  • MIL-OSI Global: G20 is too elite. There’s a way to fix that though – economists

    The G20 claims to be “the premier forum for international economic cooperation”.

    But is it?

    As scholars of global economic governance, we are sceptical of this claim. Here are our main reasons.

    • The G20 is insufficiently representative of the 193 member states of the United Nations plus the small number of non-member states.

    • It is a self-selected group of 19 countries and the European and African Unions.

    • It has no mandate to act or speak on behalf of the international community.

    • It has no transparent or formal mechanisms through which it can communicate with actors who do not participate in the G20 but have a stake in its deliberations and their outcomes.

    The growing tensions in the world make it more urgent to improve the efficacy of the G20. Firstly, because there is growing evidence of the loss of interest in global cooperation. Secondly, because rich states are cutting their official development assistance and are failing to meet their commitments to help countries deal with loss and damage from climate impacts and make their economies more resilient to shocks.

    And thirdly, because rich countries are also reluctant to discuss financing sustainable and inclusive development in forums like the upcoming Fourth Financing for Development Conference or the UN, where all states can participate. They prefer exclusive forums like the G20.

    Here, after briefly describing the structure of the G20, we argue that its lack of representation is a major problem. We offer a solution and argue that, as chair of the G20 this year, South Africa is well placed to promote this solution.

    What is the G20 and how does it function?

    The G20 was established in the late 1990s in the wake of the East Asian financial crisis. Its members were invited by the US and Germany based on a proposal from the Canadian government. Initially only finance ministers and central bank governors of major advanced and emerging economies were involved. After the financial crisis of 2008-2009 it was upgraded to summit level with the same membership.

    A summit is held annually, under the leadership of a rotating presidency.

    The group accounts for 67% of the world’s population, 85% of global GDP, and 75% of global trade. The membership comprises 19 of the “weightiest” national economies plus the European Union and the African Union. The 19 national economies are the G7 (US, Japan, Germany, UK, France, Italy, Canada), plus Australia, China, India, Indonesia, Republic of Korea, Russia, Turkey, Saudi Arabia, South Africa, Mexico, Brazil, and Argentina. These countries are permanently “in”. The remaining 90% of countries in the world are excluded unless invited as “special guests” on an ad hoc basis.

    Representatives of a select group of international organisations including the International Monetary Fund, the World Bank, the Organization for Economic Cooperation and Development (OECD) and the World Trade Organization also participate, together with those from some UN entities.

    The G20’s work is managed by a troika consisting of the current president with the assistance of the past president and the incoming president. In 2025 this troika consists of South Africa as the current chair, Brazil as the past chair and the US, which will become the G20 president in 2026. The G20 has no permanent secretariat.

    The consistency in G20 membership has proven to be an advantage because it helps foster a sense of familiarity, understanding and trust at the technical level among the permanent members. This is helpful in times of crisis and in dealing with complex problems.

    But its exclusivity and informal status have limited its ability to address major challenges such as the global response to the economic and health consequences of the COVID pandemic. This is because an effective response required agreement and coordinated action by all states and not just those in the G20.

    A solution

    We think that the governance model of the Financial Stability Board offers a solution.

    The Financial Stability Board was established under the umbrella of the G20 in 2009. Its job is to coordinate international financial regulatory standard-setting, monitor the global financial system for signs of stress, and to make recommendations that can help avert potential financial crises.

    It is also an exclusive club. Its membership consists of the financial regulatory authorities in the G20 countries plus those in a few other countries that are considered financially systemically important.

    However, unlike the G20, the Financial Stability Board has made a systematic effort to learn the views of non-members. It has established six Regional Consultative Groups, one each for the Americas, Asia, Commonwealth of Independent States, Europe, Middle East and North Africa, and sub-Saharan Africa.

    The objective is to expand and formalise the Financial Stability Board’s outreach activities beyond its membership and to better reflect the global character of the financial system.

    The regional consultative groups operate in a framework which promotes compliance within each region with the Financial Stability Board’s policy initiatives. The framework enables the group members to share among themselves and with the board their views on common problems and solutions and on the issues on the board’s agenda.

    Importantly, each regional group is co-chaired by an official from a Financial Stability Board member and an official from a non-member institution.

    Applying this model to the G20 would allow the current G20 membership to continue, while obliging the members to establish a consultation process with regional neighbours. This would create a limited form of representation for all the world’s states.

    It would also empower the smaller and weaker members of the G20 because it would enable them to speak with more confidence and credibility about the challenges facing their region.

    This arrangement would also establish a limited form of G20 accountability towards the international community.

    Next steps

    As chair of the G20 chair for 2025, South Africa is well placed to promote this solution to the group’s representation problem. It should work with the African Union to establish an African G20 regional consultative group. South Africa and the African Union could invite each African regional organisation to select one representative to serve on the initial consultative group.

    South Africa could also commit to convey the outcomes of G20 regional consultative group meetings to the G20.

    South Africa can then use this example to demonstrate to the G20 the value of having a G20 regional consultative group and advocate that other regions should adopt the same approach.

    MOSCOW, May 11 (Xinhua) — Russia is ready to hold serious talks with Ukraine to eliminate the root causes of the conflict and establish long-term peace, Russian President Vladimir Putin said Sunday in a statement to reporters in the Kremlin.

    “We are committed to serious negotiations with Ukraine. Their purpose is to eliminate the root causes of the conflict and to establish a long-term, durable peace in the historical perspective,” he said.

    As the Russian leader noted, Moscow’s proposal for negotiations is on the table, and the decision is up to Kiev. In his opinion, those who want peace cannot but support this proposal from Russia. “There are military actions, a war, and we propose to resume negotiations that were interrupted by someone else. What’s wrong with that? Those who really want peace cannot but support this,” he emphasized.

    V. Putin also expressed gratitude to foreign partners who are making efforts for a peaceful settlement of the Ukrainian crisis. Among them, he named China, Brazil, African and Middle Eastern countries, and the new US administration. –0–

    China’s Wang Xinyu and Zheng Saisai lost to Chan Hao-ching of Chinese Taipei and Giuliana Olmos of Mexico in three sets in the first round of the women’s doubles at the WTA Italian Open on Saturday.

    It was the first meeting between the two pairs. In the opening set, Wang and Zheng started out trailing 4-1. They rallied to level the score at 4-4, only for Chan and Olmos to hold serve in the ninth game and edge ahead 5-4.

    In the crucial 10th game, Wang fired an ace and, together with Zheng, saved two break points. However, they couldn’t hold off their opponents and dropped the set 6-4.

    Wang and Zheng responded strongly in the second set. They earned an early break in the opening game and then consolidated with a solid service hold to go up 2-0. Although their opponents managed to get on the board in the third game, Wang and Zheng took control from there, dominating the rest of the set to take it 6-1.

    In the deciding match tiebreak, Wang and Zheng carried their momentum forward, racing to a 3-0 start and later extending their lead to 7-3. But Chan and Olmos mounted a comeback, reeling off seven straight points to seal the win, 10-7.

  • MIL-OSI China: Xi reaffirms China’s commitment to friendly cooperation, international equity

    Chinese President Xi Jinping left here Saturday after paying a state visit to Russia and attending the celebrations marking the 80th anniversary of the victory in the Soviet Union’s Great Patriotic War.

    During bilateral meetings with leaders of several countries here Friday on the sidelines of the Victory Day celebrations, Xi reaffirmed China’s commitment to enhancing cooperation and strengthening ties with these countries, and emphasized the importance of upholding multilateralism and working together to address global challenges.

    REMEMBERING HISTORY

    On Friday, the Chinese president joined his Russian counterpart, Vladimir Putin, and leaders from more than 20 countries and international organizations to lay red flowers at the Tomb of the Unknown Soldier.

    The solemn ceremony marked a moment of remembering and paying tribute to those who perished in the Soviet Union’s Great Patriotic War.

    The Soviet Union was the principal theater of World War II in Europe, losing 27 million lives, while China was the main theater in Asia, suffering 35 million casualties in its resistance against the bulk of Japanese militarist forces.

    Together, the two countries were the mainstay of resistance against Japanese militarism and German Nazism, making pivotal contributions to the victory in the World Anti-Fascist War.

    This was the second time for Xi to attend Russia’s Victory Day celebrations. Ten years ago, he traveled to Moscow for the 70th anniversary. In the same year, Putin also attended China’s Victory Day parade on Sept. 3 in Beijing to commemorate the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War.

    The past decade has been one of profound turbulence and transformation in the international landscape, Xi noted when meeting the press with Putin on Thursday.

    In the face of the changes of the world, of the times and of historical significance, China and Russia should keep a firm grasp on the development direction of bilateral ties and the general trend of the development of human society, Xi said, calling for greater joint efforts in safeguarding international fairness and justice.

    Ahead of Xi’s visit, Russian media published the Chinese leader’s signed article titled “Learning from History to Build Together a Brighter Future.”

    “Indeed, historical memory and truth will not fade with the passage of time. They serve as inspirations that mirror the present and illuminate the future. We must learn from history, especially the hard lessons of the Second World War,” he wrote.

    IRONCLAD FRIENDSHIPS

    During bilateral meetings with Venezuelan, Cuban and Serbian leaders attending Russia’s Victory Day celebrations, Xi reaffirmed ironclad friendships between China and the three countries, emphasizing the importance of deepening cooperation in various sectors.

    In his meeting with Venezuelan President Nicolas Maduro, Xi noted that China and Venezuela have forged an ironclad friendship amid the changing international situation.

    Since the two countries elevated bilateral relations to an all-weather strategic partnership in 2023, exchanges across various sectors and at all levels have been vigorous, bilateral trade has grown continuously, new progress has been made in investment cooperation and people-to-people exchanges, and friendship between the two sides has become increasingly popular among the two peoples, Xi said.

    He said China has always viewed and developed relations with Venezuela from a strategic and long-term perspective and is willing to enhance the exchange of governance experience with Venezuela, continue to deepen practical cooperation in various areas and take bilateral ties to new heights, so as to better benefit the two peoples.

    While meeting with Cuban President Miguel Diaz-Canel, Xi noted that this year marks the 65th anniversary of diplomatic ties between China and Cuba, adding that China is willing to further consolidate the ironclad friendship with Cuba, build a closer China-Cuba community with a shared future, and set an example of solidarity and cooperation among socialist countries and sincere mutual assistance among developing countries.

    Xi called on both sides to promote steady progress in exchanges at all levels and cooperation in various fields, and ensure that high-level political mutual trust always remains a distinct feature of relations between the two ruling parties and the two countries.

    In his meeting with Serbian President Aleksandar Vucic, Xi urged the two sides to carry forward the ironclad friendship, boost mutually beneficial cooperation and advance the high-quality building of a China-Serbia community with a shared future.

    China is ready to deepen strategic communication with Serbia, enhance mutual support, strengthen cooperation in trade and investment, continue supporting the construction and operation of relevant projects, give full play to their demonstrative effect, and achieve more outcomes that deliver mutual benefit and win-win results, Xi said.

    UPHOLDING MULTILATERALISM

    In these bilateral meetings on Friday, Xi also reaffirmed China’s commitment to multilateralism and international cooperation, and emphasized the importance of working together to address global challenges.

    During his meeting with Slovak Prime Minister Robert Fico, Xi said that China stands ready to work with Slovakia and other countries to jointly address challenges through solidarity and cooperation and safeguard international fairness and justice.

    Fico said that the Slovak side stands ready to join efforts with China to uphold multilateralism, safeguard free trade rules, and maintain the stability of global industrial and supply chains.

    During the meeting with Maduro, Xi said that China is ready to work with Venezuela and other Latin American countries to firmly uphold the UN-centered international system and the international order underpinned by international law.

    For his part, Maduro said that Venezuela is willing to strengthen coordination and cooperation with China to uphold multilateralism, defend international fairness and justice, and safeguard the common interests of the international community.

    In the meeting with Myanmar leader Min Aung Hlaing, Xi urged the two sides to jointly uphold the UN-centered international system and the international order underpinned by international law, and safeguard the legitimate rights and interests of developing countries.

    In the meeting with Diaz-Canel, Xi urged the two sides to enhance coordination and cooperation within such frameworks as the BRICS and the China-CELAC (Community of Latin American and Caribbean States) Forum, oppose power politics and unilateral bullying, and safeguard international fairness and justice.

    Diaz-Canel said Cuba supports the three major global initiatives proposed by China, and is willing to work with China to jointly oppose unilateralism and protectionism, and to safeguard the common interests of the international community.

    In his meeting with Serbia’s Vucic, Xi said China is ready to work with all countries in the world, including Serbia, to unite and cooperate to meet challenges, jointly safeguard world peace and international fairness and justice, safeguard the achievements of economic globalization, and promote the building of a community with a shared future for mankind.

    Vucic commends China’s steadfast support for multilateralism, noting that China’s visions and actions have bolstered the international community’s courage and confidence in safeguarding common interests.

    Serbia stands ready to unite with China in addressing the challenges posed by unilateralism and protectionism, Vucic added.

    BEIJING, May 10 — Chinese President Xi Jinping’s visit to Russia has further consolidated the China-Russia comprehensive strategic partnership of coordination for a new era, led the world in jointly maintaining the postwar international order, and promoted the multi-polarization of the world and the reconstruction of the international political landscape, Chinese Foreign Minister Wang Yi said Saturday.

    At the invitation of Russian President Vladimir Putin, Xi paid a state visit to Russia and attended the celebrations marking the 80th anniversary of the victory in the Soviet Union’s Great Patriotic War from Wednesday to Saturday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said during a press briefing that Xi’s visit has great historical significance.

    During his visit, Xi and Putin had in-depth communication on issues of common concern for nearly 10 hours, Wang said, adding that the most important political outcome of the visit was the signing of a joint statement on deepening the China-Russia comprehensive strategic partnership of coordination for a new era by the two heads of state.

    The two sides agreed to continue expanding cooperation and to consolidate the foundation of economic, trade and energy cooperation, Wang said, adding that the two sides signed a new version of the investments protection agreement, effectively countering the countercurrent of protectionism.

    Regarding the Ukraine crisis, Xi noted that China welcomes all efforts conducive to peace, and believes it is important to accommodate the legitimate security concerns of all countries and eliminate the root causes of the crisis.

    Xi’s attendance at the May 9 Victory Day celebrations once again demonstrated China’s commitment to working with other countries to uphold a correct historical perspective on World War II (WWII) and jointly safeguard the postwar international order, Wang said.

    Amid a complex and turbulent international landscape, Xi said, China and Russia must firmly uphold the UN-centered international system and the international order underpinned by international law.

    Wang said that Taiwan’s restoration to China is a victorious outcome of WWII and an integral part of the postwar international order.

    No matter how the situation on the Taiwan island evolves or what troubles external forces may make, the historical trend toward China’s ultimate and inevitable reunification is unstoppable, Xi said.

    During his visit, Xi also had extensive contacts with political leaders from various countries attending the celebrations and held bilateral meetings with several national leaders from three continents, reaching broad consensus on firmly supporting each other, defending multilateralism and opposing power politics and bullying.

    During his meeting with Myanmar leader Min Aung Hlaing, Xi emphasized that the Chinese side supports Myanmar in safeguarding its sovereignty, independence, territorial integrity and national stability, and steadily advancing its domestic political agenda.

    While meeting with Cuban President Miguel Diaz-Canel and Venezuelan President Nicolas Maduro, respectively, Xi pointed out that Latin American and Caribbean States are sovereign and independent nations, not anyone’s backyard.

    Diaz-Canel and Maduro spoke highly of Xi’s vision of building a community with a shared future for mankind as well as the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. They expressed readiness to work with China in opposing unilateralism and protectionism.

    In his meeting with Serbian President Aleksandar Vucic and Slovak Prime Minister Robert Fico, respectively, Xi emphasized that China and the EU should firmly pursue multilateralism, jointly oppose unilateral bullying, safeguard the achievements of economic globalization, and maintain the global free trade system and international economic and trade order.

  • MIL-OSI United Nations: Public-Private partnerships: strategic investment for comprehensive resilience

    Disasters continue to generate significant impacts across Latin America and the Caribbean. Many occur suddenly, such as storms or hurricanes; others unfold gradually, like droughts. Yet their consequences are consistent: loss of life, disruption of livelihoods, infrastructure damage, and severe economic impacts. Between 2000 and 2024, more than 2,350 disasters were recorded in the region, affecting over 320 million people.

    International cooperation and public budgets are limited and remain largely reactive. In this context, private sector engagement has become essential to enhancing investments in prevention and, in so doing, to help protect employees, communities, and business operations. Resilience is not only a matter of public policy but a collective effort that requires the involvement of industry, business networks, and productive territories.

    Sustainable business development is closely tied to the resilience of the communities in which they operate. Private sector actors are increasingly cognizant that risk is not an external factor but a direct threat to their workforce, infrastructure, and operational continuity. In response, more and more companies are stepping up and taking on active roles in disaster risk reduction such as by co-investing in early warning systems, contributing to territorial planning, and providing data, expertise, logistics, or technological solutions to strengthen collective resilience.

    These partnerships do not form automatically. They require clear regulatory frameworks, long-term vision, sustained political will, and strong leadership. They also require a shared understanding that resilience is not built overnight, nor in isolation. Disaster risk reduction and resilience-building are progressive, collective processes that face challenges and demand ongoing commitment, cross-sectoral coordination, and a strategic focus on prevention.

    From the perspective of the United Nations Office for Disaster Risk Reduction (UNDRR), the way forward is clear: investing in prevention and mitigation not only saves lives—it also protects economic value. For every dollar invested in resilience, four to seven dollars are saved in response and recovery. However, according to case studies featured in the 2024 Regional Assessment Report on Disaster Risk in Latin America and the Caribbean (RAR24), only about 6% of public spending in the region is allocated to disaster prevention. Eighty percent is still directed toward compensatory measures.

    “Disaster risk reduction is not solely an institutional responsibility. It is a shared task that requires vision, political leadership, and coordinated action among governments, the private sector, and communities. Only through concrete partnerships can we anticipate threats and protect what matters most: people, livelihoods, and the stability of our territories,” said Nahuel Arenas, Chief of the UNDRR Regional Office for the Americas and the Caribbean.

    According to the latest report from the Swiss Re Institute, only approximately 17% of total economic losses from disasters in Latin America in 2024 were insured. This gap highlights the structural limitations of the insurance system in the face of increasing threats and sends a clear warning: without substantial risk reduction, the risk of uninsurability will grow—particularly in highly exposed areas where some insurers have already begun to withdraw their operations.

    The good news is that solutions already exist. UNDRR promotes a diversified strategy that includes prospective, corrective, and compensatory risk management—a model that not only helps companies avoid losses, but also improves the return on their investments. Integrating resilience into investment decisions, applying seismic building codes, replacing flammable materials, upgrading drainage systems, supporting multi-hazard early warning systems, allocating risk-informed dedicated budgets, establishing emergency funds, and preparing and updating contingency plans are some of the measures that can make the difference between business continuity and operational disruption.

    Resilience-focused business networks are already active in the region.     The first national consultation on the Early Warnings for All (EW4All) initiative marked a significant step in assessing Belize’s current state of early warning systems and identifying gaps that will inform an actionable national roadmap. This roadmap will guide the country towards a multi-hazard, accessible, and inclusive early warning systems—that goes beyond meteorological hazards to address a broader range of risks.

    Held from 5 to 7 May and convened by the Government of Belize, the United Nations Resident Coordinator’s Office, and partners including the United Nations Office for Disaster Risk Reduction (UNDRR), the World Meteorological Organization (WMO), the International Telecommunication Union (ITU), and the International Federation of Red Cross and Red Crescent Societies (IFRC), the consultation served to consolidate a national diagnosis of gaps and opportunities, and to outline the pillars and areas of improvement that will shape a coordinated national strategy.

    “Let this workshop be the catalyst for a renewed national commitment—where we strengthen our multi-hazard early warning systems, mobilize the financial and human resources we need, and align our efforts with ongoing initiatives. ‘Early Warnings for All’ is not just a UN vision—it must be Belize’s vision. The programme focuses on urban resilience, gender equality, and community safety, promoting safe and smart spaces and the development of inclusive local disaster resilience action plans for Belize City.

    The launch began with the official signing ceremony of Belize City’s entry into the MCR2030 initiative. During the event, His Worship Mayor Bernard Wagner formally handed over the signed Letter of Commitment to UNDRR’s Regional Chief of Office, signaling Belize City’s role as the newest member of the global MCR2030 network and reinforcing its commitment to building a safer, more resilient urban future.

    “Our participation in MCR2030 is more than symbolic. It is a declaration that Belize City is committed to a future where safety, preparedness, sustainability, and inclusive urban development are not optional, but essential,” said Mayor Bernard Wagner, Mayor of Belize City.

    WASHINGTON – The Department of Homeland Security announced that the American Civil Liberties Union (ACLU) dropped its baseless lawfare case against Immigration and Customs Enforcement (ICE) and the Department.

    “The ACLU dropped its lawsuit on the false claims that DHS deported a U.S. citizen,” said Assistant Secretary Tricia McLaughlin. “The truth is, and has always been, that the mother—who was in the country illegally—chose to bring her 2-year-old with her to Honduras when she was removed. The narrative that DHS is deporting American children is false and irresponsible.”

    The parent, Jenny Carolina Lopez-Villela , made the decision to take her child to Honduras. ICE asks parents if they want to be removed with their children or if they would like to place a child with someone the parent designates. In this case, the parent stated they wanted to be removed with their child.

    Jenny Carolina Lopez-Villela illegally entered this country three times in September 2019, March of 2021, and August 2021. She and her older daughter were deemed inadmissible to the United States the first time she entered the country and both her and her daughter were given final orders of removal in March 2020. When she was taken into ICE custody in April 2025, she chose to bring her younger daughter, who is an American Citizen, with her to Honduras and presented a valid United States passport.

    DHS takes its responsibility to protect children seriously and will continue to work with federal law enforcement to ensure that children are safe and protected.   • MIL-Evening Report: Pacific region hopes for ‘climate-conscious’ pope, says PCC leader

    The leader of the Pacific Conference of Churches (PCC) has reacted to the election of the new pope.

    Pope Leo XIV was elected by his fellow cardinals in the Conclave on Thursday evening, Rome time.

    Leo, 69, formerly Cardinal Robert Prevost, is originally from Chicago, and has spent most of his career as a missionary in Peru.

    He became a cardinal only in 2023 and has become the first-ever US pope.

    PCC general secretary Reverend James Bhagwan said he was not a Vatican insider, but there had been talk of cardinals feeling that the new pope should be a “middle-of-the-road person”.

    Reverend Bhagwan said there had been prayers for God’s wisdom to guide the decisions made at the Conclave.

    “I think if we look at where the decisions perhaps were made or based on, there had been a lot of talk that the cardinals going into Conclave had felt that a new pope would need to be someone who could take forward the legacy of Pope Francis, reaching out to those in the margins, but also be a sort of a middle-of-the-road person,” he said.

    Hopes for climate response
    Reverend Bhagwan said the Pacific hoped that Pope Leo carried on the late Pope Francis’s connection to the climate change response.

    He said Pope Francis released his “laudate deum” exhortation on the climate shortly before the United Nations climate summit in Dubai last year.

    “The focus on care for creation, the focus for ending fossil fuels and climate justice, the focus on people from the margins — I think that’s important for the Pacific people at this time.

    “I know that the Catholic Church in the Pacific has been focused on on its synodal process, and so he spoke about synodality as well.

    “I know that there were hopes for an Oceania synod, just as Pope Francis held a synod of the Amazon. And I think that is still something that’s in the hearts of many of our Catholic leaders and Catholic members.

    “We hope that this will be an opportunity to still bring that focus to the Pacific.”

    Picking up issues
    New Zealand’s Cardinal John Dew, who was in the Conclave, said the new pope would not hesitate to speak out about issues around the world.

    He said they were confident Pope Leo would pick up many of the issues Francis was well known for, like speaking up for climate change, human trafficking and the plight of refugees; and within the church, a different way of meeting and talking with one another — known as synodality — which is an ongoing process.

    “I think any pope needs to be able to challenge things that are happening around the world, especially if it is affecting the lives of people, where the poor are getting poorer and the rich are getting richer.”

    SAN DIEGO – Federal prosecutors in the Southern District of California filed 176 border-related cases this week, including charges of assault on a federal officer, bringing in aliens for financial gain, reentering the U.S. after deportation, and importation of controlled substances.

    The U.S. Attorney’s Office for the Southern District of California is the fourth-busiest federal district, largely due to a high volume of border-related crimes. This district, encompassing San Diego and Imperial counties, shares a 140-mile border with Mexico. It includes the San Ysidro Port of Entry, the world’s busiest land border crossing, connecting San Diego (America’s eighth largest city) and Tijuana (Mexico’s second largest city).

    In addition to reactive border-related crimes, the Southern District of California also prosecutes a significant number of proactive cases related to terrorism, organized crime, drugs, white-collar fraud, violent crime, cybercrime, human trafficking and national security. Recent developments in those and other significant areas of prosecution can be found here.

    A sample of border-related arrests this week:

    • On May 8, Ismael Castro-Gonzalez, a Mexican national, was arrested and charged with Assault on a Federal Officer and Attempted Entry of a Removed Alien. According to a complaint, two Border Patrol agents were attacked by Castro and others when they attempted to rescue Castro, who was hanging from barbed wire on the border wall with a broken ladder nearby. The agents were pelted with rocks by other immigrants, including one who was sitting atop the wall. One agent grabbed Castro’s right hand and forced him to release the wire. Once he broke Castro’s grip, the agent was able to pull Castro from the wire and take him to the ground, where Castro continued to struggle and attempted to tackle the agent. As they fell to the ground, Castro started reaching for the agent’s gun and collapsible steel baton.  The two agents were able to subdue Castro and arrest him. Castro was previously deported to Mexico on June 29, 2022, through the San Ysidro Port of Entry.
    • On May 6, Rosa Cervantez, a U.S. citizen, was arrested and charged with Importation of a Controlled Substance. According to a complaint, Cervantez attempted to cross the border in the SENTRI lane at the Calexico West Port of Entry but a Customs and Border Protection officer discovered 36 plastic-wrapped packages hidden in a spare tire well of her car containing 85 pounds of fentanyl and more than 2 pounds of cocaine.
    • On May 7, Salvador Hernandez, a U.S. citizen, was arrested and charged with Importation of a Controlled Substance. According to a complaint, Hernandez attempted to smuggle three pounds of methamphetamine through the pedestrian lanes of the Otay Mesa Port of Entry. Customs and Border Protection officers found three packages concealed in Hernandez’s waistline secured with Saran Wrap.
    • On May 7, Jose Tomas Lopez-Navarro of Honduras was arrested and charged with Attempted Entry after Deportation. According to a complaint, Lopez-Navarro submitted a counterfeit passport to a Customs and Border Patrol officer when asking to be admitted to the U.S. at the San Ysidro Pedestrian East Port of Entry. Lopez-Navarro had been previously removed from the U.S. to Honduras on February 4, 2025.

    Also recently, a number of defendants with criminal records were convicted by a jury or sentenced for border-related crimes such as illegally re-entering the U.S. after previous deportation. Here are a few of those cases:

    • On April 30, Abner Leon-Mote, a Mexican national who was previously convicted of felony Assault with a Deadly Weapon in April 2018, was found guilty by a jury of Attempted Reentry of Removed Alien for again entering the U.S. illegally. Sentencing is scheduled for July 29, 2025 and Leon-Mote faces a maximum sentence of 20 years in prison.
    • On May 5, Omar Laveaga-Flores, a Mexican national who was previously convicted of an illegal entry offense in Arizona in 2022, was sentenced in federal court to 60 days in custody for again entering the U.S illegally.
    • On May 8, Juan Melgoza-Soto and Santiago Alfredo Gonzalez Hara, previously removed Mexican nationals, were sentenced in federal court to 73 days in custody for bringing an undocumented alien into the United States from Mexico.
    • On May 9, Martin Josue Gutierrez, a U.S. citizen, was sentenced to six months in custody for Transportation of Certain Aliens. The defendant had seven undocumented individuals in a truck, including several under a tarp in the bed of the truck, and failed to yield during an attempted vehicle stop by law enforcement.

    Pursuant to the Department’s Operation Take Back America priorities, federal law enforcement has focused immigration prosecutions on undocumented aliens who are engaged in criminal activity in the U.S., including those who commit drug and firearms crimes, who have serious criminal records, or who have active warrants for their arrest. Federal authorities have also been prioritizing investigations and prosecutions against drug, firearm, and human smugglers and those who endanger and threaten the safety of our communities and the law enforcement officers who protect the community.

    The immigration cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), Customs and Border Protection, U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with the support and assistance of state and local law enforcement partners.

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI United Nations: Committee on the Elimination of Racial Discrimination Closes One Hundred and Fifteenth Session, Issues Concluding Observations on Reports of Gabon, Kyrgyzstan, Mauritius, Republic of Korea and Ukraine

    The Committee on the Elimination of Racial Discrimination this afternoon closed its one hundred and fifteenth session, during which it reviewed the reports of Gabon, Kyrgyzstan, Mauritius, Republic of Korea and Ukraine.

    Chinsung Chung, Committee Rapporteur, said that the Committee’s concluding observations for the five country reviews conducted during the session were available on the session’s webpage.  The Committee thanked the State party delegations that participated in dialogues; the national human rights institutions of Ukraine and the Republic of Korea for submitting written reports and providing updates during the session; and the various civil society representatives who contributed essential information to the reviews.

    Ms. Chung said that this year was the sixtieth anniversary of the International Convention on the Elimination of All Forms of Racial Discrimination.  During the yearlong campaign, the Committee would highlight the achievements made in the last 60 years and identify effective and concrete ways to overcome structural and emerging challenges in making the Convention’s goal – a world free of racial discrimination – a reality.  Information on the anniversary was available on the webpage for the campaign.

    At the opening meeting of the session, Ms. Chung reported, Antti Korkeakivi, Representative of the Secretary-General and Chief of the Human Rights Treaties Branch of the Office of the United Nations High Commissioner for Human Rights, gave a speech highlighting the Committee’s important work and its contributions to promoting and protecting the human rights of all people without discrimination.  He underlined that the sixtieth anniversary of the Convention was an opportunity to explore avenues to generate greater political will and concrete action to fight against racial discrimination.

    Mr. Korkeakivi recognised the negative impact of the United Nations’ liquidity crisis on the planning and implementation of the work of all Committees, as the holding of the next sessions for this year was still uncertain.  He confirmed that the Office of the High Commissioner was doing its utmost to ensure that the treaty bodies could implement their mandates.  Nevertheless, all indications pointed to a continuation of the difficult liquidity situation for the foreseeable future. 

    During the one hundred and fifteenth session, Ms. Chung said, the Committee reviewed follow-up reports for Croatia, Germany, Morocco, Uruguay and Tajikistan.  The Committee thanked these States parties for their reports and invited them to duly consider its recommendations and include the steps taken to implement them in their next periodic reports.

    The Committee pursued its work toward the elaboration of its joint general recommendations 38 and 39 with the Committee on the Protection of the Rights of All Migrant Workers and Members of their Families on eradicating xenophobia towards migrants and others perceived as such.

    Ms. Chung said the Committee also discussed the development of a general recommendation on reparations for the injustices of the transatlantic trade in enslaved Africans, their treatment as chattel, and the ongoing harms to people of African descent, holding a half-day of general discussion on 25 April 2025 as part of this process.  Two expert panels examined legal frameworks for reparations and the lasting effects of slavery, including systemic racism and institutional responsibility. Drawing on these discussions and over 60 written submissions, the Committee would now begin drafting the general recommendation, which would be shared for public input before adoption. Further information was available on the Committee’s webpage.

    Further, Ms. Chung reported, the Committee considered 16 submissions under its early warning and urgent action procedure and endorsed 13 letters to States parties assessed in this procedure.  It also considered four cases under the individual complaints procedure. It declared admissible one case against Germany and discontinued three other cases.

    Ms. Chung also provided an update on the follow-up procedure to the Ad-Hoc Conciliation Commission report published in August 2024 on the inter-State communication submitted by the State of Palestine against Israel under article 11 of the Convention.  Today, 9 May, the Committee issued a statement on the catastrophic humanitarian crisis in the occupied Palestinian territory, acting under its follow-up and early warning and urgent action procedure.

    On 24 April, Ms. Chung said, the Committee held a meeting with States parties.  The Committee thanked all States parties’ representatives who contributed to this event and appreciated that it was well attended.  Earlier today, the Committee also held a meeting with civil society organizations.  In addition, during the session, the Committee heard a report on follow-up to article 13 of the Convention and adopted an updated version of its Rules of Procedure, which would be made available shortly.

    In closing remarks, Michal Balcerzak, Committee Chairperson, said this had been a very productive session.  He thanked the Committee Experts, who had all contributed significantly to the Committee’s work throughout the session, and to working towards the Committee’s mandate of the elimination of all forms of racial discrimination wherever it occurred.  He also thanked all other persons who had contributed to the smooth execution of the Committee’s work.

    BACKGROUND:

    The Trump Administration’s 30% cuts to SBA are expected to negatively impact local communities’ access to Small Business Development Centers, reducing resources for local business owners. Under the Trump Administration, 15 SBA Entrepreneurial Development programs have been eliminated, including the Veterans’ Business Outreach Program, the National Women’s Business Council, and Women’s Business Centers. 

    More than 90% of small businesses rely on imported goods for everything from products to construction materials. Trump’s tariffs will raise prices for businesses and are expected to cost families an extra $3,800 a yearIn a recent poll, 70% of small business owners said they believe the country is headed towards a recession.

    The Trump Administration’s anti-immigrant agenda is also affecting business. Beyond the persecution of immigrant workers, 1 in 5 businesses are started by immigrant families, including undocumented immigrants and mixed-status families. The Trump Administration’s decision to close the offices in sanctuary jurisdictions and limit the funding for immigrant businesses will hurt local economies.

    strong>WASHINGTON, D.C. – Representatives Maria Salazar (FL-27), Darren Soto (FL-09) and Debbie Wasserman Schultz (FL-25) introduced the bipartisan Venezuela TPS Act of 2025, with Salazar serving as the Republican co-lead on the legislation. The bill provides Temporary Protected Status (TPS) for Venezuelans currently in the United States. Specifically, this act automatically designates TPS for Venezuelans for 18 months after enactment of this bill, with the option of renewal. This will protect approximately 600,000 Venezuelans in the United States from deportation.

    BACKGROUND:

    Political instability caused by Nicolas Maduro’s authoritarian regime in Venezuela has led to massive food and medicine shortages, half of the population living in poverty, many suffering from food insecurity, and a crippled economy. Venezuela’s economy has contracted by more than 80% since 2014 which is more than twice the magnitude of the Great Depression in the United States. Venezuela has also experienced some of the highest homicide and crime victimization rates in Latin America and the Caribbean. 

    Congresswoman Salazar represents approximately 40,000 Americans of Venezuelan descent in Florida’s 27th congressional district. Salazar has been at the forefront of the push to protect Venezuelans from deportation until the Maduro regime falls.  

    The legislation automatically designates eligible Venezuelans for TPS for an initial period of 18 months, with the option of renewal. Under TPS, Venezuelans would be shielded from deportation and granted work authorization, allowing individuals to pay taxes and contribute to their communities. This bill would not protect any criminals, and all eligible individuals must pass a stringent background check. The Venezuela TPS Act of 2025 also provides for individuals to travel abroad for emergencies and extenuating circumstances. 

    Venezuelan nationals will be eligible for TPS if they are: 

    • Physically present in the United States on the date of enactment;
       
    • Do not have a criminal record and, 
       
    • Properly register for TPS with the Secretary of Homeland Security.

The Senator spoke up for those in Alaska under temporary protected status and humanitarian parole, and impressed upon Secretary Kristi Noem the importance of prompt processing of applications for humanitarian parole and temporary protected status.

    Murkowski: Here with regards to parole and temporary protected status, we have a relatively significant population of immigrants in Alaska that are under [humanitarian parole] or TPS or both. They’re small, but for us, they’re meaningful in our communities. It’s the Ukrainians, we have Afghanis, Venezuelans, we have some Haitians. The majority of these folks are just truly valued members of their new community. They’re helping us meet workforce needs and really contributing to the tax base here. They’ve expressed great concern about their status and work authorizations that may be revoked or allowed to expire.
    So, USCIS hasn’t processed re-paroles, TPS renewals, or work authorizations for the Ukrainians, at least, for almost five months. The concern is, they have they have paid the fees to USCIS to process their applications, and yet they’re not seeing any action on this. Can you share with me, share with the committee, any information on when this pause might end? There are so many that are concerned that the work authorizations will expire while they’re waiting for this process.
    Noem: Yeah, we do have several countries that have been evaluated by the administration on their participation in TPS, and the program, as it was established, was meant to be utilized on a temporary basis, so some of these TPS programs have been in place for many, many years. But, the evaluation on why TPS should be utilized and when it can be utilized by a country is the process that the administration’s going through. So, if it’s a conflict, environmental [or] economic concern, something that’s going on, and you talked specifically about the Ukrainians as well. I will say that that program is still there and being evaluated, but those folks may have gotten an email or something that was not correct and was rectified. So, I know some folks were alarmed by that that they received but we did rectify that and that was sent out if their legal status had changed, you know, it certainly did not apply to them and we communicated that with them as well. The one thing I will say is that anyone who is on a program like this or on parole that has been revoked always has the opportunity to apply for asylum as well. That is the application that we are forwarding in many of these instances across the country from different countries that interact with us through these different programs.
    Murkowski: And again, just the timing of an expiration of the work authorization while they’re waiting. So, as much information as you can share with us and I’m sure other states as well. Thank you. Thank you, Madam Chair.

  • MIL-OSI USA: Attorney General Bonta Files Motion for Preliminary Injunction to Stop Unlawful Dismantling of HHS

    After filing lawsuit on Monday, Attorney General Bonta now seeks preliminary injunctive relief from certain portions of MAHA Directive

    OAKLAND — California Attorney General Rob Bonta today joined a coalition of 19 attorneys general in filing a motion for a preliminary injunction to stop the dismantling of the U.S. Department of Health and Human Services (HHS). On March 27, HHS Secretary Robert F. Kennedy, Jr. issued a directive to “Make America Healthy Again” (MAHA Directive), which included the firing of roughly 10,000 full-time HHS employees, the consolidation of 28 HHS divisions into 15 divisions, and the closing of half of HHS’s ten regional offices — including one in San Francisco. On May 5, the attorneys general filed a lawsuit against the Trump Administration challenging over the MAHA Directive. In today’s motion, they argue that they have satisfied each of the elements for issuance of a preliminary injunction and seek intervention from the U.S. District Court for the District of Rhode Island to prevent the imminent, irreparable damage resulting from certain portions of the MAHA Directive.

    “Absent intervention from the court, our States will suffer irreparable harm. As a result, we’re filing a motion for a preliminary injunction and requesting expedited relief,” said Attorney General Bonta. “With HHS under attack by the Trump Administration, my fellow attorneys general and I are continuing to answer the public’s call to protect this critical Department.”

    The States argue that the entire MAHA Directive is arbitrary and capricious, and specifically move for a preliminary injunction setting aside the MAHA Directive as to: (1) the Centers for Disease Control and Prevention; (2) the Center for Tobacco Products (located within the Food & Drug Administration); (3) the Office of Head Start within the Administration for Children and Families; and (4) the Division of Data and Technical Analysis (located within the Office of the Assistant Secretary for Planning and Evaluation), which is responsible for calculating the federal poverty guidelines.

    In their motion, the attorneys general argue that: 

    • The States are likely to prevail on their claims that the Trump Administration’s actions violate the Administrative Procedure Act, congressional mandates, and the Constitution. 
    • The States have suffered and will continue to suffer irreparable harm in the form of lost funding, information, guidance and support for their complementary State programs — in particular if the formal staff terminations, which were sent on April 1, are allowed to proceed on June 2.
    • The public health and social consequences of these actions overwhelmingly militate in favor of preliminary injunctive relief.  

    In filing today’s motion for a preliminary injunction, Attorney General Bonta joins the attorneys general of Arizona, Colorado, Connecticut, Delaware, Hawaiʻi, Illinois, Maine, Michigan, Maryland, Minnesota, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Washington, Wisconsin, and the District of Columbia.

  • MIL-OSI Security: Southern District charges over 300 individuals in border security-related cases this week

    HOUSTON – A total of 300 cases have been filed charging 302 people from May 2-8 in continuing efforts to secure the southern border, announced U.S. Attorney Nicholas J. Ganjei. 

    As part of the cases, 93 face allegations of illegally reentering the country. The majority have prior felony convictions for narcotics, prior immigration crimes and more. A total of 193 people face charges of illegally entering the country, while 11 cases allege various instances of human smuggling with the remainder involving other immigration-related crimes.  

    Those charged by criminal complaint include two convicted felons authorities had allegedly discovered illegally in the country near Roma. Milton Elias Lara-Lara and Alejandro Tamayo-Velazquez have convictions related to fentanyl and marijuana, respectively, and had previously been removed from the United States, according to their charges.  

    Two more charged this week for unlawfully returning to the United States are Marco Antonio Rangel-Hernandez and Jose Guadalupe Valero-Lavanzate. The charges against them allege both are Mexican nationals who had previously served sentences for illegal reentry.

    As part of the ongoing efforts, others have also admitted they failed to register and be fingerprinted. One of those was Elver Emmanual Ollervidez-Tapia. He admitted he had previously waded across the Rio Grande River and illegally entered the country. Upon arrival, he failed to register and be fingerprinted as required by law. He was charged with that crime and for illegally entering the country and has pleaded guilty.

    In addition to the new cases, a five-time DUI illegal alien offender was ordered to federal prison for 70 months. In imposing the term of imprisonment, the court considered the dangerousness of Isidor Lagunas-Estrada’s crimes, his lack of respect for the law and need for deterrence. Lagunas-Estrada was removed from the United States in 2020 following his fourth DUI conviction. The investigation revealed he illegally reentered again and was found in the United States in October 2022 when he was arrested and later convicted for his fifth DUI.   

    Also announced was an illegal alien who had allegedly attempted to export stolen vehicles for the cartel. Authorities found Angel David Salas-Herrera in a stolen jeep Gladiator, according to the charges. A search allegedly resulted in the discovery of multiple key fobs and a device utilized to program them. The charges allege the Gladiator was intended to be exported to Mexico for the Gulf Cartel. Law enforcement was also able to recover two additional stolen vehicles that were allegedly intended for the same purpose. If convicted, Salas-Herrera faces up to 10 years in federal prison.

    In Brownsville, an armed repeat illegal alien admitted to human smuggling and firearms charges. The investigation revealed Alejandro Ramirez-Carranza was a river guide and had conspired with Issac Azuara-Vasquez to transport and smuggle illegal aliens in the bed of a truck after they illegally arrived from Mexico via boat on the Rio Grande River. Ramirez-Carranza, Matamoros, Tamaulipas, Mexico, admitted to transporting and bringing an alien into the United States as well as illegal reentry and being an alien in possession of a firearm. Mexican citizen Azuara-Vasquez entered his plea April 10 to the same smuggling-related charges as well as selling a firearm to Ramirez-Carranza, an illegal alien.

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, Border Patrol, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for the Southern District of Texas (SDTX). Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children. 

    The SDTX remains one of the busiest in the nation. It represents 43 counties and more than nine million people covering 44,000 square miles. Assistant U.S. Attorneys from all seven divisions including Houston, Galveston, Victoria, Corpus Christi, Brownsville, McAllen and Laredo work directly with our law enforcement partners on the federal, state and local levels to prosecute the suspected offenders of these and other federal crimes. 

    An indictment or criminal complaint is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

  • MIL-OSI Security: Round Rock Man Pleads Guilty to Trafficking and Unlicensed Dealing of Firearms

    SAN ANTONIO – A Round Rock man pleaded guilty in a federal court in San Antonio today to one count of conspiracy to traffic firearms and one count of dealing in firearms without a license.

    According to court documents, Job Eliezer De La Torre, 50, was engaged in the business of dealing in firearms without a license from Jan. 1, 2020 to Nov. 1, 2023. During that time, he purchased approximately 356 firearms for resale, approximately 24 of which were recovered by law enforcement. Approximately 12 of those 24 were recovered in Mexico. The Bureau of Alcohol, Tobacco, Firearms and Explosives executed a search warrant on De La Torre’s Round Rock residence on Nov. 2, 2023, seizing his cell phone, 44 firearms, more than 1,000 rounds of ammunition, ledgers of sales for firearms, $26,000 in cash, as well as precious metals. De La Torre stated he advertised guns for sale online and made between $20 and $200 in profit per firearm sold.

    Messages on his phone reflected his business dealings. From May to September 2023 alone, De La Torre sold approximately 50 firearms for $196,850 to one co-conspirator. The deal included AR-15 5.56 caliber firearms, six AR-10 .308 caliber firearms, an AK pistol, an FN SCAR 17S rifle, and FightLite MCR builds.

    De La Torre faces up to 15 years in federal prison for the conspiracy offense and up to five years for dealing in firearms without a license. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting U.S. Attorney Margaret Leachman for the Western District of Texas made the announcement.

    The ATF and Homeland Security Investigations are investigating the case.

    Assistant U.S. Attorney William Calve is prosecuting the case.

    MOSCOW, May 9 — Chinese President Xi Jinping said here on Friday that China and Venezuela are good partners of mutual trust and common development, and China will, as always, firmly support Venezuela in safeguarding sovereignty, national dignity and social stability.

    Xi made the remarks while meeting with Venezuelan President Nicolas Maduro on the sidelines of the celebrations marking the 80th anniversary of the victory in the Soviet Union’s Great Patriotic War.

    Noting that China and Venezuela have forged an ironclad friendship amid the changing international situation, Xi said that since the two countries elevated the bilateral relations to an all-weather strategic partnership in 2023, exchanges across various sectors and at all levels have been vigorous, bilateral trade has grown continuously, new progress has been made in investment cooperation and people-to-people exchanges, and friendship between the two sides has become increasingly popular among the two peoples.

    Xi said China has always viewed and developed relations with Venezuela from a strategic and long-term perspective, and is willing to enhance the exchange of governance experiences with Venezuela, continue to deepen practical cooperation in various areas and take bilateral ties to new heights, so as to better benefit the two peoples.

    China is ready to work with Venezuela and other Latin American countries to firmly uphold the UN-centered international system and the international order underpinned by international law, and promote the steady and sustained progress in building a community with a shared future between China and Latin America and the Caribbean, Xi said.

    For his part, Maduro said China is a great friend of Venezuela, expressing his gratitude for China’s longstanding and selfless support in helping his country safeguard national sovereignty and advance economic and social development.

    Venezuela is looking forward to strengthening its all-weather strategic partnership with China, and deepening cooperation in trade, energy, agriculture, science and technology, education and other fields for more tangible results, so as to better benefit the two peoples, he said.

    Noting that Xi’s vision of building a community with a shared future for mankind has opened up bright prospects for world peace and development, Maduro said Venezuela is willing to strengthen coordination and cooperation with China to uphold multilateralism, defend international fairness and justice, and safeguard the common interests of the international community.

    MOSCOW, May 9 — Chinese President Xi Jinping said here Friday that China firmly supports Cuba in safeguarding its national sovereignty, and opposing foreign interference and blockade.

    Xi made the remarks while meeting with Cuban President Miguel Diaz-Canel on the sidelines of the celebrations marking the 80th anniversary of the victory in the Soviet Union’s Great Patriotic War.

    The Chinese side also supports Cuba’s efforts to promote economic and social development, said Xi, adding that the two sides, both as important members of the Global South, should enhance coordination and cooperation within such frameworks as the BRICS and the China-CELAC (Community of Latin American and Caribbean States) Forum, oppose power politics and unilateral bullying, and safeguard international fairness and justice.

    Xi recalled that he has met with Diaz-Canel on many occasions in recent years, saying that they have jointly led China-Cuba relations into a new stage featuring deeper political mutual trust, closer strategic coordination and more solid popular support.

    This year marks the 65th anniversary of diplomatic ties between China and Cuba, Xi said, adding that China is willing to further consolidate the ironclad friendship with Cuba, build a closer China-Cuba community with a shared future, and set an example of solidarity and cooperation among socialist countries and sincere mutual assistance among developing countries.

    Xi called on both sides to promote steady progress in exchanges at all levels and cooperation in various fields, and ensure that high-level political mutual trust always remains a distinct feature of relations between the two ruling parties and the two countries.

    For his part, Diaz-Canel said Cuba and China are close friends and brothers, adding that his country appreciates China’s long-term strong support for Cuba’s economic and social development.

    The Cuban side, he said, firmly abides by the one-China principle, and is ready to strengthen mutually beneficial cooperation with China, enhance friendly people-to-people exchanges, promote coordination and cooperation in international and regional affairs, and deepen the efforts of the building of a community with a shared future, so as to promote a greater development of bilateral relations.

    He also said that Cuba supports the three major global initiatives proposed by China, and is willing to work with China to jointly oppose unilateralism and protectionism, and to safeguard the common interests of the international community.
