  • MIL-OSI NGOs: Russia: Activist Daria Kozyreva conviction for poetic anti-war protest exposes continued repression

    Reacting to the conviction of 19-year-old anti-war activist Daria Kozyreva for “repeated discreditation of the Russian armed forces,” Natalia Zviagina, Amnesty International’s Russia Director, said:

    “Today’s verdict is another chilling reminder of how far the Russian authorities will go to silence peaceful opposition to their war in Ukraine.”

    “Daria Kozyreva is being punished for quoting a classic of 19th-century Ukrainian poetry, for speaking out against an unjust war and for refusing to stay silent. We demand the immediate and unconditional release of Daria Kozyreva and everyone imprisoned under ‘war censorship laws’.”

    Background

    On 18 April, the Petrogradsky District Court of St. Petersburg sentenced Daria Kozyreva, a former medical student, to two years and eight months in a penal colony under the draconian law on “discreditation of the armed forces” (Article 280.3 of the Criminal Code). She was convicted for peaceful acts of dissent: posting a blog entry criticizing Russia’s war in Ukraine; giving an interview to a RFE/RL media project; and affixing a quote from the poem “Testament” by renowned Ukrainian poet Taras Shevchenko to his monument in St. Petersburg. The quote read: “Oh bury me, then rise ye up / And break your heavy chains / And water with the tyrants’ blood / The freedom you have gained”.

    Daria Kozyreva spent nearly a year in pre-trial detention and was subjected to forced psychiatric evaluation. On 7 February 2025, she was released from pre-trial detention, as she had been held for the maximum time allowed. Her freedom remained restricted: she was under curfew and prohibited from using her phone or the Internet and from talking to the media.

    A low-amplitude southwesterly flow regime will prevail for much of
    the Day 4-8 period across portions of the central and eastern U.S.,
    with a mean upper trough persisting across the western states.
    Persistent south/southeasterly low-level flow across the Gulf and
    southern Plains will result in northward transport of rich
    boundary-layer moisture across the southern and parts of the central
    Plains through at least Day 6/Fri. Forecast guidance suggests weak
    shortwave impulses may float through modest southwesterly flow Days
    4-5/Wed-Thu, perhaps providing some support for isolated to
    scattered thunderstorm potential across the warm sector over
    TX/OK/KS. Given a moist and unstable airmass, at least some severe
    potential will exist. However, where exactly severe potential may
    develop Day 4-5/Wed-Thu is uncertain given a lack of stronger
    large-scale ascent and absence of any substantial surface
    cyclogenesis, coupled with modest deep-layer flow. This precludes 15
    percent probabilities at this time, though outlook areas could
    become necessary in later outlooks as smaller-scale features become
    better resolved.

    A period of weak upper ridging may spread across the Plains and the
    eastern U.S. on Days 6-7/Fri-Sat ahead of a more substantial upper
    trough developing over the western U.S. This may limit severe
    potential late in the week before the western upper trough ejects
    east toward the end of the forecast period.

  • MIL-OSI Russia: The government ensures the implementation of a strategic project in Chukotka

    The active construction stage of the Baimsky Mining and Processing Plant (Baimsky GOK) has started in the Chukotka Autonomous Okrug. This is the first mining and processing plant in Russia to use unmanned technologies and the Internet of Things in copper ore mining. Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko and Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev got acquainted with the progress of construction of the Baimsky GOK during a working visit to industrial development sites in the Far East.

    The plant is being built on the territory of the Baimskaya ore zone, which has not been developed for decades due to difficult climatic conditions, lack of infrastructure and technology. Financial support for the project is provided by the state corporation VEB.RF and a syndicate of commercial banks within the framework of the Project Financing Factory. The total investment volume will exceed 1.1 trillion rubles.

    “The Baimsky Mining and Processing Plant is a complex and extremely capital-intensive project. Its implementation is complicated by objective factors: a complete lack of infrastructure, a polar climate and significant distance from industrial centers. In this regard, the systemic participation of the state is becoming a mandatory condition for the implementation of the project. VEB.RF plays a key role in its financing. This is an example of how business and the state jointly solve strategic problems and achieve results even where it previously seemed impossible,” said Dmitry Grigorenko.

    Advanced technologies are used in the construction of the Baimsky GOK. In particular, unmanned quarry dump trucks and drilling machines will operate under the control of an intelligent system. The system analyzes the workspace in real time, transmits data to the central control center, where special artificial intelligence algorithms optimize production processes and equipment routes. For the first time in the copper industry, direct flotation technology will be used, which allows for more efficient processing of ore, reducing waste and resource consumption. This approach ensures high efficiency, industrial safety and environmental friendliness.

    Dmitry Grigorenko emphasized that the Baimsky project is not limited to the construction of a separate facility, but envisages the creation from scratch of all the necessary infrastructure for the operation of the plant – from highways, a port and an energy complex to a residential area.

    The construction of key internal infrastructure facilities has been completed: a runway, a fuel storage facility, a 110 kV power transmission line with a substation, internal roads, the first stage of a shift camp for 1.2 thousand people, and a transport center in Bilibin. The construction of external infrastructure facilities continues: the Chaun port, as well as a road and power transmission line more than 400 km long to the field.

    “Baimsky GOK is a unique project in terms of scale and effects. It is the largest project implemented with the participation of VEB.RF and commercial banks within the framework of the Project Finance Factory. State support mechanisms, as well as the competencies of VEB.RF and partner banks, made it possible to increase the availability of credit resources, extend the loan terms and distribute risks among the project participants,” said Igor Shuvalov, Chairman of VEB.RF.

    Industrial operation of the Baimsky Mining and Processing Plant will begin in 2029. The design capacity of the plant is about 70 million tons of copper ore per year.

    The development of the Baimskaya ore zone was launched in 2018 at the Eastern Economic Forum by Russian President Vladimir Putin. In 2021, the Government approved a roadmap for the project, providing comprehensive support at the federal level.

    The project is included in the Strategy for the Socioeconomic Development of the Far East and the Baikal Region until 2025 and the Strategy for the Socioeconomic Development of the Chukotka Autonomous Okrug until 2030.

    Support at the regional level includes tax breaks and simplified administrative procedures within the framework of the preferential regime of the Chukotka priority development area.

    “We have moved from the design stage to active construction. The investment volume will exceed 1.1 trillion rubles, of which more than 260 billion have already been spent. It is important for us that the federal institutions and authorities providing support see the high pace of our work in the harsh conditions of the Far North. The support of VEB.RF, in particular, is not just financing, but trust in our strategy, the professionalism of the team and the long-term potential of the project,” emphasized Georgy Fotin, General Director of Baimskaya Management Company LLC.

    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a meeting in Anadyr on the socio-economic development of the Chukotka Autonomous Okrug.

    “According to the results of 2024, Chukotka showed positive dynamics in a number of indicators. Industrial production and investment in fixed capital increased by 9%, mining by 3%. Consolidated budget revenues increased by 6% and in 2024 amounted to 62.8 billion rubles, own revenues increased by 29%,” Yuri Trutnev opened the meeting.

    The Governor of the Chukotka Autonomous Okrug Vladislav Kuznetsov reported on the key results and development plans for the Chukotka Autonomous Okrug until 2030. According to the results of 2024, the growth of the Chukotka economy was 13.8%, primarily due to the implementation of large mining projects. At the same time, in addition to the large-scale project for the development of the Baimskaya ore zone, large gold and silver deposits of Kekura and Klyon, and the Beringovsky coal basin deposit are also being developed in the region. Thanks to such projects, highly qualified personnel arrive in the region and a reserve is being created for the training and professional growth of local personnel. Preparations are also underway for mining at three large deposits: Baimskoye, Pyrkakayskiye stockworks and Sovin.

    Chukotka Autonomous Okrug is the only region in Russia where three preferential regimes are in effect simultaneously: the Chukotka Advanced Development Area, the Vladivostok Free Port, and the Arctic Zone of the Russian Federation. Their residents include 97 investors with projects worth 890 billion rubles. Investors in preferential regimes have already invested 390 billion rubles, and 53 projects have been commissioned. More than 5,000 new jobs have been created. In terms of actual investments in projects with state support in 2024, the Okrug ranks fourth among the subjects of the Far Eastern Federal District.

    “There are three preferential regimes in the region. Thanks to this, a special investment climate is created. Residents are coming to the region. These are large companies engaged in the mining sector, but not only. We plan to develop agriculture and greenhouse farming, to diversify the economy as much as possible,” said Vladislav Kuznetsov.

    The strategic objective until 2030 is to move away from the region’s single-industry specialization. In particular, it is planned to develop logistics and tourism. For example, last year a project was developed to create a hotel chain with 280 rooms in five locations (Ugolnye Kopi, Egvekinot, Provideniya, Anadyr, Bilibino, Pevek and Lavrentiya). This year it is planned to identify land plots in Anadyr, Egvekinot and Bilibino, and attract investors for the construction of hotels.

    “Chukotka is a territory with difficult living conditions. Our task is to provide an appropriate level of social infrastructure for all residents of the region,” Vladislav Kuznetsov emphasized.

    New energy facilities affect the quality of life of people. In Bilibin, the construction of a federal energy center has been completed. The energy center in Bilibin will replace the heat capacity of the Bilibino NPP and act as an emergency source of electricity. The construction of new networks in Pevek has been completed, which has increased the intensity of heat, improved the quality of water, and the ecological situation in the city.

    Attention is paid to food security. Three new poultry farms have been launched – in Bilibin, Provideniya, Beringovsky, the region’s self-sufficiency in chicken eggs has increased to 80%. By 2030, it is planned to increase the region’s self-sufficiency in greenhouse vegetables to 100% by introducing four new greenhouses in Anadyr, one greenhouse in Pevek and Egvekinot, and modernizing the Rosinka enterprise in Bilibin. It is planned to modernize existing food processing plants and build ten workshops for deep processing of marine mammal products.

    Base LTE stations installed as part of eliminating digital inequality provided access to mobile Internet for another 2 thousand people. By 2030, high-speed Internet will appear in Pevek, Bilibin, 70% of remote villages will be provided with high-speed satellite.

    District hospitals have opened in the villages of Omolon and Rytkuchi, another 1,000 people have gained access to modern medical infrastructure, and a long-awaited new school for 100 students has been opened in the village of Ostrovnoye, with 40 children already studying there.

    Construction companies receive support. Over 6,000 square meters of housing were built in Chukotka in 2024. Residents of dilapidated buildings receive housing first. By 2030, it is planned to build 45,000 square meters, including 326 rental apartments under the DOM.RF program by 2027.

    The implementation of the Anadyr master plan was discussed separately, within the framework of which four infrastructure development activities have already been completed: the construction of an apartment building on Mandrikova Street, 20 (2023), major repairs of courtyard areas within the boundaries of blocks No. 8 and No. 10 in Anadyr (2024), and improvement of the city square (2024).

    The “Far Eastern Hectare” and “Far Eastern Mortgage” mechanisms continue to operate in the region; during the programs’ operation, 323 loan agreements have been concluded, and more than 1.2 thousand people have received plots of land.

    “We discussed how Chukotka lives and develops. We focused on the general figures for economic development. They are not bad in Chukotka. We separately discussed the implementation of large investment projects, including the construction of the Baimsky Mining and Processing Plant. An entire team of the Government of the Russian Federation should gather in Chukotka to look at the project for developing the Baimsky deposit, which is of flagship importance for the development of the region. The development of the deposit will make it possible to make a breakthrough in the development of Chukotka. It will double the regional budget. I really hope that the project will take place. We will create conditions for the economic potential in Chukotka to increase sharply, budget revenues to increase, and all this will benefit the people,” Yuri Trutnev summed up the meeting.

    On the same day, the Deputy Prime Minister inspected the gas-engine thermal power plant (GM TPP), during which he instructed that the project for the modernization of the Zapadno-Ozernoye gas field be finalized, and visited the Anadyr industrial park, located in the production zone within the boundaries of the Chukotka advanced development area.

    Yuri Trutnev also congratulated the winners of the VII annual public and business award “Star of the Far East” who are implementing projects in Chukotka: volunteers of the all-Russian movement “TeploZOV-87. Chukotka” for the project to manufacture camouflage nets and suits for the Russian military and OOO GDK “Baimskaya” for the project to develop the Baimskaya copper-porphyry area.

    President Lai meets New Zealand delegation from All-Party Parliamentary Group on Taiwan  
    On the morning of April 17, President Lai Ching-te met with a delegation from New Zealand’s All-Party Parliamentary Group on Taiwan. In remarks, President Lai thanked the government of New Zealand for reiterating the importance of peace and stability across the Taiwan Strait on multiple occasions since last year. He also stated that this year, the Taiwan-New Zealand economic cooperation agreement (ANZTEC) is being implemented in its complete form. The president expressed hope that deeper collaboration in such fields as smart agriculture, food manufacturing, biomedicine, the digital economy, and clean energy, as well as exchanges among our indigenous peoples, will allow our economies and industries to continue evolving as they adapt to the challenges arising from global changes. A translation of President Lai’s remarks follows: I extend a warm welcome to all of our guests. New Zealand’s All-Party Parliamentary Group on Taiwan was established in 2023, marking a significant milestone in the deepening of Taiwan-New Zealand relations. I would like to thank Members of Parliament Stuart Smith and Tangi Utikere for leading this delegation, and thank all our guests for demonstrating support for Taiwan through action. We currently face a rapidly changing international landscape. Authoritarian regimes continue to converge and expand. Democracies must actively cooperate and jointly safeguard peace, stability, and the prosperous development of the Indo-Pacific region. Since last year, the government of New Zealand has on multiple occasions reiterated the importance of peace and stability across the Taiwan Strait. On behalf of the people of Taiwan, I would like to express our sincere gratitude for these statements and demonstrations of support. This year, ANZTEC is being implemented in its complete form. We look forward to exploring even more diverse markets with New Zealand. MP Smith then delivered remarks, saying that it is a great pleasure and an honor to be received by President Lai. The MP, noting that President Lai already covered many of the points he planned to make, went on to say that New Zealand and Taiwan share many values. He indicated that both are trading nations that rely on easy access for imports and exports, and that is why freedom of navigation is so important. That is why New Zealand had a naval vessel sail through the Taiwan Strait, he said, to underline the importance of freedom of navigation and our mutual security. MP Smith said that they look forward to building stronger relationships and enhancing the trade between our two nations. He added that New Zealand has much to offer in the field of geothermal energy to assist Taiwan, and mentioned that New Zealand is third largest in terms of the number of rocket launchers for satellites, which could assist Taiwan with communications in the future. New Zealand has other products as well, he said, but looks for assistance from Taiwan’s technology and technological sector. Lastly, MP Smith stated that he looks forward to a long and prosperous relationship between Taiwan and New Zealand. MP Utikere then delivered remarks, indicating that like Taiwan, New Zealand is a nation that is surrounded by ocean, which means that they rely on strong partnerships with communities of interest all around the globe. He said that the all-party parliamentary friendship group that was established and that they are a part of goes a long way in ensuring that a secure relationship between our two parliaments can continue to prosper. The MP also thanked Taiwan’s Representative to New Zealand Joanne Ou (歐江安) and her team for their work, which has ensured the success of the delegation’s visit. He said that the delegation experienced meetings with ministers in Taiwan’s government, members of the legislature, and those from the non-government organization sector as well. He also said that they enjoyed the opportunity to visit Wulai, and that the strength of the connections between the indigenous peoples of Taiwan and the indigenous peoples of Aotearoa New Zealand is something that certainly landed with members of the delegation. MP Utikere noted that he will take up President Lai’s offer on experiencing more of Taiwan, and will spend a few extra days in Tainan, which he understands has a very special place in the president’s heart, adding that he looks forward to his time and experiences there. The MP concluded his remarks by saying that this will be a relationship that continues to go from strength to strength. After their remarks, the New Zealand delegation sang the Māori song “Tutira Mai Nga Iwi” to extend best wishes to Taiwan. In remarks, President Lai thanked Tuvalu for its staunch and long-term backing of Taiwan’s international participation. The president said he looks forward to our nations deepening bilateral ties in such areas as agriculture, medicine, education, and information and communications technology and working together toward greater peace, prosperity, and development in the Pacific region. A translation of President Lai’s remarks follows: I extend a very warm welcome to Deputy Prime Minister Nelesone and Madame Corinna Ituaso Laafai as they lead this delegation to Taiwan. Our distinguished guests are the first delegation from Tuvalu that I have received at the Presidential Office this year.     President Lai pens Bloomberg News article on Taiwan’s response to US reciprocal tariffs
    On April 10, an article penned by President Lai Ching-te entitled “Taiwan Has a Roadmap for Deeper US Trade Ties” was published by Bloomberg News, explaining to a global audience Taiwan’s strategy on trade with the United States, as well as how Taiwan will engage in dialogue with the aim of removing bilateral trade barriers, increasing investment between Taiwan and the US, and reducing tariffs to zero. The following is the full text of President Lai’s article: Last month, the first of Taiwan’s 66 new F-16Vs rolled off the assembly line in Greenville, South Carolina. Signed during President Donald Trump’s first term, the $8 billion deal stands as a testament to American ingenuity and leadership in advanced manufacturing. Beyond its economic impact – creating thousands of well-paying jobs across the US – it strengthens the foundations of peace and stability in the Indo-Pacific.  This deal is emblematic of the close interests shared between Taiwan and the US. Our bond is forged by an unwavering belief in freedom and liberty. For decades, our two countries have stood shoulder-to-shoulder in deterring communist expansionism. Even as Beijing intensifies its air force and naval exercises in our vicinity, we remain resolute. Taiwan will always be a bastion of democracy and peace in the region. This partnership extends well beyond the security realm. Though home to just 23 million people, Taiwan has in recent years become a significant investor in America. TSMC recently announced it will raise its total investment in the US to $165 billion – an initiative that will create 40,000 construction jobs and tens of thousands more in advanced chip manufacturing and R&D. This investment will bolster the emergence of a new high-tech cluster in Arizona. Taiwan is committed to strengthening bilateral cooperation in manufacturing and innovation. As a trade-dependent economy, our long-term success is built on trade relationships that are fair, reciprocal and mutually beneficial. Encouraging Taiwanese businesses to expand their global footprint, particularly in the US, is a vital part of this strategy. Deepening commercial ties between Taiwanese and American firms is another. These core principles will guide our response to President Trump’s reciprocal tariffs. First, we will seek to restart trade negotiations with a common objective of reducing all tariffs between Taiwan and the US. While Taiwan already maintains low tariffs, with an average nominal rate of 6%, we are willing to further cut this rate to zero on the basis of reciprocity with the US. By removing the last vestiges to free and fair trade, we seek to encourage greater trade and investment flows between our two countries. Second, Taiwan will rapidly expand procurement of American goods. Over the past five years, rising demand for semiconductors and AI-related components has increased our trade surplus. In response to these market trends, Taiwan will seek to narrow the trade imbalance through the procurement of energy, agriculture and other industrial goods from the US. These efforts will create thousands of new jobs across multiple sectors.  We’ll also pursue additional arms procurements that are vital to our self-defense and contribute to peace and stability over the Taiwan Strait. During President Trump’s first term, we secured $18 billion in arms deals, including advanced fighter jets, tanks and anti-ship missiles. Future purchases, which are not reflected in trade balances, build on our economic and security partnership while being essential to Taiwan’s “Peace Through Strength” approach. Third, new investments will be made across the US. Already, Taiwanese firms support 400,000 jobs throughout all 50 states. Beyond TSMC, we also see emerging opportunities in electronics, ICT, energy and petrochemicals. We will establish a cross-agency “US Investment Team” to support bilateral trade and investment – and we hope that efforts will be reciprocated by the Trump administration. Fourth, we are committed to removing non-tariff trade barriers. Taiwan will take concrete steps to resolve persistent issues that have long impeded trade negotiations. And finally, we will strongly address US concerns over export controls and improper transshipment of low-cost goods through Taiwan. These steps form the basis of a comprehensive roadmap for how Taiwan will navigate the shifting trade landscape, transforming challenges in the Taiwan-US economic relationship into new opportunities for growth, resilience and strategic alignment. At a time of growing global uncertainty, underpinned by growing Chinese assertiveness, closer trade ties are more than sound economics; they are a critical pillar of regional security. Our approach is long-term and principled, grounded in a lasting commitment to our friendship with the US, a firm belief in the benefits of fair and reciprocal trade, and an unwavering dedication to peace and stability across the Taiwan Strait.     President Lai meets British Office Taipei Representative Ruth Bradley-Jones
    On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. A translation of President Lai’s remarks follows: It is a pleasure to meet Representative Bradley-Jones here at the Presidential Office for this exchange. Representative Bradley-Jones then delivered remarks, first saying in Mandarin that she is honored to meet with President Lai to discuss topics of mutual concern and jointly deepen Taiwan-UK relations, promoting mutual understanding, respect, and cooperation. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     This week, I had the privilege of delivering the keynote address at the Idaho State Capitol to help launch Operation Safe Online Summer,a new statewide initiative led by the Idaho Internet Crimes Against Children (ICAC) Task Force. The operation will intensify efforts to identify and arrest online child predators during the summer months and highlights our continued commitment to protecting Idaho’s children from exploitation.
    The kickoff event brought together law enforcement officers, prosecutors, legislators, and victim witness coordinators to recognize outstanding ICAC-affiliated partners and reinforce Idaho’s ongoing mission to protect children from online exploitation.
    The newly launched Operation Safe Online Summer follows a national model similar to previous initiatives like Operation Broken Heart and will include enhanced investigative coordination, arrests, and community education on internet safety.
    During the event, we also highlighted key legislative advancements, including Idaho’s new law criminalizing AI-generated child sexual abuse imagery (Idaho House Bill 46, 2024)—a forward-looking statute that gives prosecutors new tools to combat evolving digital threats.
    ICAC leadership recognized several agencies and individuals for exemplary contributions to Idaho’s ICAC efforts:

  • MIL-OSI Security: Long Beach Man Pleads Guilty to Production and Distribution of Images of Minors Engaging in Sexually Explicit Conduct

    Gulfport, MS – A Long Beach, Mississippi man pleaded guilty today to three counts of producing images and videos of minors engaging in sexually explicit conduct and one count of distributing images and videos of minors engaging in sexually explicit conduct.

    According to court documents, in February 2023, the Federal Bureau of Investigation (“FBI”) in Gulfport learned that Jason Leonard Rhodes, a 47-year-old male, had sexual contact with three minor boys. With that information, the FBI and the Mississippi Attorney General’s Office, Cybercrime Division, conducted a search warrant at the defendant’s residence on February 8, 2023.

    During the search warrant, the FBI found various electronic devices belonging to Rhodes. A forensic examiner with the Mississippi Attorney General’s Office, Cybercrime Division conducted a forensic analysis on those devices and found videos of Rhodes engaged in sexually explicit conduct with minors. The forensic examiner also found chats between Rhodes and others in which Rhodes sent some of those videos to other people as well as videos of other children being sexually abused.

    During the search warrant, Rhodes gave a confession to law enforcement, admitting to videoing himself engaged in sexually explicit conduct with the minors and to sending out pictures and videos of children being sexually abused.

    Rhodes is scheduled to be sentenced August 26, 2025, and faces up to thirty years in prison for each count of producing images of minors engaging in sexually explicit conduct and up to twenty years on the count of distributing images and videos of minors engaging in sexually explicit conduct. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting U.S. Attorney Patrick A. Lemon of the Southern District of Mississippi and Special Agent in Charge Robert Eikhoff of the Federal Bureau of Investigation made the announcement.

    The case was investigated by the FBI, Mississippi Attorney General’s Office, Cybercrime Division, and the Long Beach Police Department.

    Assistant U.S. Attorneys Lee Smith, Glenda Haynes, and Andrea Jones prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet as well as to identify and rescue victims.     Reduced speed limit, lane closures needed for project prep work

    VICTOR – Work to replace two undersized culverts that carry Victor Creek under State Route 302 in Mason County will start Monday, April 28, and travelers should prepare for delays.

    Construction crews working for the Washington State Department of Transportation are correcting barriers to fish migration in Victor Creek. The creek runs under SR 302 just north and west of East Highlander Drive. The older, smaller culverts block access to salmon, steelhead and bull trout. Replacing the culverts helps safeguard the state’s fish population, the environment and the economy and helps satisfy a federal court injunction. The new culverts also make the roadway more resilient to flooding.

    Keeping people moving during construction

    Starting Monday, April 28, crews will begin building a temporary single-lane bypass road to keep travelers moving while they build the new 42-foot-long bridge over the creek. The bypass lane will help keep traffic flowing once the culvert work begins this summer.

    Two signals will alternate directions of traffic through the work zone, including both drivers and bicyclists. The current 40 mph speed limit will be temporarily reduced to 25 mph between milepost 4.0 and milepost 4.3 during construction.

    Travelers are advised to add travel time to reach their destinations.

    This project is expected to be complete in fall 2025.

  • MIL-OSI Security: Gladbrook Man Sentenced to Federal Prison for Receiving Child Pornography

    A man who received child pornography was sentenced today to 15 years in federal prison.

    John Thomas Carstensen, age 50, from Gladbrook, Iowa, received the prison term after a November 12, 2024 guilty plea to one count of receipt of child pornography.

    In a plea agreement, Carstensen admitted that, between August 2021 and August 2022, he knowingly received depictions of minors engaging in sexually explicit conduct.  Carstensen has a prior felony conviction from 1993 for sexual exploitation of a minor.  

    Carstensen was sentenced in Cedar Rapids by United States District Court Chief Judge C.J. Williams.  Carstensen was sentenced to 180 months’ imprisonment.  He was ordered to make $27,000 in restitution to the victims in the case.  He must also serve a five-year term of supervised release after the prison term.  There is no parole in the federal system.

  • MIL-OSI Security: Prairieburg Man Who Sexually Exploited Children Pleads Guilty

    A man who used Snapchat, Instagram, and text messages to persuade children to engage in sexually explicit conduct and send him photographs and videos of this conduct, pled guilty today in federal court in Cedar Rapids, Iowa.

    Bryce Hans Plower, age 37, from Prairieburg, Iowa, was convicted of sexual exploitation of children and possession of child pornography.  

    In a plea agreement, Plower admitted that he persuaded, induced, and enticed multiple children to send him sexually explicit images and videos of themselves.  At least two children under the age of 16 did so.  Plower paid the children, sometimes as little as $1, so that they would continue to send him sexually explicit images.  Plower also possessed photographs and videos of child pornography on his phone, including images of sadistic or masochistic conduct.

    Sentencing before United States District Court Chief Judge C.J. Williams will be set after a presentence report is prepared.  Plower remains in custody of the United States Marshal pending sentencing.  Plower faces a mandatory minimum sentence of 15 years’ imprisonment and a possible maximum sentence of 50 years’ imprisonment, a $500,000 fine, $77,200 in special assessments, and a life of supervised release following any imprisonment.

    The case is being prosecuted by Assistant United States Attorney Devra T. Hake and was investigated by the Federal Bureau of Investigation and the Iowa Division of Criminal Investigation.

  • MIL-OSI Security: Federal Judge Finds Alexandria Man Guilty of Child Pornography Offenses

    ALEXANDRIA, Va. – A federal judge convicted an Alexandria man, who worked for the Department of Commerce, yesterday on charges of receipt and possession of child sexual abuse material (CSAM).

    According to court documents and evidence presented at trial, Rafferty Daniel Kelly, 40, worked for the Patent and Trademark Office. In March 2022, a federal CSAM investigation involving an Internet-based, peer-to-peer file sharing service led federal agents to execute a search warrant at Kelly’s home where they seized multiple devices. A review of those devices revealed that over a period of at least two years Kelly had downloaded and stored over 50,000 of images of CSAM and child erotica, including images of infants and prepubescent children. Kelly also possessed a handbook on how to groom children.

    At the end of the bench trial, U.S. District Judge Michael S. Nachmanoff found Kelly guilty of one count of receipt of child pornography and one count of possession of child pornography. Kelly is scheduled to be sentenced on July 24 and faces a mandatory minimum sentence of five years and up to 40 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia; Matthew R. Galeotti, Head of the Justice Department’s Criminal Division; and Sean Ryan, Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Division, made the announcement after Judge Nachmanoff returned the verdict.

    Assistant U.S. Attorney Vanessa K. Strobbe for the Eastern District of Virginia and Trial Attorney Nadia Prinz for the Criminal Division’s Child Exploitation & Obscenity Section are prosecuting the case.

    This case was investigated by the FBI Washington Field Office’s Child Exploitation and Human Trafficking Task Force. The task force is composed of FBI agents, along with other federal agents and detectives from northern Virginia and the District of Columbia. The task force is charged with investigating and bringing federal charges against individuals engaged in the exploitation of children and those engaged in human trafficking.

    An upper shortwave trough will weaken as it spreads east/northeast
    from the Mid/Upper MS Valley to the Lower Great Lakes on Day 4/Mon.
    The associated surface low will likewise shift northeast from
    eastern IA/IL into Ontario, while a trailing cold front moves across
    much of the Midwest. Modest boundary-layer moisture will aid in weak
    destabilization and some low-end severe thunderstorm risk could
    develop across parts of the Ohio Valley/Lower Great Lakes vicinity.
    The southern extent of this front will stall across the Mid-South
    and Sabine Valley. Richer low-level moisture ahead of the surface
    boundary across parts of the South could support some thunderstorm
    risk as well, but nebulous forcing and weak vertical shear will
    limit severe potential.

    On Days 5-8/Tue-Fri, a low-amplitude, weak flow pattern is forecast.
    Southerly low-level flow across the Gulf and southern Plains will
    allow for northward moisture transport across OK/TX and vicinity.
    Diurnal thunderstorm activity could be possible each day given
    modest west/southwest flow atop a moist warm sector. However, a
    rather nondescript surface pattern amid weak large-scale forcing
    will likely preclude widespread severe potential, though localized

  • MIL-OSI Security: Carter Lake Man Sentenced to Seven Years in Federal Prison for Child Pornography Charge

    COUNCIL BLUFFS, Iowa – A Carter Lake man was sentenced on March 12, 2025, to 84 months in in federal prison for receiving child pornography.

    According to public court documents and evidence presented at sentencing, the National Center for Missing and Exploited Children received a CyberTip that an account, later determined to be associated with Jay McCall Schnider, 52, received and uploaded files containing child sexual abuse material between April 2020 and July 2023. Law enforcement seized an electronic device during the execution of a search warrant of Schnider’s Carter Lake residence. A forensic examination of the seized electronic device showed that Schnider used the device to receive images and videos containing child sexual abuse material.

    After completing his term of imprisonment, Schnider will be required to serve a five-year term of supervised release. There is no parole in the federal system.

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. This case was investigated by the Federal Bureau of Investigation.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Iranian National Indicted for Operating Online Marketplace Offering Fentanyl, Other Drugs, and Money Laundering Services

    CLEVELAND – A federal grand jury has charged Behrouz Parsarad, an Iranian national, for his role as the creator and operator of Nemesis Market, a dark web marketplace designed to enable users to buy and sell illegal drugs and other illicit goods and criminal cyber-services, such as obtaining stolen financial information, fraudulent identification documents, counterfeit currencies, and computer malware.

    According to the indictment, Parsarad, 36, of Tehran, Iran, launched Nemesis Market in or around March 2021. Nemesis Market operated on the dark web, a network that uses The Onion Router (TOR) to encrypt traffic and hide users’ Internet Protocol (IP) address. At its peak, Nemesis Market had over 150,000 users and more than 1,100 vendor accounts registered worldwide. Between 2021 and 2024, Nemesis Market processed more than 400,000 orders, including more than 60,000 orders in 2022 and more than 250,000 orders in 2023. Of these, more than 55,000 orders were categorized as stimulants, which included sub-categories for methamphetamine, cocaine, cocaine base (crack), and other controlled substances. More than 17,000 orders were categorized as opioids, which included sub-categories for fentanyl, heroin, and oxycodone. All of the substances covertly purchased by the government and marketed on Nemesis as “isotonitazene,” “M30s” (purporting to be oxycodone), and “Percs” (purporting to be Percocet) were confirmed by laboratory reports to be mixtures and substances containing fentanyl, a Schedule II controlled substance and/or acetylfentanyl, heroin, and/or protonitazene, each a Schedule I controlled substance.

    “The allegations in this indictment span over four hundred thousand transactions involving fentanyl, other dangerous drugs, and a wide range of contraband made accessible on the darknet for more than three years,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “Through cooperation with German and Lithuanian partners, the alleged administrator of this marketplace has been charged, servers and other infrastructure have been seized, and dangerous drugs and other contraband have been stopped from entering the United States. This case demonstrates the Department’s tireless commitment to protecting U.S. communities from the harms caused by fentanyl and darknet marketplaces and pursuing accountability for those who would endanger our communities no matter where they are located.”

    Parsarad is charged with conspiracy to distribute controlled substances and distribution of controlled substances in the Northern District of Ohio and elsewhere. In addition, Parsarad is also charged with money laundering conspiracy for both using proceeds to promote illegal drug dealing and for offering money laundering services through Nemesis Market by mixing cryptocurrencies used to pay for goods and services to obscure their origins. Nemesis users were not allowed to conduct transactions in official, government-backed currencies.

    On March 20, 2024, U.S. law enforcement, in cooperation with German and Lithuanian authorities, seized Nemesis Market and stemmed the flow of these drugs into the United States and elsewhere. In March 2025, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) announced sanctions against Parsarad for his role as the administrator of Nemesis Market. According to OFAC, Nemesis Market facilitated the sale of nearly $30 million worth of drugs between 2021 and 2024.

    If convicted, Parsarad faces a mandatory minimum of 10 years in federal prison and a maximum penalty of life.

    The FBI Cleveland Division is investigating the case with assistance from the DEA and IRS-CI. The Justice Department’s Office of International Affairs and Cybercrime Liaison Prosecutor to Eurojust provided significant assistance.

    Assistant U.S. Attorney Segev Phillips for the Northern District of Ohio and Trial Attorney Gaelin Bernstein of the Criminal Division’s Computer Crime and Intellectual Property Section are prosecuting the case, with substantial assistance from the U.S. Attorneys Offices for the Northern District of Illinois and District of Massachusetts.

    This case was investigated as part of an FBI-led interagency Joint Criminal Opioid and Darknet Enforcement (J-CODE) operation. J-CODE brings together experts from the DEA, the Postal Inspection Service, Homeland Security Investigations, as well as the Department of Defense and the Customs and Border Protection, along with the FBI. The Justice Department appreciates the cooperation and significant assistance provided by law enforcement partners in the British Virgin Islands, Germany, Lithuania, and Türkiye.

    WISeSat: Expanding Secure Space Capabilities

    WISeKey advanced its WISeSat.Space project, deploying low-earth-orbit picosatellites to provide secure IoT connectivity for remote applications.     Strategic Partnership with Swiss Armed Forces in the Space Sector
    In 2024, the WISeSat.Space division not only reinforced its strategic partnership with the Swiss Armed Forces in the space sector through the initiation of new projects, but it also formalized agreements with RUAG, the strategic integrator for the Swiss Armed Forces, for a national defence project focused on device-to-device communications.

    European Low Earth Orbit Satellite Constellation
    To date, WISeSat.Space has launched 17 mini-satellites with Space X into orbit through a strategic investment and partnership with FOSSA Systems, aimed at expanding its portfolio of space technology assets. Over the next 36 months, WISeSat.Space plans to deploy 88 next-generation satellites, following the January 2025 launch from California, which should significantly enhance global IoT connectivity and environmental monitoring capabilities, supporting applications such as climate change analysis, disaster response, and precision agriculture.

    Pioneering Blockchain and Cryptocurrency Transactions from Space
    In 2024, we took steps to launch a groundbreaking mission that harnesses WISeKey’s advanced security solutions in conjunction with the Hedera network to pioneer the exchange of SEALCOIN from space.     Our Chief Executive Officer and Chief Financial Officer, after evaluating the effectiveness of our disclosure controls and procedures as of the end of the period covered by the 2024 annual report, identified a material weakness in our internal control over financial reporting relating to an ineffective review control that was identified by the auditor.  As a result, an adjustment was made to the additional paid-in capital and noncontrolling interest in the equity accounts by the Company prior to the issuance of the financial statements ended December 31, 2024, which did not impact upon the total equity.     OLYMPIA — Consumers and small businesses got a major court victory after the U.S. District Court for the Eastern District of Virginia found that Google maintained illegal monopolies in the digital advertising technology industry, stifling competition and harming website publishers, advertisers, and consumers.

    The Washington state Attorney General’s Office joined a bipartisan coalition of seventeen attorneys general joining the Department of Justice (DOJ) to sue Google in 2023, seeking to stop Google’s anticompetitive conduct that threatens markets in the online advertising industry. 

    “Google’s unlawful monopoly in digital advertising has harmed businesses whose operations are largely funded by online advertising,” Attorney General Nick Brown said after the ruling. “Google’s anticompetitive practices have resulted in higher fees and limited advertising options that has become a vital tool for business both large and small businesses to connect with consumers.”

    In January 2023, DOJ and the coalition of attorneys general sued Google for stifling competition in the advertising technology industry, harming website publishers, advertisers, and consumers. The lawsuit alleged Google’s market power allows it to control nearly every aspect of online ad sales, allowing it to extract higher fees from advertisers while paying lower amounts to publishers for their ad space.

    This conduct hurts consumers and web publishers by making it harder for websites to make enough money on their advertising inventory, preventing them from offering internet users content for free, without subscriptions, paywalls, or alternative forms of monetization.

    Today’s decision, issued by Judge Leonie Brinkema of the Eastern District of Virginia, found Google liable for violating antitrust law by acquiring and maintaining monopolies in the publisher ad server and ad exchange markets for open-web display advertising. The judge also found Google liable for unlawfully tying together its publisher ad server and its ad exchange and that Google harmed competition, its own customers, and Internet users by imposing anticompetitive policies that reduced quality and increased prices.

    A second phase of the trial to determine remedies for Google’s conduct will take place at a later date.

    This lawsuit is led by the attorneys general of New York, California, and Virginia and DOJ, along with the attorneys general of Arizona, Colorado, Connecticut, Illinois, Michigan, Minnesota, Nebraska, New Hampshire, New Jersey, North Carolina, Rhode Island, Tennessee, Washington, and West Virginia.

    COVINGTON, Ky. – An Independence, Ky., man, Ralph Britton, 55, was sentenced on Thursday to 84 months in prison by Chief U.S. District Judge David Bunning, for transporting child pornography in interstate commerce using a computer or cell phone. 

     According to his plea agreement, on December 28, 2023, law enforcement received a cybertip that 18 video files depicting child pornography were uploaded from a Synchronoss account, a cloud-based storage provider for Verizon Wireless users. Further investigation identified Britton as the account owner, and that there were at least 33 videos of child pornography uploaded from Britton’s account. On February 8, 2024, law enforcement arrested Britton on state charges and searched his cell phone, which contained an additional 896 images of child sexual abuse, along with evidence of a program often used to remove illicit files from electronic devices. 

    Under federal law, Britton must serve 85 percent of his prison sentence. Upon his release from prison, he will be under the supervision of the U.S. Probation Office for 15 years. 

    Paul McCaffrey, Acting United States Attorney for the Eastern District of Kentucky; Quincy Barnett, Acting Special Agent in Charge, FBI, Louisville Field Office; and Sheriff Les Hill, Boone County Sheriff’s Office, jointly announced the sentence.

    The investigation was conducted by the FBI and Boone County Sheriff’s Office. Assistant U.S. Attorney Kyle Winslow is prosecuting the case on behalf of the United States.

    This case was prosecuted as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet as well as to identify and rescue victims.
