  • MIL-OSI United Nations: Human Rights Committee Adopts Reports on Follow-Up to Concluding Observations Concerning Armenia and Germany

    The Human Rights Committee today adopted reports on follow-up to concluding observations concerning Armenia and Germany.

    Yvonne Donders, Committee Expert and the Special Rapporteur on follow-up to concluding observations, presented the assessment of the responses provided by Armenia and Germany. The overall recommended action for the two assessments was to send a letter to each of the States parties informing them of the discontinuation of the follow-up procedure and that further information requested by the Committee should be addressed in their next periodic reports, which were due in 2028 for all States parties under assessment.

    Regarding Armenia, the Committee focused on three recommendations concerning violence against women; the right of peaceful assembly and excessive use of force; and participation in public affairs.  On violence against women, the Committee welcomed amendments made to the “law on domestic violence” by the State party, as well as the “SafeYou” mobile application, allowing victims of violence to promptly receive support.  However, the Committee was concerned about reports of the discriminatory application of protection orders, the lack of concrete information on the means of redress provided to victims, as well as reports indicating that misconceptions and stereotypes regarding women and domestic violence persisted.

    Armenia was therefore recommended to revise the law on domestic violence to ensure a victim-centred approach; establish an effective mechanism to encourage the reporting of cases of violence against women and intensify efforts to address the social stigmatisation of victims; ensure that all cases of violence against women were promptly and thoroughly investigated, and that victims had access to effective remedies and means of protection; and to consider ratifying the Council of Europe Convention on Preventing and Combatting Violence against Women and Domestic Violence. 

    On excessive use of force, the Committee welcomed the adoption of the legislation on the Police Guard and amendments to the law on freedom of assembly, as well as the efforts taken to provide training to law enforcement officers on the use of force.  However, it regretted the reports of the continued disproportionate use of force by police and obstruction of and violence against journalists during protests. 

    Armenia was urged to strengthen its efforts to ensure that all law enforcement officers found responsible for excessive use of force during the events in March 2008, June 2015, July 2016 and April 2018, were held accountable and appropriately sanctioned, and that all the victims received adequate compensation and rehabilitation; to review the amendments to the law on freedom of assemblies to bring it into conformity with the Covenant; to refrain from undue interference with assembly participants and reduce police presence at peaceful demonstrations; ensure that impartial and thorough investigations were undertaken by the public prosecutor’s office into all allegations of the excessive use of force and arbitrary arrest and detention by State agents at protests; and to ensure that domestic laws and regulations on the use of force were in full conformity with international standards. 

    On participation in public affairs, the Committee welcomed the legislative package submitted to the National Assembly proposing amendments to the Electoral Code, including measures to increase the accessibility of polling stations for persons with disabilities.  However, it was concerned about information indicating that institutional barriers to political participation of persons with disabilities remained, including legal restrictions which denied persons recognised by a court as “incapacitated” the right to elect and to be elected and the right to participate in referendums.

    Armenia was called on to ensure that the mandatory disclosure of campaign financing information was fully respected to improve transparency and create equal conditions for the campaign; revise the limitations on the right to stand for presidential and legislative elections; and ensure full accessibility of polling stations for persons with disabilities.

    Committee Experts thanked the Special Rapporteur for her report and underscored how vital the follow-up procedure was to the work of the Committee.  Experts said Armenia had made substantial progress with respect to improving the legal framework, but still had work to do with implementation and effectiveness.  It was troubling that investigations in the State party were pending for more than 10 years. 

    In response, Ms. Donders agreed that it was serious that investigations in Armenia were pending after so many years.

    Concerning Germany, the Committee noted three recommendations, including on intersex persons, institutional care, and on the right to privacy.  For intersex children, the Committee welcomed that a review was under way to evaluate how to further improve safeguards for intersex children, and that a review of the new provisions under the act on the protection of children with variations in sexual development would take place within five years from its adoption.  However, it regretted the lack of information provided regarding compliance and implementation of the act and the provision of remedies in practice.

    Germany was recommended to ensure that all acts relating to the assignment of a sex to intersex children performed without their free and informed consent were specifically prohibited, except in cases where such interventions were absolutely necessary for medical reasons and the best interests of the child had been duly taken into account, including the consideration of amendments to the law on the protection of children with variations in sex development of 2021.  Germany should also ensure that all victims had access to remedies, and ensure that all victims had access to their health records and consider establishing a dedicated compensation fund.

    On institutional care, the Committee welcomed the 2022 resolution on protection from violence for people in need of care, which initiated efforts to develop practical safeguards, but regretted the absence of data on inspections of care facilities, and the outcomes and the sanctions imposed in relation to the use of physical and chemical restraints.  The Committee also noted with satisfaction that the mental health acts of the Länder were becoming increasingly uniform in the areas of physical restraint and compulsory medication but regretted the lack of information on further steps taken to harmonise the legal standards in the different Länder on the involuntary hospitalization and forced committal of those with psychosocial disabilities. Furthermore, while welcoming the replacement of former section 1905 of the Civil Code with new section 1830 through the act to reform the law on guardianship, the Committee regretted that the legislation still provided for circumstances under which the forced sterilisation of adults with disabilities remained permissible.

    The Committee recommended that Germany should continue efforts to monitor, prevent and eradicate the use of physical and chemical restraints in institutional care settings, as well as all forms of abuse against older persons and those with psychosocial disabilities in these institutions; consider further harmonising the legal standards in the different Länder on the involuntary hospitalisation and forced committal of those with psychosocial disabilities; remove any exception in the law to the ban on the forced sterilisation of adults with disabilities; and consider increasing the availability of specific complaints mechanisms to receive, investigate and facilitate the prosecution and punishment of those responsible for all forms of abuse in institutional care settings.

    On the right to privacy, the Committee welcomed Germany’s efforts to ensure that all types of surveillance activities and interference with privacy were in full conformity with the Covenant, including the reforms of the federal intelligence service act, and legislative amendments made in response to decisions of the Federal Constitutional Court, including the establishment of the Independent Control Council in 2022.  However, the Committee regretted the lack of concrete information on the practical implementation of the federal intelligence service act. 

    The Committee recommended that Germany should ensure that all types of surveillance activities and interference with privacy were in full conformity with the Covenant, complying with the principles of legality, proportionality and necessity and subject to judicial authorisation.  Germany should also ensure that surveillance was subject to effective independent oversight mechanisms, namely judicial mechanisms, and ensure access to effective remedies in cases of abuse.

    Committee Experts welcomed that Germany had been on time in presenting its information on the three recommendations.  However, the State party had the resources and capacity to provide the data requested of them by the Committee.  The State party had taken positive steps, but questions remained around implementation. 

    In response, Ms. Donders said Germany had taken substantive legislative reforms, among other activities, and was optimistic that the State party would provide additional information and data requested by the Committee. 

    In closing, Changrok Soh, Committee Chairperson, expressed gratitude to the Special Rapporteur and other Experts for their dedication and commitment. 

    The draft reports were adopted by the Committee as amended during the discussion and will be available on the web page dedicated to the follow-up procedure for concluding observations.

  • MIL-OSI USA: Rep. Salazar Introduces Historic Bipartisan DIGNITY Act to Finally Fix America’s Broken Immigration System

    strong>WASHINGTON, D.C. – Today, Congresswoman María Elvira Salazar (FL-27) and Congresswoman Veronica Escobar (TX-16) introduced a new and improved version of the DIGNITY Act – the DIGNITY Act of 2025: a bold, historic, and commonsense immigration reform bill. 

    They were joined by a group of 20 members including Reps.Mike Lawler (NY-17), David Valadao (CA-22), Dan Newhouse (WA-04), Mike Kelly (PA-16), Brian Fitzpatrick (PA-01), Gabe Evans (CO-08), Marlin Stutzman (IN-03), Don Bacon (NE-02), Young Kim (MA-04), Adriano Espaillat (NY-13), Hillary Scholten (MI-03), Susie Lee (NV-03), Adam Gray (CA-13), Salud Carbajal (CA-24), Mike Levin (CA-49), Nikki Budzinski (IL-13), Laura Gillen (NY-04), and Jake Auchincloss (MA-04).

    At a press conference held at the U.S. Capitol, Rep. Salazar outlined a revolutionary path forward to fix a system that has been broken for decades. 

    “The Dignity Act of 2025 is a revolutionary bill that offers the solution to our immigration crisis: secure the border, stop illegal immigration, and provide an earned opportunity for long-term immigrants to stay here and work,” said Congresswoman Salazar. “No amnesty. No handouts. No citizenship. Just accountability and a path to stability for our economy and our future.” 

    “I have seen firsthand the devastating consequences of our broken immigration system, and as a member of Congress, I take seriously my obligation to propose a solution. Realistic, common-sense compromise is achievable, and is especially important given the urgency of this moment. I consider the Dignity Act of 2025 a critical first step to overhauling this broken system,” said Congresswoman Escobar. “Immigrants – especially those who have been in the United States for decades – make up a critical component of our communities and also of the American workforce and economy. The vast majority of immigrants are hard-working, law-abiding residents; and, most Americans recognize that it is in our country’s best interest to find bipartisan reforms. We can enact legislation that incorporates both humanity and security, and the Dignity Act of 2025 offers a balanced approach that restores dignity to people who have tried to navigate a broken system for far too long. The reintroduction of this legislation includes changes that reflect the challenges in today’s political environment. I’m proud of my bipartisan work with Representative Salazar, who has been a strong partner on this issue since December 2022. It is our hope that Congress seizes the opportunity to take an important step forward on this issue.”

    The Dignity Act delivers a long-overdue solution: it secures the border, restores law and order, revitalizes the American Workforce, and allows certain long-term undocumented immigrants to earn legal status, without amnesty or a path to citizenship. The bill restores order while offering a tough but fair opportunity for those who have contributed to the country. 

    Unlike past efforts, the DIGNITY Act is fully funded through restitution payments and application fees made by immigrants, requiring NO taxpayer dollars.

    “In conversations across NY-17, I’ve heard a lot of frustration, both from employers struggling to fill jobs and families looking to reunite with their loved ones,” said Congressman Lawler. “We must do this by fixing our broken legal immigration system, securing our borders, and creating a fair, earned process for those who are already here and contributing. The Dignity Act honors America’s legacy of being a nation of immigrants and that’s why I’m proud to support it.”

    Key provisions of the Dignity Act include:

    • Border Security: Fully funds modern border infrastructure and enforcement.
    • Mandatory E-Verify: Prevents illegal hiring and protects American jobs.
    • Asylum Reform: Ends catch-and-release, and ensures timely and credible outcomes.
    • Dreamer Protections: Grants legal status and a path to permanent residency.
    • The Dignity Program: A 7-year earned legal status program allowing undocumented immigrants to live and work legally, with renewable status based on good conduct and restitution.
    • Workforce Development: Expands training, apprenticeships, and education for American workers.
    • Legal Immigration Reform: Updates visa categories to align with 21st-century economic needs.

    With growing bipartisan support and endorsements from immigration groups, faith leaders, businesses, the agricultural sector, educators, and community leaders, the Dignity Act presents the strongest and most viable opportunity in years to achieve meaningful, lasting immigration reform.

    The legislation acknowledges a key truth: most undocumented individuals are not seeking citizenship at all costs, but rather the dignity of living and working legally, contributing to society, paying taxes, being safe from deportation, and traveling to see family during the holidays. 

    At the same time, the Dignity Act makes clear that this will be the final fix, because real border security and enforcement must be in place to prevent future crises.

    WHY NOW?

    The immigration crisis is no longer confined to border towns. From the recent riots in Los Angeles to overwhelmed communities across the country, the consequences of a broken system are unfolding in plain sight. Millions live in the shadows, our economy suffers from labor shortages, and the border remains a flashpoint of national concern.

    For too long, Congress has failed to act, leaving communities, law enforcement, and immigrants caught in a system that doesn’t work.

    The Dignity Act delivers a real solution: secure the border and provide undocumented immigrants who meet strict conditions with an earned opportunity to live and work legally, with dignity and accountability. 

    It balances compassion with law and order. 

    This is a defining moment to act. The American people want security, dignity, and a system that works. The Dignity Act makes that possible.

    BACKGROUND:

    For generations, the United States has been a beacon of hope for those fleeing violence, seeking opportunity, and building a better life. But our broken immigration system has left too many in the shadows and too many Americans without answers.

  • MIL-OSI Europe: Press release – Cohesion funding: deal on mid-term update responding to new challenges

    Parliament and Council teams have reached an agreement on new priorities for and modifications to the current cycle of EU cohesion funding.

    Negotiators from Parliament and the Danish Council Presidency have agreed provisionally on a mid-term update to the EU’s current cycle of cohesion policy funding, which aims to reduce regional inequalities through the European Regional Development Fund, the Cohesion Fund and the Just Transition Fund.

    The changes will offer member states and regions more flexibility to channel funds into new objectives, namely defence industrial capabilities and military mobility, water resilience, affordable housing, decarbonisation, strategic technologies, and energy infrastructure. The reform also allows for extra support for EU regions bordering Russia, Belarus and Ukraine, highlighting their special needs in a tense geopolitical environment.

    To inject liquidity quickly into the new priorities, it was agreed that this spending can benefit from i.a. co-financing rates 10 percentage points higher than normal and of 20% one-off pre-financing for amounts re-allocated in 2026.


    Investment in civil preparedness and dual-use infrastructure

    MEPs secured several adjustments to the new priorities. According to the agreement, civil preparedness investments will be eligible for support, and dual-use infrastructure (suitable for both civilian and military use) will be prioritised when funding the defence industry and military mobility. When it comes to affordable housing, sustainability of the housing stock will be taken into account, and water resilience priorities will be aligned with the European water resilience strategy, including investments in irrigation and desalination.

    To ensure that cohesion policy maintains its focus on small and medium-sized enterprises and less favoured regions, it was agreed that the strategic technology investments of large companies can only be supported in EU areas with lower-than-average gross domestic product per capita.

    The agreement also includes language on rule of law conditionality, ensuring that funds frozen because of breaches of EU values cannot be reallocated to the new priorities.

    Well, good afternoon everybody and thank you. First of all, thank you to Andrew, and to all our brilliant contributors – really fantastic.

    Politicians often say they’re really pleased to be in places. And I am pleased to be in places – but I have been really thrilled to be here. I’ve not been to Bradford before, and I’ve been absolutely knocked out by what I’ve seen this morning. I’m so pleased to be here.

    I’m told you’re one of the UK’s youngest, most diverse, and dynamic cities. I represent Cambridge, and we probably could have a little discussion about that – but I think you may be winning! What I know for sure is that you’ve got a rich food culture here. I’ve been seeing it outside, I’ve been hearing about it, and I’m so thrilled that we made the decision that Bradford should be the place to come and talk about the government’s vision for our food system. What we’re calling the Good Food Cycle.

    And I hope that’s a phrase that will stick in your minds – because that’s what this is all about.

    Let me start, though, by thanking some of the people who’ve made this morning possible: Bradford 2025, the local council – I’m delighted to be here working with you – and Inn Churches. Very impressed by the work you’re doing.

    I’ve heard about Jamie Oliver’s Ministry of Food, I’ve seen some of the demonstrations that are being done outside with some of the children – I’ve met some of the children – who are extraordinarily confident and well-informed about raw beans! Very good for them!

    Living Well, the wider community, all the efforts being made to empower, educate, and inspire as many people as possible to cook great-tasting, healthy food for themselves and their families. I think this project here, which I’ve been hearing about – clearly a long time in the making – what a fantastic achievement in this year of 2025.

    It really does show how communities, local government, food producers and processors can work together for the community. Because it shows that good, healthy food can be accessible to everyone, and help bring communities together.

    And just in my brief tour around, I could see how that’s being brought to life.

    I’m told it’s £31 million of investment into the heart of Bradford – it shows what can be done to support local food producers, what you’re making, and how we used to have those strong local food production systems. What a chance to re-energise that!

    But of course, this sits in a wider context – one that includes household-name food businesses with a national footprint, like Morrisons, like Marks and Spencer. They all play a part in our national food system.

    And let’s pay tribute to that national food system, because it is one of the most extraordinary and advanced in the world. Huge, huge things. I remember, I was the shadow minister during the Covid crisis, and there was a point where it wasn’t entirely clear that we could carry on feeding the nation. But people stepped up. And it really showed what an amazing system this is.

    But we also have to be aware that the current food system does have some challenges.

    Henry Dimbleby – a lot of you will be aware – did a lot of work a few years ago on this. He called it the junk food cycle. Which, at one level, is harsh. But what he was pointing out was that there are internal dynamics within the system that keep producing negative feedback loops.

    That’s the thing we want to address.

    I think it can be addressed. I think there are many people in this room who have been working on this for many, many years. But it’s possible to do something about it. To do it differently.

    And that’s why I’ve come here today – to launch what we’re calling the Good Food Cycle. We think it’s a really significant step in the change we want to take together.

    And I think this is actually a very special moment because it’s the first time, as far as I can see, that the whole of government is aligned on a vision for the food system, looking ahead to the future. And it’s one which puts people and the planet at its heart.

    Now, we haven’t done this alone. This is not just about government. We’ve worked across the food system.

    Sarah [Bradbury, IGD CEO] has been saying this – and our colleagues involved in the systems process have told us too – we’ve worked with industry, trying to do what only government can do: convene and coordinate action on food.

    And the reason we’re doing this is not just because it’s a good thing to do – it’s because what we’re hearing from people, right across the country, across generations and communities, is that this is really, really important.

    Because the one thing we all do – is eat. And we should take joy and celebration in that. It’s really important.

    So, over the last six months – in the early part of this government – we’ve spoken to over 400 individuals. That’s been coordinated through the process – thank you to everyone who helped make that happen.

    We’ve heard from organisations, from businesses. We’ve been asking the question: What would a good food system look like?

    I’m very grateful to the people who’ve been sitting on the Food Strategy Advisory Board – some of you may have read about that – Sarah has been providing the secretariat and more; keeping together a complicated group of people with very different views, but we’re working well together – and the Systems Advisory Council. Also, the F4 – that’s the grouping of the key parts of industry. All of them have been involved in this discussion. So many people from academia as well – I see leading academic figures locally.

    All have given time and effort to help us develop what we believe is a shared vision.

    Well, I’m absolutely determined, as the food minister, that we will not make that mistake.

    We will listen. We’ll work alongside those in the food system who make key decisions – and also those who play key roles in that system. Whether that’s a supermarket boss, or someone who’s making the Sunday lunch. Or someone working in a shop.

    All those people are going to be involved in this discussion.

    This is a vision for a healthier, more affordable, sustainable, and resilient 21st-century UK food system that grows the economy, feeds the nation, nourishes people, and protects the environment and climate – now and in the future.

    So, for the next steps to make our Good Food Cycle vision a reality, we’ve identified ten priority outcomes that we’ll be working with people to deliver.

    Those outcomes are focused on:

    • Ensuring everyone has access to healthier and more affordable food
    • Creating the conditions for a thriving and growing food sector, with more investment in healthy, sustainable, affordable food
    • Ensuring a secure, sustainable and resilient food supply
    • Building on vibrant local food cultures – like we’ve seen here in Bradford

    We know there’s a huge prize for investing in the UK food system, which is why we are focused on creating the right conditions to bring money and talent into the UK food system.

    Because when we grow, make, and sell healthy food, frankly, everyone benefits.

    Now, the cost of healthy food is a key concern for working people across the country. And we’re focused on food and nutritional security, from a household to a national level.

    One way to support a secure and more resilient food system is to enhance our food security monitoring – in response to continued volatility from geopolitical and climate shocks.

    It’s critical that this information is transparent and available to people across the food system.

    Today I am committing to a new annual food security statistics publication to be published in the years between the triennial UK Food Security Report, starting this year.

    It will be a more frequent and focused publication, designed to ensure that key UK food security analysis is made public in order to capture emerging trends, and to support both policymakers and the public.

    That’s a government step we’re announcing today – to ensure we continue to support a more secure food supply chain in this country, so we can build a stronger future.

    I believe now is the time to act and make positive change to support our nation. Because with climate, health, and economic pressures growing, we stand to lose out if we don’t act now. Action on improving the food system isn’t just for national government – frankly, it’s for all of us.

    So, I’d like to say just a little bit about what I’ve heard is happening here in Bradford – and I hope you’ll find it as inspirational as I do.

    I understand that in February of this year, the Bradford 2025 UK City of Culture, in collaboration with others, unveiled over 30 innovative projects as part of its Creative Health programme, harnessing the transformative power of culture and creativity to tackle some of the district’s most urgent health and social challenges. 

    And we’re already seeing great outcomes from this work.

    The Cookery School, run by Inn Churches in this Market, in partnership with Jamie Oliver’s Ministry of Food,  teaches children and adults how to make healthy, fresh, tasty meals from scratch for themselves and their families.  

    Living Well is an initiative led by Bradford Council Public Health, the NHS Bradford and Craven Health and Care Partnership and a wide range of key stakeholders and community groups. They are helping to address the rising levels of obesity and reduce the high levels of early and preventable deaths within the district. 

    I’d like to thank the initiatives leaders, the Bradford Council and Bradford District and Craven Health and Care Partnership for all their hard work in helping individuals to live well.  

    This government wants to work across the food system to make the healthy choice the easy choice for people in Bradford and across the country.  

    But a healthy food system is not only about what we eat, it is also about how our food is produced and the impact it has on the environment.  

    When we come together to eat – we are sharing in something incredibly powerful. Culture. 

    Which brings me back to why I am here in Bradford today. Culture and Community are closely interlinked. Communities build culture. This building is the site of a shift in culture. One which is about connecting people with their local food producers, as well as supporting them to have the skills to use this amazing bounty of British ingredients. 

    Everyone should be able to take pride and joy in what they grow and eat. And we want local producers to grow more of what we eat and communities to eat more of what we grow. 

    This Government is here to enable, protect and prepare. Enable health, growth and productivity. Protect food standards. Prepare for the impacts of a more extreme weather and more volatile world.

    This is a cross-government strategy, and we will work collaboratively to ensure we take the right steps to address the needs of the nation. 

    This is a milestone in our commitment to transform the food system. So today, we set out what we want to achieve, and why it’s important.

    Now and in the future, we’ll work with citizens, with civil society, with farmers, with fishers, with food businesses to agree how to reach that vision, and how we will measure our progress.

    One of Stoke-on-Trent’s best-loved green spaces has once again been recognised as one of the top parks in the country.

    Hanley Park has been awarded the prestigious Green Flag Award for the fifth year in a row – confirming its status as one of the best-managed parks in the UK.

    The award, run by environmental charity Keep Britain Tidy, is the international benchmark for parks and green spaces. It celebrates clean, safe and welcoming green spaces that are well-maintained and managed to the highest standards.

    To achieve Green Flag status, parks must demonstrate excellence in areas such as community involvement, environmental management, a variety of plants and wildlife, and accessibility to all.

    Hanley Park has seen a surge in visitors in recent years, thanks to its stunning 60-acre grounds, beautifully maintained green spaces and ongoing investment. The park is home to over 1,000 trees, more than 30 species of animals and birds, a lake and a host of events throughout the year, including hosting major Centenary events.

    A new solar-powered duck feeding station has also been installed at the lake, offering visitors a healthier and more sustainable way to feed the ducks and help protect local waterways.

         The Hong Kong Public Libraries (HKPL) has set up a booth at the Hong Kong Book Fair 2025, which is being held from today (July 16) to July 22 at the Hong Kong Convention and Exhibition Centre, to introduce the HKPL’s rich e-resources under the theme “Zoom/LIBRARY”.

         The booth is located at A32 in Hall 1C on 1/F. Members of the public can experience the online services and e-resources of the HKPL through touchscreen displays and tablets in the booth. They can also enjoy the audio programmes of selected books from the podcast channel of the HKPL, “24/7 Story Pavilion”. There are also special photo-taking spots, including some about Hong Kong’s historic sites related to the War of Resistance against Japanese Aggression. Visitors who upload a photo taken at the spots to social media platforms can redeem a souvenir on-site, while stocks last.

         The HKPL has a number of rich electronic collections. Patrons can access a variety of Chinese and English e-books and e-magazines through electronic collections of Kono Libraries, OverDrive and Flipster, as well as a wide range of business and economic journals and scholarly dissertations in the ProQuest Business Collection. The e-book database Boundless by Baker & Taylor provides English e-books and audiobooks suitable for adults, teenagers and children. Parents can enjoy reading time with children utilising Chinese books in the FunPark e-book collection, and cultivate their children’s reading habits and language skills.

         In addition, Chinese books suitable for people of different ages are available in the popular SUEP e-book database, which provides audiobooks of Jin Yong’s martial arts novels, works of renowned Hong Kong writers and more. The “Popular Good Reads@SUEP” series in the database selects popular books of diverse subjects for patrons to enjoy trending works in the comfort of their homes.

         The selection of locally published e-books in the “Pop-up e-Book” page of the HKPL website (www.hkpl.gov.hk/en/collections/pop-up-e-book.html) is updated quarterly. Members of the public can experience the convenience and joy of e-reading with book titles from areas of literature, fiction, lifestyle, children’s books and others, without the requirement of logging into a library account. 

         The HKPL provides over 550 000 e-books and 80 e-databases. Members of the public can log in to their library accounts to read online or download content to computers and mobile devices for e-reading. Hong Kong residents who have never applied for library cards or HKPL e-accounts can visit the HKPL’s website to apply for e-accounts and enjoy immediate access to the diverse e-resources.

    ​Following is a question by the Hon Chan Yung and a written reply by the Secretary for Home and Youth Affairs, Miss Alice Mak, in the Legislative Council today (July 16):

    Question:

         The Secretary for Home and Youth Affairs pointed out during a media interview last month that the District Councils, “the three district committees” (i.e. the Area Committees, the District Fight Crime Committees and the District Fire Safety Committees) and the District Services and Community Care Teams (Care Teams) are the troika of district governance, with clear divisions of work and high levels of collaboration. In this connection, will the Government inform this Council:

    (1) how it will continue to strengthen co-operation among the aforesaid three parties;

    (2) given that the Secretary for Home and Youth Affairs mentioned in the aforesaid interview that the scope of work of the Care Teams is under review, of the current progress of the relevant work; and

    (3) whether it will, by drawing on the district governance experiences of the Mainland and Singapore, continue to enhance support in terms of systems, policies and resources, so as to provide more care services for the communities and residents (such as establishing government centres in districts with single-window services from various government departments)?

    Reply:

    President,

         With regards to the member’s question, our reply is as follows:

    (1) Under the improved district governance system, the District Councils (DCs) play the role of complementing and supporting the Government, assisting the Government to gauge public opinions and local sentiments, implement policies and measures, and respond to public aspirations, as well as promoting community involvement activities. The “three district committees” (i.e. the Area Committees, the District Fight Crime Committees and the District Fire Safety Committees) offer advice to the Government according to their respective purviews (e.g. fire prevention, combat crime, etc), and help organise community activities. The District Services and Community Care Teams (Care Teams) are Government-led service teams working in sub-districts to provide people with a wide range of caring and support services, and assist in handling incidents and emergencies. District Officers, as DC Chairmen and Commanders of Care Teams, are responsible for leading the “troika” to collaborate with each other, achieve synergy and provide services to people in need.

    The “troika” are highly integrated. Since April 2024, the Government appointed all incumbent DC members to be members of the “three district committees” with a view to strengthening the connection and collaboration between both sides. DC members also often work with Care Teams to organise various district activities to strengthen community cohesion and allow caring services to reach the community. Each District Office has also established a mechanism to swiftly mobilise and co-ordinate members of the “troika” to assist in handling incidents and emergencies within the district. For example, for the recent drinking water incidents at Queens’ Hill Estate and Shan Lai Court, members of the North DC, members of the “three district committees” and Care Teams conducted over 1 500 home visits over a weekend, set up street booths at each key location to provide residents with the latest water information, and register residents’ requests for assistance and make referrals.

    The Home and Youth Affairs Bureau, the Home Affairs Department and District Offices will continue to enhance co-ordination of the DCs, the “three district committees”, Care Teams and other district organisations and groups to collaborate with the Government. We will also keep under review the actual operational experiences and listen to the views of different sectors to continuously improve the collaboration mechanism, so as to enhance the efficacy of district governance.

    (2) and (3) Since the full launch of 452 Care Teams in 18 districts in the third quarter of 2023, Care Teams have been actively engaging and serving residents in the sub-districts. In addition to the swift mobilisation for incidents and emergency responses as mentioned above and caring for the needs of affected individuals, Care Teams also provide caring services to residents in the districts, including visiting or contacting elderly households and other households in need (e.g. households in subdivided flats and chronic patients, etc), establishing connections with them and providing relevant service information, assisting them in applying and setting up appointments for public services. Care Teams also offer home or other support services to those in need (e.g. basic home repairs and cleansing). As at end June 2025, Care Teams have visited about 530 000 elderly households and other households in need, provided about 76 000 times of basic home or other support services, and organised about 38 000 district-level activities, such as free Chinese medicine consultations, vaccination services, mental well-being support programmes, national security and civic education activities. In terms of promoting government policies, Care Teams have been proactively assisting the Government in promoting various policies, such as distributing promotional leaflets for the Department of Health to disseminate messages about disease prevention to the public, collaborating with district Police Community Relations Office to disseminate messages relating to fraud prevention. Besides, Care Teams in 18 districts also participate in the Social Welfare Department’s District Services and Community Care Teams – Scheme on Supporting Elderly and Carers. Through visits or contact with singleton/doubleton elderly households, and carers of elderly persons and persons with disabilities, Care Teams would help identify needy cases and refer them to relevant social welfare units for follow up. They will also assist in referring eligible elderly persons and persons with disabilities to install and use emergency alarm systems.

    The first term of the service agreements for Care Teams in 18 districts will be concluding in September to October this year. With a view to improving the effectiveness of Care Teams’ work in the next term, we are reviewing various aspects of Care Teams. The Government adheres to the principle of “people-oriented and local circumstances suited” when planning and promoting work in districts. Hong Kong has a highly dense population and a diverse community structure. Each district has different demographics, geographical environments, social facilities and residents’ needs. Therefore, while we may draw reference from the governance experience of Mainland China and Singapore, we shall fully take into account the uniqueness of each district in Hong Kong and flexibly adapt the service models in accordance with local conditions and needs.

    As announced in 2024 Policy Address, the Government will regularise Care Teams, and increase funding amount by 50 per cent in the next term of service in support of their work. Building on the established district networks and the foundation of the caring works, Care Teams will continue to strengthen and further extend their services at the district level through the effective use of the additional resources in the next term of service. Looking ahead, we will continue to strengthen the collaboration mechanism among the DCs, the “three district committees” and Care Teams – the “troika” – to comprehensively enhance service effectiveness and continuously improve people’s sense of well-being and fulfilment.

  • MIL-OSI Asia-Pac: LCQ8: Measures to encourage childbirth

         Following is a question by the Hon Shang Hailong and a written reply by the Secretary for Labour and Welfare, Mr Chris Sun, in the Legislative Council today (July 16):

    Question:

         It has been reported that Hong Kong’s fertility rate has remained persistently low in recent years, with the total fertility rate for 2023 standing at only 0.8, which is significantly below the replacement level of 2.1 required to maintain the population level. This situation presents profound challenges to Hong Kong’s future economic development, public service demands and workforce structure. The latest report published by the United Nations Population Fund indicates that the primary cause of the global decline in fertility rates is insufficient “reproductive autonomy”, which includes structural barriers such as economic pressure, gender inequality, lack of partner support and want of comprehensive reproductive health services. There are views that Hong Kong’s current pro-natalist policies largely focus on providing short-term economic incentives (e.g. allowances and increased maternity leave) without formulating long-term strategies to address the aforementioned structural barriers. In this connection, will the Government inform this Council:

    (1) whether it will conduct a comprehensive review of the effectiveness of the existing pro-natalist measures, and propose ground-breaking policies to address the current structural economic issues faced by citizens (such as high housing costs, intense educational competition, and job instability); 

    (2) given that a survey has reportedly indicated that only 22 per cent of enterprises offer family-friendly measures beyond those required by law, whether the authorities will consider implementing a “family-friendly workplace certification” programme, through which enhanced subsidies would be provided to enterprises to offer more flexible working arrangements and childrearing support; 

    (3)whether the authorities will consider drawing on overseas and the Mainland experiences to actively expand the childcare service network, such as by exploring the introduction of a “neighbourhood childcare voucher scheme”, subsidising parents to use qualified private childcare services within their communities, or making better use of idle government sites or community facilities in commercial areas to establish more childcare service centres; and 

    (4) whether the authorities will consider allowing “top talent”, “quality migrants” and “professionals” admitted under various talent admission schemes to apply for the Newborn Baby Bonus scheme, with a view to encouraging more talent to stay in Hong Kong and contribute to its development?

    Reply:

    President,

         The issue of childbearing straddles across a number of policy areas and bureaux, including the Deputy Chief Secretary for Administration’s Office, the Labour and Welfare Bureau, the Education Bureau, the Home and Youth Affairs Bureau, the Financial Services and the Treasury Bureau, the Health Bureau and the Housing Bureau. A consolidated reply by relevant government bureaux and departments is as follows:

    (1) Childbearing is a major life decision which involves different considerations. Fertility cannot be boosted substantially by Government’s policies alone. Various government bureaux and departments have adopted a range of measures to encourage fertility.

         In respect of child care, the Government has been supporting parents who cannot take care of their children temporarily through subsidising NGOs to provide a variety of day child care services, including Child Care Centre (CCC) services for children aged from birth to under three, After School Care Programme and Neighbourhood Support Child Care Project (NSCCP). To strengthen support for working families in childbearing, the Social Welfare Department (SWD) is setting up 11 aided standalone CCCs in phases over the three years starting from 2024, doubling the total number of service places to reach around 2 000. The SWD is also extending the After School Care Programme for pre-primary children to cover all districts in phases, and increasing the number of service places under the NSCCP to 2 500 with the estimated number of beneficiaries increasing to 25 000. The Government has also launched the School-based After School Care Service Scheme to provide focused support for students in need (particularly those from single-parent families) to stay in school after school hours for care and learning support, thereby allowing their parents to take up jobs. Over 120 primary schools covering 18 districts across the territory participated in the scheme in the 2024/25 school year, providing about 6 000 places. We will encourage more schools to participate in the scheme in the 2025/26 school year without imposing any quota. Meanwhile, the Government reviews the Working Family Allowance (WFA) Scheme from time to time. The rates of the household and child allowances under the WFA Scheme have been increased by 15 per cent across the board with effect from April 2024, benefiting all households receiving the WFA. The WFA Scheme provides additional allowances for relevant childbearing families, and increasing the rates of the WFA helps further alleviate the burden of grassroots working families. Taking a four-person household with two eligible children as an example, the maximum monthly WFA they may receive have increased from the original amount of $4,200 to $4,830 at present.

    Hong Kong’s education system values equity and diversity. The government provides 12 years’ free primary and secondary education through public sector schools, and ensures the provision of sufficient public sector school places for students eligible for receiving education in Hong Kong. Regardless of students’ backgrounds, all are given access to quality education. Diversified support mechanisms are in place to cater to individual differences and promote whole-person development. Our competitive edge is clearly reflected in the excellent performance of Hong Kong students in international studies and assessments. The Programme for International Student Assessment (PISA) 2022 results underscore Hong Kong’s outstanding performance in educational equity. Hong Kong ranked second among countries or economies with high academic achievements, indicating that the family socio-economic status of Hong Kong students, including occupation and education level of their parents, had minimal bearing on their performance. This demonstrates that, under our education system, schools are able to provide ample and appropriate education support services for students with different socio-economic backgrounds. The results reaffirmed the merits of the Hong Kong education system in providing all students with quality and equal education opportunities, thereby facilitating social mobility. Besides, the Government has launched the Kindergarten Education Scheme since the 2017/18 school year with the objectives of providing good quality and highly affordable kindergarten education, and enhancing the accessibility of students to different modes of services that suit their specific needs. About 90 per cent of half-day kindergartens are currently free of charge, while the school fees for whole-day kindergartens are maintained at a low level. Families with financial needs may apply for fee remission under the Kindergarten and Child Care Centre Fee Remission Scheme (KCFRS). At present, parents can receive full level of fee remission under the KCFRS.

         The Home and Youth Affairs Bureau (HYAB) has been supporting the work of the Family Council (the Council) in promoting a culture of loving families to the general public through organising different publicity programmes and activities. In October 2024, the HYAB and the Council launched the five-year Funding Scheme on the Promotion of Family Education (the Scheme). With annual funding of $8 million, the Scheme subsidises non-profit-making community projects in promoting family education to meet the needs of different families. For the 2024-25 round of applications, a total of 12 projects have been approved. On the other hand, the Council has been encouraging the wider adoption of more diversified and flexible family-friendly employment practices (FFEPs) in the community. These measures will also help promote a childbearing-friendly environment. Since 2023-24, the Council has been launching promotional videos entitled “Family-friendly Workplace” featuring various FFEPs adopted by local companies with sharings by employers and employees. The FFEPs presented include breastfeeding-friendly arrangements, allowing employees to bring their children to work during summer vacation, work-from-home arrangement and flexible work hours, etc. The Council has also collaborated with the Radio Television Hong Kong to produce radio programmes to promulgate different FFEPs. The Council will continue the relevant promotion work.

         In terms of tax measures, the basic child allowance and the additional child allowance for each child born during the year of assessment (YA) have been raised to $130,000 starting from YA 2023/24. Moreover, starting from YA 2024/25, for taxpayers who live with their children born on or after October 25, 2023, and meet the prescribed conditions, the deduction ceiling for home loan interest or domestic rents may be raised from $100,000 to $120,000 for a maximum of 19 YAs. These measures help alleviate the financial burden of taxpayers from raising children.

         As regards healthcare services, the Government has been committed to supporting assisted reproductive (AR) services and promoting healthy fertility, to assist those who wish to have children. Currently, nine public hospitals under the Hospital Authority (HA) offer assisted reproductive services, among which Queen Mary Hospital, Prince of Wales Hospital, and Kwong Wah Hospital provide in-vitro fertilisation (IVF) services. The HA is gradually increasing the publicly subsidised service quotas of assisted reproductive services for IVF treatment starting from 2024-25, from the previous 1 100 per year to 1 800 per year in 2028-29, and in parallel enhancing the training for relevant professionals. Achievement of the relevant target is underway, where the HA provided 100 additional subsidised service quotas in 2024-25 as planned, and 300 more quotas will be in place in 2025-26, followed by an additional service quota of 100 places per year in the three years that follow. In addition, the HA repositioned seven AR drugs from self-financed items to special drugs in the HA Drug Formulary in late April this year, whereby patients are only required to pay standard fees if prescribed these seven drugs under specified clinical applications, reducing the financial burden on patients receiving the relevant AR drug therapies. Aside from public AR services, starting from the year of assessment 2024-25, the Government is providing tax deductions for expenses on AR services under salaries tax and personal assessment, to relieve the financial burden from the relevant expenditure and encourage couples faced with fertility difficulties to seek medical assistance as necessary. In the meantime, the Department of Health will also revamp maternal and child health and family planning services, providing new pre-pregnancy health services to reproductive age group women at the Maternal and Child Health Centres in phases, as well as review and adjust the scope of the subsidised family planning service currently provided by non-government organisations, to promote healthy fertility. Furthermore, the Council on Human Reproductive Technology plans to lift the statutory maximum storage periods of gametes and embryos for own use within this year, to allow the members of the public to make their own decisions on the storage duration of gametes and embryos depending on their health and other conditions, so as to better realise reproductive autonomy.

         In respect of housing, the Hong Kong Housing Authority (HA) has implemented the Families with Newborns Allocation Priority Scheme and the Families with Newborns Flat Selection Priority Scheme to encourage childbearing by giving incentives to family applicants of public rental housing (PRH) and subsidised sale flats (SSF) sale exercises. Regarding the allocation of PRH, the HA has implemented the Families with Newborns Allocation Priority Scheme since April 1, 2024. PRH family applications with babies born on or after October 25, 2023, and aged one or below are credited one year of waiting time. As at end-June 2025, about 5 000 PRH applications have been credited one year of waiting time under the scheme, of which about 420 families have already been successfully housed to PRH. As for SSF, starting from the Sale of Home Ownership Scheme (HOS) Flats 2024 (HOS 2024), the HA has implemented the Families with Newborns Flat Selection Priority Scheme which was announced in the 2023 Policy Address. A quota of about 40 per cent of the new flats for sale (i.e. 2 900 flats) under HOS 2024 were set aside for eligible applicants under the Families with Newborns Flat Selection Priority Scheme and the Priority Scheme for Families with Elderly Members for balloting and priority flat selection. Family applicants of HOS with babies born or after October 25, 2023, are eligible if their children are aged three or below on the closing day of the application. During the application period of HOS 2024, the HA received a total of around 106 000 applications. Among them, around 50 000 were family applicants, of which around 19 000 (i.e. about 40 per cent) applied under the Priority Scheme for Families with Elderly Members and Families with Newborns Flat Selection Priority Scheme. Among these 19 000 applicants, 800 applicants have successfully purchased flats through the Families with Newborns Flat Selection Priority Scheme. If eligible families applying under the Families with Newborns Flat Selection Priority Scheme fail to purchase a flat under HOS 2024, they may still apply under the Scheme for priority flat selection as long as their children are aged three or below on the closing day of the application in subsequent SSF sale exercises.

    (2) Through publicity and promotional activities, the Labour Department (LD) motivates employers to adopt employee-oriented good human resources management measures and implement family-friendly employment practices, including allowing flexible work arrangements, granting special leave approval to cater for family needs of employees and providing relevant support to employees’ family life, etc. Implementing FFEPs enables employees to balance the needs of taking care of their family, and also helps employers recruit and retain staff. Considering the diverse circumstances of enterprises, it is more appropriate to adopt an approach that motivates and encourages enterprises to flexibly implement FFEPs. The LD will continue to take forward relevant work by launching publicity and promotion through various channels, including organising activities on the Good Employer Charter.

    (3) As regards the network of child care services, the SWD is setting up 11 aided standalone CCCs in phases over the three years starting from 2024. The SWD has been continuously reviewing the service planning for CCCs and would consider the overall situations of child care services and the characteristics of individual districts so as to take follow-up measures in a timely manner, including enhancing service promotion, and adjusting the planned provision of CCCs and the distribution of service places, etc., to better meet the service demand of the community.

         Regarding the planning for child care facilities, the Government has incorporated the population-based planning ratios into the Hong Kong Planning Standards and Guidelines in respect of aided standalone CCCs, with a view to reserving necessary sites and space for these facilities early in the planning process of new and redeveloped areas. The SWD has been maintaining close contact with relevant departments to identify suitable sites in various development or redevelopment of public housing estates and urban renewal projects for the provision of child care facilities. In addition, the SWD will make the best use of vacant government accommodation/premises and vacant non-domestic premises in public housing estates to explore whether they are suitable for the use of child care facilities. The SWD will also provide relevant information and assistance to private organisations applying for registration to operate CCCs, and encourage private organisations to provide child care support for their employees.

    (4) The Government announced in the 2023 Policy Address that a cash reward of $20,000 will be provided to eligible parents for each baby born from October 25, 2023, for a period of three years. Starting from October 25, 2023, parents can submit an application for the bonus at the same time when registering the birth of their baby and applying for a birth certificate. As of end-June 2025, a total of 49 567 qualified applications have been received, and the bonus has been distributed to 48 984 applicants, at a total amount of approximately $979 million. The Office of the Deputy Chief Secretary for Administration is carrying out a review of the Newborn Baby Bonus Scheme. In the review, suggestions which have been raised in the community, including whether to cover families under different talent schemes, will be considered.

    Highland and Western Isles residents are being urged to check their electoral registration details or risk losing their chance to vote on decisions that affect them.

    The Electoral Registration Officer will be getting in touch with every household to check that the electoral register is up to date, and to identify any residents who should be registered but are currently missing.

    Frank Finlayson, Electoral Registration Officer for Highland and Western Isles, said: “Keep an eye out for important updates from the Highland & Western Isles Electoral Registration office. The annual canvass is our way of making sure that the information on the electoral register for every address is accurate and up to date. To make sure you don’t lose your say at upcoming elections, simply follow the instructions sent to you.

    “If you’re not currently registered, your name will not appear in the messages we send. If you want to register, the easiest way is online.”

    Electoral Commission research shows that as many as 1 million people in Scotland are missing from the register or incorrectly registered at their current address.

    Sarah Mackie, Head of the Electoral Commission in Scotland, said: “It’s really important that everyone who is eligible to vote is able to do so, especially ahead of the Scottish Parliament election next year. We urge people to check for updates from their Electoral Registration Officer on this year’s canvass. You might receive an email, a letter, or a phone call, or someone might knock on your door.

    If you are not registered to vote, make sure you provide the necessary information to your Electoral Registration Officer when asked and register to vote online.”

    India’s electric car sales are projected to cross a 7 per cent market share by FY28, provided supply chain challenges around rare earth elements (REEs) are addressed in time, according to a new report released on Wednesday.

    The report by CareEdge Advisory highlighted that India’s electric car market has witnessed robust growth over the past three years, expanding from just over 5,000 units in FY21 to more than 1.07 lakh units in FY25 — a 21-fold increase.

    While electric four-wheelers currently form a small part of India’s overall EV sales — which are led by two- and three-wheelers — the segment is expected to see rapid expansion in the coming years, driven by fresh model launches, strengthening public policy support and growing private sector participation.

    The Indian government has set a target of achieving 30 per cent EV penetration by FY30 and is rolling out multiple initiatives to boost adoption.

    Schemes such as FAME III, the Production Linked Incentive (PLI) Scheme for advanced chemistry cell (ACC) batteries, and customs duty exemptions for critical battery minerals are expected to lower production costs and enhance domestic supply chains.

    “India’s electric car sales penetration is likely to cross 7 per cent by FY28, provided rare earth disruption is resolved in a timely manner. With a robust pipeline of new models, expanding charging infrastructure and battery localisation under the PLI scheme, India is well-positioned to accelerate EV adoption,” said Tanvi Shah, Senior Director and Head, CareEdge Advisory & Research.

    The report underlined that charging infrastructure, historically seen as a major hurdle in EV adoption, is witnessing rapid expansion.

    The number of Public EV Charging Stations (EVPCS) in India has grown nearly fivefold in the past three years, from 5,151 in 2022 to over 26,000 by early FY25 — recording a compound annual growth rate of more than 72 per cent.

    The FAME III scheme includes dedicated support for charging infrastructure, while states like Maharashtra, Delhi, Tamil Nadu, and Gujarat have introduced targeted incentives, including land subsidies and capital expenditure support for setting up new stations.

    Urban local bodies are also implementing policies mandating EV-ready parking in new residential and commercial buildings, aiming to reduce range anxiety for potential buyers.

    Private charge point operators are expanding networks rapidly, often in partnership with local municipal corporations and power distribution companies. Efforts are also underway to standardise charging protocols to ensure interoperability and ease of use for consumers.

    In addition, the Union Budget for FY26 introduced zero basic customs duty on 16 key minerals used in battery manufacturing. This is expected to reduce India’s reliance on imports and lower production costs.

    CareEdge estimates that India’s dependence on lithium-ion cell imports could drop to 20 per cent by FY27, compared to nearly 100 per cent in FY22, supported by new investments in integrated battery manufacturing facilities.

    The report comes as global EV leader Tesla begins its operations in India, signalling further momentum for the country’s electric mobility landscape.

    The new webpages for Yaverland, Shanklin and Ventnor make it easier for communities to stay informed about vital coastal protection work.

    Updates on coastal defence schemes for Ventnor, Shanklin and Yaverland will now be available online

    New webpages filled with information about the coastal defence schemes in Shanklin, Yaverland, and Ventnor have launched.

    These webpages provide easy access to up-to-date information about the schemes, including background details, key documents, engagement updates, and next steps.

    Facilitated by the Environment Agency and Isle of Wight Council, the new webpages make it easier for residents, businesses, and stakeholders to stay informed and involved in the coastal defence planning process by posting their questions and ideas. 

    Earlier this year, a series of community engagement events were held in February and April at locations in Ventnor, Shanklin, and Yaverland.

    Together, these activities captured local views on the urgent need to address coastal risks and gathered ideas for improving the seafronts for residents, businesses, and visitors. 

    More than 400 people attended the in-person events, and over 200 contributed feedback. Key themes in the report include:  

    • A strong community desire for coastal protection that is accessible, attractive, and resilient.  

    • Support for placemaking features such as improved seating, planting, signage, and public art.  

    • Clear interest in staying informed and involved as the scheme progresses.  

    Natasha Dix, service director of Waste, Environment and Planning at the Isle of Wight Council, said:   

    This feedback reflects the deep connection local people have with Ventnor’s coastline, and their clear vision for protection that enhances rather than detracts from what makes this area special.

    Residents have shown they want coastal defences that are not just functional but contribute to the character and accessibility of their seafront.

    David Gaskell, senior project officer for Ventnor at the Environment Agency, said:  

    We’re grateful for the open conversations and creative suggestions shared, and we’re committed to building on this as we move into the next phase of design and planning.

    Moving forwards, the projects are also planning to engage schools to hear from the younger generation who will benefit from the schemes over the next 50 years.

    Background

    • The Isle of Wight coastal defence schemes are a joint initiative between the Environment Agency and Isle of Wight Council.

    A new £250 million investment from the UK Government into the Faslane nuclear weapons base is an ‘insult’ to local families in poverty, says the area’s Scottish Greens MSP Ross Greer.

    The United Kingdom’s nuclear weapons are housed on the River Clyde at HMNB Clyde, encompassing the Faslane and Coulport sites only 20 miles from Glasgow.

    In recent years, the cost for these weapons of mass slaughter has skyrocketed, with a report in 2023 uncovering “costs increased by £38.2 billion to £99.5 billion” a 62% increase for the Defence Nuclear Organisation.

    UK Labour Ministers Ian Murray and Maria Eagle will visit HMNB Clyde (Faslane) today to announce the funding for new nuclear infrastructure at the same time as their Government refused to lift thousands of children out of poverty by scrapping the Tories’ cruel two-child benefit cap and its associated ‘rape clause’.

    Reacting to the visit Scottish Greens MSP for West Scotland, Ross Greer said:

    “Pouring hundreds of millions of pounds of taxpayers’ money into military gimmicks won’t make us any safer. It will only take money away from the urgent work needed to lift children out of poverty and tackle the climate emergency. The only winners here are the arms companies who will make a fortune.

    “The UK Government continues to use Scotland as a dumping ground for their weapons of mass slaughter. This new funding isn’t going to reduce the risk of living near Faslane nor the totally unacceptable risk of transporting nuclear and explosive materials by road through Scotland’s towns and cities.

    “Even if these weapons had no cost implications, they would still be totally immoral and a huge risk to the people of Scotland. There can never be justification for weapons which are only capable of indiscriminate mass killing. The terrible legacy of the bombings of Hiroshima and Nagasaki is all the warning we need from history in that regard.

    “Our communities in the West of Scotland need sustainable, safe jobs and a decent safety net in the social security system. This money could have been used for that, but instead it will go straight to some of the world’s biggest arms manufacturers.

    “Faslane could be a conventional naval base, meeting our defensive needs on the west coast for a fraction of the cost of this nuclear arsenal, with the rest of that money used to make this a fairer and greener country. But yet again, it will instead be thrown into the bottomless pit of money that is the Trident nuclear weapon programme.”

  • MIL-OSI China: Pentagon orders half of National Guard to leave Los Angeles

    The U.S. Department of Defense on Tuesday ordered 2,000 of the roughly 4,000 California National Guard members deployed in the Los Angeles area to return to their home commands.

    “Thanks to our troops who stepped up to answer the call, the lawlessness in Los Angeles is subsiding,” said Pentagon spokesperson Sean Parnell in a statement, announcing Defense Secretary Pete Hegseth’s decision to scale back the deployment.

    The “federal protection mission” had achieved its immediate goals, the statement said.

    It was not specified how soon the service members would leave, while some officials said units would redeploy “in an orderly manner”. The California National Guard confirmed it had begun contacting commanders to arrange transportation for soldiers whose assignments are ending.

    The Trump administration federalized around 4,000 California National Guard members and dispatched about 700 active-duty Marines to the Los Angeles area in June after large-scale protests erupted over immigration enforcement raids in the area.

    California Governor Gavin Newsom and Los Angeles Mayor Karen Bass sharply criticized the deployment, arguing that the heavy military presence aggravated tensions rather than restored calm. Both officials reiterated on Tuesday that complete control of public-safety operations should be returned to state and local agencies at once.

    “Thousands of members are still federalized in Los Angeles for no reason and unable to carry out their critical duties across the state,” Newsom said in a post on X. “End this theater and send everyone home.”

    At a press conference Tuesday evening, Bass said the troops were “deployed unnecessarily” and “used as props” by the Trump administration. “I am hoping that this is the beginning of a complete withdrawal,” she said as quoted by the Los Angeles Times.

    Even after the drawdown, some 2,000 Guard troops and all 700 Marines will remain in the Los Angeles area. Their responsibilities include protecting federal buildings and assisting U.S. Immigration and Customs Enforcement agents in their operations.

  • MIL-OSI Asia-Pac: LCQ6: Subsidising patients to purchase continuous glucose monitors

         Following is a question by Dr the Hon David Lam and a reply by the Secretary for Health, Professor Lo Chung-mau, in the Legislative Council today (July 16):

    Question:

         It is learnt that a continuous glucose monitor (CGM) is a small sensor that can be inserted under the skin of the arm or abdomen to continuously measure the blood glucose level. Studies have found that using a CGM helps patients with Type 1 diabetes control their conditions and improve their quality of life, as well as reduce the incidence of serious diabetes-related complications. However, there are views pointing out that CGMs need to be replaced every two weeks, placing a considerable financial burden on low-income patient families. In this connection, will the Government inform this Council:

    (1) as it has been reported that the Hong Kong Children’s Hospital currently only provides a limited number of CGMs to young diabetes patients, while the “Jockey Club Support for Young People with Diabetes” funded by the Hong Kong Jockey Club only provides eligible diabetes patients between the ages of 2 and 30 with access to a two-year CGM supply, which fails to meet the long-term needs of the patients, whether the Government knows if the Hospital Authority (HA) will continuously provide young diabetes patients with a full year’s supply of CGMs to cater for their needs; and

    (2) whether it knows if HA will include CGMs in Privately Purchased Medical Items and, through the Samaritan Fund, provide subsidies to diabetes patients in financial need; if HA will, of the details; if not, the reasons for that?

          Diabetes is one of the common chronic diseases in Hong Kong, with a prevalence of 8.5 per cent among persons aged 15-84 in Hong Kong as indicated in the Population Health Survey 2020-22. Diabetes is mainly classified into Type 1 and Type 2. Type 1 diabetes is caused by the dysfunction of insulin-producing cells, which may be related to hereditary factors, autoimmune disorders or some environmental factors. Type 2 diabetes is caused by the body’s resistance to insulin. Apart from hereditary factors, key factors for developing Type 2 diabetes are associated with unhealthy lifestyle, including dietary patterns, obesity or lack of exercise.

          The Hospital Authority (HA) provides diversified services to support various types of diabetic patients, including general out-patient services and specialist out-patient Diabetes Centre services. The general out-patient services serve patients with relatively stable conditions.  

          Meanwhile, the Diabetes Centres deliver comprehensive consultation and treatment services for patients with more complex conditions, overseen by a team of mainly endocrinologists and specialised diabetes nurses. The Centres provide patients with services including diabetes assessment, consultation, treatment, self-management education, metabolic risk assessment, so as to enable early detection of complications and facilitate appropriate management. Doctors will arrange various tests and treatment plans based on individual circumstances of patients.

          In consultation with the HA, the consolidated reply to the question raised by Dr the Hon David Lam is as follows: 

          All diabetic patients require regular monitoring of their blood glucose levels. The traditional monitoring methods include blood tests and checking of blood glucose levels by home-use blood glucose meters. The continuous glucose monitoring system (CGM) mentioned in the question raised by Dr the Hon David Lam, which involves sensors inserted under the skin for measurement of blood glucose levels at all times and places, serves as a special monitoring tool for particular patients with clinical needs.

         At present, the HA has guideline in place to provide CGM to individual patients with clinical needs for free in a timely manner, mainly for patients who need to monitor their blood glucose levels frequently so as to adjust their treatment plans, such as those requiring multiple daily insulin injections with unstable blood glucose levels, prone to hypoglycaemia, or suffering from hypoglycaemia unawareness. It includes Type 1 and Type 2 paediatric and adult diabetic patients. By collecting hundreds of glucose readings daily, CGM monitors blood glucose control parameters for these patients with specific clinical needs, including time-in-range, glucose variability and trend graphs. This assists the healthcare team in devising more appropriate treatment plans for patients. Additionally, CGM can improve glucose control and reduce the occurrence of hypoglycaemia in diabetic patients prone to hypoglycaemia or those suffering from hypoglycaemia unawareness.

          Nonetheless, not all diabetic patients have the clinical need for CGM. Furthermore, since the CGM needs to be inserted under the skin and worn for extended periods, some patients may experience discomfort or unease, while skin allergies may even occur in some cases. As CGM measures glucose levels in interstitial fluid, the readings provided may slightly lag behind actual blood glucose level and have certain degree of discrepancy. 

          While providing appropriate treatment to patients, the HA must ensure that the limited public healthcare resources are utilised in a rational and optimal manner. In 2024, there were over 658 000 patients with diabetes receiving care from the HA. On this basis, providing CGM with a two-week service lifespan to all diabetic patients continuously for the whole year would not only cause information overload of blood glucose readings to healthcare personnel, but also entail an additional expenditure of several billion dollars per annum. As with the introduction of new drugs and devices, we have to take into account the cost-effectiveness and feasibility when determining the scope of use for individual monitoring devices.

          The HA will continuously review the coverage of relevant services and technology development and, under the principle of optimising the utilisation of limited public resources, evaluate clinical services guidelines, including the use of different suitable testing methods to monitor the blood glucose levels of patients according to the clinical conditions and the actual needs of diabetic patients, so as to ensure the provision of suitable treatment to all patients with diabetes.

    Seoul (Agenzia Fides) – “There can be no world peace without peace on the Korean Peninsula”. This is the slogan that young Koreans launched, who gathered in the Demilitarized Zone (a strip of land created in 1953 after the armistice of the Korean War, which serves as a buffer zone and border between the two nations, ed.) for the tenth “Peace Pilgrimage.”This year’s pilgrimage, organized by the Korea Reconciliation Committee of the Archdiocese of Seoul and sponsored by the Ministry of Culture, Sports and Tourism, brought together about 40 young people from the south and north of the peninsula, as well as from various other countries around the world.During the four-day pilgrimage, the young people visited several symbolic places that became places of prayer for a few moments. For example, the Odusan Unification Tower offers spectacular views of the Han and Imjin Rivers flowing into the Yellow Sea, and Hwanghae Province of North Korea in the distance.The young pilgrims also visited Imjingak Park on their way to the Jangsan Observatory near Chopyeongdo Island, famous as a migratory bird habitat and surrounded by barbed wire fences surrounding the military training ground. There, they recited St. Francis of Assisi’s “Prayer for Peace,” together, while the gunfire of soldiers training could be heard in the background.The pilgrims moved to Cheorwon, Gangwon Province, where the Cheorwon Peace Observatory is located above the civilian control line and about 2 km from the North Korean border. Then they headed to the “Ice Cream Plateau” also known as Sapseulbong Plateau. Intense fighting and fierce artillery exchanges between the North and South Korean forces happened on this hill during the Korean War. It earned its nickname “Ice Cream Plateau” because the mountain peak looks like a melting ice cream. Here, where the scars of war still linger, young people discussed how to move forward toward peace.The youth cycled to “Open the Moon Café”.     Seoul (Agenzia Fides) – “There can be no world peace without peace on the Korean Peninsula”. This is the slogan that young Koreans launched, who gathered in the Demilitarized Zone (a strip of land created in 1953 after the armistice of the Korean War, which serves as a buffer zone and border between the two nations, ed.) for the tenth “Peace Pilgrimage.”This year’s pilgrimage, organized by the Korea Reconciliation Committee of the Archdiocese of Seoul and sponsored by the Ministry of Culture, Sports and Tourism, brought together about 40 young people from the south and north of the peninsula, as well as from various other countries around the world.During the four-day pilgrimage, the young people visited several symbolic places that became places of prayer for a few moments. For example, the Odusan Unification Tower offers spectacular views of the Han and Imjin Rivers flowing into the Yellow Sea, and Hwanghae Province of North Korea in the distance.The young pilgrims also visited Imjingak Park on their way to the Jangsan Observatory near Chopyeongdo Island, famous as a migratory bird habitat and surrounded by barbed wire fences surrounding the military training ground. There, they recited St. Francis of Assisi’s “Prayer for Peace,” together, while the gunfire of soldiers training could be heard in the background.The pilgrims moved to Cheorwon, Gangwon Province, where the Cheorwon Peace Observatory is located above the civilian control line and about 2 km from the North Korean border. Then they headed to the “Ice Cream Plateau” also known as Sapseulbong Plateau. Intense fighting and fierce artillery exchanges between the North and South Korean forces happened on this hill during the Korean War. It earned its nickname “Ice Cream Plateau” because the mountain peak looks like a melting ice cream. Here, where the scars of war still linger, young people discussed how to move forward toward peace.The youth cycled to “Open the Moon Café”.     UK reaffirms unwavering support for Ukraine and welcomes vital US contribution: UK Statement to the OSCE

    UK Military Advisor, Lt Col Joby Rimmer, says the UK, alongside the US and international partners, remains committed to providing the economic, diplomatic, and military tools Ukraine needs to defend itself.

    Madame Chair, the United Kingdom reaffirms its unwavering support for Ukraine as it continues to defend its people and sovereignty against the Russian government’s escalating campaign of aggression. We remain resolute in our commitment to ensuring Ukraine has the tools and support it needs to prevail – diplomatically, economically, and militarily.

    The urgency of this support was underscored by the most recent Russian attacks. On the night of 11-12 July, Russia launched 597 drones and 26 cruise missiles across Ukraine in a 10-hour assault. The attacks killed at least two civilians and injured over 20 others, with damage reported from Kharkiv to Lviv. Just days earlier, Kyiv endured a combined drone, ballistic, and cruise missile strike that damaged six districts and left multiple civilians injured.

    These attacks mark a grim trend. Eight of the largest attacks of the war have been launched by Russia in the last two months. Russia launched ten times more missile and drone strikes in June 2025 than in June 2024. The impact on civilians has been appalling. According to the UN Human Rights Monitoring Mission in Ukraine (HRMMU), June 2025 saw the highest civilian toll since the war began, with 232 killed and 1,343 injured, driven by a surge in long-range missile and drone strikes reaching far beyond the front lines. From December to May, the UN estimates that civilian casualties increased by 37% from the same period the previous year. Even more horrific is the alleged use of drones armed with enhanced warheads containing up to 90kg of metal shrapnel, designed to maximise civilian casualties. As President Zelenskiiy’s aide Andrii Yermak warned, the alleged use of these shrapnel-packed warheads marks an appalling new chapter in the war.

    The growing frequency and intensity of these attacks underscore the urgent need for enhanced air defence support for Ukraine. We welcome President Trump’s decision to enable NATO Allies to purchase US military equipment vital for Ukraine to defend itself and protect civilians, including Patriot systems. The UK is pleased to be co-chairing, with Germany, a meeting of the Ukraine Defence Contact Group meeting next week, to ensure that Ukraine gets the military support it needs to defend itself against Russia’s brutal attacks.

    Finally, on 10 July, the United Kingdom was proud to co-chair the fourth meeting of the ‘Coalition of the Willing’ alongside President Macron, bringing together representatives from 38 countries, including over 30 heads of state and government. This gathering was a powerful demonstration of unity and a clear signal to Moscow that our support for Ukraine is enduring, coordinated, and intensifying. We welcome the presence of a US delegation at the meeting for the first time, and President Trump’s announcement that the US will impose sanctions if a peace deal is not reached in 50 days. We call upon the Russian Federation to abandon their maximalist objectives in Ukraine, agree to a full and unconditional ceasefire as Ukraine did five months ago, and engage in meaningful peace talks. Together with our partners we will continue to ratchet up the pressure on Russia until a just and lasting peace is reached.

    The UK will continue to stand firm with our Allies and Partners, to ensure Ukraine’s defence, uphold international law and secure a future of peace and stability in Europe – principles enshrined in the Helsinki Final Act, including the inviolability of frontiers, territorial integrity of states, and the peaceful settlement of disputes.     At 9.00 this morning, the Holy Father Leo XIV celebrated Holy Mass in the Chapel of the Castel Gandolfo Carabinieri Station.
    At the end of Mass, the Holy Father visited the Monastery of the Poor Clares in Albano, dedicated to the Immaculate Conception.
    The following is the homily delivered by the Pope during the Eucharistic Celebration, after the proclamation of the Gospel:
     
    Homily of the Holy Father
    Dear brothers and sisters,
    The Gospel we have heard gives us the authentic Christian meaning of these two words. Brother and sister are names of relation, which we repeat often in the liturgy as a greeting, as a sign of closeness and affection. Jesus, the only-begotten Son of God, explains their meaning in relation to himself and to his Father, revealing a bond stronger than blood, since it involves all of us, uniting every man and every woman. Indeed, we are all truly brothers and sisters of Jesus when we do God’s will, that is, when we live loving each other,as God has loved us.
    Every relationship that God lives, in himself and for us, thus becomes a gift: when his only Son becomes our brother, his Father beomes our Father, and the Holy Spirit, which joins the Father and the Son, comes to dwell in our hearts. God’s love is so great that Jesus does not keep even his mother for himself, giving Mary to us as our mother, in the hour of the cross (cf. Jn 19:27). Only those who live by such full dedication can affirm: “For whoever does the will of my heavenly Father is my brother, and sister, and mother” ( Mt 12:50). In particular, these words let us understand that Mary becomes the mother of Jesus because she listens to the word of God with love; she welcomes it into her own heart and lives it faithfully. Commenting the Gospel passage recalled just now, Saint Augustine therefore wrote that “Mary … is blessed, because she heard the word of God and kept it” ( Sermon 72/A, 7). The meaning of Mary’s life is enshrined in her faithfulness to the Word she received from God: the Word of life she received, carried in her womb and gave to the world.
    Dear friends, the 75 th anniversary of the proclamation of the faithful Virgin, the Virgo fidelis , as Patroness of the Carabinieri Corps, was recently celebrated. Right here in Castel Gandolfo, in 1949 my venerable predecessor Pope Pius XII accepted this beautiful proposal from the general Command of the Corps. After the tragedy of the war, in a period of moral and material reconstruction, Mary’s fidelity to God thus became a model of the fidelity of every Carabiniere towards his homeland and the Italian people. This virtue expresses the devotion, purity, and constancy in commitment to the common good which the Carabinieri protect by guaranteeing public safety and defending the rights of all, especially those in dangerous conditions.
    I therefore wish to express deep gratitude for the noble and demanding service that the Corps provides to Italy and her citizens, as well as to the Holy See and the faithful who visit Rome: I think in particular of the many pilgrims in this Jubilee year.
    Devotion to the faithful Virgin also reflects the motto of the Carabinieri, Nei secoli fedele – faithful throughout the centuries – expressing the sense of duty and abnegation of every member of the Corps, to the point of self-sacrifice. I therefore thank the authorities present, both civil and military, for what you do in the fulfilment of your duties: in the face of injustice, which harms the social order, you do not give in to the termptation of thinking that evil may prevail. Especially in this time of wars and violence, you remain faithful to your oath: as servants of the State, you respond to crime with the force of the law and with honesty. This is how the Carabinieri Corps, the Benemerita , will always be worthy of the respect of the Italian people.
    In this Eucharist, as we celebrate the passion, death and resurrection of the Lord, it is right and dutiful to remember the Carabinieri who have given their lives in the course of duty: I offer as an example to you the venerable Salvo D’Acquisto, awarded the gold medal for military valour, whose cause for beatification is underway. In every mission, may the Virgo fidelis accompany you, watching lovingly over each one of you, your families and your work.

    However, a spokesperson for New Zealand Foreign Minister Winston Peters told RNZ Pacific that New Zealand’s “overarching priority . . . is to work with Pacific partners to achieve a secure, stable, and prosperous region that preserves Pacific sovereignty and agency”.

    The spokesperson said that through its foreign policy “reset”, New Zealand was committed to “comprehensive relationships” with Pacific Island countries.

    “New Zealand’s identity, prosperity and security are intertwined with the Pacific through deep cultural, people, historical, security, and economic linkages.”

    The New Zealand government commits almost 60 percent of its development funding to the region.

    Pacific ‘increasingly contested’
    The spokesperson said that the Pacific was becoming increasingly contested and complex.

    “New Zealand has been clear with all of our partners that it is important that engagement in the Pacific takes place in a manner which advances Pacific priorities, is consistent with established regional practices, and supportive of Pacific regional institutions.”

    They added that New Zealand’s main focus remained on the Pacific, “where we will be working with partners including the United States, Australia, Japan and in Europe to more intensively leverage greater support for the region.

    “We will maintain the high tempo of political engagement across the Pacific to ensure alignment between our programme and New Zealand and partner priorities. And we will work more strategically with Pacific Governments to strengthen their systems, so they can better deliver the services their people need,” the spokesperson said.

    However, former New Zealand prime minister Helen Clark, writing in the prologue of Dr Robie’s book, said: “New Zealand needs to re-emphasise the principles and values which drove its nuclear-free legislation and its advocacy for a nuclear-free South Pacific and global nuclear disarmament.”

    Dr Robie added that looking back 40 years to the 1980s, there was a strong sense of pride in being from Aotearoa, the small country which set an example around the world.

    “We took on . . . the nuclear powers,” Dr Robie said.

    “And the bombing of the Rainbow Warrior was symbolic of that struggle, in a way, but it was a struggle that most New Zealanders felt a part of, and we were very proud of that [anti-nuclear] role that we took.

    “Over the years, it has sort of been forgotten”.

    ‘Look at history’
    France conducted 193 nuclear tests over three decades until 1996 in French Polynesia.

    Until 2009, France claimed that its tests were “clean” and caused no harm, but in 2010, under the stewardship of Defence Minister Herve Morin, a compensation law was passed.

    From 1946 to 1962, 67 nuclear bombs were detonated in the Marshall Islands by the US.

    However, Dr Robie said that was not good enough and labelled the destruction left behind by the US, and France, as “outrageous”.

    “It is political speak; politicians trying to cover their backs and so on. If you look at history, [the response] is nowhere near good enough, both by the US and the French.”

  • MIL-Evening Report: Ken Henry urges nature law reform after decades of ‘intergenerational bastardry’

    Former Treasury Secretary Ken Henry has warned Australia’s global environmental reputation is at risk if the Albanese government fails to reform nature laws this term.

    In his speech to the National Press Club on Wednesday, Henry said reform was needed to restore nature and power the net zero economy.

    Speaking as chair of the Australian Climate and Biodiversity Foundation, Henry said with “glistening ambition”, Australia can “build an efficient, jobs-rich, globally competitive, high-productivity, low-emissions nature-rich economy”.

    The speech comes at a crucial time for nature law reform in Australia. The new Environment Minister Murray Watt has committed to prioritise reform, after the Albanese government failed to achieve substantial changes to these laws in the last parliament.

    On Wednesday, Henry condemned previous failed attempts to reform the laws. He described delays in improving environmental management as “a wilful act of intergenerational bastardry”.

    The need for fundamental reform

    The Albanese government abandoned efforts to pass important reforms in its first term.

    Environment Minister Murray Watt has committed to achieving reforms within 18 months, acknowledging “our current laws are broken”.

    In his speech on Wednesday, Henry agreed with this sentiment. He described the Environment Protection and Biodiversity Conservation Act as “a misnomer, if ever there was one”.

    Henry is both a former Treasury Secretary and former chair of National Australia Bank. He also wrote Australia’s most important white paper on tax reform.

    Henry has previously said environmental law reform could be a template for other essential, difficult law reform, such as fixing Australia’s broken tax system.

    He understands Australia’s broken environmental laws. In 2022-23, he led an independent review into nature laws in New South Wales. That review found the laws were failing and would never succeed in their current form.

    At the start of his speech on Wednesday, Henry came close to tears when he acknowledged Greens Senator Sarah Hansen-Young’s support for those who look after injured and orphaned native animals.

    As a bureaucrat in Canberra, Henry also used to rescue injured animals and nurse them back to health.

    Big challenges ahead

    As Henry noted on Wednesday, Australia faces enormous challenges. These include the need to rapidly build more housing and triple renewable energy capacity by 2030.

    But before building suburbs, wind farms, transmission lines, mines and roads, projects need to be assessed for their potential to harm the environment.

    Henry on Wednesday called for sweeping changes, drawing on Graeme Samuel’s 2019-20 review of the EPBC Act. The changes include:

    • genuine cooperation across all levels of government, industry and the community
    • high-integrity evidence to inform decision making
    • clear, strong and enforceable standards applied nationwide
    • an independent and trusted decision-maker, in the form of a national Environment Protection Authority
    • a natural capital market, which – if well-designed – could provide a financial incentive for nature restoration and carbon storage in the form of tradable credits.

    Without the reforms, Henry said, Australia would not “retain a shred of credibility” for two global commitments: reaching net zero emissions, and halting and reversing biodiversity loss.

    But he said faster approvals should not come at a greater cost to nature. In his words:

    with due acknowledgement of the genius of AC/DC, there is no point in building a faster highway to hell.

    Henry said the current parliament has time to put the right policy settings in place. The remedies also enjoy broad stakeholder support. “We’ve had all the reviews we need,” he said. “All of us have had our say. It is now up to parliament. Let’s just get this done.”

    Former Treasury Secretary Ken Henry has warned Australia’s global environmental reputation is at risk if the Albanese government fails to reform nature laws this term.

    In his speech to the National Press Club on Wednesday, Henry said reform was needed to restore nature and power the net zero economy.

    Speaking as chair of the Australian Climate and Biodiversity Foundation, Henry said with “glistening ambition”, Australia can “build an efficient, jobs-rich, globally competitive, high-productivity, low-emissions nature-rich economy”.

    The speech comes at a crucial time for nature law reform in Australia. The new Environment Minister Murray Watt has committed to prioritise reform, after the Albanese government failed to achieve substantial changes to these laws in the last parliament.

    On Wednesday, Henry condemned previous failed attempts to reform the laws. He described delays in improving environmental management as “a wilful act of intergenerational bastardry”.

    The need for fundamental reform

    The Albanese government abandoned efforts to pass important reforms in its first term.

    Environment Minister Murray Watt has committed to achieving reforms within 18 months, acknowledging “our current laws are broken”.

    In his speech on Wednesday, Henry agreed with this sentiment. He described the Environment Protection and Biodiversity Conservation Act as “a misnomer, if ever there was one”.

    Henry is both a former Treasury Secretary and former chair of National Australia Bank. He also wrote Australia’s most important white paper on tax reform.

    Henry has previously said environmental law reform could be a template for other essential, difficult law reform, such as fixing Australia’s broken tax system.

    He understands Australia’s broken environmental laws. In 2022-23, he led an independent review into nature laws in New South Wales. That review found the laws were failing and would never succeed in their current form.

    At the start of his speech on Wednesday, Henry came close to tears when he acknowledged Greens Senator Sarah Hansen-Young’s support for those who look after injured and orphaned native animals.

    As a bureaucrat in Canberra, Henry also used to rescue injured animals and nurse them back to health.

    Big challenges ahead

    As Henry noted on Wednesday, Australia faces enormous challenges. These include the need to rapidly build more housing and triple renewable energy capacity by 2030.

    But before building suburbs, wind farms, transmission lines, mines and roads, projects need to be assessed for their potential to harm the environment.

    Henry on Wednesday called for sweeping changes, drawing on Graeme Samuel’s 2019-20 review of the EPBC Act. The changes include:

    • genuine cooperation across all levels of government, industry and the community
    • high-integrity evidence to inform decision making
    • clear, strong and enforceable standards applied nationwide
    • an independent and trusted decision-maker, in the form of a national Environment Protection Authority
    • a natural capital market, which – if well-designed – could provide a financial incentive for nature restoration and carbon storage in the form of tradable credits.

    Without the reforms, Henry said, Australia would not “retain a shred of credibility” for two global commitments: reaching net zero emissions, and halting and reversing biodiversity loss.

  • MIL-OSI China: Comedian Chen Peisi returns to big screen after 32 years

    Chen Peisi, a household name in Chinese comedy, has returned to cinema after 32 years with “The Stage,” a film he wrote, directed and starred in based on his stage play.

    Set during the war-torn Republic of China era (1912-1949), the film follows Hou Xiting (played by Chen), leader of a Peking Opera troupe, who brings his performers to Beijing. Chaos erupts when a teahouse attendant (Huang Bo) is mistaken by a warlord (Jiang Wu) for famed opera star Jin Xiaotian (Yin Zheng) and forced to perform “Farewell My Concubine.” As backstage intrigues collide with onstage farce, the troupe becomes entangled with rival factions in a whirlwind of absurdist drama.

    Following the premiere, the film earned thunderous applause. One audience member called the film “a mirror that reflects both the times and us,” while another described it as “a sophisticated comedy with a tragic core.”

    Chen, facing the audience with tears glistening in his eyes, said, “Your love for it is my joy. This is what I live to do, and I’ll keep creating with this same happiness.”

    Chen, a multigenerational comedy icon, rose to fame in the 1980s through a series of family comedy films co-starring his father, veteran actor Chen Qiang. His popularity skyrocketed after teaming up with actor Zhu Shimao to perform classic sketches on China’s Spring Festival Gala — the world’s most-watched television event. Later, Chen shifted his focus to television and stage productions.

    Chen’s return created a deeply nostalgic moment that moved many to tears. Many celebrities attended the premiere to show support and pay tribute, including his longtime collaborator Zhu, veteran comedians Pan Changjiang, Cai Ming and Liang Tian, director Cao Baoping, China’s rock ‘n’ roll godfather Cui Jian and legendary singer Wei Wei.

    “You see, there are still tears in my eyes,” said Zhu, who delivered a lengthy speech praising the film. “It’s been years since I last saw such an extraordinary story. Peisi, I’ve never cried for you before. This is a first.”

    Yu Yue, chief writer of the original stage play, said that the film adaptation exceeded expectations: “The gap between stage and screen is extremely difficult to bridge, but ‘The Stage’ made the leap vividly and successfully. It didn’t lose the soul of the original work and even used cinematic techniques to enhance it.”

    The film’s cast praised the story and their roles at the premiere. Lead actor Huang Bo said his character was “pure” and compared the role to “being suddenly pulled onstage at a Jay Chou concert and somehow becoming the main act. It was such a joy to play!”

    Veteran actor Jiang Wu, who plays the warlord in the film, lit up when speaking about the role: “Ten years ago, they invited me to play this character in the stage version. The script was already rock solid. So, when they adapted it into a film with Chen Peisi directing a decade later, I would have been missing out if I hadn’t taken part. The warlord’s overbearing yet adorably clueless energy was such a blast to play!”

    Actor Yin Zheng also praised the script as being “as solid as a diamond,” while actor Yu Shaoqun tied his character’s persistence to Chen’s own creative spirit: “To create art, you need to hold on to something. Feng Xiaotong protects the opera in the film just like Chen Peisi protects the soul of comedy in reality.”

    “The Stage” will open in cinemas nationwide on July 25.

  • MIL-OSI Africa: ‘A Dream Realized’: Mercy Ships Supports First-Of-Its-Kind African Dental Education Symposium

    What began as a dream two years ago has now become a reality in Casablanca, Morocco. On July 11 and 12, 2025, representatives from 24 nations across the continent gathered at Université Mohammed VI des Sciences de la Santé (UM6SS) for the inaugural African Dental Education Symposium, which culminated in the creation of the groundbreaking African Education Dental Association (AEDA).

    The need for an association of this kind is pressing, as African nations face a critical shortage of dental professionals. According to the World Health Organization, there are just 0.44 dentists per 10,000 people (https://apo-opa.co/46H8Yv2) in Africa, compared to around 7 per 10,000 (https://apo-opa.co/4f0Tgx6) in many high-income countries. Only 84 dental schools operate (https://apo-opa.co/46H8Yv2) across 26 African nations. This contributes to the fact that, as of 2021, around 42% of Africa’s population have untreated oral diseases.

    The symposium, initiated by Professor Ihsane Benyayha, Dean of the UM6SS Dental School, and supported by international surgical charity Mercy Ships, brought together deans and directors from dental schools across Africa. This gathering, and its successful signing of a new association, marks a new chapter in intentional collaboration and innovation in dental education.

    “I think that we, as African leaders, African professors, African dentists, we can do a lot for our countries. We should help each other. I see that we have an American Dental Education Association, and a European one… Why not an African Education Dental Association?” said Professor Benyayha.

    “We’re at a time where it should no longer be acceptable for any country to have one dentist per 1 million people. Now is the time to solve this issue and overcome it. All the stakeholders and leaders we need are in this room. We need to ask ourselves; how can we take the next step?” said Dr. David Ugai, Mercy Ships Country Director for Guinea.

    The African Dental Education Symposium centered around a clear purpose: to catalyze African nations collaborating in new and dynamic ways to train dental professionals, develop sustainable education programs, and strengthen access to dental health throughout the continent.

    Key to fulfilling this mission is the launch of the African Education Dental Association, modeled after similar associations in the United States and Europe. The association will provide African dental educators with a unified voice, a space for sharing best practices, and a clear structure for long-term collaboration.

    “This is the realization of a great dream… This symposium is a necessity because everyone was in their own countries, working in isolation. But thanks to the symposium, we will be able to join forces, combine efforts, and try to share our points of view. Cooperation between African countries will allow the various dental schools in Africa to speak with one voice,” said Professor Mohamed Siddick Fadiga, Head of the Department of the Université Gamal Abdel Nasser de Conakry Dental School in Guinea.

    The symposium also featured international leaders, including the FDI World Dental Federation, the American Dental Education Association, and Association for Dental Education in Europe, offering their support as African deans and program directors take the lead in transforming dental education for the next generation.

    As of 2025, Mercy Ships has partnered with UM6SS to support the training of more than 20 dental professionals from Guinea, Benin, and Madagascar in advanced specialization programs. After graduating, these students will return home equipped to teach, mentor, and expand access to dental care in their own communities.

    “This symposium is the first to my knowledge. It’s the first time I’ve seen so many schools come together in one country to discuss the problems of dental education in Africa. So, it’s quite clear that this symposium is part of the history of dental education in Africa, and I hope it’s just the first of more,” said Professor El Hadj Babacar Mbodj, Dean of UCAD Dental School in Senegal.

    Mercy Ships’ partnerships extend far beyond Morocco. Across Africa, long-term collaboration with universities and ministries of health is helping expand infrastructure, enhance clinical training, and equip faculty to strengthen dental healthcare capacity. These efforts currently span the continent, including:

    • In Guinea, Mercy Ships’ ongoing partnership with Université Gamal Abdel Nasser de Conakry (UGANC) has revitalized the nation’s dental education opportunities and renovations have more than doubled the school’s training capacity.
    • In Senegal, an upcoming expansion to the dental school at Universite Cheikh Anta Diop in Dakar will increase clinical training chairs from 30 to over 70.
    • In Togo, Mercy Ships is helping to build the first simulation and clinical training space at the University of Lomé, which first opened a dental program in 2019.
    • In Benin, Mercy Ships is training future educators to reopen the nation’s only dental school, which closed in 2018 due to a lack of specialty professors and infrastructure.
    • In Burkina Faso, a brand-new partnership will support training faculty development at the country’s growing dental school.
    • In Madagascar, Mercy Ships is sponsoring dentists for specialization to become specialists and future national university professors.
    • In Sierra Leone, Guinea-Bissau, and Liberia, Mercy Ships is sponsoring a student exchange program through Université Gamal Abdel Nasser de Conakry that will increase access to dental education and expand the dentist workforce in their respective countries.

But thanks to this partnership with Mercy Ships, we have hope for the survival of the school with the continuity of these young graduates who will return with their diplomas to our country.     The May data shows:

    • on average, house prices have risen 1.1% since April 2025
    • there has been an annual price rise of 3.9% which makes the average property in the UK valued at £269,000

    In England the May data shows, on average, house prices rose by 1.3% since April 2025. The annual price rise of 3.4% takes the average property value to £290,000.

    • Yorkshire and the Humber  experienced the most significant monthly increase with a movement of 2.4%
    • London saw the biggest monthly price fall, with a reduction of -1.4%
    • The North East experienced the greatest annual price rise, up by 6.3%
    • The South West saw the lowest annual price growth, with a rise of 1.9%

     Wales shows, on average, house prices rose by 0.5% since April 2025. An annual price increase of 5.1% takes the average property value to £210,000.

    UK house prices

    UK house prices rose by 3.9% in the year to May 2025, up from the revised estimate of 3.6% in the 12 months to April 2025. On a non-seasonally adjusted basis, average house prices in the UK increased by 1.1% between April 2025 and May 2025, compared with a increase 0.8% from the same period 12 months ago (April 24 and May 2024).

    The UK Property Transactions Statistics showed that in May 2025, on a seasonally adjusted basis, the estimated number of transactions of residential properties with a value of £40,000 or greater was 81,000. This is 11.8% lower than a year ago (May 2025). Between April 2025 and May 2025, UK transactions decreased by 25.1% on a seasonally adjusted basis.

    House price monthly increase was highest in Yorkshire and the Humber where prices increased by 2.4% in the year to May 2025. The highest annual growth was in the the North East, where prices increased by 6.3% in the year to May 2025.

    The UK HPI is based on completed housing transactions. Typically, a house purchase can take 6 to 8 weeks to reach completion. As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

    Background

    1. We publish the UK House Price Index (HPI) on the second or third Wednesday of each month with Northern Ireland figures updated quarterly. We will publish the June 2025 UK HPI at 9:30am on Wednesday 20 August 2025. See calendar of release dates.
    2. We have made some changes to improve the accuracy of the UK HPI. We are not publishing average price and percentage change for new builds and existing resold property as done previously because there are not currently enough new build transactions to provide a reliable result. This means that in this month’s UK HPI reports, new builds and existing resold property are reported in line with the sales volumes currently available.
    3. The UK HPI revision period has been extended to 13 months, following a review of the revision policy (see calculating the UK HPI section 4.4). This ensures the data used is more comprehensive.
    4. Sales volume data is available by property status (new build and existing property) and funding status (cash and mortgage) in our downloadable data tables. Transactions that require us to create a new register, such as new builds, are more complex and require more time to process. Read revisions to the UK HPI data.

    6. HM Land Registry, Registers of Scotland, Land & Property Services/Northern Ireland Statistics and Research Agency and the Valuation Office Agency supply data for the UK HPI.
    7. The Office for National Statistics (ONS) and Land & Property Services/Northern Ireland Statistics and Research Agency calculate the UK HPI. It applies a hedonic regression model that uses the various sources of data on property price, including HM Land Registry’s Price Paid Dataset, and attributes to produce estimates of the change in house prices each month.     8. We take the UK Property Transaction statistics  from the HM Revenue and Customs (HMRC) monthly estimates of the number of residential and non-residential property transactions in the UK and its constituent countries. The number of property transactions in the UK is highly seasonal, with more activity in the summer months and less in the winter. This regular annual pattern can sometimes mask the underlying movements and trends in the data series. HMRC presents the UK aggregate transaction figures on a seasonally adjusted basis. We make adjustments for both the time of year and the construction of the calendar, including corrections for the position of Easter and the number of trading days in a particular month.
    9. UK HPI seasonally adjusted series are calculated at regional and national levels only. See data tables.
    10. The first estimate for new build average price (April 2016 report) was based on a small sample which can cause volatility. A three-month moving average has been applied to the latest estimate to remove some of this volatility.
    11. The UK HPI reflects the final transaction price for sales of residential property. Using the geometric mean, it covers purchases at market value for owner-occupation and buy-to-let, excluding those purchases not at market value (such as re-mortgages), where the ‘price’ represents a valuation.
    12. HM Land Registry provides information on residential property transactions for England and Wales, collected as part of the official registration process for properties that are sold for full market value.
    13. The HM Land Registry dataset contains the sale price of the property, the date when the sale was completed, full address details, the type of property (detached, semi-detached, terraced or flat), if it is a newly built property or an established residential building and a variable to indicate if the property has been purchased as a financed transaction (using a mortgage) or as a non-financed transaction (cash purchase).
    14. Repossession sales data is based on the number of transactions lodged with HM Land Registry by lenders exercising their power of sale.
    15. For England, we show repossession sales volume recorded by government office region. For Wales, we provide repossession sales volume for the number of repossession sales.

    17. We publish CSV files of the raw and cleansed aggregated data every month for England, Scotland and Wales. We publish Northern Ireland data on a quarterly basis. They are available for free use and re-use under the Open Government Licence.
