    UK signs Riyadh Design Law Treaty

    The UK has become the latest signatory to the Riyadh Design Law Treaty (RDLT).

    On behalf of the UK government, the CEO of the Intellectual Property Office (IPO) has signed this new treaty at the World Intellectual Property Organization (WIPO) General Assembly in Geneva. This new multilateral treaty will bring benefits to UK designers through simplified application and renewal processes and reduced administrative burdens in international applications.

    The treaty simplifies and brings harmonisation to the application process for industrial design protection internationally, benefiting UK businesses and designers looking to protect their creations abroad and establish a safe presence internationally.  

    Adam Williams, the UK IPO’s Chief Executive Officer, signed the treaty today (11 July 2025) witnessed by WIPO Director General Daren Tang during the WIPO General Assembly in Geneva.  

    Commenting on the signing, Adam Williams said:

    On behalf of Minister Feryal Clark, and the UK government, I am pleased to sign the Riyadh Design Law Treaty (RDLT), which will make it easier for designers and businesses, particularly SMEs to apply for, renew or maintain a registered design in other countries.

    It will simplify and standardise international design protection, making systems more navigable and will boost UK designers’ ability to safeguard their creations globally.

    The signing of this treaty demonstrates the UK’s commitment to supporting designers around the globe and striving for international design law harmonisation and we encourage other nations to do the same.

    Following the signing, the IPO will begin engagement with stakeholders and work towards formal ratification of the treaty. 

    The treaty was negotiated and agreed at the WIPO Diplomatic conference in Riyadh, Saudi Arabia on 22 November 2024. 

    The provisions of the RDLT will come into force once 15 countries have deposited their instrument of accession with WIPO.

    Once in force, the treaty will help simplify processes for businesses, particularly small and medium-sized enterprises (SMEs), enhancing the UK’s competitiveness.

    The treaty will simplify the procedures for applying for, renewing or maintaining a registered design, reducing administrative burdens on designers.  

    It will: 

    • limit the information designers will be required to submit in an application form, providing harmonised procedures across all contracting parties

    • simplify the requirements for obtaining a filing date (the date from which protection of the design will start). Speed and ease in getting a filing date are important as delays can lead to the loss of rights (due to the requirement for a design to be “new”)

    • provide harmonised timescales for requests for information and responses in relation to a design registration. This will provide more certainty and predictability for designers

    • encourage modernisation of design systems. This includes use of electronic applications and making public digital databases of registered designs 

    This transparency will help designers ensure their designs are new and do not replicate existing designs.

    What you need to know: To help mark Black Women’s Equal Pay Day, the First Partner visits an apprenticeship program that is helping opportunity youth—including women of color—break into careers in Hollywood’s below-the-line workforce.

    LOS ANGELES—First Partner Jennifer Siebel Newsom earlier this week visited an innovative apprenticeship program aimed at opening up more career pathways for underrepresented youth in the entertainment industry—including women of color.  

    In a visit to The Handy Foundation offices and a sound stage and production training facility at the local 80 (IATSE) offices, Siebel Newsom met with program apprentices, instructors, alumni, and a few of the entertainment industry partners that employ its graduates, including Netflix, Lionsgate, and Bunim-Murray Productions, a part of Banijay Americas. The Handy Foundation apprenticeship program helps train young people for “below-the-line” roles in the entertainment industry, from assistant editing, to production and post management, audio and virtual production roles, and more.

    A strategic partner of the California Film Commission, the Handy Foundation is also a 2025 recipient of the state’s California Opportunity Youth Apprenticeship (COYA) Grant, which offers pre-apprenticeship and apprenticeship programs for youth across the state.

    July 10th is Black Women’s Equal Pay Day, when advocates across the nation help bring attention to the persistent wage gap that exists for Black women. The wage gap for Black women compared to non-Hispanic white men is .66 cents vs. $1 for full time, year-round workers. 

    For Handy Foundation trainees, the fight for career opportunities and pay equity is personal. Two alumni share what the program means to them and how the Foundation is helping lead change:

    The European Parliament,

    –  having regard to its previous resolutions on Ukraine and on Russia,

    –  having regard to the Hague Conventions, the UN Charter, the Geneva Conventions and their additional protocols, the Convention on the Prevention and Punishment of the Crime of Genocide, the European Convention on Human Rights, the UN Convention Against Torture, the Rome Statute of the International Criminal Court (ICC) and the UN Convention on the rights of the child,

    –  having regard to the Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part(1), and to the accompanying Deep and Comprehensive Free Trade Area between the European Union and Ukraine, signed in 2014,

    –  having regard to all relevant resolutions by the UN General Assembly and Security Council, in particular UN General Assembly Resolution ES-11/7 adopted on 25 February 2025,

    –  having regard to the NATO Washington Summit Declaration of 10 July 2024 and the Hague Summit Declaration of 25 June 2025,

    –  having regard to Rule 136(2) of its Rules of Procedure,

    A.  whereas Russia has been waging a brutal, illegal, unprovoked and unjustified full-scale war of aggression against Ukraine since 24 February 2022;

    B.  whereas Russia’s aggression against Ukraine did not begin in February 2022, but in 2014, with the illegal occupation and annexation of Crimea and parts of the Donetsk and Luhansk regions, with severe humanitarian, economic and ecological consequences and resulting in regional instability; whereas Russia could stop the brutal and unjustified war of aggression at any time;

    C.  whereas the UN General Assembly, in its resolution of 2 March 2022, immediately qualified the Russian war against Ukraine as an act of aggression in violation of Article 2(4) of the UN Charter, and, in its resolution of 14 November 2022, recognised the need to hold Russia accountable for its war of aggression and legally and financially responsible for its internationally wrongful acts, including by making reparation for the injuries and damage caused;

    D.  whereas thus far in 2025, Russia has deployed over 20 000 drones against Ukraine, or around 3 500 per month, representing a 350 % increase compared to the 2024 monthly average; whereas Russia has killed over 1 050 civilians and injured 4 300 more, constituting clear evidence that it actively targets civilians, including ambulances and rescue personnel, in contrast to Ukraine’s defensive actions; whereas the recent attacks on Kyiv and Dnipro were the second deadliest and the deadliest attacks on these cities since the start of Russia’s invasion, starkly conflicting with Russia’s claims that it is interested in peace;

    E.  whereas, as a reaction to Russia’s war of aggression against Ukraine, the EU has adopted 17 sanctions packages of unprecedented scope against Russia and continues to adopt sanctions against Russia with a view to definitively undermining its capacity to continue waging its illegal war of aggression against Ukraine; whereas the circumvention of sanctions, including through Russia’s shadow fleet and the incomplete implementation of sanctions, remain a major enabler of Russia’s war of aggression; whereas despite these and other sanctions, Russia continues to wage its war of aggression against Ukraine;

    F.  whereas the US has again halted supplies of crucial military assistance to Ukraine;

    G.  whereas Russia’s aggression against Ukraine has caused the largest forced displacement of civilians in Europe since the Second World War, with 10 million Ukrainians – mostly women and children – displaced, including 7 million who have found refuge abroad(2);

    H.  whereas Russia continues unabated to commit heinous war crimes against innocent civilians; whereas according to the Ukrainian authorities, approximately 16 000 Ukrainian civilians are known to be currently detained in Russia and the temporarily occupied Ukrainian territories, although the real figures are likely to be significantly higher; whereas more than 70 000 Ukrainians – including civilians, children, and military personnel – are officially listed as missing;

    I.  whereas the Russian authorities have systematically carried out enforced disappearances against large numbers of Ukrainian civilians, detaining individuals with no military affiliation on baseless and fabricated charges, with their fate and whereabouts remaining unknown, leaving their families in agonising uncertainty; whereas enforced disappearances by Russia are part of a widespread, systematic and coordinated assault on Ukraine’s civilian population;

    J.  whereas, according to the Office of the UN High Commissioner for Human Rights, at least 29 civilians have died in custody in Russian detention facilities, and 170 have been executed in areas under Russian control since February 2022;

    K.  whereas throughout the process of enforced disappearances, the Russian authorities have consistently failed to inform the families of the fate or location of their loved ones; whereas multiple responses from various authorities have likewise failed to provide any meaningful information;

    L.  whereas the Russian authorities have systematically employed torture and other forms of inhumane and degrading treatment against numerous illegally detained Ukrainian civilians; whereas the UN Independent International Commission of Inquiry on Ukraine has found evidence of Russia using rape and sexual violence as means of torture against both male and female detainees;

    M.  whereas Russia refuses to disclose the number of Ukrainian prisoners of war (POWs) it currently holds; whereas the Russian authorities are blatantly failing to meet their obligations under the Geneva Conventions to allow international representatives of the International Committee of the Red Cross (ICRC) to visit prisoners and to transmit the relevant information to the ICRC, state authorities and the families of POWs;

    N.  whereas Ukrainian POWs and civilian captives are subjected to torture, including starvation, beatings, various types of coercion, physical, sexual and psychological violence and denial of medical care and legal representation;

    O.  whereas Ukraine and international bodies have documented hundreds of executions of Ukrainian POWs by Russian forces since February 2022; whereas the Office of the Prosecutor General of Ukraine is investigating the execution of 268 Ukrainian POWs (208 on the battlefield and 59 in the ‘Olenivka’ prison); whereas the increasing number of executions and available evidence suggests that these crimes are not isolated incidents but part of a systematic and deliberate policy, constituting serious violations of international law and human rights, and war crimes under the Geneva Conventions and the Rome Statute;

    P.  whereas Ukraine and Russia have conducted 65 prisoner exchanges since February 2022, resulting in the release of 5 757 people, including three large-scale exchanges in May 2025, with an additional 469 individuals released outside formal exchange mechanisms;

    Q.  whereas since the occupation and annexation of Crimea in 2014, Russia has systematically targeted Crimean Tatars with politically motivated prosecutions, enforced disappearances, intimidation and harassment; whereas Crimean Tatar leaders, journalists, civil society activists and religious figures have faced disproportionate repression, including under the guise of anti-extremism and anti-terrorism charges; whereas these actions amount to violations of international human rights and humanitarian law and aim to erase the identity and presence of the indigenous Crimean Tatar people;

    R.  whereas Russia, while posturing as a defender of the Christian faith and values, has been conducting mass and systematic violations of religious rights in occupied Ukrainian territories, with the Ukrainian Greek Catholic Church banned outright, at least 47 Ukrainian religious leaders killed and more subjected to torture, and religious property willingly targeted and destroyed by Russian forces; whereas in parallel Russia weaponises the Orthodox Church of the Moscow Patriarchate as a tool to tyrannise and control religious communities and the Ukrainian population more broadly;

    S.  whereas the torture and killing of Ukrainian journalist Viktoriia Roshchyna in Russian captivity highlights the grave and growing dangers faced by Ukrainian journalists held by Russian forces; whereas others, including Iryna Danylovych, Dmytro Khyliuk, Iryna Levchenko and Heorhiy Levchenko, remain in detention under life-threatening conditions;

    T.  whereas according to the ‘Bring Kids Back UA’ initiative and the Yale Humanitarian Research Lab (HRL), since February 2022 around at least 20 000 and possibly up to 35 000 Ukrainian children have been forcibly deported to Russia and Belarus or detained in temporarily occupied Ukrainian territories, with only 1 366 returned and 637 confirmed dead; whereas the real figures are assumed to be much higher, as these transfers and deportations continue; whereas the HRL’s Ukraine Conflict Observatory has had its funding cut as of 1 July 2025 by the Trump administration, jeopardising the continuation of its work;

    U.  whereas the ICC has been conducting an investigation into the situation in Ukraine since 2 March 2022 and on 17 March 2023 issued arrest warrants for Vladimir Putin, President of the Russian Federation, and Maria Lvova-Belova, so-called Commissioner for Children’s Rights in the Office of the President of the Russian Federation, for the war crime of unlawful deportation of Ukrainian children, followed up by additional arrest warrants against Russian officials issued on 24 June 2024; whereas the EU supports the Special Tribunal for the Crime of Aggression that is being established in the framework of the Council of Europe;

    1.  Condemns, in the strongest possible terms, Russia’s unprovoked, illegal and unjustified war of aggression against Ukraine; demands that Russia immediately cease all military activities in Ukraine, fully withdraw from Ukraine’s internationally recognised territory, end forced deportations, release all detained and deported Ukrainians and compensate Ukraine and victims of war crimes; reiterates its condemnation of Belarus’s direct involvement in Russia’s brutal war of aggression against Ukraine;

    2.  Confirms its unwavering commitment to the independence, sovereignty and territorial integrity of Ukraine, within its internationally recognised borders and reiterates its policy of non-recognition of Ukrainian territories temporarily occupied by Russia; strongly underlines Ukraine’s inherent right to self-defence, in line with Article 51 of the UN Charter, which entails the right to strike military targets on Russian soil;

    3.  Reaffirms its unwavering solidarity with the people of Ukraine in their heroic defence of their nation, their land, and our shared European values; reiterates its belief that a strong, independent and democratic Ukraine is vital for Europe’s security, stability and prosperity; calls for the EU and all its 27 Member States to substantially enhance the effectiveness and accelerate the delivery of military support to Ukraine in order to allow Ukraine to legitimately defend itself against Russia’s escalating attacks on cities and civilian infrastructure across the country, and to put Ukraine in the strongest possible position for negotiations;

    4.  Condemns Vladimir Putin’s ongoing revisionist and imperialist rhetoric and ideology, and treacherous propaganda; denounces the systematic attempts by the Russian Government to erase Ukraine’s history, culture, language and identity; in this regard strongly condemns the persecution of Ukrainian artists, as exemplified by the imprisonment and torture of Mariupol military orchestra members and their being subjected to inhuman treatment, and calls for their immediate and unconditional release;

    5.  Stresses that Russia’s full-scale invasion of Ukraine has shattered peace and stability in Europe and gravely undermined global security; underscores that Russia remains the most significant and direct threat to European security;

    6.  Strongly condemns the execution of Ukrainian POWs by Russian forces, constituting war crimes and grave breaches of the Geneva Conventions; is appalled by the abduction, incommunicado detention, torture, and killing of Ukrainian journalist Viktoriia Roshchyna by the Russian Federation, illustrating the extreme brutality and systematic cruelty perpetrated by Russians against Ukrainian civilians and POWs; demands that the Russian Federation immediately cease the mutilation and removal of organs from the bodies of deceased civilians and POWs;

    7.  Reiterates that Russia bears sole responsibility for its war of aggression and that there can be no impunity for violations of human rights, war crimes, or other breaches of international law committed by Russian forces and officials; expresses deep outrage at Russia’s brutal attacks on civilians and the indiscriminate targeting of civilian infrastructure; stresses that the systematic and deliberate targeting of civilians and, in particular, the deportation of children may constitute a genocidal strategy orchestrated and executed by the Russian Government;

    8.  Fully supports the ICC’s ongoing investigations into the war crimes and crimes against humanity committed by Russia; welcomes the recent agreement between the Council of Europe and Ukraine on the establishment of a Special Tribunal for the Crime of Aggression against Ukraine; emphasises that all those responsible for war crimes perpetrated in Ukraine must be held accountable and stresses that justice is essential for any sustainable peace; expresses its utmost concern about the US sanctions on the ICC and its prosecutors, judges and staff, which undermine all its ongoing investigative and prosecutorial work and constitute a serious attack on the system of international justice; calls on the Commission to urgently activate the Blocking Statute and on the Member States to urgently step up their diplomatic efforts in order to protect and safeguard the ICC as an indispensable cornerstone of the system of international justice;

    9.  Reiterates its condemnation of Russia’s forcible deportation, illegal detention and inhumane treatment of countless Ukrainian civilians; demands that Russia immediately provide families with accurate information regarding the whereabouts and state of health of detainees and calls for the immediate release of all the Ukrainian civilians currently held captive by the Russian authorities; underscores that the forced displacement, unlawful detention and mistreatment of Ukrainian civilians exemplify the intrinsic brutality of the Russian regime and its flagrant disregard for human life; strongly condemns the gruesome tactics deployed by the Russian authorities against both Ukrainian civilians and prisoners of war; deplores the wide and systematic use of terror in Ukraine’s occupied territories, aimed at intimidating the civilian population, stifling resistance and political dissent, suppressing civic activism and eradicating the Ukrainian language and national identity;

    10.  Condemns the ongoing persecution of Crimean Tatars in illegally occupied Crimea, including politically motivated detentions, torture, enforced disappearances and restrictions on freedom of religion, expression and association; calls for the immediate release of all Crimean Tatars imprisoned on political grounds and urges the EU and international organisations to enhance monitoring and advocacy on behalf of the indigenous people of Crimea;

    11.  Urges Russia to immediately agree to and implement a comprehensive ‘all-for-all’ exchange of POWs with Ukraine, in accordance with its obligations under international humanitarian law and the Geneva Convention relative to the Treatment of Prisoners of War;

    12.  Strongly condemns Russia’s violent actions and the complicity of Belarus in the mistreatment of Ukrainian children, including murder, torture and criminal prosecution, forced transfer and deportation, sexual abuse and exploitation, forced Russification and militarisation; denounces the forced imposition of Russian citizenship on deported children and their state-sponsored adoption by Russian families as part of a deliberate policy of forced assimilation; regrets that the EU was unable to help Yale’s HRL secure sufficient funding; calls on its Member States to closely cooperate with and support the Ukrainian authorities and local and international non-governmental organisations in their efforts to document all missing and deported Ukrainian children, determine their whereabouts and repatriate them in order to promptly reunite them with their parents or legal guardians; reiterates that the deportation of Ukrainian children is a grave violation of international humanitarian law, in particular of Article 49 of the Fourth Geneva Convention, and constitutes a war crime; urges the EU to hold those responsible to account and to sanction individuals and entities implicated in these crimes;

    13.  Demands that, in line with its obligations under the respective Geneva Conventions, Russia grant the ICRC immediate access to POW camps and other sites where Ukrainian soldiers or civilians are being held captive; notes the marked difference in the way Ukraine and Russia have treated the POWs they hold, with Ukrainian military personnel having been severely tortured, maltreated and malnourished, in violation of the laws of war and international humanitarian law;

    14.  Reiterates its call for the EU and its Member States to increase humanitarian and rehabilitation assistance for victims of Russian captivity, including access to medical and psychological care, reintegration services and legal assistance; commends Ukrainian and international civil society organisations for supporting families of abducted Ukrainian children, POWs and illegally detained civilians;

    15.  Reaffirms the EU’s steadfast commitment to the reconstruction of Ukraine and reiterates its readiness to contribute to rebuilding Ukraine’s economy and infrastructure; stresses the strategic importance of the Ukraine Facility in reinforcing Ukraine’s resilience, accelerating its recovery, and supporting its path towards sustainable development and EU membership; reiterates its firm conviction that Russia must pay for the massive damage caused in Ukraine and therefore calls for the confiscation of Russian state assets immobilised under EU sanctions or otherwise for their use to support Ukraine’s defence and reconstruction; underlines its conviction that various legal pathways to do so are available and that lack of action is an inexcusable failure on the part of European governments;

    16.  Condemns the Russian State Duma’s protocol adopted on 24 June 2025 allowing the member states of the Collective Security Treaty Organization to deploy their troops on the territory of other members in the event of armed conflict, threats, crisis situations and military exercises; condemns this step as a clear attempt by Russia to further scale up its relentless attacks on Ukraine by forcibly mobilising troops from neighbouring and allied states;

    17.  Strongly condemns the recruitment and deployment of Cuban soldiers in addition to the involvement of North Korean troops;

    18.  Urges all Member States to immediately provide further military assistance and to engage in joint procurement of additional capabilities, in particular air defence, long range strike and artillery systems and ammunition; in that regard, urges all Member States to devote a significant part of their SAFE Defence Investment Plans to assistance for Ukraine; urges the Member States and their defence industries to invest in and partner with the Ukrainian defence industry, including through additional investments and setting up joint ventures, in order to maximise the full potential of its production capabilities to produce critical equipment in the most efficient way;

    19.  Recalls the bold statements by several EU Heads of State and Government that Russia’s failure to agree to the US-proposed 30-day ceasefire would be met with severely enhanced sanctions and therefore urges the Council, the Commission and the Member States to follow-up on their declarations and substantially increase the effectiveness and impact of sanctions on Russia; welcomes the seventeenth sanctions package of 20 May 2025 but urges the Member States to adopt the next sanctions package without further delay; underlines that there is a current strategic imperative to act boldly now; stresses that the negative global security and economic consequences of any future Russian aggression far outweigh the military and financial commitment needed today to definitively end Russia’s war of aggression against Ukraine, to deter further Russian aggression and achieve a just, fair and lasting peace; resolutely calls on the EU Member States to stop their shameful business as usual approach and instead act with a renewed sense of urgency and purpose;

    21.  Believes that in order to pressure Russia to end its war of aggression, beginning with a sustained ceasefire, substantially more effective military, economic, political and diplomatic efforts and measures must be applied by the EU and like-minded partners; calls for all necessary steps to be taken to avoid the circumvention of sanctions, in particular by targeting Russia’s ‘shadow fleet’ vessels; calls for a full ban on Russian liquefied natural gas (LNG), oil and raw materials, and interim measures to minimise Russia’s ability to pay for its war of aggression through energy exports, including a lower oil price cap and the introduction of an LNG price cap; underlines the importance of adopting the 18th sanctions package without further delay; calls on the Member States that are blocking the adoption of the latest sanctions package to follow other Member States, which have successfully found alternative sources for oil and gas deliveries; underlines that it is unacceptable that, in the fourth year of Russia’s full-scale war against Ukraine, Russian missiles and unmanned aerial vehicles used in attacks continue to rely heavily on Western-manufactured components;

    22.  Recalls that the overall support for Ukraine must be sufficient to stop Russia’s war of aggression and allow Ukraine to liberate all its people, re-establish full control over its territory within its internationally recognised borders and deter any further aggression by Russia; recalls that Europe has already supported Ukraine with EUR 50 billion in military aid, but underlines that further assistance is required and that such support now depends largely on Europe itself; urges the Member States to provide more arms and ammunition to Ukraine before any negotiations are concluded; denounces any attempts to pressure Ukraine to cede occupied territory, in which the population is exposed to continued repression, violence, forced disappearances, illegal detentions, deportations and other forms of systematic terror;

    23.  Calls on the EU to impose personal sanctions against Russian officials responsible for violence and torture against imprisoned and detained Ukrainians;

    24.  Expresses its full support for a just and lasting peace in Ukraine, based on terms determined by Ukraine and acceptable to its people; stresses that any agreement must uphold Ukraine’s sovereignty and territorial integrity, prevent Russia from rearming and guarantee Ukraine’s long-term security; insists on accountability for war crimes and on reparations; underlines that peace negotiations must be preceded by an unconditional ceasefire;

    25.  Stresses that in the light of the shift in the US stance on Russia’s war of aggression, the EU and its Member States must remain Ukraine’s primary strategic allies and should reinforce their leadership role in supporting Ukraine’s struggle for sovereignty, peace and justice; calls for the EU and its Member States to work towards maintaining the broadest possible international support for Ukraine, including through building coalitions with like-minded non-EU partners; reiterates its calls for the immediate delivery of long-overdue, previously announced, and badly needed weapons systems, such as Taurus missiles, as committed by the new German leadership, in significant quantities;

    26.  Instructs its President to forward this resolution to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Council, the Commission, the governments and parliaments of the Member States, the Council of Europe, the Organization for Security and Cooperation in Europe, the President, Government and Parliament of Ukraine, and to the authorities of Russia and Belarus.

    The ceremonial signing of a cooperation agreement between the St. Petersburg Polytechnic University and the Union of Restorers of St. Petersburg took place in the House of the Restorer (House of the Department of Appanages).

    The event was attended by the Director of the Civil Engineering Institute Marina Petrochenko, Deputy for Educational and Methodological Work Maxim Terekh, Senior Lecturers Galina Bardina and Evgeniya Zavodnova, Assistant Egor Melekhin. The Union of Restorers of St. Petersburg was represented by Deputy General Director Alexandra Komissarova.

    The meeting participants discussed interaction in education, scientific activities and practical implementation of projects.

    The main areas of cooperation were:

    development of an integrated professional retraining program “Reconstruction and Restoration of Buildings” with the assignment of an additional qualification “Architect-Restorator”, which will be aimed at specialists wishing to expand their competencies in the field of preserving historical and cultural heritage; topics for students’ group final qualifying works; planning a joint project for the digitalization of cultural heritage sites, which will be implemented in partnership with colleagues from Cuba.

    In addition, a tour of the historical mansion of I. V. Pashkov was organized for the Polytechnic delegation.

    St. Petersburg is traditionally considered the capital of architectural masterpieces that represent not only historical but also cultural value on a global scale. Preservation of these unique objects is a priority task that requires the involvement of highly qualified specialists. In this regard, we have initiated strategic cooperation with the Union of Restorers. Joint efforts are aimed at developing and implementing programs for additional professional education aimed at training personnel in the field of restoration and preservation of cultural heritage sites.   • MIL-OSI NGOs: IAEA Ramps Up Commitment to Advance Development and Cancer Care Across Africa

    Three Years of Rays of Hope

    The IAEA’s Rays of Hope initiative aims to widen access to life-saving cancer care where it is needed most; by helping low- and middle-income countries establish or expand medical imaging, radiotherapy and nuclear medicine services. Since its launch in 2022, more than 90 countries have requested support under the initiative.  

    Malawi has already built it’s first-ever public radiotherapy centre (see below), while Chad, the Democratic Republic of the Congo, Djibouti and Lesotho are also in the process of establishing radiotherapy services. Linear accelerators for radiotherapy have been delivered to Kenya, Malawi, Niger and Paraguay. More than 80 cancer care professionals have been trained around the world, and 12 Rays of Hope Anchor Centres have been set up. 

    The Director General’s trip began in Addis Ababa at the Rays of Hope Forum, a gathering of countries taking stock of achievements made and planning vital next steps. 

    During the forum, the IAEA and St Jude’s Children’s Research Hospital also entered a significant new partnership to address inequality in global childhood cancer care.

    While in Ethiopia the Director General met with Prime Minister Abiy Ahmed Ali to talk health and energy. 

    Mr Grossi joined Malawi’s President Lazarus Chakwera and Health Minister Khumbize Kandodo Chiponda at Kamuzu Central Hospital in Lilongwe to open the country’s first public radiotherapy centre. 

    “This is a major milestone under Rays of Hope, which supported the centre with life-saving equipment,” said the Director General.

    During his ensuing visit to Kenya, the Director General met with Health Cabinet Secretary Hon. Aden Duale and other key members of the government. They exchanged views on support received so far and the importance of facilitating further training for Kenyans working in cancer care.

    Mr Grossi visited Monrovia, Liberia, marking the first time an IAEA Director General has ever been to the West African country.  

    “Today, with Rays of Hope support, we celebrated the groundbreaking of the country’s only radiotherapy facility. We are helping establish it, starting with a mammography unit and training to bring life-saving care to those who need it most. More support will soon be on the way,” said the Director General.  

    Mr Grossi met with President Joseph Nyumah Boakai, Acting Foreign Minister Cllr. Deweh Grey, Health Minister Louise Kpoto, and several other ministers at the Environmental Protection Agency.  

    Beyond cancer care, the IAEA is also strengthening food security through Atoms4Food, reinforcing radiation safety, supporting sustainable water management, as well as Liberia’s national energy strategy.  

    As a marine country, Liberia faces ocean acidification and plastic pollution. “Nuclear science, including support through our NUTEC Plastics, can help protect its coasts and communities,” said the Director General. “There is much more we can do together. The IAEA is here, ready to continue supporting Liberia’s development in all its aspects.” 

    During the week, the Director General also travelled to Rwanda to attend the Nuclear Energy Innovation Summit for Africa (#NEISA2025) in Kigali. 

    At the summit, the Director General also met with both Rwanda and Niger’s Prime Ministers to talk about support for smart agriculture and water management via Atoms4Food.

    OTTAWA, July 11 (Xinhua) — Canada will continue trade talks with the United States until a new deadline of Aug. 1, Prime Minister Mark Carney said Thursday.

    During the current trade negotiations with the United States, the Canadian government has stood firm in protecting the interests of workers and businesses, he wrote on social media. “We will continue to do so as we work through the new August 1 deadline,” the politician added.

    Canada has made significant progress in combating the spread of fentanyl in North America, Carney said. Ottawa is committed to continuing to work with Washington to save lives and protect communities in both countries, the Canadian prime minister said.

    “We are building a strong Canada. The federal government, provinces and territories are making significant progress in building a unified Canadian economy,” the premier said, adding that Canada must strengthen its trading partnerships around the world.

    US President Donald Trump announced earlier on Thursday that he would impose a 35 percent tariff on imports from Canada starting August 1.

    D. Trump published a letter addressed to M. Carney on his own social network Truth Social, in which he criticized Canada for retaliatory measures against previous American tariffs.

    The American leader noted that the new tariff was imposed because of the flow of fentanyl from Canada to the United States, as well as alleged unfair trade practices. The head of the White House said he would consider adjusting the tariff if Canada cooperated with the United States to stop fentanyl smuggling.

    The Trump administration previously imposed a 25 percent tariff on Canadian goods, but later made an exception for products covered by the U.S.-Canada-Mexico trade agreement. –0–

    SAO PAULO, July 11 (Xinhua) — The United States’ imposition of 50 percent tariffs on Brazilian imports could trigger the country’s economic reciprocity law, President Luiz Inacio Lula da Silva said on Thursday.

    If the 50 percent tariff goes into effect on August 1, the Brazilian government will invoke the provisions of the law while maintaining the possibility of negotiations, the president added.

    “But if the negotiations fail, the law on economic reciprocity will be invoked. If he /D. Trump/ takes 50 percent from us, we will also take 50 percent from him,” the Brazilian president said in an interview with the local television channel RecordTV.

    IAGCI invites tenders to evaluate Home Office country information products on Afghanistan, Colombia, and India

    Potential reviewers of country of origin information are invited to submit expressions of interest by the close of 22 August 2025.

    Section 48(2)(j) of the UK Borders Act 2007 provides that the Independent Chief Inspector of Borders and Immigration (ICIBI) shall:

    consider and make recommendations about … the content of information about conditions in countries outside the United Kingdom which the Secretary of State compiles and makes available, for purposes connected with immigration and asylum, to immigration officers and other officials.

    To assist the Independent Chief Inspector in fulfilling this statutory role, a body of experts sitting as the Independent Advisory Group on Country Information (IAGCI) regularly reviews the country of origin information (COI) products that are issued by the Home Office. These reviews assess whether the content of COI is accurate, balanced, objective, and up-to-date, and they serve as the basis for an ICIBI inspection report.

    Country of origin information

    The Home Office refers to COI products in procedures that assess claims of individuals for refugee status or other forms of international and humanitarian protection. COI is also used in policy formulation. COI is contained in:

    • country policy and information notes (CPINs)
    • responses to country of origin information requests (COIRs)

    CPINs are generated on an ongoing basis, generally focusing on countries from which asylum claims are most commonly received. These reports may provide general background information on a country, address aspects of conditions in a country that are relevant to common types of asylum claims, and/or describe the current humanitarian or security situation in a country. CPINs are compiled from material produced by a range of recognised external information sources (such as news reports, academic literature, independent research reports, and fact-finding reports from UK government or from other governments). CPINs also contain Home Office policy on the recommended position to be taken with respect to various types of claims, based on the available and accepted country information.

    COIR responses are prepared to address specific queries from caseworkers or other Home Office officials. These relate to information that is not covered in the CPINs.

    Description of work

    IAGCI commissions country experts or experienced researchers to evaluate and report upon the information contained in Home Office COI products. The IAGCI requires an expert to review the following COI products on Afghanistan, Colombia, and India (3 separate tenders; 1 for each country):

    Tender 1 (Afghanistan)

    Tender 2 (Colombia)

    Tender 3 (India)

    The successful bidder will review, in addition to up to 10 COIR responses on conditions in India, 3 of the CPINs below (to be agreed with the IAGCI prior to the commencement of work):

    The reviewer will be asked to evaluate the extent to which the material under review provides an accurate, balanced, and up-to-date summary of the key available sources regarding conditions in the country concerned and to identify any areas where the COI can be improved. Specifically, the review should entail:

    • assessing the extent to which information from source documents has been appropriately and accurately reflected in the CPIN reports
    • identifying additional sources detailing relevant aspects of current conditions in the country
    • noting and correcting any specific errors or omissions of fact
    • making recommendations for general improvements regarding, for example, the structure of the report, its coverage, or its overall approach
    • ensuring no reference is made to an individual source which could expose them to risk

    The reviewer should follow these guidelines:

    • the review should focus exclusively on the country of origin information contained within the document, and not pass judgment on the policy guidance provided
    • CPINs should be reviewed in the context of their purpose as set out above. It should consider the situation in the country up to the stated ‘cut off’ date for inclusion of information
    • when suggesting amendments, rather than ‘tracking changes’ on the original CPIN, a list of suggested changes should be provided as part of a stand-alone review paper, and each report should be reviewed separately. A reporting template will be provided to the reviewer
    • any suggestions for additional information (or corrections to information in the document) must be referenced to a source document (preferably open source) for the Home Office to be able to use it. The Home Office may use foreign language source documents, but only if the information is considered essential and is not available in an English-language source

    Previous reviews of COI products can be consulted on the ICIBI website.

    The selected reviewer will be expected to consult with the Chair of the IAGCI in advance of commencing work on the review and to address any comments or suggestions the Chair may have on the final draft. The reviewer will also be expected to attend an IAGCI meeting at which the review will be discussed. Representatives from the Home Office will also attend the meeting to provide responses to comments and recommendations made in the review.

    Reviews commissioned by the IAGCI will be published and may be used as source documents for future CPINs or other Home Office COI products.

    Payment for this work will be set at £3,000, payable following acceptance by the IAGCI Chair of the completed review and the reviewer’s participation in the IAGCI meeting to discuss the review. Contractual terms will be confirmed in a short-form contract.

    How to Apply

    Experts interested in conducting one of these reviews should submit:

    • a brief letter setting out (1) their relevant experience and expertise, including knowledge of human rights and/or asylum issues, pertaining to Afghanistan, Colombia, or India; and (2) how they would approach the task of reviewing the selected COI.
    • their c.v.

    Expressions of interest should be submitted to IAGCI@icibi.gov.uk by the close of 22 August 2025 and will be judged with reference to the bidder’s demonstrated country knowledge and expertise; their awareness of human rights and/or asylum issues; their research experience, including any relevant experience of reviewing country of origin information; and the soundness of their proposed approach to carrying out the review.

    It is expected that the successful bidder will be notified by 29 August 2025. The final review will be due by the close of 24 October 2025 and will be discussed at an IAGCI meeting planned for later in the year.

    UK and France pledge joint funding for international biodiversity

    The UK and France reaffirm their leadership in nature finance with matched contributions to support the International Advisory Panel on Biodiversity Credits

    Following the UK-France Summit and the State Visit of President Macron, the UK and France have committed joint financial support for the International Advisory Panel on Biodiversity Credits (IAPB) to support its transition to an independent not-for-profit entity.

    The new funding will support the initiative as it works globally to unlock finance, and support IAPB’s ambitious programme through to COP30 in Belém, including a Policy Lab to help governments develop enabling regulatory frameworks for biodiversity credit markets. It will also advance guidance and standards for robust market infrastructure and grow IAPB’s Community of Practice as a key forum for project developers and practitioners.

    IAPB was co-launched by the UK and France in 2023 at the Summit for a New Global Financing Pact in Paris and brought together over 25 senior representatives from finance, business, science, NGOs, Indigenous Peoples, and local communities from more than a dozen countries. The Panel’s Framework for High Integrity Biodiversity Credit Markets, launched at CBD COP16 in Cali, Colombia, was well received globally, and featured 31 pilot projects showcasing how biodiversity credit markets are emerging worldwide. In June 2025, IAPB became fully operational as an independent not-for-profit entity.

    LYON, France – A major operation against human trafficking has resulted in the detection of 1,194 potential victims and the arrest of 158 suspects. As part of ongoing investigations, an additional 205 human trafficking suspects have also been identified.

    The global crackdown focused on trafficking for the purpose of sexual exploitation, forced criminality and forced begging, with a special focus on underage victims. The operation engaged nearly 15,000 officers from 43 different countries and involved police, border guards, labour inspectors, as well as tax and customs authorities.

    Operation Global Chain (1 – 6 June 2025) was led by law enforcement in Austria and Romania, with coordination and support from INTERPOL, Europol and Frontex. It aimed to detect and disrupt high value targets and organized crime groups – responsible for most human trafficking cases – as well as safeguarding victims, identifying criminal assets and initiating follow-up investigations.

    Potential victims were reported from 64 different countries, with a majority from Romania, Ukraine, Colombia and China. Many of the victims had been trafficked across borders, and even continents, underlying the transnational nature of human trafficking schemes.  The majority of the victims of sexual exploitation identified through the operation were adult females. In contrast, underage victims were more commonly exploited through forced begging or forced criminal activities such as pickpocketing. Safeguarding these victims is often particularly challenging, as many are exploited by members of their own families.

    Two Hungarian police officers were deployed to conduct coordinated actions with German authorities.

    Police in Brazil took down a criminal network that trafficked victims to Myanmar for sexual exploitation.

    Moldovan police were among the nearly 15,000 participating officers worldwide.

    Thai police dismantled a prostitution ring involving minors, operating through a well-known social media platform.

    Albania seized weapons and safeguarded three Chinese victims of sexual exploitation who had been trafficked from Dubai.

    Romanian police officers were deployed to Switzerland to conduct joint actions.

    In Ukraine one female suspect was arrested for trafficking potential victims to Berlin for sexual exploitation.

    Police around the world seized weapons, drugs, cash and fraudulent documents during the action days.

    Operational highlights:

    During the operation, potential victims were reported from 64 different countries.

    43 different countries participated in Operation Global Chain.

    The global operation involved police, border guards, labour inspectors, as well as tax and customs authorities, including these officers in Moldova.

    The operation aimed to detect and disrupt high value targets and organized crime groups – responsible for most human trafficking cases.

    Operation Global Chain: On top of the 158 arrests, an additional 205 human trafficking suspects have been identified as part of ongoing operations.

    Brazilian police rescued a victim in southeast Asia via an INTERPOL Blue Notice.

    Ukrainian police carried out an undercover operation which exposed a trafficking scheme.

    Operation Global Chain led to the opening of 182 new investigations, including 15 transnational cases, as well as the publication of 14 new INTERPOL Notices and Diffusions.

    Significant seizures were also made, including:

    • EUR 277,669 in cash
    • One tonne of cannabis
    • 899 units of other narcotics
    • 30 firearms
    • 15 explosive components
    • 65 fraudulent documents
    • 5 real estate proprieties

    David Caunter, Director pro tempore of Organized and Emerging Crime at INTERPOL, said:

    “Human trafficking is a brutal and devastating crime that strips people of their dignity, freedom, and humanity, preying on the most vulnerable, including children. Operation Global Chain demonstrates the global nature of these criminal schemes and the power of international cooperation in disrupting them.”

    A transnational response to a transnational threat

    INTERPOL, Europol, and Frontex supported the operation through joint international coordination efforts. To assist officers on the ground and facilitate real-time information exchange, a coordination center was established at the Frontex headquarters in Warsaw, Poland. The center was staffed by 33 officials from participating countries, including experts deployed from INTERPOL, Europol, Ameripol and Frontex.  INTERPOL also provided access to its global databases and international Notices, in addition to delivering investigative and analytical support for cases that emerged or advanced during the operation.

    Throughout the operation days, countries acted on shared intelligence to raid known locations and carry out seizures. Law enforcement was also stepped up at hotspots and key transport hubs to identify both victims and suspects.

    During the six-day operation officers checked:

    • 924,392 people
    • 842,281 ID documents
    • 181, 954 vehicles
    • 5,745 flights and vessels
    • 20,783 locations

    Operation Global Chain was carried out under the framework of the European Multidisciplinary Platform Against Criminal Threats (EMPACT), with funding from INTERPOL’s I-FORCE Project and the German Federal Foreign Office.

    NEW YORK, July 11 (Xinhua) — U.S. President Donald Trump on Thursday announced the imposition of a 35 percent tariff on imports from Canada starting Aug. 1.

    D. Trump posted on the social network Truth Social the text of a letter addressed to Canadian Prime Minister Mark Carney, in which he criticized the country for its retaliatory measures to previous American tariffs.

    He noted that the new tariff was partly due to the flow of fentanyl from Canada, as well as alleged unfair trade practices. The president said he would “consider adjusting” the tariffs if Canada cooperated with the U.S. to stop the flow of fentanyl.

    The letter used language similar to that sent to leaders of more than 20 countries earlier this week, warning against retaliation, urging companies to relocate to the United States and promising to adjust tariffs if countries cooperate.

    The Trump administration previously imposed 25 percent tariffs on Canadian goods but later exempted products covered by the U.S.-Canada-Mexico trade agreement. –0–

  • MIL-OSI United Nations: IAEA Mission Reviews China’s Regulatory Framework for Nuclear Safety

    An International Atomic Energy Agency (IAEA) team of experts today said China had made significant progress in further strengthening its regulation of nuclear safety, benefiting from the innovative use of digital tools and Artificial Intelligence (AI) as the country continues to rapidly expand its nuclear energy programme.

    Noting the importance of the regulatory body’s staffing levels keeping up with China’s fast-growing nuclear industry, the peer review team also encouraged additional improvements in regulations and guidelines in some areas, including nuclear safety inspections and emergency preparedness and response.

    The Integrated Regulatory Review Service  (IRRS) team concluded a 12-day mission to the People’s Republic of China on 11 July, a full-scope review covering all facilities, activities and exposure situations. The 24-member expert mission was conducted at the request of the Government and hosted by the Ministry of Ecology and Environment (the National Nuclear Safety Administration), which regulates nuclear safety in China.

    With the world’s second largest operating nuclear fleet after the United States, China is currently operating 59 units generating around 5% of its electricity. In addition, it is building 32 units and planning the construction of another 21 units. The previous IRRS mission to China – a follow-up review – was carried out in 2016, when it had 32 units in operation.

    “Over the past decade, China has made impressive headway in establishing a capable and independent regulatory body and promoting a healthy nuclear safety culture. China has a strong, competent and trusted national regulator that works effectively to ensure the safety of the public and environment,” said IRRS team leader Mark Foy, former Chief Executive and Chief Nuclear Inspector of the United Kingdom’s Office for Nuclear Regulation (ONR).

    Using IAEA safety standards and taking advantage of international good practices, IRRS missions are designed to strengthen the effectiveness of the national regulatory infrastructure, while recognizing the responsibility of each country to ensure nuclear and radiation safety.

    The IRRS team comprised 20 senior regulatory experts from 17 IAEA Member States: Brazil, Denmark, France, Germany, Hungary, Mexico, the Netherlands, Pakistan, the Russian Federation, Singapore, Spain, South Africa, Sweden, Switzerland, the United Arab Emirates, the United Kingdom, and the United States of America. The mission team also included four IAEA staff members and an observer from Japan.

    The team reviewed areas including: responsibilities and functions of the government and the regulatory body; the activities of the regulatory body including authorization, inspection and enforcement processes; development and content of regulations and guides; emergency preparedness and response; radiation sources; research reactors; nuclear power plants; fuel cycle facilities; radioactive waste management facilities; transport of radioactive material; decommissioning; occupational exposure; control of medical exposure and public exposure; and interfaces with nuclear security. 

    Two policy issues were discussed during the mission: the impact of the rapid development of AI on regulation and the shortage of human resources due to the surge in the number of operating reactor units in China.

    “The fast growth in China’s nuclear power programme will require the recruitment and training of a significant number of additional nuclear professionals in the regulatory field in the coming years. Its use of technology to support the effectiveness of its national regulator is an exemplar for all of us to learn from,” Foy, the mission team leader, said.

    During the mission, the team conducted interviews and discussions with staff of the National Nuclear Safety Administration (NNSA) and its leadership. Team members also met senior representatives from the China Atomic Energy Authority (CAEA), which oversees the nuclear industry in the country, as well as the National Health Commission (NHC) and the China National Energy Authority (NEA).

    They observed regulatory oversight activities at: a nuclear power plant, a research reactor, a nuclear fuel cycle facility, a radiation sources facility, a radioactive waste management facility, a transport facility and a hospital.

    They identified several good practices by the regulatory body, including:

    • Unique advances in developing, adopting and exploiting the benefits of AI-based tools to significantly improve the efficiency of its decision-making, safety oversight and knowledge management.
    • Arrangements for regular, high-level exchanges with all senior industry stakeholders on domestic and global nuclear safety developments, ensuring a common understanding on nuclear safety priorities and required improvements across China’s nuclear industry.

    Recommendations and suggestions for further improvement of the overall effectiveness of China’s regulatory system included:

    • Clarifying protection strategies in the case of a nuclear or radiological emergency.
    • Providing a documented process for developing inspection plans for nuclear facilities.
    • Establishing and implementing a comprehensive safety culture oversight programme.
    • Enhancing its processes to ensure that updates to department rules, guides, and standards are completed to appropriately align with the latest IAEA safety standards.

    The mission team viewed China’s invitation of an international peer review as part of the second IRRS cycle as a sign of openness and transparency.

    “China has demonstrated a commendable commitment to continuous safety improvement by inviting this comprehensive full-scope IRRS mission,” said Karine Herviou, Deputy Director General and Head of the IAEA Department of Nuclear Safety and Security. “The team of senior regulatory experts recognized the Government’s unequivocal support to ensure a strong national safety regulator, including the provision of human and financial resources, while also proposing specific actions for further enhancements.”

    Baotong Dong, MEE Vice Minister and NNSA Administrator, said the IRRS peer review team had positively acknowledged China’s nuclear and radiation safety regulatory framework and practices and stressed that these would be further enhanced in future.

    “China has established a regulatory system that aligns with international standards while meeting national conditions. The Government will further enhance its regulatory capabilities, accelerate the development of a modern nuclear safety regulatory system, and promote a virtuous cycle of high-level nuclear safety and high-quality development in the nuclear sector,” Vice Minister Dong said. “China stands ready to contribute to strengthening global nuclear safety governance and elevating worldwide nuclear safety standards.”

    The final mission report will be provided to the Government of the China in about three months. The Government plans to make the report public. China will consider inviting an IRRS follow-up mission at a later stage.

    U.S. President Donald Trump on Thursday announced a 35 percent tariff on imports from Canada starting Aug. 1.

    Trump posted a letter addressed to Canadian Prime Minister Mark Carney on his social media platform Truth Social, criticizing Canada for retaliating against previous U.S. tariffs.

    He pointed out that the new tariff is in part caused by the flow of fentanyl from Canada, as well as allegedly unfair trade practices, and that he would “consider an adjustment” to the tariffs if Canada cooperated with the United States to stop the flow of fentanyl.

    Trump used basically the same wording in the letter as that in the more than 20 letters sent to leaders of other countries earlier this week, such as warning them not to retaliate, urging them to move companies to the United States and the rates may be adjustable if they cooperate.

    According to an NBC News report, Trump said that blanket tariffs of 15-20 percent will be imposed on most trading partners.

    “We’re just going to say all of the remaining countries are going to pay, whether it’s 20 percent or 15 percent. We’ll work that out now,” Trump told NBC News in a phone interview.

    The Trump administration had previously imposed a 25 percent tariff on Canadian goods, but later exempted products covered under the U.S.-Canada-Mexico trade deal.

    • Unique advances in developing, adopting and exploiting the benefits of AI-based tools to significantly improve the efficiency of its decision-making, safety oversight and knowledge management.
    • Arrangements for regular, high-level exchanges with all senior industry stakeholders on domestic and global nuclear safety developments, ensuring a common understanding on nuclear safety priorities and required improvements across China’s nuclear industry.

    Recommendations and suggestions for further improvement of the overall effectiveness of China’s regulatory system included:

    • Clarifying protection strategies in the case of a nuclear or radiological emergency.
    • Providing a documented process for developing inspection plans for nuclear facilities.
    • Establishing and implementing a comprehensive safety culture oversight programme.
    • Enhancing its processes to ensure that updates to department rules, guides, and standards are completed to appropriately align with the latest IAEA safety standards.

    The mission team viewed China’s invitation of an international peer review as part of the second IRRS cycle as a sign of openness and transparency.

    “China has demonstrated a commendable commitment to continuous safety improvement by inviting this comprehensive full-scope IRRS mission,” said Karine Herviou, Deputy Director General and Head of the IAEA Department of Nuclear Safety and Security. “The team of senior regulatory experts recognized the Government’s unequivocal support to ensure a strong national safety regulator, including the provision of human and financial resources, while also proposing specific actions for further enhancements.”

    Baotong Dong, MEE Vice Minister and NNSA Administrator, said the IRRS peer review team had positively acknowledged China’s nuclear and radiation safety regulatory framework and practices and stressed that these would be further enhanced in future.

    “China has established a regulatory system that aligns with international standards while meeting national conditions. The Government will further enhance its regulatory capabilities, accelerate the development of a modern nuclear safety regulatory system, and promote a virtuous cycle of high-level nuclear safety and high-quality development in the nuclear sector,” Vice Minister Dong said. “China stands ready to contribute to strengthening global nuclear safety governance and elevating worldwide nuclear safety standards.”

    The final mission report will be provided to the Government of the China in about three months. The Government plans to make the report public. China will consider inviting an IRRS follow-up mission at a later stage.

    The IAEA safety standards provide a robust framework of fundamental principles, requirements and guidance to ensure safety. They reflect an international consensus and serve as a global reference for protecting people and the environment from the harmful effects of ionizing radiation.

  • Sensex, Nifty open lower amid uncertainty around Trump tariffs

    The Indian equity market indices opened lower on Friday amid lingering uncertainty over US President Donald Trump’s trade policies, as he continues to threaten higher tariffs across various sectors and countries.

    At 9:20 am, the Sensex was down 224 points, or 0.27 per cent, at 82,965, while the Nifty shed 65 points, or 0.26 per cent, to trade at 25,289.

    Marginal buying was seen in midcap and smallcap stocks. The Nifty Midcap 100 index was up 60 points, or 0.10 per cent, at 59,220, while the Nifty Smallcap 100 index rose 11 points, or 0.06 per cent, to 18,967.

    According to analysts, given the current environment marked by uncertainty and heightened volatility, traders are advised to adopt a cautious “wait and watch” approach, especially with leveraged positions. Booking partial profits during rallies and using tight trailing stop-losses is recommended.

    In the Sensex pack, HUL, Asian Paints, Axis Bank, NTPC, Power Grid, Tata Steel, SBI, Adani Ports, Sun Pharma, and ITC were among the major gainers. TCS, Infosys, M&M, Tech Mahindra, HCL Tech, Bharti Airtel, Bajaj Finserv, and Trent were the prominent losers.

    On the sectoral front, PSU banks, financial services, pharma, FMCG, and metal stocks were trading in the green, while auto, IT, realty, and media sectors were in the red.

    In Asia, stock markets traded mixed. Japan’s Nikkei 225 and South Korea’s KOSPI were trading flat, while China’s Shanghai Composite and Hong Kong’s Hang Seng gained over one per cent.

    Overnight in the US, Wall Street’s major indices, the S&P 500 and the tech-heavy Nasdaq Composite, closed at record highs. The Dow Jones climbed 0.43 per cent and the S&P 500 rose 0.27 per cent.

    Foreign institutional investors (FIIs) bought equities worth Rs 221 crore on July 10, while domestic institutional investors (DIIs) purchased shares worth Rs 591 crore on the same day.

    President Trump has announced 35 per cent tariffs on Canada and warned of higher levies if Ottawa retaliates. These tariffs will come into effect on August 1. Recently, Trump also threatened to impose a 50 per cent tariff on Brazilian imports unless Brazil halts legal proceedings against former President Bolsonaro.

    Czech Katerina Siniakova and Sem Verbeek of the Netherlands claimed the Wimbledon mixed doubles title on Thursday, defeating Britain’s Joe Salisbury and Brazilian Luisa Stefani 7-6(3) 7-6(3).

    Facing home favourite Salisbury and Stefani on Centre Court, the Czech-Dutch duo held their nerve, while Stefani appeared to be hampered by a leg issue in the second set.

    As Siniakova sealed victory with an overhead smash, the duo celebrated their first title together, Siniakova’s maiden mixed doubles Grand Slam and Verbeek’s first Grand Slam triumph of any kind.

    “It’s very special, I mean it means a lot — we had a lot of fun on the court and I really enjoyed it, it was a really amazing time here,” Siniakova said after lifting the trophy.

    For the 29-year-old Siniakova, the win added to her 10 Grand Slam women’s doubles titles, including the Australian Open crown with American Taylor Townsend in January.

    “Katerina, thank you so much, it’s been an honour to compete next to such a great doubles legend, one of the best to ever do it and thank you for making this a Thursday I will remember for the rest of my life,” the 31-year-old Verbeek said.

    Paris St Germain (PSG) will face Chelsea in the final of FIFA’s revamped 32-team Club World Cup on Sunday, capping off a month-long tournament in the United States that, while sparking debates about the weather and calendar, has delivered drama akin to a nations’ World Cup.

    U.S. Secretary of State Marco Rubio will meet Chinese Foreign Minister Wang Yi in Kuala Lumpur on Friday, the State Department said, in what will be the first in-person meeting of the two counterparts.

    Washington’s top diplomat arrived in Malaysia on Thursday in his first trip to Asia since taking office, where he joined foreign ministers of the 10-member Association of Southeast Asian Nations in Kuala Lumpur and met with senior Malaysian officials and his Russian counterpart, Sergei Lavrov.

    The visit is part of an effort to renew U.S. focus on the Indo-Pacific region and look beyond conflicts in the Middle East and Europe that have consumed much of the Trump administration’s attention.

    Rubio is attending the East Asia Summit and ASEAN regional forum on Friday, which include Japan, China, Russia, Australia, India, the European Union and more.

    Analysts said Rubio would be looking to press the case that the United States remains a better partner than China, Washington’s main strategic rival, during the visit.

    His meeting with Wang comes amid escalating trade tensions, with China this week warning the United States against reinstating hefty tariffs on its goods next month.

    Beijing has also threatened to retaliate against nations that strike deals with the United States to cut China out of supply chains.

    China, initially singled out with tariffs exceeding 100%, has until August 12 to reach a deal with the White House to keep Trump from reinstating additional import curbs imposed during tit-for-tat tariff exchanges in April and May.

    Trump has also threatened to levy an additional 10% tariff on countries aligned with BRICS.

    Originally comprising Brazil, Russia, India, China and South Africa, the BRICS grouping is seen largely as China’s effort in establishing an economic grouping to counter Western powers and has since expanded to include members such as Indonesia and Iran.

    Rubio told reporters on Thursday that he would also likely raise with Wang U.S. concerns over China’s support for Russia in its war against Ukraine.

    “The Chinese clearly have been supportive of the Russian effort and I think that generally, they’ve been willing to help them as much as they can without getting caught,” he said.

    Trump earlier this week said Washington lately has a really good relationship with China and that the two strategic rivals are getting along well.

    “We have had a really good relationship with China lately, and we’re getting along with them very well. They’ve been very fair on our trade deal, honestly,” Trump said, adding that he has been speaking regularly with Chinese President Xi Jinping.

    Rubio on Friday will also meet with the Japanese foreign minister and South Korea’s deputy foreign minister, just days after Trump announced 25% tariffs on both allies, effective August 1.

    U.S. President Donald Trump said on Thursday the United States would impose a 35% tariff on imports from Canada next month and planned to impose blanket tariffs of 15% or 20% on most other trading partners.

    In a letter released on his social media platform, Trump told Canadian Prime Minister Mark Carney the new rate would go into effect on August 1 and would go up if Canada retaliated.

    The 35% tariff is an increase from the current 25% rate that Trump had assigned to Canada and is a blow to Carney, who was seeking to agree a trade pact with Washington.

    An exclusion for goods covered by the United States-Mexico-Canada Agreement (USMCA) on trade was expected to stay in place, and 10% tariffs on energy and fertilizer were also not set to change, though Trump had not made a final decision on those issues, an administration official said.

    Trump complained in his letter about what he referred to as the flow of fentanyl from Canada as well as the country’s tariff- and non-tariff trade barriers that hurt U.S. dairy farmers and others. He said the trade deficit was a threat to the U.S. economy and national security.

    Canadian officials say a miniscule amount of fentanyl originates from Canada but they have taken measures to strengthen the border.

    “If Canada works with me to stop the flow of Fentanyl, we will, perhaps, consider an adjustment to this letter,” Trump wrote.

    Carney’s office did not immediately respond to a request for comment. The prime minister said last month that he and Trump had agreed to wrap up a new economic and security deal within 30 days.

    Trump has broadened his trade war in recent days, setting new tariffs on a number of countries, including allies Japan and South Korea, along with a 50% tariff on copper.

    In an interview with NBC News published on Thursday, Trump said other trading partners that had not yet received such letters would likely face blanket tariffs.

    “Not everybody has to get a letter. You know that. We’re just setting our tariffs,” Trump said in the interview.

    “We’re just going to say all of the remaining countries are going to pay, whether it’s 20% or 15%. We’ll work that out now,” Trump was quoted as saying by the network.

    Canada is the second-largest U.S. trading partner after Mexico, and the largest buyer of U.S. exports. It bought $349.4 billion of U.S. goods last year and exported $412.7 billion to the U.S., according to U.S. Census Bureau data.

    Carney, who led his Liberal Party to a comeback election victory earlier this year with a pledge to tackle trade challenges with the U.S., had been aiming to negotiate a trade deal with its key trading partner by July 21.

    Trump, in his letter, did not specifically address how trade negotiations were proceeding, but he said the “tariffs may be modified, upward or downward, depending on our relationship with your Country.”

    Last month, the Carney government scrapped a planned digital services tax targeting U.S. technology firms after Trump abruptly called off trade talks saying the tax was a “blatant attack.”

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.), Adam Schiff (D-Calif.), and Cory Booker (D-N.J.), along with Representatives Juan Vargas (D-Calif.-52) and Scott Peters (D-Calif.-50), introduced bicameral legislation to help combat the ongoing Tijuana River sewage pollution crisis across the U.S.-Mexico border.

    The Border Water Quality Restoration and Protection Act of 2025 would designate the Environmental Protection Agency (EPA) as the lead agency to coordinate all federal, state, Tribal, and local agencies to build and maintain critical infrastructure projects to address long-standing, systemic water infrastructure and pollution issues in the Tijuana River and New River watersheds. The bill would create a new Geographic Program within EPA to manage each watershed through a comprehensive water quality management plan. These provisions and other key components of the bill follow the findings and recommendations of the Government Accountability Office’s February 2020 Report, “International Boundary and Water Commission: Opportunities Exist to Address Water Quality Problems.” The bill also directs EPA to consider projects based on new research examining how wastewater pollutants get into the air, harming air quality and public health.

    “Raw sewage and toxic waste from the Tijuana River are still shutting down public beaches, threatening the health of our families, and jeopardizing the readiness of our military and border personnel,” said Senator Padilla. “By assigning the Environmental Protection Agency with the clear role of coordinating with federal, state, local, and tribal leaders to maintain the health of the watershed, we’re bringing the full weight and commitment of the federal government to address the Tijuana River pollution crisis.”

    “The Tijuana River pollution crisis is one of the worst ongoing ecological crises in this country, posing serious environmental and public health risks to Californians living and working near the U.S.-Mexico border and nearby beaches. We must work quickly on a resolution, and this bill would provide clear direction and authority to EPA to work with state and local partners on a plan to give this crisis the focused attention it demands,” said Senator Schiff.

    “For too long, communities along both sides of the U.S.-Mexico border have suffered the consequences of untreated sewage and toxic waste flowing into the Tijuana River,” said Senator Booker. “What I observed during my visit to Imperial Beach in May was unacceptable. This public health crisis, with growing economic and environmental impacts, would never be tolerated in Malibu or Mar-a-Lago and it shouldn’t be tolerated here. This bicameral legislation will ensure the EPA leads a comprehensive effort in coordination with local, state, and federal officials to clean up the Tijuana River and New River watersheds, and finally deliver clean air and water to the San Diego community.”

    “This horrible pollution has harmed the health of our communities, our local businesses, and our environment,” said Representative Vargas. “It’s absolutely critical that we have a streamlined response from the federal government. But right now, there is no one agency in charge of addressing the pollution. There are too many cooks in the kitchen. Our legislation would finally change that and charge the EPA with coordinating the whole-of-government effort needed to combat this pollution.”

    “This is an environmental crisis, a public health crisis, and an economic crisis for San Diegans. The federal government should treat it as such,” said Representative Peters. “Our legislation institutes a whole-of-government approach for resolving this disaster. This is the same type of program you see in the San Francisco Bay, Chesapeake Bay, and Great Lakes; San Diego is no less deserving.”

    Since 2018, more than 200 billion gallons of toxic sewage, trash, and unmanaged stormwater have flowed across the United States-Mexico border into the Tijuana River Valley and neighboring communities, forcing long-lasting beach closures and causing harmful impacts on public health, the environment, and water quality. U.S. military personnel, border patrol agents, and the local economy have also suffered harmful impacts from airborne and waterborne transboundary sewage flows. In 2023, sewage flowed across the border at the highest volume in a quarter century, exceeding 44 billion gallons.

    The Tijuana River pollution crisis has disproportionately harmed underserved communities along San Diego’s southern border for decades. U.S. military personnel, border patrol agents, and the local environment and economy have also suffered harmful impacts from waterborne and airborne transboundary sewage flows.

    To address these long-standing issues, the Border Water Quality Restoration and Protection Act of 2025 would:

    • Direct EPA, in coordination with relevant federal, state, Tribal, and local governments, to implement a comprehensive water quality management program for the Tijuana River and New River watersheds within 180 days;
    • Require EPA and its partners to identify a consensus list of priority projects, including incorporating a comprehensive suite of water quality projects identified by EPA and IBWC in the 2022 United States-Mexico-Canada Agreement implementation plan, as well as the construction and operations and maintenance costs associated with them;
    • Provide transfer authority to EPA to accept and distribute funds to federal, state, Tribal, and local partners to construct, operate, and maintain the identified priority projects;
    • Provide technical assistance for restoration and protection activities to federal, state, Tribal, and local stakeholders;
    • Codify the U.S.-Mexico Border Water Infrastructure Program (BWIP) to fund water infrastructure projects that benefit U.S. communities;
    • Require the IBWC Commissioner to participate in the construction of projects identified in the Tijuana and New River comprehensive plans; and
    • Authorize the IBWC to address stormwater quality and accept funding made available by the bill.

    EPA currently administers 12 Geographic Programs that help protect local ecosystems through water quality improvement, ecosystem and habitat restoration, environmental education, and local capacity building. Establishing such a program for the Tijuana River and New River is important for the long-term improvement and monitoring of the watersheds during and after the expansion of the South Bay International Wastewater Treatment Plant (SBIWTP).

    Representatives Sara Jacobs (D-Calif.-51), Mike Levin (D-Calif.-49), and Raul Ruiz (D-Calif.-25) are cosponsoring the bill in the House of Representatives.

    The legislation is endorsed by the City of San Diego, City of Coronado, County of Imperial, Imperial Beach Mayor Paloma Aguirre, Rural Community Assistance Corporation, SANDAG, San Diego Regional Chamber of Commerce, Scripps Institution of Oceanography, and Surfrider.

    Senator Padilla has prioritized addressing the Tijuana River pollution crisis since he first came to the Senate, working with the San Diego Congressional delegation to secure $250 million in the federal disaster relief package last year to clean up the Tijuana River. This marked the final tranche of funding required to complete the SBIWTP upgrade project. The SBIWTP project broke ground in October 2024, and over the coming years, the SBIWTP will double in capacity, reducing transboundary flows by 90 percent. Crucially, Mexico’s rehabilitated San Antonio de los Buenos wastewater treatment plant is now operational, which will help further reduce flows to California communities.

    In response to a request from Padilla and the San Diego Congressional delegation, the Centers for Disease Control and Prevention (CDC) recently opened an investigation into the public health impacts of air pollution caused by the ongoing Tijuana River transboundary pollution crisis. Senator Padilla and the delegation also secured a $200 million authorization for the Tijuana River Valley Watershed and San Diego County through the Water Resources Development Act of 2024 to help address the ongoing transboundary sewage crisis through stormwater conveyance, environmental and ecosystem restoration, and water quality protection projects. They also delivered over $103 million in additional funding for the International Boundary and Water Commission (IBWC) in the bipartisan FY 2024 appropriations package. Padilla previously successfully secured language in the FY 2023 appropriations package to allow the EPA to unlock $300 million previously secured in the U.S.-Mexico-Canada Agreement to the IBWC for water infrastructure projects.

    “To win the fight against drug trafficking, the U.S. and Mexico have to work together against the cartels.
