    Espaillat Closing in on History with His Leadership for the Clemente Commemorative Coin Bill

    NEW YORK, NY — Representative Adriano Espaillat (NY-13) introduced the bipartisan Roberto Clemente Commemorative Coin Act earlier this Congress to honor the legacy of the altruistic Major League Baseball (MLB) star Roberto Clemente. 

    The bill, to date, has garnered tremendous support in the U.S. House of Representatives and is near the necessary 290 cosponsors needed to bring the legislation to the House floor for consideration. 

    “Roberto Clemente was a humanitarian, social justice trailblazer, and tireless advocate for the rights of Black and Latino communities, and his legacy extends beyond the baseball field,” said Espaillat. “I am adamant in this congressional effort, through my bill to create the Roberto Clemente Commemorative Coin, to ensure a lasting tribute to Clemente’s sportsmanship, unparalleled talent, and humanitarian efforts both on and off the field that continues to inspire us all.”  

    To date, the bipartisan Roberto Clemente Commemorative Coin Act has been endorsed by numerous impactful organizations, including: FRIENDS of the National Museum of the American Latino; NALEO Educational Fund; The National Puerto Rican Chamber of Commerce; Friends of Puerto Rico; Congreso de Latinos Unidos; Grupo 21; El Museo del Barrio; Youth Guidance BAM Chicago; Roberto Clemente High school; DREAM; Major League Baseball Players Alumni Association; UCF-Puerto Rico Research Hub; Roberto Clemente Middle School; The Clemente Museum; Boys & Girls Clubs of Miami-Dade; The Clemente Course in the Humanities; PONY Baseball and Softball; Puerto Rico Pony Baseball and Softball League, Inc.; Clemente Course in the Humanities, Inc.; and the Labor Council for Latin American Advancement.

    Earlier this Congress, Espaillat introduced a congressional resolution urging the MLB to fully implement Roberto Clemente Day throughout the league.

  • MIL-OSI USA News: Press Briefing by President  Biden, Press Secretary Karine Jean-Pierre, and National Economic Adviser Lael  Brainard

    THE PRESIDENT:  Hey, folks.  My name is Joe Biden.  (Laughter.)

    Q    Welcome to the briefing room.

    Q    Welcome, Mr. President. 

    Q    We’ve been waiting for you. 

    THE PRESIDENT:  Welcome to the swimming pool.

    Q    Finally.  This is — this is great.

    THE PRESIDENT:  Hey, look, folks, good afternoon.  The past two days have gotten some — we’ve gotten very good news about the American economy. 

    Just yesterday, shipping carriers, after some discussion, and the International Longshoreman’s Union came to an agreement to keep their ports in the East Coast and Gulf ports open.  We averted what could have become a major crisis for the country.  And a tentative agreement, which includes record wage increases for dockworkers and shows the importance of collective bargaining and represents, I think, critical progress toward a strong contract. 

    I especially want to thank the carriers, the port operators, and the longshoreman’s union for reaching this agreement at a time when the nation has experienced such terrible devastation from Hurricane Helene.  It was truly a service to the American people for all the parties to come together and to respond to our request to keep the ports open. 

    I was determined to — to avert a crisis at this moment, because it’s a critical moment.  If we didn’t do this now, we’d have a real problem.  

    I also want to thank my White House team for the work — they worked around the clock to bring the parties together. 

    But, today, I — we got more incredible news.  Although the strength of the American economy is a — it’s about the strength of the American economy.  The new jobs report, as you all know and you’ve been reporting, created 250,000 jobs in September.  The expectation was for 150,000 jobs in September, which is — far exceeds that number.  Not only the previous two months — but not only that, the previous two months was revised up 150,000 — 75,000 jobs. 

    And from the very beginning, we were told time and again that the polices we were pursuing — we’d put forward weren’t –weren’t going to work, make things worse, including some of the other team who are still saying they’re going to make things worse.  But we’ve proven them wrong.

    You know, we were told our American — we’ve — we were told our American Rescue Plan was too big and it would crowd out private investment.  We proved them wrong.  It vaccinated a nation and got immediate economic relief to people in need. 

    When I came to office determined to end trickle-down economics and to grow the economy from the middle out and the bottom up — I know you’re tired of hearing me say that over and over again, but that was the policy; it remains the policy — because when you do that, everyone does well.  When the middle class grows, the nation is stronger.  And the nation is stronger when there is a strong union movement as well. 

    We were told it wouldn’t work, but I was also determined to do what was ignored for much too long.  Presidents have been authorized since the ‘30s to be able to spend the money given by Congress — to spend the money on hiring American workers and using American product where they were available.  And that’s what we did.  

    We were told that was going to be a big problem, but all the money we — I was authorized to spend by the Congress has gone to building a mi- — to — gone to hiring American workers and using American products.  We were told it wasn’t going to be — I — we were told that was going to be a big problem, but it’s working. 

    We were also told that our historic laws to invest in America and all Americans would crowd out private-sector investment.  Well, that was proven wrong too.

    We’ve attracted nearly $1 trillion since we’ve come to office in private-sector investment from domestic and foreign companies investing in America — in America.  And not this stuff with sh- — shipping jobs overseas for cheaper labor and bringing back a product to America.  We’re building it here and sending it overseas.  And look at the results across the board.

    Unemployment is back down 4- — to 4.1 percent.  And every month f- — that Vice President Harris and I have been in office, we’ve been — there’s been — we’ve created jobs every single month. 

    The nation has now created 16 million jobs since I’ve come to office, more jobs created in a single presidential term than at any time in American history. 

    Our GDP shows our economy grew at — at 10 percent under my administration.  Unemployment reached the lowest level in 50 years. 

    We were also told inflation couldn’t come down without massive job losses or sending the economy into economic recession. 

    Once again, the outside experts were wrong.  Inflation has come way down.  Wages have gone up, growing faster than prices.  The interest rates are down.  A record 19 million new business applications have been filed for.  The stock market continues to reach new heights. 

    We’ve got more work to do though to keep getting — keep — to keep getting prices down, like more affordable housing, extending what I’ve done for seniors and lowering prescription drug costs by letting Medicare negotiate the prices — make sure that’s available to everyone. 

    And, by the way, what we’ve done so far — just what we’ve brought down the prices for seniors under Medicare, it saved the taxpayers billions of dollars — billions of dollars.  Saved the taxpayers billions of dollars.  That’s important to note because they don’t have to pay the exorbitant and ratio- — irrational prices that these companies are charging.

    The simple fact is we’ve gone from an economy in crisis to literally having the strongest economy in the world.  And — but we got — we — we got more work to do.  We’ve got more work to do to deal the — the things I’ve just mentioned.  And we’re going to have to deal with unforeseen costs of what this — this hu- — this hurricane is going to cost.  It’s going to cost a lot of money, and I’m going to probably have to ask the Congress before we leave for more money to deal with some of those problems, but that remains to be seen. 

    I’ll take a few questions before I turn it over to —

    Q    Mr. President —

    THE PRESIDENT:  You pick out the questions.

    MS. JEAN-PIERRE:  Oh, okay.  Yes, sir.  (Laughter.)  Yes, sir. 

    Go ahead, Josh. 

    Q    Thanks again for doing this, Mr. President.  Two questions.  The first, Florida Senator Marco Rubio described today’s jobs report as having “fake numbers.”  What do you make of that?  And how worried are you that many Americans are hearing that the jobs numbers aren’t real? 

    THE PRESIDENT:  Look, I’m going to be very careful here.  If you notice anything the MAGA Republicans don’t like, they call “fake.”  Anything.  The job numbers are what the job numbers are.  They’re real.  They’re sincere.  They’re — what we are. 

    But — and, by the way, just look at how the EU talks about us, how they’d like to have an economy like ours.  Let’s talk about the rest of the world looks at us and what we’re doing. 

    So, I — well, I don’t want to get going. 

    Q    And — and then, secondly, could you clarify some of your comments yesterday with regard to strikes on Iranian oil facilities?  What did you mean by them, given some of the reactions we’re seeing in the market?

    THE PRESIDENT:  Well, look, the Israelis have not concluded how they’re — what they’re going to do in terms of a strike.  That’s under discussion.  I think there are — if I were in their shoes, I’d be thinking about other alternatives than striking oil fields. 

    MS. JEAN-PIERRE:  Go ahead, Weijia.

    Q    Thank you, Karine.  Thank you so much, Mr. President, for being here. 

    This week, Senator Chris Murphy said, “It’s certainly a possibility that the Israeli government is not going to sign any diplomatic agreement prior to the election,” which is what you have been calling for for so long, “potentially to try to influence the result.” 

    Do you agree?  Do you have any worries that Netanyahu may be trying to influence the election, and that’s why he has not agreed to a diplomatic solution?

    THE PRESIDENT:  No administration has helped Israel more than I have.  None.  None.  None.  And I think Bibi should remember that. 

    And whether he’s trying to influence the election, I don’t know, but I’m not counting on that.

    Q    You’ve said many times recently that you want to speak to him, that you plan to —

    THE PRESIDENT:  No, I didn’t say “plan to.”  I didn’t say “want to.”

    Q    You don’t want to?

    THE PRESIDENT:  No, I didn’t say that.  You’re making it sound like I’m seeking an inv- — speak- — I’m assuming when they make their judgment of how they’re going to respond, we will then have a discussion. 

    MS. JEAN-PIERRE:  Go ahead, Selina.

    Q    Thank you.

    Q    Thank you, Mr. President, for being here.  What are you advising the Israelis to do in terms of their retaliation to Iran?  And at this point, you still haven’t spoken to Netanyahu.  Is it fair to say that you have little personal influence over what he decides to do?

    THE PRESIDENT:  No.  Look, our — our teams are in contact 12 hours a day.  They’re constantly in contact.  I’ve already had my presidential daily brief.  We’ve already had interface between our military, our — the diplomats.  It’s in constant contact. 

    They are trying to figure out — this is High Holidays as well.  They’re not going to make a decision immediately.  And so, we’re going to wait to see what they — when they want to talk. 

    Q    But over the past few months, they’ve consistently defied your administration’s own advice.  So, do you believe that the Israelis are going to listen to the advice you’re giving them?

    THE PRESIDENT:  What I know is the plan that I put together received the support of the U.N. Security Council and the vast majority of our allies around the world as a way to bring this to an end. 

    One of — look, the Israelis have every right to respond to the vicious attacks on them not just from the Iranians but from the — everyone from Hezbollah to the Houthis to — anyway.  And — but the fact is that they have to be very much more careful about dealing with civilian casualties.

    Q    So, how should they respond?  You expressed concerns about attacks on Iranian oil facilities.  How should they respond?

    THE PRESIDENT:  That’s between me and them.

    MS. JEAN-PIERRE:  All right.  We got to move on.  Go ahead, Tam.

    Q    The election is a month away.  One, I’d like to know how you’re feeling about how this election is going.  And then, also, do you have confidence that it will be a free and fair election and that it will be peaceful?

    THE PRESIDENT:  Two separate questions.

    Q    Very much.

    THE PRESIDENT:  I’m confident it’ll be free and fair.  I don’t know whether it will be peaceful. 

    The things that Trump has said and the things that he said last time out when he didn’t like the outcome of the election were very dangerous. 

    If you notice — I — I noticed that the vice-presidential Republican candidate did not say he’d accept the outcome of the election.  And they haven’t even accepted the outcome of the last election.  So, I’m — I’m concerned about what they’re — what they’re going to do.

    Q    Are you making any preparations?  Getting security briefings related to domestic security?

    THE PRESIDENT:  I always get those briefings.

    MS. JEAN-PIERRE:  All right.  We got to move on.  Go ahead, Akayla.  And we have — do a couple more.

    Q    Hi.  Hi, Mr. President.  When are you considering imposing sanctions on Iran?  And would you include oil in those sanctions?

    THE PRESIDENT:  That’s som- — that’s be- — that’s under consideration right now, the whole thing.  I’m not going to discuss that out loud.

    Q    And just on your comments yesterday on the port strike.  You said by “the grace of God,” it’s going to hold.  Is there any reason you think that this —

    THE PRESIDENT:  Well, there’s more to do.

    Q    — this temporary suspension —

    THE PRESIDENT:  It’s a month from now, and there’s more to do in terms of everything from the whole notion of me- — me- — excuse me — mechanization of the ports and the like.  There’s more to more to re- — more to resolve.

    MS. JEAN-PIERRE:  Go ahead, Danny.

    Q    Thanks, Karine.  Thank you, Mr. President.  Last night, you said that there’s still a lot to do to avoid an all-out war in the Middle East.  I mean, firstly, aren’t we pretty close to that definition already?  And — and, secondly, what — what can you really do to stop that happening?

    THE PRESIDNET:  There’s a lot we are doing.  The main thing we can do is try to rally the rest of the world and our allies into participating, like the French are, in — in Lebanon and other places to tamp this down.  And — but when you have proxies as irrational as Hezbollah and the Houthis and — it’s a — it’s a hard thing to determine.

    MS. JEAN-PIERRE:  Go ahead, Toluse.

    THE PRESIDENT:  I’ve got to go, kid.

    MS. JEAN-PIERRE:  I know.  I know.  (Laughter.)  He’s telling me, “I got to go.”

    THE PRESIDENT:  I said I’d take a couple questions.  (Laughter.)

    MS. JEAN-PIERRE:  All right. 

    Q    We’ll take (inaudible) —

    Q    Thank you, Mr. President.  Thank you for — for spending some time here with us.  There have obviously been a number of crises that the country has been facing over the past several days with the hurricane, with port strike, with the situation in the Middle East.  Can you talk about how your vice president, who is running for the presidency, has worked on these crises and what role she has played over the past several

    days?

    THE PRESIDENT:  Well, she’s — I’m in constant contact with her.  She’s aware of where — we all — we’re singing from the same song sheet.  We — she helped pass the l- — all the laws that are being employed now.  She was a major player in everything we’ve done, including passage of legislation, which we were told we could never pass.  And so, she’s been — and her — her staff is interlocked with mine in terms of all the things we’re doing.

    MS. JEAN-PIERRE:  All right, sir.  Thank you, sir.

    MS. JEAN-PIERRE:  It’s up to you, sir.  (Laughs.)

    Q    So, that’s why we were late? 

    MS. JEAN-PIERRE:  I mean, are we always on — any — always on time?  (Laughter.)  I — I could call myself out for that.

    Okay.  So, this week, the United States has faced a — a number of competing challenges, from tensions in the Middle East, to a port strike that threatened our nation’s supply chains, to a historic hurricane that washed away entire communities.

    Moments like these underscore the importance of American leadership and resolve, and they show what is possible when we come together.

    Under the leadership of President Biden and Vice President Harris, we were able to successfully protect our allies, ensure the viability of critical supplies, stand up for good-paying union jobs, and get resources to people impacted by the storm in North Carolina and beyond.

    In the Middle East, the president showed that our ironclad support for Israelis’ security is not just a talking point; it saves lives.  Prior to Iran’s attack on Israel, the president convened his national security team in the Situation Room to monitor developments in real time, ensure we were prepared to assist in Israelis’ defense, and protect U.S. personnel in the region.

    Under the president’s leadership, the United States successfully defended Israel an- — from Iran’s missiles, standing shoulder to shoulder with the people of Israel.

    On the home front, the president and his team brought union workers, ocean carriers, and port operators to the table to — successfully to resolve a strike that threatened U.S. supply chains and the economic progress this president has made to lower prices for the American people.

    And in the Southwest United States — Southeast, pardon me, United States, the administration pre-positioned 1,500 federal personnel, along with critical resources like food, water, and fuel, to ensure that communities in the path of Hurricane Helene were prepared ahead of the storm. 

    Now, we are getting more resources into the hardest-hit communities every day, and we have provided over $45 million directly to individuals and families to help them recover.

    And a wide range of bipartisan officials, including the governors of every affected state, are working together with us and have praised the federal response. 

    These response- — responses underscore why leadership matters.  The president’s leadership in this moment helps to save lives, pra- — protect critical alliances, and ensure that our economy remains strong.  But more importantly, it proves that nothing is beyond America’s capacity when we do it together.

    And really quickly, because I know you all a- — asked for this.  This is the week ahead.  Next week, the president will travel to Milwaukee, Wisconsin, to discuss his administration’s work to replace lead pipes in the state and across the country through the Bipartisan Infrastructure Law.  This law is investing historic resources into our communities and creating good-paying jobs.

    The president will also be traveling to Philadelphia for a campaign engagement. 

    He will also travel to Germany and Angola to underscore the enduring strength and importance of two strategic bilateral relationships in addressing a comprehensive range of global stra- — challenges.  The value of strong alliances and partnerships in the defense of freedom and democracy has never resonated more in Europe, Africa, and beyond.

    President Biden has made revitalizing our international alliances and partnerships a key priority, recognizing that today’s challenges require global perspectives and shared responses.

    Those are the details I am able to share with — for now, but certainly, we will have more in the upcoming days. 

    And finally, n- — finally, we have Lael Bran- — Brai- — Brainard — (laughs) — our national economic adviser to the president.  She’s going to provide more information on how the president helped reopen our ports, as well as the strong job market economy report that we saw today, showing that more than 250,000 jobs this — this September under the president — President Biden.

    MS. BRAINARD:  Well, thanks, Karine.  And it’s good to see everybody today.

    It is a good day for American workers and families.  We saw more than 250,000 new jobs created in the month of September.  We saw unemployment back down to 4.1 percent at a time when inflation is back down to pre-pandemic levels.

    The East Coast and Gulf ports are opening back up, and dockworkers are getting back to work on the basis of a strong tentative agreement on wages and a contract extension between the International Longshoreman’s Association and the United St- — States Maritime Alliance.

    Just a week ago, the negotiation had totally stalled out.  The union and employers had not spoken to each other for months.  The last time a wage offer had been put on the table was in the middle of 2023.

    The president and the vice president directed us to get the parties back to the table to reach a good deal.  We worked around the clock to help them find common ground. 

    And the president was clear throughout that process on three things: We needed to get the union and the employers back to the table on the basis of a strong progress on wages so nothing would get in the way of hurricane recovery; Taft-Hartley was off the table because collective bargaining works; and workers should share in the large profits of the ocean carriers, particularly after those dockworkers sacrificed so much to keep goods moving for the American public during the pandemic.

    And as a result of the hard work that I undertook along with Secretary Buttigieg, [Acting] Secretary Su, a number of people in the White House.  We are seeing dockworkers get a fair share of the industry’s record returns.  We’re seeing ports opening so consumers and businesses can get what they need.  And we don’t expect to see any effects on our economy or for consumers, businesses, and farmers because we have strong supply chains that we built in the wake of the pandemic. 

    The president and the vice president have consistently supported the collective bargaining process.  When employers and workers come to the table, they find a good outcome. 

    That’s a vastly different approach from previous administrations that might have busted unions and rolled back worker protections. 

    And finally, I would simply say that the data that we’re seeing, the data we saw last week confirms that our economy is delivering for workers. 

    MS. JEAN-PIERRE:  All right.  I’m going to take a couple of questions. 

    Go ahead, Selina.

    Q    Thank you so much for being here.  Would you say at this point that the U.S. has achieved a soft landing?  And if not, at what point will we be there?

    MS. BRAINARD:  Yeah, I would say that, look, we have seen unemployment — the lowest average unemployment rate of any administration in 50 years, and we have seen inflation come back down to pre-pandemic levels. 

    That is exactly the kind of growth that you would want to see.  Growth has actually been revised up.  It’s been above 3 percent over the last year, and we’re continuing to see very resilient consumers.  So, yes, that’s exactly the kind of Goldilocks results that you would want to see.

    MS. JEAN-PIERRE:  Go ahead, Josh.

    Q    Thanks again for doing this.  If I could ask about an otherwise strong jobs report.  You still have manufacturing employment dip by 7,000.  What do you think is happening in the manufacturing sector right now?  Is this response to higher rates, or are you seeing something else going on?

    MS. BRAINARD:  Yeah, so I think if you look more broadly across the administration, you have seen manufacturing jobs growing by more than 700,000, in contrast to the previous administration that actually saw manufacturing job losses even before the pandemic. 

    And I think the right way to think about this — because we have so much new investment dollars from the Investing in America agenda, the right way to think about it is to look at construction and manufacturing jobs together.  And there, what we’ve seen is continued growth. 

    That construction workforce is hard at work with factory construction that is multiples of the previous administrations.  That construction of factories is going to turn into the manufacturing jobs of the future. 

    So, we see that investment in today’s economy, whether it be in chip manufacturing or clean energy, that is going to result in tomorrow’s manufacturing jobs.

    MS. JEAN-PIERRE:  Go ahead.

    Q    Thank you, Karine. 

    Just after the last Fed rate cut, do you think the administration has won its fight against inflation?

    MS. BRAINARD:  So, I would say, if you look at the data on inflation, it is now back down to pre-pandemic levels.  Don’t forget, nobody said that could happen with a strong labor market.  I think people just really need to go back and see some of the predictions.  Nobody thought we could have the strongest recovery in our peer economies — strongest on jobs, strongest on growth — and get inflation down as fast as we did. 

    And so, that just shows that the president’s investments and the focus on supply chains has really worked. 

    Q    And then just a follow-up on the consumer confidence

    numbers.  I mean, there was, you know, an upward revision in August, but now it’s down in September.  I’m just sort of wondering if you can comment on that.

    MS. BRAINARD:  Yeah, so I think the most recent Michigan sentiment numbers actually are showing strength.  And, you know, if you look at what consumers are talking about, they’re talking about good jobs, good job opportunities.  And we’ve seen a lot of people moving into new sectors with better wages, and there is now a lot more confidence that interest rates are coming down, inflation is down, and that’s going to enable consumers to feel more confident about investing in some of those bigger-ticket items.

    MS. JEAN-PIERRE:  All right.  Just a couple more. 

    Go ahead.

    Q    Thank you.  On the jobs report, the data also showed that the employment picture in July and August was also brighter than previously thought.  For Americans who are concerned about the rate that they may pay on their mortgage or their car that they might buy, what do you see that doing to the path of interest rates going forward?

    MS. BRAINARD:  You know, I think that we are now in a part of the recovery where inflation is back down, and that’s really what is going to determine whether interest rates continue to fall.  And market interest rates have remained low.  Mortgage rates have come all the way down close to 6 percent.  We anticipate, because inflation is back down, that that will continue to show through to market rates.

    Q    And on the hurricane that ravaged the Southeast, what are your early indications of how that could impact economic growth and the jobs picture in November, with so many in that region out of work?

    MS. BRAINARD:  Yeah, so we do think normally with a hurricane of this size, with the devastation that it has caused in many communities, that it will affect the employment statistics for that month.  But what we know is that, generally, you see the economy overall bouncing back very quickly and the growth numbers really becoming sort of strong pretty rapidly because of all that rebuilding activity that we are committed to. 

    MS. JEAN-PIERRE:  Go ahead, Jacqui.

    Q    That was my —

    MS. JEAN-PIERRE:  Oh, okay.

    Q    — on interest rates.  Yeah.  (Laughter.) 

    MS. JEAN-PIERRE:  Go ahead.

    Q    How concerned are you right now about the instability

    in the Middle East and its impact on oil prices?

    MS. BRAINARD:  Yeah, so, it is something that we track very closely.  Obviously, prices at the pump right now, $3.18 on average — not that I track it closely, but that is today’s number — (laughter) — and below $3 in many states.  We believe that global markets are well supplied, and continue to expect that in the U.S., we’ll continue to see those low gas prices. 

    And of course, we have really effective ways of addressing some of those geostrategic volatility.  We’ve used it in the past.  We have the capacity to use it again. 

    So, right now, markets are very well supplied, and we anticipate them to remain so. 

    MS. JEAN-PIERRE:  All right, last question to — oh — 

    Q    Yeah, I’ll —

    MS. JEAN-PIERRE:  No, I — I can go to Gerren too.  (Laughs.)  Go ahead. 

    Q    Thanks.  A federal judge in Missouri issued an injunction blocking the president’s student loan program hours after a judge in Georgia allowed it to advance.  What is the White House’s message to this dizzying legal battle?  And that was lifted up as an economic policy to, particularly, closing the racial wealth gap.  And what is your message to Black and brown Americans who are really relying on this relief?

    MS. BRAINARD:  Yeah.  So, student loan debt relief is so important for so many young people who are trying to build wealth, particularly for people who are first generation, to be able to invest in small businesses, to invest in starting a family, to invest in a house for the first time.  So, we are going to continue to work to deliver that debt relief to so many students who deserve it. 

    I do want to say that we have 5 million Americans who have already received debt relief.  And, you know, you can go on TikTok and other social media platforms and see their testimonials what a difference it makes in their lives.  And that is why the president, vice president going to continue working so hard to deliver.  

    MS. JEAN-PIERRE:  Awesome.  Thank you so much, Lael.

    Q    More Americans are food insecure.

    MS. BRAINARD:  Thank you.

    Q    Could you address food insecurity?

    Q    — President Biden came in here today. 

    MS. JEAN-PIERRE:  Yeah.

    Q    He’s going to be with Pennsylvania Senator Bob Casey this week.  Then he goes to Germany and Angola.  He said he’s singing from the same song sheet as vice president Kamala Harris on the campaign.  How does he see his public role in the next few weeks as we get closer to the election?  What does — what’s he trying to achieve?

    MS. JEAN-PIERRE:  I — look —

    Q    And how’s he thinking about it?

    MS. JEAN-PIERRE:  I think he’s doing his job as president, right?  I think that’s the most important thing.  I mean, I started off at the top, at least of this — this part of the program, where I said that we’ve had three major events happen this week.  And what did the president do?  What did the vice president do?  They worked shoulder and shoulder to deal with these major events. 

    Now we see a deal with the port — a negotiated deal with the ports.  Obviously, it — it — that collective bargaining is extended until January 15th, which is incredibly important, especially in the midst of a hurricane that we saw — this historic hurricane that we just saw — Hurricane Helene. 

    We s- — we see what’s happening in the Middle East.  The president and the vice president continue to have diplomatic conversations, if you will, to deal — to de-escalate, to deal with what we’re seeing in — in that — in the region.

    And the hurricane.  You saw the — the vice president in — in Georgia; the president in North Carolina, South Carolina, Georgia, himself, and also in North — also in Florida, pardon me. 

    And so, I think what you’re going to see is him continuing to do his job, working closely with the vice president. 

    Look, before Hurricane Helene, President Biden was planning to campaign this week, and you heard — you heard me say he’s going to go to Pennsylvania.  He’s going to go to Wisconsin next week.  And so, we have — you know, we — we have — you all have covered how much of a whirlwind week this has been. 

    And so, the president is going to be president.  He’s going to be commander in chief.  And obviously, he’s going to be supporting his vice president. 

    I can’t speak specifically about the campaign because of — we do respect the Hatch Act here — at least for myself, as a federal employee, and many of us here. 

    And so, look, he’s going to continue to — to do the work that he’s doing.  We saw strong jobs numbers.  That’s one of the reasons he came out.  He came out because he wanted to talk about that.  He wanted to talk about what we have seen this week.

    And so — and so, look, we’re going to continue to doing the work, and I think that’s what the American people want to see.

    Q    Thanks, Karine.  So, former President Donald Trump threatened to revoke the legal status of Haitian migrants.

    What is the president’s reaction to that?  This is something that the former president had tried to do during his own administration. 

    MS. JEAN-PIERRE:  Look, here’s the fact.  The fact is they are here legally, right?  That is the fact.  TPS, that’s what it gives you.  And honestly, I wouldn’t take legal advice from the former president.  I don’t know.  That’s not something I would do. 

    Go ahead.

    Q    And how concerned is the administration about the economic impact of Hurricane Helene?

    MS. JEAN-PIERRE:  Look, as you can see, we have been working around the clock.  The president directed his team very early on to work around the clock to make sure that the states who were — that were affected, the states that he’s visited and the vice president has visited over the past couple of days, got everything that they need.  And we — and we did that by pre-positioning — pre-positioning some of the personnel — about 1,500 federal personnel — to do that. 

    What we are doing: We’re going to make sure — obviously, we’re going to always monitor any of the economic impact.  But we’re going to continue to make sure that we are dealing — we are focused on lifesaving and life-sustaining efforts.  That’s the focus that we’re going to have here. 

    And we’re going to continue to monitor.  But obviously, reacting and providing the needs of the states right now, of the — of citizens who are living in those states is probably the most key and most important.  And continue to call on Congress to move forward with additional funding. 

    As you know, in the CR there was a robust ask for funding — for disaster funding, and that didn’t make it in the bipartisan CR.  And so, we got to get that done.  And we’re going to continue to have conversations with Congress.

    MS. JEAN-PIERRE:  Go ahead, Nandita.

    Q    Karine, I tried asking the president this —

    MS. JEAN-PIERRE:  Nandita, I’ve called on you, like, three times today.  (Laughter.)  I know some folks in the back are just going to be like, “Yeah.” 

    Q    I appreciate it.  I appreciate it.

    MS. JEAN-PIERRE:  So — yeah.

    Q    I tried asking President Biden —

    MS. JEAN-PIERRE:  (Laughs.)

    MS. JEAN-PIERRE:  I hear you, Kimberly.  I hear you.

    Q    What is acceptable to the U.S. in terms of Israel’s response, right?  How long is the U.S. comfortable with Israel bombing Lebanon?

    MS. JEAN-PIERRE:  I — I know you guys are going to ask this question every which way, and I totally understand that.  We are having conversations, discussions.  We’re in contact with the Israelis on — on what’s next. 

    We have been very clear there will be consequences.  You saw the joint statement with the G7.  There’s going to be consequences.  There’s going to be sanctions.  And I’m not going to preview those sanctions from here. 

    But we have always said Israel has the right to defend itself.  And we — and you saw just on Tuesday night — and not just Tuesday night, in April — how — how much we are prepared to defend and protect Israel, because that is our ironclad commitment. 

    I’m not going to get into pu- — into diplomatic conversations in — in the public here.

    Q    And there was a report that quotes U.S. officials saying the White House wants to take advantage of the massive blow to Hezbollah’s leadership and infrastructure to push for a new Lebanese president in the coming days.  Can you comment on that?

    MS. JEAN-PIERRE:  I’m not going to comment on that.  I’m not going to comment on sources or reporting out there.  That is — that is not something I’m going to speak to, sourcing that I can’t even verify from here. 

    Go ahead.

    Q    Thank you.  On the port strike reaching a tentative agreement.  The White House and several officials were involved in — in the 90-day extension of those talks.  I’m wondering what the significance of that timeline is and whether the election being five weeks away played any role in it?

    MS. JEAN-PIERRE:  Look, this is about the right thing to do for workers.  Many of those workers put their lives at risk during the pandemic.  We have always said collective bargaining is — works.  We believe it works.  And we have seen — we have seen parties reach a fair agreement when you put — when you have — when they come in — come to the table and — in good faith and do that collective bargaining.  This is what’s important. 

    It was important to this president to get this done.  This is not about an election.  This is about what is the right thing to do for the American people.  This is the right thing to do for — for workers, again, who — who deserve higher wages, who deserve benefits. 

    And so, the president is proud to have been able to do that.  His team — obviously, with his team, in the dir- — and he directed his team to do this.  And so, now collective bargaining is going to continue, and we’ll see where we are in the next couple of — couple of months. 

    But this is not about politics for this president.  He — and you have seen that in the last three and a half years when we’ve been in these types of situation where there was negotiation, and we have been very, very clear: collective bargaining and supporting workers.

    Q    On congressional funding.  You mentioned some of the items that were lacking in the short-term funding bill that Republicans had put forth.  I’m wondering if the president has spoken with any members of the Big Four in Congress to bring those concerns to them directly. 

    MS. JEAN-PIERRE:  So, I don’t have any conversations to speak to that the president has had with members of Congress. 

    I mean, you saw him on the road.  He was able — you saw him in a bipartisan way on the road in North Carolina, South Carolina, in Georgia, and — and Florida.  And he — you saw him with Republican congressional members and governors and Republican — and Democratic congressional members and also governors.  And you saw that bipartisanship. 

    I’m certainly not going to get into any private conversations that they have had.  But we will continue to speak to congressional leadership and members about getting that extra funding.  It is important.  They need to act.  They need to act.

    MS. JEAN-PIERRE:  Go ahead.  Go ahead.

    Q    Hey, thanks, Karine.  Can you talk about how President Biden will be marking Monday’s one-year anniversary of the October 7th attack on Israel?

    MS. JEAN-PIERRE:  So, obviously, it’s going to be a painful — a painful day for — for many, including for — for all of us here.  And so, we will have more to share on how we will be commemorating that devastating day that we saw a year ago.  Don’t have anything to share at this time. 

    Q    And — and, secondly, this was President Biden’s first time — correct? — to the press briefing room —

    MS. JEAN-PIERRE:  Yeah.

    Q    — since he’s —

    MS. JEAN-PIERRE:  Yep.

    Q    What — why not —

    MS. JEAN-PIERRE:  And you’re welcome.

    Q    Thank you, Karine.  I want to go back to Haitians and the TPS.  But first, you know, it was — it’s another week of misery in Haiti. 

    MS. JEAN-PIERRE:  Yeah.

    Q    There was this report from the World Food Programme describing acute hunger.  What more can the U.S. do to improve the situation in Haiti?  And conc- — if there’s no improvement, is it conceivable that the TPS for Haitians will never be lifted?

    MS. JEAN-PIERRE:  So, look, on your last question, I’ll do that first — the last part of your question, I’ll do that first.  I — we — I can’t predetermine what TPS status is going to be.  It’s not something that I can do from here.  Obviously, as you know, that is a decision with DHS and the State Department.  They decide TPS and the best way to move forward.  So, I’m not going to get into a hypothetical about that.

    But as it relates to Haiti more broadly and to the question of instability and what’s happening, look, despite that — despite the instability that continues, the recent deployment, as you know, of MSS mission is a unique opportunity to build a foundation of security and bring hope to Haitians that deserve to live their lives free of violence. 

    And so, to that end, the United States has delivered well over $300 million to support the MSS mission, while urging the international to community — community to support that — that mission as well.  The United States will continue to hold those undermining Haiti’s institutions and committing serious human rights abuses accountable.  That is our commitment. 

    We are committed to doing our part both to address immediate security needs and invest in Haiti’s long-term successes.  We stand with the people of Haiti and will continue supporting their aspirations of more security, certainly democratic and prosperous future.  That is our commitment, and we’ll continue to support the mission.

    Q    Thanks, Karine.  It seems as if the president has spoken with pretty much every governor in the affected —

    MS. JEAN-PIERRE:  He has.  He has.  That was affected in the region.

    Q    But has he spoken with Governor DeSantis of Florida?

    MS. JEAN-PIERRE:  Touché.  Good point.  So — (laughter).  Touché. 

    So — and I think we read out that he spoke to the governor of Tennessee on our way back from — back from our trip to Florida and Georgia yesterday. 

    I don’t have a — a conversation to read out with the Florida — the governor of Florida.  But what I can say is that we have been in touch.  Our team has been in touch with local officials on the ground.  We are committed to providing what is needed in the state, obviously, to those who were affected in the state, and are committed — our commitment is clear.  The president has always said it doesn’t matter if you’re in a red state or a blue state; he’s a president for all Americans.  And that’s — continues to be, certainly, his commitment.

    AIDE:  Last one.

    MS. JEAN-PIERRE:  I know.  I’m getting — I’m getting pulled.  But go ahead.  Then I’ll come back to you.

    Q    Thank you, Karine.  The president seemed to suggest that he is asking — or he seems to be suggesting that Israel should consider other alternatives, rather than attacking Iranian oil facilities.  But should Israel make such an attack, how is the administration preparing for an Iranian retaliation on the Strait of Hormuz that would disrupt oil supply and disrupt oil prices globally?

    MS. JEAN-PIERRE:  So, also as the president said, we continue to have these discussions.  I’m not going to get into hypotheticals Israel — about Israel’s response to Tues- — Tuesday — Tuesday night attacks. 

    What I will say is that we understand that they are still determining what exactly they will do.  That is something that we understand. 

    I’m just not going to prejudge.  I’m not going to get ahead of anything, and the discussions to continue.

    Q    But can we say that the administration is preparing for that possibility?

    MS. JEAN-PIERRE:  I — I’m just not going to get — I’m not going to speculate.  They’re still — I’m — I’m telling you, they’re — still haven’t decided what their next steps are going to be. 

    Q    Okay.

    MS. JEAN-PIERRE:  So that’s what I’m saying to you.  That’s what we understand.  I don’t have anything else beyond that.

    Q    And on Angola — on the President’s trip, Karine.  Amnesty International is criticizing the administration’s, quote, “silence” on human rights violations in Angola ahead of the president’s visit, calling out the administration’s focus on private-sector investment to counter China.  This is obviously in reference to the Lobito Corridor.  Do you have a response?

    MS. JEAN-PIERRE:  Look, I mean, I — we get this question — this type of question about human rights violations any time he meets, he travels and if that’s going to come up.  The president, as you know, has never shied away from direct conversation about human rights and democracy in any conversation, and I could expect that he will do the same in this upcoming trip. 

    And so, I don’t have anything beyond that, but the president has never shied away from that.  Never shied away.

    Go ahead.

    Q    Thank you, Karine.  Does the administration have any concerns about how the — the aftermath of this storm could impact the vote, whether it’s talking to the Postal Service about mail-in ballots that may not be getting to people or impacting the infrastructure in these critical states?

    MS. JEAN-PIERRE:  So, look, we are go- — using every available resources to help this com- — the community respond.  That’s what we’re going to do and recover from this disaster.  That is our commitment.  That’s what you’ve heard from this president. That’s what you heard from the FEMA administrator and so many others in the president’s administration, and certainly that means ensuring that Americans’ have — voices are heard this November.  And so, that is our commitment.  We want to make sure that people’s voices are heard. 

    And so, any specifics on where the infrastructure is and what that looks like, certainly, I would have to refer you to the state election officials on — on those and — and cybersecurity and infrastructure and all of those pieces — on what that looks like for them.  But — but —

    Q    Have any of the states voiced concerns to the administration?

    MS. JEAN-PIERRE:  I — well, I cannot speak to that.  I have not heard of that. 

    But look, our commitment, again, is to make sure that the resources available so that community can respond to recovery and also get back on their feet and deal with this disaster.  We want to make sure — we want to make sure that Americans’ voices are heard this — this November. 

    That is im- — important and so — but certainly that is something that state elected officials can speak to more directly, but we’re going to try and make sure they get back on — back on that.

    And I haven’t called on you yet.  Go ahead.

    Q    Thank you. 

    Q    Former President Trump is accusing the Biden administration of using FEMA funding to support undocumented migrants.  How is the White House responding to that?

    MS. JEAN-PIERRE:   I mean, it’s just categorically fla- — false.  It is not true.  It is a false statement.  And look, the fact of the matter is — I think the Washington Post fact-checker did a piece and the headline recently, just moments ago, not too long ago, and the headline was “No, Biden didn’t take FEMA relief money to use — to use on migrants – but Trump did.”

    I’ll leave it there. 

    Q    And a quick follow-up —

    Q    Karine?  Karine? 

    Q    — on that?  A follow on — 

    MS. JEAN-PIERRE:  Yep.  Yep.  Yep.   

    Q    Secretary Mayorkas had said earlier this week that he was concerned that FEMA didn’t have enough funding until the end — for the rest of the hurricane season.  Now that President Biden has seen the damage firsthand in the Carolinas, Florida, Georgia — we heard him say at the podium he may have to call Congress back from recess — what exactly is he waiting for to be able to make that call?

    MS. JEAN-PIERRE:  I — look, here’s the thing: We put forth a pretty substantial, robust — I mentioned this moments ago — to be part of the CR.  We were disappointed that it was not part of the CR.  And if congressional Republicans were serious — if they were really, truly serious — about doing something for the communities that was impacted by Hurricane Helene, they would join us in calling for additional funding.  This is what we’ve been doing.  And so, if they’re serious, they would get to — to work and get that done. 

    Just like in the — with the border, if they were serious about the border, they wouldn’t vote against their own bipartisan proposal that they worked with us on — they’re against it now; they weren’t — they would move it forward.  It would actually start fixing the broken system that we’re seeing right now. 

    And, you know, they can — if they really want to help us in dealing what we’re seeing, whether it’s at the border or getting more funding for disaster monies that’s going to be needed to get into the communities, they should be serious.  Congressional Republicans need to get serious here, and they’re just not.

    Q    Thanks, Karine.  Just a quick question on the port strike suspension.  Is the White House going to continue to be in touch with ILA to sort of support those negotiations as they continue?

    MS. JEAN-PIERRE:  I think, look, there’s congressional — congressional — collective bargaining continues.  I think that’s really important.  That’s what we’re seeing, and that’s what we want to continue to see.  And so, we will be in touch as necessary. 

    But I think what’s important is they came up with an agreement.  That’s because of this president’s leadership.  And the way to get this done is getting col- — is continuing that collective bargaining, and we believe that certainly works.

    WASHINGTON, D.C. – U.S. Senator Sherrod Brown (D-OH) is pushing the new Mexican President Claudia Sheinbaum to address the security threat posed by Chinese connected vehicles. Internet-connected vehicles use information and communications technology services to collect a range of sensitive information, including sensor data and images, biometric data like fingerprints and voice recordings, vehicle location, financial information, and vehicle information.
    Brown led a bicameral letter asking Sheinbaum – who was sworn in as Mexico’s President this week – to take steps to scrutinize the manufacturing and sale of Chinese “connected vehicles.”
    The letter comes a week after the U.S. Department of Commerce proposed restrictions on the import and sale of connected vehicles tied to the CCP.
    “We ask that you quickly turn your attention to a new and growing issue: the national security risks to both our nations from the widespread presence of ‘connected’ vehicles built by companies with deep ties to the Chinese Communist Party,” the members wrote. 
    Vehicles are becoming increasingly equipped with new technologies that enable safer and more fuel-efficient travel for drivers and passengers. However, information and communications technology and services that are integral to such connected vehicles (CVs) contain vulnerabilities that may pose risks to U.S. national security if exploited. Connected vehicles controlled by foreign adversaries like China can offer a direct entry point to sensitive technology and data and can potentially bypass security measures. Chinese-made cars and the underlying technology enable China to access sensitive personal data of Americans and of critical U.S. infrastructure, presenting unacceptable national security risks.
    China has offered significant subsidies to auto manufacturers enabling them to export their vehicles and capture significant shares of foreign markets. One example is Mexico, where Chinese automakers have more-than-tripled their market share since the beginning of the decade.
    “For our own national and economic security, the United States has taken action to confront this challenge, imposing targeted new tariffs on Chinese goods, including vehicles, because of these unfair trade practices,” the members continued. “The fact that Chinese companies, including automaker BYD, have announced plans for assembly plants in Mexico raises the potential for Chinese companies to attempt to circumvent these tariffs with production in Mexico.”
    Brown asked President Sheinbaum to take the following steps:
    Formalize the current government’s policy, outlined in media reports, of scrutinizing federal economic development incentives – such as tax incentives and reduced utility and land costs – to firms with ties to the Chinese Communist Party, and to urge Mexican states to follow suit. This should include business partnerships with firms affiliated with the Chinese Communist Party, such as joint ventures with Mexican entities.
    Establish a national security review process to address risks posed by the manufacture or sale of vehicles built by Chinese firms to Mexico’s people, Mexico’s national security, and the regional security of North American and Organization of American States nations. Such a process would follow-up the December 2023 Memorandum of Intent signed by the finance ministers of both our nations, which affirmed the importance of foreign investment screening in protecting national security.
    Send a delegation from her new administration to meet with officials from the U.S. Department of Commerce, the U.S. Department of Treasury, the Office of the United States Trade Representative, the National Economic Council, and the National Security Council by early 2025 to discuss how our nations can work together to address these risks.

    Brown is leading efforts to stop China from infiltrating the American auto industry. In July, he introduced his Countering Adversary Reconnaissance (CAR) Act of 2024, new legislation to protect U.S. national security facilities, critical infrastructure, and American citizens by prohibiting connected vehicles produced in China and other adversaries near U.S. military bases and other federal installations. In April, he called on the President to ban Chinese-made electric vehicles in the U.S. to combat the economic and national security threats posed by Chinese automakers. In May, he urged the Biden Administration to ban all Chinese internet-connected vehicles and smart vehicle technology that is designed, developed, manufactured, or supplied from China. He also slammed the Biden Administration’s decision to allow the electric vehicle tax credit to go toward cars made using a key battery component from China.

    Dear President Biden:
    We write today to raise our concerns on the impact of the ongoing border crisis on Federal Emergency Management Agency’s (FEMA) readiness. Yesterday, Secretary of Homeland Security Alejandro Mayorkas stated: “We are expecting another hurricane hitting—we do not have the funds, FEMA does not have the funds, to make it through the season.” Similarly, you indicated this week that you are considering requesting that Congress convene a special session to consider supplemental funding for FEMA. Congress has appropriated over $30 billion to FEMA for FY2024. Your Administration has spent over $650 million on FEMA’s border-related programs in FY2024. Since taking office, the Biden-Harris Administration has spent around $1.5 billion on FEMA’s border-related programs. We are concerned that your Administration’s reliance on FEMA to address the ongoing border crisis, under Vice President Harris as “border czar,” has diminished FEMA’s readiness for disaster relief, including hurricane response.
    On the first day of the Biden-Harris Administration, you took decisive action to open the border and invite the chaos we have seen over the past 3.5 years. You ended Remain in Mexico, stopped deporting illegal immigrants, and terminated border wall construction. Over 8.4 million migrants have been encountered since you took those actions to open the border. US Customs and Border Protection (CBP) set multiple records for the most encounters in a single day and in a single month during your Administration. We have repeatedly asked you, your Cabinet, and officials across the Federal government what the plan is for addressing this historic border crisis. By March 2021, FEMA was already mobilized to address the surge of unaccompanied minors after your Administration exempted them from the Title 42 order. As your Administration began planning for the end of the Title 42 order, we learned that you had placed a senior FEMA official as the senior coordinating official for your response to impending surge. 
    Since the end of the Title 42 order, FEMA has continued to play a role in addressing the ongoing border crisis through the Emergency Food and Shelter Program (EFSP) and through the Shelter and Services Program (SSP). These programs have supported the US Department of Homeland Security’s (DHS) “Plan for Southwest Border Security and Preparedness,” which calls for FEMA to “bolster[…] the capacity of non-governmental organizations (NGOs) to receive noncitizens after they have been processed by CBP and are awaiting the results of their immigration removal proceedings. And … coordination with and support for state, local, and community leaders to help mitigate increased impacts to their communities.” Oversight from the DHS Office of the Inspector General (OIG) found that some illegal aliens who were ineligible for EFSP and SSP funding ended up receiving benefits funded by these programs. All told, FEMA has received $1.7 billion for its southern border response efforts. Emblematic of this Administration’s approach, one FEMA official informed my Subcommittee staff during a site visit that the Biden-Harris border crisis is like a hurricane: “FEMA can buy its way out of the border crisis if Congress allocates it enough money.” 
    Each year under your Administration, the Office of Management and Budget (OMB) and DHS have regularly requested that Congress cut detention beds and funding for border enforcement measures. Those same budget requests asked Congress to continue funding FEMA’s border-related work. FEMA’s efforts responding to the border crisis could have been much more limited if your Administration would have instead used your authorities to secure the border. 
    FEMA’s continued entanglement in DHS’s efforts to respond to the border crisis could impact its readiness and emergency response mission. Rather than ensuring FEMA is ready to respond to hurricanes and other emergencies, FEMA has been pulled into a border crisis mission. FEMA’s mission is “helping people before, during, and after disasters,” not helping DHS clean up the impact of your Administration’s reckless border policies. We are very concerned that FEMA’s role at the border has impacted its readiness and preparation efforts for Hurricane Helene and its response efforts. To better understand the impact of FEMA’s border efforts on its hurricane response mission, we ask the following questions: 
    1.     Since January 20, 2021, how many FEMA full-time employees (FTEs) have been detailed or transferred to border-related mission duties? How many FEMA FTEs have joined a border-related volunteer force or related opportunity from DHS? 
    2.     Since January 20, 2021, how much money has FEMA reprogrammed to support its border-related mission duties? Please share a copy of each border-related reprogramming request. 
    3.     Has the Administration conducted any strategic planning or assessment on the impact of FEMA’s engagement at the southern border? If so, please share a copy of such strategic plan or assessment. If not, why not? 
    4.     The DHS OIG found that FEMA funds related to southern border programs have gone to ineligible illegal aliens. What is FEMA’s plan for recovering those funds?

    Shanghai resident Wang Yanqing, 38, said that her recent experience of trying to secure a spot in the upcoming autumn courses at the Shanghai Resident Night School took her back to university days, when students had to scramble to register for classes online.
    In the blink of an eye, nearly 900,000 eager applicants flooded the system as soon as the night school’s registration portal opened. The most sought-after classes for the autumn session of the school spanned a wide range of disciplines, including archery, baking, leather crafting, popping and Brazilian jiu-jitsu.
    Priced at a modest 500 yuan for a series of 12 classes, the Shanghai Resident Night School has gained a reputation for its accessibility and top-quality instructors, establishing itself as the hottest public cultural service hub in the city.
    Catering to people aged 18 to 55, the night school offers courses during the spring and autumn terms. In the ongoing autumn semester, the service has been expanded to include 37 branch campuses and 367 teaching venues, spanning across the city.
    For Wang, who has been learning dance skills at the primary campus of Shanghai Mass Art Center since 2021, the night school represents a vital outlet for personal growth and exploration.
    “Elderly people have their senior universities and children have various art training institutions to choose from. We young people also need some public cultural services to develop our interests and add color to our lives,” says Wang.
    “At the night school, you’ll find courses with solid reviews, awesome teachers and prices that are budget-friendly. It’s also easy to locate a class close to home,” Wang adds.
    In recent years, the country has been actively improving the public cultural service system and expanding the coverage of basic public cultural services.
    The Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization released in July includes plans for enhancing the public cultural service system.
    This includes establishing a mechanism for high-quality cultural resources to reach grassroots levels and enhancing the participation of social entities in the provision of public cultural services.
    Li Guoxin, director of Peking University’s national center for modern public culture research, explained that the resolution highlights the importance of offering higher quality, more efficient, fairer and sustainable public cultural services to grassroots communities. This is aimed at enhancing people’s sense of cultural attainment and happiness.
    In recent years, the Chinese government has actively promoted innovation and reform in public cultural services. Over 35,000 new public cultural spaces have been set up nationwide, including libraries and cultural centers in urban and rural areas, making cultural services more accessible for a wider population, Li added.
    Hefei, capital of Anhui province, has witnessed active expansion of reading spaces since 2017.
    With more than 100 urban reading spaces, urban residents are guaranteed to reach a reading space within a 15-minute walk from their homes.
    Ji Yuanyuan, a resident from Hefei’s economic development zone, said that the reading space has provided a group of full-time mothers like her with a place where “they can temporarily set aside the family’s troubles and worries, and just be themselves”.
    Formerly an entrepreneur who devoted herself to her career, she used to have her parents take care of her children. After her children started primary school, she decided to devote her time to her children and family.
    However, she found that upon returning from the workplace to the family, women easily fell into anxiety. So she initiated a reading club in 2017, where full-time mothers come together to recommend good books to each other and share parenting experiences.
    The club’s gathering place is called Forest Book House, an urban reading space within her community that not only provides residents with reading facilities but also features workshops on calligraphy and handicrafts.
    The book club receives an average of around 400 visitors per day, and last year, it hosted a total of 140,482 readers.
    “We now have over 100 female members and hold events every Thursday afternoon at the Book House,” Ji said.
    “When we meet like-minded people in the space, our anxious feelings fade away, and we feel more uplifted as a whole.”
    In the first half of the year, the urban reading spaces in Hefei received 4.86 million visitors, with 1.115 million books borrowed and 8,983 events hosted, according to Meng Xianlei, an official from the city’s bureau of culture and tourism.
    Meng points out that these reading spaces are constructed by the government, owned by the government and operated by third parties through bidding processes. The separation of ownership and operation rights of public cultural facilities shows the reform measures proposed by the aforementioned resolution on further deepening and advancing Chinese modernization.
    Starting this year, Hefei is transforming these urban reading spaces into public cultural hubs featuring art exhibitions, training seminars, literary salons, film screenings and a range of other services.
    Originally from Guilin in Southwest China’s Guangxi Zhuang autonomous region, Wang said she has found pleasure and fulfillment in Shanghai’s public cultural amenities, despite the long distance from her hometown.
    The abundance of libraries, art centers and communal spaces has not only enriched Wang’s own life but has also provided a welcoming place for her mother, who recently traveled from Guilin to Shanghai to live with her.
    “She frequents the free movie screenings at the community cultural center near our residence every week. Such public cultural spaces have aided her in swiftly having a social circle in this unfamiliar city,” she added.

  • MIL-OSI United Nations: First Regional Meeting of UNESCO World Heritage Marine Site Managers in Latin America and the Caribbean

    From 8 to 13 September 2024, the Península Valdés marine World Heritage property in Argentina hosted the inaugural Regional meeting of UNESCO World Heritage marine site managers from Latin America and the Caribbean. The event brought together managers from the 12 UNESCO World Heritage marine sites in the region, alongside experts from UNESCO and the International Union for Conservation of Nature (IUCN).

    The meeting aimed to foster the exchange of best practices, promote dialogue on shared challenges, and establish collaborative strategies to address critical conservation issues at the regional level. Key topics included the impact of avian influenza on elephant seals, designing sustainable visitor strategies, early detection of invasive species, and the impacts of increasingly warming waters. These discussions were enriched by conservation success stories presented by the site managers, as well as insights provided by invited local and global experts.

    Alongside the working sessions, the managers conducted field visits to Península Valdés, a UNESCO World Heritage site since 1999, to gain firsthand insights into the management of the site’s Outstanding Universal Value. The event also featured community-focused talks aimed at engaging local students, researchers, tourist guides, park rangers, and other stakeholders in discussions about the conservation of Peninsula Valdés. These interactions strengthened collaboration among stakeholders and raised public awareness about the importance of preserving UNESCO World Heritage marine sites in Argentina and the world.

    A key outcome of the meeting was the ‘Declaration of Península Valdés’, in which the gathered managers reaffirmed their commitment to the conservation and sustainable management of UNESCO World Heritage marine sites in Latin America and the Caribbean. The declaration emphasized strengthening governance through participatory, adaptive management plans to address emerging threats like climate change, invasive species, and avian influenza. It highlighted the importance of involving local communities in decision-making, promoting innovative conservation training, and enhancing education to raise awareness about the significance of protecting a UNESCO World Heritage site.

    Organisation of the first Regional meeting followed the 5th UNESCO World Heritage Marine Managers Conference that was held in the Wadden Sea World Heritage site (Denmark, Germany, Netherlands) in October 2023.

    The regional meeting was organized in partnership with the Península Valdés World Heritage site management team (Argentina) and UNESCO’s regional office in Montevideo (Uruguay), with financial support from the Provincial Government of Chubut, the Península Valdés management team, and UNESCO’s Montevideo office.

    The World Heritage Centre also expresses its sincere gratitude to the French Biodiversity Office (OFB) for their ongoing support in strengthening the UNESCO Marine World Heritage Network through initiatives of this nature.

    Prime Minister Justin Trudeau today concluded his participation in the 19th Summit of La Francophonie in Villers-Cotterêts and Paris, France. This visit was an opportunity for him to promote the French language, strengthen Canada’s relations with other member states and governments of La Francophonie, and advance our shared values, such as peace, democracy, human rights and inclusion.

    At the Summit, Prime Minister Trudeau underscored Canada’s commitment to promoting development, security and inclusion in Francophone Africa. To this end, he announced more than $11 million to support initiatives that include improving access to education, the empowerment of women and girls, youth nutrition and overall health, and community safety and security, while strengthening our relationships with Francophone countries in Africa.

    The Prime Minister reaffirmed Canada’s commitment to supporting the modernization of the governance of the International Organization of La Francophonie (OIF) so that it can fulfill its mandate as effectively as possible and with complete transparency, including the promotion of our shared values and the influence of the French language. He noted the work underway to map and identify workforce needs for teaching French and teaching in French. In addition, Prime Minister Trudeau reiterated Canada’s support for Francophonie operators and institutions by announcing a federal investment of nearly $1.6 million. This funding will support scientific research in French, student mobility and youth employability, as well as enrich the diversity of French-language content broadcast on the TV5MONDEplus platform. It will also promote research to enhance the French language and Francophone identities in Francophone cities and encourage the participation of women in Francophone parliaments.

    In the Villers-Cotterêts Call, Canada and other OIF member states and governments called on digital platforms to strengthen their commitments to a safer and more integrated digital space. They also agreed on the importance of promoting the responsible use and development of artificial intelligence and combating disinformation. In this regard, Prime Minister Trudeau stressed the importance of continuing to build strong ties with our partners in the Francophonie in order to build a safer and more prosperous future for our populations.

    As a founding member and second largest donor of the OIF, Canada is firmly committed to supporting the mandate and initiatives of the OIF, particularly to protect and promote the French language and cultural and linguistic diversity. To this end, Canada signed a Memorandum of Understanding on the Cité internationale de la langue française, which aims to promote the richness and diversity of the French language and its role in the world.     This is Prime Minister Trudeau’s fourth participation in the Francophonie Summit. During the Summit, Prime Minister Trudeau met with the Secretary General and President of Vietnam, To Lam, the Prime Minister of Armenia, Nikol Pashinyan, the Prime Minister of Belgium, Alexander De Croo, and the President of Côte d’Ivoire, Alassane Ouattara. In addition to the Villers-Cotterêts Appeal, the OIF member states and governments adopted a Resolution on crisis situations, crisis resolution and peacebuilding in the Francophone world. They also decided to accept applications from countries and governments wishing to obtain observer status with the OIF, including Nova Scotia. Nova Scotia joins Quebec and New Brunswick, full members of the OIF, as well as Ontario, which is already an observer. At the Summit, Canada joined Quebec, the Wallonia-Brussels Federation, France, Monaco and Switzerland in signing the Declaration of TV5Monde Donor Governments. The Government of Canada is proud to be a partner of TV5Monde and to contribute to the influence of the Francophonie. This Declaration reaffirms our support for the French-language channel and expresses our desire to strengthen its ties with other OIF member countries. Canada also signed a bilateral collaboration agreement with France on emergency management. This agreement supports cooperation in planning in response to emergencies and other international crises, as well as mutual assistance in times of crisis, particularly in terms of consular efforts during assisted departures. The Memorandum of Understanding on the Cité internationale de la langue française, signed at the Summit, will also explore possibilities for cooperation with the Collège international de Villers-Cotterêts to train French-speaking teachers and translators. Canada and France maintain close bilateral relations as well as dynamic and diversified trade relations. In 2023, the French diaspora in Canada represented between 140,000 and 150,000 people. Canada also attracted 27,110 French students in 2023.

    The Prime Minister, Justin Trudeau, today concluded his participation at the 19th Sommet de la Francophonie in Villers-Cotterêts and Paris, France. This visit was an opportunity for him to promote the French language, strengthen Canada’s relations with other member states and governments of La Francophonie, and advance our shared values, including peace, democracy, human rights, and inclusion.

    At the Summit, Prime Minister Trudeau underlined Canada’s commitment to promoting development, security, and inclusion in Francophone Africa. He announced more than $11 million to support initiatives that focus on improved access to education, the empowerment of women and girls, youth nutrition and health, and the safety and security of communities, while strengthening our relations with French-speaking countries in Africa.

    The Prime Minister reaffirmed Canada’s commitment to supporting governance modernization at the Organisation internationale de la Francophonie (OIF) so it can fulfill its mandate transparently and as effectively as possible, especially with respect to promoting our shared values and the French language. He noted the work underway to map and identify workforce needs for the teaching of French and instruction in French. Prime Minister Trudeau also reiterated Canada’s support for La Francophonie’s operators and institutions by announcing a federal investment of nearly $1.6 million. This funding will support scientific research in French as well as student mobility and youth employability, while helping expand the diversity of French-language content on the TV5MONDEplus platform. It will also support research on promoting the French language and Francophone identities in cities across La Francophonie and foster the participation of women in parliaments in the Francophone world.

    In the Villers-Cotterêts Call, Canada and the other OIF member states and governments invited digital platforms to strengthen their commitments to create a safer and fairer digital space. They also agreed on the importance of promoting the responsible use and development of artificial intelligence and countering disinformation. To support this goal, Prime Minister Trudeau underscored the importance of continuing to build strong relationships with our partners in La Francophonie to create a safer and more prosperous future for our peoples.

    As a founding member of the OIF and its second-largest donor, Canada is firmly committed to supporting the OIF’s mandate and initiatives, in particular to protect and promote the French language as well as cultural and linguistic diversity.     FEMA Urges People in Florida to Prepare Now Ahead of Tropical Storm Milton, Listen to Local Officials

    WASHINGTON — FEMA is monitoring the potential for tropical storm conditions which may affect areas in Florida late this weekend into the middle of next week. This storm may bring storm surge and heavy rainfall to areas recovering from hurricanes Helene and Debby and affect areas far from the coast.  

    FEMA is prepared to respond and stands ready to support the state with any request for resources. Hundreds of FEMA staff are on the ground in Florida supporting Helene recovery and coordinating with the state to prepare people for the next storm.  

    The National Hurricane Center forecasts this tropical storm will quickly intensify as it moves across the Gulf of Mexico and could reach the west coast of Florida mid-week as a major hurricane. There is an increasing risk of life-threating storm surge and wind impacts for the west coast of Florida and heavy rainfall that will affect the area well ahead of the storm. 

    We encourage people to take steps to stay safe.

    Tips to Stay Safe Before, During and After a Tropical Storm

    Keep Gas Tanks Half-Full:  Florida residents and visitors are advised to keep their gas tanks at least half full to ensure they have enough full to evacuate without encountering long lines or gas shortages. Electric vehicle owners should maintain their battery between 50-80% capacity.

    • Tropical storms can affect power systems, causing power outages. If the power goes out, use only flashlights or battery-powered lanterns for emergency lighting. Never use candles during a blackout or power outage due to extreme risk of fire.
    • Remember, gas pumps, automated teller machines (ATMs), medical equipment, computers, cell phone chargers, grocery store checkout counters, escalators and elevators may not work during a power outage.
    • When using generators, always use them outdoors and at least 20 feet from windows, doors and attached garages. Make sure to keep the generator dry and protected from rain or flooding.

    Majesty, Monsignor, Ladies and Gentlemen Heads of State and Government, Madam Secretary General, dear Louise, Ladies and Gentlemen Ministers, Ladies and Gentlemen Heads of Delegation, Ladies and Gentlemen Parliamentarians, Ladies and Gentlemen Ambassadors, Mr. Prefect, Mr. Mayor, Ladies and Gentlemen in your ranks and capacities.

    Protocol places me here, at this lectern, to welcome you and wish you a warm welcome. It is an honour for me. And as you have understood, no one had anticipated, in the middle of October, that the sun, with the castle of Villers-Cotterêts, would welcome you. But the truth is that you are at home here. Yes, in a place where reigns greater than us, a very old lady of more than five centuries, ancestral and yet eternally young, our language. Welcome to her home. Welcome to this summit which celebrates her and which celebrates all of you, speakers of French from the 5 continents.

    This castle of Villers-Cotterêts, as you have just recalled, is the one where in August 1539, a royal decree marked the first official milestone in the expansion of our language. It was here that François I began to build the unity of the French Nation through its language, an instrument of unity, of power, decisive for our country. If you had come just 5 years ago, you would have seen here only a castle on the verge of ruin, a piece of petrified archive whose plaster was falling off, whose doors were barricaded. Today, it has become this living place, an exhibition and reception center, dedicated to the history and teaching of our language to all. I would like to thank all those who have worked during these years to rebuild, restore, but also to think about and invent this place which is not, as you have seen, simply a museum, but a city. A place of welcome, research, exploration. We are all citizens of this place, because we are all citizens of the French language.

    Yes, we have much in common, more than phonemes, morphemes, lexemes. More than shared tergiversations on the use of the pluperfect subjunctive and the same despair when it comes to agreeing past participles after pronominal verbs. We possess a Rabelaisian heritage in perpetual innovation, combining scholarly culture and its creative verve with that indefinable grain of salt of humor that spans the ages. Our language, from Quebec, Acadia, Louisiana and Haiti, from the heart of the African continent, from Morocco and Tunisia, to the Congo River basin, from Madagascar and Reunion, to Vietnam or Cambodia, from our Oceania, from French Polynesia to Vanuatu, on this language, the sun never sets. There are more than 300 million women and men who speak the French language on 5 continents. More than 300 million women and men who are constantly perfecting it, modernizing it, and enriching it.

    On the vault of the great courtyard, you saw earlier, in huge steel letters, the French words forged by all parts of the world, “zibulateur”, “camberé”, “techniquer”, as they say in Rwanda, dear Paul. This Francophonie that unites us was thought of and desired, I always repeat, by others than France itself. It was first desired by our writers, then our journalists and our radios. It was then promoted and institutionalized in 1970, in Niamey, by Presidents Senghor, Bourguiba, and by Prince Sihanouk.

    Today, 88 States are part of it. I congratulate in advance those who will join us tomorrow, Madam Secretary-General. From the beginning, it has been a decentralized organization that, as a child of decolonization, wanted to claim a language that we share. This is why the French language continues to constitute itself in the Francophonie as well, by equipping itself with its own tools, by structuring itself, by building its own influence. Our language is a space that is being built. So, of course, there is our Académie française and I salute the immortals here present, which is the institution, but there is also the Dictionnaire des francophones et de la francophonie, which we built, not as a competition, but as a tool that made it possible to bring together all the words that are invented. Our language is also a space for learning, understanding the world.

    Since yesterday, we have had the joy of welcoming another face to our family photo, since the presidency of TV Monde, our French-speaking television channel, is now held by Mrs. Kim YOUNES. I would like to thank Canada, Switzerland, Belgium, Monaco, Canada, Quebec and Wallonia, as well as Brussels, for their contribution to this magnificent project of informing the world and sharing our common understanding. We also want to allow new partners, particularly from the entire African continent who pay the same attention to supporting free and independent journalism, to join us. This is a discussion that we have been conducting with President OUATTARA for several years and which is, I believe, a great project.

    Our language is also a space to create. The Francophonie is the treasure of our literature, of our authors that we share, whether at the foot of the cedar or at the top of our mountains. Because beyond language, our authors have built worlds, imaginations, which are those that structure the Francophonie. Sharing them beyond our borders is a duty. In this respect, I am delighted with the development, supported by our partners, of a collection of literary works of reference of the Francophonie that will be made available in several languages, the “Fenêtres” collection. To begin with, it will contain French-language works translated into Arabic, distributed in paper format, at $2, and via press channels, in order to allow everyone to access the ideas, imaginations and values conveyed by French-language works. This is, I believe, an equally important step forward, in the same way that in 2018, at the Académie française, we launched this support program for our interpreters and translators.

    This language, our language, is more than a tool, it is a universe. It is a space of opportunity to create, offered to those who write it, sing it, plough it as a field of artistic expression. I know your attachment, Madam Secretary-General, to cultural and creative industries, and we will have the opportunity to hear it throughout the day. In a moment, Guillaume GALLIENNE will read us some magnificent texts, and the Comédie Française will be there, in Villers-Cotterêts, to share these texts with us, and throughout the day we will have French-speaking artists who will be with us to carry this creativity.

    Our language is also a language for doing business, for trading. First, because it is a great conduit. Take the African continent, take Oceania. French is the language of passage par excellence. It is the one that allows you to switch between all the regional or local languages, the one that sometimes allows you to unify the commercial universe of a country or an entire sub-region. In this respect, it is a great lever of opportunity, and I say this for all our young people, all those who are moving towards trade. Don’t just think English. Think French to trade and reunify it across the Indian Ocean. And from Madagascar to Mauritius, via Reunion or Mayotte and the Comoros, it is a language that unifies this regional space in the same way for Oceania, in the same way for all of West Africa.

    So yes, if the 330 million people we have today in our space will double in the coming decades, it is because this will make French a deeply attractive language in terms of commercial and economic power. Attractiveness is a French word. Entrepreneur is a French word, despite what our English-speaking friends think. And that is why I salute with great respect all the entrepreneurs and innovators who have joined us for this Summit. And I really want to salute the extraordinary energy of our partners at the FrancoTech Show. Thank you, dear Geoffroy ROUX DE BÉZIEUX. Thank you to the summit teams, whom I congratulate, and to its Secretary General, to the Business France teams. You have demonstrated that it has the capacity to innovate in all areas of technology, innovation and sustainable development. That it allowed the entire French-speaking area to move forward and create opportunities. Bravo to you! Yes, innovation is a French word. Invention too. This is why we have worked hard in recent months with our partners, and in particular the World Intellectual Property Organization, dear Daren TANG, to facilitate the launch of a French-speaking intellectual property alliance.

    Our language is also a space for transmission. And I want to pay tribute here to the professors, to the teachers who, in the four corners of the world, teach the language of French speakers.

    Whether French is our mother tongue or whether we have learned it, it has become a piece of our intimate life. It carries our thoughts, our hopes, our ambitions, our revolts, our emotions. The words we speak condition the ideas we deploy, which themselves condition the freedom we have. This is why we must support its teaching more than ever, quality teaching, in order to allow each and every French speaker to build their academic and professional paths. And we will continue to support the educational systems of French-speaking countries on other continents through the OIF, our bilateral actions, as we have also done through the reform of the AEFE. These are shared objectives within our organization. I am of course thinking of the actions of the regional education and training centers with which, at a national level, our cultural network cooperates. I am thinking of the actions of TV5Monde, the Agence universitaire de la Francophonie, and Senghor University, in the beautiful city of Alexandria. And allow me in this regard to address the delegation of Egypt to welcome the support of your authorities for the upcoming installation of Senghor University in this brand new campus of Borg el Arab.

    But also right here, in this Cité internationale de la langue française, in Villers-Cotterêts. You will not only have a wonderful heritage site that we have renovated. You will not only have a wonderful place of culture, of permanent creation. And I congratulate the teams, dear Paul, and all the artists who, all year round, bring this place to life. You will have artist residencies, training places. And we will create, on the occasion of this summit, the Collège international de Villers-Cotterêts. Next year, the Cité internationale de la langue française will itself become a laboratory of excellence for training teachers of and in French, future French-speaking education executives, translators, interpreters, while welcoming researchers and experts in didactics in residence. It will be a place of innovation, of transmission, which will allow to irrigate everything that is done in our capitals, but also in our regions, to allow to boost teaching in French and the teaching of French. Because teaching and translating French are the vectors of our language. And I want to thank Kamel DAOUD in particular for his inspiration, his vision on the importance of translation to give everyone access to our wealth and diversity. Because yes, if there is one thing that also characterizes the Francophonie, it is both its hospitality, we welcome in our language, and it is that it thinks and has always thought in multilingualism, in translation. And as important as teaching French everywhere in the world, it is our ability to teach in our regions, in our countries, English, Mandarin, Arabic, Spanish.

    Because it is this ability to think about language and its passages. A language is not thought of as isolated, closed. Our language is open and opens a space to communicate, share, be a hyphen. Yes, the Francophonie, everywhere, is in some way a trick, it is this language that allows us to build the mesh, the network of friendship, a human understanding, a diplomacy of action, of analysis. It is also, and we always see it, I was in Canada a few days ago, and it is always fascinating to see the love of French that is carried in this wonderful country. And it is carried in Montreal as in Ottawa in different ways. But I was able to measure it. Because it is a language of resistance, of combat, sometimes of contraband, always of invention and reinvention. Yes. This is why the Francophonie and this brotherhood are without exclusivity that only aspires to share its values. It is this utopia that opens its place today among us. It is this great current of air across the world that is constantly in crossbreeding, in creolization, in reinvention. And it is this wonderful place that allows writers like François CHENG, who learned our language at the age of 20, to become the dean of our academy, which allows a young Lebanese to write in our language and to become, like Mr. Amin MAALOUF, the perpetual secretary of our academy, which allows a young Russian, like Andreï MAKINE, to discover the French language in the middle of Siberia and to devote his life to it. And which allows a young Haitian writer to become one of the favorite authors of Canadians and to be adopted by the Académie française to become immortal there like Dany LAFERRIÈRE. Which allows Karim KATTAN, born in Jerusalem, to write his first novel in French, whose plot is both Palestinian and Proustian. Which allows Liliana LAZARE, Romanian, born in Moldova, to unravel the mysteries and poetic torments of a country by using the French language, which is not the language of her characters, but to which nothing human is foreign. A sign, if one were still needed, that French is this bridge between centuries, peoples and individuals.

    Yes, the Francophonie is what allows us, in doing so, to build a shared and reinvented universal. A decentralized, plural, respectful universal, based on the recognition of cultures and peoples. The same one that Souleymane BACHIR DIAGNE admirably describes in his latest book. This is also why, I am convinced, the Francophonie is a space of diplomatic influence that allows us to embrace the challenges of the century. It is together, as Francophones, that we must try to understand technological transformations. It is together, as Francophones, that we must encourage innovation and multiply our capacities for creation and exchange, but also build a digital order that protects citizens. It is together, as Francophones, that we must better fight against disinformation, the spread of hatred online, fight against hate speech, racist speech, anti-Semitic speech. And this is why, and Bruno PATINO, in a moment, will demonstrate it with the debate that animates it and by explaining its content. This is also why today, with the Villers-Cotterêts appeal, we are launching an extremely clear call to the major players in the digital world to build a safer and more diverse space, to have a requirement for moderation in the French language and to fight against all this hate speech. And the International Organization of La Francophonie, Dear Louise, in this regard, will have a very special role as guarantor. It is also in French-speaking terms that we must think about innovations in artificial intelligence, pursue major innovations, make the French-speaking world a space for open-source innovation and promote our major players. And this is also why next year, we will have the Action Summit on Artificial Intelligence in France in February, where the French-speaking world will be a central player to allow us to have a dialogue on innovation and regulation, and where, I know, the G7 that Prime Minister TRUDEAU will have organized will also bring together the convictions that we share together.

    I deeply believe that the Francophonie, yes, is a place where we can together carry out a diplomacy that defends sovereignty, territorial integrity throughout the planet, that carries the same discourse alongside Ukraine, attacked today, threatened in its borders and in its territorial integrity by the Russian war of aggression, but that defends a vision where there is no room for double standards, where all lives are equal for all conflicts throughout the world. And we all believe in the freedom of peoples to determine their own destiny, we are convinced that there can be no peace in the Middle East without a two-state solution. We all stand alongside our Armenian brothers for the respect of their sovereignty, their territorial integrity. We all stand alongside the friendly Lebanese people, today shaken in their sovereignty and their peace. We all stand alongside the sovereignty of all the peoples and all the States of the Pacific, which must be a peaceful region where no power can challenge this peace through territorial provocations or any repetition of tests whatsoever. We carry within us these humanist values that call us alongside all our brothers, in the French-speaking world and elsewhere, in need of assistance and we urge that the humanitarian space and the civilian population be protected everywhere and at all times.

    You have understood that the agenda that the Francophonie is carrying is an agenda of peace, of sustainable development, as we have shown again by voting together, on September 22, for the adoption of the pact of the future. And I congratulate in particular the DRC whose intervention was decisive in allowing us to move forward. The Francophonie is this united city of 330 million souls that we can be proud to inhabit. A city that has the French language as its foundation and the world as its horizon, and which, with Aimé CÉSAIRE, desires a universal that is rich in all individuals.     Also known as Mata Atlântica, this region covers over 1.2 million km² and is home to about 150 million people, stretching along Brazil’s eastern coast and extending inland to Argentina and Paraguay.

    This area is responsible for 70% of Brazil’s GDP and provides essential natural resources such as clean air, climate regulation, soil protection, pollination, food, medicine, and drinking water (60% of Brazil’s population relies on water from this region). The Atlantic Forest hosts hundreds of mammal and reptile species, over 1,300 bird species, more than 750 reptile and amphibian species, and 23,000 plant species, with 40% of the plants and 31% of the fauna being endemic.

    It is one of the world’s most threatened forest ecosystems due to biodiversity loss and deforestation, mainly driven by land-use changes caused by unsustainable cattle ranching and agriculture expansion, which introduce exotic species that alter soil characteristics, affecting the entire ecosystem. Additionally, the lack of proper infrastructure and regulation for treating greywater and industrial waste pollutes waterways. Combined with infrastructure construction without environmental safeguards, this results in biodiversity loss and landscape fragmentation.

    Today, Governor Ron DeSantis issued Executive Order (EO) 24-214, Emergency Management – Tropical Storm Milton, declaring a state of emergency in 35 Florida counties ahead of the storm, including Brevard, Broward, Charlotte, Citrus, Collier, DeSoto, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, and Volusia counties.

    For your reporting purposes, please note in particular the following:

    • Language in the opening portion of Section 2, which prohibits the suspension of or limitation of the sale, dispensation, or transportation of firearms.
    • Section 2, subsection H, which directs all state, regional, and local governmental agencies, including law enforcement agencies, to allow Floridians to return to their properties when it is reasonably safe to do so after the storm.

    STATE OF FLORIDA
    OFFICE OF THE GOVERNOR
    EXECUTIVE ORDER NUMBER 24-214
    (Emergency Management – Tropical Storm Milton)

         WHEREAS, on October 5, 2024, showers and thunderstorms associated with an area of low pressure located over the southwestern Gulf of Mexico have gradually become better organized, and the storm is now identified as Tropical Storm Milton; and
         WHEREAS, atmospheric and oceanic conditions are anticipated to support rapid intensification over the Gulf of Mexico, and Tropical Storm Milton is forecast to become a hurricane by early Monday; and
         WHEREAS, this system could become a major hurricane near or at landfall along the West Florida Coast by the middle of next week; and
         WHEREAS, there is an increasing risk of life-threatening storm surge and wind impacts for portions of the western Florida Peninsula beginning as soon as later Tuesday and Wednesday; and
         WHEREAS, areas of heavy rainfall will impact portions of Florida well ahead of the tropical system, impacting Florida Gulf Coast communities still recovering from recent Major Hurricane Helene; and
         WHEREAS, current computer modeling shows rainfall predictions of four to eight inches across the Florida Peninsula, with locally higher amounts in excess of eight to twelve inches possible; and
         WHEREAS, much of Florida has recorded above normal rainfall over the past thirty days; North Florida has experienced rainfall totals of six to twelve inches above normal, with portions of the eastern Florida Panhandle measuring fifteen to twenty inches above normal for this time of year; and
         WHEREAS, this level of soil saturation will likely lead to a more rapid onset to flash, urban, and riverine flooding through next week; and
          WHEREAS, heavy rainfall, flooding, and gusty winds will cause power outages due to downed trees and powerlines due to the already vulnerable state of Florida’s vegetation and coastal infrastructure; and
         WHEREAS, the consequences of these impacts could damage the operational capability of critical infrastructure including major interstates and roadways, bridges, airports, schools, hospitals, power grids, in addition to prolonging recovery efforts from Major Hurricane Helene; and
          WHEREAS, as Governor of Florida, I am responsible to meet the dangers presented to the State of Florida and its people by this emergency.
    NOW, THEREFORE, I, RON DESANTIS, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section 1(a) of the Florida Constitution and by the Florida Emergency Management Act, as amended, and all other applicable laws, promulgate the following Executive Order, to take immediate effect:
    Section 1.  Because of the foregoing conditions, which are projected to constitute a major disaster, I declare that a state of emergency exists in Brevard, Broward, Charlotte, Citrus, Collier, DeSoto, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Miami-Dade, Monroe, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, and Volusia counties.

    Section 2. I designate the Executive Director of the Division of Emergency Management (“Director”) as the State Coordinating Officer for the duration of this emergency and direct him to execute the State’s Comprehensive Emergency Management Plan and other response, recovery, and mitigation plans necessary to cope with the emergency, including any logistical, rescue or evacuation operations.  Pursuant to section 252.36(1)(a), Florida Statutes, I delegate to the State Coordinating Officer the authority to exercise those powers delineated in sections 252.36(6)-(12), Florida Statutes, which he shall exercise as needed to meet this emergency, subject to the limitations of section 252.33, Florida Statutes.  In exercising the powers delegated by this Executive Order, the State Coordinating Officer shall confer with the Governor to the fullest extent practicable.  It is further ordered that the requirements of sections 943.13 and 943.131, Florida Statutes, as they may be applicable to the State Coordinating Officer, shall be waived for the duration of this emergency.  The State Coordinating Officer shall not have the authority to suspend or limit the sale, dispensing, or transportation of firearms pursuant to section 252.36(6)(h), Florida Statutes.  The State Coordinating Officer shall also have the authority to:
    A. Invoke and administer the Emergency Management Assistance Compact (“EMAC”) (sections 252.921-252.9335, Florida Statutes) and other compacts and agreements existing between the State of Florida and other states, and the further authority to coordinate the allocation of resources from such other states that are made available to Florida under such compacts and agreements so as to best meet this emergency.
    B. Seek direct assistance and enter into agreements with any and all agencies of the federal government as may be needed to meet this emergency.
    C. Direct all state, regional, and local governmental agencies, including law enforcement agencies, to identify personnel needed from those agencies to assist in meeting the response, recovery, and mitigation needs created by this emergency, and to place all such personnel under the direct command and coordination of the State Coordinating Officer to meet this emergency.
    D. Direct the actions of any state agency as necessary to implement the Federal Emergency Management Agency’s National Disaster Recovery Framework.
    E. Designate Deputy State Coordinating Officers and Deputy State Disaster Recovery Coordinators, as necessary.
    F. Suspend the effect of any statute, rule, or order that would in any way prevent, hinder, or delay any mitigation, response, or recovery action necessary to cope with this emergency.  In accordance with section 252.3611(1), Florida Statutes, any such order, declaration, or other action shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.
    G. Enter orders as may be needed to implement any of the foregoing powers; however, the requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such orders issued by the State Coordinating Officer.  No such order shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    H. Direct all state, regional, and local governmental agencies, including law enforcement agencies, to allow Floridians to return to their properties when it is reasonably safe to do so.

    Section 3.  I order the Adjutant General to activate the Florida National Guard, as needed, to deal with this emergency.  I further order the Director of the Florida State Guard to activate the Florida State Guard, as needed, to respond to this emergency.

    Section 4. I find that the special duties and responsibilities resting upon some state, regional, and local agencies and other governmental bodies in responding to this emergency may require them to suspend or waive certain statutes, rules, ordinances, and orders they administer.  Therefore, I issue the following authorizations:
    A. Pursuant to section 252.36(6)(a), Florida Statutes, the Executive Office of the Governor may suspend all statutes and rules affecting budgeting to the extent necessary to provide budget authority for state agencies to cope with this emergency.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, do not apply to any such suspension issued by the Executive Office of the Governor.  No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    B. Each state agency may suspend the provisions of any regulatory statute prescribing the procedures for conduct of state business or the orders or rules of that agency, if strict compliance with the provisions of any such statute, order, or rule would in any way prevent, hinder, or delay necessary action in coping with the emergency.  This includes, but is not limited to, the authority to suspend any and all statutes, rules, ordinances, or orders which affect leasing, printing, purchasing, travel, and the condition of employment and the compensation of employees.  In accordance with section 252.3611(1), Florida Statutes, any agency order, declaration, or other action suspending a statute or rule shall specify each statute or rule being amended or waived, if applicable, and the expiration date for the order or action.  The requirements of sections 252.46 and 120.54(4), Florida Statutes, shall not apply to any such suspension issued by a state agency.  No such suspension shall remain in effect beyond the expiration of this Executive Order, including any extension thereof.
    C. In accordance with section 252.38(3), Florida Statutes, each political subdivision within the State of Florida may waive the procedures and formalities otherwise required of the political subdivision by law pertaining to:
    1) Performance of public work and taking whatever prudent action is necessary to ensure the health, safety, and welfare of the community;
    2) Following local procurement and contracting policies;
    3) Entering into contracts; however, political subdivisions are cautioned against entering into time and materials contracts without a ceiling as defined by 2 CFR 200.318(j) or cost plus a percentage of cost contracts prohibited by 2 CFR 200.324(d);
    4) Incurring obligations;
    5) Employment of permanent and temporary workers;
    6) Utilization of volunteer workers;
    7) Rental of equipment;
    8) Acquisition and distribution, with or without compensation, of supplies, materials, and facilities; and
    9) Appropriation and expenditure of public funds.
    D. All agencies whose employees are certified as disaster service volunteers within the meaning of section 110.120(2)(d), Florida Statutes, may, in accordance with section 110.120(3), Florida Statutes, release any such employees for such service as requested by the employee to meet this emergency.
    E. The Secretary of the Florida Department of Transportation (DOT) may:
    1) Waive the collection of tolls and other fees and charges for the use of the Turnpike and other public highways, to the extent such waiver may be needed to provide emergency assistance or facilitate the evacuation of the affected counties;
    2) Manage the flow of traffic or close any and all roads, highways, and portions of highways as may be needed for the safe and efficient transportation of evacuees to those counties that the State Coordinating Officer may designate as destination counties for evacuees in this emergency;
    3) Suspend enforcement of the registration requirements pursuant to section 316.545(4), Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;
    4) Waive by special permit the warning signal requirements in the Utility Accommodations Manual to accommodate public utility companies from other jurisdictions which render assistance in restoring vital services; and
    5) Waive the size and weight restrictions for divisible loads on any vehicles transporting emergency equipment, services, supplies, and agricultural commodities and citrus as recommended by the Commissioner of Agriculture, allowing the establishment of alternate size and weight restrictions for all such vehicles for the duration of the emergency.  The DOT shall issue permits and such vehicles shall be subject to such special conditions as the DOT may endorse on any such permits.

    Nothing in this Executive Order shall be construed to allow any vehicle to exceed weight limits posted for bridges and like structures, or relieve any vehicle or the carrier, owner, or driver of any vehicle from compliance with any restrictions other than those specified in this Executive Order, or from any statute, rule, order, or other legal requirement not specifically waived or suspended herein or by supplemental order by the State Coordinating Officer.
    F. The Executive Director of the Department of Highway Safety and Motor Vehicles (DHSMV) may:
    1) Suspend enforcement of the registration requirements pursuant to sections 316.545(4) and 320.0715, Florida Statutes, for commercial motor vehicles that enter Florida to provide emergency services or supplies, to transport emergency equipment, supplies or personnel, or to transport FEMA mobile homes or office style mobile homes into or from Florida;
    2) Waive the hours-of-service requirements for such vehicles;
    3) Suspend the enforcement of the licensing and registration requirements under the International Fuel Tax Agreement (IFTA) pursuant to chapter 207, Florida Statutes, and the International Registration Plan (IRP) pursuant to section 320.0715, Florida Statutes, for motor carriers or drivers operating commercial motor vehicles that are properly registered in other jurisdictions and that are participating in emergency relief efforts through the transportation of equipment and supplies or providing other assistance in the form of emergency services;
    4) Waive fees for duplicate or replacement vessel registration certificates, vessel title certificates, vehicle license plates, vehicle registration certificates, vehicle tag certificates, vehicle title certificates, handicapped parking permits, replacement drivers’ licenses, and replacement identification cards and to waive the additional fees for the late renewal of or application for such licenses, certificates, and documents due to the effects of adverse weather conditions; and
    5) Defer administrative actions and waive fees imposed by law for the late renewal or application for the above licenses, certificates, and documents, which were delayed due to the effects of adverse weather conditions, including in counties wherein the DHSMV has closed offices, or any office of the County Tax Collector that acts on behalf of the DHSMV to process renewals has closed offices due to adverse weather conditions.  Recordkeeping and other applicable requirements for existing IFTA and IRP licensees and registrants are not affected by this Executive Order.  The DHSMV shall promptly notify the State Coordinating Officer when the waiver is no longer necessary.
    G. In accordance with section 465.0275(2), Florida Statutes, pharmacists may dispense up to a 30-day emergency prescription refill of maintenance medication to persons who reside in an area or county covered under this Executive Order and to emergency personnel who have been activated by their state or local agency but who do not reside in an area or county covered by this Executive Order.  In accordance with section 465.019(4)(b), Florida Statutes, a hospital that operates a Class II or Class III institutional pharmacy located in an area or county covered under this Executive Order may prescribe and dispense a supply of medicinal drug lasting up to 72 hours.
    H. All state agencies responsible for the use of state buildings and facilities may close such buildings and facilities in those portions of the State affected by this emergency, to the extent necessary to meet this emergency.  I direct each state agency to report the closure of any State building or facility to the WebEOC system utilized by the Division of Emergency Management.  Under the authority contained in section 252.36, Florida Statutes, I direct each county to report the closure of any building or facility operated or maintained by the county or any political subdivision on a daily basis to the WebEOC system.  Furthermore, I direct the Secretary of the Department of Management Services to:
    1) Maintain an accurate and up-to-date list of all such closures; and
    2) Provide that list daily to the State Coordinating Officer.
    I. All State agencies may abrogate the time requirements, notice requirements, and deadlines for final action on applications for permits, licenses, rates, and other approvals under any statutes or rules under which such application are deemed to be approved unless disapproved in writing by specified deadlines.  All such time requirements that have not yet expired as of the date of this Executive Order are suspended and tolled to the extent necessary to meet this emergency.
    J. All agencies shall implement Selected Exempt Services (SES) Extraordinary Payment Plans and Career Service Regular Compensatory Leave Payment Plans for:
    1) All essential agency personnel who are required to work extraordinary hours when state-owned or state-operated facilities are closed in response to an emergency condition.  Employees who are eligible to receive extraordinary pay under the agency’s activated plan shall accrue special compensatory leave credits for work performed during facility closures up to the number of hours in the employee’s established workday.  For these employees, any additional time worked beyond the employee’s established workday during facility closures will result in extraordinary pay;
    2) All agency personnel who are assigned to the State Emergency Operations Center and are required to work extraordinary hours; and
    3) All agency personnel who are deployed throughout the state in response to an emergency condition and are required to work extraordinary hours.
    K. All State agencies may waive the forty-day time limit to issue a warrant pursuant to section 215.422(3)(b), Florida Statutes.  This waiver applies to invoices and reimbursement requests arising from this emergency that were received, inspected, and approved by the agency prior to the expiration of this Executive Order, including any extension thereof.  This waiver of section 215.422(3)(b), Florida Statutes, and all waivers based upon this waiver shall expire upon the expiration of this Executive Order, including any extension thereof.
    L. The provisions of section 934.50, Florida Statutes, excluding subsection (4), are waived for state and local agencies conducting emergency operations arising from the state of emergency for the limited purpose of capturing aerial evidence concerning the amount of damage sustained to private and public property; to assist in search, rescue, and recovery activities; and prevent imminent danger to life or serious damage to property.

    Section 5.  All public facilities, including elementary and secondary schools, community colleges, state universities, and other facilities owned or leased by the state, regional or local governments that are suitable for use as public shelters shall be made available at the request of the local emergency management agencies to ensure the proper reception and care of all evacuees.  Under the authority contained in section 252.36, Florida Statutes, I direct the Superintendent of each public-school district in the State of Florida to report the closure of any school within its district to the Commissioner of the Florida Department of Education.  Furthermore, I direct the Commissioner of the Department of Education to:
    A. Maintain an accurate and up-to-date list of all such closures; and
    B. Provide that list daily to the State Coordinating Officer.

      Section 6. I find that the demands placed upon funds specifically appropriated to state and local agencies for disaster relief or response are unreasonably great and that such funds may be inadequate to pay the costs of coping with this emergency.  In accordance with section 252.37(2), Florida Statutes, I direct that sufficient funds be made available, as needed, by transferring and expending moneys from the Emergency Preparedness and Response Fund.

    Section 7.   All state agencies entering emergency orders, emergency rules, or other emergency actions in response to this emergency shall advise the State Coordinating Officer contemporaneously or as soon as practicable thereafter, and, pursuant to section 252.36(3)(b), Florida Statutes, shall submit the order or declaration to the Division of Administrative Hearings within five (5) days of issuance.
           

      Section 8. Medical professionals and workers, social workers, and counselors with good and valid professional licenses issued by states other than the State of Florida may render such services in Florida during this emergency for persons affected by this emergency with the condition that such services be rendered to such persons free of charge, and with the further condition that such services be rendered under the auspices of the American Red Cross or the Florida Department of Health.

    Section 9. Pursuant to section 501.160, Florida Statutes, it is unlawful and a violation of section 501.204, Florida Statutes, for a person to rent or sell or offer to rent or sell at an unconscionable price within the area for which the state of emergency is declared, any essential commodity including, but not limited to, supplies, services, provisions, or equipment that is necessary for consumption or use as a direct result of the emergency.

    Section 10. Under the authority contained in sections 252.36(6)(a), (g), and (m), Florida Statutes, I direct that, for the purposes of this emergency, the term “essentials”, as defined by section 252.359(2), Florida Statutes, shall be the same as and no more expansive than the term “commodity”, as defined by section 501.160(1)(a), Florida Statutes (hereinafter referred to collectively or alternatively as “essential commodities”).  Accordingly, any person who delivers essential commodities to a location in the area(s) declared to be under a state of emergency by this Executive Order, and when necessary to ensure that those commodities are made available to the public, may travel within evacuated areas and exceed curfews, provided the State Coordinating Officer determines, after consultation with the appropriate Emergency Support Function(s), that:
    A. Law enforcement officials in the declared area(s) can provide adequate security to protect the essential commodities from theft;
    B. The weight of a delivery vehicle will not jeopardize the structural integrity of any roadway or bridge located within the declared area;
    C. Delivery vehicles will not negatively impact evacuation activities in the declared area(s); and
    D. Delivery vehicles will not negatively impact any response or recovery activities occurring within the declared area(s).
    After consulting with the appropriate Emergency Support Function(s), and after consulting with local officials, the State Coordinating Officer may dictate the routes of ingress, egress, and movement within the declared area(s) that drivers must follow when delivering essential commodities.
    Provided he or she is actually delivering medications, any person authorized to deliver medications under chapter 893, Florida Statutes, qualifies as a person delivering essential commodities.
    In order to qualify as a person delivering essential commodities under this section, a person must be in the process of delivering essential commodities only.  If an individual is transporting both essential and non-essential commodities, then this section shall not provide any authorization for that individual to enter into or move within the declared area(s).

    Section 11.  Consistent with Executive Order 80-29, nothing in this Executive Order shall prevent local jurisdictions in any area not declared to be under a state of emergency by this Executive Order from taking prompt and necessary action to save lives and protect the property of their citizens, including the authority to compel and direct timely evacuation when necessary.

    Section 12. I authorize the Florida Housing Finance Corporation to distribute funds pursuant to section 420.9073, Florida Statutes, to any county, municipality, or other political subdivision located within the area(s) declared to be under a state of emergency by this Executive Order.  The authority of the Florida Housing Finance Corporation to distribute funds in connection with this emergency shall expire six months after the expiration of this Executive Order, including any extension thereof.

    Section 13.  Pursuant to sections 252.36(6)(b) and 252.35(2)(z), Florida Statutes, it is further ordered that all Disaster Debris Management Sites and landfills in all counties impacted by Hurricane Helene shall remain open and allow twenty-four-hour debris drop off.

    Section 14. All actions taken by the Director of the Division of Emergency Management with respect to this emergency before the issuance of this Executive Order are ratified.

              Section 15.  This Executive Order is effective immediately and shall expire sixty (60) days from this date unless extended.

It is deeply disappointing that the administration is deciding to discontinue the CHNV parole program that has provided those fleeing Cuba, Venezuela, Nicaragua, and Haiti with a critical lifeline. 

    “We can both secure our border and provide relief to immigrants who need our help. These are not mutually exclusive goals. They should not leave the more than 500,000 individuals who have benefited from this program in limbo. The Biden administration should reconsider this decision.”

  • MIL-OSI Security: Mexican National Pleads Guilty to Charge Stemming from Smuggling and Labor Trafficking Scheme

    Vanessa Roberts Avery, United States Attorney for the District of Connecticut, announced that PORFIRIA MARIBEL RAMOS SANCHEZ, 47, a citizen of Mexico last residing in Vernon, pleaded guilty today before U.S. District Judge Kari A. Dooley in Bridgeport to a charge stemming from her involvement in a scheme to smuggle aliens into the U.S., harbor them at Hartford area residences, force them to work, and threaten to harm them in various ways if they failed to pay exorbitant fees, interest, and other living expenses.

    According to court documents and statements made in court, beginning in September 2022, the FBI and Hartford Police interviewed several Mexican nationals who disclosed that they were smuggled from Mexico into the U.S. and transported to Hartford.  The investigation revealed that victims typically arranged with Ramos, her co-conspirators in Connecticut, and associates in Mexico to cross the border into the U.S. in exchange for a fee of between $15,000 and $20,000 that each would need to pay once they were in the U.S.  In most cases, the victims were required to turn over a property deed as collateral before leaving Mexico.  They were then smuggled across the border and transported to Hartford area residences, often at a substantial risk of bodily injury or death.

    After the victims arrived in Connecticut, they were told that they would have to pay $30,000, with interest, and that they would have to pay Ramos and her co-coconspirators for rent, food, gas and utilities.  The co-conspirators created false documents for the victims, including Permanent Residence cards and Social Security cards, and helped the victims find employment in the Hartford area.  In addition to their own jobs, some victims were required to perform housework and yardwork without compensation and without having their debt reduced.

    Victims were rarely provided with an accounting of their debt.  If victims failed to make regular payments, or in amounts that the co-conspirators expected, they were sometimes threatened, including with threats to harm family members in Mexico, to take property in Mexico that had been secured as collateral, to reveal victims’ immigration status to U.S. authorities, and to raise their interest payments.

    To date, investigators have identified 18 victims of this scheme.

    Ramos pleaded guilty to conspiracy to encourage and induce, bring in, transport, and harbor aliens, an offense that carries a maximum term of imprisonment of 10 years.  Judge Dooley scheduled sentencing for January 6, 2025.

    As part of her plea agreement, Ramos has agreed to a restitution order of $494,608.  In partial satisfaction or her restitution obligation, Ramos and her husband have agreed to sell a property they own at 74 Burnside Avenue in East Hartford, which was used to facilitate this criminal offense.

    Ramos has been detained since her arrest on October 5, 2023.

    U.S. Attorney Avery stressed that a criminal complaint is not evidence of guilt.  Charges are only allegations, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.

    This investigation is being conducted by the Federal Bureau of Investigation, Hartford Police Department, U.S. Department of Labor – Office of Inspector General, U.S. Customs and Border Protection, U.S. Citizenship and Immigration Services, and U.S. Immigration and Customs Enforcement.  The case is being prosecuted by Assistant U.S. Attorneys Angel Krull and Shan Patel.

Having entered the diplomatic service of the Holy See on 1 July 2006, he worked at the Pontifical Representations in Georgia, Sweden, the United States of America and Gabon, and at the General Affairs Section of the Secretariat of State. From 15 December 2021 to 19 March 2024 he was extraordinary commissioner for the Papal Basilica of Santa Maria Maggiore. On 11 February 2023 he was appointed titular Archbishop of Tolentino and on the following 15 April he received episcopal ordination, in the Basilica of Santa Maria Maggiore in Rome, from Cardinal Pietro Parolin, Secretary of State of His Holiness.          WHEREAS, on October 5, 2024, I issued Executive Order 24-214, declaring a state of emergency for thirty-five counties across the State of Florida due to the dangers presented by Tropical Storm Milton; and

         WHEREAS, on October 6, 2024, Tropical Storm Milton continues to strengthen, and is forecast to undergo significant to rapid intensification over the next seventy two hours as it moves eastward over the central and eastern Gulf of Mexico; and

         WHEREAS, the forecast indicates that Tropical Storm Milton will be at or near a
    catastrophic major hurricane upon landfall along the Florida West Coast, accompanied by lifethreatening storm surge and severe wind gusts for the Florida Gulf Coast; and

         WHEREAS, an amendment to Executive Order 24-214 is necessary because recovery efforts and those affected by this disaster require the continued support of the State of Florida; and

         WHEREAS, as Governor of Florida, I am responsible to meet the dangers presented to the State of Florida and its people by this emergency.

         NOW, THEREFORE, I, RON DESANTIS, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section 1 (a) of the Florida Constitution and by the Florida Emergency Management Act as amended, and all other applicable laws, promulgate the following Executive Order, to take immediate effect:

    Section 1. Section 1 of Executive Order 24-214 is amended to read as follows:
    Because of the foregoing conditions, which are projected to constitute a major disaster, I declare that a state of emergency exists in Alachua, Baker, Bradford, Brevard, Broward, Charlotte, Citrus, Clay, Collier, Columbia, DeSoto, Dixie, Duval, Flagler, Gilchrist, Glades, Hamilton, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lafayette, Lake, Lee, Levy, Madison, Manatee, Marion, Martin, Miami-Dade, Monroe, Nassau, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie Sumter, Suwanee, Taylor, Union, and Volusia counties.

    Federal Assistance for Hurricane Helene Survivors Surpasses $137 Million as Biden-Harris Administration Continues Response and Recovery Efforts in Southeast and Closely Monitors Storm in the Gulf

    WASHINGTON — FEMA continues its robust response and recovery efforts in the Southeast following the devastation caused by Helene. Federal assistance for survivors has now surpassed $137 million, with FEMA’s mission remaining steadfast in helping communities recover and rebuild. 

    FEMA Administrator Deanne Criswell is leading one of the largest mobilizations of federal personnel, partners and resources in recent history to heed the call of helping survivors and bolstering efforts across all levels of government. The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by the disaster. Nearly 7,000 personnel from across the federal workforce are deployed, including FEMA staff. To date, FEMA has shipped over 14.9 million meals, more than 13.9 million liters of water, 157 generators and more than 505,000 tarps to the region. 

    As response and recovery efforts continue in the Southeast, FEMA is closely monitoring Tropical Storm Milton, which has formed in the Gulf of Mexico. FEMA has the resources and capacity to address multiple disasters simultaneously and is fully prepared to support affected communities wherever and whenever needed. Preparedness efforts are underway and FEMA stands ready to respond to any potential impacts on communities in the storm’s path while also prioritizing search and rescue, response and recovery efforts in in the affected areas. People in Milton’s path should take the storm seriously and prepare now.

    Disaster survivors in certain areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Support for North Carolina

    Financial Support: FEMA has approved more than $30 million in housing and other types of assistance for over 27,000 households.

    Staffing: As response efforts continue in North Carolina, more than 700 FEMA staff are on the ground, with more arriving daily. Over 1,200 Urban Search and Rescue personnel remain in the field helping people. These teamshave rescued or supported over 3,200 survivors to date. Dozens of Disaster Survivor Assistance staff are on the ground in affected areas to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. Over 1,000 National Guard Bureau troops have deployed to North Carolina to support response and recovery efforts. To date, troops have delivered nearly one million pounds of food, water and other supplies. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Over 800 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance. 

    Shelter numbers continue to decline, with 22 shelters housing just under 1,000 occupants. Mobile feeding operations continue to help survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties.  

    Power and Cellular Restoration: As of today, more than 86% of originally reported power outages have been restored. Cellular restoration continues to improve, with less than 20% of cellular sites down. FEMA is boosting response coordination by providing Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. The agency is on track to meet requested delivery timelines for meals and water. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. The Salvation Army has nine mobile feeding units supporting the massive operation and has provided emotional and spiritual care to more than 900 people. To date, The Salvation Army has served over 12,600 meals, 9,600 drinks and 5,600 snacks. The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    Support for Florida  

    As recovery efforts continue in Florida, FEMA has approved more than $71 million for over 11,000 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina 

    As recovery efforts continue in South Carolina, FEMA has approved over $5.7 million for more than 5,500 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.  

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia 

    FEMA has approved over $30 million for more than 38,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    Resources: Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene. 

    Support for Virginia  

    To date, FEMA has approved more than $330,000 for over 60 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Support for Tennessee 

    FEMA has approved more than $175,000 for disaster assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts. 

    Counties have started establishing donation centers. For the evolving list, visit TEMA’s website. 

    Voluntary Organizations

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by the Red Cross Hurricane Helene Reunification page where people can enter pertinent information about the person they’re  looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children. 

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.

    President Biden ordered 500 additional active-duty troops to support on-the-ground efforts; 1,500 troops now mobilized to assist National Guard and Federal personnel

    Under President Biden and Vice President Harris’s direction, the Administration continues to mobilize a robust, intensive, and whole-of-government response to the impacts of Hurricane Helene. As life-saving response efforts continue in heavily impacted areas, the Administration is also working to ensure communities across the Southeast have prompt access to Federal resources that will enable them to both purchase essential items and begin their road to recovery and rebuilding.

    Today, in response to North Carolina Governor Roy Cooper’s request for additional support, President Biden ordered that another 500 active-duty troops move into Western North Carolina. With a total of 1,500 troops now supplementing a robust on-the-ground effort – including more than 6,100 National Guardsmen and more than 7,000 Federal personnel – the Biden-Harris Administration is mobilizing all relevant resources to support families as they begin their road to rebuilding.

    The Administration has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $137 million in Federal assistance – with more to come. Over the last several days, the Administration has contacted nearly 450 state, city, and county officials in impacted states to ensure they have the support and resources they need. 

    The Administration is committed to ensuring that all communities receive accurate information that is essential to their recovery. The Administration, including FEMA, has been tracking and combatting the significant amount of false information circulating online related to the Federal response – which can discourage people from seeking critical and life-saving assistance. The Administration is actively working to identify and combat this misinformation and disinformation and support survivors in every possible way. 

    President Biden and Vice President Harris have traveled throughout the Southeast this week to meet with impacted communities and, during their travels, have reaffirmed that the Administration will be with impacted communities every step of the way, no matter how long it takes, to ensure they have the support and resources they need to recover and rebuild. While there is a long way to go on the road to full recovery and rebuilding, Republican and Democratic leaders from across the country have praised the Administration’s well-coordinated response and surge of resources in the aftermath of Helene’s landfall – including South Carolina Governor Henry McMaster, Georgia Governor Brian Kemp, Virginia Governor Glenn Youngkin, North Carolina Governor Roy Cooper, South Carolina Senator Lindsey Graham, and Asheville Mayor Esther Manheimer.

    Additionally, the Federal government is closely monitoring Tropical Storm Milton in the Gulf of Mexico, which has the potential to have significant impacts along the West coast of the Florida Peninsula by mid-next week. Residents in Florida should remain alert, listen to local officials, and make additional preparations as needed.

    Additional updates on the Federal response include: 

    Active-Duty Service Members Delivering Life-Saving Supplies to North Carolinians

    In response to North Carolina Governor Roy Cooper’s request for additional support, today President Biden directed another 500 troops move into Western North Carolina. These troops have advanced technological assets to provide greater situational awareness on the ground and will assist with future resource planning across the region. These additional 500 troops supplement the nearly 1,000 soldiers from Fort Liberty, North Carolina, and Fort Campbell, Kentucky, who have already been mobilized through the Department of Defense and in coordination with FEMA to support the residents and affected counties in Western North Carolina.

    In support of the state and North Carolina National Guard, these active-duty troops are focusing their efforts on moving valuable commodities—like food and water—to distribution sites, getting those commodities to survivors in areas that are hard to reach. They are also working on road stabilization and route clearance activities. 

    In addition, the Department of Defense is providing rotary wing assets from the Army and Navy for personnel movement and commodity distribution across the affected region. Fixed and rotary wing assets from the Air Force are conducting search and rescue activities.  

    The US Army Corps of Engineers has established 12 Emergency Operations Centers across the southeast, with three in North Carolina. The Army Corps of Engineers also has emergency power teams conducting assessments in North Carolina and Georgia as well as water/wastewater assessments, bridge and road inspections, and debris removal efforts in North Carolina and Florida.

    Over 6,000 National Guard personnel from 18 States are spearheading the response effort across the impacted region, providing critical life-saving and life-sustaining support to the victims of this unprecedented natural disaster.  

    Supporting On-The-Ground Response Efforts

    The Biden-Harris Administration is actively working alongside state, local and Tribal partners to assess damage and support those affected by the disaster. 

    The Federal government has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $137 million in federal assistance. More than 7,000 personnel from across the Federal workforce are deployed, including U.S. Forest Service Saw Teams to help clear debris in remote areas. To date, FEMA has shipped over 14.9 million meals, more than 13.9 million liters of water, more than 505,000 tarps to the region, and installed 157 generators at critical facilities such as hospitals and water treatment plants.

    President Biden has approved 100 percent Federal cost share for Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia. This means that the Federal government will cover 100 percent of the costs associated with things like debris removal, first responders, search and rescue, shelters, and mass feeding.

    Repairing Roads and Re-Establishing Critical Routes 

    The U.S. Department of Transportation’s Federal Highway Administration (FHWA) announced the immediate availability of $100 million in Emergency Relief funds for the North Carolina Department of Transportation to help pay for the costs of immediate emergency work resulting from Hurricane Helene flood damage. The Department also announced $32 million for the Tennessee Department of Transportation. This is in addition to the $2 million announced for use by the South Carolina Department of Transportation.

    These funds will allow the states to act more quickly to fund eligible repairs to their damaged facilities. FHWA’s Emergency Relief program provides funding to states, territories, Tribes, and Federal Land Management Agencies for highways and bridges damaged by natural disasters or catastrophic events. These Emergency Relief funds, provided through the “quick release” process, are an initial installment of funds toward restoring this essential transportation link. Additional funds needed to repair damage will be supported by the Emergency Relief program through nationwide funding allocations.

    Restoring Power and Critical Communications 

    As of this morning, approximately 384,000 customers are without power, down more than 91 percent from the region-wide peak of 4.6 million on September 27. At least 50,000 personnel from 41 states, the District of Columbia, and Canada are responding to power outages in the Southeast and Appalachia.

    Additionally, FirstNet, an independent agency within the U.S. Department of Commerce’s National Telecommunications and Information Administration, has been instrumental in providing critical communication support during Hurricane Helene. The FirstNet Response Operations Group deployed 19 SatCOLTs (light trucks with mounted cellular towers) and numerous portable cellular sites to the hardest-hit areas, including North Carolina, Georgia, South Carolina, and Florida. So far, FirstNet has provided cell service and internet access to over 75,000 first responders and survivors affected by the storm, while power and connectivity is being restored.

    Calling on Congress to Provide More Disaster Assistance to Communities 

    President Biden wrote a letter to Congressional leaders calling on them to provide more funding for disaster relief efforts. President Biden warned that most urgently, the Small Business Administration’s (SBA) disaster loan program will run out of funding in a matter of weeks and well before the Congress is planning to reconvene. Small businesses and individuals in affected areas depend on disaster loans as a critical lifeline during difficult times. In fact, for individual disaster survivors, SBA loans are often the largest source of Federal disaster recovery funds. Renters and homeowners use these loans to repair and rebuild their homes as well as replace or repair damaged property including their personal vehicles, while businesses use them to cover basic operating expenses. President Biden urged the Congress to restore this funding immediately. SBA is already receiving over 3,000 loan applications a day from people affected by Hurricane Helene.

    The President also warned that, while FEMA’s Disaster Relief Fund has the resources it requires right now to meet immediate needs, the fund does face a shortfall at the end of the year. Without additional funding, FEMA would be required to forego longer-term recovery activities in favor of meeting urgent needs. He called on the Congress to provide FEMA additional resources to avoid forcing that kind of unnecessary trade-off and to give the communities we serve the certainty of knowing that help will be ongoing, both for the short- and long-term.

    Administration’s Ongoing Response Efforts Supplement Significant Pre-Landfall Preparations

    The Biden-Harris Administration took significant steps and made extensive preparations prior to Helene making landfall. Two days in advance of Helene making landfall on September 26, the Administration began preparations in coordination with State and local partners. 

    On September 24, FEMA stood up their National Response Coordination Center (NRCC) at FEMA Headquarters in Washington, D.C., charged with monitoring the storm’s track and coordinating national-level emergency response teams. FEMA Region V also activated its Regional Response Coordination Center in Atlanta on September 24, gathering personnel to monitor the storm on the ground close to the anticipated impact and begin planning a response and deployed Incident Management Teams to state Emergency Operations Centers in the storm’s path to coordinate and speed Federal support to response operations.

    At the President’s direction, 1,500 Federal personnel were deployed to the region, including 14 Urban Search and Rescue teams (940 personnel) to potentially affected states, including eight teams to Florida; two teams to Georgia; and four teams to North Carolina and FEMA setup up an incident support base in coordination with the 42d Air Base Wing at Maxwell Air Force Base, Alabama. 

    The Federal government pre-staged in the region:

    • More than 2.7 million meals, 1.6 million liters of water, 50,000 tarps, 10,000 cots, and 20,000 blankets to support sheltering needs in impacted communities;
    • Tanker trucks with 70,000 gallons of diesel fuel and 40,000 gallons of gasoline to surge to impacted communities once the storm passed to help alleviate any fuel shortages; and;
    • Hundreds of ambulances to assist with the movement of any patients out of impacted hospitals or other facilities.

    In advance of landfall, President Biden approved five Governors’ Emergency Declaration requests for Alabama, Florida, Georgia, North Carolina, and South Carolina prior to Helene’s landfall. He also immediately approved Emergency Declaration requests that the Governors of Tennessee and Virginia submitted shortly after landfall. These declarations authorized FEMA to reimburse State and local jurisdictions for costs incurred for pre-storm emergency measures including: evacuating and sheltering residents, search and rescue operations, sandbagging, covering costs associated with Emergency Operation Centers, and first responder activation.

  • MIL-OSI USA News: Statement from President Joe  Biden on Hurricane Helene  Response

    Since before Hurricane Helene made landfall, my Administration has mobilized an intensive Federal response to ensure impacted communities have the resources and support they need. As part of that ongoing commitment, and in response to Governor Cooper’s request for additional support, today I ordered another 500 active-duty troops with advanced technological assets to move into Western North Carolina and assist with the response and recovery efforts. With a total of 1,500 troops now supplementing a robust on-the-ground effort – including more than 6,100 National Guardsmen and more than 7,000 Federal personnel – my Administration is sparing no resource to support families as they begin their road to rebuilding.
     
    Additionally, I have been briefed on Tropical Storm Milton as it strengthens across the Gulf of Mexico and the work my Administration is doing to preposition life-saving resources in advance of the storm. I urge all residents in Florida to listen to local officials and make preparations as needed.
     
    As these communities brace for potentially yet another catastrophic storm, and as part of my Administration’s solemn obligation to stand with impacted communities as they rebuild their lives, we will continue working hand-in-hand with local and state leaders – regardless of political party and no matter how long it takes.

  • MIL-OSI Global: Canada has always had a ‘tap on, tap off’ immigration policy aimed primarily at filling jobs

    The federal government will soon announce its immigration plan and immigration levels for the next three years. Prime Minister Justin Trudeau’s Liberals have already signalled, however, that the number of immigrants will decline from the levels of the past several years.

    The government has been under fire for its immigration policy and must move carefully with a federal election likely next year. The increase in housing costs is cited by critics as consequence of too many immigrants arriving in Canada over a short period of time.

    Sharp increases and decreases in the number of immigrants are nothing new in Canada’s history. Historically, immigration policy has been “tap on, tap off,” with immigration levels increased when the unemployment rate falls and reduced when unemployment rises. Immigration has always been thinly veiled labour market policy; that is, a way to fill jobs.

    Influx of immigrants

    In 1913, an estimated 400,900 immigrants arrived in Canada, accounting for five per cent of the country’s population. At that time, the government sought farmers to settle the Prairies and allow the western expansion of Canada.

    It took more than a century — until 2021 under Trudeau — before a larger number of immigrants was accepted in a single year; 406,000 were admitted.

    But those who came in 2021 accounted for only one per cent of the nation’s much larger population, rather than five per cent in 1913.

    When the Liberals came to power in late 2015, the national unemployment rate was seven per cent and dropping. By 2019, it was under six per cent, a level not experienced for nearly half a century.

    The economy was humming with low unemployment and inflation, allowing the immigration tap to be turned on. From 2017-19, 300,000 immigrants were accepted each year, but from 2021 to 2023, that increased to a record high of about 430,000 annually.

    In the past decade, employers have benefited from high levels of immigration and voiced few complaints. Businesses know that labour costs are kept low when immigrants flood into the job market.

    International students

    What has made the nation’s immigration policy distinct under Trudeau is that the tap has also been turned on for international students. These students are not immigrants, but rather are allowed to enter Canada and, initially, remain only during the time they are studying.

    In the past several decades Canada, Australia, the United Kingdom and the United States have become extraordinarily attractive for college and university students.

    Middle-class families in China, India, Brazil and other countries are willing to spend what is required to send their children to study abroad.

    Universities and colleges covet international students as a source of income since they pay twice or more what local students pay in tuition.

    The additional income earned by post-secondary institutions from international students has allowed provincial governments to limit tuition fee increases for Canadian students. For example, the Ontario government reduced tuition fees by 10 per cent in 2019 and has kept tuition frozen for local students ever since.

    Permanent citizenship pathways

    When the Liberals came to power, there were about 300,000 international students in Canada. Last year, that number reached one million. Immigration rules were tweaked in the past decade to open paths to permanent citizenship for some international students and their families.

    Some believe the combination of high immigration rates and a large number of international students has created an unsustainable situation as housing costs in many parts of Canada increase significantly over the past several years.

    Suddenly, earlier this year, the federal government placed limits on the number of student visas it would issue annually to reduce the flow of students coming from abroad. Provinces and educational institutions were furious, especially by the lack of advance notice and the loss of expected revenues.

    However, rapid swings in immigration policy are a feature of Canada’s history. After welcoming 400,000 immigrants in 1913, only 10 per cent of that number were granted entry five years later.

    Sharp U-turns

    The causes that necessitated the recent sharp U-turn in the number of international student visas — and limiting the pathways to students and their dependants to become immigrants — are instructive.

    The federal government ignored the fact that colleges and universities were not equipped for the massive ramp-up of foreign student enrolment. Some post-secondary institutions, particularly those operated for profit, took advantage of incoming students by providing sub-standard education.

    A closer monitoring of the impact of high numbers of international students would have allowed the federal government to more gradually adjust the visa tap. More consultation between all levels of government would have permitted problems to quickly reach the appropriate decision-makers.

    Moving forward, the federal government would do well to better monitor the impacts of immigration levels. More consultation with other levels of government, employers and stakeholders will result in more gradual adjustments to the number of newcomers who are — and always have been — critical to Canada’s economic and cultural successes.

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts for Tropical Storm Milton

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Florida Division of Emergency Management Executive Director Kevin Guthrie at the State Emergency Operations Center to provide updates on preparedness efforts for Tropical Storm Milton.

    As of 8 a.m., Tropical Storm Milton is located about 860 miles west-southwest of Tampa, Florida, with maximum sustained wind gusts near 60 mph. Milton is forecast to move across the Gulf of Mexico and approach the west coast of Florida by midweek.

    Governor DeSantis issued Executive Order 24-215, amending EO 24-214 and declaring a state of emergency for 51 counties.

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) has activated the State Emergency Operations Center to Level 1 since Tuesday, September 24, for Hurricane Helene, and is at a Level 1 for Tropical Storm Milton as of today, October 6, leading coordination efforts for the State Emergency Response Team.
    • The Florida Department of Veteran’s Affairs (FDVA) storm preparations are underway at all State Veterans’ Nursing Homes in anticipation of Tropical Storm Milton’s landfall.
    • The Florida Department of Law Enforcement (FDLE) is performing maintenance on all equipment deployed during Hurricane Helene to ensure it is ready for use in Tropical Storm Milton.
    • FDLE Regional Operations Centers in Tampa and Fort Myers are establishing their Regional Law Enforcement Coordination Teams (RLECT).
    • FDLE agents working Operation Blue Ridge are demobilizing to respond to Tropical Storm Milton. Maintenance is being conducted on equipment returning from North Carolina.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has readied high-water vehicles and all other storm response resources statewide so they may be rapidly deployed to assist Floridians in need in the event of damage or flooding. Contingency plans based on forecasted landfall locations have been developed and remain flexible based on the storm’s projected path.
    • FWC officers are ready to deploy and respond with a variety of specialized equipment as necessary, such as:
      • Airboats
      • Shallow draft boats
      • ATVs/Side-by-sides
      • Larger platform vessels
      • Four-wheel vehicles
    • FWC Special Operations Group (SOG) teams will serve as reconnaissance units for the state and report on damage after the storm has made landfall.
    • FWC Aviation Section has been placed on standby and has readied all appropriate aircraft for potential deployment for aerial assistance, reconnaissance, and post-storm damage assessments when needed.

    Health and Human Services

    • The Florida Department of Health’s (DOH) deployed over 200 emergency response vehicles on the I4 Corridor in preparation for the storm.
    • The Agency for Health Care Administration (AHCA) has initiated an event in the Health Facility Reporting System (HFRS). Health care providers in the have been requested to provide information on census, available beds, evacuation status, accepting evacuees and generator needs from counties declared under EO-24-114. This information allows AHCA to assist healthcare providers in transferring patients if needed and ensure that health care providers in impacted areas have the necessary resources and adequate power.
    • The Department of Elder Affairs (DOEA) is contacting all our Area Agencies on Aging partners to receive updates on their ongoing preparation efforts and gather the status of any unmet needs.
    • The Agency for Persons with Disabilities (APD) will continue to host calls with APD leadership, regional and facilities to brief them on Tropical Storm Milton and provide updates on protective actions, the status of clients and residents, and anticipated unmet needs in potentially affected areas.

    Infrastructure, Roads and State Closures

    • The Florida Department of Transportation’s (FDOT) Tropical Storm Milton statewide preparedness efforts include clearing shoulders in preparation for potential Emergency Should Use (ESU):
      • Currently analyzing flooding vulnerabilities for major roadways and bridges.
      • Inspecting and clearing drainage systems, monitoring flood-prone and currently saturated areas, and pre-positioning pumps as appropriate.
      • Securing high mast lighting, maintenance yards, active construction projects, rest areas/welcome centers, service plazas, and weigh stations that had returned to normal since Hurricane Helene.
      • Replenishing fuel reserves, checking generator readiness, and pre-positioning assets as appropriate.
      • Completing repairs on malfunctioning vehicles and equipment in preparation for deployment.
      • Initiated communication with modal partners – seaports, airports, railroads, transit, and spaceports. All partners are currently in monitoring posture.
      • Staging ITS trailers, as well as drone teams and equipment are being prepped and ready to deploy as needed.
    • FDOT has removed over 53,339 cubic yards of debris to date.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road/bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
    • FDOT is supporting our local communities with supplemental sand and debris removal from local roads on the barrier islands in Pinellas and Manatee counties.
    • At the direction of Gov. DeSantis, FDOT is coordinating debris removal assignments for the Florida National Guard, Florida State Guard, Florida Highway Patrol, amongst others, who have activated available state personnel and resources to clear and haul remaining debris.
    • In preparation for Tropical Storm Milton, FDOT’s out-of-state deployed resources have begun to transition back to Florida operations.
    • The Florida Department of Environmental Protection (DEP) is coordinating with EPA’s Landfill Strike Teams to provide technical support and assistance for these sites. For counties and local governments in need of additional debris disposal locations, especially ahead of this new storm, DEP has approved all DDMS site requests.
    • Currently, 186 Disaster Debris Management Sites (DDMS) have been authorized to operate for Hurricane Helene.
    • Hurricane Helene kicked up significant amounts of sediment and sand along the coastlines in and along its path. DEP is working with local governments to manage the excess sand and continue removal efforts.
    • For sand that has accumulated on private properties, residents should return it to the beach if it appears clean, smells fresh and is free of debris. If the sand contains debris, residents should contact their local government to find the nearest disposal site. DEP has worked with counties to establish temporary staging areas to properly screen the sand before it is returned to the beach.
    • DEP is working with Florida’s Water/Wastewater Agency Response Network (FlaWARN), the Florida Rural Water Association and other response agencies to ensure preparations are underway to support drinking and wastewater facilities ahead of the anticipated heavy rains.
    • Florida’s water management districts are engaging local governments and drainage operators throughout the state and are available to provide technical and other support, including deploying temporary pumps to alleviate localized flooding. As part of standard operations, DEP and Florida’s water management districts continue to monitor water systems and river levels as the storm develops.
    • Currently, no Florida State Parks are closed because of this anticipated storm. For updates on state parks affected by Hurricane Helene or Tropical Storm Milton, please visit: FloridaStateParks.org/StormUpdates.
    • The Florida Highway Patrol (FHP) is staging high-water rescue vehicles in preparation for landfall.
    • FHP is prepared to deploy up to 120 Quick Response Force (QRF) Troopers to affected areas.
    • FHP is assisting with traffic control in St. Petersburg.
    • FHP air support and drone assets are staged and prepared to deploy when needed.
    • The Florida Department of Education (DOE) is actively monitoring Tropical Storm Milton and is working with school districts as they begin preparation efforts. The Department is also in close contact with districts that have been impacted by Hurricane Helene and will assist them with addressing critical needs ahead of the storm.     • The Florida Department of Business and Professional Regulation (DBPR) is staging assets and personnel across 13 offices statewide and is prepared to surge resources to areas impacted by Hurricane Helene that receive a second impact from Tropical Storm Milton.

    • FloridaCommerce activated the private sector hotline at (850) 815-4925, open daily 8:00 a.m. to 5:00 p.m. Inquiries may also be emailed to ESF18@em.myflorida.com.

    Official ceremony celebrated in Bridgetown for the 48th anniversary of the Barbados crimeBRIDGETOWN, Barbados – (October 6, 2024). This morning the official ceremony took place in Bridgetown for the 48th anniversary of the mid-flight explosion of Cubana de Aviación aircraft 455, which fell into the territorial waters of Barbados on October 6, 1976 and where 73 people were lost. life because of this terrorist act.  The Monument erected to the victims was also the scene to commemorate the 2nd anniversary of the CARICOM-Cuba Anti-Terrorism Day, as a result of the agreement adopted by the CARICOM countries and Cuba at the Summit held in December 2022. Government figures attended, members of the diplomatic corps accredited to the Island, members of the Cuba Barbados Friendship Association and the Pan-Africanist Movement, representatives of Barbadian social institutions and youth organizations, Cuban residents and members of the Barbados state mission, to pay posthumous tribute to the victims of such a horrendous crime. The Honorable Sandra Husbands, Acting Minister of the Ministry of Foreign Affairs and Foreign Trade of Barbados, began the oratory at this solemn event, remembering the tragedy that occurred almost five decades ago, shortly after the nations that members of CARICOM had initiated diplomatic relations with the Republic of Cuba. Although this terrorist action was designed to create terror in the Caribbean community, it instead strengthened the commitment to establish lasting bilateral and regional relations with Cuba, our brother country. “During these almost 50 years, relations between Cuba and Barbados have witnessed of the good relations that we maintain, which have been consolidated because we defend honor and integrity in an international context full of hardships, obstacles and challenges and only united can we overcome the fear that terrorist acts like this instill, “said the dignitary. She mentioned the multiple examples of Cuba’s solidarity with Barbados, with the CARICOM countries and with the rest of the world and ratified the commitment to continue strengthening the fraternal relations between the CARICOM countries and the Republic of Cuba. This profound loss that occurred near Payne’s Bay brought the harsh reality of terrorism to the shores of Barbados.     ALBUQUERQUE, N.M. — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Energy and Natural Resources Committee and the co-founder and co-chair of the Electrification Caucus, U.S. Senator Ben Ray Luján (D-N.M.), and U.S. Representative Gabe Vasquez (D-N.M.)  welcomed the U.S. Department of Energy’s (DOE) announcement that its Grid Deployment Office (GDO) is investing $1.5 billion for five electric transmission projects— including the Southline Transmission Project in southern New Mexico.  
    The funding will come from the Grid Deployment Office’s (GDO) Transmission Facilitation Program (TFP), a revolving fund program established by the Infrastructure Law that Heinrich, Luján, and Democrats in the New Mexico Congressional Delegation championed into law. The TFP helps overcome the financial hurdles facing transmission development through a number of innovative financing mechanisms. 
    “The investments that we unlocked through our Infrastructure Law and the Inflation Reduction Act are solidifying New Mexico’s leadership in building a cleaner, healthier, and more affordable energy future,” said Heinrich. “High-voltage transmission projects like Southline will be the backbone of our clean energy transition, delivering carbon-free power generated in New Mexico to market. They will also create high-quality careers that New Mexicans can build their families around, in their home communities. To get more transmission projects like Southline and SunZia built faster so we can connect more large-scale clean energy and storage projects onto the grid, it’s critical that Congress pass transmission permitting reform. I will continue pressing leaders from both parties to pass legislation to get that done.”

    With this funding, Southline will construct the second phase of its project: a new 108-mile, 345 kV high-voltage alternating current line that will deliver 1,000 MW of new, bidirectional capacity between Hidalgo County, New Mexico and Las Cruces, New Mexico.  
    Heinrich previously welcomed DOE funding for the first phase of the Southline Project, which included a 175-mile, 748 MW transmission line from Hidalgo County, New Mexico, to Pima County, Arizona, that will help unlock renewable energy development in southern New Mexico and deliver diverse sources of clean energy to growing markets in Arizona. Southline Phase 2 will add much-needed transmission capacity across the American Southwest, which is grappling with extensive power demands driven by residential, commercial, and industrial activity. 
    In August, Heinrich, Luján, and Vasquez also welcomed $1.8 million from DOE for the City of Lordsburg. As a community hosting the Southline Transmission Project, the City will launch the Lordsburg Revitalization Project, a comprehensive investment to renovate downtown Lordsburg and bolster economic development; create opportunities for small businesses; and catalyze job growth. This grant was made possible through the Inflation Reduction Act, which was passed by Democrats in the N.M. Delegation, and is funded through DOE’s Transmission Siting and Economic Development Grant Program, a new initiative designed to overcome state and local challenges to expanding transmission capacity while also supporting communities along major new and upgraded lines.

    More than 50 years after the passage of the Equal Pay Act of 1963, Latinas make up the second largest group of women workers in the U.S—yet they are paid 57 cents for every dollar paid to white men, losing over $1,200,000 in potential earnings over a 40 year career. This resolution recognizes the disparity in wages paid to Latina women and reaffirms support to ensure equal pay for equal work and close the gender pay gap.
    “From driving small business growth to leading labor movements, Latinas have grown and transformed our economy and workplaces for the better. On Latina Equal Pay Day, we honor their remarkable accomplishments and contributions, while recognizing the ongoing work needed to achieve equal pay for equal work,” said Heinrich. “This day and every day, I remain committed to fighting for a fair economy for all New Mexicans, raising the minimum wage, and expanding opportunities for a brighter future.”

    TOLEDO, OH – Today, U.S. Senator Sherrod Brown (D-OH) and local UAW leaders in Toledo called on the Biden Administration to take immediate steps to prevent China from undermining U.S. manufacturing by routing goods, including cars and trucks, through Mexico to evade U.S. tariffs and other trade enforcement. China is actively avoiding U.S. tariffs by moving its manufacturing to Mexico.
    “Few understand better than Ohio workers what bad trade policy does to our workers, our industries and our communities. We cannot allow China to undermine American manufacturers by sending cars into the U.S. through Mexico,” said Brown. “I will keep pushing the administration to take action now to stop China’s cheating and protect Ohio auto workers.”

    The President’s Commission on White House Fellows is pleased to announce the appointment of the 2024-2025 class of White House Fellows. Founded in 1964, the White House Fellows program offers exceptional young leaders first-hand experience working at the highest levels of the Federal government. Fellows spend a year working with senior White House Staff, Cabinet Secretaries, and other top-ranking Administration officials, and leave the Administration equipped to serve as better leaders in their communities.     Patrick Branco is from Kailua, Hawai‘i, and is placed at the Department of the Navy. He has been the Director of External Affairs with Hawai‘i Green Growth, a United Nations (UN) hub catalyzing action on the UN Sustainable Development Goals for the Asia-Pacific region. Branco is the first from Hawai‘i to receive the Congressman Rangel International Affairs Fellowship, funding his master’s degree at Johns Hopkins School of Advanced International Studies. He served at the State Department in Colombia, Pakistan, Venezuela and the Secretary of State’s Operations Center. In 2020, he was elected to the Hawai‘i State House of Representatives. Branco currently serves as a U.S. Navy officer reservist and is proficient in Spanish, Korean, and Hawaiian.
    Nicholas Dockery is from Indianapolis, Indiana, and is placed at the Office of the First Lady: Joining Forces Initiative. With a distinguished career in the Infantry and Special Operations Community, Nick has deployed to numerous combat zones and operational areas worldwide. For bravery and wounds in combat, Nick was awarded two Silver Stars and two Purple Hearts. His military experience is complemented by his academic and advisory roles; he served as a research fellow at the Modern War Institute and as an advisor to the Military Times Charitable Foundation. Nick has received the West Point Nininger Award for Valor at Arms, the General Douglas MacArthur Leadership Award, and the title of 2022 Soldier of the Year. An advocate for equine therapy, Nick passionately supports its use in helping veterans cope with PTSD. Nick holds a Master of Public Policy from Yale University and a Bachelor of Science from the United States Military Academy at West Point.
    Tawny Holmes Hlibok, Esq. is from West Palm Beach, Florida, and is placed at the Domestic Policy Council. As a third-generation Deaf person and attorney, she is a dedicated advocate for deaf children’s education rights and language equity including access to sign languages. Tawny is a tenured associate professor in Deaf Studies at the world’s only university for the Deaf, Gallaudet University, where she recently won $3.75 million funding to lead a national implementation and change center for early intervention with deaf babies and their families in partnership with HRSA and NICHQ. She also serves as the executive director of the Conference of Educational Administrators of Schools and Programs for the Deaf.
    DeAnna Hoskins is from Cincinnati, Ohio, and is placed at the Department of the Army. She has served as President/CEO of JustLeadershipUSA (JLUSA), a national nonprofit that empowers people directly impacted by the criminal justice system. DeAnna is a nationally- recognized advocate and policy expert who has shifted the national narrative on the disparities and limitations of having a criminal background. She has served as Senior Policy Advisor and as Deputy Director of the Federal Interagency Reentry Council at the U.S. Department of Justice. DeAnna was also the founding Director of Reentry for Hamilton County Board of County Commissioners in Ohio.
    Michael Kennedy is from Morehead City, North Carolina, and is placed at the United States Coast Guard. As a nurse practitioner, her career involves direct patient care while leading process improvement in rural and underserved settings. Michael attended Lenoir Community College to become a Registered Nurse and later earned a B.S. Nursing from Barton College. Witnessing disparities in practice led Michael to East Carolina University for an M.S. Adult Nurse Practitioner, Post-M.S. Nursing Leadership, Doctorate of Nursing Practice, and Post-DNP Nursing Education. To better serve her community, Michael completed a Post-M.S. Adult-Gerontological Acute Care NP and Post-DNP Psychiatric-Mental Health NP at Duke University. Michael is a Great 100 Nurse and Bonnie Jones Friedman Humanitarian Award recipient.
    Hoa Nguyen is from Silver Spring, Maryland, and is placed at the National Economic Council and the United States Coast Guard. At Montgomery College, she is an associate professor and chair of the business department, where she helped implement a zero-textbook-cost Business degree, saving students thousands of dollars in education costs. Under her leadership, faculty and students have won multiple local, state and national awards and recognitions. Hoa also co-led numerous initiatives that led to the launch of the Asian American Native American Pacific Islander Taskforce at the college. Hoa received a Ph.D. in economics from the University of Arizona.
    Amnahir Peña-Alcántara is from Bronx, New York, and is placed at the Department of Commerce: National Institute of Standards and Technology. She is pursuing a Ph.D. in Materials Science and Engineering at Stanford University funded by the NSF’s Graduate Research Fellowship Program and the Knight-Hennessy Scholarship. Her research focuses on polymer blends for stretchable electronics. She graduated from MIT with a bachelor’s degree in materials science and engineering, and was a researcher at Northwestern University, Oxford University, and MIT. She has interned in wearable technology and textile fabrication companies in the U.S., Canada, Puerto Rico, and India.
    Padmini Pillai is from Newton, Massachusetts, and is placed at the Social Security Administration. Padmini is an immunoengineer bridging the gap between discoveries in immunology and advances in biomaterial design to treat human disease. She has led a team at MIT developing a tumor-selective nanotherapy to eliminate hard-to-treat cancers. During the COVID-19 pandemic, Padmini was featured in several media outlets including CNBC, The Atlantic, and The New York Times to discuss vaccination, immunity, and the disproportionate impact of the pandemic on vulnerable communities. Padmini received her Ph.D. in immunobiology from Yale University and a B.A. in biochemistry from Regis College.
    Maddy Sharp is from San Diego, California, and is placed at the Office of the Second Gentleman. She is a physician leader committed to securing a healthier and more equitable future for all Americans. She has served as a health policy fellow for Senator Amy Klobuchar and a policy research fellow for Secretary John Kerry. Madison has performed clinical work and research in Nicaragua, Jordan, and the Navajo Nation to reduce health disparities and championed policies to enhance healthcare delivery. She completed her obstetrics and gynecology residency at the Hospital of the University of Pennsylvania. Madison holds an M.D. from the Yale School of Medicine and B.A. from Yale University, where she captained the NCAA Division I field hockey team.
    Jason Spencer is from Medford, New York, and is placed at the Department of Commerce. Jason is a Lieutenant Commander in the U.S. Navy serving as an Information Warfare and Intelligence Officer. At sea, he was assigned to aircraft carriers and destroyers deployed to the Middle East and Europe. She is a neurosurgery resident at New York-Presbyterian Weill Cornell Medical Center/Memorial Sloan Kettering Cancer Center, where she helps treat the spectrum of emergency and elective neurosurgical conditions between a level I trauma center and a world-renowned cancer institute.     Zachary White II is from Birmingham, Alabama, and is placed at the Department of Veterans Affairs. He is a Radiation Oncology resident physician and cancer researcher at Stanford University. Passionate about health equity, Zach co-chairs Stanford Medicine’s GME Diversity Committee, promoting diverse medical trainees’ recruitment and development, and provides health education to communities to improve health literacy. Zach graduated summa cum laude from Tuskegee University with a B.S. in biology and earned an M.S. in biomedical and health sciences from the University of Alabama at Birmingham.     Ryan Wisz is from Aiken, South Carolina, and is placed at the Central Intelligence Agency. He is a Lieutenant Commander in the United States Navy serving as a Submarine Warfare officer.     Mark York is a seventh-generation farmer from Lake Wilson, Minnesota, and is placed at the Department of Defense Office of Strategic Capital. He is a Ph.D. candidate in computer science at Harvard, where he researches crowdsourcing and reinforcement learning algorithms in collaboration with MIT. He is the co-founder and President of Farm Yield Africa, a non-profit providing tractor services and microcredit to 1,500 farmers in Ghana since 2016. Mark has worked as a consultant, and before that he led a data science team at a startup building agricultural risk models. He began his career at Cargill as a commodity trader and data scientist. The First Lady was joined by United States Ambassador to Mexico, Ken Salazar; U.S. Secretary of the Department of Health and Human Services, Xavier Becerra; U.S. Administrator of the Small Business Administration, Isabel Casillas Guzman; U.S. Senator Chris Coons of Delaware; U.S. Senator Chris Murphy of Connecticut; U.S. Representative of the 44th District of California and Chair of the Congressional Hispanic Caucus, Nanette Barragán; Deputy Assistant to the President and White House Social Secretary, Carlos Elizondo; and Mayor of Tucson, Arizona, Regina Romero.
    During the visit, the First Lady delivered remarks at a reception hosted by Ambassador Salazar, where she highlighted the Biden-Harris Administration’s commitment to strengthening the partnership between the United States and Mexico. The First Lady and Ambassador Salazar also attended a dinner hosted by President Sheinbaum the evening before the inauguration, where she met with and congratulated President Sheinbaum. In addition to attending the President’s inauguration, the First Lady and the Delegation attended a luncheon in honor of President Sheinbaum. Concluding their travel, the First Lady and members of the Delegation visited the Museo Frida Kahlo to celebrate the shared cultural connections between the United States and Mexico.

    Cabinet approves India to Join International Energy Efficiency Hub by signing the Letter of Intent

    Decision will help India gain access to an exclusive 16 nation group sharing strategic energy practices and innovative solutions

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the signing of ‘Letter of Intent’ thus enabling India to join the ‘Energy Efficiency Hub’.

     India will join the International Energy Efficiency Hub (Hub), a global platform dedicated to fostering collaboration and promoting energy efficiency worldwide. This move solidifies India’s commitment to sustainable development and aligns with its efforts to reduce greenhouse gas emissions.

     Established in 2020 as the successor to the International Partnership for Energy Efficiency Cooperation (IPEEC), in which India was a member, the Hub brings together governments, international organizations, and private sector entities to share knowledge, best practices, and innovative solutions. By joining the Hub, India will gain access to a vast network of experts and resources, enabling it to enhance its domestic energy efficiency initiatives. As of July, 2024, sixteen countries (Argentina, Australia, Brazil, Canada, China, Denmark, European Commission, France, Germany, Japan, Korea, Luxembourg, Russia, Saudi Arabia, United States and United Kingdom) have joined the Hub.

     As a member of the Hub, India will benefit from opportunities for collaboration with other member states, sharing its own expertise and learning from international best practices. The country will also contribute to global efforts to address climate change by promoting energy-efficient technologies and practices.

     Bureau of Energy Efficiency (BEE), the statutory agency, has been designated as the implementing agency for the Hub on behalf of India. BEE will play a crucial role in facilitating India’s participation in the Hub’s activities and ensuring that India’s contributions align with its national energy efficiency goals.

     By joining the Hub, India is taking a significant step towards more sustainable future. The country’s participation in this global platform will help to accelerate the transition to a low-carbon economy and improve energy security.
