    Cabinet approves India to Join International Energy Efficiency Hub by signing the Letter of Intent

    Decision will help India gain access to an exclusive 16 nation group sharing strategic energy practices and innovative solutions

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the signing of ‘Letter of Intent’ thus enabling India to join the ‘Energy Efficiency Hub’.

     India will join the International Energy Efficiency Hub (Hub), a global platform dedicated to fostering collaboration and promoting energy efficiency worldwide. This move solidifies India’s commitment to sustainable development and aligns with its efforts to reduce greenhouse gas emissions.

     Established in 2020 as the successor to the International Partnership for Energy Efficiency Cooperation (IPEEC), in which India was a member, the Hub brings together governments, international organizations, and private sector entities to share knowledge, best practices, and innovative solutions. By joining the Hub, India will gain access to a vast network of experts and resources, enabling it to enhance its domestic energy efficiency initiatives. As of July, 2024, sixteen countries (Argentina, Australia, Brazil, Canada, China, Denmark, European Commission, France, Germany, Japan, Korea, Luxembourg, Russia, Saudi Arabia, United States and United Kingdom) have joined the Hub.

     As a member of the Hub, India will benefit from opportunities for collaboration with other member states, sharing its own expertise and learning from international best practices. The country will also contribute to global efforts to address climate change by promoting energy-efficient technologies and practices.

     Bureau of Energy Efficiency (BEE), the statutory agency, has been designated as the implementing agency for the Hub on behalf of India. BEE will play a crucial role in facilitating India’s participation in the Hub’s activities and ensuring that India’s contributions align with its national energy efficiency goals.

     By joining the Hub, India is taking a significant step towards more sustainable future. The country’s participation in this global platform will help to accelerate the transition to a low-carbon economy and improve energy security.

    Phase II will comprise 128 stations with new lines of 118.9 km enabling total Metro Rail Network of 173 kms in Chennai

    Financial implications will be Rs.63,246 crore

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the proposal of the Ministry of Housing & Urban Affairs for Chennai Metro Rail Project Phase-II comprising three corridors.  The total length of the approved lines will be 118.9 km with 128 stations.

    The project completion cost is Rs.63,246 crore and is planned to be completed by 2027.  Once Phase-II is fully operational, the Chennai city will have a total Metro Rail network of 173 Km.  The Phase II Project comprises following three corridors:

    • Corridor-(i):         from Madhavaram to SIPCOT for a length of 45.8 Km with 50 stations.
    • Corridor-(ii):        from Lighthouse to Poonamalle Bypass for a length of 26.1 Km with 30 stations, and
    • Corridor-(iii):       from Madhavaram to Sholinganallur for a length of 47 Km with 48 stations.

     

    Once Phase-II is fully operational, the Chennai city will have a total Metro Rail network of 173 Km.

    Benefits and Bolstering Growth:

    The Phase-II of Chennai Metro Rail Project represents a significant advancement in the city’s infrastructure development. Phase-II acts as a major expansion of the Metro Rail Network in the city.

    Enhanced Connectivity: Phase-II will add approximately 118.9 Km of new metro lines. The Corridors of Phase-II connects North to South and East to the West of Chennai passing through the major influence areas at Madhavaram, Perambur, Thirumayilai, Adyar, Sholinganallur, SIPCOT, Kodambakkam, Vadapalani, Porur, Villivakkam, Anna Nagar, St. Thomas Mount connecting large number of industrial, commercial, residential and institutional establishments and also provides effective Public Transport for the work force engaged in these clusters       and connectivity to various parts of the city. It will extend connectivity to rapidly growing areas like Sholinganallur, which serves as a hub for the south Chennai IT corridor. By connecting Sholinganallur via ELCOT, the metro corridor will cater to the transportation needs of the burgeoning IT workforce.

    Reduction in Traffic Congestion: Metro Rail as an efficient alternate road transport and with Phase-II as an extension to the Metro Rail network in the Chennai city is expected to alleviate traffic congestion and will be particularly impactful on heavily congested routes of the city. Reduction in road traffic can lead to smoother movement of vehicles, reduction in travel time, increasing overall road safety etc.

    Environmental Benefits: With the addition of Phase-II Metro Rail Project and increase in overall Metro Rail Network in Chennai city, can significantly reduce carbon emissions compared to traditional fossil fuel-based transport.

    Economic Growth: Reduced travel times and improved access to different parts of the city can enhance productivity by allowing individuals to reach their workplaces more efficiently. The construction and operation of Phase-II will generate numerous jobs in various sectors, from construction workers to administrative staff and maintenance personnel. Also, the enhanced connectivity can stimulate local businesses, especially in areas near new metro stations which can also attract investment and development in previously less accessible regions.

    Social Impact: The expansion of Phase-II Metro Rail network in Chennai will provide more equitable access to public transport, benefiting diverse socio-economic groups and reducing transport disparities which will contribute to a higher quality of life by reducing commute times and improving access to essential services.

    The Phase-II Chennai Metro Rail Project is set to be a transformative development for the city. It promises to deliver enhanced connectivity, reduced traffic congestion, environmental benefits, economic growth, and improved quality of life. By addressing key urban challenges and providing a foundation for future expansion, Phase-II will play a crucial role in shaping the city’s development trajectory and sustainability.

  • MIL-OSI Asia-Pac: Cabinet approves and announces Productivity Linked Bonus (PLB) for 78 days to railway employees

    In recognition of the excellent performance by the Railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved has approved payment of PLB of 78 days for Rs. 2028.57 crore to 11,72,240 railway employees.

    The amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group XC staff.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

    Payment of PLB to eligible railway employees is made each year before the Durga Puja/ Dusshera holidays. This year also, PLB amount equivalent to 78 days’ wages is being paid to about 11.72 lakh non-gazetted Railway employees.

    The maximum amount payable per eligible railway employee is Rs.17,951/- for 78 days. The above amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group ‘C staff.

    The performance of Railways in the year 2023-2024 was very good. Railways loaded a record cargo of 1588 Million Tonnes and carried nearly 6.7 Billion Passengers.

    Many factors contributed to this record performance. These include improvement in infrastructure due to infusion of record Capex by the Government in Railways, efficiency in operations and better technology etc.

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved to confer the status of Classical Language to Marathi, Pali, Prakrit, Assamese and Bengali languages.  The Classical Languages serve as a custodian of Bharat’s profound and ancient cultural heritage, embodying the essence of each community’s historical and cultural milestone.

    Point Wise Detail & Background:

    The Government of India decided to create a new category of languages as “Classical Languages” on 12th October 2004 declaring Tamil as Classical Language and setting following as criteria for the status of Classical Language:

    A.   High Antiquity of its early texts/ recorded history over a thousand years.

    B.   A body of ancient literature/ texts, which is considered a valuable heritage by generation of speakers.

    C.   The literary tradition must be original and not borrowed from another speech community.

    A Linguistic Experts Committee (LEC) was constituted by the Ministry of Culture under Sahitya Akademi in Nov 2004 to examine the proposed languages for the status of Classical Language.

    The criteria were revised in Nov 2005 as following, and Sanskrit was declared as Classical Language:

                       I.          High antiquity of its early texts/recorded history over a period of 1500-2000 years.

                      II.          A body of ancient literature/texts, which is considered a valuable heritage by generations of speakers.

                    III.          The literary tradition be original and not borrowed from another speech community.

                   IV.          The classical language and literature being distinct from modern, there may also be a discontinuity between the classical language and its later forms or its offshoots.

    The Government of India, has conferred status of Classical Languages to following languages so far:

    A proposal from the Maharashtra Government in 2013 was received in the Ministry requesting Classical Language status to Marathi, which was forwarded to the LEC. The LEC recommended Marathi for Classical Language. During the inter-ministerial consultations on the draft note for cabinet in 2017 for conferring classical status to the Marathi language, MHA advised to revise the criteria and make it stricter. PMO vide its comment stated that the Ministry may conduct an exercise to find out how many other languages are likely to become eligible.

    In the meantime, proposal from Bihar, Assam, West Bengal was also received for conferring status of Classical Language to Pali, Prakrit, Assamese and Bengali.

    Accordingly, Linguistics Experts Committee (under Sahitya Akademi) in a meeting on 25.07.2024, unanimously revised the criteria as below. Sahitya Akademi has been appointed as nodal agency for the LEC.

    i.   High antiquity of (its) is early texts/recorded history over a period of 1500- 2000 years.

    ii.  A body of ancient literature/texts, which is considered a heritage by generations of speakers.

    iii. Knowledge texts, especially prose texts in addition to poetry, epigraphical and inscriptional evidence.

    iv.  The Classical Languages and literature could be distinct from its current form or could be discontinuous with later forms of its offshoots.

    The committee also recommended following languages to be fulfilling revised criteria to be considered as a Classical Language.

    I.        Marathi

    II.        Pali

    III.        Prakrit

    IV.        Assamese

    V.        Bengali

     

    Implementation strategy and targets: 

    The Ministry of Education has taken various steps to promote Classical Languages. Three Central Universities were established in 2020 through an Act of Parliament for promotion of Sanskrit language. The Central Institute of Classical Tamil was set up to facilitate the translation of ancient Tamil texts, promote research and offer courses for University students and language scholars of Tamil. To further enhance the study and preservation of Classical Languages, the Centres for Excellence for studies in Classical Kannada, Telugu, Malayalam, and Odia were established under the auspices of the Central Institute of Indian Languages in Mysuru. In addition to these initiatives, several national and internation awards have been instituted to recognize and encourage achievements in the field of Classical Languages. Benefits extended to Classical Languages by the Ministry of Education include National Awards for Classical Languages, Chairs in Universities, and Centers for promotion of Classical Languages.

    Major impact, including employment generation:

    The inclusion of languages as Classical Language will create significant employment opportunities, particularly in academic and research fields. Additionally, the preservation, documentation, and digitization of ancient texts of these languages will generate jobs in archiving, translation, publishing, and digital media.

    The primary states involved are Maharashtra (Marathi), Bihar, Uttar Pradesh and Madhya Pradesh (Pali and Prakrit), West Bengal (Bengali), and Assam (Assamese). The broader cultural and academic impact will extend nationally and internationally.

    Ministry of Culture is undertaking the Special Swachhata Campaign 4.0 within the Ministry and its Attached, Subordinate and Autonomous Organizations across the country. The Campaign started with a Preparatory Phase from 16thto 30thSeptember, 2024 during which the targets for disposing and cleaning during the Campaign period have been earmarked. The implementation Phase of the campaign has started from 2ndOctober, 2024 and will continue up to 31stOctober, 2024. During the Campaign, special focus is being given on reducing pendency, improving Swachhata and space management in Govt. Offices.

    During the Preparatory Phase of the Special Campaign, Ministry along with its organizations have identified 529 sites across the country for cleanliness. Besides, Ministry has identified pending 101 MP references, 45 Parliamentary Assurances, 22 PMO references, 13 States Govt. references and 220 Public Grievances, 436 PG Appeals for disposal and redressal. Besides, 12,668 physical files and 3,261 e-files have also been identified for review. Scrap Disposal has been scheduled on 14.10.2024 across the Ministry and its Organizations.

    Every year the fortnight of ‘Swachhata Hi Seva’ (SHS) activities is observed to strengthen voluntarism and collective action from officials and public to bring a positive impact in offices and society through Swachhata. This year also, the Ministry of Culture & its various organizations organized activities like Walkathon, Waste to Art Workshops, Lectures, massive cleanliness drives, health camps, Nukkad Nataks, competitions, distribution of sanitation kits etc.

    At the conclusion of SHS 2024 & on the occasion of Swachh Bharat Diwas celebration on 2nd October 2024, the Ministry of Culture & Archaeological Survey of India organized a Shramdan & Ek Ped Maa ke Naam Campaign at Purana Quila, Delhi.

    During this campaign, hundreds of Officials participated for Shramdan and thoroughly cleaned the backside area of Purana Quila. After that, a plantation drive was also carried out under the “Ek Ped Maa Ke Naam” Campaign. Further, the Arts items made from waste by Ministry Officials & Students during the workshop have been put on display for public awareness at the site. The cleanliness workers were distributed sanitation kits comprising of Sanitizers, Soap, First Aid Kit, Gloves & Mask etc. for maintaining hygiene.

    Anthropological Survey of India, Ministry of Culture, Government of India, Sub-Regional Centre, Jagdalpur has conducted Special Campaign 4.0 on Swachh Bharat in Udukda village of Udkuda gram panchayat of Kanker district, Chhattisgarh on 2nd  October, 2024. This year the Special Campaign 4.0 was organized at the rock art site of the Udkuda village in Chhattisgarh state where the focus of the Campaign was preserving the ancient rock art heritage sites of Chhattisgarh through imparting the awareness among the village youth, elders, leaders, college students and tourists.

     

    Daily progress will be monitored and uploaded on the SCDPM portal hosted by Department of Administrative Reforms and Public Grievances. All Attached, Subordinate and Autonomous Organizations are enthusiastically participating in the campaign in full swing to achieve the targets set by the Ministry for the period.

Dr. Jitendra Singh extended his best wishes to all the officers and employees on the occasion of conferring Rajbhasha Kirti Award 2024 (first) for best performance in Rajbhasha Hindi to the Department.

    The department has integrated the kanthasth software with e-office in its office. This facilitates officers and employees to translate their file noting from english in to Hindi. About three thousand pages of Specific reports, issued by the Department such as NESDA-Way Forward, reports of Ministries/Departments related to CPGRAMS, and States/UTs reports related to CPGRAMS, Annual Report of CPGRAMS, Report of Grievance Redressal Index, Secretariat reforms Report and the monthly summary report of the Department are being translated every year through Anuvaadini app.  CPGRAMS is the largest grievance redressal portal in the country under the Department on which complaints can be lodged in 22 languages. Any citizen can get redressal in his or her regional language with the help of Bhashini on CPGRAMS. Every year 2.5 lakh complainants are using this facility.

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved modification of the existing Productivity Linked Reward (PLR) Scheme for the major ports and dock labour Board employees/workers from 2020-21 to 2025-26.

    The modified PLR scheme applicable from 2020-21 to 2025-26 will benefit about 20,704 employees of Major Port Authorities and Dock Labour Board Employees/workers. The total financial implication for the entire period will be about Rs.200 crore.

    Ministry of Ports, Shipping and Waterways has accordingly modified the Productivity Linked Reward (PLR) Scheme for all Major Port Authorities and Dock Labour Board employees/workers for the years 2020-21 to 2025-26 increasing weightage for calculation of PLR to port specific performance instead of weightage to all India performance. Productivity |Linked Reward (PLR) has been calculated on the wage ceiling for calculation of Bonus at Rs.7000/- per month. PLR shall be paid annually by enhancing the port specific performance weightage from 50% to 55% and further increasing to 60%. The All India Port performance weightage will also come down to 40% over a period till 2025-26, This is replacing the existing equal weightage of 50% for the All India port performance and the specific Port performance. It is expected that the proposed modification will bring about the efficiency factor along with competition among the Major Ports.

    This PLR Scheme will foster better industrial relationship and congenial work atmosphere in the Port Sector, apart from stimulating better productivity.

    Productivity Linked Reward (PLR) is an existing scheme for the employees/workers of Major Port Trusts and Dock Labour Board, wherein financial reward is being granted to employees/workers on yearly basis based on the settlement arrived at between Management and the Labour Federations of the Major Port Authorities.

    The Special Campaign 4.0 is being undertaken by the Department of Financial Services (DFS), Ministry of Finance, with full enthusiasm and true spirit. The campaign phase has been commenced from 2ndOctober 2024.  During the Preparatory Phase, Nodal Officers of this Department and of field organisations have been appointed.

    All organisations and sections of DFS have identified the pendency and have set a target under various suggestive parameters/activities of the campaign. DFS has also set a target to clean more than 30,000 sites across the country, as against 26,958 sites cleaned during the Special Campaign 3.0.

    The DFS would also focus on specific activities that are relevant to financial service sector viz. updating dormant accounts, renewal of locker agreements, claim settlements, pension grievances redressal and updating nomination in accounts etc. which enables operational effectiveness and customer satisfaction. DFS has also requested its organisations to utilise the opportunity by undertaking customer centric initiatives like installation of water dispensers, enhancement of sitting areas/lobby for senior citizens, construction of ramps for Divyangjans etc.

    The Prime Minister, Shri Narendra Modi has lauded the Cabinet Decision to confer Classical Language status to Marathi, Pali, Prakrit, Assamese and Bengali languages

    The Prime Minister posted on X:

    “I am immensely delighted that Assamese will now get the status of a Classical Language after this was approved by the Union Cabinet. Assamese culture has thrived for centuries, and it has given us a rich literary tradition. May this language continue to become even more popular in the times to come. My congratulations.”

    “I am very happy that the great Bengali language has been conferred the status of a Classical Language, especially during the auspicious time of Durga Puja. Bengali literature has inspired countless people for years. I congratulate all the Bengali speakers all over the world on this.”

    “Marathi is India’s pride. 

    Congratulations on this phenomenal language being accorded the status of a Classical Language. This honour acknowledges the rich cultural contribution of Marathi in our nation’s history. Marathi has always been a cornerstone of Indian heritage.

    The Department of Financial Services (DFS), Ministry of Finance, along with its organisations (PSBs, PSFIs, PSICs etc) participated in the Swachhata Hi Seva, 2024 campaign observed from 17thSeptember to 2nd October with the Theme of ‘Swabhav Swachhata – Sanskaar Swachhata’.  

    More than 25,000 events were organised during the campaign. All organisations took up Swachhata Pledge, Safai Mitra Suraksha Shivir, Plantation drive- Ek Ped Ma Ke Naam along with mass scale cleanliness drives. The activities were organised in full force with enthusiasm by involving staff members, customers and general public in almost all States & UTs of the country.

    More than two lakh saplings were planted as part of the SHS Campaign. Various Health camps, Walkathon, Human Chain, Mass Cleanliness Drive, Shramdaan etc were taken up on large scale covering almost all districts of the country. More than 3780, Cleanliness Target Units (CTUs) were transformed during SHS -2024.

    Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated the newly constructed Police Commissioner’s Office in Ahmedabad, Gujarat today.  On the occasion, Chief Minister of Gujarat, Shri Bhupendra Patel along with other dignitaries attended the program.

    In his address, Shri Amit Shah said that the new building of the Police Commissioner’s Office in Ahmedabad will not only enhance the facilities of the building but will also enable the Ahmedabad police to establish a new working system.

    Union Home Minister stated that the sevenstorey Police Commissioner’s Office, built with modern technology at a cost of approximately ₹140 crores and covering an area of about 18,000 square meters, includes facilities for the fitness of personnel such as a gym, parking for citizens, CCTV cameras, fire safety equipment, and centralized Air conditioning. He mentioned that this modern building will not only ensure security but also houses a police museum that will showcase the measures taken for the security of Ahmedabad from the beginning to the present.

    He said that a beautiful memorial has also been constructed here in the memory of the police personnel who were martyred to protect the citizens. Besides, a public convenience center and a control room have also been created which will cover every nook and corner of Ahmedabad and ensure the security of the entire city.

    Shri Amit Shah stated that the new Police Commissioner’s Office building also saw the inauguration of the ‘Joint Interrogation Center’ and the ‘Tera Tujhko Arpan’ portal, along with the launch of the ‘Cyber Saathi’ book. The first two initiatives aim to raise awareness among people affected by cybercrime and help them recover their lost money. He mentioned that the establishment of the ‘Joint Interrogation Center’ was made so that central agencies and Ahmedabad police can conduct inquiries in a correct and scientific manner during riots, terrorist attacks, and other situations of unrest.

    Union Home Minister explained that India’s internal security landscape has significantly changed over the past 10 years. A decade ago, there were three major hotspots in the country—Kashmir, the Northeast, and Naxal-affected areas—where bomb blasts were so common that they barely made the news. It was considered as normal. He said that under the leadership of Prime Minister Shri Narendra Modi, due to permanent and systematic measures over the past 10 years, and the dedicated work from a security and development perspective, violence in these three hotspots has reduced by 70 per cent. Shri Shah added that security agencies across the country, along with state police forces, have worked together to reduce mortality rate by 72 per cent in Kashmir, the Northeast, and Naxal-affected areas. He said that this success shows that in the coming days, ‘Naxal free India’ and ‘Terrorism free India’ are going to be a reality.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi has made efforts to bring about several changes in the police culture. Prime Minister Shri Narendra Modi has put before the country the concept of pro-active, predictive and scientific approach for pro-active policing. Shri Shah also mentioned that India has made a radical overhaul of the colonial-era criminal laws by creating three new criminal laws, and their implementation has already begun across the country. In these laws, provisions have been made for the use of technology to solve crimes, prevent crimes, complete prosecution quickly and punish as many criminals as possible.Keeping the next 100 years in mind, the laws have been designedto account for future technologies, so that there will be no need to change these laws over the next century.To prevent delays in investigations, prosecutions, and other judicial processes, it has been decided to impose time limits on police, lawyers, and judges on 83 instances of the judicial process.

    Union Home Minister stated that after the implementation of the three new laws, the process of developing the necessary infrastructure has begun. Once this is in place, within the next three years, India’s criminal justice system will become the most modern in the world. He added that with the new laws in effect, the entire process of justice, from filing of an FIR up to justice from the Supreme Court, will be completed within three years, ensuring timely justice for the people.

    Shri Amit Shah stated that Prime Minister Shri Narendra Modi has elevated India’s economy from the 11th to the 5th position globally, and by 2027, we are surely on track to become the world’s third-largest economy. At such a critical time, police officers need robust legal support to ensure the security of our nation, including cybersecurity, and to prevent economic crimes. The three new criminal laws will provide strong backing to police officers in their efforts.

    Union Home Minister said that the Gujarat Police has made several technological innovations throughout its glorious history. Initiatives like ‘E-GujCop’, ‘body-worn cameras’, and the ‘Vishwas Project’ have helped Gujarat Police establish itself as one of the most modern police forces in the country, which is a matter of pride. He added that the way the Gujarat Police has launched a determined campaign against narcotics is commendable, and they are now cited as an example across the country for its investigation.

    Shri Amit Shah also mentioned that Prime Minister Shri Narendra Modi has envisioned a ‘Viksit Bharat’ by 2047. Gujarat has always been a progressive state. This is the same Gujarat that used to experience frequent curfews in the 1980s and 1990s, but now the situation has changed, and a safe environment has been established in the state.

    North Carolinians May Be Eligible for Transitional Sheltering in Hotels

    ATLANTA – FEMA has activated Transitional Sheltering Assistance (TSA) for North Carolinians displaced by Tropical Storm Helene in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey counties and for the Eastern Band of Cherokee Indians.

    Residents in these counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message, and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    Individuals and households may be eligible if they cannot return to their disaster-damaged home and their housing needs cannot be met by insurance, shelters or rental assistance provided by FEMA or another agency.

    Under the TSA program, FEMA pays the cost of room, taxes and non-refundable pet fees directly to participating hotels and motels. Pet fees will only be paid up to the approved limit of assistance for individual rooms. Survivors are responsible for all other costs, including laundry, restaurant/room service, parking, telephone, or movie rental. 

    Eligible survivors may stay in participating TSA hotels in Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia and West Virginia. To locate participating hotels, visit femaemergencyhotels.com/ and enter your FEMA registration number, obtained when you applied for FEMA assistance.  

    An initial eligibility review will be conducted 60-days after the check-in date. When eligibility ends, survivors will be notified by FEMA seven days prior to checkout date.

    TSA participants may also be eligible for other federal financial help, including Displacement Assistance, Rental Assistance, Home Repair Assistance and other aspects of the Individual Assistance program.

  • MIL-OSI Security: Indiana Seniors Lose Nearly 38-Millon-Dollars to Fraud

    INDIANAPOLIS, IN—September 29, 2024 – A recent FBI report shows that Indiana seniors lost $37,812,966 to elder fraud schemes in 2023. Indiana ranked 25th on the FBI’s list of 57 scammed states and U.S. territories.

    “Elder fraud schemes exploit the trust and goodwill of older Americans, preying on their vulnerabilities. Common scams include lottery scams, romance scams, and phishing schemes that can lead to significant financial losses,” said FBI Indianapolis Special Agent in Charge Herbert J. Stapleton. “Fraudsters constantly evolve their tactics so staying informed about the latest scams through events such as this workshop can help protect seniors.”

    On October 8, 2024, the Indianapolis FBI Citizens Academy Alumni Association (FBIICAAA) will present—AI Isn’t Sci-Fi: Free Fraud Workshop and Luncheon – a community outreach and education event to help curb fraud in Indiana.

    “Elder fraud is on the rise, impacting our communities, neighbors, and families. This is one of our organization’s main community outreach priorities for 2024,” said Scott Hainey, FBIICAAA president. “Our goal for this event is to help educate and empower older adults in Central Indiana and their families on how to prevent becoming a victim to a fraud scheme.”

    The program’s keynote presenters will be Christopher Knight, forensic accountant with the FBI Indianapolis Field Office, a renowned expert in elder fraud; and Scott Barnhart, director and chief council of consumer protection with the Office of the Indiana Attorney General. A panel of experts representing the FBI, Indiana Attorney General’s Office, Secretary of State Office, Medicaid, and the IRS will address audience questions.

  • MIL-OSI Security: U.S. Navy Unit in Singapore Recognizes Guyana, Brooklyn Native as Top Sailor

    Once a young boy from Brooklyn, petty officer first class Jamal Thompson’s journey began with the dreams of his Guyanese parents who sought freedom, democracy, and prosperity in New York City. As he grew up, he found solace in the cheers for the New York Yankees and the rhythm of music from Nas. Venturing south to Gordon State College in Barnesville, Georgia, he not only found love in meeting his future spouse, but also discovered his calling by joining the U.S. Navy. Fast forward seven years, Brooklyn’s finest, Thompson, stood tall as he was honored with the prestigious title of the 2023 U.S. Navy Sailor of the Year (S.O.Y.) for Commander, Logistics Group Western Pacific/Task Force 73 (COMLOG WESTPAC/CTF-73) in Singapore. Equipped with a no-nonsense New York state of mind, Thompson was unanimously recognized as S.O.Y. by senior leaders for operating as a personified Swiss Army knife, successfully balancing five jobs simultaneously in a single calendar year.
    “I’m honored to be the CTF-73 Sailor of the Year, yet, I take more pride in serving and caring for my Sailors,” said Thompson. “Whether it is ensuring their award recognition or helping them achieve their goals, I’m there to serve and support. Whether their ambitions are to be a chief petty officer, a commissioned officer, or to transition to the corporate world, I take pride in helping junior personnel reach their professional goals, whether in the Navy or after.”
    Thompson practices what he preaches, as in 2023, he operated as second in command for CTF-73’s human resources (admin) department, where he approved hundreds of urgent travel claims for personnel. He also served as a victim’s advocate for the command’s Sexual Assault Prevention and Response (SAPR) program while operating as the then-elected president of the non-profit first class petty officer association (FCPOA). Thompson continued setting the example by also leading weekly early morning group fitness sessions for fellow Sailors and Marines through a program called Sailor 360, and stood over 100 hours of security watch — often on nights and weekends.
    “Sailor 360 coordinator is my favorite collateral duty because I can impact the entire command with just 30 minutes of morning fitness,” said Thompson. “It’s a great way to let our hair down because of the physicality of the workouts before we all start the workday. I never waste anyone’s time because I truly enjoy helping co-workers improve themselves physically, mentally, and spiritually.”
    The six-foot four Brooklynite who grew up in a predominantly Caribbean-cultured household, credits his unmatched work ethic to his upbringing and “humble beginnings, where I saw a lot of people financially struggle,” he said.
    According to the American Forces Network (AFN), Thompson is among the approximately 19 percent of Hispanic Americans currently serving in the Armed Forces today. Cuban-born Secretary of the Navy Carlos Del Toro echoed this year’s theme, ‘Pioneers of Change: Shaping the Future Together’, when he said, “Hispanic Americans have had a profound and positive influence on our country. As we discover more of these stories and honor their ultimate impact, we enrich our understanding and strengthen our collective identity.”
    Thompson identifies as Guyanese-American or Afro-Latino, with his collective South American, Caribbean, and North American identities making him the man he is today. A man whose profound influence is strengthening the U.S. Navy by investing in his fellow Sailors in Southeast Asia.
    When Thompson isn’t juggling multiple roles, he says he likes to enjoy the sights and tastes of Singapore with his spouse and young children because “it reminds me of home with the train system and the melting pot of different cultures. You can walk the streets of downtown and hear countless different languages: Malay, Mandarin, Tamil, French, Japanese, or English.     The 45th ASEAN Senior Officials Meeting on Drug Matters (ASOD) and Its Related Meetings, which included six ASOD + Dialogue Partner(s) Consultations, namely with Australia, India, Japan, the Republic of Korea (ROK), Russia and Plus Three, were held via videoconference on 3-4 October 2024. The Meetings were attended by the ASOD Leaders of all ASEAN Member States, Dialogue Partners and the Deputy Secretary-General of ASEAN for ASEAN Political-Security Community. Timor-Leste attended as Observer. The Meetings were preceded by meetings of the five ASOD Working Groups (WG), namely on Preventive Education, Treatment and Rehabilitation, Law Enforcement, Research and Alternative Development, that were held on 2 October 2024. The series of meetings discussed, among others, the latest drug situation, emerging trends, best practices and potential cooperation against illicit drugs in the region.

    While trying to deliver malware on victims’ devices and stay on them as long as they can, sometimes attackers are using quite unusual techniques. In a recent campaign starting in 2022, unknown malicious actors have been trying to mine cryptocurrency on victims’ devices without user consent; they’ve used large amounts of resources for distribution, but what’s more, used multiple unusual vectors for defense evasion and persistence. One of these vectors was abusing the open-source SIEM “Wazuh” agent.

    We are quite sure that this campaign was a global one, but in this article, we’ll focus on an infection chain that, according to our telemetry, was targeting mainly Russian-speaking users. The attackers distributed the malicious files using websites for downloading popular software (uTorrent, Microsoft Office, Minecraft, etc.) for free. These websites were shown to users in the top search results in Yandex. Malware was also distributed through Telegram channels targeted at crypto investors and in descriptions and comments on YouTube videos about cryptocurrency, cheats and gambling.

    The attackers were advertising their websites in Yandex search results. Users would see these malicious sites in the top results when searching for resources freely distributing popular software like uTorrent, MS Excel, MS Word, Minecraft, Discord and so on.

    The frontend of these websites is a copy of either the official software website or a known piracy website distributing this kind of software:

    Malicious websites

    The attackers are running multiple Telegram channels distributing the malware in question. These channels are most definitely targeted at cryptocurrency owners or cheating gamers: they are offered to download specific software that presumably might be of interest to them. To prevent anyone trying to disclose information about these channels and the fraudulent activity of their creators, the administrators disabled message forwarding, screenshots, and previews of these channels in the Telegram web-version.

    Even more, the malware was also distributed via YouTube. The attackers uploaded numerous videos in English from multiple accounts which were presumably stolen. It’s also possible that the video content was downloaded from other YouTube channels and reuploaded without the authors’ consent. In the video description and in the top comment the attackers left links to their resources and instructions on how to launch the malware. Some of these links redirected users immediately to malicious websites, while others led to the aforementioned Telegram channels. We have also seen links to known IP logging websites, allowing the malicious actors to collect the IP addresses of anyone who follows the link and gets redirected to the malware-carrying website.

    Persistence and defense evasion

    After visiting the attackers’ website or channel, users might download a ZIP file being falsely advertised as popular software. Inside the archive is an MSI file and a TXT file with a password required for installation. There are also instructions on how to install the software, in which the attackers recommend disabling any installed antivirus and Windows Defender beforehand. In many cases, the instructions and the password are also provided on the websites and channels from which the user downloaded the malicious archive.

    When launched, the MSI file asks for the password from the TXT file, which is one of the first countermeasures against sandbox analysis. If the user specifies the right password, the CustomAction field value of the MSI file is executed — this is effectively a VB script. This script launches a BAT file which extracts the next element of the attack chain from an encrypted archive. The first step is to escalate privileges by adding another BAT file to autorun, granting SYSTEM privileges for a single execution. After that, the system reboots.

    The BAT file from autorun extracts the encrypted RAR archive and runs the “start” command with two DLL files as arguments — these were previously extracted from the archive. One of these files is a legitimate AutoIt interpreter and the second is a legitimate dynamic library with a valid digital signature. The malicious payload is an A3X script which was compiled into an EXE file and injected right inside the second DLL file signature.

    This technique is interesting for two reasons. First, the A3X script is added to the signature in such a way that its validity remains intact and the whole file is still considered as signed, even with the payload. Such a malicious addition is almost impossible to detect without file content analysis. Second, the AutoIt interpreter has an interesting way of reading files that were specified in its launch argument. The file is scanned for a specific AutoIt signature which is present only in compiled scripts, and all other contents of the file are ignored. This behavior allows the attackers to hide their malicious payload anywhere in the file where it won’t be harmful for the container itself.

    Placing malicious payloads in an arbitrary section of a file is not new. Such techniques have been used not only with AutoIt, but with other platforms too. But what makes this attack stand out is the bypass of signature verification, making it possible for the payload-bearing file to seem legitimate.

    If the “start” command failed, the BAT file removes the entire directory with the installed files, including itself. Otherwise, the malicious A3X implant is launched, which checks all active processes in attempt to find anything related to debugging or anti-malware products. If anything is found, the script immediately exits, as you can see in the snippet of deobfuscated code below.

    The compiled A3X script contains multiple FileInstall function calls. This function takes two arguments: a path to the file that will be installed, and its destination path. Before compilation, this call just copies the file from its source path to its destination, but during the compilation the interpreter stores the files for installation right inside the compiled script.

    The resulting file contains not only the executable code itself, but also additional malicious files which will be installed directly from the implant. These files are required for persistence and to execute the next steps of the infection chain. The files are installed to the following paths:

    For persistence purposes, the directories containing the installed files have system, hidden and read-only attributes. In addition, using the icacls utility, the implant forbids all users across all domains to remove these folders, change their permissions, own them, add any files or subdirectories, write to them any attributes (including extended ones), or remove files from them.

    Files are copied to directories with unusual names for a reason. For example, the folder name “Classic.{BB64F8A7-BEE7-4E1A-AB8D-7D8273F7FDB6}” is treated specially by Windows Shell: Explorer will find the GUID in its name and treat it as a link — in this case to the Action Center. As a result, the user will not be able to view the contents of the directory.

    After installing all the necessary files, the implant establishes persistence using WMI by creating filters which are activated by common events — common enough to guarantee filter activation. For each created filter, a polling frequency is specified. When a filter is activated, a specific command is executed using the __FilterToConsumerBinding class.

    • Once every three minutes, the netcat utility masked as StartMenuExperienceHost.exe is launched with the C&C address of the attackers (sportjump[.]ru) and “-e cmd.exe” as its arguments. It is then used as a reverse shell by the attackers.
    • Once every five to ten minutes, files named “nun.bat” are executed. They are copies of the same file which starts the next step of the infection chain. The attackers created two copies to increase the chance of malware execution, but if there are no outages, both of them are launched.
    • Once every fifteen minutes, the next step of the infection chain is launched directly via the “start” command.

    All these methods are used again for a better persistence by launching the “insta.bat” file right before the end of the A3X implant execution.

    Persistence is established not only through WMI; the implant also directly starts netcat, the “nun.bat” files, and the “start” command. After that, it also abuses the registry keys “Image File Execution Options”, “Debugger” and “MonitorProcess” with the same goals.

    One of the most interesting things about some variants of the malware is the download and use of the Wazuh SIEM agent for remote access and telemetry harvesting. To ensure that the attackers can execute any arbitrary command on the victim’s device, during the agent installation, the “remote_commands” option is set.

    The first stage of the A3X implant collects the following information: computer name, username, OS version and architecture, CPU name, data about the GPU and installed AV software. All this information along with the current time is sent to a special Telegram bot chat controlled by the attackers. We’ve also seen some of the malware variants sending a screenshot of the user’s desktop or installing a malicious browser extension, which may replace cryptocurrency wallets in the clipboard.

    The next stage of the infection chain consists of two DLL files, that use the same technique as the first stage: a legitimate AutoIt interpreter and another A3X implant, located in the signature of the legitimate dynamic library. This implant is the final payload in the malware variant described here. It injects into a newly created explorer.exe process memory an open-source miner named SilentCryptoMiner, which contains the URL of the attacker’s mining configuration. This configuration specifies the cryptocurrency to be mined, the wallet, and so on. In the analyzed variants, we could see that the attackers mostly use anonymous cryptocurrencies like Monero or Zephyr.

    Aside from its main purpose of generating cryptocurrency, SilentCryptoMiner can also hide its own activity from the processes specified in the “stealth-targets” argument and stop processes from the “kill-targets” process names list.

    Attack geography

    Most of the attacks with this infection chain targeted Russian users (87.63%). After that, the other top ten countries with the highest number of users affected by these attacks were Belarus, India, Uzbekistan, Kazakhstan, Germany, Algeria, Czech Republic, Mozambique, and Turkey.

    Conclusion

    The attack described in this article vividly illustrates the fact that even mass campaigns can be quite complex and open up a wide range of opportunities for attackers. As a result of the multistage infection chain, the attackers can establish persistence in users’ systems in multiple ways, gaining full access. Even though the main goal of the attackers is to make profit by stealthily mining cryptocurrency, some variants of the malware can perform additional malicious activity, such as replacing cryptocurrency wallets in the clipboard and taking screenshots. The most interesting action in this attack was the implementation of unusual techniques like using an SIEM agent as backdoor, adding the malicious payload to a legitimate digital signature, and hiding directories containing malicious files.

    It’s important to mention that the websites, videos, and Telegram channels created by the attackers primarily target users seeking free versions of popular software or videogame cheats. This audience makes an easy target for the attackers because they are open to installing unofficial software from obscure sources and disabling security measures.

    Prime Minister Shri Narendra Modi today condoled the loss of lives in the road accident in Mirzapur, Uttar Pradesh. He assured that under the state government’s supervision, the local administration is engaged in helping the victims in every possible way.

    Shri Modi also announced an ex-gratia of Rs. 2 lakh from PMNRF for the next of kin of each deceased in the mishap in Mirzapur, UP. He added that the injured would be given Rs. 50,000.

    Prime Minister Shri Narendra Modi will visit Maharashtra on 5th October. He will travel to Washim and at around 11:15 AM, he will perform Darshan at Jagdamba Mata Temple, Poharadevi. He will also pay tribute at Samadhis of Sant Sevalal Maharaj and Sant Ramrao Maharaj in Washim. Thereafter, at around 11:30 AM, Prime Minister will inaugurate the Banjara Virasat Museum, celebrating the rich heritage of the Banjara community. At around 12 noon, he will launch several initiatives related to the agricultural and animal husbandry sector worth around Rs 23,300 crore. At around 4 PM, Prime Minister will inaugurate and lay the foundation stone for various development projects worth over Rs 32,800 crore at Thane. Thereafter at around 6 PM, from BKC Metro Station, he will flag off the Metro train scheduled to run from BKC to Aarey JVLR, Mumbai. He will also undertake a ride in the metro between BKC and Santacruz stations.

    In line with his commitment to empower farmers, Prime Minister will disburse the 18th instalment of the PM-KISAN Samman Nidhi worth about Rs 20,000 crore to around 9.4 crore farmers. With the 18th instalment release, the total funds released to farmers under PM-KISAN will be around Rs 3.45 lakh crore. Further, Prime Minister will also launch the 5th instalment of NaMo Shetkari Mahasanman Nidhi Yojana disbursing about Rs 2,000 crore.

    Prime Minister will dedicate to the nation more than 7,500 projects under the Agriculture Infrastructure Fund (AIF), worth over Rs 1,920 crore. The major projects include custom hiring centres, primary processing units, warehouses, sorting and grading units, cold storage projects, post-harvest management projects among others.

    Prime Minister will also dedicate to the nation 9,200 Farmer Producer Organizations (FPOs) with a combined turnover of around Rs 1,300 crore.

    Further, Prime Minister will launch the Unified Genomic Chip for cattle and indigenous sex-sorted semen technology. This initiative aims to increase availability of sex sorted semen at affordable price to farmers and reduce the cost by around Rs 200 per dose. Unified Genomic Chip, GAUCHIP for indigenous cattle and MAHISHCHIP for buffaloes, have been developed along with genotyping services. With the implementation of genomic selection, young high-quality bulls can be identified at an early age.

    Further, Prime Minister will dedicate five solar parks with a total capacity of 19 MW across Maharashtra under Mukhyamantri Saur Krushi Vahini Yojana – 2.0. During the programme, he will also honour beneficiaries of the Mukhyamantri Majhi Ladki Bahin Yojana.

    In a major push to boost urban mobility in the region, Prime Minister will inaugurate and lay the foundation stone of key metro and road projects. Prime Minister will inaugurate the BKC to Aarey JVLR section of Mumbai Metro Line – 3 worth around Rs 14,120 crore. This section will have 10 stations, of which 9 will be underground. Mumbai Metro Line – 3 is a key public transport project that will improve commuting between Mumbai city and Suburbs. Fully operational line-3 is expected to cater to about 12 lakh passengers daily.

    Prime Minister will lay the foundation stone of Thane Integral Ring Metro Rail Project to be constructed at the cost of around Rs 12,200 crore. The total length of the project is 29 km with 20 elevated and 2 underground stations. This ambitious infrastructure project is a key initiative to address the growing transportation needs of Thane, a major industrial and commercial hub in Maharashtra.

    Prime Minister will also lay the foundation stone of Elevated Eastern Freeway Extension from Chheda Nagar to Anand Nagar, Thane worth around Rs 3,310 crore. The project will provide seamless connectivity from South Mumbai to Thane.

    Further, Prime Minister will lay the foundation stone of Phase-1 of Navi Mumbai Airport Influence Notified Area (NAINA) project worth around Rs 2,550 crore. The project comprises construction of major arterial roads, bridges, flyovers, underpasses and integrated utility infrastructure.

    Prime Minister will also lay the foundation stone of Thane Municipal Corporation to be constructed at a cost of around Rs 700 crore. The high rise administrative building of Thane Municipal Corporation will provide benefits to citizens of Thane by accommodating most Municipal offices at a centrally located building.

    In alignment with the ‘LiFE’ (Lifestyle for Environment) Mission announced by Prime Minister Sh. Narendra Modi in 2021, the Ministry of Environment, Forest and Climate Change has notified the Ecomark Rules on 26thSeptember 2024. It replaces the Ecomark scheme of 1991.

    The scheme will encourage the demand for environment-friendly products aligning with the principles of ‘LIFE’, promote lower energy consumption, resource efficiency and circular economy. The scheme seeks to ensure accurate labelling and prevent misleading information about products.

    Products accredited under the Ecomark Scheme will adhere to specific environmental criteria, ensuring minimal environmental impact. It will build consumer awareness of environmental issues and encourage sustainable consumption. It will also motivate manufacturers to shift towards environmentally friendly production.

    The scheme will be implemented by the Central Pollution Control Board (CPCB) in partnership with the Bureau of Indian Standards (BIS).

    The scheme marks a significant step in promoting sustainable lifestyles and, through individual and collective decision making, encourages sustainable consumption in India. It aligns with global sustainability goals and reflects the government’s commitment to conservation and protection of the environment.

    The President of India, Smt. Droupadi Murmu graced a Global Summit on ‘Spirituality for Clean and Healthy Society’, being organised by Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya at Mount Abu, Rajasthan, today (October 4, 2024).

    Speaking on the occasion, the President said that spirituality does not mean being religious or renouncing worldly activities. Spirituality means recognising the power within and bringing purity in conduct and thoughts. Purity in thoughts and actions is the way of bringing balance and peace in every sphere of life. It is also necessary for building a healthy and clean society.

    The President said physical, mental and spiritual cleanliness is the key to a healthy life. We should not focus only on external cleanliness but should also be mentally and spiritually clean. Holistic health is based on a clean mindset. Emotional and mental health depends on right thinking because thoughts only that take the form of words and behaviour. Before forming an opinion about others, we should look within ourselves. By putting ourselves in someone else’s situation, we will be able to form the right opinion.

    The President said that spirituality is not only a means of personal growth but also a way to bring about positive change in society. Only when we can recognize our inner purity will we be able to contribute to the establishment of a healthy and peaceful society. Spirituality empowers many issues related to society and the earth, such as sustainable development, environmental conservation, and social justice.

    The President said that materialism gives us momentary physical and mental satisfaction, which we consider as real happiness and get attached to it. This attachment becomes the reason for our dissatisfaction and sadness. On the other hand, spirituality allows us to know ourselves, to recognise our inner self.

    The President said that in today’s world, the importance of peace and unity has increased even more. Only when we are peaceful, we can feel sympathy and love for others. The teachings of yoga and spiritual institutions like Brahmakumaris make us experience inner peace. This peace can bring positive change not only within us but in the entire society.
