  • MIL-OSI Africa: Lamola hopes SA’s G20 Presidency will transform lives of the needy

    South Africa is making significant progress in its historic Presidency of the Group of 20 (G20), having convened 51 meetings across various working groups since December 2024. 

    These meetings have addressed some of the most pressing challenges facing the global community and demonstrate a strong commitment to finding sustainable and innovative solutions through dialogue, collaboration, and cooperation.

    This is according to Minister of International Relations and Cooperation, Ronald Lamola, who held a media briefing in Pretoria on Monday on South Africa’s G20 Presidency.

    The Minister emphasised that progress should not be measured by the number of meetings held but by the tangible improvements in citizens’ lives and the promotion of global solidarity.

    “Progress is not defined by the number of meetings we host or by the number of documents we deliver. Progress is defined by finding concrete and collective solutions to our challenges, and by how we improve the lives of all citizens, in particular the most vulnerable and most needy,” he said on Monday. 

    South Africa assumed the role of Presidency of the G20 on 1 December 2024, taking over from Brazil. 

    The nation is championing critical global priorities, including disaster resilience, debt sustainability for low-income countries, and a Just Energy Transition.

    “From the recent meetings, it is important to note that while there are divergences on some issues, as to be expected in multilateral engagements, there is still overwhelming support for South Africa’s priorities by G20 Members.

    “Furthermore, when our G20 Sherpa briefed the United Nations General Assembly in New York on our G20 priorities in March 2025, the meeting also expressed strong support for our G20 Presidency agenda.”

    Meanwhile, he highlighted South Africa’s G20 Presidency’s efforts to strengthen African agency in global governance. 

    This includes the need for Africa to address economic development, political instability, and governance weaknesses, stressing the importance of youth employment, digitalisation, and inclusive growth.

    The Presidency has established task forces on economic development, food security, and artificial intelligence governance.

    This year’s Presidency aims to promote solidarity, equality, and sustainability, advocating for equitable credit, climate financing, and debt relief.

    Lamola explained that the country’s Presidency is also undertaking a comprehensive review of the G20’s working methods, with plans to present findings at the upcoming summit at the Nasrec Expo Centre.

    The key focus areas include strengthening multilateral cooperation, addressing climate change, and promoting inclusive economic growth.

    “South Africa’s G20 Presidency stands firm in the belief that multilateral cooperation is not optional – it is imperative. Unilateral actions that undermine the rules-based order risk reversing decades of progress.”

    South Africa is also focusing on the 80th anniversary of the United Nations, advocating for reforms in global governance and sustainable development.

    “In the current geopolitical and geoeconomic global headwinds, there are high expectations on South Africa to deliver positive outcomes, advance innovative solutions to global challenges, and rebuild the trust of the international community in the G20.”

    The Minister has urged South Africans to take ownership of the Presidency. 

    “Engage with it, own it, and hold us accountable.” 

    In addition, he announced the release of “Africa’s Call” song by Ndu Shezi featuring Wav Choir that embodies and reflects the spirit of Ubuntu, African identity, and G20 Presidency’s mission.

  • MIL-OSI Security: Justice Department Announces Results of Operation Restore Justice: 205 Child Sex Abuse Offenders Arrested in FBI-Led Nationwide Crackdown, Including Five in the Eastern District of Michigan

    DETROIT – Today, the Department of Justice announced the results of Operation Restore Justice, a coordinated enforcement effort to identify, track and arrest child sex predators.  The operation resulted in the rescue of 115 children and the arrests of 205 child sexual abuse offenders in the nationwide crackdown.  The coordinated effort was executed over the course of five days by all 55 FBI field offices, the Child Exploitation and Obscenity Section in the Department’s Criminal Division, and United States Attorney’s Offices around the country.

    “The Department of Justice will never stop fighting to protect victims — especially child victims — and we will not rest until we hunt down, arrest, and prosecute every child predator who preys on the most vulnerable among us,” said Attorney General Pamela Bondi. “I am grateful to the FBI and their state and local partners for their incredible work in Operation Restore Justice and have directed my prosecutors not to negotiate.”

    “Every child deserves to grow up free from fear and exploitation, and the FBI will continue to be relentless in our pursuit of those who exploit the most vulnerable among us,” said FBI Director Kash Patel. “Operation Restore Justice proves that no predator is out of reach and no child will be forgotten. By leveraging the strength of all our field offices and our federal, state and local partners, we’re sending a clear message: there is no place to hide for those who prey on children.”

    “Operation Restore Justice demonstrates the strength of our law enforcement partnerships,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI Detroit Field Office. “Members of the FBI Detroit Field Office’s Violent Crimes Against Children Task Force, along with the Macomb County FBI Gang and Violent Crime Task Force, greatly appreciate the coordinated efforts and support from our law enforcement partners, including ICE HSI, U.S. Border Patrol, CBP Air and Marine Operations, Macomb County Sheriff’s Office, Shelby Township Police Department, Royal Oak Police Department, Belleville Police Department, Westland Police Department, and Centerline Police Department. This operation led to multiple arrests across eastern Michigan, underscoring our commitment to protecting and strengthening community safety.”

    Those charged in the Eastern District of Michigan were:

    Adarius Carr, 36, of Belleville.  Carr is charged in a criminal complaint with distribution, receipt, and possession of child pornography.  The complaint alleges that Carr communicated with a convicted sex offender over an Internet-messaging service. The two discussed their sexual interest in children and exchanged images and videos of child pornography.

    Aroul Kaliamurthy, 53, of Westland, Michigan. Kaliamurthy was charged in a criminal complaint with transportation, possession, and access with intent to view child pornography.  It is alleged that Kaliamurthy traveled to North Carolina where he took hidden camera videos of a naked prepubescent child. Kaliamurthy is alleged to have possessed these electronic devices as well as images of child pornography on his cell phone and personal computers and brought them back to the Eastern District of Michigan.

    Scott Rocky, 57, of Centerline.  Rocky was charged in a criminal complaint with receipt, distribution, and possession of child pornography.  The complaint alleges that Rocky shared approximately 4141 files believed to be child pornography with other internet users over peer-to-peer software.

    Amor Pedro Martinez, 26, of Ecorse.  Martinez was charged in a criminal complaint with receipt, distribution, and possession of child pornography.  According to the criminal complaint, Martinez is alleged to have engaged in sexually explicit conversations on a messaging application with other individuals and received child pornography on this application from another user.

    Whitney Williams, 38.  Williams was charged in a criminal complaint with sex trafficking of a minor. According to the criminal complaint, Williams is alleged to have advertised, rented hotel rooms and transported a minor victim to engage in commercial sex acts.

    Others arrested around the country are alleged to have committed various crimes including the production, distribution, and possession of child sexual abuse material, online enticement and transportation of minors, and child sex trafficking. In Minneapolis, for example, a state trooper and Army Reservist was arrested for allegedly producing child sexual abuse material while wearing his uniforms. In Norfolk, VA, an illegal alien from Mexico is accused of transporting a minor across state lines for sex. In Washington, D.C., a former Metropolitan Police Department Police Officer was arrested for allegedly trafficking minor victims.

    In many cases, parental vigilance and community outreach efforts played a critical role in bringing these offenders to justice. For example, a California man was arrested about eight hours after a young victim bravely came forward and disclosed their abuse to FBI agents after an online safety presentation at a school near Albany, N.Y.

    This effort follows the Department’s observance of National Child Abuse Prevention Month in April and underscores the Department’s unwavering commitment to protecting children and raising awareness about the dangers they face. While the Department, including the FBI, investigates and prosecutes these crimes every day, April serves as a powerful reminder of the importance of preventing these crimes, seeking justice for victims, and raising awareness through community education.

    The Justice Department is committed to combating child sexual exploitation. These cases were brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims. This coordinated effort led to numerous arrests across western Michigan and in Arkansas and Tennessee, with crucial assistance from the FBI Little Rock (Texarkana Resident Agency) and Nashville (Knoxville Resident Agency) Field Offices. Operation Restore Justice demonstrates our shared commitment to public safety in Michigan and throughout the United States.”

              In the Western District of Michigan, seven individuals were arrested and charged with federal crimes: Christian Vanderveen, of Comstock Park; Paul Masko, of Grand Haven; Terry Hopkins, of Muskegon Heights; Martell Scott-Ware, of Grand Rapids; Shauntelle Blackmon, of Arkadelphia, Arkansas; Joesph Brandon, of Knoxville, Tennessee; and George Edward Lebaron, of Egelston Township.

    Christian Vanderveen, 24, of Comstock Park, was charged by Complaint with Sexual Exploitation of a Child. According to court documents, Vanderveen repeatedly requested sexually explicit images from a minor who was under the age of thirteen. Evidence obtained from his cell phone revealed the sexually explicit media, as well as Vanderveen’s requests. In an interview with law enforcement, Vanderveen admitted to this conduct.

    If convicted, Vanderveen faces a mandatory minimum penalty of 15 years in prison, and a maximum penalty of 30 years.

    This case was investigated by the Michigan State Police and FBI.

    Paul Masko, of Grand Haven, was indicted for three counts of Sexual Exploitation of a Child.  Each charge is punishable by a minimum of 15 years, and a maximum of 30 years, in prison.

    Masko was a teacher at a public school in Muskegon County.  The indictment alleges that Masko gave his phone to a minor victim and directed the minor to take pictures of explicit images of the minor on the minor’s cell phone.

    This case was investigated by the Muskegon County Sheriff’s Department, the Grand Haven Department of Public Safety, and the FBI.

    * Terry Hopkins, of Muskegon Heights, was indicted for possession of child pornography.

    Hopkins was previously convicted of possession of child sexually abusive material on two occasions and criminal sexual conduct with a minor.  As a result, he is subject to an enhanced sentence if convicted – a minimum of 10 years and a maximum of 20 years in prison.

    This case was investigated by the Michigan State Police, Michigan Department of Corrections, and the FBI.

    * Martell Scott-Ware, 29, of Grand Rapids and Shauntelle Blackmon, 23, of Arkadelphia, Arkansas, were indicted on criminal charges related to alleged sexual exploitation of a child. The grand jury also returned a separate charge accusing Blackmon alone of sex trafficking of a child.

    According to court documents, Scott-Ware and Blackmon are charged with persuading a minor female under the age of 16 to engage in sexual activity, which Scott-Ware and Blackmon then recorded. Blackmon also allegedly recruited and offered the same minor for commercial sexual activity, both in the Western District of Michigan and in Arkansas.

    If convicted, Scott-Ware and Blackmon each face a mandatory minimum penalty of 15 years in prison on their charge of sexual exploitation of a child. Blackmon faces a separate mandatory minimum of 10 years and up to life in prison on the sex trafficking charge.

    The Michigan State Police and FBI investigated this case.

    * Joseph Brandon, of Knoxville, Tennessee, was arrested by criminal complaint on charges related to the sexual exploitation of a child.  According to court documents, Brandon formed an agreement with a man in Michigan to use social media accounts to produce and trade child pornography.

    If convicted, Brandon faces a mandatory minimum penalty of 15 years in prison, and a maximum penalty of 30 years.

    George Edward Lebaron, of Egelston Township, was arrested by criminal complaint on charges related to alleged coercion and enticement of a minor, receipt of child pornography, and possession of child pornography.

    According to court documents, Lebaron is charged with establishing an online relationship with a 14-year-old girl and coercing and inducing her to send him naked pictures of herself.  Lebaron asked another minor girl to also send him naked pictures.  Lebaron was previously convicted in 2003 of criminal sexual conduct in the second degree for a victim under 13 years old.

    If convicted, Lebaron faces a mandatory minimum of 10 years and up to life in prison if convicted of coercion and enticement.  If convicted of receipt of child pornography, he faces a mandatory minimum of 15 years and a maximum of 40 years in prison.  If convicted of possession of child pornography, Lebaron faces a mandatory minimum of 10 year and a maximum of 20 years in prison.

    The FBI is investigating this case.

  • MIL-OSI China: Nurturing overall cooperation between China, Latin America

    Invoked by the 18th-century English writer Samuel Johnson, the phrase “From China to Peru” once conjured images of distant lands bound only by imagination. Today, it sketches a far more concrete arc — marked by shipping lanes, megaports and logistics corridors — linking China and Latin America across the Pacific.

    This transformation has gathered pace over the past decade, thanks in large part to the China-CELAC (Community of Latin American and Caribbean States) Forum, a cooperative mechanism launched under the aegis of Chinese President Xi Jinping. What Xi once described as “a young seedling” has since taken firm root.

    Ten years on, this mechanism has matured into a key platform for South-South collaboration that has drawn China and Latin America and the Caribbean (LAC) into a closer partnership across political, economic, cultural and other domains.

    The forum’s fourth ministerial meeting is set to take place on Tuesday in Beijing. Xi will address its opening ceremony and unveil new initiatives and measures to promote closer ties.

    Qiu Xiaoqi, the Chinese government’s special representative for Latin American affairs, said the upcoming meeting is expected to deliver a message of peace, development and cooperation amid global turbulence, charting a new chapter in China-LAC relations.

    TOP-LEVEL DESIGN

    China and countries in Latin America and the Caribbean are fellow developing nations that hold common political aspirations, face similar development tasks, and can benefit from complementary economic strengths.

    Spanning one-fifth of the world’s land area and accounting for a quarter of the global population and economy, China and the LAC combined represent one of the most dynamic and promising regions on the planet.

    “Our shared aspiration for independence, development and rejuvenation has brought us closer together,” Xi said.

    Since the turn of the century, ties between the two sides have grown rapidly. Both sides realized they needed something more than the traditional one-on-one tango — a broader framework for cooperation.

    During the CELAC summit in Cuba in early 2014, Latin American and Caribbean leaders expressed support for such a framework. Xi welcomed the move, saying that “the time is ripe.”

    In July 2014, Xi flew half the globe for his second visit to the region as head of state. He was heading for a BRICS summit in Brazil, state visits to some countries in the region, and a historic moment — the first meeting between leaders of China and Latin America and the Caribbean.

    In the Brazilian capital Brasilia, the leaders announced the establishment of the China-CELAC Forum, an institutional framework to advance the vision of building a China-LAC community with a shared future.

    At the meeting, Xi laid out the guiding principles for this comprehensive cooperative partnership — equality, mutual benefit and common development. Backing his proposal was a roadmap driven by trade, investment and finance.

    Six months later, the inaugural ministerial meeting of the forum was held in Beijing, turning the vision of an overall cooperation platform covering China and all 33 countries in Latin America and the Caribbean into reality.

    Observers said this marked a new phase of China-LAC ties, where China’s cooperation with the region as a whole complements and strengthens its bilateral relations with individual regional countries.

    Xi proposed principles for the forum’s growth — equal partnership, shared wins, flexibility and pragmatism, and openness and inclusivity.

    Comparing it to a seedling just breaking through the soil, he said that “the forum needs the dedication and cultivation of both sides for it to grow bigger and stronger.”

    In the decade that has followed, Xi has provided consistent support to nurture this forum. At each of the three previous ministerial meetings, he offered clear guidance that helped shape the forum’s development at key moments in its evolution.

    Under the guidance of Xi and his Latin American and Caribbean counterparts, the forum now hosts a constellation of institutional interactions such as ministerial meetings, dialogues among foreign ministers, coordinators’ meetings, and a growing number of specialized sub-forums ranging from digital technology to poverty reduction.

    Chai Yu, director of the Institute of Latin American Studies at the Chinese Academy of Social Sciences, said Xi has led by example in advancing the forum’s development, which is key to deepening political trust and building consensus on cooperation.

    COMMON DEVELOPMENT

    Chancay, a modest city on the Peruvian coast, has been transformed into a megaport equipped with towering cranes and unmanned trucks.

    Last November, Xi and his Peruvian counterpart Dina Boluarte inaugurated the port via video link from the capital Lima, marking the launch of South America’s first smart port.

    Built in just three years through Chinese-Peruvian collaboration, the port shortens the shipping time across the Pacific by nearly one-third, reduces logistics costs by 20 percent, and is expected to create over 8,000 direct jobs.

    Boluarte lauded the project as a bold stride toward “deeper integration and shared prosperity with China” and “a gateway opening Latin America to the vibrant promise of the Asia-Pacific.”

    Chancay’s story is the latest episode in the booming cooperation under the China-CELAC Forum. Across the region, more than 200 Chinese infrastructure projects have been launched — generating over 1 million jobs.

    In Brazil, an ultra-high-voltage transmission project has overcome challenges in delivering clean hydropower over vast distances from the Amazon. In Jamaica, a Chinese-built highway has cut cross-island travel time by more than half, while in Bolivia, satellite collaboration has enabled free television access for half a million households.

    Numbers tell a compelling story. Trade between China and the region reached 518.4 billion U.S. dollars in 2024, doubling the figure recorded a decade ago. By 2023, Chinese investment in the region had exceeded 600 billion dollars. These figures have exceeded the goals announced by Xi when he and Latin American and Caribbean leaders met in 2014 to plan for closer cooperation.

    As the second-largest trading partner of Latin America and the Caribbean, China now has more free trade agreements in the region than anywhere outside Asia.

    One such deal with Chile has turned premium cherries into a symbol of thriving cross-Pacific commerce. In 2024, Chile’s cherry exports surged 51.4 percent to 3.57 billion dollars — with over 90 percent going to China.

    “The Chinese market has created a positive ripple effect in Chile, generating jobs across the supply chain, from harvesting to packaging,” said Hernan Garces Gazmuri, a Chilean cherry producer who moved his family to Shanghai for greater business opportunities.

    As Pavel Aleman, a Cuban scholar from the University of Havana, pointed out, China-LAC cooperation is mutually beneficial in essence, with China’s economic vitality fueling Latin America’s development, while the region plays a vital role in supporting China’s continued growth.

    “Deeper cooperation between the two sides can help offset the impact of tariff barriers and effectively counter global risks,” he said.

    Xi’s signature Belt and Road Initiative (BRI) has brought China into closer partnership with countries across the vast Pacific. To date, more than 20 countries in the region have joined the Belt and Road cooperation framework, and 10 countries have signed cooperation plans with China under the initiative.

    Xi once described Latin America as a natural extension of the 21st Century Maritime Silk Road — an essential pillar of the BRI. He emphasized China’s commitment to strengthening cooperation with the region, aligning development strategies and promoting shared growth.

    “As we roll out the blueprint for the BRI, we strive to forge a route of cooperation across the Pacific, in order to draw closer the two lands of abundance of China and Latin America and the Caribbean,” Xi said in his congratulatory message to the second ministerial meeting of the China-CELAC Forum.

    Beyond trade and investment, collaboration between China and this region has also deepened in the fields of science, technology and environmental protection. China has supported joint Earth-resource satellite programs with Brazil, contributing to efforts aimed at curbing deforestation and preserving biodiversity in the Amazon.

    Xi said China and Latin America and the Caribbean should promote joint development to contribute to strong, sustainable, balanced and inclusive growth of the global economy.

    HEART-TO-HEART CONNECTIONS

    Xi has long believed that strong state-to-state relations are built on people-to-people connections. Over his six trips to the region as head of state, he made a point of engaging with everyday people despite tight schedules.

    In Costa Rica, Xi visited the home of a coffee grower who showed him around his house and plantation. Over a cup of coffee, Xi chatted with the family and shared that he, too, had rural beginnings — having spent years working the land in his youth.

    His engagement has ignited vibrant people-to-people exchanges, with cultural festivals, youth projects and journalist initiatives flourishing under the China-CELAC Forum.

    To date, China has provided the region with 17,000 government scholarships and 13,000 training opportunities. It has signed 26 educational cooperation agreements or memoranda of understanding with 19 countries and established 68 Confucius Institutes or Confucius Classrooms in the region.

    Connections between China and the region have also been strengthened through practical measures — such as the launch of new direct air routes and the inclusion of more Latin American countries in China’s 240-hour visa-free transit program.

    As many countries in the region now officially celebrate the Chinese New Year, a growing number of Chinese travelers have headed to Latin America in recent years — some for business, others as tourists drawn by the region’s stunning landscapes and rich cultural diversity.

    These efforts have brought China and the region closer than ever, said Qiu, the Chinese government’s special representative for Latin American affairs.

    Both China and Latin America are home to ancient histories and flourishing civilizations. For Xi, civilizations grow richer and more colorful through exchanges and mutual learning.

    In 2013, at Mexico’s Chichen Itza, Xi explored ancient Maya ruins with archaeologist Jose Huchim Herrera. Amid stepped pyramids and temples, he inquired about the features of the ruins, such as the meaning of carved reliefs.

    His questions revealed a deep curiosity about the host civilization, said Huchim Herrera.

    In a signed article published last November ahead of his visit to Peru, Xi highlighted a cultural connection by pointing out the resemblance between the Incan gold masks unearthed in Peru and those discovered at the Sanxingdui archaeological site in southwest China’s Sichuan Province.

    That same month, a joint exhibition in the ancient city of Cusco showcased dazzling gold artifacts, bronze statues, jade treasures and wooden relics from Sichuan’s Sanxingdui and Jinsha sites, captivating nearly 10,000 Peruvian visitors.

    Daniel Grimaldi, executive director of the think tank Chile 21, praised exchanges between Chinese and Latin American civilizations for opening new channels of communication. Such interactions, he said, strengthen ties through mutual respect and open dialogue, while supporting both sides on their shared journey toward modernization.

    As Xi has said, in a globalization and information age, the Pacific is no barrier but rather a bond and a bridge.

  • MIL-OSI USA: Residential electric bills in Hawaii and Connecticut are twice those in New Mexico, Utah

    The average electric monthly bill for U.S. residential customers was $144 in 2024, but average costs for customers in some states were much higher or lower. Customers in states such as Hawaii and Connecticut, where retail electricity prices are relatively high, paid more than $200 per month for electricity, or more than twice as much as customers in states such as New Mexico and Utah.

    Monthly electricity bills are the product of two factors: retail electricity prices and the amount of grid-delivered electricity that customers consume. Although we do not directly survey retail electricity prices or bills in our monthly electricity surveys, we estimate bills by dividing the utilities’ revenue from residential customers by the number of residential customers. Similarly, we estimate retail prices by dividing utility revenue from residential customers by electric retail sales to residential customers.

    Average U.S. electricity prices and consumption were both higher in 2024 compared with 2023. The average U.S. residential electricity price rose from 16.0 cents per kilowatthour (kWh) in 2023 to 16.5 cents/kWh in 2024. Monthly electricity consumption per residential customer averaged 865 kWh in 2024, or 2% more than the average value in 2023.

    Customers in Hawaii had the highest average monthly bills in 2024, at $213 per month, despite consuming the least amount of grid-delivered electricity, on average. Although many homes in Hawaii have solar photovoltaic systems that reduce the need for grid-delivered electricity, most of that grid-delivered electricity generated in Hawaii comes from petroleum-fired generators. Electricity prices in Hawaii are high because petroleum-fired electricity generation is expensive compared with other energy sources.

    Customers in Utah had the lowest average monthly bills at $89 per month. The six states with the lowest residential bills are all in the Rocky Mountain region: Utah, New Mexico, Colorado, Wyoming, Montana, and Idaho. These states tend to have lower-than-average residential electricity prices and consumption. Delivered costs for coal and natural gas, which are prevalent sources for electricity generation in Rocky Mountain states, were lower in 2024 than in 2023.

    Louisiana had the highest average electricity consumption, as Louisiana’s residential customers used more than twice as much electricity from the grid as those in Hawaii or California. However, because electricity prices are so much lower in Louisiana, residents paid an average of $142 per month, or nearly equal to the national average. Southeastern states tend to consume more electricity than other states because customers use more air conditioning in the summer and use electric, rather than natural gas, space-heating equipment in the winter.

  • MIL-OSI Security: Justice Department Announces Results of Operation Restore Justice: 205 Child Sex Abuse Offenders Arrested in FBI-Led Nationwide Crackdown, Including One in the District of Nebraska

    Today, the Department of Justice announced the results of Operation Restore Justice, a coordinated enforcement effort to identify, track and arrest child sex predators.  The operation resulted in the rescue of 115 children and the arrests of 205 child sexual abuse offenders in the nationwide crackdown.  The coordinated effort was executed over the course of five days by all 55 FBI field offices, the Child Exploitation and Obscenity Section in the Department’s Criminal Division, and United States Attorney’s Offices around the country.

    “The Department of Justice will never stop fighting to protect victims — especially child victims — and we will not rest until we hunt down, arrest, and prosecute every child predator who preys on the most vulnerable among us,” said Attorney General Pamela Bondi. “I am grateful to the FBI and their state and local partners for their incredible work in Operation Restore Justice and have directed my prosecutors not to negotiate.”

    “Every child deserves to grow up free from fear and exploitation, and the FBI will continue to be relentless in our pursuit of those who exploit the most vulnerable among us,” said FBI Director Kash Patel. “Operation Restore Justice proves that no predator is out of reach and no child will be forgotten. By leveraging the strength of all our field offices and our federal, state and local partners, we’re sending a clear message: there is no place to hide for those who prey on children.”

    On April 29, 2025, Kody Dickes, 34, of Ashland, Nebraska, was arrested by criminal complaint for distribution of child pornography and possession of child pornography.

    Others arrested around the country are alleged to have committed various crimes including the production, distribution, and possession of child sexual abuse material, online enticement and transportation of minors, and child sex trafficking. In Minneapolis, for example, a state trooper and Army Reservist was arrested for allegedly producing child sexual abuse material while wearing his uniforms. In Norfolk, VA, an illegal alien from Mexico is accused of transporting a minor across state lines for sex. In Washington, D.C., a former Metropolitan Police Department Police Officer was arrested for allegedly trafficking minor victims.

    In many cases, parental vigilance and community outreach efforts played a critical role in bringing these offenders to justice. For example, a California man was arrested about eight hours after a young victim bravely came forward and disclosed their abuse to FBI agents after an online safety presentation at a school near Albany, N.Y.

    This effort follows the Department’s observance of National Child Abuse Prevention Month in April, and underscores the Department’s unwavering commitment to protecting children and raising awareness about the dangers they face. While the Department, including the FBI, investigates and prosecutes these crimes every day, April serves as a powerful reminder of the importance of preventing these crimes, seeking justice for victims, and raising awareness through community education.

    The Justice Department is committed to combating child sexual exploitation. These cases were brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.     In honor of the 60th anniversary of the preparatory faculty of Peter the Great St. Petersburg Polytechnic University, a series of events dedicated to the history and culture of our country were held for foreign students.

    20 best students from Angola, Vietnam, India, Indonesia, Yemen, China, Myanmar, Palestine, Turkmenistan and Turkey went to a three-day cultural and educational intensive course “Polytechnic in History and Culture” at the Kholomki estate. The guys immersed themselves in the atmosphere of Russian estate life in a historical complex associated with the name of the first director of the Polytechnic – Prince Andrei Grigorievich Gagarin.

    The participants not only learned about the life of the prince and the fate of his estate, but also visited Gagarin’s grave in the village of Belskoye Ustye, paying tribute to the memory of the university’s founder.

    This brought us even closer together! Thank you for the opportunity to relax, find friends and celebrate the faculty anniversary, – shared Mustafa Rozyev from Turkmenistan.

    The educational program was prepared by teachers of the Higher School of International Educational Programs (HSIEEP). There were team-building trainings, quizzes on Russian history and modern culture, and a volleyball match, where international student teams competed with teachers. Indian student Gupta Purvi remembered volleyball the most: It was fun and adventurous, and the teachers were as passionate as we were.

    Jonathan Abel from Indonesia admitted that he especially enjoyed the night songs around the campfire under the starry sky: The teachers sang so beautifully that even those who did not know the words joined in with the melodies.

    Yemeni student Al-Falah Naif expressed his delight poetically: Nature whispered its secrets to us… These days will become a page in my future novel.

    Before returning to St. Petersburg, the group honored the memory of the victims of Nazism at the Dulag 100 memorial near Porkhov, where a transit camp was located during the war. The children were reminded that this year Russia solemnly celebrated the 80th anniversary of the Victory in the Great Patriotic War.

    Another group of students from Mexico, China, Turkmenistan, France, Thailand and Slovakia visited the State Museum of the History of Religion. They began their journey with the halls of Christian symbols, where guides gave detailed information about ancient icons, church utensils and the history of Orthodoxy in Russia. Rare exhibits, such as a reconstruction of a 17th-century altar with preserved frescoes, attracted special attention. In the Catholicism department, the participants learned about the connection between European religious traditions and Russian culture.

    Students from Turkmenistan particularly noted the halls dedicated to Islam.

    It’s unexpected to see familiar religious symbols in Russia, it brings us even closer together,” shared Matyakub Yusupov.

    The events not only strengthened intercultural ties, but also became a bridge between the past and present of the Polytechnic University, reminding us of its rich heritage, and helped to form a sense of belonging to the cultural heritage. The organizers are confident that such projects help foreign students to understand Russia more deeply and feel part of a large university family.

    On May 7, 2025, the First Lady of the Federative Republic of Brazil Jeanja Lula da Silva, an active supporter of sustainable development and the initiator of the Global Alliance against Hunger and Poverty, visited HSE University. During the visit, a closed meeting was held with HSE Rector Nikita Anisimov. The meeting discussed the prospects for the development of Russian-Brazilian relations in science and education.

    On this day, the Higher School of Economics hosted a round table on the topic “The Global Alliance against Hunger and Poverty as a Key to Modern International Cooperation,” where Jeanja Lula da Silva was the guest of honor.

The main goal is to provide real assistance to vulnerable groups, including women, children and the elderly. She paid special attention to the three key “pillars” of the Alliance: national policy, financial support and dissemination of knowledge. The Alliance currently unites 95 countries, as well as funds, international organizations and financial institutions.

    Russian experts also spoke at the round table. Vice-Rector of the National Research University Higher School of Economics, Director of the Institute of Social Policy Lilia Ovcharova noted the importance of the Brazilian experience in building an effective social protection system: from employment and education support programs to child nutrition. Professor of the National Research University Higher School of Economics, Head of the Department of Agricultural Policy of the Institute of Agricultural Research Renata Yanbykh emphasized Russia’s contribution to global food security, noting the growth of agricultural exports and the importance of food cooperation with Brazil.

At the conclusion of the assembly, which takes place every three years, consecrated women from all over the world witnessed together the end of the Conclave and the election of the new Pope, Leo XIV.It was 6:09 p.m. on Thursday, May 8, when the hall of the Hotel Ergife, where the assembly was held, erupted with joy upon the announcement that “white smoke” was rising from the chimney on the roof of the Apostolic Palace. A few minutes earlier, Sister Mary Barron, the outgoing president of the UISG and a member of the Dicastery for Evangelization (Section for First Evangelization and New Particular Churches), had commemorated May 8, 1994, when the Algerian martyrs suffered martyrdom in Hennaya, Algeria.     Argentinos Juniors advanced to the quarterfinals of Argentina’s Primera Division Apertura tournament with a 3-1 home win over 10-man Instituto Cordoba on Sunday.

    Tomas Molina and Jose Herrera scored for the hosts in the space of three second-half minutes, but Gonzalo Requena reduced the deficit with a towering header in the 71st minute.

    The visitors were reduced to 10 men when Nicolas Zalazar was shown a second yellow card for a bad challenge four minutes from time.

    Club America and Cruz Azul reached the semifinals of Mexico’s Liga MX Clausura tournament by winning their respective quarterfinal ties on Sunday.

    After a goalless draw in the first leg, Club America raced to a 2-0 lead in its home clash against Pachuca courtesy of two goals in the opening half hour from United States international forward Alejandro Zendejas.

    The visitors were dealt another blow just before halftime when Morocco international winger Oussama Idrissi was sent off for a second yellow-card offense.

    Club America was in cruise control for most of the second half as it kept alive its bid for a fourth straight Mexican top-flight title.

    “We were consistent and clinical, which is exactly how I want us to be,” America manager Andre Jardine told a post-match news conference.

  • COP30 Brazilian presidency calls for new global climate governance

    The Brazilian presidency of COP30, this year’s climate summit, called for new global climate governance mechanisms to help nations implement their commitments to curb global warming, according to a letter it released on Thursday.

    The summit, to be hosted in the Amazonian city of Belem in November, marks the 10th anniversary of the Paris Accord, when signatories agreed to limit warming to well below 2 degrees Celsius from pre-industrial levels.

    Though nations have so far committed to plans that would limit warming to around 2.6 degrees Celsius, many are struggling to get their proposals off the drawing board and to lower carbon emissions enough to stop the planet from heating to catastrophic levels.

    According to the letter by the COP30 presidency, “the international community should investigate how climate cooperation could become better equipped to accelerate” implementation.

    The proposal was first introduced by Brazilian President Luiz Inacio Lula da Silva last November, during the G20 summit in Rio de Janeiro. At the time, Lula proposed creating a “United Nations climate change council” to help countries implement commitments they made to address climate change as part of the 2015 Paris Agreement.

    “There’s no point in negotiating new commitments if we don’t have an effective mechanism to accelerate the implementation of the Paris Agreement,” Lula said. “We need stronger climate governance.”

    The proposal has now been adopted by Brazilian ambassador Andre Correa do Lago, who will preside over COP30. Correa do Lago argued that, after decades of debates, the Climate Convention, known as the UNFCCC, has completed necessary negotiations but lacks implementation capacity.

    “The UNFCCC and the Paris Agreement don’t have the strength or mandate to take this forward, so we’re proposing to reconsider how we can institutionally strengthen implementation,” Lago told journalists on Wednesday.

    The COP Presidency letter suggests that the United Nations General Assembly, not COP30 itself, should be the forum for this discussion.

    “Debates at the U.N. General Assembly could explore innovative governance approaches to endow international cooperation with capabilities for rapid sharing of data, knowledge and intelligence, as well as for leveraging networks, aggregating efforts and articulating resources, processes, mechanisms and actors within and outside the U.N.,” the letter states.

    Sources in the Brazilian government told Reuters that while the creation of a U.N. Climate Council features in Lula’s diplomatic discussions with world leaders, immediate results are not anticipated in the short term.

    “It’s still an initial convincing effort,” one source said.

    Prosafe has been declared the winner of a bidding process for a four-year contract by Petróleo Brasileiro SA (‘Petrobras’) for the provision of the Safe Notos semi-submersible vessel for safety and maintenance support offshore Brazil. Contract award and timing are subject to a formal process during which Petrobras is under no formal obligation to conclude a contract and other bidders may appeal.

    A contract, if awarded, has a firm period commitment of four years with the operational commencement in September 2026 closely following on from the expiry of the current Safe Notos contract that commenced in Q3 2022.

    Total value of the contract is approximately USD 204 million.

    The Safe Notos is a Dynamically Positioned (DP3) semi-submersible safety and maintenance support (UMS) vessel, capable of operating in harsh environments. The Safe Notos can accommodate up to 500 persons, has extensive recreation facilities, a large crane capacity, large open deck area and a telescopic gangway.

    Whereas the city of Hialeah was incorporated in 1925 with a population of 1,500 and now has over 236,000 residents;

    Whereas the city’s name comes from the Seminole phrase “Haiyakpo Hili”, meaning “high prairie”;

    Whereas Hialeah was founded by Glenn Curtiss, an aviation pioneer, and James Bright, a cattleman;

    Whereas, in 1925, the Hialeah Park Racetrack, nicknamed “The Grand Dame”, opened and hosted notable figures, including Winston Churchill;

    Whereas, in 1937, Amelia Earhart announced her intent to fly around the world at the former location of the Miami Municipal Airport, and after supervising extensive repairs to her airplane, she took off from Hialeah on June 1;

  • MIL-OSI Russia: The story of an NSU graduate: a path in science and inspiration for future generations

    Gennady Barykinsky, graduate Physics Department of NSU 1977, dedicated his life to science. Working in the field of laser physics, he always wanted to learn new things. Now, in retirement, he is engaged in historical research, studies genealogy and creates films. In an interview, he spoke about his difficult student years, the path to obtaining a diploma, the principles that helped him along the way, and why he believes that life should be filled with meaning.

    — Tell us why you decided to apply to NSU?

    — In my thoughts, I always went back to two episodes of my life that radically influenced my choice. The first episode, oddly enough, was military service in the Group of Soviet Forces in Germany. Here I was appointed commander of a platoon for controlling a radar guidance station. At that time, I did not understand not only electronics and radio engineering, but also many elementary concepts of physics. The officers literally shoved textbooks on radio engineering at me and demanded that I master all of this. After demobilization, I was constantly tormented by the same thought: “How is this possible? If I was able to master such complex technology in the army, then surely I will not be able to master higher education,” says Gennady.

    The second episode was the purchase of a directory-catalogue of all higher educational institutions in the country. Through selection, Gennady determined that he liked not a narrowly specialized education, but a more universal one – university. He decided that he was not up to Moscow, Leningrad and Kiev were too academic, but the “youth and elegance of Novosibirsk” was just right.

    — I came for the entrance exams. I was placed in the sixth dormitory in one room with three other applicants. In a few days, I heard such words as limit, derivative, integral and many others from these guys for the first time. I finally realized that I had nothing to do at the entrance exams. However, I still went to the first exam in written mathematics for a bad grade. After the exam, going down to the first floor of the university, I saw an announcement inviting applicants who had failed the exam to an interview at the dean’s office of the full-time preparatory department (PD) of NSU, — Gennady recalls.

    The next two semesters of the school year passed in a state of great emotional tension. Gennady actually had to master almost the entire high school curriculum in five exam subjects in 8 months. Therefore, the school day lasted from dawn to dusk. In addition to in-person classes and mandatory homework, Gennady studied at least four hours every day. Therefore, out of 25 exam points, he scored 23, as it turned out, passing points and was still enrolled in the university.

    — What do you remember about studying at NSU?

    — I have never experienced so many emotions in my life as at the beginning of my student years. The first lectures. The first seminars. And in general, many firsts. Somewhere in my soul there is a feeling of pride that all this happened. One of the warmest memories was left by the deputy dean for our course, candidate of physical and mathematical sciences Vasily Vasilyevich Murakhtanov. In my life, I have never met a person who possessed, to a greater extent than Vasily Vasilyevich, a whole set of such qualities in relation to the interlocutor as: intelligence, modesty, tolerance. One day he came up to me and said: “Gennady Mikhailovich, the dean’s office has an offer – you to lead a group of fourth-year physicists on a summer exchange trip to Poland to the University of Krakow, for almost a month.” I agreed. Half a month passes, he approaches again: “Excuse me, but the university administration insists that you head the student construction teams of the university, and instead of a trip to Poland, we will then organize a trip to another, more interesting country for you.” He persuaded me again. Everything happened just like that, I didn’t even regret it, because I managed to go to Cuba, but that’s a completely different story, – Gennady said.

    Gennady calls the path to his diploma work thorny, since he spent a long time choosing a department and tried himself in different scientific institutes: theoretical and applied mechanics, automation and electrometry, thermal physics, chemical kinetics and combustion.

    — This almost led to the fact that I did not have time to submit my fourth-year coursework to the dean’s office. But fate decreed otherwise. My friend Boris Bondarev, an active leader of the student club “Quantum”, advised me to try myself in laser physics. That’s how I ended up in the Laser Physics Department of the Institute of Semiconductor Physics under the supervision of Viktor Vasilyevich Lebedev. I remember him with great warmth — thanks to him, I dedicated my life to laser physics and I do not regret it. My diploma defense was successful — on June 2, 1978, my work was rated “excellent”. Later, its materials were published in the journal “Quantum Electronics”. This experience taught me that persistence and perseverance always bring results, even if the path turns out to be more difficult than expected, — the graduate recalls.

    During his entire period of study, Gennady only once received a bad mark on an exam. It was thermodynamics. Now Gennady is 76 years old, he has been retired for a long time, but he really likes to do research work on studying the history and genealogy of his family. He also creates texts, articles and videos with interest.

    — I am working on the design of my memories and some other topics in films that I have learned to create myself. I never thought that making films is incredibly interesting. A monograph is not excluded! Currently, several films about NSU are in the works: “A Big Film about the NSU SSO in the Period 1976-1979”, “A Film about the First Congress of NSU Graduates, the Creation and Functioning of this Union”, “The Second Part of the Film “NSU in Faces”, “A Film about the Problems of Graduates — Young Scientists”. I want to wish the graduates of 2025 to live by the meaning and essence, and not by the color of the packaging,” Gennady concludes.

  • MIL-OSI China: Barca edge closer to title with thrilling Clasico win

    FC Barcelona has one hand on this season’s La Liga trophy after winning a thrilling Clasico 4-3 against Real Madrid on Sunday.

    Although Kylian Mbappe scored a hat-trick for Madrid, two goals from Raphinha and one each from Eric Garcia and Lamine Yamal gave Barca three points that put them seven clear of Madrid with just nine points left to play for.

    Real Madrid got off to a flying start when an error from Pau Cubarsi put Kylian Mbappe clear, only for the striker to be brought down by Wojciech Szczesny, with the Frenchman picking himself up to score from the spot after just five minutes.

    It was 2-0 in the 13th minute as Mbappe beat the offside trap and confidently smashed the ball past Szczesny to double the lead.

    Barca needed to get back into the game quickly, and Garcia did just that with a close-range header in the 19th minute after Ferran Torres had flicked on Dani Olmo’s corner.

    Yamal leveled with a stunning left-foot shot in the 32nd minute after Torres laid the ball back to him, and two minutes later it was 3-2 after a mix-up in the Madrid attack between Fede Valverde and Mbappe saw Pedri pick their pockets.

    The midfielder found Raphinha in space, and the Brazilian made no mistake with his left-footed effort.

    Real Madrid looked ragged and Barca was in complete control, although there was a nervous moment when the referee gave Madrid a penalty after Mbappe went down, only to correct his decision for a narrow offside.

    Raphinha headed another chance over the bar after a wonderful pass from Yamal, but made no mistake on the verge of halftime after he robbed Lucas Vazquez and exchanged passes with Torres.

    Barca controlled most of the second half, but had some nervous moments after Mbappe again beat the offside trap to pull a goal back, and the Frenchman could have scored a fourth, only to shoot tamely at Szczesny.

    Youngster Victor Munoz also fired wide for Madrid moments after coming on.

    Barca will be crowned La Liga champion with a win away to local rival Espanyol on Thursday night.

    eal Madrid suffered yet another defeat to their fierce rivals FC Barcelona, falling 3-5 at the Estadi Olímpic Lluís Companys in what was their fourth El Clasico loss of the season. A hat-trick by Kylian Mbappe proved insufficient, as the Catalans firmly claimed bragging rights on Sunday.

    Goals from Eric Garcia, Lamine Yamal, and a brace by Raphinha secured a thrilling comeback win for the hosts, who had trailed by two goals within the opening 15 minutes due to an early blitz by Mbappe.

    With this victory, Barcelona moved seven points clear of Real Madrid in the La Liga standings and now need only one win from their three remaining games to clinch their 28th league title.

    Mbappe looked ready for the occasion from the start. He earned a penalty in the 5th minute after drawing a foul from goalkeeper Wojciech Szczesny, which he converted with ease. Just nine minutes later, he doubled Madrid’s advantage. An assist from Vinicius Jr set up the Frenchman’s 38th goal of the season—surpassing Chilean striker Ivan Zamorano’s record of 37 goals in a debut season for Real Madrid in 1992/93.

    However, the visitors were soon given a rude awakening. In the 19th minute, Ferran Torres flicked a corner toward Eric Garcia, who headed it into the net.

    The floodgates opened as Barcelona chased the deficit with relentless aggression. Lamine Yamal continued his stellar season with a driven low shot that left Courtois with little chance in goal.

    Just two minutes later, Raphinha opened his account for the night. The Brazilian winger was beautifully played in by midfielder Pedri and made no mistake in converting. Raphinha added his second just before the half-time whistle, giving Barcelona a commanding lead.

    Madrid failed to recover from the deficit and ended their 2024–25 campaign winless against their arch-rivals, having previously lost 0-4 at the Bernabéu in the league, 2-5 in the Spanish Super Cup Final in Riyadh, and 2-3 in the Copa del Rey Final at La Cartuja.

    ndia is poised to become one of the most exciting investment destinations in the world and may even outperform China in the coming years, according to ace investor Jim Rogers.

    In an interaction with IANS, Rogers said, “I have been around the investment world for decades, and for the first time in my life, I see that the people in Delhi understand economics.”

    “India is rising again. I think the people in Delhi understand what needs to be done and are trying to do it. That would be wonderful for India and for the world. If India can actually open up and engage in trade with the whole world, you cannot believe how exciting the country’s future could be,” said the American investor and financial commentator.

    “I don’t have investments in India right now, but I really, really want to invest more in the fastest-growing economy,” he added. Rogers also noted that if the market declines and stays down for a while, “I want to put more money in India.”

    India is projected to become the world’s fourth-largest economy in 2025, with the country’s nominal GDP expected to rise to $4,187.017 billion—surpassing Japan’s GDP, which is pegged at $4,186.431 billion—according to the IMF’s latest World Economic Outlook report.

    Commenting on Free Trade Agreements (FTAs), Rogers told IANS that increased free trade is beneficial for the world, and particularly for India.

    “It will be extremely exciting for the world, including foreign investors,” he said.

    India has signed 13 FTAs with its trading partners and is currently negotiating several more, including: the India-EU FTA, the India-Australia Comprehensive Economic Cooperation Agreement (CECA), the India-Peru Trade Agreement covering goods, services, and investment, the India-Sri Lanka Economic and Technical Cooperation Agreement (ETCA), and the India-Oman FTA.

    India and the United Kingdom have signed a landmark FTA that is significant not only in terms of scope—covering reductions across 90 per cent of tariff lines—but also in its symbolic value, marking a shift in post-globalisation economic strategy.

    According to an SBI report, the agreement signals a new global trade strategy for India, which includes reducing dependence on China, navigating U.S. tariffs, and recalibrating post-Brexit relations with Britain.

    Moreover, India has also initiated a review of its existing FTAs, including the India-South Korea Comprehensive Economic Partnership Agreement (CEPA) and the ASEAN-India Trade in Goods Agreement (AITIGA).

    Thanks to Valeri Qazaishvili’s hat trick, Shandong Taishan claimed its first win in five games, beating Zhejiang FC 4-2 at home in the 12th round of the Chinese Super League (CSL).

    Promising striker Wang Yudong gave Zhejiang a dream start just three minutes into the game when he broke the deadlock from a tight angle. In the 24th minute, Qazaishvili leveled the score for Shandong before Xie Wenneng turned the game around.

    Although Wang scored his eighth goal of the season in the second half, Qazaishvili netted two more to secure Shandong’s victory, lifting the team to fifth place on the table.

    Also on Saturday, Beijing Guoan cruised past Shenzhen Peng City 3-1, extending its winning streak to five games and achieving its 300th CSL victory.

    In the 28th minute, Sai Erjiniao set up Lin Liangming to steer in a header, and the naturalized attacker himself scored before halftime. Shenzhen pulled one goal back immediately after the break, only to see Guga seal the win for Beijing in the 70th minute.

    Shanghai Shenhua smashed Qingdao West Coast 4-0, with Brazilian striker Saulo Mineiro scoring twice, while Chengdu Rongcheng defeated Meizhou Hakka by the same scoreline, earning its fifth consecutive win.

  • MIL-OSI China: South Korea sweep recurve golds at Archery World Cup

    South Korea completed a dominant sweep of all five recurve titles at the Archery World Cup Shanghai stop, the second stage of the 2025 season, on Sunday, while host China claimed two silver medals in team events.

    In the recurve men’s team final, the Korean trio of Lee Woo-seok, Kim Je-deok, and Kim Woo-jin delivered a flawless first set with a perfect 60-point score, overpowering France 6-0. The United States took bronze with a 5-3 win over India.

    The recurve women’s team final featured a clash between South Korea and China. Despite an uncharacteristic 7 in the third set from the Koreans, young Chinese archers Zhu Jingyi and Huang Yuwei struggled under pressure, allowing the reigning Olympic champions to seal a 6-2 victory. Chinese Taipei claimed bronze by defeating Mexico 5-1.

    South Korea continued its supremacy in the mixed team event, with Olympic champions Kim Woo-jin and Lim Si-hyeon overpowering China’s Wang Yan and Li Jiaman 6-2. Türkiye secured the bronze medal.

    “These young athletes experienced their first international final showdown against Korean archers,” said Chinese coach Kwon Yong-hak. “They were angry after the match – I told them they should feel that way. This unyielding attitude is crucial for growth.”

    He particularly noted Li Jiaman’s determination: “She desperately wanted redemption after the women’s team loss, but the mounting pressure affected her mixed team performance. We’re not afraid of losing – these lessons will fuel our preparation for Los Angeles 2028.”

    Kim Woo-jin cemented his status as the tournament’s standout athlete, adding individual men’s gold to his team and mixed team triumphs. The Paris 2024 Olympic champion edged Mexico’s Matias Grande 7-1 in the final. In the women’s event, Lee Ga-hyun completed Korea’s golden sweep with a 6-2 victory over compatriot Lim Si-hyeon.

    The compound finals on Saturday saw Dutch star Mike Schloesser claim his tenth World Cup stage gold in the men’s final, while India’s Madhura Dhamangaonkar secured her victory in the women’s final. Team honors went to India (men), Mexico (women), and Britain’s Ella Gibson and Ajay Scott (mixed).

    Political language is sometimes used to describe the orientations of the Vatican. When the late Pope Francis defended migrants, it was suggested that he was a “left-wing” pope. Today, people are wondering whether Pope Leo XIV will adopt a “progressive” path or, on the contrary, a philosophy on immigration different from that of Francis.

    To answer this question, it is helpful to look at what successive popes have said about welcoming foreigners. We can see that they have defended not only migrants but also a right of immigration. Their approach has been universalist and it rejected all discrimination. Could it change?

    Supporting the right of immigration

    During the period between the second world war and the election of Leo XIV, the Vatican had six popes. The first, Pius XII (1939-1958), seems to have been more in favour of immigration than the United Nations. In 1948, when the UN adopted the Universal Declaration of Human Rights, emigration was enshrined as a fundamental right: “Everyone has the right to leave any country, including his own.”

    This wording does not mention the right to enter a country that is not one’s own, and Pius XII called this vagueness into question. In his 1952 Christmas message, he argued that it resulted in a situation in which “the natural right of every person not to be prevented from emigrating or immigrating is practically annulled, under the pretext of a falsely understood common good”.

    Pius XII believed that immigration was a natural right, but linked it to poverty. He therefore asked governments to facilitate the migration of workers and their families to “regions where they could more easily find the food they needed”. He deplored the “mechanisation of minds” and called for a softening “in politics and economics, of the rigidity of the old framework of geographical boundaries”.

    In the Apostolic Constitution on the Exiled Family, also in 1952, he wrote about why migration was essential for the Church.

    Pope John XXIII (1958-1963) extended this argument in two encyclicals: Mater et magistra in 1961 and Pacem in terris in 1963. Whereas Pius XII had thought that the natural right to emigrate only applied to people in need, John XXIII included everyone: “among man’s personal rights we must include his right to enter a country in which he hopes to be able to provide more fittingly for himself and his dependents” (Pacem in terris 106).

    A refusal of discrimination

    For Paul VI (1963-1978), the Christian duty to serve migrant workers must be fulfilled without discrimination. In a 1965 encyclical, he maintained that “a special obligation binds us to make ourselves the neighbour of every person without exception and of actively helping him when he comes across our path, whether he be an old person abandoned by all, a foreign labourer unjustly looked down upon, a refugee… ” He also stated the requirement “to assist migrants and their families” (Gaudium et spes).

    John Paul II (1978-2005) made numerous statements in favour of immigration. For example, his speech for World Migration Day in 1995 was devoted to undocumented migrants. He wrote: “The Church considers the problem of illegal migrants from the standpoint of Christ, who died to gather together the dispersed children of God (cf Jn 11:52), to rehabilitate the marginalized and to bring close those who are distant, in order to integrate all within a communion that is not based on ethnic, cultural or social membership.”

    Benedict XVI (2005-2013) acknowledged the “feminization of migration” and the fact that”female emigration tends to become more and more autonomous. Women cross the border of their homeland alone in search of work in another country.“ (Message, 2006)

    Welcoming the entry into force of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, he recalled: “The Church encourages the ratification of the international legal instruments that aim to defend the rights of migrants, refugees and their families” (Message 2007).

    Pope Francis (2013-2025) embraced this globally inclusive tradition. His encyclical on “Fraternity and Social Friendship” calls for “recognizing that all people are our brothers and sisters, and seeking forms of social friendship that include everyone” (Fratelli tutti, 2020).

    He insisted that “for a healthy relationship between love of one’s native land and a sound sense of belonging to our larger human family, it is helpful to keep in mind that global society is not the sum total of different countries, but rather the communion that exists among them” (Fratelli tutti, 2020).

    On the question of migration, Francis maintained that “our response to the arrival of migrating persons can be summarized by four words: welcome, protect, promote and integrate” (Fratelli tutti, 2020).

    Not a political preference

    It appears that the pontificate of Leo XIV will reflect a similar commitment. However, this cannot be explained by political preference, or by personal and family history (the US-born pope is the grandson of immigrants and became a naturalized citizen of Peru). Popes do not defend immigrants because they are left-wing or progressive, but because they are at the head of an institution whose raison d’être is “to act in continuity with the mission of Christ”.

    For Christians, welcoming foreigners is meant to be a fundamental duty, a condition of salvation. In the gospel, Matthew has Jesus say that this is one of the criteria for the Last Judgement. Those who welcome the stranger will receive the kingdom of God “as an inheritance”. Others will receive eternal punishment: “For I was hungry and you gave me no food, I was thirsty, and you gave me no drink, I was a stranger, and you did not welcome me, naked and you did not clothe me, sick and in prison and you did not visit me” (Matthew, 25:42-43).

    The stranger is at the heart of the New Testament revolution. Of course, the imperatives of hospitality are found in both the Old and New Testaments. It is a hospitality that is demanding (“You shall treat the stranger who sojourns with you as the native among you, and you shall love him as yourself, for you were strangers in the land of Egypt” [Leviticus 19:34]) and unconditional (“Show hospitality without complaining” [Peter 4:9]).

    But the New Testament revolution endows Christianity with a universal aspiration: human beings, by virtue of their origin, all become brothers. Belonging to Christianity itself is reflected by faith in this universality: “We know that we love the children of God when we love God” [John 5:2]. With this message, Christianity blurs the distinction between strangers and relatives: “You are no longer strangers and foreigners, but fellow citizens with the saints and members of God’s household” [Ephesians 2:19].

    According to the Letter to Diognetus, this is what makes Christians unique: “They reside each in his own country, but as dwelling strangers. Every foreign land is a homeland to them, and every homeland is a foreign land to them.”

    In his very first homily, Leo XIV suggested that the Christian faith might seem “absurd, reserved for the weak or the less intelligent”. But the institution of which he declared himself a “faithful administrator” has been preaching “universal mercy” for over 2,000 years.

  • MIL-OSI Africa: 2025 Child Protection Month: Let’s root out child abuse together

    The Department of Social Development (DSD) has launched a nationwide child protection programme to combat child abuse, following alarming statistics revealing that more than 26 000 cases of child abuse and neglect were reported in the 2024/25 financial year.

    DSD Minister Sisisi Tolashe launched the 2025 Child Protection Month and 365 Days child protection programme, aimed at curbing violence against children, in Thaba Nchu in the Free State on Sunday afternoon.

    “This is the continuation of the work done in previous years, however with vigour and a sense of urgency to upscale interventions directed at ending violence against children, as our children are under siege, confronted with high levels of violence, despite progressive laws in place to protect them.

    “As a country, we have made strides, putting various measures in place such as child protection laws, policies, strategies and programmes to ensure the protection of children from abuse; however, our children continue to experience violence,” Tolashe said in written remarks for the occasion.

    The Minister revealed worrying statistics of child abuse, including that some 26 852 cases of child abuse and neglect were reported in the 2024/25 financial year.

    “Cases of sexual abuse remained dominant in all provinces, with 9 859 cases throughout the country. Deliberate neglect is the second most prevalent in all provinces, with 9 485 cases, followed by physical abuse, with 3965 recorded cases and 595 cases of abandonment. 

    “Children falling pregnant as young as 10 to 14 years old is a concern and shows the deep-rooted evil against children, who are sexually abused and sexually exploited,” Tolashe said.

    All hands of deck

    President Cyril Ramaphosa has repeatedly called child abuse and gender-based violence and femicide (GBVF) South Africa’s “second pandemic”.

    The President has also reiterated government’s commitment to rooting it out. He has called on Cabinet to develop and implement a 90-day strategy with impactful programmes to address this sustained violence.

    “In response to the President’s directive to Cabinet, the Justice, Crime Prevention and Security Cluster Ministers and senior officials convened a special sitting on the 14th of April 2025. This urgent meeting was convened in response to the alarming surge in GBVF incidents across the country.

    “It culminated in the adoption of a 90-day acceleration programme to intensify the national response and fast track the implementation of the National Strategic Plan on GBVF. A dedicated GBVF priority committee has been established within the National Joint Operational and Intelligence Structure,” Tolashe said.

    On a global scale, South Africa has also lent its voice to movements against child abuse.

    Last year at the Global Ministerial Conference in Colombia, South Africa pledged to, in relation to ending violence against children:

    • Parent and caregiver support: Building capacity of parents and caregivers through parenting programmes and ensuring that the home environment is safe for children to help reduce the incidence of child abuse, neglect and exploitation, and stop the use of corporal and physical punishment.
    • Safe environments: Creating safety at home, schools and communities, including safety in digital platforms.
    • Child participation: Advocacy on children’s rights and engaging children in empowerment dialogues.
    • Response care, support and healing:  Promotion of availability and accessibility of psycho-social support, trauma counselling, and raising awareness about available services.
    • Norms and values: Implement social and behaviour change programmes to instil positive norms and values, and working with traditional and religious leaders to address harmful cultural practices and patriarchal norms that normalise the abuse of children.
    • Collaboration and coordination with the African Union: Strengthen collaboration with SADC and the African Union in strengthening child protection systems and creating a better continent that safeguards the well-being of children.
    • Income and economic strengthening: Increase access to the Child Support Grant to reach all vulnerable children in South Africa, and working with Home Affairs to upscale birth registration to enable access to social security and the basket of social protection measures in place to cushion children.

    “Implementing the above-mentioned breakthrough areas will ensure that we address the contributory factors to the high levels of violence against children, preventing its occurrence, whilst also responding to victims of violence,” Tolashe said.

    The Minister emphasised, however, that government cannot root out the scourge on its own and requires citizen participation.

    “[Government] alone cannot succeed in dealing with this monster that we are faced with, hence we appeal to parents, community, religious and traditional leaders to work closer in addressing social ills, harmful social, cultural and religious practices that are detrimental to the well-being of children, and change societal norms and values that perpetuate violence against children.

    “I urge that we continue to scale up interventions at local ward level with all hands on deck to end violence against children, promote care and the protection of children, with a focus on changing societal norms and values that perpetuate violence against children,” Tolashe said. – SAnews.gov.za

  • MIL-OSI Global: Is Pope Leo XIV liberal or conservative? Why these labels don’t work for popes

    The 133 cardinal electors sequestered in the Sistine Chapel elected a new pope May 8. The choice was a surprise — Chicago-born Cardinal Robert Prevost, who has carried out most of his ministry in Peru, before being elevated to Vatican roles by Pope Francis.

    As commentators and the media try to piece together backgrounders on Pope Leo XIV, one obvious question will be, “Is he a liberal or a conservative?” The same question was asked about Pope Francis, and about the cardinals entering this conclave.

    When applied to individual Catholics, the terms “liberal” and “conservative” can mean very different things. One could be conservative in regard to liturgy and church practice while being strongly committed to anti-racism and environmentalism.

    Or one might be considered a social conservative on issues such as marriage, sexuality and gender while holding clearly left-wing, social democratic views on the role of government.

    Even if Catholics are comfortable self-identifying as liberal or conservative Catholics, we should not treat these terms as if their meaning were obvious — especially since even as purely political terms the meaning of “liberal” or “conservative” is contested.

    Papacy as institution

    Things become all the more complicated when we are talking about the pope, the supreme head of the Catholic Church. The papacy as an institution is conservative by definition.

    The pope is considered the successor of the Apostle Peter, and his job description is precisely to maintain the unity and catholicity (“wholeness”) of the Church’s life, not only in space but through time — that is, to ensure continuity.

    But because of this role to maintain the fullness of a tradition and the unity of the Church, the pope cannot be conservative (or liberal) in a political sense.

    Pope Francis legacy

    The pontificate of Francis should have served as a lesson against liberal/conservative labels. From the beginning of his pontificate, he advocated strenuously for migrants and refugees. He reached out personally to LGBTQ+ communities. He initiated a worldwide “synodal” process that included broad consultation and fostered discussion of topics previously considered out of bounds, such as ordination of women as deacons (though not priests). He placed women in high-ranking positions in the Roman curia previously reserved only for clerics.

    But Francis was also critical of “gender ideology,” affirmed Church teaching on abortion and maintained the Church’s reservation of ordination to men only. While he angered self-identified conservatives, he often disappointed self-identified liberals.

    Instead of trying to impose political categories, it makes more sense to try to uncover the internal dynamics and motivations of a pope’s teaching and ministry. For example, Pope Francis’s 2015 encyclical letter, Laudato si’, was a landmark in Catholic teaching on ecology. Far from being a political manifesto, the letter presents a vision of the human being within creation, informed by the Bible, theological reflection and modern Catholic social teaching. Francis frequently references the social thought of his predecessor, Pope Benedict XVI, who himself affirmed that the Church “must defend not only earth, water and air as gifts of creation that belong to everyone.”

    As the British theologian Anna Rowlands astutely notes, Catholic social teaching “functions as a social philosophy that never fully baptizes a liberal philosophy or sentiment. It remains locked in a complex dialogue … with liberal democracy.”

    The role of the pope, highlighted in Francis’s teaching on ecology, is to inspire a different kind of social and moral imagination, one not reducible to particular ideological positions.

    Catholic teaching, conscience

    Another example that subverts the liberal/conservative dichotomy was the well-known response of Pope Francis to a journalist’s question about homosexuality in the priesthood: “Who am I to judge?” Francis did not overturn “conservative” teachings in sexual ethics.

    But he did speak as a member of the Jesuit religious order and as a pastor, who knows that the general law must be applied in specific cases that introduce complexities and require nuanced concrete responses.

    There was also a tacit appeal to the teaching of the Second Vatican Council (1962–65), that an individual is bound to follow their conscience.

    For his part, Benedict XVI (as then-Cardinal Ratzinger), in a 1991 address to American bishops in Dallas, alluded to “the classical principle of moral tradition that conscience is the highest norm which [the human person] is to follow even in opposition to authority.” According to this principle, while church teaching authority would inform conscience, “conscience … would retain the final word.”

    There is no doubt that LGBTQ+ Catholics were able to hear something different in Francis’s language than they had heard in Benedict’s. However, both Benedict and Francis could appeal to shared principles, which were theological rather than political, and not reducible to liberal versus conservative categories.

    Weight of political polarization

    In our current political context, political terms like “liberal” and “conservative” tend to carry the weight of American political polarization.

    In the American context at the moment, “conservative Catholic” in its most radical form blends theological traditionalism — devotion to the traditional Latin mass, emphasis on doctrinal orthodoxy and opposition to Francis’s reformist papacy — with support for the Republican party and MAGA movement.

    As professor of moral philosophy Massimo Borghesi has argued, this radical conservative opposition to Francis has its genesis in the pro-capitalist Catholic neo-conservatism of the 1980s and 90s, and is a predominantly American phenomenon.

    In addition, as writer and editor James T. Keane noted in a 2021 article in the Jesuit magazine America, the political polarizations that have seeped into the American Catholic Church should not set the map for the rest of the world, least of all the papacy. It is important to remember this fact as the first North American pope begins his pontificate.

    Choice of name Leo

    Cardinal Robert Prevost, who has become Pope Leo XIV, has given indications of being critical of the Trump administration on issues of peace and migration, very much in line with Francis.

    His choice of the name Leo harkens back to Pope Leo XIII, the pope credited with initiating modern Catholic social teaching, and signals an emphasis on the Church’s advocacy for peace and justice. The new pope’s first Urbi et Orbi (“To the City and to the World”) address from the balcony of St. Peter’s Basilica signalled continuity with Francis — peace, dialogue, encounter, bridge-building.

    And Pope Leo’s career as a missionary, bishop and Vatican cardinal outside of the U.S. means that his context is not confined to the polarizations of the U.S. Catholic Church and its bishops.

    Will the new Pope, Leo XIV, be liberal or conservative? Pope Francis did not fit neatly into these categories: I hope Pope Leo won’t either.

  • MIL-OSI China: Sinner wins in return from doping ban at ATP Italian Open

    Top seed and current world No. 1 Jannik Sinner secured a straight-sets victory in his comeback match, defeating Argentina’s Mariano Navone 6-3, 6-4 in the second round of the ATP Italian Open on Saturday.

    The Italian had served a three-month ban for his two doping offences after accepting the punishment following a case resolution agreement with the World Anti-Doping Agency in February this year. He tested positive for clostebol in March 2024.

    Sinner’s doping ban officially ended on May 5. As the top seed in Rome, he received a first-round bye and made his debut on clay this season.

    In the opening set, Sinner built a 4-2 lead in the first six games. Both players then held serve comfortably by winning four straight points in the next two games, before Sinner consolidated his advantage with a hold in the ninth game to take the set 6-3.

    The second set was tighter, with both players holding serve through the first six games for 3-3. In a tense seventh game, Sinner finally converted his fourth break point. However, Navone immediately broke back in the following game. Sinner responded strongly, breaking once more and then holding serve to close out the set 6-4.

    “I feel like that we prepared ourselves in the best possible way. Of course, I was missing the feedback of official matches, which are the best feedbacks a player can get. So now I have a bigger picture of what I’m doing well and what I have to improve,” Sinner said in his post-match press conference, adding that his main target for this tournament is to win one or two more matches to gauge his current level.

    In the third round, Sinner will face Dutch lucky loser Jesper de Jong.

  • MIL-OSI China: De Arrascaeta strike keeps Flamengo top in Brazil’s Serie A

    Giorgian de Arrascaeta continued his prolific scoring form as leader Flamengo recorded a 1-0 home win over Bahia in Brazil’s Serie A championship on Saturday.

    Flamengo took the lead at the Maracana stadium when Michael Oliveira delivered an inch-perfect cross from the left wing and De Arrascaeta timed his run to perfection to head home.

    The Uruguay international midfielder has now scored seven times and provided three assists in seven league outings for Flamengo this season.

    Flamengo controlled the match thereafter but had to endure a tense final 15 minutes after midfielder Gerson was sent off for an ugly challenge on Erick Pulga.

    The result leaves Flamengo top of the 20-team Brazilian Serie A standings with 17 points from eight games, ahead of second-placed Bragantino on goal difference.

    Bahia, which had won each of its previous three games, is sixth, five points off the pace.

    In other Brazilian Serie A fixtures on Saturday, Mirassol won 2-1 at home to Corinthians, Vitoria prevailed 2-1 at home to Vasco da Gama, Gremio was held to a 1-1 home draw by Bragantino, and hosts Fortaleza romped to a 5-0 victory over Juventude.
