    SUMMARY…Scattered thunderstorms are forecast to develop along a
    front this afternoon into the evening and grow upscale into a linear

    two linear clusters. Severe gusts will become the primary severe
    hazard during the evening as this activity moves east-southeast
    across the Watch area.

  • MIL-OSI Security: San Antonio Man to Spend 65 Years in Federal Prison for Sexually Exploiting 3 Children

    SAN ANTONIO – A San Antonio man was sentenced to 65 years in federal prison for sexually exploiting three young children.

    According to court documents, Charles Alexander Lopez, 30, stated in a group chat on the instant messaging app Wickr that he was engaged in the sexual abuse and exploitation of minor children in October 2023. He posted two images and a video to the group on Oct. 24, 2023, along with a message stating, “My conquest for the day.” The two images depicted a male toddler whom Lopez had just sexually assaulted, while the video depicted a portion of the sexual assault itself.

    An FBI Online Covert Employee (OCE) interacted with Lopez through a private chat, through which Lopez disclosed details of another sexual assault victimizing a female toddler a few days prior and that he has sexually exploited a non-verbal autistic male child as well. On Oct. 26, 2023, FBI San Antonio executed a federal search warrant for the home and person of Lopez, seizing electronic devices used to produce, distribute and possess child pornography.

    Lopez admitted to sexually exploiting a male toddler, using his smartphone to produce and share Child Sexual Abuse Material (CSAM). He also provided the names of other children he sexually assaulted and exploited, stating that he had sexually assaulted 15 minors since he was 10 years old and produced CSAM of approximately five different children.

    Lopez was arrested on Oct. 27, 2023, and on Nov. 15, 2023, a federal grand jury indicted him for three counts of sexual exploitation of a child and one count of possession of child pornography. He pleaded guilty on Feb. 10, 2025, to the three sexual exploitation charges. On July 14, Senior U.S. District Judge David Ezra sentenced Lopez to 65 years in federal prison and 10 years of supervised release. Ezra also ordered Lopez to pay $150,000 in restitution to three minor victims.

    “Individuals like this, who take every opportunity to prey on helpless children simply cannot remain free in our society,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “This defendant has spent two-thirds of his life as a child predator, sexually assaulting, exploiting and forever altering the lives of vulnerable and defenseless children to fulfill his selfish and vile choices.”

    “There is no place in our society for those who prey on the most vulnerable among us,” said Special Agent in Charge Aaron Tapp for FBI San Antonio.” The FBI San Antonio Child Exploitation and Human Trafficking Task Force, together with the United States Attorney’s Office, will relentlessly pursue every lead to investigate violent crimes against children and bring their perpetrators to justice.”

    FBI San Antonio investigated the case, assisted by a referral from FBI Albany.

    Assistant U.S. Attorney Tracy Thompson prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI United Nations: Whole-of-Government, Whole-of-Society Approach Critical to Addressing Gender Equality, Executive Director Tells High-level Political Forum

    Nearly a decade since the adoption of the 2030 Agenda, Sustainable Development Goal (SDG) 5 dedicated to achieving gender equality and empowerment of women and girls “remains the most off-track”, speakers told a United Nations high-level political forum today, calling for reinforced measures to accelerate progress against a tide of backsliding rights and opportunities.

    The first of two daily panels addressed “SDG 5 and interlinkages with other SDGs — Achieve gender equality and empower all women and girls”, with Sima Sami Bahous, Executive Director of the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), warning that at the current pace, true gender equality in economic life, leadership and safety will remain generations away.  “That is unacceptable,” she stressed.

    With the growing erosion of rights, she called for a “push forward against the pushback” with investment in women and youth-led organizations and tackling misogyny head-on, be it online or off. Further, societies must invest in robust gender data systems that track real impact, ensure follow-up and address intersecting inequalities.  “What gets measured, gets done,” she stated.

    Offering concrete proposals, she urged stakeholders to work with Governments to advance nationally-owned development priorities.  A whole-of-Government, whole-of-society approach is needed, as gender equality cannot be the remit of one ministry or one actor.  Investment in care systems is critical, as unpaid care limits women’s full participation in economic and public life.  Further, the UN80 initiative — a unique opportunity to make the UN more effective, efficient and impactful for women and girls — can help propel gender equality forward, ensuring enhanced regional and cross-regional coordination and increasing efficiency.

    “A girl born today would see gender equality achieved in her ninety-seventh year” warned Albert Motivans, Head of Data and Insights at Equal Measures 2030 — a coalition of civil society organizations.  The backslide is being driven by numerous factors including a resource crunch, with less international financing, domestic austerity measures and declining household incomes.  He further highlighted a “democracy crunch”, as gender equality is closely linked with democracy, while its foundations worldwide are at risk due to rising economic inequality, social and political polarization, and the closing of civic space. Additionally, the “safety and security crunch” of rising conflict and militarization impacts women and girls in their choices and their personal safety.

    He called for elevating women’s and girls’ leadership, power and voices — noting the progress in parliamentary participation at 27 per cent.  Further, it is important to reform and adopt equality laws and policies to engage Governments and the wider public, and close gender-sensitive data gaps, with increased investment in public services and social infrastructure, including care.

    Further, “there is unequal access to education for women all over the world”, said Zara Khanna, Youth Ambassador for She Loves Tech, citing artificial intelligence (AI)-powered learning programmes as a “key tool to aid us in bridging the divide”.  They can approach students on an individual level, offering personalized feedback, which is especially important for those who face cultural and other barriers to gaining an education.  She spotlighted Khan Academy — a free AI-powered personalized tutor that offers a range of subjects, from English to math, or Rori, which was piloted in Ghana and is available on all mobile devices, as it operates via WhatsApp.  This is especially important, given that mobile penetration is extremely high; while 129 million girls lack access to education, 4.9 billion people worldwide have access to smartphones.

    Outlining solutions, she underscored the need to accelerate connectivity by distributing more Internet hotspots.  One single hotspot can power a village, and hundreds of girls can gain access to the wealth of knowledge available online. Additionally, more devices, such as smartphones and tablets, shall be distributed, so girls can access this knowledge.  She underscored that Governments must invest in creating culture and language-specific AI-powered programmes to cater to the job markets that these girls will be entering. Through early science, technology, engineering and mathematics (STEM) intervention, mentorship programmes and more gender-neutral language, “we can all move together to reach SDG 5 by 2030” and “a more gender-neutral future”.

    Echoing those comments, Ms. Bahous cited the launch of the Beijing+30 Action Agenda, focused on six critical areas:  digital inclusion, freedom from poverty, zero violence, leadership, peace and security, and climate justice.  Cutting across these areas is engagement with young women and youth.  “These are not distant goals,” she stated.  “They are urgent demands from women and girls around the world”.

    Mr. Motivans also emphasized the importance of reinforcing the use of national and global gender data like those in the Equal Measures SDG Gender Index.  “But it’s not just to measure, it’s not just to count”, he said, noting the importance of evaluating not only the status of women and girls, but their impact on societies.  Data can identify blocks to progress and gaps in various Goals, unpaid care and reproductive rights.

    Recalling progress in countries implementing anti-discrimination laws, he noted that “Governments do that well” — but the next step requires ensuring that “equal opportunities for women and men” are met, as this is where countries may fall short.  He called for mobilizing a society-wide range of partners, developing value propositions to engage those working on the ground with expert knowledge of the issues faced by women and girls.

  • MIL-OSI Security: Costa Rica Resident Sentenced for Orchestrating Multimillion-Dollar International Telemarketing Scheme

    A Costa Rica resident was sentenced today to more than 15 years in prison for carrying out a years-long telemarketing scheme that defrauded victims in the United States from a call center in Costa Rica.

    According to court documents and evidence presented at trial, Roger Roger, 41, of Costa Rica, led a fraudulent telemarketing scheme in which co-conspirators, who falsely posed as U.S. government officials, contacted victims in the United States to tell them that they had won a substantial “sweepstakes” prize. After convincing victims, many of whom were elderly, that they stood to receive a significant financial reward, the victims were told that they needed to make a series of up-front payments before collecting their supposed prize. Co-conspirators used a variety of means to conceal their true identities, including Voice Over Internet Protocol technology, which made it appear as though they were calling from Washington, D.C., and other locations in the United States. Roger recruited and taught others how to mislead victims on the phone and convince them to send money from the United States to Costa Rica for non-existent prizes. The evidence at trial showed that Roger and his co-conspirators stole over $4 million from their hundreds of victims.

    In September 2024, Roger was convicted at trial of one count of conspiracy to commit mail and wire fraud, four counts of wire fraud, one count of conspiracy to commit international money laundering, and two counts of international money laundering. At sentencing, Roger was ordered to pay more than $3.3 million in restitution and to forfeit more than $4.2 million.

    Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division; U.S. Attorney Russ Ferguson for the Western District of North Carolina; Inspector in Charge Rodney Hopkins of the U.S. Postal Inspection Service’s (USPIS) Atlanta Division; Special Agent in Charge Karen Wingerd of the IRS Criminal Investigation’s (IRS-CI) Detroit Field Office; and Acting Special Agent in Charge James C. Barnacle Jr. of the FBI’s Charlotte Field Office made the announcement.

    The USPIS, IRS-CI, and FBI investigated the case.  

    Trial Attorneys Andrew Jaco and Amanda Lingwood of the Criminal Division’s Fraud Section are prosecuting the case. The Justice Department’s Office of International Affairs worked with law enforcement partners in Costa Rica to secure the arrest and February 2023 extradition of Roger.

  • MIL-OSI Security: Grove Man Sentenced for Possessing and Producing Child Sexual Abuse Material

    TULSA, Okla. – A Grove man was sentenced today for Possession of Child Pornography in Indian Country and Production of Child Pornography, announced U.S. Attorney Clint Johnson.

    U.S. District Judge Sara E. Hill sentenced Dakota Austin Clark, 24, to 240 months imprisonment, followed by 15 years of supervised release. Upon his release, Clark will also be required to register as a sex offender.

    In February 2023, Clark began communicating with a 14-year-old through social media. The investigation revealed that Clark coerced and enticed the minor child to produce sexually explicit photos. Law enforcement further discovered that Clark possessed hundreds of images that contained the sexual abuse of minor children.

  • MIL-OSI Security: Madison County Man Charged with Sexual Exploitation of Children

    HUNTSVILLE, Ala. – A Madison County man has been indicted on child sexual exploitation charges, announced U.S. Attorney Prim F. Escalona.

    A four-count indictment filed in U.S. District Court charges Randy Steven Smith, 48, of Huntsville, Alabama, with one count of sexual exploitation of children, one count of receipt of child pornography, one count of possession of child pornography and one count of transfer of obscene matter to a minor.  These incidents occurred between 2023 and 2024 in Madison County.

    The FBI Violent Crimes Task Force investigated the case with the assistance of the Alabama Law Enforcement Agency (ALEA), U.S. Marshal Service, Homeland Security Investigations, Madison County Sheriff’s Office, Etowah County Sheriff’s Office, and Huntsville Police Department.  Assistant United States Attorney R. Leann White is prosecuting the case.

According to the 2025 Canadian Internet Trends Report released today, Canadians are embracing generative AI tools and expressing concern about misinformation, online safety and the trustworthiness of social media platforms.

    Formerly known as Canada’s Internet Factbook, the report is based on a national survey of 2,000 adult internet users. It offers a complex picture of Canadians’ online behaviour, from shifting shopping habits to evolving perceptions of social media.

    Key insights

    • Use of generative AI tools has more than doubled from 2024, with 1 in 3 Canadian have used having with them in the past year. Despite the spike, Canadians remain concerned about misinformation and deepfakes, with 74 per cent worried about AI-generated fake content.
    • Public trust in X continues to decline. It is now seen as the top platform for promoting polarizing content (31 per cent) and misinformation (33 per cent). The perception of safety on X has dropped by 20 percentage points since 2018. Despite buzz around alternatives like Bluesky, only five per cent of Canadians report using the app yet.
    • In a global economy, 64 per cent of Canadians prefer to shop online from Canadian retailers when given the choice, with over half (55 per cent) citing support for the local economy as their top reason. In the midst of a trade war with the US, the .CA domain remains a trusted signal of Canadian identity online.
    • One third of Canadians (34 per cent) encountered a deepfake in the past year; up from 20 per cent in 2024. Nearly 80 per cent believe deepfakes should be banned from social media and 59 per cent see them as a threat to democratic elections matching recent reports on election tampering.
    • One-in-five Canadians has been the victim of a cyberattack or data breach most often due to breaches at companies or services they use. While 61 per cent of respondents feel confident spotting scams, the findings underscore how important it is for all organizations—big or small—to step up their cybersecurity efforts.

    In response to global trends such as the growth of renewable energy and the pursuit of net-zero emissions, the development and strengthening of smart grid resilience has become a priority for power utilities worldwide. Taipower, together with the Taiwan Smart Grid Industry Association (TSGIA), the Taiwan Institute of Economic Research (TIER), and Moxa, is co-hosting the three-day Asia-Pacific Power Summit 2025, which opened today (May 26) at Taipower’s headquarters. The event brings together representatives from major international utilities for discussions and exchanges.     Following is a transcript of UN Secretary-General António Guterres’ press conference to launch the 2025 Sustainable Development Goals (SDGs) Report, in New York today:

    Dear members of the media,

    Today, we launch the Sustainable Development Goals Report 2025.  Under-Secretary-General Li will go through the details.  But allow me to kick things off.

    We are now 10 years into our collective journey toward the 2030 Agenda for Sustainable Development.  The Report is a snapshot of where we stand today.  Since 2015, millions more people have gained access to electricity, clean cooking and the Internet.  Social protection now reaches over half the world’s population — a significant increase from just a decade ago. Access to education has continued to increase and more girls are staying in school.  Child marriage is declining.  Renewable energy capacity is growing, with developing countries leading the way.  And women’s representation is rising — across governments, businesses and societies.

    These gains show that investments in development and inclusion yield results. But let’s be clear:  we are not where we need to be.  Only 35 per cent of SDG targets are on track or making moderate progress.  Nearly half are moving too slowly.  And 18 per cent are going in reverse.  We are in a global development emergency.  An emergency measured in the over 800 million people still living in extreme poverty.  In intensifying climate impacts.  And in relentless debt service, draining the resources that countries need to invest in their people.

    We must also recognize the deep linkages between underdevelopment and conflicts.  That’s why we must keep working for peace in the Middle East.  We need an immediate ceasefire in Gaza, the immediate release of all hostages and unimpeded humanitarian access as a first step to achieve the two-State solution.  We need the ceasefire between Iran and Israel to hold.  We need a just and lasting peace in Ukraine based on the UN Charter, international law and UN resolutions.  We need an end to the horror and bloodshed in Sudan.  From the DRC to Somalia, from the Sahel to Myanmar, we know that sustainable peace requires sustainable development.

    In the face of these challenges, the Report we are launching today points the way to progress.  Transformational pathways — in food, energy, digital access, education, jobs and climate — are our road map.  Progress in one area can multiply progress across all of them. But we must move faster, and we must move together.

    That means advancing affordable, quality healthcare for all.  Investing in women and girls as a central driver of progress.  Focusing on quality education and creating decent jobs and economic opportunities that leave no one behind.  Closing the digital divide and ensuring that technologies like artificial intelligence are used responsibly and inclusively.  And it means recognizing a fundamental fact.  Progress is impossible without unlocking financing at scale.

    The recent Sevilla Commitment reflected a commitment to get the engine of development revving again.  Through reform of the international financial architecture, real action on debt relief and tripling the lending capacity of multilateral development banks so countries can better access capital at scale and at a reasonable cost.  We have more opportunities to drive these priorities forward — from the High-Level Political Forum to the Second Food Systems Stocktake Summit to the World Social Summit and more.  We must maximize these moments for real commitments — and real delivery.

    Today’s Report shows that the Sustainable Development Goals are still within reach.  But only if we act — with urgency, unity and unwavering resolve.

    Li Junhua, Under-Secretary-General for Economic and Social Affairs:

    As the Secretary-General noted, we stand at a very defining moment.  This Report of 2025 serves as both our compass and call to action, providing the critical evidence needed to guide discussions at the HLPF and beyond.

    The data reveals in the Report a story of remarkable progress alongside turbulent challenges.  Over the past decade, we have seen the following tangible victories:

    • New HIV infections have decreased by nearly 40 per cent since 2010.
    • Malaria prevention efforts have saved more than 12 million lives since 2000.
    • [54] countries have eliminated at least one neglected tropical disease.
    • An additional 110 million children have enrolled in school since 2015.
    • Access to electricity has reached 92 per cent of the global population, with 45 countries achieving universal electricity access in the past decade.
    • Internet use has increased by 70 per cent — reaching 68 per cent today globally.

    These are not mere statistics; they are the stories of lives transformed — more children in school, more families protected and more communities empowered.

    However, the Report also lays bare a harsh reality:  a challenging global context is stalling progress.  Conflicts are escalating, temperatures are breaking records and debt burdens are rising, while developing countries face an annual $4 trillion SDG financing gap.

    The world is not moving fast enough to achieve the SDGs amid overlapping crises.  Just to share some sobering facts from the Report:

    • Over 800 million people remain trapped in extreme poverty.
    • Billions of people lack access to safe water, sanitation and hygiene.
    • Women continue to devote 2.5 times as many hours to unpaid domestic and care work as men.
    • Climate change is accelerating, with 2024 marking the hottest year on record at 1.55°C above pre-industrial levels.
    • Low- and middle-income countries faced record-high debt servicing costs of $1.4 trillion in 2023.

    Despite these monumental challenges, the path forward is clear.  In the Report, it shows that progress is possible if we scale up solutions and build on hard-won gains.  We must focus our efforts on six key transitions that represent our most promising levers for systemic change.  Recent global events such as UNOC3 and FFD4 have demonstrated a renewed spirit and commitment to collective action.  Let us seize this moment to recommit, to act decisively and deliver on our promise.

    Spokesman: Edie, please.

    Question: Thank you very much, Mr. Secretary-General, on behalf of the United Nations Correspondence Association for doing this briefing.  As you well know, my name is Edith Lederer from the Associated Press.  You said that there had been progress on 35 per cent of the SDG targets, but which, if any, of the 17 SDG Goals are on target to be achieved by 2030?  And if I may, what is your reaction to President Trump saying just an hour or two ago that if there is no peace deal in Ukraine in the next 50 days, he will impose biting sanctions on Russia.  And I think we also would all like to know what, if any, role the UN is being asked to play if there is a new ceasefire in Gaza?

    Secretary-General:  There are many different questions.  [laughing]  First, there are only 35 per cent of the Goals that are on target. But that means that 35 per cent of the Goals are on target, and some are extremely important.  Extreme poverty has reduced.  Child mortality and women’s mortality have dramatically reduced, and the access of girls to education and, in general, the access to education has substantially increased.  So, if there were no Sustainable Development Goals, many of these achievements would never have been reached, because the Sustainable Development Goals have created a framework in which Governments and other entities could be united to deliver on some of the key priorities of development in today’s world.  So, the Sustainable Development Goals are a success already because at least one third of them are achieving the results that were determined.

    Now, but why is it not the same everywhere?  Where are the obstacles?  Let’s be clear.  There is something fundamentally wrong in the structure of the economic and financial architecture and in the way it operates to the detriment of developing countries.  And this has nothing to do with the Sustainable Development Goals.  The Sustainable Development Goals are objectives to improve the living conditions of everybody.  The problem is that the Sustainable Development Goals do not include the instruments that would be necessary to make them happen.  And that is why we have been strongly insisting for the need to deep reforms in the international financial architecture, and I would say, in the rules of the global economy, in order to make sure that it is possible for countries that are drowning in debt, for countries that have no access to concessional funding, for countries that are marginalized in international trade.  We need those reforms to create the conditions for those countries to implement the Sustainable Development Goals.

    So, I think that the discussion is not whether or not we have reached enough.  The discussion is what are the roots in the injustices and inequalities of our global economic and financial system that make it so difficult to implement things that everybody will recognize are the things that are needed for us to live with dignity.

    The second question that you have asked is about the sanctions.  I would say that what we absolutely need is to have an immediate ceasefire and to have an immediate ceasefire paving the way for a political solution and the political solution based on the Charter, on international law and on the different resolutions of the bodies of the UN.  Whatever can contribute to these objectives will, of course, be important if it is done in line with international law.

    Question:  And on Gaza…

    Secretary-General:  Gaza is horrific.  We all condemned the horrible, terrible, attacks of Hamas, but what we are witnessing in Gaza is a level of death and destruction that has no parallel in recent times.  And it is something that undermines, I would say, undermines the most basic conditions of human dignity for the population of Gaza, independently of the enormous suffering that they are having.

    We absolutely need a permanent ceasefire in Gaza.  And I hope that the parties are able to overcome, both parties are able to overcome the difficulties that they still find for that ceasefire to take place.  But the ceasefire is not enough.  It is essential that that ceasefire leads to a solution, and that solution can only be possible if both Palestinians and Israelis can have a State where they can exercise their rights.  The idea, and that is why we are going to have in July, one conference on the two-State solution, the idea that it would be possible to have 5 million people inside a country, in their own lands, without any rights is something that is totally against humanity and totally against international law.

    Question:  Secretary-General, Sherwin Bryce-Pease, South African Broadcasting.  What is your estimation, sir, of the impact of the decisions by the United States in recent months to withdraw from various development-related initiatives, including climate finance and the recent financing for development conference that you referred to in Sevilla.  Its rejection, also, of increased lending by development banks in particular, essentially pushing back at the reforms you are seeking to achieve in terms of the restructuring of the global financial institutions?  How are you going to fill the gaps that are going to be left by the United States’ withdrawal from these initiatives?

    Secretary-General:  The problem is not the presence or not presence in international meetings.  The question is that, obviously, we need in an international economic and financial system that is fundamentally wrong and unfair, we need reforms.  And to put obstacles to those reforms is indeed something that is extremely negative.  And I hope that the countries that lead the global economy, the G7 countries, understand that it is better to lead the reforms of a system today than to wait and one day suffer the reforms of the system that will become inevitable.

    Question:  Secretary-General, Xu Dezhi, China Central Television.  A similar question with Sherwin.  We know that Trump Administration now reversed multiple policies, it’s not only just the international financial institution.  It’s also about the clean energy policy.  It’s about its tariffs to bring instability of the world economy.  How much impact would that be to the SDGs?  And given the fact this is only the first year of this Administration, you will have four years, how would, how should other countries to do to achieve the SDGs?

    Secretary-General:  Well first of all, about clean energy, I think that independently of the will of the Government of any country and in particular, the United States, we are witnessing irreversible movements towards the hegemonic role of renewables.  This is moving at a speed that nobody could forecast just a few months ago.  And the truth is that even in the United States, you have a number of states that are moving forward very strongly, and you have the private sector that makes their accounts and sees where profits are.  And today, the cheapest energy is renewable.  And so, you are not intelligent if you invest in more expensive forms of energy or if you invest in things that will be stranded in the near future.  So, I am pretty confident that the realities of the global economy will make any attempt to slow down the process ineffective.  And I’m optimistic about the capacity of renewable energy to very quickly assume a leading role in the global economy.

    About trade, it is clear that any trade war is something in which nobody wins.  Everybody loses.  And so, I strongly believe that it is absolutely essential to avoid trade wars.  And we don’t know yet what is going to happen.  Many things are changing every day, but I hope we come to the end of this with a rational global trade system.

    Question:  Thank you very much for a somewhat grim Report, but an optimistic view of it.  Pamela Falk from US News and World Report.  So, a big picture question.  The Pew Charitable Trust, other organizations, look at the UN and favourability around the world.  And although it’s still positive, it’s trending downward.  What can you do, particularly since global goals like nutrition that overlaps two SDGs, people at the N4D [Nutrition for Development] is looking for private sector funds, clusters of countries.  Is that the new multilateralism?  And what can you do to bring up the favourability of the UN?

    Secretary-General:  What we are witnessing in the world today is a progressive trend for a multipolar world.  You see the emerging economies growing at a faster rate than developed countries.  We can talk about China, but we can talk about India, we can talk about Indonesia, we can talk about so many other countries.  So, the global economic relations are changing, and we see a trend more and more for these different entities to network.  And in that networking, multipolarity will tend to strengthen multilateralism.  So, I’m very optimistic about the future of multilateralism because I’m seeing that every single day, there is a bit more equilibrium in international relations.  Every single day, we move a little bit more to multipolarity.  And at every single day, we are heading into a direction that, because multipolarity by itself requires multilateralism, we are heading into a direction in which the present trends and the present attacks and the present, I would say, forms of undermining multilateralism, will inevitably fail.

    In the global mobile communications industry, standards are much more than just technical specifications — they are key drivers of the global market’s direction and technological leadership. As the world moves beyond 5G and accelerates toward 6G, attention is once again turning to the technological leadership behind global standardization.
     
    Since 2020, Samsung Electronics has played a pioneering role in advancing next-generation communication technologies through active participation in international standardization efforts. This includes the publication of its 6G white papers and securing of key positions in major organizations such as the 3rd Generation Partnership Project (3GPP).     International Standards for Seamless Communication Across Borders
    Today, using our own smartphones to access roaming services while traveling abroad is something we often take for granted. This is a convenience that has only become truly seamless through the invisible promise of international standards — born from the collaboration of countless companies and experts around the world.
     
    “Common protocols are essential for products and services from different companies to work together seamlessly,” explained Han. “In the mobile communications industry, where a diverse range of players — including smartphone manufacturers, network equipment vendors, telecom operators and semiconductor companies — are involved, standardization is an indispensable element.     Global Collaboration Driving 6G Standardization
    How does global standardization actually function? Unlike initiatives driven by a single entity, global telecommunications standardization is built on a clear, step-by-step framework of collaboration. Two key players in this process are the International Telecommunication Union (ITU1) and the 3rd Generation Partnership Project (3GPP2).
     
    “The ITU sets the direction for each new generation of communication technology, and based on that blueprint, the 3GPP works with global companies to define the technical details and carry out the standardization process,” explained Han.

    Global 6G standardization has now entered its launch phase. Following preliminary discussions on 6G technology directions that began in 2021, ITU-R officially announced the recommended framework for 6G standardization in November 2023. With the goal of finalizing 6G technical specifications by 2030, 3GPP plans to develop and propose a range of candidate technologies.
     
    “3GPP took its first step toward 6G standardization by hosting a workshop in Korea this March,” explained Han. “6G study items were approved during its plenary meeting in June, and starting in the second half of this year, detailed technical discussions will begin within its Working Groups (WGs).”

    The standardization of 6G is a shared journey in which the world works together toward a common goal.     Countries and companies around the world are participating in discussions on next-generation communications standardization, each taking on specific roles.     Key Focus Areas for Next-Generation 6G Research
    As technical discussions within 3GPP begin in earnest this year, Samsung is concentrating its research on the core technologies necessary for 6G commercialization.     “6G should deliver user-perceivable improvements, not just faster speeds or higher quality,” noted Han. “By applying AI technologies to network operations, we can automate complex processes while simultaneously reducing operational costs and improving service quality.”

    With only five years to go, merely 35 percent of the targets of the Sustainable Development Goals (SDGs) are on track, while nearly half are stalling and 18 percent have regressed, according to a UN report released on Monday.

    In the past decade since the 2030 Agenda for Sustainable Development was adopted, notable global achievements have been made in health, education, energy and digital connectivity, said “The Sustainable Development Goals Report 2025.”

    New HIV infections have declined by nearly 40 percent since 2010. Malaria prevention has averted 2.2 billion cases and saved 12.7 million lives since 2000. Social protection now reaches over half the world’s population, up significantly from a decade ago. Since 2015, 110 million more children and youth have entered school. Child marriage is in decline, with more girls staying in school and women gaining ground in parliaments around the world, the report said.

    In 2023, 92 percent of the world’s population had access to electricity. Internet use has surged from 40 percent in 2015 to 68 percent in 2024. Conservation efforts have doubled protection of key ecosystems, contributing to global biodiversity resilience, the report said.

    However, the pace of change remains insufficient to meet the SDGs by 2030.

    More than 800 million people still live in extreme poverty. Billions still lack access to safe drinking water, sanitation and hygiene services. Climate change pushed 2024 to be the hottest year on record. Conflicts caused nearly 50,000 deaths in 2024. By the end of that year, over 120 million people were forcibly displaced. Low- and middle-income countries faced record-high debt servicing costs of 1.4 trillion U.S. dollars in 2023, according to the report.

    The document called for action across six priority areas — food systems, energy access, digital transformation, education, jobs and social protection, and climate and biodiversity action.

    “We are in a global development emergency — an emergency measured in the over 800 million people still living in extreme poverty, in intensifying climate impacts, and in relentless debt service, draining the resources that countries need to invest in their people,” said UN Secretary-General Antonio Guterres at the launch of the report.

    “Today’s report shows that the Sustainable Development Goals are still within reach. But only if we act — with urgency, unity, and unwavering resolve,” he said.

    When introducing the report, UN Under-Secretary-General for Economic and Social Affairs Li Junhua called for “urgent multilateralism” to address the lack of progress in the SDGs.

    “The challenges we face are inherently global and interconnected. No country, regardless of its wealth or capacity, can address climate change, pandemic preparedness or inequality alone. The 2030 Agenda represents our collective recognition that our destinies are intertwined and that sustainable development is not a zero-sum game, but a shared endeavor that benefits all,” said Li.

    “This moment demands what I call ‘urgent multilateralism’ — a renewed commitment to international cooperation based on evidence, equity and mutual accountability. It means treating the SDGs not as aspirational goals but as non-negotiable commitments to current and future generations,” he said.

  • MIL-OSI USA: Pickens man arrested on Child Sexual Abuse Material* chargesRead More

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced the arrest of Dallon Christopher Barnwell, 22, of Pickens, S.C., on 10 charges connected to the sexual exploitation of minors. Internet Crimes Against Children (ICAC) Task Force investigators with the Pickens County Sheriff’s Office made the arrest. Investigators with the Attorney General’s Office, also a member of the state’s ICAC Task Force, assisted with the investigation.

     

    Investigators received a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC), which led them to Barnwell. Investigators state that Barnwell possessed files of child sexual abuse material.

     

    Barnwell was arrested on July 3, 2025. He is charged with 10 counts of sexual exploitation of a minor, third degree (§16-15-410), a felony offense punishable by up to 10 years imprisonment on each count.

     

    This case will be prosecuted by the Attorney General’s Office.

     

    Attorney General Wilson stressed all defendants are presumed innocent unless and until they are proven guilty in a court of law.

     

     

     

    * Child sexual abuse material, or CSAM, is a more accurate reflection of the material involved in these heinous and abusive crimes. “Pornography” can imply the child was a consenting participant.  Globally, the term child pornography is being replaced by CSAM for this reason.

    Seattle – A 73-year-old Tucson, Arizona man was sentenced today in U.S. District Court in Seattle to four years in prison for travel with intent to engage in a sexual act with a minor, announced Acting U.S. Attorney Teal Luthy Miller. Steven J. Migdon, was arrested in August 2024 following an online investigation by Seattle Police and the FBI. In the investigation, the undercover agent posed as a 13-year-old boy. At the sentencing hearing U.S. District Judge Jamal N. Whitehead noted that Migdon lived a crime free life for 73 years, but added, “Today we are here to confront the ugliness of what you did over ten days. The images you had on your phone represented real children and real abuse. These are among the most serious crimes we see in federal court, the crimes that exploit children.”

    In July 2024, an undercover agent posted on a teen chatroom platform. Migdon replied to the 13-year-old persona and made the communication become more sexually explicit.  Migdon requested, but did not receive, sexually explicit images from the “teen.” Migdon sent pictures of his face and penis to the undercover agent.

    On August 5th Migdon flew from Tucson to Everett, Washington, believing he would meet the “teen” at an Everett hotel room. Instead Migdon was arrested. A search of his phone revealed that he had sent sexually explicit images to other children, and that he had images of child sexual abuse on his phone.

    In asking for a four-year sentence and ten years of supervised release to follow, Assistant United States Attorney Cecelia Gregson wrote to the court, “Despite age and experience, Migdon spent ten days communicating with a person he believed to be a 13-year-old boy. Worse, the content of his phone confirmed his chatting and travel conduct were not stand alone. Migdon had been sexually communicating with unidentified minors in the days leading up to his travel to Washington for sex with a fictitious child.”

    Migdon was ordered to pay $3,000 in restitution to a fund for the known victims in the child sex abuse images he possessed. Migdon is required to register as a sex offender and will be on ten years of supervised release following prison.

    The case was investigated by the FBI and the Seattle Police Department. The case was prosecuted by Assistant United States Attorney Cecelia Gregson.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     3. Animations – person with epilepsy can stop all running animations with the click of a button. Animations controlled by the interface include videos, GIFs, and CSS flashing transitions.
    4. Content highlighting – users can choose to emphasize important elements such as links and titles. They can also choose to highlight focused or hovered elements only.
    5. Audio muting – users with hearing devices may experience headaches or other issues due to automatic audio playing. This option lets users mute the entire website instantly.
    6. Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
    7. Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.
