  • MIL-OSI Global: Nayib Bukele: El Salvador’s strongman leader doing Donald Trump’s legwork abroad

    The US president, Donald Trump, has unleashed a string of controversial policies since returning to the White House that have put his administration at odds with most of the world. He has, at the same time, forged an alliance with one country that is willing to do his bidding abroad.

    This country is El Salvador, a tiny central American nation nestled between Guatemala and Honduras. El Salvador has found itself at the forefront of overseeing Trump’s contentious drive to deport undocumented migrants.

    In recent months, hundreds of foreign-born men have been deported from the US to the Center for Terrorism Confinement (Cecot) mega-prison in Tecoluca, El Salvador. This is part of an agreement between Trump and the self-declared “world’s coolest dictator”, Nayib Bukele.

    Such is the warmth between Trump and El Salvador’s leader that the US secretary of state, Marco Rubio, recently hailed their alliance as “an example for security and prosperity in our hemisphere”.

    The comment came shortly before Bukele met with Trump at the White House and said he will not return Kilmar Abrego García, a man that the US government admits was mistakenly deported. Bukele referred to the suggestion as “preposterous”.

    This is despite a US Supreme Court ruling that the Trump administration “facilitate” García’s return. The US government says a court does not have the power to order the release of a person in a foreign prison.

    Bukele, the grandson of Palestinian Christian immigrants, is considered something of a maverick. His background is in advertising. Through his business, Obermet, Bukele advertised two election campaigns for the ruling Farabundo Martí National Liberation Front (FMLN) in the 2000s.

    He joined the FMLN as a member in 2012, and was elected as mayor of El Salvador’s capital, San Salvador, three years later. Bukele’s relationship with the FMLN soon became strained. After several public spats, he was expelled from the party. This included calling Luis Martínez, the country’s then attorney-general, a “gangster, very corrupt, [and] the worst of the worst”.

    Bukele subsequently launched his own political front, Nuevas Ideas. And when the country’s electoral court refused to register the party for the 2019 presidential elections, he ran as the candidate for the right-wing Grand Alliance for National Unity. Bukele won with 53% of the vote and, since then, his political fortunes have been in constant ascent.

    While many outside El Salvador see Bukele as a serial human rights abuser, his countrymen consider him a political messiah. His popularity is such that he won an unprecedented second presidential term in 2024 with over 84% of the vote.

    The country’s constitution had previously restricted a sitting president from contesting two terms in a row. Bukele’s critics say he circumvented the rules by using his congressional majority to replace Supreme Court judges.

    The court later ruled that the president can serve two consecutive terms in office. In the past, Bukele has remarked that restrictions on re-election only exist in developing countries.

    Bukele’s popularity stems from having rid his country of gang violence. El Salvador was once known for having the highest per capita homicide rate in the world, with 105 murders per 100,000 people in 2015. But under Bukele’s leadership, it is now considered a haven of peace in an otherwise unstable region.

    In 2022, after a spate of gang killings, Bukele declared a state of emergency. The decree curtailed the right to be informed of the reason for arrest and access to a lawyer upon being detained. It also allowed for administrative detention of more than 72 hours.

    Tens of thousands of people were rounded up and thrown in jail without trial. El Salvador now has the highest incarceration rate in the world, with roughly 110,000 people in jail. The proportion of its population that is incarcerated is twice that of the next nearest country, Cuba.

    Many of the alleged criminals – as well as those deported from the US – are held in Cecot. The prison has been described by activists as “a black hole of human rights”. When Bukele first unveiled the facility, he said prisoners would receive “not one ray of sunlight”.

    Bukele’s tough anti-criminal stance has been lauded across Latin America. Many regional leaders have embraced Bukele-style policies to tackle criminal violence in their respective countries. His policies have also clearly been appreciated by Trump.

    Alliance of convenience

    Bukele and Trump share the same ideological persuasion. Both are conservative right-wing populists. But while there is a deep convergence in their ideology, their alliance is also one of convenience.

    Trump wants to rid the US of undocumented migrants from south of the border. El Salvador has, so far, provided a convenient avenue to address his administration’s needs.

    And for Bukele, it is financially worthwhile to house deportees from the US. The Bukele and Trump administrations have reportedly signed an agreement that will pay El Salvador US$20,000 (£15,000) per prisoner. This is a significant sum for El Salvador’s economy.

    His alliance with Trump will also help him shore up his political position at home and consolidate his image as a “do gooder” in an otherwise violent continent.

    Bukele’s security strategy has certainly rid El Salvador of gang violence. However, opening up El Salvador as a destination to address other countries’ criminality sets a bad precedent.

    Encouraged by Bukele’s policies, more states could choose to violate human rights and ignore judicial process by simply dumping their own citizens and others in prisons abroad. This is a reality that more courts may soon struggle to prevent.

  • MIL-OSI Global: Why were people so drawn to phrenology?

    It’s hard to imagine now, but people once believed that the bumps on your head could reveal your personality. For one thing, it’s so hard to locate the bumps on your head, let alone the thirty or so bumps the phrenologists said could be discerned. So why was phrenology such an attractive idea for such a long time?

    Phrenology was the belief that the brain’s activity could be studied by examining the bumps on the skull, in places where the brain pushed outwards. Phrenologists claimed they could read your personality based on how big different bumps were. Initially, after German physiologist Franz Joseph Gall developed the new doctrine around 1800, it was a subject of serious scientific debate. But it was soon labelled quackery by the academic elite.

    But that wasn’t the end of phrenology. In fact, it became more popular in the 19th century, thanks to physician Johann Gaspar Spurzheim who wrote books and gave public lectures in Britain and France – focusing less on skulls and brains, and more on reading the living people. It remained a popular pastime for more than a century, mainly in English-speaking parts of the world but also outside it, for example in China.

    Part of the appeal of phrenology was that it gave people a vocabulary to understand themselves and others. With urbanisation and a growing middle class, outside rigid class and religious structures, people were curious about new ways to categorise humankind. In the city, you wouldn’t necessarily know everyone nearby or even your neighbours, so your place in society was less determined.

    This may have led to more freedom but also to insecurity about what your and everyone else’s place was. Phrenology was a new way of classifying others. But it was not only meant to study others, it was also a way to know yourself, just like diary writing which also gained popularity in this period. With the help of phrenology, people could now see themselves as having an individual self, reflected in the shape of their head.

    Those interested could go to a lecture or read a book about phrenology or – if you lived in New York – visit the Phrenological Cabinet, a display of skulls, busts and portraits. If you really wanted to learn something about yourself, you asked a phrenologist for an examination. In the US this would cost you about half a dollar, (US$20 dollars (£15) today). Many popular phrenologists in the UK and the US offered readings. They were often itinerant, setting up shop in hotel rooms or at Brighton Pier in southern England.

    After a reading, clients sometimes received a written assessment, but more usually
    received a cheaper standardised chart that detailed their characteristics. On it, they received a score for typical phrenological characteristics such as adhesiveness (or friendship), spirituality, benevolence and time (the ability to judge the lapse of time, “essential for musicians”).

    The score was based on the phrenologist’s approach. They tended to gauge the size of the bumps in relative size, compared to your other bumps and to other people’s bumps. They claimed that this was a scientific approach, but it gave phrenologists a great deal of freedom in interpretation.

    And – surprise surprise – my analysis of about 160 charts between 1840 and 1940 showed that every single person who received a chart scored above average in most if not all traits.

    The positive results partly explain the appeal of a visit to the phrenologist. Another explanation, writes history professor Michael Sokal, is the Barnum effect. This is the tendency of people to rate descriptions of their personality that supposedly are tailored for them as accurate. In fact, they are often so vague and general that they would apply to almost all people.

    Many people, for example, would agree with the suggestion that they are of above-average intelligence but also experience anxiety and self-doubt sometimes. And, indeed, in my collections of phrenological charts, the trait that on average gets the lowest score was “self-esteem”. If only you work a bit on your self-esteem, is the implicit message, you can be an even better version of yourself.

    Phrenologists were often deterministic when they judged criminals or non-white
    people, based on the skulls or busts they had of people from these categories. Their irregular features or skull shapes apparently condemned them to a life in prison or in slavery.

    But they took a different approach to the middle-class visitors of their offices. The character trait of “destructiveness”, for example, was seen the trait of a murderer, but for a middle-class individual was usually explained as energy for overcoming difficulties.

    According to phrenologists, everyone could play a role in their destiny and people could use their self-knowledge for improvement. Taking time to reflect on the relationship between cause and effect, for example, could slowly increase the size of your “causality” bump, phrenologists said.

    According to early 20th-century phrenologist Stephen Tracht, it took three weeks for a child, three years for a young man, and more once you were 45 or 50, to develop a specific part of the brain.

    These practices show how in phrenology self-knowledge and self-improvement came to be seen as two sides of the same coin. And while not everyone will have accepted their phrenological assessment as an absolute truth and customers often took only the information from it that they liked, phrenology did become part of people’s vocabulary, and with it the message that with the right tools, they could become a better version of themselves.

    WASHINGTON, DC – Senator Angela Alsobrooks led the Maryland Democratic Delegation – U.S. Senator Chris Van Hollen and Representatives Steny Hoyer, Kweisi Mfume, Jamie Raskin, Glenn Ivey, Sarah Elfreth, April McClain Delaney, and Johnny Olszewski (all D-Md.) in expressing outrage and demanding answers regarding the mass terminations of civil servants at the Department of Health and Human Services (HHS). In a letter to the Secretary of Health and Human Services, Robert F. Kennedy Jr., Senator Alsobrooks and her colleagues questioned the extent of the devastation and consequential impacts these mass layoffs will have on the state and country. 

    “This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses. Instead of showing leadership on these concurrent emergencies and fulfilling the Department’s mission, this Administration has crippled the very teams and entire divisions that combat public health challenges, prevent disparities, and ensure that our families and children are safe,” the lawmakers wrote.

    “Maryland has already been hard hit by attacks to NIH research…This medical research funds new life-saving cures for Maryland patients – from our newborns to our seniors, from children battling rare cancers to our servicemembers injured in battle. It funds thousands of Maryland jobs, and to arbitrarily cut it threatens Maryland’s health, safety, and economy. Slashing research funding will ultimately harm patients and even cost lives,” continued the lawmakers. 

    The lawmakers are requesting Secretary Kennedy meet with them to answer these questions by May 1, 2025.

    Dear Secretary Kennedy: 

    We write with shared concerns regarding the plan you announced on March 27, 2025, to begin yet another extensive round of mass terminations of civil servants at the Department of Health and Human Services (Department or HHS), along with an irrational and dangerous reorganization of the staff and operating divisions of the Department. In the weeks since that announcement, thousands of HHS employees have been summarily fired, wreaking havoc and chaos on our public health system. These actions are having a devastating and disproportionate impact on our state of Maryland. We demand a full and comprehensive analysis on what these cuts will mean for access to care, critical services, and lifesaving research in the state. We also demand an in-person meeting with you to discuss these concerns and the impact of the Department’s actions on our constituents. According to the announcement, cuts would include at least 3,500 full-time employees at the Food and Drug Administration (FDA), 2,400 employees at the Centers for Disease Control and Prevention (CDC), 1,200 employees at the National Institutes of Health (NIH), and 300 employees at the Centers for Medicare and Medicaid Services (CMS). 

    According to the Maryland Department of Labor, preliminary data shows at least 2,755 jobs were cut in 11 federal offices located across the state, with an impact rippling across multiple counties.

    This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses. Instead of showing leadership on these concurrent emergencies and fulfilling the Department’s mission, this Administration has crippled the very teams and entire divisions that combat public health challenges, prevent disparities, and ensure that our families and children are safe. 

    The latest reductions are part of a multipronged attack on our state, as the Department has abruptly terminated billions in critical public health grants, including $200 million to Maryland that would go towards vaccination programs, disease surveillance, and alleviating health disparities. The critical services the Department is responsible for were already threatened from the Administration’s initial haphazard firings of probationary employees by the Department of Government Efficiency (DOGE) and Elon Musk’s Fork in the Road policy, which forced thousands of Department staff to resign or retire early. Now, the Administration is further decimating the teams of civil servants that work to make Americans healthy and safe every day. 

    As you well know, the FDA, NIH, CMS, and multiple other HHS agencies are headquartered in Maryland, and these cuts pose a direct threat to our constituents, Maryland’s economy, and all Americans. 

    At the FDA, headquartered in White Oak, the Administration has annihilated the Center for Devices and Radiological Health and the Center for Drug Evaluation and Research – which the Maryland medical device and pharmaceutical industries rely on for the safe and timely approval of their products or therapeutics for patients. The Administration has also attacked the FDA’s Center for Tobacco Products – which plays a critical role in prevention and harm reduction for Maryland youth. The FDA communications team that writes alerts about contaminated drugs and warnings to emergency room doctors about emerging threats was also terminated — which will have dire consequences for patient care. Across the FDA, thousands of Maryland based staffers that help to keep our food and health systems safe have been summarily dismissed, by an Administration only purporting to want to “Make America Healthy Again.” 

    At the NIH, based in Bethesda, this Administration has compounded its efforts to undermine the excellence of our crown jewel of scientific and medical research, with yet another round of terminations. This Administration has decimated NIH Institutes by firing leadership and critical staff to the point of non-functionality, including the National Institute of Allergy and Infectious Diseases, the National Institute on Aging, and the National Institute of Neurological Disorders and Stroke. 

    Maryland has already been hard hit by attacks to NIH research. In February, the NIH unveiled a new indirect cost rate guidance that would cap indirect cost rates that Maryland researchers rely on to sustain their groundbreaking, life-saving research, studies, and patient clinical trials. It also arbitrarily froze or terminated research grants in the state and has delayed the review of NIH grant applications. This medical research funds new life-saving cures for Maryland patients – from our newborns to our seniors, from children battling rare cancers to our servicemembers injured in battle. It funds thousands of Maryland jobs, and to arbitrarily cut it threatens Maryland’s health, safety, and economy. Slashing research funding will ultimately harm patients and even cost lives. 

    Attacks to the NIH are only the beginning of cuts to our health research infrastructure. The Agency for Healthcare Research and Quality (AHRQ), based in Rockville, is critical for tracking data on healthcare outcomes and conducting research to improve the safety of patient care has been taken apart by DOGE. The Administration plans to merge AHRQ with another operating division at the Department and gut its budget, all while firing half of its employees. 

    The Substance Abuse and Mental Health Services Administration (SAMHSA), based in Rockville, has already faced hundreds of layoffs. The Department dismissed 10 percent of SAMHSA’s workforce during the first rounds of firings, and the Administration plans to further reduce the agency by up to 50 percent. While Maryland has made significant progress in preventing and reducing opioid overdose-related deaths, Baltimore City still has a death rate nearly double that of any other large city in the country. Now, the Administration is pulling the rug from underneath our state and the dozens of community-based organizations on the ground that rely on SAMHSA for training, resources, and technical assistance that helps with opioid use disorder prevention and treatment services. 

    CMS, based in Woodlawn, faced hundreds of cuts to staff, including the elimination of the Office for Minority Health and the Office of Equal Opportunity and Civil Rights, which respectively helps address health disparities across the country and resolves discrimination complaints. Employees at CMS’ Innovation Center (CMMI) were fired and a third of the Medicare-Medicaid Coordination office, which helps serve the over 160,000 Marylanders that are dually enrolled in Medicare and Medicaid were let go. CMS is responsible for overseeing coverage for over 160 million Americans through Medicare, Medicaid, the Children’s Health Insurance Plan (CHIP) and the Affordable Care Act (ACA) Marketplace. This includes 1.6 million Marylanders who rely on Medicaid and CHIP for lifesaving health coverage. Any attack on CMS represents a threat to Marylanders’ and the nation’s access to care. 

    At the Health Resources and Services Administration (HRSA), headquartered in Rockville, 500- 600 civil servants were fired, compromising HRSA’s mission to improve care for vulnerable and low-income communities. The Maternal and Child Health Bureau was wiped out by staffing cuts, crippling efforts to combat the maternal mortality crisis. Maryland women’s health disparities, including maternal morbidity, remain higher than national averages, and will only be exacerbated by this action. DOGE has also reportedly fired 40 percent of the Bureau of Primary Health Care, which oversees the Health Center Program that provides high quality, accessible primary and preventive medical, behavioral and dental services to all people, regardless of income or insurance status. Maryland’s sixteen Federally Qualified Health Centers deliver comprehensive primary healthcare to more than 360,000 patients across Maryland. That access to care in our state are at risk without civil servants to effectively run the program. 

    The Indian Health Service (IHS), which is also headquartered in Rockville, was not mentioned in initial reporting regarding the HHS reorganization or reduction in force. In fact, longtime civil servants in the Senior Executive Service (SES) have reported that their duty stations have been reassigned to remote IHS locations ranging from Alaska to South Dakota. While these locations suffer from high vacancy rates, the Department is pushing staff that do not have the qualifications or background for available IHS roles into an ultimatum: relocate your family across the country for a job that does not actually exist, or leave the Department. 

    Additionally, the Department fired approximately 500 staffers at the Administration for Children and Families (ACF) in the April 1 wave of terminations, paralyzing the Department’s ability to effectively operate its human services programs. As you know, most program and support staff were eliminated in five regional offices around the country. While ACF’s Region 3 Office – which serves Maryland – remains open for now, staff in Region 3 will likely have to absorb the work and caseload of now shuttered Regions 1, 2,5, 9 and 10. This will put an untenable strain on their ability to support states like Maryland in operating child support, family assistance and child welfare programs, and providers operating Head Start and child care programs. 

    This is in addition to the nearly two hundred probationary ACF employees who have been on administrative leave since mid-February, and because of this Administration, are still unable to 3 provide states like Maryland with the technical assistance needed to operate critical programs, increasing the financial burden on already-struggling households. Head Start serves seven thousand children in Maryland. Thousands more families rely on the availability of affordable, quality childcare in the state – availability which is endangered when the civil servants that help providers adapt to workforce challenges or monitor for abuse and neglect in our state’s facilities are shamefully fired or prevented from doing their jobs. 

    Also at ACF, the Department terminated the entire Low Income Home Energy Assistance Program (LIHEAP) staff, threatening the timely disbursement of millions of dollars to states like Maryland, to help thousands of our constituents stay safe in the coming summer months. More than 18% of Maryland households are energy burdened; the Maryland Office of Home Energy Programs received a record number of energy assistance applications last year. Likewise, the Department eliminated the Office of Family Assistance – undermining the ability for the nearly 28,000 Maryland families receiving Temporary Assistance for Needy Families (TANF) to receive critical support without interruption. 

    Both the dismantling of the Administration for Community Living and the slashing of reportedly half of the staff that work on federal aging and disability programs at the Department will cause real harm to programs in Maryland that support some of our state’s most vulnerable communities – seniors and individuals with disabilities. This includes programs that prevent elder abuse, connect seniors with nutritious meals, and provide supports to caregivers – like the Maryland Caregiver Navigation Grant. 

    Perhaps most galling, is that you have admitted that many of these firings at the Department are in error, telling reporters “We’re going to do 80% cuts, but 20% of those are going to have to be reinstated, because we’ll make mistakes.” Further reporting found that HHS has no intention of actually reinstating a significant number of the staffers that have been fired or rectifying the mistakes it has made – calling into question your control of the situation and understanding of the Department’s reorganization. As the Secretary, you are ultimately responsible for answering for both these “mistakes” and any harm that comes from your destruction of our public health workforce and infrastructure. 

    As such, we request an in-person meeting with you no later than May 1, 2025, to discuss these concerns. We also request comprehensive answers to the following questions, including details on the reductions at the Department to date, and your plans for additional workforce reductions and reorganization.

  • MIL-OSI Global: How could Canada deter an invasion? Nukes and mandatory military service

    United States President Donald Trump has been loud and clear. America’s liberal democratic allies cannot rely on the U.S. to protect them.

    Trump has also suggested using illegal force to achieve his own imperialist ambitions, even against former allies.

    Message received.

    Canadians and Europeans understand the American partnership is over.

    They’re now processing the implications of America’s apparent democratic collapse for global security.

    Does Trump’s stance mean that liberal democracies are now vulnerable to invasions, annexations and theft of natural resources? Yes, it does.

    Deterrence works when the imposed cost of an action is higher than its expected benefit. That means a hostile power won’t attack Canada if the risks of invasion are higher than the value of seizing our natural resources.

    Given that Canada is extremely resource-rich, that’s a challenge.

    While the Canadian government can make smart choices on military procurement, there is little any Canadian leader can do to transform the Canadian Armed Forces into a superpower army.

    Even if Canada redirected every penny of its budget to defence spending, it could not catch up with American, Russian or Chinese military power. Given this asymmetry, is deterrence possible?

    Absolutely.

    To get there, Canada must take two big steps: first, adopt a “whole-of-society” defence system to protect the homeland; and second, contribute to a democratic nuclear umbrella.

    Whole-of-society defence

    In “whole-of-society” defence, all citizens play a role in national security and emergency response. This approach requires mandatory military service and nationwide civil defence preparations.

    Whole-of-society defence not only improves societal resilience, but it also scares away potential invaders.

    Ordinary citizens can in fact defeat superpowers using nothing more than small arms and light weapons. The U.S. and Russia have both been trounced in the past by well-armed resistance movements.

    For a power-drunk dictator, whole-of-society defence is a sobering reality check.

    The presence of a large, well-armed and well-trained domestic population promises invaders a bloody, expensive and protracted ground war. That means high risks, low rewards, skyrocketing costs and decades-long timelines.

    That’s enough to deter a predatory superpower.

    Many of Canada’s democratic allies have already embraced whole-of-society defence. Norway, Finland, Sweden and Switzerland all have mandatory military service and civil defence, and sensible gun regulations that allow law-abiding citizens to contribute to national security.

    Canada has every reason to adopt the Scandinavian approach to national defence, including mandatory military and civil service and the removal of some restrictions on Canadian firearms. An excellent model to consider is Sweden’s brand new “Total Defence” system.

    Norwegians, Finns and Swedes are peaceful people who have learned to survive next to a dangerous superpower. Canadians must look at their own vulnerabilities and see the logic and wisdom behind the Scandinavian approach.

    A democratic nuclear umbrella

    Although the 1968 Non-Proliferation Treaty prohibits nuclear weapons development, the Trump administration’s utter disdain for democratic allies has prompted a global rethink. Trump has demanded NATO countries stop relying on the U.S. military and spend more on their own defence.

    Germany and Poland have reopened the nuclear debate, but most European democracies lack the materials to develop their own weapons. Instead, they are looking to France and the United Kingdom to create a new European nuclear umbrella.

    Some Canadians hope the U.K. and French umbrellas could protect Canada, too.

    That’s the wrong mentality.

    The U.K. and France have a combined 515 nuclear weapons. Russia has 5,580.

    Instead of asking the U.K. and France to further stretch their limited arsenals, Canada could step up and contribute to the solution.

    Canada is already a nuclear-threshold state with both the know-how and raw materials to develop a nuclear weapon. It would take time and money, but Canada is in a better position to help than most other European countries.

    Once across the nuclear threshold, Canada would have a bulletproof defence of its homeland. It could then work with the U.K. and France as an equal and reliable partner, contributing to a democratic nuclear umbrella to protect vulnerable allies.

    This would require formal withdrawal from the Non-Proliferation Treaty, but that action doesn’t need to be provocative or unilateral. Canada could co-ordinate its withdrawal with European allies as part of a collective defence of liberal democracies.

    In the face of rising tyranny and superpower conquest, Canada can either choose to be a burden on its overstretched French and British allies or a source of renewed safety for its democratic friends.

    Defending democracy

    Deterrence is hard work, but it is infinitely better than the horrors of invasion.

    Mandatory military service and nuclear weapons may be new ideas for Canadians, but other friendly democracies have been using these strategies for decades.

    The good news is that successful deterrence means stability and peace, so citizens can relax and carry on with their lives. Canadians want this safety for themselves, and for their allies, too.

    The time for Canada to act is now, when threats are foreseeable but not imminent. Waiting until an army amasses at the border is too late.

    To deter aggression, Canadians need to step up and be a little more like their Scandinavian, British and French allies. That is the price of continued freedom.

    A study published in Trends in Biotechnology looks at lab grown chicken chunks. 

    Dr Rodrigo Amaro-Ledesma, Director of the Bezos Centre for Sustainable Protein,  Imperial College London, said:

    “One of the key goals for cultivated meat is replicating the texture and structure of whole-cut products, such as chicken breast or steak.  Muscle tissue needs oxygen and nutrients delivered deep into the structure to remain viable.  As a result, most cultivated meat companies have initially focused on producing unstructured or ‘mince-style’ products, which are more feasible to produce at scale with current technologies.

    “This new paper presents an innovative approach to addressing the whole-cut challenge by using a Hollow Fiber Bioreactor (HFB), which mimics a circulatory system to deliver nutrients and oxygen across thick tissue constructs.  What is unique about this system is the cell alignment and muscle cell differentiation, showing potential for fibrous aligned products generated by the cells themselves.

    “It’s a meaningful technical achievement that they have produced a cultivated chicken meat several centimetres thick.  If you combine that with the research we’re conducting at the Bezos Centre for Sustainable Protein – fine-tuning flavour profiles and exploring alternative, cost-effective raw materials – we’re comfortably on track towards an exciting and appealing new range of products.

    “While the study highlights remaining hurdles such as the use of edible or food-safe materials and improving oxygen delivery at scale, broader challenges for the field remain.

    “Cultivated meat is a promising alternative to conventional meat because it offers the potential to reduce environmental impacts (e.g. greenhouse gas emissions, land and water use), eliminate the need for animal slaughter, and improve food safety by avoiding the use of antibiotics and reducing the risk of zoonotic diseases, amongst other advantages.

    “In order for cultivated meat products to hit the supermarket shelves in a big way, they need to also be a hit with consumers.  In the UK, we have the legacy of alternative proteins like Quorn, which are already more popular here than abroad.  More widely, there’s not only a taste, texture and nutrition barrier, but cultural, religious and habitual factors can prevent people trying new products no matter how appealing they can be.  At the Bezos Centre for Sustainable Protein at Imperial College London, we are combining cutting edge research, innovation, education and gastronomy to make headway on safety, quality and consumer acceptance.”

    Prof Derek Stewart, Director of the Advanced Plant Growth Centre and Co-Director of the National Alternative Protein Innovation Centre, The James Hutton Institute, said:

    “The science on display here is solid and robust, with a significant level of supplementary material to support the conclusions.  This is an exciting advance in the alternative protein sector and specifically culture meat, and addresses many of the challenges that were seen as stumbling blocks such as aligned cell growth to deliver the meat texture sensory experience as well as the fundamental issues of getting nutrients and oxygen to the growing solid meat tissue.  The use of hollow fibre supports (in essence scaffolds) and the advances herein will open up many areas of allied research (and undoubtedly investment) with scaleup options now seemingly achievable with the progression from this paper in terms of better sensors, robotics and ultimately AI for control.

    “Limitations of the system presented are identified with the need to create better conveyable oxygen in the nutrient media, pressure control in media deliver in scaled up systems and the precise removal of the hollow fibres to deliver a uniform and appetising cut of whole meat.  However, these issues seem solvable.

    “As for all cultured meat production, the issues of energy use and associated sustainability need to be addressed but the proliferation of renewables and private wire connections could be a route to solving that conundrum.”

    On the instructions of President Vladimir Putin and the Government, a network of world-class university campuses is being created in Russia. The projects contribute to improving the quality of education and developing adjacent territories. This was reported by Deputy Prime Minister Marat Khusnullin.

    “One of these campuses is being built on the basis of the Oryol State University named after I.S. Turgenev. Currently, monolithic works are being completed at the construction site in the dormitory complex, which will consist of three buildings. All residential buildings will be connected by overground and underground passages. Thanks to them, students will be able to comfortably move to neighboring buildings without going outside,” the Deputy Prime Minister said.

    About 1.5 thousand students will live in comfortable conditions. The new buildings will also have gyms, rooms for independent study and leisure. The construction of the dormitory with a total area of 30 thousand square meters is planned to be completed in 2026.

    “Currently, more than 200 specialists are working at the construction site of the inter-university campus. In addition to the dormitory, an educational and laboratory building with a total area of more than 27 thousand square meters is also being built on its territory. About 2 thousand students will be able to study in the five-story building. Monolithic work is currently underway at the site,” said Karen Oganesyan, General Director of the Unified Customer in Construction.

    The company is also building three more campuses in Yekaterinburg, Kaliningrad and Novosibirsk.

    Glazing of the academic buildings on the campus of the Ural Federal University has already been completed. The total area of the three buildings – the Specialized Educational and Scientific Center for Senior Schoolchildren, the Institute of Radio Electronics and Information Technology, and the Institute of Economics and Management – is 100,000 square meters. Work is currently underway on the exterior finishing of the facades, installation of internal engineering systems, and finishing of the premises. The construction of the buildings is planned to be completed by the end of 2025.

    For students of the Immanuel Kant Baltic Federal University, it is planned to complete the construction of two dormitories this year – for a total of 2.5 thousand places. In addition, in the first quarter of 2025, a clock tower was erected on one of the buildings of the Kantiana campus.

    Three new modern buildings will also appear on the campus of Novosibirsk State University. One of them, a building for flow auditoriums, has already been put into operation. The buildings will be able to accommodate up to 3,000 people.

    Modern educational campuses are designed taking into account advanced technologies and innovative approaches. They are equipped with high-tech laboratories, libraries, areas for collective work and rest, which creates a comfortable environment for study and scientific activity. An important aspect is the integration of campuses into the city infrastructure.

    Where to go

    You can search Parks ACT to find a place to hike. The database includes over 100 parks that are a mix of nature reserves, national parks and urban parks.

    A series of trail upgrades have recently been completed. This was to improve the resilience of the trails and to increase safety and enjoyment for users.

    The tracks that have been upgraded are in:

    How to prepare

    Before you head off your hike, it’s worth doing a bit of research and checking:

    Make sure you pack:

    • water to drink
    • food
    • a hat and sunscreen
    • suitable clothing, the weather can change very quickly in our mountain areas.
    • printed maps, if you’re not confident in the route (remember you won’t always have phone reception or GPS signal). Detailed maps are available for purchase at the Namadgi and Tidbinbilla Visitor Centres.

    Before you go, make sure to let someone responsible know:

    • where you’re going
    • when you expect to return
    • what to do if you’re overdue.

    Hiking in isolated areas

    If you’re headed to an isolated area, it’s a good idea to be extra careful.

    Some areas of the ACT have limited mobile reception. These include:

    • Namadgi National Park
    • Tidbinbilla Nature Reserve
    • Casuarina Sands
    • The Cotter
    • Uriarra Crossing.

    You can hire Personal Locator Beacons (PLBs) to help you out in isolated areas.

    These handy little devices could help save your life if you have an emergency while exploring our beautiful bushlands. By activating the beacon, you will alert emergency services to your location with or without mobile or radio reception.

    PLBs are an essential item for those looking to explore the bush, mountains or isolated areas in Canberra and are lightweight and super-compact, meaning there’s no excuse not to have one!

    PLBs are available to hire for up to two weeks. Visitor Centre staff will show you how to use them, so you can head off on your hike with confidence.

    What about snakes?

    In the ACT, snakes are most active from October to March. This is when they are likely to sun themselves (especially in the early morning) or go in search of food or water.

    If you see a snake, here’s how to avoid being bitten:

    • move away
    • don’t try to touch or harm the snake
    • be alert at all times
    • wear trousers and enclosed shoes
    • avoid walking through long grass
    • don’t put your hand into hollow logs or rock crevices.
    • Consider carrying a snake bite first aid kit (and know how to use it) when walking in parks or nature reserves.

    This local meeting place offers a range of classic breakfast and lunch options, including sandwiches, salads, pastries and sweet treats. A slice of the Sweet Potato Date Loaf pairs wonderfully with the Ona coffee served.

    Maple and Pine gets its name from the trees found in nearby Isaacs Ridge. The café serves Veneziano coffee, along with a cracking breakfast and lunch menu. From Masala Chilli Scrambled to the SLAT sandwich (with smoked salmon) there’s something here for everyone.

    Tucked away in the quiet Carleton Street Shops, Café Blanco delivers plenty of Latin American flavour to Tuggeranong. Tacos and tostadas feature on the seasonal breakfast and lunch menu alongside local Red Brick coffee.

    Torrens shops is quickly becoming a foodie haven. St. Elmo is a deli and coffee shop that sells great coffee, freshly baked goods and a curated selection of meats and cheeses. Pick up some dinner while you’re there with daily-made pasta and fresh sauces.

    Locals flock to this neighbourhood favourite for its Red Brick coffee, daily specials and tasty breakfast and lunch menu. Kids are welcomed with story books and colouring materials, and the nearby playground makes this a popular community hub.

    NORTHSIDE

    Two Before Ten’s flagship café sits among thriving veggie patches and fruit trees. Produce from this ‘urban farm’ supplies Two Before Ten’s numerous locations and the space is packed with locals sipping coffees from signature beans roasted nearby.

    Located in the Fern Hill precinct, this is a great option for a grab-and-go lunch or a leisurely meal. You’ll find plenty of breakfast options, salads, burgers and more. Whatever your order, be sure to add some chips with aioli to it. They’re hard to beat.

    Canberra’s one and only pig-themed café, Little Oink has real character. The brunch menu is packed with puns and delicious-sounding options, and the coffee is so good it’ll make your tail curl. Kids are welcome.

    An inner-north favourite, Gang Gang is more than your average café. It’s big on community events, with gigs, trivia and comedy held regularly. As well as breakfast and lunch, Gang Gang is open for dinner Wednesday to Sunday.

    From the team behind The Knox Made in Watson, The Irvine is a welcome addition to Florey shops. Weekend brunch gets its own menu and encompasses everything from a Sweet Potato Hotcake to the Florey Sambo (pork belly, bechamel, sriracha – how could you go wrong?).

    Located in the smaller of Lyneham’s two sets of shops – on Montford Crescent – Hide and Seek Café is ideal for catching up with family and friends. The menu changes regularly, with the Wild Mushroom Medley always popular.

    A day of celebration to mark 80 years since the end of World War 2 in Europe is being held in Keel Square from 11am that day with everyone invited.

    VE Day bunting, World War 2 vehicles with uniformed staff, and a vintage double decker bus will all add to the VE Day spirit in Keel Square, along with deck chairs and picnic tables for people to sit and soak up the atmosphere.

    There’ll also be the chance to enjoy one of the nation’s favourite dishes of fish and chips from a vintage style van on Keel Square. During the war years, many of the ingredients that make up this dish were left unrationed, helping solidify the dish into British cuisine.

    The WI will also be holding a charitable cake sale in the Pavilion beneath the EXPO screen from 11am as well as hosting a tombola, craft demonstrations and a display showcasing the WI during the war to now.

    The street party itself gets underway from 4pm, with a packed programme of performers to enjoy, including singers, dance troupes, a Punch and Judy show, face painters and stilt walkers.

    Residents are also being encouraged to submit any photos that they may have from VE day for display on the EXPO screen on the day alongside archived photos and videos of the 1940s celebrations. These can be sent to: events@sunderland.gov.uk

It will be fantastic to see Sunderland residents and communities coming together on Keel Square to join in this shared moment of celebration.

    “There are so many brilliant things to see and do on the day. Even though it’s a normal working day for residents, I’d like to encourage everyone to come down and join in with Sunderland VE Day celebrations.”

    The celebrations on Keel Square are part of the wider programme of organised events happening across Sunderland.

    Following on from the street party, there’ll be a chance to enjoy the ringing of the Sunderland Minster Church Bells between 5pm and 5:45pm.

    Then, from 7pm, residents can attend a special VE Day concert at the Fire Station. This will include performances from vintage singers, dancers, a big band and a choir. This will be hosted by former breakfast show host, Alfie Joey.

    overnor Kathy Hochul today announced $12 million is now available to support innovative technologies in New York that help to improve the efficiency of delivering clean energy to the state’s electric grid. Today’s announcement will accelerate the development of new and emerging electric grid solutions that enhance grid performance, improve grid reliability and make it easier to integrate renewable sources of energy like wind and solar into the grid.

    “New York is making grid modernization a priority, and continues to advance the latest technologies that can help to meet the growing energy needs of the state,” Governor Hochul said. “This investment will bring forward new solutions that strengthen the resiliency and reliability of our energy system while helping ensure New Yorkers continue to have clean electricity when they need it most.”

    The Grid Enhancing Technologies (GETs) program, administered by the New York State Energy Research and Development Authority (NYSERDA), seeks eligible proposers for product development projects, demonstration projects or research studies that will help to enable a high-performing electric grid and have the potential to transform the delivery of clean, renewable energy resources. The maximum funding amount is $3 million per product development or demonstration project and $400,000 per study. Proposals submitted must demonstrate a clear action plan to drive adoption readiness toward commercial deployment and proactively address market risks and uncertainties. Proposals must also reflect cost share requirements outlined in the solicitation, including 50 percent for product development and demonstrations and 25 percent for studies.

    NYSERDA President and CEO Doreen M. Harris said, “Ensuring New Yorkers can increasingly rely on renewable energy as part of an expanding electric grid requires us to develop new, innovative ways to transfer electricity to homes and businesses. With this funding, we will continue to foster public-private partnerships that drive toward the adoption of cutting-edge products and solutions that are essential to building a smarter, higher-performing electric grid.”

    This program has been developed in partnership with the Joint Utilities of New York members Con Edison, Central Hudson Gas & Electric, National Grid, New York State Electric and Gas, Rochester Gas & Electric, and Orange & Rockland and the Advanced Technology Working Group to accommodate the State’s integration of renewable energy sources and understand their impact on the transmission and distribution systems which serve over 13 million households, businesses, and government facilities across the state.

    Today’s announcement builds on the success of previous rounds issued under the program, formerly known as Future Grid Challenge, which is part of NYSERDA’s successful Grid Modernization program. Since 2016, NYSERDA has awarded approximately $65 million to over 110 grid technology companies and research organizations through the program for projects that improve low-cost high-accuracy grid sensors, modeling and simulation tools, and advanced engineering solutions.

    New York State’s investments in research, development, and commercialization support innovators accelerating the clean energy transition. NYSERDA’s Innovation and Research program is deploying approximately $1.2 billion over 15 years as direct research investments and commercialization support. To date, more than $800 million in investments have supported more than 700 companies and made nearly 300 products commercially available to individuals, businesses, and utilities.

    Funding for this initiative is through the Clean Energy Fund (CEF).

  • MIL-OSI Security: Former Corporate Lawyer from Scott Township Sentenced to More Than 12.5 Years in Prison for Methamphetamine Trafficking

    PITTSBURGH, Pa. – A resident of Scott Township, Pennsylvania, has been sentenced in federal court to 151 months of imprisonment, to be followed by eight years of supervised release, on his conviction of distributing 50 grams or more of methamphetamine, Acting United States Attorney Troy Rivetti announced today.

    Chief United States District Judge Mark R. Hornak imposed the sentence on James France, 62, on April 15, 2025. A federal jury found France guilty of the charge in March 2022.

    According to information presented to the Court, France was a lawyer with an Ivy League degree who worked for several Pittsburgh-based law firms before turning to a life of methamphetamine distribution. On March 16, 2015, France was arrested in Illinois after a search of his car revealed approximately 1,344 grams of methamphetamine along with scales, packaging material, syringes, and more than $4,700 in U.S. currency. In May of 2016, an arrest of one of France’s conspirators by the Drug Enforcement Administration (DEA) in Rochester, New York, led to the identification of France as a major methamphetamine supplier from the Pittsburgh area.

    In late June of 2016, the DEA effectuated a controlled purchase of $2,000 worth of methamphetamine from France at France’s Scott Township residence. A laboratory analysis of the drugs following the controlled purchase found it to be 55 grams of methamphetamine.

    At approximately 1:38 a.m. on July 29, 2016, Scott Township Police responded to a report of a home invasion in progress at France’s residence. When the police arrived, they encountered an individual who appeared to be under the influence of a controlled substance and reported that six armed men attempted to break into the residence. The officers called out for anyone inside the house to come to the door and, when no one responded, officers entered to clear the residence.

    Based on the condition of the home, officers believed that the residence could be a methamphetamine laboratory and contacted the DEA, who determined that the house was not a methamphetamine laboratory and obtained a search warrant for the residence. During the search, officers recovered what later laboratory analysis determined was approximately 430 grams of pure methamphetamine, approximately $8,000 in U.S. currency, and other evidence of methamphetamine distribution.

    France was on bond for other offenses when local police officers arrested him on June 30, 2017, after executing another search warrant at his residence. That search resulted in the seizure of a methamphetamine smoking apparatus, syringes, scales, packaging material, large sums of U.S. currency, and quantities of methamphetamine.

    Throughout the judicial proceedings, the defendant attempted to obstruct justice by lying to the Court, violating the conditions of his bond, threatening to beat a person’s grandparents “to within an inch of their lives,” and verbally abusing his court-appointed counsel.

    Assistant United States Attorney Brendan T. Conway prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended the Drug Enforcement Administration and Scott Township Police Department for the investigation leading to the successful prosecution of France.

    WASHINGTON, DC – Congressman Kweisi Mfume joined the Maryland Democratic Delegation – U.S. Senator Chris Van Hollen, Senator Angela Alsobrooks and Representatives Steny Hoyer, Jamie Raskin, Glenn Ivey, Sarah Elfreth, April McClain Delaney, and Johnny Olszewski (all D-Md.) – in expressing outrage and demanding answers regarding the mass terminations of civil servants at the Department of Health and Human Services (HHS). Senator Alsobrooks led this letter to the Secretary of Health and Human Services, Robert F. Kennedy Jr., where the lawmakers questioned the extent of the devastation and consequential impacts these mass layoffs will have on the state and country. 

    “This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses. Instead of showing leadership on these concurrent emergencies and fulfilling the Department’s mission, this Administration has crippled the very teams and entire divisions that combat public health challenges, prevent disparities, and ensure that our families and children are safe,” the lawmakers wrote.

    “Maryland has already been hard hit by attacks to NIH research…This medical research funds new life-saving cures for Maryland patients – from our newborns to our seniors, from children battling rare cancers to our servicemembers injured in battle. It funds thousands of Maryland jobs, and to arbitrarily cut it threatens Maryland’s health, safety, and economy. Slashing research funding will ultimately harm patients and even cost lives,” continued the lawmakers. 

    The lawmakers are requesting Secretary Kennedy meet with them to answer these questions by May 1, 2025.

    Dear Secretary Kennedy: 

    We write with shared concerns regarding the plan you announced on March 27, 2025, to begin yet another extensive round of mass terminations of civil servants at the Department of Health and Human Services (Department or HHS), along with an irrational and dangerous reorganization of the staff and operating divisions of the Department. In the weeks since that announcement, thousands of HHS employees have been summarily fired, wreaking havoc and chaos on our public health system. These actions are having a devastating and disproportionate impact on our state of Maryland. We demand a full and comprehensive analysis on what these cuts will mean for access to care, critical services, and lifesaving research in the state. We also demand an in-person meeting with you to discuss these concerns and the impact of the Department’s actions on our constituents. According to the announcement, cuts would include at least 3,500 full-time employees at the Food and Drug Administration (FDA), 2,400 employees at the Centers for Disease Control and Prevention (CDC), 1,200 employees at the National Institutes of Health (NIH), and 300 employees at the Centers for Medicare and Medicaid Services (CMS). 

    According to the Maryland Department of Labor, preliminary data shows at least 2,755 jobs were cut in 11 federal offices located across the state, with an impact rippling across multiple counties.

    This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses. Instead of showing leadership on these concurrent emergencies and fulfilling the Department’s mission, this Administration has crippled the very teams and entire divisions that combat public health challenges, prevent disparities, and ensure that our families and children are safe. 

    The latest reductions are part of a multipronged attack on our state, as the Department has abruptly terminated billions in critical public health grants, including $200 million to Maryland that would go towards vaccination programs, disease surveillance, and alleviating health disparities. The critical services the Department is responsible for were already threatened from the Administration’s initial haphazard firings of probationary employees by the Department of Government Efficiency (DOGE) and Elon Musk’s Fork in the Road policy, which forced thousands of Department staff to resign or retire early. Now, the Administration is further decimating the teams of civil servants that work to make Americans healthy and safe every day. 

    As you well know, the FDA, NIH, CMS, and multiple other HHS agencies are headquartered in Maryland, and these cuts pose a direct threat to our constituents, Maryland’s economy, and all Americans. 

    At the FDA, headquartered in White Oak, the Administration has annihilated the Center for Devices and Radiological Health and the Center for Drug Evaluation and Research – which the Maryland medical device and pharmaceutical industries rely on for the safe and timely approval of their products or therapeutics for patients. The Administration has also attacked the FDA’s Center for Tobacco Products – which plays a critical role in prevention and harm reduction for Maryland youth. The FDA communications team that writes alerts about contaminated drugs and warnings to emergency room doctors about emerging threats was also terminated — which will have dire consequences for patient care. Across the FDA, thousands of Maryland based staffers that help to keep our food and health systems safe have been summarily dismissed, by an Administration only purporting to want to “Make America Healthy Again.” 

    At the NIH, based in Bethesda, this Administration has compounded its efforts to undermine the excellence of our crown jewel of scientific and medical research, with yet another round of terminations. This Administration has decimated NIH Institutes by firing leadership and critical staff to the point of non-functionality, including the National Institute of Allergy and Infectious Diseases, the National Institute on Aging, and the National Institute of Neurological Disorders and Stroke. 

    Maryland has already been hard hit by attacks to NIH research. In February, the NIH unveiled a new indirect cost rate guidance that would cap indirect cost rates that Maryland researchers rely on to sustain their groundbreaking, life-saving research, studies, and patient clinical trials. It also arbitrarily froze or terminated research grants in the state and has delayed the review of NIH grant applications. This medical research funds new life-saving cures for Maryland patients – from our newborns to our seniors, from children battling rare cancers to our servicemembers injured in battle. It funds thousands of Maryland jobs, and to arbitrarily cut it threatens Maryland’s health, safety, and economy. Slashing research funding will ultimately harm patients and even cost lives. 

    Attacks to the NIH are only the beginning of cuts to our health research infrastructure. The Agency for Healthcare Research and Quality (AHRQ), based in Rockville, is critical for tracking data on healthcare outcomes and conducting research to improve the safety of patient care has been taken apart by DOGE. The Administration plans to merge AHRQ with another operating division at the Department and gut its budget, all while firing half of its employees. 

    The Substance Abuse and Mental Health Services Administration (SAMHSA), based in Rockville, has already faced hundreds of layoffs. The Department dismissed 10 percent of SAMHSA’s workforce during the first rounds of firings, and the Administration plans to further reduce the agency by up to 50 percent. While Maryland has made significant progress in preventing and reducing opioid overdose-related deaths, Baltimore City still has a death rate nearly double that of any other large city in the country. Now, the Administration is pulling the rug from underneath our state and the dozens of community-based organizations on the ground that rely on SAMHSA for training, resources, and technical assistance that helps with opioid use disorder prevention and treatment services. 

    CMS, based in Woodlawn, faced hundreds of cuts to staff, including the elimination of the Office for Minority Health and the Office of Equal Opportunity and Civil Rights, which respectively helps address health disparities across the country and resolves discrimination complaints. Employees at CMS’ Innovation Center (CMMI) were fired and a third of the Medicare-Medicaid Coordination office, which helps serve the over 160,000 Marylanders that are dually enrolled in Medicare and Medicaid were let go. CMS is responsible for overseeing coverage for over 160 million Americans through Medicare, Medicaid, the Children’s Health Insurance Plan (CHIP) and the Affordable Care Act (ACA) Marketplace. This includes 1.6 million Marylanders who rely on Medicaid and CHIP for lifesaving health coverage. Any attack on CMS represents a threat to Marylanders’ and the nation’s access to care. 

    At the Health Resources and Services Administration (HRSA), headquartered in Rockville, 500- 600 civil servants were fired, compromising HRSA’s mission to improve care for vulnerable and low-income communities. The Maternal and Child Health Bureau was wiped out by staffing cuts, crippling efforts to combat the maternal mortality crisis. Maryland women’s health disparities, including maternal morbidity, remain higher than national averages, and will only be exacerbated by this action. DOGE has also reportedly fired 40 percent of the Bureau of Primary Health Care, which oversees the Health Center Program that provides high quality, accessible primary and preventive medical, behavioral and dental services to all people, regardless of income or insurance status. Maryland’s sixteen Federally Qualified Health Centers deliver comprehensive primary healthcare to more than 360,000 patients across Maryland. That access to care in our state are at risk without civil servants to effectively run the program. 

    The Indian Health Service (IHS), which is also headquartered in Rockville, was not mentioned in initial reporting regarding the HHS reorganization or reduction in force. In fact, longtime civil servants in the Senior Executive Service (SES) have reported that their duty stations have been reassigned to remote IHS locations ranging from Alaska to South Dakota. While these locations suffer from high vacancy rates, the Department is pushing staff that do not have the qualifications or background for available IHS roles into an ultimatum: relocate your family across the country for a job that does not actually exist, or leave the Department. 

    Additionally, the Department fired approximately 500 staffers at the Administration for Children and Families (ACF) in the April 1 wave of terminations, paralyzing the Department’s ability to effectively operate its human services programs. As you know, most program and support staff were eliminated in five regional offices around the country. While ACF’s Region 3 Office – which serves Maryland – remains open for now, staff in Region 3 will likely have to absorb the work and caseload of now shuttered Regions 1, 2,5, 9 and 10. This will put an untenable strain on their ability to support states like Maryland in operating child support, family assistance and child welfare programs, and providers operating Head Start and child care programs. 

    This is in addition to the nearly two hundred probationary ACF employees who have been on administrative leave since mid-February, and because of this Administration, are still unable to 3 provide states like Maryland with the technical assistance needed to operate critical programs, increasing the financial burden on already-struggling households. Head Start serves seven thousand children in Maryland. Thousands more families rely on the availability of affordable, quality childcare in the state – availability which is endangered when the civil servants that help providers adapt to workforce challenges or monitor for abuse and neglect in our state’s facilities are shamefully fired or prevented from doing their jobs. 

    Also at ACF, the Department terminated the entire Low Income Home Energy Assistance Program (LIHEAP) staff, threatening the timely disbursement of millions of dollars to states like Maryland, to help thousands of our constituents stay safe in the coming summer months. More than 18% of Maryland households are energy burdened; the Maryland Office of Home Energy Programs received a record number of energy assistance applications last year. Likewise, the Department eliminated the Office of Family Assistance – undermining the ability for the nearly 28,000 Maryland families receiving Temporary Assistance for Needy Families (TANF) to receive critical support without interruption. 

    Both the dismantling of the Administration for Community Living and the slashing of reportedly half of the staff that work on federal aging and disability programs at the Department will cause real harm to programs in Maryland that support some of our state’s most vulnerable communities – seniors and individuals with disabilities. This includes programs that prevent elder abuse, connect seniors with nutritious meals, and provide supports to caregivers – like the Maryland Caregiver Navigation Grant. 

    Perhaps most galling, is that you have admitted that many of these firings at the Department are in error, telling reporters “We’re going to do 80% cuts, but 20% of those are going to have to be reinstated, because we’ll make mistakes.” Further reporting found that HHS has no intention of actually reinstating a significant number of the staffers that have been fired or rectifying the mistakes it has made – calling into question your control of the situation and understanding of the Department’s reorganization. As the Secretary, you are ultimately responsible for answering for both these “mistakes” and any harm that comes from your destruction of our public health workforce and infrastructure. 

    As such, we request an in-person meeting with you no later than May 1, 2025, to discuss these concerns. We also request comprehensive answers to the following questions, including details on the reductions at the Department to date, and your plans for additional workforce reductions and reorganization.

  • MIL-OSI Africa: Culture can build a better world: four key issues on Africa’s G20 agenda

    The cultural and creative industries are a growing source of income and job creation around the world, generating tens of millions of jobs. The cultural sector is also linked to soft power, to relations between countries.

    Because of this, culture is an active part of the agenda of the G20 global economic forum. Under the presidency of South Africa in 2025, the G20 has chosen four key culture focus areas: heritage restitution; socio-economic strategies for inclusivity; digital technologies; and climate action.

    Here, as a scholar of the sector, I outline why these four priorities are relevant to both the G20 and the African continent, and to South Africa itself as the host country, in the light of current global trends and issues.

    G20 and culture

    The relationship between culture and development is increasingly emphasised. The 2022 Unesco World Conference on Cultural Policies and Sustainable Development – or Mondiacult – recommended that culture be a “stand-alone” sustainable development goal.

    This proposal is underlined by the UN’s Pact for the Future, adopted in 2024. The 17 sustainable development goals, adopted by the UN in 2015, are to ensure peace and prosperity for all people by 2030. They include goals like zero hunger and reduced inequalities.

    As the global order shifts, new actors from the global south are emerging as the Brics group. However, the G20 is the only forum that includes countries from both the global north and south.

    The G20, like the G7 and Brics, has a tradition of including culture among the items for discussion at ministerial level, supported by a working group.

    Under Brazil’s presidency in 2024, the G20 Culture Working Group highlighted the relationship between education and culture. This was in line with Unesco’s Framework for Culture and Arts Education. Taking over the G20 presidency, South Africa has expanded on the cultural agenda.

    Cultural heritage

    Priority 1: the safeguarding and restitution of cultural heritage to protect human rights.

    This relates to cultural property, mainly stolen during colonisation and displayed in global south museums. It’s one of the key issues in the heritage sector today.

    After years of demands by formerly colonised countries, there’s a growing list of high profile objects being sent back home. France returned 26 Dahomey Kingdom royal treasures to Benin and the saber of El Hadj Omar Tall to Senegal; 119 Benin bronzes came from the Netherlands to Nigeria. Akan cultural objects were restituted from Japan to Côte d’Ivoire.

    This global issue has particularly affected African countries. South Africa, too, knows its importance, with the repatriation of the human remains of Saartjie Baartman by France.

    The Mondiacult 2022 declaration calls the return of cultural heritage an “ethical imperative”. It’s part of the respect for cultural rights and human rights.

    For South Africa, one of the most influential countries on the continent, this is a good way to support the 2023 position of the African Union (AU) on the urgent return of this heritage. Improving the relationship between the global north and south requires this kind of debate.

    Inclusive development

    Priority 2: integrating cultural policies in socio-economic strategies to ensure inclusive, rights-based development.

    The importance of cultural goods and services in national and international trade has been highlighted many times. Statistics show they make up a healthy share of a country’s gross domestic product (GDP).

    A 2021 study found that the cultural and creative industries contributed 4.3% to South Africa’s GDP. At African level, they are estimated to generate US$45.35 billion in income and 15.87 million jobs. According to the 2024 UN Creative Economy Outlook, exports of creative services globally rose to $1.4 trillion in 2022, an increase of 29% since 2017. Exports of creative goods reached US$713 billion, an increase of 19%.

    With the development of an African Continental Free Trade Area, the AU revised its plan for action on cultural and creative industries.

    South Africa can play a leading role in this priority, having drafted a national policy paper on trade agreements involving the creative and cultural industries. The country’s Creative Industries Vision 2040 aims for an annual growth rate of 6.8% of GDP for these industries.

    However, the creative economy should be rights-based development and inclusive of local communities, young people and women. The G20 countries will need to work together to support policies that enhance sustainability and equity for creative workers. This is especially important in Africa where the creative economy is largely informal and unprotected.

    Digital technologies

    Priority 3: harnessing digital technologies for the protection and promotion of culture and sustainable economies.

    Digital technology is transforming the creative economy value chain. In my survey of the COVID era’s harsh impact on creative workers, I found that digital media, online games, music and audiovisual content were able to be resilient. Their value chains, from creator to user, don’t require high levels of face-to-face interaction, and online tools can be used effectively.

    In 2024 the UN Conference on Trade and Development reported that, in 2022, the most exported creative services globally were software services (41.3%), research and development (30.7%), advertising, market research and architecture (15.5%), audiovisual services (7.9%), information services (4%) and cultural, recreational and heritage services (0.6%).

    While digital technologies like artificial intelligence (AI) can be seen as a threat to creativity and intellectual property, they can also be used to promote respect for communities and creators. The development of monitoring software for collecting music rights payments is an example.

    In 2021 the UN Educational, Scientific and Cultural Organization adopted a recommendation on the ethics of AI. It proposes that AI tools be used for the benefit of the promotion, preservation, enrichment and accessibility of intangible or tangible cultural heritage. This issue is crucial because Mondiacult 2022 declared that culture is a “global public good” and the G20 must fund research and development of the most appropriate and advanced AI tools.

    Climate change

    Priority 4: the intersection of culture and climate change – shaping global responses.

    The challenges of climate change require a range of responses. Intangible cultural heritage (like oral traditions, social practices, rituals) can help to teach how ancient societies organised their relationships with nature and how they dealt with changes.

    Art, theatre, film, gaming and many other cultural forms can educate and raise awareness about this urgent issue. The African continent has a rich cultural diversity and is a potential source of many unexpected and insightful solutions.

    Keeping it relevant

    These four priorities reflect what is important on the continent. Africa will benefit from the collective efforts of the G20 countries in implementing such priorities. The presence of the AU as a permanent member of the G20 will support South Africa’s leadership and advance the continent’s cause.

    The challenge to the culture working group is to come up with relevant recommendations that can be endorsed by the G20 Ministerial Meeting. The 2024 G7 Ministerial Meeting on Culture, along with the AU and the African Development Bank, has set the tone. Their Naples Statement on culture for the sustainable development of Africa and the world notes that the G7 countries “intend to work with African governments to harness culture as a key driver of sustainable development”.

    A G20 summit on African soil cannot do less. It has all the potential it needs to support the African cultural sector in a variety of ways.

  • MIL-OSI Africa: Ernest Cole: the South African photographer at the centre of a powerful and heartbreaking film

    Ernest Cole is famous for photographing the everyday realities of South Africa’s racist apartheid system. His 1967 book House of Bondage ensured his damning critique of the white minority regime was seen by the world. But its publication sent him into exile and was banned at home.

    The startling discovery of a vast archive of his work in a Swedish bank vault in 2017 has returned him to public view.

    House of Bondage was republished in 2023 and then, in 2024, celebrated Haitian film-maker Raoul Peck made Ernest Cole: Lost and Found.

    It would win the documentary prize at the Cannes Film Festival and show around the world, restoring the legacy of a photographer who died penniless in New York in 1990 at the age of 49.

    As a researcher of South African photography under apartheid, I was intrigued by how the film would convey this complex life story.

    It draws extensively on Cole’s images, made in South Africa, Europe and the US. It’s a beautiful, poetic interpretation of how his images mirrored his own experiences of oppression, displacement and the loneliness of exile.

    House of Bondage

    Cole was just 10 when the state introduced the Group Areas Act and entrenched racial segregation. He was 22 when his childhood neighbourhood of Eersterust was razed to the ground. His family was among the thousands forcibly removed to a new township.

    In his second year of high school, he elected to drop out. The state had introduced Bantu Education, designed to ensure Black children learned only enough for a life of servitude.

    Cole began to study by correspondence, taking a course with the New York Institute for Photography. By 18, he’d landed a position as a darkroom assistant at Drum magazine, working alongside German photographer Jürgen Schadeberg.

    In 1959, Cole saw a copy of French street photography pioneer Henri Cartier-Bresson’s The People of Moscow, and decided he would create a similar book to convey what it meant to live under apartheid.

    He spent six years taking the photographs that would become House of Bondage, a book that exposed the apartheid state.

    Determined to publish his images, he fled to the US in 1966, where his book appeared a year later. Acclaimed internationally, it was banned for 22 years in South Africa. Cole was prohibited from returning home and spent the next 20 years stateless.

    He hoped to find freedom in America. Instead he felt pigeonholed as a Black photographer, dismayed at only ever being commissioned to document suffering.

    He made hundreds of photographs of people in Harlem, often drawn to scenes that were impossible in South Africa. Mixed-race couples holding hands in public, young people of different races hanging out, neon signs offering “Sex, sex, sex” rather than the “Whites only” signs of segregation he documented at home.

    Commissioned to take photos in the Deep South, he found the same suffering and racism he’d thought particular to South Africa.

    In a letter to the Norwegian government requesting an emergency travel certificate to leave the US, he wrote:

    Exposing the truth at whatever cost is one thing. But having to live a lifetime of being a chronicler of misery and injustice and callousness is another.

    A life in fragments

    For me, the most poignant moment of the film is the footage of Cole speaking in his own voice in a 1969 documentary. A slight man with a sorrowful gaze, he’s seated at a table with prints of his photos:

    I’ve been banned in absentia, but that doesn’t matter because it (his book) will stand in the future. Because I’m sure South Africa will be free.

    His youthful conviction is undercut by the presence, in his voice, of the weight of all he’s experienced. Correspondence shows Cole’s book was sent to government officials in the US and Europe, and to the United Nations, but it would take decades of resistance before apartheid fell.

    Despite his fame, and the support of leading international photographers, writers and editors, Cole’s determination was ground down by the racism he encountered everywhere he went. Although he received grants to continue his work, he descended into poverty and depression.

    By the mid-1980s he stopped taking photos – his cameras were lost, stolen, or sold, and he learned that his belongings, including negatives and prints that he’d left in a hotel storage room in New York, had been discarded. Cole was destitute and ill.

    Diagnosed with pancreatic cancer, he watched Nelson Mandela’s release from prison in 1990 from his hospital bed. Cole died in New York that same year. All his negatives and the work he’d made during his life in exile were thought to be lost.

    Finding Ernest Cole

    Peck’s meditative film draws on Cole’s notebooks and letters, along with research interviews, in a rather bold attempt to have him “tell his own story”. It’s a story driven by both curiosity and heartbreak, narrated by actor LaKeith Stanfield, whose rather jarring American accent gives voice to a South African experience.

    Although she’s not mentioned in the credits, Peck’s script draws heavily on interviews by Swedish curator and researcher Gunilla Knape. Her association with the Hasselblad Foundation might account for why she remains unacknowledged – the organisation is linked to the ongoing controversy over ownership of Cole’s work.

    In 2017, Cole’s nephew, Leslie Matlaisane, received an email requesting that he travel to Sweden to discuss the return of items belonging to his uncle, discovered in a bank vault in Stockholm.

    The film includes footage of Matlaisane’s journey to Sweden and the bizarre scene that unfolds as Cole’s archive is returned without any explanation about how it came to be either lost or found, or who’d placed it there.

    The boxes included 60,000 negatives, and Cole’s notebooks and research materials for House of Bondage. An incredible trove of history has resurfaced, but as Peck’s film shows, Cole himself was irrecoverably lost in exile.

    Ahead of Earth Day, Apple hits new milestones in emissions reductions, clean energy, and recycled materials

    Apple today announced that the company has surpassed a 60 percent reduction in its global greenhouse gas emissions compared to 2015 levels, as part of its Apple 2030 goal to become carbon neutral across its entire footprint in the next five years. The company achieved several other major environmental milestones, including the use of 99 percent recycled rare earth elements in all magnets and 99 percent recycled cobalt in all Apple-designed batteries.1 Apple shared this and other progress in its annual Environmental Progress Report, published today.

    “We’re incredibly proud of the progress we’re making toward Apple 2030, which touches every part of our business,” said Lisa Jackson, Apple’s vice president of Environment, Policy, and Social Initiatives. “Today, we’re using more clean energy and recycled materials to make our products than ever before, we’re preserving water and preventing waste around the world, and we’re investing big in nature. As we get closer to 2030, the work gets even harder — and we’re meeting the challenge with innovation, collaboration, and urgency.”

    Apple’s 2030 strategy prioritizes cutting greenhouse gas emissions by 75 percent compared with its 2015 baseline year, before applying high-quality carbon credits to balance the remaining emissions. Last year, Apple’s comprehensive efforts to reduce its carbon footprint — including the continued transition of its supply chain to renewable electricity and designing products with more recycled materials — avoided an estimated 41 million metric tons of greenhouse gas emissions.

    As Apple celebrates Earth Day with its teams, partners, and customers around the world, including with a special offer for users who bring in devices for recycling, here’s a look at the progress the company is making across its environmental initiatives.

    Accelerating Clean Energy in Apple’s Supply Chain

    There are now 17.8 gigawatts of renewable electricity online in Apple’s global supply chain, thanks to the company’s long-standing collaboration with its suppliers to transition to 100 percent renewable energy for their Apple production by 2030. The renewable energy procured by Apple suppliers avoided 21.8 million metric tons of greenhouse gas emissions in 2024, an over 17 percent increase from the previous year. Additionally, suppliers avoided nearly 2 million metric tons of greenhouse gas emissions last year by working with Apple to optimize their energy efficiency.

    Driving Cleaner Semiconductor Production

    In addition to transitioning suppliers to clean energy, Apple is working across its supply chain to reduce the direct climate impact of industrial processes. This includes the manufacturing of semiconductors and flat-panel displays, both of which emit highly potent fluorinated greenhouse gases (F-GHGs). Today, Apple is announcing that 26 of its direct semiconductor suppliers have committed to abate at least 90 percent of F-GHGs from their facilities with Apple-related production by 2030. Many of these facilities also serve additional customers, helping this progress ripple beyond Apple. Additionally, 100 percent of the company’s direct display suppliers have made the same pledge. In 2024, display and semiconductor suppliers abated 8.4 million metric tons of greenhouse gas emissions, and the new commitments will accelerate that progress in the coming years.

    Expanding the Use of Recycled and Renewable Materials

    Apple continues to use more recycled and renewable materials across its products, helping drive down their carbon footprint without compromising quality or performance. Earlier this year, Apple surpassed 99 percent on the way toward its 2025 goals to use 100 percent recycled rare earth elements in all magnets and 100 percent recycled cobalt in all Apple-designed batteries. Magnets are by far the most significant use of rare earth elements in Apple products overall, and Apple-designed batteries comprise over 97 percent of Apple’s total cobalt use. Apple is committed to sourcing both recycled and primary minerals responsibly, and drives high human rights and environmental standards across its supply chain.

    Eliminating Millions of Metric Tons of Waste

    In 2024, suppliers participating in Apple’s Zero Waste program redirected approximately 600,000 metric tons of waste from landfills, bringing the total to 3.6 million metric tons since the program’s inception in 2015. That is equivalent to eliminating 4.5 million square meters of landfill space. Apple and its suppliers are innovating to further accelerate progress, from deploying recyclable protective films and reusable trays in manufacturing to recovering valuable metals from waste liquids generated during printed circuit board manufacturing.

    Innovating to Reduce Product Emissions

    Apple’s environmental progress continues to show up in its products. Earlier this year, the company introduced the new MacBook Air with over 55 percent recycled content overall, the most in any Apple product. Last year, Apple introduced its first-ever carbon neutral Mac with the new Mac mini. And customers can choose a carbon neutral option of any Apple Watch in any material. Apple’s carbon neutral products are the result of innovations to significantly reduce carbon emissions across their three biggest sources — materials, electricity, and transportation — before using high-quality carbon credits from nature-based projects to balance the small amount of remaining emissions.

    Saving Billions of Gallons of Water Each Year

    Apple and its suppliers have saved over 90 billion gallons of fresh water since launching the Supplier Clean Water Program in 2013, which promotes water reuse, efficiency, and other initiatives at facilities around the world. The average reuse rate by participating suppliers was 42 percent last year, saving 14 billion gallons of fresh water in 2024 alone. Across Apple’s corporate operations, the company has set a target to replenish 100 percent of freshwater withdrawals in high-stress locations by 2030. Apple has now initiated long-term partnerships amounting to over 40 percent of that target. This includes support for new and ongoing replenishment projects in the U.S., India, and Africa, which together are expected to deliver nearly 9 billion gallons in water benefits over the next 20 years.

    Celebrating Earth Day with Apple

    To celebrate Earth Day, Apple is offering customers and users a series of ways to learn and take action to protect the planet — from helping take part in recycling important materials, to enjoying content that celebrates Earth.

    Through Apple Trade In and free recycling programs available at Apple Store locations around the world, customers can bring in the Apple products they no longer use for credit or to be responsibly recycled. From now until May 16, customers can receive 10 percent off an Apple accessory when they recycle an eligible item in-store.2

    On April 22, Apple Watch users can earn an Earth Day limited-edition award by completing any workout of 30 minutes or more, encouraging them to get outside and stay active. Apple Fitness+ offers thousands of workouts and meditations that can be done anytime, anywhere, including outside.   • MIL-OSI Africa: South Africa’s domestic workers still battle with echoes of a racist past

    There are 861,000 domestic workers employed in South Africa. They make up about 25% of the informal (non-agricultural) labour sector. By and large, it is still uneducated, black working-class females who clean and care for the country’s middle- to upper-class homes. It’s an eerily familiar scene.

    Paid domestic work provides a microcosm of South Africa’s continuing struggle with its apartheid past. While the slavery of the colonial era and the servitude of black people under apartheid’s white minority rule are now gone, paid domestic work has adapted to post-apartheid realities. A great deal has changed in the country’s legal landscape, but domestic labour preserves racial identities and inequalities.

    We have researched domestic labour in South Africa extensively for more than a decade, including the first author’s PhD. We have done in-depth interviews with over 70 employers and workers through a range of studies in the province of KwaZulu-Natal.

    Our research shows that these racial identities and inequalities persist, particularly when domestic employers and workers avoid discussing the racial aspects of their relationships, feeling these are “too close for comfort” and liable to evoke explosive apartheid-era stereotypes.

    It’s clear that the injustices of paid domestic labour cannot be solved through legislation alone. The history, norms, and pain from the country’s past run too deep. They touch people personally, and affect the way they engage each other (or don’t).

    Social change requires innovative solutions to disrupt the status quo, while also facing the country’s haunting past.

    Changes on paper

    The end of apartheid in 1994 brought about a wave of changes, including equal rights for all citizens. Labour laws were extensively reformed. Rights and standards for domestic workers were introduced to address wages, working conditions, and other aspects of employment, theoretically ensuring fair treatment.

    These legal advancements led to some improvements in the minimum wage and the use of employment contracts of domestic workers. But they didn’t stop entrenched practices like payments-in-kind (for example giving groceries or housing instead of cash) and unpaid overtime.

    The informal and private nature of domestic work makes it difficult to regulate. Progressive laws cannot reach here to eliminate cultural attitudes and behaviours that echo apartheid.

    In other words…

    In her 1980 book Maids and Madams, South African sociologist Jacklyn Cock was one of the first researchers to treat paid domestic labour as a reflection of broad structures of oppression in the country. She set out how apartheid racial hierarchies were overt, widely acknowledged, and crudely enacted. Domestic workers faced conditions close to slavery, with employers wielding unchecked power over their lives. Domestic work reinforced a rigid racial hierarchy, clearly demarcating the roles and status of the “madam” and the “maid”.

    Through a close analysis of extensive interviews, our research shows how language underpins this relationship today, both through what is said and what isn’t. Domestic workers and employers go to great lengths not to talk about themselves as the “maid” or the “madam”. They focus instead on intimacy, reciprocation, and mutual support, avoiding the need to negotiate their employment relationship or any other topic that might arouse issues relating to race or inequality.

    Middle- to upper-class employers are particularly sensitive to racial stereotypes and avoid language that hints at hierarchy or power. They sometimes say that domestic workers “feel like one of the family”, which obscures the underlying power dynamics.

    This matters because it allows potentially unfair or exploitative labour practices to be carried out under the guise of “familial” relations. For example, we might expect an aunt to go the extra mile for the family, staying late to help out and showing she cares about the household. Outside of these familial boundaries, an “employee” should not have these obligations.

    Polite language can create a veneer of equality that hides ongoing exploitation. To avoid sounding like “the baas” (boss) or “the madam”, with racial overtones, many employers are reluctant to give direct feedback or set clear boundaries for their employees.

    Instead, we found that many give ambiguous instructions, or no instructions at all, avoiding the uncomfortable post-apartheid situation of being a middle-class white woman telling a working-class black woman what to do. This can lead to confusion, frustration, and potentially unfair treatment. As a result, employers may feel that their expectations go unfulfilled and workers don’t know what is required of them.

    Calculations based on Quarterly Labour Force Statistics consistently demonstrate that only 20% of domestic workers are registered for the state’s Unemployment Insurance Fund. Instead, work relationships are regulated by informal understandings between parties, a fact that became apparent when domestic workers could not access unemployment insurance benefits during the COVID-19 lockdowns.

    A contract requires negotiations that would make the employment-centred nature of the relationship, with its hierarchy and expectations, undeniable for all involved.

    Perhaps unsurprisingly, these sensitivities and avoidances are apparent in conversations with domestic workers too. Workers prefer to focus on the value of their labour and justify, subvert, and evaluate their place in their employer’s household. Sometimes they talk about themselves as being “the boss” or “the owner” of the house, based on the responsibilities they have, the types of work they do – like caring for children or the elderly in the household – and the amount of time that they spend tending the home.

    However, these assertions have a hollow ring when workers are excluded from big decisions in the household, like their right to have visitors, or small decisions like where to place household furniture. Feeling like part of the family is ruptured by exclusion from intimate moments like family celebrations, creating an all too familiar reminder of race and hierarchy.

    Moving forward

    The very real progress that has been made over the past 30 years of democracy should be celebrated. Legal reforms have achieved basic rights for domestic workers. Nevertheless, the spectre of apartheid still haunts South Africa and it’s clear that much work remains to be done.

    It’s our view that disrupting the patterns that seem so ingrained in this relationship will take fresh thinking. Mutually negotiated employment contracts should be a norm. Professionalising paid domestic labour provides the opportunity to break the informality that has come to define domestic labour relations in South Africa.

    And, with increasing access to the internet in South Africa, the digitisation of domestic labour holds promise for instituting social change through technology.

    This has been successful in the developing world, including the African continent.

    Workers have greater agency to market themselves, choose where and who to work for, and to rate and regulate employers. Online platforms could also provide the opportunity for vetting each other and for negotiating compliance with regulations.

    Africa is home to a rich variety of incredible indigenous crops and foods – from nutrient-dense grains and legumes to unique fruits and leafy greens. Despite their value, many of these foods are often overlooked, under-celebrated, and under-consumed in favour of imported or commercial alternatives.

    Over the years, we’ve published several articles that shine a light on these traditional foods.

    In this piece, we highlight some of those stories, celebrating the power and promise of Africa’s indigenous foods.

    Special sorghum

    Modern food systems often harm both health and the environment. These systems promote cheap, processed foods that contribute to poor nutrition and disease. At the heart of the food system’s problems is a lack of diversity. Power is consolidated in the hands of a few mega-corporations and the world relies on four main staple crops – wheat, rice, maize and soybean – to meet most food needs.

    In South Africa, for instance, healthy diets remain unaffordable for many, and traditional crops like sorghum have declined.

    Scientist Laura Pereira revealed how, once central to diets and culture, sorghum is nutritious, drought-resistant and climate-resilient. Yet, it suffers from negative stereotypes and limited market appeal.

    Bugs, bugs, bugs

    For thousands of years, people from all over the world have eaten insects. Today about 2.5 billion people – many of whom live in Africa – eat insects. To date, 470 African edible insects have been scientifically recorded. Grasshoppers and termites are among some of the favourites.

    Researchers Martin Potgieter and Bronwyn Egan have shared insights into the various ways they’re eaten across the continent. Recipes vary by region and include snacks, stews and even stuffed dates.

    Powerful pulses

    Many of Africa’s local pulses – such as beans, lentils and cowpeas – are highly nutritious, affordable and climate-resilient foods. As researcher Nokuthula Vilakazi explained, they can play a vital role in addressing malnutrition and food insecurity in Africa.

    Rich in protein, fibre, and essential vitamins and minerals, pulses are especially valuable for tackling both chronic hunger and hidden hunger caused by poor diets.

    Championing teff

    Teff, an ancient grain from Ethiopia and Eritrea, is gaining global popularity due to its health benefits, especially being gluten-free.

    Crop expert HyeJin Lee explained that, despite teff’s resilience and importance to millions, inefficient practices and weak value chains hinder growth.

    Kenya’s positive push

    Once viewed as outdated or poor people’s food, traditional vegetables and local foods in Kenya are now experiencing a resurgence.

    This is because traditional vegetables – like spider plant, leaf amaranth and cassava leaves – have proven to be more nutritious than commonly eaten exotics, like cabbage.

    The leaves of cassava, a major vegetable in central African nations, are rich in proteins. A single serving, or 100 grams of the leaves, can provide up to three times the recommended daily intake of vitamin A in children and adults.

    The fruit pulp of the baobab can supply as much as 10 times the amount of vitamin C as an orange, by weight.

    Botanist Patrick Maundu explained how a nationwide effort has promoted the nutritional and cultural value of indigenous foods since the mid-1990s. This initiative improved seed availability, linked farmers to markets, and helped restore pride in local food culture.

    Fermentation is a process where microorganisms like bacteria and yeast work together to break down complex carbohydrates and protein into simpler, more digestible forms.

    The fermentation process not only extends the shelf life of food but also enhances its nutritional content. During fermentation, beneficial microorganisms produce essential vitamins and minerals.

    Fermented foods have many benefits and have been shown to reduce inflammation and infections.

    As nutrition researchers we undertook an in-depth assessment of fermented African foods and their potential to improve human health cost-effectively.

    By gaining a deeper understanding of the diverse microbiomes present in various fermented indigenous African foods, we aim to enhance human health through targeted dietary interventions.

    Going back in history

    Fermentation as a preservation method can be traced back a long way.

    In the Middle East, between 1,000 and 15,000 years ago, people moved from foraging and hunting to organised food cultivation and production.

    Evidence of the alcoholic fermentation of barley into beer and grapes into wine dates back to between 2000 and 4000 BC.

    In the Middle East and the Indian subcontinent milk was fermented to create yoghurt and other sweet and savoury fermented milks. White cabbage pickles and fermented olives are very popular in the Middle East.

    In India and the Philippines, rice flour was fermented to produce products like noodles.

    Africa’s traditions

    In Africa, fermented foods hold great cultural significance and health benefits, yet this topic has not been thoroughly researched.

    Foods are mostly fermented at home and trends vary by region.

    The primary ingredients in African fermented foods are mainly cereals, tubers and milk.

    Most of the fermented foods are plants that grow on their own in the wild and are often considered weeds in cropped and cultivated land. These include amaranths, Bidens pilosa, cleome and Corchorus species. The increased availability of African indigenous foods could expand the range of commercially available fermented African foods.

    While some products like marula beer have entered the commercial market, the overall consumption of fermented foods among Africans has declined.

    This drop is largely due to the widespread availability of refrigeration systems and a growing loss of interest in traditional African foods.

    Improving health in Africa

    Fermented root plants such as cassava and yam have been shown to decrease creatinine levels, which may indicate enhanced renal function and kidney health. This suggests that the fermentation process not only enriches these root plants with probiotics, but also promotes better physiological responses in the body.

    Among the diverse array of fruits native to Africa, baobab and marula are the most popular fermented fruits. Fermenting them enhances their protein and fibre content. Consuming fermented baobab fruits has been shown to reduce the activity of α-amylase, an enzyme that may have implications for regulating blood sugar.

    Millet, maize, African rice and sorghum are the most fermented grains in Africa. When these foods are fermented, they can help reduce blood glucose levels, serum triglycerides and cholesterol.

    Amahewu is a traditional beverage produced through the fermentation of sorghum or maize, mostly enjoyed in South Africa and Zimbabwe for its tangy flavour and smooth texture.

    In Kenya, a similar fermented cereal beverage known as uji is made of millet and flavoured with milk, adding to its rich and nutritious profile.

    Ghana boasts its own version called akasa, which is prepared from a combination of sorghum, corn and millet and known for its unique taste and cultural significance.

    In Sudan, the beverage referred to as abreh varies in preparation but shares the same essence of fermentation, while in Nigeria, ogi is another fermented cereal paste, from similar small grains like sorghum and millet, which produce a creamy beverage.

    Fermenting sorghum and millet provides essential nutrients and supports metabolic health and gut function.

    In Nigeria, fermented cereal beverages are widely used to control diarrhoea in young children.

    Sour milk is the most fermented food in Africa, celebrated for its rich flavour and numerous health benefits.

    During the fermentation process, bacteria convert the milk sugar, called lactose, into lactic acid.

    Kulenaoto, a traditional fermented milk drink enjoyed in Kenya, is known for its creamy texture and slightly tangy flavour. South Africa produces sour milk known as amasi. Nigeria and Togo share a common fermented dairy product known as wara, which is made from fermented soybeans and is often served as a snack.

    In Ghana, nyamie is a rich, thick yogurt-like product. In Cameroon, pendidam is a unique fermented milk product that is cherished for its distinctive taste and nutritional benefits, making it a staple in many households.

    Regular consumption of fermented sour milk can play a significant role in weight management, decreasing visceral (gut) fat, which is a risk factor for cardiovascular diseases.

    Moreover, fermented milk offers valuable protection against folate deficiency.

    Looking forward

    African fermented foods could be the easiest and least expensive way of introducing beneficial microbes to the gastrointestinal tract, replacing expensive pharmaceutical probiotics.

    These processes should be encouraged, and younger generations need to be exposed to the benefits of these traditions.

    Vanishing plants could be preserved and distributed through seed banks.

    The tradition of fermentation should be encouraged at both household and commercial levels to promote overall health.

    The win at the Lots for Tots Awards follows closely on the heels of Derby LIVE and Little Wolf Entertainment’s record-breaking production of Cinderella receiving nominations in two categories at the UK Pantomime Association’s Pantomime Awards.

    The Lots for Tots Awards recognise and celebrate the exceptional businesses and individuals who make a positive impact on the lives of families throughout Derbyshire.

    The Public’s Business of the Year Award specifically honours family-focused organisations that work with or support families and children in the Derbyshire area. This award, along with only one other category, was entirely decided by public vote, highlighting the strong connection Derby LIVE has with the local community.

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson joined a multistate friend-of-the-court brief defending President Trump and Secretary Linda McMahon in New York v. McMahon. The case arises from a challenge by several Democrat-led states seeking to reinstate federal employees placed on administrative leave and stop upcoming reductions-in-force. The lawsuit seeks to block the administration’s efforts to reduce the size of the U.S. Department of Education, thereby returning power to the states. 

    The brief, filed in the U.S. District Court for the District of Massachusetts, argues that the Constitution vests authority over the federal workforce in the President under Article II, and that the states, not the courts, should lead on education policy.  

    “President Trump was elected to clean up bloated federal agencies and put power back where it belongs, with the states and the people,” said Attorney General Wilson. “This lawsuit is nothing more than an attempt to tie the hands of the President and preserve the failing status quo in education.” 

    The brief makes clear that managing executive branch employees is a core presidential power, and that Congress created a specific legal process, under the Civil Service Reform Act, for federal employment disputes. The plaintiffs in the case are attempting to bypass that process by asking the courts to reinstate federal workers without following established rules. 

    The coalition also points out that some states have shown major academic gains after reclaiming control over education policy. Mississippi and Louisiana have seen dramatic improvement in reading and math scores, proof that restoring authority to the states can lead to real results for students. 

    “South Carolina knows what our students need better than Washington bureaucrats do,” Attorney General Wilson said. “We’re proud to stand with President Trump as he fights to drain the swamp and empower states to fix a broken education system.” The brief cautions the court against interfering in the constitutional separation of powers, noting that the President must be free to manage the federal workforce and set policy priorities without judicial micromanagement.  

    South Carolina joined Montana, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Mississippi, Missouri, North Dakota, Ohio, South Dakota, and Texas in filing the amicus brief.

  • MIL-OSI Security: El Paso Couple Sentenced to Federal Prison for Methamphetamine Trafficking and Firearm Offenses

    EL PASO, Texas – An El Paso husband and wife were sentenced together in a federal court to a combined 25 years in prison for charges related to drug trafficking.

    According to court documents, law enforcement officers conducted a traffic stop on Carlos Morales, 41, and Rebekah Sue Morales, 55, during an FBI surveillance operation on March 5, 2024. Two handguns were located in a backpack belonging to Carlos, a convicted felon. The subsequent execution of a search warrant on the couple’s home resulted in the seizure of additional firearms, ammunition and methamphetamine. Further investigation revealed that both Carlos and Rebekah were involved in trafficking the methamphetamine.

    Carlos pleaded guilty on Jan. 6, 2025, to one count of felon in possession of a firearm. Rebekah pleaded guilty to one count of conspiracy to possess with intent to distribute a controlled substance. U.S. District Judge Leon Schydlower sentenced Carlos Morales to the statutory maximum of 15 years in federal prison. Schydlower sentenced Rebekah Sue Morales to 10 years in federal prison. In addition, the court ordered the forfeiture of the defendant’s residence, as well as the forfeiture of multiple firearms, all used to facilitate the commission of their crimes.

    Acting U.S. Attorney Margaret Leachman for the Western District of Texas made the announcement.

    The FBI investigated the case with assistance from the U.S. Border Patrol, Bureau of Alcohol, Tobacco, Firearms and Explosives, the El Paso Country Sheriff’s Office, and the El Paso Country Constables.

    Assistant U.S. Attorney Susanna Martinez prosecuted the case.

  • MIL-Evening Report: Fiji defence minister draws flak for six-week trip to meet peacekeepers

    Fiji’s Minister for Defence and Veteran Affairs is facing a backlash after announcing that he was undertaking a multi-country, six-week “official travel overseas” to visit Fijian peacekeepers in the Middle East.

    Pio Tikoduadua’s supporters say he should “disregard critics” for his commitment to Fijian peacekeepers, which “highlights a profound dedication to duty and leadership”.

    However, those who oppose the 42-day trip say it is “a waste of time”, and that there are other pressing priorities, such as health and infrastructure upgrades, where taxpayers money should be directed.

    Tikoduadua has had to defend his travel, saying that the travel cost was “tightly managed”.

    He said that, while he accepts that public officials must always be answerable to the people they serve, “I will not remain silent when cheap shots are taken at the dignity of our troops, or when assumptions are passed off as fact.”

    “Let me speak plainly: I am not travelling abroad for a vacation,” he said in a statement.

    “I am going to stand shoulder-to-shoulder with our men and women in uniform — Fijians who serve in some of the harshest, most dangerous corners of the world, far away from home and family, under the blue flag of the United Nations and the red, white and blue of our own.

    ‘I know what that means’
    Tikoduadua, a former soldier and peacekeeper, said, “I know what that means [to wear the Fiji Military Forces uniform].”

    “I marched under the same sun, carried the same weight, and endured the same silence of being away from home during moments that mattered most.

    “This trip spans multiple countries because our troops are spread across multiple missions — UNDOF in the Golan Heights, UNTSO in Jerusalem and Tiberias, and the MFO in Sinai. I will not pick and choose which deployments are ‘worth the airfare’. They all are.”

    He added the trip was not about photo opportunities, but about fulfilling his duty of care — to hear peacekeepers’ concerns directly.

    “To suggest that a Zoom call can replace that responsibility is not just naïve — it is offensive.”

    However, the opposition Labour Party has called it “unbelievably absurd”.

    “Six weeks is a long, long time for a highly paid minister to be away from his duties at home,” the party said in a statement.

    Standing ‘shoulder to shoulder’
    “To make it worse, [Tikoduadua] adds that he is . . . ‘not going on a vacation but to stand shoulder to shoulder with our men and women in uniform’.

    “Minister, it’s going to cost the taxpayer thousands to send you on this junket as we see it.”

    Tikoduadua confirmed that he is set to receive standard overseas per diem as set by government policy, “just like any public servant representing the country abroad”.

    “That allowance covers meals, local transport, and incidentals-not luxury. There is no ‘bonus’, no inflated figure, and certainly no special payout on top of my salary.

    As a cabinet minister, the Defence Minister is entitled to business class travel and travel insurance for official meetings. He is also entitled to overseas travelling allowance — UNDP subsistence allowance plus 50 percent, according to the Parliamentary Remunerations Act 2014.

    Tikoduadua said that he had heard those who had raised concerns in good faith.

    “To those who prefer outrage over facts, and politics over patriotism — I suggest you speak to the families of the soldiers I will be visiting,” he said.

    “Ask them if their sons and daughters are worth the minister’s time and presence. Then tell me whether staying behind would have been the right thing to do.”

    Responding to criticism on his official Facebook page, Tikoduadua said: “I do not travel to take advantage of taxpayers. I travel because my job demands it.”

    His travel ends on May 25.

Consuming fermented baobab fruits has been shown to reduce the activity of α-amylase, an enzyme that may have implications for regulating blood sugar.

    Millet, maize, African rice and sorghum are the most fermented grains in Africa. When these foods are fermented, they can help reduce blood glucose levels, serum triglycerides and cholesterol.

    Amahewu is a traditional beverage produced through the fermentation of sorghum or maize, mostly enjoyed in South Africa and Zimbabwe for its tangy flavour and smooth texture.

    In Kenya, a similar fermented cereal beverage known as uji is made of millet and flavoured with milk, adding to its rich and nutritious profile.

    Ghana boasts its own version called akasa, which is prepared from a combination of sorghum, corn and millet and known for its unique taste and cultural significance.

    In Sudan, the beverage referred to as abreh varies in preparation but shares the same essence of fermentation, while in Nigeria, ogi is another fermented cereal paste, from similar small grains like sorghum and millet, which produce a creamy beverage.

    Fermenting sorghum and millet provides essential nutrients and supports metabolic health and gut function.

    In Nigeria, fermented cereal beverages are widely used to control diarrhoea in young children.

    Sour milk is the most fermented food in Africa, celebrated for its rich flavour and numerous health benefits.

    During the fermentation process, bacteria convert the milk sugar, called lactose, into lactic acid.

    Kulenaoto, a traditional fermented milk drink enjoyed in Kenya, is known for its creamy texture and slightly tangy flavour. South Africa produces sour milk known as amasi. Nigeria and Togo share a common fermented dairy product known as wara, which is made from fermented soybeans and is often served as a snack.

    In Ghana, nyamie is a rich, thick yogurt-like product. In Cameroon, pendidam is a unique fermented milk product that is cherished for its distinctive taste and nutritional benefits, making it a staple in many households.

    Regular consumption of fermented sour milk can play a significant role in weight management, decreasing visceral (gut) fat, which is a risk factor for cardiovascular diseases.

    Moreover, fermented milk offers valuable protection against folate deficiency.

    Looking forward

    African fermented foods could be the easiest and least expensive way of introducing beneficial microbes to the gastrointestinal tract, replacing expensive pharmaceutical probiotics.

    These processes should be encouraged, and younger generations need to be exposed to the benefits of these traditions.

    Vanishing plants could be preserved and distributed through seed banks.

    The tradition of fermentation should be encouraged at both household and commercial levels to promote overall health.

  • MIL-OSI Global: Have Trump’s tariffs affected his popularity? Here’s what approval data shows

    When Donald Trump launched a trade war on April 2, he produced enormous volatility in stock markets around the world, but since then upheaval in the bond market has forced him to row back on some of his tariffs.

    Investors traditionally consider US Treasury bonds to be a safe asset with a guaranteed return and therefore preferable to stocks when the latter are falling in price. However, instead of buying these bonds investors have been selling them, and this produced a rapid fall in their price.

    While stock prices have recovered somewhat in Europe and Asia they have continued to fall in the US. But what do US consumers make of all this? Has the shifting of the bond market and economic uncertainty affected voter confidence, and approval, in the US president?

    A round up of recent polls suggest US voters expect to see higher prices for goods as a result of the tariffs, with 75% expecting short-term price hikes, and 48% long-term. While 51% like Trump’s trade goals, only 37% approve of his approach. Meanwhile, 91% of Republicans think the president has a clear plan for tariffs and trade, but only 16% of Democrats and 43% of independent voters do. Republican voters are also much more willing to take a longer time to make up their minds about Trump’s trade policy, with 49% saying they will assess it in a year’s time or longer, compared to 36% of independents and 21% of Democrats who are willing to wait that long.

    The latest Morning Consult poll on April 14 gives Trump his lowest approval rating yet for his second term, at 45%. A few weeks ago it was clear from the polls that there were massive differences between Democrats and Republicans when it came to approval for Trump’s handling of his job. An Economist/YouGov poll completed on March 18 showed that 6% of Democrats, 90% of Republican and 37% of independents approved of his performance at that time.

    A more recent Economist/YouGov poll, completed on April 8 after the trade war began, shows a significant change in the views of independent voters. The Democrat and Republican approval/disapproval ratings are about the same as in the earlier survey by the Economist, but approval among voters who class themselves as independents has fallen by 5% to 32%.

    Put simply, the nonaligned voters in America have shifted against Trump over tariffs. This is significant because they are the largest political group in the US, at 37% of electors compared with 34% Democrats and 29% Republicans. Also significant is that, according to Morning Consult, the average voter is more likely to hold positive than negative views about Democrats in Congress, for the first time since the 2024 election, at 47% to 46%.

    If this shift continues, and independent voters support Democrat candidates in the 2026 mid-term elections, it means that the Democrats are likely to take control of Congress. This will give them greater opportunity to block presidential initiatives to introduce new bills, which must be passed by both the House of Representatives and the Senate to became law

    If, at some point, the Democratic party wanted to try and impeach Trump they would need far more Congressional votes than they currently have. The Republicans currently have majorities in both Houses. Impeachment requires a simple majority in the House of Representatives, but a two-thirds majority in the Senate, so it is not an easy thing to do.

    That said, the point is often made that Trump is a transactional politician and as a result attracts little personal loyalty from many of the people around him, particularly in Congress. However, if his approval ratings started to rapidly deteriorate, and the midterm elections turn into a disaster for their party, some Republicans may be ready to turn on Trump.

    Presidential approval and mid terms

    We can get an idea of the likelihood of a midterm swing by looking at the relationship between presidential approval and support for the president’s party in all 20 midterm elections since the second world war.

    The chart above compares presidential approval ratings in the month prior to elections with seat changes in the president’s party in the House of Representatives. There are 435 members of the House, and they are all up for re-election next year.

    It is clear that there is a strong positive relationship between presidential approval and the success of his party in the mid-term elections (correlation = 0.57). In other words when the president is popular his party does well and when he is unpopular it does badly.

    Donald Trump did rather badly in the midterm elections in 2018 during his first term of office. On that occasion the Republicans lost 40 House seats, a significantly greater number than the post-war average loss of 23 seats for Republican presidents. The last time the Republicans lost more seats than 2018 was in 1974 after Gerald Ford took over from Richard Nixon following the Watergate scandal.

    Currently, the president’s current approval ratings might suggest that the loss of seats by Republicans is likely to be greater in next year’s midterm elections than it was in 2018. In October 2018 Trump’s approval rating was 41%, whereas it currently stands at 45% (with 52% disapproving) in the Economist/YouGov survey.

    However, the current approval rating does not take into account the medium to longer term effects of the economic turmoil and market instability triggered by his policies. Tariffs, in particular, are very likely to increase inflation and slow economic growth both in the US and the rest of the world. This is likely to damage his approval ratings.

    In the UK Conservative prime minister Liz Truss spooked the bond market in the autumn of 2022 by proposing large unfunded tax cuts. She was rapidly removed by her party from the job of leader and prime minister. This was followed by a crushing defeat for the party in the 2024 election. The same could happen to the Republicans, although the voters will have to wait until next year to make their presence felt.

  • MIL-OSI Global: Denying compensation to ‘Waspi’ women over pension changes could be a missed opportunity

    Governments around the world have addressed the challenge of increasing life expectancy and declining birth rates by raising the pension age. The UK is no exception. The challenge this creates for governments is the thorny dual issue of rising care costs for the ageing population while fewer taxpayers support the economy.

    Between the 1940s and 2010, the UK state pension age was 65 for men and 60 for women. This gender difference reflected long-standing norms about men’s and women’s employment patterns, as well as typical age differences at marriage.

    These days, there is more acceptance of an equal age for women and men to receive the state pension. But in the process of levelling the playing field, some women feel they have been penalised by the government. So how did it happen?

    The Pensions Act 1995 equalised things, setting out a plan to gradually increase women’s state pension age to 65. But ten years later, an independent Pensions Commission report found that a state pension age fixed at 65 was no longer sustainable or affordable.

    Between 2007 and 2014 the law changed three times. This accelerated the equalisation of women’s and men’s state pension age, bringing forward the increase from 65 to 66 by five and a half years to 2020.

    Further changes accelerated the increase in the state pension age for both men and women to 67 by 2028. This was eight years earlier than the previous timetable. Another review suggested increasing the state pension age from 67 to 68 in 2039. This would bring it forward by seven years in response to continued gains in life expectancy.

    The Waspi campaign

    These changes in the state pension age led to a long-running campaign by a group known as the Waspi (Women Against State Pension Inequality) women. This group claims that women born between April 6 1950 and April 5 1960 have been badly affected by the way the government equalised the state pension ages.

    They are campaigning for compensation – but the government has repeatedly refused to pay out the recommended amounts of up to £2,950 per woman. These payment could have cost the government more than £10 billion.

    The group’s argument rests on the way the increases in the state pension age were communicated and the amount of notice women were given to plan their finances in retirement. Some women in this cohort were affected by more than one increase in the state pension age.

    The Waspi group estimates that about 3.8 million women are affected. Analysis from the House of Commons puts that figure just above 1.5 million women.

    Analysis of data from the UK’s largest household panel study, the UK Household Longitudinal Study, shows that the impact of the rise in the state pension age has been positive for older women’s employment rates. But it has been harmful for their wellbeing.

    The government’s analysis has also shown that younger women in the 1950-58 birth cohort have stayed in employment for longer.

    Studies analysing the Family Resources Survey have shown that the women affected by the increased state pension age have a reduced household income, and this effect is larger for those in lower-income households.

    The changes in the state pension age, and their effect on women born in the 1950s, has been the topic of both parliamentary debates and (unsuccessful) legal challenges by women affected by these changes.

    In March 2024, the Parliamentary and Health Service Ombudsman found the Department for Work and Pensions had demonstrated maladministration in its communication about the 1995 Pensions Act. This resulted in women losing opportunities to make informed decisions about their future. But it found that this did not result in an injustice or the women suffering direct financial loss.

    How the UK state pension age was equalised – and raised

    Whatever the outcome of the debate about women born in the 1950s, this topic raises broader issues – and lessons – about social policy. Change in social policies is inevitable. Social structures shift, as do norms and patterns in a population’s health and economic circumstances.

    However, introducing change in a way that is both informed by evidence and transparent is vital for ensuring that reforms are acceptable.

    Far from always creating “winners and losers”, social policy change can be a tool that demonstrates a collective sense of responsibility and adaptability to changing times.

    Gender differences have consistently permeated employment and pensions, and women tend to fare worse than men. More women are working in the UK than ever before and benefit from state, workplace and personal pensions. But gender gaps are persistent across areas that directly affect someone’s ability to have enough money to live comfortably in later life.

    Women are still less likely to work and to work full-time than men. And they are more likely to provide informal care within and beyond the household (except from age 75 and over). These realities result in lower earnings and a lower capacity to save for later life.

    In the broader context of stubborn financial gender inequalities over lifetimes, the issue of changing the state retirement age for women born in the 1950s is a missed opportunity. The government could play a critical part in evening out gender differences for the Waspi women – and for the millions of others coming up after them.

    President Zelenskyy, Dear Volodymyr,
    It is important for me to be standing next to you today in Odesa, a city that has been under constant attack throughout Russia’s war against Ukraine. 

    Only this weekend, Russia attacked residential buildings and a hospital here with kamikaze drones. Today we both visited a hospital where I talked with some of the people injured in the war.

    Just two days ago, in Sumy on Palm Sunday –the holiest day in the Christian calendar –  two Russian ballistic missiles killed over 30 civilians – men, women, children. 
    Over 100 were injured – many seriously.
    This is simply outrageous. It’s part of a terrible pattern of Russia attacking civilian targets and infrastructure across Ukraine. Even hundreds of hospitals and medical workers have been targeted over the last years.

    I am here today because I believe Ukraine’s people deserve real peace – real safety and security in their country. In their homes.
    My heart goes out to the people of Ukraine. 
    Those who lost loved ones in these recent strikes. And so many over the years. 
    Those who have been injured. Or lost their homes. Or had their dreams shattered by this unjust and unlawful war. 

    So I am here with you today, dear Volodymyr, 
    To affirm to you and the Ukrainian people this simple message: 
    NATO stands with Ukraine. 

    You and I know that this has been true all along.
    I also know that some have called NATO’s support into question in the last couple of months. 
    But let there be no doubt. 
    Our support is unwavering. 

    NATO continues to provide political and practical support for Ukraine by delivering security assistance and training through our command in Wiesbaden. And we work closely together in Kyiv and in Brussels. 

    What’s more, just in the first three months of 2025, NATO Allies have already pledged more than 20 billion euros in security assistance for Ukraine this year. 
    Our commitment is clear – and concrete.
    We saw further contributions as you rightly said from Allies during the latest Ramstein meeting that was held in Brussels on Friday

    Our support to Ukraine is designed to ensure that your country is strong and sovereign. Able to defend today and to deter any future aggression. 
    All of this to underpin the efforts towards a just and lasting peace. 

    Indeed, today we again spoke about the important talks that President Trump is leading with Ukraine as well as with Russia to try to end the war and secure a durable peace. 
    These discussions are not easy – not least in the wake of this horrific violence –  but we all support President Trump’s push for peace. 

    Other Allies – including through efforts led by France and the United Kingdom – are ready, willing and able to shoulder more responsibility in helping to secure a peace when the time comes.

    So let me say again – to the people of Ukraine.
    We stand with you. 
    And look forward to a day that the brave men and women of this incredible country can enjoy freedom without fear. 
    So dear Volodymyr, thank you for inviting me here today. I am grateful for your leadership, for our friendship, and for our continued cooperation.

    Mark Rutte, NATO Secretary General: Let me first say that I want to commend President Trump for breaking the deadlock and starting these talks about peace in Ukraine. I think this is important because we have seen so many people die, we have seen so many cities being destroyed, the infrastructure having been targeted by the Russians so I think this is an important effort. And I have decided not to comment on all the intermediate stages of this whole process because I do not want to interfere with the peace process. Whatever we do when it comes to helping here we do as discreetly as possible and I cannot comment on this in the press. I am sorry.

    Question: Mr Secretary General thank you for being here. The first question to you is, is there any information you could disclose on the update of the naval deployment of the coalition of the willing for securing of the Black Sea security situation? (Continues in Ukrainian)

    Mark Rutte, NATO Secretary General: NATO is involved in a couple of these talks. We are of course following closely with our American friends, the initiatives by President Trump to bring Ukraine and Russia to a ceasefire and we support those efforts. Then through our command in Wiesbaden, so-called NSATU, we are working with Ukraine. And you had a visit last week of the French and the British senior officers here in Ukraine to discuss, going forward, what will be the best format to organise the Ukrainian armed forces for the future. Of course it will also help now with the fight against the Russians but also for the long term future. Because that will, in any case, be the first line of deterrence  to make sure that whenever a peace deal is struck/a ceasefire is agreed, that the Ukrainian armed forces are, as the first line of deterrence, capable and able long term to defend the country. And there are initiatives ongoing, and I think you are particularly now referring to what the French and the Brits are working on through the Coalition of the Willing. And we are also very much, of course, part of those talks and trying to advise wherever we can these discussions in the right direction. And I am very happy that the French and the Brits took this initiative to make sure that when, as a first line of defence, you have the Ukrainian armed forces, post a peace deal/ceasefire, that there might be more necessary to make sure that Putin will never ever ever ever try this again. Because nobody wants to get back to a situation of Minsk 2014, where you think you have a sort of peace deal but basically it is not strong enough, it is not holding and Putin tries this again. And whenever we come to a conclusion of this terrible war, it has to be clear to Vladimir Vladimirovich Putin that he can never ever try again to capture one square kilometre or one square mile of Ukraine. So that is why the French, the Brits and others are discussing what we need more, on top of Ukrainian armed forces going forward, to make sure that that guarantee is there. This is all still being debated. It will also depend, it is my absolute conviction, on the exact outcome of a peace deal/a ceasefire and hopefully a strong combination of the two. What exactly will be that format and how it will work and who will do what, etc. These talks are ongoing. As we are preparing for that hopeful soon-to-be-achieved eventuality, I hope of course that NATO tries to steer that in the direction we think will be advisory.
