  • MIL-OSI Security: Ecuadorian man charged with illegal re-entry

    BUFFALO, N.Y. –U.S. Attorney Michael DiGiacomo announced today Manuel Fernando Loja-Loja, 38, a citizen of Ecuador, was arrested and charged by criminal complaint with re-entry of a removed alien, which carries a maximum penalty of two years in prison and a $250,000 fine. 

    Assistant U.S. Attorneys Andrew J. Henning and Sasha Mascarenhas, who is handling the case, stated that according to the complaint, on March 28, 2025, a North Tonawanda police officer stopped a vehicle for a traffic infraction in the vicinity of Thompson and Payne Avenues. North Tonawanda Police contacted U.S. Border Patrol to assist in identifying the occupants of the vehicle, including Loja-Loja. Through questioning, it was determined that Loja-Loja is a citizen and national of Ecuador, and not a National of the United States. Loja-Loja did not have any documents that would allow him to be or remain in the United States lawfully. A records check determined that Loja-Loja was physically deported from the United States in March 2004.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Loja-Loja made an initial appearance before U.S. Magistrate Judge Michael J. Roemer and was detained.

    The complaint is the result of an investigation by the North Tonawanda Police Department, under the direction of Chief Keith Glass and U.S. Border Patrol, under the direction of Patrol Agent in Charge Martin B. Coombs.   

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

    Santa Fe, N.M. – Today, U.S. Senator Ben Ray Luján (D-N.M.), one of only two Head Start graduates to serve in the U.S. Senate, sounded the alarm as President Trump finalizes his proposal to eliminate Head Start, shutter half of the regional offices running the program, and fire scores of staff who ensure Head Start centers can serve kids and families.
    New data shows how the Trump administration has issued nearly $24 million less in federal grants to Head Start centers in New Mexico so far this year compared to the same period last year, a staggering -83% decline. Nationwide, the Trump administration has issued nearly $1 billion less in federal grants to Head Start centers nationwide so far this year compared to the same period last year, a steep -37% decline.
    The Trump administration’s withholding of nearly $1 billion in Head Start funding is impacting Head Start centers nationwide—already forcing center closures, which hurt families and teachers, and risking many more.
    “Head Start provides critical early childhood programs and helps make child care safer and more affordable for families across the country,” said Senator Luján. “As a proud Head Start graduate, this slow-walk of distributing funding is extremely concerning and an attack on New Mexico families.     Head Start programs’ grants are generally renewed at the same time each year, and Head Start programs depend on these strict funding cycles to continue serving kids and families. In fiscal years 2024 and 2025, Head Start has been funded at $12.27 billion nationwide. In 2024, $28.76 million in Head Start funding went out from the start of the year through April 15 in New Mexico. But during the same period this year, only $4.8 million has so far gone out—a nearly $24 million, or -83%, decline. Any delays in funding going out the door can have devastating consequences for Head Start programs.
    Head Start currently serves over 750,000 kids nationwide, and the program has served nearly 40 million children and their families nationwide since its inception in 1965. There are over 17,000 Head Start centers nationwide that help kids and families thrive, and these centers are particularly important in serving rural communities with fewer options for care.     Since taking office, President Trump has gutted the offices that keep Head Start centers and child care programs across the country running. In late February, the Trump administration fired scores of staff at the Department of Health and Human Services’ (HHS) Office of Head Start and Office of Child Care. Earlier this month, President Trump continued to hollow out HHS, including by shuttering half of the regional offices at the Office of Head Start, which are responsible for ensuring high-quality Head Start services are available to families nationwide.
    To combat attacks on Head Start, Senator Luján has led efforts to reverse the mass firings at Head Start, demanded action and answers regarding the disruption of Head Start programs, and pressed Trump administration nominees on cuts to Head Start.

    NEW ORLEANS, LOUISIANA – JOSE GUADALUPE COCA-ESCALANTE, a/k/a “Lenin Romo”, a/k/a “Guadalupe Escalante,” (“COCA-ESCALANTE”) age 39, a native of Mexico, was indicted on April 11, 2025, for re-entry of a removed alien, in violation of Title 8 United States Code, Section 1326(a), announced Acting U.S. Attorney Michael M. Simpson.

    According to the indictment, COCA-ESCALANTE was found in the United States on September 26, 2024, having reentered the United States without authorization from the Attorney General of the United States, after being previously deported on December 8, 2016.

    COCA-ESCALANTE faces up to two years imprisonment, a fine of up to $250,000, up to one year of supervised release, and a mandatory special assessment fee of $100.00 for re-entry of a removed alien.

    Acting U.S. Attorney Simpson reiterated that an indictment is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

  • MIL-OSI Security: Leader of Detroit Gang Sentenced to 20 Years in Prison for Drug Trafficking Conspiracy and Money Laundering

    DETROIT – A 34-year-old Shelby Township man, Martaze Davis, was sentenced to 20 years in prison today for trafficking methamphetamine and laundering drug proceeds, Acting United States Attorney Julie A. Beck announced.

    Beck was joined in the announcement by Andrew Lawton, Acting Special Agent in Charge of Drug Enforcement Administration, Cheyvoryea Gibson, Special Agent in Charge of Federal Bureau of Investigation, and Charles E. Miller, Special Agent in Charge of the Internal Revenue Service Criminal Investigations, Detroit Field Divisions.

    Davis was a leader in a Detroit gang, 42 Hustle Boys. The 42 Hustle Boys and a rival gang, the Seven Mile Bloods, engaged in a longstanding and deadly feud. This investigation and prosecution, which began in 2023, focused on Davis’s leadership of a drug conspiracy that sent members to California to purchase methamphetamine brought into the United States from Mexico and transport it across the United States for distribution in Michigan, Ohio, West Virginia, and Tennessee.

    On October 24, 2023, Davis and codefendant Alexander Polanco, 28, conspired to load a rental car occupied by codefendants Taneeya Richard, 25, and Dejon Howard-Henderson, 24, with 38.9 kilograms of methamphetamine. The following day, officers stopped the rental car in Texas and seized the methamphetamine. Davis also laundered drug proceeds through his personal and business bank accounts intending to conceal the nature and source of the proceeds.

    “Our office vigorously pursues drug traffickers, including gang leaders and members, who push dangerous drugs like methamphetamine into our communities with indifference to the tragedy it inflicts. Thanks to the outstanding teamwork among the Drug Enforcement Administration, Internal Revenue Service Criminal Division, Federal Bureau of Investigation, and U.S. Attorney’s Office, a dangerous drug trafficker and money launderer has been removed from our streets,” stated Acting United States Attorney Julie A. Beck.

    “Bringing members of violent street gangs to justice is one of our top operational priorities in the DEA Detroit Division. Mr. Davis and his 42 Hustle Boys co-conspirators are responsible for fueling untold suffering by funneling massive amounts of methamphetamine into areas already hard-hit by the opioid crisis.  Today’s sentence sends another clear message to drug trafficking organizations that their criminal behavior will not be tolerated and will be met with consequences,” said Andrew Lawton, Acting Special Agent in Charge of Drug Enforcement Administration.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

  • MIL-OSI Security: Mexican National Sentenced to Nearly Five Years in Prison for Trafficking 230 Pounds of Methamphetamine and Five Pounds of Fentanyl

    FRESNO, Calif. — Isaac Abraham Sandoval Lopez, 36, of Sinaloa, Mexico, was sentenced Monday by U.S. District Judge Kirk E. Sherriff to four years and nine months in prison for possessing with intent to distribute methamphetamine, fentanyl, and heroin, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, on June 26, 2024, officers stopped Sandoval Lopez for a traffic infraction while driving northbound on Interstate 5 in Fresno County. A subsequent search of his car revealed several bags, suitcases, and backpacks throughout the car containing different types of narcotics. In total, officers seized approximately 230 pounds of methamphetamine, 5 pounds of fentanyl, and 2 pounds of heroin.

    This case was the product of an investigation by the California Highway Patrol and the Federal Bureau of Investigation. Assistant U.S. Attorney Cody S. Chapple prosecuted the case.

    The Committee on the Protection of the Rights of All Migrant Workers and Members of their Families this afternoon concluded its fortieth session after adopting concluding observations on the reports of Jamaica, Mexico and Niger.

    The concluding observations will be available on the webpage of the session in the coming days.

    Fatimata Diallo, Committee Chair, reiterated the urgent need to redouble efforts to save lives and protect the human rights of migrants.  Current migration channels were not adapted to new migration patterns, which often pushed migrants through irregular and dangerous routes, where they risked violence, exploitation, abuse, or loss of life.  The year 2023 was the deadliest year in the last decade for migrants using these routes.  Migration issues were cross-cutting across the humanitarian and development fields and should be considered in relevant instruments and forums, including the Global Compact on Refugees, the Global Refugee Forum, the Conference of the Parties to the United Nations Framework Convention on Climate Change, and the Sustainable Development Goals.

    As of 21 February 2025, 60 States were parties to the Convention.  The Committee was pleased that, in November 2024, Zimbabwe became the sixtieth State party to the Convention.  The Committee continued its campaign for ratification by raising awareness in collaboration with States parties, the Inter-Parliamentary Union and civil society organizations, and by disseminating its general comments worldwide. While ratification by 60 States was a good start, the Convention remained the least ratified of the core international human rights treaties.  In line with the recommendations of the President of Global Migration Policy Associates, a concerted, organised, well resourced, multi-stakeholder, and independently led campaign was a key means of obtaining more ratifications.

    Ms. Diallo noted that the treaty body system had been affected by chronic resource constraints, in addition to the current liquidity crisis, which prevented this Committee and others from fully implementing their activities.  It was vital that these resources were strengthened.  Despite these constraints, the process of strengthening the treaty bodies had led to significant results, in response to the adoption of General Assembly resolution 68/268.  At the Meeting of Chairpersons of Treaty Bodies in June this year, States were urged to approve the introduction of a predictable eight-year review timetable, with follow-up reviews in between.  It was regrettable that the resolution recently adopted in New York did not take into account the recommendations on the foreseeable eight-year timetable, including on the harmonisation of the working methods of the Committees.

    Ms. Diallo commended the Governments of Jamaica, Mexico and Niger, whose reports were reviewed this session, for their commitment to and participation in the dialogue.  Also during the session, the Committee adopted the list of issues for Tajikistan, in relation to its third periodic report, as well as the lists of issues prior to reporting for Fiji, Guinea and Ecuador in relation to their initial, second and fourth periodic reports respectively.

    The Chair then briefed the Committee on other activities which were undertaken during the session.  The Committee had held collaborative dialogues with the International Labour Organization, the Committee on the Elimination of Racial Discrimination, and the Committee against Torture.  On 15 April, the Committee held a public side event to launch the general comment on the convergent protection of the rights of migrant workers and members of their families through the Convention and the Global Compact for Safe, Orderly and Regular Migration, with participation from States, United Nations agencies, and civil society. 

    Finally, the Committee adopted the draft annual report covering the thirty-ninth and fortieth sessions, as well as intersessional activities.  Ms. Diallo thanked all Committee members and members of the Secretariat for their commitment to what had been a busy and successful session.

    The forty-first session of the Committee is scheduled to be held in December 2025 in Geneva.

    In his address, Union Home Minister and Minister of Cooperation recalled the supreme sacrifice made by 2,264 CRPF personnel for the security of the country and paid tribute to them on behalf of the grateful nation. He said that India is moving towards becoming leader in the world in every field by 2047 and the sacrifices of martyred CRPF personnel have significantly contributed in achieving this goal. Shri Shah said that the immortal saga of bravery of CRPF martyrs will be inscribed in golden letters in the golden book of 100 years of independence. He said that the CRPF personnel have always made supreme sacrifice to maintain the unity and integrity of the country. That is why the presence of CRPF personnel at the places of unrest builds the confidence that they will certainly emerge victorious.

    Shri Amit Shah said that after the formation of the government for the second term under the leadership of Prime Minister Shri Narendra Modi in 2019, it was decided that the foundation day of all the security forces would be celebrated in different parts of the country. Under the decision, this annual parade of CRPF is being organized in Neemuch today. He said that the contribution of the CRPF cannot be seen separately from the country’s security. Union Home Minister stated that whether it is fighting terrorists in Kashmir, maintaining peace in the Northeast, or limiting the activities of ruthless Naxals to only four districts, our CRPF personnel have made a significant contribution in all these areas.

    Union Home Minister said that CRPF was formed in 1939 under the name of Crown Representative Police. The work of giving this force its current new form and flag was done by the country’s first Home Minister Sardar Vallabhbhai Patel. He said that Sardar Patel not only established CRPF and gave it the flag but also did the work of clearly identifying its charter. CRPF has completed a long glorious journey on the path shown by Sardar Patel. He said that today about 3 lakh CRPF jawans are deployed for the peace and security of the country in 248 battalions, 4 zonal headquarters, 21 sector headquarters, 2 operational sector headquarters, 17 ranges and 39 administrative ranges. Shri Shah said that CRPF has the pride of being the largest paramilitary force not only in India but in the world.

    Shri Amit Shah said that in the 76-year history of independence, there have been numerous occasions when CRPF protected the country’s honour and pride. He said that on 21 October 1959, CRPF soldiers were martyred while fighting the Chinese army in Hot Spring, Ladakh and that is why all the police forces of the country celebrate 21 October every year as Police Smriti Diwas. He said that in 2018, Prime Minister Shri Narendra Modi has proudly immortalised the martyrdom of Hot Spring by building the National Police Memorial in memory of the martyred policemen and Central Armed Police Forces (CAPFs) across the country.

    Union Home Minister and Minister of Cooperation said that in 1965, CRPF soldiers were posted at Sardar Post in the Rann of Kutch who gave a befitting reply to the Pakistan Army and that is why every year on 9th April, the whole country celebrates Shaurya Diwas. He said that in 2001, the Parliament House, a symbol of our democracy, was attacked by terrorists which was foiled by CRPF. Similarly, in 2005, there was a terrorist attack on Shri Ram Janmabhoomi and CRPF foiled the attack and kept the temple safe. Shri Shah said that the Naxalites who dreamt of spreading red terror from Pashupatinath to Tirupati are today confined to 4 districts, the biggest contribution in this is of CRPF. He said that the biggest role and contribution of CRPF will be in making the country free from Naxalism. The dreaded Naxalites tremble on seeing the CRPF’s Cobra Battalion coming. He said that under the leadership of Cobra Battalion, other CRPF soldiers have made a huge contribution towards eliminating Naxalism. Home Minister said that by March 31, 2026, Naxalism will be eliminated from the country forever and this goal has been set on the strength of CRPF.

    Shri Amit Shah said that whether it is maintaining peace in Kashmir after the abrogation of Article 370 or ensuring peaceful conduct of every election, CRPF jawans have performed their duty with a true heart everywhere. He said that after the removal of Article 370, assembly elections were held in Kashmir and at that time people had many kinds of apprehensions, but our CRPF and other security forces ensured security and neither was there any news of a single booth being looted nor of firing of even a single bullet. Shri Shah said that this is a very big achievement. He said that CRPF has established more than 400 forward operating bases in Naxal-affected areas in the last 5 years and due to this, Naxal violence has reduced by more than 70 percent in 10 years.

    Union Home Minister said that CRPF personnel have worked to establish peace under the United Nations peacekeeping missions in many places including Sri Lanka, Haiti, Kosovo and Liberia. He said that till date CRPF has received a total of 2708 different medals which is the highest among all CAPFs. He said that whether it is Amarnath Yatra, Mata Vaishno Devi Yatra, security of Ramjanmabhoomi, security of Krishna Janmabhoomi or the occasion of Maha Kumbh, CRPF personnel have contributed their full efforts in maintaining law and order with promptness everywhere.

    Shri Amit Shah said that CRPF has implemented many campaigns like Swachh Bharat, Har Ghar Tiranga, Ek Bharat Shreshtha Bharat, Swachhata Hi Seva, Ek Ped Maa Ke Naam very well and has also proved that CRPF is always on alert mode to work for the country and society. He said that a target of planting 5 crore saplings in the last 5 years was set by all CAPFs. The Home Minister said that under this campaign, he himself planted the first sapling at the CRPF Group Center in Gurugram, the one-croreth sapling was planted at the CRPF Nanded campus, the four-croreth sapling was planted at the CRPF camp in Uttar Pradesh, and today, by planting over 6 crore saplings, all CAPFs have worked to raise awareness about the environment.

    Union Home Minister and Minister of Cooperation said that under the leadership of Prime Minister Shri Narendra Modi, the Government of India has taken several steps for the welfare of all CAPFs. He said that air courier service was started in 7 remote areas of the country and recently the Government of India has also announced the Eighth Pay Commission for continuous improvement in salaries and allowances. He said that more than 42 lakh Ayushman CAPF cards have been given under which thousands of hospitals are available today for CAPF personnel and their families. He said that under the housing scheme, the housing satisfaction ratio has increased by about 9.5 per cent, an effort has been made to provide vacant houses to 6.5 lakh CAPF personnel by launching the CAPF e-Housing web portal and more than one lakh houses have also been allotted. He said that now women are also being recruited in the forces and 124 barracks have been approved for them, out of which 109 have been built and the Home Ministry has decided to build 450 more barracks. Shri Shah said that under the Pradhan Mantri Scholarship Scheme, educational facilities have been provided to the children of CAPF personnel, the Central Ex-gratia has been made scientific, the disability ex-gratia has been increased by 50 per cent and the Central Police Welfare Stores have also been made more people-oriented through 119 Master Stores and 1794 Sub-Stores.

  • MIL-OSI Security: Guatemalan Man Indicted for Re-Entry of Removed Alien

    NEW ORLEANS, LOUISIANA – FRAILYN ARGUETA-JERONIMO, a/k/a “Frailyn Argeta-Jeronimo,” (“ARGUETA-JERONIMO”) age 25, a native of Guatemala, was indicted on April 11, 2025, for re-entry of a removed alien, in violation of Title 8, United States Code, Section 1326(a), announced Acting U.S. Attorney Michael M. Simpson.

    According to the indictment, ARGUETA-JERONIMO was found in the United States on March 27, 2025, having reentered the United States without authorization from the Attorney General of the United States, after being previously deported on February 6, 2020.

    ARGUETA-JERONIMO faces up to two years imprisonment, a fine of up to $250,000, up to one year of supervised release, and a mandatory special assessment fee of $100.00 for re-entry of a removed alien.

    Acting U.S. Attorney Simpson reiterated that an indictment is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

  • MIL-OSI Security: Mexican Nationals Charged with Unlawful Possession of Ammunition

    DENVER – The U.S. Attorney’s Office for the District of Colorado announces that defendants Caesar Ramon Martinez Solis, 41, and Humberto Ivan Amador Gavira, 24, both of Mexico, were charged with Unlawful Possession of Ammunition by Alien Admitted Under a Nonimmigrant Visa.

    According to the criminal complaint, on March 26, 2025, Detectives with the Fremont County Sheriff’s Office (FSCO) conducted a traffic stop of a vehicle occupied by defendants in Canon City.  Defendant Martinez Solis consented to a search of the vehicle. During the search, the Detectives found what they estimated to be approximately 150 boxes of .308 ammunition, and approximately 30 boxes of 7.62 ammunition.  Each box was labeled as containing 1,000 rounds. 

    The investigation is being handled by the Denver Field Office of Homeland Security Investigations and the Fremont County Sheriff’s Office, with assistance from the Denver Field Office of the Bureau of Alcohol, Tobacco, Firearms, and Explosives.  The prosecution is being handled by the Violent Crime and Immigration Enforcement Section of the United States Attorney’s Office.

  • MIL-OSI United Nations: Persistent violence and displacement lead to record hunger in Haiti as needs skyrocket

    WFP scaling up emergency assistance in hard-hit areas, but needs outpacing available resources.

    PORT-AU-PRINCE, Haiti – Despite the United Nations World Food Programme’s (WFP) expanded emergency response, an escalation in violence, displacement, economic turmoil and disruptions to local food production are fueling hunger, leaving millions at risk.

    The latest Integrated Food Security Phase Classification (IPC) report shows a record 5.7 million people – more than half of all Haitians – are projected to experience acute food insecurity (IPC Phase 3+) through June 2025. Of those, just over two million are projected to face Emergency level hunger (IPC phase 4), while about 8,400 people are expected to face Catastrophe (IPC Phase 5), the most critical level of food insecurity where people experience an extreme lack of food, severe acute malnutrition and risk of starvation. 

    Growing armed violence has driven massive displacement and increased hunger as armed groups seek to expand their control, forcing over one million people from their homes. In Port-au-Prince, displaced families are sheltering in schools and public buildings, enduring overcrowded and unsanitary conditions with limited access to clean water, food and healthcare.

    WFP and its partners have significantly scaled up operations in Haiti, reaching more than 1.3 million people to date in 2025. This includes one million people in March, a record number of people assisted in one month, but more is urgently needed.

    “Right now, we’re fighting to just hold the line on hunger,” said Wanja Kaaria, WFP Country Director in Haiti. “Without the immense efforts already underway, the situation would be far worse. To keep pace with the growing crisis, we call on the international community to provide urgent support – and above all, the country needs peace.”

    WFP is providing first-line emergency assistance as well as long-term support to those internally displaced. So far in 2025, WFP has supplied 740,000 hot meals to more than 112,000 recently displaced people, as well as cash for food and support to prevent malnutrition among children. 

    WFP has also secured unprecedented access to areas controlled by armed groups, delivering lifesaving food to hard-to-reach communities in Croix-des-Bouquets, Cité Soleil, Lower Delmas and La Saline.

    Meanwhile, the United Nations Humanitarian Air Service (UNHAS), managed by WFP, continues to serve as a vital lifeline for the humanitarian response — ensuring aid workers and supplies reach communities in need.

    WFP urgently needs US$53.7 million to continue its life-saving operations in Haiti over the next six months.

  • MIL-OSI USA: ICE removes twice deported criminal alien wanted for human trafficking in El Salvador

    SEATTLE – U.S. Immigration and Customs Enforcement removed Wilver Cota-Ortiz, 43, a citizen of El Salvador, to his home country where he is wanted by law enforcement authorities for human trafficking.

    Cota entered the U.S. at an unknown date and location without inspection or admission by an immigration official. The Dallas Police Department arrested him Jan. 9, 2010 for assault with a deadly weapon and an immigration detainer was placed on Cota the next day. The 195th Judicial District Court in Dallas convicted Cota on two counts of assault April 1, 2010, sentencing him to 8 years probation. Custody was transferred to ICE in accordance with the immigration detainer, and Cota was removed to El Salvador as ordered by an immigration judge Dec. 17, 2010.

    Cota reentered the U.S. at an unknown date and location, arrested by U.S. Border Patrol Aug. 6, 2013, in Otay Mesa, California where it was determined he had an active warrant for a probation violation in Dallas. The 195th Judicial District Court convicted Cota of probation violation, sentencing him to two years incarceration. The Texas Department of Criminal Justice Correction Facility Huntsville transferred custody to the United States Marshal Service, who then transferred custody to ICE in accordance with an immigration detainer. Cota was again removed to El Salvador Dec. 18, 2015.

    Cota reentered the U.S. at an unknown date and location, and this time he was arrested by ICE for illegal reentry Feb. 15, 2023. The U.S. District Court for the District of Delaware convicted Cota Oct. 31, 2023, of illegal reentry, sentencing him to nine months incarceration. While in federal prison, it was discovered that Cota was wanted by authorities in El Salvador for human trafficking, and his removal was completed April 4 without incident.

    “ICE will make every effort to arrest those that have fled to the U.S. to evade justice in their home country,” said ICE Enforcement and Removal Operations Seattle Interim Field Office Director Cammilla H. Wamsley. “The seriousness of these charges places a particular importance on that mission.”

  • MIL-OSI Security: Brazilian Man Charged with Possessing a Firearm While Being Unlawfully in the United States

    Burlington, Vermont – The United States Attorney’s Office for the District of Vermont stated that Gabriel Lopes Da Silva Santos, 27, of Brazil, has been charged by criminal complaint with illegal possession of a firearm by an alien unlawfully in the United States.

    On April 16, 2025, Santos appeared before United States Magistrate Judge Kevin J. Doyle, who ordered that Santos be detained during the pendency of this matter.

    According to court records, Santos illegally possessed an AR-15 style rifle on June 9, 2024, when law enforcement responded to an apartment complex in Ludlow, Vermont. A neighbor had reported that someone was shooting behind the complex. Law enforcement found Santos, who claimed ownership of the AR-15 style rifle and a shotgun that was also on scene. Law enforcement later discovered that Santos had overstayed his visa, which expired in September 2020.

    The United States Attorney’s Office emphasizes that the complaint contains allegations only and that Santos is presumed innocent until and unless proven guilty. Santos faces up to 15 years of imprisonment if convicted.  The actual sentence, however, would be determined by the District Court with guidance from the advisory United States Sentencing Guidelines and the statutory sentencing factors.

    Acting United States Attorney Michael P. Drescher commended the investigatory efforts of the Bureau of Alcohol, Tobacco, Firearms and Explosives.  

    The prosecutor is Assistant United States Attorney Joshua L. Banker. Santos is represented by Federal Public Defender’s Office for the District of Vermont.

  • MIL-OSI Security: Man from Dominican Republic sentenced for transporting illegal aliens

    BUFFALO, N.Y.-U.S. Attorney Michael DiGiacomo announced today that Luis Davis German Soriano, 32, a citizen of the Dominican Republic, who was convicted of transporting illegal aliens, was sentenced to time served (approximately 15 months) by U.S. District Judge Lawrence J. Vilardo. Soriano was then turned over to Immigration and Customs Enforcement. 

    Assistant U.S. Attorney Maeve E. Huggins, who is handling the case, stated that on January 3, 2024, Soriano aided co-defendant Silvestre German Andujar, an alien, in transporting three other individuals, who were not citizens or nationals of the United States. Soriano drove from New Jersey to an agreed upon location in Youngstown, NY, to pick-up Andujar and the others, who had traveled on a motorized raft vessel on the Niagara River from Niagara on the Lake, Ontario, Canada. Andujar piloted the vessel across the United States-Canada border. U.S. Border Patrol Agents responded to the area as Andujar and the others got off the vessel, prompting them to flee. Simultaneously, law enforcement observed Soriano’s vehicle driving in the area near the vessel’s landing spot on the shoreline. Officers conducted a traffic stop. Soriano provided conflicting information as to the purpose of his travel but was released by officers. He then drove back to the pick-up location and picked up Andujar and the others inside the van.

    Subsequently, on January 4, 2024, U.S. Border Patrol Agents parked on the Niagara Scenic Parkway in Youngstown, NY, observed Soriano driving his vehicle with Andujar and the others inside. Agents stopped the vehicle in Ransomville, NY, at which time Soriano and the others were arrested and official immigration records checks were conducted.

    Silvestre German Andujar was previously convicted and is awaiting sentencing.

    The sentencing is the result of an investigation by Homeland Security Investigations, under the direction of Special Agent-in-Charge Erin Keegan, U.S. Border Patrol, under the direction of Patrol Agent in Charge Martin B. Coombs, and the Lewiston Police Department, under the direction of Chief Frank Previte.

    overnor Kathy Hochul today announced the Environmental Facilities Corporation Board of Directors approved over $175 million in financial assistance for water infrastructure improvement projects across New York State. The Board’s approval authorizes municipal access to low-cost financing and previously announced grants to get shovels in the ground for critical water and sewer infrastructure projects. These investments help make projects more affordable, reducing the need for higher rate increases to fund improvements.

    “An investment in our state’s water systems is an investment in New Yorkers’ quality of life – from safeguarding our drinking water to protecting the rivers and lakes we use for recreation,” Governor Hochul said. “By ensuring communities have the resources they need to complete crucial water infrastructure projects, we can create good-paying jobs and boost local economies while working toward a healthy environment for all New Yorkers.”

    Environmental Facilities Corporation (EFC) Board approved grants and financing to local governments from the Clean Water and Drinking Water State Revolving Funds – a mix of federal and state dollars dedicated to financing community water infrastructure projects. State Revolving Fund interest rates are below market rate, and with long repayment periods, communities may save significantly on debt service compared to traditional financing.

    The Board also approved executing previously awarded grants from the state’s Water Infrastructure Improvement program. EFC Board approval is a critical step in the funding process and will allow communities to access these funds for project implementation. Leveraging federal funding with state investments maximizes the impact of each dollar spent, empowering local communities to make critical system improvements they need to keep their residents safe and ensure cost is not a barrier for project implementation.

    Environmental Facilities Corporation President & CEO Maureen A. Coleman said, “The Environmental Facilities Corporation is proud to support communities across New York State that invest in clean, safe, and reliable water infrastructure.     New York Secretary of State Walter T. Mosley said, “Clean drinking water is the number one priority for healthy communities around New York State. Governor Hochul’s proactive investments, including over $175 million to provide support for critical water infrastructure improvements, will equitably help create environmentally sound cities by building groundwork projects that will lead to a better quality of life for millions of New Yorkers for generations to come.”

    Senator Charles Schumer said, “Access to clean drinking water and modern water-sewer systems is fundamental. This major federal investment will ensure families from Sylvan Beach to Port Jervis have safe drinking water and our beautiful waterways stay clean, all while creating new good paying jobs. I am proud to deliver this major funding from our bipartisan Infrastructure & Jobs Law to help turn the tide on our state’s aging water infrastructure and keep our communities safe and healthy.”

    Senator Kirsten Gillibrand said, “Access to clean water is a critical component of public health and a right for all New Yorkers. These projects will improve drinking water quality, protect the environment, and boost local economies across our state, and I am proud to see federal dollars being used to support these efforts.”

    Representative Nick Langworthy said, “Helping our struggling municipalities upgrade their aging water and sewer infrastructure is vital to maintaining overall public health and economic viability, particularly in our rural communities. I’m pleased the Town of Erwin and the Village of Mayville will benefit from this announcement through grants for the construction of wastewater treatment plant improvements and the installation of new groundwater wells. These projects are critical to our region, and I look forward to working with the Governor to expand access so even more municipalities can benefit from this program.”

    Representative John Mannion said, “Long-term, interest-free financing means that the Village of Waterville in NY-22 and communities across New York can make critical upgrades without placing a heavy burden on ratepayers. I commend Governor Hochul and EFC for making these smart forward-looking investments that ensure clean water and strong infrastructure to support future growth while protecting local taxpayers and the environment.”

    Funding was approved for projects in the following regions:

    Central New York

    • Town of Mexico – $2.5 million state grant for the installation of approximately 60,000 linear feet of water main and associated appurtenances to serve the new water service area no. 6.

    Finger Lakes

    • Village of Naples – $22.2 million grant and interest-free financing package for the planning, design, and construction of new sanitary sewers and a wastewater treatment plant expansion.

    Mid-Hudson

    • City of Port Jervis – $20 million grant and interest-free financing package for the planning, design, and construction of water meter replacements and sanitary sewer rehabilitation.
    • Town of Thompson – funding for two projects:
      • $3.2 million grant and low-cost financing package for the planning, design, and construction of pump stations and force main improvements in the Emerald Green/Rock Hill Sewer District.
      • $2.2 million grant and interest-free financing package for the planning, design, and construction of the Sackett Lake Sewer District collection system improvement project.

    Mohawk Valley

    • Village of Sylvan Beach – $51.1 million grant and low-cost financing package for the planning, design, and construction of upgrades at the East Oneida Lake Water Pollution Control Plant.

    North Country

    • Town of Chazy – $6.9 million grant and low-cost financing package for the planning, design, and construction of wastewater treatment plant improvements
    • Village of Clayton – $8.2 million grant and low-cost financing package for the replacement of the aged raw drinking water intake and approximately 25,000 linear feet of aged water main and associated appurtenances.
    • Town of Diana – $5.1 million grant and low-cost financing package for improvements at existing Well Nos. 1 and 3, installation of an approximately 350,000-gallon drinking water storage tank and new water mains.
    • Village of Lyons Falls – $1.6 million grant and interest-free financing package for the planning, design, and construction of wastewater treatment plant improvements.
    • Village of Malone – $14 million grant and low-cost financing package for the installation of a third production well and 5,300 linear feet of transmission main to connect the new well to the existing drinking water treatment building; construction of a 20′ x 16′ building around the new production well and a 20,000-gallon concrete storage tank to provide raw water storage; and installation of upgraded instrumentation, controls, and flow meters.
    • City of Plattsburgh – $3.6 million in grants for the second phase of drinking water system improvements including construction of a new groundwater source and associated electrical supply, upgrades to the water filtration plant electrical system, and replacement of an asbestos-cement water main.

    Southern Tier

    • Town of Erwin – $10.8 million grant and low-cost financing package for the design and construction of wastewater treatment plant improvements and extension of sanitary sewers along Route 417.

    Western New York

    • Village of Mayville – $7.5 million grant and interest-free financing package for the installation of a new groundwater well and/or installation of treatment for the existing well that is currently contaminated with PFOA.

    Refinancing Completed Projects Will Achieve Long-Term Debt Service Savings

    The Board also took action to help ensure continued, long-term affordability of existing projects. EFC provides short-term financing for design and construction of projects. Once project construction is completed, the short-term financing is typically refinanced to long-term financing for up to 30 years. Based on current market conditions, these long-term interest-free financings are projected to save local ratepayers an estimated $23 million in interest payments over the life of the financings.

    The Board approved long-term financing for projects undertaken by communities in the following regions:

    Mohawk Valley

    • Village of Waterville – $2.6 million long-term interest-free financing for the planning, design, and construction of system improvements at the wastewater treatment plant.

    Western New York

    • Town of Cheektowaga – $14 million long-term interest-free financing for the planning, design, and construction of sanitary sewer rehabilitation to reduce sanitary sewer overflows.

    Project Impact Dashboard

    New Yorkers can track projects benefiting from EFC’s investments using the interactive project impact dashboard. The map can be filtered by funding type and shows a project’s stage of construction. Each project announced today will be included on the map once the community executes a funding agreement with EFC.

    New York State’s Commitment to Water Quality

    New York State continues to increase its nation-leading investments in water infrastructure, including more than $2.2 billion in financial assistance from EFC for local water infrastructure projects in State Fiscal Year 2024 alone. With an additional $500 million proposed for clean water infrastructure in Governor Hochul’s FY26 Executive Budget, New York will have invested a record $6 billion in water infrastructure since 2017.

  • MIL-OSI Global: Trump takes a line from ‘world’s coolest dictator’

    What a difference a dictator makes. Some world leaders get a rough ride in their Oval Office meetings with Donald Trump – most famously, the Ukrainian president Volodymyr Zelensky, who the US president and his entourage publicly disparaged in their now-notorious meeting at the end of February. But not El Salvador’s Nayib Bukele, the self-styled “world’s coolest dictator” – an autocrat whose country’s incarceration rate is the highest in the world – with whom Trump swapped a few friendly quips this week about authoritarian leadership.

    “They say that we imprisoned thousands. I say we liberated millions,” said Bukele about his record of jailing people without due process, adding that: “To liberate that many, you have to imprison some.”

    “Who gave him that line? You think I could use that?” replied Trump to general merriment.

    Bukele has obliged Trump by incarcerating hundreds of Venezuelan and Salvadoran migrants deported from the US on suspicion of being members of criminal gangs – none of whom have had their day in court. One person of particular interest to the journalists was Kilmar Abrego Garcia, a Maryland man deported due to an “administrative error”. The US Supreme Court has ordered the Trump administration to do everything in its power to “facilitate” his return to his wife and family in the US.

    “Of course I’m not going to do it,” Bukele said, when asked if he would send Abrego Garcia back to the US, adding that it would be like “sending a terrorist back to the United States”. Smiles all round from the US officials. This apparently makes it a matter of foreign policy rather than a failure of US justice – or, just as crucially, an impending constitutional crisis over the Trump administration’s failure to obey a Supreme Court ruling.

    Bukele knows a thing or two about circumventing constitutional law, writes Amalendu Misra, a professor of international politics at Lancaster University, who has written extensively about Latin America for The Conversation. The Salvadoran president is serving a second term, despite his country’s constitution previously restricting a president from serving two consecutive terms.

    Critics say Bukele used his considerable majority to replace five members of El Salvador’s Supreme Court in order to get the decision he wanted – which may also have raised him in the US president’s estimation.

    Misra charts Bukele’s rise to power and his achievements in office, which include transforming El Salvador from the murder capital of the world to having one of the lowest homicide rates in the western hemisphere. But not without considerable infringements of human rights and civil liberties – something to which, as we’ve seen, Bukele unabashedly owns up.

    Meanwhile, constitutional scholars are picking apart the US Supreme Court’s ruling in the matter of Abrego Garcia, who is currently sitting in El Salvador’s notorious Center for Terrorism Confinement (Cecot) mega-prison.

    What exactly did the court mean when it instructed the Trump administration to “facilitate” his return to the US? The US attorney-general, Pam Bondi, offered her interpretation on Wednesday – saying the decision was completely up to Bukele, and that if he wanted to send Abrego Garcia back, “we would give him a plane ride back”.

    Trump’s relationship with US constitutional law is already coming under a fair bit of scrutiny, as he and his senior officials have embarked on a concerted effort to push back against court rulings which seek to reverse or delay some of his policies.

    “Trump’s approach seems to be one of testing the limits of the law,” writes Stephen Clear, a constitutional law expert at Bangor University. Clear believes that Trump’s second term is going further, faster, than his first in putting pressure on the system of checks and balances on which the US constitution depends.

    Clear looks at Trump’s strategy of using executive orders to make policy – there have been 124 in his first 85 days (executive orders don’t need congressional approval). The federal courts are now examining many of these orders, which have been challenged on the grounds of unconstitutionality. The US Supreme Court is already facing an unprecedented number of emergency applications, and it remains to be seen when the justices will decide – and, crucially, how the administration responds to the Supreme Court’s decisions.

    A federal court judge whose ruling regarding the deportation of 100 migrants to El Salvador was apparently disregarded by the Trump administration has released an opinion that this failure to comply constitutes “probable cause” to hold members of the administration in criminal contempt.

    US district court judge James Boasberg wrote that a judicial order “must
    be obeyed – no matter how erroneous it may be – until a court reverses it”. US legal scholar Cassandra Burke Robertson answers our questions about this matter.

    In the end, the most reliable test of Trump and the Republican party is still at the ballot box. The mid-term elections, the first real test of the US public’s approval of Trump 2.0, are more than 18 months away. But how is the second Trump administration going down with Americans?

    It depends who you ask, writes Paul Whiteley of the University of Essex. Whiteley, an expert scrutineer of public opinion, was interested to see whether the recent upheaval created by Trump’s tariffs plan had affected the way the US public views his performance.

    Committed Republicans still tend to give credit to Trump that he knows what he is doing, while Democrats, as you’d expect, remain fundamentally opposed to the administration. And the same goes, broadly speaking, for their respective views on his handling of trade policy. But the big shift, Whiteley observes, is among people identifying as independents, where Trump’s approval rating has fallen considerably, particularly over the tariffs.

    This is significant, Whiteley believes, because independents now make up the largest voter group in the US. He concludes: “If this shift continues, and independent voters support Democrat candidates in the 2026 mid-term elections, it means that the Democrats are likely to take control of Congress.”

    A tale of two peace talks

    Another Trump campaign promise is coming under increasing scrutiny: his pledge to end the war in Ukraine “within 24 hours”. The US president now insists he was “being sarcastic” when he made that claim – but, after nearly three months, Trump’s efforts to end the war are “struggling to get off the starting blocks”, writes Jennifer Mathers from Aberystwyth University.

    Despite Zelensky having unconditionally accepted the initial proposal for a 30-day ceasefire and backing US efforts to establish a limited ceasefire – applying to energy infrastructure and on the ocean – Russia has redoubled its attacks. The recent Palm Sunday strikes, which killed at least 35 civilians in the border town of Sumy, appeared particularly gratuitous given that the two sides are supposed to be talking peace.

    Mathers writes that Vladimir Putin is deliberately doing all he can to drag his feet over negotiations, while maintaining Russia’s original demands for huge swaths of Ukrainian territory, guarantees that Kyiv will drop its plan to join Nato, and for elections to be held in Ukraine. You’d have to imagine that Moscow will pull out all the stops to ensure the winner is more to its liking than Zelensky.

    One of the main problems, as Mathers sees it, is that the various American diplomats keep repeating Putin’s demands, lending them legitimacy. It goes without saying that these demands find no favour with Kyiv, as they amount to virtually complete Ukrainian capitulation.

    The other big diplomatic gambit involving the Trump White House is in Oman this weekend, as representatives from the US and Iran meet to discuss the possibility of a new deal on Iran’s nuclear programme. The initial signs aren’t good. Trump has threatened dire consequences unless Iran is willing to give up its nuclear ambitions. Iran refuses to countenance this idea.

    But there are signs that behind the scenes, there may be some progress. Iran’s leaders are under heavy domestic pressure to get sanctions lifted as its economy continues to tank. And it has been reported that Trump refused to approve joint US-Israeli strikes on Iranian nuclear facilities.

    Simon Mabon from Lancaster University – a specialist in Middle East security and particularly the relationship between Saudi Arabia and Iran – examines what the talks mean for the broader stability of the Middle East. He believes the outcome of the talks are being watched particularly closely by China, which has its own ambitions for the region.

    Indian democracy

    Last year’s election in India was the biggest democratic exercise the world has ever seen, involving upwards of 642 million people casting their votes in seven phases across this vast country. It was, in fact, the biggest election ever to be held in India, surpassing the first elections held in 1951-52 after the country achieved independence from Britain.

    Tripurdaman Singh, a fellow of the University of London’s School of Advanced Study, has traced the progress of democracy in India from what he describes as “a moment of such staggering idealism and exuberance, a leap of faith so audacious, that the famous jurist and scholar Kenneth Wheare termed it ‘the biggest liberal experiment in democratic government’ that the world had seen”.

    Singh takes a detailed look at this experiment in democracy, examining the fledgling country’s constitution and how it has been interpreted since. He finds that this “idealism” was more of an aspiration than an actuality, and that power has always been firmly held by the executive. But, he writes, the sheer diversity of the electorate has – in the main at least – successfully prevented tyrannical impulses from India’s leaders. At least, it has thus far.

A 10 percent tariff tax remains on goods from most countries, with significantly higher tariffs on many goods from China, Mexico and Canada.. Trump’s erratic tariff policy has resulted in continued sharp changes in the stock market, fueling economic uncertainty for consumer prices and businesses. 

    The group discussed how tariffs affect the cost of construction and housing materials, increase prices on medical devices that raise healthcare costs, impact Rhode Island’s vital tourism and travel industry, and make it difficult for Rhode Island small businesses to manage the cost of their inputs.

  • MIL-OSI USA: San Juan charter schoolteacher arrested for child exploitation

    SAN JUAN, Puerto Rico – U.S. Immigration and Customs Enforcement agents arrested Raul Moises Martinez Rivera, 25, from Carolina and a teacher at a local San Juan charter school April 10 on criminal charges related to his alleged child exploitation conduct.

    On April 3, a federal grand jury indicted Martinez Rivera on two counts for coercion and enticement of a minor and the transfer of obscene material to a minor.

    According to court documents, from November to December 2024, Martinez Rivera used a cellular phone, as well as internet instant messaging services, to knowingly persuade, induce, entice, and coerce a 13-year-old female minor, to engage in sexual activity. During that time, the defendant also used the internet to knowingly transfer obscene matter to the minor.

    “Protecting our children from online predators is one of our highest priorities, especially those that take advantage of their position of trust,” said ICE Homeland Security Investigations Special Agent in Charge San Juan Rebecca González-Ramos. “This individual does not represent the commitment and dedication of the teachers in Puerto Rico. HSI remains vigilant to aggressively pursue those who exploit minors. We will continue to work tirelessly to safeguard our communities and hold offenders accountable.”

    Chief Jenifer Hernandez-Vega and Assistant United States Attorney Daynelle Alvarez Lora from the Child Exploitation and Immigration Unit are prosecuting the case.

    If convicted, the defendant faces a mandatory minimum sentence of 10 years. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Biotech IPOs surge 68.4% YoY to $8.52 billion in 2024 amid public market recovery, reveals GlobalData

    Biopharmaceutical initial public offerings (IPOs) saw an upturn in 2024, with 50 completed IPOs raising $8.52 billion, a 68.4% increase from the $5.06 billion raised in 2023 and marking the highest total IPO value raised since 2021. This rebound, driven by US Federal Reserve interest rate cuts, marks the highest total since 2021. While cautious, investors are showing increased interest in companies with strong clinical data, signaling a recovery in the public markets and a shift toward more advanced-stage biopharmaceuticals, says GlobalData, a leading data and analytics company.

    According to GlobalData’s Pharmaceutical Intelligence Center Deals Database, completed IPOs that raised more than $100 million almost doubled, from $4.39 billion across 15 IPOs in 2023 to $7.88 billion across 24 IPOs in 2024.

    Alison Labya, Business Fundamentals Analyst at GlobalData, comments: “The increase in the number of high-value IPOs in 2024 suggests that while public investors remain selective, increased capital availability due to interest rate cuts has facilitated investments in biopharmaceutical companies with a strong value proposition.”

    The largest biopharmaceutical IPO completed in 2024 was Switzerland-based dermatology company Galderma, which raised $2.48 billion. Galderma’s IPO followed a planned IPO in February 2022 that did not close, as well as Galderma postponing its IPO in March 2023 amid market volatility.

    Labya adds: “Despite the overall increase in IPO value raised, discovery and preclinical-stage companies saw a four-fold drop in total IPO value from $490.6 million in 2023 to $112.5 million in 2024, indicating a shift in public investor preference towards more advanced stage companies.”

    However, IPO activity could be dampened by an anticipated increase in private biopharmaceutical M&A in 2025 as companies seek to refill their pipelines ahead of upcoming patent expirations.

    Labya concludes: “The US President Donald Trump’s administration has introduced uncertainty to the biopharmaceutical industry across healthcare policies, drug pricing reforms, and regulatory frameworks, all of which could impact investor confidence. Additionally, Trump’s recent tariff announcement on imports from Canada, Mexico, and China has led to increased market volatility, potentially delaying IPOs as investors await the countries’ responses to the tariffs.”

    United States President Donald Trump’s tariff policies have created economic chaos in their aftermath. The stock markets are off to their worst start to a presidential term in modern history.

    The economic implications of Trump’s actions are well-documented. Furthermore, despite Trump’s temporary halt to the tariffs, their impact will resonate well into the future.

    But it’s important to understand that the economy is not detached from broader society. Trump’s disruption of the global economy could also lead to an increase in global conflict.

    Economic prosperity and war

    Economic prosperity does not automatically equate with political stability. Europe prior to the First World War was both prosperous and integrated. Nevertheless, while scholars and activists at the time argued these favourable conditions made war impractical, one of the worst conflicts in human history came to pass.

    Domestic economic prosperity can bind societies together. But tensions that otherwise might not be brought into focus, such as regionalism, emerge in times of economic hardship and transition. Reform Party founder Preston Manning’s recent stoking of separatist sentiments in Canada’s West is a case in point.

    Trump’s tariffs, if fully implemented, will result in economic recession for dozens of countries throughout the world. They will first impact the world’s most vulnerable countries, many of which have institutions that are either unstable or lack the fiscal backing needed to weather the storm.

    An example of such a development in recent history was the emergence of the Arab Spring in 2011. The 2008 financial crisis and ongoing agricultural failure created political strain for authoritarian states in the Middle East. They could not absorb the increased cost of grain to stabilize their societies.

    Governments, cognizant of this fact, will look for any means of retaining their power. Redirecting local disappointment abroad can be one such measure, much as Saudi Arabia did by blaming Iran during the Arab Spring.

    Look outwards, point fingers

    Governments have, historically, used foreign affairs as a means of distracting their populations from domestic problems. This feature occurs regardless of a state’s ideology. The banality of its occurrence in international relations is such that Hollywood made a satirical film, Wag the Dog, on the subject.

    Authoritarian states, however, are more susceptible to this phenomenon. Their governments’ lack of popular legitimacy means that an economic downturn weakens one of the levers they use to buy acquiescence from its citizens.

    Furthermore, economic uncertainty undermines authoritarian governments’ patronage networks. Not only do such governments lose the support of a majority of citizens to the economic uncertainty, but they also lose the important minority groups they use to maintain their rule.

    As such, authoritarian governments in the face of economic uncertainty will look outwards to build their legitimacy. But these governments need an ideology that will motivate their societies. For contemporary governments, one of the most effective mechanisms is nationalism.

    The power of nationalism

    Nationalism’s utility for authoritarian states is twofold. First, nationalism emphasizes the collective over the individual. States, by stressing the importance of the nation, can encourage individuals to overlook the personal struggles they face in times of economic uncertainty.

    Second, nationalism by its nature creates an “in group” and an “out group.” Governments can use the out group as a rallying cry for its local population. While there are several instances where such developments are possible, China’s increasingly antagonistic stance towards Taiwan is an example.

    Governments, by rallying nationalist sentiment, will either indirectly or actively stoke the potential for conflict.

    Extending conflict

    Economic downturns, furthermore, force governments to make difficult decisions on what programs to cut. Some of the first programs governments chop in uncertain times are those focused on international aid. This phenomenon was already occurring, but tariffs will exasperate it.

    These cuts pose a problem for several reasons. Right-wing politicians have alleged in recent months that international aid is ineffective. But that’s not accurate — international aid benefits the countries that provide it; it’s not just a moral imperative. Specifically, it facilitates trade as well as accruing political advantages to the giving state.

    The more immediate concern, however, is that many states were dependent upon foreign aid for political stability. The loss of international aid will increase internal instability in vulnerable countries. Just look to the current instability in South Sudan as declining aid weakens South Sudanese social and government institutions.

    Not only is this development bad for the societies in question, but it will invariably increase the number of refugees seeking aid and safety beyond their borders.

    Individual choice

    It’s not just state responses to the tariffs that will create instability. The unilateral application of tariffs, and resulting economic and political fallout, will significantly increase the number of people seeking a better life.

    Economic migration is not a new phenomenon. While conflict-centred migration remains the focus of international law, economic migration continues to occur unabated.

    The lost economic opportunities in various states affected by tariffs will cause their populations to seek economic prosperity, at first internally and then abroad. This is not to suggest that migration itself creates instability. Instead, large-scale and unplanned migration will create strain both in countries that people leave and in the nations receiving them.

    Economic affairs rarely stay within the realm of business. Instead, Trump’s tariffs will create greater instability in international affairs for the foreseeable future.

  • MIL-OSI Security: Four Defendants Charged in Federal Court for Trafficking Fentanyl and Methamphetamine

    HUNTSVILLE, Ala. – Four defendants have been indicted on multiple drug trafficking charges, announced U.S. Attorney Prim F. Escalona, New Orleans Division Drug Enforcement Administration Special Agent in Charge Steven L. Hofer, and United States Postal Inspection Service Inspector in Charge Shameka Jackson.

    A six-count indictment filed in U.S. District Court charges Justin Jamal Fletcher, 37, of Sheffield, Alabama, Larikus Martez Armstead, 37, of Sheffield, Alabama, Terance Antonio Williams, 41, of Florence, Alabama, and Angelita Guadalupe Garcia-Ruiz, 47, of Nogales, Arizona, with conspiracy to possess with intent to distribute fentanyl and methamphetamine.  Armstead and Williams were also charged with distribution of a controlled substance, and Fletcher was charged with possession with intent to distribute a controlled substance.  Garcia-Ruiz was also charged with unlawful use of a communication facility.

    According to the indictment, on two separate occasions Fletcher received a package delivered via U.S. Mail containing fentanyl pills. On July 17, 2024, Fletcher received 10,000 pills from an individual and on August 28, 2024, he received over 29,000 fentanyl pills from Garcia-Ruiz. The indictment also alleges that Fletcher used a source of supply located in Mexico to obtain fentanyl pills and methamphetamine.

  • MIL-OSI Security: Illegal Immigrant Sentenced to Five Years in Federal Prison After Intercepting and Selling 1.8 Kilograms of Meth from Mexican Supplier

    INDIANAPOLIS— Belarmino Sierra-Mata, 47, of Indianapolis, has been sentenced to five years in federal prison, followed by three years of supervised release after pleading guilty to attempted possession with intent to distribute 500 grams of more of methamphetamine and reentry of a removed alien. 

    According to the indictment, on March 18, 2024, after receiving a text message from his girlfriend alerting him to a package’s arrival at her Indianapolis home, Sierra-Mata drove there to retrieve it. The package was shipped from California and contained approximately 1.8 kilograms of pure methamphetamine. After picking it up, Sierra-Mata sold the entire package to another individual in exchange for $300.

    During an interview with law enforcement agents following his arrest, Sierra-Mata stated that his source of supply was an individual in Mexico and that this was his second time accepting a package containing controlled substances for payment.

    Additionally, further investigation determined that Sierra-Mata is an illegal alien unlawfully present in the United States. Specifically, Sierra-Mata was formally removed from the United States on January 11, 2019, and knowingly reentered the country without obtaining proper documentation.

    Homeland Security Investigations and Indiana State Police investigated this case. The sentence was imposed by U.S. District Judge Sarah Evans Barker.

    “Criminal aliens that habitually cross into our country illegally and endanger our communities must face consequences,” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “We will continue to work with our federal, state, and local law enforcement partners to ensure these drugs never make it to the streets and these criminals are prosecuted to the fullest extent of the law.”

  • MIL-OSI Global: Trump’s tactics for creating disruption are testing the limits of presidential power – a legal expert explains

    In less than 100 days, Donald Trump’s second term has proved the most disruptive and transformative start to a US presidency ever. Using executive orders and mass firings, he has moved quickly on his far-reaching agenda to consolidate his power.

    Trump has actually signed fewer bills into law at this point than any new president for seven decades. But he has signed 124 executive orders (which don’t need congressional approval). Joe Biden signed 162 of these over his whole term.

    Executive orders are a way of pushing through a presidential directive, usually based on existing statutory powers, without it going to a vote. So far, these have covered issues from energy policy to TikTok’s ownership.

    Using this tactic, Trump has stretched his authority far more in just a few months than any recent president.

    While the president may issue executive orders, he cannot create laws without the support of Congress. This has led, in part, to the launch of lawsuits regarding the statutory basis of some of these orders. Some are now going through the federal courts on constitutional and lawfulness grounds.

    But the Supreme Court can also review and overturn executive orders that lack legal authority. These orders cannot contradict or supersede existing laws passed by Congress, or violate the US constitution.

    A system of checks and balances that prevents US presidents from becoming too powerful is facilitated by the “separation of powers”, which is written into the US Constitution. The legislative (members of Congress), executive (president) and judiciary (the courts) are all separate bodies – in part to prevent an over-concentration of power in any one body or person.

    Bills passed by presidents in first 85 days

    The US Congress has a key supervisory role through its two chambers, the House of Representatives and the Senate, which work together to pass laws. But there are many reasons why this president may not be that concerned by these constitutional safeguards.

    The Democratic opposition is in an exceptionally weak position to take on Trump. It is in the minority in both the Senate and House of Representatives, and is routinely outvoted by the Republicans.

    And Trump is often dismissive of congressional oversight. House committees have previously launched multiple investigations into his conduct, business dealings, and whether he has financially benefited while serving as president. Congress also issued subpoenas for documents and testimonies in 2022, but Trump often resisted or delayed them.

    Congress controls federal spending and can, in theory, deny funds for presidential initiatives. But it is currently full of Republicans who, so far, have not been willing to challenge the president.

    Testing the legal limits

    Trump’s approach seems to be one of testing the limits of the law. This was seen with the travel ban imposed on mostly Muslim countries in his first term, which the Supreme Court initially struck down as unconstitutional. The court later upheld a significantly revised version.

    In terms of impeachment, Trump has already been there on two occasions. He was first impeached in 2019 after he allegedly pressured Ukraine’s leader, Volodymyr Zelensky, to investigate Joe Biden in the run-up to the 2020 election.

    This claim of illegality on the part of Trump stemmed from it being illegal to ask foreign entities for help in winning a US election. The House of Representatives impeached him for abuse of power and obstruction of Congress, but the Senate ultimately acquitted him.

    Trump was impeached again in 2021, after he was accused of inciting the January 6 Capitol riots. For the first time in US history, a president was impeached after leaving office – but he was again acquitted by the Senate.

    Trump has suggested these impeachment attempts are evidence of him being persecuted for his efforts to “drain the swamp” (how he describes Washington’s political establishment). Overall, the president seems to favour testing the limits of executive policy-making, then making changes later if challenged.

    Judges also have an important role to play in checking the work of the president. They can declare presidential actions unconstitutional. For example, in US v Nixon (1974), the Supreme Court ruled the president does not have executive-privilege immunity from court actions.

    Some may think that as the president appoints top judges, this undermines their independence. However, once judges are appointed, they are bound to execute their duties fairly while upholding the rule of law. Importantly, they do not answer to the president for their decisions.

    The US constitution also puts some limits on the office of the president. As part of their oath of office, presidents vow to uphold and defend the constitution and faithfully execute their responsibilities. In that sense, a US president must execute diligence in ensuring the law is faithfully followed. They cannot simply ignore laws they do not like.

    And despite claims that Trump is prepared to seek a third term, the 22nd Amendment limits an individual to a maximum of two – although Trump has hinted at a plan to find a way around this.

    As was seen with his previous administration, the voters can turn against sitting presidents and vote them out of power. Businesses and market pressures can also play a significant role, as was seen in the recent pauses in the president’s international tariff decision-making.

    What needs to change?

    A significant amount of change has been achieved via Trump’s executive orders in just 85 days. Meanwhile, judicial oversight and checks will take time to filter through the courts and, if necessary, be tested in the Supreme Court.

    Nonetheless, the judiciary is starting to flex its muscles more. For example, a federal judge has said he would find administration officials in contempt unless they engaged with a legal process to secure the return of Maryland resident Kilmar Ábrego García, after he was illegally sent to an El Salvador prison. This is already being hailed as a test case for the rule of law.

    It’s also noteworthy that recent polls of US citizens indicate 82% want the president to obey federal court orders.

    One area where more explicit clarity in US law might be needed is over the scope of executive orders – to curtail some of the testing of their limits we are currently seeing. While Congress already has the power to legislate to reverse and override an executive order, as well as to refuse to provide the funding necessary to carry out policy measures contained within an order, it (so far) seems unprepared to execute this power.

    In the next few months, the US public and politicians will be able to see the impact of these executive orders – and there will be a wealth of judicial rulings to add to the debate. Whether that will change how Trump operates is as yet unclear.

    ALBUQUERQUE – A Farmington man was sentenced to 30 years in prison for his role in the brutal killing of a man on the Navajo Nation in 2020.

    There is no parole in the federal system.

    According to court documents, between February 6, 2020, and February 14, 2020, Tyran Begay, 40, an enrolled member of the Navajo Nation, helped confine and torture John Doe alongside Camille Damon and Ronald Belone by binding and beating the victim, and leaving his body exposed to frigid weather in a remote area near Smith Lake, New Mexico.

    Upon his release from prison, Begay will be subject to five years of supervised release.

    Damon and Belone remain in custody pending trial, which has yet been scheduled.

    Acting U.S. Attorney Holland S. Kastrin and Raul Bujanda, Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    BALTIMORE — U.S. Immigration and Customs Enforcement arrested Kelvin Emanuel Granados-Sorto, 30, an illegal alien and Honduran citizen April 11 after he was transferred to ICE custody by the Maryland Department of Corrections. Granados has been convicted of a third-degree sex offense.

    “This arrest sends a clear message: when jurisdictions cooperate with ICE, communities are safer,” said ICE Enforcement and Removal Operations Baltimore acting Field Office Director Nikita Baker. “A criminal alien sex-offender was taken into ICE custody because law enforcement worked together. Today, there is one less predator in our neighborhoods and one less victim tomorrow. This is what public safety looks like when we prioritize the protection of our communities over politics.”

    Granados entered the United States on an unknown date at an unknown location and without inspection, admission, or parole by an immigration official.

    The Circuit Court for Prince George’s County convicted Granados May 12, 2023, of a sex offense and sentenced him to 10 years in prison. ICE lodged an immigration detainer against Granados with the Maryland Department of Corrections July 12, 2023.

    A Department of Justice immigration judge ordered Granados removed from the United States to Honduras Oct. 24, 2023. Granados remains in ICE custody pending his removal.

    President Donald Trump is defying the Supreme Court of the United States. This is a constitutional crisis. The legislative and judicial branches have a duty to rein in an executive that overreaches its authority. It is long past time for Congress and the courts to hold the Trump Administration accountable.

    The Supreme Court has ordered the Trump Administration to facilitate the release of Kilmar Armando Abrego Garcia from custody in El Salvador and to ensure the proper handling of his case.

    The Trump Administration detained Mr. Abrego Garcia as he picked up his 5-year-old son, then unlawfully deported him and sent him to a notorious mega-prison in El Salvador—without due process. Trump’s team has repeatedly lied about Abrego Garcia’s case, despite a Trump official admitting in court that his removal was a mistake. The Administration refuses to correct its error—leaving an innocent man and his family to suffer the consequences.

    This is inhumane. This is unjust. This is unconstitutional.

    Congress must act. Just three Republican Senators and four Republican House members are needed to join their Democratic colleagues in taking a brave, moral, and constitutional stand to rein in the President’s unchecked power. Mr. Abrego Garcia must be returned to the United States immediately—and the Trump Administration must be reined in.
