    The President of India, Smt Droupadi Murmu received H.E. Dr Mohamed Muizzu, the President of the Republic of Maldives at Rashtrapati Bhavan today (October 7, 2024). The President also hosted a banquet in honour of President Muizzu and First Lady Sajidha Mohamed.

    Welcoming Dr Muizzu to Rashtrapati Bhavan, the President said that Maldives is a close friend and key partner for India in the Indian Ocean Region, and holds a special place in India’s ‘Neighbourhood First’ policy and SAGAR Vision.

    The President said that the Vision document adopted during this visit would elevate the level of our relationship and provide a clear roadmap to achieving a comprehensive economic and maritime security partnership.

    The President was happy to note that India is one of the top trading partners of Maldives, and noted that there is also good potential for taking forward collaboration in the field of digital payments and other new technologies.

    Both leaders agreed that advancement in the bilateral partnership would benefit the people of both countries.

    In a landmark initiative organised by Confederation of Indian Industry (CII), National Skill Development Corporation (NSDC) has partnered with Brihanmumbai Municipal Corporation (BMC) to inaugurate a cutting-edge Skill centre in Kandivali, Mumbai. 

    The formal signing of the Memorandum of Understanding (MoU) took place in the presence of Union Minister of Commerce and Industry Shri Piyush Goyal today, marking a significant boost to the skilling landscape for Mumbai’s workforce. 

    In his address, Shri Piyush Goyal emphasized the importance of this initiative, stating, “This skill development center is proudly dedicated to our Honorable Prime Minister, Shri Narendra Modi ji, whose vision for a skilled and self-reliant India continues to inspire us. Within just six days of its launch, the center has already facilitated employment for 700 individuals, showcasing its immediate impact and the potential it holds. Over the coming year, it is anticipated to create job opportunities for 1 lakh candidates across various sectors.”

    The Union Minister highlighted the center’s role in addressing the growing demand for skilled labor, asserting that it will equip young people with the necessary skills to meet the challenges of a rapidly evolving job market. “By fostering partnerships between industry leaders and training programs, this center bridges the gap between education and real-world employment, symbolizing our commitment to uplifting youth and empowering them to thrive in today’s competitive environment.”

    Minister of Skill Development and Entrepreneurship, Maharashtra, Mangal Prabhat Lodha, praised the swift completion of the center, noting, “We have established this facility within just 44 days, a tremendous achievement that will provide opportunities to thousands in and around Mumbai. This state-of-the-art center will attract individuals from across the country, demonstrating the power of effective leadership.”

    Executive Vice President of NSDC, Ajay Kumar Raina, underscored the significance of this collaboration: “Today marks a pivotal milestone in India’s journey toward becoming a global skills capital, as envisioned by our Honorable Prime Minister. This partnership between NSDC, BMC, and CII reflects our unwavering commitment to empowering the youth of India by aligning opportunities with professional aspirations and broader economic goals.”

    The newly established vocational training institute at Akurli Village, Kandivali East, features a modern G+5 building with a built-up area of 3440.68 sq.m. Initially, the center will offer five specialized short-term courses in high-demand sectors, including fashion technology, AC and refrigeration, gaming and animation, quick service restaurants, and data and cyber security. The center is poised to adapt its course offerings based on industry feedback and evolving workforce needs.

    A key highlight of this initiative is its commitment to employment outcomes, with industry partners such as CII, NASSCOM, and various sector skill councils delivering training at nominal costs. The Confederation of Indian Industry (CII) has equipped the facility with advanced labs and has committed to ensuring at least 75% employment for successful candidates post-training. The event also witnessed the distribution of offer letters to 20 candidates, representing the first batch of 500 beneficiaries.

    Operating under the guidance of CII’s Centre of Excellence on Employment & Livelihood and the CII Green Business Centre, the centre will maintain high standards of training relevance. NSDC will provide bi-annual reports to BMC to track training completion and employment rates, managing all operational aspects to ensure a world-class learning environment.

    This collaboration marks a significant step forward in creating a skilled workforce, empowering India’s youth, and contributing to national growth and global competitiveness.

  • MIL-Evening Report: Ocean protection accounts for 10% of fish in the world’s coral reefs – but we could save so much more

    Ocean fish populations have fallen dramatically in the past half-century, and climate change is expected to make the problem worse. Governments have designated “marine protected areas”, where where human activity is constrained to protect ocean life. But have these efforts worked?

    About 8% of Earth’s oceans are protected, including about 3% where fishing is banned altogether. Our new study of nearly 2,600 tropical coral reefs around the world is the first to examine whether these areas have helped fish populations.

    We found about one in ten kilograms of fish on coral reefs is the result of efforts such as marine protected areas and other restrictions on fishing. This is promising news. But our study also reveals great room for improvement.

    Getting to grips with marine protection

    Maintaining healthy fish populations is important. Many communities depend on fishing for their food and livelihoods. And fish play a vital role in ocean ecosystems.

    Marine protected areas are a key policy tool used to increase fish populations. They cover a range of ocean areas including lagoons, coastal waters, deep seabed waters and coral reefs.

    The areas go by several names, including marine parks and conservation zones. Some, where fishing is prohibited, are known as no-take zones.

    Governments often quote figures on the area of ocean protected when seeking to tout their conservation policies. For example in Australia, we are told the federal, state and territory governments have established marine parks covering 4.3 million square kilometres or 48% of our oceans.

    But the extent to which marine protected areas actually conserve marine life varies enormously from place to place. So simply counting up the protected ocean area doesn’t tell you much about what has actually been achieved.



    Measuring success

    We and our colleagues wanted to assess the extent to which marine protection efforts have increased the amount of fish on coral reefs.

    We developed a computer model based on about 2,600 reefs across the global tropics, which includes reefs in the Pacific, Indian, and Atlantic oceans. From that, we estimated the amount of fish currently on each reef – measured in the kilograms of fish per hectare, or “biomass”.

    The estimations were based on information such as:

    • environmental conditions such as ocean temperature and the type of habitat where the reef is located

    • the intensity of fishing activity, known as “fishing pressure”

    • how strong the protection is – for example whether it bans fishing, or just restricts it

    • the level of compliance with no-take zones.

    We then simulated what would happen if we changed the type of protection strategy in each location while keeping everything else the same.

    We ran a few scenarios:

    • no coral reef conservation existed anywhere and all reefs could be fished without constraint

    • sites currently fished without constraint (which amounted to over half of our sites) had restrictions in place

    • fishing was prohibited on 30% of all reefs.

    And the results?

    We found both marine protected areas and other fishing restrictions account for about 10% of the fish “biomass” on reefs. In other words, about one in ten kilograms of fish on coral reefs is due to protection efforts.

    No-take zones punch above their weight. Of the fish biomass attributable to protection efforts, about 20% comes from just 3% of sites in no-take zones. This proportion would be even higher if illegal fishing in no-take zones was stamped out.

    But we found any type of fishing restriction was useful. If everywhere currently fished without constraint was subject to some level of protection – such as banning nets or spear guns – the biomass of fish globally would be another 10.5% higher, our study found. This essentially matches all conservation efforts to date.

    Our modelling also showed fish on coral reefs could be increased by up to 28% globally if the area of no-take zones rose to 30%.

    But these reefs must be chosen strategically. That’s because protection strategies can lead to wildly different results, depending on local conditions. For example, sites with lower fishing pressure in the surrounding seascape got a bigger boost from protection than places surrounded by intensive fishing effort.

    This may be because at heavily fished locations, algae often overtakes coral as the dominant feature. Algae is less fish-friendly than coral, so fish populations may not bounce back quickly even when fishing pressure is reduced.

    Grounds for optimism

    Our study tested the mettle of global coral reef conservation. On one hand, we found conservation efforts have made a contribution to the amount of fish on global coral reefs, which provides grounds for cautious optimism.

    But on the other hand, this contribution is quite modest. Our study shows much greater gains could be made not only by expanding protected marine areas, but also by improving compliance in existing ones.

    Most nations have signed a global agreement to protect 30% of Earth’s land and waters by 2030. That means the amount of ocean in marine protected areas globally will increase nearly fourfold in just six years.

    As governments continue this task, we hope our results help identify ocean sites that will benefit most from protection.

  • MIL-OSI USA: Casey Delivers $4.5 Million to Lower Energy Costs for Farmers and Small Business Owners

    Grants will go towards purchasing and installing solar energy systems and improving waste digestion to help farmers and small businesses save on energy costs  
    Washington, D.C. – U.S. Senator Bob Casey (D-PA) secured a total of $4,537,255 to lower energy costs for farmers and small businesses across the Commonwealth. The twenty awards will help businesses and farms purchase and install solar photovoltaic systems, which will convert captured solar energy into electricity to power machines and operations and save Pennsylvanians thousands of dollars per year. These funds will also help a Pennsylvania dairy farm purchase and install a new engine for their anerobic digester. The funding comes from the U.S Department of Agriculture’s (USDA) Rural Energy for America (REAP) program, made possible by the Inflation Reduction Act.
    “When we invest in technology that lowers energy costs for our businesses and farmers, we are investing in the Commonwealth’s long-term success,” said Senator Casey. “Thanks to the Inflation Reduction Act, farmers and small businesses can continue supporting their families and their communities and save thousands of dollars each year. I will always fight for investments that lower costs, support businesses, and protect our Commonwealth’s environment for generations to come.”

  • MIL-OSI Asia-Pac: Interaction with Startups from India and EU- An outcome of the Matchmaking Event on EV Battery Recycling under the India-EU Trade and Technology Council WG2

    The Office of the Principal Scientific Adviser to the Government of India hosted a delegation from the European Union with representatives from startups in the space of battery recycling technologies from EU Member States, officials from the Delegation of EU to India along with members from select Indian startups.  This important interaction was focused on the experiential learning gained by the startups through their immersion visits as an outcome of the Electric vehicle (EV) battery recycling matchmaking event held on 20th June 2024, under the aegis of the India-EU Trade and Technology Council’s Working Group 2 (WG2) on Green & Clean Energy Technologies.

    The discussion was chaired by Prof. Ajay Kumar Sood, Principal Scientific Adviser to the Government of India. Dr. Parvinder Maini, Scientific Secretary at the Office of the PSA, also joined Prof. Sood to underscore the significance of the collaboration between India and the EU in clean and green energy technologies. Distinguished guests included Dr. Ewa Suwara, Deputy Head of the EU Delegation to India; and D.Ing. Pierrick Fillon-Ashida, Head of Research & Innovation, EU Delegation to India. Dr. Monoranjan Mohanty, Adviser/Scientist ‘G’, and Dr. Hafsa Ahmad, Scientist ‘D’, from the Office of the PSA, also participated in the discussion.

    The interaction highlighted the significant progress made in fostering collaboration between Indian and European startups in the critical area of EV battery recycling technologies. Key speakers emphasized the shared commitment of India and the EU to innovation, sustainability, and the transition to a circular economy.

    Prof. Ajay Kumar Sood remarked on the importance of such partnerships for achieving environmental sustainability and economic resilience, stating, “This collaboration opens up new opportunities for technology transfer, market access, and co-development. It is essential for fostering economic resilience and sustainable development.”

    Dr. Ewa Suwara, Deputy Head of the EU Delegation to India, reinforced this sentiment by noting, “Recycling EV batteries is a geopolitical and climate imperative, as every ounce recovered enhances energy security and fuels green growth. I am delighted to see that through the support of Trade and Technology Council, we are able to support the EU and Indian startups to join forces, pioneer innovation, foster business collaboration, and drive market uptake of cutting-edge technologies. This is a shining example of partnership in action, shaping a more sustainable tomorrow.”

    During the event, Indian startups, recognized as winners in the matchmaking event held on June 20, 2024, shared their experiences from the immersion trips in the EU (held in Sep 2024), providing valuable insights into their learnings and market opportunities. In parallel, EU startups currently in India for their immersion visits also shared their expectations and vision, contributing to a deeper understanding of cross-regional collaboration. The participating startups from India included BatX Energies, Evergreen Lithium Recycling Pvt Ltd., LW3 Pvt Ltd. and Lohum while startups from EU included Ecomet Refining, and Eneris.

    About the Trade and Technology Council set up by India and the EU

    The India-EU Trade and Technology Council (TTC) was first announced by the European Commission President, Ursula von der Leyen, and India’s Prime Minister, Narendra Modi, in April 2022. Established on February 6, 2023, this strategic coordination mechanism allows both sides to tackle challenges at the nexus of trade, trusted technology, and security, and deepens cooperation in these fields. Establishing India-EU TTC is a key step towards a strengthened strategic partnership for the benefit of all people in India and the EU.

    The TTC is a key forum to deepen the strategic partnership on trade and technology between the two partners. Geostrategic challenges have reinforced the EU and India’s common interest in ensuring security, prosperity, and sustainable development based on shared values.

    The TTC consists of three Working Groups:

    1. Working Group 1 on Strategic Technologies, Digital Governance and Digital Connectivity
    2. Working Group 2 on Green and Clean Energy Technologies; and
    3. Working Group 3 on Trade, Investment and Resilient Value Chains.

    Working Groups are now jointly working to advance identified objectives and key actions. The matchmaking event was one of the key agreed short-term actions under Working Group 2 on Green and Clean Energy Technologies. The India-EU TTC Working Group 2 on Green and Clean Energy Technologies is being led by the Office of the Principal Scientific Adviser to the Government of India from the Indian side and the Directorate-General for Research and Innovation of the European Commission from the EU side.

    Shri Ashwini Vaishnaw, Union Minister of Railways, Information & broadcasting, and Electronics & Information Technology, today interacted with Chief Loco Inspectors (CLIs) undergoing training at the Indian Railways Institute of Electrical Engineering (IRIEEN) , Nashik today. During his visit, the Minister discussed various key issues related to modernizing locomotive operations and enhancing safety measures on Indian Railways.

    Shri Vaishnaw engaged with the CLIs about their training experience, particularly in the use of Kavach, the indigenous Automatic Train Protection (ATP) system. The CLIs shared their insights on how the Kavach system boosts their confidence in maintaining speed and improving both safety and punctuality during train operations. Discussions also focused on modern braking systems, new technology in locomotives, and effective crew management practices.

    The Union Minister commended the efforts of the Railways in improving working conditions for the crew, including the introduction of 100% air-conditioned Running Rooms and improved facilities for loco inspectors. He also acknowledged ongoing efforts to reduce duty hours by splitting duty rosters and enhancing the comfort and safety of locomotives by equipping them with air-conditioning,  toilets and comfort seats.

    During his interaction to CLIs, Shri Vaishnaw underlined the importance of strict adherence to safety protocols and reiterated on training modules which includes simulators, suggestions from field staff etc.  Shri S K Rathi, CLI/Bhopal division while sharing the experiences said that “ interlocking helps Station Master for safe operation, PSC Sleepers track for Trackman and Kavach is a revolutionary step as it helps Loco Pilots for safe train operation “. In continuation with this one of the CLIs said that Kavach has not only helped for safe train operations but also to keep their family happy as LP duty has become safe due to Kavach. Kavach is helping to prevent SPAD (Signal Passing at Danger) incidents and ensures safety at level crossing gates said one of the CLI while sharing his experiences.The Union Minister urged the CLIs to take full advantage of the modern technologies being introduced and emphasized the importance of continuous learning, dedication, and commitment in maintaining the high standards of Indian Railways.

    As part of his visit to Nashik, the Union Minister also paid respects at the Shirdi Sai Baba Temple, seeking blessings for the continued progress and safety of Indian Railways and its dedicated workforce.

    Special Campaign in Akashvani was launched today by Dr. Pragya Paliwal Gaur, DG, Akashvani in Akashvani Bhawan Complex, New Delhi. During this event senior officers of Akashvani were present and a pledge/oath was undertaken. After paying floral tributes at the statue of Mahatma Gandhi, DG led the employees of Akashvani and visited various identified spots in the Campus for cleaning as part of Swatchh Bharat Abhiyan. ADG (News), NSD ; DDG(Admn), Akashvani ; DDG (Policy) Akashvani , Director (News) , and other officials of the Akashvani Directorate, Akashvani Delhi and News Service Division were also present.

    Special cleanliness drive from 2nd to 31st October in all offices of Prasar Bharati

    DG, Akashvani emphasized the importance of Swachhata and sanitation drive initiated by Hon’ble Prime Minister on 2nd October, 2014 throughout the country. She urged the officials to conduct special cleanliness drive from 2nd October, 2024 to 31st October, 2024 in all offices of Prasar Bharati throughout the country. She desired that the activities like – cleanliness of building/premises; disposal of waste, garbage, condemned furniture, e-waste and weeding out of old records as per prescribed procedure should be done during this period. As part of safety in cleaning, Personal Hygienic Kits, Safety Caps and Snacks were distributed to Sanitation and Security Workers.

    Sanitation drive at 300+ Kendras of Akashvani also started simultaneously and cleaning activities undertaken as part of Special Campaign 4.0. More than 1000 spots have been identified at field offices/ stations for undertaking cleaning activities.  This year emphasis will be made for Energy Audit ,  up-gradation of records room,  Identification of old redundant e-waste, old electrical installations , old AC plants and their  disposal and moving towards use of green energy across all major Akashvani stations.

    The Swachhata Hi Sewa (SHS 2024) Campaign was organized in MeitY from 17th   Sept 2024 to 2nd Oct 2024 with great energy and enthusiasm and a large number of activities ranging from pledge ceremony, lectures, tree plantation, cleanliness drives, health & social welfare Shivirs & slogan competitions were organized by MeitY and all associated organizations under the guidance of Shri S Krishnan Secretary MeitY and Shri Bhuvnesh Kumar, Additional Secretary MeitY.

     

    32 competitions, 21 health camps, and 15 welfare camps for SafaiMitras

    Along with the MeitY organizations 127 pledge taking ceremonies were held, 32 slogan/waste to Art competitions were held, 45 Walkathons/Cyclothons were held, 571 tree plantation activities were undertaken, 39 CTU were cleansed, 21 Health Camps & 15 welfare camps for Safai Mitras were organized. Photographs and videos of the events were uploaded on the SHS-2024 portal.  The MeitY has also issued messages on X social media.

    The delivery of ‘Ammunition Cum Torpedo Cum Missile Barge, LSAM 21’, 7th Barge of 11 x ACTCM Barge Project, built by MSME Shipyard, M/s Suryadipta Projects Pvt Ltd, Thane for Indian Navy, was undertaken on 04 Oct 24 at Naval Dockyard, Mumbai for NAD(Karanja). The Induction Ceremony was presided over by Cmde SV Shidore, AGM (PR), ND (Mbi)

    The contract for building 11 X ACTCM Barge was signed between MoD and M/s Suryadipta Projects Pvt Ltd, Thane on 05 Mar 21. Induction of these Barges would provide impetus to operational commitments of IN by facilitating Transportation, Embarkation and Disembarkation of articles/ ammunition to IN Platforms both alongside jetties and at outer harbours.

    These Barges are indigenously designed and built under relevant Naval Rules and Regulation of Indian Register of Shipping. The model testing of the Barge during design stage was undertaken at Naval Science and Technological Laboratory, Visakhapatnam. These Barges are proud flag bearers of Make in India initiative of Government of India.

    Union Home Minister and Minister of Cooperation Shri Amit Shah today inaugurated and laid the foundation stones for various development projects worth Rs.329 crore in Gandhinagar, Gujarat. Several dignitaries, including Gujarat Chief Minister Shri Bhupendra Patel, were present on this occasion.

    In his address, Shri Amit Shah highlighted that the Gujarat government is working on the construction of a 425-bed hospital at a cost of ₹244 crores for the residents of Mansa. He mentioned that this 425-bed hospital will cater to the health needs of the people of Mansa for the next 25 years. He also noted that today, the inauguration, foundation laying, and e-inauguration of 10 development projects of the Mansa Municipality are taking place, along with the foundation laying and inauguration of other development projects costing ₹329 crores.

    Union Home Minister said that a beautiful Chandrasar Lake has been developed in Mansa, and efforts have been made to supply water from the Narmada River to this lake. He mentioned that the work of connecting a total of 16 lakes, including Chandradu, Malan, Malai, including previously built 13 lakes in the state, and supplying of Narmada water to them has been completed this monsoon season. He added that this will raise the water level in all surrounding areas and improve agricultural yield, leading to the prosperity of farmers.

    Shri Amit Shah mentioned that the foundation-laying projects include the civil hospital, beautification of Malan Lake, programs for Sasni and Malan lakes, a community hall in Ranyapur, double-laning of the Pilvai-Mahudi road, and a dry waste segregation plant. Moreover, the new hospital will provide all facilities, such as a critical care trauma center, orthopedic surgery, pediatric department, medicine, gynecology, physiotherapy, dialysis, X-ray, CT scan, and MRI, all available in a single building for everyone.

  • MIL-OSI Security: Fourteen Indicted in Multi-State Drug Trafficking Conspiracy Linked to Deadly Fentanyl Distributed to Members of the Lummi Nation

    Seattle – Law enforcement fanned out across the country and in western Washington yesterday arresting 17 people on indictments and criminal complaints for a multi- state drug trafficking conspiracy. The two-year investigation alleges that the trafficking ring has been linked to a fatal fentanyl overdose on the Lummi Nation reservation in Whatcom County. Law enforcement in Georgia, Missouri, Texas, and Arizona executed search warrants and some arrests.  Ten of 13 defendants arrested in Washington remain detained at the Federal Detention Center at SeaTac, pending hearings later this week and next week. Three defendants were released on bond.

    “This investigation revealed that the trafficking organization was a supplier to a community that was rocked by four fentanyl overdose deaths in just four days,” said U.S. Attorney Tessa M. Gorman. “Fentanyl continues to claim lives in our community – especially in our Tribal communities. We will do all we can to stop the flow of this deadly drug.”

    “The significance of this case is that a family drug trafficking organization expanded from Seattle beyond Washington state to locations across the country,” said Richard A. Collodi, Special Agent in Charge of the FBI Seattle field office. “This group distributed more than 800,000 fentanyl pills throughout the United States, including in Arizona, Texas, Missouri, Montana, and Georgia. Together with our partners, this demonstrates the national impact of today’s operations by disrupting this source of supply.”

    The drug ring was led by Marquis Jackson, 31, who splits time between Atlanta and the Renton, Washington home of his parents, defendants Mandel Jackson, 50, and Matelita (Marty) Jackson, 49. Also linked to the Renton family home were defendants Markell Jackson, 21, and Miracle Patu-Jackson, 22. Members of the Jackson family are indicted for various conspiracy counts including drug trafficking and money laundering conspiracies. Records filed in the case link some of the Jacksons to a Seattle area street gang.

    Markell Jackson is a fugitive still being sought by law enforcement. Matelita (Marty) Jackson, Miracle Patu-Jackson and Adean Batinga were released on bond.

    The other defendants indicted for drug trafficking include:

    Edgar Valdez, 26, of Phoenix

    Keondre Jackson, 29, Wichita, Kansas

    Michael Young Jr., 43, Tacoma, Washington

    Sir-Terrique Devon Milam, 20, Federal Way, Washington

    Tyrell Lewis, 32, Federal Way, Washington – a fugitive

    Robert Johnson, 20, Renton, Washington

    Diyana Abraha, 22, Seattle – a fugitive

    Adean Batinga, 20, Burien, Washington

    Tianna Karastan, 21, Seattle -a fugitive

    Diallo Redd, 34, Tacoma, arrested in Montana on a Montana indictment.

    Two additional defendants were arrested in the Seattle area in connection with the serving of yesterday’s search warrants:

    Chad Conti, 47, Covington, Washington

    Phillip Lamont Alexander, 48, Des Moines, Washington

    Over the course of the investigation law enforcement seized more than 846,000 fentanyl pills, nearly 7 kilograms of fentanyl powder, 7 kilograms of cocaine and 29 firearms. They also seized more than $116,000 in cash.

    In Whatcom County, teams led by the Drug Enforcement Administration (DEA) arrested four people on criminal complaints for fentanyl distribution. According to the complaints, the Whatcom drug traffickers were linked by phone communication and surveillance to the Jackson drug trafficking organization.

    In September 2023, four tribal citizens died of fentanyl overdose within a period of just four days, prompting the Lummi Indian Business Council to declare a state of emergency in response to the escalating fentanyl crisis.

    Tribal and federal partners examined the phone of one of the overdose victims and found connections to the Jackson Drug Trafficking Organization.  DEA, the Whatcom Gang and Drug Task Force, Homeland Security Investigations (HSI) and the Bureau of Indian Affairs have continued to work closely with the Lummi Nation Police to identify additional members of this drug trafficking organization with the goal of stopping the flow of fentanyl into Indian Country and elsewhere.

    Those arrested on complaints this week include:

    Robert Bellair, 41, Ferndale, Washington

    Thomas J. Morris, 42, Bellingham, Washington

    Patrick James, 40, Bellingham, Washington

    Ronald Finkbonner, 50, Bellingham, Washington

    All four are charged with possession of fentanyl with intent to distribute.

    “The Drug Enforcement Administration’s top priority is to combat fentanyl traffickers responsible for deaths and misery in our communities,” said David F. Reames, Special Agent in Charge, DEA Seattle Field Division.  “This case highlights the lengths to which DEA and our partners will go to ensure people trafficking fentanyl are held accountable for the suffering they cause.”

    “The Seattle Police Department appreciates the collaboration with our federal partners in combatting the scourge of the fentanyl crisis and the proliferation of guns from drug trafficking organizations,” said Deputy Chief Eric Barden of the Seattle Police Department. “Fentanyl caused over 1,000 overdose deaths in King County last year. Seattle Police are delighted to partner with the FBI, DEA, USAO and other state and local jurisdictions to dismantle a drug distribution network undoubtedly responsible for deaths in our community.”

    The charges contained in the indictment and criminal complaints are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    This case is being investigated by the FBI, (Seattle, Phoenix, Atlanta, Kansas City, Dallas, Las Vegas, Montana), DEA (Seattle, Kansas City, Wichita, Montana), the Seattle Police Department, King County Sheriff’s Office, Whatcom Gang and Drug Task Force, the Lummi Police Department, the Bureau of Indian Affairs (BIA), Homeland Security Investigations (HSI), and United States Border Patrol Blaine Sector Targeting and Intelligence Division.

    The case is being prosecuted by Assistant United States Attorneys Zach Dillon, Crystal Correa, and Michael Harder.

  • MIL-OSI USA: SBA Launches Recovery Centers for Hurricane Helene Survivors: Help for the Displaced and Hard-Hit

    ATLANTA – The U.S. Small Business Administration (SBA) announced today that it will open a  Disaster Loan Outreach Center (DLOC) in North Carolina on Friday, Oct. 4, at the District Office of the U.S. Small Business Administration located in Charlotte.  The Center will provide an avenue for businesses and individuals who temporarily moved out of harm’s way a place to apply for low-cost financial assistance for their recovery.  

    “The DLOC is one of most powerful resources at SBA’s disposal to meet survivors where they are and support their recovery efforts,” said “Francisco Sánchez, Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “Residents and business owners can meet face-to-face with our specialists to apply for SBA disaster loans and get information on the full breadth of programs we offer to help guide them through their recovery.”

    With the changes to FEMA’s Sequence of Delivery, survivors are now encouraged to simultaneously apply for FEMA grants and SBA low-interest disaster loan assistance to fully recover.  FEMA grants are intended to cover necessary expenses and serious needs not paid by insurance or other sources. The SBA disaster loan program is designed for your long-term recovery, to make you whole and get you back to your pre-disaster condition.  Do not wait on the decision for a FEMA grant; apply online and receive additional disaster assistance information at sba.gov/disaster.

  • MIL-OSI Asia-Pac: New artificial synaptic chip mimicking biological synapses to transform information technology

    Scientists have created an artificial synaptic device that emulates the behaviour of biological synapses to transform information technology through more efficient computing models.

    They have used two-dimensional electron gas in oxide heterostructures for integrating architecture inspired by the biological brain, also called neuromorphic architecture and logic operations on a single chip.

    Modern computers inherently segregate memory and computation into independent physical units based on ’von Neumann computing’– a system which is like a set of instructions that tells the computer how to handle information and perform tasks. This requires separate units for reading and executing complex operations, and then returning the results to memory, which slows computing. This can create a “bottleneck,”. Especially if the computer needs to handle a lot of instructions and data at the same time, it can get slowed down because everything has to travel along the same path.

    On the other hand, a human brain is a sophisticated, dynamic, reconfigurable system with direct memory access, with neurons conducting the computational operations. Neuromorphic electronics, inspired by the intricate workings of the biological brain, offer the potential to transform information technology through more efficient computing models.

    Scientists at the Institute of Nano Science and Technology (INST), Mohali (Punjab), an autonomous institution of the Department of Science and Technology (DST), Government of India used a new approach that follows the working principal of human brains to overcome the challenges of ’von Neumann computing’.

    They utilized the two-dimensional electron gas (2DEG) within the EuO-KTaO3 (KTO) oxide heterostructure to develop a chip which exhibited neuromorphic properties as well as showed a large change in resistivity known as resistive switching behaviour.

    Current is generated at EuO-KTaO3 interface due to shining of light and this persists even after the light is turned off (demonstrating high persistent photoconductivity) resulting in optoelectronic properties necessary for replicating cognitive functions such as sensory perception, learning, and memory.

    The developed chip not only mimics the short- and long-term plasticity observed in biological synapses but also performs logic gate operations, significantly enhancing its versatility and potential for integration in advanced neuromorphic systems.

    Supported by the DST’s Nanomission, and CSIRin the form of a sophisticated, custom-made instrument called a combinatorial pulsed laser deposition setup, Prof. Suvankar Chakraverty Professor at INST, Mohali (Punjab), haveproduced 2DEG at the interface composed of chemicals EuO and KTaO3acting as artificial synaptic device showing neuromorphic properties.The researchwas published in the journal ‘Applied Physics Letter’.

    Neuromorphic design in oxide interfaces can facilitate more energy-efficient and quicker information processing, enhanced AI capabilities, and improved device miniaturisation. These systems may learn and change with time, resulting in more personalized and responsive technology. Furthermore, their resilience and fault tolerance make them perfect for important applications that will ultimately improve everyday life, including healthcare, education, and environmental sustainability.

    In recent times, citizens are receiving many fraudulent calls, often disguised as originating from Indian mobile numbers. These calls are in fact manipulated by cyber-criminals operating from abroad. These criminals exploit the Calling Line Identity (CLI) to mask the actual origin of the calls, which has led to a spate of incidents involving threats of mobile number disconnection, fake digital arrests, and even impersonation of government officials or law enforcement agencies. Recent cases have included false accusations involving drugs, narcotics, and sex rackets, further intensifying public concern.

    In response to this growing threat, the Department of Telecommunications (DoT), in collaboration with Telecom Service Providers (TSPs), has introduced an advanced system designed to identify and block incoming international spoofed calls before they can reach Indian telecom subscribers. This system is being deployed in two phases: first, at the TSP level, to prevent calls spoofed with phone numbers of their own subscribers; and second, at a central level, to stop calls spoofed with the numbers of subscribers from other TSPs.

    As of now, all four TSPs have successfully implemented the system. About one third of total spoofed calls at 4.5 million spoofed calls are being stopped from entering the Indian telecom network. The next phase, involving a centralized system that will eliminate the remaining spoofed calls across all TSPs, is expected to be commissioned shortly.

    Fraudsters, however, continue to adapt and devise new methods to deceive the public. DoT is taking timely measures to protect telecom users as these new ways are reported. In the age of rapidly evolving technology, the DoT has taken multiple measures to make the telecom eco-systems safer and secure. However, even with these robust safeguards, there may still be instances where fraudsters succeed through other means.

    In such cases, DoT encourages citizens to proactively report suspected fraud communications to help DoT in identification and prevention of misuse of telecom resources for cyber-crime, financial frauds. It will also help in safeguarding citizens from impersonation, exploitation, and enabling proactive action against potential threats.

    Citizen can report such calls at Chakshu facility available on the Sanchar Saathi platform (https://sancharsaathi.gov.in/)  by providing details about suspected fraud calls, SMS, and WhatsApp messages including screenshot, medium of receipt, category of intended fraud, date and time of receiving such communication. An OTP based verification will be carried out.

    The Chakshu facility is a significant step towards safeguarding citizens from cyber fraud. By providing a streamlined process for reporting suspicious activities, it helps in the early detection and prevention of potential frauds, thereby protecting users from financial and personal losses

    In addition, the Government has taken various measures for preventing misuse of telecom resources including:

    i.          Department of Telecommunications (DoT) has rolled out Digital Intelligence Unit (DIU) project with objective to devise systems to curb misuse of telecom resources for cybercrime and financial frauds.

    ii.         Sanchar Saathi portal: DoT has developed a citizen centric Sanchar Saathi portal (www.sancharsaathi.gov.in) providing various facilities for reporting of cases related to misuse of telecom resources which are as under:

    a.     to report suspected fraud communications and Unsolicited Commercial Communication (UCC);

    b.     to know the mobile connections issued in their name and report the mobile connections for disconnection which are either not required or not taken by them;

    c.     to report the stolen / lost mobile handset for blocking and tracing;

    d.    to check the genuineness of mobile handset while buying a new/old device;

    e.     to report the incoming international calls received with Indian telephone number as calling line identification.

    iii.        Digital Intelligence Platform: DoT has launched an online secure Digital Intelligence Platform (DIP) for sharing of information related to misuse of telecom resources among the stakeholders for prevention of cyber-crime and financial frauds. At present DoT field units, all Telecom Service Providers (TSPs), MHA, 460 banks and financial institutions, 33 States/UTs police, central agencies and other stakeholders have on-boarded this platform. This platform, inter-alia, hosts the list of disconnected mobile connections on near real time basis along with the reasons for disconnections enabling the stakeholders to take appropriate action including to disengage the associated services linked with these mobile numbers.

    iv.        DoT using AI based tools has identified the mobile connections taken on fake / forged documents or taken exceeding the prescribed limits for an individual. Such mobile connections along with telecom resources and mobile handsets used in fraudulent activities are being weeded out from the telecom ecosystem.

    Following are the outcomes, as on date in brief, of the actions taken by DoT:

    a.  Disconnected 1.77 crore mobile connections taken on fake/forged documents.

    b.  Targeted action of disconnection of 33.48 lakh mobile connections and blocking of 49,930 mobile handsets used by cyber criminals in cyber-crime hotspots/districts of the country.

    c.  77.61 lakh mobile connections exceeding the prescribed limits for an individual have been disconnected.

    d.  Pan India blocking of 2.29 lakh mobile phones involved in cyber-crime or fraudulent activities.

    e.  About 12.02 lakh out of 21.03 lakh reported stolen/lost mobile phones have been traced.

    f.   Disconnected about 20,000 entities, 32,000 SMS headers and 2 lakh SMS templates involved in sending malicious SMSs.

    g.  About 11 lakhs accounts have been frozen by the banks and payments wallets which were linked to disconnected mobile connections taken on fake / forged documents.

    h.  About 11 lakhs WhatsApp profiles/accounts have been disengaged by WhatsApp which were linked to disconnected mobile connections taken on fake / forged documents

    i.   71,000 Point of Sale (SIM Agents) have been blacklisted. 365 FIRs have been registered in multiple States/UTs.

    In a landmark agreement to promote sustainable energy within India’s healthcare and research sector, aligning with the Hon’ble Prime Minister’s vision of “Atmanirbhar Bharat” (self-reliant India) and a cleaner, greener future, the Indian Council of Medical Research (ICMR) signed a Memorandum of Understanding (MoU) with NTPC Vidyut Vyapar Nigam (NVVN). The partnership is aimed at harnessing solar power for ICMR institutes across the country, supporting India’s push towards renewable energy and sustainability.

    Under this agreement, NVVN will supply, install, test, commission, and maintain rooftop solar panels at 15 ICMR institutes with a combined capacity of 4,559 KW. The project also includes a Power Purchase Agreement (PPA) for grid-connected solar projects, offering a fixed solar tariff for the next 25 years, ensuring long-term cost efficiency and sustainability for ICMR’s operations.

    Seven institutes are already benefitting from solar power under earlier projects, and the MoU with NVVN will extend solarization efforts to additional facilities, significantly reducing ICMR’s carbon footprint and energy expenditure.

    This partnership effectively advances India’s national renewable energy goals, fostering a sustainable future in healthcare research, and positioning ICMR as a leader in green energy adoption within the biomedical field.

    A prototype of a road safety sensor that can be implanted at high-risk turning points where accidents are frequent, has been developed from a new polymer nanocomposite with pressure sensing and energy harvesting properties.

    Scientists are constantly trying to develop new materials for self-powered energy generating and pressure sensing devices and using them for several applications. Flexible, portable, long-lasting, and wearable sensors and energy harvesting devices can play an essential part in today’s artificial intelligence era. Polymers and nanoparticles serve critical roles in today’s flexible electronic systems.

    Researchers from Centre for Nano and Soft matter Sciences (CeNS), Bengluru have developed a polymer nanocomposite for pressure sensing and energy harvesting applications and used it to invent a prototype of a road safety sensor.

    The prototype may be implanted in the movable ramp and secured to the road just 100 meters before acute and fatal turning points. Thus, any vehicle approaching from the opposite side will see the signal on a screen and be alerted. This prototype works on the principle of piezoelectric effect so it can generate energy that can be stored and used further to power electronic gadgets as well.  

    The novel polymer nanocomposite, from which the prototype has been crafted, has been made of transition metal dichalcogenide.

    The scientists, Shri Ankur Verma, Dr. Arjun Hari Madhu, Dr. Subash Cherumannil Karumuthil synthesized vanadium disulfide (VS2) with a very high surface charge which has the capacity of improving the piezoelectric characteristics of polymers. Polymer nanocomposite films were prepared by integrating these nanoparticles at various concentrations into a well-known piezoelectric polymer, poly (vinylidene difluoride) (PVDF).

    Further they investigated how the surface charge of nanoparticles will affect the piezoelectric properties of polymer nanocomposite.  In addition, a laboratory-scale demonstration of a road safety sensor and smart door was established, with the prototype as a pressure sensor.

    This study demonstrates that PVDF-VS2nanocomposites will provide significant value to flexible, long-term energy generating and pressure sensing applications. This work was recently published in the Journal of Material Chemistry A and an Indian patent application filed.

    This study is part of an ongoing project Materials for self powered energy generating and pressure sensing devices” funded by Department of Science and Technology under INSPIRE –faculty fellowship programme.

    The Union Minister for Women and Child Development, Smt. Annpurna Devi, visited the new office premises of the Central Adoption Resource Authority (CARA). The Minister’s presence underscored the government’s commitment to enhancing the infrastructure and efficiency of CARA as it continues to serve the needs of children across the country.

    As part of the Swacchata Hi Seva 2024 campaign, a dedicated effort was made to clean one acre of the CARA office premises. The initiative reflects government’s vision for a cleaner and greener India, encouraging community involvement and awareness around sanitation and environmental conservation. Around 1 ton waste was removed from the premises during this cleanliness drive. 

    The program ended with a vibrant plantation drive, where 7 different kinds of saplings were planted, symbolizing hope and growth. Officers from Ministry and CARA actively facilitated the Minister throughout the event, demonstrating their commitment to the cause. Among those in attendance were Shri Anil Malik, Secretary, Ministry of Women and Child Development along with other senior officers. Following this, the Minister met CARA’s senior officials for a review discussion.

    The Special Campaign 4.0 launched by the Government, with Department of Administrative Reforms & Public Grievances as the nodal department, has gained significant momentum in its preparatory phase. The Special Campaign 4.0 will be entering the Implementation Phase from 2nd October to 31st October 2024, preceded by Preparatory Phase from 16th September 2024 to 30th September, 2024.

    During the preparatory phase, Department of Science and Technology (DST) has identified pending VIP references, Public Grievances, Parliamentary Assurances. The list of offices for Swachhata Campaign has also been identified and the volume of electronic/ automobile/ office scrap to be disposed has also been assessed in its Headquarters as well as in Subordinate Offices and Autonomous Bodies. Plans have been finalized for freeing up of office spaces by way of digitization of documents and weeding of records.

    DST has successfully uploaded the targets for the Preparatory phase of the Campaign on the Special Campaign 4.0 web portal. DST along with its AIs and Subordinate offices has identified 257 cleanliness campaign sites; 26496 physical and 383 e-files for review; 42 pending public grievances and 8 appeals for disposal.

    In addition to above, various large scale awareness generation and campaign advocacy programme have been planned during implementation phase through PIB statements, and various platforms of social media.

    Union Home Minister and Minister of Cooperation Shri Amit Shah today inaugurated the Hiramani Arogyadham Day-Care Hospital in Gandhinagar, Gujarat. On this occasion, several dignitaries, including Gujarat Chief Minister Shri Bhupendra Patel, were present.

    In his address, Shri Amit Shah said that the then Chief Minister of Gujarat, and now the Prime Minister of the country, Shri Narendra Modi, made numerous efforts to improve healthcare facilities in Gujarat and make them accessible to the public. He mentioned that Shri Narhari Amin has consistently worked to serve society and solve problems. Shri Shah highlighted that Narhari Ji established infrastructure for athletes across Gujarat through the state’s cricket association. Moreover, through schools, he has made significant efforts to provide quality education to around 4,000 children and contribute to their overall development. Shri Shah further noted that after establishing old age homes and the Annapurna Trust, Narhari Ji has now built this Hiramani Arogyadham in memory of his parents, which is truly commendable.

    Union Home Minister said that modern lifestyles, fast-paced lives, pollution, and other factors that lead to various diseases affecting our bodies, requiring long-term treatment. He mentioned that these ailments often need multiple therapies, dialysis, physiotherapy, and other treatments to reduce the suffering caused by the diseases. Shri Shah pointed out that such treatments are usually very expensive and are less accessible to the poor, middle class, and people in rural areas. Keeping these challenges in mind, Shri Narhari Ji has built the Hiramani Arogyadham, which was inaugurated today. Shri Shah highlighted that Narhari Ji has taken a holistic approach to address people’s health concerns.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi launched the Swachh Bharat Mission keeping public’s health in mind, helping people avoid many diseases caused by unhygienic conditions. He further mentioned that after this, the government ensured access to clean drinking water in every household, which helped prevent waterborne diseases. Following that, toilets were built in every home, and International Yoga Day was introduced to make regular exercise a part of people’s daily routine. Shri Shah added that through the Pradhan Mantri Ayushman Card, PM Modi has provided comprehensive healthcare coverage of up to five lakh rupees to millions of people, freeing them from the burden of expensive treatments.

    Union Home Minister stated that while a plan can be formulated by the government, comprehensive healthcare is not possible without adequate infrastructure. He mentioned that to address this, Prime Minister Narendra Modi initiated the construction of health infrastructure across the country. Shri Shah noted that the Modi government has set a target to increase the number of medical seats by 75,000 in the next 10 years. He also highlighted that the government has established a mechanism to provide generic medicines to relieve people from the burden of expensive drugs, allowing them to access medicines at about 10 to 30 percent lower prices compared to the market.

    Shri Amit Shah stated that the entire healthcare setup is built by integrating approximately 37 different schemes. He mentioned that by combining these 37 various initiatives, an effort has been made to address the health concerns of the country’s 1.4 billion people. Shri Shah emphasized that This is a prime example of creating plans with sensitivity and foresight to alleviate the suffering of the people.

    Union Home Minister stated that if facilities for daily treatments for chronic illnesses, such as dialysis and physiotherapy, are available nearby and at affordable rates, then poor people can benefit from them. He mentioned that at Hiramani Arogyadham, therapies, dialysis, and physiotherapy for various ailments have been made available for the general public at affordable rates.

    Shri Ashwini Vaishnaw, Union Minister for Railways, Information & Broadcasting and Electronics & Information Technology, today graced the 40th Raising Day Parade of the Railway Protection Force (RPF) as the Chief Guest at the RPF Zonal Training Centre, Nashik. During the event, the Union Minister felicitated 33 RPF personnel who were awarded the prestigious Police Medals for Meritorious Service and Jeevan Raksha Medals for their courageous efforts in saving passengers’ lives during 2023 and 2024. These awards reflect the exemplary service of the RPF in safeguarding the nation’s railway network and are set to inspire other members of the force to continue their dedicated efforts with renewed vigour.

    The Minister lauded the Railway Protection Force (RPF) for its proactive adoption of modern technology in enhancing security measures. He assured that the RPF will be equipped with advanced protective gear, including bulletproof jackets and improved helmets, to ensure the safety and efficiency of its personnel. Furthermore, the Minister announced a grant of ₹35 crores for the upgradation and modernization of Zonal Training Centres of the RPF, with a special focus on facilities for women personnel. An additional grant of ₹5.5 crore was sanctioned for the Zonal Training Centre for the RPF Dog Squad in Tamil Nadu, aimed at strengthening the specialized training infrastructure.

    The Union Minister also took the ceremonial salute during the RPF parade, marking a significant display of discipline and commitment. As part of the event, Shri Vaishnaw launched the Hindi edition of the ‘Sangyaan’ mobile application, which enhances communication within the force. He further released Hindi versions of reference books on three newly enacted criminal laws, aimed at strengthening the legal knowledge of RPF personnel.

    Addressing the gathering, Shri Vaishnaw expressed gratitude to Shri Narendra Modi, Prime Minister who has been a guiding and inspiring force in the massive transformation of Indian Railways which is taking shape. He said 5300 km of new rail lines have been laid last year and in the last 10 years, 31,000 km of new rail lines have been laid. He further added that 40,000 km have been electrified during the past 10 years, which is double than what has been done in the past 60 years.

    He further said that Indian Railways aims to provide good, comfortable, fast and affordable travel through new age trains like Vande Bharat and Amrit Bharat trains along with modern facilities like Kavach for safer travel experience for all the people of the country. He also stated that about 12,500 General Class coaches are being manufactured presently for convenience of the people.

    Shri Manoj Yadava, Director General RPF, Shri Dharam Veer Meena, General Manager, Central Railway, Divisional Railway Manager, Bhusaval Division and other Senior Officers from Headquarters and Division of Central Railway were present at the event of 40th Raising Day Parade.

    The RPF Raising Day Parade is celebrated by the RPF members and their families. It is a day to reaffirm their commitment to the public good and share their happiness. The RPF is not only entrusted with the responsibility of security of railway property but also of passengers and passenger areas. It has emerged as a force with compassion as it has been helping women, children, sick, elderly, differently abled and others in need of care and protection coming in contact with railways. The force has been working round the clock for providing safe, secure and comfortable travel experience to Railway passengers. It has become a crucial stakeholder in the national security grid by playing an important role in transport security, taking preventive action against acts of terror, fighting crime including Human Trafficking and smuggling, helping police and other Law Enforcement Agencies in detection of crime, aiding in maintenance of law & order, providing bandobasht during National and State elections among others.

    The Railway Protection Force has dedicated itself to the service of the nation and its citizens with utmost dedication, sincerity and hard work to realise the objective of “Sewa Hi Sankalp” leaving no stone unturned in working towards their motto- “Yasho Labhaswa” or “Attain Glory”.

    Governor Cooper Issues Executive Order to Increase Capacity of Healthcare to Respond to Helene

    A vast array of relief resources continues to flow into Western North Carolina to assist in Hurricane Helene recovery.

    More than 1,500 North Carolina National Guard personnel at work in Western NC are being supported by soldiers from the 18th Airborne Corps headquartered at Fort Liberty. Those soldiers are partnered with NCDOT to assist in clearing roads and with county emergency managers in distributing commodities. Soldiers are also assisting with search and rescue, and air traffic control – managing the large number of aircraft flying relief missions over western counties.

    The U.S. Army Corps of Engineers is assisting with assessing water and wastewater plants and dams

    More than $27 million FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 83,000 people have registered for Individual Assistance. Nearly 1,400 people are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    More than 755 FEMA personnel are on the ground assisting in the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    More than 1,100 responders from 34 states are supporting response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    “Resources from around the nation are at work helping Western North Carolina’s storm response and recovery,” said Governor Roy Cooper. “We are grateful for assistance that’s supporting the thousands of our North Carolina responders.”

    Governor Cooper issued an executive order that increases the capacity of the healthcare workforce to respond to Helene by making it easier for healthcare professionals licensed in other states, recent retirees, and others with necessary skills to assist with North Carolina’s response and recovery. In addition, the order authorizes the State Health Director to issue standing orders for emergency medications and authorizes the Department of Health and Human Services to modify or waive fees for replacement of vital records.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA is also maintaining a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, utilizing both ground resources and air drops from the NC National Guard. More than 97,000 hot meals have been prepared and served by mobile kitchens and another 25,000 are expected to be served today.

    Food, water and commodity points of distribution have been opened throughout western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Points of distribution for commodities have been established in each impacted county. Many of these locations are also providing free public Wi-Fi for area residents. Seek information from local governments for the most up-to-date location in your county.

    Power Outages

    Across Western North Carolina, approximately 173,000 customers remain without power at 11:30 a.m., down from a peak of more than one million. Power has been restored to more than 800,000 customers. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state.

    Shelters

    A total of 22 shelters are open in Western North Carolina and housed more than 915 people and 102 pets last night. Plans are in place to open additional shelters as needed to accommodate additional needs. A shelter for those with special medical needs is caring for 13 people.

    Search and Rescue Operations

    Search and rescue operations are ongoing in Western North Carolina. A total of 53 search and rescue teams from North Carolina and beyond, consisting of more than 1600 personnel have conducted search and rescue operations during this event. Search and rescue teams have interacted with over 5400 people, including assists, evacuations and rescues.

    Road Closures

    Travel remains dangerous, with approximately 650 roads closed as of Saturday morning. As connectivity and reporting measures improve, this number may increase. NCDOT is asking people to refrain from unnecessary travel to or in Western North Carolina. Road access is limited to local and hurricane response traffic as crews work to restore critical routes and access to communities isolated by damage. First responders also want to keep the roads as clear as possible to help ensure they may carry out all response missions. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT is currently using the following resources to assist with the recovery process:

    • 2,050+ employees, plus 70 contract companies
    • 900 trucks, graders & backhoes/loaders
    • 5,000 barricades & signs

    Cellphone Provider Coverage

    Cellphone providers are working to fix the damage and coverage issues caused by the storm and get stopgap solutions, such as temporary cell phone towers, in place and rapid progress is being made. Restoring communications is critical to saving lives, finding where people are and getting in supplies, and Governor Cooper been in constant contact with cellphone companies urging action and offering support. Please turn your cell phone off and restart it periodically to allow it to reconnect when a network is reestablished.

    Fatalities

    Sixty-eight storm-related deaths have been confirmed in North Carolina by Office of Chief Medical Examiner. We do expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

    North Carolina National Guard and Military Response

    Gov. Cooper has activated more than 1,500 North Carolina National Guard soldiers and airmen to both conduct search and rescue operations and deliver critical supplies to Western North Carolina. As of Saturday, those troops had moved 3.5 million pounds of commodities. National Guard and military personnel from NC and other states are operating 50 helicopters, and more than 400 specialized vehicles in Western North Carolina to facilitate these missions.

    President Biden approved Governor Cooper’s request for active-duty military personnel and equipment to support ongoing operations in Western North Carolina.

    Due to dangerous road conditions, and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:

    Storm Damage Cleanup

    Major Disaster Declaration and FEMA Assistance

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties and the Eastern Band of Cherokee Indians, with this week’s addition of Mecklenburg and Swain counties. This declaration paves the way for Public Assistance to help our hard-hit local governments, in addition to Individual Assistance for homeowners and renters. On Wednesday, President Biden announced the approval of 100% FEMA reimbursement for six months, a significant funding commitment from the federal government.

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. Homeowners and renters in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey counties and the Eastern Band of Cherokee Indians can apply.

    North Carolinians may apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app.

    We are turning a corner. Resources are here, the community is coming together, and it has been made very clear that victims are not in this recovery effort alone. Let me repeat that: You are not alone, and you will not have to recover from this hurricane alone.

    I want to start today’s update by applauding every single person who has reached out to offer aid, traveled to Western North Carolina to help, donated their time, money, or supplies, or prayed for the people of these mountains.

    For every new community I have visited over the past week, I have seen dozens of new volunteers serving North Carolinians in need, and this help isn’t going anywhere anytime soon. Volunteers, you depict hope, which is something that has been desperately needed in NC-11 over the past week. Thank you.

    Today’s update is jam packed. New information or resources have been added in just about every category and I’ve added a few completely new categories as well. These include resources for farmers, prescription access for veterans and the uninsured, new federal nutrition program flexibilities, and arguably most in-demand – resources for how to vote in a post-Hurricane Helene environment.

    Today is update number eight and I will, of course, be continuing to provide you with more information over the coming days and weeks. As always, please make sure to read everything and share it with your friends and family.

    • Supplying drinkable water remains a top priority for emergency crews.
      • 96 water systems are on a boil advisory.
      • 37 treatment plants have reported having no power and 41 systems are out of water.
        • Water restoration trends continue to move in a positive direction.
    • The state of North Carolina is continuing to provide a minimum of 40 trailer loads of water and 20 trailer loads of food daily through at least October 6, per their promise to the people of Western North Carolina.
    • The Federal Emergency Management Agency has promised 120 truckloads a day of food and water with no specified end date.
      • To date, FEMA has delivered 5.4 million meals and 6.3 million liters of water utilizing the $20 billion in funds that I helped to draft and pass for disaster relief just two days before Hurricane Helene hit.

    • The Administration for Strategic Preparedness and Response under the Department of Health and Human Services has activated the Emergency Prescription Assistance Program (EPAP) for North Carolinians as of Friday, October 4.
      • The EPAP program helps uninsured residents replace prescription medication or certain medical equipment lost or damaged during Hurricane Helene.
      • Through the program, uninsured residents can:
        • Request a free 30-day supply of certain prescription medications at any EPAP-participating pharmacy which can be renewed every 30 days while the EPAP is active.
        • Replace certain medical equipment and supplies such as canes, crutches, walkers, wheelchairs, blood sugar meters and blood sugar test strips for diabetics.
          • Uninsured North Carolina residents affected by the recent hurricane can call the EPAP hotline, 855-793-7470, or visit the EPAP website to check their eligibility, determine if their medications or medical equipment are covered, or locate a participating pharmacy.

    • The Charles George VA Medical Center in Asheville and Master Sergeant Jerry K. Crump VA Clinic in Forest City are open for essential and emergency services.
      • Veterans can:
        • Visit the Asheville VA Hospital pharmacy for medication refills or:
        • Call the Regional Clinical Contact Center at (855) 679-0074 and press 1 for pharmacy representatives.
      • Local pharmacies in the VA’s community care network will also fill written prescriptions, or prescriptions as they appear on an active VA prescription bottle that is not older than six months and has available refills, to provide a 30-day supply.
    • Hickory and Franklin outpatient VA clinics are now operating regularly.
      • Due to the damage and personal losses caused by Hurricane Helene to the staff of the VA, it will take some time to bring staffing to full capacity.
      • Please be patient as the VA works to rebuild their workforce.

    • The United States Department of Agriculture is beginning to put together a list of resources for farmers and other agricultural industry members.
      • If your agricultural operation has been impacted by Hurricane Helene, you can review this link, farmers.gov, for emergency and disaster assistance programs.
    • On Monday, October 7, at 11:00 a.m., USDA is hosting a virtual briefing to share information on disaster assistance programs.

    • 174,000 customers remain without power in Western North Carolina.
      • Duke Energy is on track to restore an additional 27,000 customers by Sunday evening, October 6.
        • The remaining outages are in the hardest-hit areas of Western North Carolina.
      • In the areas where catastrophic damage exists, 105,000 customers are without power.
        • Duke Energy is working closely with the state on plans to address these areas as quickly as possible.
      • The number of customers seeing their power turn back on each day is slowing, but that is only because Duke Energy has been conducting significant work to repair and bring back online the 360 substations that were damaged or destroyed by Hurricane Helene.
        • The substations are the backbone of our energy grid.
        • Once restored, service for private homeowners and businesses will rapidly begin to come back online.
      • So far, 95 percent of substations have been restored and significant substation work is continuing today.
      • Power for the Greenwood Rock Quarry has been restored.
        • Restoration of the quarry’s power will help NCDOT to address gravel needs for road repairs.

    • A “DO NOT DRIVE” message remains in place from the North Carolina Department of Transportation for most of Western North Carolina.
      • Unless it is an emergency, please do not travel to the hardest hit communities.
      • Cherokee, Graham, Clay and Swain counties ARE FULLY OPEN to people who can access them through safe routes.
        • Please DO NOT try to visit or travel through the areas hardest hit by the storm such as Henderson and Buncombe counties.
    • NCDOT continues to make steady progress reopening roads in response to Hurricane Helene.
      • New road reopenings include:
        • U.S. 19 – Partially open with two-lane two-way traffic into Tennessee
        • U.S. 321 – Cleared to the Tennessee line with a few one-lane stretches.
        • Bee Tree Road
          • Clearing of this road has restored critical access to the reservoir in Buncombe County.
    • NCDOT is partnering with Duke Energy to reopen roads leading to their substations to restore power.
    • In addition to repair and debris removal efforts, NCDOT has provided support and helped coordinate relief efforts for many agencies near or in storm-impacted areas.
      • As of Friday, October 4, there has successfully been:
        • 472 evacuation trips
        • 2,003 people transported to safety
        • 523 trips to shelters
        • 2,076 people transported to the shelters
    • Air traffic has increased 300% in Western North Carolina since Helene recovery began.
      • NCDOT’s aviation division is working to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.
      • The state of North Carolina is NOT turning away civil aviation support so long as it has been coordinated through the proper channels with NC Emergency Management.Air traffic has increased 300 percent in Western North Carolina since Helene recovery began.

    • The United States Forest Service is now and has been active in the Pisgah and Nantahala National Forests for the last few days.
      • USFS’ primary mission is gaining access to remote communities through the forest.
        • This access is being used to:
          • Supplement normal transportation routes
          • Help isolated communities get their water systems back online
    • NCDOT has launched a detour map to show motorists how to get around closures on I-26 and I-40 at the Tennessee border.

    • Internet providers are diligently working with local energy and cell providers to restore service for customers across Western North Carolina.
    • To mitigate the lack of service, Optimum, formerly Altice USA, has set up an Optimum Wi-Fi Trailer that is open from 8:00 a.m. to 8:00 p.m. at the following locations:

    • Even though you may have service again, you may notice it is different from your pre-storm service.
      • The temporary connection links put in place as a temporary fix while the fiber is being repaired can accommodate smaller amounts of traffic.
        • Network capacity on temporary connection links may be maxed out more frequently, so service providers are encouraging customers to use the network sparingly to maintain room for first responders and community members who still need to reach help or critical resources.
        • Support and recovery personnel are also encouraged to minimize cell usage.
      • Service providers are working to add additional capacity to cell sites and move mobile assets where needed to accommodate data increases, so I am requesting a little more patience on their behalf as providers work to fully restore our community’s network.
    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.
      • If you have service one moment, but experience a reduction in service the next, try restarting your phone to jumpstart disaster roaming again.
    • AT&T has deployed its Mobile Connectivity Center to the following location:

        • The Mobile Connectivity Center is an air-conditioned mobile unit open to the public, equipped with laptops, charging stations and wi-fi.
        • The public can use the center for various needs including contacting your insurance company, filling out paperwork or connecting with loved ones.
    • Verizon has deployed Wireless Emergency Communication Centers to help hurricane survivors stay connected to their friends, family and other important contacts.
      • Wireless Emergency Communication Centers are generator-powered mobile units that have device charging and computer workstations, along with wireless phones, tablets, and other devices available for use.
      • Verizon’s Wireless Emergency Communication Centers have been set up at the following locations:

    • More than 1,475 North Carolina National Guard soldiers and airmen have been deployed to provide support to Western North Carolina so far.
      • The total number of deployed guardsmen will continue to increase over the coming days.
    • Further, more than 525 vehicles, including 90 high-water vehicles, and 50 rotary wing assets have been deployed to Western NC.
      • Georgia, Virginia, Kentucky, South Carolina and Ft. Liberty have all sent helicopters to assist with aerial initiatives in NC-11.
    • As of the afternoon of October 3, the National Guard has:
      • Rescued more than 1,000 Western North Carolinians, including almost 200 by hoist, and 150 animals.
      • Delivered nearly 2 million lbs. of resources to impacted communities by air.
    • The National Guard is continuing C-17 transport of supplies to Asheville.
    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.
      • If you are looking to fly in resources and don’t know where to turn, call my office and we will get you in contact with the right coordinators.
    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Many of these soldiers have arrived in Western North Carolina and are supporting the delivery of food, water and other critical aid to communities impacted by Hurricane Helene.
        • 400 soldiers have already been stationed in Western North Carolina, with hundreds of others being positioned nearby to await directives while logistics are being finalized.
      • The Department of Defense has also committed 22 helicopters to assist with search and rescue operations.
        • Seven CH-47 Chinook helicopters from Ft. Liberty have already been flying resupply missions for the past two days.

    • Asheville Regional Airport closed mid-day on Friday, September 27, due to risk of flooding.
    • Commercial flights at Asheville Regional Airport have resumed.
    • If you parked your car in an Asheville Regional Airport lot and could not retrieve the vehicle due to the storm, great news – none of the airport’s lots flooded and all cars are fine.
      • Stay safe and pick up your car when you are able.
    • PLEASE NOTE:
      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

      • SNAP
        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • If you own a medical practice in NC-11 and are experiencing financial hardship due to Hurricane Helene, the North Carolina Medical Society will be reactivating its Financial Recovery Program (FRP) to help you recover and open your doors again.
      • The FRP will be back online to provide much needed assistance soon.

    • The Department of Health and Human Services through the Centers for Medicare & Medicaid Services (CMS) has made available:
      • Accelerated payments to Medicare Part A providers affected by Hurricane Helene
      • Advance payments to Medicare Part B suppliers affected by Hurricane Helene

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $17 million in housing and other types of assistance to more than 19,000 North Carolina households.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.
    • If you are still trying to locate a friend or family member, please complete this form to notify local officials of their missing status.
      • The form was created by Buncombe County but information is being shared amongst all counties.
      • Regardless of which county your loved one was last known to be in, you can still submit the form.
        • Buncombe County will share the information with the appropriate officials to initiate search and rescue efforts.

    For information on the status of utilities, debris sites, etc., we want to share the following resources. As communications are restored and more information becomes available, these sites will continue to be updated.

      • Filing FEMA claims and appeals (a process which can be overwhelmingly bureaucratic and burdensome)
      • Replacement of lost or destroyed legal and government documents, including driver’s licenses and identification cards
      • Medical and insurance claims
      • Home repair contracts
      • Utility disputes related to restoration of services
      • Consumer protection issues like construction fraud, price-gouging on repairs and identity theft
      • Housing issues such as unlawful eviction and foreclosures
      • Bankruptcy
      • Probate and clearing title for survivors living in generational homes without a clear title
      • Family law cases and children in need of services (unfortunately, domestic violence tends to rise following a natural disaster)

        • The hotline is available from:
          • 8:30 a.m. to 1:30 p.m., Monday through Friday; and 5:30 p.m. to 8:30 p.m. on Monday and Thursdays.
        • Constituents can also apply online at legalaidnc.org/get-help/ between 1:00-4:30 p.m., Monday – Friday.

      • IRS has extended various filing deadlines for taxpayers in impacted areas, including 2024 individual/business returns, certain quarterly estimated income tax payments, and certain payroll/excise taxes.
      • Tax relief for qualified payments, disaster-related losses:
        • IRS released provided guidance to taxpayers on how to address disaster-related losses in their 2024 tax return, as well as providing guidance on how qualified disaster relief payments – like government assistance payments – are generally excluded from gross income.

    ATLANTA –Homeowners and renters in Mecklenburg and Swain counties who had uninsured damage or losses caused by Tropical Storm Helene are now eligible to apply for FEMA disaster assistance.

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. Previously, Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey counties and the Eastern Band of Cherokee Indians were authorized for assistance to households.

    The quickest way to apply is to go online to DisasterAssistance.gov. You can also apply using the FEMA App for mobile devices or calling toll-free 800-621-3362. The telephone line is open every day and help is available in most languages. If you use a relay service, such as Video Relay Service (VRS), captioned telephone or other service, give FEMA your number for that service.     What You’ll Need When You Apply

    • A current phone number where you can be contacted.
    • Your address at the time of the disaster and the address where you are now staying.

    If you have homeowners, renters’ or flood insurance, you should file a claim as soon as possible. FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your disaster expenses, you may be eligible for federal assistance.

    Majesty, Monsignor, Ladies and Gentlemen Heads of State and Government, Madam Secretary General, dear Louise, Ladies and Gentlemen Ministers, Ladies and Gentlemen Heads of Delegation, Ladies and Gentlemen Parliamentarians, Ladies and Gentlemen Ambassadors, Mr. Prefect, Mr. Mayor, Ladies and Gentlemen in your ranks and capacities.

    Protocol places me here, at this lectern, to welcome you and wish you a warm welcome. It is an honour for me. And as you have understood, no one had anticipated, in the middle of October, that the sun, with the castle of Villers-Cotterêts, would welcome you. But the truth is that you are at home here. Yes, in a place where reigns greater than us, a very old lady of more than five centuries, ancestral and yet eternally young, our language. Welcome to her home. Welcome to this summit which celebrates her and which celebrates all of you, speakers of French from the 5 continents.

    This castle of Villers-Cotterêts, as you have just recalled, is the one where in August 1539, a royal decree marked the first official milestone in the expansion of our language. It was here that François I began to build the unity of the French Nation through its language, an instrument of unity, of power, decisive for our country. If you had come just 5 years ago, you would have seen here only a castle on the verge of ruin, a piece of petrified archive whose plaster was falling off, whose doors were barricaded. Today, it has become this living place, an exhibition and reception center, dedicated to the history and teaching of our language to all. I would like to thank all those who have worked during these years to rebuild, restore, but also to think about and invent this place which is not, as you have seen, simply a museum, but a city. A place of welcome, research, exploration. We are all citizens of this place, because we are all citizens of the French language.

    Yes, we have much in common, more than phonemes, morphemes, lexemes. More than shared tergiversations on the use of the pluperfect subjunctive and the same despair when it comes to agreeing past participles after pronominal verbs. We possess a Rabelaisian heritage in perpetual innovation, combining scholarly culture and its creative verve with that indefinable grain of salt of humor that spans the ages. Our language, from Quebec, Acadia, Louisiana and Haiti, from the heart of the African continent, from Morocco and Tunisia, to the Congo River basin, from Madagascar and Reunion, to Vietnam or Cambodia, from our Oceania, from French Polynesia to Vanuatu, on this language, the sun never sets. There are more than 300 million women and men who speak the French language on 5 continents. More than 300 million women and men who are constantly perfecting it, modernizing it, and enriching it.

    On the vault of the great courtyard, you saw earlier, in huge steel letters, the French words forged by all parts of the world, “zibulateur”, “camberé”, “techniquer”, as they say in Rwanda, dear Paul. This Francophonie that unites us was thought of and desired, I always repeat, by others than France itself. It was first desired by our writers, then our journalists and our radios. It was then promoted and institutionalized in 1970, in Niamey, by Presidents Senghor, Bourguiba, and by Prince Sihanouk.

    Today, 88 States are part of it. I congratulate in advance those who will join us tomorrow, Madam Secretary-General. From the beginning, it has been a decentralized organization that, as a child of decolonization, wanted to claim a language that we share. This is why the French language continues to constitute itself in the Francophonie as well, by equipping itself with its own tools, by structuring itself, by building its own influence. Our language is a space that is being built. So, of course, there is our Académie française and I salute the immortals here present, which is the institution, but there is also the Dictionnaire des francophones et de la francophonie, which we built, not as a competition, but as a tool that made it possible to bring together all the words that are invented. Our language is also a space for learning, understanding the world.

    Since yesterday, we have had the joy of welcoming another face to our family photo, since the presidency of TV Monde, our French-speaking television channel, is now held by Mrs. Kim YOUNES. I would like to thank Canada, Switzerland, Belgium, Monaco, Canada, Quebec and Wallonia, as well as Brussels, for their contribution to this magnificent project of informing the world and sharing our common understanding. We also want to allow new partners, particularly from the entire African continent who pay the same attention to supporting free and independent journalism, to join us. This is a discussion that we have been conducting with President OUATTARA for several years and which is, I believe, a great project.

    Our language is also a space to create. The Francophonie is the treasure of our literature, of our authors that we share, whether at the foot of the cedar or at the top of our mountains. Because beyond language, our authors have built worlds, imaginations, which are those that structure the Francophonie. Sharing them beyond our borders is a duty. In this respect, I am delighted with the development, supported by our partners, of a collection of literary works of reference of the Francophonie that will be made available in several languages, the “Fenêtres” collection. To begin with, it will contain French-language works translated into Arabic, distributed in paper format, at $2, and via press channels, in order to allow everyone to access the ideas, imaginations and values conveyed by French-language works. This is, I believe, an equally important step forward, in the same way that in 2018, at the Académie française, we launched this support program for our interpreters and translators.

    This language, our language, is more than a tool, it is a universe. It is a space of opportunity to create, offered to those who write it, sing it, plough it as a field of artistic expression. I know your attachment, Madam Secretary-General, to cultural and creative industries, and we will have the opportunity to hear it throughout the day. In a moment, Guillaume GALLIENNE will read us some magnificent texts, and the Comédie Française will be there, in Villers-Cotterêts, to share these texts with us, and throughout the day we will have French-speaking artists who will be with us to carry this creativity.

    Our language is also a language for doing business, for trading. First, because it is a great conduit. Take the African continent, take Oceania. French is the language of passage par excellence. It is the one that allows you to switch between all the regional or local languages, the one that sometimes allows you to unify the commercial universe of a country or an entire sub-region. In this respect, it is a great lever of opportunity, and I say this for all our young people, all those who are moving towards trade. Don’t just think English. Think French to trade and reunify it across the Indian Ocean. And from Madagascar to Mauritius, via Reunion or Mayotte and the Comoros, it is a language that unifies this regional space in the same way for Oceania, in the same way for all of West Africa.

    So yes, if the 330 million people we have today in our space will double in the coming decades, it is because this will make French a deeply attractive language in terms of commercial and economic power. Attractiveness is a French word. Entrepreneur is a French word, despite what our English-speaking friends think. And that is why I salute with great respect all the entrepreneurs and innovators who have joined us for this Summit. And I really want to salute the extraordinary energy of our partners at the FrancoTech Show. Thank you, dear Geoffroy ROUX DE BÉZIEUX. Thank you to the summit teams, whom I congratulate, and to its Secretary General, to the Business France teams. You have demonstrated that it has the capacity to innovate in all areas of technology, innovation and sustainable development. That it allowed the entire French-speaking area to move forward and create opportunities. Bravo to you! Yes, innovation is a French word. Invention too. This is why we have worked hard in recent months with our partners, and in particular the World Intellectual Property Organization, dear Daren TANG, to facilitate the launch of a French-speaking intellectual property alliance.

    Our language is also a space for transmission. And I want to pay tribute here to the professors, to the teachers who, in the four corners of the world, teach the language of French speakers.

    Whether French is our mother tongue or whether we have learned it, it has become a piece of our intimate life. It carries our thoughts, our hopes, our ambitions, our revolts, our emotions. The words we speak condition the ideas we deploy, which themselves condition the freedom we have. This is why we must support its teaching more than ever, quality teaching, in order to allow each and every French speaker to build their academic and professional paths. And we will continue to support the educational systems of French-speaking countries on other continents through the OIF, our bilateral actions, as we have also done through the reform of the AEFE. These are shared objectives within our organization. I am of course thinking of the actions of the regional education and training centers with which, at a national level, our cultural network cooperates. I am thinking of the actions of TV5Monde, the Agence universitaire de la Francophonie, and Senghor University, in the beautiful city of Alexandria. And allow me in this regard to address the delegation of Egypt to welcome the support of your authorities for the upcoming installation of Senghor University in this brand new campus of Borg el Arab.

    But also right here, in this Cité internationale de la langue française, in Villers-Cotterêts. You will not only have a wonderful heritage site that we have renovated. You will not only have a wonderful place of culture, of permanent creation. And I congratulate the teams, dear Paul, and all the artists who, all year round, bring this place to life. You will have artist residencies, training places. And we will create, on the occasion of this summit, the Collège international de Villers-Cotterêts. Next year, the Cité internationale de la langue française will itself become a laboratory of excellence for training teachers of and in French, future French-speaking education executives, translators, interpreters, while welcoming researchers and experts in didactics in residence. It will be a place of innovation, of transmission, which will allow to irrigate everything that is done in our capitals, but also in our regions, to allow to boost teaching in French and the teaching of French. Because teaching and translating French are the vectors of our language. And I want to thank Kamel DAOUD in particular for his inspiration, his vision on the importance of translation to give everyone access to our wealth and diversity. Because yes, if there is one thing that also characterizes the Francophonie, it is both its hospitality, we welcome in our language, and it is that it thinks and has always thought in multilingualism, in translation. And as important as teaching French everywhere in the world, it is our ability to teach in our regions, in our countries, English, Mandarin, Arabic, Spanish.

    Because it is this ability to think about language and its passages. A language is not thought of as isolated, closed. Our language is open and opens a space to communicate, share, be a hyphen. Yes, the Francophonie, everywhere, is in some way a trick, it is this language that allows us to build the mesh, the network of friendship, a human understanding, a diplomacy of action, of analysis. It is also, and we always see it, I was in Canada a few days ago, and it is always fascinating to see the love of French that is carried in this wonderful country. And it is carried in Montreal as in Ottawa in different ways. But I was able to measure it. Because it is a language of resistance, of combat, sometimes of contraband, always of invention and reinvention. Yes. This is why the Francophonie and this brotherhood are without exclusivity that only aspires to share its values. It is this utopia that opens its place today among us. It is this great current of air across the world that is constantly in crossbreeding, in creolization, in reinvention. And it is this wonderful place that allows writers like François CHENG, who learned our language at the age of 20, to become the dean of our academy, which allows a young Lebanese to write in our language and to become, like Mr. Amin MAALOUF, the perpetual secretary of our academy, which allows a young Russian, like Andreï MAKINE, to discover the French language in the middle of Siberia and to devote his life to it. And which allows a young Haitian writer to become one of the favorite authors of Canadians and to be adopted by the Académie française to become immortal there like Dany LAFERRIÈRE. Which allows Karim KATTAN, born in Jerusalem, to write his first novel in French, whose plot is both Palestinian and Proustian. Which allows Liliana LAZARE, Romanian, born in Moldova, to unravel the mysteries and poetic torments of a country by using the French language, which is not the language of her characters, but to which nothing human is foreign. A sign, if one were still needed, that French is this bridge between centuries, peoples and individuals.

    Yes, the Francophonie is what allows us, in doing so, to build a shared and reinvented universal. A decentralized, plural, respectful universal, based on the recognition of cultures and peoples. The same one that Souleymane BACHIR DIAGNE admirably describes in his latest book. This is also why, I am convinced, the Francophonie is a space of diplomatic influence that allows us to embrace the challenges of the century. It is together, as Francophones, that we must try to understand technological transformations. It is together, as Francophones, that we must encourage innovation and multiply our capacities for creation and exchange, but also build a digital order that protects citizens. It is together, as Francophones, that we must better fight against disinformation, the spread of hatred online, fight against hate speech, racist speech, anti-Semitic speech. And this is why, and Bruno PATINO, in a moment, will demonstrate it with the debate that animates it and by explaining its content. This is also why today, with the Villers-Cotterêts appeal, we are launching an extremely clear call to the major players in the digital world to build a safer and more diverse space, to have a requirement for moderation in the French language and to fight against all this hate speech. And the International Organization of La Francophonie, Dear Louise, in this regard, will have a very special role as guarantor. It is also in French-speaking terms that we must think about innovations in artificial intelligence, pursue major innovations, make the French-speaking world a space for open-source innovation and promote our major players. And this is also why next year, we will have the Action Summit on Artificial Intelligence in France in February, where the French-speaking world will be a central player to allow us to have a dialogue on innovation and regulation, and where, I know, the G7 that Prime Minister TRUDEAU will have organized will also bring together the convictions that we share together.

    I deeply believe that the Francophonie, yes, is a place where we can together carry out a diplomacy that defends sovereignty, territorial integrity throughout the planet, that carries the same discourse alongside Ukraine, attacked today, threatened in its borders and in its territorial integrity by the Russian war of aggression, but that defends a vision where there is no room for double standards, where all lives are equal for all conflicts throughout the world. And we all believe in the freedom of peoples to determine their own destiny, we are convinced that there can be no peace in the Middle East without a two-state solution. We all stand alongside our Armenian brothers for the respect of their sovereignty, their territorial integrity. We all stand alongside the friendly Lebanese people, today shaken in their sovereignty and their peace. We all stand alongside the sovereignty of all the peoples and all the States of the Pacific, which must be a peaceful region where no power can challenge this peace through territorial provocations or any repetition of tests whatsoever. We carry within us these humanist values that call us alongside all our brothers, in the French-speaking world and elsewhere, in need of assistance and we urge that the humanitarian space and the civilian population be protected everywhere and at all times.

    You have understood that the agenda that the Francophonie is carrying is an agenda of peace, of sustainable development, as we have shown again by voting together, on September 22, for the adoption of the pact of the future. And I congratulate in particular the DRC whose intervention was decisive in allowing us to move forward. The Francophonie is this united city of 330 million souls that we can be proud to inhabit. A city that has the French language as its foundation and the world as its horizon, and which, with Aimé CÉSAIRE, desires a universal that is rich in all individuals. This is why I am very proud and very happy to welcome you alongside all the elected representatives of the territory, in this city of Villers-Cotterêts, city of the royal ordinance of François I, city which also saw the birth of Alexandre DUMAS, city which is yours, by this international city, for this beautiful 19th summit of the Francophonie, thanking you all for your presence and for your commitment. Long live the French language, to the common work that the International Organization of the Francophonie carries high. Long live everyone and us. I thank you.

    Today, Governor Ron DeSantis issued Executive Order (EO) 24-214, Emergency Management – Tropical Storm Milton, declaring a state of emergency in 35 Florida counties ahead of the storm, including Brevard, Broward, Charlotte, Citrus, Collier, DeSoto, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, and Volusia counties.

    For your reporting purposes, please note in particular the following:

    • Language in the opening portion of Section 2, which prohibits the suspension of or limitation of the sale, dispensation, or transportation of firearms.
    • Section 2, subsection H, which directs all state, regional, and local governmental agencies, including law enforcement agencies, to allow Floridians to return to their properties when it is reasonably safe to do so after the storm.
    • Section 13, which orders all Disaster Debris Management Sites and landfills in all counties impacted by Hurricane Helene to remain open and allow twenty-four hour debris drop off. This is part of the State of Florida’s effort to ensure as much debris from Helene is cleaned up and disposed of ahead of the coming storm.

    OFFICE OF THE GOVERNOR
    EXECUTIVE ORDER NUMBER 24-214
    (Emergency Management – Tropical Storm Milton)

         WHEREAS, on October 5, 2024, showers and thunderstorms associated with an area of low pressure located over the southwestern Gulf of Mexico have gradually become better organized, and the storm is now identified as Tropical Storm Milton; and
         WHEREAS, atmospheric and oceanic conditions are anticipated to support rapid intensification over the Gulf of Mexico, and Tropical Storm Milton is forecast to become a hurricane by early Monday; and
         WHEREAS, this system could become a major hurricane near or at landfall along the West Florida Coast by the middle of next week; and
         WHEREAS, there is an increasing risk of life-threatening storm surge and wind impacts for portions of the western Florida Peninsula beginning as soon as later Tuesday and Wednesday; and
         WHEREAS, areas of heavy rainfall will impact portions of Florida well ahead of the tropical system, impacting Florida Gulf Coast communities still recovering from recent Major Hurricane Helene; and
         WHEREAS, current computer modeling shows rainfall predictions of four to eight inches across the Florida Peninsula, with locally higher amounts in excess of eight to twelve inches possible; and
         WHEREAS, much of Florida has recorded above normal rainfall over the past thirty days; North Florida has experienced rainfall totals of six to twelve inches above normal, with portions of the eastern Florida Panhandle measuring fifteen to twenty inches above normal for this time of year; and
         WHEREAS, this level of soil saturation will likely lead to a more rapid onset to flash, urban, and riverine flooding through next week; and
          WHEREAS, heavy rainfall, flooding, and gusty winds will cause power outages due to downed trees and powerlines due to the already vulnerable state of Florida’s vegetation and coastal infrastructure; and
         WHEREAS, the consequences of these impacts could damage the operational capability of critical infrastructure including major interstates and roadways, bridges, airports, schools, hospitals, power grids, in addition to prolonging recovery efforts from Major Hurricane Helene; and
          WHEREAS, as Governor of Florida, I am responsible to meet the dangers presented to the State of Florida and its people by this emergency.
    NOW, THEREFORE, I, RON DESANTIS, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section 1(a) of the Florida Constitution and by the Florida Emergency Management Act, as amended, and all other applicable laws, promulgate the following Executive Order, to take immediate effect:
    Section 1.  Because of the foregoing conditions, which are projected to constitute a major disaster, I declare that a state of emergency exists in Brevard, Broward, Charlotte, Citrus, Collier, DeSoto, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, and Volusia counties.

    Section 2. I designate the Executive Director of the Division of Emergency Management (“Director”) as the State Coordinating Officer for the duration of this emergency and direct him to execute the State’s Comprehensive Emergency Management Plan and other response, recovery, and mitigation plans necessary to cope with the emergency, including any logistical, rescue or evacuation operations.  Pursuant to section 252.36(1)(a), Florida Statutes, I delegate to the State Coordinating Officer the authority to exercise those powers delineated in sections 252.36(6)-(12), Florida Statutes, which he shall exercise as needed to meet this emergency, subject to the limitations of section 252.33, Florida Statutes.  In exercising the powers delegated by this Executive Order, the State Coordinating Officer shall confer with the Governor to the fullest extent practicable.  It is further ordered that the requirements of sections 943.13 and 943.131, Florida Statutes, as they may be applicable to the State Coordinating Officer, shall be waived for the duration of this emergency.  The State Coordinating Officer shall not have the authority to suspend or limit the sale, dispensing, or transportation of firearms pursuant to section 252.36(6)(h), Florida Statutes.  The State Coordinating Officer shall also have the authority to:
    A. Invoke and administer the Emergency Management Assistance Compact (“EMAC”) (sections 252.921-252.9335, Florida Statutes) and other compacts and agreements existing between the State of Florida and other states, and the further authority to coordinate the allocation of resources from such other states that are made available to Florida under such compacts and agreements so as to best meet this emergency.
    B. Seek direct assistance and enter into agreements with any and all agencies of the federal government as may be needed to meet this emergency.
    C. Direct all state, regional, and local governmental agencies, including law enforcement agencies, to identify personnel needed from those agencies to assist in meeting the response, recovery, and mitigation needs created by this emergency, and to place all such personnel under the direct command and coordination of the State Coordinating Officer to meet this emergency.
    D. Direct the actions of any state agency as necessary to implement the Federal Emergency Management Agency’s National Disaster Recovery Framework.
    E. Designate Deputy State Coordinating Officers and Deputy State Disaster Recovery Coordinators, as necessary.
    F. Suspend the effect of any statute, rule, or order that would in any way prevent, hinder, or delay any mitigation, response, or recovery action necessary to cope with this emergency.  In accordance with section 252.3611(1), Florida Statutes, any such order, declaration, or other action shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.
    G. Enter orders as may be needed to implement any of the foregoing powers; however, the requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such orders issued by the State Coordinating Officer.  No such order shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    H. Direct all state, regional, and local governmental agencies, including law enforcement agencies, to allow Floridians to return to their properties when it is reasonably safe to do so.

    Section 3.  I order the Adjutant General to activate the Florida National Guard, as needed, to deal with this emergency.  I further order the Director of the Florida State Guard to activate the Florida State Guard, as needed, to respond to this emergency.

    Section 4. I find that the special duties and responsibilities resting upon some state, regional, and local agencies and other governmental bodies in responding to this emergency may require them to suspend or waive certain statutes, rules, ordinances, and orders they administer.  Therefore, I issue the following authorizations:
    A. Pursuant to section 252.36(6)(a), Florida Statutes, the Executive Office of the Governor may suspend all statutes and rules affecting budgeting to the extent necessary to provide budget authority for state agencies to cope with this emergency.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such suspension issued by the Executive Office of the Governor.  No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    B. Each state agency may suspend the provisions of any regulatory statute prescribing the procedures for conduct of state business or the orders or rules of that agency, if strict compliance with the provisions of any such statute, order, or rule would in any way prevent, hinder, or delay necessary action in coping with the emergency.  This includes, but is not limited to, the authority to suspend any and all statutes, rules, ordinances, or orders which affect leasing, printing, purchasing, travel, and the condition of employment and the compensation of employees.  In accordance with section 252.3611(1), Florida Statutes, any agency order, declaration, or other action suspending a statute or rule shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, shall not apply to any such suspension issued by a state agency.  No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    C. In accordance with section 252.38(3), Florida Statutes, each political subdivision within the State of Florida may waive the procedures and formalities otherwise required of the political subdivision by law pertaining to:
    1) Performance of public work and taking whatever prudent action is necessary to ensure the health, safety, and welfare of the community;
    2) Following local procurement and contracting policies;
    3) Entering into contracts; however, political subdivisions are cautioned against entering into time and materials contracts without a ceiling as defined by 2 CFR 200.318(j) or cost plus a percentage of cost contracts prohibited by 2 CFR 200.324(d);
    4) Incurring obligations;
    5) Employment of permanent and temporary workers;
    6) Utilization of volunteer workers;
    7) Rental of equipment;
    8) Acquisition and distribution, with or without compensation, of supplies, materials, and facilities; and
    9) Appropriation and expenditure of public funds.
    D. All agencies whose employees are certified as disaster service volunteers within the meaning of section 110.120(2)(d), Florida Statutes, may, in accordance with section 110.120(3), Florida Statutes, release any such employees for such service as requested by the employee to meet this emergency.
    E. The Secretary of the Florida Department of Transportation (DOT) may:
    1) Waive the collection of tolls and other fees and charges for the use of the Turnpike and other public highways, to the extent such waiver may be needed to provide emergency assistance or facilitate the evacuation of the affected counties;
    2) Manage the flow of traffic or close any and all roads, highways, and portions of highways as may be needed for the safe and efficient transportation of evacuees to those counties that the State Coordinating Officer may designate as destination counties for evacuees in this emergency;
    3) Suspend enforcement of the registration requirements pursuant to section 316.545(4), Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;
    4) Waive by special permit the warning signal requirements in the Utility Accommodations Manual to accommodate public utility companies from other jurisdictions which render assistance in restoring vital services; and
    5) Waive the size and weight restrictions for divisible loads on any vehicles transporting emergency equipment, services, supplies, and agricultural commodities and citrus as recommended by the Commissioner of Agriculture, allowing the establishment of alternate size and weight restrictions for all such vehicles for the duration of the emergency.  The DOT shall issue permits and such vehicles shall be subject to such special conditions as the DOT may endorse on any such permits.

    Nothing in this Executive Order shall be construed to allow any vehicle to exceed weight limits posted for bridges and like structures, or relieve any vehicle or the carrier, owner, or driver of any vehicle from compliance with any restrictions other than those specified in this Executive Order, or from any statute, rule, order, or other legal requirement not specifically waived or suspended herein or by supplemental order by the State Coordinating Officer.
    F. The Executive Director of the Department of Highway Safety and Motor Vehicles (DHSMV) may:
    1) Suspend enforcement of the registration requirements pursuant to sections 316.545(4) and 320.0715, Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;
    2) Waive the hours-of-service requirements for such vehicles;
    3) Suspend the enforcement of the licensing and registration requirements under the International Fuel Tax Agreement (IFTA) pursuant to chapter 207, Florida Statutes, and the International Registration Plan (IRP) pursuant to section 320.0715, Florida Statutes, for motor carriers or drivers operating commercial motor vehicles that are properly registered in other jurisdictions and that are participating in emergency relief efforts through the transportation of equipment and supplies or providing other assistance in the form of emergency services;
    4) Waive fees for duplicate or replacement vessel registration certificates, vessel title certificates, vehicle license plates, vehicle registration certificates, vehicle tag certificates, vehicle title certificates, handicapped parking permits, replacement drivers’ licenses, and replacement identification cards and to waive the additional fees for the late renewal of or application for such licenses, certificates, and documents due to the effects of adverse weather conditions; and
    5) Defer administrative actions and waive fees imposed by law for the late renewal or application for the above licenses, certificates, and documents, which were delayed due to the effects of adverse weather conditions, including in counties wherein the DHSMV has closed offices, or any office of the County Tax Collector that acts on behalf of the DHSMV to process renewals has closed offices due to adverse weather conditions.  Recordkeeping and other applicable requirements for existing IFTA and IRP licensees and registrants are not affected by this Executive Order.  The DHSMV shall promptly notify the State Coordinating Officer when the waiver is no longer necessary.
    G. In accordance with section 465.0275(2), Florida Statutes, pharmacists may dispense up to a 30-day emergency prescription refill of maintenance medication to persons who reside in an area or county covered under this Executive Order and to emergency personnel who have been activated by their state or local agency but who do not reside in an area or county covered by this Executive Order.  In accordance with section 465.019(4)(b), Florida Statutes, a hospital that operates a Class II or Class III institutional pharmacy located in an area or county covered under this Executive Order may prescribe and dispense a supply of medicinal drug lasting up to 72 hours.
    H. All state agencies responsible for the use of state buildings and facilities may close such buildings and facilities in those portions of the State affected by this emergency, to the extent necessary to meet this emergency.  I direct each state agency to report the closure of any State building or facility to the WebEOC system utilized by the Division of Emergency Management.  Under the authority contained in section 252.36, Florida Statutes, I direct each county to report the closure of any building or facility operated or maintained by the county or any political subdivision on a daily basis to the WebEOC system.  Furthermore, I direct the Secretary of the Department of Management Services to:
    1) Maintain an accurate and up-to-date list of all such closures; and
    2) Provide that list daily to the State Coordinating Officer.
    I. All State agencies may abrogate the time requirements, notice requirements, and deadlines for final action on applications for permits, licenses, rates, and other approvals under any statutes or rules under which such application are deemed to be approved unless disapproved in writing by specified deadlines.  All such time requirements that have not yet expired as of the date of this Executive Order are suspended and tolled to the extent necessary to meet this emergency.
    J. All agencies shall implement Selected Exempt Services (SES) Extraordinary Payment Plans and Career Service Regular Compensatory Leave Payment Plans for:
    1) All essential agency personnel who are required to work extraordinary hours when state-owned or state-operated facilities are closed in response to an emergency condition.  Employees who are eligible to receive extraordinary pay under the agency’s activated plan shall accrue special compensatory leave credits for work performed during facility closures up to the number of hours in the employee’s established workday.  For these employees, any additional time worked beyond the employee’s established workday during facility closures will result in extraordinary pay;
    2) All agency personnel who are assigned to the State Emergency Operations Center and are required to work extraordinary hours; and
    3) All agency personnel who are deployed throughout the state in response to an emergency condition and are required to work extraordinary hours.
    K. All State agencies may waive the forty-day time limit to issue a warrant pursuant to section 215.422(3)(b), Florida Statutes.  This waiver applies to invoices and reimbursement requests arising from this emergency that were received, inspected, and approved by the agency prior to the expiration of this Executive Order, including any extension thereof.  This waiver of section 215.422(3)(b), Florida Statutes, and all waivers based upon this waiver shall expire upon the expiration of this Executive Order, including any extension thereof.
    L. The provisions of section 934.50, Florida Statutes, excluding subsection (4), are waived for state and local agencies conducting emergency operations arising from the state of emergency for the limited purpose of capturing aerial evidence concerning the amount of damage sustained to private and public property; to assist in search, rescue, and recovery activities; and prevent imminent danger to life or serious damage to property.

    Section 5.  All public facilities, including elementary and secondary schools, community colleges, state universities, and other facilities owned or leased by the state, regional or local governments that are suitable for use as public shelters shall be made available at the request of the local emergency management agencies to ensure the proper reception and care of all evacuees.  Under the authority contained in section 252.36, Florida Statutes, I direct the Superintendent of each public-school district in the State of Florida to report the closure of any school within its district to the Commissioner of the Florida Department of Education.  Furthermore, I direct the Commissioner of the Department of Education to:
    A. Maintain an accurate and up-to-date list of all such closures; and
    B. Provide that list daily to the State Coordinating Officer.

      Section 6. I find that the demands placed upon funds specifically appropriated to state and local agencies for disaster relief or response are unreasonably great and that such funds may be inadequate to pay the costs of coping with this emergency.  In accordance with section 252.37(2), Florida Statutes, I direct that sufficient funds be made available, as needed, by transferring and expending moneys from the Emergency Preparedness and Response Fund.

    Section 7.   All state agencies entering emergency orders, emergency rules, or other emergency actions in response to this emergency shall advise the State Coordinating Officer contemporaneously or as soon as practicable thereafter, and, pursuant to section 252.36(3)(b), Florida Statutes, shall submit the order or declaration to the Division of Administrative Hearings within five (5) days of issuance.
           

      Section 8. Medical professionals and workers, social workers, and counselors with good and valid professional licenses issued by states other than the State of Florida may render such services in Florida during this emergency for persons affected by this emergency with the condition that such services be rendered to such persons free of charge, and with the further condition that such services be rendered under the auspices of the American Red Cross or the Florida Department of Health.

    Section 9. Pursuant to section 501.160, Florida Statutes, it is unlawful and a violation of section 501.204, Florida Statutes, for a person to rent or sell or offer to rent or sell at an unconscionable price within the area for which the state of emergency is declared, any essential commodity including, but not limited to, supplies, services, provisions, or equipment that is necessary for consumption or use as a direct result of the emergency.

    Section 10. Under the authority contained in sections 252.36(6)(a), (g), and (m), Florida Statutes, I direct that, for the purposes of this emergency, the term “essentials”, as defined by section 252.359(2), Florida Statutes, shall be the same as and no more expansive than the term “commodity”, as defined by section 501.160(1)(a), Florida Statutes (hereinafter referred to collectively or alternatively as “essential commodities”).  Accordingly, any person who delivers essential commodities to a location in the area(s) declared to be under a state of emergency by this Executive Order, and when necessary to ensure that those commodities are made available to the public, may travel within evacuated areas and exceed curfews, provided the State Coordinating Officer determines, after consultation with the appropriate Emergency Support Function(s), that:
    A. Law enforcement officials in the declared area(s) can provide adequate security to protect the essential commodities from theft;
    B. The weight of a delivery vehicle will not jeopardize the structural integrity of any roadway or bridge located within the declared area;
    C. Delivery vehicles will not negatively impact evacuation activities in the declared area(s); and
    D. Delivery vehicles will not negatively impact any response or recovery activities occurring within the declared area(s).
    After consulting with the appropriate Emergency Support Function(s), and after consulting with local officials, the State Coordinating Officer may dictate the routes of ingress, egress, and movement within the declared area(s) that drivers must follow when delivering essential commodities.
    Provided he or she is actually delivering medications, any person authorized to deliver medications under chapter 893, Florida Statutes, qualifies as a person delivering essential commodities.
    In order to qualify as a person delivering essential commodities under this section, a person must be in the process of delivering essential commodities only.  If an individual is transporting both essential and non-essential commodities, then this section shall not provide any authorization for that individual to enter into or move within the declared area(s).

    Section 11.  Consistent with Executive Order 80-29, nothing in this Executive Order shall prevent local jurisdictions in any area not declared to be under a state of emergency by this Executive Order from taking prompt and necessary action to save lives and protect the property of their citizens, including the authority to compel and direct timely evacuation when necessary.

    Section 12. I authorize the Florida Housing Finance Corporation to distribute funds pursuant to section 420.9073, Florida Statutes, to any county, municipality, or other political subdivision located within the area(s) declared to be under a state of emergency by this Executive Order.  The authority of the Florida Housing Finance Corporation to distribute funds in connection with this emergency shall expire six months after the expiration of this Executive Order, including any extension thereof.

    Section 13.  Pursuant to sections 252.36(6)(b) and 252.35(2)(z), Florida Statutes, it is further ordered that all Disaster Debris Management Sites and landfills in all counties impacted by Hurricane Helene shall remain open and allow twenty-four-hour debris drop off.

    Section 14. All actions taken by the Director of the Division of Emergency Management with respect to this emergency before the issuance of this Executive Order are ratified.

              Section 15.  This Executive Order is effective immediately and shall expire sixty (60) days from this date unless extended.
