    Several key legislations and reports are likely to be discussed in the Lok Sabha on Friday, including statements from the Standing Committee on External Affairs on countering global terrorism.

    As per the Business List of the Lower House, Arvind Ganpat Sawant and Arun Govil are scheduled to submit the statements of the Standing Committee on External Affairs.

    These include – Statement showing action taken by the government on the observations/recommendations on the subject “India and Gulf Cooperation Council (GCC)- Contours of Cooperation”; Statement showing action taken by the government on the observations/recommendations on the subject “India’s Engagement with G20 Countries”; and Statement showing action taken by the government on the observations/recommendations on the subject “Countering Global Terrorism at Regional and International Levels”.

    The Lower House will also see the tabling of various reports of the Public Accounts Committee (2025-26) by Dharmendra Yadav and Jai Parkash.

    These include reports on “Failure of the CMPFO Management to take timely decision to redeem debentures of Dewan Housing Finance Corporation Limited (DHFL) resulting in avoidable loss of Rs 315.35 crore; “Loss due to indecision of Railway Administration in the matter of Land Acquisition: East Central Railway”; “Grant of Concession without the support of Declaration in Form – F”; and “Evasion of Tax due to Suppression of Sales”.

    Additionally, “The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024”, the motion for which was moved by Arjun Ram Meghwal on December 17, 2024, will be presented for consideration and passing.

    The Bill enables “reservation of seats in accordance with Article 332 of the Constitution for effective democratic participation of members of Scheduled Tribes”. It provides for the “readjustment of seats in the Legislative Assembly of the State of Goa, in so far as such readjustment is necessitated by the inclusion of certain communities in the list of the Scheduled Tribes in the State of Goa”.

  • Yoga may cut risk of type 2 diabetes by 40%, new report finds

    Regular practice of yoga may reduce the risk of developing Type 2 diabetes by as much as 40% among individuals at high risk, according to a new report titled ‘Yoga and Prevention of Type 2 Diabetes’. The findings were presented on Thursday to the Union Minister for Health and Family Welfare, J.P. Nadda, in the presence of Union Minister for Science & Technology Dr. Jitendra Singh.

    The report, based on evidence-backed research, was prepared by the Research Society for the Study of Diabetes in India (RSSDI), one of India’s largest organizations of diabetes researchers and healthcare professionals. It was led by Dr. S.V. Madhu, former President of RSSDI and current head of the Department of Endocrinology at the University College of Medical Sciences, Delhi.

    Unlike earlier studies that mainly focused on managing diabetes through yoga, this study emphasizes prevention. It assessed the impact of yoga on individuals with a predisposition to Type 2 diabetes—such as those with a family history or other risk factors—and found a significant 40% reduction in their risk when yoga was practiced regularly.

    “This is one of the first scientific attempts to document yoga’s role in preventing Type 2 diabetes,” said Dr. Jitendra Singh, who is also a noted diabetologist. He emphasized that the study provides a much-needed focus on preventive healthcare, aligning with India’s broader wellness goals.

    The report also identified specific yoga asanas (postures) that may be particularly effective in lowering diabetes risk, although details on these asanas are yet to be elaborated for clinical recommendations.

    While the current findings are based on non-clinical observations, further scrutiny and validation are underway. Additionally, the Department of Biotechnology is supporting similar studies to explore how traditional wellness practices like yoga can be integrated into modern preventive and therapeutic health strategies.

    Calling the findings a “reaffirmation of India’s wellness heritage grounded in modern science,” Dr. Singh said, “This study shows how ancient practices like yoga, when subjected to scientific investigation, can yield real-world solutions for public health.”

  • Over 3.5 lakh pilgrims perform Amarnath Yatra in 21 days

    Over 3.52 lakh devotees have undertaken the ongoing Amarnath Yatra till Thursday, as another batch of pilgrims departed for the Kashmir Valley on Friday, officials said.

    “Another batch of 2,896 yatris left the Bhagwati Nagar Yatri Niwas in Jammu on Friday in two escorted convoys, heading towards the two designated base camps,” officials stated.

    The first convoy, comprising 42 vehicles and carrying 790 pilgrims, departed at 3:30 a.m. for the Baltal base camp. The second convoy, consisting of 75 vehicles and carrying 2,106 pilgrims, left at 4:18 a.m. for the Pahalgam base camp.

    On Thursday, ‘Chhari Mubarak’ (Lord Shiva’s Holy Mace) was taken to the historic Shankaracharya Temple in Srinagar for the customary puja, performed on the occasion of ‘Haryali Amavasya’ (Shravan Amavasya) by a group of sadhus led by Mahant Deependra Giri. This ritual is a part of the age-old tradition associated with the annual pilgrimage.

    Today, the Chhari Mubarak will be carried to the Sharika Bhawani Temple atop the Hari Parvat hillock in Srinagar for another round of traditional worship.

    The Chhari Mubarak is scheduled to begin its final journey towards the Amarnath cave shrine from Dashnami Akhara Temple in Srinagar on August 4 and will reach the holy cave on August 9, marking the official conclusion of this year’s Yatra.

  • Trump says he wants Musk and his companies to thrive in US

    President Donald Trump said on Thursday he would not destroy Elon Musk’s companies by taking away federal subsidies and that he wants the billionaire tech entrepreneur’s businesses to thrive.

    The remarks follow a public clash with his former close ally over his tax bill. In July, the space and automotive billionaire announced the formation of a new political party, saying Trump’s “big, beautiful” tax bill would bankrupt America.

    “Everyone is stating that I will destroy Elon’s companies by taking away some, if not all, of the large scale subsidies he receives from the U.S. Government. This is not so!” Trump said in a social media post.

    “I want Elon, and all businesses within our Country, to THRIVE.”

    In a post on X, Musk said the “subsidies” Trump was talking about simply do not exist.

    SpaceX won the NASA contracts by doing a better job for less money, he added. “Moving those contracts to other aerospace companies would leave astronauts stranded and taxpayers on the hook for twice as much!”

    The president’s social media post came on the heels of Musk’s warningto Tesla TSLA.O investors on Wednesday that U.S. government cuts in support for electric vehicle makers could lead to a “few rough quarters” for the company.

    Though Musk has often said government subsidies should be eliminated, Tesla has historically benefited from billions of dollars in tax credits and other policy benefits because of its business in clean transportation and renewable energy.

    Sweeping tax and budget legislation approved by Congress, and signed by Trump, will halt$7,500 tax credits for buying or leasing new electric vehicles on September 30, as well as a $4,000 used EV credit, that have helped spur their sales in recent years.

    Before the relationship soured, Musk had spent more than a quarter of a billion dollars to help Trump win November’s presidential election and led the Department of Government Efficiency’s chaotic effort to slash the budget and cut the federal workforce.

    The Tesla CEO left the administration in late May to refocus on his tech empire.

    Trump and Musk fell out shortly afterward when Musk openly denounced the Republican president’s tax-cut and spending bill, leading to threats by Trump to cancel billions of dollars worth of federal government contracts with Musk’s companies.

    A week after the June spat, Reuters reported the White House had directed the Defense Department and NASA to gather details on billions of dollars in SpaceX contracts to ready possible retaliation against the businessman and his companies.

    Musk’s SpaceX had been considered a frontrunner to build out Trump’s $175-billion Golden Dome missile defense shield and remains a natural choice for key elements of the project.

    But sources familiar with the matter told Reuters this week that the administration is expanding its search for partners to build Golden Dome as tension with Musk threatens SpaceX’s dominance in the program.

  • French plan to recognise Palestinian state draws fire from Israel, US

    France intends to recognise a Palestinian state in September at the United Nations General Assembly, President Emmanuel Macron said on Thursday in hopes of bringing peace to the region, but the plan drew angry rebukes from Israel and the United States.

    Macron, who unveiled the decision on X, published a letter sent to Palestinian Authority President Mahmoud Abbas confirming France’s intention to press ahead with Palestinian recognition and work to convincing other partners to follow suit.

    “True to its historic commitment to a just and lasting peace in the Middle East, I have decided that France will recognise the state of Palestine,” Macron said.

    “I will make this solemn announcement at the United Nations General Assembly next September.”

    Home to Europe’s largest Jewish and Muslim communities, France will become the first major Western country to recognise a Palestinian state, potentially fuelling a movement so far dominated by smaller nations generally more critical of Israel.

    The news sparked anger in Israel and Washington.

    Israeli Prime Minister Benjamin Netanyahu condemned the decision by one of Israel’s closest allies and a G7 member, saying such a move “rewards terror and risks creating another Iranian proxy.”

    In a post on X, he added, “A Palestinian state in these conditions would be a launch pad to annihilate Israel — not to live in peace beside it.

    “Let’s be clear: the Palestinians do not seek a state alongside Israel; they seek a state instead of Israel.”

    Israeli Defence Minister Israel Katz described the move as “a disgrace and a surrender to terrorism,” adding that Israel would not allow the establishment of a “Palestinian entity that would harm our security, endanger our existence.”

    In response, U.S. Secretary of State Marco Rubio said the United States “strongly rejects (Macron’s) plan to recognize a Palestinian state at the UN general assembly.”

    In a post on X, he said, “This reckless decision only serves Hamas propaganda and sets back peace. It is a slap in the face to the victims of October 7th.”

    Earlier, Canada also pressed Israel to seek peace, with Prime Minister Mark Carney condemning its “failure to prevent the rapidly deteriorating humanitarian disaster in Gaza” and reiterating support for a two-state solution.

    Carney also accused Israel of violating international law over the blocking of Canadian-funded aid to civilians in the war-torn Palestinian enclave.

    “Canada calls on all sides to negotiate an immediate ceasefire in good faith,” he added.

    “We reiterate our calls for Hamas to immediately release all the hostages, and for the Israeli government to respect the territorial integrity of the West Bank and Gaza.”

    In a diplomatic cable in June, the United States said it opposed steps to unilaterally recognise a Palestinian state, even saying it could go against U.S. foreign policy interests and draw consequences.

    In June, Washington’s ambassador to Israel, Mike Huckabee, said he did not think an independent Palestinian state remained a U.S. foreign policy goal.

    President Donald Trump has himself expressed doubts about a two-state solution, proposing a U.S. takeover of Gaza in February, that was condemned by rights groups, Arab states, Palestinians and the U.N. as a proposal of “ethnic cleansing”.

    Macron had been leaning towards recognising a Palestinian state for months as part of a bid to keep the idea of a two-state solution alive, despite the pressure not to do so.

    French officials initially weighed up the move ahead of a United Nations conference, which France and Saudi Arabia had planned to co-host in June to lay out parameters for a roadmap to a Palestinian state, while ensuring Israel’s security.

    The conference was postponed under U.S. pressure and after the 12-day Israel-Iran air war began, during which the closure of regional airspace made it hard for representatives of some Arab states to attend.

    It was rescheduled and downgraded to a ministerial event on July 28 and July 29, with a second event taking place with heads of state and government on the sidelines of the United Nations General Assembly in September.

    CREATING MOMENTUM

    The decision to make the announcement ahead of next week’s conference aimed to give the French team at the United Nations a framework to work with other countries that are also considering recognising a Palestinian state or have misgivings in doing so.

    Diplomats say Macron has faced resistance from allies such as Britain and Canada over his push for the recognition of a Palestinian state. About 40 foreign ministers will be in New York next week.

    Israeli officials have spent months lobbying to prevent what some have called “a nuclear bomb” for bilateral ties.

    Sources familiar with the matter say Israel’s warnings to France have ranged from scaling back intelligence sharing to complicating Paris’ regional initiatives – even hinting at possible annexation of parts of the West Bank.

    Israel has been waging a devastating war in Gaza since the Palestinian militant group Hamas’ deadly attack on Israel in October 2023 and says recognising a Palestinian state now would be equivalent to rewarding Hamas.

    Thanking France, the Palestinian Authority’s Vice President Hussein Al Sheikh said on X that Macron’s decision reflected “France’s commitment to international law and its support for the Palestinian people’s rights to self-determination and the establishment of our independent state.”

  • Thailand, Cambodia exchange heavy artillery fire as fighting rages for second day

    Thailand and Cambodia exchanged heavy artillery fire on Friday as their worst fighting in more than a decade stretched for a second day, despite calls from the region and beyond for an immediate ceasefire in an escalating border conflict that has killed at least 16 people.

    Thailand’s military reported clashes from before dawn in the Ubon Ratchathani and Surin provinces and said Cambodia had used artillery and Russian-made BM-21 rocket systems. Authorities said 100,000 people had been evacuated from conflict areas on the Thai side.

    “Cambodian forces have conducted sustained bombardment utilising heavy weapons, field artillery and BM-21 rocket systems,” the Thai military said in a statement.

    “Thai forces have responded with appropriate supporting fire in accordance with the tactical situation.”

    Both sides blamed each other for starting the conflict on Thursday at a disputed border area, which quickly escalated from small arms fire to heavy shelling in at least six locations 209 km (130 miles) apart along a frontier where sovereignty has been disputed for more than a century.

    Reuters journalists in Surin province reported hearing intermittent bursts of explosions on Friday, amid a heavy presence of armed Thai soldiers along roads and gas stations in the largely agrarian area.

    A Thai military convoy, including around a dozen trucks, armoured vehicles and tanks, cut across provincial roads ringed by paddy fields and moved toward the border.

    The fighting erupted on Thursday just hours after Thailand recalled its ambassador to Phnom Penh the previous night and expelled Cambodia’s envoy, in response to a second Thai soldier losing a limb to a landmine that Bangkok alleged had been laid recently by rival troops. Cambodia has dismissed that as baseless.

    DEATH TOLL RISES

    The Thai death toll rose to 15 as of early Friday, 14 of them civilians, according to the health ministry. It said 46 people were wounded, including 15 soldiers.

    Cambodia’s national government has not provided details of any casualties or evacuations of civilians. A government spokesperson did not immediately respond to a request for comment on the latest clashes.

    Meth Meas Pheakdey, spokesperson for the provincial administration of Cambodia’s Oddar Meanchey province, said one civilian had been killed and five were wounded, with 1,500 families evacuated.

    Thailand had positioned six F-16 fighter jets on Thursday in a rare combat deployment, one of which was mobilised to strike a Cambodian military target, among measures Cambodia called “reckless and brutal military aggression”.

    Thailand’s use of an F-16 underlines its military advantage over Cambodia, which has no fighter aircraft and significantly less defence hardware and personnel, according to the London-based International Institute for Strategic Studies

    The United States, a long-time treaty ally of Thailand, called for an “immediate cessation of hostilities, protection of civilians and a peaceful resolution.”

    Malaysian Prime Minister Anwar Ibrahim, the chair of the Association of Southeast Asian Nations, of which Thailand and Cambodia are members, said he had spoken to leaders of both countries and urged them to find a peaceful way out.

    “I welcome the positive signals and willingness shown by both Bangkok and Phnom Penh to consider this path forward. Malaysia stands ready to assist and facilitate this process in the spirit of ASEAN unity and shared responsibility,” he said in a social media post late on Thursday.

  • Israel and US recall teams from Gaza truce talks, US says Hamas not showing good faith

    Israel and the United States recalled their delegations from Gaza ceasefire talks for consultations on Thursday, with U.S. envoy Steve Witkoff accusing the Palestinian militant group Hamas of failing to act in good faith in the talks.

    It marked the latest setback in efforts to secure a deal that would bring a ceasefire to Gaza, secure the release of Israeli hostages held by Hamas, and bring respite to Palestinians suffering a sharply worsening humanitarian crisis.

    Witkoff said mediators had made a great effort but “Hamas does not appear to be coordinated or acting in good faith”. “We will now consider alternative options to bring the hostages home and try to create a more stable environment for the people of Gaza,” he wrote on X.

    Hamas said it was surprised by Witkoff’s remarks, adding that the group’s position had been welcomed by mediators and had opened the door to reaching a comprehensive agreement.

    “The movement affirms its keenness to continue negotiations and engage in them in a manner that helps overcome obstacles and leads to a permanent ceasefire agreement,” Hamas added in a statement early on Friday.

    An Israeli official with knowledge of the talks said Hamas’ response to the latest ceasefire proposal “does not allow for progress without a concession” by the group but that Israel intended to continue discussions.

    Both Israel and Hamas are facing pressure at home and abroad to reach a deal following almost two years of war, with the humanitarian situation inside Gaza deteriorating and Israelis worried about the conditions in which hostages are being held.

    Dozens of people have starved to death in Gaza the last few weeks as a wave of hunger crashes on the enclave, according to local health authorities.

    British Prime Minister Keir Starmer said the suffering and starvation in Gaza was an “unspeakable and indefensible” humanitarian catastrophe and called on Israel to urgently let in aid.

    “While the situation has been grave for some time, it has reached new depths and continues to worsen. We are witnessing a humanitarian catastrophe,” Starmer said in a statement.

    He will hold an emergency call with French and German partners on Friday to discuss what could be done to “stop the killing and get people the food they desperately need,” he said.

    The Gaza health ministry said two more people had died of malnutrition. The head of Shifa Hospital in Gaza City said the two were patients suffering from other illnesses who died after going without food for several days.

    Earlier in the day, there had been some apparent signs of progress in the mediation.

    A senior Hamas official told Reuters that there was still a chance of reaching a ceasefire deal but it would take a few days because of what he called Israeli stalling.

    A senior Israeli official had been quoted by local media as saying the new text was something Israel could work with.

    But, Israel’s Channel 12 said a rapid deal was not within reach, with gaps remaining between the two sides, including over where the Israeli military should withdraw to during any truce.

    Witkoff’s team did not immediately respond to a request to explain the Hamas demands that led to his withdrawal of the U.S. negotiators.

    The Hostages Families Forum, representing the family members of those held in Gaza, expressed concern at the recall of the Israeli team. “Each day that passes endangers the hostages’ chances of recovery and risks losing the ability to locate the fallen or gain vital intelligence about them,” it said.

    PEPPER SPRAY FIRED AT AID SITE

    Women going to fetch aid for their families on Thursday said U.S. contractors organising distribution asked them to come to pick up goods and then fired tear gas and pepper spray at them.

    “The Americans said ‘go, go’, and then said no, get back. They sprayed us with pepper spray so we went away. Five minutes later they shot tear gas at us … is this American humanitarian aid?” said Mervat al-Sakani.

    Asked for comment, a spokesperson for the aid organisation – the Gaza Humanitarian Foundation – said a limited amount of pepper spray was used “to prevent civilian injury due to overcrowding”, adding that GHF “didn’t want people to get hurt.” The spokesperson said women-only aid distribution had been “a major success” overall.

    GHF, a U.S.-and Israeli-backed organization, began distributing food packages in Gaza at the end of May.

    The U.N. has called the GHF’s model unsafe and a breach of humanitarian impartiality standards, which GHF denies.

    The U.N. rights office said on July 15 it had recorded at least 875 killings within the preceding six weeks in the vicinity of aid sites and food convoys in Gaza – the majority of them close to GHF distribution points.

    Most of those deaths were caused by gunfire that locals have blamed on the Israeli military. The military has acknowledged that civilians were harmed, saying that Israeli forces had been issued new instructions with “lessons learned”.

    Israel, which cut off all supplies to Gaza from the start of March and reopened it with new restrictions in May, says it is committed to allowing in aid but must control it to prevent Hamas diverting it.

    Israel says it has let in enough food for Gazans, and blames the United Nations for being slow to deliver it; the U.N. says it is operating as effectively as possible under conditions imposed by Israel.

    The war began when Hamas killed some 1,200 people and took 251 hostages in its October 7 attacks on Israel, according to Israeli tallies. Israel has since killed nearly 60,000 Palestinians in Gaza, according to Gaza health authorities.

  • MIL-Evening Report: What is chikungunya virus, and should we be worried about it in Australia?

    This week, the World Health Organization (WHO) raised concerns about a surge in the number of cases of a mosquito-borne viral infection called chikungunya.

    Diana Rojas Alvarez, a medical officer at the WHO, highlighted an outbreak occurring across La Réunion and Mayotte. These small islands in the Indian Ocean were previously hit during an epidemic of the virus in 2004–05.

    Between August 2024 and May 2025, more than 47,500 confirmed cases and 12 deaths from chikungunya were reported in La Réunion. Some 116 cases were reported in Mayotte between March and May this year.

    But more than 100 countries have seen local transmission of this virus to date, and the WHO has also flagged recent cases in Africa, Asia and Europe.

    So, what is chikungunya, how does it spread, and should we be worried here in Australia?

    What are the symptoms?

    The main symptoms of chikungunya include fever, joint pain and joint swelling. However, other symptoms may include headache, rash, muscle pain, nausea and tiredness. On rare occasions, chikungunya can be fatal.

    Some people are more prone to having worse symptoms, including infants, older adults, and people with pre-existing medical conditions.

    Symptoms can take up to 12 days to appear, but most people start to experience symptoms three to seven days after being bitten by an infected mosquito.

    There’s no specific treatment for chikungunya other than managing the pain with medications, such as paracetamol.

    Most people recover after a few weeks, but some people can experience ongoing tiredness and joint pains for many months, or even years.

    How does it spread?

    Infected female mosquitoes spread chikungunya. The mosquitoes become infected when they feed on a person carrying the virus in their blood. Once infected, the virus reproduces in the mosquito, and then they can transmit it to other people when the mosquitoes bite them.

    There are more than 3,000 different types of mosquitoes on Earth, but only two are commonly involved in transmitting chikungunya: Aedes aegypti and Aedes albopictus.

    A. aegypti and A. albopictus look similar and can be easily confused. Both are about 4–7 millimetres in size and have similar black and white markings on their thorax and legs.

    Both are day-time biters, unlike other mosquitoes that typically bite at dawn or dusk. They’re known as “ankle biters” because they mainly bite exposed legs and ankles. These aggressive mosquitoes bite multiple times and are known to follow people indoors to get their meal of human blood.

    These species also transmit dengue virus, yellow fever virus and Zika virus.

    Where does chikungunya occur?

    Chikungunya was first documented in Tanzania in 1952. While outbreaks initially occurred across Africa and Asia, over time the virus has spread around the world. As of December 2024, local transmission of chikungunya had been reported in 119 countries and territories.

    The 2004–05 epidemic was the largest so far, with hundreds of thousands of people infected. The epidemic started in the Indian Ocean islands, but eventually spread across to India. Since then, outbreaks have become more frequent and widespread.

    A key contributor to the proliferation of chikungunya is climate change. Warmer temperatures, altered rainfall patterns, and increased humidity are creating ideal conditions for mosquito breeding. This allows the mosquitoes to adapt to new environments and therefore expand into new habitats.

    The increase is also partly because chikungunya has evolved and been introduced into new populations, whose immune systems have not previously been exposed to the virus.

    So, should we be worried?

    While evidence suggests A. aegypti has been present in northern Queensland since the 1800s (outbreaks of dengue occurred in Townsville in 1879 and Rockhampton in 1885), A. albopictus is a more recent arrival, first documented in the Torres Strait in 2005.

    A. aegypti mosquitoes are now found in areas across north, central and southern Queensland, while A. albopictus is currently still only found in the Torres Strait.

    Nonetheless, to date, there have been no recorded cases of chikungunya transmission within Australia.

    But cases do occur in people who have recently travelled overseas, most often to South and Southeast Asia, or the Pacific Islands.

    In 2023 there were 42 cases of chikungunya recorded in Australia, 70 in 2024, and 90 so far in 2025. Previous years have seen figures above 100, however numbers in recent years may have been lower due to COVID impacting travel.

    As climate change continues to support the spread of A. aegypti and A. albopictus, the risk of transmission within Australia increases.

    That said, there is some evidence we might be lucky in Australia, with potential immune protection from a related local virus, Ross River virus.

    I’m travelling, what should I do?

    Two vaccines are approved for use in the United States against chikungunya, but there’s currently no vaccine approved in Australia. The only way to reduce your risk of infection is to avoid being bitten by mosquitoes.

    People travelling to places where chikungunya is known to occur should wear loose-fitting and light-coloured clothing with enclosed shoes, use insect repellent, close windows and consider using mosquito bed nets. Taking these steps also reduces the risk of other mosquito-borne infections, such as dengue fever.

    If you travel to a place where chikungunya occurs and you get bitten by mosquitoes, monitor yourself for signs and symptoms.

  • Excitement builds among Indian diaspora in Maldives ahead of PM Modi’s visit

    As Prime Minister Narendra Modi embarks on a state visit to the Maldives starting Friday, members of the Indian diaspora in the island nation have expressed overwhelming joy and pride ahead of his arrival.

    The visit, taking place at the invitation of Maldivian President Mohamed Muizzu, coincides with the Maldives’ 60th Independence Day and the 60th anniversary of India-Maldives diplomatic relations.

    “We are very happy about his arrival. I came here in Maldives two years ago – the situation was not the same. The way they admire India here today is so great,” said a member of the Indian community in Male.

    Another member remarked on PM Modi’s global diplomatic outreach, saying, “The way PM Modi is visiting different nations and making India famous and proud on the global stage is a proud thing.”

    For many Indians living in the Maldives, the visit is not only symbolic but also personal. “It is a matter of great pride that PM Modi is coming. I am part of the management team where the meeting will take place. Hope to meet him – definitely going to see him,” shared one excited individual.

    “Our PM coming to the Maldives is very exciting. Preparations are at their peak to welcome him, and people here are very happy with his visit, especially the Indian community,” added another.

    During his visit, Prime Minister Modi will serve as the Guest of Honour at the Maldives’ 60th Independence Day celebrations. The visit also aims to reinforce bilateral ties and showcase India’s commitment to its “Neighbourhood First” policy.

    Before departing for the Maldives, PM Modi concluded a “landmark” visit to the United Kingdom, where he signed the India-UK Free Trade Agreement and engaged in high-level talks to strengthen economic and trade ties.

  • MIL-OSI Australia: Lowy Institute keynote speech – Navigating Australia’s Trading Future

    I begin by acknowledging the traditional custodians of the land on which we gather today, and pay my respects to their elders past, present and emerging.

    Good afternoon everyone and thank you to the Lowy Institute and Executive Director, Dr Michael Fullilove, for the opportunity to speak today.

    Australia is a trading nation.

    From the first known trading networks between indigenous Australians in northern Australia and the Makasar of Indonesia; to the Australian wool which helped clothe the world in the early 20th century; to the energy and mineral resources that have helped societies across the globe develop their economies.

    For centuries, we have relied on our ability to export as we have built the robust and modern economy from which we all benefit today.

    However, until recently, most Australians did not have cause to pay much attention to international trade.

    But that has changed in recent years.

    The imposition of trade impediments by the Chinese Government on $20 billion worth of Australian exports highlighted the risk of putting all your eggs in one basket.

    Upon my appointment as Minister for Trade and Tourism in 2022, working alongside Prime Minister Albanese and Minister for Foreign Affairs, Senator Wong, we worked calmly and methodically to resolve these blockages for Australian businesses.

    Our patient and calibrated approach to stabilising the bilateral relationship with China – without compromising our core interests and values – was vital in achieving the removal of these impediments.

    This means that our world class wine, beef, lobster and many other products are now back on the tables of Chinese consumers, benefiting Australian businesses and local jobs.

    This turnaround could not have been achieved without personal engagement – I have now met my Chinese counterpart, Commerce Minister Wang Wentou, ten times.

    Our government has also taken steps to deepen our economic ties with our nearest neighbours and increase opportunities with new partners further abroad.

    We have worked hard to strengthen our relationships in Southeast Asia, boosting two-way trade and investment with our closest region and reached Australia’s first free trade agreement in the Middle East, when we signed the Australian-UAE agreement late last year.

    I look forward to visiting Abu Dhabi again soon to turbo-charge business and investment.

    Getting our products into the UAE is like getting it into the Woolies warehouse, if you can get it there, you can then get it to all the surrounding countries in the Middle East.

    I am proud of what our Government has achieved in the past three years, with solid foundations laid for continuing the work of building stronger and deeper trading relationships with international partners.

    The diversification of our trade networks will open new opportunities for Australian exporters to ship their goods to the world and bring down the cost of living for Australians.

    Of course, diversification doesn’t mean selling less to our largest trading partners, it means selling more to new partners.

    As the Treasurer laid out in his recent address to the National Press Club, the Albanese Labor Government has organised its economic policy for the second term around three priorities:

    • productivity;
    • economic resilience; and
    • budget sustainability.

    Trade and investment support all three of these priorities.

    Trade drives productivity through competitive innovation, spurred by global competition.

    Trade enhances economic resilience by diversifying markets and supply chains.

    And, trade contributes to budget sustainability by increasing revenues through exports and economic growth.

    Nearly a third of Australia’s economic output is supported by trade.

    One in four Australian jobs relate to trade.

    And foreign investment provides the capital to build for the future, and access to global talent, new ideas, best practices and cutting-edge technologies.

    Business craves certainty to enable long-term investment and planning.

    For the past eight decades that certainty has been based on the institutions forged from the wreckage of World War Two – from trade agreements that have allowed the free flow of resources and capital, and the rules based order which has allowed for an even playing field, ushering in an unprecedented period of global economic growth.

    But, these institutions and norms we worked so hard to build are being questioned and the rules we wrote are being challenged.

    One of the chief designers of the global trading system, the United States, is now questioning the benefits of open, rules-based trade.

    The Trump Administration is seeking to expand domestic manufacturing and influence the policies of trading partners.

    Australia is a medium-sized open economy that is highly integrated with the global economy.

    We rely on being able to send our produce, resources and human capital to the world to sustain the high standard of living which we enjoy today.

    What we risk seeing is a shift from a system based on shared prosperity and interdependence to one based solely on power and size.

    We cannot risk a return to the ‘law of the jungle’.

    If our trading partners’ growth slows, without doubt we will suffer.

    The costs to consumers and businesses of a global economic slowdown will be felt for generations, and the shockwaves of inflation will worsen.

    Even before the imposition of tariffs by the current US Administration, several other forces have been reshaping global trade for some time.

    Firstly, heightened geostrategic competition is increasing the intersection of national security and economic prosperity, made more complex by the rapidly evolving technology that is enabling both extraordinary new growth and adding to the global competition.

    Secondly, the widespread use of industrial policy to support key sectors as nations seek to rebuild industrial bases and sovereign manufacturing capability and ensure technological dominance.

    And thirdly, the transition towards net zero emissions.

    These forces demand a more strategic, coordinated approach to trade policy.

    An approach that balances openness with resilience and long-term competitiveness.

    In 2025, we’re no longer in a “set and forget” world.

    We can no longer afford to take the rules that underpin a stable trading system for granted.

    So, how will the Albanese Labor Government navigate these challenges to best position Australia in a turbulent global economy?

    We will be guided by five key principles.

    The first principle is that free and open markets are essential to Australia’s prosperity.

    Imposing tariffs of our own would drive up the costs for Australian families and businesses.

    This position was backed up by the Productivity Commission in its most recent Trade and Assistance Review released earlier this month.

    Our markets will remain open, and we will stand by our trade agreements. In fact, we will make them even stronger.

    Our second principle is that world trade should be governed by rules and not by power alone.

    We will always stand up for Australian industry and Australian jobs.

    By fighting for a level playing field for our businesses and workers.

    And by providing the right support to ensure our exporters are not locked out of the opportunities we have fought hard for.

    The third principle is that of cooperation.

    We have and will continue to take a good faith approach to trade negotiations – which means engaging with a genuine desire to achieve mutually beneficial outcomes and uphold the rules-based order which has benefited so many.

    The fourth principle is that we will not leave those affected behind – Australian businesses, workers or the broader community.

    As the Prime Minister has said, no one held back, no one left behind.

    We will work hard to ensure that the benefits of trade are shared widely, which is why the Albanese Government is putting so much effort into inclusive trade policies, including our First Nations trade agenda.

    That agenda has already had some big wins – a new international treaty recognising First Nations’ traditional knowledge, and a chapter specifically relating to first nations trade in our UAE agreement, which is the first time this has happened in any Australian trade agreement.

    The final principle is that we will not compromise our fundamental values and interests.

    Like the Pharmaceutical Benefits Scheme, and our biosecurity system.

    To be clear, the announcement yesterday of the outcome of the technical assessment of beef from the United States is the culmination of a decade of science and risk-based import assessments and evaluations.

    Australia is the land of the ‘’fair go’, we value social justice, fairness, inclusion and equality.

    Programs like the PBS, which are at the heart of the health and wellbeing of our country, will never be up for negotiation under an Albanese Labor Government.

    And while we believe in free and fair trade, we will not trade away parts of our core identity.

    With these principles in mind, our government will continue to advance a trade policy which delivers for all Australians.

    During the election campaign we committed to initiatives that would provide support to businesses impacted by protectionist trade measures.

    This included strengthening our anti-dumping regime to help create a level playing field by addressing unfair trade.

    In addition, we put $50 million dollars on the table to work closely with key industry peak bodies, supporting businesses to find and access new market opportunities and we will provide $1 billion in zero interest loans to firms.

    We also committed to establishing a Strategic Reserve for critical minerals so we can make sure Australia can respond to trade and supply disruptions from a position of strength with our key partners.

    And we will put Australian businesses at the front of the queue for government procurement and contracts.

    This is in addition to implementing our Southeast Asia Economic Strategy2040 and our Roadmap for Economic Engagement with India.

    And by backing local manufacturing through the Future Made in Australia policy, we will continue to invest in the skills, technology and renewable energy to make more things here, creating jobs and opportunities for Australians.

    Of course, our ability to compete abroad depends on how productive we are at home.

    Which is why the Government has such an ambitious domestic productivity reform agenda.

    And that agenda depends, in turn, on the quality of our trade and investment connections to the world.

    As I alluded to earlier in my remarks, trade diversification will continue to be a key focus.

    We are fortunate to already have a strong network of 18 free trade agreements with 30 partners, covering almost 80 per cent of the value of our two-way trade.

    But there is unfinished business.

    I am committed to concluding a deal with the European Union, the missing piece in the puzzle of Australia’s network of FTAs, with a market of over 450 million consumers.

    Having met recently with my European counterpart I know there is a genuine desire to reach an outcome.

    But it will require a Team Australia approach both internationally and domestically with stakeholders, including business and farmers.

    And I am committed to expanding our trade deal with India, the world’s most populous nation with a rapidly growing middle class.

    Just these two new agreements bring in almost 2 billion new consumers for Australian products.

    The good news is that my Indian counterpart, Piyush Goyal, and I have a shared vision to boost two-way trade and investment.

    There is new energy in regional trade agreements.

    We are here to work with the region to back this trend.

    As Chair of the CPTPP in 2025, Australia is seeking to expand the membership and deepen its high standard rules.

    And closer to home, in the Pacific region, I want to ensure the gains from trade are spread throughout our neighbourhood.

    Many Pacific island partners tell us they want to participate more fully in global supply chains. I want our friends like Fiji and PNG to be part of our regional trading network that has worked so well for us.

    One of the key ingredients in development and poverty alleviation in Southeast Asia has been a story of opening up to trade.

    That’s why so many of our neighbours are backing regionalism in trade as a response to the current turbulence.

    Because backing these norms of rules and openness backs our region’s strength and vitality.

    We will leverage the G20, OECD and APEC to build support for continued openness around the world, acting as a calm and considered voice for trade across the world.

    Underpinning these bilateral and regional deals is the World Trade Organization, through which most global trade still flows according to its rules.

    Our message to the world is simple: we will continue to respect the rules and be a partner you can count on.

    Shaping the rules of the road is in our DNA.

    We were a founding member of the General Agreement on Tariffs and Trade in 1948 and played a major role in the Uruguay Round negotiations which led to the creation of the WTO.

    Now we face a major challenge in global trade – a time when Australia can play its part as a calm and considered international partner, leveraging our relationships to support free and fair trade.

    The meeting of the world’s trade ministers in Cameroon in March next year must tackle the big issues of WTO reform – how we make decisions, make new rules, and enforce those rules.

    We have got to bring new agreements like the one we have helped create on E-commerce, into the WTO rulebook.

    We must also make progress on agriculture, where there has been a tilted playing field for far too long.

    Australian businesses, workers and consumers are on the front line of this new era of global trade policy.

    That is why we will back business with real, practical support to assist Australian exporters to seize the new opportunities created by our trade deals.

    The Government is committed to genuine consultation – to ensure that our approach both reflects our community’s experience and meets our nation’s expectations.

    Taking an economy wide approach has allowed us to navigate these last few months of tariff disruption successfully.

    It is only with that same approach that we can navigate through the period of uncertainty ahead.

    And ensure that Australia isn’t just a passive witness to our circumstances – but instead shapes them – as we have at key points before in our history.

    The new trading landscape we face is difficult, and challenging.

    But we have to have the courage of our convictions.

    We know that open, rules-based trade and investment works.

    An outward looking trade and investment policy is central to this Government’s ambitions for our economy.

    From our earliest days, Australia has always been a trading nation.

    Our businesses, our people and our communities benefit from it.

    And we will continue to be a successful trading nation if we can both lift our performance at home and shape our circumstances abroad.

    With a genuine Team Australia approach, I am confident we are up to that task.

    Washington, D.C. – U.S. Senator Susan Collins, Chair of the Senate Appropriations Committee, announced that she advanced $24,675,000 in Congressionally Directed Spending for Maine housing infrastructure projects in the Fiscal Year (FY) 2026 Transportation, Housing and Urban Development (THUD) Appropriations bill. The bill, which was officially approved by the Senate Appropriations Committee today, now awaits consideration by the full Senate and House.

    “Maine continues to face a severe affordable housing shortage,” said Senator Collins. “This funding would help to improve the quality and safety of affordable and emergency housing throughout the state.     Results of Operations for the Three Months Ended June 30, 2025 and 2024

    Net interest income increased $2.2 million, or 15.1%, to $16.7 million for the three months ended June 30, 2025 as compared to the same period in 2024. The tax equivalent net interest margin for the three months ended June 30, 2025 was 2.99% as compared to 2.67% for the same period in 2024. The increase in net interest income was due to an increase of $871,000 in interest income and a decrease of $1.3 million in interest expense. A table of average balance sheets, including average asset yields and average liability costs, is included at the end of this release.

    The Company recognized a provision for credit losses for loans and unfunded lending commitments of $347,000 and $77,000, respectively, and a reversal of provision for credit losses on securities of $1,000 for the three months ended June 30, 2025, compared to a provision for credit losses for loans, unfunded lending commitments and securities of $501,000, $158,000 and $84,000, respectively, for the same period in 2024. The Company recognized $309,000 in net charge-offs recognized during the three months ended June 30, 2025, of which $216,000 was related to unguaranteed portions of SBA loans. During the three months ended June 30, 2024, the Company recognized net charge-offs of $105,000, of which $49,000 was related to unguaranteed portions of SBA loans. Nonperforming loans, which consist of nonaccrual loans and loans over 90 days past due and still accruing interest, decreased $1.7 million from $16.9 million at September 30, 2024 to $15.2 million at June 30, 2025.

    Noninterest income increased $1.3 million for the three months ended June 30, 2025 as compared to the same period in 2024. The increase was due primarily to increases in other income and net gain on sales of SBA loans of $565,000 and $351,000, respectively, and net gain on sales of home equity lines of credit (“HELOC”) of $617,000, partially offset by a $404,000 decrease in net unrealized gains on equity securities. The increase in other income was primarily due to a $487,000 gain recognized in connection with a lease termination. The was no gain on sales of HELOC in the 2024 period as the sale of this product commenced in fiscal 2025.

    Noninterest expense increased $1.3 million for the three months ended June 30, 2025 as compared to the same period in 2024. The increase was due primarily to an increase in compensation and benefits of $904,000, which was due to routine salary increases and increases in bonus and incentive accruals in 2025 related to stronger Company performance.

    The Company recognized income tax expense of $963,000 for the three months ended June 30, 2025 compared to $483,000 for the same period in 2024. The increase is due primarily to higher taxable income in 2025 as compared to 2024. The effective tax rate for 2025 was 13.5% compared to 10.6% for 2024. The effective tax rate is well below the statutory tax rate primarily due to the recognition of investment tax credits related to solar projects in both the 2025 and 2024 periods.

    Results of Operations for the Nine Months Ended June 30, 2025 and 2024

    The Company reported net income of $17.9 million, or $2.57 per diluted share, for the nine months ended June 30, 2025 compared to net income of $9.9 million, or $1.45 per diluted share, for the nine months ended June 30, 2024. Excluding nonrecurring items, the Company reported net income of $15.1 million (non-GAAP measure)(1) and net income per diluted share of $2.16 (non-GAAP measure)(1) for the nine months ended June 30, 2025 compared to net income of $9.4 million and net income per diluted share of $1.37 for the nine months ended June 30, 2024. The core banking segment reported net income of $17.2 million, or $2.46 per diluted share for the nine months ended June 30, 2025 compared to net income of $13.3 million and net income per diluted share of $1.92 for the nine months ended June 30, 2024. Excluding nonrecurring items, the core banking segment reported net income of $14.4 million (non-GAAP measure)(1), or $2.05 per diluted share (non-GAAP measure)(1) for the nine months ended June 30, 2025 compared to net income of $12.9 million and net income per diluted share of $1.89 for the nine months ended June 30, 2024.

    Net interest income increased $5.2 million, or 12.1%, to $48.2 million for the nine months ended June 30, 2025 as compared to the same period in 2024. The tax equivalent net interest margin for the nine months ended June 30, 2025 was 2.89% as compared to 2.67% for the same period in 2024. The increase in net interest income was due to a $5.5 million increase in interest income, partially offset by a $279,000 increase in interest expense. A table of average balance sheets, including average asset yields and average liability costs, is included at the end of this release.

    The Company recognized a reversal of provision for credit losses for loans and securities of $501,000 and $8,000, respectively, and a provision for unfunded lending commitments of $246,000 for the nine months ended June 30, 2025, compared to a provision for credit losses for loans and securities of $1.7 million and $107,000, respectively, and reversal of provision for unfunded lending commitments of $159,000 for the same period in 2024. The reversal of provisions during the 2025 period was due primarily to the bulk sale of approximately $87.2 million of HELOC during the period and a decrease in qualitative reserves. The Company recognized net charge-offs totaling $271,000 for the nine months ended June 30, 2025, of which $52,000 was related to unguaranteed portions of SBA loans, compared to net charge-offs of $224,000 in 2024, of which $15,000 was related to unguaranteed portions of SBA loans.

    Noninterest income increased $4.5 million for the nine months ended June 30, 2025 as compared to the same period in 2024. The increase was due primarily to a $3.1 million net gain on sales of HELOC, a $403,000 net gain on sales of equity securities in 2025, and the aforementioned $487,000 gain recognized in connection with a lease termination in the 2025 period with no corresponding gain amounts for the 2024 period.

    Noninterest expense increased $2.1 million for the nine months ended June 30, 2025 as compared to the same period in 2024. The increase was due primarily to increases in compensation and benefits and other operating expenses of $1.4 million and $1.1 million, respectively, partially offset by a decrease in professional fees of $412,000. The increase in compensation and benefits is primarily due to routine salary increases and increases in bonus and incentive accruals in 2025 related to stronger Company performance. The increase in other operating expenses was due primarily to a $721,000 reversal of accrued loss contingencies for SBA-guaranteed loans in the 2024 period with no corresponding amount for the 2025 period and a $405,000 accrued contingent liability associated with employee benefits recognized in the 2025 period with no corresponding amount in the 2024 period. The decrease in professional fees is primarily due to the cessation of national mortgage banking operations in the quarter ended December 31, 2023.

    The Company recognized income tax expense of $2.4 million for the nine months ended June 30, 2025 compared to $873,000 for the same period in 2024. The increase is due primarily to higher taxable income in the 2025 period. The effective tax rate for 2025 was 11.8% compared to 8.1%. The effective tax rate is well below the statutory tax rate primarily due to the recognition of investment tax credits related to solar projects in both the 2025 and 2024 periods.

    Comparison of Financial Condition at June 30, 2025 and September 30, 2024

    Total assets decreased $33.7 million, from $2.45 billion at September 30, 2024 to $2.42 billion at June 30, 2025. Net loans held for investment decreased $68.0 million during the nine months ended June 30, 2025, due primarily to $109.1 million of sales of HELOC during the nine months ended June 30, 2025, and residential mortgage loans held for sale increased $42.1 million during the same period.

    Total liabilities decreased $40.4 million due primarily to a decrease in total deposits and other borrowings of $144.7 and $19.9 million, respectively, partially offset by an increase in FHLB borrowings of $133.3 million. The decrease in total deposits was due to a decrease in brokered deposits of $229.1 million, which was due primarily to proceeds from the aforementioned sales of HELOC and greater utilization of FHLB borrowings, partially offset by an increase in customer deposits of $84.4 million. The decrease in other borrowings is due to the redemption of $20.0 million of subordinated notes during the quarter ended June 30, 2023. As of June 30, 2025, deposits exceeding the FDIC insurance limit of $250,000 per insured account were 35.0% of total deposits and 14.3% of total deposits when excluding public funds insured by the Indiana Public Deposit Insurance Fund.

    Total stockholders’ equity increased $6.7 million, from $177.1 million at September 30, 2024 to $183.8 million at June 30, 2025, due primarily to a $14.6 million increase in retained net income, partially offset by a $8.9 million increase in accumulated other comprehensive loss. The increase in accumulated other comprehensive loss was due primarily to increasing long-term market interest rates during the nine months ended June 30, 2025, which resulted in a decrease in the fair value of securities available for sale. At June 30, 2025 and September 30, 2024, the Bank was considered “well-capitalized” under applicable regulatory capital guidelines.

    Development Minister sets out new UK approach to development at G20 meeting in South Africa

    The UK is resetting its relationship with countries in the Global South and helping countries exit the need for aid, as Baroness Chapman attends the G20 Development Ministerial Meeting in South Africa.

    • Development Minister Baroness Chapman will reset the UK’s approach to international development at the G20 Development Meeting in South Africa today (Friday, 25 July).
    • Economic development underpins the UK’s new approach, as the Minister visits a South African food producer supported by the FCDO’s development arm BII.
    • The UK is supporting countries to transition from traditional aid to innovative financing for development, as the Minister visits a centre for survivors of gender-based violence funded by both the UK and the private sector.

    The UK is resetting its relationship with countries in the Global South and helping countries exit the need for aid, as Baroness Chapman attends the G20 Development Ministerial Meeting in South Africa today (Friday 25 July 2025).

    This follows the publication of ODA allocations earlier this week (Tuesday 22 July 2025), which indicate how the UK is going to spend its aid budget for the next year.

    The UK will move from being a donor to a genuine partner and investor, ensuring every pound spent on aid delivers for the UK taxpayer and the people we support.

    Economic development underpins the UK’s new approach, to help countries grow fairer, more resilient economies and ultimately exit the need for aid, in support of the government’s Plan for Change.

    The Minister saw this in action yesterday (Thursday 24 July 2025) as she visited an Agristar farm which produces macadamia nuts in Mbombela, eastern South Africa. British International Investment (BII), the UK’s development finance institution, is supporting Agristar to expand – supporting jobs and growth and helping to stock British supermarket shelves. 

    The Minister also visited a UK supported care centre for survivors of gender-based violence in Mbombela, alongside South African Minister for Women, Youth and Persons with Disability, Sindisiwe Lydia Chikunga. The centre is supported by a multi-donor fund which has seen increased backing from South African and international private investors. The innovative funding approach has supported over 200 community-based organisations in South Africa working to prevent violence in schools and communities and provide response services for survivors of gender-based violence. This demonstrates the UK and South Africa’s shared commitment to gender equality and women’s empowerment.

    By mobilising private finance and empowering partners to take charge of their own development, the UK is moving away from a paternalistic approach to aid.

    Minister for Development, Baroness Chapman said:

    We want to help countries move beyond aid. In South Africa, I’ve seen the impact we can have with genuine partnerships, rather than paternalism. Our work is supporting jobs and generating global economic growth – and bringing high quality South African produce to UK shops. 

    At the G20 in South Africa, I have one simple message: the world has changed and so must we. The UK is taking a new approach to development, responding to the needs of our partners and delivering real impact and value for money for UK taxpayers.

    At the G20, the Minister is due to discuss the UK’s new approach to international development with counterparts from Egypt, India and Germany.

    The Agristar farm in Mbombela, which the Minister visited yesterday, has benefitted from UK investment as part of the Just Energy Transition Partnership (JETP). BII support has enabled the macadamia nut producer to expand its operations across Africa, invest in measures to mitigate climate risks, and support nearly 400 jobs. BII is also supporting Agristar’s expansion into Malawi.

    BII, which aims to make a return on its investments, has so far supported 92 companies in South Africa and over 35,000 jobs.   

    Its success highlights how the UK’s investment in international development is driving green growth and jobs, boosting global prosperity and stability to help create the conditions to deliver the government’s Plan for Change at home.   

    The Minister will also announce today a new £2 million commitment to support local agribusiness projects by partnering with South African investment funds to drive more private finance for the farming sector.

    In G20 talks on tackling illicit financial flows, the Minister will highlight how money and assets siphoned away as part of criminal activity deprive lower-income countries of vital resources which could otherwise support growth and development. The Foreign Secretary is leading a campaign against illicit finance, mobilising the best UK expertise and international partnerships, so dirty money has nowhere to hide. This is also vital to deterring threats to the safety and security of Britain, as part of the government’s Plan for Change.

  • MIL-OSI USA: Former Kokomo Police Department Officer Charged with Sexually Assaulting 14-Year-old Girl

    A federal grand jury in Indianapolis, Indiana, returned a two-count indictment, unsealed today, charging former Kokomo Police Department officer Sinmi Asomuyide with sexually assaulting a 14-year-old girl and with lying to state investigators to try to cover up the assault.

    The first count of the indictment charges Asomuyide, who was 31 years old, with willfully depriving Minor #1, who was 14 years old, of her constitutional rights by sexually assaulting her.  The first count also charges that the defendant’s conduct included kidnapping.

    The second count of the indictment charges Asomuyide with lying to the Indiana State Police to try to cover up the assault by, among other things, denying having sexual contact with Minor #1 and denying that there would be any reason for the presence of his semen in his squad car when, in fact, he ejaculated inside his squad car after causing Minor #1’s hand to touch his exposed penis.

    If convicted, Asomuyide faces a maximum sentence of life in prison.

    Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division, Interim U.S. Attorney Thomas E. Wheeler for the Southern District of Indiana, and Special Agent in Charge Timothy O’Malley of the FBI Indianapolis Field Office made the announcement.

    The FBI Indianapolis Field Office is investigating the case, with the cooperation of the Kokomo Police Department; Bloomington Police Department; and Indiana State Police.

    Assistant U.S. Attorney Peter Blackett for the Southern District of Indiana and Senior Sex Crimes Counsel Tara Allison of the Justice Department’s Civil Rights Division are prosecuting the case.

    An indictment is merely an allegation. The defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Bipartisan legislation would boost federal benefits to help recruit and retain tribal law enforcement officers; This week – local, federal, and tribal law enforcement indict 12 individuals in major drug trafficking operation on Yakama Nation lands

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Committee on Indian Affairs, Senator Markwayne Mullin (R-OK), Representative Dan Newhouse (R, WA-04) and Representative Marie Gluesenkamp Perez (D, WA-03) introduced the Parity for Tribal Law Enforcement Act of 2025. The legislation would help tribal police departments hire and retain tribal law enforcement officers by providing access to federal retirement, pension, death, and injury benefits on par with law enforcement officers from non-tribal jurisdictions.

    “Tribes need more law enforcement officers to fight both the fentanyl and murdered and missing indigenous people epidemics and to respond to emergencies in their communities,” said Sen. Cantwell. “The Parity for Tribal Law Enforcement Act will help tribal communities get the law enforcement resources they need to keep their communities safe.”

    “Tribal police departments work tirelessly to protect and serve our communities in Oklahoma and around the nation,” said Sen. Mullin. “Tribal police should receive equal treatment and resources needed for the safety of their communities without going through excessive red tape. I’m proud to join with my colleagues on this and support our Tribal law enforcement.”

    “As the missing and murdered indigenous women crisis continues to plague tribal communities across the country, tribal law enforcement agencies are facing serious challenges with recruiting and retaining officers and resources,” said Rep. Newhouse. “This bipartisan legislation empowers tribal law enforcement to build and maintain strong, well-trained forces who will be far better equipped to address the MMIW crisis, counter illicit drug flow, and protect tribal communities in Central Washington.     According to the Department of Interior, public safety and justice at the Bureau of Indian Affairs is funded at just 13% of need and over 25,600 personnel are needed to adequately serve Indian Country. This includes at least 13,000 more tribal law enforcement officers to meet FBI Community Safety Standards.

    “The Colville Tribes strongly supports the ‘Parity for Tribal Law Enforcement Act.’ The bill would implement long overdue reforms and remove administrative barriers to tribal law officers enforcing federal laws on their reservation lands.     Combatting the Fentanyl Epidemic

    Sen. Cantwell is a strong advocate for increasing the presence of tribal law enforcement officers on reservations to help combat the fentanyl epidemic and Murdered and Missing Indigenous Women and People (MMIWP) crisis among Native communities.

    Sen. Cantwell first introduced the Parity for Tribal Law Enforcement Act in July 2023. The bipartisan bill was first considered at a U.S. Senate Indian Affairs Committee hearing on May 1, 2024. During a hearing on the fentanyl crisis in Indian Country later that month, Sen. Cantwell pressed federal officials about the need to help tribes hire and keep more tribal law enforcement officers and highlighted several tribes in Washington state that urgently need more resources to improve chronic understaffing issues.

    In October 2023, Sen. Cantwell sent a letter to the leaders of the U.S. Senate Indian Affairs Committee requesting that the committee hold an oversight hearing on how to address the fentanyl crisis in Indian Country. Soon after, the committee announced two hearings on the topic. At the November 2023 hearing titled: “Fentanyl in Native Communities: Native Perspectives on Addressing the Growing Crisis,” Sen. Cantwell invited Lummi Nation Chairman Anthony Hillarie to testify.

    In December 2023, Vanessa Waldref, the United States Attorney for the Eastern District of Washington, and Glen Melville, Deputy Bureau Director at the Bureau of Indian Affairs’ Office of Justice Services and member of the Makah Tribe, participated in the second hearing titled: “Fentanyl in Native Communities: Examining the Federal Response to the Growing Crisis.” At the hearing, both Waldref and Melville commented that fentanyl traffickers often target tribal lands due to lack of tribal law enforcement.

    Fighting Against MMIWP Crisis

    In 2020, Sen. Cantwell’s Savanna’s Act was signed into law to help federal, state, and tribal law enforcement agencies better respond to cases of missing and murdered indigenous women and people by improving coordination among all levels of law enforcement, increasing data collection and information sharing, and providing tribal governments with vital resources.

    In May 2023, Sen. Cantwell announced she sent a letter to the Biden Administration urging them to prioritize funding to assist Tribes and organizations working to combat the MMIWP crisis.

    Following Sen. Cantwell’s urging, in June 2023 the U.S. Department of Justice announced the creation of the Missing or Murdered Indigenous Persons Regional Outreach Program, which dedicated five Assistant U.S. Attorneys and five coordinators to the task of resolving the cases of missing and murdered indigenous people. This included dedicated personnel based in Eastern Washington.

    In October 2024, Sen. Cantwell announced $6.9 million in federal funding for state and municipal law enforcement agencies, tribal justice departments and programs, and medical examiner offices to help fight the fentanyl crisis, gun violence, and violence against women and children.

  • From Trade to Technology: India-Maldives cooperation set to expand

    Prime Minister Narendra Modi concluded a landmark visit to the United Kingdom on Thursday, setting the stage for the next phase of his two-nation tour as he departed for the Maldives. This marks his third visit to the island nation and the first by a head of government during the tenure of Maldivian President Mohamed Muizzu.

    The visit is expected to deepen the growing partnership between India and the Maldives, especially under the framework of the India-Maldives Joint Vision for a Comprehensive Economic and Maritime Security Partnership, adopted during President Muizzu’s visit to India in October 2024.

    Expanding Economic Ties
    India’s economic and trade relationship with the Maldives has transformed in recent years into a multi-dimensional partnership encompassing trade, infrastructure, finance, and technology. The foundation of this relationship was laid in 1981 when both countries signed a bilateral trade agreement under which India assured the export of essential commodities to the Maldives.

    In April 2025, India approved the highest-ever quotas for essential goods exports to the Maldives, reaffirming its commitment to the welfare of its maritime neighbour.

    Trade between the two nations has grown substantially-from crossing the USD 300 million mark in 2021 to exceeding USD 500 million in 2022. In 2023, bilateral trade stood at USD 548 million. This surge was driven by the launch of a dedicated cargo vessel service in September 2020 and several Lines of Credit (LoC) projects initiated since 2021. Visa-free access for Indian business travellers, granted in February 2022, further encouraged commercial engagement.

    India primarily exports pharmaceuticals, engineering goods, cement, agricultural products, and construction materials to the Maldives. In return, scrap metals make up a bulk of Indian imports from the Maldives. Notably, duty-free tuna exports from the Maldives to India were introduced in August 2022, aiming to boost the island nation’s seafood sector.

    Strategic Financial Cooperation
    The State Bank of India (SBI), operational in the Maldives since 1974, has played a key role in supporting economic infrastructure by financing resort development and marine exports. In November 2022, India extended a USD 100 million financial support package via SBI Malè by subscribing to Maldivian government domestic T-bonds backed by a sovereign guarantee from India. The support was renewed in 2024 with an interest-free extension under a unique government-to-government arrangement.

    In response to further budgetary needs, India offered an additional USD 400 million currency swap facility in October 2024. This follows a 2022 agreement signed between the Reserve Bank of India and the Maldives Monetary Authority under the SAARC framework, allowing up to USD 200 million in withdrawals.

    Digital and FinTech Partnerships
    In August 2024, India and the Maldives signed an agreement enabling the use of India’s Unified Payments Interface (UPI) in the Maldives. This development, facilitated during the visit of India’s External Affairs Minister to Malè, represents a critical step toward digital and financial integration between the two nations.

    To further enhance economic cooperation, Maldivian Finance Minister Moosa Zameer visited New Delhi in December 2024 to participate in the Global Economic Policy Forum. He held bilateral meetings with India’s Finance Minister Nirmala Sitharaman and engaged with business leaders from the Confederation of Indian Industry (CII) to explore investment opportunities.

    Washington, D.C. – Today, the Senate Appropriations Committee met for a full committee markup to consider its draft fiscal year 2026 Interior, Environment, and Related Agencies, and Transportation, Housing and Urban Development, and Related Agencies appropriations acts.

    “These may not be the bills I would have written on my own. There’s more I certainly want to see us do and investments and accountability measures I’ll keep pushing for. But these bills are serious, bipartisan compromises that reject so many of the truly harmful cuts Trump and House Republicans are pushing for and that maintain crucial programs that help make sure folks back home have a roof over their head, safe, reliable transportation, and clean air and water,” said Vice Chair Patty Murray in her opening remarks. “Now, Russ Vought may want to break this process and make it more partisan. He may want to set Congress on track for a shutdown. But we can reject that partisan vision that hurts working families everywhere. And we can reject the painful cuts and policies Trump and Vought are trying to inflict in our communities—just as these bills do.”

    In a 26-2 vote, the Committee approved the draft fiscal year 2026 Interior, Environment, and Related Agencies appropriations bill.

    “Oregonians turned out in record numbers during my town halls to deliver a clear message—we need to do everything we can to fight against harmful federal funding cuts and to instead double down on supporting our public lands, Tribal communities, and clean air and water for all,” said Senator Jeff Merkley (D-OR), Ranking Member of the Interior, Environment, and Related Agencies Subcommittee. “This bipartisan bill protects funding for operating the National Park System, National Refuge System, National Forest System, our National Conservation Lands, and the Land and Water Conservation Fund, making a bold statement to the Trump Administration that Congress intends to fight back against any attempt to rip away public lands from public use. This bill delivers funding to help ensure no one is kicked out of their home, and keep families stably housed,” Vice Chair Murray said in comments on the bill. “When it comes to transportation, this bill includes a much-needed increase for FAA to hire air traffic controllers, modernize equipment, and more. It also invests in highway safety, rail safety, and pipeline safety—not to mention investments in our ports and shipyards. It rejects Trump’s cuts to the essential air services that would have cut off so many small and rural communities. It rejects House Republicans’ proposal to slash Capital Investment Grants by 98%.   • MIL-OSI Security: Former Kokomo Police Department Officer Charged with Sexually Assaulting 14-Year-old Girl

    A federal grand jury in Indianapolis, Indiana, returned a two-count indictment, unsealed today, charging former Kokomo Police Department officer Sinmi Asomuyide with sexually assaulting a 14-year-old girl and with lying to state investigators to try to cover up the assault.

    The first count of the indictment charges Asomuyide, who was 31 years old, with willfully depriving Minor #1, who was 14 years old, of her constitutional rights by sexually assaulting her.  The first count also charges that the defendant’s conduct included kidnapping.

    The second count of the indictment charges Asomuyide with lying to the Indiana State Police to try to cover up the assault by, among other things, denying having sexual contact with Minor #1 and denying that there would be any reason for the presence of his semen in his squad car when, in fact, he ejaculated inside his squad car after causing Minor #1’s hand to touch his exposed penis.

    If convicted, Asomuyide faces a maximum sentence of life in prison.

    Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division, Interim U.S. Attorney Thomas E. Wheeler for the Southern District of Indiana, and Special Agent in Charge Timothy O’Malley of the FBI Indianapolis Field Office made the announcement.

    The FBI Indianapolis Field Office is investigating the case, with the cooperation of the Kokomo Police Department; Bloomington Police Department; and Indiana State Police.

    Assistant U.S. Attorney Peter Blackett for the Southern District of Indiana and Senior Sex Crimes Counsel Tara Allison of the Justice Department’s Civil Rights Division are prosecuting the case.

    This investigation is ongoing.  Anyone with additional information is encouraged to call the FBI at 1-800-CALL-FBI.

    An indictment is merely an allegation. The defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    WASHINGTON – Yesterday, U.S. Senator Tommy Tuberville (R-AL) led his first hearing as Chairman of the Health, Education, Labor, and Pensions (HELP) Subcommittee on Education and the American Family with lead advocates for reform in the nation’s educational system. During the hearing, entitled “Empowering Families for Better Educational Results,” witnesses underscored places where the current education system falls short, such as declining literacy rates and the lack of charter schools. Sen. Tuberville emphasized the importance of allowing parents to make choices when it comes to their children’s education and the legislation that will benefit teachers, parents, and children.
    In effort to understand how to improve literacy across the nation, Sen. Tuberville and his Republican colleagues asked the witnesses what policies they believe should be implemented. The witnesses also discussed the preparation and professional development that would empower teachers in the classroom. Finally, Sen. Tuberville asked witnesses about the positive effects that charter schools can have on communities.

    OPENING STATEMENT:
    TUBERVILLE: “Good afternoon. The Senate Committee on Health Education Labor and Pensions Subcommittee on Education and the American Family will come to order. Thanks for being here. As you can tell, we’re running a little late. It’s a little hectic on the hill today, but we will survive. This afternoon, we’re having a hearing on empowering families for better educational results. Ranking member Blunt Rochester and I will each have an opening statement. The witnesses will have five minutes for their opening statements, and senators will each have five minutes for questions.
    We will obviously have senators coming in and out because [there are] many, many votes today. So, thank you to all the witnesses for being here today. It’s always nice to see a fellow Alabamian here today up here in the swamp. Thanks to Mr. Barnett for coming to visit today. We’ve called this hearing to discuss something very near and dear to my heart. One of the reasons I’m here. I was an educator for decades before I decided to come up here, and over those years, I saw the state of our education system decline. The federal government just kept spending more money and more money in K-12 education, and the more they spent, the worse outcomes became. It was just amazing me to watch it in real time, and it made no sense. It’s the main reason I chose to run for this office.
    I didn’t want to see our kids fail year after year, then I got here and realized that we can fix it, but a lot of things are broken. Four years I’ve been serving here on the HELP Committee, and this year, I finally got this gavel to make sure we could have something like this to where we could bring these things to light. I wanted to focus on our kids’ educational outcomes and figure out where we were failing, and also, where we’re doing good things. That leads us to today.
    That’s why we’re having this hearing.
    We need to take a good, hard look at our K-12 education system and figure out [what we can do] to fix it, to make it better, because the status quo in a lot of areas is not cutting it. That means we need to think outside the box. Since COVID, parents have gotten a lot more engaged and that’s where all the necessary change can start, right at home, family. And, since parents have started paying more attention, they’ve started calling for more and more options.
    Parents across our country are calling for their states to offer more options for their kids outside of failing school systems. States represented by folks on both sides of this dice are working on school choice options in their state legislature. We’ll hear about that issue from our witnesses today. Parents want these options, and we ought to listen to them. In my home state of Alabama last year, we passed the Choose Act, which created an income tax credit for families who choose to enroll their children in private schools or homeschooling.
    Virginia, Florida, Alaska, Massachusetts, New Jersey, Indiana, and Washington are just a few states to name that have implemented or have pending state legislation to create these income tax credits promoting school choice. It’s simple. When we give our parents and students choice, we yield better educational results. We owe our kids this investment. But it doesn’t end there.
    Right now, our kids in a lot of areas can’t read. We have kids entering middle school and high school who aren’t at a third grade reading level. I used to recruit kids. I’d bring them in with 3.5 GPAs. The next thing I know after testing them, they wouldn’t be [at a] sixth grade reading level. Something has got to change with that. States and governors across our country have taken up the literacy challenge and enacted legislation at the state level, where it should be. Ranking member Blunt Rochester’s home state of Delaware passed House Bill 304 that implemented reading assessments three times a school year for kids K-3, and my state passed the Alabama Literacy Act, which does the same thing. And we’re trying. No matter the state, this is a widespread effort, and we will discuss today the methods that are working.
    We’ll talk about the science of reading and how best to implement. In our classrooms, we’ll hear about how we can invest in our teachers, invest to prepare them to tackle this crisis head-on. They need to be set up for success just as much as our students do. I want today to be an opportunity for this committee to have a conversation about what our states are doing, and what [we can] do to support them from here, from the federal level. Our children are the best resource this country has, the best thing we’ve got going.
    And above all, we owe them one thing, an opportunity to succeed. And I look forward to working with all of you towards this common goal. Now, I yield to my ranking member, Senator Blunt Rochester, for her opening statement.”

    ON HOW THE SUCCESS OF CHARTER SCHOOLS IMPACTS DISTRICT SCHOOLS:
    TUBERVILLE: “Mr. Barnett, we’ve had tremendous growth in the number of students across American enrolling in charter schools. Over four million students to be exact. How does that success of charter schools impact our district public school system?”
    BARNETT: “Thank you, Mr. Chairman. So, there are really two large national studies that speak to this. One comes out of the Progressive Policy Institute, and another comes out of the Forum Institute. Both actually show that the presence of charter schools has, in some way, improved outcomes within district schools. There’s a certain threshold that the Progressive Policy Institute’s study showed somewhere around 30%. So, the presence of charter schools that give up to 30% of students in a given market, the opportunity to enroll has [a] positive net impact on not only charter school performance, but also district performance.”

    ON THE IMPORTANCE OF PREPARING OUR EDUCATORS TO TEACH THE SCIENCE OF READING METHOD:
    TUBERVILLE: “Ms. Wicks, you talked about teacher preparedness and professional development in your testimony. How important is preparing our educators to teach the science of reading method?”
    WICKS: “Senator, thank you for that important question. It’s critical that we give educators the right preparedness to understand this issue and be able to deploy it in their classrooms. I referenced in my opening remarks that only 25% of educator prep programs are currently teaching the science of reading to their aspiring teachers. And even worse, about 40% of them are teaching the wrong stuff. So, they’re teaching these brand-new teachers the wrong way to teach reading.
    If they’re interested in more—the National Council on Teacher Quality put out that report. They’re the best at studying Teacher Prep programs. And I think this comes down to a matter of state leadership and accreditation.
    They make some recommendations about the importance of setting state standards for what these programs need to be teaching. [We need to] have some way to measure that if it’s through accreditation or others.
    And then to tie the state licensure exams to those standards, to ensure that those candidates have actually learned this and can do it in their classroom. And you see the same thing for sitting teachers who maybe never got this in their training and need that professional development.”
    TUBERVILLE: “Thank you, Ms. Gentles, you know, on both sides of the argument whether President Trump and the Department of Education [is] undermining public school. And because of the work done to expand school choice, do you think there’s a truth to that argument?”
    GENTLES: “Consistently studies show that when states have implemented school choice programs, the nearby public schools have benefited. So increasing competition inspires innovation, and a rising tide lifts all boats. So, we were pleased to see the Executive Order from the President supporting expanding school choice [and] educational freedom, and we’re also pleased to see the Executive Order ordering the Secretary of Education to look into dismantling the Department of Education within […] federal law and with the understanding that the Secretary will be working with Congress on that. Because we do think that […] freeing up states from federal regulations from monitoring, from compliance—all the time that all those bureaucrats at the state and district level are spending on federal paperwork is going to benefit public education. It’s going to benefit public school students. It’s going to benefit public school educators.”
    TUBERVILLE: “Do you think we should give more power back to the states when it [comes to] education?”
    GENTLES: “Absolutely. We need to give power to the states. I think we’ve heard such great news today on what strong state leaders—sensible state leaders—implementing common sense policies are doing. It’s very encouraging to see what’s happening.
    We didn’t mention Louisiana, but Louisiana is a bright spot amidst the 2024 NAEP scores, the only state where fourth grade reading scores exceeded pre-COVID [grades].”
    CASSIDY: “More so than Alabama?”
    GENTLES: “Alabama’s pretty awesome too. It’s been referred to as the southern surge. There’s really good news coming out of the states and encouraging that, fostering that is absolutely the right direction. […] Education policies [are] set at the state level and let’s foster that and let’s get the federal government out of the way.”

    Washington (July 24, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Health, Education, Labor and Pensions Committee, today introduced the Pay Paraprofessionals and Education Support Staff Act, legislation that would set a minimum wage for school staff of $45,000 per year, or $30 per hour.
    “Paraprofessionals and education support staff make our schools safe, healthy places where all students can learn, grow, and thrive. They are a critical part of our education infrastructure, and we must invest in them the way they invest in our students, their families, and their communities,” said Senator Markey, who earlier today participated in a town hall at the U.S. Capitol with more than 100 educators and educational leaders to discuss the educator pay crisis. “As Trump and Republicans work to cut public education and attack educators across the country, I am proud to introduce this legislation, which will uplift paraprofessionals and education support staff and give them the support and resources they need to succeed.”

    On July 17, 2025, Senator Markey reintroduced the Preparing and Retaining All (PARA) Educators Act, legislation that would establish higher wages, career pipelines, and professional development opportunities for school paraeducators. In April 2025, Senator Markey and Representative Jahana Hayes (CT-05) introduced the Paraprofessionals and Education Support Staff Bill of Rights.
    On March 20, Senator Markey slammed Trump’s Executive Order to dismantle the Department of Education. On March 11, Senator Markey delivered remarks on the Senate Floor to spotlight Trump’s plan to gut the Department. On February 27, Senator Markey introduced the No Cuts to Public Schools Act, which would prevent any cuts to federal education formula funding during the Trump administration. On February 10, Senator Markey held a press conference in Boston with Massachusetts educators and teachers’ unions on Trump’s vow to dismantle the Department, and the impact on Massachusetts students, educators, and communities.
    On February 6, 2025, Senator Markey, members of the Massachusetts congressional delegation, along with the Massachusetts Teachers Association, American Federation of Teachers Massachusetts, Massachusetts Association of School Committees, and Massachusetts Association of School Superintendents, released a joint statement after President Trump vowed to dismantle the Department of Education.
    In September 2023, Senator Markey introduced the Green New Deal for Public Schools Act, legislation that would invest $1.6 trillion over the next decade in public and Bureau of Indian Education schools to upgrade every public school building in the country; reduce hazardous pollution; give schools the resources to hire hundreds of thousands of educators, paraprofessionals, and counselors; invest in schools serving low-income students; and fully fund education for students with disabilities.

  • PM Modi condoles loss of lives in Himachal accident; announces assistance

    Prime Minister Narendra Modi on Thursday expressed deep sorrow over the loss of lives in a road accident in Himachal Pradesh’s Mandi district.

    In a post on X, the Prime Minister’s Office shared PM Modi’s message, “Saddened by the loss of lives due to an accident in Mandi, Himachal Pradesh. Condolences to those who have lost their loved ones in the mishap. May the injured recover soon. An ex-gratia of Rs 2 lakh from PMNRF would be given to the next of kin of each deceased. The injured would be given Rs 50,000.”

    According to officials, the bus, carrying 30 passengers, skidded off the road and rolled down a hillside near Tarangala in the Sarkaghat subdivision.

    Emergency services rushed to the scene, with police and administrative personnel from the Sarkaghat police station and the office of the Deputy Superintendent of Police leading rescue operations. Ambulances were quickly deployed, but access to the crash site posed challenges due to the steep terrain.

    Locals were the first to respond and initiated rescue efforts before authorities arrived.

    Superintendent of Police Sakshi Verma confirmed that four people – two men and two women – died on the spot. Several injured passengers were taken to the Civil Hospital in Sarkaghat. Three critically injured individuals were later referred to the All India Institute of Medical Sciences (AIIMS) in Bilaspur.

    The cause of the accident is yet to be determined, and an investigation is underway.

    Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu expressed grief over the incident and said the administration has been directed to ensure proper treatment of the injured.

    “The people making decisions about how our forests are managed and our food is grown shouldn’t be distant bureaucrats,” said Senator Mike Lee. “I congratulate the Department of Agriculture for decentralizing from Washington and relocating staff to Salt Lake City and other regional hubs. Not only is this a big win for Utah’s farmers and ranchers, but also for our land managers as the department moves closer to the people who live, work, and rely upon these lands.     About the USDA Reorganization plan

    The reorganization consists of four pillars:

    1. Ensure the size of USDA’s workforce aligns with available financial resources and agricultural priorities
    2. Bring USDA closer to its customers
    3. Eliminate management layers and bureaucracy
    4. Consolidate redundant support functions

    To bring USDA closer to the people it serves while also providing a more affordable cost of living for USDA employees, USDA has developed a phased plan to relocate much of its Agency headquarters and NCR staff out of the Washington, D.C. area to five hub locations. The Department currently has approximately 4,600 employees within the National Capital Region (NCR). This Region has one of the highest costs of living in the country, with a federal salary locality rate of 33.94%. In selecting its hub locations, USDA considered where existing concentrations of USDA employees are located and factored in the cost of living. Washington, D.C. will still hold functions for every mission area of USDA at the conclusion of this reorganization, but USDA expects no more than 2,000 employees will remain in the NCR.

    USDA will vacate and return to the General Services Administration the South Building, Braddock Place, and the Beltsville Agricultural Research Center, and revisit utilization and functions in the USDA Whitten Building, Yates Building, and the National Agricultural Library. The George Washington Carver Center will also be utilized until space optimization activities are completed. These buildings have a backlog of costly deferred maintenance and currently are occupied below the minimum set by law. For example, the South Building has approximately $1.3 billion in deferred maintenance and has an average daily occupancy of less than 1,900 individuals for a building that can house over 6,000 employees.

    3. Indianapolis, Indiana (18.15%)

    Union Commerce Minister Piyush Goyal on Thursday said it took over two decades to finalise the historic Free Trade Agreement (FTA) with the United Kingdom, crediting Prime Minister Narendra Modi for bringing the deal back into focus and driving it to conclusion.

    Speaking to IANS on the sidelines of the India-UK talks, Goyal said, “This is historic in itself. It took over two decades to finalise this FTA. But when Prime Minister Narendra Modi gave it momentum in 2021, brought it back into focus, and committed to getting it done, India started working on it consistently—and today, we are seeing the positive results.”

    He pointed out that while several governments came and went in the UK, the discussions continued without interruption. “I believe this agreement will open immense opportunities in India, especially for our farmers, MSMEs, and small entrepreneurs,” he said.

    Goyal congratulated Prime Minister Modi, UK Prime Minister Keir Starmer, and the people of both countries on the signing of the landmark India-UK Comprehensive Economic and Trade Agreement (CETA).

    “Duty-free access for about 99 per cent of Indian exports unlocks nearly $23 billion in opportunities for labour-intensive sectors, marking a new era of inclusive and gender-equitable growth,” the minister said.

    Calling the agreement a “win-win” for flagship initiatives like ‘Make in India’ and ‘Vocal for Local,’ Goyal noted that the deal would drive job creation and enhance India’s strategic position in global trade.

    The FTA was signed by Goyal and UK Secretary of State for Business and Trade Jonathan Reynolds, following the conclusion of negotiations earlier this year.

  • PM Modi departs for Maldives after concluding UK visit

    Prime Minister Narendra Modi departed for the Maldives on Thursday, concluding the first leg of his two-nation tour. He is visiting the Maldives at the invitation of President Mohamed Muizzu from July 25 to 26.

    During his visit, the Prime Minister will participate as the Guest of Honour at the 60th Independence Day celebrations of the Maldives. His visit also marks the 60th anniversary of India-Maldives diplomatic relations.

    Earlier, Prime Minister Modi concluded a successful visit to the United Kingdom, where he met with his UK counterpart, Prime Minister Keir Starmer, at Chequers, the official country residence of the British Prime Minister. Both leaders welcomed the signing of the India-UK Comprehensive Economic and Trade Agreement (CETA), which is expected to enhance bilateral trade, investment, and job creation.

    They also agreed to negotiate a Double Contribution Convention to ease cross-border business and boost competitiveness in the service sector.

    The two sides adopted the India-UK Vision 2035, aimed at guiding the Comprehensive Strategic Partnership over the next decade in sectors including technology, education, defence, and climate action.

    The leaders finalised a Defence Industrial Roadmap to strengthen cooperation in co-design, co-development, and co-production of defence products. They also discussed enhanced collaboration under the Technology and Security Initiative, covering areas such as telecom, critical minerals, semiconductors, and biotechnology.

    PM Modi and PM Starmer welcomed the growing education partnership under India’s New Education Policy (NEP), with six UK universities planning to establish campuses in India. The University of Southampton has already inaugurated its campus in Gurugram.

    Prime Minister Modi thanked the UK for its support following the Pahalgam terror attack and reiterated the need for strong action against extremism. He also sought cooperation in bringing back economic fugitives facing legal action in India.

    Global and regional developments, including the Indo-Pacific, West Asia, and the Russia-Ukraine conflict, were also discussed. PM Modi extended an invitation to Prime Minister Starmer to visit India at a mutually convenient time.

    Following his meeting with the UK Prime Minister, PM Modi called on His Majesty King Charles III at Sandringham Estate.     Prime Minister Narendra Modi on Thursday expressed grief over the loss of lives in the tragic plane crash in Russia and offered his condolences to the families of the victims.

    In a statement shared on X, PM Modi wrote, “Deeply saddened at the loss of lives in the tragic plane crash in Russia. Extend our deepest condolences to the families of the victims. We stand in solidarity with Russia and its people.”

    His remarks came after a Russian An-24 aircraft, carrying 49 people including five children and six crew members, crashed in the mountainous Amur region on Thursday, killing all on board, according to local media reports.

    The ill-fated flight, operated by the Siberia-based Angara Airlines, had departed from Blagoveshchensk and was en route to Tynda, near the Russia-China border, when it lost contact with air traffic controllers shortly before its scheduled landing.

    According to Russia’s state news agency TASS, the aircraft reportedly caught fire mid-air and vanished from radar. Rescue helicopters later located the burning wreckage on a remote mountainside, approximately 16 kilometres from Tynda.

    Officials from the Amur Centre for Civil Defence and Fire Safety confirmed that “no survivors were found when a Mi-8 search helicopter flew over the crash site.”

    “The aircraft caught fire upon crashing,” a spokesperson said. “Rescue operations have been hampered by the extremely difficult terrain, as the crash site lies on a steep, inaccessible slope.”

    The region’s dense taiga forests and swampy landscape further complicated rescue efforts.

    Notably, the aircraft did not send any distress signals before disappearing, raising concerns over the cause of the incident.

    Preliminary reports suggest the An-24 may have been attempting a second approach to land at Tynda Airport when it went off the radar.

    A Rosaviatsia aircraft and multiple rescue teams were immediately dispatched after receiving the alert. Investigators from the Far Eastern Transport Prosecutor’s Office have launched a probe into the crash.

    The cause of the accident remains unknown. Officials are expected to begin ground-based recovery operations and retrieve the black box once access to the site is possible.

    England wrested control of the fourth Test at Old Trafford as Ben Duckett (94) and Zak Crawley (84) powered a strong reply after captain Ben Stokes picked up his first five-wicket haul in eight years to bowl out India for 358.

    With Root and Pope seeing off the remaining overs, England walked off in command, eyeing a crucial first-innings lead on a pitch that has already started turning.

    Operation Grayskull Eradicated Four Dark Web Child Abuse Sites and Led to the Convictions of 18 Offenders to Date, Who Have Collectively Received More than 300 Years in Prison

    Today, the Justice Department announced the results of Operation Grayskull, a highly successful joint effort between the Department of Justice and the FBI that resulted in the dismantling of four dark web sites dedicated to images and videos containing child sexual abuse material (CSAM). To date, the operation has led to the convictions of 18 offenders, including a Minnesota man who was sentenced yesterday to 250 months in prison and lifetime supervised release for his involvement with one of these dark web sites. He was also ordered to pay $23,000 in restitution.

    “Today’s announcement sends a clear warning to those who exploit and abuse children: you will not find safe haven, even on the dark web,” said Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division. “These offenders thought that they could act without consequences, but they were wrong.  Thanks to the relentless determination of our prosecutors and law enforcement partners we have exposed these perpetrators for who they are, eliminated their websites and brought justice to countless victims.”

    Thomas Peter Katsampes, 52, of Eagan, Minnesota, pleaded guilty to conspiracy to advertise and conspiracy to distribute child pornography on Feb. 27. According to court documents, Katsampes joined a dark web site dedicated to CSAM in 2022, advertised and distributed CSAM over the website, including CSAM depicting prepubescent children, and eventually worked his way up to a staff position on the web site, which, among other things, involved moderating the site, enforcing the site’s rules for posting CSAM, and advising the site’s users about how to post CSAM.

    In addition to Katsampes, eight individuals have been convicted and sentenced in the Southern District of Florida for their involvement in running the primary site targeted by Operation Grayskull.

    Sentenced on Dec. 12, 2022, to 28 years in prison and ordered to pay $80,500 in restitution to victims of his offense.

    Matthew Branden Garrell Raleigh, North Carolina

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on Aug. 1, 2023, to 20 years and 10 months in prison and ordered to pay $158,500 in restitution to victims of his offense.

    Robert Preston Boyles Clarksville, Tennessee

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on Aug. 15, 2023, to 23 years and four months in prison and ordered to pay $7,500 in restitution to victims of his offense.

    Gregory Malcolm Good Silver Springs, Nevada

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on Aug. 22, 2023, to 25 years and 10 months in prison and ordered to pay $93,500 in restitution to victims of his offense.

    William Michael Spearman Madison, Alabama

    Pleaded guilty to engaging in a child exploitation enterprise.

    Sentenced on Jan. 23, 2024, to life in prison and ordered to pay $123,400 in restitution to victims of his offense.

    Joseph Addison Martin Tahuya, Washington

    Pleaded guilty to engaging in a child exploitation enterprise.

    Sentenced on April 18, 2024, to 42 years in prison and ordered to pay $174,500 in restitution to victims of his offense.

    Joseph Robert Stewart Milton, Washington

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography.

    Sentenced on April 18, 2024, to 23 years and 9 months in prison and ordered to pay $19,500 in restitution to victims of his offense.

    Keith David McIntosh Grand Rapids, Michigan

    Pleaded guilty to conspiracy to advertise child pornography and conspiracy to distribute child pornography, both as a person with a prior conviction for possession of child pornography.

    Sentenced on Dec. 19, 2024, to 55 years in prison.

    The website’s leaders advertised and distributed CSAM, promulgated rules for the website, enforced the rules by banning or scolding users who violated them, held staff meetings, recruited members to serve as staff members, recommended users for promotion, edited and deleted user posts, praised individuals for participating in and contributing to the website, kept records of CSAM posts made by individual members, and paid for and maintained the website servers, among other things.

    Operation Grayskull resulted in the dismantling of a total of four sites dedicated to images and videos depicting child sexual abuse. These websites were some of the most egregious on the dark web, and they included sections specifically dedicated to infants and toddlers, as well as depictions of violence, sadism, and torture. The websites also contained detailed advice on how to avoid detection by law enforcement – for example, by using sophisticated technologies.

    In other judicial districts around the country, nine additional individuals have been convicted for their involvement with these websites, including the following:

    • Charles Hand, of Aberdeen, Maryland, was prosecuted in the District of Maryland and was sentenced to 14 years in federal prison;
    • Michael Ibarra, of Wenatchee, Washington, was prosecuted in the Eastern District of Washington and was sentenced to 12 years in prison;
    • Clay Trimble, of Fordyce, Arkansas, was prosecuted in the Eastern District of Arkansas and was sentenced to 18 years in prison;
    • David Craig, of Houston, Texas, was prosecuted in the Southern District of Texas and was sentenced to nine years in prison;
    • Robert Rella of Chesapeake, Virginia, was prosecuted in the Eastern District of Virginia and was sentenced to five years and eight months in prison;
    • Samuel Hicks, of Fort Wayne, Indiana, was prosecuted in the Northern District of Indiana and was sentenced to 16 years in prison;
    • Richard Smith of Dallas, Texas, was prosecuted in the Eastern District of Texas and was sentenced to 14 years in prison;
    • Patrick Harrison, of Grand Rapids, Michigan, was prosecuted in the Western District of Michigan and was sentenced to five years and ten months in prison.
    • Thomas Gailus, of Webbers Falls, Oklahoma, was prosecuted in the Eastern District of Oklahoma, and his sentencing is pending.

    Two other individuals in the United States died before being charged for their involvement with the websites. The operation also resulted in arrests in the United Kingdom, the Netherlands, Italy, Germany, Estonia, Belgium, and South Africa.

    The FBI’s Child Exploitation Operational Unit and Miami Field Office, West Palm Beach Resident Agency investigated the cases.

    Acting Deputy Chief Kyle P. Reynolds and Trial Attorney William G. Clayman of the Justice Department’s Child Exploitation and Obscenity Section (CEOS) and former Assistant U.S. Attorney Gregory Schiller of the Southern District of Florida coordinated the operation and prosecuted the defendants in the Southern District of Florida.

    Substantial assistance for the cases prosected in the Southern District of Florida was provided by FBI Field Offices and Resident Agencies in Huntsville, Alabama; Reno, Nevada; Clarksville, Tennessee; Raleigh, North Carolina; Madison, Wisconsin; Tacoma, Washington; Grand Rapids, Michigan; and Minneapolis, Minnesota; CEOS’s High Technology Investigative Unit; and the U.S. Attorney’s Offices for the Northern District of Alabama, District of Nevada, Middle District of Tennessee, Eastern District of North Carolina, Western District of Wisconsin, Western District of Washington, Western District of Michigan, and District of Minnesota.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
