Green Lanes, Hornsey, was charged on Friday, 10 May, with murder and robbery. He is remanded in custody.

    Construction readiness of the second stage of the campus on the basis of Novosibirsk State University (NGU) is more than 50%. This was reported by the head of the Directorate for the construction of unique objects of the Unified Customer PPC Natalia Zarubina at a press tour that took place on May 14, 2025.

    The public-law company “Single Customer in the Sphere of Construction” acts as the state customer for the work and is responsible for the implementation of the facility.

    — Unified Customer is implementing the second stage of the project. At the moment, the overall readiness of the facilities is 57%. The builders are working according to the established schedule and in 2026 we plan to put all three buildings with a total area of about 40 thousand square meters into operation. Almost three thousand students will have the opportunity to study in new modern buildings, — noted Natalia Zarubina, Head of the Directorate for the Construction of Unique Facilities of the Unified Customer PPC.

    The construction of the campus opens up broad opportunities for the creation of innovative infrastructure that will promote the development of science, technology and education.

    — The development of modern educational infrastructure, including the construction of world-class campuses, is an important area of work for the Russian Construction Complex. We are currently creating such a campus at Novosibirsk State University. The construction is being carried out by the “Single Customer in the Sphere of Construction”. Three academic buildings will be built here. The largest of them, the building for continuous classrooms, is already ready, and the delivery and installation of technological equipment is underway. The construction of two more buildings — the educational and scientific center of the Institute of Medicine and Medical Technologies and the scientific research center — is ongoing. Here, the installation of facades and roofs, internal walls and partitions, external and internal utility networks, as well as finishing work are underway. I am confident that the creation of modern and comfortable conditions for learning will help students and researchers develop Russian science, — said Deputy Prime Minister Marat Khusnullin.

    The building of flow auditoriums was put into operation back in December 2024. Four auditoriums were equipped there, one of which is designed for 400 people, the building houses a scientific library, a student project center, coworking spaces, and a conference hall. In addition, for the convenient movement of students and teachers, an overhead passage with stained glass appeared there. It connects the building with the current educational building of NSU.

    — The cohesive, well-organized work of all specialized structures headed by the regional government yields results: an educational building and a leisure center Specialized educational and scientific center of NSU, as well as the NSU dormitory complex were put into operation.

    The building of flow auditoriums has been put into operation and is preparing to receive students. This is a high-tech multifunctional space. The objects that are located here can be called unique. A scientific library with elements of artificial intelligence and a collection of more than 1 million books. Four flow auditoriums, accommodating about a thousand people, and the auditorium for 400 people will be one of the largest among Novosibirsk universities. The locations in the building will be equipped with technologies of the NSU Artificial Intelligence Center according to the “smart home” principle.

    Construction of two other second-stage campus facilities, the educational and scientific center of the Institute of Medicine and Medical Technologies and the scientific research center of NSU, is continuing at a good pace.

    The project, aimed at creating a scientific and educational environment integrated into the city, will give a completely new dynamic to the development of the university, Akademgorodok and the entire region, commented Deputy Governor of the Novosibirsk Region Irina Manuilova.

    Modern campuses often include not only study spaces, but also recreation areas, coworking spaces, and libraries. According to the university’s rector, Mikhail Fedoruk, the new buildings will have everything necessary for student learning.

    — The building of continuous auditoriums will significantly increase our educational capabilities: about 2 thousand students will be able to study here at the same time. The educational process will begin here in September 2025. The fact that the library will receive a modern building and space is also very important. The total area of the building of continuous auditoriums is about 16 thousand square meters. This is the largest building among the second stage of construction. The commissioning of new buildings will certainly give further impetus to the development of the university in both educational and scientific research, technological terms. Thus, on the basis of the research center, we will develop promising scientific and technological areas. Among them are space instrumentation, new functional materials, platform software solutions in the oil and gas sector, photonics and sensorics, biotechnology and biomedical research, synchrotron-neutron research, advanced areas of applied mathematics (artificial intelligence and big data processing), — emphasized the rector of NSU, academician of the Russian Academy of Sciences Mikhail Fedoruk.

    The campus is being implemented within the framework of the federal project “Creation of a network of modern campuses” and the national project “Youth and Children” on behalf of the President of Russia Vladimir Putin and the Government of the Russian Federation.   • MIL-OSI: Descartes’ Annual Ecommerce Study Shows Younger Consumers Driving Online Buying Growth – but 79% Have Experienced Delivery Problems

    LONDON and ATLANTA, May 14, 2025 (GLOBE NEWSWIRE) — Descartes Systems Group (Nasdaq:DSGX) (TSX:DSG), the global leader in uniting logistics-intensive businesses in commerce, released findings from How Smarter Home Delivery Wins Younger Consumers as Online Buying Slows, its fourth annual consumer sentiment study of ecommerce home delivery. The study shows that, in a slower growing ecommerce market, consumers aged 18-35 (“under 35s”) are the biggest contributor to online growth, increasing both the volume and frequency of their purchases over the last 12 months compared to the prior year. While 18% of overall consumers surveyed cut back on purchases during this period, 43% of under 35s increased their spending year-on-year compared to just 32% of over 65s (see Figure 1).

    In addition, this year’s survey found that 44% of under 35s made online purchases at least every two weeks—a significant jump over last year’s 33%. For the younger demographic, however, their levels of dissatisfaction with home delivery remain high with a significant 79% reportedly experiencing delivery problems compared to 66% of overall consumers surveyed.

    Moreover, for each delivery problem detailed in the survey, under 35s reported a higher percentage of negative experiences than overall respondents (see Figure 2). Conversely, over 65s reported a lower percentage of negative experiences than all respondents. Not only is the younger demographic the cohort driving growth in online purchasing, it also appears to be the group with the highest expectations for positive delivery experiences.

    “The bottom-line impact of negative delivery experiences remains a pressing concern for retailers and their delivery partners, especially with the pace of ecommerce growth steadying post-pandemic,” said Mavi Silveira, SVP Global Marketing at Descartes. “While small improvements in home delivery performance have been made over the past few years, they’re not currently reflecting the quality experience consumers are demanding, especially the valuable under 35 cohort, as poor delivery experiences risks the potential lifetime customer value of this demographic.”

    Descartes and SAPIO Research surveyed 8,000 consumers in Europe and North America on their ecommerce buying behavior during the first three months of 2025. The goal was to gain a comprehensive view of the state of ecommerce and home delivery performance by understanding, for example, the reasons for increases or decreases in ecommerce purchases, the different types of goods purchased, the frequency of purchases, delivery preferences, delivery experiences and the impact of delivery failures on retailers and their delivery agents. It is very moving for me to see you here during the Jubilee of Hope, a hope unshakably grounded in the resurrection of Jesus Christ. Welcome to Rome! I am happy to be with you and to devote one of the first audiences of my pontificate to the Eastern faithful.
    You are precious in God’s eyes. Looking at you, I think of the diversity of your origins, your glorious history and the bitter sufferings that many of your communities have endured or continue to endure. I would like to reaffirm the conviction of Pope Francis that the Eastern Churches are to be “cherished and esteemed for the unique spiritual and sapiential traditions that they preserve, and for all that they have to say to us about the Christian life, synodality, and the liturgy. We think of early Fathers, the Councils, and monasticism… inestimable treasures for the Church (Address to Participants in the Meeting of Aid Agencies for the Oriental Churches [ROACO], 27 June 2024).
    I would also like to mention Pope Leo XIII, the first Pope to devote a specific document to the dignity of your Churches, inspired above all by the fact that, in his words, “the work of human redemption began in the East” (cf. Apostolic Letter Orientalium Dignitas, 30 November 1894). Truly, you have “a unique and privileged role as the original setting where the Church was born” (SAINT JOHN PAUL II, Orientale Lumen, 5). It is significant that several of your liturgies – which you are now solemnly celebrating in Rome in accordance with your various traditions – continue to use the language of the Lord Jesus. Indeed, Pope Leo XIII made a heartfelt appeal that the “legitimate variety of Eastern liturgy and discipline… may redound to the great honor and benefit of the Church” (Orientalium Dignitas). His desire remains ever timely. In our own day too, many of our Eastern brothers and sisters, including some of you, have been forced to flee their homelands because of war and persecution, instability and poverty, and risk losing not only their native lands, but also, when they reach the West, their religious identity. As a result, with the passing of generations, the priceless heritage of the Eastern Churches is being lost.
    Over a century ago, Leo XIII pointed out that “preserving the Eastern rites is more important than is generally realized”. He went so far as to decree that “any Latin-Rite missionary, whether a member of the secular or regular clergy, who by advice or support draws any Eastern-Rite Catholic to the Latin Rite” ought to be “dismissed and removed from his office” (ibid). We willingly reiterate this appeal to preserve and promote the Christian East, especially in the diaspora. In addition to establishing Eastern circumscriptions wherever possible and opportune, there is a need to promote greater awareness among Latin Christians. In this regard, I ask the Dicastery for the Eastern Churches – which I thank for its work – to help me to define principles, norms, and guidelines whereby Latin Bishops can concretely support Eastern Catholics in the diaspora in their efforts to preserve their living traditions and thus, by their distinctive witness, to enrich the communities in which they live.
    The Church needs you. The contribution that the Christian East can offer us today is immense! We have great need to recover the sense of mystery that remains alive in your liturgies, liturgies that engage the human person in his or her entirety, that sing of the beauty of salvation and evoke a sense of wonder at how God’s majesty embraces our human frailty! It is likewise important to rediscover, especially in the Christian West, a sense of the primacy of God, the importance of mystagogy and the values so typical of Eastern spirituality: constant intercession, penance, fasting, and weeping for one’s own sins and for those of all humanity (penthos)! It is vital, then, that you preserve your traditions without attenuating them, for the sake perhaps of practicality or convenience, lest they be corrupted by the mentality of consumerism and utilitarianism.
    Your traditions of spirituality, ancient yet ever new, are medicinal. In them, the drama of human misery is combined with wonder at God’s mercy, so that our sinfulness does not lead to despair, but opens us to accepting the gracious gift of becoming creatures who are healed, divinized and raised to the heights of heaven. For this, we ought to give endless praise and thanks to the Lord. Together, we can pray with Saint Ephrem the Syrian and say to the Lord Jesus: “Glory to you, who laid your cross as a bridge over death… Glory to you who clothed yourself in the body of mortal man, and made it the source of life for all mortals” (Homily on our Lord, 9). We must ask, then, for the grace to see the certainty of Easter in every trial of life and not to lose heart, remembering, as another great Eastern Father wrote, that “the greatest sin is not to believe in the power of the Resurrection” (SAINT ISAAC OF NINEVEH, Sermones ascetici, I, 5).
    Who, better than you, can sing a song of hope even amid the abyss of violence? Who, better than you, who have experienced the horrors of war so closely that Pope Francis referred to you as “martyr Churches” (Address to ROACO, ibid.)? From the Holy Land to Ukraine, from Lebanon to Syria, from the Middle East to Tigray and the Caucasus, how much violence do we see! Rising up from this horror, from the slaughter of so many young people, which ought to provoke outrage because lives are being sacrificed in the name of military conquest, there resounds an appeal: the appeal not so much of the Pope, but of Christ himself, who repeats: “Peace be with you!” (Jn 20:19, 21, 26). And he adds: “Peace I leave you; my peace I give to you. I do not give it to you as the world gives it” (Jn 14:27). Christ’s peace is not the sepulchral silence that reigns after conflict; it is not the fruit of oppression, but rather a gift that is meant for all, a gift that brings new life. Let us pray for this peace, which is reconciliation, forgiveness, and the courage to turn the page and start anew.
    For my part, I will make every effort so that this peace may prevail. The Holy See is always ready to help bring enemies together, face to face, to talk to one another, so that peoples everywhere may once more find hope and recover the dignity they deserve, the dignity of peace. The peoples of our world desire peace, and to their leaders I appeal with all my heart: Let us meet, let us talk, let us negotiate! War is never inevitable. Weapons can and must be silenced, for they do not resolve problems but only increase them. Those who make history are the peacemakers, not those who sow seeds of suffering. Our neighbours are not first our enemies, but our fellow human beings; not criminals to be hated, but other men and women with whom we can speak. Let us reject the Manichean notions so typical of that mindset of violence that divides the world into those who are good and those who are evil.
    The Church will never tire of repeating: let weapons be silenced. I would like to thank God for all those who, in silence, prayer and self-sacrifice, are sowing seeds of peace. I thank God for those Christians – Eastern and Latin alike – who, above all in the Middle East, persevere and remain in their homelands, resisting the temptation to abandon them. Christians must be given the opportunity, and not just in words, to remain in their native lands with all the rights needed for a secure existence. Please, let us strive for this!
    Thank you, dear brothers and sisters of the East, the lands where Jesus, the Sun of Justice, dawned, for being “lights in our world” (cf. Mt 5:14). Continue to be outstanding for your faith, hope, and charity, and nothing else. May your Churches be exemplary, and may your Pastors promote communion with integrity, especially in the Synods of Bishops, that they may be places of fraternity and authentic co-responsibility. Ensure transparency in the administration of goods and be signs of humble and complete dedication to the holy people of God, without regard for honors, worldly power or appearance. Saint Symeon the New Theologian used an eloquent image in this regard: “Just as one who throws dust on the flame of a burning furnace extinguishes it, so the cares of this life and every kind of attachment to petty and worthless things destroy the warmth of the heart that was initially kindled” (Practical and Theological Chapters, 63). Today more than ever, the splendor of the Christian East demands freedom from all worldly attachments and from every tendency contrary to communion, in order to remain faithful in obedience and in evangelical witness.
    I thank you for this, and in cordially giving you my blessing, I ask you to pray for the Church and to raise your powerful prayers of intercession for my ministry. Thank you!

    “The Arctic zone of the Russian Federation, as well as the Far Eastern Federal District, by decision of the President of the Russian Federation Vladimir Vladimirovich Putin, are defined as geostrategic territories, on the development of which depends the future of not only Russia, but also the entire world. The richest reserves of minerals, which make up a significant share of the all-Russian, and in some respects of the world, the Northern Sea Route, the military-strategic potential determine the importance of the region for the economy and defense capability of the country, and form an increased interest in the Arctic of the international community,” said Yuri Trutnev.

    Complex production projects are being implemented in the Arctic zone, high-tech enterprises and liquefied natural gas plants are being built, modern research stations and floating nuclear power plants are being created, and new nuclear icebreakers are being laid down at shipyards. “All of this is the result of the great work of people living in the Arctic. Those who live in Murmansk and Arkhangelsk, Norilsk and Naryan-Mar, Anadyr and Salekhard,” emphasized Yuri Trutnev.

    “The Arctic is a geostrategic territory of global scale. It is one of the key economic engines of Russia’s development. Today, the Arctic already produces 7.5% of the gross domestic product and 11% of Russia’s exports. The world’s largest zone with special conditions for doing business has been created. Our central task is to ensure such conditions for the life and work of people in the Arctic so that all plans for the development of the macroregion come true. Plans in which leading Russian companies are currently investing more than 35 trillion rubles. As the projects that have already begun are implemented, the importance of the Arctic in the economy, logistics and ensuring Russia’s national security will only increase,” noted Alexey Chekunkov, Minister for the Development of the Far East and the Arctic.

    “Russia is the leading Arctic power. Our country has a historical right to this title and, despite everything, consistently increases its presence in this region. This is our direct duty to our ancestors and descendants. After all, the basis of the historical conquest and development of the Russian Arctic was the heroic and selfless work of our compatriots. These are the expeditions of Toll, Sedov, Papanin, Schmidt, our respected, legendary polar explorer Artur Nikolaevich Chilingarov and others. All those whose work created the basis for the growth of our geostrategic advantage and economic potential.     An important part of the development of the Arctic economy has become the work to attract investment. The world’s largest special economic zone has been created. Thanks to national projects and a single presidential subsidy, social infrastructure is being modernized in the Arctic: hospitals, clinics, schools, kindergartens, and gyms are being built. Decisions have been made to create new university campuses in Murmansk and Arkhangelsk. Developers are receiving support.     International cooperation and development of the Northern Sea Route were discussed.     The main theme of the Eastern Economic Forum 2025, which will take place on September 3–6 in Vladivostok, will be “The Far East – Cooperation for Peace and Prosperity.” The organizer of the EEF is the Roscongress Foundation.

    “The Eastern Economic Forum is an opportunity to discuss economic, political and social issues not only in Russia but also throughout the world. This is the most important platform for developing cooperation in the Asia-Pacific region. The main theme of the forum this year is “The Far East: Cooperation for Peace and Prosperity”. Without cooperation, without mutually beneficial partnership, development is impossible. Over the years, the EEF has established itself as an authoritative platform for the formation of models of mutually beneficial partnership in the Asia-Pacific region. The main theme of the upcoming forum reflects the value of equal international dialogue and peaceful coexistence as the foundations of sustainable development. At the same time, the special role of the EEF is to harmonize global economic trends with the tasks of socio-economic growth of the Russian Far East. I am confident that the forum will once again become an effective platform for developing solutions in key strategic areas that will become the basis for the prosperity of the macro-region,” Anton Kobyakov emphasized.

  • BEL’s Akashteer air defence system proves its mettle amid conflict

    India’s AI-driven, fully automated ‘Akashteer’ air defence system, developed indigenously by Bharat Electronics Limited (BEL), has demonstrated exceptional performance during recent drone attacks from Pakistan, effectively neutralising aerial threats the moment they breached Indian airspace, the company said in a statement on Wednesday.
     
    According to BEL, the advanced platform successfully intercepted multiple threats, including drones, missiles, micro UAVs, and loitering munitions, establishing itself as a globally competitive and operationally ready defence asset.
     
    In an official statement on Wednesday, BEL lauded the system’s performance, noting that it had exceeded operational expectations and significantly bolstered India’s air defence capabilities during the ongoing conflict.
     
    “BEL is proud to announce that our in-house designed and manufactured air defence system, Akashteer, has proved its mettle on the battlefield. Ground-based defence systems integrated with Akashteer made it hell for Pakistan’s air adventures,” the Navratna Defence PSU said in a post on X.
     
    “The system performed beyond users’ expectations, providing robust air defence to India during the current conflict. Akashteer ensures a seamless and unified air situational picture accessible to even the lowest operational units of Army Air Defence, thereby enhancing situational awareness across the force,” it added.
     
    The Akashteer system was developed under a ₹1,982 crore contract signed in March 2023. It integrates surveillance assets, radar systems, and command units into a unified network, providing real-time situational awareness to the Indian Army’s air defence units.
     
    The system enables effective monitoring of low-level airspace over battle zones and ensures precise control over ground-based air defence weapon systems.
     
    Akashteer played a critical role during the recent conflict that followed India’s ‘Operation Sindoor’ on May 7, which targeted nine terror camps in Pakistan and Pakistan-occupied Kashmir (PoK). The system successfully neutralised multiple drone and missile attacks launched by Pakistan.
     
    “Akashteer empowers frontline units by enabling dynamic engagement decisions and preventing friendly-fire incidents,” BEL added.
     
    The system also exemplifies India’s growing self-reliance in defence technology, aligning with the government’s ‘Atmanirbhar Bharat’ initiative.

  • MIL-OSI Security: Two teenagers convicted of stabbing man to death in Lewisham

    Two teenagers have been convicted of savagely stabbing a young man to death as he ran for his life following a dispute between feuding families.

    Ryan Wedderburn, 18 (29.05.06) of Windlass Place, Lewisham, and Kirk Harris, 19 (29.03.06) of Upper Brockley Road, Lewisham, were convicted on Tuesday, 13 May of the murder of 21-year-old Robert Robinson following a trial at the Old Bailey.

    They will all be sentenced at the same court on Thursday, 15 May.

    Detective Inspector Neil Tovey from the Met’s Specialist Crime Command, who led the investigation, said: “I am pleased that we have today secured justice for the family and friends of Robert. He was stabbed to death in a brutal attack in a residential road when numerous families would have been home. Robert was a young man who had his whole life ahead of him, it was instead taken away by Wedderburn and Harris in a senseless attack. Robert tried to run for his life, but was chased down and viciously attacked.

    “This was a cowardly attack on Robert, who was outnumbered and unarmed. His family listened to the details of the attack and watched the CCTV of Robert’s last moments. They also heard the evidence from Wedderburn and Harris where they attempted to justify their actions. I am pleased that the jury agreed with the evidence we presented to the court to prove their guilt. I would like to pay tribute to the dignity that Robert’s family and friends have shown throughout the trial.”

    Police were called at about 22:35hrs on Thursday, 6 June 2024 to reports of a stabbing in Carteret Way, SE8. Officers and the London Ambulance Service attended but despite their best efforts the victim, later identified as Robert, sadly died at the scene.

    He had suffered 12 serious stab wounds, including injuries indicating he tried to defend himself from the attackers.

    The court heard that on 6 June 2024, Robert had been with some friends who lived near Wedderburn. Those friends and the Wedderburn family had been close friends until October 2022 when they had a falling out. Tensions had been brewing since that time, with it coming to a head on 6 June 2024.

    Earlier that day, one of Robert’s friends allegedly had his bike stolen by a man who was known to be friends with Wedderburn.

    The victim wanted to get his bike back, so the friends, Robert and a group went to Wedderburn’s house hoping they would find the bike and the person who stole it. There was no answer, so the group eventually left the address. Some of the group then allegedly damaged two cars belonging to the Wedderburn family.

    Shortly afterwards, Wedderburn and Harris left the property in Windlass Place armed with knives and walked to nearby Carteret Way, SE8.

    When the defendants arrived at the property in Carteret Way, one of the friends, their mother and Robert spotted them approaching with the knives and ran away. The friend’s mother was on the phone to 999 at the time, reporting the earlier theft of the bike and her son being threatened. Robert was chased and overpowered by Wedderburn and Harris who carried out a savage attack on him.

    Wedderburn and Harris then fled on foot and got into a waiting pre-arranged taxi, which was booked by a friend who was acquitted by the jury of perverting the course of justice.

    Officers quickly arrived and Wedderburn was named by witnesses as being one of those involved. A 44-year-old man was arrested near the scene shortly afterwards on suspicion of murder. He was acquitted by the jury.

    Knowing they were wanted, Harris and Wedderburn handed themselves into the police on 17 June and 19 June 2024 respectively.

    Detectives tirelessly scoured CCTV from the area, which clearly showed not only the attack but the defendants being at the scene. The defendants were tracked from the scene and CCTV footage showed they had discarded clothing and weapons. This led to searches of the Thames which recovered clothing worn during the attack and some of the murder weapons.

    The defendants admitted their presence and all gave evidence in their defence attempting to justify their actions on the day. Both Wedderburn and Harris admitted to stabbing Robert with Wedderburn claiming self-defence and Harris claiming he did not intend to cause serious harm.

    However, CCTV captured Wedderburn and Harris arming themselves with knives and running along the corridor of the building before turning back and arranging for a cab to be booked, in which they later fled the scene.

    This evidence led to the defendants being charged and convicted as above.

    + An 18-year-old man is due to stand trial in January 2026 charged with Robert’s murder. A 23-year-old man is due to stand trial in October 2026, charged with perverting the course of justice.

    On Tuesday May 20 the city council’s cabinet will meet to decide the best way for the collections to be introduced in the Lancaster district. One of the main proposals is to switch from the current recycling boxes to new 240-litre wheelie bins.

    These larger bins would make it easier for households to store recyclables like glass, plastic, tins, cardboard and paper while reducing mess on the streets. If the proposals get the green light, recycling collections would move to every three weeks instead of every two, as there will be more space in each bin.

    The same three-week cycle is also being proposed for grey bins, as people throw away less once they start recycling food waste weekly.

    Councillor Paul Hart, cabinet member with responsibility for environmental services, said: “Bringing in food waste collections is part of a national plan to simplify how waste and recycling is collected, but it also gives us a chance to take a fresh look at how we do things.

    “If people are putting their food waste out for collection each week, their grey bins won’t fill up so quickly. And bigger recycling bins — something lots of residents have asked for – should make things easier and tidier.

    “I know these are big changes, but other councils that have already made the switch are seeing less waste going into grey bins and more being recycled. That’s what we’re aiming for too.”

    The council has received around £1.46million in funding from the government to support the roll-out of food waste collections and this will be used to purchase new vehicles and food waste caddies for households.

    Each household will receive a free caddy to keep in their kitchen for food waste, which can be emptied it into a new outside food waste bin, also provided by the council, once full.

    India’s wholesale inflation fell to a 13-month low of 0.85% in April, down from 2.05% in March and 2.38% in February, according to data released by the Ministry of Commerce and Industry on Wednesday. This sharp deceleration reflects easing price pressures across key sectors.

    On a month-over-month basis, the Wholesale Price Index (WPI) declined by 0.19% in April, continuing the downward trend seen in recent months. The drop was largely driven by falling food prices and a double-digit decline in fuel prices, which pulled overall inflation into negative territory on a monthly basis.

    In parallel, retail inflation also eased. As per data released by the Ministry of Statistics on Tuesday, Consumer Price Index (CPI)-based inflation dropped to 3.16% in April, down from 3.34% in March, marking its lowest level since July 2019.

    A significant factor in this decline was the moderation in food inflation, which slowed to 1.78% in April from 2.69% in March. Given that food prices account for nearly half of the CPI basket, this has brought much-needed relief to household budgets.

    This marks the third consecutive month that retail inflation has stayed below the Reserve Bank of India’s (RBI) 4% medium-term target, providing the central bank with greater flexibility to maintain its accommodative monetary policy stance aimed at supporting economic growth.

    In its recent monetary policy review, the RBI Governor, Sanjay Malhotra noted that the inflation outlook has improved considerably. The Monetary Policy Committee (MPC) has revised its inflation forecast for 2025–26 down to 4%, from an earlier estimate of 4.2%, citing a more favourable outlook for food prices.

    The easing of uncertainties around Rabi crop production, along with the second advance estimates pointing to record wheat output and improved pulse production, are expected to further help contain food inflation. Coupled with strong Kharif arrivals, this sets the stage for a more durable softening of inflationary pressures.

    He made the comments during a summit between the United States and Gulf Arab countries. Trump met Syria’s Ahmed al-Sharaa before the summit. Photos posted on Saudi state television showed them shaking hands in the presence of Saudi Arabia’s crown prince.

    Trump also urged Sharaa to normalise ties with Israel, a White House spokesperson said.

    Despite concerns within sectors of his administration over Syria’s leaders’ former ties to Al Qaeda, Trump said on Tuesday during a speech in Riyadh he would lift sanctions on Syria in a major policy shift.

    Turkish President Tayyip Erdogan joined Trump and Saudi Crown Prince Mohammed bin Salman, also known as MbS, virtually in the meeting, Turkey’s Anadolu News Agency reported.

    MbS told the summit Saudi Arabia commends Trumps decision to lift sanctions on Syria.

    The lifting of sanctions came despite deep Israeli suspicion of Sharaa’s administration, worries initially shared by some U.S. officials. Israeli officials have continued to describe Sharaa as a jihadist, though he severed ties with al Qaeda in 2016. Israel’s government did not immediately respond to requests for comment.

    The decision is a major boost for Sharaa, who has been struggling to bring the country under the control of the Damascus government after toppling former President Bashar al-Assad in December.

    The challenges were laid bare in March when Assad loyalists attacked government forces, prompting revenge attacks in which Islamist gunmen killed hundreds of civilians from the Alawite minority, drawing strong U.S. condemnation.

    Sharaa was for years the leader of al Qaeda’s official wing in the Syrian conflict. He first joined the group in Iraq, where he spent five years in a U.S. prison. The United States removed a $10 million bounty on Sharaa’s head in December.

    The tank is the largest piece of SLS flight hardware insulated at Michoud. The hardware requires thermal protection due to the extreme temperatures during launch and ascent to space – and to keep the liquid hydrogen at minus 423 degrees Fahrenheit on the pad prior to launch.
    “The thermal protection system protects the SLS rocket from the heat of launch while also keeping the thousands of gallons of liquid propellant within the core stage’s tanks cold enough. Without the protection, the propellant would boil off too rapidly to replenish before launch,” said Jay Bourgeois, thermal protection system, test, and integration lead at NASA Michoud. “Thermal protection systems are crucial in protecting all the structural components of SLS during launch and flight.”
    In February, Michoud crews with NASA and Boeing, the SLS core stage prime contractor, completed the thermal protection system on the external structure of the rocket’s liquid hydrogen propellant fuel tank, using a robotic tool in what is now the largest single application in spaceflight history. The robotically controlled operation coated the tank with spray-on foam insulation, distributing 107 feet of the foam to the tank in 102 minutes. When the foam is applied to the core stage, it gives the rocket a canary yellow color. The Sun’s ultraviolet rays naturally “tan” the thermal protection, giving the SLS core stage its signature orange color, like the space shuttle external tank.

    While it might sound like a task similar to applying paint to a house or spraying insulation in an attic, it is a much more complex process. The flexible polyurethane foam had to withstand harsh conditions for application and testing. Additionally, there was a new challenge: spraying the stage horizontally, something never done previously during large foam applications on space shuttle external tanks at Michoud. All large components of space shuttle tanks were in a vertical position when sprayed with automated processes.
    Overall, the rocket’s core stage is 212 feet with a diameter of 27.6 feet, the same diameter as the space shuttle’s external tank. The liquid hydrogen and liquid oxygen tanks feed four RS-25 engines for approximately 500 seconds before SLS reaches low Earth orbit and the core stage separates from the upper stage and NASA’s Orion spacecraft.
    “Even though it only takes 102 minutes to apply the spray, a lot of careful preparation and planning is put into this process before the actual application of the foam,” said Boeing’s Brian Jeansonne, the integrated product team senior leader for the thermal protection system at NASA Michoud. “There are better process controls in place than we’ve ever had before, and there are specialized production technicians who must have certifications to operate the system. It’s quite an accomplishment and a lot of pride in knowing that we’ve completed this step of the build process.”
    The core stage of SLS is the largest NASA has ever built by length and volume, and it was manufactured at Michoud using state-of-the-art manufacturing equipment. Michoud is a unique, advanced manufacturing facility where the agency has built spacecraft components for decades, including the space shuttle’s external tanks and Saturn V rockets for the Apollo program.
    Through Artemis, NASA will send astronauts to explore the Moon for scientific discovery, economic benefits, and build the foundation for the first crewed missions to Mars.

    RIYADH, SAUDI ARABIA — U.S. Secretary of Energy Chris Wright today signed a Memorandum of Understanding (MOU) on energy cooperation and a Memorandum of Cooperation (MOC) on critical minerals with the Kingdom of Saudi Arabia’s Minister of Energy H.R.H. Prince Abdulaziz bin Salman Al Saud and H.E. Minister of Industry and Mineral Resources Bandar Alkhorayef, respectively. Secretary Wright signed the documents as a member of the United States delegation led by President Donald J. Trump. The intention to sign the MOU was announced during Secretary Wright’s trip to Saudi Arabia in April of this year. The signings coincided with President Trump’s announcement that he secured a $600 billion investment commitment from Saudi Arabia.

    “President Trump and I are excited to unveil two historic deals between the United States and the Kingdom of Saudi Arabia, advancing our shared vision of global energy addition by better developing our energy resources, growing our energy infrastructure, enhancing our research relationships, and more,” Secretary Wright said“These deals on energy and critical minerals as well as the historic investment commitments made earlier today, forge powerful partnerships that will ensure President Trump’s vision of prosperity at home and peace abroad is fully realized.”

    Background:

    The MOU for energy cooperation, signed by Secretary Wright and Saudi Arabia’s Minister of Energy, H.R.H. Prince Abdulaziz bin Salman Al Saud, explores the potential for innovation, development, deployment of energy infrastructure in the two countries, and providing access to clean cooking solutions in developing countries. The MOU also highlights the intent to collaborate in various fields including petroleum refining and refined products trading, electricity generation technologies and energy storage systems, and artificial intelligence projects to accelerate deployment of energy-driven innovations.

    The two sides also outlined areas for cooperation on civil nuclear energy, including safety, security, and nonproliferation programs; vocational training and workforce development; U.S. Generation III+ advanced large reactor technologies and small modular reactors; uranium exploration, mining, and milling; and safe and secure nuclear waste disposal. 

    The United States and Saudi Arabia also signed a MOC creating a framework for cooperation to strengthen and secure supply chains for critical minerals mining and processing. The two intend to explore joint ventures and investment opportunities, including in refining and processing facilities, and in workforce and research institutions that will ensure continued innovation related to mineral exploration, extraction, and processing. This MOC was signed by Secretary Wright and H.E. Minister of Industry and Mineral Resources, Bandar Alkhorayef.

    Writtle-bred Lordships Graffalo becomes just the fifth horse ever to win twice

    Superstar horse Lordships Graffalo, who was bred at ARU Writtle, has won the prestigious Badminton Horse Trials for the second time.
     
    Ridden by Ros Canter, the horse affectionately known as Walter followed up his 2023 victory on the challenging course by sealing victory on the final day of the weekend’s competition in Gloucestershire.
     
    Later, an emotional Canter called Lordships Graffalo “the best event horse in the world”. The 13-year-old Lordships Graffalo becomes only the fifth horse to have won twice at Badminton, and the weekend’s triumph follows up victory at the Burghley Horse Trials in September. 
     
    The bay gelding has also won a European title and an Olympic Gold medal during his glittering career.
     
    ARU Writtle, on Lordship Road, is one of the UK’s leading centres for equine education and performance, housing around 70 horses on campus.  
     
    As well as offering courses at college, undergraduate and postgraduate level, ARU Writtle has a number of indoor and outdoor riding arenas, livery facilities for students’ horses, and an Equine Academy for talented riders.

    What you need to know: The consolidation of the Tombstone water system location in California’s Central Valley will benefit residents who rely on domestic wells. Since Governor Newsom took office, the number of Californians who don’t have access to clean drinking water has been cut by nearly half.

    SANGER – Governor Gavin Newsom today announced the groundbreaking of a fully state-funded $5 million consolidation project in the City of Sanger that will secure safe drinking water for residents who currently rely on private wells. The groundbreaking was attended by the State Water Resources Control Board, the California Environmental Protection Agency, the City of Sanger, drinking water advocates, and residents of the Tombstone Territory.  

    “All Californians deserve access to clean drinking water – a priority since day one of my administration. Today’s event in Tombstone brings us full circle, because it was in this community I signed legislation to get safe drinking water into the home of every Californian. Thanks to major state investments, infrastructure projects like this are connecting communities, delivering safe drinking water, and creating a brighter future in rural towns and cities.”

    Tombstone, an unincorporated and severely disadvantaged community about two miles south of Sanger in Fresno County, is where Gov. Gavin Newsom signed SB 200 in 2019, establishing the Safe and Affordable Drinking Water Fund. The fund provides $130 million annually, through 2030, to address drinking water needs, especially in underserved communities. Since Governor Newsom took office, the number of Californians who don’t have access to clean drinking water has been cut by more than half. 

    The State Water Board launched the Safe and Affordable Funding for Equity and Resilience (SAFER) drinking water program in 2019 to advance California’s Human Right to Water. Since 2019, over 250 failing water systems across the state have returned to compliance with drinking water standards, reducing the number of people without access to safe drinking water by nearly half. 

    “Ninety-eight percent of Californians have reliable access to safe drinking water in their homes, but for too many communities across the state, especially in rural areas, this is not the reality,” said California Secretary for Environmental Protection Yana Garcia. “Helping communities like Tombstone bring about enduring, sustainable drinking water solutions is a top priority for the state. But we can’t do these projects alone or with the snap of our fingers. It’s a long game that takes collective commitment from every player involved, including water systems, community members, property owners and technical assistance providers.”

    When the project is completed later this year, Tombstone residents will receive their water through an extension of services from the City of Sanger to their homes.

    The project was coordinated through the SAFER program and received $4 million from Proposition 68 and $1 million from the state’s General Fund. 

    “Although over 140 consolidations benefiting 300,000 people have been completed since the SAFER program began, we still learn a lot from each one we do. The Tombstone project taught us important lessons about right-of-way and the need to continually adapt to the unique needs of each community,” said State Water Board Chair E. Joaquin Esquivel. “Consolidations with domestic well communities are among the most difficult drinking water projects we finance and support, but time and again, what we find is that it is the goodwill of water systems and community members themselves that resolves problems and brings projects over the finish line.” 

    The City of Sanger played a critical role throughout the consolidation planning and design process, embracing the opportunity to extend its services to Tombstone from the beginning. The city applied for and received grant funding, waived surcharges typically levied on customers outside their service area, and helped adapt the project design to avoid right-of-way problems posed by private property lines. 

     “The Tombstone Project was a collaborative effort of multiple agencies, and I am proud of the work my team contributed,” said Sanger City Manager Nathan Olson. “It was easy to recognize the need, so we felt ensuring our neighbors had reliable access to safe drinking water was the only choice. I am so pleased to see all the planning and hard work come to fruition, making the project a success and improving the lives of our communities for generations to come.”

    The Better Taxes for a Better Future Campaign welcomes the Green Party’s alternative budget released today, for recognising the need to grow revenue and ensuring that those who can afford it get to contribute more.

    “The Green Budget recognises that we face enormous challenges as a country and we need to fund government better in order to respond to them,” says Glenn Barclay, spokesperson for the Better Taxes Campaign.

    “They also promote a range of new taxes that will help ensure that we all contribute according to our ability to pay.”

    “When compared to other countries like Denmark, Germany, Austria and France we are a low tax country. At the same time we face growing inequality, an enormous infrastructure deficit, the challenges of climate change, health services that are in crisis and public services that are struggling to cope. The need to increase government revenue is urgent,” says Glenn Barclay.

    The Green’s proposals include a wealth tax, a more progressive income tax (including a tax free threshold), reversing interest deductibility for rental properties, and raising the tax on corporations.  The Green Budget stops short of introducing a full capital gains tax but restores the Bright Line Test for taxing the capital gains on housing to 10 years.

    “These changes are important steps towards a more progressive tax system. They would help address the sources of inequality in our tax system while raising more revenue,” says Glenn Barclay.

    “The lack of a full capital gains tax is interesting and we would like to better understand the rationale for this, but we do welcome the restoration of the Bright Line Test as a step in the right direction.”

    “In many ways we are outliers when you look at countries we like to compare ourselves to and most of these initiatives will just bring us into line with them”.

    “We would also encourage all parties to consider tax system reforms to ensure that multinational companies operating in New Zealand are not escaping paying tax and improve tax transparency for more effective and efficient revenue gathering.”

    The Better taxes for a Better Future Campaign was launched in June 2023 with the support of 21 partner organisations. It is seeking a tax system that:

    Is fully transparent.
    Ensures people who have more to contribute make that contribution: that we gather more revenue from wealth, gains from wealth, all forms of income, and corporates.
    Makes greater use of fair taxes to promote good health and environmental health.
    Addresses the tax impact on the least well-off in our society.
    Raises more revenue to enable us to address the social, economic and environmental challenges we face.

    Students in Scotland need afforable housing

    The Scottish Government will be abandoning students to the ‘wild west’ of the student accommodation market if they do not include support for students in the Housing (Scotland) Bill, says Scottish Green MSP Maggie Chapman.

    During a committee meeting yesterday, Shirley-Anne Somerville, Cabinet Secretary for Social Justice, confirmed that the Scottish Government has no intention to include the purpose built student accommodation (PBSA) sector in the Housing Bill.

    This follows MSPs voting to ensure student accommodation could be covered by rent control regulations only last week, with calls supported by MSPs from the Scottish Greens, Conservatives, and Labour.

    Ms Chapman said: 

    “I’m disappointed and angry that the Scottish Government has decided to leave students out in the cold on the Housing Bill. Only last year they publicly committed to legislate on student accommodation, but now seem to be abandoning their commitments to students all together. [1]

    “The student accommodation market is currently an unregulated wild west, and we should not allow this to continue. PBSA providers, companies who often provide just the bare minimum to students, often snatch up potential sites that should be used for family homes and community facilities too. We desperately need regulation of this sector.

    “We’ve been listening to students and housing campaigners and they’ve been clear: the market is broken. Students across Scotland are paying on average over 80% of their loan on poor quality and insecure PBSA housing, because the Scottish Government has yet to engage with stakeholders on alternative solutions. [2]

    “I hope that the Cabinet Secretary reconsiders her statement and helps us to fight for students in this housing bill. We have had too many years of an unregulated, unsustainable, and unaffordable housing market in Scotland. It’s time we make it fair and affordable for everyone.”

    Mr Harvie responds to the suspension of political parties at Pride.

    Following the announcement by Glasgow’s Pride that all political parties and related groups are currently suspended from attending the event, Scottish Greens co-leader Patrick Harvie MSP issued a response.

    The Glasgow event organisers are taking the same action as many of their counterparts across England, who earlier this week suspended political parties from participating in Pride events this year. 

    Event organisers say this has stemmed from a lack of action and delay of comment from politicians following the UK Supreme Court decision, with organisers concerned about the impact on LGBTQIA+ community members. 

    Any elected officials who wish to attend must do so as individuals on behalf of local communities, not on behalf of the party they represent. 

    Green MSP for Glasgow, Mr Harvie said:

    “As both a politician and someone who has been out since before my first election and has never shied away from standing up to prejudice, I feel ashamed of how politics in this country is letting down my own community.

    “I am of course disappointed at this decision, but the betrayal of our human rights by most political parties is the cause of this horrendous situation, and I fully respect the right of Pride organisers to make this decision.

    “Greens have stood solid against the current wave of prejudice, and will continue to do so. But it is now abundantly clear that the community has lost trust in political parties more broadly, and I urge those in leadership positions across the spectrum, and members of all parties who do support LGBTQ+ people’s human rights, to put their house in order.

    “Even at the lowest point of the political weaponization of homophobia in the 80s and 90s, Pride events never felt the need to take this step. But even in those worst of times, the Government wasn’t actually imposing segregation of public spaces as is happening now to trans people. The culture war against us needs to end.”

    Question:

    In recent years, the Government has been vigorously promoting the work on attracting enterprises and investments. It is learnt that Invest Hong Kong (InvestHK) assisted a total of 539 overseas and Mainland enterprises in setting up or expanding their businesses in Hong Kong last year. In this connection, will the Government inform this Council:

    (1) of the number of overseas and Mainland enterprises which InvestHK has assisted in establishing a presence in Hong Kong or setting up regional headquarters in Hong Kong since January this year; the home countries of such enterprises, as well as the industries to which they belong;

    (2) of the policies and measures currently put in place by the Government in respect of land, taxation, etc. to support overseas and Mainland enterprises in establishing a presence in Hong Kong; and

    (3) given that the Secretary for Labour and Welfare has pointed out at a special meeting of the Finance Committee of this Council held to discuss the Estimates of Expenditure 2025-2026 that Hong Kong Talent Engage (HKTE) would provide comprehensive one-stop support to incoming talents, of the total number of applications received by HKTE since January this year; among such applications, of the areas in which support has been provided?

    President,

    After consulting the Development Bureau (DEVB), the Financial Services and the Treasury Bureau, the Labour and Welfare Bureau, as well as the Office for Attracting Strategic Enterprises (OASES), my consolidated response to the Hon Jeffrey Lam’s question is as follows:

    InvestHK Hong Kong (InvestHK) is responsible for promoting inward direct investment to Hong Kong by attracting Mainland and overseas enterprises to set up or expand in the city. In 2024, InvestHK assisted 539 Mainland and overseas enterprises in establishing and expanding their businesses in Hong Kong, representing an increase of over 40 per cent year on year. On a pro-rata basis, the figure well exceeded the performance indicator as set out in the 2022 Policy Address by the Chief Executive. On the other hand, the number of companies in Hong Kong with overseas or Mainland parent companies in 2024 reached a record high of 9 960. It included 1 410 regional headquarters, an increase of over 5 per cent year on year.

    From January to April this year, InvestHK assisted 223 Mainland and overseas enterprises, representing an increase of 13 per cent as compared with the same period last year. These enterprises are expected to bring in direct investment of over $22.3 billion and create over 4 900 jobs within their first year of operations or expansion. Over one-fourth of these enterprises indicated their setup of international or regional headquarters in Hong Kong. The top five places of origin of those enterprises are the Mainland, the United States, Japan, the United Kingdom and Singapore; and the top five sectors are the financial services and fintech sector, family office, innovation and technology sector, tourism and hospitality sector, and consumer products sector.

    Separately, the current-term Government established OASES, which is directly under the Financial Secretary, to attract high-potential and representative strategic innovation and technology enterprises from around the globe. So far, OASES successfully attracted 84 strategic enterprises, many of which plan to establish their international or regional headquarters in Hong Kong.

    InvestHK and OASES provide Mainland and overseas enterprises with one-stop customised support services, including introducing tax regime and tax concessions of Hong Kong, assisting enterprises in identifying premises for operations, and assisting them in following up on matters relating to talent admission.

    In terms of tax policy, Hong Kong has been practicing a simple, territorial-based and low-tax regime. Hong Kong’s profits tax rates are very competitive internationally, with the first $2 million of profits of corporations taxed at the rate of 8.25 per cent, and the profits above that amount taxed at 16.5 per cent. Besides, tax types in Hong Kong are simple in that there is not any kind of capital gains tax, withholding tax on dividends or interest, estate duty, value-added tax, goods and services tax, nor digital services tax. The Government of the Hong Kong Special Administrative Region (HKSAR) has also been strategically utilising tax measures to facilitate the development of different industries. Tax concessions introduced over recent years have benefitted multiple industries or taxpayers, including the asset and wealth management industry, maritime industry, insurance industry, and taxpayers with intellectual property income.

    In terms of assisting enterprises in identifying suitable premises, given the diverse backgrounds of enterprises, InvestHK and OASES focus on understanding and catering to the different needs of individual enterprises. In respect of land supply, the DEVB has been collaborating with InvestHK and OASES to introduce to Mainland and overseas enterprises interested in setting up in Hong Kong the distribution of existing and future economic land in the territory, including how the Government will adopt an “industry-led” approach in planning strategic projects such as the Northern Metropolis (NM). In particular, as each New Development Area in the NM has its own industry positioning, the next few years will see considerable output in development land and floor space for innovation and technology and other emerging industries, as well as industries with traditional strengths, to move in. As for enterprises interested in setting up in Hong Kong and participating in the construction of buildings for industries, the DEVB will recommend development land for their consideration. It will also support relevant policy bureaux in exploring and adopting various modes of land disposal and land premium arrangements by giving consideration to restricted tender or direct land grant in addition to the traditional practice of open tender. When a project enters the design and construction stages, the DEVB will also provide one-stop services by co-ordinating with relevant departments to expedite approvals.

    Apart from focusing on attracting enterprises and investment, the current-term Government is also dedicated to attracting talents from overseas and the Mainland. Since its establishment on October 30, 2023, the Hong Kong Talent Engage (HKTE) strives to provide comprehensive one-stop support to talents. From January to April 2025, over 45 000 new applications under various talent admission schemes were received, of which over 35 000 applications were approved. The support services provided by the HKTE to incoming talents and their families include the following:

    (a) Themed seminars: To cater for the needs of incoming talents, leaders from various industries and admitted talents were invited to share career information and tips on starting a business. Since its establishment and up to end-April 2025, the HKTE has organised 33 online and offline themed seminars;

    (b) Job fairs: Job fairs help job-seeking talents to match with employers direct, so as to help incoming talents to look for jobs based on their skills, making better use of their professional competencies. As at end-April 2025, the HKTE has organised, co-organised and participated in 17 job fairs in total;

    (c) Enquiry and support matching services: The HKTE’s online platform currently connects with about 90 designated working partners to provide talents with advice and services in respect of job matching, accommodation, education, banking and insurance services, business and corporate services, integrated settlement services as well as networking and community through online matching services. The online platform has processed over 41 000 enquiries, mainly involving matters such as talent schemes, visa and job seeking, and made around 12 000 referrals of support service requests so far;

    (d) Integration activities: Participation in volunteer services allows incoming talents to strengthen their connections with the local community, thereby facilitating their better integration into local society. As at end-April 2025, the HKTE has organised, in collaboration with volunteer groups, three integration activities; and

    (e) Cantonese learning classes: The classes help enhance the Cantonese speaking and listening skills of incoming talents, and assist them in understanding the local culture and customs, thereby expediting their integration into local society. As at end-April 2025, the HKTE has organised 28 Cantonese learning classes.

    The HKSAR Government will continue to make every effort to attract more enterprises and talents from the Mainland and overseas.
