    From the moment of his election in 2013, Jorge Mario Bergoglio, the man who became Pope Francis, proved himself to be unconventional.

    Shedding much of the formality of previous papal elections, he appeared for the first time on the balcony of Saint Peter’s Basilica in a simple white cassock without the red ermine-trimmed cape, known as a mozzetta, traditionally worn on such occasions.

    On his chest was the silver pectoral cross he had worn as archbishop of Buenos Aires, rather than the gold cross worn by previous popes. His early demonstrations of unconventionality went beyond his dress as he refused to live in the Apostolic Palace, residing primarily in the Domus Sanctae Marthae guesthouse.

    He was a pope of other firsts.

    He took the name, Francis, in honour of Saint Francis of Assisi, becoming the first uniquely named pope in over 1,000 years (the last being Pope Lando in 913). Many of his major teachings, known as “papal encyclicals”, echoed the wisdom of Saint Francis.

    For instance, Laudato Si (Praise Be to You, 2015) and Fratelli Tutti (All Brothers and Sisters, 2020), concerning care for the planet and care for each other respectively, drew their inspiration from the saint.

    “My roots are Italian, but I am Argentinian and Latin American,” he insisted in his recent autobiography. It was this background as the first pope from the southern hemisphere, and his upbringing in Argentina, that formed his role as a voice for those on the peripheries of society: migrants, the poor, victims of war and the helpless.

    Such an approach also reflected a diverse new reality within the church. The majority of the 1.36 billion Catholics around the world live outside Europe and North America.

    He made clear early on that representing this new reality was central to his papacy by making his first official papal visit outside of Rome to the island of Lampedusa in southern Italy, where many migrants and refugees fleeing warfare attempted to land as a route into Europe. Denouncing people trafficking and referring to the 2013 migrant shipwreck that killed over 300 people, Pope Francis would later describe the island as an “underwater cemetery for too, too many corpses”.

    A modernising pope

    Pope Francis was also the first pope to be formed entirely in the spirit of the Second Vatican Council (1962-1965), which brought about fundamental changes to how the Catholic church related to wider society and the “modern world”. This included the celebration of the Mass in vernacular languages, rather than exclusively Latin.

    Such formation shaped his attitude on such topics as the role of women in the church, technology and AI, the ongoing ecological crisis and the relationship between Catholicism and other faiths.

    While the pope had made clear his feelings that “Vatican II” had not yet been fully implemented, his adherence to its ethos has made him unpopular with Catholics who view the changes brought about by the council as misplaced.

    In 2021, he imposed new restrictions on the use of the older Latin mass, which had been commonplace before the council, now requiring priests to have the permission of their bishop for such a celebration. This reversed the allowances of his predecessor, Benedict XVI, who had permitted all priests to say Mass using the Roman Missal of 1962, without bishops permitting them.

    The move was unpopular among many traditionalists who saw the pope as distancing himself from historical tradition. In response, the pope had criticised “those who seek to ‘safeguard the ashes’ of the past” rather than concerning themselves with the future growth and progress of the church.

    In many ways, Pope Francis embodied a tension at the heart of Catholicism in the 21st century: too liberal for some Catholics and not liberal enough for others. As such, his attempts at reform necessarily became a fine balancing act. History will undoubtedly judge whether the right balance was struck.

    His papacy was not without controversy. In May 2024 he apologised for using a derogatory term for gay men in a private meeting with Italian bishops, the remarks splashed on headlines around the world. The episode was particularly shocking as he had previously indicated a shift in the tone of the church’s attitude on issues such as blessings for same-sex couples.

    In 2018, he admitted he made “grave errors” in his handling of clerical abuse cases in Chile. During a visit to the country, he had defended Bishop Juan Barros who stood accused of covering up sexual abuse. The pope cited a “lack of truthful and balanced information” and subsequently invited the victims to Rome to apologise.

    The pope’s funeral and burial will continue his unconventionality. He will forgo the traditional three interlocking caskets of cypress, lead and oak, instead requesting a simple, zinc-lined wooden coffin.

    He will also be the first pope to be buried outside the Vatican in over a century, asking instead to be buried at Rome’s Basilica of St. Mary Major. His funeral ceremony will also be simplified and shortened at his request.

    Such will be the last act of an unconventional pope, for as he states in his autobiography, “the bishop of Rome is a pastor and a disciple, not a powerful man of this world”.

  • MIL-OSI Global: Three ways Pope Francis influenced the global climate movement

    The death of Pope Francis has been announced by the Vatican. I first met the late Pope Francis at the Vatican after a conference called Saving Our Common Home and the Future of Life on Earth in July 2018. My colleagues and I sensed something momentous was happening at the heart of the church.

    At that time, I was helping to set up the new Laudato Si’ research institute at the Jesuit Hall at the University of Oxford. This institute is named after the pope’s 2015 encyclical (a letter to bishops outlining church policy) on climate change.

    Its mission is rooted in the pope’s religiously inspired vision of integral ecology – a multidisciplinary approach that addresses social and ecological issues of equality and climate breakdown.

    Originating from Argentina, Pope Francis, the first Jesuit pope, witnessed firsthand the destruction of the Amazon and the plight of South America’s poorest communities. His concern for justice for vulnerable communities and protection of the planet go hand in hand with his religious leadership.

    In his first papal letter, Laudato Si’, he called for all people, not just Catholics, to pay more attention to the frailty of both our planet and its people. What we need is no less than a cultural revolution, he wrote. As a theologian, I recognise that he inspired significant change in three key ways.

    1. At global climate summits

    It’s no coincidence that Pope Francis released Laudato Si’ at a crucial moment in 2015 prior to the UN climate summit, Cop21, in Paris. A follow-up exhortation, or official statement, Laudate Deum, was released in October 2023, just before another UN climate summit, Cop28 in Dubai.

    Did the decisions at these global meetings shift because of the influence of Pope Francis? Potentially, yes. In Laudate Deum, Pope Francis showed both encouragement and some frustration about the achievements of international agreements so far.

    He berated the weakness of international politics and believes that Cop21 represented a “significant moment” because the agreement involved everyone.

    After Cop21, he pointed out how most nations had failed to implement the Paris agreement which called for limiting the global temperature rise in this century to below 2°C. He also called out the lack of monitoring of those commitments and subsequent political inertia. He tried his best to use his prominent position to hold power to account.

    Promoting a general moral awareness of the need to act in ecologically responsible ways, both in international politics and at the local level is something that previous popes, Pope John Paul II and Pope Benedict XVI also did. But, Pope Francis’s efforts went beyond that, by connecting much more broadly with grassroots movements.

    2. By advocating for Indigenous people

    Cop28 marked the first time that close to 200 countries agreed to transition away from fossil fuels. Pope Francis’s interventions potentially helped shift the needle just a little in the desired direction.

    His emphasis on listening to Indigenous people may have influenced these gatherings. Compared with previous global climate summits, Cop28 arguably opened up the opportunity to listen to the voices of Indigenous people.

    However, Indigenous people were still disappointed by the outcomes of Cop28. Pope Francis’s lesser-known exhortation Querida Amazonia, which means “beloved Amazonia”, was published in February 2020.

    This exhortation resulted from his conversations with Amazonian communities and helped put Indigenous perspectives on the map. Those perspectives helped shape Catholic social teaching in the encyclical Fratelli Tutti, which means “all brothers and sisters”, published on October 3 2020.

    For many people living in developing countries where extractive industries such as oil and gas or mining are rife, destruction of land coincides with direct threats to life. Pope Francis advocated for Indigenous environmental defenders, many of whom have been inspired to act by their strong faith.

    For example, Father Marcelo Pérez, an Indigenous priest living in Mexico, was murdered by drug dealers just after saying mass on October 23 2023 as part of the cost of defending the rights of his people and their land.

    While 196 environmental defenders were killed globally in 2023, Pope Francis continued to advocate on behalf of the most marginalised people as well as the environment.

    3. By inspiring activism

    I’ve been speaking to religious climate activists from different church backgrounds in the UK as part of a multidisciplinary research project on religion, theology and climate change based at the University of Manchester. Most notably, when we asked more than 300 activists representing six different activist groups who most influenced them to get involved in climate action, 61% named Pope Francis as a key influencer.

    On a larger scale, Laudato Si’ gave rise to the Laudato Si’ movement which coordinates climate activism across the globe. It has 900 Catholic organisations as well as 10,000 of what are known as Laudato Si’ “animators”, who are all ambassadors and leaders in their respective communities.

    Our institute’s ecclesial affiliate, Tomás Insua, based in Assisi, Italy, originally helped pioneer this global Laudato Si’ movement. We host a number of ecumenical gatherings which bring together people from different denominations and hopefully motivate churchgoers to think and act in a more climate-conscious way.

    Nobody knows who the next pope might be. Given the current turmoil in politics and shutting down of political will to address the climate emergency, we can only hope they will build on the legacy of Pope Francis and influence political change for the good, from the grassroots frontline right up to the highest global ambitions.

    The death of Pope Francis in an Italian hospital on 21 April 2025 marks the end of a significant era for the Vatican and the global Catholic following of 1.3 billion faithful.

    The first pope from the Americas and also the first to come from outside the west in the modern era, Pope Francis was elected leader of the Catholic church on 13 March 2013.

    By the time the Argentinian Cardinal Jorge Bergoglio was elected pope in 2013 there was a general feeling that the Catholic church was reaching the end of an era. At the time, the church was beset by crises, from corruption to clerical sexual abuse.

    Some of the challenges facing the church which the ageing Pope Benedict XVI could no longer handle included:

    Moreover, the church was reeling from the revelation of papal secrets of his predecessor Pope Benedict by the papal butler. A book detailing these secrets portrayed the Vatican as a corrupt hotbed of jealousy, intrigue and underhanded factional fighting.

    The revelations caused the church a great deal of embarrassment.

    It meant therefore that Cardinal Bergoglio was elected by the Catholic cardinals with a mandate to clean up the church and reform the Vatican and its bureaucracy. He was to institute processes and procedures for transparency, accountability and renewal of the church and its structures, and address the lingering scandals of clerical abuse.

    The Pope’s global legacy

    Three key things defined his papal role and legacy.

    First is concentrating on the core competence of the church: serving the poor and the marginalised. This is what the founder of the Christian religion, Jesus Christ, did.

    Francis focused the Catholic church and the entire world on one mission: helping the poor, addressing global inequalities, speaking for the voiceless, and placing the attention of the world on those on the periphery.

    He also chose to live simply, forsaking the pomp and pageantry of the papacy.

    Secondly, he changed the way the Catholic church’s message is communicated. In his programmatic document, Evangelii Gaudium, he called the church to what he calls “missionary conversion”. His thinking was that everything that is done in the church must be about proclaiming the good news to a wounded and broken world.

    His central message was that of mercy towards all, an end to wars, our common humanity and the closeness of God to those who suffer. The suffering in the world continues to grow because of injustice, greed, selfishness and pride. He also focused on symbols and simple style to press home his message, like celebrating mass at a wall that divides the United States and Mexico.

    In 2015 he made a risky trip to Bangui, the capital of Central African Republic, during a time of war and tension between the fighting factions of the Muslim Seleka and the Christian anti-balaka. He drove on the Popemobile with both the highest ranking Muslim cleric in the country and his Christian counterpart and visited both a Christian church and a mosque to press home the message of peace.

    The third strategy was restructuring the church and reforming the Vatican bank.

    He created the G8 (a representative council of cardinals from every part of the world) to advise him, calling the Catholic church to a synod for dialogue on every aspect of the life of the church. This effort was unprecedented.

    He also overhauled the procedures for the synod of bishops, making it more participatory, and gave women and the non-ordained voting rights. He shook up the membership of the Vatican department that picks bishops to include women. He appointed the first woman (Sr Simone Brambilla) to lead a major Vatican department and to have a cardinal as her deputy. Another woman (Sr Raffaella Petrini) was named the first woman governor of the Vatican City State.

    Pope Francis and Africa

    The pontiff’s legacy will be keenly felt in Africa. Three things stand out.

    First, he reflected the concerns of people on the continent with his message against imperialism, colonialism, exploitation of the poor by the rich, global inequality, neo-liberal capitalism and ecological injustice. Pope Francis became a voice for Africa. When he visited Kenya in 2015, he chose to visit the slums of Nairobi to proclaim the gospel of liberation to the forsaken of society. He called on African governments to guarantee for the poor and all citizens access to land, lodging and labour.

    In a sense, Pope Francis embodied the message of decolonisation and was driven in part by the liberation theology that developed in Latin America. This theology tied religious faith with liberation of the people from structures of injustice and structural violence.

    Secondly, he encouraged African Catholics to develop Africa’s own unique approach to pastoral life and addressing social issues in Africa. Particularly, Pope Francis believed in decentralisation and local processes in meeting local challenges. He said many times that it is not necessary that all problems in the church be solved by the pope at the Roman centre of the church.

    In this way, he encouraged the growth and development of African priorities and cultural adaptation to the Catholic faith. He also encouraged greater transparency and accountability among African bishops and gave African Catholic universities and seminaries greater autonomy to develop their own educational priorities and programmes.

    Thirdly, Pope Francis had a very deep connection to Africa’s young people. He encouraged and supported initiatives and programmes to strengthen the agency of young people, to give them hope and support their personal, spiritual and professional development. For the first time in history, on 1 November 2022, Pope Francis met virtually with more than 1,000 young Africans for an hour. I helped organise this meeting. He answered their questions and encouraged them to fight for what they believe.

    A reformist agenda

    The reforms of Pope Francis could be termed a movement – from a church of a few where priests and bishops and the pope call the shots to a church of the people of God where everyone’s voice matters and where everyone’s concerns and needs are catered to.

    He quietly changed the tone of the message and the style of the leadership at the Vatican.

    Granted, he did not substantially alter the content of that message, which is often seen as conservative, Eurocentric, and resistant to cultural pluralism and social change. But he constantly chipped away at its foundations through inclusion and an openness to hearing the voices of everyone, including those who do not agree with the church’s position. In doing this, he shifted the priorities and practices of the Catholic church regarding such core issues as power and authority.

    Pope Francis opened the doors to the voices of the marginalised in the church — women, the poor, the LGBTQI+ community, and those who have disaffiliated from the church. Many African Catholics would love to see more African representation at the Vatican, and many of them also worry about the widening division in the church, particularly driven by cultural and ideological battles in the west that have nothing to do with the social and ecclesial context of Africa.

    Why his papacy mattered

    Pope Francis was the first pope from the Americas, the first Jesuit pope, the first to choose the name Francis and the first to come from outside the west in the modern era. He chose the name Francis because he wanted to focus his papacy on the poor, emulating St Francis of Assisi.

    In a sense, Pope Francis redefined what religion and spirituality mean for Catholicism. It’s not laying down and enforcing the law without mercy, it is caring for our neighbours and the Earth. This is the kind of religion the world needs today.

    Union Agriculture & Farmers’ Welfare and Rural Development Minister Shri Shivraj Singh Chouhan is schedule to return from his Brazil visit on Monday morning, 21 April. His Brazil visit is important on many counts. Besides leading the Indian delegation at the 15th BRICS Agriculture Ministers’ Meeting, the Union Minister’s visit is an important step towards strengthening agricultural trade, technology and innovation between India and Brazil. During Brazil visit, the Union Minister stressed on promoting production and export of soya in India. He intends to upgrade Indian farmers by enabling them the benefits of global technologies. He said that joint efforts of various countries will strengthen global food security.

    During his Brazil visit, Union Minister Shri Shivraj Singh mainly expressed his concerns related to small farmers of India. He said that unless the small farmers are protected and empowered, the goal of global food security will remain incomplete. The Union Minister said that India is fully committed to inclusive, equitable and sustainable agriculture. Echoing the spirit of “Vasudhaiva Kutumbakam”, he said that India always follow the message of trust and cooperation with all countries. He called for enhanced cooperation in agricultural technology, innovation, capacity building and trade facilitation so that farmers and agricultural enterprises of various countries can benefit. On the BRICS platform, India called for further strengthening cooperation in agricultural technology transfer, research, food processing and trade.  Shri Chauhan’s address, on behalf of India, focused on global food security, empowerment of small farmers, agricultural innovation and technological cooperation and advancing partnership with BRICS countries.

    Altogether, Shri Chouhan’s visit to Brazil is not just a diplomatic but also a concrete initiative towards technological innovation, production increase and global partnership for Indian agriculture, which can yield direct benefits to the farmers.

    The 15th BRICS Agriculture Ministers’ Meeting, held in Brasilia, was attended by Agriculture Ministers/Senior Officials from India, host Brazil and BRICS member countries including Russia, China, South Africa, Saudi Arabia, Egypt, UAE, Ethiopia, Indonesia and Iran. The main theme of the meeting was “Promoting inclusive and sustainable agriculture through cooperation, innovation and equitable trade among BRICS countries”.

    Besides participating in the 15th BRICS Agriculture Ministers’ meeting, Shri Chouhan’s visit is expected to give a new direction to agricultural cooperation between India and Brazil. This will boost agricultural trade between the two countries. The Union Minister expressed his desire to share knowledge with Brazil on climate-friendly soyabean varieties, mechanization, precision farming and sustainable agricultural practices. He also expressed his desire to learn from Brazil’s agricultural model, mechanization, irrigation and research and implement it in Indian agriculture so that maximum benefits can be transferred to the farmers.

    Cooperation in the areas of biofuel, bioenergy, supply chain integration and agricultural machinery was discussed during the meetings which would enable Indian farmers to have access to global technology. Joint efforts of the two countries will also strengthen global food security as Brazil has achieved tremendous growth in agricultural exports in the last 50 years, an inspiration for India as well.

    Shri Shivraj Singh Chouhan also held bilateral meetings with Brazil’s Minister of Agriculture and Livestock, Carlos Henrique Baquetta Favero and Minister of Agricultural Development and Family Agriculture, Luiz Paulo Teixeira. During these meetings, the issues of enhancing cooperation in the areas of agriculture, agro-technology, rural development and food security were discussed. The Union Minister also met 27 members of Brazil’s agribusiness community at Sao Paulo. During this meeting, possibilities of cooperation on agricultural trade, production technology, food processing, biofuel, technological innovation and supply chain integration were discussed.

    Union Minister Shri Chouhan visited soyabean production plant, tomato farm and other institutes in Brazil and closely observed the latest technologies related to mechanization, irrigation and food processing. Currently India imports soyabean oil, but now both the countries are jointly exploring the possibilities of investing and setting up technology and plants for soyabean production and processing. This can boost soyabean production and export in India. Shri Chouhan said that there is a plan to work together with Brazil to increase soybean production and processing in India. Besides, possibilities of cooperation between the two countries in mechanization and seed research will also be explored.

    Union Minister Shri Shivraj Singh Chouhan’s routine of planting a sapling every day continued in Brazil as well. He participated in the tree plantation drive at the Indian Embassy in Brasilia under the initiative ‘Ek Ped Maa Ke Naam’, promoting environmental protection and respect for motherhood. Shri Shivraj Singh also met the Indian diaspora at Sao Paulo in Brazil and appreciated their role in bilateral relations. He said that this is the Amrit Kaal of our independence under the leadership of Prime Minister Shri Narendra Modi. In 2047, we will complete 100 years of independence and our goal is to make India a developed nation by then.

    Union Minister Shri Shivraj Singh said, “During my stay in Brazil, I got the  opportunities to enrich myself with various experiences and techniques. We will utilize these technologies to increase production in India. I am confident that the mutual cooperation between India and Brazil will empower our farmers and give a new direction to global food security.”

    This visit is an important step towards India-Brazil agricultural cooperation, partnership with BRICS countries and accelerating innovation and sustainable growth in Indian agriculture, Shri Singh added.

    The head of the International Organization for Migration (IOM) warned that escalating violence and funding shortfalls are crippling humanitarian efforts in Haiti, where over one million people are now displaced – triple the number from just a year ago.

    “It is incredibly difficult to get to the people who are most in need,” said IOM Director General Amy Pope at a press briefing in New York today (Apr 16). “The capital city of Haiti, Port-au-Prince, is 85 percent occupied by gangs. It is impossible for people to go in and out of the capital city safely by road, even for humanitarian workers and the diplomats who work in the capital.”

    Gang control over vast areas of the capital has forced families to flee repeatedly, leaving many without access to shelter, clean water, or medical care. “I had the chance to see some of the humanitarian sites… and you just see thousands of people who are stacked one on top of the other in very, very tight quarters,” Pope said.

    The crisis is compounded by deportations. Nearly 200,000 Haitians were returned from neighboring countries last year, placing additional strain on already overwhelmed services and infrastructure.

    “Like every other UN agency, we are navigating a complex situation – not just of access, but also of financing,” Pope noted. “Many of our partners have lost funding altogether… and of course, they were not able to meet all of the humanitarian needs that existed even before these most recent funding cuts.”

    Pope said IOM staff have been directly affected by the violence. “We ourselves have had staff who’ve been kidnapped, staff who have had to be evacuated, [and] otherwise been significantly impacted by the situation,” Pope said.

    With resources dwindling, IOM has undertaken internal reforms to sustain critical operations. “We moved very, very fast to localize staff closer to where our operational capacity is ongoing… and we have made a number of tough decisions to make sure that we’re really focused on core IOM activities,” concluded Pope.

  • MIL-OSI Submissions: Sudan: desperate situation for Zamzam displaced people: MSF is urging, lift the siege, deliver aid, protect civilians

    19 April 2025 – Following the Rapid Support Forces’ (RSF) large-scale ground offensive on Zamzam camp that started on 11 April, hundreds of thousands of people have joined the communities already besieged and deprived of lifesaving aid in El Fasher, the neighbouring capital city of North Darfur. 25,000 more reached Tawila further west, where overwhelmed MSF teams are currently expanding activities to cope with the most pressing medical needs. We are making an urgent appeal to put an end to the siege and the atrocities, to deliver humanitarian aid, including by airdropping food and medicines to El Fasher if necessary, and to allow those who wish to flee to do so safely.

    The RSF and their allied armed groups stormed Zamzam, Sudan’s largest displacement camp, which used to host at least 500,000 people near El Fasher, after months of an increasingly tight siege on the area. By 16 April, the camp, by then largely destroyed, was reportedly under RSF control. The majority of the Zamzam population is believed to have fled to El Fasher, where they remain trapped, out of reach of humanitarian aid and exposed to ongoing attacks and further mass violence.

    While MSF in Tawila saw over 25,000 people arriving from Zamzam and nearby areas between 12 and 15 April, displaced people are now arriving more sporadically and at great risk for their lives along the way. Our teams set up a health post at the entrance of Tawila to provide the new arrivals with water and immediate nutritional and medical support. We refer critical cases to the local hospital where we have been working since last October. About 1,600 patients so far have required emergency outpatient services, mainly because of severe dehydration.

    “We are treating children who were literally dying of thirst on their journeys. We have received so far over 170 people with gunshot and blast injuries and 40 per cent of them are women and girls”, said Marion Ramstein, MSF project coordinator in Tawila. “People tell us that many injured and vulnerable people could not make the trip to Tawila and were left behind. Almost everyone we talk to said they lost at least one family member during the attack”.

    Horrific reports emerge from Zamzam camp, where hundreds of people are estimated to have been killed. Fighters were said to be going door-to-door, shooting people hiding in their homes and burning large parts of the camp. Casualties include eleven staff from the humanitarian organisation Relief International, which was running the only remaining clinic in the camp after MSF suspended all its activities in Zamzam in February due to escalating violence and blockades.

    We urge the Rapid Support Forces and all armed groups in the area to spare and protect civilians and ensure that those who want to flee can do so without further harm. States and diplomatic actors must use their leverage to translate hollow statements into concrete actions. There have been repeated warnings from the UN and many observers about the risks of mass killings and ethnic violence in El Fasher and the surroundings displacement camps, mostly inhabited by people from the non-Arab Zaghawa and Fur ethnic groups, while most of the RSF fighters and their allies originate from Arab tribes.

    After two years of a catastrophic war on people met by neglectful indifference, it remains inconceivable to simply resign ourselves to the current collective failure to provide vital assistance where it’s most needed. “A massive humanitarian response is needed, now more urgently than ever. If the roads to El Fasher are blocked, then air operations must be launched to bring food and medicines to the estimated one million people trapped there and being starved. A scaled-up response is also needed in Tawila, where some of the survivors are arriving and where NGOs are overwhelmed”, said Rasmane Kabore, MSF Head of mission in Sudan. MSF and several other actors are launching emergency interventions in Tawila, but much more is needed in terms of water, food, medical care and shelter.

  • MIL-OSI China: Xi sends congratulations to Noboa on re-election as president of Ecuador

    BEIJING, April 21 — Chinese President Xi Jinping sent on Saturday a congratulatory message to Daniel Noboa on his re-election as president of Ecuador.

    Xi said China and Ecuador are comprehensive strategic partners, and the development of bilateral relations has maintained a sound momentum in recent years.

    He also said the two countries have witnessed deepening political mutual trust and fruitful cooperation in various fields, adding that the friendship of the two peoples has won greater popular support.

    Noting that this year marks the 45th anniversary of diplomatic ties between China and Ecuador, Xi said he is ready to work with Noboa to take the comprehensive strategic partnership between the two countries to a higher level, so as to better benefit the two peoples.

    On the same day, Chinese Vice President Han Zheng sent a congratulatory message to Ecuadorian Vice President-elect Maria Jose Pinto.

  • MIL-OSI China: 5th CICPE sees 92B yuan in intended deals

    The 5th China International Consumer Products Expo (CICPE) attracted the participation of a record-breaking 1,767 companies and 4,209 consumer brands from 71 countries and regions this year, according to a press briefing on Friday.

    Events targeting global brands, e-commerce and country-specific suppliers led to 52 intended cooperation agreements, the value of which amounted to approximately 92 billion yuan (about 12.6 billion U.S. dollars), said Zeng Rong, chief economist at Hainan provincial bureau of international economic development.

    Countries including Slovakia, Singapore, Brazil, Armenia and Kazakhstan debuted their national pavilions at this year’s CICPE in south China’s Hainan Province. The United Kingdom, as the 2025 guest country of honor, occupied an exhibition area of over 1,300 square meters, showcasing 53 brands across the fashion, beauty, homeware, health and jewelry industries, doubling its 2024 presence.

    More than 60,000 professional purchasers attended — representing a 10 percent increase from last year. In tandem with the expo, the Ministry of Commerce also launched the “Shopping in China” campaign to stimulate domestic consumption, and introduced a dedicated exhibition to facilitate cooperation between foreign trade firms and domestic purchasers.

    Preparations for the 6th CICPE are underway, with hundreds of companies already registered or signed on to participate in the next edition of this event.

  • MIL-OSI Global: 80 years after atomic bombs devastated Japan, Donald Trump’s actions risk nuclear proliferation

    The policy of every American president since Harry S. Truman has been to limit the proliferation of nuclear weapons.

    They have not always been successful. The world’s most powerful weapons spread, with nine countries now possessing them. But no United States president has actively sought their further proliferation, as the belligerent policies of Donald Trump are now set to do.

    In 2018, during his first term as president, Trump tore up the Iran nuclear deal, which had successfully placed limits on the enrichment of weapons-grade materials in exchange for sanctions relief.

    Iran has since accelerated its nuclear weapons program. Estimates now put Iran within months or even weeks of producing several bombs.

    A short time later, after a series of escalating threats, Trump suggested that North Korea had agreed to denuclearize. Talks ensued, but a deal never materialized.

    In fact, Trump failed to stop, let alone roll back, North Korea’s ambitious nuclear weapons programs. North Korea is now said to possess at least 50 warheads as well as the means to deliver them.

    No longer an ally

    Under the second Trump administration, the world is facing a rapidly growing proliferation risk of a different kind, one that is found not only among the usual suspects in Iran and North Korea, but also among a long list of U.S. allies who once basked in American security guarantees.

    Merely two months into Trump’s second term, America’s European allies have grown increasingly concerned that the U.S. is no longer a reliable ally.

    That’s due to his suspension (and then reinstatement) of weapons transfers and intelligence sharing with Ukraine, an explicitly prioritized rapprochement with Russia, open denigration of its NATO allies, suggestions that the U.S. would not come to their defence if attacked, and his active and repeated threats to the sovereignty and territorial integrity of Canada, Greenland and Panama.

    Against this backdrop, Trump’s guiding Project 2025 principles advocate escalating nuclear testing, breaking a long-held taboo.

    Once protected by its nuclear umbrella, America’s closest allies are now threatened by it. Europe’s loss of confidence in the U.S. is so severe that finding alternatives has now become part of serious discussions in capitals across the continent. France and the United Kingdom are poised to fill the void by extending their nuclear deterrence to the likes of Germany and Poland.

    The scene in Asia

    But the risk of proliferation is greatest in East Asia. On the campaign trail in 2016, Trump mused that Japan and South Korea might need to develop nuclear weapons. “It’s only a matter of time,” he said.

    That time is unfortunately now.

    While Trump has been busy burning bridges in Europe and North America, his allies in East Asia — South Korea and Japan — have been watching the implosion of the U.S.-led international order in dismay. They have no alternative to the American nuclear umbrella but to build their own deterrent capabilities.

    Polls now show that more than two-thirds of South Koreans support their country’s acquisition of nuclear weapons independent of the U.S. Key figures across the political spectrum as well as a growing chorus of academics and journalists have also openly floated the idea of nuclearization.

    To address South Korea’s growing anxiety and check its nascent nuclear ambitions, the previous Joe Biden administration launched a bilateral initiative called Nuclear Consultative Group in 2023.

    It established a regular mechanism between the two countries to discuss the state of the nuclear umbrella and perform joint defence exercises. This measure went a long way to quiet the voices calling for South Korean nuclearization — until Trump returned to the White House.

    South Korea

    Trump’s so-called America First foreign policy has given every reason for South Korea to once again question the reliability of U.S. security guarantees. If the Trump administration is willing to throw its oldest and closest allies in the North Atlantic under the bus, there is little reason for South Koreans to place their continued faith in the U.S.

    As important as South Korea has been to an American grand strategy, it has always been a second-tier ally and its bilateral alliance with the U.S. was never as important as NATO or as special as the Canada-U.S. relationship. South Korea is much more vulnerable to abandonment, and it now appears to be expandable in the second Trump administration.

    Going nuclear is not a question of means for South Korea. It has one of the most advanced civilian nuclear industries in the world, with 24 reactors in operation and more than enough scientific know-how to churn out weapons in a short time, estimated at six to 12 months.

    The question has always been one of political will, the absence of which has rested on American security assurances. With the Trump administration actively demolishing security guarantees to its closest allies, South Korea may conclude that the only viable path to its continued existence in the post-American world is acquiring nuclear weapons.

    Japan

    South Korea’s nuclearization would likely lead to a domino effect, triggering a new wave of nuclear proliferation across the region. If South Korea makes a dash for the bomb, Japan will have no choice but to follow suit.

    Japan has a full nuclear fuel cycle, including a uranium enrichment plant, spent-fuel reprocessing facilities, nine tons plutonium and 1.2 tons of enriched uranium that can be easily fashioned into thousands of nuclear bombs in as little as six months.

    While the tragedies of Hiroshima and Nagasaki have long served as a guardrail against nuclearization in Japan, that moral taboo was sustained by a credible U.S. nuclear umbrella. And once the nuclear genie is out of the bottle, Taiwan will have every incentive to resurrect its earlier clandestine nuclear weapons program and seek its own deterrence capability.

    Catastrophic dangers

    While going nuclear may be individually rational for the East Asian countries, the collective outcome for the region and beyond is fraught with catastrophic risks.

    The world is now grappling with the most dangerous collective action problem because the solution that has worked so well for decades — credible American security assurance — is eroding.

    In upending the very international order that the U.S. established, the Trump administration is not merely chipping away at the global security architecture underpinned by myriad American security guarantees. It’s imploding the post-Second World War security order from within and the moral, political and institutional bulwark against nuclear proliferation.

    In this predatory, zero-sum world of Trumpian foreign policy, putting America First necessarily means putting everyone else last — and, along the way, inadvertently fuelling nuclear proliferation.

    Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman will embark on an official visit to USA and Peru beginning 20th April, 2025. During the visit to the USA, the Union Finance Minister will visit San Francisco and Washington D.C. from 20th to 25th April, 2025.

    In the course of her two-day visit to San Francisco beginning 20th April 2025, the Union Finance Minister will deliver a keynote address at the Hoover Institution at the Stanford University, San Francisco, on ‘Laying the foundations of Viksit Bharat 2047’ followed by a fireside chat session.

    Smt. Sitharaman will also interact with top CEOs from prominent fund management firms during a Roundtable meeting with investors, besides holding bilateral meetings with CEOs from top information technology (IT) firms based in San Francisco. Smt. Sitharaman will also participate in an event featuring Indian diaspora in San Francisco and interact with the Indian community settled there.

    During her visit to Washington D.C., USA, from 22nd to 25th April 2025, Smt. Sitharaman will participate in the Spring Meetings of the International Monetary Fund (IMF) and the World Bank, the 2ndG20 Finance Ministers and Central Bank Governor (FMCBG) Meetings, Development Committee Plenary, IMFC Plenary, and Global Sovereign Debt Roundtable (GSDR) meeting.

    On the sidelines of the Spring Meetings in Washington D.C., Smt. Sitharaman will hold bilateral meetings with her counterparts from several countries, including Argentina, Bahrain, Germany, France, Luxembourg, Saudi Arabia, United Kingdom, and USA; besides meeting EU Commissioner for Financial Services; President, Asian Development Bank (ADB); President, Asian Infrastructure Investment Bank (AIIB); United Nations Secretary-General’s Special Advocate for Financial Health (UNSGSA); and First Deputy Managing Director of the International Monetary Fund (IMF).

    During her maiden visit to Peru from 26th to 30th April 2025, the Union Finance Minister will lead an Indian delegation of officials from the Ministry of Finance and business leaders, highlighting the strengthening bilateral economic and trade relations between the two nations.

    Beginning her visit in Lima, Union Finance Minister Smt. Sitharaman is expected to call on the President of Peru, H.E. Ms. Dina Boluarte, and Prime Minister of Peru, H.E. Mr. Gustavo Adrianzén, besides holding bilateral meetings with the Peruvian Ministers of Finance and Economy; Defence; Energy and Mines; and also holding interaction with local public representatives.

    In the course of her visit to Peru, the Union Finance Minister will chair the India-Peru Business Forum meeting with prominent business representatives in attendance from both India and Peru. Smt. Sitharaman will also hold an interaction with the Indian investors & businesses currently operating in Peru, as well as the Indian Business delegation visiting Peru.

    Given Peru’s importance in the global supply chain of critical minerals and precious metals, discussions during these engagements are also expected to explore avenues for greater collaboration in the mining sector, particularly to strengthen India’s resource security and facilitate value-chain linkages between the two economies.

    The finalists of the Animation Film Makers Competition (AFC) being held as part of the ‘Create in India Challenge Season-1’ of WAVES 2025 has been announced. The best 42 projects, focussing on original storytelling across the entire spectrum of animation, encompassing traditional animation, VFX, Augmented Reality (AR)/Virtual Reality (VR), and virtual production, have made it to the final round. These talented participants will now have the opportunity to pitch their original projects during the WAVE Summit which will be held in Mumbai from May 1-4, 2025. The top 3 winners will each receive a cash prize of up to INR 5 Lakhs.

    The selection of the top-42 finalists was the result of a rigorous nine-month evaluation process led by the Dancing Atoms team, in collaboration with the WAVES team. The  dedicated efforts of the participants were complemented by the discerning expertise of an esteemed panel of national and international jury members, including:

WAVES AFC 2025 represents a crucial investment in creative talents of India, fostering job creation and global opportunities. The competition’s ambition extends to fostering international co-productions.

    This groundbreaking global initiative, supported by the Ministry of Information & Broadcasting and spearheaded by Dancing Atoms, marks the first time all four verticals of the AVGC sector are represented under one umbrella in such a competition.

    WAVES AFC 2025 garnered an overwhelming response, receiving approximately 1900 registrations and 419 diverse entries from amateur enthusiasts, talented students, and seasoned professionals worldwide. This enthusiastic participation underscores the competition’s vital role in identifying and nurturing fresh creative voices within the animation industry.

    Beyond showcasing talent, the initiative has prioritized mentorship at all stages. All contestants, regardless of their final selection, benefited from invaluable masterclasses led by renowned industry leaders such as Academy Award winner Guneet Monga, acclaimed producer Shobu Yarlagadda, and Saraswathi Buyyala. These sessions focused on refining pitching skills and navigating the complexities of the industry. These projects will be pitched to various OTT platforms and key industry players. Dancing Atoms Studios founder Saraswathi Buyyala is actively engaging with embassies from 17 countries (Australia, Bangladesh, Brazil, Canada, China, Colombia, France, Germany, Israel, Italy, Korea, New Zealand, Poland, Portugal, Russia, Spain, United Kingdom) to facilitate collaborations for these top- 42 projects. In order to promote these projects, meetings are also being scheduled with prominent distributors. The top 42 projects represent a diverse spectrum, including 12 feature films, 9 TV series, 3 AR/VR experiences, and 18 short films, offering a rich variety for potential viewers and collaborators.

    The Ministry of Information and Broadcasting’s crucial support has been instrumental in elevating AFC WAVES 2025 to its current stature. The dedication to fostering original storytelling within the animation, VFX, AR/VR, and virtual production sectors has provided invaluable resources and recognition, empowering emerging talent on a significant platform. This  competition and its rigorous screening processes and enriching learning opportunities, underscored the government’s commitment to nurturing India’s creative potential in the dynamic world of animation. Each selected entry offers a unique narrative and showcases diverse creative approaches, including compelling international submissions. Going forward, the future of animation, VFX, AR/VR, and virtual production storytelling will unfold at WAVES AFC 2025.

    dewpoints are expected to be in mid 60s along this boundary from
    southwest TX into the Mid-South. This low-level moisture combined
    with modest heating will result in airmass destabilization. As
    large-scale ascent spreads eastward over the southern High Plains,
    robust thunderstorms will likely develop by mid afternoon along/near
    the front, and a dryline extending southward across west TX into
    northern Mexico.

    Strong deep-layer shear around 50-70 kt will support updraft
    organization with convection that develops along/near the front and
    dryline this afternoon. An initial supercell mode is anticipated,
    with large hail as the primary risk. Storms will likely remain
    elevated from northwest TX into the Ozarks, but surface-based storms
    are more likely across southwest TX. Here, some very large hail
    around 2-3 inches in diameter is possible. Strong outflow is
    possible as well.

    By early evening, convective mode should become messier as a
    gradually strengthening low-level jet and the front encourage
    thunderstorm interactions/mergers. Still, a continued large hail and
    damaging wind threat will likely persist for much of the evening.
    The strengthening low-level jet and resultant increase in low-level
    shear could also support some threat for a few tornadoes with any
    supercells/clusters that can remain surface based this evening.
    Additionally, another round of storms appears likely across Permian
    Basin/southwest TX late this evening as the shortwave trough ejects
    into the southern High Plains. These storms should have a more
    linear orientation, with damaging gusts as the primary risk as they
    progress eastward toward central TX late tonight/early tomorrow.

    Current surface analysis places a cold front extending southwestward
    from central Ontario through far southern IL and far southeast MO.
    Showers and thunderstorms are ongoing in the vicinity of this front,
    with much of this activity elevated behind the front across the Mid
    MS and OH Valleys where the deep-layer flow is more parallel to the
    boundary. A trend towards a more surface-based structure is
    anticipated this afternoon as daytime heating promotes modest
    airmass destabilization ahead of the front and the flow become more
    orthogonal to the boundary, particularly across the Upper OH Valley
    and Northeast.

    Mid-level flow is expected to strengthen this afternoon and evening,
    and despite modest buoyancy, deep-layer shear will be strong to
    support linear structures capable of damaging gusts, especially as
    convection that develops along the front becomes more linear with
    time. Overall storm coverage is expected to be high enough to merit
    15% wind probabilities along the front into southern NY.

The following is the full text of President Lai’s article: Last month, the first of Taiwan’s 66 new F-16Vs rolled off the assembly line in Greenville, South Carolina. Signed during President Donald Trump’s first term, the $8 billion deal stands as a testament to American ingenuity and leadership in advanced manufacturing. Beyond its economic impact – creating thousands of well-paying jobs across the US – it strengthens the foundations of peace and stability in the Indo-Pacific.  This deal is emblematic of the close interests shared between Taiwan and the US. Our bond is forged by an unwavering belief in freedom and liberty. For decades, our two countries have stood shoulder-to-shoulder in deterring communist expansionism. Even as Beijing intensifies its air force and naval exercises in our vicinity, we remain resolute. Taiwan will always be a bastion of democracy and peace in the region. This partnership extends well beyond the security realm. Though home to just 23 million people, Taiwan has in recent years become a significant investor in America. TSMC recently announced it will raise its total investment in the US to $165 billion – an initiative that will create 40,000 construction jobs and tens of thousands more in advanced chip manufacturing and R&D. This investment will bolster the emergence of a new high-tech cluster in Arizona. Taiwan is committed to strengthening bilateral cooperation in manufacturing and innovation. In response to these market trends, Taiwan will seek to narrow the trade imbalance through the procurement of energy, agriculture and other industrial goods from the US. These efforts will create thousands of new jobs across multiple sectors.  We’ll also pursue additional arms procurements that are vital to our self-defense and contribute to peace and stability over the Taiwan Strait. During President Trump’s first term, we secured $18 billion in arms deals, including advanced fighter jets, tanks and anti-ship missiles. Future purchases, which are not reflected in trade balances, build on our economic and security partnership while being essential to Taiwan’s “Peace Through Strength” approach. Third, new investments will be made across the US. Already, Taiwanese firms support 400,000 jobs throughout all 50 states.     On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. A translation of President Lai’s remarks follows: It is a pleasure to meet Representative Bradley-Jones here at the Presidential Office for this exchange. I understand that she has proactively called at many government agencies since taking up her post last month. On behalf of the people of Taiwan, I extend a warm welcome. With the efforts of Representative Bradley-Jones and our respective governments, I look forward to the expansion of dialogue and cooperation between Taiwan and the UK. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI Security: Prosecutors File Federal Criminal Charges Against 34 Defendants Who Allegedly Re-entered the U.S. Following Removal

    LOS ANGELES – Federal prosecutors this week filed criminal charges against 34 defendants who are alleged to have been found in the United States following removal, the Justice Department announced today.

    Many of the defendants charged previously were convicted of felony offenses prior to their removal from the United States, including domestic violence, unlawful sex with a minor, and assault with a deadly weapon.

    The crime of being found in the United States following removal carries a base sentence of up to two years in federal prison. Defendants who were removed after being convicted of a felony face a maximum 10-year prison sentence and defendants removed after being convicted of an aggravated felony face a maximum of 20 years in federal prison.

    Some of the recently filed cases are summarized below:

    • Maximo Medrano, 59, of Mexico, was charged via a federal criminal complaint with being an illegal alien found in the United States after removal. Medrano, who was removed from the U.S. in 1998 and 2023, has a criminal history that includes a felony conviction in 1997 in Monterey County Superior Court for transportation of a controlled substance, for which he was sentenced to two years in California state prison. Medrano also was convicted in Orange County Superior Court in 2023 of inflicting corporal injury upon a spouse/cohabitant and four counts of disorderly conduct, video/photo of bedroom/bathroom/etc., for which he was required to register as a sex offender. Medrano is scheduled to make his initial appearance this afternoon in U.S. District Court in downtown Los Angeles. Assistant United States Attorney MiRi Song of the Domestic Security and Immigration Crimes Section is prosecuting this case.
    • Adrian Chopin-Sánchez, 32, of Mexico, was charged via a federal criminal complaint with being an illegal alien found in the United States after removal.  Chopin-Sánchez, who was removed from the U.S. in 2017, has a criminal history that includes a felony conviction in Orange County Superior Court in 2013 for unlawful sex with a minor, for which he was sentenced to one year in California state prison. Assistant United States Attorney Gregory Scally of the Orange County Office is prosecuting this case.
    • Daniel Giovanni Rivera-Peralta, 32, of Mexico, was charged via a federal criminal complaint with being an illegal alien found in the United States after removal. Rivera-Peralta, who was removed from the U.S. in 2021, has a felony conviction in Orange County Superior Court in 2020 for assault with a deadly weapon, for which he was sentenced to four years in California state prison. Assistant United States Attorney Gregory Scally of the Orange County Office is prosecuting this case.

    U.S. Immigration and Customs Enforcement and Homeland Security Investigations are investigating these matters.

    Federal prosecutors today also filed a criminal complaint against four illegal aliens who allegedly stole $10,000 in cash from a victim on Wednesday at a gasoline station in the East Hollywood neighborhood of Los Angeles. The defendants allegedly loitered outside bank branches in Los Angeles, including in the Los Feliz neighborhood of Los Angeles, before following a victim who appeared to leave with a large sum of money. After stealing the money, law enforcement who surveilled the defendants then pursued them at a high rate of speed. After law enforcement eventually pulled them over, two defendants fled on foot before being arrested. The $10,000 in cash was recovered inside one defendant’s underwear. While searching the defendants’ residence in the Mid-City neighborhood of Los Angeles, law enforcement found several fake passports. 

    The defendants in this matter are charged with conspiracy to transport, transmit or transfer at least $5,000 of stolen money in interstate or foreign commerce:

    • Javier Jesús Cordoza Araújo, 41, of Venezuela;
    • Ingrid Carolina Medina, 40, of Colombia;
    • Gladys Gruz Navarro, 62, of Venezuela; and
    • Guadalupe Delcristo Martínez, 46, of Mexico.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives’ Orange County Violent Crimes Task Force is investigating this matter.

    Assistant United States Attorneys Jena A. MacCabe and Kevin J. Butler of the Violent and Organized Crime Section are prosecuting this case.

    Criminal complaints contain allegations. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     U.S. Senator Kirsten Gillibrand (D-NY) and U.S. Senator Lisa Blunt Rochester (D-DE) led nine of their colleagues in sending a letter demanding answers from Secretary of Health and Human Services Robert F. Kennedy, Jr. on the abrupt and unprecedented mass firing of Health Resources and Services Administration (HRSA) employees. HRSA is the primary federal agency tasked with improving access to health care for vulnerable populations, including uninsured and underinsured children and families and individuals living in rural communities.

    New York has over 4,300 HRSA Health Care and Service Delivery Sites, which are facilities that are funded by or participate in HRSA programs. So far in FY2025, HRSA has awarded over $256 million in funding to these facilities and other health programs across New York State. These grants help fund health care facilities in rural areas; support programs that help patients living with HIV/AIDS, substance use disorder, maternal health complications, and cancer; and bolster health care workforce training programs across the state. Firing HRSA employees imperils their ability to provide care to New Yorkers and potentially puts this funding in jeopardy.

    These firings also include layoffs of HRSA workers who run the National Maternal Mental Health Hotline, which provides free, 24/7 support to pregnant and postpartum women facing mental health challenges. Senator Gillibrand helped establish the National Maternal Mental Health Hotline in 2022. Since its launch, the hotline has received more than 54,000 calls and texts — a large part of which have been from postpartum moms reporting depression, anxiety, or feeling overwhelmed. Maternal mental health issues are the leading cause of pregnancy-related death in the United States. By firing the individuals who keep the National Maternal Mental Health Hotline operational, HHS is jeopardizing the lives of American moms.

    “HRSA employees help struggling mothers, vulnerable children, uninsured patients, and individuals who live in rural areas access critical health care,” said Senator Gillibrand. “By indiscriminately firing these employees, the Trump administration is jeopardizing access to these vital services and threatening programs that help keep New Yorkers healthy. This is unacceptable, particularly at a time when our country is facing a health care workforce crisis. I am proud to work with my fellow senators to demand answers about these egregious firings at HHS, and I will not rest until our concerns are remedied.”

    Dear Secretary Kennedy:

    We write concerning the abrupt and unprecedented mass firing of Health Resources and Services Administration (HRSA) employees who serve vulnerable populations including children, seniors, uninsured Americans, and rural communities. Reportedly, the Department of Health and Human Services (HHS) used spreadsheets to slash entire divisions without fully understanding the critical functions that many of the former employees performed. Therefore, we request detailed information about who was fired, their specific job functions, and the measures you will implement to ensure that at-risk Americans do not suffer due to your Reduction in Force (RIF).

    HRSA is the primary agency tasked with improving access to health care for vulnerable populations, including the un- and underinsured, children, and families. On March 27, 2025, HHS announced a rushed and ill-conceived RIF in accordance with President Trump’s Executive Order 14210, “Implementing the President’s ‘Department of Government Efficiency’ Workforce Optimization Initiative.” This is on top of the firing of seven percent of HRSA staff that occurred on February 14, 2025. These egregious staffing cuts have particularly decimated the Bureau of Primary Health Care (BPHC) and the Maternal and Child Health Bureau (MCHB), which not only runs counter to the administration’s goal of elevating preventative care and reducing the prevalence of chronic disease but comes at a time when the United States ranks last in maternal health outcomes relative to other high-income countries.

    The Department of Government Efficiency (DOGE) has reportedly fired 40 percent of the Bureau of Primary Health Care, which oversees the Health Center Program. This program effectively closes health care access gaps by providing high quality, affordable primary medical, dental, mental health care, and low-cost prescription drugs. Health centers provide care to over 32.5 million patients at 15,000 clinics across every state, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and the Pacific Basin. Health centers typically provide a wider array of lifesaving health care services for diverse populations impacted by barriers to care, serving one in five rural residents, one in three living in poverty, and over 400,000 veterans. Of the 32.5 million patients served by health centers, almost one-third are children, and 11 percent are seniors. A strong health center network is integral to increasing primary care access for people at every stage of life.  

    Through the Health Center Program, HRSA not only finances critical health care services, but safeguards patients from low-quality, inaccessible care. HRSA ensures that health centers comply with the highest health care standards to support improved clinical outcomes, improved access to services, and proper financial management. As a result of HHS’s actions, the ability of health centers to carry-out their critical mission of providing safe and accessible care is now in jeopardy, particularly at a time when the U.S. is facing a primary care workforce crisis.

    Combined with the Health Center Program, HRSA administered health workforce programs through the Bureau of Health Workforce are our largest defense against nationwide workforce shortages that are driving preventable deaths. HRSA is critical to adequately staffing health professional shortage areas (HPSAs) with physicians, nurses, dentists, and mental health providers. As an increasing number of rural hospitals close- leaving many Americans without reasonable access to emergency, obstetric, primary, or specialty care- the country cannot afford to lose any investment in the health care workforce.

    HHS has also terminated 20% of the employees at the Maternal and Child Health Bureau. This bureau oversees important programs that support children and pregnant women, such as the Maternal and Child Health (MCH) Block Grant and the Healthy Start Program. These initiatives help reduce infant deaths, provide wrap-around services not covered by Medicaid or the Children’s Health Insurance Program (CHIP), and reach families before, during, and after pregnancy. In 2023, the Title V MCH Services Block Grant helped provide services to an estimated 59 million people. This included 94% of all pregnant women, 98% of infants, and 59% of children nationwide, including children with special health care needs. Although your administration claims to support families, mothers, and children, you are actively undermining the health and wellbeing of these vulnerable groups.

    At your direction, HHS has reportedly fired workers who oversee the Maternal Mental Health Hotline, which offers free and confidential support to the very large proportion of expectant and new mothers experiencing postpartum depression and anxiety, and mothers who simply need a listening ear during some of the most challenging moments of their lives. From October to December 2024, the hotline received 7,500 calls and texts— a majority of which were from postpartum parents, reporting depression, anxiety, or feeling overwhelmed. Maternal mental health issues are the leading cause of maternal death in the United States. These firings could disrupt an essential support pathway for saving the lives of American moms. 

    We remain concerned that these indiscriminate firings have destabilized HRSA and reduced the ability of the agency to provide critical, quality services to the vulnerable populations at the core of its mission. We request a full account of the status of HRSA’s workforce and the impact these firings will have on the American people. Please respond to the following questions and requests for information by no later than Monday, April 21st at 5 p.m.: 

    1.   • MIL-OSI USA: Hirono, Omar Lead Colleagues in Condemning Trump’s Illegal Invocation of Alien Enemies Act, Demanding Answers About Deportees

    Lawmakers: “The government should not be able to falsely accuse individuals in the United States, including U.S. citizens, of gang membership and send them to foreign prisons without any judicial review or remedy.”

    WASHINGTON, DC – Today, U.S. Representative Ilhan Omar (D-MN)  and U.S. Senator Mazie K. Hirono (D-HI), a senior member of the Senate Judiciary Committee, led 13 of their colleagues in a letter to President Trump condemning his unlawful invocation of the Alien Enemies Actof 1798. The letter follows the Supreme Court’s recent decision to only allow Trump to continue rapid deportations under the statute if individuals are given notice and an opportunity to challenge the deportation. Senator Hirono and Representative Omar also lead the introduction of the Neighbors Not Enemies Act, legislation that would repeal the antiquated Alien Enemies Act. 

    “We write regarding your unlawful invocation of the Alien Enemies Act of 1798, resulting in noncitizens being deported without any due process, not to mention violating the requirement that the statute be invoked only in response to an act of war, predatory incursion, or invasion by a foreign government,” begin the lawmakers. “Our immigration laws can already hold gang members accountable and provide for their deportation. The government should not be able to falsely accuse individuals in the United States, including U.S. citizens, of gang membership and send them to foreign prisons without any judicial review or remedy.”

    In 1798, President John Adams signed the “Alien and Sedition Acts” which was comprised of four bills: The Naturalization Act; the Alien Friends Act; the Sedition Act; and the Alien Enemies Act. Today, the Aliens Enemies Act (AEA) is the only one that remains in effect. The AEA allows the president to target foreign nationals of a specific country to be “apprehended, restrained, secured and removed” without due process during wartime. 

    The Act has only been invoked three times in American history: the War of 1812, World War I, and World War II. In their letter, the lawmakers assert that Tren de Aragua—a Venezuelan gang—does not qualify as an arm of the Venezuelan government.

    “By claiming a foreign ‘invasion’ or ‘incursion,’ you are clearly attempting to suspend due process for noncitizens and speed up your mass deportation campaign,” the lawmakers continued. “Circumventing immigration law, and its requirement of verifiable evidence, will result in people with no gang affiliation being incorrectly targeted and deported.”

    The lawmakers also emphasized that the Trump Administration’s choice of deportation sites will likely subject people to human rights abuses as El Salvador’s prisons are notorious for their inhumane conditions, including denial of medical care, lack of food, and outright torture. 

    “Over 260 people have died in those prisons in the last two and a half years, including some with signs of serious physical abuse,” wrote the lawmakers. “We should not subject individuals to mistreatment and more, much less individuals who have had no due process and have not been found guilty of any crimes.”

    In their letter, the lawmakers also demand that the Trump Administration provide regular updates about the people who have already been deported, as well as information about deportees including their names, nationalities, ages, the number of individuals under the age of 18, and what evidence was used to determine whether an individual was a member of Tren de Aragua. 

    “Invoking the Alien Enemies Act does not make Americans safer,” concluded the lawmakers. “It endangers all of us, by removing due process protections and ignoring the plain text of the statute.” 

    In the Senate, this letter was also signed by Senators Cory Booker (D-NJ), Ed Markey (D-MA), Jeff Merkley (D-OR), Alex Padilla (D-CA), Bernie Sanders (I-VT), Brian Schatz (D-HI), Chris Van Hollen (D-MD), Elizabeth Warren (D-MA), and Peter Welch (D-VT). 

    In the House, this letter was also signed by Representatives Eleanor Holmes Norton (D-DC), Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), and Greg Casar (D-TX).

    Dear President Trump:

Our immigration laws can already hold gang members accountable and provide for their deportation. The government should not be able to falsely accuse individuals in the United States, including U.S. citizens, of gang membership and send them to foreign prisons without any judicial review or remedy. The Supreme Court, when confronted with the manner in which you conducted the removals, unanimously rejected the implementation and its corresponding lack of notice and opportunity to challenge individuals’ removals. Moreover, deporting these individuals to Salvadorian prisons will also subject them to inhumane conditions, further exacerbating the legal issues in invoking the Alien Enemies Act.

    The Alien Enemies Act was passed as part of the infamous Alien and Sedition Acts, and it was used during World War II to detain tens of thousands of innocent Japanese, German, and Italian individuals based on nothing but their ethnicity. This wartime use of the Alien Enemies Act served as a precursor to Executive Order 9066, resulting in the incarceration of 111,000 Japanese Americans. Those who were caught up in that xenophobic panic, as well as organizations like the Japanese American National Museum, have condemned your recent invocation of the act.

    We reiterate that the plain language of the law limits the president’s use of the Alien Enemies Act to two enumerated situations: times of declared war, and times of invasion or “predatory incursion” by a foreign nation or government. The Act has only been invoked three times in American history: the War of 1812, World War I, and World War II. A Venezuelan gang does not qualify as an arm of the Venezuelan government.

    By claiming a foreign “invasion” or “incursion,” you are clearly attempting to suspend due process for noncitizens and speed up your mass deportation campaign. Circumventing immigration law, and its requirement of verifiable evidence, will result in people with no gang affiliation being incorrectly targeted and deported. Multiple individuals who were subjected to the Alien Enemies Act had ongoing cases arguing that they were not members of Tren de Aragua. An attorney for one individual says that her client was mislabeled as a member of the gang due to a tattoo supporting the Spanish soccer team Real Madrid and for flashing the popular hand symbol for “rock and roll.” Another individual is a tattoo artist. A third individual was a make-up artist who was seeking asylum due to his sexual orientation.

    Aside from these foregoing concerns, your choice of deportation sites will likely subject people to human rights abuses. El Salvador’s prisons are notorious for their inhumane conditions, including denial of medical care, lack of food, and outright torture. Over 260 people have died in those prisons in the last two and a half years, including some with signs of serious physical abuse. An Amnesty International UK report accused the Salvadorian authorities of a “systematic policy of torture towards all those detained.” The specific prison that will house the deported individuals, the Center for Terrorism Confinement (CECOT), has been described as a place “to dispose of people without formally applying the death penalty.” According to a Times reporter who watched the individuals be transferred to CECOT, the “intake began with slaps.” When detainees fell due to how quickly they were being moved, they were kicked, slapped, and shoved. One person asked for his mom and cried. He was slapped again. We should not subject individuals to mistreatment and more, much less individuals who have had no due process and have not been found guilty of any crimes.

    At this point, we request that you provide us with information and regular updates on the following:

    1. The names, nationalities, and ages of the people sent to El Salvador to be imprisoned in CECOT, including the number of individuals under the age of 18;
    2. What evidence was used to determine that each individual was a member of Tren de Aragua;
    3. The overall estimated costs and sources of funding associated with detaining and deporting these individuals; and
    4. The procedures for individuals to challenge your administration’s determination that they are a member of Tren de Aragua, either here in the United States or in El Salvador, including how much time you provide to individuals to mount a legal challenge.

    In closing, invoking the Alien Enemies Act does not make Americans safer. It endangers all of us, by removing due process protections and ignoring the plain text of the statute. We urge you to abandon this decision.

    Washington, DC: A staff team has been actively engaging with the Colombian authorities in the context of the ongoing 2025 Article IV consultation, with visits to Bogotá in mid-February and early-April. Ms. Oner and Mr. Ding issued today the following statement:

    The Colombian economy continues to expand with some moderation in key imbalances. After slowing sharply in 2023, the economy expanded by 1.7 percent in 2024 supported by private consumption, reflecting a robust labor market and a gradual recovery in investment. Headline inflation resumed its downward trend in March, reaching 5.1 percent (y/y), underpinned by appropriately tight monetary policy. Meanwhile, the current account deficit narrowed further to 1.8 percent of GDP in 2024, supported by strong tourism and remittances inflows. This was financed with net foreign direct investment inflows, despite net portfolio outflows. International reserves remain adequate, rising to 130 percent of ARA by end-March, supported by the authorities’ reserve accumulation program last year. The banking system remains sound—liquid, adequately capitalized and provisioned—and subject to strong oversight.

    However, public deficits and public debt have risen more than expected. The central government overall fiscal deficit rose to 6.7 percent of GDP in 2024, up from 4.2 percent of GDP in 2023 and 1.1 percentage points of GDP above the authorities’ deficit target in the medium-term fiscal framework. The higher deficit reflected lower-than-projected tax revenues as well as higher than targeted primary expenditures, despite spending adjustments in late-2024. Liquidity constraints contributed to an accumulation of large budgetary backlogs (2.8 percent of GDP) that are in the process of being cleared this year, competing with 2025 budgetary resources. The higher deficits, coupled with a somewhat weaker peso, resulted in gross public debt reaching 61.3 percent at end-2024. As a result, Colombian spreads have risen, especially relative to peers, also impacted by tighter global financial conditions.

    Against the backdrop of elevated and shifting global risks, the Article IV consultation continues on the outlook and on policies to mitigate shocks, while decisively strengthening public finances.

    • Staff continues to engage with the authorities on the implications of rising global trade tensions on the Colombian economic outlook (given knock-on effects including through the commodity price channel as well as the financial and trade channels) and in better understanding the authorities’ policy response to this new environment.
    • Importantly, engagement continues as the authorities work on plans to reduce the fiscal deficit this year and going forward. While the 2025 Financing Plan published in February envisages an improvement in the central government deficit to 5.1 percent of GDP, the authorities are working on the policies underpinning the projected revenue gains as well as the necessary expenditure adjustments to meet the overall fiscal deficit target and bolster resilience in the more shock-prone context.

    The Article IV consultation will continue in the period ahead. We thank the authorities for the open and constructive dialogue, and we look forward to maintaining our close engagement, including in the margins of the IMF-World Bank Spring Meetings in late-April in Washington, DC.

Salmon was a nature writer, longtime advocate for the Gila River, and co-founder of the Gila Conservation Coalition.

  • MIL-OSI Security: U.S. Attorney’s Office Charges 329 Individuals for Immigration-Related Criminal Conduct in Arizona this Week

    PHOENIX, Ariz. – During this week of enforcement operations from April 12, 2025, through April 18, 2025, the U.S. Attorney’s Office for the District of Arizona brought immigration-related criminal charges against 329 defendants. Specifically, the United States filed 130 cases in which aliens illegally re-entered the United States, and the United States also charged 179 aliens for illegally entering the United States.  In its ongoing effort to deter unlawful immigration, the United States filed 16 cases against 18 individuals responsible for smuggling illegal aliens into and within the District of Arizona. The United States also charged one individual with failing to register, as required by law. 

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), ICE Homeland Security Investigations (HSI), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

    Recent matters of interest include:

    United States v. Manuel Ivan Rodriguez-Loya: On April 13, 2025, Manuel Ivan Rodriguez-Loya was arrested for Transportation of Illegal Aliens for Profit. Border Patrol agents from the Lordsburg, New Mexico Station attempted to stop Rodriguez-Loya’s vehicle, but he failed to yield, leading agents on a high-speed chase into Arizona. Agents from the Willcox, Arizona Station then positioned themselves to intercept the vehicle and eventually caught Rodriguez-Loya. He was found to be transporting eight illegal aliens at the time, including citizens of Mexico, Guatemala, and El Salvador. [Case Number: MJ-25-00365-TUC-BGM]

    United States v. Emilio Escobar-Escalante: On April 15, 2025, Emilio Escobar-Escalante was sentenced to 37 months in prison for Reentry of Removed Alien. Border Patrol agents discovered Escobar-Escalante in the desert near Vamori, Arizona on January 10, 2024. He initially gave a false name but was ultimately identified as Escobar-Escalante. His identity revealed that he is a documented member of the Latin Kings and MS-13 criminal gangs. Immigration records showed that Escobar-Escalante has been removed from the United States seven times. Escobar-Escalante has previous convictions for illegal reentry, as well as racketeering conspiracy and conspiracy to possess with intent to distribute methamphetamine.     United States v. Antonio Terrell Gaither: On April 15, 2025, Antonio Terrell Gaither was indicted for Conspiracy to Transport Illegal Aliens and Bringing an Illegal Alien to the United States for Profit. According to the criminal complaint, Gaither admitted to using Telegram and burner phones to recruit others to travel to the southern border to pick up illegal aliens before transporting them to Phoenix, Arizona. [Case Number: CR-25-00566-PHX-KLM]

    United States v. Felipe Alonso-Cabada: On April 17, 2025, Felipe Alonso-Cabada, aka Oscar Sanchez, an illegal alien from Mexico, was charged for Reentry of Removed Alien. According to the criminal complaint, after being arrested on local charges in Phoenix, Arizona, it was determined that Alonso-Cabada had been previously deported after a conviction for trafficking heroin. [Case number: MJ-25-5220-PHX-DMF]

    United States v. Eduardo Prado Flores: On April 17, 2025, Eduardo Prado Flores, an alien illegally present in the United States was charged with Failure to Register as an Alien under 8 U.S.C. § 1306(a). Flores, who was removed to Mexico on five occasions, has been living in the United States unlawfully since 2022. On April 16, 2025, Flores was turned over to the Department of Homeland Security after being arrested for Driving Under the Influence. While he was living in the United States from 2022 to 2025, Flores failed to file any immigration paperwork or register as required by law. [Case Number: MJ-25-5225-PHX]

    A criminal complaint is simply a method by which a person is charged with criminal activity and raises no inference of guilt. An individual is presumed innocent until evidence is presented to a jury that establishes guilt beyond a reasonable doubt.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: California Man Sentenced to 38 Months in Federal Prison for Conspiracy to Commit Money Laundering

    DENVER – The U.S. Attorney’s Office for the District of Colorado announces Juan Demetrio Villalpando Dominguez, 65, of California, was sentenced to 38 months in federal prison after pleading guilty to one count of conspiracy to commit money laundering.

    According to the plea agreement, the Federal Bureau of Investigation (FBI), Internal Revenue Service (IRS) and U.S. Department of Homeland Security (DHS) conducted long-term, overlapping investigations of Villalpando Dominguez’s son, Juan Demetrio Villalpando, Jr. a/k/a “Junior,” and others.  Two confidential sources made controlled purchases of narcotics in furtherance of the investigations.  These controlled purchases were often negotiated with Mexico-based sources of supply and carried out by the suppliers’ associates in the Denver metropolitan area.

    Drug proceeds collected from Juan Demetrio Villalpando Jr.’s customers by one confidential informant were aggregated and then sent in packages addressed to an uncharged person.  The true recipient of the money, however, was Villalpando Dominguez.  Villalpando Dominguez would then arrange for his son, Juan Demetrio Villalpando Jr., to receive the money in Mexico.

    The FBI, IRS-CI, and DHS conducted the investigation in this case.  The prosecution was handled by Assistant United States Attorneys Alexander Duncan and Michael Houlihan, as well as by former Assistant United States Attorney Cyrus Y. Chung.

    This prosecution is a result of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles high-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten communities throughout the United States.   • MIL-OSI USA: Guatemalan Man Unlawfully Residing in the United States and Convicted of Sexual Battery Indicted for Fraudulently Obtaining Custody of an Unaccompanied Alien Child in the United States

    On Thursday, a federal grand jury indicted a man for his alleged role in smuggling an unaccompanied alien child (UAC) to the United States and for allegedly submitting a sponsorship application with false statements to the Department of Health and Human Services’ Office of Refugee Resettlement (ORR) to gain custody of the minor after she entered the United States.

    “The prior administration’s border policies created an environment that enabled human trafficking and allowed bad actors to take advantage of at-risk children,” said Attorney General Pamela Bondi. “We are committed to protecting children from the scourge of human trafficking and will not rest until we deliver justice for those who suffered during the border crisis.”

    According to the indictment, Juan Tiul Xi, 26, a Guatemalan national unlawfully residing in Cleveland, illegally entered the United States in 2023. Thereafter, Tiul Xi allegedly encouraged and induced a 14-year-old Guatemalan girl to illegally enter the United States and to use the identity of Tiul Xi’s sister as her alias. As a UAC, the Guatemalan girl was placed in the care and custody of ORR. As alleged, Tiul Xi then falsely stated on documents submitted to ORR when he applied to sponsor and obtain custody of the girl that he was the UAC’s brother and that her alias was her actual name. ORR relied on Tiul Xi’s alleged false statements when, on or about Sept. 5, 2023, ORR released the UAC to Tiul Xi’s care.

    Tiul Xi is charged with one count of encouraging or inducing illegal entry for financial gain, one count of making a false, fictitious, or fraudulent statement, and one count of aggravated identity theft. If convicted, he faces a maximum penalty of 10 years in prison on the illegal entry count, a maximum penalty of five years in prison on the false statement count, and a mandatory consecutive penalty of two years in prison on the aggravated identity theft count. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    “This case is a testament to ICE’s commitment to hold predators accountable for the harm they inflict on children,” said U.S. Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons. “We are making every effort to ensure the safety of children released to sponsors across the United States. This is vital work and through their victim centered approach, ICE Homeland Security Investigations (HSI) special agents are perfectly positioned to uncover any similar crimes by predatory sponsors.”

JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border.     SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to small businesses and private nonprofit (PNP) organizations in Texas who sustained economic losses due to heat and winds occurring June 1 through Dec. 31, 2024.

    The declaration includes the Texas counties of Andrews, Armstrong, Austin, Bailey, Borden, Brazos, Briscoe, Burleson, Callahan, Castro, Cochran, Coke, Coleman, Collingsworth, Colorado, Concho, Cottle, Crane, Crockett, Crosby, Dawson, Dickens, Donley, Ector, Fayette, Fisher, Floyd, Fort Bend, Gaines, Garza, Glasscock, Gray, Grimes, Hale, Hall, Haskell, Hemphill, Hockley, Howard, Irion, Jones, Kent, King, Lamb, Lee, Lipscomb, Lubbock, Lynn, Martin, McCulloch, Menard, Midland, Mitchell, Motley, Nolan, Parmer, Reagan, Roberts, Runnels, Schleicher, Scurry, Shackelford, Sterling, Stonewall, Swisher, Taylor, Terry, Tom Green, Upton, Waller, Ward, Washington, Wharton, Wheeler, Winkler and Yoakum as well as the New Mexico county of Lea and the Oklahoma counties of Beckham, Ellis and Roger Mills.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable and other bills not paid due to the disaster.

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months after the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    ALBUQUERQUE – Ryan Ellison has been appointed as the United States Attorney for the District of New Mexico by U.S. Attorney General Pam Bondi. Mr. Ellison was sworn in by United States District Judge Margaret Strickland on April 18, 2025.

    “I am grateful for the opportunity to serve the people of New Mexico in this role,” said Mr. Ellison. “For however long I serve as United States Attorney, my primary objective will be to keep New Mexicans safe through the vigorous enforcement of Federal law. Under my leadership, the United States Attorney’s Office will do its part to stem the unlawful flow of people and drugs into our country. We will also not lose sight of our responsibility to combat violent crime, gang activity, child predators, and to zealously advocate on behalf of the United States’ civil interests.     Mr. Ellison, born and raised in Alamogordo, New Mexico, graduated from the University of Arizona with a business degree in 2010. He earned his Juris Doctor and MBA from Texas Tech University in 2013. Since 2018, Mr. Ellison has served as an Assistant U.S. Attorney for the District of New Mexico in the Las Cruces Branch Office, most recently as Supervisory Assistant U.S. Attorney of the Violent and General Crimes Section.

    As an Assistant U.S. Attorney, Mr. Ellison prosecuted members of the Syndicato de Nuevo Mexico (“SNM”) prison gang. To date, more than 175 SNM gang members and associates have been charged with serious federal crimes, making the ongoing SNM prosecution the largest criminal case ever brought in the District of New Mexico. He has also investigated and prosecuted other violent crimes, including VICAR murder, RICO conspiracy, carjacking resulting in death, kidnapping resulting in death, murder-for-hire, and various firearms, immigration, and national security offenses.

    Prior to joining the Department of Justice, Mr. Ellison worked as an Assistant District Attorney in the 47th Judicial District Attorney’s Office in Texas and as an associate attorney in private practice.

    As U.S. Attorney, Mr. Ellison will be responsible for overseeing federal criminal prosecutions and civil litigation involving the United States in the District of New Mexico. Ellison leads a dedicated team of over 150 prosecutors and support professionals with offices located in Albuquerque and Las Cruces. The District of New Mexico encompasses 33 counties and shares a 180-mile international border with Mexico. It is home to five National Forests, four major military installations, two National Laboratories, 19 pueblos, two Apache tribes, and one-third of the Navajo Nation.

  • MIL-OSI Security: 205 charged with illegal entry or reentry as part of new cases filed this week in efforts to secure southern border

    HOUSTON – A total of 216 more cases have been filed in immigration and border security-related matters from April 11-17, announced U.S. Attorney Nicholas J. Ganjei. 

    As part of those cases, 86 face allegations of illegally reentering the country with the majority having felony convictions such as narcotics, firearms or sexual offenses, or prior immigration crimes. A total of 119 people face charges of illegally entering the country while 11 cases involve various instances of human smuggling.  

    Some of those charged with felony reentry include Mexican national Alejandro Contreras-Zapata, who was allegedly found near Roma. The charges allege he had been previously sentenced to 20 years in prison for aggravated assault with a deadly weapon before his removal March 7.

    Erika Camacho-Rodriguez is also a convicted felon and illegally returned recently, according to the complaint. Authorities found her near Roma, having been removed March 31 following a conviction for transporting illegal aliens as the charges allege. She is also from Mexico.

    Another case charges Cesar Garcia-Rivas, a Mexican male found in the United States near Rio Grande City. He had allegedly been removed Oct. 21, 202o, and had previously received a 70-month sentence for kidnapping. 

    Three other men were apprehended near Laredo and had just been removed within the last five months, according to their charges. The criminal complaints allege Daniel Fimbres and Jose Alejandro Rodriguez-Panjol had just been removed Feb. 19 and 28, respectively, while Delfino Lopez-Roque was removed Nov. 24, 2024.

    All six of these illegal aliens and others charged in some of the cases filed this week face up to 20 years in federal prison if convicted of illegally returning to the United States without authorization. 

    Other relevant matters this week include the jury conviction of a 25-year-old Laredo woman for conspiracy to transport, attempting to transport and bringing in and attempting to bring a three-year-old minor to the United States. Salma Galilea Veliz planned to have the boy assume the identity of her biological son in an effort to smuggle him into the United States. In exchange, she would be paid $2,500.

    In another jury trial resulting in a guilty verdict, a known human smuggler was convicted of possessing child sexual abuse material (CSAM). The jury deliberated for approximately 15 minutes before finding Jose Rodriguez Jr. guilty after a one-day trial. When he was initially arrested in August 2024 for transporting aliens, authorities also discovered 150 images of CSAM on his phone. The evidence included numerous files depicting sexual assaults of prepubescent children.

    Also announced this week was the indictment of two illegal aliens and a Laredo man for various firearms offenses. The investigation began March 21 when law enforcement discovered the location of a firearm allegedly used in a crime. Upon searching the residence, authorities allegedly discovered two machine gun conversion devices, a backpack that contained magazines and ammunition as well a .38 special and .22LR ammunition. Also on the property was a grey backpack containing a 9mm S&W handgun, according to the complaint. Erick Lopez Jr., 18, Laredo, is charged with possession of a machine gun, while Erick Lopez-Rivera Sr., 37, and Marcos Lora-Morales, 24, both illegal aliens unlawfully residing in Laredo, are facing charges of alien in possession of ammunition and alien in possession of a firearm and ammunition, respectively. Lopez-Rivera Sr. is also charged with felony reentry of an alien.

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, Border Patrol, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: U.S. Attorney’s Office Filed 135 Border-Related Cases This Week

    SAN DIEGO – Federal prosecutors in the Southern District of California filed 135 border-related cases this week, including charges of transportation of illegal aliens, bringing in aliens for financial gain, reentering the U.S. after deportation, deported alien found in the United States, and importation of controlled substances.

    The U.S. Attorney’s Office for the Southern District of California is the fourth-busiest federal district, largely due to a high volume of border-related crimes. This district, encompassing San Diego and Imperial counties, shares a 140-mile border with Mexico. It includes the San Ysidro Port of Entry, the world’s busiest land border crossing, connecting San Diego (America’s eighth largest city) and Tijuana (Mexico’s second largest city).

    In addition to reactive border-related crimes, the Southern District of California also prosecutes a significant number of proactive cases related to terrorism, organized crime, drugs, white-collar fraud, violent crime, cybercrime, human trafficking and national security. Recent developments in those and other significant areas of prosecution can be found here.

    A sample of border-related arrests this week:

    • On April 15, Jesus Manuel Zuniga Huerta and Jose Alberto Flores Avalos of Mexico were arrested at the Otay Mesa Port of Entry and charged with importing deadly fentanyl into the U.S. According to a complaint, Customs and Border Protection officers discovered 148 pounds of fentanyl in the rear frame well of a tractor-trailer driven by Zuniga Huerta.
    • On April 15, Brian Jaime Sanchez, a Mexican national, was arrested and charged with Bringing in Aliens for Financial Gain. According to a complaint, Customs and Border Protection officers found an undocumented immigrant concealed in the trunk of Sanchez’s car as he attempted to cross the border at the Tecate Port of Entry.
    • On April 17, Sergio Villalba-Serrano, a Mexican national, was arrested and charged with Departed Alien Found in the United States. According to a complaint, Villalba-Serrano was taken into custody near the Tecate Port of Entry after his Cadillac was stopped by U.S. Border Patrol agents. Villalba-Serrano had previously been deported on October 26, 2019, from Laredo, Texas.

    Also this week, a number of defendants with criminal records were convicted by a jury or sentenced for border-related crimes such as illegally re-entering the U.S. after previous deportation. Here are a few of those cases:

    • On April 10, 2025, following a three-day trial, a federal jury convicted seven-time felon Miguel Rolon of conspiring to bring in aliens and bringing in two aliens for financial gain.  During trial, the evidence showed that Rolon picked up two Guatemalan nationals at a stash house in Tijuana, Mexico, coached the aliens to weave a fictious backstory to customs officers, and attempted to smuggle the same aliens into the United States using others’ U.S. passports at the San Ysidro Port of Entry. Rolon is scheduled to be sentenced on July 7, 2025.
    • On April 18, 2024, Javier Gracia-Meza, a Mexican national, who was previously convicted of a felony illegal reentry offense, was sentenced in federal court to 15 months in custody for again entering the United States illegally.
    • On April 18, 2025, Cruz Torres-Gonzalez, a Mexican national who was previously convicted of five felony immigration offenses, was sentenced in federal court to 54 months in custody for again entering the U.S illegally.
    • On April 18, 2025, Pablo Lazcano-Quinonez, a Mexican national who was previously convicted of felony conspiracy to distribute marijuana, felony possession/use of drug paraphernalia, and two illegal reentry offenses, was sentenced in federal court to 15 months in custody for again entering the U.S illegally.
    • On April 18, 2025, Jesus Eduardo Morga-Ceballos – a Mexican national who was previously convicted of a felony controlled substance offense in 2014, a misdemeanor criminal threat with intent to terrorize in 2014, and a felony illegal reentry in 2023 – was sentenced in federal court to 101 days in custody for again entering the U.S illegally.

    Pursuant to the Department’s Operation Take Back America priorities, federal law enforcement has focused immigration prosecutions on undocumented aliens who are engaged in criminal activity in the U.S., including those who commit drug and firearms crimes, who have serious criminal records, or who have active warrants for their arrest. Federal authorities have also been prioritizing investigations and prosecutions against drug, firearm, and human smugglers and those who endanger and threaten the safety of our communities and the law enforcement officers who protect the community.

    The immigration cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), Customs and Border Protection, U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with the support and assistance of state and local law enforcement partners.

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
