  • MIL-OSI Security: Federal Jury Convicts Nampa Man of Attempting to Produce Child Sexual Abuse Material

    BOISE – After a three-day trial, a federal jury sitting in Boise found William Walls, 52, of Nampa, guilty of three counts of attempted sexual exploitation of a child, Acting U.S. Attorney Justin Whatcott announced today. Senior U.S. District Judge B. Lynn Winmill presided over the trial, which began on May 12, and concluded with guilty verdicts on May 14.

    According to testimony and evidence presented at trial, Walls used his cellphone to surreptitiously record three female children in the bathroom of his apartment. Walls was babysitting the victims at the time. The video captured one of the children showering and the other two children changing their clothes.

    The charge of attempted sexual exploitation of a child carries a minimum of fifteen years and up to life in federal prison, a fine of up to $250,000, and at least five years and up to lifetime of supervised release. Walls will be required to register as a sex offender as a result of the conviction.

    Sentencing is set for July 31, 2025, before Judge Winmill at the federal courthouse in Boise.

    Acting U.S. Attorney Whatcott commended the Nampa Police Department for a thorough and professional investigation, which led to the charges. Assistant United States Attorneys Kassandra McGrady and Erin Blackadar prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. As part of Project Safe Childhood, the U.S. Attorney’s Office for the District of Idaho and the Idaho Attorney General’s Office partner to marshal federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Rensselaer County Sex Offender Sentenced to 292 Months for Receiving Child Pornography

    ALBANY, NEW YORK – Zachary Cota, age 32, formerly of Castleton-on-Hudson, New York, was sentenced today to 292 months in prison for receiving child pornography.  United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

    Cota previously admitted that he used SnapChat to solicit three children to send him nude photos.  After an 8-year-old and a 13-year-old provided the requested photos, Cota threatened to reveal what they had done, in an effort to coerce the children to send additional child sexual abuse material.  At the time of these crimes, Cota was on probation following a state conviction for course of sexual conduct against a child.  When his Probation Officer asked to see Cota’s phone, Cota locked himself in a bathroom and began deleting its contents.  A forensic search of Cota’s phone revealed an additional 900 images of child pornography, including screenshots of a video chat between Cota and a naked child. 

    United States Attorney John A. Sarcone III stated: “Cota’s depraved and disgusting conduct has justly resulted in a lengthy term of imprisonment that will make our community safer. We will continue to investigate and prosecute sex offenders and pedophiles who use the Internet and social media applications to prey on children.” 

    FBI Special Agent in Charge Craig L. Tremaroli stated: “Today’s sentence underscores the FBI’s unwavering commitment to protecting children from dangerous predators like Mr. Cota. We will continue to work together with our law enforcement partners at every level to identify and investigate these disturbing individuals and ensure justice is delivered to the victims.”

    United States District Judge Anne M. Nardacci also imposed a life term of supervised release and ordered Cota to forfeit the Samsung phone he used to commit the offense. Cota must also continue to register as a sex offender upon his release from prison.

    The FBI Albany Field Office’s Child Exploitation and Human Trafficking Task Force investigated the case, which Assistant U.S. Attorney Jonathan S. Reiner prosecuted as part of Project Safe Childhood.

    Project Safe Childhood is a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Led by the U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Congressman Hank Johnson (GA-04), the top Democrat on the Judiciary Subcommittee on Courts, Intellectual Property, Artificial Intelligence and the Internet, issued the following statement after Register of Copyrights and Director of the U.S. Copyright Office, Shira Perlmutter, was fired over the weekend by President Trump – days after he fired now-former Librarian of Congress, Dr. Carla Hayden:

    “President Trump’s firing of the Register of Copyrights, Shira Perlmutter, is yet another power grab from an administration that has repeatedly violated the Constitution and our country’s rule of law. Register Perlmutter is an accomplished and respected expert who led the Copyright Office with distinction.

    We should also recognize the clear benefit to Elon Musk and other artificial intelligence CEOs, who are in litigation over their use of copyrighted material to train their generative AI systems. It’s no mistake that just hours before she was fired, the Copyright Office issued a report assessing the nature of the fair use doctrine as applied to its use in training large language models.”

    One hundred and seventeen days ago, Chinese company DeepSeek launched its flagship model, DeepSeek R-1. In the following days and weeks, American experts wrung their hands and shook their heads, many considering for the first time the possibility that we may be losing the so-called “AI Arms Race.” DeepSeek claims R-1 was developed faster and cheaper than comparable U.S. models. Others argue DeepSeek at a minimum violated Open AI’s terms of service to obtain proprietary training data. 

    Where everyone seems to agree is that AI startups should be innovating faster. I’ve heard colleagues suggest we should forget regulations, ignore IP laws, and just focus on clearing the way for AI companies. I agree everyone wins when we foster American AI startups. But I think it’s a false choice to say we can succeed, but only if we do so irresponsibly. 

    If you walk around Capitol Hill today, you can see plants sprouting out of the soil, beginning to grow. What you’ll notice if you look closely, is some of those shoots growing in the shade look like they’re growing faster than the others. As they race for just a little bit of sunlight, yes, they grow quickly, but ultimately, they grow less hardy, more brittle, and prone to disease.

    AI innovation works the same way. As we seek ways to promote American AI startups, we should also work to ensure that businesses meet minimum standards for system cybersecurity; we should ask what types of transparency are necessary to protect other IP rights and consider how to set standards while still protecting trade secrets. By encouraging companies to meet best practices and respect intellectual property rights, we will foster hardy competition that protects U.S. innovation from those who seek to undermine our success.

    The government of China has made no secret of its intent to steal American intellectual property. And there is bipartisan agreement that the United States should protect its innovations from those who seek to benefit from American ingenuity. 

    There is also a right way and a wrong way to compete with our adversaries. While we don’t always agree on this Committee, we have had meaningful discussions on the right way to protect American IP from the government of China, cybersecurity standards to keep our people and our institutions safe, and the threat landscape to AI innovation.  

    Donald Trump on the other hand, has acted in ways that hurt American businesses. His ideologically inconsistent and unpredictable tariffs have hurt American consumers, American businesses, and our allies. Innovation in America suffers when the path forward is uncertain.

    For generations, American companies have benefited from attracting the best and the brightest from other nations. Yet seemingly without reason, Trump again and again hurts American businesses by attempting to revoke already granted student visas and threating the H1-B visa program for highly skilled immigrants.

    The deleterious impact of these policies on AI innovation should not be ignored. According to a recent study, immigrants have founded or cofounded 28 of the top 43 AI companies in the United States, and 70 percent of full-time graduate students in fields related to artificial intelligence are international students.

    So instead of focusing on policies that stand to derail American innovation, we should focus on upholding our treaties and respecting our allies. We should encourage our research institutions to engage with universities around the world. The breakneck speed of innovation has made it easier than ever to reach out to people around the world. Now is not a time for isolationism because history has shown us that true innovation thrives on openness. Afterall, groundbreaking inventions rarely emerge when knowledge is walled off.

  • MIL-OSI Security: Former Youth Pastor Sentenced for Coercion of a Minor and Possessing Child Pornography

    TULSA, Okla. – A former youth pastor was sentenced today for Attempted Coercion and Enticement of a Minor and Possession of Child Pornography, announced U.S. Attorney Clint Johnson.

    U.S. District Judge John F. Heil, III, sentenced Chaz Chinsethagid, 34, of Jenks, to serve 168 months imprisonment, followed by lifetime supervised release. Upon his release, Chinsethagid will also be required to register as a sex offender.

    According to court documents, from December 2023 through March 2024, Chinsethagid knowingly entered an online chat room. He engaged in several conversations and initiated a conversation with someone he believed to be 14 years old. Chinsethagid spoke with the 14-year-old about school and quickly turned the conversation sexual. He then attempted to entice the 14-year-old to participate in a video call or provide sexually explicit photos.

    Chinsethagid further admitted to possessing explicit videos and images of children, some under 12 years old, engaging in sexually explicit conduct. 

    Chinsethagid will remain in custody pending transfer to the U.S. Bureau of Prisons.

    The Homeland Security Investigations and the Texas Department of Public Safety Criminal Investigations Division investigated the case. Assistant U.S. Attorney Ashley Robert prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Prior sex offender from North Dakota who groomed a child online and sexually assaulted her after traveling to Wisconsin receives 30 years in federal prison

    Richard G. Frohling, Acting United States Attorney for the Eastern District of Wisconsin, announced that on May 15, 2025, Senior United States District Judge William C. Griesbach sentenced Kelly J. Rosemore (age: 43) to 30 years’ imprisonment, to be followed by life on supervised release, after Rosemore pled guilty to child enticement and committing a felony sex offense against a minor as a registered sex offender, in violation of Title 18, United States Code, Sections 2422 and 2260A.

    According to court records, in late 2023, Rosemore was living in North Dakota where he was required to register as a sex offender based on a prior felony sex offense against a minor from 2010. Before December 2023, Rosemore met a 14-year-old female from Wisconsin in an online platform. Unknown to the child’s family, Rosemore groomed her for months, including by sending her sexually explicit chats and photos. In March and April 2024, despite knowing the child was 14 years old, Rosemore twice traveled to the Green Bay area where he rented hotel rooms and sexually assaulted her, which included violent acts, restricting her breathing, restraining her wrists, and taking sexually explicit pictures of her while she was blindfolded.

    The child subsequently reported the sexual assaults to the Brown County Sheriff’s Office. Meanwhile, Rosemore had returned to North Dakota and sent the child a sexually explicit photo of her that she did not know he had taken, threatening to extort her. The Brown County Sheriff’s Office coordinated its investigation with the North Dakota Bureau of Criminal investigation, which arrested Rosemore and obtained incriminating evidence from his phone and vehicle.

    Rosemore was extradited to Wisconsin by the Brown County District Attorney’s Office, and he has remained in continuous custody as state and federal prosecutors worked collaboratively toward the outcome.

    At the sentencing hearing, Judge Griesbach emphasized that Rosemore was previously convicted and sentenced to prison for the same conduct, and that he had again targeted a child, whom he repeatedly and cruelly sexually assaulted. The judge said that Rosemore’s conduct called for a lengthy prison term to achieve just punishment, deterrence, and protecting the public.

    The investigation was spearheaded by the Brown County Sheriff’s Office Internet Crimes Against Children Task Force, with critical assistance from the North Dakota Bureau of Criminal Investigation. It was prosecuted by Assistant United States Attorney Timothy Funnell.

    Governor Josh Stein today announced an investment of $48 million in Completing Access to Broadband (CAB) program projects to connect 14,514 households and businesses in 22 counties to high-speed internet.

    “Connecting all North Carolinians, especially in our rural areas, opens doors of opportunity,” said Governor Josh Stein. “I am proud to continue to bring high-speed internet access to all corners of our state.”

    “With reliable high-speed internet, North Carolinians can access online services necessary for remote work, virtual education, and telehealth, ensuring they can fully participate in the modern digital world,” said NCDIT Secretary and State Chief Information Officer Teena Piccione. “By creating a more connected state, we are investing in the future prosperity and resiliency of our communities.”

    These projects will be funded by more than $33 million from the federal American Rescue Plan awarded by NCDIT and more than $14 million from selected broadband providers:

    • Alexander County: Connect Holding II, LLC (Brightspeed) This award will provide high-speed internet access to 125 homes and businesses (5.5% of the county’s 2,271 eligible locations after previous awards).
    • Bladen County: Star Telephone Membership Corp (Star Communications) This award will provide high-speed internet access to 88 homes and businesses (12.43% of the county’s 708 eligible locations).
    • Burke County: Foothills Broadband, LLC These awards will provide high-speed internet access to 113 homes and businesses (4.72% of the county’s 2,391 eligible locations after previous awards).
    • Chatham County: Connect Holding II, LLC (Brightspeed) This award will provide high-speed internet access to 1,006 homes and businesses (26.09% of the county’s 3,856 eligible locations).
    • Craven County: Connect Holding II, LLC (Brightspeed) This award will provide high-speed internet access to 1,790 homes and businesses (65.62% of the county’s 2,728 eligible locations).

    The CAB program’s procurement process creates a partnership between counties and NCDIT to identify areas that need access, solicit proposals from prequalified internet service providers, and quickly make awards. Awardees must agree to provide high-speed service that reliably meets or exceeds speeds of 100 Mbps download and 100 Mbps upload.

    Governor Stein is committed to closing the digital divide. Today’s awards add to the $596 million in Growing Rural Economies with Access to Technology (GREAT) grants and previous CAB projects that will connect more than 230,000 North Carolina households and businesses to high-speed internet.

  • MIL-OSI Security: Former New York City Police Officer Sentenced to 23 Years’ Imprisonment for Sexually Exploiting Minors Online

    Defendant Targeted Minors on Twitter and Convinced Them in Chats to Send Him Sexually Explicit Photos and Videos of Themselves

    Earlier today, at the federal courthouse in Central Islip, Carmine Simpson was sentenced by United States District Judge Gary R. Brown to 23 years in prison for sexually exploiting minors online.  On March 24, 2023, the defendant pleaded guilty to one count of sexually exploiting a minor.  The charges stem from Simpson’s extensive online conduct in 2020, while he was a New York City Police Department (NYPD) officer, which includes engaging numerous children in sexual conversations, enticing and manipulating them into sending him nude images and videos, routinely requesting them to engage in live chat sessions on FaceTime and Snapchat, directing them to physically harm themselves, and asking them to write degrading sexual phrases on their nude bodies.  Simpson resigned from the NYPD in 2022.

    Joseph Nocella, Jr., United States Attorney for the Eastern District of New York, and Christopher G. Raia, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the sentence.

    “The defendant’s repeated sexual solicitation and exploitation of minors is reprehensible,” stated United States Attorney Nocella.  “That he was a law enforcement officer at the time he committed these crimes makes his conduct even more horrific.  My Office will continue to work to protect vulnerable children from predators like the defendant.”

    “Carmine Simpson betrayed his badge by preying upon minors for twisted sexual gratification. Simpson repeatedly prowled online for minor victims before coercing them to provide sexually explicit and degrading content,” stated FBI Assistant Director in Charge Raia. “The FBI will never tolerate any individual who exploits children, especially those with sworn duties to protect them.”

    Simpson, then a police officer with the NYPD, targeted vulnerable children on Twitter for the purpose of having them create and send him sexually exploitative photos and videos of themselves.  Simpson had multiple Twitter profiles and pretended to be a 17-year-old boy to entice minors into engaging with him, even using a filter to alter his own appearance so that he looked younger.  Simpson then communicated with numerous minors, including some as young as 13-years-old.

    Law enforcement first learned about the defendant’s conduct in December 2020, after the mother of John Doe 2, a 13-year-old transgender male, filed a police report after finding chat communications with the defendant on her child’s computer.  In those messages, the defendant stated, “Do you take good nudes?” and “You take good nudes? Prove it.”  He gave instructions to write words on the victim’s body with a marker and commented: “How many words do you think we can add to your body?”  As part of that conversation, John Doe 2 sent the defendant at least two sexually explicit videos.

    SUMMARY…The airmass across the region continues to destabilize

  • MIL-OSI Security: Former Theology Professor Sentenced to 10 Years in Federal Prison for Possessing Pornographic Images of Children

    A former professor of theology and librarian at the Brite Divinity School at Texas Christian University was sentenced to ten years in federal prison for possession of child pornography, announced Acting United States Attorney for the Northern District of Texas Chad E. Meacham.

    Charles Kilby Bellinger, 63, was arrested in October 2024 by the Fort Worth Police Department after TCU’s IT staff reported they had detected pornographic images with concerning file names, including “infant” and “toddler,” on Bellinger’s work computer.  He was charged by federal complaint, which stated that investigators found multiple sexually explicit images of pre-pubescent minors on a hard drive and an SD card removed from Bellinger’s office.  

    In early January 2025, Bellinger pled guilty to federal charges of possessing child pornography.  Today, he was sentenced to 121 months in federal prison by U.S. District Judge Mark T. Pittman, who also ordered that Bellinger pay restitution of $6,000 to certain victims and that Bellinger be taken into custody immediately following the hearing.

    Acting U.S. Attorney Meacham praised the work of the law enforcement agencies that conducted the investigation, including the U.S. Secret Service, the Fort Worth Police Department’s Internet Crimes Against Children Unit, and the Texas Christian University Campus Police.  Assistant U.S. Attorney A. Saleem prosecuted the case.

    The case was brought as part of Project Safe Childhood, a nationwide initiative that was launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.  Led by U.S. Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.  For more information about Project Safe Childhood, please visit http://www.justice.gov/psc.  For more information about internet safety education, please visit http://www.justice.gov/psc and click on the tab “resources.”

  • MIL-OSI USA: Statement on the Upcoming Executive Compensation Roundtable

    When the Commission instituted tabular executive compensation disclosure in 1992,[1] then-Chairman Richard C. Breeden championed an easily comprehensible disclosure regime centered around a graphical presentation of total executive compensation with comparisons against compensation of executives in peer firms and against the issuer’s performance.[2]

    In the intervening years, disclosure requirements have been expanded to focus more and more on variations of components of compensation, rather than on total compensation.  While it is undisputed that these requirements, and the resulting disclosure, have become increasingly complex and lengthy, it is less clear if the increased complexity and length have provided investors with additional information that is material to their investment and voting decisions.

    It is important for the Commission to engage in retrospective reviews of its rules to ensure that they continue to be cost-effective and result in disclosure of material information without an overload of immaterial information. As part of this review of its executive compensation requirements, the SEC will host a roundtable with representatives from public companies and investors, as well as other experts in this field.

    Commission staff will provide further details about the roundtable’s agenda and speakers before the event. As the staff develops that agenda, I have asked them to consider the questions outlined below. I also welcome and encourage members of the public to provide their views on these questions, either in advance of or after the roundtable.

    Potential Questions for Consideration

    Executive compensation decisions: setting compensation and making investment and voting decisions

    1. What is the process by which companies develop their executive compensation packages? What drives the development and decisions of compensation packages? What roles do the company’s management, the company’s compensation committee (or board of directors), and external advisors play in this development?
    2. Current disclosure requirements seek to unpack these processes for investors. How can our rules be revised to better inform investors about the material aspects of how executive compensation decisions are made?
    3. What level of detail regarding executive compensation information is material to investors in making their investment and voting decisions? Is there any information currently required to be disclosed in response to Item 402 of Regulation S-K that is not material to investors or that could be streamlined to improve the disclosure for investors? How do companies’ engagement with investors drive compensation decisions and compensation disclosure?

    Executive compensation disclosure: past, present, and future

    1. The Commission substantially revised its executive compensation disclosure requirements in 2006 with requirements to provide, among other things, enhanced tabular disclosure of compensation amounts and a compensation discussion and analysis of the company’s compensation practices. The rules were intended to provide investors with a clearer and more complete picture of the compensation earned by a company’s executive officers. Have these disclosure requirements met these objectives? Do the required disclosures help investors to make informed investment and voting decisions? Given the complexity and length of these disclosures, are investors able to easily parse through the disclosure to identify the material information they need?  In what ways could disclosure rules be revised to return to a simpler presentation and focus?
    2. The Dodd-Frank Act added several executive compensation related requirements to the securities laws, including shareholder advisory voting on various aspects of executive compensation. What types of disclosure do investors find material in making these voting decisions? Are companies able to provide such disclosure in a cost-effective manner? Do the current rules strike the right balance between eliciting material information and the costs to provide such information?
    3. With the experience of almost 20 years of implementing the 2006 rule amendments, how can the Commission address challenges that either companies or investors have encountered with executive compensation rules and the resulting disclosures in a cost-effective and efficient manner while continuing to provide material compensation information for investors? For example, are there requirements that are difficult or costly to comply with and that do not elicit material information for investors? Are there ways that we can reduce the cost or otherwise streamline the compensation information required by the rules?

    Executive compensation hot topics: exploring the challenging issues

    1. The Commission recently adopted rules implementing the requirements of Dodd Frank related to pay-versus-performance and clawbacks. Now that companies have implemented the new rules, are there any lessons we can learn from their implementation? Can these rules be improved? If so, how? For example, which requirements of these rules are the most difficult to comply with and how could we reduce those burdens while continuing to provide investors with material information and satisfy these statutory mandates?
    2. Since adoption of the pay-versus performance rules, I have continued to hear concerns regarding the rule’s definition of “compensation actually paid” (CAP). What has been companies’ experience in calculating CAP and what has been investors’ experience in using the information to make investment and voting decisions?
    3. What has been companies’ experience in applying the two-part analysis articulated by the Commission in 2006 with respect to evaluating whether perquisites for executive officers must be disclosed? How do disclosure requirements resulting from the test, and whether a cost constitutes a perquisite, affect companies’ decisions on whether or not to provide a perquisite? For example, how has the application of the analysis affected evaluations relating to the costs of security for executive officers? Are there types of perquisites that have been particularly difficult to analyze? How do investors use information regarding perquisites in making investment and voting decisions?

  • MIL-OSI Russia: SPbGASU became a venue for a meeting of participants of the international patriotic expedition “Unconquered”

    SPbGASU became a stop on the route of the international patriotic expedition “Unconquered”. The expedition’s partner is the All-Russian student project “Your Move”, which is part of the presidential platform “Russia – the Land of Opportunities” and is implemented by the Federal Agency for Youth Affairs (Rosmolodezh) with the support of the Ministry of Science and Higher Education of the Russian Federation.

    Expedition of friendship and creation

    As explained by Pavel Doroshenko, a representative of the directorate of the all-Russian student project “Your Move”, the patriotic expedition “Unconquered” was launched in Russia as part of the Year of the Defender of the Fatherland in honor of the 80th anniversary of the Victory in the Great Patriotic War. The selection of participants took place through the platform of the project “Your Move”. More than 2.5 thousand applications were received, each was studied in detail, after which 60 participants were admitted to the expedition during a personal interview.

    “During the two-week expedition, students will travel more than five thousand kilometers, visit 14 cities in Russia and Belarus. Travel, communication, and the educational program are filled with meetings with interesting speakers and various events. The time spent together will allow students to become friends, learn about opportunities for self-development, outline plans for joint work and the creation of public projects,” Pavel Doroshenko specified.

    Vice-Rector for Youth Policy at SPbGASU Marina Malyutina reported that our university is pleased to join the project “Your Move” and the patriotic expedition “Unconquered”, as it considers them important in the comprehensive education of young people, their advancement in professional and social activities, and the formation of a civic position.

    “It is significant that the program began at our university, and this is not surprising, because the results of our graduates’ work are visible throughout Russia: starting from the 19th century, our engineers, architects, and builders created the cities where we live, which educate us, which we preserve and protect, and which we are proud of. It is important to emphasize that our university combines academic tradition with modern trends in Russian science, so it can be said about us that we preserve our traditions, our history, and create the future,” Marina Malyutina noted.

    Irina Peretokin, a second-year student at the construction faculty and a representative of the SPbGASU volunteer club, said that volunteers participate in various events at both the university and federal levels and not only complete assigned tasks, but also help organize events.

    “The Unconquered Project is a socially significant project aimed at developing patriotism. We consider it our duty to promote such events and participate in them, because they are necessary to strengthen the correct civic position and realize the potential of modern youth,” Irina explained.

    Great opportunities for young people

    Opening the plenary session, Marina Malyutina emphasized that the activities of our university are aimed at forming a full-fledged student personality, which has both professional and project competencies, as well as soft skills.

    “The ecosystem of youth policy of SPbGASU includes various initiatives at all levels: the world, the country, the university, the faculty, the student environment. The Center for Student Entrepreneurship and Career of our university closely cooperates with the industry, organizes joint events and competitions, develops entrepreneurial competencies and creates conditions for further employment of students and graduates. Through the platform “Russia – the Country of Opportunities”, students successfully participate in the international engineering championship CASE-IN. We support the project “Startup as a Diploma” and the TIM movement. The youth policy of SPbGASU takes into account the needs of the region: students participate in the improvement of small towns, designing spaces and objects for them. Thus, we create conditions in which students can try themselves in various directions and choose their own,” the vice-rector noted.

    Director of the St. Petersburg State Budgetary Institution “Youth Spaces “PROSTO”” Victoria Motorenko agreed that today students have huge opportunities, and now is the best time to try to find the right direction for themselves.

    “All industries offer enormous opportunities for self-realization of a specialist. There are many options for development in public life. “PROSTO” is the flagship project in the field of work with youth of the Government of St. Petersburg. We work in two directions. The infrastructure one involves a network of free modern and fully equipped youth spaces. Now there are seven of them, this year we plan to open 15 more and cover all districts of St. Petersburg. The spaces have areas from one hundred to one thousand square meters. Each has comfortable workplaces, high-speed Internet, all the necessary office equipment, so, for example, you can print, laminate, order a meeting room for free. In the intellectual direction, we focus on the development of youth entrepreneurship, competencies in the field of information technology, creative industries, fine arts, design. We are constantly expanding cooperation. Today we have already discussed common ground with SPbGASU,” said Victoria Motorenko.

    Find something you enjoy doing

    The founder of the YARUS design center, member of the Union of Architects of Russia Victoria Boginskaya called student time ideal for finding an occupation to your liking and, using her own example, told how, having professional competencies and a desire to develop, you can turn an idea into your own company.

    “Today, the state provides great opportunities not only for students, but also for young people. In 2018, I completed my Master’s degree at the University of Yaroslavl and realized that I didn’t want to just draw projects, but also build, including something useful for the city. I asked myself: what do I need to do for this? While searching for an answer, I saw grant competitions. I applied and won 100 thousand rubles to implement my idea. Cool! Thanks to the grants, I got the opportunity to implement my idea and subsequently expand the level and geography of implementation. With the grant, I also published a book on the methodology for designing improvements in the Arctic zone and, as I found out today, I consulted students of St. Petersburg State University of Architecture and Civil Engineering on this topic. This is how grants can introduce you to successful professional activity,” noted Victoria Boginskaya.

    Deputy Director of the Competence Center for Urban Environment Development and Smart City, graduate of SPbGASU Marina Grigorenko reminded that many students are worried about their professional future, their income, and industrial practices and internships help them avoid uncertainty, after which employment is possible. The organization builds such cooperation with students and graduates.

    “Our team is young, the architects are young professionals. We are engaged in a variety of activities, one of the important aspects of which is working with young people. There are 36 small towns in the Leningrad Region; unfortunately, there is a large outflow of young people to St. Petersburg. Among the reasons for this is the lack of leisure and places for recreation. Taking into account the comments, we not only improve parks, embankments, public spaces, but also support educational activities, within the framework of which we organize competitions and implement the best submitted projects. We have already held three architectural competitions, 350 people took part in them, seven were invited to the bureau as part of the expert council, 18 projects have been implemented. There are also competitions, the winners of which receive grants,” said Marina Grigorenko.

    The expedition participants’ further stay at SPbGASU was equally interesting. Senior lecturer of the Department of Architectural Environment Design Marina Khramova gave a lecture on the architecture of St. Petersburg.

    The master classes were conducted by Victoria Boginskaya and the artist, sculptor, and curator of the creation of art objects for public spaces, Alexandra Weld Queen.

    Alexandra Weld Queen has gained recognition as a professional, highly skilled welder and has elevated her work to the level of art. Her objects are unique: even a park bench turns into an amazing, but functional creation. “Working with metal, I convey to people certain meanings that help them live, develop, and feel stronger. A durable material, steel allows me to create works for urban spaces that serve people for many years,” she said.

    Leading Russian and Western scientists gathered at the anniversary XXV Yasin (April) International Scientific Conference. One of the guests at the special foresight session was Doctor of Philosophy Jose Luis Cordeiro, member of the World Academy of Art and Science, chairman of the Venezuelan node of the Millennium Project, former professor at MIPT and HSE, author of the book Death Must Die.

    — Dear Jose Luis, we are glad that you accepted our invitation to participate in the foresight session dedicated to the future of AI. This is not your first visit to HSE. How would you rate your experience of cooperation with our university?

    — I am always happy to return to HSE, which, by the way, many call the Russian Harvard, because I sincerely believe that it is one of the best universities in Russia, in Europe and in the world. All research and all academic work here is conducted at the highest level. And so I am inspired and happy to collaborate in any way possible.

    — Which areas of research and topics covered during the foresight session seem most relevant today?

    — I am interested in following the path from narrow AI to general AI and going even further, looking into the area of artificial superintelligence. Because this will be a level of AI that surpasses human in everything. I think this is inevitable and we need to be prepared for it.

    — Artificial intelligence causes both fear and excitement in society. What does this new technology generate more — threats or opportunities?

    — Every technology can be used for good and for bad, starting with one of the first human technologies, fire, which was probably developed by humans about half a million years ago. Obviously, it could be used for many good things, like cooking, heating, and so on. But it could also be used to kill, destroy, and burn cities. Same with nuclear energy. It can be used to make electricity or to make nuclear weapons. So all technologies can be used for good or for bad. But again, in general, technologies are used for good purposes. They are developed by people for people in cooperation with other people. So I am actually very inspired by the incredible capabilities of artificial intelligence.

    Maybe I’m not so afraid of AI because I’m more worried about human stupidity. Human stupidity is really my main concern! And so if we can become smarter with AI, I’ll be very happy about it.

    — Each person draws a certain image of the future, preferable, possible or undesirable, clear or vague, a certain picture where he places himself. What place does artificial intelligence occupy in your image of the future?

    — AI will be everywhere, it will assist us in everything constantly and continuously. It will be as natural as mobile phones are now, or earlier — the Internet, and even earlier — just ordinary landline phones.

    So AI will be everywhere. It is a general purpose technology, like electricity, which is everywhere today.

    — What, in your opinion, are the most important challenges facing humanity today? Have they changed much in recent years?

    — Look, there are different challenges in different historical periods. This is reasonable. Once, you know, fire was a big challenge. And a few thousand years later, nuclear weapons became a challenge. For a long time after World War II, humanity lived in fear of the constant threat of nuclear destruction. Until biochemical weapons were added to it. And now there are two challenges. But today, it seems to me, in terms of the greatest threat, environmental challenges are in the foreground. I believe that they are the main modern problem for humanity.

    But AI, like all technology, is actually more of a help than a problem. So I’m very optimistic about AI and I’m looking forward to AI finally helping us solve previous problems and challenges before it becomes a problem itself.

    — During the foresight session, some speakers criticized foresight, claiming that it is experiencing a decline in public interest because it is too old-fashioned. Do you agree with this statement?

    — I think that foresight and future studies in general, on the contrary, are becoming more and more relevant, because the world is changing faster and faster. When things, ways of life and technologies had not changed for centuries, when everything happened very slowly, then foresight was not so important. But now, when everything happens almost instantly, we need more, not less foresight.

    So no, I don’t think it’s old-fashioned. In fact, I think foresight is coming into fashion and it should become even more common in the future. Well, look, it’s like saying that mathematics is old-fashioned or physics is outdated. Well, they’re not, they’re not old-fashioned. We need mathematics, we need physics, and we need foresight. And I repeat: we need it more than ever.

    — You were one of the founders of the Millennium Project, which unites futurologists from all over the world. HSE Foresight Center is also active in futures research. In what areas do you see the greatest synergy from collaboration?

    — In many. If you remember, I already mentioned that HSE, ISSEK, Institute for Statistical Research and Economics of Knowledge. — Ed.) and the Foresight Center are at the forefront of modern scientific forecasting. They have achieved incredible success in the field of technological and scientific foresight. I like their forecasting tool for processing big data (iFORA. — Ed.). By the way, iFORA is something we could collaborate on, we could help promote it on the market, already at the international level. iFORA is just one example.

    Now, as part of the Millennium Project, we are working on developing State of the Future Indexes. We are creating indices of the future states of companies, cities, countries, industrial sectors and the world as a whole. So, since HSE is very strong in statistics, we could collaborate on state of the future indices. Choose a direction and create an index.

    Or a third example: we are assembling a navigator for Futures Research Methodologies. And a Foresight Center that develops such methodologies and has most of the foresight methods in its arsenal would be indispensable in our work.

    And finally, we conduct international Delphi surveys annually, now online surveys. And of course, we want to involve Russian scientists in our expert circle. Russia is one of those countries in the world where a lot of expertise has been collected in various technological areas, and we will be very happy to include it in our Delphi surveys.

    So, a lot, a lot of things. The future is open, and foresight and future research are the future.

    — Could you tell us about your current research interests?

    — Right now I am mainly interested in three areas. The first is space. Space is an important part of the history and future of humanity. And in the next decade we will have space colonies on the Moon and Mars. Life on other planets will radically change the attitude and view of our own tiny planet Earth. So space is very important. And of course, Russia, remaining one of the leading countries in space research, will participate in this space expansion.

    The second area that interests me is artificial intelligence and the transition to superintelligence. As soon as we create a new machine-human civilization, the world around us will change radically. For this, we will need a lot of intelligence, both natural and artificial. I really want to look into the future, in which superintelligence operates.

    And the third area of my interest is biotechnology, health and longevity. Now with new medical technologies we have the ability to increase the life expectancy of people, and soon we will be able to rejuvenate people. It seems incredible, but the Nobel Prize in Medicine in 2012 was awarded to Shinyo Yamanaka, who discovered a way to reprogram cells to change their biological age. After that, other scientists began to do this at the organ level, in 12 years we moved from cells to organs. And now many people are working on the transition from organs to whole organisms, to animals. Of course, they usually start with simpler and smaller animals, and then move on to more complex and larger ones, so that eventually we can try it on people. I believe that in the next 20 years we will stop aging. We will take control of the aging process and begin to rejuvenate people. This was the first dream of mankind – immortality. And now we are very close to making it come true thanks to biotechnology. And so I’m very excited about this. So, three areas: space, artificial intelligence and longevity.

    Police Commissioner Richard Chambers has initiated a review to ensure Police has sufficiently strong controls to prevent or detect the misuse of Police technology and equipment for non-work-related purposes.

    The review was ordered on Monday May 12 and will be done independently and within as quick a timeframe as possible.

    “I want to ensure robust mechanisms are in place to safeguard police systems from inappropriate use and to detect instances of inappropriate use,” Commissioner Chambers said.

    “I expect to receive a report outlining opportunities to enhance the security of police systems and defend against attempts to access inappropriate content.”

    Currently the use of Police devices, including laptops and cell phones, and access to Police-held information is governed by strict Police Instructions.

    Police conduct checks on individual devices if and when concerns are raised.

    Personal use of Police technology is limited and users must agree to abide by Police values and standards of behaviour when using their devices.

    Generally, Police devices are blocked from accessing categories of websites and services that are illegal or banned or those that could adversely affect Police ICT systems.

    Other websites which are categorised as potentially hosting unwanted or offensive material require the user to agree the interaction is necessary and in line with the Police code of conduct.

    There are some exemptions for police staff whose work requires access to content that is blocked on most Police devices, such as for investigative purposes.

    All web interactions from the police network are logged and pass through a web filter.

  • MIL-OSI China: Humanoid robots poised to transform China’s factory floor

    Inside Zeekr’s humming, 5G-enabled electric car factory in the eastern Chinese city of Ningbo, a new type of worker began its apprenticeship.

    One robot meticulously sorted components from a shelf, its fingers deftly peeling and applying labels. Nearby, two others coordinated to lift a box from a cart, placing it precisely onto a rack. When one’s battery depleted, another autonomously approached to initiate charging.

    With a height of an average Chinese man, these UBTECH’s Walker S1 humanoid robots offer a glimpse into the future of China’s manufacturing sector — a new wave of automation promising to boost productivity while replenishing the shrinking pool of human workers.

    Over the past few months, Chinese startup teams have been making waves on the global stage with robots that can perform impressive stunts such as dance routines, backflips and Tai Chi.

    Beyond the spotlight, however, some leading robotics firms have been focused on deploying them in factories for more practical jobs. They are joining the global race, led by Tesla Optimus, to integrate humanoid robots into manufacturing.

    Shanghai Kepler Robot Co., Ltd. recently released a video of its K2 humanoid robot working at a logistics plant. The robot skillfully navigated the factory floor, handling boxes, transporting goods and operating machinery.

    K2 is specifically designed to handle factory work. It has dual arms that can carry 30 kilograms, boasting an impressive eight-hour work cycle on a one-hour charge, said Hu Debo, CEO of Kepler, adding that the base price for its mass-produced version is only 30,000 U.S. dollars.

    “If a robot can perform a job as a human does and its cost is around 300,000 to 400,000 yuan (approximately 41,000 to 55,200 U.S. dollars), then it would be cost-effective enough to be deployed,” said Xu Jun, head of the innovation technology department at Geely, Zeekr’s parent company.

    Humanoid robots initially found their application in China’s automotive manufacturing sector, driven by the industry’s high level of digitalization.

    “Automotive manufacturing is one of the most technologically advanced, intelligent, standardized, and data-driven fields in manufacturing, making it an ideal environment for humanoid robots,” said Xu.

    The robot density has hit 470 units per 10,000 workers in China’s manufacturing industry. Over the coming years, the sector is expected to send more intelligent robots to the shop floor.

    UBTECH founder Zhou Jian announced that the firm’s goal for this year is to manufacture approximately 1,000 humanoid robots, which are set to be deployed in real-world applications to collect more data.

    “Application in the manufacturing sector is our priority,” Zhou said.

    NOT ABOUT REPLACEMENT

    China’s push for humanoids stems from their potential to bridge the gap left by traditional industrial robots. While industrial robots excel in speed and load-bearing capacity with their pre-programmed, set-path motions, humanoids powered by AI-augmented learning boast greater adaptability.

    “Moreover, the large size of industrial robots prevent them from accessing confined spaces like vehicle cabins,” explained Xu, adding that humanoids are not intended as replacements of earlier iterations of industrial robots.

    Additionally, the “machine-for-human” transition in China’s coastal manufacturing plants has proven to be less alarming than initially feared.

    “What’s really happening in our industry isn’t that there are many people lining up to work in factories,” said Xu. “The real problem is a labor shortage, especially when production scales up. We simply can’t find enough workers.”

    “Widespread use of humanoid robots could replace humans in hazardous, repetitive, and dull jobs, potentially solving future labor shortages,” said Xiong Rong, director of a humanoid robotics innovation center in Zhejiang.

    K2 can achieve the same level of output as 1.2 to 2 people in simple and repetitive factory tasks. “Given the labor costs in the Yangtze River Delta, manufacturers can recoup their investment in this robot in just 1.5 to 1.8 years,” said Hu.

    However, humanoid robots still lag in efficiency for complex tasks.

    “Their overall efficiency is about 70 percent of skilled workers’ and they cannot perform complex tasks like precision screw-tightening done by senior technicians,” said Leng Xiaokun, founder of Leju Robot. The Shenzhen-based firm has trained its robots in several automotive plants to perform box-handling and parts-sorting tasks.

    A Shanghai startup has sent its robots to a “technical school”. In AgiBot’s 4,000-square-meter space, scenes like restaurants, bubble tea shops, and homes are set up.

    Over a hundred data collectors, wearing VR glasses and holding controllers, are teaching robots daily chores like folding clothes, clearing dishes, cleaning tables and cashiering in supermarkets. Each action is repeated hundreds of times by the robots.

    “Robots have to interact with tangible objects in a 3D world, as such data can’t be obtained from the Internet,” said Peng Zhihui, AgiBot’s co-founder.

    Meanwhile, the Beijing-based robotic firm Galbot is exploring an alternative training method: using synthetic simulation data to train robots. The startup has amassed tens of millions of scene data and billions of action data, according to its founder Wang He.

    WHY IN CHINA?

    China is positioning itself as a powerhouse not just in developing these robots but also in creating an ecosystem for their deployment.

    It came as the country has been driving manufacturing digitalization and intelligent transformation, aiming to leverage these technological upgrades to sustain economic growth.

    This year’s government work report proposed advancing the “AI Plus” initiative to integrate cutting-edge digital technologies with the nation’s strong manufacturing base and vast market advantages. It has also planned to develop future industries like embodied intelligence and other next-gen technologies.

    At an industrial park in the southern tech hub of Shenzhen, the tightly-knit robotics ecosystem enables seamless collaboration. PaXini Tech supplies tactile sensors to nearby UBTECH, while DexForce streams simulation data directly to AI2Robotics for real-time AI training.

    A recent Morgan Stanley report, “Humanoid Robot 100: Mapping the Humanoid Robot Value Chain,” has highlighted that Asian companies constitute 73 percent of the top 100 listed firms in this sector, with Chinese firms alone accounting for 56 percent.

    China’s startups are “benefiting from established supply chains, local adoption opportunities and strong degrees of national government support,” according to the report.

    Now, cities like Beijing, Shanghai and Shenzhen have established substantial industry funds. In the first quarter of this year, over 50 embodied intelligence firms secured over 6 billion yuan in funding, according to data of IT Juzi, an emerging technology data provider.

    A key feature of China’s electric vehicle industry is that it has integrated the consumer electronics supply chain, said Li Zexiang, founder of the XBot Park in southern city of Dongguan. “The embodied intelligence industry, exemplified by humanoid robots, is now following suit.”

    “China has the potential to replicate the disruptive impact from the EV industry in the humanoid space,” Reyk Knuhtsen, analyst at SemiAnalysis, told CNBC.

    “The influx of humanoid robots into factories will not only boost productivity but also create new industries, giving rise to new industrial chains and job opportunities,” said Xu.

  • MIL-OSI Security: Final Defendant in Sexual Assault of a 14-Year-Old Girl Sentenced to Prison

    SALT LAKE CITY, Utah – Nasouh Albasis-Albasis, 27, of West Valley, Utah, was sentenced to 110 months’ imprisonment and a life term of supervised release after he and one of his co-defendants sexually assaulted a 14-year-old victim in the back of a vehicle, which was recorded and shared on social media in 2017.

    The sentence, imposed by Senior U.S. District Court Judge Tena Campbell, comes after Albasis-Albasis pleaded guilty on January 23, 2025, to charges involving child sexual abuse material. His co-defendants, Dodjim Leclaire, 32, of Murray, Utah, and his brother Richard Djasserambaye, 29, of Central Republic of Africa, living in Murray, Utah, at the time of the assault, were also sentenced. Leclaire was sentenced to 208 months’ imprisonment and Djasserambaye was sentenced to 181 months’ imprisonment. Both defendants were sentenced to a life term of supervised release.

    According to court documents and statements made at Albasis-Albasis’ change of plea and sentencing hearings, on September 9, 2017, Albasis-Albasis and his co-defendants Djasserambaye, and Leclaire used the 14-year-old victim to produce sexually explicit images. Specifically, Albasis-Albasis and Leclaire sexually assaulted the severely intoxicated and physically incapacitated minor while Djasserambaye video recorded the violent assaults. Djasserambaye then posted the video on social media. Albasis-Albasis further admitted he had video of the assaults of the victim on his cell phone.

    The case was investigated jointly by the FBI Salt Lake City Field Office, West Jordan City Police Department, Salt Lake City Police Department, Sandy City Police Department and Syracuse City Police Department.

    The U.S. Attorney’s Office for the District of Utah prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.     North-Central/Northeast North Carolina
    Central and Eastern Virginia
    Far Eastern West Virginia
    Coastal Waters

    * Effective this Thursday afternoon from 505 PM until Midnight
    EDT.

    * Primary threats include…
    Scattered large hail and isolated very large hail events to 2
    inches in diameter possible
    Scattered damaging wind gusts to 70 mph possible

    SUMMARY…Thunderstorm coverage is expected to increase over the
    next few hours. Environmental conditions across the region favor a
    cellular mode, including the potential for supercells capable of
    large to very large hail. Some damaging gusts are possible as well.

    The severe thunderstorm watch area is approximately along and 90
    statute miles east and west of a line from 55 miles north of
    Lynchburg VA to 40 miles south southwest of Roanoke Rapids NC. For a
