  • MIL-OSI Canada: Empowering student growth in downtown Edmonton

    [. Through Budget 2025, Alberta’s government is investing $4 million in the planning and design of the new Career Skills Centre at NorQuest College. When finished, this centre will help NorQuest College accommodate the significant growth in their student enrolment.

    NorQuest College envisions a 35,000 square metre facility designed to accommodate up to 4,000 additional full-time learners. When completed, the new building will expand space for NorQuest College’s four core faculties – Faculty of Skills and Foundational Learning; Faculty of Health Studies; Faculty of Business, Environment and Technology; and Faculty of Arts and Science – and would include research hubs, community spaces and enhanced student amenities. Construction is anticipated to begin as early as 2027 and be completed as early as 2029.

    Government House’s annual Easter egg hunt is Saturday, April 19 from 9 a.m. to noon, with festive eggs hidden among the spring buds and blooms of the Edwardian Gardens.  

    “Everyone is invited to Government House to celebrate Easter and make lasting memories with family and friends,” Minister Responsible for the Provincial Capital Commission Eric Schmalz said. “No matter the weather, the Easter egg hunt is free, family fun in a beautiful and historic location.”  

    Children will have the opportunity to search high and low for six different coloured eggs. Once they have their eggs, they can collect a chocolate treat from a volunteer. 

    The number of baskets is limited, so families are encouraged to bring their own. In case of inclement weather, the event will move indoors.  

    Visitors are also encouraged to explore the Amédée Forget Museum and check out the newest exhibit in the Queen Elizabeth II Art Gallery. There is always something to see and do at Government House.

    LOWELL, MA – Today, Congresswoman Lori Trahan (MA-03), Chair of the Congressional Cambodia Caucus, and Congressman Robert Garcia (CA-42) reintroduced legislation to designate April 17th as Cambodian Genocide Remembrance Day to recognize the anniversary of the fall of Phnom Penh to the Khmer Rouge, which went on to murder nearly 2 million Cambodians. Today marks 50 years since the start of the Cambodian Genocide.
    “Today, we commemorate the painful anniversary of the Cambodian genocide, when over a four year period the Khmer Rouge regime murdered nearly two million innocent people.     From 1975 to 1979, the Khmer Rouge and its leader Pol Pot engaged in a brutal, systematic genocide of innocent Cambodian citizens. By the time the Khmer Rouge was toppled, nearly 2 million Cambodians were killed, totaling almost 25 percent of the nation’s population. Thousands fled the killing fields for refugee camps in Thailand before being admitted to several nations, including the United States. Today, multiple cities and towns are home to strong, vibrant Cambodian-American communities, including Lowell, Massachusetts and Long Beach, California.
    In 2019, Lowell, Long Beach, and Los Angeles passed resolutions proclaiming April 17th as Cambodian Genocide Remembrance Day. In 2023, the Massachusetts legislature passed legislation authored by State Representative Vanna Howard, the first Cambodian American woman elected to a state legislature in the nation, to do the same.
    “Today, April 17th marks the 50th anniversary of the Cambodian genocide, when the Khmer Rouge took control of Cambodia and murdered close to 2 million Cambodians over the next four years, including many of my most precious family members,” said State Representative Vanna Howard. “The remembrance is certainly an important acknowledgement of all the survivors in our community.   • MIL-OSI USA: Solar Project Planned For North Albany Landfill

    overnor Kathy Hochul today announced that the New York Power Authority (NYPA) and the City of Albany will co-develop a new 1.5-megawatt solar energy project at the capped North Albany/Shaker Park landfill. The ground-mounted solar farm is estimated to come online in 2027 and will power the equivalent of more than 200 homes. This is also NYPA’s first renewable energy project in the newly established Renewable Energy Access and Community Help (REACH) program, which will lower energy costs for low- or moderate-income Albany area residents and eligible New Yorkers in the surrounding area. At the landfill solar project kickoff event today, the City of Albany also was recognized by the New York State Department of Environmental Conservation for achieving silver status, the highest level of certification as a Climate Smart Community.

    “Transforming the North Albany landfill into a source of clean energy is evidence of our steadfast commitment to create a more affordable and reliable electric system for all New Yorkers,” Governor Hochul said. “Through this collaboration and project, NYPA is advancing its efforts to develop new renewables while simultaneously benefiting low- and moderate-income area residents with bill credits through its new REACH program. This project also reflects our focus on repurposing underutilized sites to meet our ambitious climate goals in smart, sustainable ways.”

    New York Power Authority President and CEO Justin E. Driscoll said, “The Power Authority’s second clean energy project as part of its Renewables Strategic Plan is in partnership with the City of Albany and will transform a capped landfill into a 1.5 MW solar facility that will power the equivalent of over 200 homes by 2027. The project is also the first to be part of NYPA’s new REACH program, which was designed to support energy affordability for low- and moderate-income residents, furthering our commitment to a cleaner, more equitable energy future for all New Yorkers.”

    Albany Mayor Kathy Sheehan said, “The North Albany landfill solar project is the next step towards bringing more clean energy benefits to City of Albany residents and lowering greenhouse gas emissions. Albany is committed to becoming a city with net zero emissions by 2050 and innovative projects like this are exactly how we are going to meet that goal. We cannot thank Governor Hochul and President Driscoll enough for the commitment and investment in clean energy.”

    The North Albany/Shaker Road project is one of the first to be developed under NYPA’s Renewables Strategic Plan. The plan is a roadmap for NYPA’s renewable energy development under its expanded authority to build additional renewable energy resources to help advance New York State’s climate goals. The project will be built adjacent to the city’s Department of General Services headquarters and further enshrines Albany Mayor Kathy Sheehan’s commitment to the environment and the city’s sustainability goals. The North Albany landfill site was chosen after an extensive evaluation of multiple sites by Albany’s Office of Sustainability in cooperation with NYPA. In addition to their signed contract, the City of Albany and Power Authority have completed pre-feasibility studies for the site and will now move forward to the next phases of development, including preparing and submitting an interconnection application to the local utility.

    The project is the first to be developed through NYPA’s new REACH program, which will provide bill credits for eligible low- or moderate-income households after the project comes online in 2027. Those who enroll in the state’s Energy Affordability Program (EAP) and the Statewide Solar for All program may be eligible for automatic monthly bill credits through the REACH program once the project is completed, online and generating revenue, with a target of 2027.

    NYPA recently announced Somers Solar, a 20 MW solar energy generation project in the town of Fort Edward in Washington County, will be its first renewables project under the expanded authority.

    NYPA’s Expanded Authority to Develop Renewable Energy

    The 2023-24 Enacted State Budget authorized NYPA to advance renewable energy and support state priorities, building on NYPA’s existing efforts to provide clean, affordable power and expand New York’s transmission system. Specifically, this expanded authority called for NYPA to accelerate renewable energy development, support workforce training, establish the REACH program, support decarbonization efforts across the state, and deactivate its small natural gas power plants in New York City and on Long Island.

    Since Governor Kathy Hochul signed the 2023-2024 Enacted State Budget into law, NYPA has made significant progress, including establishing business structures, filling key roles, and advancing initial projects. NYPA has also created a subsidiary to facilitate external capital and protect against project risks.

    The Power Authority, through its wholly owned subsidiary the New York Renewable Energy Development Holdings Corporation (NYRED), will construct the 1.5 MW solar generation project.

    In January 2025, the Power Authority published its inaugural Renewables Strategic Plan for developing new renewable energy generation projects to supply New Yorkers with affordable, reliable, and emissions-free electricity. The plan outlines 37 projects across New York State, representing a potential of more than 3 GW of renewable energy. The plan also reflects feedback from thousands of stakeholders statewide, sets priorities for projects to be advanced over the next two years and includes the pursuit of additional projects in future updates to the plan.

    State Senator Kevin Parker said, “This project is a powerful example of how bold leadership and innovative partnerships can transform underutilized spaces into sources of clean, renewable energy. By prioritizing equity through the REACH program, we are not only advancing sustainability but also delivering tangible benefits to the families who need it most. Albany is setting a standard for what climate-smart progress looks like in New York State.”

    State Senator Pat Fahy said, “New Yorkers are struggling every month with the rising cost of energy and utility bills. That’s why we’re investing in cheaper, cleaner energy sources like solar that will help us lower the demand for increasingly expensive natural gas and new infrastructure. Co-locating a solar farm with an existing landfill is a good example of how the state can responsibly site solar, creatively meet our ambitious climate goals, and ultimately lower the utility burden weighing on so many families here in the 46th District and Capital Region.”

    Assemblymember Didi Barrett said, “This new solar project on Albany’s capped landfill, the first under NYPA’s expanded authority, is just the kind of siting that we should be prioritizing in New York State. When stakeholders work together, we can identify sites for energy projects that utilize the many brownfields across the State, instead of siting them on prime farmland.”

    Albany Commissioner of Administrative Services Ann Marie Salmon said, “Participating in this project is a win for the environment and a win for residents who live in or near Albany who will benefit from lower electricity bills.”

    Albany Director of Sustainability Jason West said, “Over the life of this project, more than 2,268 MWh/year of clean energy will be added to the grid, preventing an estimated 21,995 tons of greenhouse gasses from being emitted. That’s equivalent to the emissions absorbed by 329,928 trees being planted and grown for ten years.”

    New York State’s Commitment to Land Use and Renewable Energy

    This project complements New York State’s efforts to encourage consideration of closed landfills, cleaned-up brownfields, and other underutilized sites for renewable energy. The State Department of Environmental Conservation issued guidance for photovoltaic solar projects at closed landfills to help municipalities address the site-specific characteristics of a project and ensure protections remain in place during solar installation. Solarization and re-development of old or unused landfills are prime examples of state and local partnerships at their best, especially during this critical time when policies and programs are being rolled back on the federal level.

  • MIL-OSI Security: North Ridgeville Doctor Pleads Guilty to Health Care Fraud Conspiracy

    Scheme billed Medicare more than $14M for unnecessary medical equipment and lab tests

    CLEVELAND – An Ohio doctor has pleaded guilty to his role in a conspiracy that prescribed medical equipment and lab tests for patients who did not need them and then submitted claims to Medicare to receive payment. Medicare is a federal health benefit program administered under the U.S. Department of Health and Human Services (HHS) and most notably covers beneficiaries aged 65 and older.

    According to court documents, Timothy Sutton, 43, of North Ridgeville, Ohio, admitted that he and other co-conspirators engaged in a scheme to fraudulently bill more than $14.5 million in payments from Medicare. Sutton was employed by two telemedicine companies; Real Time Physicians, LLC, based in Nevada, and 24 Hour Virtual MD, LLC, based in Florida. The companies provided Sutton with pre-completed orders for durable medical equipment (DME), such as braces, and/or cancer genetic testing (CGX) for him to approve and digitally sign. In doing so, he affirmed that he had examined patients using a telemedicine platform and determined that they needed DME or that CGX testing was necessary. In truth, he never examined any of the patients who resided throughout Ohio and Florida.

    Once Sutton prescribed the equipment or ordered testing, Real Time Physicians and 24 Hour Virtual MD furthered the conspiracy by forwarding the orders to companies under their control or sold the orders to other medical entities to provide DME or conduct the lab testing. Sutton defrauded Medicare by submitting claims that were not reasonable and necessary for medical treatment and did not comply with Medicare rules and regulations or applicable federal laws.

    On April 4, 2025, Sutton pleaded guilty to attempt and conspiracy to commit wire fraud and bank fraud, false statements related to health care matters, and aggravated identity theft. He faces a maximum penalty of 27 years in prison. Sentencing is scheduled for July 26, 2025.  A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    This case was investigated by the U.S. Department of Health and Human Services-Office of the Inspector General, and the FBI Cleveland Division. In the Northern District of Ohio, Assistant U.S. Attorneys Om Kakani and Rebecca Lutzko are prosecuting the case.

  • MIL-Evening Report: Why Kinshasa keeps flooding – and why it’s not just about the rain

    The April 2025 flooding disaster in Kinshasa, the capital of the Democratic Republic of Congo, wasn’t just about intense rainfall. It was a symptom of recent land use change which has occurred rapidly in the city, turning it into a sprawling urban settlement without the necessary drainage infrastructure.

    Local rains combined with runoff from torrential rains coming from neighbouring Congo Central Province quickly overwhelmed the city’s small urban tributaries. The Ndjili River and its tributary (Lukaya), which run through the city, overflowed and flooded homes on either side.

    This led to the deaths of at least 70 people, 150 injured and the temporary displacement of more than 21,000 people. Floods affected the running of 73 healthcare facilities. Access to water and transport services were disrupted in large parts of the city. People could only move around by dugout canoe or by swimming in flooded avenues.

    Floods have become recurrent in the DRC. The last quarter of 2023 and the beginning of 2024 saw the most devastating floods there and in neighbouring countries since the 1960s.

    According to UN World Urbanisation Prospects (2025), the reason the floods have become this devastating is the growth of Kinshasa. The city is the most densely populated city in the DRC, the most populous city and third-largest metropolitan area in Africa.

    Kinshasa’s 2025 population is estimated at 17,778,500. Back in 1950, it was 201,905. In the past year alone, the city’s population has grown by 746,200, a 4.38% annual change. At least 2% of the population live in areas prone to flooding. Urban infrastructure, especially flood-related, is non-existent or inadequate. Where it exists, drainage systems are blocked by solid waste, itself another sign of the city whose public services such as waste collection have become dysfunctional.

    We have been studying the characteristics of flooding and the prediction of risk linked to it in the Congo Basin for five years as part of our work at the Congo Basin Water Resources Research Center in Kinshasa. We study the movement of water in natural and modified environments and its interactions with infrastructure over a range of geographical scales. We argue in this article that understanding why Kinshasa floods means recognising two very different water systems at play – and how urban growth has made the city more vulnerable to both.

    Kinshasa faces two distinct flood hazards: first, flooding from the Congo River, which typically peaks around December and January; and, second, urban flood events driven by local rainfall and runoff from the hills south of the city around April and December.

    Most of Kinshasa’s flood disasters have come from the second type. And as Kinshasa has urbanised, expanding into the floodplains, but without the necessary urban infrastructure, the impact of urban flood events has become worse.

    With more sealed surfaces – because of more urban settlements – and less natural water absorption, more rainwater runs off, and faster. This overwhelms the city’s small urban tributaries and the Ndjili river.

    Growth of Kinshasa and flood

    As the city has expanded, so has its flood exposure. The city’s tributaries drain steep, densely populated urban slopes and are highly responsive to rainfall.

    Of Kinshasa’s two flood risks, the impact of Congo River flooding can be observed in large cities located along major rivers, and typically peaks around January. These are seasonal floods driven by rainfall across the whole Congo Basin.

    Research at Congo Basin Water Resources Research Center shows that while Congo River high water levels can cause “backwater effects” – the upstream rise in water level caused by reduced flow downstream – most damaging floods result from intense local rainfall overwhelming the city’s small river catchments. The flood risk analysis indicates that 38 territories are the hotspot of flooding in the Congo basin. Kinshasa is a hotspot due to its double risk sources and extensive urbanisation.

    The urban flood events are more challenging. They can happen with less rainfall and cause major destruction. They are driven by local rainfall and rapid growth of informal settlements.

    Other cities face similar risks. In 2024, Nairobi suffered deadly floods after prolonged rain overwhelmed informal neighbourhoods and infrastructure.

    Across Africa, cities are growing faster than their infrastructure can keep up with. Kinshasa has unique exposure, but also strong local research capacity.

    The Congo River’s seasonal peaks are relatively well understood and monitored. But urban tributaries are harder to predict.

    DRC’s meteorological agency Mettelsat and its partners are building capacity for real-time monitoring. But the April 2025 floods showed that community-level warning systems did not work.

    Climate change is expected to intensify extreme rainfall in central Africa. While annual totals may not increase, short, intense storms could become more frequent.

    This increases pressure on cities already struggling with today’s rains. In Kinshasa, the case for climate-resilient planning and infrastructure is urgent.

    What needs to change?

    Forecasting rainfall is not enough. Government agencies in collaboration with universities must also forecast flood impact – and ensure people can act on the warnings. There is a need to put in place systems to achieve this under a catchment integrated flood management plan.

    The main elements of such a plan include:

    • Improved early warning systems: Use advanced technologies (such as satellites) to gather real-time data on environmental conditions.

    • Upgraded drainage infrastructure: Identify weaknesses and areas prone to flooding, to manage storm water better.

    • Enforcement of land use planning: Establish clear regulations that define flood-prone areas; outline permissible land uses.

    • Define safety perimeters around areas at risk of flooding: Use historical data, flood maps, and hydrological studies to pinpoint areas that are at risk. Regulate development and activities there.

    • Local engagement in flood preparedness: Educate residents about flood risks, preparedness measures, and emergency response.

    Institutions such as the Congo Basin Water Resources Research Center play a critical role, not just in research but in turning knowledge into action. Rainfall may trigger the flood, but urban systems decide whether it becomes a disaster. And those systems can change.

    Over the past few years, support for Welsh independence has grown in ways not seen before. A recent poll commissioned by YesCymru, a pro-independence campaign group, found that 41% of people who’ve made up their minds on the issue would now vote in favour of independence.

    The striking finding is that the number jumps to 72% among 25-to-34 year olds. Meanwhile older generations, particularly those aged 65 and up, remain firmly in the “no” camp, with 80% opposed.

    This does seem a big shift in public mood. But does it mean Wales is becoming more nationalist? Not exactly.

    The relationship between constitutional attitudes and nationalism is complicated, as research by myself and colleagues shows. Many people back independence for reasons that have less to do with feeling strongly Welsh or waving flags, and more to do with wanting better decision-making closer to home.

    During 2021, as part of a broader research project on Welsh people’s views on the COVID pandemic and vaccination, we spoke to people from different ages, backgrounds and locations. Some were vaccinated, others weren’t. Some had voted in elections while others hadn’t voted in years, if ever.

    Many people we talked to felt the Welsh government had done a better job than Westminster at handling the pandemic. They saw the decisions made in Wales – like keeping stricter rules in place when England relaxed theirs – as more sensible, more caring, and more in line with what they personally wanted from a government. And with that came a confidence that Wales could handle even more control over its own affairs.

    Historically, Welsh nationalism was tightly linked to the Welsh language and culture. Self-government was always a part of the conversation, but not necessarily the main driver. That started changing in the late 20th century.

    In 1979, Wales voted against devolution. In 1997, it narrowly vote in favour. Thereafter, things slowly began to shift – and now, more than 25 years into devolution, support for self-government is the mainstream view. Independence is no longer such a fringe idea.

    Interestingly, younger generations are far more open to it – and many of them aren’t what you’d typically think of as nationalists. They may not speak Welsh or see themselves as “political” in the traditional sense. Their support often comes from practical concerns about the economy, democracy and how decisions are made.

    External events like Brexit have clearly played a role. In fact, the YesCymru campaign was formed just before the EU referendum in 2016. Independence support surged afterwards, especially among Remain voters.

    Many saw the Brexit fallout, as well as austerity, as proof that Westminster didn’t reflect their values or priorities. This showed how disruptive events can reshape the way people see their place within the UK.

    Independence without nationalism?

    One of the more surprising findings in our research – echoed in the 2025 polling – is that support for independence doesn’t always come from people who are politically engaged or pro-devolution. In fact, some support came from people who hadn’t voted in years, or felt completely disillusioned with the political system.

    They expressed their support for independence through statements like: “They all need to go [meaning the Welsh government], but if I pay tax in Wales I want it to stay in Wales and be spent here.”

    We also found a lot of people sitting on the fence. They weren’t against independence, but they had big questions about it. Would it mean isolation? Would it lead to more division?

    One person told us: “I’m a little bit nationalistic, but I didn’t want the UK to leave the EU. So why would I want Wales to leave the UK?” Another said: “I don’t believe in borders, but I do think the Welsh government should run things.”

    These aren’t black-and-white views. People’s feelings about independence – and nationalism – are often full of contradictions. And this reflects the wider truth that ordinary political views are often messy. Most of us don’t live in the extremes, and this is a good thing.

    What’s also worth noting is that nationalism takes many forms. Some people who strongly oppose Welsh independence do so from a very rightwing populist-nationalist perspective, where calls to abolish the Senedd (Welsh parliament) sit alongside demands for hard borders and less immigration. So, the assumption that “independence equals nationalism” isn’t always true – and nor is the reverse.

    Could independence really happen?

    Wales isn’t alone in debating big questions about its future. In places such as Scotland, Catalonia and Flanders, political and economic crises can fuel movements for independence. In all these cases, trust in central government and a desire for more local fiscal control have played a major role.

    For Wales, the question often comes back to the economy. While faith in Wales’s ability to govern is growing, many still worry whether an independent Wales could stand on its own financially. And for a lot of undecided voters, that remains the sticking point. For this reason, granting Wales more powers through devolution might do more to stave off demands for independence than anything else.

    But the conversation is shifting. Support for independence is no longer just about nationalist grievances. It’s about how people want to be governed, and about trust and responsiveness.

    So, does supporting Welsh independence make you a nationalist? Not necessarily. For many, it’s not about nationalism at all.

  • MIL-OSI USA: Governor Lamont Announces Start of Bridge Replacement and Traffic Flow Improvement Project on I-95 in West Haven

    (WEST HAVEN, CT) – Governor Ned Lamont today announced that the Connecticut Department of Transportation (CTDOT) has begun construction on a major project on Interstate 95 in West Haven to replace two aging bridges and improve traffic flow in the area.

    The bridges, which are each more than 70 years old, carry I-95 over 1st Avenue and the Metro-North Railroad train tracks. The new structures are designed to have a minimum service life of 75 years, significantly improving long-term safety and reliability.

    In addition to replacing the bridges, the project includes extending the southbound lane from Exit 44 to create a continuous travel lane, which will ultimately serve as an exit-only lane for Exit 43. The goal of these improvements is to reduce congestion, enhance traffic flow, and improve safety in the region.

    The $136.5 million project is funded by a mix of 90% federal funds and 10% state funds. This project has a labor force of approximately 100 workers. Construction is expected to be completed in phases by year-end 2027.

    “This project is a long-term investment in public safety and mobility, not only for West Haven but for the entire region,” Governor Lamont said. “Beyond improving infrastructure, it’s also creating good-paying jobs that support local families and strengthen Connecticut’s workforce. Thank you to Connecticut Department of Transportation crews and contractors who are delivering on these critical projects across the state.”

    “Replacing these aging bridges and revamping the interchange will ease the daily commute for more than 142,000 drivers on I-95,” CTDOT Deputy Commissioner Laoise King said. “By tackling this now, we’re avoiding future disruptions to highway and rail travel. Thanks to support from Governor Lamont, Metro-North Railroad, and our federal and state partners, we’re making significant progress modernizing Connecticut’s bridge infrastructure.”

    “Over $122 million in federal funding will help replace two decaying, deteriorating and undersized bridges in West Haven, providing relief to the tens of thousands of commuters who drive across them every day,” Senator Richard Blumenthal said. “These projects reduce congestion, improve traffic flow on I-95, and most importantly, enhance commuter safety.     For most of 2025, traffic is not expected to be disrupted from this project because the initial work includes construction on the foundation for the new bridges on the ground level at 1st Avenue and at the railroad crossing underneath the highway.

    Later in 2025, the northbound entrance ramp at Interchange 43 will close, with a detour routed through nearby state roads. The project will progress in stages through 2027, with three lanes of traffic maintained in each direction during daytime hours.

  • MIL-OSI Global: Why it’s not safe for dogs to drink from communal water bowls

    On a bright, sunny day, after a nice walk with your dog, you stop at a local cafe to grab a drink. At the counter, you spot a water bowl for your dog. But before letting your dog take a sip, consider this: shared water bowls can be a breeding ground for harmful bugs that could make your dog sick.

    Water is essential for dogs’ health, supporting normal body functions and regulating temperature. During warmer weather or after exercise, it’s especially important to ensure your dog stays hydrated.

    This is because dogs are limited in their ability to cool down by sweating in the same way as we can. Instead, they rely on panting to regulate their body temperature, and water is essential to support this.

    Water is usually offered to dogs in bowls, although dogs eating high-moisture food such as raw meat or tinned food will drink less than dogs eating dry dog food. Keeping food and water bowls clean is essential, and they should be regularly washed (at least daily) using hot water or in a dishwasher. This is important to protect dog and human health as antibiotic-resistant Escherichia coli has been found in dog feeding bowls, suggesting a potential route of transmission.

    Where dogs might share bowls for food or water, there is also the risk of dangerous bacteria such as MRSA (methicillin-resistant Staphylococcus aureus spreading between dogs and their owners. This bug is responsible for skin and soft-tissue infections and can be difficult to control with standard antibiotics.

    Dogs might also accidentally share other infections via water bowls. Respiratory infections with a bacterial or viral origin can easily be shared when water or bowls become contaminated with saliva or nasal secretions. The dreaded kennel cough – characterised by a distressing, dry, hacking cough – spreads quickly when dogs are in close contact. Contaminated objects, including toys, bedding and water bowls, are likely to be heavily involved in its transmission.

    One difficultly is that several different bugs can be responsible for kennel cough, such as Bordetella bronchiseptica and canine influenza virus. The range of possible causative agents makes control, diagnosis and treatment of kennel cough tricky.

    Water bowls can also be a source of disease-causing adenoviruses that originate from faecal contamination of surfaces and objects. These viruses can be responsible for hepatitis and respiratory infections, making them a real threat to your dog’s health.

    Protect the vulnerable

    Preventing your dog having access to shared water bowls is a good idea, especially if they are at higher risk of infection – young puppies, unvaccinated adults, or older dogs, for example. Equally, if you or anyone in your household has a weak immune system, infection spread from pets is a real risk, too.

    As any dog owner knows, getting them to make healthy choices can be a battle. My dogs, despite my best efforts, still indulge in muddy puddles and the occasional snack of less-than-appealing things — all potential infection risks.

    To protect your dog from infections, bring your own water and bowl when out and about. If using a communal bowl, make sure it’s been freshly cleaned and refilled. A small effort can make a big difference in your dog’s health.

    The term ‘in-house audit’ refers to an auditor who works for a firm, or network firm, that also provides services like accounting or administration to the same self-managed super fund (SMSF) clients.

    Since 1 January 2020, auditors have not been allowed to perform in-house audits unless:

    It is hard for firms to meet these rules, demonstrating the ‘routine or mechanical’ test is difficult due to the professional judgment involved. When we review auditors, we contact SMSF trustees to check their role in preparing the funds accounts and statements.

    In a recent review using data matching we focused on auditors who still perform in-house audits. Our risk assessment shows around 800 auditors might still be doing in-house audits.

    This financial year, we reviewed 30 auditors suspected of doing in-house audits. As a result of these reviews:

    • 14 auditors were referred to ASIC
    • 6 auditors were deregistered voluntarily
    • 8 auditors received education
    • 2 auditors were compliant.

    Since 1 July 2021, we have referred 42 auditors to ASIC for various reasons including doing in-house audits, this was 32% of all referrals. In March 2024, ASIC released a statementExternal Link detailing the actions taken against 15 of the 42 auditors we referred.

    Firms must follow independence requirements when planning their structure and their audit engagements. They should not rely on one referral source for their fees. ASIC suspended three high-volume SMSF auditorsExternal Link linked to an SMSF administration provider for not considering these factors.

This rule would impact semi-trucks, grain haulers, large bulk feed trucks, large flatbed trucks, dump trucks, furniture trucks, and other vehicles with a GVWR exceeding 26,000 pounds if they cross state lines.

    HULL, IOWA – Today, U.S. Rep. Randy Feenstra (R-Hull) introduced the Preserving Rights Of Tenants by Ensuring Compliance To (PROTECT) the Second Amendment Act. Kennedy Jr.’s description of children with autism as, “…kids who will never pay taxes. They’ll never hold a job. They’ll never play baseball. They’ll never write a poem. They’ll never go out on a date. Many of them will never use a toilet unassisted,”:   
    “Secretary Kennedy’s comments about people with autism reflect his profound lack of knowledge about the condition and his ongoing resistance to meaningful scientific inquiry. Anyone who has basic information about autism knows that it is a condition that includes a spectrum of behaviors and/or delays. But instead of providing accurate information, Secretary Kennedy presented a stigmatizing, dehumanizing, and wildly inaccurate description of people whose care his department is supposed to oversee. 
    “Some people with autism are fully employed, and some people who experience autism have unique academic or technical gifts. Some people who have autism need 24/7 care, and some people with autism are not fully independent but are able to function well with modest supports. Secretary Kennedy could learn a lot from people who experience this condition – and their families – if he chose to. But he has not.

Kennedy Jr. could help the country take a step forward if he listened to families, caregivers, health care providers, and scientists who actually understand autism and are doing the work to identify its cause or causes. These comments follow recent reporting on Secretary Kennedy’s hiring of David Geier – a vaccine cynic with a record of harming children and manipulating data to fit his disproven conspiracy theories – to head a federal study into the long-disproven theory that vaccines are linked to autism. Senator Hassan voted against Secretary Kennedy’s confirmation, speaking on the Senate floor about the threat that Mr. Kennedy poses to public health, and pushed Mr. Kennedy at his confirmation hearing on his record of supporting long-disproven conspiracies that link vaccines and autism.

  • MIL-OSI USA: Ernst Backs Homegrown Biofuels, Prioritizes Certainty for Producers

    WASHINGTON – U.S. Senator Joni Ernst (R-Iowa), a member of the Senate Agriculture Committee, helped introduce the Farmer First Fuel Incentives Act to provide Iowa farmers and biofuel producers with certainty and protect taxpayer dollars from supporting fuel produced with foreign crops.
    The legislation would update the 45Z Clean Fuel Production Credit to make the U.S. less reliant on foreign feedstocks, open new markets for farmers, and increase renewable fuel production across the Midwest by ensuring 45Z only applies to homegrown biofuels made only from domestically sourced grain—such as corn and soybeans—and other feedstocks. Additionally, after the Biden administration refused to publish 45Z guidance on time, this bill would provide producers with long-term certainty and give the Trump administration opportunities to make necessary changes and better serve American farmers.
    “Throughout my time in Congress, I’ve led the charge to build certainty and clarity into biofuel policies and put Iowa farmers at the forefront of delivering better, more affordable options at the gas pump,” said Senator Ernst. “The Farmer First Fuel Incentives Actdoes just that by giving producers the long-term certainty they need to go all-in on increasing production of domestic biofuels.     Background:
    In January 2025, Ernst blasted the Biden administration for late, incomplete guidance on 45Z that continues to leave Iowa farmers and biofuel producers with little to no certainty. This delayed guidance came nearly six months after Ernst provided Biden-era officials with a clear timeline and direction for how to create guidelines for the 45Z credit that they ignored.
    More broadly, Ernst has been a leading advocate for homegrown, Iowa biofuels, securing access to E15 for the summer driving months, while continuing the call for permanent, nationwide availability that would give those in the biofuel industry the certainty they deserve. She also pushed the Biden administration to increase RVO levels for homegrown Iowa biofuels and was instrumental in creating and maintaining the Higher Blends Infrastructure Incentive Program as part of her commitment to invest in renewable fuel infrastructure, rural job opportunities, and hardworking farmers.

  • MIL-OSI United Nations: 17 April 2025 Joint News Release Africa CDC and WHO update mpox strategy as outbreaks persist

    Mpox is a viral illness that spreads between people, mainly through close contact. It causes painful skin and mucosal lesions, often accompanied by fever, headache, muscle aches, back pain, fatigue, and swollen lymph nodes. The disease can be debilitating and disfiguring. 

    Historically a zoonotic disease transmitted from infected animals, mpox has increasingly shown a tendency to spread between people. In 2022, a variant of the virus, clade IIb, began spreading globally through sexual contact. Since late 2023, yet another viral strain, clade Ib, began spreading through sexual networks and within households and through close contact. This prompted Africa CDC to declare a Public Health Emergency of Continental Security and the WHO Director-General to declare a Public Health Emergency of International Concern in August 2024. 

    By August 2024, the virus had begun spreading from the Democratic Republic of the Congo to 4 neighbouring countries. Since then, 28 countries around the world have reported cases of mpox due to clade Ib. Outside Africa, cases remain largely travel-related. However, within Africa, in addition to transmission in Burundi, the Democratic Republic of the Congo, Kenya, Rwanda and Uganda, local transmission has now been documented in additional countries including the Republic of the Congo, South Africa, South Sudan, the United Republic of Tanzania and Zambia. 

    Since the declaration of the emergency, both regional and global support has increased, particularly for the Democratic Republic of the Congo, the epicentre of the outbreak. The Africa CDC and WHO Joint Continental Mpox Plan has guided these efforts, focusing on ten key pillars: coordination, risk communication and community engagement, disease surveillance, laboratory capacity, clinical management, infection prevention and control, vaccination, research, logistics, and maintaining essential health services. 

    Vaccination efforts are underway, with more than 650 000 doses administered in 6 countries, 90% of which have been administered in the Democratic Republic of the Congo. Overall, over a million doses have been delivered to 10 countries, with efforts ongoing to secure additional vaccine supplies. 

    Diagnostic testing capacity in the Democratic Republic of the Congo has grown significantly, driven by the expansion of laboratory infrastructure – from 2 laboratories in late 2023 to 23 laboratories in 12 provinces today. With new, near-point-of-care tests currently being rolled out in the country, capacity is expected to increase even further. 

    Despite this progress, major challenges remain. Ongoing conflict and insecurity in eastern Democratic Republic of the Congo, where the incidence of mpox remains high, as well as humanitarian aid cuts, continue to limit the public health response and restrict access to essential services. Across countries and partners, over US$ 220 million is needed to fill funding gaps for the mpox response.  

    The updated Continental Response Plan calls for intensified efforts to bring outbreaks under control, while also taking concrete actions to integrate mpox into routine health services.  

    Along with the Continental Response Plan for Africa, WHO has updated the global strategic plan to curb – and where feasible, to stop – human-to-human transmission of mpox. In the first two months of 2025, 60 countries reported mpox, with the majority of cases and deaths reported from the African continent.  The joint Continental Response Plan is aligned with the global strategy. 

    Africa CDC and WHO continue to work closely with national governments, local communities, and partners to curb transmission, control the outbreak, and build longer-term resilience within public health systems.

  • MIL-OSI Security: DHS Marks One-Year Milestone of Know2Protect® Campaign, Strengthening Nationwide Efforts to Combat Online Child Exploitation

    WASHINGTON D.C. –  Today, the Department of Homeland Security (DHS) celebrated the one-year anniversary of its Know2Protect: Together We Can Stop Online Child Exploitation™ public awareness campaign.

    Since its inception, the Know2Protect campaign, housed within the DHS Cyber Crimes Center (C3), has had a profound impact, reaching millions through traditional and digital media channels. The campaign has empowered young people, parents, educators, corporations, and community leaders with essential resources to prevent and report online child sexual exploitation and abuse (CSEA).

    “At the Department of Homeland Security, our mission is to protect the American people, and that includes protecting our children. The internet has completely changed how we connect, but it has also opened new doors for predators who want to harm our kids,” said DHS Secretary Kristi Noem. “It’s a topic that should unite all of us, and I appreciate the opportunity to highlight the work of Homeland Security Investigations and all that they do to combat online child exploitation.”

    The threat of online child exploitation has never been bigger or more sophisticated. DHS increased the footprint of law enforcement partners at C3, last year, to enhance coordination across all DHS agencies and offices to combat cyber-related crimes and further the Department’s mission to combat online CSEA. In 2024, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) identified and arrested nearly 5,000 individuals involved in online CSEA, while also recovering over 1,700 child victims. In the same year, the National Center for Missing and Exploited Children (NCMEC) received more than 20 million reports of online child sexual abuse material.

    By providing comprehensive tools on Know2Protect.gov, the campaign has become a powerful force in raising awareness about the severe risks children face online, while emphasizing prevention, safety measures, and offering critical support for survivors. Since its inception last year, the campaign has made a tangible impact through its outreach efforts—resulting in 128 victim disclosures and over 90 investigative leads in the fight against online child exploitation.

    Know2Protect’s work to coordinate federal efforts to combat online child exploitation and abuse has made an astounding impact across the world. The campaign has achieved more than a half a billion (683M) impressions online, with 18% of the impressions coming from donated advertising dollars from campaign partners such as Google, Snapchat, X, Lamar, Meta and Roblox.

    “We all have a responsibility to protect children from online exploitation,” said Head of Global Government Affairs at X, Romina Khananisho. “As the global town square, X is proud to partner with DHS’ Cyber Crimes Center to support the Know2Protect campaign. These collaborations have expanded Know2Protect’s reach, delivering its vital message to young people across social media platforms, sporting events, and community organizations, ensuring it resonates wherever they live, learn, and play.

    Past and current partners like Snap, Meta, X, and Roblox have played a crucial role in disseminating safety messages to their vast user bases, while NASCAR and the NFL have supported the campaign by integrating Know2Protect PSAs and other materials into their events.

    Know2Protect’s educational initiative, Project iGuardian, provides direct training to schools, community groups, and organizations to help identify and address online safety risks. As the official in-person training program of the Know2Protect campaign, Project iGuardian is led by Homeland Security Investigations and offers presentations to children, teens, parents, and trusted adults. Since its re-launch in October 2023, Project iGuardian has conducted nearly 2,000 presentations, reaching over 200,000 people both domestically and internationally.

The campaign also recently released a 60-second PSA focusing on how online exploitation happens and why we need the public’s help.
    • The launch of the K2P Kids and Teens Portal, a dedicated space for children and teens aged 10 and up, offering age-appropriate tips and resources to help them protect themselves online.
    • The impactful activation of partnerships across the technology, sports, social media, and gaming industries, including:

  • MIL-OSI: Equinor (OSE: EQNR, NYSE: EQNR) suspends offshore construction activities for the Empire Wind project

    In accordance with a halt work order issued by the US government, Empire Offshore Wind LLC (Empire) will safely halt the offshore construction in waters of the outer continental shelf for the Empire Wind project.

    On 16 April, Empire received notice from the Bureau of Ocean Energy Management (BOEM), ordering Empire to halt all activities on the outer continental shelf until BOEM has completed its review.

    Empire is engaging with relevant authorities to clarify this matter and is considering its legal remedies, including appealing the order.

    The federal lease for Empire Wind was signed with the US Administration in 2017. Empire Wind 1 has validly secured all necessary federal and state permits and is currently under construction. The project is being developed under contract with New York State Energy Research and Development Authority (NYSERDA) to provide an important new source of electricity for the State of New York. The construction phase has put more than 1,500 people to work in the US. Empire wind 1 has the potential to power 500,000 New York homes.

    Empire is complying with the order affecting project activities for Empire Wind. Upon receipt of the order, immediate steps were taken by Empire and its contractors to initiate suspension of relevant marine activities, ensuring the safety of workers and the environment.

    Empire Wind has per 31 March 2025 a gross book value of around USD 2.5 billion, including South Brooklyn Marine Terminal.

    Equinor’s ownership to Empire is held through the Equinor Wind US LLC.

    Total amount drawn under the project finance term loan facility per 31 March 2025 was around USD 1.5 billion. Empire is in the process of ascertaining the impact on the project and project financing. Equinor US Holdings Inc has provided guarantees for the equity commitment in the project financing. In a full stop scenario, the USD 1.5 billion will be repaid from the equity commitment to the project finance lenders and Empire Offshore Wind LLC will be exposed to termination fees towards its suppliers.

    The halt work order will be disclosed as a subsequent event in the first quarter 2025 report.

    Dangerous driver who killed passenger has sentence increased following intervention by Solicitor General

    A dangerous driver who killed a teenage passenger and hospitalised another after driving at double the speed limit has had his sentence increased after Solicitor General Lucy Rigby KC MP intervened.

    Adam Ali, 20, from Manchester, has had his sentence increased by more than two years by the Court of Appeal after it was referred under the Unduly Lenient Sentence Scheme.

    The court heard that on the evening of 15 October 2022, Ali drove dangerously with three passengers in the car having passed his test a few months earlier.

    Ali drove through a residential area in wet conditions, in excess of 60mph in an area with a 30mph speed limit. However, he lost control of the car and smashed it into a lamp post.

    Ben Burbridge, a 16-year-old passenger in the back of the car, was pronounced dead at the scene after suffering catastrophic brain injuries.

    Justin Saidi, who was 17 at the time, was hospitalised after he suffered multiple injuries including a collapsed lung, bleeding between his lung and ribcage and fractured ribs and shoulders.

    The court heard that Ali had previously been caught speeding and misusing his car horn, and the fatal accident occurred while he was waiting for his speed awareness course to start.

    While awaiting trial, Ali was caught speeding on two further occasions and later caused another road accident while banned from driving – all while inhaling a nitrous oxide canister at the wheel.

    Ben Burbridge was only 16 years old when he died and he had his whole future ahead of him. His life was tragically cut short by Adam Ali’s dangerous driving.

    I welcome the court’s decision to increase Ali’s sentence following my referral. This government is committed to ensuring those who drive dangerously are punished appropriately.

    On 27 January 2025, Adam Ali was sentenced to 4 years detention for one count of death by dangerous driving and another for causing serious injury by dangerous driving.

    On 15 April 2025, this sentence was quashed and substituted with a new sentence of 6 years and 4 months detention after it was referred to the Court of Appeal under the Unduly Lenient Sentence Scheme.

    Queers Past presenter Zev Aviv says the podcast production process has been transformative.

    From Gorman Arts Centre to the Braddon car yards, a new podcast, Queers Past, explores iconic and overlooked LGBTQIA+ sites around the ACT.

    Sita Sargeant received an ACT Government Capital of Equality grant in 2023 to produce the podcast.

    Her company, She Shapes History runs popular walking tours around Canberra.

    One of these, a tour revealing the city’s queer secrets, fuelled her next project.

    About Queers Past

    Zev Aviv, also from She Shapes History, presents the podcast and brings a trans perspective to the conversation.

    Once they started researching and writing the podcast, Zev realised they couldn’t simply reproduce the tour.

    “Unlike a tour, where you can gauge your audience’s knowledge and adjust in real-time, a podcast doesn’t allow that interaction. You don’t know what your audience already knows or what gaps need to be filled in, which fundamentally changes the storytelling process,” Zev said.

    “So, turning the tour into a podcast wasn’t as straightforward as we’d imagined – it meant adapting and transforming it into something entirely new.”

    A goal of connection

    The latest round of Capital of Equality grants is now open through the Office of LGBTIQA+ Affairs.

    Sita and Zev’s hopes for Queers Past echoes the program’s aim of supporting and strengthening Canberra’s LGBTIQA+ communities.

    “I really hope it helps LGBTIQA+ Canberrans feel more grounded in this city – more connected to its history and the knowledge that people like them have always been here,” Zev said.

    “LGBTIQA+ people have always been part of this community, contributing, pulling their weight, and often going above and beyond to support one another.”

    How the grants work

    The Capital of Equality grants program offers funding across three streams:

    The goal is to create a sense of community and belonging for LGBTIQA+ people, through:

    • improved understanding of LGBTIQA+ experiences
    • improved wellbeing of LGBTIQA+ people
    • increased participation of LGBTIQA+ communities
    • increased capacity and leadership.

    Zev says the podcast would not have existed without the Capital of Equality grant.

    “It has allowed us to pay for all the recording equipment. As a small business I’m not sure we could have justified the spend otherwise,” Sita said.

    The application process

    Sita found the grant application process simple, with plenty of support available.

    “This grant was the second I’d applied for – I was unsuccessful the first time, and I took away some key learnings from that. I’d really encourage people to apply for a grant, but not to be discouraged if they don’t get it the first time,” Sita said.

    While the production process had its ups and downs, both Zev and Sita are extremely proud of the result.

    “I love Canberra and the ACT so much. We often get a bad rap, but this place is so special. I want those who feel connected to it to feel even prouder and more rooted in its past, while also inspired by the possibilities for its future. My hope is that the podcast helps people feel more at home here – more connected, more proud, and more at ease in their place in this story,” Zev said.

    Applications for the Connection Fund and Partnerships and Capacity Building are open until Monday 27 January 2025. Applications for the LGBTIQA+ Leadership Grant are open until 5 January 2025.

    Minister James Browne to publish new planning guidance

    Minister Peter Burke has today secured Cabinet approval to publish the General Scheme of the new Short Term Letting and Tourism (STLT) Bill. The legislation will introduce a register for all Short Term Lets (STLs) in Ireland, which will be implemented and managed by Fáilte Ireland from 20 May 2026, ensuring compliance with the new EU Short Term Rental Regulation which was adopted by the EU on 11 April 2024.

    Minister for Housing James Browne has also secured approval from government to publish a National Planning Statement on Short Term Letting, in order to give greater clarity to the sector with regards planning in advance of the commencement of the new legislation.

    Minister Burke said:

     “This is a very important piece of legislation that will enable the introduction of new regulatory controls for the Short-Term Letting sector. The self-catering and wider short-term letting sector is an important element of the Irish tourism ecosystem and for the first time, we will have up to date and accurate data on the numbers and spread of this accommodation.

    “Tourism is of critical importance to the Irish economy, providing 228,000 jobs and €6 billion income to our economy in 2024. The long-term development of the tourism sector requires that an appropriate balance is achieved between the short-term letting sector and long-term housing market, and the wider needs of local communities, both economically and socially.”

    Minister Burke went on to say:

    “I am aware of the genuine concerns regarding the impacts on rural tourism and local economies of removing a significant cohort of STL properties from the tourism and other short-term letting market and I continue to engage with the sector in this regard. However, meeting local housing need across Ireland is a critically important consideration and government must use every lever available to assist in providing homes for our people.”

    The new STL register will be available online and will provide a full picture of the stock of registered tourist accommodation across the state. Hosts offering STL accommodation for periods up to and including 21 nights will be obliged to register with Fáilte Ireland and hold a valid registration number that must be displayed when advertising their STL property.

    The EU STR Regulation and Ireland’s new registration requirements for STLs will both come into full force on 20 May 2026. Fáilte Ireland will apply the enforcement mechanisms provided for in the legislation in respect of non-compliant STL hosts by means of Fixed Payment Notices and/or summary proceedings in the District Court.

    The STLT Bill also provides for the introduction of an administrative sanction procedure (ASP) for infringements by online short-term rental platforms of their obligations under the STR Regulation. This will enable the State to impose large financial penalties (a maximum of 2% of turnover) to enforce compliance where necessary.

    Minister Burke will appoint an independent panel to determine the level of financial sanction to be imposed.

    The Cabinet also approved, for the Minister for Housing, Local Government and Heritage, James Browne, the drafting of new planning guidance and any necessary legislative changes to implement the new Planning Guidelines in the form of a National Planning Statement on short-term letting. That Planning Statement is an important input in balancing local housing, tourism and economic needs and will provide the necessary clarity to the STL sector on the planning requirements around STL properties. The Minister for Housing, Local Government and Heritage will publish these guidelines in advance of the final enactment of the STLT Bill.

    Minister Browne said:

    “In advance of commencement of the legislation, I will be publishing new planning guidance to give greater clarity to the short term letting sector and to allow those in tourism to plan accordingly. This guidance will seek to recognise the needs of tourism and those who visit Ireland, while also acting on the urgent aim of this government to increase domestic rental supply.”

    This new housing policy is to generally preclude new planning permissions for short term lets in cities and towns with a census population in excess of 10,000 persons, or as may be set by regulations, and to enable local authorities have discretion to develop policies for other locations having regard to relevant local criteria to be set out in the guidance.

    At present, all STL properties with the exception of your principal private residence (PPR) based in rent pressure zones are required to have appropriate planning permission. If you rent out a room in your PPR, planning permission is generally not required, however if you rent out the entire PPR property for more than 90 days planning permission is necessary.

    Minister Burke and his department will consider the full implications for the tourism sector as we await the planning clarification from the Minister for Housing, Local Government and Heritage.

    WASHINGTON – Senator Mike Lee recently returned from a congressional delegation to Denmark, Estonia, and Finland with Senator Rick Scott (R-FL). They met with senior government officials to discuss shared military and national security priorities. As a member of the Senate Foreign Relations Committee, and as Chairman of the Subcommittee on Multilateral International Development, Multilateral Institutions, and International Economic, Energy, and Environmental Policy, Senator Lee shares the Trump Administration’s goal of peace through strength.

  • MIL-OSI Security: Blount County Man Sentenced to Over 15 Years for Child Pornography Charges

    KNOXVILLE, Tenn. – On April 16, 2025, Julian Paul Gerdeman, 26, currently of Blount County, Tennessee, was sentenced to 189 months in prison by the Honorable Thomas A. Varlan, United States District Judge, in the United States District Court for the Eastern District of Tennessee at Knoxville.  Following Gerdeman’s imprisonment, he will be on lifetime supervised release and will be required to register with state sex offender registries and comply with special sex offender conditions during his supervised release.

    As part of the plea agreement filed with the court, Gerdeman agreed to plead guilty to an indictment charging him with two counts of receipt of child pornography in violation of 18 U.S.C. § 2252A(a)(2) and one count of possession of and access with intent to view child pornography in violation of 18 U.S.C. § 2252A(a)(5)(B).

    According to filed court documents, on August 7, 2023, Maryville Police Department (MPD) received a National Center for Missing and Exploited Children Cybertip reporting a Google user that uploaded child pornography to the user’s Google storage drive. During the investigation it was determined the IP address of the Google user came back to the home address of Gerdeman’s mother.  Gerdeman was living in the unattached garage of his mother in Maryville, Tennessee at the time of the Cybertip.   

    On August 21, 2023, law enforcement obtained and executed a search warrant for the Gerdeman’s electronic devices.  Forensic examinations on those items determined they contained 4,324 images of child pornography.  Further, the exams found that Gerdeman had received child pornography videos on several different dates.

    The criminal indictment was the result of an investigation by several local and federal agencies.   The investigation was headed by task force officer Detective Thomas Evans of the Homeland Security Investigations Internet Crimes Against Children Task Force (HSI-ICAC) and Detective Clayton Hall of the MPD.  Also assisting in the prosecution were Knoxville Police Department and Alcoa Police Department.

    Assistant United States Attorney Jennifer Kolman represented the United States.

    This case was brought as part of Project Safe Childhood (PSC), a nationwide initiative launched in May 2006, by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.     WASHINGTON, DC – Single-family home prices increased 5.2 percent from Q1 2024 to Q1 2025, largely unchanged from the previous quarter’s year-over-year growth pace of 5.3 percent, according to the latest reading of the Fannie Mae (FNMA/OTCQB) Home Price Index (FNM-HPI). The FNM-HPI is a national, repeat-transaction home price index measuring the average, quarterly price change for all single-family properties in the United States, excluding condos. On a quarterly basis, home prices rose 1.4 percent in Q1 2025 on a seasonally adjusted and non-seasonally adjusted basis.

    The FNM-HPI is produced by aggregating county-level data to create both seasonally adjusted and non-seasonally adjusted national indices that are representative of the whole country and designed to serve as indicators of general single-family home price trends. The FNM-HPI is publicly available at the national level as a quarterly series with a start date of Q1 1975 and extending to the most recent quarter, Q1 2025. Fannie Mae publishes the FNM-HPI approximately mid-month during the first month of each new quarter.

  • MIL-OSI Global: Appliance efficiency standards save consumers billions, reduce pollution and fight climate change

    President Donald Trump has said he wants to reverse decades of regulations about energy efficiency in American household appliances, claiming doing so will provide Americans with “freedom to choose” products that meet their needs.

    In an April 9, 2025, statement, Trump claimed he could alter government regulations on his own, without the legally required process of public notice and comment.

    But as a scholar of environmental regulations, I know those regulations were created to save energy and lower utility bills for consumers. I also know that many companies and consumers have supported federal regulation to strengthen energy efficiency standards and generally have opposed weakening them.

    The first government-set energy efficiency standards for appliances were issued by California in 1974. They were initially for refrigerators, the household appliance that used the most energy. Subsequently, several other household appliances were added. During the next decade, more states issued standards, as saving energy would help avoid the costs of constructing new power plants.

    The proliferation of state standards led the federal government to prohibit states from issuing appliance efficiency standards once the federal government had done so. The first federal standards, in 1987, applied to 13 household products, including refrigerators.

    Since then, the federal government has created standards for additional products and tightened existing ones. Those changes have progressively made home appliances and business and industrial equipment more efficient, saving consumers billions of dollars, decreasing air pollution from power plants and reducing carbon dioxide emissions that contribute to climate change.

    Broad application

    Federal data indicates that 40% of total U.S. energy consumption – and 28% of U.S. carbon dioxide emissions – is attributable to household and industrial appliances, such as heating and cooling systems, refrigerators, lighting and various kinds of equipment, such as computers, printers and electric motors.

    At present, the U.S. Department of Energy’s Appliance and Equipment Standards Program covers more than 70 products that the government estimates consume about 90% of energy used in homes, 70% of energy in commercial buildings and 30% of energy used in industry. The government estimates the standards saved American consumers $105 billion just in 2024 – with a typical household saving about $576 over the expenses if there were no efficiency standards.

    Appliance energy efficiency standards now in place are cumulatively expected by the Department of Energy to reduce U.S. greenhouse gas emissions by approximately 2 billion metric tons over 30 years. That’s as much carbon dioxide as 15 million gas-powered cars would emit in that same period.

    Many federal standards, including on light bulbs, electric motors and commercial heating and cooling equipment, have been based on those previously adopted by one or more states. Federal law permits states to issue standards for products that the federal government has not yet regulated: As of 2024, 18 states had set efficiency rules for a total of 22 types of appliances, including computers and televisions.

    Additional benefits

    These appliance standards have reduced American energy use, including electricity. The existing national standards are projected to reduce overall national energy consumption by 10% between 2025 and 2035.

    Those standards also improve public health, because there is less need to build new fossil-fuel power plants or operate existing ones. As a result, power generators have been able to reduce their emissions of dangerous pollutants such as nitrogen oxides, sulfur dioxide and mercury.

    A popular policy

    Making appliances more energy efficient has proved popular. A national survey released by the Consumer Federation of America in 2018 found that 71% of Americans “support the idea that the government should set and update energy efficiency standards for appliances.” Significantly, 72% of those surveyed named lowering electrical bills and 57% stated that avoiding construction of new power plants to keep electricity rates from rising were important reasons to increase appliance efficiency.

    Support remains strong: A June 2024 YouGov poll found that 60% of Americans support tougher appliance efficiency standards.

    From 1987 through 2007, more than three-quarters of national appliance energy efficiency standards were passed into law by Congress, with the rest created by administrative processes under existing laws. These legal standards received bipartisan support and were signed into law by Republican Presidents Ronald Reagan, George H.W. Bush and George W. Bush.

    But more recently, partisanship has affected the setting of standards. Since 2008, whether standards improve or remain unchanged has depended on whether Democrats or Republicans occupied the White House.

    Political back-and-forth

    The Obama administration enacted among the most ambitious energy efficiency standards for appliances and equipment to date. New standards for commercial air conditioners and furnaces affected heating and cooling equipment for half of the square footage used by the nation’s businesses. The rules were projected to reduce energy costs to businesses by $167 billion over the life of the regulated products.

    But during the first Trump administration, improvements in existing standards came to a halt.

    When Joe Biden became president, his administration resumed issuing new standards, most notably phasing out incandescent light bulbs. The Biden administration also issued new standards for furnaces, residential water heaters, stoves, washing machines and refigerators.

    Controversy continues

    A new Biden rule for electric motors, which are widely used in manufacturing and processing equipment, incorporated recommendations from businesses and advocacy organizations. The rule was slated to take effect in 2028 and was expected to save businesses and consumers up to $8.8 billion over a 30-year period.

    But the Trump administration has withdrawn this standard, along with others issued by the Biden administration, including for ceiling fans, dehumidifers and external power supplies. The administration has postponed the effective dates of other standards that had been finalized before Trump took office. The administration said the reversals would “slash unnecessary red tape and regulations that raise prices, reduce consumer choice, and frustrate the American people.”

    Another set of politically controversial standards Biden introduced sought to encourage consumers to switch from stoves, furnaces and water heaters that use natural gas or propane to electric ones. The electric versions of those appliances are more energy efficient, while gas cooking emits toxic chemicals into the home. Switching can be expensive, and many consumers prefer gas-powered appliances, as of course does the natural gas industry, which has opposed these federal efforts.

    And in early April 2025, Republicans in Congress used their legislative authority to overturn the regulations for natural gas water heaters. But most of the federal standards – and all of the state ones – remain in effect, at least for now.
