    6 May – Auckland, New Zealand – Following several significant senior appointments and acquisitions of related technology businesses over the past 18 months, Australasian systems integrator Fusion5 has formally announced its transition from a business applications company to a full-service transformation partner.
    Formed in 2003, Fusion5 initially filled the gap between the big, strategically focused IT consulting firms and smaller, hands-on, agile applications software specialists. From a running start as a highly awarded digital partner to world-leading business application providers (including CRM, ERP, and HR) across Microsoft, Oracle, Workday and IBM, the company went on to add advanced technical and integration capabilities.

    However, despite providing its customers with a seamless approach to digital transformation, recent customer research identified a perception gap.

    Bun Scrambling Competition concludes successfully  
         The event attracted around 1 650 spectators, who experienced the thrilling atmosphere of the competition. They witnessed 12 finalists scrambling up the bun tower to gather as many buns as they could within a three-minute time limit to vie for the championships.
     
         Apart from the individual race, there was also an invitation relay in which three teams from Shenzhen, Zhuhai and Macao competed against seven local teams from Cheung Chau.

    A four-day workshop on “AI Standards for Increasing the Efficiency of Telecommunications & ICTs: Shaping the Future Responsibly” was inaugurated today at the National Communications Academy–Finance (NCA-F) in New Delhi. Organized jointly by the International Telecommunication Union (ITU) Area Office & Innovation Centre and the NCA-F, Department of Telecommunications (DoT), Government of India, the event brings together participants from BIMSTEC countries—Bangladesh, Bhutan, Nepal, Sri Lanka & India— and Maldives; alongside international experts, regulators, industry associations, startups, and academia to collaborate on building trustworthy and globally harmonized AI standards for telecommunications and ICT.

     

    The inaugural session featured keynote addresses by eminent dignitaries, including Shri Manish Sinha, Member (Finance), DCC, DoT; Ms. Atsuko Okuda, Regional Director for Asia Pacific, ITU; Shri Indra Mani Pandey, Secretary General, BIMSTEC, and Ms. Madhavi Das, Director General, NCA-F. The session set the tone for a forward-looking discussion on AI’s role in shaping the future of digital infrastructure & Bridging the Standardization Gap.  

       

    Delivering the keynote address, Shri Manish Sinha, Member (Finance), DCC, DoT, welcomed the participants and praised the collaborative efforts between NCA-F and the ITU Area Office, recognizing it as a model of institutional partnership. He acknowledged the significance of guests staying on campus, which fosters closer interaction and deeper engagement, enhancing the quality of participation throughout the workshop. He also emphasized the critical importance of consensus within the ITU framework for developing AI standards that are both inclusive and globally harmonized, ensuring that these technologies benefit all nations. He also spoke about India’s commitment to economic inclusivity, particularly through initiatives like Digital Bharat Nidhi.

    Furthermore, Shri Manish Sinha highlighted India’s dual focus on advancing AI standardization while also strengthening its manufacturing sector. He underscored the Telecommunication Engineering Centre’s (TEC) pivotal role in promoting ethical AI development through fairness assessments and rating mechanisms and acknowledged the valuable contributions of TSDSI in creating technical standards that ensure AI systems are secure, interoperable, and globally aligned.

    He urged all participants to engage actively in shaping practical AI standards, build strong cross-border partnerships, and envision future-ready, ethical AI applications that can accelerate sustainable development. He expressed confidence that the workshop would serve as a launchpad for regional cooperation and innovation in AI-driven telecom and ICT solutions.

    Shri Indra Mani Pandey, Secretary General of BIMSTEC, through a recorded message, reinforced the importance of multilateral collaboration: “Regional collaboration on AI standards is not optional—it is essential for ensuring that emerging technologies serve our collective development goals,” he said. “By investing in standards today, we secure a future where AI can drive growth across all our member nations in a responsible and interoperable way.”

    Ms. Atsuko Okuda, Regional Director for Asia Pacific, ITU, thanked BIMSTEC, NCA-F, the department of telecom, & the Government of India for hosting the workshop, emphasizing that AI has moved from research to everyday life, with a projected $15 Trillion contribution to the global economy by 2030. She highlighted the workshop’s aim to develop inclusive, interoperable, and responsible AI standards, and stressed that standards are key enablers of trust, innovation, and sustainability.

    Ms. Madhavi Das, Director General, NCA-F, in her Welcome Address emphasized, “AI is a transformational force—but without strong, inclusive standards, it risks leaving many behind.” She highlighted NCA-F’s collaboration with the ITU Local Area Office to bridge the standardisation gap through stakeholder workshops, adding, “Standardization is not just a technical process; it is a commitment to safety, ethics, and equitable access in a rapidly evolving digital world.”

    The Director General, NCA-F, also stressed the importance of participative engagement and ethically grounded contributions from all member states to ensure equity in AI standardization. Reflecting India’s ethos of ‘Atithi Devo Bhava’. She warmly welcomed participants and underscored the value of mutual respect and knowledge-sharing.

    Over the four days, the workshop will feature simulation exercises, expert panels, country presentations, hands-on sessions on drafting and negotiating technical contributions, and field visits.

    NCA–Finance (NCA-F), part of Department of Telecommunication’s National Communication Academy,  is an UTKRISHT-graded premier Central Training Institute, recognized by the Department of Personnel & Training (DoPT). It provides induction and in-service training to officers of the Indian Posts & Telecom Accounts and Finance Service (IP&TAFS) and other officials across DoT and DoP. NCA-F’s core training areas include telecom policy, spectrum management, revenue assurance, USOF projects, financial regulations, and digital inclusion. It also emphasizes leadership and soft skills development, and regularly hosts national and international workshops in collaboration with institutions like ITU, WHO, TRAI, RBI Staff College, LBSNAA, and IIT Bombay.

    Shri Prakash Magdum has assumed charge as the Managing Director of National Film Development Corporation (NFDC) today.

    Shri Magdum is a 1999-batch Indian Information Officer Service officer. Prior to this, Shri Magdum served as the Additional Director General of Press Information Bureau (PIB) and Central Bureau of Communication (CBC) in Ahmedabad.

    During an illustrious career spanning two decades, Shri Magdum had served as the Director of the National Film Archive of India (NFAI) in Pune. In this role, he was instrumental in preserving India’s cinematic heritage through film archiving and restoration efforts.

    He has also served as the Registrar of the Film and Television Institute of India (FTII) and as a spokesperson for the Ministry of Defence in Thiruvananthapuram.

    The Union Cabinet approved the BioE3 (Biotechnology for Economy, Environment, & Employment) Policy, in August 2024, for ‘Fostering High-Performance Biomanufacturing’ across the country.  Subsequently, The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, approved continuation of the two umbrella schemes of Department of Biotechnology (DBT), merged as one scheme-‘Biotechnology Research Innovation and Entrepreneurship Development (Bio- RIDE)’ with a new component namely Biomanufacturing and Biofoundry. With in the ambit of “High -Performance Biomanufacturing”, establishment of Bio-AI hubs for building of  data driven and cutting edge paradigms  in the areas of Health, Agriculture and Environment.

    Department of Biotechnology (DBT) and Biotechnology Industry Research Assistance Council (BIRAC) have issued a Joint Call for Proposals on Bio-AI for establishing मूलांकुर hubs under BioE3 Policy for Biomanufacturing.  Bio-AI hubs are proposed to be established across academia and industry to provide critical and novel research leads impacting Health, Agriculture and Environment through conglomeration of AI and Biology.

    The Letter of Intent (LoI) for Bio-AI is uniquely designed to utilize AI in Biology for solving key biological challenges in Biomolecular Design, Sustainable Agriculture, Synthetic Biology, Ayurveda and Genome Diagnostics. Therefore, the problem statements in these domains as well as possible research solutions are invited from multi-disciplinary teams with research expertise across fields of synthetic biology, AI/ML and Computation to address complex biological research challenges. The problem statements are to be addressed by data-driven, cutting-edge, multi-disciplinary programmatic research initiatives for projected outcomes.

    Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh on Monday chaired a comprehensive review of the Department of Science and Technology (DST), calling for bold new directions in science-driven growth, including AI-led innovations, deep tech StartUps and enhanced infrastructure sharing.

    The meeting saw the Minister focus particularly on the evolving role of the newly constituted Anusandhan National Research Foundation (ANRF), as well as ongoing national missions like the Geospatial initiative.

    Dr. Jitendra Singh held detailed discussions with Prof. Abhay Karandikar, ANRF’s newly appointed CEO, Dr. Shivkumar Kalyanaraman and other senior officials of the Ministry. During the meeting, Dr. Kalyanaraman presented an ambitious vision for the ANRF, promising catalytic funding mechanisms, deep integration with private industry, and strategic missions modeled on globally successful institutions such as the National Science Foundation (NSF) and DARPA.

    In a significant step aimed at boosting indigenous innovation, ANRF is preparing to launch a “Small Business Deep Tech Innovation” programme, which will empower startups and MSMEs to scale breakthrough technologies for real-world applications.

    Recognizing the need to better utilize existing national research infrastructure, the Minister reviewed ANRF’s plan to create a “Cloud of Research and Innovation Infrastructure,” a digital platform that would offer deep-tech startups and academic institutions access to underused scientific equipment and facilities across the country. This move is expected to democratize research capabilities, especially for smaller players who often lack access to high-end lab tools.

    Among the major scientific thrusts discussed, the ANRF’s “AI-for-Science” initiative took centre stage. The programme aims to leverage artificial intelligence to accelerate discoveries in physics, chemistry, and biology by using machine learning to model complex scientific equations.

     The Minister directed the ANRF leadership to kickstart a few select projects under this initiative and demonstrate tangible outcomes in the near term. He also encouraged the CEO to engage with university Vice Chancellors to raise awareness about the ANRF mission and opportunities for collaboration.

    In another key direction, Dr. Jitendra Singh asked the ANRF to explore the possibility of helping medical colleges establish their own medical research parks — a move that could boost clinical innovation and local biotech entrepreneurship. The Minister further underscored the importance of building an indigenous “India AI Open Stack” — a foundational AI architecture embedded with science and engineering models tailored for Indian researchers. This, he noted, could position India as a global frontrunner in AI-driven scientific applications.

    Dr. Jitendra Singh also revisited the concept of “deep science-to-deep tech acceleration,” urging the ANRF to focus on converting academic research — such as publications and patents — into commercial technologies. He emphasized the need for partnerships with top-tier industry players and the creation of venture-builder models to ensure that discoveries don’t remain confined to laboratories.

    The Minister concluded by asking the ANRF to prioritize key areas of national relevance, including climate forecasting, material science, aerospace, biochemistry, and drug development. He stressed that the time has come for India to move from isolated innovation to a more integrated, impact-driven ecosystem that links research, startups, and industry.

  • MIL-OSI Asia-Pac: UIDAI successfully conducts Face Authentication pilot for NEET Exam

    The Unique Identification Authority of India (UIDAI) successfully conducted a Proof of Concept (PoC) on the use of face authentication during the National Eligibility cum Entrance Test (NEET UG) 2025 in New Delhi.

    This initiative was carried out in collaboration with the National Informatics Centre (NIC) and the National Testing Agency (NTA), marking a significant step towards enhancing exam security and candidate verification processes using advanced biometric technology.

    The PoC was aimed at evaluating the feasibility and effectiveness of Aadhaar-based face authentication as a means of verifying the identity of candidates appearing for one of India’s largest entrance examinations.

    During the PoC, Aadhaar Face Authentication technology was deployed at select NEET centres in Delhi, and was integrated seamlessly with NIC’s digital infrastructure, and NTA’s examination protocols.

    The face authentication was performed in real-time, using Aadhaar’s biometric database, making the process contactless and more streamlined. The results of the PoC showed a very high level of accuracy and efficiency in candidate verification.

    This initiative also showcased the potential of Aadhaar face authentication as a secure, scalable, and student-friendly solution for identity verification in large-scale examinations. It also indicated the potential of its future use cases, and how it can play a role in significantly curbing attempts of impersonation during entrance exams.

    The collaborative effort reflects government’s commitment to leveraging digital innovation for improving transparency and security in public services.

    Raksha Mantri Shri Rajnath Singh held a bilateral meeting with Minister of Defense of Japan Mr Gen Nakatani at Manekshaw Centre, New Delhi on May 05, 2025. During the meeting, both sides condemned terrorism in all its forms and emphasised the need for global cooperation in this regard.

    Raksha Mantri condemned Pakistan’s state policy of cross-border terrorism against India, perpetrated through state and non-state actors. He stated that such attacks destabilise regional peace and security. Shri Rajnath Singh called for a unified stand against terrorism and the state-sponsored actions that perpetuate it.

     

    The Japanese Defense Minister expressed his condolences for the tragic terrorist attack which took place in Pahalgam, Jammu & Kashmir on April 22, 2025 and offered full support to India.

     

    Both the Ministers reviewed the defence and security pillars of the India-Japan Special Strategic and Global Partnership. They reaffirmed their commitment towards strengthening the bilateral relations and contributing towards regional peace. The Ministers welcomed the growing diversity and frequency of defence exercises & exchanges between the two countries, and concurred to enhance the scope & complexity of these engagements. Both leaders agreed to add new dimensions to the robust maritime cooperation between India and Japan.

     

    Shri Rajnath Singh outlined the capability of Indian defence industry particularly its potential to collaborate with the Japanese side on new areas including Tank engines and Aero Engines. He highlighted the capabilities in the areas of Maintenance Repair and Overhaul operations. Both sides agreed to enhance industry cooperation, including exploring collaboration in niche domains such as automation and Artificial Intelligence. The two Ministers also decided to take forward the cooperation in emerging areas like Cyber and Space.

    India and Japan share a long-term friendship, which has further gained qualitative momentum after the elevation of this collaboration to Special Strategic & Global Partnership in 2014. The Dialogue ended with strong commitment by both sides to enhance the bilateral defence cooperation.

     

    Earlier, the Japanese Defense Minister laid a wreath at National War Memorial and paid homage to the fallen heroes. He was accorded a ceremonial welcome with a Tri-Services Guard of Honour prior to the dialogue at Manekshaw Centre.

    Request seeks input for building out national AI infrastructure to make science advancements 10 times faster by 2030

    WASHINGTON – U.S. Senators Martin Heinrich (D-N.M.) and Mike Rounds (R-S.D.) today released a Request for Information (RFI) for the American Science Acceleration Project (ASAP), a bipartisan initiative aimed at making advancements in U.S. science ten times faster by 2030. The RFI invites researchers, innovators, businesses, government agencies and the public to share proposals that will equip American scientists and stakeholders with next-generation data, computing and artificial-intelligence capabilities while removing unnecessary barriers to innovation.
    “It’s time to unleash a new era of American discovery — one where we cure cancers, power our grid with fusion energy, and widely deploy superconductors,” said Heinrich. “With the American Science Acceleration Project, we’re setting out to make U.S. science ten times faster by 2030. To get there, we need bold ideas from every corner of the country. This is our moment to dream big, remove outdated barriers, and build the tools that will define the next century of innovation.”
    “The United States has always faced grand challenges, from building the interstate highway system to landing on the moon,” said Rounds. “Today, we face a new imperative: creating a superhighway for science that lets our researchers cure cancer, harness fusion energy and defend our country from both physical and cyber threats in record time. Creating a centralized system that involves input from the experts and the public is the first step in turning that vision into reality.”
    BACKGROUND:
    American innovations routinely take a decade or more to move from laboratory discovery to products that improve lives. Emerging AI-driven research methods have demonstrated 10- to 50-fold improvements in drug design, materials screening and clean-energy development, yet access to the requisite data, compute and regulatory agility remains sparse. ASAP seeks to match the scale of the 1950s interstate build-out with a 21st-century investment in scientific infrastructure so the nation can:

    Bring life-saving therapies to patients in months, not years.

    Connect net-positive fusion power and next generation nuclear to the grid before 2030.

    Deploy affordable superconductors and materials that revolutionize energy and transportation.

    Specifically, the RFI invites comment on:

    DATA – Creating secure, interoperable platforms that house the world’s largest collection of AI-ready, consented scientific data.

    COMPUTING – Making sure U.S. researchers have unrivaled access to advanced computing, networking and energy infrastructure.

    AI – Developing scientific artificial intelligence “copilots” that accelerate innovation and discovery—and keep scientists at the heart of the scientific process.

    COLLABORATION – Unlocking cross-disciplinary teamwork and tapping wells of talent across the nation.

    PROCESSES – Streamlining regulatory pathways and adopting AI-enabled testing protocols to speed time-to-market while raising the bar for safety and establishing clear metrics for measuring success.

    The comment window is now open for 60 days. The feedback received will guide ASAP legislation to be introduced this Congress.

    FAIRFAX, Va. — U.S. Immigration and Customs Enforcement arrested an illegally present Honduran national after local authorities dropped his charges for abduction of a person with intent to defile and burglary: entering a house to murder, rape, etc. Officers with ICE Washington, D.C. arrested Hyrum Baquedano-Rodriguez, 26, in Fairfax, Virginia, May 2.

    “Though the court saw fit to drop his most recent charges, Hyrum Baquedano-Rodriguez has been convicted of numerous crimes in Virginia and represents a calamitous hazard to our Virginia residents,” said ICE Enforcement and Removal Operations Washington, D.C. Field Office Director Russell Hott. “Every one of his convictions represents another one of our neighbors that Baquedano-Rodriguez has victimized. ICE Washington, D.C. will continue to prioritize public safety by arresting and removing criminal alien offenders from our Washington, D.C. and Virginia communities.”

    U.S. Border Patrol arrested Baquedano-Rodriguez Aug. 25, 2018, after he illegally entered the United States near Yuma, Arizona. Border Patrol officials issued Baquedano-Rodriguez a notice to appear before a Justice Department immigration judge.

    A DOJ immigration judge in Eloy, Arizona, released Baquedano-Rodriguez on an immigration bond Jan. 22, 2019.

    Fairfax County Police arrested Baquedano-Rodriguez Nov. 9, 2021, and charged him with three counts of indecent liberties: expose genitals to child and indecent exposure.

    “Protecting Virginians has been a top priority of our administration since day one, and it should be a priority for every leader at the federal, state and local level,” said Virginia Gov. Glenn Youngkin. “That’s exactly why the Virginia Homeland Security Task Force is so important. I’m grateful to our law enforcement officers at every level for working hard to keep Virginians and Americans safe, and I’ll always stand with them.”

    On Sept. 27, 2022, the Fairfax County General District Court convicted Baquedano-Rodriguez with entering property with intent to damage, petit larceny: less than $1,000 and entering property with intent to damage. The court sentenced Baquedano-Rodriguez to a total of 18 months in prison and imposed restitution.

    The Fairfax County Juvenile and Domestic Relations Court convicted Baquedano-Rodriguez Oct. 7, 2022, of disorderly conduct and contribute to delinquency of minor. The court sentenced Baquedano-Rodriguez to 12 months in prison for each conviction.

    On March 8, 2023, the Fairfax County General District Court convicted Baquedano-Rodriguez of entering property with intent to damage and sentenced him to 12 months in prison.

    Fairfax County Police arrested Baquedano-Rodriguez June 17, 2023, and charged him with abduction of a person with intent to defile and burglary: entering a house to murder, rape, etc.

    On June 7, 2024, a DOJ immigration judge in Annandale ordered Baquedano-Rodriguez removed from the United States to Honduras.

    On May 2, 2025, the Fairfax County Juvenile and Domestic Relations Court dismissed Baquedano-Rodriguez’ charges for abduction of a person with intent to defile and burglary: entering a house to murder, rape, etc.

    Later that day, officers from ICE Washington, D.C. arrested Baquedano-Rodriguez in Fairfax and served him with a warrant of removal. Baquedano-Rodriguez remains in ICE custody.

    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, and U.S. Senator Ben Ray Luján (D-N.M.) released the following statement onPresident Trump’s Fiscal Year 2026 (FY26) Preliminary Budget Request, which proposes slashing critical investments that benefit New Mexico families to fund massive tax cuts for billionaires like Elon Musk:
    “Donald Trump’s budget doesn’t put New Mexico families first — it jeopardizes Medicaid and slashes nutrition programs and services hardworking people rely on, all to fund massive tax handouts to Trump, Elon Musk, and their billionaire donors.
    “This proposal would drive up the cost of health care, groceries, housing, and utilities; gut public school and pre-K funding; defund cancer research; weaken law enforcement’s ability to fight drug trafficking; and strip resources from wildland firefighters, farmers, Tribes, and rural communities. It also threatens our public lands — paving the way for Republicans’ massive sell-off.

    Among all of his proposed cuts, President Trump’s Fiscal Year 2026 (FY26) Preliminary Budget Request:
    HEALTH:
    Slashes funding for the U.S. Department of Health and Human Services (HHS) by $33 billion (-26%).
    Slashes funding for the Centers for Medicare and Medicaid Services (CMS) by $674 million. CMS helps ensure over 100 million Americans have access to affordable, high-quality health insurance by overseeing Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), and Affordable Care Act marketplaces.
    Cuts funding for the National Institutes of Health (NIH) by $18 billion or more than 40% — decimating funding for lifesaving medical treatments and cures.
    Decimates funding for the Centers for Disease Control and Prevention (CDC) by cutting $3.6 billion — hollowing out the agency’s ability to save lives and protect Americans from health threats.
    Guts funding for substance use prevention and treatment and mental health services by $1 billion (roughly –15%) and eliminates the Substance Abuse and Mental Health Services Administration — the agency with expertise in tackling the substance use and mental health crises.
    Eliminates the Title X program, which helps nearly 3 million patients get preventative care, birth control, cancer screenings, and more in every state.
    EDUCATION:
    Guts funding for the U.S. Department of Education by $12 billion (-15%).
    Eliminates all funding for Preschool Development Grants, which help states strengthen their early childhood education system and get parents the child care and pre-K they need.
    Eliminates and cuts dozens of elementary and secondary education programs (the vast majority of which are not specified), underscoring that President Trump’s vision for returning education to the states means state and local taxpayers will pay more to support students and educators at their local schools as a result of major cuts in federal funding.
    Eliminates several higher education programs, including TRIO, GEAR UP, Federal Work Study, Child Care Access Means Parents in Schools (CCAMPIS), and more, which help Americans pursue a postsecondary education and further their careers.
    Slashes funding for the U.S. Department of Labor by $4.6 billion (-35%).
    Proposes to “Make America Skilled Again” by cutting workforce training programs that help Americans develop skills and secure good-paying jobs by roughly a third. 
    Eliminates Job Corps and the Senior Community Service Employment Program.
    Eliminates AmeriCorps, which enables over 200,000 Americans to help serve communities across the country, including by responding to natural disasters, supporting veterans, fighting the opioid epidemic, helping older Americans age with dignity, and working in our schools, educating and supporting students.
    HOUSING:
    Eviscerates the U.S. Department of Housing and Urban Development (HUD) with a 43.6% cut.
    Slashes HUD rental assistance programs by 42.8% while foisting responsibility over those programs onto state and local governments. Over 10 million Americans rely on HUD rental assistance, the vast majority of whom are seniors, people with disabilities, and children. This will rip the roofs off Americans’ heads and put even more families at risk of homelessness.
    Eliminates or cuts federal programs most targeted to build more affordable housing and address this country’s housing supply shortage, including in Tribal country. 
    Eliminates the Community Development Block Grant that cities and towns across the country use to improve the quality of life for their citizens every day.
    PUBLIC SAFETY:
    Slashes the U.S. Department of Justice’s (DOJ) budget by at least $3.7 billion (-10%).
    Guts funding for grants to help keep communities safe by over $1 billion (-26%).
    Cuts funding for Federal Bureau of Investigation (FBI) salaries and expenses by $545 million (-5%), endangering Americans’ safety.
    Cuts funding for Drug Enforcement Agency (DEA) salaries and expenses by $212 million (-7%), weakening the agency’s capacity to crack down on drug trafficking. Also proposes shuttering major DEA offices in countries around the world, noting that those countries “are equipped to counter drug trafficking on their own.”
    Cuts funding for the Bureau of Alcohol, Tobacco, Firearms and Explosives’ (ATF) salaries and expenses by $468 million (-29%) as part of the administration’s ongoing attempt to dismantle the agency in charge of enforcing our country’s gun laws.
    Cuts $1.386 billion (-22%) from the U.S. Forest Service, gutting grant funding for state and Tribal wildfire risk reduction, volunteer fire departments, and much more. The proposal would cut at least 2,000 National Forest System staff positions, which will severely harm the administration’s stated goals of improving forest management.
    Cuts funding for International Narcotics Control and Law Enforcement account by $1.3 billion (-91%) which helps prevent human trafficking, stop drug trafficking, and much more, with direct implications for American communities.
    Proposes a reckless $209 million cut for NOAA’s weather satellites, which play a critical role in ensuring Americans have accurate weather forecasting and will result in a gap in observations when the current satellites retire early in the next decade.
    NUTRITION:
    Eliminates the Commodity Supplemental Food Program, which provides food assistance to low-income individuals 60 years of age and older to supplement diets and addressing potential nutrient deficiencies. The preliminary budget request does not mention any of the other 16 Nutrition Programs, including WIC, The Emergency Food Assistance Program (TEFAP), and the National School Lunch Program.
    PUBLIC LANDS:
    Cuts $900 million (- 30%) from National Park Service operations, abandoning national parks the administration says should now be transferred to the states, while providing no funding for states to manage massive new obligations that such a dramatic move would entail. This would incentivize states to sell off public lands to the highest bidder, threatening valued open space and areas of natural and historical value to local communities.
    AGRICULTURE:
    Guts funding for agricultural research, which is critical to ensuring American agriculture is competitive with the rest of the world and provides key resources to help farmers and ranchers prepare and adapt in an uncertain environment. Zeroes out foreign food aid that supports American farmers and is a lifeline for people living in extreme poverty across the world.
    TRIBES:
    Slashes $911 million (-24%) for core Tribal programs that uphold the federal government’s legally-obligated and court-ordered trust and treaty responsibilities to Tribal nations. 
    Decimates core Tribal programs, including road maintenance, housing, and programs for children and families. 
    Nearly eliminates funding for construction of Tribal schools, which are already too often dilapidated, and cuts Tribal law enforcement funding by 20%.
    RURAL COMMUNITIES:
    Slashes investments in core Rural Development programs by $721 million, including investments in safe drinking water, affordable housing, and resources to bolster the rural economy.
    Cuts funding for the U.S. Department of Commerce by $1.9 billion (-18%). Outright eliminates the U.S. Economic Development Administration (EDA), which helps economically distressed communities across America get ahead.
    Eliminates all Community Services Block Grant funding ($770 million) for community-based anti-poverty programs that help individuals and families access services to alleviate the causes of poverty.
    Eliminates funding to 27 states by zeroing out funding for 6 of 7 regional commissions, which provide grants in economically distressed communities for disaster mitigation, opioid crisis support programming, workforce training, and much more. This includes eliminating the Southwest Border Regional Commission (SBRC).
    The Southwest Border Regional Commission (SBRC) is one of eight authorized federal regional commissions and authorities, which are congressionally-chartered, federal-state partnerships created to promote economic development in their respective regions. Congress first authorized the establishment of the SBRC in 2008 to promote economic development in the southern border regions of New Mexico, Arizona, California, and Texas.
    Last year, Heinrich secured an expansion of the SBRC’s jurisdiction to include the following counties in New Mexico: Bernalillo, Cibola, Curry, De Baca, Guadalupe, Roosevelt, Torrance, Lea, and Valencia. These are in addition to Catron, Grant, Hidalgo, Luna, Sierra, Socorro, Lincoln, Otero, Eddy, Doña Ana, and Chaves Counties in New Mexico, which are already included within the SBRC’s jurisdiction.
    In 2023, Heinrich led the introduction of the Southwest Border Regional Commission Reauthorization Act, legislation to reauthorize and fully fund the Southwest Border Regional Commission (SBRC). The bill was cosponsored by U.S. Senators Ben Ray Luján (D-N.M.), Mark Kelly (D-Ariz.), Alex Padilla (D-Calif.), and former-U.S. Senators Kyrsten Sinema (I-Ariz.), and Laphonza Butler (D-Calif.).
    INFRASTRUCTURE:
    Cuts funding for the U.S. Bureau of Reclamation by $600 million (-34%), gutting investments in key restoration projects.
    Cuts funding for the U.S. Army Corps of Engineers by $2 billion (-23%), slashing funding used to maintain our nation’s ports and harbors.
    Cuts funding for Federal Emergency Management Agency (FEMA) non-disaster grants that help communities prepare for disasters, support efforts to prevent violence and terrorism, prepare emergency responders, and more.
    Eliminates funding for the Corporation for Public Broadcasting, ending support for more than 1,500 local public television and radio stations. 
    Eliminates funding for the Institute of Museum and Library Services and the support provided to libraries and museums throughout the United States.
    Cuts funding for the U.S. Environmental Protection Agency (EPA) by more than half by abandoning state and Tribal programs that build and maintain drinking water and sewer systems, starving states of longstanding federal funding provided to pay for states’ work enforcing federal laws, and decimating funding for cleaning up toxic Superfund sites. The request would also effectively eliminate research funding used to better understand the impacts on human health from polluted air and water and from toxic chemicals. 
    ENERGY:
    Slashes funding for the Department of Energy overall by $4.7 billion (-9.4%).
    Guts funding for Energy Efficiency and Renewable Energy programs by $2.572 billion (-74%) and proposes to rescind $15.25 billion from Infrastructure Law energy programs, which will raise energy costs for American consumers by halting vital innovation and energy projects.
    Eliminates the Low Income Home Energy Assistance Program (LIHEAP), which helps 6 million American households heat and cool their homes.
    ECONOMIC DEVELOPMENT:
    Slashes funding for the Small Business Administration’s (SBA) Entrepreneurial Development Programs by $167 million, proposing the elimination of nearly all programs, including programs that support veterans as they work to start and grow a small business.
    Eliminates $291 million in funding for all current Community Development Financial Institutions (CDFI) financial assistance awards, which help leverage private capital to support the development of child care centers, housing, health care facilities, and small businesses. Since 2010, CDFIs have financed over 1.3 million businesses and 557,000 affordable homes.
    Completely eliminates the National Endowment for the Arts and the National Endowment for the Humanities, which provide funding for every state and every congressional district for cultural economic development and the creative economy.
    Guts funding for the National Oceanic and Atmospheric Administration (NOAA) by $1.5 billion, which would eliminate all manner of programs that create good jobs, help local economies, and support ocean research, health, and coastal resilience.
    More than halves funding for the National Science Foundation (NSF) with a $5.2 billion (-57%) cut. Cuts funding for the Department of Energy’s Office of Science by $1.148 billion (-14%). Together, these proposed cuts would decimate America’s edge in essential scientific research that would otherwise drive future economic growth.
    FOREIGN ASSISTANCE:
    Guts funding for the U.S. Department of State and America’s international security, economic, and humanitarian assistance programs by $31.2 billion (-48%).
    Cuts funding for lifesaving and other humanitarian assistance by $4.7 billion (-54%), which will lead to preventable deaths and suffering across the globe, and threaten Americans’ safety and well-being by undercutting our efforts to stop disease outbreaks and prevent conflict. A cut of this magnitude will also lead to more migration of people fleeing poverty, conflict, and natural disasters.
    Slashes economic growth and development funding across multiple agencies and accounts by $6 billion (67%) and proposes the final dissolution of the U.S. Agency for International Development (USAID).
    Guts funding for global health initiatives by $6.2 billion (-62%).
    Reneges on our treaty dues for the United Nations (U.N.), U.N. Peacekeeping operations, and a majority of other international organizations.
    SPACE EXPLORATION:
    Cuts National Aeronautics and Space Administration (NASA) funding by $6 billion (-24%), the largest single-year cut to NASA in U.S. history, which would mark an incredible retreat for American leadership and ambition in space. Terminates the Artemis Campaign to establish a human presence on the Moon after the Artemis III mission. Slashes funding for the Science Mission Directorate by $3.43 billion (-47%), which would cancel numerous current and planned missions to better understand our universe, solar system, and Earth.

    PROTECTING AMERICANS FROM DANGEROUS GAIN OF FUNCTION RESEARCH: Today, President Donald J. Trump signed an Executive Order to improve the safety and security of biological research in the United States and around the world. This Executive Order:

    • Ends any present and all future Federal funding of dangerous gain-of-function research in countries of concern like China and Iran and in foreign nations deemed to have insufficient research oversight.
    • Empowers American research agencies to identify and end Federal funding of other biological research that could pose a threat to American public health, public safety, or national security.
    • Prohibits Federal funding from contributing to foreign research likely to cause another pandemic. These measures will drastically reduce the potential for lab-related incidents involving gain-of-function research, like that conducted on bat coronaviruses in China by the EcoHealth Alliance and Wuhan Institute of Virology.
    • Protects Americans from lab accidents and other biosecurity incidents, such as those that likely caused COVID-19 and the 1977 Russian flu.

    ESTABLISHING SAFE AND SECURE OVERSIGHT OF DANGEROUS GAIN OF FUNCTION RESEARCH IN THE UNITED STATES: This Executive Order will increase the safety and security of biological research for Americans without impeding U.S. innovation.

    • For decades, policies overseeing gain-of-function research on pathogens, toxins, and potential pathogens have lacked adequate enforcement, transparency, and top-down oversight. Researchers have not acknowledged the legitimate potential for societal harms that this kind of research poses.
    • The Biden Administration allowed dangerous gain-of-function research with insufficient levels of oversight and actively approved Federal life-science research funding in China and other countries.
    • The 2024 United States Government Policy for Oversight of Dual Use Research of Concern and Pathogens with Enhanced Pandemic Potential (“DURC/PEPP”) and the 2024 Framework for Nucleic Acid Synthesis Screening are the latest examples of inadequate policies that rely on self-reporting and fail to protect Americans from dangerous research practices.
    • This Order pauses research using infectious pathogens and toxins in the United States that may pose a danger to American citizens until a safer, more enforceable, and transparent policy governing such research can be developed and implemented. It directs the Director of the Office of Science and Technology Policy (OSTP) and the National Security Advisor (NSA) to work with funding agencies to develop such a policy within 120 days.
    • Unlike previous policies, this Order contains enforcement and reporting mechanisms that will strengthen oversight and discourage subjective interpretation of policies that researchers have used in the past to evade biosafety and biosecurity oversight.

    SAFEGUARDING THE FUTURE AND PROMOTING AMERICAN BIOTECHNOLOGY DOMINANCE: President Trump is driving us into the Golden Age of American Innovation that will lead us to a safer, healthier, and more prosperous America.

    • This Order protects Americans from dangerous gain-of-function research that manipulates viruses and other biological agents and toxins, but it does not impede productive biological research that will ensure the United States maintains readiness against biological threats and continues to drive global leadership in biotechnology, biosecurity, and health research.
    • President Trump has long theorized that COVID-19 originated from a lab leak at the Wuhan Institute of Virology and has consistently pushed for transparency in investigating its origins.

    Being the victim of a scam can be devastating. Unfortunately, the number of people who can attest to the truth of this statement, either because they themselves have been scammed or because it has happened to someone they know, is growing. The Global Anti-Scam Alliance (GASA) reports that in 2024 nearly 50% of the world’s consumers dealt with at least one attempted scam every week.1 Microsoft understands the importance of protecting against scams in all their forms. This understanding is the basis for multiple companywide projects, including the launch of the Secure Future Initiative (SFI) in November of 2023.

    In February of 2024, Microsoft outlined its six-pillared comprehensive approach to addressing abusive AI-generated content. These pillars are: 

    • Strong safety architecture.  
    • Durable media provenance and watermarking.
    • Safeguarding services from abusive content and conduct.  
    • Robust collaboration across industry, governments, and civil society.  
    • The push toward modernized legislation to protect people from the abuse of technology.
    • Enhanced public awareness and education.   

    The foundation these pillars are built upon is responsibility. Microsoft leadership believes it is imperative for the tech sector to continually and proactively address fraud, scams, and security threats as they emerge. As part of that responsibility, Microsoft published a whitepaper in July 2024 and highlighted AI-generated fraud as one of the abuses United States policymakers should consider addressing with new legislation. 

    In accordance with this ethos and as the next step in its ongoing fight against scams around the world, Microsoft now announces that it will be joining GASA as a Foundation Member. In doing so, Microsoft readily grants its knowledge and expertise to an organization that has dedicated itself to protecting consumers everywhere from scams of all kinds. The GSE enables member organizations to collaborate in order to tackle online scams, fraud, and abuse—with more than 191 million threat signals being monitored in real time. The GSE is a United Kingdom not-for-profit organization owned by Oxford Information Labs (OXIL) and was launched in partnership with GASA. Microsoft is one of the first 20 leading international organizations that has joined in recent months.

    U.S. President Donald J. Trump signed an Executive Order to halt U.S. federal funding of gain-of-function research in overseas countries, like China and Iran, without proper oversight measures. In response to the Executive Order, U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

    “President Trump’s decisive action against gain-of-function research is a significant step towards greater government agency accountability. While this news is welcomed by many who have closely investigated COVID-19 origins, I believe future congressional action is essential to monitoring gain-of-function research of concern, reforming our public health agencies and protecting American life from risky experiments that involve dangerous virus transmission in humans.”

    BACKGROUND

    In the 118th Congress, Rep. Griffith chaired the House Committee on Energy and Commerce Subcommittee on Oversight & Investigations.

    Rep. Griffith chaired hearings on various issues, including but not limited to topics of biosafety and risky research. 

    Rep. Griffith was the lead Energy and Commerce Member in numerous forums with public health officials that were in various leadership positions during the outbreak of COVID-19, including working closely with the Select Subcommittee on the Coronavirus Pandemic.

    During this time, Chairman Griffith participated in closed-door transcribed interviews questioning former National Institute of Allergy and Infectious Diseases (NIAID) Director Dr. Anthony Fauci and questioning former National Institutes of Health (NIH) Director Dr. Frances Collins.

    Rep. Griffith was also a key figure in examining EcoHealth Alliance President Dr. Peter Daszak. 

    EcoHealth is the company that received grants from NIAID which in turn gave subgrants to the Wuhan Institute of Virology to conduct research on Coronavirus evolution and transmission. 

    Because of questions asked by Rep. Griffith related to significant inconsistencies and delays in required reports, among others, the U.S. Department of Health and Human Services recently announced that Dr. Daszak and EcoHealth Alliance would be debarred for five years, cutting them off from U.S. federal funding.

    In January of 2025, the Wall Street Journal reported that President Trump was considering an Executive Order to halt federal funding to gain-of-function research. In response, Rep. Griffith called on President Trump to scrutinize the country’s national gain-of-function research policy.

    Ever tried to explain why a sausage would be referred to as a “snag” while overseas, or why the toilet is the “dunny”? If you found this challenging, spare a thought for large language models (LLMs) such as ChatGPT, which have to contend with slang terms from all over the world.

    Is it possible for AI to decipher the strange “code” that is Australian slang, given all the nuance and cultural references loaded into it?

    Cracking the code

    LLMs don’t “understand” language like we do. Rather, they are trained on massive quantities of online text data (including websites, news articles and books) to learn patterns between words. They can then mimic these patterns to produce human-like responses.

    So it follows that unless AI systems can mingle with people in informal real-world settings – or can access TV shows such as Kath and Kim – they’re unlikely to grasp the finer points of our real-world conversations.

    Take words such as “cooked” and “random”, which can have different meanings in different contexts. Or consider the phrase “flat out like a lizard drinking”. What could it mean? Is the speaker comparing themselves to a thirsty reptile sprawled out under a dripping tap?

    The phrase actually refers to being very busy, by using the visual metaphor of a lizard’s fast-moving tongue. While an AI may not make this connection, many people living in Australia will have a lifetime of experience that helps them understand the message being conveyed.

    To further complicate matters, Aussie slang continues to evolve, and doesn’t always follow the rules of grammar and structure.

    Slang phrases tend to follow a looser sentence structure and are often filled with idioms, metaphors, abbreviations and culturally-specific humour. Australian language expert Roland Sussex estimates we use more than 5,000 abbreviations and diminutives.

    Slang also changes from one generation to the next. For instance, one 2010 study suggests older Australians are more likely to shorten words with an “ie” or “o” sound, such as “truckie” instead of “truck driver” and “ambo” instead of ambulance. Young Australians, meanwhile, are more likely to clip words or add an “s”, such as “mobes” for mobile phone.

    Are we there yet?

    Can AI chatbots learn Aussie slang? There is evidence many are already developing a broad understanding of the most frequently used terms and their current interpretations.

    For example, “give it a crack” and “mozzie” are both understood by Amazon’s Alexa.

    In 2021, Alexa partnered with local celebrity Sophie Monk and comedy duo The Inspired Unemployed to incorporate a large collection of Aussie slang into its vocabulary. The personal AI assistant even comes with an Aussie accent feature.

    Keeping up-to-date with changing Aussie slang terms, interpretations and regional dialects is a resource-intensive undertaking. Nonetheless, ChatGPT and other LLMs have made progress on this front, as this example shows:

    Some chatbots, such as Perplexity AI, can scour the internet in real-time to try and find the best possible response to an input.

    Trying to peek inside

    LLMs continue to advance in their sophistication and capabilities. The most recent models such as GPT 4o, DeepSeek and Claude 3.7 even incorporate “thinking” to tackle more complex tasks by displaying an internal “thought process” before revealing their answer.

    However, research has shown many AI models, when prompted, won’t always reveal the full “chain-of-thought” they followed to arrive at a particular answer.

    This makes it harder for us to understand the models’ intentions and reasoning processes. So while they may be learning to adapt and respond to our niche slang and cultural references, in many ways they remain a black box.

    Beyond that, AI models can only regurgitate our own slang back to us. They can’t grasp why it is meaningful. Nor do they understand the important role slang plays in our society.

    Aussie slang is born out of millions of interactions and conversations – and LLMs can only ever respond to our use of it. To create it remains an entirely human endeavour.

  • MIL-Evening Report: AI systems are built on English – but not the kind most of the world speaks

    An estimated 90% of the training data for current generative AI systems stems from English. However, English is an international lingua franca with about 1.5 billion speakers worldwide, and countless varieties.

    So whose English is today’s technology based on? The answer is primarily the English of mainstream America.

    This is no accident. Mainstream American English is entrenched in the digital infrastructure of the internet, in Silicon Valley’s corporate priorities, and in the data sets that fuel everything from autocorrect to AI-generated synthetic text.

    The consequence? AI models produce a monolithic version of English that erases variation, excludes minoritised and regional voices, and reinforces unequal power dynamics.

    The hegemony of mainstream American English

    The proliferation of American English online is a result of historical, economic and technological factors. The United States has been a dominant force in the development of the internet, content creation, and the rise of tech giants such as Google, Meta, Microsoft and OpenAI.

    Unsurprisingly, the linguistic norms embedded in products by these companies are overwhelmingly mainstream American.

    A recent study found that speakers of non-mainstream English were frustrated with the “homogeneity of AI accents” in voice-cloning and speech-generation technologies. One participant noted the predominant mainstream American accents in the voices available, stating the technologies had been built “with some other people in mind”.

    Mainstream varieties of English have long reigned as the “standard” against which other varieties are weighed.

    To take a single example from the US, linguistics research by John Baugh found that using different accents can determine people’s access to goods and services. When Baugh called different landlords about housing advertised in the local newspaper, using a mainstream accent procured him several housing inspections while using African-American and Latino accents did not.

    The prestige of mainstream English also underpins algorithmic decisions. The models behind tools such as autocorrect, voice-to-text, or even AI writing assistants are most often trained on mainstream American-centric data. This is often scraped from the web, where US-based media, forums and platforms dominate.

    This means variations in grammar, syntax and vocabulary from other varieties of English are systematically ignored, misinterpreted or outright “corrected”.

    Whose English is perceived as adding value?

    The stakes of this linguistic bias in favour of mainstream English become even higher when AI systems are deployed around the world.

    If an AI tutor fails to understand a Nigerian English construction, who bears the cost? If a job application written in Indian English is marked down by an AI-powered resume scanner, what are the consequences? If an Australian First Nations elder’s oral history is transcribed by voice recognition software and the system fails to capture culturally significant terms, what knowledge is lost or misrepresented?

    These questions are unfolding in real time as governments, educational institutions and corporations adopt AI technologies at scale.

    Englishes, not English

    The idea that there is one “good” or “correct” English is a myth. English is spoken in diverse forms across regions, shaped by local societies, cultures, histories and identities.

    As Noongar writer and educator Glenys Collard and I have written, Aboriginal English has “its own structure, rules and the same potential as any other linguistic variety” and the same is true of other forms of English.

    Indian English, for example, has lexical innovations such as “prepone” (the opposite of postpone). Singapore English (Singlish) integrates particles and syntactic features from Malay, Hokkien and Tamil.

    These are not “broken” forms of English. Each community where English was imposed has gone on to make English its own.

    English, and language more generally, is never static. It adapts to meet the needs of an ever-changing society and its speakers.

    Yet in AI development, this linguistic diversity is often treated as noise rather than signal. Non-standardised varieties are underrepresented in training datasets, excluded from annotation schemes, and rarely feature in evaluation benchmarks.

    This results in an AI ecosystem that is multilingual in theory, but monolingual in practice.

    Toward linguistic justice in AI

    So, what would it look like to build AI systems that recognise and respect a range of different forms of English?

    A shift in mindset is required, from prescribing “correct” language to including many varieties of language. What we need are systems that accommodate linguistic variation.

    This may involve supporting community-led efforts to document and digitise linguistic varieties on their own terms, bearing in mind not all linguistic varieties should be digitised or documented.

    Collaboration across disciplines is also important. It requires linguists, technologists, educators and community leaders working together to ensure AI development is grounded in principles of linguistic justice.

    The goal is not to “fix” language but to create technology that produces just outcomes. The focus should be on changing the technology, not the speaker.

    Embracing Englishes

    English has been a powerful vehicle of empire, but it has also been a tool of resistance, creativity and solidarity. Around the world, speakers have taken the language and made it their own. AI-enabled systems should be built to be as inclusive of this variability as possible.

    So next time your phone tells you to “correct” your spelling, or an AI chatbot misunderstands your phrasing, ask yourself: whose English is it trying to model? And whose English is being left out?

    Background

    Wildfires have long played a crucial role in reshaping and rejuvenating landscapes. They can clear out dead vegetation, return nutrients to the soil, and promote the growth of diverse plant species. However, the aftermath of wildfires also brings significant changes to the environment, some of which pose challenges to ecosystems and dangers to local communities. The USGS conducts extensive research to understand these changes and to develop strategies for hazard mitigation and recovery in fire-prone communities.

    The Good: The Beneficial Role of Fire in Landscapes

    First, let’s discuss “the good” and why wildfires are a natural part of forest and rangeland habitats. While wildfires can have destructive effects, they play a beneficial role in many ecosystems:

    • Nutrient Cycling. Fires consume dead and decaying matter, returning nutrients to the soil, which promotes new plant growth.
    • Habitat Diversity. By clearing dense vegetation, fires create a mosaic of different habitats, supporting a variety of plant and animal species.
    • Pest and Disease Control. Fires can reduce populations of pests and pathogens, contributing to the overall health of forests and grasslands. 

    The Bad: How Wildfires Alter Landscapes

    Next, let’s discuss “the bad” and how wildfires potentially negatively alter the landscape:

    • Soil Becomes Water-Repellent. Intense heat from wildfires can cause soils to become hydrophobic, meaning they repel water. This occurs when organic materials in the soil are vaporized by the heat, and upon cooling, these vapors condense and form a waxy coating around soil particles. As a result, rainwater cannot easily penetrate the soil, leading to increased surface runoff and a higher risk of flash flooding.
    • Streams Become Polluted. After a wildfire, ash and debris can be washed into nearby rivers and streams during rainfall. This runoff may contain elevated levels of nutrients, sediments, and heavy metals, which can degrade water quality and pose risks to aquatic life and human health. For instance, following Colorado’s 2020 Cameron Peak Fire, water supplies experienced significant contamination, highlighting the long-term impacts wildfires can have on water resources.
    • Slopes Become Unstable. Vegetation plays a vital role in stabilizing soil on slopes. When wildfires destroy this vegetation, the roots that bind the soil together decay, increasing the likelihood of landslides and debris flows, especially during subsequent rainstorms. The USGS has developed models to assess and predict these post-wildfire debris-flow hazards, aiding in the development of early warning systems and mitigation strategies.
    • Invasive Plants Can Spread. Wildfires can create opportunities for invasive plant species to establish themselves in burned areas. These species often outcompete native vegetation, leading to reduced biodiversity and altered ecosystem functions. The USGS collaborates with land managers to monitor these changes and develop strategies to promote the recovery of native plant communities. 

    The Ugly: The Future Impacts of Wildfires on Society

    Lastly, “the ugly.” Wildfires are not going away. In fact, wildfires in the United States are becoming more frequent, intense, and destructive. Several factors contribute to this trend, including prolonged droughts and increasing urban development in fire-prone areas. Scientists predict that future wildfire seasons will last longer, burn larger areas, and pose even greater challenges for communities, ecosystems, and emergency responders. The increasing severity of wildfires will have profound effects on public safety, public health, and the economy. For example, some ways wildfires will continue to be problematic include:

    • More Frequent Disruptions. Longer fire seasons will lead to more evacuations, power outages, and damage to infrastructure. Areas that were once considered safe may now face a growing threat of wildfire.
    • Air Quality and Health Concerns. Wildfire smoke contains harmful pollutants that can worsen respiratory illnesses, particularly for children, the elderly, and individuals with preexisting health conditions. Regions far from active fires can still experience dangerous air quality levels due to drifting smoke.
    • Economic Costs. Wildfires already cost billions of dollars annually for firefighting efforts, property damage, and lost economic productivity. As fires become more extreme, these costs are expected to rise, placing strain on local, state, and federal budgets.
    • Water and Food Security. Wildfires can damage watersheds, leading to long-term impacts on water supply and quality. Agricultural areas near fire zones may also suffer losses, reducing food production and increasing prices.

    The USGS plays a vital role in helping communities recover from wildfires and prepare for future events. By partnering with federal and state agencies, including the U.S. Forest Service, the Department of the Interior, and state Geological Surveys, the USGS is driving innovation in fire science and management. These partnerships ensure that responders and decision-makers have the best available information to protect lives, property, and natural resources.

    The USGS employs more than 100 scientists whose research focuses on fire-related topics, including using high-resolution remote sensing to characterize vegetative fuel loads; applying the latest satellite technology to detect fires and map wildfire perimeters; evaluating best practices to reduce wildfire risks; and assessing post-wildfire flooding and debris-flow hazards. This work also includes creating and sharing best practices to support recovery across landscapes. Together, USGS expertise and monitoring capabilities are greatly improving the safety of first responders and the public-at-large.

    Researchers across the USGS are working with the interagency fire community to expand the use of artificial intelligence, machine learning and other rapid-computing capabilities. For example, the USGS uses artificial intelligence with satellite imagery to detect fire boundaries and develop burn severity maps, and to identify distribution and abundance of fire-adapted invasive species like cheatgrass in the Great Basin.

    The USGS Wildland Fire Science Strategy aligns with national initiatives as defined in the National Cohesive Wildland Fire Management Strategy. Developed by a broad swath of stakeholders at all levels, the Cohesive Strategy calls for science and management that promote resilient landscapes and fire-adapted communities for safe and effective wildfire responses.

Given the increasing risks, wildfire management strategies must evolve. The USGS and other agencies will continue to play a key role in researching fire behavior, mapping high-risk areas, and providing vital information to help communities adapt.

    Case Study: The January 2025 Los Angeles Fires

    In January 2025, Southern California faced an unprecedented wildfire crisis as extreme Santa Ana winds fueled four large wildfires (the Palisades, Eaton, Hurst, and Kenneth Fires) and dozens of smaller blazes that scorched the region. The fires burned more than 40,000 acres, destroyed 12,000 structures, and led to at least 30 fatalities. Amid this devastation, the USGS delivered essential science and information that supported fire response efforts, assessed postfire hazards, and aided recovery in impacted communities.

    The USGS worked alongside federal and state agencies, providing critical tools and information for every stage of the fire management.

    • Real-Time Fire Mapping. The USGS National Civil Applications Center generated wildfire boundary maps for the Palisades, Eaton, and Hurst fires. Using satellite imagery, these maps were delivered to Incident Commanders each morning to inform daily firefighting strategies and evacuation plans.
    • Ecological Research and Recovery. The USGS Western Ecological Research Center advised land managers on fire behavior and postfire recovery strategies. This included addressing erosion risks, invasive species management, and advising how to use native vegetation to restore burned areas. The Suppression and Planning Actions for Restoring Communities and Species (SPARCS) team collaborated directly with resource managers to assess their needs and provide support.
    • Postfire Hazard Assessments. The USGS Geologic Hazards Science Center led assessments of postfire debris flow risks in the steep terrain of the Santa Monica Mountains. Working with the California Geological Survey and other partners, USGS scientists mapped soil burn severity and modelled the likelihood and volume of debris flows during future storms. This data will help the National Weather Service issue warnings and guide local recovery efforts.

  • MIL-OSI USA: UConn Students Pitch Tech Startups at Semester-End Showcase

    On April 28, students in a Technology Innovation and Entrepreneurship class capped off their academic year-long entrepreneurial journey by pitching their technology-based startup ventures at the course’s final pitch day.

    The event, held at the Innovation Partnership Building, featured eight student teams presenting to an audience of guest judges, peers, and visiting international students. A networking hour with light refreshments followed, offering time for further discussion and connection. 

    The course, co-taught by Dr. Leila Daneshmandi from the College of Engineering and Sam Nanayakkara from the School of Business, is an interdisciplinary, project-based class that brings together students from across campus to form teams and tackle real-world problems with innovative technology solutions.

     

    This year’s cohort included students from five UConn schools and colleges: Engineering; Business; Nursing; Fine Arts; and Agriculture, Health and Natural Resources. Participants ranged from first-year undergraduates to graduate students.

    “The students have to work across disciplines, build communication skills, and collaborate as a team. That’s part of their learning journey,” said Nanayakkara. “They’re not just learning how to start a company, they’re learning how to work with people who think differently from them, how to adapt, and how to lead. These are skills that apply far beyond entrepreneurship, whether they go into startups, industry, or any field where innovation and collaboration matter.” 

    Many of the 26 students began developing their ventures in the fall semester’s Technology Innovation and Entrepreneurship I course. That course introduces ideation, design thinking, and business models.  

    The spring sequel focuses on startup strategy, product-market fit, prototyping, and financials. Together, the courses form a year-long, hands-on sequence designed to help students build viable, scalable technology ventures. No prior experience is required to enroll in the Fall course. 

    This spring, Joseph Luciani from the College of Engineering’s Innovation Shop joined the instructional team, providing students with support in prototyping and technical development, further strengthening the course’s emphasis on building real, working solutions. 

    The student teams focused on solutions across a wide range of areas, including charging infrastructure, AI regulations, energy trading, healthcare, elderly care, mobility assistance, physical therapy, and agriculture. The ventures pitched were OptiEnerX, Safety Assurance Index, SoleShift, Transferable, PowerBid, Goldilocks, SmarThyCheck, and Flexapy. 

    The audience also included 24 visiting students from the U.S. Department of State’s Young Southeast Asian Leaders Initiative (YSEALI), who were on campus for a five- week entrepreneurship program hosted by UConn’s Global Training and Development Institute. The YSEALI students observed the final presentations, asked thoughtful questions, and joined the networking session following the pitches.

    Unless specified otherwise, all underwriting performance ratios presented herein are for our continuing operations and business not subject to retroactive reinsurance accounting.

    First Quarter 2025 Highlights:

    • Annualized adjusted net operating return on tangible common equity1 of 11.5% and year to date growth in tangible common equity1 of 7.1%.
    • E&S segment combined ratio of 91.5% and renewal rate change of 7.8%, with the majority of underwriting divisions reporting pricing increases.
    • Specialty Admitted Insurance segment combined ratio of 102.1%, with fronting and program gross written premium declining 21.3%.
    • De minimis overall prior year reserve activity. Group combined ratio of 99.5%.
    • Final independent accounting firm determination in the purchase price adjustment dispute related to the sale of JRG Reinsurance Company Ltd. (“JRG Re”), finding in favor of the Company on $53.6 million of the aggregate $54.1 million of items in dispute, resulting in a small downward adjustment to the purchase price of ($0.5) million. This is reflected in the first quarter results.

    • E&S Segment Highlights:
      • For the first quarter of 2025, the segment’s gross written premium was largely flat to the comparable quarter last year.
      • Renewal rate increases across the segment were 7.8% during the quarter.
      • The segment continued to experience strong submission growth, with the 6% growth in renewal submissions exceeding 2024 levels.
      • There was de minimis favorable reserve development during the quarter.
    • Specialty Admitted Insurance Segment Highlights:
      • Gross written premium for the fronting and program business declined 21.3% compared to the prior year quarter, as the Company manages this segment to retain minimal risk. This excludes the impact of our large workers’ compensation program and Individual Risk Workers’ Compensation book, which were non-renewed in the second quarter of 2023 and sold via a renewal rights transaction in the third quarter of 2023, respectively. Overall, premium declined 30.7%
      • While the fronting business of the segment is transactional in nature, the Company remains focused on managing its expenses in this segment over the course of the calendar year.
      • There was de minimis prior year reserve movement during the quarter.

    • Retroactive benefits of $1.9 million were recorded in loss and loss adjustment expenses during the first quarter and the total deferred retroactive reinsurance gain on the Balance Sheet is $56.0 million as of March 31, 2025.
    • The consolidated expense ratio was 32.7% for the first quarter of 2025, which was an increase from 28.9% in the prior year quarter. The expense ratio increase was primarily driven by higher compensation expenses on lower net earned premium.

    Investment Results
    Net investment income for the first quarter of 2025 was $20.0 million, a decline of 11.6% compared to $22.6 million in the prior year quarter. The comparable decline in income was primarily due to a smaller asset base following the funding of retroactive reinsurance structures for the E&S segment which were purchased in the second half of 2024.

    The Company’s annualized gross investment yield on average fixed maturity, bank loan and equity securities for the three months ended March 31, 2025 was 4.6% (versus 4.8% for the three months ended March 31, 2024).

    Net realized and unrealized losses on investments of ($1.4) million for the three months ended March 31, 2025 compared to net realized and unrealized gains on investments of $4.6 million in the prior year quarter. The majority of the realized and unrealized losses during the quarter were related to realized losses on sales in our bank loan portfolio, partially offset by increases in the fair value of our preferred stock portfolio.

    Discontinued Operations

    In connection with the process outlined in the Stock Purchase Agreement, and as previously disclosed, the buyer of JRG Re claimed a $54.1 million downward adjustment to the closing purchase price, which the Company disputed. As per the Stock Purchase Agreement, the disputed items (totaling $54.1 million) were submitted to an independent accounting firm for final resolution. On April 18, 2025, the independent accounting firm issued its final determination which resulted in a small downward adjustment to the closing purchase price of $0.5 million. The determination by the independent accounting firm is final and binding with regards to the purchase price.

    Capital Management

    The Company announced that its Board of Directors declared a cash dividend of $0.01 per common share. This dividend is payable on Monday, June 30, 2025 to all shareholders of record on Monday, June 9, 2025.

    Tangible Common Equity Per Share

    Shareholders’ equity of $484.5 million at March 31, 2025 increased 5.1% compared to shareholders’ equity of $460.9 million at December 31, 2024. Tangible common equity3 per share of $7.11 at March 31, 2025 increased 6.6% compared to tangible common equity per share of $6.67 at December 31, 2024, due to net income from continuing operations, partially offset by a small net loss from discontinued operations. Other comprehensive income benefited by $14.3 million during the first quarter of 2025, improving AOCI to ($55.7) million due to a decline in interest rates.

    Underwriting Performance Ratios

    The following table provides the underwriting performance ratios of the Company’s continuing operations inclusive of the business subject to retroactive reinsurance accounting. There is no economic impact to the Company over the life of a retroactive reinsurance contract so long as any additional losses subject to the contract are within the limit of the contract and the counterparty performs under the contract. Retroactive reinsurance accounting is not indicative of our current and ongoing operations.     Underwriting Profit

    The following table reconciles the underwriting profit by individual operating segment and for the entire Company to consolidated income from continuing operations before taxes. We believe that the disclosure of underwriting profit by individual segment and of the Company as a whole is useful to investors, analysts, rating agencies and other users of our financial information in evaluating our performance because our objective is to consistently earn underwriting profits. We evaluate the performance of our segments and allocate resources based primarily on underwriting profit. We define underwriting profit as net earned premiums and gross fee income (in specific instances when the Company is not retaining insurance risk) less losses and loss adjustment expenses on business from continuing operations not subject to retroactive reinsurance accounting and other operating expenses. Other operating expenses include the underwriting, acquisition, and insurance expenses of the operating segments and, for consolidated underwriting profit, the expenses of the Corporate and Other segment.     Adjusted Net Operating Income

    We define adjusted net operating income as income available to common shareholders excluding a) income (loss) from discontinued operations, b) the impact of retroactive reinsurance accounting, c) net realized and unrealized gains (losses) on investments, d) certain non-operating expenses such as professional service fees related to certain lawsuits, various strategic initiatives, and the filing of registration statements for the offering of securities, e) severance costs associated with terminated employees, and f) deemed dividends recorded with the amendment of the Series A Preferred Shares. Adjusted net operating income should not be viewed as a substitute for net income calculated in accordance with GAAP, and our definition of adjusted net operating income may not be comparable to that of other companies.

    Tangible Equity (per Share) and Tangible Common Equity (per Share)

    We define tangible equity as shareholders’ equity plus mezzanine Series A Preferred Shares and the deferred retroactive reinsurance gain less goodwill and intangible assets, net of amortization. Tangible equity per share represents tangible equity divided by the sum of total common shares outstanding plus the common shares resulting from an assumed conversion of the outstanding Series A Preferred Shares into common shares (at the conversion price effective as of the last day of the applicable period). We define tangible common equity as tangible equity less mezzanine Series A Preferred Shares and tangible common equity per share represents tangible common equity divided by the total common shares outstanding. Our definitions of tangible equity and tangible equity per share may not be comparable to that of other companies, and they should not be viewed as a substitute for shareholders’ equity and shareholders’ equity per share calculated in accordance with GAAP. We use tangible equity and tangible common equity internally to evaluate the strength of our balance sheet and to compare returns relative to this measure.       This joint training is the first time that the Chinese PLA Air Force has dispatched its various types of troops to Africa to systematical conduct the joint training, demonstrating the long-range force projection, agile force deployment and systematic combat capabilities of the Chinese PLA Air Force.

      During the 18-day joint training, the two sides conducted discussions and exchanges on such topics as training mode, air combat tactics, and aerial refueling operations.     1.   ENERGY DISTRIBUTION – RETAIL & MARKETING

    In Q1 2025, volume continued to increase across the board. Margins also saw an upward trend, with some variability.

    LPG volume was slightly up. The main drivers for growth over the quarter were bulk in France, where sales teams were particularly dynamic and won several new contracts. Autogas in France also saw a strong performance, as a result of several contracts won with service stations in 2024. Market share in France continued to increase, benefiting from a high level of customer engagement. These strong dynamics were partially offset by lower volume in Morocco where the market faced a product shortage after difficult weather conditions kept the supply vessels from unloading the product. Gross margin remained stable.

    • As regards fuel:
      • in the retail business (representing 49% of fuel volume and 52% of fuel gross margin in Q1 2025) volume grew by 4% vs Q1 2024. Gross margin increased by 14%, driven by:
        • increasing volume in East Africa, with Zambia, Uganda and Rwanda showing significant growth rates thanks to rebranded service stations,
        • Madagascar also saw significant volume and margin growth year over year, thanks to a well-maintained network and improved logistics, enabling the Company to increase its market share,
        • activity continued to be very dynamic in the Caribbean, with Jamaica, Barbados, and Guyana still performing well. The situation in Haiti remains unchanged with half of the service stations closed at the end of March 2025;
      • the Commercial and Industrial business (C&I, representing 28% of fuel volume and 24% of fuel gross margin in Q1 2025) increased by 2% in volume and decreased by 1% in gross margin over the period, led by Kenya, Zambia, Guyana, Suriname and Barbados;
      • the aviation segment (representing 20% of fuel volume and 19% of fuel gross margin in Q1 2025) saw increased margins in Q1 2025 at +6% despite a slight volume decline of 2%. This performance was mainly driven by the Eastern Caribbean region, where some airlines decreased their frequencies, and the pricing environment was favourable.
    • Bitumen volume was up 35% yoy, mainly driven by Nigeria where Rubis’ supply situation was particularly strong. Togo and South Africa also saw strong volume increase, with improving margins. Gross margin showed a 6% decrease yoy and is the result of a different product mix in Nigeria.

    2.   ENERGY DISTRIBUTION – SUPPORT & SERVICES

    The Support & Services activity recorded €266m of revenue (+2% yoy) in Q1 2025.

    Volume excluding crude deliveries was up 5% and margins were down 4% vs Q1 2024.

    In the Caribbean, trading activity was dynamic with +5% in volume.

    In Africa, bitumen shipping activity was at a level comparable to that of Q1 2024 (volume +1%) with more numerous but shorter routes.

    SARA refinery and logistics operations present specific business models with stable earnings profile.

    3.   RENEWABLE ELECTRICITY PRODUCTION – PHOTOSOL
