On Aug. 26, 2021, American and other Coalition military forces were conducting an evacuation operation at Hamid Karzai International Airport in Kabul, Afghanistan. Abbey Gate was the main entry point for the operation. Thousands of civilians were at Abbey Gate for evacuation.
At approximately 5:36 p.m., ISIS-K member Abdul Rahman al-Logari detonated a body-worn suicide bomb at Abbey Gate, killing 13 U.S. military service members and approximately 160 civilians.
During an interview with FBI Special Agents on March 2, 2025, after waiving his Miranda rights, Sharifullah admitted to helping prepare for the Abbey Gate attack, including scouting a route near the airport for an attacker. Sharifullah specifically checked for law enforcement and American or Taliban checkpoints; he then communicated to other ISIS-K members that he believed the route was clear and that the attacker would not be detected. Sharifullah also admitted to recognizing al-Logari as an ISIS-K operative he had previously known.
During his interview with the FBI, Sharifullah also admitted to supporting and conducting activities on behalf of ISIS-K in multiple other lethal attacks.
On June 20, 2016, a suicide bomber acting for ISIS-K detonated a bomb that killed over ten embassy guards and multiple civilians and wounded other soldiers guarding the Canadian embassy in Kabul. ISIS claimed responsibility for the attack. As alleged in the complaint, prior to the attack, Sharifullah conducted surveillance to prepare the suicide bomber and later transported the bomber to the attack area.
On March 22, 2024, a group of ISIS-K gunmen attacked Crocus City Hall near Moscow, Russia. The attack killed approximately 130 people and injured numerous others. Russian authorities arrested four gunmen in connection with the attack. During his interview with the FBI, Sharifullah admitted that, on behalf of ISIS-K, he had shared instructions on how to use AK-style rifles and other weapons to would-be attackers. Sharifullah also admitted to recognizing two of the four arrested gunmen as those he had previously instructed.
If convicted, Sharifullah faces a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Oslo, 5 March 2025 – DNO ASA, the Norwegian oil and gas operator, today confirmed a gas/condensate discovery on the Mistral prospect in the Norwegian Sea license PL1119 in which the Company’s wholly-owned subsidiary DNO Norge AS recently acquired a 10 percent interest.
The well encountered a 45-meter hydrocarbon column with good reservoir properties in the Garn Formation. Preliminary estimates of gross recoverable resources encountered are in the range of 19-44 million barrels of oil equivalent. In addition to DNO, license partners include Equinor Energy AS (50 percent and operator), OKEA ASA and Pandion Energy AS (20 percent each).
Located some 20 kilometers southwest of Equinor’s ongoing Lavrans subsea development, the Mistral discovery is a candidate for a fast-track tieback to this field. Given the good reservoir properties, the discovery likely allows for simplified development solutions.
To diversify its exploration portfolio, DNO entered into the Mistral license through a swap agreement with OKEA announced on 19 December 2024, shortly before spud date of the discovery well. In exchange, OKEA picked up a 10 percent interest in North Sea license PL1109 containing the Horatio prospect, in which DNO has retained a 20 percent interest. Exploration drilling is ongoing at Horatio. The DNO-OKEA transaction is subject to government approval.
Further south, DNO is currently drilling its Kjøttkake exploration well in North Sea license PL1182S in which the Company holds a 40 percent operated stake.

HOUSTON, March 05, 2025 (GLOBE NEWSWIRE) — VAALCO Energy, Inc. (NYSE: EGY; LSE: EGY) (“Vaalco” or the “Company”) announced that it has entered into a new revolving credit facility (“the new facility”) with an initial commitment of $190 million and the ability to grow to $300 million, led by The Standard Bank of South Africa Limited, Isle of Man Branch with other participating banks and financial partners. This new facility, which is subject to customary administrative conditional precedents, replaces the Company’s existing undrawn revolving credit facility that was provided by Glencore Energy UK Ltd. The Company arranged the new facility primarily to provide short-term funding that may be needed from time-to-time to supplement its internally generated cash flow and cash balance as it executes its planned investment programs across its diversified asset base over the next few years.
Key terms include:
Six-year term with facility amortization to begin on September 30, 2026;
Initial commitment of $190 million with the ability to grow to $300 million through a $110 million accordion;
Amounts drawn bear interest of 6.5% plus SOFR until the Côte d’Ivoire Floating Production Storage and Offloading vessel (“FPSO”) Dry Dock Refurbishment Project is completed;
Interest rate will decrease to 6.0% plus SOFR once the FPSO project is completed;
Undrawn available amounts incur a fee of 35% of margin per annum and undrawn unavailable amounts incur a fee of 20% of margin per annum, with semi-annual borrowing base redeterminations; and
Secured with Vaalco’s Gabon, Egypt and Côte d’Ivoire assets.

“President Trump is coming here to the Capitol… this evening to give what he is calling the State of the Union. But I expect that he will give his own fantasy version of an update on how he and Elon Musk are running the country. Because it is pretty painfully clear to me… that these two out-of-touch billionaires really have no idea what they are doing… In short, they really have no sense at all of the actual state of our union. Because they have never really taken the time to listen to the people on the frontlines who are serving our communities before they fired them!” Senator Murray said on the press call today. “Elon and Trump may not care about what these workers did; they may not get that it matters—probably because they don’t take commercial flights, or rely on Social Security benefits, or send their kids to public schools, or struggle to get health care, or have to worry about being scammed by predatory lenders. But you know what? Regular people get it. Regular people understand their work has value, it has dignity, and it makes our lives better. And regular people also understand that mass firing people, like the workers we’ll hear from right now, will make their lives worse.”

“Working at the VA gave me purpose. I understood the struggles veterans faced, whether physical, mental, or emotional. I took pride in being part of something bigger than myself, in continuing to serve even after taking off the uniform,” said Scott Olson, a disabled veteran who served for eight years in the Army, including time in combat, and was diagnosed with cancer twice after serving in Iraq for 15 months. Scott worked at the VA in Seattle in Program Support for VA’s Community Housing Program—helping homeless veterans—before he was suddenly fired without cause last Monday, as part of Trump and Elon Musk’s mass layoffs at VA. “The next chapter in my service led me to working with unhoused Veterans. My role was to serve as the initial contact when they came in looking for help with resources. I supported the social workers ensuring they had the ability to transport Veterans in the community. Limiting roles like mine, means other VA employees will have to take on more and cutting into valuable clinical time directly serving veterans. That’s why it was so devastating when, without warning, without cause, I was terminated. No explanation, no justification just a cold dismissal from a role that meant everything to me. It felt like a betrayal, not just of my dedication but of the values I thought the VA stood for. I had fought through war, through cancer, and through every challenge life had thrown at me only to be cast aside by the very system I had believed in.”
“The CFPB has been open for less than 14 years, but in that time has returned over $21 billion dollars to harmed consumers in the form of compensation, principal reduction, canceled debts, and other relief. Fo every $1 spent, about $2.85 has been returned to consumers. How is that inefficient?,” said Ambrose Dieringer, an analyst in the supervision division of the Consumer Financial Protection Bureau (CFPB) who resides in Seattle. Ambrose and many of his colleagues were suddenly put on administrative leave last month and ordered to cease working after Office of Management and Budget (OMB) Director Russ Vought took over as Acting Director of the CFPB, where he is working with Trump and Elon Musk to cripple the nation’s leading agency protecting consumers from financial fraud—raising serious conflict of interest concerns.
“These recent firings are a disaster for public lands, we are already suffering from years of backlog maintenance and the effects of heavy wildfire damage across the landscape. If we do not act now to save these recreation programs, they will be lost forever along with our beloved trails,” said Ray Beaupre, who was a permanent seasonal volunteer coordinator and trails lead with the U.S. Forest Service in the Methow Valley Ranger District, before being recently laid off without cause by Trump and Musk.
“In my role with the NPS, I was responsible for planning and implementing critical repair and upgrade projects across national park sites in the Pacific West Region, including Washington, Oregon, California, Idaho, Hawaii and the Pacific Islands. My work included renovating campgrounds impacted by wildfires, upgrades to picnic areas and outdoor restroom facilities, implementing trail projects, and much needed visitor center improvements for accessibility,” said Jordan Lewis from Seattle, a former landscape architect with the National Park Service who worked on several important projects across Washington state including: a trail project at San Juan Island National Historical Park to protect endangered Marble Butterfly habitat, a roadway safety project for bicyclists and pedestrians also at San Juan Island National Historic Park, critical upgrades to aging visitor facilities at Ross Lake Overlook and Cascade Pass in North Cascades National Park, and needed accessibility improvements at Fort Vancouver National Historic Site to meet compliance with ADA laws. “On February 14th at 4:50 PM, without warning, I received a generic email terminating me immediately. The letter stated that my skills and abilities did not meet the needs of the Department and that my position was no longer required—despite an exceptional performance review and a backlog of urgent repair projects I was hired to implement. Overnight, my dream job was taken from me and my life has been turned upside down by people I have never met. But beyond my personal loss, these mass firings of probationary employees are already having serious consequences for our national parks. On February 14th, more than 1,000 probationary employees were fired from NPS alone, creating staffing shortages that are now affecting park units nationwide. Our division has been forced to indefinitely suspend several critical projects due to the indiscriminate removal of dedicated NPS employees.”
Senator Murray has been raising the alarm nonstop about how mass firings at all manner of federal agencies will hurt families, veterans, small businesses, farmers, and so many others in Washington state and across the country. “Thank you to all of you for joining us today. I think as everybody knows, President Trump is coming here to the Capitol, where I am, this evening, to give what he is calling the State of the Union. But I expect that he will give his own fantasy version of an update on how he and Elon Musk are running the country.
“Because it is pretty painfully clear to me, from all of the contacts we are getting from around our state and everywhere, that it’s pretty clear that these two out-of-touch billionaires really have no idea what they are doing. They have no idea how painful cuts and mass firings they have gone on with such glee—how that’s hurting our families, and in short, they really have no sense at all of the actual state of our union.
“Because they have never really taken the time to listen to the people on the frontlines who are serving our communities before they fired them.
“So on this call, today, I am going to make sure we hear from some real people, real federal workers who were actually doing the work of the American people, and know what the damaging effects have been over the last few weeks.
“Because the truth is: the state of the union is that Trump fired forest rangers. The state of the union is that he fired cancer researchers. He fired people who keep Social Security running. And he fired thousands upon thousands of veterans who work to serve all of our communities.
“And at risk of saying the obvious—that will make our country weaker, it will make life a lot worse for folks back home. It is going to mean less safe conditions, longer lines at our National Parks and forests, places like Mt. Rainer, and North Cascades, and Olympic National Park, and Mount St. Helens. […]

“We also know this is not about merit, because they mass fired so many people who had recently been promoted for doing a good job!
“Right here in Washington state, they even fired a NOAA employee of the year—someone who worked on saving orcas, and salmon, and wildlife from oil spills.
“I don’t know who Trump and Musk think they are fooling, but it doesn’t take a lot of common sense to realize: you don’t make the government work better by giving the richest man in the world a baseball bat and letting him smash it to pieces. This has been just heartbreaking, and infuriating.
“I have spoken to so many federal workers, public servants—who took so much pride in the work they do to strengthen our country, building our communities, supporting families, helping our neighbors.
“As you will hear this evening, the work they do is because they care. Because they know it’s important. And that’s why they were federal employees.

In remarks, President Lai stated that global challenges such as extreme weather, pandemics, and energy crises continue to emerge, and growing authoritarianism presents a grave threat to freedom-loving countries. These challenges have no borders, he said, and absolutely no single country can face them alone. The president said that as a responsible member of the international community, Taiwan is both willing and able to contribute even more to the democracy, peace, and prosperity of the world, and that the GCTF is an important platform where Taiwan can make those contributions by sharing its experiences with the rest of the world. President Lai indicated that Taiwan will join the forces of the central and local governments to enhance social resilience across the board, enhance disaster response capabilities in the community, and leverage its strengths to make contributions to the international community. He said that we are demonstrating to the world our determination to create an even more resilient Taiwan, and expressed hope to advance mutual assistance and exchanges with all the countries involved, so that we can together promote stability and prosperity around the world. You are all here for this GCTF workshop to discuss whole-of-society resilience building, preparation, and response. The GCTF is an important platform where Taiwan can make those contributions by sharing its experiences with the rest of the world. I want to thank our full GCTF partners, the United States, Japan, Australia, and Canada. Over the past several years, we have worked with even more countries through this framework and have expanded our exchanges into even more fields. Together, we have met all kinds of new challenges. I am confident that as our cooperation grows stronger, so will our ability to promote global progress. Each of today’s guests is contributing a vital force in that regard. Taiwan holds a key position on the first island chain, and stands at the very frontline of the defense of democracy. With this joint workshop, we are demonstrating to the world our determination to create an even more resilient Taiwan. We are also aiming to advance our mutual assistance and exchanges with all the countries involved, so that we can make our societies more resilient and together promote stability and prosperity around the world. Moving forward, we will continue advancing the following three initiatives: First, we will join the forces of the central and local governments to enhance social resilience across the board. Just last year, I established the Whole-of-Society Defense Resilience Committee at the Presidential Office. Civilian force training, strategic material preparation, and critical infrastructure operation and maintenance are all key discussion areas for our committee. These aim to enhance Taiwan’s resilience in national defense, economic livelihoods, disaster prevention, and democracy. They are also items on the agenda for this GCTF workshop. To cover all the bases, Taiwan must unite and cooperate as a team. Last year, our committee held the very first cross-sector tabletop exercise at the Presidential Office which included central and local government officials as well as civilian observers. We aim to test the government’s emergency response capabilities in high-intensity gray-zone operations and near-conflict situations. We will continue to hold exercises to help the central and local governments work together more efficiently, and strengthen Taiwan’s overall disaster response capabilities. Second is to enhance disaster response capabilities in the community. We fully understand that to build whole-of-society resilience, we must help people increase risk awareness, know how to respond to disasters, and develop abilities to help themselves, help one another, and work together. We are grateful to the American Institute in Taiwan (AIT) for collaborating with the Taiwan Development Association for Disaster Medical Teams to host “Take Action” workshops around the country since 2021. A 2.0 version is already in practice, and continues to train the public in first aid skills. Director of the AIT Taipei Office Raymond Greene and I took part in a Take Action event in New Taipei City last year and personally saw the positive outcomes of the training. In addition to the Take Action workshops, the government is also providing Disaster Relief Volunteer training for ages 11 to 89, and is continuing to expand its target audience. We have also set up Taiwan Community Emergency Response Teams at key facilities nationwide, enhancing the ability of these important facilities to respond independently to disasters. Civilian training will continue to be refined and expanded so that members of the public can serve as important partners in government-led disaster prevention and relief. Third, we will leverage Taiwan’s strengths to make contributions to the international community. The inspiration for our Disaster Relief Volunteer training comes from a similar program run by The Nippon Care-Fit Education Institute in Japan. I am confident that through exchanges like this workshop, Taiwan and other countries can also inspire one another in many areas, and enhance whole-of-society resilience in multiple ways. Taiwan also excels in information and communications and advanced technology. We will set up even more robust cybersecurity systems, expand usage of emerging technologies, and improve the ways we maintain domestic security. We hope that by leveraging our capabilities and sharing our experiences, Taiwan can contribute even more to the international community. I want to welcome all our partners once again, and thank AIT for co-hosting this event. Let’s continue down the path of advancing global security and developing resilience together. They were important contributions that former Prime Minister Abe made in regard to the Taiwan Strait and the Indo-Pacific region. Recently, current Prime Minister of Japan Ishiba Shigeru and United States President Donald Trump held a meeting and jointly reiterated the importance of peace and stability across the Taiwan Strait, as well as opposed unilateral changes to the status quo by force or coercion. We will uphold the spirit of peace through strength, using concrete actions to build a stronger Taiwan and bolster the free and democratic community. I sincerely thank the international community for continuing to attach importance to the situation in the Taiwan Strait. Recently, US President Donald Trump and Japan’s Prime Minister Ishiba Shigeru issued a joint leaders’ statement expressing their firm support for peace and stability across the Taiwan Strait, and for Taiwan’s participation in international affairs. As we face a complex global landscape, I call on the international community to take the following actions: First, as authoritarianism consolidates, democratic nations must also come closer in solidarity. Just a few days ago, the top diplomats of the US, Japan, and South Korea held talks, underlining the importance of maintaining peace and stability across the Taiwan Strait. They also conveyed their stance against “any effort to destabilize democratic institutions, economic independence, and global security.” On these issues, Taiwan will also continue to contribute its utmost. I recently announced that we will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Soon after I assumed office last year, I formed the Whole-of-Society Defense Resilience Committee at the Presidential Office. This committee aims to combine the strengths of government and civil society to enhance our resilience in national defense, economic livelihoods, disaster prevention, and democracy. We will also deepen our strategic partnerships in the democratic community to mutually increase defense resilience, demonstrate deterrence, and achieve our goal of peace throughout the world. Second, let’s create non-red global supply chains. For the democratic community to deter the expansion of authoritarianism, it must have strong technological capabilities. These can serve as the backbone of national defense, promote industrial development, and enhance economic resilience. So, in addressing China’s red supply chain and the impact of its dumping, Taiwan is willing and able to work with global democracies to maintain the technological strengths among our partners and build resilient non-red supply chains. As a major semiconductor manufacturing nation, Taiwan will introduce an initiative on semiconductor supply chain partnerships for global democracies. We will collaborate with our democratic partners to form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. The achievements of today’s semiconductor industry in Taiwan can be attributed to our collective efforts. Government, industry, academia, and research institutions had to overcome various challenges over the last 50 years for us to secure this position. We hope Taiwan can serve as a base for linking the capabilities of our democratic partners so that each can play a suitable role in the semiconductor industry chain and develop its own strengths, deepening our mutually beneficial cooperation in technology. This benefits all of us. Moreover, it allows us to further enhance deterrence and maintain global security. Third, let’s unite to usher in peace. China has not stopped intimidating Taiwan politically and militarily. Last year, China launched several large-scale military exercises in the Taiwan Strait. Its escalation of gray-zone aggression now poses a grave threat to the peace and stability of the Indo-Pacific region. As a responsible member of the international community, Taiwan will maintain the status quo. We will not seek conflict. Rather, we are willing to engage in dialogue with China, under the principles of parity and dignity, and work toward maintaining peace and stability in the Taiwan Strait. As the agenda of this forum suggests, democracy and freedom create more than just opportunities; they also bring resilience, justice, partnerships, and security. In July, she also attended the annual summit of the Inter-Parliamentary Alliance on China (IPAC), which was held in Taipei. I am delighted that we are meeting once again. Taiwan-UK relations have advanced significantly in recent years. I would especially like to thank our distinguished guests, as well as the UK Parliament and government, for continuing to demonstrate support for Taiwan through a variety of means. For example, the House of Commons held a debate on Taiwan’s international status last November. After the debate, a motion was unanimously passed affirming that United Nations General Assembly (UNGA) Resolution 2758 does not mention Taiwan. Responding to the motion, Parliamentary Under-Secretary of State Catherine West stated that the UK opposes any attempt to broaden the interpretation of the resolution to rewrite history. This highlighted concrete progress in Taiwan-UK bilateral relations. I would also like to thank the UK Parliament and government for openly opposing on multiple occasions any unilateral change to the status quo across the Taiwan Strait, and for emphasizing that the security of the Indo-Pacific and transatlantic regions is closely intertwined. We look forward to continuing to deepen Taiwan-UK relations and jointly maintaining regional and global peace and stability. Together, we can create win-win developments for both Taiwan and the UK and Taiwan and European nations. For example, the Taiwan-UK ETP is the first institutionalized economic and trade framework signed between Taiwan and any European country. We hope to swiftly conclude negotiations on signing sub-arrangements on investment, digital trade, and energy and net-zero transition. This will facilitate even more exchanges and cooperation between Taiwan and the UK. We also hope that the UK will continue to support Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Together, we can build even more resilient global supply chains and further contribute to global prosperity and development. Chair Champion expressed that she thinks the IPAC conference held in Taiwan at the end of July last year was very significant, with legislators from 23 countries coming to show support for Taiwan, adding that that is something they have built on since the conference. She stated that she is also very proud that the UK Parliament supported the motion which made very clear that UNGA Resolution 2758 is specific to China and only to China, expressing that it was important and powerful that they recognize that. The chair went on to say that after the UK’s general election, more than half of the members of parliament are now new. She said she is very proud that there are new MPs as part of the delegation, and that she hopes it gives President Lai reassurance that their commitment to Taiwan is still there. Chair Champion emphasized that the all-party group is important because it is indeed all-party, and that they work together for their common interests, stating that the common interest for the UK and for the world is to maintain Taiwan’s sovereignty. She also noted that the United States has now come out very much in support of Taiwan, which she said she hopes encourages other countries around the world to do the same. Chair Champion said that the UK will be going into the 27th trade negotiation with Taiwan, and that they hope the partnership that develops is very fruitful. The chair closed by saying that it is wonderful for the delegation to be meeting President Lai, as well as legislators and ministers, and to be understanding more about the culture of Taiwan so that they can build a deeper, longer-lasting friendship. Details 2025-02-14 President Lai holds press conference following high-level national security meeting On the morning of February 14, President Lai Ching-te convened the first high-level national security meeting of the year, following which he held a press conference. In remarks, President Lai announced that in this new year, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. He stated that the government will also continue to reform national defense, reform our legal framework for national security, and advance our economic and trade strategy of being rooted in Taiwan while expanding globally. The president also proposed clear-cut national strategies for Taiwan-US relations, semiconductor industry development, and cross-strait relations. President Lai indicated that he instructed the national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches outlined. He also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. He expressed hope that as long as citizens remain steadfast in their convictions, are willing to work hand in hand, stand firm amidst uncertainty, and look for ways to win within changing circumstances, Taiwan is certain to prevail in the test of time yet again. A translation of President Lai’s remarks follows: First, I would like to convey my condolences for the tragic incident which occurred at the Shin Kong Mitsukoshi department store in Taichung, which resulted in numerous casualties. I have instructed Premier Cho Jung-tai (卓榮泰) to lead the relevant central government agencies in assisting Taichung’s municipal government with actively resolving various issues regarding the incident. It is my hope that these issues can be resolved efficiently. Earlier today, I convened this year’s first high-level national security meeting. I will now report on the discussions from the meeting to all citizens. 2025 is a year full of challenges, but also a year full of hope. In today’s global landscape, the democratic world faces common threats posed by the convergence of authoritarian regimes, while dumping and unfair competition from China undermine the global economic order. A new United States administration was formed at the beginning of the year, adopting all-new strategies and policies to address challenges both domestic and from overseas. Every nation worldwide, including ours, is facing a new phase of changes and challenges. In face of such changes, ensuring national security, ensuring Taiwan’s indispensability in global supply chains, and ensuring that our nation continues to make progress amidst challenges are our top priorities this year. They are also why we convened a high-level national security meeting today. At the meeting, the national security team, the administrative team led by Premier Cho, and I held an in-depth discussion based on the overall state of affairs at home and abroad and the strategies the teams had prepared in response. We summed up the following points as an overall strategy for the next stage of advancing national security and development. First, for overall national security, so that we can ensure the freedom, democracy, and human rights of the Taiwanese people, as well as the progress and development of the nation as we face various threats from authoritarian regimes, Taiwan must resolutely safeguard national sovereignty, strengthen self-sufficiency in national defense, and consolidate national defense. Taiwan must enhance economic resilience, maintain economic autonomy, and stand firm with other democracies as we deepen our strategic partnerships with like-minded countries. As I have said, “As authoritarianism consolidates, democratic nations must come closer in solidarity!” And so, in this new year, we will focus on the following three priorities: First, to demonstrate our resolve for national defense, we will continue to reform national defense, implement whole-of-society defense resilience, and prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Second, to counter the threats to our national security from China’s united front tactics, attempts at infiltration, and cognitive warfare, we will continue with the reform of our legal framework for national security and expand the national security framework to boost societal resilience and foster unity within. Third, to seize opportunities in the restructuring of global supply chains and realignment of the economic order, we will continue advancing our economic and trade strategy of being rooted in Taiwan while expanding globally, strengthening protections for high-tech, and collaborating with our friends and allies to build supply chains for global democracies. Everyone shares concern regarding Taiwan-US relations, semiconductor industry development, and cross-strait relations. For these issues, I am proposing clear-cut national strategies. First, I will touch on Taiwan-US relations. Taiwan and the US have shared ideals and values, and are staunch partners within the democratic, free community. We are very grateful to President Donald Trump’s administration for their continued support for Taiwan after taking office. We are especially grateful for the US and Japan’s joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community,” as well as their high level of concern regarding China’s threat to regional security. In fact, the Democratic Progressive Party government has worked very closely with President Trump ever since his first term in office, and has remained an international partner. The procurement of numerous key advanced arms, freedom of navigation critical for security and stability in the Taiwan Strait, and many assisted breakthroughs in international diplomacy were made possible during this time. Positioned in the first island chain and on the democratic world’s frontline countering authoritarianism, Taiwan is willing and will continue to work with the US at all levels as we pursue regional stability and prosperity, helping realize our vision of a free and open Indo-Pacific. Although changes in policy may occur these next few years, the mutual trust and close cooperation between Taiwan and Washington will steadfastly endure. On that, our citizens can rest assured. In accordance with the Taiwan Relations Act and the Six Assurances, the US announced a total of 48 military sales to Taiwan over the past eight years amounting to US$26.265 billion. During President Trump’s first term, 22 sales were announced totaling US$18.763 billion. This greatly supported Taiwan’s defensive capabilities. On the foundation of our close cooperation with the past eight years’ two US administrations, Taiwan will continue to demonstrate our determination for self-defense, accelerate the bolstering of our national defense, and keep enhancing the depth and breadth of Taiwan-US security cooperation, along with all manner of institutional cooperation. In terms of bilateral economic cooperation, Taiwan has always been one of the US’s most reliable trade partners, as well as one of the most important cooperative partners of US companies in the global semiconductor industry. In the past few years, Taiwan has greatly increased both direct and indirect investment in the US. By 2024, investment surpassed US$100 billion, creating nearly 400,000 job opportunities. In 2023 and 2024, investment in the US accounted for over 40 percent of Taiwan’s overall foreign investment, far surpassing our investment in China. In fact, in 2023 and 2024, Taiwanese investment in China fell to 11 percent and 8 percent, respectively. The US is now Taiwan’s biggest investment target. Our government is now launching relevant plans in accordance with national development needs and the need to establish secure supply systems, and the Executive Yuan is taking comprehensive inventory of opportunities for Taiwan-US economic and trade cooperation. Moving forward, close bilateral cooperation will allow us to expand US investment and procurement, facilitating balanced trade. Our government will also strengthen guidance and support for Taiwanese enterprises on increasing US investment, and promote the global expansion and growth of Taiwan’s industries. We will also boost Taiwan-US cooperation in tech development and manufacturing for AI and advanced semiconductors, and work together to maintain order in the semiconductor market, shaping a new era for our strategic economic partnership. Second, the development of our semiconductor industry. I want to emphasize that Taiwan, as one of the world’s most capable semiconductor manufacturing nations, is both willing and able to address new situations. With respect to President Trump’s concerns about our semiconductor industry, the government will act prudently, strengthen communications between Taiwan and the US, and promote greater mutual understanding. We will pay attention to the challenges arising from the situation and assist businesses in navigating them. In addition, we will introduce an initiative on semiconductor supply chain partnerships for global democracies. We are willing to collaborate with the US and our other democratic partners to develop more resilient and diversified semiconductor supply chains. Leveraging our strengths in cutting-edge semiconductors, we will form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. Through international cooperation, we will open up an entirely new era of growth in the semiconductor industry. As we face the various new policies of the Trump administration, we will continue to uphold a spirit of mutual benefit, and we will continue to communicate and negotiate closely with the US government. This will help the new administration’s team to better understand how Taiwan is an indispensable partner in the process of rebuilding American manufacturing and consolidating its leadership in high-tech, and that Taiwan-US cooperation will benefit us both. Third, cross-strait relations. Regarding the regional and cross-strait situation, Taiwan-US relations, US-China relations, and interactions among Taiwan, the US, and China are a focus of global attention. As a member of the international democratic community and a responsible member of the region, Taiwan hopes to see Taiwan-US relations continue to strengthen and, alongside US-China relations, form a virtuous cycle rather than a zero-sum game where one side’s gain is another side’s loss. In facing China, Taiwan will always be a responsible actor. We will neither yield nor provoke. We will remain resilient and composed, maintaining our consistent position on cross-strait relations: Our determination to safeguard our national sovereignty and protect our free and democratic way of life remains unchanged. Our efforts to maintain peace and stability in the Taiwan Strait, as well as our willingness to work alongside China in the pursuit of peace and mutual prosperity across the strait, remain unchanged. Our commitment to promoting healthy and orderly exchanges across the strait, choosing dialogue over confrontation, and advancing well-being for the peoples on both sides of the strait, under the principles of parity and dignity, remains unchanged. Regarding the matters I reported to the public today, I have instructed our national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches I just outlined. I have also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. My fellow citizens, over the past several years, Taiwan has weathered a global pandemic and faced global challenges, both political and economic, arising from the US-China trade war and Russia’s invasion of Ukraine. Through it all, Taiwan has persevered; we have continued to develop our economy, bolster our national strength, and raise our international profile while garnering more support – all unprecedented achievements. This is all because Taiwan’s fate has never been decided by the external environment, but by the unity of the Taiwanese people and the resolve to never give up. A one-of-a-kind global situation is creating new strategic opportunities for our one-of-a-kind Taiwanese people, bringing new hope. Taiwan’s foundation is solid; its strength is great. So as long as everyone remains steadfast in their convictions, is willing to work hand in hand, stands firm amidst uncertainty, and looks for ways to win within changing circumstances, Taiwan is certain to prevail in the test of our time yet again, for I am confident that there are no difficulties that Taiwan cannot overcome. Thank you.

It said the humanitarian catastrophe was continuing in Gaza and hampering journalists’ work on a daily basis.
The Israeli army had killed their colleagues and destroyed their homes and newsrooms, said RSF in a statement.
Gaza’s remaining journalists, who had survived 15 months of intensive bombardment, continued to face immense challenges despite the ceasefire between Israel and Hamas that came into effect on 19 January 2025 with the first stage expiring last weekend.
Humanitarian aid, filtered by the Israeli authorities, is merely trickling into the blockaded territory, and Israel continues to deny entry access to foreign journalists, forbidding independent outlets from covering the aftermath of the war and the ongoing humanitarian catastrophe.
Exiled Palestinian journalists are also prevented from returning to the Gaza Strip.
“We urgently call for the blockade that is suffocating the press in Gaza to be lifted,” said RSF editorial director Anne Bocandé.
“Reporters need multimedia and security equipment, internet and electricity.
“Foreign reporters need access to the territory, and exiled Palestinian journalists need to be able to return.
“While the ceasefire in Gaza has put an end to an unprecedented massacre of journalists, media infrastructure remains devastated.
“RSF continues to campaign for justice and provide all necessary support to these journalists, to defend a free, pluralist and independent press in Palestine.”
Reporters face the shock of a humanitarian catastrophe
Working amid the rubble
“The scale of the destruction is immense, terrifying,” said Islam al-Zaanoun of Palestine TV.
“Life seems to have disappeared. The streets have become open-air rubbish dumps. With no place to work, no internet or electricity, I was forced to stop working for several days.”
Journalists must also contend with a severe fuel shortage, making travel within the country difficult and expensive. Like the rest of Gaza’s population, reporters have to spend long hours in queues every day to obtain water and food.
Israeli fire despite the ceasefire
“Entire areas are unreachable,” Al Jazeera correspondent Hani al-Shaer told RSF.
“The situation remains dangerous. We came under Israeli fire in Rafah.”
The journalist explained that due to an unrelenting series of crises, he was forced to choose which stories he covered.
“The destroyed infrastructure? The humanitarian crisis? Abandoned orphans?” he wondered.
Witnesses and targets: the double trauma of reporters
With at least 180 media professionals killed by the Israeli army in the course of 15 months of war, including at least 42 killed on the job, according to RSF figures, surviving journalists must face their trauma while continuing their news mission.
Gaza media sources put the journalist death toll at more than 200.
“We covered this tragedy, but we were also part of it. Often, we were the target,” stressed Islam al-Zaanoun.
“We still can’t rest or sleep. We’re still terrified that the war will start again,” adds Hani al-Shaer.
The suspended lives of exiled journalists
From Egypt to Qatar, journalists who managed to escape the horror continue to live with the consequences, unable to return to their loved ones and homes.
“My greatest hope is to return home and see my loved ones again. But the border is closed and my house is destroyed, like those of most journalists,” lamented Ola al-Zaanoun, RSF Gaza correspondent, now based in Egypt.
The Gaza bureau chief of The New Arab, Diaa al-Kahlout is one of many who watched the Israeli Army destroy his house.
“When they arrested me, they bombed and set fire to my house and car. I’ve lost everything I’ve earned in my career as a journalist, and I’m starting all over again,” he told RSF.
A refugee in Doha, Qatar, he is still haunted by the abuse inflicted by Israeli forces during his month-long detention in December 2023, following his arbitrary arrest at his home in Beit Lahya, a city in the north of the Gaza Strip.
“No matter how many times I tell myself that I’m safe here, that I’m lucky enough to have my wife and children with me, I have trouble sleeping, working, making decisions,” confided the journalist, whose brother was killed in the war.
“I’m scared all the time,” he added.

ON COUNTERING CHINESE AGGRESSION IN PANAMA CANAL:
TUBERVILLE: “Good to see you and your family and thank you for wanting to take on this job. It’s going to be very difficult, but we think you can handle it. Mr. Colby, you advocate for a strategy of denial in military and geopolitical context. How does this concept translate to Central and South American places like Panama and the troubling amount of influence that China is starting to have and has had in that area? And by the way, they just announced that one of our major corporations is purchasing both ports at the Panama Canal, which is very good news.”
MR. COLBY: “Well, thanks very much, Senator. And I think the President’s early initiatives on our hemisphere in places like Panama are very encouraging. I think this is part of an overall strategy, both to secure our own interests directly, secure the territorial integrity of our homeland from unchecked migration and lethal fentanyl flows that are killing hundreds of thousands of Americans. But also, as you said, Senator, to ensure that China does not gain a foothold or beyond a dominant position in critical areas of Latin America, which I think was happening. I think that’s a big part of the strategy now. I think part of that is up to the military, but a lot of it’s part of the other agencies of government, the State Department. I know former ambassador in Mexico, Chris Landau, Ambassador Chris Landau, is going through his hearing downstairs. I believe he’s up for the Deputy Secretary of State. You know, I think that’s a kind of relationship between DOD and State Department where you have a clear picture that we’ve got to have a handle on our hemisphere. We’re pursuing our own strategies and we’re also empowering countries in the hemisphere and in the region to contribute more, you know, through development, through better governance themselves, through alignment with the kind of common-sense approaches that I think that we’re following here. That can result in better outcomes for all of us.”
TUBERVILLE: “Yeah, I think you’ll find the new administration in Panama is very receptive […] once you get in your position, you’ll find that out. Been down there several times, and they need help as we need more access to the canal. So, thank you for that.”
ON IMPORTANCE OF BRINGING SPACECOM TO BEST LOCATION:
TUBERVILLE: “In 2023, President Biden overrode President Trump, the Department of Air Force, and the findings of multiple studies, including an inspector general review and directed that the headquarters of Space Command remain in Colorado instead of moving to its selected location at Redstone Arsenal in Huntsville, Alabama. My State. Mr. Colby, if confirmed, you will be the senior DOD official in charge of space policy, […] as well as strategy plans and capabilities for the entire department. Do you agree with me that, as a matter of policy, it is in our nation’s best interest to make basing decisions on merit and not on political agendas?”
MR. COLBY: “I do, Senator.”
TUBERVILLE: “Thank you. Mr. Colby, much of your work is about prioritizing our defense policy towards deterring aggression with China our pacing challenge. What do you make of the progress made over past few years by our adversaries toward integrating with their militaries. I’m talking about since Ukraine, Russia have had their conflict, all the people in the east basically that are running to China. What’s your thought on that?”
MR. COLBY: “Well, I think it’s really, really disturbing Senator. I think there has been this kind of, think of it as like a counter coalition. China, Russia, Iran, North Korea. China’s kind of the cornerstone of that coalition. It’s by far the largest economy. Their support has made the Russian war effort in Ukraine sustainable. They’re helping the Iranians. The Iranians are helping them. The Russians are helping the North Koreans. So, I think there’s a couple of things to be done about that.
On the defense side, I think it’s important for us to work with our allies to kind of plug the gaps in our perimeter. A lot of that is getting our forces in a better state of readiness, putting them in the right place, getting our defense industrial base back in a good shape, robust defense funding, and then getting our allies to step up. I think a big part of this is we have some allies—Israel, I’ve mentioned, India, South Korea, Poland— they’re really pulling their weight. You could add Finland up there, is doing a pretty good job. But a lot of the biggest economies in our alliance network really aren’t pulling their weight. They’re starting now. So, I think there’s a real opportunity to capitalize on that because together, we are much wealthier than this counter coalition, but we’ve got to turn that into real military capability.”
ON BRICS:
TUBERVILLE: “Your quick thoughts on BRICS.”
MR. COLBY: “I think, you know, BRICS are sort of a representation of the changing world dynamic. I think Secretary Rubio put it very well. We’re no longer in Charles Krauthammer’s unipolar world. We’re in a world—United States is still, I think, the strongest country out there, but China is the biggest, most powerful rival we face in probably a hundred and fifty years, and other countries are making their decisions. Obviously, the Indians who I think our relationship there is golden going forward, and we should really deepen that. And if confirmed, I would make a big priority of that. They’re part of it, so it’s complicated. But people are going to be moving around talking to, you know, the Saudis are talking to Russians and they’re talking to us. That’s very common. That’s how the world’s going to be. That’s the reality of the world system as it is now, I think.”

WASHINGTON – Today, Chairwoman Lisa McClain (R-Mich.) announced that her guests for President Trump’s Joint Address to Congress will include Keith Siegel, an Israeli American who was held hostage by Hamas, Aviva Siegel, who was also held hostage, and Dana Milo, the niece of Judi and Gadi Haggai, two Americans whose remains are being held hostage in Gaza.
“Hamas cruelly kept Keith and his wife Aviva in darkness, and now it’s my honor to bring Keith and Aviva’s impactful story to light for the world to see. Thanks to President Trump’s leadership, I have the opportunity to invite the Siegels to Washington and bring Keith, Aviva, and Dana as my guests. We continue to stand with our ally Israel in their fight against Hamas’ evil and brutality. Hamas is still holding innocent people captive, and I will continue working with our strong leaders in the White House to secure their release,” Chairwoman McClain said.
Keith’s wife, Aviva, was also taken captive by Hamas on October 7, 2023. After being imprisoned by Hamas for 51 days, Aviva was released on November 26, 2023. Keith was held in captivity by Hamas for 484 days and was released on February 1, 2025.

The Israeli army on Tuesday killed a senior Qassam Brigades commander and another Palestinian during a large-scale military operation in the eastern neighborhood of the northern West Bank city of Jenin.
According to Palestinian security sources and eyewitnesses, the Israeli forces, backed by large reinforcements, surrounded several residential buildings in the eastern neighborhood of Jenin, which led to violent clashes that resulted in the killing of Aysar al-Saadi and another young man.
Hamas mourned the death of Aysar, accusing Israel of resorting to “assassinations after failing to confront the resistance on the ground.”
In a statement, the Israeli army confirmed the killing of Aysar, alleging that he was responsible for planning attacks against Israeli targets. The statement also claimed that the second Palestinian killed “posed a threat” to Israeli forces in the area.
The army emphasized that military operations would continue in Jenin to pursue what it described as “terrorist elements.”

Arab leaders approved on Tuesday an Egyptian reconstruction plan for Gaza, which is estimated to cost 53 billion U.S. dollars and aims to avoid displacing Palestinians from the enclave.
The plan was accepted at the closing of the emergency Arab summit held in Cairo with full support from participating Arab leaders.
The summit also agreed to form a non-factional technocratic committee to administer Gaza for at least six months under the umbrella of the Palestinian Authority.
Following the summit, Egyptian Foreign Minister Badr Abdelatty told a press conference that Egypt will begin to promote its reconstruction plan internationally.
He detailed that the plan includes the establishment of a seaport and an airport in the Gaza Strip and the recycling of the rubble left by the destruction in Gaza.
According to the summit’s final statement, the Arab leaders issued a warning that any attempts to displace the Palestinian people or to annex any part of the occupied Palestinian territory would lead the region into a new phase of conflict, undermine opportunities for stability, and expand the conflict to other countries in the region.
The Arab leaders pledged to provide all types of financial, material, and political support for the implementation of the reconstruction plan, urging the international community and financing institutions to promptly provide the necessary support for the plan, according to the statement.
The Arab leaders also emphasized the urgency of implementing the second and third phases of the ceasefire agreement between Hamas and Israel, stressing the importance of each party’s commitment to its obligations, particularly the Israeli side, to achieve a permanent cessation of “aggression” against Gaza.
They demanded that Israel should completely withdraw from the Gaza Strip, including the Philadelphi Corridor between Gaza and Egypt, and ensure safe, adequate, and immediate access to humanitarian, shelter, and medical aid without obstacles.

The Arab leaders vowed to work on establishing a trust fund to receive financial pledges from all donor countries and financing institutions to implement recovery and reconstruction projects.
The plan counters a previous proposal by U.S. President Donald Trump, which suggests redeveloping Gaza and relocating Gazans to neighboring countries, including Egypt and Jordan.
Oren Marmorstein, spokesperson for Israel’s foreign ministry, rejected the plan on X, reiterating Israel’s support for Trump’s plan.
For his part, UN Secretary-General Antonio Guterres stressed the UN’s readiness to back the Egypt-drafted plan, stressing that Gaza should remain as part of the State of Palestine.
Describing the situation in Gaza as “horrific,” Guterres called for allowing humanitarian aid into the enclave.
Hamas welcomed the summit’s outcomes, saying that they reflect significant political support for the Palestinian cause, particularly amid the escalation of “Israeli aggression.”
In a press statement, Hamas praised the positions of Arab leaders during the summit, highlighting their rejection of attempts to displace Palestinians or undermine their cause.
Hamas stressed that the unified Arab stance sends a clear message that the Palestinian “Nakba,” the mass displacement and dispossession of Palestinians during the 1948 Arab-Israeli war, will not be repeated.
The group also commended the summit’s adoption of the Gaza reconstruction plan, calling for all necessary resources to ensure its success.

WASHINGTON, D.C. – U.S. Senators Marsha Blackburn (R-Tenn.) and Mike Lee (R-Utah) introduced the Disengaging Entirely from the United Nations Debacle (DEFUND) Act, which calls for the United States’ complete withdrawal from the United Nations (UN). This legislation addresses grave issues of national sovereignty and fiscal accountability which have plagued US involvement in the UN. The DEFUND Act is co-sponsored by Senator Rick Scott (R-Fla.). House Armed Services Committee Chairman Mike Rogers (R-Mich.) and Representative Chip Roy (R-Texas) are introducing the companion bill in the House of Representatives.
“The United Nations has betrayed our trust time and time again, and we cannot continue to be their cash cow and undermine our own national security interests,” said Senator Blackburn. “The DEFUND Act would stop all forms of U.S. financial support to the UN and hold this wayward organization accountable for placating Hamas terrorists and the Chinese Communist Party.”

WASHINGTON, D.C. — In a hearing before the Senate Armed Services Committee (SASC), U.S. Senator Angus King challenged Elbridge Colby, the nominee to serve as Under Secretary of Defense for Policy, to answer if Russia was responsible for starting the war in Ukraine. Over the course of King’s time in the Senate, he has consistently asked nominees whether they will tell the truth to the President despite the political pressures of any moment in time. Today’s exchange was consistent with the Senator’s track record, but Colby’s responses fell short of expectations.
During the line of questioning, Mr. Colby declined to answer Senator King’s direct questions and refused to condemn Russia’s illegal invasion of Ukraine or acknowledge the looming threat to national security if the U.S. withdraws its support of Ukraine. The exchange comes the morning after President Trump announced a pause on aid to Ukraine following a contentious meeting with Ukrainian President Volodmyr Zelenksyy last week in the Oval Office.
“Mr. Colby, the Vice President characterized you as a truth teller — someone who would tell the truth to power. Yet today you have not told the truth about who started the war in Ukraine. I will give you one more chance: who started the war in Ukraine,” asked Senator King.
“Well, Senator to tell the truth I don’t think I am saying anything untrue but it is important to be discreet and say things at the appropriate time and place,” replied Colby.
“The problem is you tell us you’re going to tell the tell truth to power and the most obvious truth is that Russia invaded Ukraine. Everybody in the world knows that and you will not say it here today because it appears that you don’t want to offend the President but that is the whole point of the Vice President’s testimony that you will say truth to power, but you will not do it here today on the record. This is an obvious truth. It reminds me of the old country song, ‘who will you believe? Me or your own lying eyes?’ We all saw it,” said Senator King.
“The way I see it is diplomacy especially during a delicate period where I am hoping things that get back on track and head toward peace,” responded Colby.
“Shouldn’t diplomacy be based on the truth? Well, you have made non-point I suppose,” said Senator King.
Later in the hearing, Senator King provided Colby another opportunity to defend support for Ukraine, asking him whether or not the recent announcement to cut aid to Ukraine was a smart policy decision. Again, Mr. Colby failed to answer King’s questions directly.
“One more truth to power question. Last week the United States ceased supporting the restoration and protection of the electric grid in Ukraine which the Russians have continuously targeted. Yesterday the administration announced the cut off of military aid to Ukraine. Do you believe that those two things together undermining the security of Ukraine in this critical moment are good ideas,” questioned Senator King.
“As I said I think the critical thing at this point is for advancing the peace process and for us and Kyiv to cooperate,” said Colby.
“You are all about policy. Do you think the cut off of aid Ukraine is good policy,” asked Senator King.
“I am only seeing the recent reports but the President has a plan for us to end this war and a sustainable model for a sovereign Ukraine and a Europe that can be more defensible. That is the route we should all take,” replied Colby.
Senator King, a member of the Senate Armed Services Committee (SASC) and the Select Senate Committee on Intelligence (SSCI), has been a vocal supporter for Ukraine, voting in support of bipartisan bill last spring that would help Ukraine, Israel and Taiwan defend themselves. In the days prior to that vote, he spoke on the Senate floor to his colleague that Ukraine’s fight is a “battle for the soul of Democracy in the world.” In January 2023, Senator King travelled with Armed Services Chairmen Jack Reed (D-R) in a visit to meet Ukraine President Vladimir Zelenskyy in Kiev. Most recently, he joined CBS’ 60 Minutes to explain why walking away from Ukraine would be the nation’s greatest geopolitical mistake since World War II.
Poland’s President Warns of Resurgence of ‘Russian Imperialism’, Calls War on Ukraine ‘Beginning of Effort to Violently Destroy International Order’
The General Assembly, over the course of two meetings today, adopted seven resolutions — some drawing more contention than others — and heard an address by the President of Poland.
International Day for Judicial Well-being
First, the General Assembly took up the draft resolution titled “International Day for Judicial Well-being” (document A/79/L.52). Introducing the text, Lionel Rouwen Aingimea, Minister for Foreign Affairs and Trade of Nauru, stressed that — while the judiciary “serves as a cornerstone of justice” — challenges faced by judicial officers have long been overlooked.
However, the representative of the United States said that his delegation will request a recorded vote — and vote no — “because this resolution represents the internationalization of the self-care movement and the migration of it into domains where it does not belong”.
The Assembly then adopted the resolution by a recorded vote of 160 in favour to 1 against (United States), with 3 abstentions (Haiti, Madagascar, Syria). Through the text, the General Assembly decided to proclaim 25 July of each year the International Day for Judicial Well-being.
Education for Democracy
Next, the Assembly considered the draft resolution titled “Education for democracy” (document A/79/L.56). The representative of Mongolia introduced that text, emphasizing that an inclusive education system empowers individuals and strengthens governance institutions. The text therefore calls for investments in quality education and lifelong learning, also urging Member States to harness the potential of digital technologies to advance education for democracy, he said.
The representative of the United States said that his delegation will again call for a recorded vote — and vote no — on this draft “because much of the text violates United States policies”. Specifically, he said that its discussion of misinformation and disinformation is an “unequivocal red line for the United States”, as these terms are “intentionally nebulous and ill-defined so they can be wielded as tools of censorship”.
The Assembly then adopted the resolution by a recorded vote of 151 in favour to 1 against (United States), with 8 abstentions (Argentina, Belarus, Fiji, Madagascar, Russian Federation, Samoa, Solomon Islands, Syria). Through the text, the Assembly strongly encouraged Member States and education authorities to integrate education for democracy — along with civic education and human-rights education, among others — into their education standards.
After the vote, the representative of the Russian Federation noted that “democracy does not have a universal definition or a single model”. She also disassociated from the text’s reference to the Office of the United Nations High Commissioner for Human Rights (OHCHR), stating that mention of the Office in a resolution about education is “unjustified” — a point echoed by Nicaragua’s representative.
Iran’s representative, meanwhile, said that the 2030 Agenda for Sustainable Development and the Education 2030 Incheon Declaration are “absolutely non-legally binding”. Disassociating from relevant paragraphs, he said that Iran’s national plans and programmes “will be our final source of action and reference”. Argentina’s representative also disassociated from several paragraphs, stressing that “every State, within its own sovereignty, has the right to participate [in the 2030 Agenda] — or not”.
UN Regional Centre for the Sustainable Development Goals (SDGs) for Central Asia and Afghanistan
The Assembly then turned to the draft resolution titled “United Nations Regional Centre for the Sustainable Development Goals for Central Asia and Afghanistan” (document A/79/L.57/Rev.1). Introducing that text, the representative of Kazakhstan said that the Centre aims to address the specific needs of Central Asian countries, which each possesses unique challenges and opportunities that are shaped by diverse socioeconomic contexts, cultural realities and environmental conditions.
The representative of the Russian Federation then noted that the countries of Central Asia are “unified by a shared history, similar geographic and social conditions and shared challenges in development”. Therefore, they must coordinate efforts and find shared regional solutions. “This, in turn, meets the current trends to regionalize efforts in the area of development,” he noted.
The Assembly then adopted the text without a vote, through which it decided to formalize the Centre in Almaty, Kazakhstan. Further, it requested the Secretary-General to appoint its Head and further decided that the costs of all its activities shall be met by voluntary contributions.
After the vote, several delegates expressed concern over the process by which this text was negotiated. Switzerland’s representative said that her delegation would have preferred more transparency and inclusivity, while the representative of Türkiye said that the wider membership was not sufficiently consulted during negotiations. Mexico’s representative expressed hope that “this way of carrying out multilateral negotiations will not be repeated in other processes”.
Meanwhile, the representative of the United States said that Kazakhstan “needs neither an expanded UN system nor the SDGs in order to prosper — it should instead make sovereign decisions for its people and cast aside the burden of soft global governance”. For her part, Australia’s representative — also speaking for Canada and New Zealand — welcomed the adoption.
International Day of Peaceful Coexistence and International Day of Hope
The Assembly also considered the draft resolution titled “International Day of Peaceful Coexistence” (document A/79/L.53). Abdulla bin Ahmed Al Khalifa, Minister for Transportation and Telecommunications of Bahrain, introducing that text, said that it reaffirms the role of Member States and other stakeholders in promoting tolerance, respect for religious and cultural diversity and human rights.
The representative of the United States again said that his delegation will call for a recorded vote on this text — and vote no — expressing concern that the resolution “advances a programme of soft global governance that is inconsistent with US sovereignty”. He added: “Simply put, globalist endeavours like Agenda 2030 and the SDGs lost at the ballot box; therefore, the US rejects and denounces the Agenda 2030 for Sustainable Development and the SDGs.”
He also expressed concern that the resolution’s titular reference to “peaceful coexistence” could be “co-opted to imply the United Nations’ endorsement of China’s ‘Five Principles of Peaceful Coexistence’”. Speaking in exercise of the right of reply, China’s representative said that such principles are “widely recognized by the international community and contained in many international instruments”.
Adopting the resolution by a recorded vote of 162 in favour to 3 against (Argentina, Israel, United States), with 2 abstentions (Paraguay, Peru), the Assembly decided to proclaim 28 January as the International Day of Peaceful Coexistence, to be observed annually.
The Assembly then turned to the draft resolution titled “International Day of Hope” (document A/79/L.54). Introducing it, Kiribati’s representative said that hope is “a force that has carried humanity through the darkest of times and propelled us towards a future of possibility, resilience and renewal”. However, he expressed disappointment over the decision by the United States to force a vote.
On that, the delegate of the United States said that the text “contains references to diversity, equity and inclusion that conflict with US policies that seek to eliminate all forms of discrimination and create equal opportunities for all”. He added: “In a world that faces many challenges, funding and effort should be allocated to critical causes and crises, rather than International Days.”
The Assembly then adopted the text by a recorded vote of 161 in favour to 1 against (United States), with 4 abstentions (India, Paraguay, Peru, Türkiye), through which it decided to declare 12 July the International Day of Hope.
“What we’ve just seen this morning is a clear example of the lack of commitment by the United States to a culture of peace, to the United Nations as a whole and to multilateralism in general,” stressed the representative of Cuba, after the vote.
Agreement on Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction
The Assembly also took up the draft resolution titled “Agreement under the United Nations Convention on the law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction” (document A/79/L.55). Singapore’s representative, introducing the text, called on States to ratify the agreement. He also made an oral revision to replace “welcome” with “take note of” regarding signatures and ratifications of the agreement to date.
The Assembly then adopted that text, as orally revised, without a vote. By its terms, the Assembly called on all States and regional economic integration organizations that have not done so to consider signing, ratifying, approving or accepting the Agreement as soon as possible.
However, the representative of the Russian Federation disassociated from consensus, stating that mechanisms to establish marine protected areas without appropriate scientific research “run the risk of abuse and unsubstantiated restriction of rights, freedoms and legitimate interests of States on the high seas”. His counterpart from the United States, meanwhile, said that her country is “currently reviewing its policies and does not take a position on this matter”.
Eightieth Anniversary of the End of the Second World War
The Assembly also adopted, without a vote, a text titled “Eightieth anniversary of the end of the Second World War” (document A/79/L.51), which requested the holding of a special meeting of the Assembly to commemorate all victims of the Second World War in the second week of May in 2025 and every five years thereafter.
The representative of the Russian Federation, introducing that text, said that 2025 marks the eightieth anniversary of the victory over Nazism, fascism and Japanese militarism. Paying tribute to the millions who were sacrificed for that victory — including 27 million from the Soviet Union — he said that the international community has a shared duty to honour that victory.
However, Ukraine’s representative underscored that it is the “height of cynicism” for a State engaged in an unprovoked war of aggression to attempt to unite nations around the memory of the Second World War. She added: “Despite the high price paid for peace, the promise of ‘never again’ remains unfulfilled — today, Europe is witnessing the most brutal war since Hitler.”
The representative of the United Kingdom, similarly, pointed to the “fundamental irony of Russia summoning us here today”, having presented a resolution “to mark the end of one war in Europe having started another”. Lithuania’s representative added: “Today, Russia instrumentalizes the memory of the Second World War to justify its own crimes, both past and present.” Poland’s representative, also speaking for a group of 34 other European States, spotlighted the Russian Federation’s “cynicism of using ‘de-Nazification’ to justify its illegal aggression and occupation of part of an independent UN Member State”.
“We have to say this — the sponsor of this resolution simply does not live by the words of the UN Charter,” stressed the representative of Canada, also speaking for Australia and New Zealand. “Russia’s aggression — and we must name it precisely — and its bid to expand its territory at the expense of the sovereignty and territorial integrity of other States is incompatible with the purposes and principles of the Charter,” he said.
For his part, the representative of the United States said that the “Russia-Ukraine war has waged on for far too long”, urging that the “UN be guided by its original purpose and unite to end the bloodshed”. All Member States should recommit themselves to the “old vision of peace that propelled us out of the devastation and despair of World War II”, he added. Israel’s representative said: “It is our responsibility not only to remember but to ensure that future generations carry this memory forward to prevent history from repeating itself.”
Speaking in exercise of the right of reply, the delegate of the Russian Federation expressed concern about the politicized statements delivered by the delegates of Poland, Ukraine, Lithuania and the United Kingdom. It is the actions of European States, she said, that are hampering the settlement of the Ukraine conflict.
Appointments to Joint Inspection Unit
In other business, the Assembly decided, without a vote, to appoint Makiese Kinkela Augusto (Angola), Victor Moraru (Republic of Moldova), Jesús Miranda Hita (Spain) and Marcel Jullier (Switzerland) to the Joint Inspection Unit of the United Nations system, for a five-year term beginning 1 January 2026 and expiring on 31 December 2030.
Address by President of Poland
The General Assembly also heard an address by Andrzej Duda, President of Poland. Noting that recent years have demonstrated how fragile peace and security are, he spotlighted the resurgence of “Russian imperialism”. The 2014 attack on Ukraine marked “just the beginning of an effort to violently destroy the international order”, he said.
Detailing Poland’s security cooperation, he pointed to the United States missile base in Redzikowo — an example of the “American security umbrella over Europe” — as well as recent talks with United States President Donald J. Trump. Poland is also active in collective security systems and UN peacekeeping missions, and he also highlighted the Three Seas Initiative, which aims to improve connectivity among 13 countries across Central and Eastern Europe.
“Poland has never imposed its views on anyone” or colonized another country, he went on to say. Recalling his country’s long history, he invoked the construction of a powerful seventeenth-century State, gradual partitions, loss of independence, a 123-year-long independence struggle, the achievement of independence in 1918 and the destruction of that independence “by the two totalitarian regimes of the twentieth century: Russian communism and German Nazism”.
In the last 30 years of Poland’s history — after it broke free from the Russian Federation’s sphere of influence — it transformed from a backward, poor country with high unemployment into a highly developed State and the twenty-first largest economy in the world, he pointed out. “Only peace can provide optimal conditions for development,” he said, adding that it is necessary to defend peace with real force.
The representative of the Russian Federation, taking the floor under a point of order after the address, said that his delegation “had doubts” regarding the expediency of conducting today’s meeting. “The President of Poland spent a lot of time on debating our country,” he said, adding that — although the Council adopted a text calling for peace between the Russian Federation and Ukraine — one of Poland’s leaders “talked about the logic of military focus” and providing support to Ukraine.
The National Government needs to publicly condemn Israel’s cutting off of aid supplies to the war-ravaged people of Gaza.
Israel has cut off aid to Gaza to pressure Hamas into accepting a change in the ceasefire agreement that would allow for hostages to be released without an Israeli troop withdrawal. Aid agencies have confirmed that while thousands of trucks have entered the Gaza Strip since the ceasefire was agreed in January, none have entered since Sunday.
“The deliberate starvation of a people is a crime against humanity, and a clear violation of the ceasefire agreement. The Government should condemn Israel’s move and call for the immediate resumption of aid shipments into Gaza,” Labour associate foreign affairs spokesperson Phil Twyford said.
“Ninety percent of Gazans have been displaced from their homes, and the economy destroyed. They are completely dependent on humanitarian aid for survival at this point.
“It is horrific for Israel to cut off those supplies as a way of applying pressure so they can change the ceasefire agreement. The Government must find its voice and condemn this outrage,” Phil Twyford said.

“At the same time, and acting under the president’s direction, Elon Musk is destroying our federal national security workforce, terminating thousands of men and women with deep expertise and a proven commitment to securing our interests around the world. This has weakened our ability to respond to international crises by decimating our global foreign assistance investments, our nuclear safety protections, and our cyber security, just to name a few. And the federal workforce that hasn’t been fired yet is living under constant threat. Chaos at our national security departments and agencies does little to promote a secure America. It does the opposite. We should all be afraid that Trump has turned over access to these locations and our national security workforce to Musk and a collection of his staff, many of whom have no clue what they are reviewing and have never held security clearances.

Because make no mistake—this is a concerted effort by Trump and Musk to dismantle our system of government and exploit our weakness to consolidate power that benefits the very countries threatening our national security. The UNSpecial Envoy for Syriaon Tuesday condemned ongoing Israeli attacks inside Syrian territory and continuing violations in and around the demilitarised zone created as part of a 1974 ceasefire agreement.
Geir Pedersen said in a statement that “such actions are unacceptable and risk further destabilising an already fragile situation, heightening regional tension and undermining efforts toward de-escalation and a sustainable political transition.”
The condemnation follows a recent wave of airstrikes and ground raids targeting southern Syria which the Israeli Government says are necessary for national security and to keep weapons out of the hands of armed groups hostile to Israel.
Airstrikes, incursions
The latest Israeli raid occurred on Monday night targeting a weapons storage facility near the coastal city of Latakia. Several hours later Israeli forces conducted operations in two towns in southern Syria blowing up warehouses, before withdrawing, according to news reports.
A week ago, Israeli Prime Minister Benjamin Netanyahu called for the “complete demilitarisation” of swathes of southern Syria of the “forces of the new regime”, which ousted former dictator Bashar Assad in December.
In response, Syria’s transitional leader Ahmad al-Sharaa reportedly said at the meeting of Arab States in Cairo on Tuesday focused on Gaza reconstruction that Syria is committed to the ceasefire deal of 1974, accusing Israel of violating Syrians’ rights for decades.
Special envoy Pedersen called on Israel to “cease violations, uphold its international obligations and refrain from unilateral measures that exacerbate conflict.”
He called for all parties to conflict across the region to respect Syria’s sovereignty, unity, independence and territorial integrity.
“Constructive dialogue and strict adherence to international agreements and international law are essential for security,” he added.
Aid trucks
Meanwhile, UN aid coordination office, OCHA, has welcomed the extension by the caretaker authorities for the UN to continue to deliver humanitarian assistance through the Bab al-Salam and Al-Ra’ee crossing for an additional six months,
Bab Al-Salam and Al-Ra’ee provide direct routes to Aleppo, where some four million people need assistance, UN Spokesperson Stéphane Dujarric said on Tuesday.
Since the start of the year, more than 520 trucks carrying UN aid – including food, health and other critical supplies – have crossed from Türkiye through these two border points, as well as through Bab al-Hawa – a substantial increase compared to the same period last year.
“This afternoon, nearly two dozen trucks carrying 300 metric tons of WFP food – enough for 174,000 people – as well as agricultural supplies from the Food and Agriculture Organization, crossed from Türkiye to Syria through Bab Al-Hawa,” Mr. Dujarric said.
CHARLESTON, W.Va. – Silvester Barcenas, 23, a Mexican national, pleaded guilty today to conspiracy to distribute a quantity of methamphetamine.
According to court documents and statements made in court, on August 12, 2024, Barcenas arrived in Charleston, West Virginia, with approximately 3.9 kilograms of methamphetamine in a vehicle he had driven from South Carolina, where he was living at the time. Barcenas admitted that he possessed the methamphetamine, that a co-conspirator directed him to deliver the methamphetamine to another individual in Charleston, and that he delivered the methamphetamine to the individual as instructed.
Barcenas is scheduled to be sentenced on June 30, 2025, and faces a maximum penalty of 20 years in prison, at least three years of supervised release, and a $1 million fine.
Barcenas and two other Mexican nationals were indicted by a federal grand jury as the result of a joint investigation by federal and local law enforcement into a conspiracy that was responsible for delivering large quantities of methamphetamine to West Virginia and elsewhere from Houston. The indictment against co-defendants German Francisco Diaz, also known as “Trulio,” 40, Braulio Villa-Chairez, also known as “Raul,” 31, remains pending. The indictment alleges the three Mexican nationals conspired to distribute quantities of methamphetamine in the Charleston area from in or about March 2024 to in or about October 2024. Trial is scheduled for April 15, 2025. An indictment is merely an allegation and all defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
Israel Chaires-Villa, 22, a Mexican national, pleaded guilty on February 13, 2025, to possession with intent to distribute a quantity of methamphetamine as a result of the joint investigation and is scheduled to be sentenced on June 2, 2025.
Acting United States Attorney Lisa G. Johnston made the announcement and commended the investigative work of the U.S. Postal Inspection Service and the Metropolitan Drug Enforcement Network Team (MDENT), which is composed of the Charleston Police Department, the Kanawha County Sheriff’s Office, the Putnam County Sheriff’s Office, the Nitro Police Department, the St. Albans Police Department and the South Charleston Police Department.
United States Magistrate Judge Omar J. Aboulhosn presided over the hearing. Assistant United States Attorney Jeremy B. Wolfe is prosecuting the case.

Fifth Committee (Administrative and Budgetary) delegates today urged the Secretariat to ramp up efforts to boost managerial accountability and internal controls, emphasizing the tone-setting role of top leaders in fostering a more effective United Nations.
“A strong system of accountability is not just a bureaucratic requirement, it is the very foundation of the trust that binds this Organization to Member States and to the citizens of the world,” said Switzerland’s delegate, speaking also for Liechtenstein. “Far from being a simple administrative reform, accountability is a fundamental principle that reflects our commitment to the values of the United Nations: integrity, transparency and efficiency in the service of peace and sustainable development.”
While the Secretary-General’s report highlights significant progress, it also stresses the persistent challenges that require determination and commitment to overcome, he said. Exemplary leadership is essential for greater accountability as the UN Values and Behaviours Framework emphasizes inclusion, integrity, humility and humanity. “A culture of accountability can only be built if those who lead the Organization embody these values on a daily basis,” he said.
He said that other essential components for boosting accountability are the use of data and transparency, such as the UN Results Portal, which strengthens the trust of Member States. In addition, sexual exploitation and abuse are an unacceptable betrayal of the Organization’s fundamental values while undermining public confidence. His delegation welcomes the Secretary-General’s efforts to strengthen prevention and response mechanisms, including improving ClearCheck, a screening database, and the adoption of a victim-centred approach.
The representative of Iraq, speaking on behalf of the Group of 77 and China, underscored that accountability within the Organization requires managers and decision-makers at the highest levels to commit to the accountability system’s six components. He emphasized the importance of weaving more results-based steps — of both institutional and personal accountability — into future Secretariat progress reports. The Group also values the recommendations of the recent Joint Inspection Unit’s review of accountability frameworks in the United Nations system organizations.
He asked senior managers to keep improving the presentation of the proposed programme budget and ensure resources are clearly linked to a continuously improving results-based budgeting framework. “This should reflect existing mandates and the measures to achieve them,” he said. Noting the Organization’s ongoing financial constraints, the Group believes it is even more urgent for the Secretariat to keep strengthening internal controls and monitor effective expenditures to fully implement agreed mandates and programmes. The General Assembly has asked the Secretary-General to urge senior managers to meet the geographical targets contained in the senior managers’ compacts. The Group also wants to understand the appropriate accountability measures that will be taken when the targets stipulated in the compacts have not been met.
Accountability ‘Cornerstone of Effective Management’
Israel’s delegate called accountability the cornerstone of effective management. “It must be treated with the significance it deserves,” she said. Her delegation welcomed progress on addressing misconduct and disciplinary issues, including the revision of policies on discrimination and harassment, including sexual harassment and the abuse of authority. “We call on the Secretariat to strengthen these efforts, ensuring a cultural shift where such misconduct is not only condemned in words, but eradicated in practice,” she said, adding that perpetrators must face real consequences, and every staff member must feel safe to report misconduct without a fear of retaliation.
The increased availability of data and information will enhance the transparency of activities, investigations and their outcomes. “Accountability is a principle that must be demonstrated from the very top of any organization,” she said, urging the UN leadership to “set the tone, ensuring that oversight is not only a bureaucratic exercise, but a force that safeguards the integrity of this Organization”.
Secretariat Delivers Reports
Karen Lock, Director of the Business Transformation and Accountability Division of the Department of Management Strategy, Policy and Compliance, presented the Secretary-General’s “Fourteenth progress report on accountability: strengthening accountability in the United Nations Secretariat” (document A/79/696). Noting that the Secretary-General’s management reforms have shifted the focus from process to results, she said the report recognized that this transformation can only happen over time and must be part of a process of continuous improvement. While progress has been made in some elements of an accountability system that holds staff accountable for financial and programme performance, more needs to be done.
Some of the detailed measures taken in 2024, laid out in Section II of the report, include improving the internal control process, such as using targeted workshops and guidance on deepening the integration of internal controls and risk management and enhancing enterprise risk management. At the Secretariat-wide level, risk treatment and response plans were developed for 14 critical risks with corporate risk owners monitoring the implementation of mitigation measures. Sixty-four entities completed their risk assessments and have dedicated risk-governance practices in place.
The Secretariat’s data protection and privacy policy, meant to guide the responsible handling of personal data, provides transparency and lays down necessary safeguards, she said. The Secretariat has also disseminated the Secretary-General’s bulletin on the United Nations Values and Behaviours Framework, which aims to inform human resources processes, such as workforce planning, recruitment, learning and performance management.
As the transparency of information lies at the core of accountability, the Secretariat has enhanced Member States’ portals, she said. For example, the results portal (https://results.un.org) now provides information on when planned targets were met, exceeded or not reached. The Workforce Portal now provides up-to-date information on staff and demographics. The compendium of disciplinary measures contains detailed information based on nearly 14 years of practice in disciplinary matters and is available online on the human resources portal (https://hr.un.org). “The report shows the Secretariat’s continued progress — not perfection — in reinforcing accountability as a central pillar of its management system,” Ms. Lock said. “It includes planned activities in 2025 and beyond to drive continuous improvement.”
Caroline Nalwanga, Vice-Chair of the Advisory Committee on Administrative and Budgetary Questions (ACABQ), presented that body’s related report (document A/79/772). The Advisory Committee trusts the Secretary-General will use existing resources to develop a maturity model for the accountability system and lay out a clear road map and benchmarks so progress can be noted and areas for improvements can be identified.
Turning to the performance-appraisal system, ACABQ reiterates that the performance appraisal system must be strengthened and “that more efforts be made to ensure a link between high-level deliverables outlined by legislative bodies and individual staff workplans”. An enhanced performance-appraisal system could not only show how performance has delivered results, but could better assess staff compliance with regulations, rules and the responsible stewardship of funds and resources.
Regarding the review of the Organization’s system of internal controls, the Advisory Committee noted the Assembly’s request to review the first and second lines of defence in the accountability system, including human resources and asset management. The Advisory Committee backs a comprehensive review that includes financial and budget management, information communications technology and supply chain management. “The Advisory Committee trusts that the review will be followed by the strengthening of the exercise of second line of defence across different departments in the accountability framework,” she added.
Fifth Committee Chair Egriselda Aracely González López (El Salvador) opened the meeting by thanking delegates for their monumental efforts during their final session in December 2024. Their collective commitment allowed them to finalize a complex session within the established time frame. She encouraged delegates to maintain the same momentum and spirit of collaboration as they forge ahead in this session and the second part of the resumed session.
Orlando, Florida – U.S. District Judge Roy B. Dalton today sentenced four individuals to federal prison terms for their roles in conspiring to distribute kilograms of cocaine in central Florida. Each previously pleaded guilty. The conspirators also forfeited $464,031 in cash seizures in the case.

According to the plea agreements, the Drug Enforcement Administration (DEA) identified a group of individuals working to distribute kilogram quantities of cocaine and the proceeds of those sales during 2022. On May 1, 2023, the DEA surveilled Miranda as he distributed drugs to Laboy Lozada in a parking lot. In this and similar meetings during the conspiracy, Laboy Lozada admitted to obtaining 20-30 kilograms of cocaine from Miranda. On October 4, 2023, Miranda delivered a shoe box to Gonzalez de la Fuente, who delivered it to Garcia Garcia. When law enforcement stopped Garcia Garcia’s vehicle, he was found to be carrying that same box containing a kilogram of cocaine.
Over the course of the conspiracy, Gonzalez de la Fuente met with his conspirators two or three times a month and was involved in distribution of 15 – 50 kilograms of cocaine. Gonzalez de la Fuente continued to engage in drug distribution after being charged federally and was detained when this was discovered.
On October 13, 2023, Miranda delivered drug proceeds to an individual who was found to be transporting $262,257 in a brown paper bag. At the same time, Miranda texted a conspirator an image of the stacks of bills he was distributing with the message “should be 110k.” Similar enforcement actions resulted in the seizure of $51,989 from Miranda on November 7, 2023, and $149,785 from Miranda on March 6, 2024. Over the course of the conspiracy, Miranda distributed drugs or drug proceeds reflecting distribution of more than 89 kilograms of cocaine.
This case was investigated by the Drug Enforcement Administration, with assistance from the Florida Highway Patrol, Homeland Security Investigations, U.S. Secret Service, and the Orange County Sheriff’s Office. It was prosecuted by Assistant United States Attorney Dana E. Hill.
This case was part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach. UN humanitarians warned on Tuesday that the continued closure of key border crossings into Gaza is putting civilian lives at risk, just as they begin to recover from months of war, deprivation and hunger.
Speaking to journalists at UN Headquarters in New York, Spokesperson Stéphane Dujarric said that the Kerem Shalom, Zikim and Erez crossings had remained closed for cargo for the third consecutive day, severely restricting the flow of humanitarian supplies into the devastated enclave.
“The Israeli authorities have rejected our attempts to collect humanitarian supplies that crossed the Kerem Shalom border crossing before its closure,” he said, citing the UN Office for the Coordination of Humanitarian Affairs (OCHA).
“Given the huge needs in Gaza, keeping the crossings closed will have devastating consequences,” he added, underscoring that Member States and those with influence must use all available means to ensure the ceasefire holds.
Aid should not be used as ‘a weapon’: UNRWA chief
Philippe Lazzarini, Commissioner-General of the UN Relief and Works Agency (UNRWA), warned on Tuesday that Israel’s decision to halt aid should be reversed.
“Humanitarian aid must continue to flow at scale similar to what we have seen over the past six weeks when the ceasefire began. This brought respite and relief to people in need,” he said in a post on the platform X.
He noted that the vast majority of the people in Gaza rely on aid for their “sheer survival”, adding that water, medical care and electricity were essential to complement basic food assistance.
“Aid and these basic services are non-negotiable. They must never be used as weapons of war,” Mr. Lazzarini stated.
Services continue
Despite the restrictions, UN agencies and humanitarian partners on the ground are working to sustain aid operations across the Gaza Strip, Mr. Dujarric said.
On Monday, the dialysis unit at Al Rantisi Children’s Hospital in Gaza City resumed services on Tuesday, alongside a 25-bed in-patient unit. Paediatric services also resumed at the Indonesian Hospital in North Gaza.
The World Health Organization (WHO) reported that 29 child patients, along with 43 companions, were evacuated from Gaza to Jordan via Israel for specialized medical treatment. This marked the first WHO-supported medical evacuation to Jordan since the ceasefire began in January.
Inside Gaza, WHO has also provided hygiene and sanitation supplies to thousands of women and girls, warning that the lack of access to clean water and sanitation could worsen mental health conditions for those who have been displaced.
Escalation in the West Bank
In the West Bank, Israeli military operations in Jenin have escalated, leading to more displacement and destruction, Mr. Dujarric reported.
Israeli forces ordered residents in one part of Jenin city to evacuate their homes, displacing about 30 families “including at least three, who had been displaced previously,” he said.
He added that Israeli forces used bulldozers, damaging infrastructure and causing power outages, while intensified access and movement restrictions to and from the city were also observed.

On February 7, 2025, a jury convicted Jason Lee Wagner of conspiracy and 12 smuggling violations (18 U.S.C. §§ 371, 545, 2). Sentencing is scheduled for June 25, 2025.
Between March 2015 and December 2019, Wagner and others bought and sold endangered reptiles from individuals in Mexico. Wagner and other co-conspirator suppliers and middlemen used social media to offer reptiles for sale and to negotiate the terms of the sale and delivery with customers in the United States and Mexico. His co-conspirators also used international money transfers to provide for “crossing fees,” sales and purchases, and other expenses. They then packaged and re-packaged the reptiles for illegal crossings using USPS and other courier services to transport them between Mexico and the United States.

On February 19, 2025, a grand jury indicted Roy Ladell Weaver and his company, Pro Diesel Werks, LLC, with conspiring to impede the lawful functions of the Environmental Protection Agency (EPA) and to violate the Clean Air Act (CAA), and substantive CAA violations (18 U.S.C. § 371; 42 U.S.C. § 7413(c)(2)(C)).
Pro Diesel Werks provided vehicle repair and maintenance and performance enhancement services, including services on diesel engines and vehicle emission systems. The indictment alleges that between 2013 and March 2024, Weaver and the company, along with co-conspirators, disabled the hardware emissions control systems on the diesel vehicles of Pro Diesel Werks’ customers (a practice referred to as a “delete” or “deleting”), defeating the systems’ ability to reduce pollutant gases and particulate matter released to the atmosphere. The defendants are also alleged to have tampered with the monitoring device and method required under the CAA, that is they disabled the onboard diagnostic system on vehicles preventing the system software from monitoring the emission control system hardware deletes (a practice referred to as a “tune” or “tuning”).
The defendants charged customers between approximately $2,000 and $4,000 per vehicle to remove and disable the emission control systems on motor vehicles with diesel engines.
The U.S. Environmental Protection Agency Criminal Investigation Division conducted the investigation.
On February 7, 2025, Corey Potter pleaded guilty to violating the Lacey Act for illegally transporting crab from Alaska (16 U.S.C. §§ 3372(a)(2)(A), 3373(d)(1)(B)). Sentencing is scheduled for May 13, 2025. Kyle Potter, his son, was previously sentenced to pay a $20,000 fine and complete a five-year term of probation. A third defendant, Justin Welch, was ordered to pay a $10,000 fine and complete a three-year term of probation.
Corey Potter owns two crab catching vessels; Kyle Potter and Welch worked as vessel captains. In February and March 2024, the vessels harvested more than 7,000 pounds of Tanner and Golden king crab in Southeast Alaska. Corey Potter directed Welch and Kyle Potter to land the crab to Seattle, Washington, where they intended to sell it at a higher price than they would have in Alaska. Neither captain landed the harvested crab at a port in Alaska, and they never recorded the harvest on a fish ticket, as required under state law.
A large portion of the king crab that arrived in Seattle from Alaska had died and was unmarketable. Corey Potter knew that some of the crab aboard was infected with Bitter Crab Syndrome (BCS), a parasitic disease fatal to crustaceans. Officials were forced to destroy more than 4,000 additional pounds of Tanner crab due to the risk of BCS infection. If the defendants had properly landed the crab in Alaska, authorities could have inspected the harvest and removed the infected crab before leaving Alaska.

Between November 2021 and June 2022, Hacker sent money through online payment applications, such as PayPal and Venmo, to Michael Macartney, an online chat group administrator. The members and participants of these groups funded, created, obtained, received, exchanged and/or distributed animal crush videos.

On February 7, 2025, property management company Horseshoe Grove, LLC, pleaded guilty to violating the Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) for asbestos work practice standards (42 U.S.C. §§ 7412(h),7413(c)(1)). Horseshoe Grove’s owner and operator Ryan Richter pleaded guilty to a CAA negligent endangerment violation (42 U.S.C. § 7413(c)(4)). Construction and demolition company Chamness Dirt Works, Inc., pleaded guilty to violating the CAA NESHAP for asbestos, and company owner and president, Ronald Chamness, pleaded guilty to a CAA negligent endangerment violation (42 U.S.C. § 7413(c)(4)). Sentencing is scheduled for April 3, 2025.
In November 2022, Horseshoe Grove acquired a property in The Dalles, Oregon, which included a mobile home park and two dilapidated apartment buildings. The previous owner provided the new buyers with an asbestos survey from December 2021, which identified more than 5,000 square feet of friable chrysotile asbestos within the two deteriorating buildings, with levels ranging from 2% to 25%. The survey also noted non-friable asbestos in various building materials, including siding and flooring, throughout the apartments. Despite these findings, Horseshoe Grove failed to implement the necessary precautions for asbestos removal.
In March 2023, Chamness Dirt Works began demolishing the two asbestos-laden structures without following proper removal procedures. Chamness did not engage a certified asbestos abatement contractor, did not wet the asbestos-containing debris, and dumped the material in a regular landfill.

On February 10, 2025, Hollis G. Hale pleaded guilty to violating the Lacey Act and the Endangered Species Act (16 U.S.C. §§ 1538(a)(1)(G), 3372(d)(2), 3373(d)(3)(B)). Sentencing is scheduled for June 11, 2025.
Hale conspired with Jack Schubarth to create giant hybrid sheep for captive hunting. Schubarth smuggled Marco Polo argali sheep parts from Kyrgyzstan into the United States. This protected species of sheep, native to high elevations in the Pamir region of Central Asia, is deemed the largest in the world.
In 2013, Schubarth provided genetic material to a third-party cloning facility, and, in 2016, received successfully cloned pure Marco Polo argali embryos. Schubarth raised a pure male argali clone that he named “Montana Mountain King.” In 2018, Schubarth began breeding Montana Mountain King with other species and selling the offspring throughout the U.S. To evade detection, Schubarth falsely labeled the offspring on Certificates of Veterinary Inspection and other official forms.
In June and July 2020, Hale facilitated the purchase and interstate transport of twelve hybrid Marco Polo argali sheep from Schubarth and falsely identified 43 species of sheep on a Certificate of Veterinary Inspection. Hale falsified these documents knowing these sheep are prohibited in Montana. Schubarth was sentenced in September 2024 to six months’ incarceration, followed by three years’ supervised release.

On February 12, 2025, Zachary Brandon Barfield pleaded guilty to three counts of poisoning and shooting dolphins in violation of the Marine Mammal Protection Act and the Federal Insecticide, Fungicide, and Rodenticide Act (16 U.S.C. §§ 1372(a)(2)(A), 1375(b); 7 U.S.C. §§ 136j(a)(2)(G), 136l(b)(2)). Sentencing is scheduled for May 21, 2025.
Barfield is a charter and commercial fishing captain operating out of Panama City, Florida. In the summer of 2022, Barfield became frustrated with dolphins eating red snapper from the lines of charter fishing clients. Between June and August 2022, Barfield and others placed a commercial methomyl insecticide inside bait fish to feed to and poison the dolphins that surfaced near his boat.
While captaining another fishing trip in December 2022, Barfield saw dolphins eating snapper from fishing lines. This time, he used a 12-gauge shotgun to shoot and kill a dolphin that surfaced near his vessel. In the summer of 2023, while on a charter fishing trip, Barfield used the same shotgun to shoot a dolphin that surfaced near the lines of clients.

United States v. James H. Spencer

On February 21, 2025, James Howard Spencer, the Mayor of Glen Lyn, Virginia, pleaded guilty to a felony violation of the Clean Water Act (CWA) (33 U.S.C. § 1319(c)(2)(A)). Spencer admitted to directing employees of the Town of Glen Lyn to illegally discharge raw sewage and other pollutants into the East River, a tributary of the New River, on three occasions- in the summer of 2019, December 2020, and June 2021.
The discharges occurred at a pump station located behind the Glen Lyn Post Office, which was not an authorized discharge point of the National Pollutant Discharge Elimination System (NPDES) permit for the Glen Creek Wastewater Treatment Plant. The East River, a perennial stream and a tributary of the New River, is a protected waterway under the CWA.
Spencer knowingly violated multiple conditions of the NPDES permit, including discharges from unauthorized locations and failing to report the discharges to the Virginia Department of Environmental Quality.

United States v. Liza Hash

On February 25, 2025, Liza Hash pleaded guilty to discharging oil into United States and contiguous zone waters, violating the Clean Water Act (CWA) (33 U.S.C. §§ 1319(c)(2), 1321(b)(3)). Sentencing is scheduled for May 21, 2025.
Hash was the owner and operator of the S/V Juliet, a sailing vessel used for multi-day scuba diving trips between Miami and the Bahamas. Over the course of approximately six years, Hash’s vessel carried up to 12 passengers per trip, along with the crew, between the U.S. and the Bahamas.
On June 16, 2023, U.S. Coast Guard investigators boarded the Juliet following its return from the Bahamas. After noticing an active oil sheen originating from the vessel, they conducted a safety examination.
During the inspection, they noted oily water in the bilge, and a pump connected to the vessel’s grey water tank, to facilitate illegal overboard discharges. Hash had used the vessel’s grey water tank (which is intended to hold liquid waste from the boat’s washer, dryer, sinks, and showers) to store oil-contaminated bilge water and discharge overboard.
Investigators estimate that Hash discharged approximately 26,000 gallons of oily water during the five-year period.

On February 24, 2025, The Old Dutch Mustard Company, d/b/a Pilgrim Foods Company (Old Dutch), and company owner and president Charles Santich, pleaded guilty to violating the Clean Water Act (33 U.S.C. §§ 1311(a), 1319(c)(2)(A)).
Old Dutch manufactured vinegar and mustard products, generating acidic wastewater during the process. Much of this wastewater consisted of spilled or leaked vinegar, or discarded vinegar that did not meet specifications. Old Dutch did not have a permit to discharge process wastewater. Instead, it stored the process wastewater in tanks and a trucking company hauled one or two truckloads of the wastewater off-site daily to the Rochester Publicly Owned Treatment Works (POTW). Old Dutch paid the trucking company for transporting each load. A second wastewater stream consisted of stormwater that became acidic after flowing through areas of the facility (especially the tank farm) where vinegar spilled. Old Dutch also paid the trucking company to haul the acidic stormwater to the POTW.
Santich decided to reduce costs by ordering workers to discharge some of the wastewater to a manmade ditch formed by an abandoned railroad bed at the top of a hill behind the facility, from which the wastewater would flow into the Souhegan River. In May 2017, Santich hired an excavation company to extend an underground pipe to the top of the hill behind the facility. He then directed an employee to repeatedly pump wastewater through the underground pipe to the abandoned railroad bed. Once the process wastewater or contaminated stormwater discharged at the top of the hill, it flowed to the river. Old Dutch did not have an NPDES or any other permit to discharge pollutants into the river.
In March 2021, Santich directed the same excavation company to install a sump at the corner of the tank farm area to collect the acidic stormwater and pump it directly up the hill through the buried pipe. Similarly, during the Fall of 2022, Santich hired the excavation company to clean out the undergrowth in the manmade ditch at the top of the hill and line it with riprap to create a better drainage ditch and facilitate the flow of wastewater to the river.
On August 2, 2023, EPA agents executed a search warrant at the Old Dutch facility and witnessed this illegal activity. Agents observed liquid that smelled like vinegar discharging from the end of the underground pipe into the riprap-lined ditch. The wastewater discharge had a pH of 3.6. The agents then conducted a dye test starting at the sump outside the corner of the tank farm area. The dye discharged from the underground pipe at the top of the hill and flowed along the riprap-lined drainage ditch and down to the river.

On February 26, 2025, Fabcon Precast LLC (Fabcon) pleaded guilty to willfully violating an Occupational Safety and Health Administration (OSHA) regulation (29 U.S.C. § 666(e)). The criminal charge is related to an incident where an employee was killed when a pneumatic door closed on his head.
Fabcon operates several facilities in the United States, including one in Grove City, Ohio, that manufactures precast concrete panels. At Fabcon, employees known as batch operators were responsible for the operation and cleaning of the facility’s only concrete mixer. Concrete was discharged from the bottom of the mixer through a pneumatic door. By design, the mixer had an exhaust valve that released the pneumatic energy powering the discharge door, rendering it inoperable. Some months prior to June 6, 2020, the handle that operated the valve broke off and was not replaced.
On June 6, 2020, Zachary Ledbetter, a batch operator since January 2020, was on duty when the discharge door failed to close after releasing a batch of concrete. Because the valve was broken, Ledbetter could not perform the proper procedure to make the door safe to work around. When he attempted to free the door it closed on his head, trapping him. Eventually, Ledbetter was freed and transported to a hospital where he died five days later.

On February 27, 2025, a court sentenced Vyacheslav I. Piglitsin to time served and to pay $4,355 in restitution. On March 2, 2024, Piglitsin drove over the border from Mexico with Mexican pesticides that he failed to present for inspection (19 U.S.C. §§ 1433 and 1436). Inspectors found seventy-two 1-liter bottles of “Bovitraz” in his vehicle.

On February 3, 2025, a court sentenced Michael Hart to time served followed by one year of supervised release. Hart also will pay $1,500 in restitution. Hart pleaded guilty to conspiring to illegally import hydrofluorocarbons (HFCs) into the United States from Mexico and sell them in violation of law (18 U.S.C. § 371). In addition, Hart admitted to conspiring to illegally import hydrochlorofluorocarbons (HCFCs), namely HCFC 22, which is banned under the Clean Air Act.
Between June and December 2022, Hart purchased refrigerants in Mexico and smuggled them into the United States in his vehicle, concealed under a tarp and tools. Hart posted the refrigerants for sale on OfferUp, Facebook Marketplace, and other sites, and sold them for a profit.

On February 6, 2025, a court sentenced Thalia Zambrano to time served, after she pleaded guilty to conspiracy (18 U.S.C. § 371).
On June 28, 2024, authorities apprehended Zambrano when she drove into the United States at the San Ysidro Port of Entry with 18 bottles of undeclared “Taktic” (Amitraz) concealed beneath a blanket on the back seat her car. Regulators in the United States canceled this pesticide due to the high concentration of amitraz.

United States v. Andrew Laughlin

On February 10, 2025, a court sentenced Andrew Laughlin to pay a $5,000 fine, complete a two-year term of probation, and pay $4,209 in restitution into the Lacey Act Reward Fund. Laughlin pleaded guilty to one count of smuggling reptiles into the United States (18 U.S.C. § 545).
In 2017, U.S. Fish and Wildlife Service agents identified Laughlin as part of a nationwide investigation into the smuggling of turtles from the United States to an individual in Hong Kong (Individual A). Individual A met and maintained contact with certain wildlife-smuggling associates via Facebook. Investigators identified Laughlin as a suspect in the wildlife smuggling ring from Individual A’s Facebook contacts and communications with covert agents. In addition to corresponding on Facebook, Laughlin also sent text messages to Individual A and co-conspirators.
Between March and April 2018, Laughlin acted as a “middleman” in an international amphibian smuggling ring. During a conversation with an undercover agent, Laughlin said that he participated in the ring in order to acquire hard-to-find newts. He shipped or received at least four packages of amphibians, including packages to or from individuals located in Hong Kong and Sweden. The packages were falsely labeled as items including a “toy car,” “rubber toys,” or “a ceramic art piece.” The boxes actually contained live animals, including eastern box turtles, spotted turtles, and a variety of newt species.
A search warrant executed at the defendant’s residence uncovered 80 live newts of various species. Some of them tested positive for a virulent fungus which originated in Asia and has spread throughout the illegal pet trade. The restitution covered expenses incurred to store and test the animals.

On February 10, 2025, a court sentenced Jose Angel Beltran-Chaidez to 24 months incarceration, followed by two years of supervised release. Beltran-Chaidez pleaded guilty to possession with intent to distribute heroin in this multi-defendant case involving drugs and animal welfare violations (21 U.S.C. §§ 841 (a)(1), (b)(1)(A)).
Between March and April 2021, Jorge Calderon-Campos (who calls himself “Americano”) supplied 26 pounds of methamphetamine to co-defendants Mark Garcia and Alberto Gomez-Santiago, and an additional 60 pounds to Francisco Javier Torres Mora. Between January and April 2022, Calderon-Campos also possessed roosters he used to participate in an animal fighting venture.
During a search of his residence on April 26, 2022, law enforcement officers found numerous hens and roosters, various cockfighting implements (including razors and spurs) and six cockfighting trophies, including several with plates inscribed with “Team Amkno” (shorthand for “Team Americano”). At Calderon-Campos’s “stash house,” law enforcement officers found 14 hens and 77 roosters, cockfighting leashes, a cockfighting trophy, and a variety of syringes and pill bottles containing substances related to cockfighting supplements.
Jorge Calderon-Campos was sentenced in November 2024 to eight years and one month of incarceration. Calderon-Campos pleaded guilty to conspiracy to distribute methamphetamine and heroin and to violating the Animal Welfare Act (21 U.S.C. §§ 841 (a)(1), (b)(1)(A)); 7 U.S.C. § 2156(b); 18 U.S.C. § 49(a)).
On August 26, 2024, a court sentenced Antonio Beltran-Chaidez to 46 months’ incarceration, followed by 24 months’ supervised release, after he pleaded guilty to possessing heroin with the intent to distribute (21 U.S.C. § 841(a)(1)).
In January 2024, co-defendant Gomez-Santiago was sentenced to four years and nine months incarceration, followed by 60 months supervised release. Mora was sentenced to four years and nine months incarceration. Horacio Ortega-Martinez, another associate of Calderon-Campos, was sentenced in April 2023 to 18 months incarceration, followed by 36 months supervised release, after pleading guilty to possessing gamecocks for an animal fighting venture (7 U.S.C § 2156 (b)).
Co-defendant Garcia pleaded guilty and was sentenced on March 3, 2025, to 24 months’ incarceration, followed by two years of supervised release. Byron Adilio Alfaro-Sandoval is scheduled for status conference June 18, 2025.
Homeland Security Investigations and the Drug Enforcement Administration conducted the investigation, with assistance from the U.S. Department of Agriculture Office of Inspector General, the U.S. Marshals Service, the U.S. Customs and Border Protection, the U.S. Secret Service, the Bureau of Land Management, the Kern County High Intensity Drug Trafficking Area Task Force, the California Highway Patrol, the California Department of Corrections and Rehabilitation, the Kern County Sheriff’s Office, the Kern County Probation Department, and the Bakersfield Police Department.
On February 11, 2025, a court sentenced Christopher Lee Carroll to serve nine years of incarceration and to pay $3 million in restitution. A jury convicted Carroll in August 2024 of three counts of bank fraud, three counts of making false statements to a financial institution, one count of conspiracy to violate the Clean Air Act (CAA), 13 violations of the CAA, and two counts of threatening a witness (18 U.S.C. §§ 371, 2, 1014, 1512 (b)(3), 1344; 42 U.S.C. § 7413(c)(2)(C)).
Carroll and his business partner, George Reed, owned a time share exit company called Square One Group LLC. In April of 2020, they submitted a false and fraudulent application for a $1.2 million Paycheck Protection Program (PPP) loan. The loan application falsely stated that the spouses of Reed and Carroll owned the company to conceal Carroll’s status as a paroled felon, which would have precluded his company from receiving PPP funds. Carroll also used his wife’s name to avoid any potential liability for the fraud.
The PPP loan was supposed to help save businesses and jobs, but Carroll did not use the money to pay dozens of employees who were out of work or keep paying for health insurance for 17 of those employees. Instead, he used it to start a trucking company, Whiskey Dix Big Truck Repair LLC. Carroll and Reed then applied for loan forgiveness, falsely claiming that they’d spent the money on payroll and other permitted expenses. Additionally, Reed and Carroll later sought a second loan of more than $1.6 million, taking a total of $660,000 in “owner draws” from the company after the loan was approved.
From May 2020 through December 2021, Carroll and Whiskey Dix violated the CAA by unlawfully removing the emissions control systems from more than 30 diesel-fueled trucks. In January 2022, Carroll tried to pressure two employees to take responsibility for the emissions tampering. When one of the employees said he was going to talk to federal investigators, Carroll threatened to stop paying for the employee’s attorney.
The court sentenced Whiskey Dix to complete a three-year term of probation after the jury convicted the company on 16 CAA violations. Reed pleaded guilty to bank fraud in September of 2022 and was sentenced January 23, 2025, to time served, and five years of supervised release. Reed was held jointly liable for $3 million in restitution.

On February 13, 2025, a court sentenced Jeffrey Radtke to 21 months’ incarceration, followed by three years of supervised release. Radtke pleaded guilty to conspiracy to create and distribute animal crush videos (18 U.S.C.§§ 371, 48(a)(2), (a)(3)).
Between June 2021 and August 2022, Radtke sent more than 40 payments (ranging from $1 through $300) he received from co-conspirators to pay videographers in Indonesia and other locations outside of the United States to create videos depicting the torture and deaths of juvenile macaque monkeys.
During the execution of a search warrant in April 2023, law enforcement found more than 2,600 videos and 2,700 images depicting animal crushing on Radtke’s computer.

United States v. Jonathan Achtemeier

On February 14, 2025, a court sentenced Jonathan Achtemeier to pay a $25,000 fine and serve four months’ incarceration, followed by one year of supervised release. Achtemeier pleaded guilty to conspiracy to violate the Clean Air Act (CAA) for his role in tampering with required monitoring devices on diesel trucks (18 U.S.C. § 371).
Between 2019 and 2022, Achtemeier modified the software on hundreds of trucks nationwide to prevent the monitoring devices from detecting the removal of emissions controls. Achtemeier conspired with mechanics and truck fleet operators, instructing them on how to remove or disable anti-pollution hardware on diesel trucks, a process known as “deleting.” Achtemeier tampered with the monitoring device on his clients’ trucks by connecting laptops to the trucks’ onboard computers and remotely “tuning” the vehicles’ computers, which rendered required monitoring devices inaccurate. This allowed the trucks to run without functioning emissions control systems and resulted in the trucks emitting significantly more pollution than legally allowed.
Achtemeier charged as much at $4,500 per truck for work that often took him two hours or less. He advertised his services on social media nationwide, doing business as Voided Warranty Tuning or Optimized Ag. Between 2019 and 2022 his company took in more than $4.3 million in gross profits.

On February 18, 2025, a court sentenced Andres Alejandro Sanchez to complete a three-year term of probation to include six months’ home detention. Sanchez pleaded guilty to violating the Lacey Act for illegally importing a spider monkey into the United States (16 U.S.C. §§ 3372(a)(1), 3373(d)(2)).
On October 7, 2024, Sanchez travelled from Mexico to Laredo, Texas, and failed to declare a spider monkey he had in his vehicle to Customs and Border Protection officers as he attempted to cross the border.

United State v. Jose Carrillo

On February 18, 2025, a court sentenced Jose Carrillo to 84 months’ incarceration, followed by three years of supervised release. Carrillo pleaded guilty to conspiring to violate the Animal Welfare Act and knowingly possessing a firearm after a felony conviction (18 U.S.C. §§ 371, 922(g)(1) and 924(d)).
On June 7, 2023, authorities executed a search warrant at Carrillo’s residence, seizing a total of 10 pit bull-type dogs. Several of the dogs exhibited scarring consistent with dogfighting. Authorities also discovered a .22 caliber rifle, a bloodstained wooden dogfighting “pit,” syringes, veterinary medications, a skin stapler, break sticks used to separate fighting dogs, and other suspected dogfighting paraphernalia.

On February 18, 2025, a court sentenced Eric T. Scionti to 47 months’ incarceration, followed by three years of supervised release. Scionti pleaded guilty to possession of a firearm and ammunition by a convicted felon and Animal Crushing in two separate cases (18 U.S.C. §§ 922(g)(1), 924(a)(8), 48(a)(1)).
In December 2022, federal authorities received an anonymous tip that Scionti, a convicted felon, possessed a number of handguns, as well as grenades and bullet-proof body armor. On January 18, 2023, agents executed a search warrant, seizing six firearms and 1,826 rounds of ammunition from areas of a residence controlled by the defendant. Scionti has multiple Arizona state felony convictions and was prohibited by federal law from possessing firearms or ammunition.
While researching the defendant’s online activities, agents found video evidence depicting Scionti torturing pigeons. Agents executed a subsequent search warrant on September 29, 2023, for records and information associated with Scionti’s email account. During that search, agents seized approximately 168 videos and 89 digital photographs depicting Scionti torturing and mutilating live pigeons.
The Federal Bureau of Investigation conducted the investigations in these cases.
On February 19, 2025, a court sentenced Manuel Domingos Pita to 48 months’ incarceration and to pay more than $55 million in restitution. Also, Pita will forfeit real estate and cash/bank accounts. Pita pleaded guilty to a wire fraud conspiracy, conspiracy to defraud the United States, and a willful violation of the Occupational Safety and Health Administration Act for causing the death of an employee (18 U.S.C. §§ 371, 1343; 29 U.S.C. § 666(e)).
Pita created and operated several shell construction companies, including one named Domingos 54 Construction, Inc. Pita used Domingos 54 to provide workers, including undocumented aliens, with construction jobs. However, Pita failed to secure the required workers compensation insurance coverage for these employees by falsifying the number of workers for which he sought coverage in worker’s compensation insurance applications. In addition, Pita failed to pay any federal employment taxes on the wages that these workers earned during the course of the scheme between 2018 and 2022.
Pita failed to disclose the number of workers he had. Had he properly disclosed the number of workers, he would have paid an additional $22.7 million+ in premiums. Additionally, Pita failed to pay to the IRS over $33.7 million in federal employment taxes on those workers’ wages.
Between February and July 2019, investigators with the Occupational Safety and Health Administration (OSHA) issued six citations to Domingos 54 for failure to provide fall protection to workers. Even after being cited for these violations, Pita continued to ignore OSHA requirements. In March 2020, Pita assigned a worker and three other carpenters to install sheeting on the roof of a residential home in windy conditions without providing the required fall-protection gear or ensuring its use. As a result, one of the workers was blown off the roof and died from his injuries.

On February 20, 2025, a court sentenced Fernando Cruz Rubio to time served. Rubio pleaded guilty to violating the Act to Prevent Pollution from Ships (APPS) for failing to maintain an oil record book (ORB) (33 U.S.C. § 1908(a)).
Rubio worked as a chief engineer on the M/V Suhar, a Panamanian-flagged ocean-going bulk carrier that routinely hauled cement from Tampico, Mexico, to Pensacola, Florida. The ship was managed by Gremex Shipping S.A. de C.V., which was responsible for the ship’s day-to-day operations, including hiring all crew, and ensuring compliance with all environmental and international regulations.
The Coast Guard inspected the ship when it arrived in Pensacola on August 25, 2023. Inspectors determined that the vessel’s crew regularly discharged untreated oily bilge water overboard, bypassing onboard pollution control equipment, and falsified the ship’s ORB to conceal these discharges. On various trips, between March 2021 through August 25, 2023, Rubio, as the Suhar’s chief engineer, failed to accurately maintain the ORB and did not record overboard bilge water discharges.
Gremex was sentenced in October 2024 to pay a $1.75 million fine, serve a four-year term of probation, and implement an environmental compliance plan. The shipping corporation also pleaded guilty to violating APPS.
The U.S. Coast Guard Investigative Service conducted the investigation.
United States v. Clancy Logistics, Inc., et al.

On February 25, 2025, a court sentenced to Clancy Logistics, Inc., and owner Timothy C. Clancy, to each complete three-year terms of probation. They were also ordered to pay a fine of $101,510.00, jointly and severally. The defendants pleaded guilty to a felony count of tampering with a Clean Air Act monitoring device (42 U.S.C. § 7413(c)(2)(C)).
Between October 2019 and July 2023, Timothy C. Clancy tampered with the onboard diagnostic systems (OBDs) and caused others to tamper with the OBDs, of at least 13 Class 8 diesel semi-trailer trucks owned or operated by his companies, Clancy Transport, Inc., and Clancy Logistics, Inc. The defendants’ actions prevented the OBDs from detecting malfunctions caused by the deletion of the vehicles’ emission control systems, in violation of the Clean Air Act (42 U.S.C. § 7413(c)(2)(C)).
As part of this process, Clancy directed his employees to disable and remove the emissions hardware from his companies’ vehicles. This involved removing exhaust systems and their corresponding emissions control components from the vehicles, hollowing out the functioning portion of the devices so that only the casing remained, and re-installing the casing to create the appearance that the emissions controls were intact. The vehicles’ OBDs were then tuned so that they could no longer detect the removal of the control equipment.
Clancy and his companies tampered with the OBDs on their diesel semi-trailer trucks so that they could operate the vehicles with real or perceived increased performance and fuel efficiency and reduce or eliminate the cost and burden associated with maintaining the vehicles. As a result, a greater volume of pollutants was emitted from the vehicles.
The U.S. Environmental Protection Agency Criminal Investigation Division conducted the investigation.

On February 27, 2025, a court sentenced Robert G. Gambill to pay a $9,500 fine and to forfeit a rifle, scope, and ammunition for killing a bald eagle in violation of the Bald and Golden Eagle Protection Act (16 U.S.C. § 668(a)). As required under provisions of the Act, $2,500 of the fine will be apportioned equally between two witnesses who reported the shooting.
On June 5, 2024, Gambill set his firearm on a fencepost and targeted, shot, and killed a bald eagle that was perched in a tree near a bridge in Sparta, North Carolina. After killing the eagle, Gambill drove away from the scene, abandoning the carcass on the bank of the New River. Two witnesses recovered the carcass and turned it over to the U.S. Fish and Wildlife Service (FWS). The U.S. FWS forensic laboratory determined that injuries suffered by the bald eagle were consistent with a gunshot wound from a high-powered rifle.
The U.S. Fish and Wildlife Service Office of Law Enforcement conducted the investigation, with assistance from the North Carolina Wildlife Resources Commission and the Alleghany County Sheriff’s Office.
On February 28, 2025, a court sentenced Willie Russell to 24 months’ incarceration, followed by three years’ supervised release, after he pleaded guilty to conspiracy and exhibiting dogs in an animal fighting venture (7 U.S.C. § 2156(a)(1); 18 U.S.C. § 371). Russell is the fourteenth and final defendant to plead guilty in this federal dog fighting case. The other co-defendants are: Tamichael Elijah; Marvin Pulley, III; Brandon Baker; Christopher Travis Beaumont; Herman Buggs, Jr.; Terrance Davis; Timothy Freeman; Terelle Ganzy; Gary Hopkins; Cornelious Johnson; Rodrecus Kimble; Donnametric Miller; Willie Russell; and, Fredricus White.
On April 24, 2022, the defendants converged on a property in Donalsonville, Georgia, where they held a large-scale dog fighting event. They brought a total of 24 pit bull-type dogs to fight in a series of matches over that weekend. Law enforcement personnel who disrupted the event found numerous dogs inside crates in cars on the property.
The participants used their cars to store dogs who had already fought, as well as those awaiting their turn in the fighting pit. Some dogs were kept on chains on the property. Law enforcement rescued a total of 27 dogs, including a badly injured dog that later perished from its injuries. Dogs in the cars also bore recent injuries and scars.
All defendants but Freeman pleaded guilty to felony conspiracy to violate the animal fighting prohibition of the federal Animal Welfare Act. Defendants Beaumont and Miller also pleaded guilty to sponsoring or exhibiting (i.e., handling) a dog in a dog fight. Defendants Baker, Davis, Ganzy, Johnson, Pulley, and White further pleaded guilty to possessing and transporting a dog for purposes of using the dog in an animal fighting venture. Freeman pleaded guilty to spectating at an animal fight. Defendants Miller and Pulley also pleaded guilty to unlawfully possession of a firearm by a person with a prior felony conviction.
