    Palestinian supporters and protesters against the 21 months of Israeli genocide in Gaza marched after a rally in downtown Auckland today across the Viaduct to the Greenpeace environmental flagship Rainbow Warrior — and met a display of solidarity.

    Several people on board the campaign ship, which has been holding open days over last weekend and this weekend, held up Palestinian flags and displayed a large banner declaring “Sanction Israel — Stop the genocide”.

    About 300 people were in the vibrant rally and Greenpeace Aotearoa oceans campaigner Juan Parada came out on Halsey Wharf to speak to the protesters in solidarity over Gaza.

    “Greenpeace stands for peace and justice, and environmental justice, not only for the environmental damage, but for the lives of the people,” said Parada, a former media practitioner.

    Global environmental campaigners have stepped up their condemnation of the devastation in Gaza and the occupied Palestinian territories as well as the protests over the genocide, which has so far killed almost 59,000 people, most of them women and children, according to the Gaza Health Department, although some researchers say the actual death toll is far higher.

    Gaza war emissions condemned
    New research recently revealed that the carbon footprint of the first 15 months of Israel’s war on Gaza would be greater than the annual planet-warming emissions of 100 individual countries, worsening the global climate emergency on top of the huge civilian death toll.

    The report cited by The Guardian indicated that Israel’s relentless bombardment, blockade and refusal to comply with international court rulings had “underscored the asymmetry of each side’s war machine, as well as almost unconditional military, energy and diplomatic support Israel enjoys from allies, including the US and UK”.

    The Israeli war machine has been primarily blamed.

    The report, titled “War on the Climate: A Multitemporal Study of Greenhouse Gas Emissions of the Israel-Gaza Conflict” and published by the Social Science Research Network, is part of a growing movement to hold states and businesses accountable for the climate and environmental costs of war and occupation.

    Greenpeace Aotearoa recently came out with strong statements about the genocidal war on Gaza with executive director Russel Norman earlier this month writing an open letter to Prime Minister Christopher Luxon and Foreign Minister Winston Peters, expressing his grave concerns about the “ongoing genocide in Gaza being carried out by Israeli forces” — and the ongoing failure of the New Zealand Government to impose meaningful sanctions on Israel.

    He referred to the mounting death toll of starving Palestinians being deliberately shot at the notorious Israeli-US backed Gaza Humanitarian Foundation (GHF) food distribution sites.

    Norman also cited an Israeli newspaper Ha’aretz report that Israeli soldiers had been ordered to deliberately shoot unarmed Palestinians seeking aid, quoting one Israeli soldier saying: “It’s a killing field.”

    Today’s rally featured many Palestinians wearing thobe costumes in advance of Palestinian Traditional Dress Day on July 25.

    This is a day to showcase and celebrate the rich Palestinian cultural heritage through traditional clothing that is intricately embroidered.

  • MIL-OSI Analysis: How the QAnon movement entered mainstream politics – and why the silence on Epstein files matters

    The Justice Department asked a federal court on July 18, 2025, to unseal grand jury transcripts in Jeffrey Epstein’s case. The direction from President Donald Trump came after weeks of frustration among some far-right groups over his administration’s refusal to release the complete and unredacted “Epstein files.”

    Epstein, a wealthy financier with high-profile connections, was arrested in 2019 on sex trafficking charges and later died by suicide in a Manhattan jail awaiting trial.

    In early 2025, a federal court unsealed portions of the court documents. While names of some of the alleged clients and victims were released, many were redacted or withheld.

    Epstein’s arrest and death became a central focus for QAnon followers, who saw them as proof of a hidden global elite engaged in child trafficking and protected by powerful institutions. The release – or withholding – of the Epstein files is often cited within QAnon movement circles as evidence of a broader cover-up by the so-called “deep state.”

    Some followers of the MAGA – Make America Great Again – movement and the Republican Party believe in the false claim that the United States is secretly controlled by a cabal of elites who are pedophiles, sex traffickers and satanists.

    Over time, what started as a baseless conspiracy on obscure platforms has migrated into the mainstream. It has influenced rhetoric and policy debates, and even reshaped the American political landscape. The foundational belief of many of the QAnon followers is that Trump is a heroic figure fighting the elite pedophile ring.

    Trump’s attempts at downplaying or obstructing the very disclosures they believe would validate their worldview has led to confusion. To some, the delay in the release of the files feels like a betrayal, or even the possibility of his wrongdoing. Others are trying to reinterpret Trump’s actions through increasingly baseless conspiracy logic.

    Trump has publicly dismissed demands for the full release of the Epstein Files as a “hoax.” He has also made false claims. On July 15, 2025, Trump said: “And I would say that, you know, these files were made up by Comey. They were made up by Obama.”

    As a scholar who studies extremism, I know that the movement views Trump as a mythological figure and it interprets Trump’s actions to fit this overarching narrative – an elasticity which makes the movement both durable and dangerous.

    From Pizzagate to QAnon

    The QAnon movement began with the Pizzagate conspiracy theory in 2016, which falsely claimed that high-ranking Democrats were operating a child sex trafficking ring out of a Washington, D.C., pizzeria. The baseless theory gained enough online momentum that a man armed with an assault rifle stormed the restaurant, seeking to “free the children.”

    In 2017, an anonymous figure called “Q” began posting cryptic messages on message boards like 4chan and 8kun. The baseless accusations of a global network of elites involved in controlling global institutions, including governments, businesses, and the media, as well as operating a child trafficking and ritual abuse, were central to the QAnon movement’s narrative.

    The movement has recruited followers through language like “Save the Children,” to mobilize around issues of child trafficking.

    Many QAnon adherents, particularly women, were drawn to the movement through such appeals to child protection. According to psychologists Sophia Moskalenko and Mia Bloom, this type of appeal taps into powerful emotional instincts, making conspiracy theories like QAnon more persuasive and harder to dislodge, even in the face of contradictory evidence.

    QAnon movement’s rise

    QAnon followers perceived Trump as a messianic figure working to expose this cabal in a climactic reckoning known as “The Storm” – a moment when mass arrests would finally bring justice.

    They claimed that this moment would eventually bring about a “Great Awakening,” a reference to the religious revivalist movements of the 18th and 19th centuries. In this context the phrase described the supposed political and spiritual enlightenment that would follow “The Storm” – a moment of mass realization when people would “wake up” to the truth about the “deep state.”

    In 2019, the FBI identified QAnon as a domestic terrorism threat, and major social media platforms began banning related content, but by then, QAnon had bled into mainstream conservative politics. Q-endorsing candidates, such as Marjorie Taylor Greene, ran for and won elected office a year later.

    Trump and QAnon

    During Trump’s first administration – from 2017 to 2021 – the QAnon movement flourished. The posts from Q claimed to reveal insider knowledge of a secret war being waged by the president, often in coordination with the military, against the powerful elite.

    Trump never explicitly endorsed the movement, but he did little to distance himself from it.

    His administration also included figures, like former National Security Adviser Michael Flynn, who openly interacted with Q content online.

    Trump’s rhetoric, especially during the COVID-19 pandemic and the 2020 election, gave new life to QAnon narratives. When he questioned the integrity of the electoral process, QAnon followers interpreted it as confirmation of the deep state’s meddling.

    However, after Trump’s loss to Joe Biden in the 2020 presidential race, QAnon followers revised their original prophecy to maintain belief in “The Storm” and “The Great Awakening.” Some claimed the defeat was part of a larger secret plan, with Biden’s presidency serving as a cover for exposing the deep state. Some believed Trump remained the true president behind the scenes, while others reframed the awakening as a spiritual rather than political event.

    Indeed, by 2020, several congressional candidates openly embraced or showed sympathy for the QAnon movement.

    At various campaign rallies in 2022 and after Trump used the movement’s symbolism. On Truth Social, his social media platform, he retweeted Q-affiliated accounts, and praised QAnon supporters as “people who love our country.” That same year he reposted an image of himself wearing a Q lapel pin overlaid with the words “The Storm is Coming.”

    After the 2020 elections

    Trump’s departure from the White House in January 2021 created an existential crisis for the QAnon movement. Predictions that he would declare martial law or arrest Joe Biden and other Democrats on Inauguration Day failed to materialize. Q’s posts also stopped, leaving many followers adrift.

    Some abandoned the theory. Others rationalized the failed predictions or embraced new conspiracy narratives, such as the belief that Trump was still secretly in charge or that the military would soon act to reinstate him.

    Some QAnon communities merged with or were absorbed into broader anti-vaccine, anti-globalist, and Christian nationalist movements.

    How big is the movement?

    Estimating the number of QAnon believers is difficult because many individuals do not openly identify with the movement, and those who do often hold a range of loosely connected or partial beliefs rather than adhering to a consistent or uniform ideology. Not everyone who shares a Q meme or echoes a Q talking point identifies as being part of the movement.

    That said, surveys by groups like the 2024 Public Religion Research Institute and the Associated Press have found that 15–20% of Americans believe in some of QAnon’s core claims, such as the existence of a secret group of Satan-worshipping elites controlling the government.

    Among Republican voters, the number is often higher.

    This does not mean all these people are hardcore QAnon adherents, but it does show how far the narrative, or parts of it, has seeped into mainstream thinking.

    Epstein as evidence of ‘the cabal’

    The Trump administration’s failure to disclose the information in Epstein files has fueled internal confusion, disillusionment and even radicalization within the movement.

    For some QAnon believers, this failure was a turning point: if Trump – once seen as the hero in the conspiracy narrative – would not or could not reveal the truth, then the “deep state” must be more entrenched than imagined.

    At the same time, frustrations have grown within MAGA and the QAnon movement’s spaces. Some see it as a failure to fulfill one of his most important promises: exposing elite pedophiles. Others believe the delay is strategic, another example of “the plan” requiring more patience.

    The QAnon movement continues to evolve, even as its central figure hedges and hesitates, showing how potent myths can be in times of uncertainty. In my view, understanding why this belief continues to gain traction is essential for understanding the current state of American democracy.

    More than 1 billion rubles will be additionally allocated for the implementation of programs for the sustainable development of energy and housing and communal services enterprises in Dagestan, Ingushetia and North Ossetia, which have become pilot regions in this project. An order to this effect has been signed.

    Funds from the Government’s reserve fund are needed to co-finance the expenses of three regions within the framework of the implementation of such programs.

    One of the areas of work is the consolidation of the regional property complex of housing and communal services. This is done by single operators created in each entity. In addition, the program activities are aimed at attracting qualified specialists to the industry. Also, within the framework of the programs, economically justified tariffs are established. As a rule, they differ from those in effect previously, therefore, during the transition period, the federal center helps the territories compensate consumers for the difference in tariffs.

    The implementation of pilot programs for the sustainable development of energy and housing and communal services enterprises in Dagestan, Ingushetia and North Ossetia began in 2022.     The Russian team showed an impeccable result at the 66th International Mathematical Olympiad (IMO), which ended in the Sunshine Coast (Australia). Six participants representing our country won 5 gold and 1 silver medal. Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergey Kravtsov congratulated the schoolchildren and their mentors on their success at the prestigious intellectual tournament.

    “Our country is the birthplace of a whole galaxy of outstanding mathematicians. We are sincerely glad that modern schoolchildren continue these glorious traditions and show high results. Our President Vladimir Putin emphasizes the importance of high-quality teaching and the enthusiasm of schoolchildren for mathematics. We thank teachers and mentors for their knowledge and support of children in developing their talents, and the schoolchildren themselves – for a reason to be proud of their success.     Russia is among the top ten countries in terms of quality of education and among the top three in international Olympiads. The number of medals, including gold, is growing.

    The mechanism of integrated territorial development (ITD), launched in 2021, allows for the renewal of residential buildings and infrastructure, creating comfortable living conditions for people.     “1,051 construction permits have been issued for KRT projects, 572 territory planning documents have been approved, and 962 bidding procedures have been organized. This means that KRT as a tool for developing the urban environment is in demand among residents, regional authorities, and construction companies,” said First Deputy Minister of Construction and Housing and Utilities Alexander Lomakin.

    The KRT projects are in the active implementation stage for 1013 territories with a total area of 22.6 thousand hectares.

    “Another area of the KRT is the resettlement of citizens from emergency and dilapidated housing. More than 15 thousand people have moved from uninhabitable houses with a total area of 270 thousand square meters under such projects. The regions have been tasked with increasing the pace of this work within the KRT. The Fund, as the operator of the program for resettling citizens from emergency houses, partially reimburses the developers’ costs for these purposes,” said Vasily Kupyzin, General Director of the Territorial Development Fund.

  • MIL-OSI Africa: Aid cuts leave refugee agency unable to shelter six in 10 fleeing war in Sudan

    Major cuts to aid budgets have already left people fleeing wars in Sudan and beyond without the assistance and protection they need, the UN refugee agency, UNHCR, said on Friday.

    Globally, $1.4 billion of the agency’s programmes are being shuttered or put on hold, UNHCR said in a new report.

    “We can’t stop water, you can’t stop sanitation, but we’re having to take decisions when it comes, for example, to shelter,” said UNHCR Director of External Relations Dominique Hyde.

    “We’re have people arriving on a daily basis from Sudan, from the Darfur regions…arriving in Chad, not able to be given any shelter.”

    In an urgent appeal for flexible funding from donors, Ms. Hyde noted that up to 11.6 million refugees and others risk losing access this year to direct humanitarian assistance from UNHCR. The figure represents about one third of those reached by the organization last year.

    On the Sudan-Chad border, the UN agency is now unable to provide “even basic shelter” to more than six in 10 refugees fleeing the conflict. Thousands more vulnerable people have been left stranded in remote border locations in South Sudan too. “If we just had a bit more support, we could get them to settlements,” she insisted.

    Because of the funding cuts, basic activities have already been hit hard. These include refugee registration, child protection, legal counselling and prevention of and responses to gender-based violence.

    All aid sectors hit

    In South Sudan, 75 per cent of safe spaces for women and girls supported by UNHCR have closed. That means leaving up to 80,000 refugee women and girls without access to medical care, psychosocial support, legal aid, material support or income-generating activities. This includes survivors of sexual violence, UNHCR noted.

    “Behind these numbers are real lives hanging in the balance,” Ms. Hyde said.

    “Families are seeing the support they relied on vanish, forced to choose between feeding their children, buying medicines or paying rent, while hope for a better future slips out of sight. Every sector and operation has been hit and critical support is being suspended to keep lifesaving aid going.”

    Libya influx

    Many of those impacted by the war in Sudan have taken the decision to move from Chad and Egypt to Libya, into the hands of people smugglers who dangerously overload boats with desperate people seeking to cross the Mediterranean Sea to Europe.

    “What we’re observing now is that in terms of arrivals in Europe of…Sudanese refugees, [it] has increased since the beginning of the year by about 170 per cent compared to the first six months of 2024,” said UNHCR spokesperson Olga Sarrado.

    Support slashed from Niger to Ukraine

    In camps hosting Myanmar’s Rohingya refugees in Bangladesh, education for some 230,000 children could now be suspended. Meanwhile in Lebanon “UNHCR’s entire health programme is at risk of being shuttered by the end of the year,” Ms. Hyde continued.

    In Niger and other emergency settings, cuts in financial aid for shelter have left families in overcrowded structures or at risk of homelessness. In Ukraine, financial aid has also been slashed, “leaving uprooted families unable to afford rent, food or medical treatment”, she noted.

    Assistance to returning Afghans has also become another victim of global aid cuts. Around 1.9 million Afghan nationals have returned home or been forced back since the start of the year, “but financial aid for returnees is barely enough to afford food, let alone rent, undermining efforts to ensure stable reintegration”, UNHCR said.

    Legal aid halted

    Overall, several UNHCR operations hit by severe funding gaps have now had to curtail investments in strengthening asylum systems and promoting regularisation efforts.

    In Colombia, Ecuador, Costa Rica and Mexico, any prolonged lack of legal status means prolonged insecurity for people on the move, the UN agency said. This results in deepening poverty “as refugees are excluded from formal employment and greater exposure to exploitation and abuse”, Ms. Hyde explained.

    Approximately one in three of the agency’s 550 offices around the world has been impacted by the cuts, Ms. Hyde told journalists in Geneva:

    “We’re not in a position to do so much contingency planning; what we’re able to do is make decisions on priorities and, at this point, the priorities as I mentioned are dramatic.”

    For 2025, UNHCR needs $10.6 billion. Only 23 per cent of this amount has been provided.

    “Against this backdrop, our teams are focusing efforts on saving lives and protecting those forced to flee,” Ms. Hyde said. “Should additional funding become available, UNHCR has the systems, partnerships and expertise to rapidly resume and scale up assistance.”

    According to him, the peace process in Colombia is a fine example of ending conflict and restoring peace through dialogue and negotiations.     South Africa strongly condemns Israel’s latest attacks on the Syrian capital Damascus, on 16 July 2025, on the Syrian Ministry of Defence and air strikes near the Presidential Palace, which are a flagrant violation of the country’s territorial integrity and international law.

    Israel’s announcement on 17 July 2025, that it will continue to occupy Syrian territory south of the capital Damascus is a serious threat to Syria’s sovereignty.     The Government has today confirmed its support for bids to host the 2029 World Athletics Championships and the 2029 World Para Athletics Championships; setting out our ambition to see the sport’s pinnacle events return to the UK for the first time since the summer of 2017.

    A bid would aim to boost the UK economy, further strengthen the country’s outstanding reputation for hosting the biggest and best events, and encourage more people to get involved in track and field.

    Prime Minister Keir Starmer said:

    Bringing the World Athletics Championships to the UK would be moment of great national pride, building on our global reputation for hosting memorable sporting events that showcase the very best talent.

    Hosting these championships would not only unlock opportunities for UK athletes but it would inspire the next generation to get involved and pursue their ambitions.

    The event would provide a boost for UK businesses and support jobs as well as bring our communities together. I’m delighted to support the bid.

    The London Stadium, etched into the public’s memory for hosting the iconic 2012 Olympic and Paralympic Games as well as the hugely successful 2017 World Championships, is the proposed venue for the 2029 World Athletics Championships.

    Summer in Yunnan is a vibrant tapestry of cool tourism and mushroom picking: from admiring breathtaking scenery to sampling wild mushroom delicacies and exploring the secrets of tropical forests. These diverse tourism industries combine to create a thriving summer economy that attracts tourists from both China and abroad.

    “Puzhehei is a dream, a serene place where dusk turns to dawn, where every taste and touch leaves traces too vivid to forget and too deep to describe,” wrote American Lia last year after visiting the famous Puzhehei scenic area in Yunnan Province.

    Almost a year later, Leah and her family returned to this small Chinese village and spent a few days enjoying another lazy summer.

    Yunnan’s reputation as a cool place on Earth goes back centuries. When asked why Yunnan residents rarely use air conditioning, the answer is almost universal: there is no need.

    According to climate data from national meteorological stations in Yunnan, the average July temperature in the province is 21.9 degrees Celsius, with 71 counties within the “comfortable” range for humans. Moreover, 55 percent of the province’s districts and counties are suitable for the development of “cool” tourism.

    More and more tourists are moving from “short stops” to “poetic living”, exploring the lifestyle that suits them best in places like Lijiang, Shangri-La and Qujing.

    Yunnan’s climate advantages are now turning into tangible economic benefits. According to the latest tourism statistics, Yunnan received 371 million visitors from January to June this year, up 10.8 percent year-on-year.     A justice of Brazil’s Supreme Federal Court on Friday decided to impose strict legal restrictions on former Brazilian President Jair Bolsonaro and his son Eduardo Bolsonaro for coercion, obstruction of justice, and attack on national sovereignty.

    Justice Alexandre de Moraes said the measures include nightly house arrest on weekdays, full-time house arrest on weekends and holidays, wearing an electronic ankle monitor, and a ban on contacting foreign diplomats or visiting embassies and consulates, the supreme court said in a press release.

    According to the release, the former president and his son had lobbied in the United States to solicit sanctions against Brazilian officials.

    The justice stated that Brazil’s sovereignty will never be negotiated, reaffirming the supreme court’s determination to defend democratic and constitutional principles.

    The decision follows U.S. President Donald Trump’s announcement of 50 percent tariffs on Brazilian exports effective Aug. 1. Trump linked the hefty tariffs to the ongoing legal proceedings against Bolsonaro.

    On Saturday, a fresh batch of 6,365 pilgrims departed from Jammu’s Bhagwati Nagar Yatri Niwas in two escorted convoys. The first convoy, comprising 92 vehicles, left at 3:25 a.m. with 2,851 pilgrims heading to the Baltal base camp, while the second convoy of 119 vehicles departed at 3:53 a.m., carrying 3,514 yatris to the Pahalgam base camp.

    Rituals associated with the Yatra are also underway. On July 10, the Bhumi Pujan of the Chhari Mubarak-the sacred mace of Lord Shiva-was performed at the Gauri Shankar temple in Pahalgam. The ceremony was led by Mahant Swami Deependra Giri, the custodian of the mace. The Chhari Mubarak was taken from its seat at Dashnami Akhara in Srinagar to Pahalgam and later returned to its original place. It will begin its final journey to the cave shrine on August 4 and reach on August 9, marking the culmination of the Yatra on Shravan Purnima, which also coincides with Raksha Bandhan.

    In the wake of the April 22 terror attack in Pahalgam’s Baisaran meadow—where 26 civilians were killed—authorities have implemented extensive multi-layered security measures. An additional 180 companies of Central Armed Police Forces (CAPFs) have been deployed to strengthen the existing presence of the Army, BSF, CRPF, SSB, and local police forces.

    Pilgrims can undertake the 38-day Yatra via two routes: the traditional Pahalgam route, a 46 km trek taking four days via Chandanwari, Sheshnag, and Panchtarni; or the shorter Baltal route, involving a 14 km trek that allows a return the same day. However, helicopter services have not been made available this year due to security concerns.

    The cave shrine, located at an altitude of 3,888 metres, houses a naturally formed ice stalagmite, believed by devotees to represent Lord Shiva. The formation is known to wax and wane with the lunar cycle.

    BEIJING, July 19 (Xinhua) — In early summer, azure waves ripple gently across the Qinhuangdao Port in north China’s Hebei Province, reflecting the bustling skyline of a modern port.

    As an industrial port bay, the major port of Qinhuangdao, which specializes in the export of thermal coal, has previously faced significant pressure to combat pollution. However, a set of decisive measures, including environmental control at all stages of coal transportation through the port, the development of new energy areas, greening and the transformation of old industrial areas into tourist parks, have promoted the symbiosis and joint prosperity of the industrial port and the beautiful harbor.

    COAL PORT “WITHOUT A SPECKLE”

    The 27.66-kilometer coastline of Qinhuangdao Harbor runs from east to west, with much of it taken up by industrial port zones. This vital energy corridor handles about 500,000 tons of coal daily.

    Advanced environmental technologies are applied throughout the entire production cycle “unloading – storage – collection – loading” from the moment the coal train arrives until the cargo ship departs.

    In the eastern part of Qinhuangdao Port, a long train loaded with coal slowly pulls into a covered wagon dumper building. Three wagons with 240 tons of coal are instantly “caught” by the dumper, and after a 150-degree turn, the coal is completely unloaded. The entire process from the entry of the train to the completion of unloading takes less than 3 minutes, with virtually no coal dust visible in the air.

    “I didn’t expect that coal unloading could be so clean and efficient, without a speck of dust, so to speak,” said retired former port worker Sun Xiuben.

    After transportation on closed conveyor belts, the coal is delivered to warehouses enclosed by dust screens. Wang Shuai, senior manager of the environmental health department of Qinhuangdao Port JSC, explained that the main pollutants in the port area are large coal particles. To reduce the spread of dust, closed coal conveyors cover the entire area, and dust collection devices are installed at all transshipment points. Dust suppression systems on wagon dumpers, stackers and collecting machines work synchronously with intelligent watering and vacuuming machines running around the warehouses, preventing and suppressing dust.

    Monitoring data for 2024 show that the comprehensive air quality index of Qinhuangdao Port was 4.03, down 5 percent year on year; PM10 levels dropped 14.3 percent; and total suspended particulate matter decreased 10.1 percent.

    CREATION OF PORT-GARDENS

    Qinhuangdao Port is also betting on new energy and new landscapes, creating a garden port.

    In the eastern area of the port, containers with shore power supply systems have been installed. Large vessels can be connected directly to the terminal’s power grid after mooring, switching off auxiliary diesel generators, which significantly reduces emissions of pollutants into the atmosphere during berthing and increases energy efficiency.

    In addition, Qinhuangdao Port has built a 3.55MW distributed photovoltaic system, with an annual output of about 3 million kW. The port has also steadily increased the proportion of green electricity purchased. In 2024, Qinhuangdao Port purchased about 240 million kW of green electricity, accounting for 80% of the total consumption and equivalent to a reduction of 199,800 tons of CO2 emissions.

    Entering the Guanhai Garden /Sea Viewing Garden/ in the port area, you feel a fresh and pleasant atmosphere. Greenery, flowers, paths, benches made from recycled old parts create a comfortable green space for visitors and port staff.

    In 2018, Qinhuangdao Port established a comprehensive monitoring system covering the entire coastline of the port, which is responsible for coastal cleanliness, coastal ecology restoration, and promoting the construction of a garden port.

    SYNERGY OF ECOLOGY, INDUSTRY AND CULTURE

    During the May Day holiday this year, the Qinhuangdao Port Industrial and Tourism Zone received a record 254,700 visitors, up 247 percent from the same period last year and setting a new record for visits during the holiday.

    Former coal piers, old rails and industrial equipment have become tourist attractions. “It’s both a port and an industrial museum. These ‘steel monsters’ have an industrial aesthetic, every shot is a masterpiece,” said Huang Ying, an amateur photographer from Tianjin, northern China.

    The 127-year-old western area of Qinhuangdao Port is the founding site of the port and Qinhuangdao City itself, witnessing the birth and development of China’s modern industry. In the course of upgrading the port and optimizing its functional zoning, old buildings were reconstructed, greenery was planted, and an industrial and tourist zone was created.

    The historical appearance of the century-old port has been given a new lease of life by modern elements. The intertwining of old rails surrounded by flowers has created a unique sea of flowers; the pier for ships has been transformed into a bay for yachts and sailboats, where tourists can experience the joy of sailing; old warehouses have become cafes and exhibition halls; and such areas as themed products, local cuisine, photo sessions and guest houses are being developed.

    Li Xiuping, a resident of a neighborhood near the port’s industrial and tourist area, often takes walks by the sea with her family. “The old port is gradually turning into a fashionable tourist area, and more and more tourists are coming here. The port has not only given us a beautiful and comfortable coastal environment, but also given new impetus to the development of the city,” she said.

  • MIL-Evening Report: Systematic bias: how Western media reproduces the Israeli narrative

    “If words shape our consciousness, then the media holds the keys to minds.”

    This sentence is not merely a metaphor, but a reality we live daily in the coverage of the Israeli aggression on Gaza, where the crimes of the occupation are turned into “acts of violence”, the siege targeting civilians into “security measures”, and the legitimate resistance into “terrorist acts”.

    This linguistic distortion is not innocent; it is part of a “systematic mechanism” practised by major Western media outlets, through which they perpetuate a false image of a “conflict between two equal sides”, ignoring the fact that one is an occupier armed with the latest military technology, and the other is a people besieged in their land for decades.

    Here, the ethical question becomes urgent: how does the media shift from conveying truth to becoming a tool for justifying oppression?

    Western media institutions promote a colonial narrative that reproduces the discourse of Israeli superiority, using linguistic and legal mechanisms to justify genocide.

    But the rise of global awareness through social media platforms and documentaries like We Are Not Numbers, produced by youth in Gaza, exposes this bias and brings the Palestinian narrative back to the forefront.

    Selective coverage . . .  when injustice becomes an opinion
    “Terrorism”, “self-defence”, “conflict” . . . are all terms that place the responsibility for violence on Palestinians while presenting Israel as the perpetual victim. This linguistic shift contradicts international law, which considers settlements a war crime (according to Article 8 of the Rome Statute), yet most reports avoid even describing the West Bank as “occupied territory”.

    More dangerously, the issue is reduced to “violent events” without mentioning their contexts: how can the Palestinian people’s resistance be understood without addressing 75 years of displacement and the siege of Gaza since 2007? The media is like someone commenting on the flames without mentioning who ignited them.

    The Western media coverage of the Israeli war on Gaza represents a blatant model of systematic bias that reproduces the Israeli narrative and justifies war crimes through precise linguistic and media mechanisms. Below is a breakdown of the most prominent practices:

    Stripping historical context and portraying Palestinians as aggressor

    Ignoring the occupation: Media outlets like the BBC and The New York Times ignored the Israeli occupation of Palestinian territories since 1948 and focused on the 7 October 2023 attack as an isolated event, without linking it to the daily oppression such as home demolitions and arrests in Jerusalem and the West Bank.

    Misleading terms: The war has often been described as a “conflict between Israel and Hamas”, while Gaza is considered the largest open-air prison in the world under Israeli siege since 2007. Example: The Economist described Hamas’s attacks as “bloody”, while Israeli attacks were called “military operations”.

    Dehumanising Palestinians
    Language of abstraction: The BBC used terms like “died” for Palestinians versus “killed” for Israelis, according to a quantitative study by The Intercept, weakening sympathy for Palestinian victims.

    Victim portrayal: While Israeli death reports included names and family ties (like “mother” or “grandmother”), Palestinians were shown as anonymous numbers, as seen in the coverage of Le Monde and Le Figaro.

    Israeli political rhetoric: Media outlets reported statements by Israeli leaders such as dismissed defence minister Yoav Gallant, who described Palestinians as “human animals”, and Benjamin Netanyahu, who called them “children of darkness”, without critically analysing this rhetoric that strips them of their humanity.

    Distorting resistance and linking it to terrorism
    Misleading comparisons: The October 7 attack was compared to “9/11” and described as a “terrorist attack” in The Washington Post and CNN, reinforcing the “war on terror” narrative and justifying Israel’s excessive response.

    Fake news: Papers like The Sun and Daily Mail promoted the story of “beheaded Israeli babies” without evidence, a story even adopted by US president Joe Biden, only to be disproven later by videos showing Hamas’ humane treatment of captives.

    Selective coverage and suppression of the Palestinian narrative
    Silencing journalists: Journalists such as Zahraa Al-Akhras (Global News) and Bassam Bounni (BBC) were dismissed for criticising Israel or supporting Palestine, while others were pressured to adopt the Israeli narrative.

    Defaming Palestinian institutions: The New York Times and The Wall Street Journal claimed the Palestinian death toll figures were “exaggerated”, ignoring UN and human rights organisations’ reports that confirmed their accuracy.

    Manipulating legal and ethical terms
    Denying war crimes: Deutsche Welle stated that Israeli attacks are “not considered war crimes”, despite the destruction of hospitals and the killing of tens of thousands of civilians.

    Legal misinformation: The BBC referred to Israeli settlements in the West Bank as “disputed territories”, despite the UN declaring them illegal.

    The Israeli military joins settlers in attacks because terrorizing Palestinians is state policy. But Western media doesn’t report it that way.

    Double standards in conflict coverage
    Comparison with Ukraine: Western media linked support for Ukraine and Israel as “victims of aggression”, while ignoring that Israel is an occupying power under international law. Terminology shifted immediately: “invasion”, “war crimes”, “occupation” were used for Ukraine but omitted when speaking of Palestine.

    According to a 2022 study by the Arab Media Monitoring Project, 90 percent of Western reports on Ukraine used language blaming Russia for the violence, compared to only 30 percent in the Palestinian case.

    This contradiction exposes the underlying “racist bias”: how is killing in Europe called “genocide”, while in Gaza it is termed a “complicated conflict”? The answer lies in the statement of journalist Mika Brzezinski: “The only red line in Western media is criticising Israel.”

    False neutrality: Sky News claimed it “could not verify” the Baptist Hospital massacre, despite video documentation, yet quickly adopted the Israeli narrative.

    Consequences: legitimising genocide and marginalising Palestinian rights
    Western media practices have contributed to normalising Israeli violence by portraying it as “legitimate defence”, while resistance is labelled as “terrorism.”

    Deepening Palestinian isolation: By stripping them of the right to narrate, as shown in an academic study by Mike Berry (Cardiff University), which found emotional terms used exclusively to describe Israeli victims.

    Undermining international law: By ignoring reports from organisations like Human Rights Watch and Amnesty International, which confirm Israel’s commission of war crimes.

    Violating journalistic ethics . . .  when the journalist becomes the occupation’s lawyer
    Journalistic codes of ethics — such as the charter of the “International Federation of Journalists” — unanimously agree that the media’s primary task is “to expose the facts without fear”. But the reality proves the opposite:

    In 2023, CNN deleted an interview with a Palestinian survivor of the Jenin massacre after pressure from the Israeli lobby (according to an investigation by Middle East Eye).

    The Guardian was forced to edit the headline of an article that described settlements as “apartheid” after threats of legal action.

    This self-censorship turns journalism into a “copier of official statements”, abandoning the principle of “not compromising with ruling powers” emphasised by the “International Journalists’ Network”.

    Toward human-centred journalism
    Fixing this flaw requires dismantling biased language: replacing “conflict” with “military occupation”, and “settlements” with “illegal colonies”.

    Relying on international law: such as mentioning Articles 49 and 53 of the Fourth Geneva Convention when discussing the displacement of Palestinians.

    Giving space to victims’ voices: According to an Amnesty report, 80% of guests on Western TV channels discussing the conflict were either Israeli or Western.

    Holding media institutions accountable: through pressure campaigns to enforce their ethical charters (such as obligating the BBC to mention “apartheid” after the HRW report).

    Conclusion
    The war on Gaza has become a stark test of media ethics. While platforms like Al Jazeera and Middle East Eye have helped expose violations, major Western media outlets continue to reproduce a colonial discourse that enables Israel. The greatest challenge today is to break the silence surrounding the crimes of genocide and impose a human narrative that restores the stolen humanity of the victims.

    “Occupation doesn’t just need tanks, it needs media to justify its existence.” These were the words of journalist Gideon Levy after witnessing how his camera turned war crimes into “normal news”.

    If Western media is serious about its claim of neutrality, it must start with a simple step: call things by their names. Words are not lifeless letters, they are ticking bombs that shape the consciousness of generations.

    “As evidenced by this week’s high temperatures in Oregon, record-hot weather is here to stay thanks to the growing climate crisis,” Wyden said. “I applaud this legislation that takes common-sense steps to protect workers from preventable hazards like heatstroke. With the ongoing climate crisis driving up temperatures, I will keep battling for more protections for the hard-working Oregonians most exposed to dangerous heat conditions.”

    “Climate chaos is creating hotter, longer summers, putting many workers at risk of heat-related health issues on the job.     The Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act would protect the safety and health of indoor and outdoor workers exposed to dangerous heat conditions in the workplace. The legislation would protect workers against occupational exposure to excessive heat by requiring the Occupational Safety and Health Administration to establish an enforceable federal standard to protect workers in high-heat environments with common-sense measures like paid breaks in cool spaces, access to water, limitations on time exposed to heat, and emergency response for workers with heat-related illness. The bill also directs employers to provide training for their employees on the risk factors that can lead to heat illness and guidance on the proper procedures for responding to symptoms.

    The bill is named in honor of Asunción Valdivia, who died in 2004 after picking grapes in California for 10 hours straight in 105-degree temperatures. Mr. Valdivia fell unconscious, but instead of calling an ambulance, his employer told Mr. Valdivia’s son to drive his father home. On his way home, he died of heat stroke at the age of 53.

    According to the National Oceanic and Atmospheric Administration, 2024 was the warmest year on record for the United States. The past decade, including 2024, was the hottest on record, marking a decade of extreme heat that will only get worse. Heat-related illnesses can cause heat cramps, organ damage, heat exhaustion, stroke, and even death. Between 1992 and 2017, heat stress injuries killed 815 U.S. workers and seriously injured more than 70,000. The failure to implement simple heat safety measures costs U.S. employers nearly $100 billion every year in lost productivity.

    From 2011-2020, heat exposure killed at least 400 workers and caused nearly 34,000 injuries and illnesses resulting in days away from work; both are likely vast underestimates. Farm workers and construction workers suffer the highest incidence of heat illness. And no matter what the weather is outside, workers in factories, commercial kitchens, and other workplaces, including ones where workers must wear personal protective equipment , can face dangerously high heat conditions all year round.

  • MIL-OSI New Zealand: New cardiac cath lab will support cardiac care across the central North Island

    A new, state-of-the-art cardiac catheterisation lab is now operational at Tauranga Hospital, significantly improving access to diagnostic and treatment services across the region, Health Minister Simeon Brown says.

    The new lab replaces the hospital’s original suite, which had reached the end of its clinical life after delivering more than 1,200 procedures annually since opening in 2017. 

    “With two state-of-the-art cath labs now in operation at the hospital, this is a major step forward for patients in the Bay of Plenty and surrounding communities. It future-proofs Tauranga’s ability to deliver more cardiac care, closer to home.

    “Currently, some patients needing complex, non-surgical heart procedures must travel to Waikato or Auckland to receive treatment. This upgrade means more of those procedures can now be performed in Tauranga, giving people faster access to world-class treatment, closer to where they live.

    “The modern facility now offers advanced imaging and diagnostic technology, improving clinical accuracy, enhancing safety, and reducing radiation exposure for both patients and staff.”

    The lab will continue to provide a wide range of interventional services, including angiography, stenting, pacemaker insertion, electrophysiology, and endovascular aneurysm repair.

    Initially, it will operate five sessions per week, with planning underway to increase this to ten. Once implemented, this will bring the total across both cath labs from 15 to 20 sessions per week.

    “This upgrade means Tauranga Hospital is now better equipped to offer a wider range of procedures locally and play a stronger role within the coordinated regional system. It will enable Tauranga to take on more patients from areas such as Taupō and Rotorua, reducing referrals to other hospitals and easing pressure on their services as future planning progresses.

    “As a result, Tauranga will be able to manage a larger share of the region’s demand, improving timely access to treatment and delivering better outcomes for patients across the region.

    “We’re focused on making sure all New Zealanders, including those in Tauranga and across the central North Island, can access timely, quality healthcare when they need it.

    China’s agriculture sector has achieved steady progress in green development, according to the China Agricultural Green Development Report 2024, which was released at a conference in Beijing on Friday.

    The report was released by the Chinese Academy of Agricultural Sciences (CAAS) and the China Agricultural Green Development Research Society. It provides crucial support and reference for the further implementation of the country’s green development concepts, and facilitates the high-quality development of agriculture and rural areas characterized by ecological priority level, resource efficiency and green, low-carbon practices, according to Huang Sanwen, president of CAAS and an academician of the Chinese Academy of Sciences, at the conference.

    Significant progress was seen across multiple areas in 2024, the report shows. China continuously enhanced the quality and efficiency of its high-standard farmland construction while strengthening the ecological protection and pollution control of existing farmland, resulting in over 80 million mu (about 5.33 million hectares) of high-standard farmland being built or upgraded in 2024.

    China advanced its third national soil survey last year, completing the collection of over 2.87 million sampling points and 3.11 million samples, according to the report.

    It also improved its biological agricultural resource protection management system. The national agricultural germplasm resources census in 2024 revealed the permanent preservation of 580,000 crop germplasm resources, 1.4 million livestock and poultry genetic materials, and 270,000 strains of microbial agricultural resources.

    Sustained reductions of chemical inputs were achieved through strengthened actions. According to the report, China’s application of chemical fertilizers totaled 49.88 million tonnes in 2024 — a 5% decrease from 2020. Pesticide use in crop farming amounted to 242,000 tonnes (100% purity), maintaining a downward trend for an eighth consecutive year.

    Mechanization levels continued to rise, with the comprehensive mechanization rate of crop cultivation, planting and harvesting exceeding 75% nationally, the report shows.

    It also reveals a robust increase in farming incomes. The per capita disposable income of rural residents was 23,119 yuan (about $3,220) in 2024, which was up 6.3% year on year in real terms — 1.9 percentage points higher than the growth rate among urban residents.

    Progress was also made in digital resource management. China advanced the systematic digital management of its agricultural resources and strengthened its capacity to support long-term, fixed observation experiment stations for its green agricultural development, according to the report.

    Key observations from the site visits include:

    ICE was ill-prepared to address overcrowding caused by the large influx of detainees and has resorted to using large tents to house individuals.
    The Trump Administration’s ill-conceived mass deportation plan has resulted in the use of BOP facilities in which the conditions force detainees to live in de facto solitary confinement.
    Immigrants at Krome struggle to receive adequate health care because staff fail to take their medical concerns seriously.
    Immigrants at FDC Miami face obstacles accessing basic services and are forced to endure unsanitary conditions.
    Bureaucratic red tape makes it nearly impossible for immigrants to access adequate mental health care at Krome.
    Immigrants have limited opportunities to report complaints of abuse or neglect.
    Fear and chaos are key tools of Trump’s mass deportation agenda, with detained immigrants dreading transfer to remote detention facilities far from their families and lacking information about their cases.
    Immigrants detained at FDC Miami are denied information on the status of their cases and have difficulty placing calls to legal counsel and family members.

    In May, Durbin released insights from visits to two facilities in Louisiana and escalated congressional oversight of the Trump Administration’s aggressive expansion of immigration detention, which has created a major financial boon for private prison companies.
    Earlier this year, Durbin released a revealing investigative report on inadequate care in Customs and Border Protection (CBP) facilities and pressed for further investigation into deficient medical care in CBP detention facilities after whistleblower reports alleged systemic failures by DHS to ensure proper oversight of its medical care contractor.
    Durbin continues to actively investigate care in ICE detention facilities, which he initiated with letters to ICE and GAO. A June 2024 report from the American Civil Liberties Union, Physicians for Human Rights, and American Oversight found that 95 percent of documented deaths in ICE custody between 2017-2021 were likely preventable.
    This oversight work was prompted by the death of Anadith Danay Reyes Álvarez, an eight-year-old Panamanian girl, at a CBP detention facility in Harlingen, Texas, on May 17, 2023.

The securitization is Sunrun’s fourteenth public securitization since 2015 and third issuance in 2025.

    “Sunrun’s third securitization transaction of 2025 represents a refinancing of a seasoned pool of residential solar assets.     The transaction was structured with two separate classes of A- rated notes (the “Class A-1 Notes” and “Class A-2 Notes” respectively and together the “Class A Notes”) and a single class of BB- rated notes (the “Class B Notes”), which were retained. The $331 million Class A-1 Notes were marketed in a public asset backed securitization and the $100 million Class A-2 Notes were privately placed. The Class A Notes carry a coupon of 6.15%. The Class A-1 Notes were oversubscribed and priced at a spread of 240 bps and a 6.374% yield. The Class A Notes coupon is approximately equal to the coupon achieved in the company’s prior securitization in March. The initial balance of the Class A Notes represents a 68% advance rate on the ADSAB (present value using a 6% discount rate). The Class A Notes have an expected weighted average life of 5.08 years, Optional Redemption Date of January 30, 2034, and a final maturity date of January 30, 2054.

    The Class B Notes will be pledged to an existing subordinated non-recourse financing.

    The notes are backed by a diversified portfolio of 63,318 systems distributed across 12 states and Washington D.C and 40 utility service territories. The weighted average customer FICO score is 757. The transaction is expected to close by July 30, 2025.

  • MIL-OSI United Nations: World News in Brief: Violence in Haiti, rising insecurity in DR Congo, expert panel on nuclear war

    Displaced Haitians are dispersed among the 250 active displacement sites across the country, most of which are informal. Just over a fifth of these sites are managed by humanitarian organizations, meaning that many are living in precarious conditions.  

    In June alone, more than 200 alerts were reported across displacement sites, over 80 per cent of which were related to essential needs such as lack of water, food, shelter or healthcare.

    OCHA noted that nearly 1.3 million people are now internally displaced in Haiti, the highest number ever recorded in the country due to violence.

    Constrained UN response

    The UN and partners have supported more than 113,000 displaced Haitians this year, providing essential services such as water, shelter, sanitation and healthcare.

    The humanitarian response is severely constrained by limited funding and persistent insecurity, hampering humanitarian access to the most affected areas and delaying the delivery of aid. 

    Despite the challenges, the agency continues to work closely with Haitian authorities and humanitarian partners to coordinate relief efforts and mobilise additional resources to support displaced communities. 

    DR Congo: Ongoing violence in the east drives displacement, impedes aid delivery

    Ongoing violence in North and South Kivu provinces in the eastern Democratic Republic of the Congo (DRC) continues to claim the lives of civilians and to trigger new displacement. 

    In North Kivu, UN partners on the ground in Rutshuru and Lubero territories reported that fighting between M23 and other armed groups was ongoing until Tuesday, resulting in eight civilian deaths and 42,500 displaced people as of earlier this week. 

    Since early July, heavy clashes between M23 and other armed groups in South Kivu have also persisted, as local partners said the fighting has displaced at least 37,000 people from their homes. 

    Aid access restrictions 

    The surge in violence is making it harder for humanitarians to deliver assistance to vulnerable communities. 

    While partners and teams on the ground are doing their best to maintain services for those affected, access restrictions and severe funding shortages pose significant obstacles. 

    A humanitarian convoy coordinated by OCHA along the road between the provincial capital Bukavu and the city of Uvira, primarily planned for this Friday, has been postponed due to a lack of security guarantees on that route. 

    Many UN partners on the ground are forced to scale back their operations, disrupting essential services for those in need. 

    OCHA called on the international community to take urgent action to address these severe funding gaps and avert a humanitarian tragedy. 

    New panel to examine the effects of a nuclear war

    The UN Secretary-General has appointed an independent scientific panel of 21 experts to examine the physical and societal consequences of a nuclear war on a local, regional and planetary scale in the days, weeks and decades following such an event.

    The creation of the panel, mandated by a General Assembly resolution, comes at a time when nuclear guardrails are being eroded and “the risk of nuclear war is higher than at any point since the depths of the Cold War,” UN deputy spokesperson Farhan Haq said on Friday during the daily media briefing from Headquarters in New York. 

    The panelists will seek input from a wide range of stakeholders – including international and regional organizations, the International Committee of the Red Cross (ICRC), civil society and affected communities. 

    Members will hold their first meeting in September and will submit a final report to the General Assembly in 2027.

    Account for the unique needs of Tahoe’s gateway community in terms of housing, municipal infrastructure, visitation, and expansion of visitation on federal land.  
    Direct a USDA pilot program with a pay-for-performance finance model for recreation projects on or benefiting Forest Service lands.

All were approved in committee, and will now advance to the Senate floor for consideration.
    “With crucial investments in affordable housing, infrastructure, public safety, and fisheries, we are addressing some of the most pressing challenges faced by Alaskans, and helping the sustainability and future of not only our communities, but our way of life. I am proud to fight for Alaskan priorities and ensure that our state’s needs are met,” said Senator Murkowski.
    HIGHLIGHTS FROM THE COMMERCE, JUSTICE, AND SCIENCE (CJS) APPROPRIATIONS BILL
    Supporting NOAA’s Mission in Alaska
    The National Oceanic and Atmospheric Administration (NOAA) is a vital partner for the state of Alaska, leveraging partnerships at federal, state, local, and Tribal levels. NOAA provides everything from real time weather forecasts to fisheries monitoring, so that our communities are safe and our way of life is sustainable. To that end, Senator Murkowski prioritized ensuring the agency had programmatic support from the CJS Appropriations Bill to further advance their core missions in Alaska.
    One of the largest wins included $75 million for NOAA to recapitalize vessels, so that the fleet can continue to provide state-of-the-art weather forecasts and fisheries monitoring. The budget also included a $1 million increase for the Integrated Ocean Observing System (IOOS) Regional Observations, which directly supports Alaska’s Ocean Observing System.
    Wins for NOAA Fisheries that will support sustainable seafood harvesting and conserving habitat:
    $10 million increase for Fisheries Surveys to support the historical levels of Alaska trawl surveys and exploring shifting fish stocks
    $3.125 million for the Bycatch Reduction Engineering Program (BREP), an increase of $250,000. This program was established to develop improved fishing practices and gear technologies in the effort of reducing bycatch.
    $4 million for the Fishery Survey Contingency Fund, which was established through the U.S. Treasury to compensate Alaska fishermen for economic losses.
    $5.5 million increase for Salmon Management Activities, which will be used to support the production of 42 million hatchery fish, to help increase the harvest for Tribal, commercial, and recreational fisheries.
    $41.5 million for the Pacific Salmon Treaty, a $500K increase from last fiscal year. This funding will go towards joint United States/Canada management of salmon fishing to prevent over-fishing and provide for optimum harvest
    $58.4 million for Observers and Training, including $2 million for the North Pacific Observer Program. These programs are essential for the conservation and management of fisheries in the Bering Sea, Aleutian Island, and Gulf of Alaska
    Wins for NOAA Weather & Climate Monitoring Systems
    $5 million increase for the National Data Buoy Center (NDBC). The NDBC is a network of monitoring infrastructure that collects and analyzes real-time data to ensure maritime safety.
    $10 million increase for Analyze, Forecast, and Support – includes language supporting tsunami detection and response systems relevant to Alaska.
    Advancing Connectivity in Alaska
    Senator Murkowski has set herself apart with her focus on broadband infrastructure in Alaska, shepherding record investment to the state through the Infrastructure Investment and Jobs Act (IIJA) of 2021. She continues to be a leader in the space, inserting report language in the Tribal Broadband Connectivity Program that acknowledges Alaska’s challenges with short construction seasons and logistics, laying the groundwork for future flexibility and support if needed. She also directed the National Telecommunications and Information Administration (NTIA) to consider supplemental funding that would ensure rural and remote Tribal projects are completed.
    Promoting Public Safety in Alaska
    Public safety in Alaska is always foremost on Senator Murkowski’s mind—particularly in our rural communities. She used the CJS bill as a vehicle for direct investment towards advancing that goal. The bill includes an increase in funding for the Tribal Youth Program, which does everything from improvements to the juvenile justice system, invest in alcohol and substance abuse prevention programs, and offer mental health services for Tribal youth. She was able to secure a 5% Tribal Set-Aside in the Crime Victims Fund along with strong report language that supports Tribal flexibility and streamlined access. The Senator also included increased funding for Special Tribal Criminal Jurisdiction, with language supporting Missing and Murdered Indigenous Women (MMIW) efforts and improved Department of Justice (DOJ) grant coordination for Native communities. Additionally, the bill follows up on the Government Accountability Office (GAO) report on MMIW with a directive for immediate reporting.
    Alaska faces some of the highest rates of sexual assault per capita of any state, and Senator Murkowski was intent on using the CJS bill to address this crisis. She approved an almost tripling of the Sexual Assault Forensic Exam Grants funding, which will support training and resources for forensic examination of sexual assault survivors. The Senator also included report language directing the Office for Victims of Crime/Office of Juvenile Justice and Delinquency Prevention to support Alaska-specific Child Advocacy Centers.
    The bill also includes funding increases for Transitional Housing Assistance, Underserved Populations Program, Regional Information Sharing Systems, and Veterans Treatment Courts.
    Investing in Arctic Research
    As the leading expert in Congress on Arctic policy and polar affairs, Senator Murkowski uses her position to advance American priorities in the North. The bill provides $9.1 billion, just $60 million below the last enacted level – preserving support for critical Arctic scientific research despite tight fiscal constraints. Arctic research remains a priority, with the National Science Foundation (NSF) playing a key role in supporting long-term monitoring, infrastructure development, and partnerships with Alaska-based institutions and Indigenous communities.
    In addition to broader programmatic funding to help Alaskans, Murkowski was able to secure investments in this bill that are specific to local 17 Alaska communities or entities, projects that have been requested and prioritized by local governments and organizations:
    Anchorage: $305,000 to support the Internet Crimes Against Children Task Force in Alaska so they can further advance their mission of catching child sexual predators
    Anchorage: $1.5 million for the University of Alaska Anchorage to acquire specialty equipment that will help propel the institution to be a leader in biotechnological innovation, leveraging Alaska’s Arctic environment
    Bethel: $70,000 for the purchase and installation of a new security system at the Bethel Police Department’s headquarters
    Cordova: $355,000 to update equipment for climate and ecosystem monitoring as part of a ten-year long study of the region
    Fairbanks: $1.5 million to develop drone-borne maritime lidar to count salmon.
    Statewide: $498,000 for the creation and deployment of a Mobile Sexual Assault Response Team (SART) that will provide coordinated care to survivors of sexual assault in rural communities where traditional, stationary services may not be readily available
    Southeast: $500,000 for Sealaska Heritage Institute to develop and implement a sustainable workforce development program to address growth in fisheries and ocean sciences in Southeast Alaska over the next ten years
    Ketchikan: $3 million to upgrade its radio communication system, which has been identified as an essential public safety need in the after-action plan following recent landslides to improve disaster response and community resilience
    Statewide: $2 million for the Alaska Fisheries Development Foundation to modernize and revitalize Alaska’s seafood industry by investing in processing innovation, workforce development, and infrastructure improvements.
    Statewide: $2.5 million for the North Pacific Research Board to investigate how ecosystem changes in the Northern Bering Sea influence species of commercial, ecological, and subsistence importance to inform local, state, and federal fisheries management
    Statewide: $1 million to help implement Next Generation 911, which will improve location accuracy and system resiliency for emergency call centers
    Statewide: $500,000 for the Bering Sea Fisherman’s Association to enable Tribes and Tribal organizations to participate as Cooperating Agencies in environmental analysis and management decisions made by federal agencies that affect subsistence resources.
    Statewide: $165,000 for the Alaska Ocean Observing System to purchase an Imaging Flow CytoBots (IFCBs) to continue monitoring for harmful algal blooms.
    Statewide: $1 million for Alaska Native Women’s Resource Center to support Tribes in implementing survivor-centered and trauma-informed programs in Tribal justice systems
    Statewide: $3.5 million for the Alaska Network on Domestic Violence and Sexual Assault (ANDVSA) to support their mission of serving survivors of gender-based violence
    Unalaska: $3.5 million for the Bristol Bay Science and Research Institute to genetically analyze chum salmon from the pollock fishery bycatch in the Bering Sea to determine when and where Western Alaska chum salmon are being caught
    Valdez: $5.5 million to replace obsolete and failed emergency services communication towers and equipment
    HIGHLIGHTS FROM THE AGRICULTURE, RURAL DEVELOPMENT, FOOD AND DRUG ADMINISTRATION, AND RELATED AGENCIES (AG) APPROPRIATIONS BILL
    Investments in housing and community development
    Affordable housing remains one of the most pressing challenges facing Alaska and our country. Senator Murkowski was intent on using the AG spending bill to address this challenge, particularly in rural communities where the cost of development remains prohibitively high. She supported $1.715 billion for the Rental Assistance Program, which will help low-income families around the country with for affordable rental housing in rural areas. She was able to secure $25 million for very low-income housing repair grants so that Alaskans can stay in their homes safely.
    Also included in the legislation was $1.25 billion for direct loans to improve critical infrastructure such as public safety buildings and community centers in rural communities.
    Updating Alaska’s clean water and utility infrastructure
    Senator Murkowski has made it her mission to ensure Alaska has the infrastructure to support daily life – no matter what community Alaskans’ call home. She was able to include $65 million for Rural Water and Waste Disposal Grants, and inserted report language that would prioritize Alaska Native communities. She also was able to secure $8 million for the High Energy Cost Grant Program, which assists energy providers in lowering energy costs for families with extremely high per-household energy costs.
    Bolstering food security and agriculture
    Senator Murkowski has been focused on bolstering Alaska’s food security for many years. She was able to secure a number of Alaska-specific wins, including:
    $5 million for Micro-Grants for Food Security, with report language prioritizing eligibility for reindeer herders, greenhouse growers, and hydroponic farmers
    $5 million for Alaska Native-Serving Institutions to promote equal access to education in rural Alaska and provide sustainable food and energy solutions for Alaska Native communities
    $3.5 million for the Geographically Disadvantaged Farmers and Ranchers Transportation Program, helping offset high freight costs for Alaskan producers
    $3 million for the FDPIR 638 Contracting Authority Pilot, with direction for the USDA to allow direct purchases of traditional foods directly from small indigenous producers
    $888.9 million for the Summer Food Service Program, with report language supporting the continued implementation of non-congregate meal service to ensure low-income students can eat while school is out
    $1.826 billion for Agricultural Research Service, with continued funding for research on cover crops and cereal grains for northern climates and permafrost regions
    In addition, the bill includes $80 million for The Emergency Food Assistance Program’s storage and distribution funding to ensure rural food banks can receive supplies; a $3 billion increase for Child Nutrition programs, including School Breakfast and School Lunch programs, and the Child and Adult Care Food Program, as well as a $603 million increase to fully fund Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill also directs USDA to work with states, tribes, and local stakeholders to use federal nutrition dollars for the direct purchase of foods from local and regional producers for the various food assistance programs.
    In addition to programmatic funding to help Alaskans, Murkowski was able to secure investments in this bill that are specific for 10 Alaska communities, projects that have been requested and prioritized by local governments and organizations:
    Bethel: $605,000 to establish a permanent Food Bank and Pantry in Bethel
    Eagle: $750,000 for the construction of a fire hall/public safety building for the local fire department and Emergency Medical Services team
    Houston: $1.95 million for the construction of Public Works Facility so preventive maintenance can be performed on equipment
    Kenai: $2.045 million for the installation of telecommunications infrastructure to improve emergency response times and enhance public communications
    Nunapitchuk: $55,000 to develop a Preliminary Investigation Feasibility Report whether the Native Village of Nunapitchuk can pursue a community-wide relocation project in the Nunavakanukakslak Lake-Johnson River Watershed
    Petersburg: $225,000 to purchase emergency response equipment for the local fire department
    Statewide: $4.2 million for Alaska Municipal League to purchase heavy equipment for several communities designed to conduct road improvements and maintain infrastructure in rural Alaska
    Statewide: $750,000 to expand veterinary care in rural Alaska to prevent zoonotic disease outbreaks in communities off the road system
    Whittier: $310,000 for the removal and abatement of asbestos hazards in community housing where 85% of the city’s residents live
    Wrangell: $2.438 million to rehabilitate Wrangell’s Public Safety Building and Emergency Operations Center
    HIGHLIGHTS FROM THE MILITARY CONSTRUCTION, VETERANS AFFAIRS, AND RELATED AGENCIES (MILCON) APPROPRIATIONS BILL
    Ensuring Alaska’s military bases are state-of-the-art facilities
    Senator Murkowski is committed to supporting servicemembers in Alaska to ensure they have access to up-to-date resources as they protect and defend our nation, but also bolster their personal well-being as they adapt to life in Alaska. She secured over $400 million in programmatic funding for a Joint Integrated Testing and Training Center (JITTC) at JBER for the Air Force, a base supply complex at JBER for the Air National Guard, and a barracks at Fort Wainwright for the Army.
    Supporting Alaska’s veterans
    Senator Murkowski was able to secure funding for the construction of State Extended Care Facilities and Veterans Cemeteries. She also secured report language directing the VA to focus on benefits eligibility education for veterans who lack a direct road connection to a VA facility. She also secured her annual bill language to allow for care-sharing agreements between Federally Qualified Health Centers in the State of Alaska and Indian Tribes and Tribal organizations which are party to the Alaska Native Health Compact with the Indian Health Service. She made certain that the VA received full funding for mental health programs, telehealth programs, women veteran gender-specific care programs, homelessness programs, and for the Office of Rural Health.
    In addition to programmatic funding, Murkowski was able to secure investments in this bill that are specific for 3 of Alaska military installations, projects that have been requested and prioritized by the Department of Defense:
    JBER: $45 million to complete the runway extension project for the Air Force.
    Eielson Air Force Base: $6.7 million to finish planning and designing of a new permanent party dormitory for the Air Force.
    Fort Wainwright: $7.7 million to begin the planning and designing of a new dining facility for the Army.
    HIGHLIGHTS FROM THE LEGISLATIVE BRANCH (LEG) APPROPRIATIONS BILL
    Senator Murkowski inserted report language in the Legislative Branch FY26 Appropriations Act that incentivizes the Senate Dining Room and food-service facilities in the Capitol to source domestic seafood products, including wild-caught Alaska salmon.
