    Third Quarter 2024 Financial Results and Highlights

    • Revenue of $69.5 million, an increase of 13% yearoveryear
    • Cloud ARR of $71.6 million, an increase of 15% year-over-year
    • Non-GAAP diluted EPS of $0.23 vs. $0.07 in Q3 2023; GAAP diluted EPS of $0.07 vs. $(0.16) in Q3 2023
    • Cash flow from operations of $14.7 million and $58.9 million year-to-date

    TEL AVIV, Israel, Oct. 31, 2024 (GLOBE NEWSWIRE) — Radware® (NASDAQ: RDWR), a leading provider of cyber security and application delivery solutions, today announced its consolidated financial results for the third quarter ended September 30, 2024.

    “We are pleased to report solid third-quarter results, highlighted by 13% year-over-year revenue growth and a significant improvement in profitability and cash flow from operations,” said Roy Zisapel, Radware’s President and CEO. “Our results reflect double-digit growth in subscription revenue, strong sales of software subscriptions, and the ongoing success of DefensePro X, which carries with it more subscription revenue. We are excited about the momentum we’ve built and our future growth prospects.”

    Financial Highlights for the Third Quarter 2024
    Revenue for the third quarter of 2024 totaled $69.5 million:

    • Revenue in the Americas region was $27.7 million for the third quarter of 2024, an increase of 11% from $24.9 million in the third quarter of 2023.
    • Revenue in the Europe, Middle East, and Africa (“EMEA”) region was $25.2 million for the third quarter of 2024, an increase of 30% from $19.3 million in the third quarter of 2023.
    • Revenue in the Asia-Pacific (“APAC”) region was $16.6 million for the third quarter of 2024, a decrease of 5% from $17.4 million in the third quarter of 2023.

    GAAP net income for the third quarter of 2024 was $3.1 million, or $0.07 per diluted share, compared to GAAP net loss of $6.9 million, or $(0.16) per diluted share, for the third quarter of 2023.

    Non-GAAP net income for the third quarter of 2024 was $10.2 million, or $0.23 per diluted share, compared to non-GAAP net income of $2.9 million, or $0.07 per diluted share, for the third quarter of 2023.

    As of September 30, 2024, the Company had cash, cash equivalents, short-term and long-term bank deposits, and marketable securities of $411.7 million. Cash flow from operations was $14.7 million in the third quarter of 2024.

    Non-GAAP results are calculated excluding, as applicable, the impact of stock-based compensation expenses, amortization of intangible assets, litigation costs, acquisition costs, restructuring costs, exchange rate differences, net on balance sheet items included in financial income, net, and tax-related adjustments. A reconciliation of each of the Company’s non-GAAP measures to the most directly comparable GAAP measure is included at the end of this press release.

  • MIL-OSI Europe: AMERICA/USA – Electoral campaign between Harris and Trump is challenged on foreign policy and ‘World War in pieces’

    Washington (Agenzia Fides) – The war in the Middle East has entered the race for the White House especially in those States like Michigan where there is a large percentage of the population of Arab origin (Palestinian, Lebanese and Iraqi in particular).Foreign policy is not traditionally among the key factors that guide the US electorate’s choices inside the ballot box. Nonetheless, the outcome of the US presidential election (voting takes place on Tuesday 5 November) is bound to have a significant impact on the tensions that cross the global geopolitical scenarios and the wars that bloody the world.The Democratic candidate is in a difficult position because she is part of the current administration that granted at least $18 billion in military aid to Israel after the attack unleashed by Hamas on 7 October 2023, fuelling criticism from those who see America as complicit in the massacres committed against civilians in Gaza. Kamala Harris has not been spared criticism from the more left-wing part of her party and the Arab electorate, despite being as Vice-President one of the first people in the Biden administration to call for an ‘immediate ceasefire’, and to express concern about the ‘humanitarian catastrophe for the Palestinians’ urging Israel to end the conflict. However, she did not support an arms embargo against Israel, which some on the US left would like. At the party convention, she said she would ‘always stand up for Israel’s right to defend itself’.In her support, the 2016 nominee of the most left-wing part of the Democratic Party, Bernie Sanders recently promised his supporters: ‘I promise you, after Kamala wins, we will together do everything that we can to change US policy toward Netanyahu’.But the Democratic candidate aroused the ire of the Arab-origin electorate when she received the endorsement of Liz Cheney, daughter of Goerge W. Bush’s former vice-president Dick Cheney, who is considered a hawk who promoted the invasion of Iraq in 2003 and is not well regarded by Americans of Iraqi origin.Donald Trump did not miss the opportunity to ridicule in the eyes of the electorate of Arab origin the proximity offered by the former Republican congresswoman to the Democratic candidate, saying: ‘Liz Cheney, who, like her father, the man that pushed Bush to ridiculously go to War in the Middle East, also wants to go to War with every Muslim Country known to mankind’. Trump for his part has to make amends for inflammatory statements towards Arabs and Muslims, especially with regard to immigration to the US, but he is now trying to get closer to the Arab electorate (and more generally those who are critical of the war in Gaza) by promising to be the one who will bring peace back to the Middle East and Ukraine. ‘If Kamala gets four more years, the Middle East will spend the next four decades going up in flames, and your kids will be going off to War, maybe even a Third World War, something that will never happen with President Donald J. Trump in charge,’ he said. But beyond rhetorical proclamations what is Trump’s position on the Middle East? Trump has repeatedly stated that the war between Israel and Hamas would never have broken out had he been in power, although he has offered few details on how he would have handled the situation differently from Biden. During his time in office, he promoted the so-called Abraham Accords that led to the opening of diplomatic relations between Israel and a number of Arab states (the UAE, Bahrain, Morocco and Sudan) and with the prospect of reaching a regional understanding extended to Saudi Arabia, the other pillar of American policy in the Middle East.     The National Tree Week supports the Kingdom’s afforestation plan to double the number of trees to 3.6 million by 2035, contributing to the Kingdom’s commitments under the United Nations Framework Convention on Climate Change.

    Distinguished guests, ladies and gentlemen,
     
         Good afternoon. It is a pleasure to be here with you today as we explore the future of the New Silk Road – or the Belt and Road Initiative – a vision that extends far beyond trade routes, connecting continents through shared values of sustainability, innovation, and common prosperity.
     
         Since its inception in 2013, the Belt and Road Initiative has reshaped the global trade and investment landscape. It has forged significant investments in infrastructure, boosted trade and strengthened people-to-people bonds.
          
         Hong Kong is an active participant, contributor and beneficiary of the Belt and Road Initiative. Over the past decade, Hong Kong has played a vital role in its growth too. For instance, our external trade with Belt and Road economies has increased by around 60 per cent.
          
         For those who are less familiar with our city, Hong Kong is a Special Administrative Region of China administered under a “one country, two systems” principle. On the one hand, we have convenient and at times priority access to the Mainland market, but on the other, retain all the defining characteristics of an international city: open and diverse, rule of law, free flow of goods, capital, information, people, and business practices that align with the best of the world. This uniqueness enables us to serve as the “super connector” in the region, creating opportunities for all.
          
         As the Belt and Road Initiative moves into the next decade, the focus is clear: sustainability and inclusiveness. Green infrastructure projects are at its heart, from solar plants to low-carbon railway transportation. The common aspiration is to pave a “Green Silk Road” benefitting all along the route.
          
         And Hong Kong’s strategic vision to become an international green tech and green finance centre can contribute to the achievement of this common aspiration in many ways.
          
         First, we can address the funding gap. The funding need for green transition is huge – global annual climate investments are estimated to reach US$9 trillion by 2030 and US$10 trillion by 2050. Hong Kong, as one of the top three international financial centres, along with New York and London, and Asia’s green finance leader, is well positioned to mobilise capital to support the green transition by matching quality projects with funding. For instance, we arranged around US$63 billion on average annually over the past three years in green and sustainable debt through our financial institutions. Green bonds issued in Hong Kong account for over one-third of Asia’s total.
          
         But more than funding, we are committed to innovative financing arrangements that help broaden the investor base of green projects. One example is securitisation of infrastructure loans, packaging mature, brownfield projects for investors, thereby releasing funds for investment into other greenfield projects. Hong Kong has issued two batches of such loans already, amounting to US$800 million in more than 50 projects in the Middle East, Asia Pacific, and Latin America.
          
         Second, we can address the technology gap. There is still a significant disparity in green tech adoption globally, with countries in the Global South lacking the financial resources and infrastructure to adopt cutting-edge green solutions. Investment inclinations will also aggravate this gap, as developed nations typically invest more in R&D (research and development) for green technologies.
          
         Hong Kong is home to many green tech start-ups, all sharing the mission to develop technological solutions that combat climate change, which may well fit in the relevant strategies of economies in the MENA (Middle East and North Africa) region. One of them, for example, develops carbon-capture technologies in 3D-printed reef tiles to help restore coral reefs. It now has a production base in Abu Dhabi. 
          
         Third, we can address the knowledge gap. That means linking up people, projects and knowledge. Hong Kong is a compact city, yet has solid experience in city planning and operations, and managing large-scale infrastructure projects. Our expertise in smart cities and green urban planning complements MENA’s ambitions to build digitally connected, sustainable urban centres. These potential partnerships can set the standard for urban resilience and environmental stewardship in the years ahead.
          
         Ladies and gentlemen, the vision of a Green Silk Road presents a unique opportunity for us to collaborate on fostering sustainable, resilient, and inclusive development for future generations. Hong Kong is proud to be part of that effort, and we are committed to making valuable contributions in finance and innovation, and fostering partnerships to strive for a brighter and greener future for all.

    In its activities tackling antisemitism, the Commission says it regards the International Holocaust Remembrance Alliance (IHRA) working definition of antisemitism as ‘the benchmark’ and cooperates with the Israeli Government, including in the EU-Israel High Level Seminar on combating racism, xenophobia and antisemitism.

    • 1.In view of a recent study[1] revealing that the Commission had misrepresented the results of a 2018 key survey by the EU Agency for Fundamental Rights (FRA) with regard to the IHRA definition of antisemitism, can the Commission confirm it will henceforth refrain from such misrepresentations, in line with its declared commitment to evidence-based policymaking, also when addressing the most recent FRA survey, published in July 2024?

    The Chairperson of the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel, Navanethem Pillay, presented the commission’s latest investigative report to the UN General Assembly. Pillay and Chris Sidoti spoke to reporters in New York.

    Israel has perpetrated a concerted policy to destroy Gaza’s healthcare system as part of a broader assault on Gaza, committing war crimes and the crime against humanity of extermination with relentless and deliberate attacks on medical personnel and facilities, the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel said in a new report.

    The Commission also investigated the treatment of Palestinian detainees in Israel and of Israeli and foreign hostages in Gaza since 7 October 2023, and concluded that Israel and Palestinian armed groups are responsible for torture and sexual and gender-based violence.

    The report found that Israeli security forces have deliberately killed, detained and tortured medical personnel and targeted medical vehicles while tightening their siege on Gaza and restricting permits to leave the territory for medical treatment. These actions constitute the war crimes of wilful killing and mistreatment and of the destruction of protected civilian property and the crime against humanity of extermination.

    Attacks on medical facilities in Gaza, particularly those devoted to paediatric and neonatal care, have led to incalculable suffering of child patients, including newborns, the report said. In continuing these attacks, Israel has violated children’s right to life, denied children access to basic healthcare, and deliberately inflicted conditions of life resulting in the destruction of generations of Palestinian children and, potentially, the Palestinian people as a group.

    Regarding the detention of Palestinians in Israeli military camps and detention facilities, the report found that thousands of child and adult detainees, many of whom were arbitrarily detained, have been subjected to widespread and systematic abuse, physical and psychological violence, and sexual and gender-based violence amounting to the war crime and crime against humanity of torture and the war crime of rape and other forms of sexual violence. Male detainees were subjected to rape, as well as attacks on their sexual and reproductive organs and forced to perform humiliating and strenuous acts while naked or stripped as a form of punishment or intimidation to extract information. The deaths of detainees as a result of abuse or neglect amount to the war crimes of wilful killing or murder and violations of the right to life.

    Child detainees released by Israeli authorities have returned to Gaza severely traumatized, unaccompanied, with limited ability to locate or communicate with their families.

    The report found that the institutionalized mistreatment of Palestinian detainees, a longstanding characteristic of the occupation, took place under direct orders from the Israeli Minister in charge of the prison system, Itamar Ben-Gvir, and was fuelled by Israeli government statements inciting violence and retribution.

    “The appalling acts of abuse committed against Palestinian detainees require accountability and reparations for the victims,” said Pillay. “The lack of accountability for actions ordered by senior Israeli authorities and carried out by individual members of Israeli security forces and the increasing acceptance of violence against Palestinians have allowed such conduct to continue uninterrupted, becoming systematic and institutionalized.”

    Regarding the Israeli and foreign hostages held in Gaza by Palestinian armed groups, the report found that many were mistreated to inflict physical pain and severe mental suffering, including physical violence, abuse, sexual violence, forced isolation, limited access to hygiene facilities, water and food, threats and humiliation. Hamas and other Palestinian armed groups forced hostages to participate in videos with the intent of inflicting psychological torture on the families of hostages, to achieve political aims. Several hostages were killed in captivity. Hamas and other Palestinian armed groups committed the war crimes of torture, inhuman or cruel treatment, and the crimes against humanity of enforced disappearance and other inhumane acts causing great suffering or serious injury.

    “Palestinian armed groups must release immediately and unconditionally all Israeli and foreign hostages held in Gaza. Hostages must be treated in accordance with the requirements of international humanitarian law and international human rights law until they are released,” said Pillay.

    Civilians in southern Lebanon are bearing the brunt of escalating violence, with more than 2,700 deaths reported in Lebanon since October last year said Andrea Tenenti, the spokesperson for UN Interim Force in Lebanon (UNIFIL).

    “According to the Lebanese Ministry of Public Health, the death toll in Lebanon since October last year has reached over 2,700 people, and the number of wounded to over 12,700, around 25 percent women and children. More than 2,000 deaths have occurred since 23 September of this year,” Tenenti said at a press briefing in New York on Wednesday (30 Oct).

    Over 800,000 people have been forced from their homes, with 60 percent of the displaced coming from areas within UNIFIL’s operational zone in southern Lebanon, Tenenti said, citing statistics from the International Organization for Migration. “Statistics like this cannot fully capture the human cost of conflict, and it’s the civilians who continue to suffer,” he added.

    The mounting violence has also impacted UN peacekeeping operations, with more than 30 incidents of damage to UN property or injury to peacekeepers reported since the start of October. Tenenti noted that 20 of these incidents were linked to actions by the Israel Defense Forces (IDF), with seven identified as deliberate.

    “In an incident yesterday, a rocket likely fired by Hezbollah or affiliated group, hit UNIFIL headquarters in Naqoura, where a vehicle workshop was set on fire, with some peacekeepers suffering minor injuries,” Tenenti said and added, “for about a dozen other incidents, the origin of the fire could not be determined.”

    Amid the ongoing conflict, Tenenti underscored UNIFIL’s role in supporting peace efforts under UN Security Council Resolution 1701, which has governed the mandate since 2006. “We are here to implement the mission’s mandate, but any changes will be up to the Security Council. At the moment, the rules of engagement that have been used have been adequate to the situation on the ground,” he said.

    Responding to criticism that UNIFIL has not fully implemented its mandate, Tenenti pointed to the need for cooperation from all parties involved in the conflict. “The mandate has to be implemented by the parties. UNIFIL is here to support the parties in the implementation of the mandate, so we need the commitment of the parties in order to implement resolution 1701,” he said. “From 2006 until October last year, the South of Lebanon had witnessed one of its quietest periods in recent history.”

    According to UNIFIL, around 500,000 people have fled southern Lebanon, with the population in the area estimated at 600,000. “The vast majority of the population in the South has left, though some people still remain in the area today,” Tenenti said. “It’s a very dramatic situation, as most villages are being completely destroyed and the shelling continues.”

    FLOODS IN SPAIN

    OCCUPIED PALESTINIAN TERRITORY
    Moving to Gaza, further to that situation, the Office for the Coordination of Humanitarian Affairs (OCHA) is urging the Israeli authorities to urgently grant access for critical humanitarian activities in Jabalya, Beit Lahia and Beit Hanoun in North Gaza. OCHA emphasizes the need for secure conditions to deliver aid and conduct rescue operations safely, given the ongoing military operations there.
    The UN and the humanitarian partners are set to urgently implement critical activities in those areas as soon as Israeli authorities reopen North Gaza.
    The Secretary-General is deeply shocked by reports of an Israeli air strike in Beit Lahia, in North Gaza that took place early yesterday reportedly left at least 90 Palestinians killed or missing, including at least 25 children. This tragic loss of life, he said particularly among vulnerable people, yet again underscores the devastating human impact of the ongoing conflict, which is intensifying in the north of Gaza.
    The Secretary-General unequivocally condemns the widespread killing and injury of civilians in Gaza and the ongoing displacement of the population. All parties to the conflict must comply with their obligations under international law, including the obligation to respect and protect civilians. This includes humanitarian workers and first responders, who play a vital role in mitigating suffering and providing life-saving assistance.
    The obstruction of their work only deepens the suffering of the population. Aid must flow freely and safely.
    The toll of the violence in Gaza is unconscionable. There must be an immediate ceasefire. And he reiterates once again his call for the immediate and unconditional release of all hostages. The time to stop the bloodshed is now.
    Also throughout October, we’ve noted that North Gaza governorate has been largely inaccessible, with very few exceptions, amid reports of high casualties, direct hits on overwhelmed medical facilities, and widespread family displacement and separation.
    OCHA also emphasizes the need for direct supply routes from Erez West to these areas, rather than routing all aid through Gaza City, which is the current imposed practice.
    Meanwhile, in the south, OCHA today visited two locations in Absan, east of Khan Younis, to assess the situation of displaced families. One was the Saudi Centre for Cultural and Heritage in Abasan Al Kabira, which provides mental health support for children, internet access for students, and operates a community kitchen for more than 500 families. The second location was in the Al Mharaba site, which hosts 2,000 people. At this site there are no health services, limited power and insufficient water facilities.

    LEBANON
    On the humanitarian front in Lebanon, a joint OCHA-UNICEF mission today delivered essential supplies to approximately 800 households in the village of Sarafand, in southern Lebanon. The supplies include water bottles, hygiene and dignity kits, water testers, children’s clothes and first aid kits.
    Also, today, a convoy by UNRWA delivered 5,000 liters of fuel for generators to ensure the operation of water wells and sanitation facilities in the Burj Shemali Palestinian Refugee Camp along the South Litani River.
    The situation continues to deteriorate amid escalating hostilities and displacement orders. Today, the Israeli army issued displacement orders for all residents of Baalbek city in the east of the country, to evacuate the entire city immediately.
    This prompted mass displacement and panic among residents. Strikes subsequently began after several hours. Displacement orders were also issued in several localities in Nabatieh, in the south.
    The Humanitarian Coordinator in Lebanon, Imran Riza, deplored the extensive harm inflicted on civilians and the destruction of critical infrastructure. He called for the violence to end immediately and reminded parties to the conflict that they must take all feasible precautions to avoid and minimize harm to civilians and civilian objects.

         PIF and the Hong Kong Monetary Authority (HKMA) today (October 31) signed a memorandum of understanding (MoU) to work towards jointly anchoring a new investment fund, with a target size of US$1 billion. The MoU was signed at the 8th edition of the Future Investment Initiative (FII) in Riyadh.     Under the MoU, the fund would explore investment in manufacturing, renewables, fintech and healthcare, supporting the localisation in Saudi Arabia of companies connected to Hong Kong and the Greater Bay Area. It would enable the creation of highly skilled local jobs and drive economic growth through fostering regional champions in the target sectors. It would reinforce Hong Kong’s position as one of the world’s leading financial hubs, leveraging its diverse talent pool, efficient financial infrastructure and deep liquidity.     The signing of this MoU is a new milestone and underlines the economic ties between two leading institutions – PIF and HKMA. The proposed new fund aligns with PIF’s strategy of economic diversification and sustainability.     This partnership has the potential to drive shared prosperity by investing in industries that will shape future economies, combining HKMA’s long-term investment expertise with PIF’s strategy for the target sectors.     The new fund would promote foreign direct investments via Hong Kong, providing a platform for companies to internationalise their businesses and have access to attractive investment opportunities in Saudi Arabia.

         MR. SCHARF:  Next, we have a set of pardons for peaceful pro-life protestors who were prosecuted by the Biden administration for exercising their First Amendment rights.
         THE PRESIDENT:  Do you know how many?
         MR. SCHARF:  I believe it’s 23, sir.
         THE PRESIDENT:  Twenty-three people that were prosecuted.  They should not have been prosecuted.  Man- of — many of them are — are elderly people.  They should not have been prosecuted.  This is a great honor to sign this.

         THE PRESIDENT:  So, they’re all in prison now?
         MR. SCHARF:  Some are.  Some are — are out of custody.

         THE PRESIDENT:  That’s a big one, huh?  A lot of people are waiting for this for a long — for years — 
         MR. SCHARF:  Yes, sir.
         THE PRESIDENT:  — for decades.  And everything will be revealed.

         Q    Mr. President — Mr. President, a U.S. judge temporarily blocked the birthright citizenship order.  Do you have any reaction to —
    THE PRESIDENT:  No.  Obviously, we’ll appeal it.  They put it before a certain judge — in Seattle, I guess, right?  And
    there’s no surprises with that judge. 
    Q    Mr. President, Senators Collins and Murkowski have now said they will vote against Pete Hegseth.  Are you worried about his confirmation, and your reaction?
    THE PRESIDENT:  No.  And no surprises there.  It’s too bad.  You know, it’s the way — the way it is.  Too bad. 
    Q    And when would you adjourn Congress to make recess appointments, Mr. President?
    THE PRESIDENT:  Well, I’d take a look at that.  I’d listen to John Thune.  He’s doing a fantastic job.  We’re moving along.  The Democrats are trying to delay government, as they always do.  They can’t help themselves.  Even John Ratcliffe, who’s very, very strong, very popular and liked by the Democrats — I guess, he gets a lot of Democrat votes — that’s taking a long time, and it shouldn’t be taking a long time. 
    They — they’re maxing everything out so they can delay everything as much as possible.
    Q    Does Senator Thune support an effort to use recess appointments if you choose to do that?
    THE PRESIDENT:  I’d be willing to use recess appointments.  It’s up to John.  We’ll see.  John Thune is a great guy, great senator, knows his stuff inside out and backwards.  But I would use recess appointments if he wants to do that.  Absolutely.
         (Cross-talk.)
    The Democrats are just delaying.  They always delay.
    Q    Mr. President, you spoke with the Saudi crown prince yesterday.
    THE PRESIDENT:  Who?
    Q    The Saudi crown prince.
    THE PRESIDENT:  Yes.
    Q    How was the — the call?
    THE PRESIDENT:  Great.  It was great.
    Q    And they said $600 million — billion dollar they can invest?
    THE PRESIDENT:  Six hundred.  I’ll ask them for a trillion. 
    Q    You said you’re going to ask them for a trillion.  Will Saudi Arabia be the first foreign country you will visit, since they’re investing that much money?
    THE PRESIDENT:  Well, if they do that, I would, yeah.
    Q    You would?
    THE PRESIDENT:  I would be glad to do that.  I did it, as you know, four years ago.  We did $450 billion — meaning the money all goes to American companies — and they purchased jets and they purchased computers and everything else.  And we did $450 billion, and I guess we’re at $600, $650.
    (Cross-talk.)
    And I’ll see if I can talk them into a trillion.
    Q    And on the Middle East again.  You showed great confidence in Steve Witkoff.  Why you said that you doubt that the ceasefire in Gaza will — will hold since you appraised his efforts?
    THE PRESIDENT:  Well, no, I think he’s great.  But it’s a very tricky place.  It’s very tricky.  And we’ll see.  And if it — if something does happen, they will not be happy. 
    Q    Sir, follow-up on that one.  In terms of Steve Witkoff, are you going to put him in charge of — of Iran strategy?  And do you want him talking directly with the Iranians?
    THE PRESIDENT:  No, but he — he certainly is somebody I would use.  He’s done a fantastic job.  He’s a great negotiator.  He’s a very good person, great — a very popular person.  Gets along with people.  I have great negotiators.  They — they have no personality whatsoever, and then I have some that do. 
    Steve has a wonderful way about him and people like him.  And even in this case, both sides like him, and he was able to make a deal.  That deal would have never been made without Steve. 
    The Biden people couldn’t make the deal.  They were working on it for a year and a half.  They couldn’t make a deal.  We got it done prior to the inauguration.  We said it has to be before the inauguration. 
    I mean, the deal should hold, but if it doesn’t hold, there’ll be a lot of problems.

    Q    Related to your AI EO.  Just hours after you made that big Stargate announcement, Elon Musk tweeted that they don’t actually have the money.  Is that true?
    THE PRESIDENT:  I don’t know if they do, but, you know, they’re putting up the money.  The government is not putting up anything.  They’re putting up money.  They’re very rich people, so I hope they do. 
    And, I mean, Elon doesn’t like one of those people.  So, (inaudible).

    Q    Are you worried that AI is going to replace many American jobs? 
    THE PRESIDENT:  No.
    Q    Does that worry you?
    THE PRESIDENT:  No, no.  It’s going to create tremendous numbers of jobs.  It’s going to also create a lot of benefits, medically, for cancer research and other things.  It’s going to have a huge positive impact.
    And, you know, we want to be ahead of China.  We’re, right now, way ahead of China.
    David Sacks is one of the all-time experts.  You know, that — people are amazed that he — you just met him.  I don’t know if he’s still here.
    MR. SACKS:  (Inaudible.)
    THE PRESIDENT:  There he is.
    But — but one of the most respected people in that world.  It’s a world.  That’s a whole different world. 
    And we’re ahead of China now because of what I’m doing, and I think it’s going to be very successful.

    Q    On NATO spending, please.  You just asked the Davos forum again that NATO countries should spend 5 percent of GDP on defense.
    THE PRESIDENT:  Yeah.
    Q    The United States don’t spend 5 percent.
    THE PRESIDENT:  Well, I — I don’t think so, no.
    Q    Do you think it should also apply to the United States?
    THE PRESIDENT:  We’re protecting them, you know?  They’re not protecting us.  We’re protecting them.  So, I don’t think we should be spending — I’m not sure we should be spending anything, but we should certainly be helping them.  But they should — they should up their 2 percent to 5 percent, yeah.
    Q    Mr. President — Mr. President, you said earlier during your speech at Davos that you would like to see interest rates come down.
    THE PRESIDENT:  Yeah.
    Q    How much would you like to see them come down?
    THE PRESIDENT:  A lot.
    Q    And will you talk with Powell?
    THE PRESIDENT:  I’d like to see them come down a lot, and oil prices will come down.  And when oil prices come down, everything is going to be cheaper for the American people — and actually for the world — but for the American people.  So, I’d like to see oil prices come down.
    And when the energy comes down, that’s going to knock out a lot of the inflation.  That’s going to automatically bring the interest rates down. 
    Q    Are you worried that it’s too much going on at once if you’re —
    Q    Mr. President, you said that you would demand —
    Q    Are you worried that there’s too much going on at once if you’re trying to bring interest rates down and —
    THE PRESIDENT:  No, no.
    Q    — get the economy back going?
    THE PRESIDENT:  No.  It just works that way.  I mean, it just economically works that way.  When the oil comes down, it’ll bring down prices, then you won’t have inflation, and then the interest rates will come down.  (Inaudible.)

    Q    You said that you would demand that the interest rates come down. 
    THE PRESIDENT:  Well, I would put in —
    Q    Do you expect —
    THE PRESIDENT:  I would put in a strong statement.
    Q    Do you expect the Fed to listen to you?
    THE PRESIDENT:  Yeah. 
    Q    Are you going to talk to Powell about this and — bringing the rates down?
    THE PRESIDENT:  At — at the right time, I would.
    Q    Sir, do you plan to meet with any of the people you pardoned that were — participated in the January 6th, 2021, attack — do you plan to meet with any of them or meet with them at the White House?
    THE PRESIDENT:  I don’t know.  I’m sure that they probably would like to.  I did — I did them something important.  But what they did is they were protesting a crooked election.  And, you know, I mean, people understand that also.  And they were treated very badly.  Nobody’s been treated like that. 
    So, I’d be open to it, certainly.  I — I don’t know of anything like that, but I think they — they’re going to — meeting some of the congresspeople — congressmen, -women —
    Q    Have you spoken to them?
    THE PRESIDENT:  — who want to — want to meet.  But I’d certainly be open to it. 
    Q    Have you spoken to them since you issued the pardons?
    THE PRESIDENT:  I haven’t spoken to any of them yet, but I know they’re very happy. 
    (Cross-talk.)
    I gave them — I gave them their life back.  Their life was taken away from them unnecessarily and unfairly.  I gave them their life back.  So, I can imagine they probably would like to.
    Q    What did you mean when you said that Biden took bad advice in not pardoning himself yesterday? 
    THE PRESIDENT:  Well, he did.  I think he did, because he — he pardoned all these people that are crooked as hell.  Look, the congressmen, they’re crooked.  What they did is they destroyed evidence.  When you destroy evidence, especially criminally like that — they did it criminally. 
    And the reason they destroyed the evidence is because it proved that I was right.  They didn’t destroy evidence for no reason.  They destroyed it because they found many documents saying that I offered 10,000 soldiers.  If they had 500 soldiers or National Guard, there would have been no problem.  If they had 200, that would have been — I offered 10,000, if they needed them — there would have been no problem. 
    That’s been now totally disproven.  And it’s also been disproven by Nancy Pelosi’s daughter, who has her on tape saying it was her fault, that she has full responsibility for this. 
    But — and they have all that stuff.  They destroyed everything, and they go through a year and a half, two years of nonsense, they come up with tremendous evidence, and they destroyed evidence.
    And Schiff knew about it.  That’s why he’s on there.  He knew all about the destruction of evidence.  A lot of people said he’s the one that got them to do it.  And he’s a crooked guy — you know? — totally crooked politician.  And so, he’s pardoned, and some other people are pardoned. 
    And these are crooked politicians, every one of them.  Bennie Johnson [Thompson], what he did is incredible.  I mean, he was the leader of the committee, and he did it.  Cheney, Crying Adam Kinzinger, all of them — they destroyed evidence and deleted everything. 
    There’s nothing with — there’s no evidence now.  They’re crooked politicians, and they should be punished.  You know, that’s — even in a civil trial, you go to jail for a thing like that.  They destroyed every document, from what I understand — every document — because it proved that I was totally innocent. 
    Q    Do you plan to send up to 10,000 troops to the southern border, sir?
    THE PRESIDENT:  Yeah.  Oh, southern border?
    Q    Yes, the border. 
    THE PRESIDENT:  When you say “southern border” — when I said “10,000 troops,” I was referring to the Capitol. 
    Q    Oh, I see.  A- — and when does that —
    THE PRESIDENT:  No, no, you got it wrong.  I was referring — 
    Q    When do you plan —
    THE PRESIDENT:  — to the Cap- — 
    Q    When do you plan to do that?
    THE PRESIDENT:  I offered 10,000 troops to the Capitol before January 6th.
    Q    And as for the 1,500 at the southern border, sir, to clarify, what exactly do you want them to be doing right now?
    THE PRESIDENT:  Making sure that the border is safe and secure and that criminals don’t come into our country.
    Q    Mr. President, do you think that sanctions on Russia will force President Putin to negotiate?
    THE PRESIDENT:  I don’t know, but I think he should make a deal. 
    Q    Mr. President, does it bother you that Elon Musk criticized a deal that you made publicly, that he said — that he tweeted that?
    THE PRESIDENT:  No, it doesn’t.  He hates one of the people in the deal.  So — 
    Q    Have you spoken to him since then?
    THE PRESIDENT:  No, no.  I’ve — well, I’ve spoken Elon but —
    Q    Not about that? 
    THE PRESIDENT:  I’ve spoken to all of them, actually.
    No, no.  The people in the deal are very, very smart people.  But Elon, one of the people he happens to hate.  But I have certain hatreds of people too —

    THE PRESIDENT:  — you know?
    Q    Sir, on China.  What do you think Xi Jinping can do on the Ukraine-Russia war? 
    THE PRESIDENT:  Which one?
    Q    Ukraine-Rus- — -Russia war.  What can Xi Jinping do about that?
    THE PRESIDENT:  China?
    Q    Yeah.
    THE PRESIDENT:  They have a lot of power over Russia.  They supply energy to Russia, and Russia supplies energy to them.  They supply other things to — you know, it — it’s really a very big trade.  It’s a very big trading partner.  But Russia supplies a lot of energy to China, China pays them a lot of money for that, and I think they have a lot of power over Russia.  So, I think Russia should want to make a deal. 
    Maybe they want to make a deal.  I think, from what I hear, Putin would like to see me, and we’ll meet as soon as we can.  I’d — I’d meet immediately.  Every day we don’t meet, soldiers are being killed in a battlefield, and that battl- — battlefield is like no battlefield since World War II.  That’s a —
    Q    You said that U- — Ukraine wants to —
    THE PRESIDENT:  And I have — I have pictures that you don’t want to see.  Soldiers are being killed on a daily basis at numbers that we haven’t seen in decades.  And it would be nice to end that war.  It’s a ridiculous war. 
    Q    You said that Ukraine is ready to make a deal.  Did President Zelenskyy tell you that at — personally?
    THE PRESIDENT:  Yeah, sure.  He’s ready to negotiate a deal.  He’d like to stop.  He’s a — he’s somebody that lost a lot of soldiers, and so did Russia — lost a lot.  I mean, Russia lost more soldiers.  They lost 800,000 soldiers.  Would you say that’s a lot?  I’d say it’s a lot.

    Q    Mr. President, you said that you wanted to make Dr. King’s dream a reality.  What’s your response to his children and civil rights leaders who say that your DEI orders are a contradiction of his dream and could further drive racial disparities?
    THE PRESIDENT:  Well, I haven’t heard that. 
    Q    Mr. President, you put the Houthis back on the terror list.  How do you see the war in Yemen end now?
    THE PRESIDENT:  Well, we’ll see what happens, but they can’t shoot down our ships — the Houthis.
    Q    Yes.
    THE PRESIDENT:  And that — you can’t shoot down our ships or any ships, and that’s what they’ve been doing.  So, they’re on the terror list, and —
    Q    Mr. President —
    THE PRESIDENT:  — that’s not good for them.
    Q    Mr. President —
    Q    Sir, why did you revoke security protections for former Secretary of State Mi- — Mike Pompeo and — and Brian Hook?
    THE PRESIDENT:  Well, the same reason I do — when you, you know, have protection, you can’t have it for the rest of your life.  Do you want to have a large detail of people guarding people for the rest of their lives?  I mean, there’s risks to everything. 
    Q    Do you think a former presidents should (inaudible) —
    Q    Sir, would you support striking Iran’s nuclear facilities?
    THE PRESIDENT:  Say it? 
    Q    Would you support Israel, for example, striking Iran’s nuclear facilities?  Or do you — 
    THE PRESIDENT:  Well, I’m not going to answer that.
    Q    — believe in diplomacy?
    THE PRESIDENT:  Obviously, I’m not going to answer that question.  We’ll have to see.  I — I’m going to be meeting with various people over the next couple of days, and we’ll see.  But hopefully that can be worked out without having to worry about it.  It would be nice — it would really be nice if that could be worked out without having to go that further step. 
    Q    And who are you going to meet with, if I — if I may ask?
    THE PRESIDENT:  Well, I’d rather not say that, but very high-level people.  But hopefully that could be worked out. 
    You know, look, Iran, hopefully, will be — make a deal.  And if they don’t make a deal, I guess that’s okay too.
    Q    And, Mr. President, just to follow up, you said you think the Fed should listen to you.  Can you elaborate on why you think it should?
    THE PRESIDENT:  With regard to interest rates?
    Q    Correct, yes.
    THE PRESIDENT:  Because I think I know interest rates much better than they do, and I think I know it certainly much better than the one who’s primarily in charge of making that decision. 
    But, no, I’m guided by them very much, but if I disagree, I will let it be known.
    Q    Mr. President —
    Q    Sir, your tariffs planned for China and Mexico are much tougher — or the ones for Canada and Mexico are much tougher than the one for China.  Why is it softer for China?
    THE PRESIDENT:  Well, China is already paying a lot of tariffs because of me, and when you add them up, I would say, you know, they’re paying a lot.  They paid hundreds of billions of dollars.  They never paid 10 cents until I came along.  When I came along, they pay hundreds of — they’ve paid hundreds of billions of dollars.  Never paid anything.  And so, they’ve already started at a higher base.
    Q    Is February 1st —
    Q    Sir, about the border —
    Q    — the date for Chinese tariffs as well, sir?  February 1?  Or was that just Mexico and Canada?
    THE PRESIDENT:  It’s Mexico and Canada.  But we’ll — we’re talking about China too.  Look, China is sending us tremendous amounts of bad drugs: fentanyl — really bad stuff.  Most of it comes through Mexico.  And we’re losing, I s- — I think, 300,000 lives a year because of that.  People say 150, 100, 120.  I think 300,000 lives a year.  Those are old numbers.  The other — the lower number is a low number.  And we can’t have that.  They’ve got to stop sending it. 
    I had a deal with President Xi, but it was a deal that wasn’t followed up by Biden, of course, where they were going to issue the death penalty to people that make fentanyl, and that would have stopped it.  But we’ll have to stop it with tariffs.

    Washington, D.C. – Amid rising threats and instability, House Appropriations Chairman Tom Cole (R-OK) led a bipartisan delegation to the Middle East in support of strengthening America’s defense and reinforcing partnerships with allies. Cole and his colleagues met with heads of state and other leaders from Egypt, Jordan, Saudi Arabia, and Israel to enhance their tactical understanding of ongoing conflicts caused by Iran’s proxies and discuss mutual objectives to achieve peace and security in the region.

    Cole was joined by House Appropriations Ranking Member Rosa DeLauro (D-CT) and Representatives John Rutherford (R-FL), Ed Case (D-HI), and Mark Alford (R-MO).

    During visits with Egyptian President Abdel Fattah El-Sisi, King of Jordan Abdullah II bin Al-Hussein, and Saudi officials, the U.S. lawmakers held productive, high-level meetings on reinforcing strategic alliances, the importance of increased regional cooperation, and our shared commitments to supporting global security and the safety of our citizens.

    Diplomacy is crucial to protecting American interests around the world, and the deepening of our engagement and security partnerships through these visits is a key element to that objective. The group agreed to unite to bolster peace and security during this difficult time.

    In Israel, Congressman Cole and the rest of the group reiterated the unbreakable bond the United States shares with our friend and ally. While meeting with Israeli Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Foreign Minister Israel Katz, the Members received briefings on military operations, continued efforts to rescue hostages, including American citizens, and the malign activities of Hamas, Hezbollah, and other Iranian-regime proxies. Just over a year after the deadliest attack on the Jewish people since the Holocaust, the Members concluded their time in Israel with a visit to Mount Herzl to honor the tremendous stories of heroism and tragedy. On behalf of the U.S. House of Representatives, they laid a wreath at the cemetery in solemn remembrance of those lost.

    Their final stop of the trip was to visit with officers and crew of a U.S. warship doing dangerous and heroic work in the eastern Mediterranean. These outstanding sailors defend our country and allies and make all Americans proud every day.

  • MIL-OSI Economics: Fiscal Affairs Department’s 60th Anniversary Conference: “60 Years of FAD: The Fiscal Affair Continues”

    The Fiscal Affairs Department (FAD) of the IMF will celebrate 60 years since it was formed in 1964 with a one-day conference, “60 Years of FAD: The Fiscal Affair Continues,“ on November 4, 2024, in Washington D.C., USA.

    Even as prospects for a global soft landing have improved, fiscal policy continues to struggle with legacies of high debt and deficits, while facing new challenges. Risks to public finances are acute, reflecting the pressures of aging societies, industrial policies, geopolitical tensions, the needs of a greener and more equitable society and now, the threat to labor from AI technologies. Lower medium-term growth prospects have worsened debt dynamics and compounded the risks to fiscal sustainability. Fiscal policy challenges are especially acute in low-income countries, where financing is scarce and limits the ability of governments to support economic and human development.

    In this context, the conference will bring together fiscal policy experts, senior policy makers, and former and current IMF staff. They will look back at the contributions of FAD to the global fiscal policy discourse and its service to the membership. They will discuss the likely evolution of sovereign debt market and the role that public policy can play in making AI beneficial for workers and growth. And they will look ahead to the challenges that will emerge for fiscal policy in the future, and the choices fiscal policymakers will face, especially in low-income and fragile countries. The conference will also be an occasion to celebrate the evolution and impact of FAD’s capacity development (CD) from serving a small section of the membership to covering nearly every corner of the world.

    S. Ali Abbas is a deputy director in the IMF’s Fiscal Affairs Department where he supervises the sovereign debt and governance workstreams, and oversees the department’s review of Fund programs in emerging and developing economies, with a focus on Sub-Saharan Africa. He was previously IMF mission chief for the United Kingdom and Jordan, and deputy chief of the Debt Policy Division in the IMF’s Strategy Policy and Review Department. He has been closely involved in several complex Fund programs, and has led reforms to the IMF’s exceptional access lending and debt sustainability frameworks. In 2019, he co-edited Sovereign Debt: A Guide for Economists and Practitioners (OUP), with Alex Pienkowski and Kenneth Rogoff, adding to his earlier published work on post-GFC fiscal policy, the euro area sovereign debt crisis, international tax competition, state contingent debt instruments, fiscal policy and the current account, and government securities markets. Ali is a Rhodes scholar from Pakistan and holds a doctorate in economics from Oxford. He also served as an Overseas Development Institute fellow to the Tanzanian Treasury during 2000–02.

    Carlo Cottarelli (Former Director Fiscal Affairs Department, IMF)

    Carlo Cottarelli, a citizen of Italy, after receiving degrees in economics from the University of Siena and the London School of Economics, worked at the Bank of Italy, ENI and the IMF. He was FAD Director in 2008-13, Commissioner for Public Spending in Italy in 2013-14, IMF Executive Director in 2014-17. He taught at Bocconi University and he is currently Director of the Observatory on the Italian Public Accounts of the Catholic University of Milan, where he also teaches a course of Fiscal Macroeconomics In 2021 he was awarded the honor of First Class Knight Grand Cross of the Order of Merit of the Italian Republic.

    Christoph Trebesch (Professor, Kiel University)

    Christoph Trebesch is a professor at the Kiel Institute for the World Economy and the University of Kiel. His research focuses on international finance and macroeconomics as well as political economy and geopolitics. His research has been published in leading economic journals such as the American Economic Review, the Quarterly Journal of Economics, and the Journal of Political Economy, and is regularly cited in international media, including the New York Times, the Financial Times, and the Wall Street Journal. He directs the CEPR Policy Network on “International Lending and Sovereign Debt” and co-directs the CEPR Network on “Geoeconomics”, for which he organizes an annual high-level conference on geopolitics and economics.     Katherine Baer is a Deputy Director in the IMF’s Fiscal Affairs Department (FAD). Her career at the IMF has focused on strengthening fiscal policies and institutions in member countries across all regions and income levels, and in countries experiencing economic crises. Ms. Baer has many publications relating to public finance and holds a Ph.D. from Cornell University.

    Juan Toro is Deputy Director of the IMF’s Fiscal Affairs Department (FAD), in charge of: managing FAD budget, relationship with development partners, overseeing governance and operations of FAD’s capacity development (CD), coordinating FAD’s CD to Europe, and coordinating FAD TA on sustainable development goals. He previously was Assistant Director in charge of the IMF’s revenue administration CD to Europe, Asia, Middle East, and Central Asia.

    Branko Milanovic (Professor, City University of New York)

    Research professor at the Graduate Center, City University of New York and senior scholar at The Stone Center on Socio-economic Inequality; Visiting Professor at the Institute for International Inequalities at LSE; was lead economist in World Bank Research Department for almost 20 years and senior associate at the Carnegie Endowment for International Peace in Washington. Milanovic’s main area of work is income inequality, in individual countries and globally, as well as historically among pre-industrial societies. His most recent books are Global inequality: a new approach for the age of globalization which deals with economic and political issues of globalization, and Capitalism, Alone that contrasts inequality and class formation in societies of liberal and political capitalism. In October 2023, he published Visions of Inequality that looks at how income distribution was studied by the most famous economists over the past 200 years.     Ilan Goldfajn (President, Inter-American Development Bank)

    He was elected president of the IDB in November 2022, after serving as director of the Western Hemisphere Department at the International Monetary Fund. Previously, he was governor of the Banco Central do Brasil (2016-2019), where he led several modernization reforms, including promoting financial inclusion through Brazil’s fast digital payment system. He has also held several academic positions and high-ranking roles in Brazil’s financial sector.  In 2017, he was elected Central Banker of the Year by The Banker magazine.  Mr. Goldfajn holds a doctorate in economics from MIT, and master’s degree in economics from the Pontificia Universidade and has taught economics at universities in Brazil and the U.S. He is fluent in four languages.

    Mick Keen (Professor, Tokyo University)

    Michael Keen was formerly Deputy Director of the Fiscal Affairs Department at the International Monetary Fund. He is now Ushioda Fellow at the University of Tokyo. Michael was President of the International Institute of Public Finance from 2003 to 2006, awarded the CESifo Musgrave Prize in 2010, and in 2018 received from the National Tax Association of the United States its most prestigious award, the Daniel M. Holland Medal for distinguished lifetime contributions to the study and practice of public finance.     Ladies and gentlemen of the media.

    I thank President Petro for hosting the United Nations Biodiversity Conference in Cali. 

    I congratulate Colombia on the excellent organization of this COP.

    I also thank the people of Colombia for their warm welcome, we all felt very much at home.

    The world has come to Cali to make peace with nature. 

    Let me be clear: we are facing an existential crisis.

    Temperatures are climbing higher and higher. 

    We are losing more and more species – forever. 

    We are poisoning our waters. 

    And treating nature as a disposable asset.

    Human activities have already altered three-quarters of Earth’s land surface and two-thirds of its waters.

    And no country, rich or poor, is immune to this devastation. 

    To survive, humanity must make peace with nature. 

    We must transform our economic models – shifting our production and consumption to nature-positive practices. 

    Renewable energy, sustainable supply chains and zero-waste policies are not optional. 

    They must become the default option for both governments and businesses.

    Dear friends,

    The good news is that we have a plan: 
    The Kunming-Montreal Global Biodiversity Framework, adopted two years ago.

    But nature cannot wait for its implementation any longer. 

    This is what this COP is about:

    Turning promises into action. 

    We have seen good progress, and I want to thank everyone for their efforts. 

    But with less than two days of negotiations left to go, we need to accelerate. 

    I want to highlight three priorities.

    First – Cali must spark a new era for ambitious national biodiversity plans.

    As of today, a majority of countries have national targets that align with the Global Biodiversity Framework.

    I urge every Member State to follow suit and align these national plans with their adaptation plans and updated climate Nationally Determined Contributions – due early next year.

    We must also reach an agreement on a strengthened monitoring and transparency framework to ensure accountability and move forward together.

    Second – we must leave Cali with concrete plans to unlock new funding and share the benefits from the use of genetic resources.

    This means capitalizing the Global Biodiversity Framework Fund.

    I thank the countries and regions that pledged an additional 163 million US dollars this week.

    But if we are to deliver the Global Biodiversity Framework in full, we need much more. 

    We must make sure we are able to mobilize 200 billion dollars annually by 2030 from all sources – domestic, international, public and private.

    Developed countries must lead the way and provide at least 20 billion dollars per year – by next year – to support developing countries, in particular the Least Developed Countries and Small Island States, in their conservation and restoration efforts.

    Businesses profiting from nature must also contribute to its protection and restoration.
    This includes operationalizing a mechanism for sharing the benefits from the use of the Digital Sequence Information on Genetic Resources – in a clear, fair and efficient way.

    Third – we must recognize, involve, and protect those who guard our natural heritage. 

    Indigenous Peoples and local communities possess vital knowledge of biodiversity conservation. 

    And in this region, People of African descent are key custodians of natural resources. 

    They must all be at the center of our decisions, not on the sidelines.

    In Cali, we must agree on the proposal to establish a new permanent body for Indigenous peoples and local communities within the Convention on Biological Diversity – ensuring their voices are heard at every step across the work of the Convention.

    The clock is ticking.

    The survival of our planet’s biodiversity – and our own survival – are on the line.

    We don’t have a moment to lose.  

    Señoras y señores de la prensa, 

    Mientras el mundo se reúne en este hermoso país para comprometerse a hacer la paz con la naturaleza, aprovecho la oportunidad para reafirmar nuestro compromiso con la paz en Colombia.  

    Me complace estar de nuevo en Colombia en este momento propicio para cerrar los dolorosos capítulos de guerra y consolidar este ejemplo de paz ante el país y el mundo.

    Saludo los esfuerzos renovados del Presidente Petro y su gobierno para acelerar la implementación del Acuerdo Final de Paz – incluso mediante el Plan de Choque que se enfoca en aspectos concretos para mejorar la calidad de vida en los territorios priorizados.

    Asimismo, reconozco el compromiso firme de la otra parte firmante – los que fueron combatientes de las FARC-EP.  

    Estos antiguos adversarios trabajan hoy como socios en la construcción de la paz.   

    Llegando con avances y desafíos a su octavo aniversario, este histórico Acuerdo debe de mantenerse en el centro de los esfuerzos de consolidación de la paz.   

    El Acuerdo sigue siendo la hoja de ruta principal para romper con los ciclos de violencia en Colombia. 

    Y también para enfrentar las causas estructurales de esta violencia mediante el compromiso de llevar la presencia integral del Estado a las regiones históricamente olvidadas. 

    Una presencia que conlleva seguridad, oportunidades de desarrollo y gobernanza inclusiva.  

    No debe haber más demora para que los dividendos de paz lleguen a todos los territorios. A todos aquellos pueblos que todavía esperan que se concrete la promesa de paz. 

    Asegurar la justicia para las víctimas también es impostergable. 

    Reconozco la noble y valiente labor del sistema pionero de justicia transicional creado por el Acuerdo. Y animo a que avance.  

    La Paz Total impulsada por el gobierno nacional es un objetivo loable. 

    Las iniciativas de diálogo, a pesar de los desafíos, buscan ampliar la paz en el país de manera complementaria al Acuerdo de Paz. 

    Aconsejo no dejarse desviar del camino del diálogo.

    Estos diálogos son oportunidades para acabar con la violencia que sigue azotando a las poblaciones de regiones que también son claves para la implementación del Acuerdo de Paz. 

    Especialmente a las comunidades Indígenas y Afrocolombianas, a los desplazados y confinados por los grupos armados, a las mujeres víctimas de la violencia sexual y a los niños y niñas reclutados en la guerra.

    Hoy, mi llamado al pueblo colombiano es de perseverar. 

    Que trabajen juntos para que sea un esfuerzo nacional, compartido.  

    Les quiero recordar que Colombia nunca estará sola en sus esfuerzos por la paz. 

    Será un honor seguir acompañando a Colombia en su camino hacia la paz, a través de la Misión de Verificación de la ONU y las agencias y programas del equipo de país.

    Cuenten siempre con mi apoyo y mi solidaridad con Colombia, así como con mi profunda gratitud por la confianza que han otorgado a las Naciones Unidas. 

    Estaremos siempre al lado de Colombia. 

    Question: Muchas gracias Secretario. Quiero trasladarle una pregunta de muchas delegaciones acá y es ¿Cómo vio usted la presencia en la COP16 del Canciller venezolano Yván Gil, lo cuestionan muchas delegaciones -más de la mitad- incluso usted, que le ha exigido que publique las actas de las elecciones y esto no cayó nada bien aquí su presencia. Lo vimos incluso a usted distante del Canciller Gil. Si bien la diversidad y la protección de la naturaleza debe abarcar la mayor cantidad de actores posibles, ¿Cómo vio usted la presencia de Venezuela aquí en la COP16?
     
    Answer: Hay dos aspectos distintos. En primer lugar, la opinión que formamos sobre la forma como se transcurrieron las elecciones, la ausencia de una transparencia adecuada y el hecho que hay muchos gobiernos que aún no han reconocido el gobierno de Venezuela. La otra parte es el mecanismo del funcionamiento de las organizaciones multilaterales y en particular de las COPs. Y en las COPs hay una acreditación en que los que están, participan desde que la misión del país los acredite. Esta es una práctica que no podemos cambiar porque es la práctica establecida estatutariamente, pero eso no invalida la opinión que podemos tener sobre lo que pasó en Venezuela.

    Question: [Inaudible] – AFP. There are five years left to achieve the coming Montreal Objective Framework – to have them reversed by biodiversity laws by 2030.  Here the focus is mainly on resource mobilization. Is that the correct approach? Is it really the fight over finance that will determine the success of the [Global Biodiversity Framework Fund] GBF.  Is it the fight over finance that is key to determine the success of GBF? Or is it something else? 

    Answer: I think the most important thing in it – and that is the reason my presence in this COP – is to change what has been the permanent neglect of biodiversity, namely when compared with our efforts in relations to climate change. 

    We need, first of all, to accept the concept that we are facing three existential crises: climate change, biodiversity and pollution, namely plastics. 

    But they are all interlinked and indivisible.  So, the central question is to make sure that we are able to put biodiversity as the center of our concerns in all aspects of policy and strategy and financing as we are putting climate change.

    Obviously, finance is essential, but finance is not enough. What we need is a political priority at government levels. Political priorities at multilateral institution levels, and the clear commitment of the Private Sector to be involved in order to make sure that we understand that without defeating the biodiversity crisis, we will not defeat the climate crisis, we will not defeat the pollution crisis, and we will condemn our world to a situation of extreme poverty in the natural environments and this is totally unacceptable. 

    So, we must bring the attention of the people of the government, the institutions, and the Private Sector to the centrality of biodiversity in the context of our environmental processes.

    Question: Sir, this is Stella Paul from IPS news (Inter Press Service News).  Our overarching theme here is making peace with nature, but at the time, when we are seeing increasing impact of war and conflict on biodiversity across the world, starting from Ukraine to all the way to Palestine and we are not seeing enough discussion of that in a formal way, even at the COP, how do you think that we can make peace with nature? Thank you. 

    Answer: Well, we need peace with nature, and we need peace among ourselves. That is the reason I’ve been asking for in line with the Charter, in line with international law, and in line with the General Assembly resolutions. That is why we have been asking for an immediate ceasefire in Gaza, releasing all hostages and massive humanitarian aid to Gaza. That is why we have been asking for peace in Lebanon and peace that respects Lebanese sovereignty and Lebanese territorial integrity and paves the way for a political solution. That is why we have been asking for peace in Sudan, where an enormous tragedy exists. And, obviously, we need to make peace in nature, but we need to make peace among ourselves because wars have one of the most devastating impacts – wars have some of the most devastating impacts on biodiversity on climate and on pollution.

    Question: Hi [inaudible] for Le Monde. Many issues of the negotiations are still unresolved, and many Ministers are leaving tonight. Are you worried this COP could fail or at least not be as successful as is should?

    Secretary-General: I have to say that I met with the five groups. And I heard a large number of ministers talk. And I felt that there was a huge will to find a successful result and a huge will to compromise on the pending issues. So, I’m quite optimistic that it will be possible to reach a consensus and not a consensus on the consensus, but the consensus that paves the way for progress after the COP in the implementation of the Kunming-Montreal Framework

    Question: Secretario, Silvia Patiño de W Radio Colombia. Usted estuvo ayer reunido con el Presidente Gustavo Petro y el presidente le planteó la posibilidad de cambiar el mecanismo a través del cual la ONU mide la cantidad de hectáreas de cultivos de coca en Colombia. ¿La ONU está dispuesta a eso? Porque el Presiente además planteó hace algunas semanas la posibilidad de comprar los cultivos de coca a los campesinos para tratar de enfrentar el tema de narcotráfico. A la ONU ¿le suena, le gusta, le parece esta idea en torno al tráfico de drogas?
     
    Answer: Hay convenciones sobre drogas y la ONU está vinculada a esas convenciones. Pero creo que es importante abrir la puerta a una reflexión muy seria en un mundo donde vemos que desafortunadamente el tráfico de drogas es simultáneo con el tráfico de armas, de muchos otras formas incluso de tráfico de mujeres, hombres y niños. Y que ese tráfico está minando en muchos países la estructura del Estado, por la corrupción generada.
     
    Entonces creo que el apelo del Presidente Petro a una reflexión sobre los mecanismos que hoy tenemos en relación con el combate al narcotráfico y en relación con la droga, creo que el apelo que es hecho a una reflexión sobre la eficacia sobre los mecanismos que tenemos es un apelo que debe ser escuchado. Yo no conozco en detalle el proyecto, pero si la compra es hecha para después ser utilizada de una forma positiva, ¿puede impedir el tráfico no?

    Si eso puede garantizar que haya una neutralización de esa producción y que esa producción no alimente al tráfico. Pero naturalmente el objetivo nuestro tiene que ser un objetivo de preservar la salud de la gente de todo el mundo. Muchas gracias.

  • MIL-OSI Global: US election: how control of Congress will matter for the new president

    Kamala Harris and Donald Trump are promising big initiatives if elected: tax cuts (and hikes), lots of giveaways, and major pieces of legislation bearing on issues such as abortion, healthcare, the environment and foreign military assistance. Regardless of who wins the presidency, the one thing all these items have in common? They can’t pass without Congress, which comprises the House of Representatives (the lower body) and the Senate (the upper body).

    The Senate is currently controlled by Democrats, 51 to 49, while Republicans hold a majority in the House of Representatives, 220 to 212. Website FiveThirtyEight, which aggregates polls, forecasts that the Republicans are far more likely to win the Senate 2024. In the House, the race is expected to be much closer.

    Given the numbers, it’s the Senate that most worries Democrats and excites Republicans. Democrats are likely to lose representation in Republican-leaning West Virginia, and could lose additional seats in Ohio, Montana, Michigan, Pennsylvania and Wisconsin. There’s a chance for Democrats to pick up seats in Florida and Texas, but both races are still trending Republican.

    Who wins the Senate could constrain the next president, if the party of opposition is in control. In the Senate, the filibuster, a tactic to delay or block legislation, can make it hard to enact many new laws with a simple majority (51 votes). In theory, a simple majority is enough to pass a bill, but if a Senator introduces a filibuster, an extra 60 votes are needed to override it and stop debate so a vote on legislation can be held.

    Still, just having a Senate majority is crucial, particularly if there is a tie-breaking vote. (The vice-president is president of the Senate and only has a vote if the vote is tied).

    Here are four key ways in which who wins the Senate matters.

    1. Legislative agenda

    Both the Harris and Trump campaigns have laid out sweeping proposals, especially for the economy, much of which will require Senate backing. While a filibuster-proof 60 votes is usually needed to pass laws, a special process called “budget reconciliation” can (with the consent of the official in charge of the rules, the Senate parliamentarian) be used to approve some budgets – relating to specific tax, spending and debt bills – with a minimum of a tie-breaking majority.

    Harris’s plan focuses on building what she calls an “opportunity economy,” which includes US$25,000 (£19,200) in down-payment assistance for first-time homebuyers, US$6,000 tax credits for families with newborns, and federal bans against excessive prices for food and other groceries. Harris has also pledged to raise the corporate tax rate from 21% to 28%, and floated taxing unrealised gains – such as the appreciation in equities, real estate and other assets – for the very rich, a 25% minimum tax on total income exceeding US$100 million.

    What is the filibuster?

    Trump’s economic blueprint includes making his 2017 tax cuts permanent. He’s called for the elimination of taxes on tips, overtime, and social security benefits. Additionally, Trump has vowed to slash the corporate tax rate from 21% to 15%. Perhaps Trump’s most consequential economic proposal – imposing 10-20% tariffs on all imports into the US and 60% tariffs on goods from China – could be done unilaterally without Congress.

    2. Supreme Court

    Some of the biggest battles over the next four years are likely to be fought in, and over, the federal judicial system. The Senate must consent to Supreme Court appointments. During his first term, Trump pushed through three court appointments – Neil Gorsuch, Brett Kavanaugh and Amy Coney Barrett – which helped solidify a six-three conservative supermajority on the bench. Biden named one justice, Ketanji Brown Jackson.

    While no justice has signalled an intent to step down soon, either Trump or Harris could have the opportunity – planned or unplanned – to install one or more new justices. The two oldest-serving members of the court are conservatives Clarence Thomas, 76, and Samuel Alito, 74. For Republicans, the next presidential term could offer an opportunity to cement a right-leaning bench for decades to come.

    If Trump wins and the Senate goes Republican, there will be pressure from conservative corners for the older right-leaning justices to retire and to replace them with young blood. By contrast, if Harris wins and the Democrats control the tiebreak, they could begin to redirect a court that’s been drifting rightward for years.

    3. Future of the filibuster

    Left-wing Congress members have advocated for ending the filibuster throughout President Joe Biden’s term. This “nuclear” option would mean doing away with a Senate rule, which was used in the first Congress in 1789. Ending the filibuster would signal an all-out partisan war that would have wide-ranging ramifications on Capitol Hill not only for the next presidency, but further into the future.

    The filibuster has already been diluted in recent years by both Democrats and Republicans. In 2013, Democrats removed the 60-vote threshold to confirm many executive branch nominations, a move they said was necessary due to Republican blockading. In 2017, Republicans responded by killing the filibuster over Supreme Court appointments.

    If elected, Harris has indicated that she would support ending the filibuster to reinstate reproductive rights that were eliminated after the overturning of Roe v Wade. However, she has talked little about the issue since becoming the Democratic nominee for president. It’s also unclear that more centrist Democrats would support the move.

    4. Foreign policy

    While there’s bipartisan support in Washington for both aiding Israel’s military and taking a “tough on China” approach, the incoming Senate will be essential in determining if the US approves additional funds to Ukraine.

    With the retirement of Republican minority leader Mitch McConnell, a vocal advocate for supporting the war, it’s unclear if such a measure would even come up for a vote under Republican leadership. But a Harris administration or a Democrat-led House or Senate, or both, would continue to lobby for US funding.

    One important, but less-discussed, issue that may also arise before the Senate is the ratification of a defence pact between the US and Saudi Arabia. Both the Trump and Biden administrations have envisioned a Saudi-Israel deal normalising relations between the two countries, with a US security pact for Saudi Arabia to back the agreement.

    Any future treaty would require a two-thirds Senate majority, a high bar to clear. Twenty Democratic senators raised concerns to Biden about the potential deal in 2023, while Republican senators voted to block Trump’s proposed armed sales to the Saudis in 2019.

    Both at home and abroad, it’s not just who wins the White House that will determine the political trajectory of the United States. Races in the Senate could have far-reaching implications under either a President Harris or President Trump.

  • MIL-OSI Global: Colonialism, starvation and resistance: How food is weaponized, from Gaza to Canada

    For more than a year, the Israeli state has been engaged in a massive incursion into Gaza following the October 2023 Hamas attack against Israel.

    In March 2024, Francesca Albanese, the United Nations Special Rapporteur on the situation of human rights in the Occupied Palestinian Territories, announced: “There are reasonable grounds to believe that the threshold indicating the commission of the crime of genocide…has been met.”

    A core element of this apparent genocide includes food militarization and weaponization, a tactic that has also been used by Canada to exterminate, dispossess and control Indigenous populations.

    We have come together as a group of critical food systems scholars to examine the parallels between the weaponization of food in Gaza and Canada to bring about the systematic destruction of Indigenous Peoples. But we’ve also observed that food has been a powerful tool of resistance and resurgence.

    Food as a weapon

    Throughout modern history, food has been deployed as a weapon by colonial regimes to control and displace Indigenous populations. The current crisis in Gaza has brought this into sharp focus as the Israeli state has engaged in the systematic destruction of Palestinian food systems, with devastating consequences.

    Israel’s blockade of Gaza, in place since 2007, has cut off access to essential agricultural areas and restricted fishing activities. Gaza farmers are often unable to access their land, while fishers are constantly barred from accessing the coast, harassed, intimidated and even killed by Israeli forces.

    This blockade, combined with military operations that destroy farmland, trees and infrastructure, has resulted in more than 95 per cent of people in Gaza facing severe food insecurity and a famine declared by the United Nations experts in the summer of 2024.

    Canada’s use of food weaponization

    Throughout the 19th and 20th centuries, the Canadian government employed similar tactics to restrict Indigenous Peoples’ access to land, food and water. Colonial policies like the Indian Act, the Homesteading Act and the Pass System confined Indigenous Peoples to reserves, prohibited hunting and fishing and forced reliance on inadequate government food rations.

    This led to malnutrition and starvation, particularly in response to Indigenous resistance to settler expansion. The use of food as a weapon was part of a broader project to eliminate or otherwise undermine Indigenous identity and self-determination, a process that continues today.

    From ongoing boil-water advisories to environmental degradation caused by mining, oil and gas extraction, forestry, agriculture and chemical production, settler governments and industries continue to dispossess Indigenous Peoples from their lands and undermine their livelihood.

    These practices have severely and disproportionately impacted Indigenous health and well-being, as well as their food systems.

    Israel targets food infrastructure

    In the occupied Palestinian territories, Israeli control over land and resources reflects a similar colonial dynamic. Laws like the Absentee Property Law of 1950 facilitated the expropriation of Palestinian land.

    Meanwhile, the Israeli military has systematically targeted Gaza’s food infrastructure and used starvation as a weapon of war, according to Human Rights Watch. Satellite imagery shows that 70 per cent of Gaza’s tree cover has been eliminated or damaged, and about one-third of greenhouses have been demolished.

    Tanks and trucks have decimated orchards, field crops and olive groves.

    An estimated 800,000 tonnes of asbestos among the debris of destroyed buildings will result in asbestos-related diseases for generations to come. Under the Geneva Conventions, destruction of civilians’ means of survival and starvation as a tool of warfare is strictly prohibited.

    Food as resistance

    Food has also long been mobilized as a powerful tool of resistance. Among Palestinians, struggles for food sovereignty have played a critical role in self-determination.

    Palestinians continue to cultivate their land under the rubble, grow olive trees despite ongoing violence and maintain food practices that connect them to their lands and their cultural heritage.

    Similarly, Indigenous nations and communities across Canada have used food as a form of resurgence. Alongside land back movements, efforts to revitalize Indigenous food systems — such as hunting, fishing, growing and gathering — are central to movements for Indigenous sovereignty.

    Learning about and enacting traditional food practices are important acts of resistance, as these practices sustain communities, strengthen connections to land and assert rights over the unceded territories Indigenous Peoples are fighting to reclaim. By reclaiming and rebuilding their land and food systems on their own terms, they continue to challenge colonial structures.

    Food, colonialism and resistance

    The destruction of food systems in Gaza and Canada is part of a larger effort of land dispossession and capitalist accumulation. By severing Indigenous Peoples’ connection to their food systems, settlers and colonial regimes have sought to control not only the land but also the people who depend on it.

    Yet, through food sovereignty movements, these same populations are reclaiming their right to self-determination and building global networks of solidarity.

    The struggle for food sovereignty is inseparable from broader struggles for land, justice and self-determination.

    Connecting the dots between the Palestinian territories and Canada provides powerful examples of global colonial relations and struggles for justice and self-determination. It challenges us to critically examine the role of food in these struggles and demand government accountability.

    The formal recognition of the Council’s support for the sanctuary-seeking population follows a comprehensive evaluation by UK City of Sanctuary.  

    Perth and Kinross has been a place of sanctuary for people for many years, and since at least the outbreak of World War I in 1914 when a group of Belgian refugees came to Perth. In more recent times, people of all ages from countries around the world, including the Ukraine, Syria and Afghanistan, have received vital help and multi-agency support for positive integration and resettlement within the community. 

    Leader of Perth and Kinross Council, Councillor Grant Laing said: “Our vision is for Perth and Kinross as a place where ‘everyone can live well free from poverty and inequalities’. For refugees and people seeking asylum this can be a challenge, however we will continue to work creatively across our services and with our public sector and community partners to make the area as safe and welcoming as possible.” 

    Equalities Lead, Councillor Peter Barrett said: “Our sanctuary seeking population have come from wide-ranging and difficult circumstances in their own countries from war to persecution.     “America stands with Israel as it exercises its right, and responsibility, to defend its citizens and protect its borders. 

    Israel is now targeting military sites in Iran in direct response to Iran’s massive attack involving approximately 200 ballistic missiles fired at Israel earlier this month. 

    I’m proud of the U.S. troops throughout the CENTCOM region who are bravely working to help defend Israel at this critical moment. Iran and its proxies in Gaza, Lebanon, Syria, Iraq and Yemen have ceaselessly attacked the people of Israel virtually every day since last year’s barbaric October 7 attack by Hamas. Over the past year, Hamas and Hezbollah have launched more than 25,000 rockets into Israel.

    In two separate attacks from Iranian territory, Iran has launched 170 drones, 30 cruise missiles and more than 320 ballistic missiles towards Israel. 

    Meanwhile, the Iranian-backed Houthis in Yemen have targeted global shipping through the Red Sea, as well as fired missiles and drones and Israel. And Iranian-backed militia in Syria and Iraq have targeted both Israel civilian populations and U.S. troops and interests in the region. 

    I am monitoring the situation closely. I pray Israel’s operation is successful and the Iranian regime will at last understand it will not be allowed to continue to sponsor terror and threaten Israel or the broader region without severe consequence. My thoughts are with our troops in the region and their continued safety and success. I hope today’s actions will, in time, help move the region forward in a constructive direction.”

    NEW YORK/JERUSALEM, October 30, 2024 — The Israeli Knesset’s ban on UNRWA operations represents a devastating blow to Palestinians, further jeopardizing their survival in Gaza and greatly impacting communities in the West Bank, said Doctors Without Borders/Médecins Sans Frontières. 

    UNRWA is the largest health provider in Gaza, with over half of Gazans relying on it for essential health care services, including for the treatment of chronic diseases, displacement-related conditions, maternal and child heath, and vaccinations. Each day, UNRWA’s health teams provide over 15,000 consultations in the Gaza Strip. The ban of its activities threatens to create a vast gap in services within an already largely destroyed health system in Gaza—directly and indirectly endangering the lives of Palestinians.

    “UNRWA is a lifeline for Palestinians,” said Christopher Lockyear, MSF’s secretary general. “If implemented, the ban on UNRWA’s activities would have catastrophic implications on the dire humanitarian situation of Palestinians living in Gaza, as well as in the West Bank—now and for generations to come. We strongly condemn this decision, which is the culmination of a long-running campaign against the organization.”

    The newly voted legislation will make it almost impossible for UNRWA to work in Gaza or the West Bank. Coordination with Israeli authorities will be impeded and entrance permits to either of the occupied territories will be denied, essentially blocking delivery of UNRWA aid into and within Gaza. UNRWA handles almost all the distribution of UN aid coming into the Strip. This vote adds to the endless physical and bureaucratic impediments imposed by Israel to limit the amount of aid reaching Gaza, and contradicts Israel’s claims that it is facilitating humanitarian assistance into the Strip.

    More than 90 percent of the population of Gaza has been displaced by the war, and many are living in makeshift camps in extremely poor conditions.

    Earlier this month, the US sent a letter to Israel demanding they take steps to improve the humanitarian situation within 30 days, and not adopt this legislation. As the leading provider of military and financial support to Israel, the US has an obligation to assess if the conduct of the war is consistent with international and US laws designed to protect civilians and to apply the appropriate legal procedures.

    The impact of UNRWA’s ban will extend beyond Gaza. These bills set a grave precedent for other conflict situations where governments may wish to eliminate an inconvenient United Nations presence.

    Cyprus is the only Member State that remains condemned to energy isolation as it is cut off from all EU energy networks and cannot fulfil the objectives of the green transition. As a result, electricity prices in Cyprus are constantly rising, leaving much of the population mired in energy poverty. According to data from the European statistics service, Cyprus has the second highest electricity prices in Europe. Of those in the EU who are at risk of poverty or social exclusion, 35 % said they live in accommodation that is not comfortably warm in the winter.

    In view of the above:

    • 1.What measures does the Commission plan to put forward so that the problem of high electricity prices across the EU can be resolved?
    • 2.What short-term measures will it take to address the problem, in Cyprus in particular (e.g. VAT reduction)?
    • 3.Will it support the proposal for the establishment of an emergency mechanism for recovering the excessive profits of energy producers and suppliers?

    In the light of the advisory opinion:

  • MIL-OSI Europe: Answer to a written question – Threat to UN Peacekeepers – P-001999/2024(ASW)

    On 13 October 2024, the High Representative/Vice-President issued a statement[1] on behalf of the EU condemning all attacks against any United Nations (UN) missions and expressing particularly grave concern regarding the attacks by the Israeli Defence Forces against the United Nations Interim Force in Lebanon (Unifil), which left several peacekeepers wounded. Such attacks against UN peacekeepers constitute a grave violation of international law, are totally unacceptable and must stop immediately.

    Unifil plays a fundamental role in the stability of South Lebanon and completes its mission under UN Security Council mandate (Resolution 1701 of 11 August 2006[2]). Currently 16 Member States contribute with personnel to Unifil.

    The EU urgently calls for explanations and a thorough investigation from the Israeli authorities about the attacks against Unifil and urges all parties to fully uphold their obligations to guarantee the safety and security of Unifil personnel at all times, and to allow Unifil to continue to implement its mandate.

    The EU has been consistently clear that political engagement and frank and open dialogue are the most effective way to convey EU concerns to third countries, including to Israeli partners. The Association Agreement with Israel[3] is the legal basis of EU’s ongoing dialogue with the Israeli authorities and provides important mechanisms to discuss issues and advance EU’s point of view.

    2. Calls on the Council to notify Parliament if it intends to depart from the text approved by Parliament;

    3. Asks the Council to consult Parliament again if it intends to substantially amend the text approved by Parliament;

    4. Instructs its President to forward its position to the Council, the Commission and the national parliaments.

    EXPLANATORY STATEMENT

    The proposal addresses the amendment of the Directive 2006/112/EC as regards the electronic value added tax exemption certificate. It aims to replace the paper version of the VAT and/or Excise Duty exemption certificate by the introduction of an electronic exemption certificate confirming that a transaction qualifies for a specific exemption under the first subparagraph of Article 151(1) of that Directive.

    The transactions covered by the first subparagraph of Article 151(1) are

    i. the supply of goods or services under diplomatic and consular arrangements;

    ii. the supply of goods or services to international bodies recognised as such by the public authorities of the host Member State, and to members of such bodies, within the limits and under the conditions laid down by the international conventions establishing the bodies or by headquarters agreements;

    iii. the supply of goods or services within a Member State which is a party to the North Atlantic Treaty, intended either for the armed forces of other States party to that Treaty for the use of those forces, or of the civilian staff accompanying them, or for supplying their messes or canteens when such forces take part in the common defence effort;

    iv. the supply of goods or services to another Member State, intended for the armed forces of any State which is a party to the North Atlantic Treaty, other than the Member State of destination itself, for the use of those forces, or of the civilian staff accompanying them, or for supplying their messes or canteens when such forces take part in the common defence effort;

    v. the supply of goods or services to the armed forces of the United Kingdom stationed in the island of Cyprus pursuant to the Treaty of Establishment concerning the Republic of Cyprus, dated 16 August 1960, which are for the use of those forces, or of the civilian staff accompanying them, or for supplying their messes or canteens.

    According to the Commission, the highly technical nature of this initiative and its alignment with efforts at EU level to promote digital government interactions justify no stakeholder consultation and no impact assessment. The proposed electronic conversion of the VAT exemption procedure supports the adaptation to the digital age and strengthens the rights of citizens with regard to the processing of their personal data.

    The proposal will remove the administrative burden and costs associated with processing the paper version of the VAT exemption certificate. The implementation costs will be covered by the FISCALIS programme within its foreseen financial envelope in the current Multiannual Financial Framework. The costs for Member States, mainly related to providing access to the central application, are estimated to be low.

    The new electronic certificate will not affect the scope of VAT exemptions applied. There will therefore be no impact on the EU budget as the own resources based on gross national income (GNI) will not be affected.

    The proposal strengthens anti-abuse measures by stipulating that if the exemption conditions outlined in paragraph 1 are not met or cease to apply, the eligible body or individual who issued and signed the certificate will be responsible for paying the VAT to the relevant Member State. In such exceptional cases, Member States are encouraged to allow the payment of VAT without requiring full VAT registration.

    The rapporteur acknowledges the highly technical nature of this initiative, its non-controversial content, and the need to enhance digital government interactions, and therefore fully supports the objectives of the directive.

  • MIL-OSI United Nations: Deputy Secretary-General’s remarks at the opening session of the 30th Anniversary of the International Year of the Family Conference on Family and Contemporary Megatrends [as prepared for delivery]

    Her Highness Sheikha Moza bint Nasser, Her Excellency, President Osmani, Excellencies, 

    It is an honour and a privilege to open today’s conference to commemorate the 30th anniversary of the International Year of the Family.

    I thank the Doha International Family Institute for its impeccable organization.

    And I am very grateful to the Government of Qatar for hosting this gathering, and for offering to host the Second World Summit for Social Development next year.

    Your steadfast support for the United Nations and its work on sustainable development is hugely appreciated.

    Ladies and Gentlemen,

    A constellation of megatrends is shaping our societies, our families and our communities, and our collective progress towards sustainable development.

    First, the digital revolution. Modern technologies bring significant benefits, including for families – improving the balance between work and family for some. Allowing relatives to stay connected across countries and continents. And improving access to essential services on which families rely.

    But they also inflame challenges such as the digital divide, misinformation, disinformation, hate speech, and cyberbullying. And these issues disproportionally affect young people.

    Second, demographic changes. People are living longer, birthrates are declining. Families are often smaller, and spread across the world. This presents new challenges to caregiving and intergenerational solidarity.

    Third, migration. Over the past six decades, the number of international migrants has quadrupled, reaching 281 million in 2020. They are driven by diverse motivations – from economic aspiration to family reunification, to escaping conflict and climate impacts.

    And the economic, social and political significance of international migration is expected to grow.

    Fourth, rapid and often unplanned urbanization. By mid-century, 70 per cent of the world population is projected to live in cities – up from around 55 per cent today – over a billion of whom live in slums of slum-like conditions.

    Fifth and finally, climate, biodiversity, and pollution, threaten our societies, directly disrupting the wellbeing of households:

    From access to clean water for daily sanitation, to disasters such as fires and floods, to livelihoods hammered by degraded lands, to disruptions in children’s schooling, to pollution damaging health.

    Yet, families are uniquely positioned to drive change.  For example, through consuming sustainably, embracing clean energy, and building resilience against climate disasters.

    Ladies and gentlemen,

    Smart policies can support families to thrive in the face of these changes and challenges. So can multilateral action.

    Through the new Global Digital Compact, the United Nations is bringing everyone together to ensure artificial intelligence serves all families equitably. Just as a doctor adapts their care to each family’s unique needs, AI can help tailor health services and direct resources to those who need them most.

    With a new Independent International Scientific Panel on AI and a truly global dialogue on AI governance, we’re not just enabling technology – we are creating a framework where innovation serves humanity, helping every family thrive regardless of where they call home.

    Innovative social services and policies that provide comprehensive support to families throughout their lifespan, can help to deal with the demographic shifts we are witnessing. And the United Nations is supporting governments to deliver through development programs aimed at achieving universal
    healthcare.

    Sustainable urban planning and inclusive social policies can transform the challenges of urbanization into opportunities for growth and development. We must create cities where families and people of all ages can thrive. Cities that provide education and opportunities for young people.

    Local governments stand at the core of these efforts. This is why the United Nations has established the Local 2030 Coalition to advance progress on the Sustainable Development Goals at city-level.

    We must ensure cities have direct access to climate finance so they can play their part in slashing emissions, and remain decent places for families to live as our climate changes.

    More broadly, it is important for decision-makers to consider families in all policy making and to create gender-sensitive policies that empower women and expand their opportunities. This is critical – both as a matter of justice, and because women are the primary caregivers in many societies, and play a
    vital role in shaping family dynamics.

    Multilateral action is also critical in shaping megatrends for the benefit of families – as we have seen recently.

    In September, countries came together and agreed the Pact for the Future and its Declaration on Future Generations.

    This recognizes and reaffirms the importance of family-friendly and family-oriented policies in promoting intergenerational solidarity and social cohesion. And it highlights commitments to advancing gender equality and women’s empowerment.

    At the same time, countries agreed the Global Digital Compact.

    This committed to action, including: to close all digital divides and accelerate progress across the Sustainable Development Goals; to expand inclusion in and benefits from the digital economy for all; and to foster an inclusive, open, safe and secure digital space that respects, protects and promote human
    rights.

    The Compact is the first universal agreement on the international governance of artificial intelligence that would give every country a seat at the table.

    Ladies and gentlemen,

    The work you begin today can help to drive international efforts forward. It is a call to action – a call to protect, to empower, and to invest in families as the foundational units of a just and thriving global community.

    Our discussions here will guide multilateral action and inform policies that strive toward an inclusive, equitable, and sustainable future for all families.

    Thank you for your dedication to this cause and for your participation in this vital dialogue. I look forward to hearing from you all. And to the outcomes of our work driving action worldwide.

  • MIL-OSI United Nations: Deputy Secretary-General’s remarks to the Qatar Foundation: “Towards the Second World Social Development Summit 2025: Reinforcing global efforts to achieve the 2030 Agenda” [as prepared for delivery]

    Ladies and Gentlemen,

    I am delighted to be here and to see so many of you present here today.

    Let me start by thanking the Qatar Foundation for organizing this important and timely event, and the Government of Qatar for generously agreeing to host the Second World Summit for Social Development in November 2025.

    This is a great opportunity to shape our common vision for the upcoming Summit and ensure its success, building on the recent Pact for the Future.

    Almost 30 years ago, the Copenhagen Declaration on Social Development and its Programme of Action established a pathbreaking new consensus for people-centred development. Theis was strengthened by the Beijing Platform for Women, and this vision was later enshrined in the 2030 Agenda for Sustainable Development.

    Since the Copenhagen Summit in 1995, remarkable progress has been achieved. However, recent overlapping crises have further stalled or reversed progress in many areas.

    Uneven progress – coupled with the lingering effects of economic recovery from the COVID-19 pandemic, rising geopolitical conflicts, the climate crisis, and economic disruptions like the debt crisis – have deepened inequalities and placed significant stress on countries fiscal space for investing in sustainable development and the brunt felt by people.

    The number of people living in extreme poverty is almost 700 million and growing. The number of people facing hunger is over 730 million and growing. Access to quality and relevant education, decent work, universal healthcare, social protection, and digital connectivity remains limited, with billions at risk of being left behind.

    The message is clear – and it is stark.

    The outlook for achieving people-centered development and meeting the Sustainable Development Goals is fragile.

    But it is not too late to change course if we step up our efforts and reaffirm our commitment to leave no one behind. We need urgent, coordinated reforms and harmonization of social, economic, and fiscal policies. We need genuine partnerships.

    The recently adopted Pact for the Future proposes a number of commitments and solutions. It reinforces the promise to deliver on Agenda 2030.

    This includes an SDG Stimulus, a review of the sovereign debt architecture, and a commitment to reform the global financial architecture, so it provides developing countries with the support and safety net they need to invest in their people and the systems they require.

    The Pact also proposes solutions to strengthen peace and security and redoubles the world’s commitment to human rights and international law.

    This is an important reminder that social development cannot be attained in the absence of peace and security – or in the absence of respect for human rights and all fundamental freedoms.

    The Pact goes further to embrace the new era of technology and provide the guard rails for the opportunity of AI to better connect and reap the benefits for all.

    Ladies and gentlemen,

    The Social Summit comes at an opportune time. With only five years left to achieve the SDGs, we must address all seventeen goals – from poverty, hunger and inequality, to education, peace and inclusivity.

    The 2025 Summit must culminate in a detailed and measurable action plan for social development fit for the 21st century, safeguarding progress for years to come.

    The Summit will also be informed by the outcomes of the Fourth International Conference on Financing for Development and by Member States’ progress on the Pact for the Future’s commitments to invest in people, end poverty and hunger, and strengthen trust and social cohesion.

    At every step, the process towards the Summit must be inclusive and respond to people’s realities and expectations. We must listen to their voices and ensure that people – particularly youth – have a say in shaping their future.

    Open and broad consultations will be an opportunity to build trust and reinforce the connection between people and their governments, but also between people and global institutions.

    It will be an opportunity to shape the societies we want, tailormade to benefit our rich heritage and fabric which underpin the very foundation of inclusive and caring societies.

    To safeguard progress in the long run, we need to join forces around a shared agenda, underpinned by solidarity, respect and trust.

    Throughout, we must all aim high. Let us seek innovative approaches to engagement, cocreation and finding consensus at the highest ambition, while remaining steadfast in our pursuit of accelerating progress towards the SDGs.

    With the leadership of the Government of Qatar, and key partners such as the Qatar Foundation, I am confident that the Social Summit will lay solid foundations for advancing a key strand of the DNA of sustainable development, the social pillar.

  • MIL-OSI United Nations: Experts of the Committee against Torture Commend Kuwait on Positive Measures to Prevent Torture, Raise Questions on the Independence of the Judiciary and the Death Penalty

    The Committee against Torture today concluded its consideration of the fourth periodic report of Kuwait, with Committee Experts commending the State on positive measures introduced to combat torture, while raising questions on the independence of the judiciary and the application of the death penalty. 

    Peter Vedel Kessing, Committee Expert and Rapporteur, commended Kuwait for all the positive measures taken, including new laws and regulations to prevent torture.

    Abdul Razzaq Rawan, Committee Expert and Rapporteur for Kuwait, asked if the State party could inform the Committee of any legislative amendments or developments aimed at establishing the judiciary as an authority that was independent of the executive authority, and granting it the full authority to manage the affairs of judges and supervise the preparation of relevant regulations? What measures had been taken to implement the constitutional principle guaranteeing the independence of the judiciary and to implement the requirements of article 163?

    Mr. Vedel Kessing said the number of death sentences and executions carried out had reportedly increased, particularly since 2022.  How many persons had been sentenced to death over the last five years and how many of those persons had been executed?  Was it correct that a person could be sentenced to death for crimes not involving intentional killing, for example drug-related crimes? Allegedly, the abolition of the death penalty would be incompatible with Islamic Sharia, which was the main source of all Kuwaiti domestic legislation, including criminal law.  Would this also apply to a moratorium for the execution of death sentences?   

    The delegation said judges needed to be fully competent and qualified in the field of law or Sharia and did not have the right to exercise political activities. Judges could not be removed from their posts unless disciplinary measures were issued against them.  If judges were related to the accused by four degrees, they were required to recuse themselves from proceedings.  The Ministry of Justice could not get involved in daily cases or the running of the judiciary.  The judiciary was fully independent; there was no involvement from the executive or the parliament in the judiciary.

    The delegation said the death penalty was one of last instance, the maximum penalty issued in the Criminal Code of Kuwait.  It was only enacted for the most serious crimes and was not in contradiction with Islamic Sharia.  At any stage of proceedings, the accused murderer could appeal, or ask for a lighter or reduced sentence, rather than the death penalty.  From 2022 to 2024, there were 80 penalties reduced from the death penalty to a lighter sentence, with people even being released in some cases. In the case of a woman who was pregnant, the death penalty could not be carried out until the child was born. Minors could not be subjected to the death penalty.

    Introducing the report, Naser Alhayen, Permanent Representative of Kuwait to the United Nations Office at Geneva and head of the delegation, said the accession of Kuwait to the Convention against Torture in 1996 was a pioneering step towards promoting rights and preserving freedoms.  Since the submission of the fourth periodic report, Kuwait had taken steps to strengthen the legislative framework related to combatting torture.  These efforts were represented in the issuance of decree-law no. 93 of 2024, which clearly stipulated the definition and prohibition of torture.  The new law tightened the penalties imposed on perpetrators of torture crimes, and strictly criminalised any act of discrimination or ill treatment.

    In closing remarks, Claude Heller, Committee Chairperson, thanked the delegation for the dialogue which had been very constructive.  The Committee aimed to contribute to the improvement of human rights in all States.

    Mr. Alhayen, in concluding remarks, thanked the Committee for the dialogue.  Kuwait was fully committed to the implementation of all international standards and human rights and would continue the constructive dialogue with the Committee and the international community.

    The Committee has before it the fourth periodic report of Kuwait (CAT/C/KWT/4).

    Presentation of Report

    NASER ALHAYEN, Permanent Representative of Kuwait to the United Nations Office at Geneva and head of the delegation, said the accession of Kuwait to the Convention against Torture in 1996 was a pioneering step towards promoting rights and preserving freedoms.  Since the submission of the fourth periodic report, Kuwait had taken steps to strengthen the legislative framework related to combatting torture. These efforts were represented in the issuance of decree-law no. 93 of 2024, which clearly stipulated the definition and prohibition of torture.  The new law tightened the penalties imposed on perpetrators of torture crimes, and strictly criminalised any act of discrimination or ill treatment.  This decree was a milestone in the State’s efforts to strengthen the rule of law and protect human rights, and it imposed severe penalties of up to life imprisonment for certain crimes.  A decree had also been adopted which redefined measures for receiving complaints relating to human rights.

    Kuwaiti legislation included comprehensive protection for women and criminalisation of all forms of violence against them.  The protection from domestic violence law no. 160 of 2020 was issued, which established shelters for victims of domestic violence, and the possibility of reporting violence.  A child protection centre was also established.  The Supreme Council for Family Affairs was working on establishing the third centre for protection from domestic violence and the rehabilitation of survivors.  Law no. 21 of 2015 guaranteed the rights of the child, prohibiting children from deliberately being subjected to any physical or psychological abuse and punishing those who violated these provisions. 

    Specialised enforcement departments had been established to implement family court rulings and settle family disputes.  Social security and insurance were provided to persons with disabilities.  Monthly financial allocations were provided, in addition to a cash allowance for hiring a domestic worker or a driver to meet their daily needs.  During the first half of 2024, the number of residents in social care homes reached 518 people, including 362 citizens and 165 non-citizens. These homes provided integrated rehabilitation and training programmes focused on reintegration.

    The protection of the rights of contracted workers was a top priority for Kuwait, and this was highlighted in law no. 68 of 2015 on the protection of the rights of contracted workers.  Since the adoption of the law, the situation of domestic workers had improved substantially, as strict laws had been imposed to prevent the exploitation of these workers and ensure them full legal protection.  Inspection campaigns were conducted periodically on domestic labour recruitment offices and agencies to ensure that they applied the law; these campaigns issued fines in the event procedures were not followed. 

    Law no. 91 of 2013 aimed to criminalise all forms of human trafficking and provide legal protection for victims.  The National Committee to Combat Trafficking in Persons was established, as well as a specialised prosecutor to investigate these cases.  There had been a significant decrease in the number of trafficking crimes committed from 82 cases in 2020 to nine cases in 2023. A special system had been established for the early identification of victims by training workers at border crossings and hospitals to detect signs of exploitation.  Victims were then transferred to care centres where they received medical, psychological and legal support. 

    Kuwait had adopted an approach that achieved more security for detainees by subjecting all prisons to the supervision of the judicial authority, represented by the Public Prosecution, which was an independent authority.  The current system guaranteed every detainee the right to access a lawyer from the first moment of detention, and ensured that all detainees obtained their legal rights, and were granted an independent medical examination. 

    Mechanisms had been developed which allowed detainees or their families to submit confidential complaints for immediate investigation, with any official found to be involved in ill treatment held accountable.  Advanced training programmes for police officers and prison staff had been developed in cooperation with the Office of the High Commissioner for Human Rights, with a special focus on practical aspects related to dealing with detainees.  Mr. Alhayen concluded by emphasising Kuwait’s full commitment to human rights and to cooperation with the international community. 

    Questions by Committee Experts

    ABDUL RAZZAQ RAWAN, Committee Expert and Rapporteur for Kuwait, congratulated Kuwait for the desire expressed with regards to continued cooperation and dialogue with the Committee.  The Committee congratulated Kuwait on announcing a number of important initiatives and legislation.  The Committee also congratulated the State party on the fact that half the delegation were women, and that the delegation represented multiple sectors, reflecting the importance of the Convention. 

    The Committee congratulated Kuwait for the work of the National Standing Committee on follow-up and communications that prepared the report, while asking for further clarification around the work of this body.  What was the number of organizations which attended consultations for preparing the report, and how did these consultations impact the report? Could the State party elaborate further on the place of the Convention within the national legal system, in particular article 70 of the Kuwaiti Constitution?  What was the impact of this jurisprudence in the country?  To what extent was there an application of the provisions of the Convention by law enforcement officers? 

    Decree-law no. 93 of 2024 amended some provisions of the Kuwaiti Penal Code, with a new article which stipulated that the punishment of a public official who caused physical or psychological harm to a person, or induced him to confess to committing a crime, would face imprisonment for a period not exceeding five years and a fine not exceeding 5,000 dinars.  Penalties for torture should be proportionate to the acts committed and the damage resulting from them.  Torture leading to death was a crime that should be treated as more severe than murder, and should have its own punishment to distinguish it from ordinary murder.  Could the State party comment on this? 

    Could the State party also comment regarding article 37 of the Code of Criminal Procedure, which allowed the use of “any means” during investigations to obtain evidence, provided that it was not contrary to public morals or infringed on the rights and freedoms of individuals?  What procedural safeguards prevented coercion to remove confessions during interrogations and pretrial detention?  What legal texts and legislative measures ensured the exclusion of torture from national legislation on amnesty and immunities?  What was being done to fill this gap at the legislative level and in practice?  The Convention obliged States parties to prevent and prohibit torture in all circumstances, including a state of emergency, war or any other exceptional circumstance.  What were the State’s planned future actions to implement this commitment?

    The Committee was satisfied with the provisions of paragraph 126 of the national report, in particular the requirements of articles 158 and 159 concerning the prohibition of coercion or inducement of the accused to make statements and the invalidity of a confession obtained under duress or torture.  Could current examples be provided of judicial decisions invalidating confessions of accused persons as a result of torture? 

    The Committee had questions regarding the right of detainees to challenge the lawfulness or necessity of their detention.  What actions had been taken to establish safeguards currently, or in the future, as well as the measures taken to enforce respect for them by law enforcement officials?  What measures had been taken with regard to the control of records in all places of deprivation of liberty?  Was there a centralised national information register that included all the data of the records in the detention centres in the country?

    The Committee had expressed concern that judges were appointed by the Supreme Judiciary Council. There was also concern about the independence of foreign judges due to a lack of career security.  Could the State party inform the Committee of any legislative amendments or developments aimed at establishing the judiciary as an authority that was independent of the executive authority, and granting it the full authority to manage the affairs of judges and supervise the preparation of relevant regulations?  This included the conditions for managing the judiciary, appointing judges, tracking their careers, including their dismissal and promotion, and the conditions for appointing foreign judges to ensure their job security.  What measures had been taken to implement the constitutional principle guaranteeing the independence of the judiciary and to implement the requirements of article 163?

    The Committee had previously recommended that the State party adopt a legislative and institutional framework that incorporated international standards on asylum.  Was this on the legislative agenda?  While noting the decisions reported in the report whereby the daily fines imposed in many cases had been abolished, what measures had been taken to give effect to the Committee’s previous recommendation to amend the laws imposing such fines?  What was the nature of cooperation with the Office of the United Nations High Commissioner for Refugees, and could any statistics be provided?   

    What measures were taken during the period under review to ensure that no person was returned to a country where they were in danger of being subjected to torture or ill treatment?  Were those concerned with expulsion, return or extradition informed that they were entitled to seek asylum and appeal against deportation decisions?  What legal and practical safeguards existed to ensure the right of persons for whom deportation orders had been issued, to have their cases reviewed by a competent judicial body?  How many cases of return, extradition and expulsion had been carried out by the State party during the reporting period in exchange for diplomatic assurances?

    Did Kuwaiti law and jurisprudence allow for universal jurisdiction, which was the following and prosecution of crimes of torture, so as to establish jurisdiction in all cases and to ensure that perpetrators did not go unpunished?  If the State received a request for extradition from a State where Kuwait had no extradition agreement or treaty, what were the legislative and administrative measures needed to ensure that the Convention could be invoked as a legal basis for extradition?  Had the State ever refused a request by another State for the extradition of an individual suspected of the crime of torture?  Had it initiated any criminal proceedings against that individual as a result?  If so, could information on the status and results of these proceedings be provided?

    Could the delegation provide the Committee with information on any specialised programmes aimed at raising awareness of law enforcement officials, including security and prison personnel, and the measures adopted by the State party to prevent torture?  Had any programmes been adopted and implemented to train police cadets and officers in non-coercive investigative techniques?  Could information be provided on the assessment, review and updating of interrogation rules for persons who had been subjected to any form of arrest, detention or imprisonment?  What did the State of Kuwait intend to do to fulfil the obligation of monitoring practices related to interrogation, methods of detention, and treatment of persons arrested?

    The Committee would appreciate receiving information on the cases in which the legal provisions on the protection of witnesses and medical professionals documenting acts of torture and ill treatment had applied, in particular cases where these provisions had not been respected and action that had been taken against persons who had violated these legal requirements?  Taking into account the legal amendments on torture, did Kuwait intend to accompany these amendments by allocating legal provisions related to the protection of victims, witnesses and medical experts in criminal law? 

    Article 14 of the Convention obligated States parties to provide a legislative framework for the right of victims to effective remedy and adequate compensation.  What measures would be taken to give effect to this commitment through the adoption of legislation and institutional requirements? What measures of reparation and compensation, including court-ordered rehabilitation methods, had been made available to victims of torture and ill treatment or their families since the consideration of the previous periodic report?  Were programmes being implemented to provide reparation to victims of torture and ill treatment, including health and psychological rehabilitation?

    PETER VEDEL KESSING, Committee Expert and Rapporteur, asked what progress had been made to establish a fully independent National Human Rights Institution in line with the Paris Principles?  Did the Government agree with reports that some law enforcement officers still engaged in abuse and ill treatment during arrest or interrogation? How many complaints of torture and ill treatment had been received over the last three years and what was the outcome of these complaints?

    Were the three institutions which could investigate allegations of torture – the Office of the Public Prosecution, the General Directorate for Oversights and Inspection in the Ministry of Interior, and the National Bureau for Human Rights – completely independent from the Government as required under the Convention?  Would the State party consider establishing a fully independent institution that could investigate violations of the Convention in an effective and impartial way?  How many complaints had the Bureau received over alleged torture and ill treatment over the last three years?  What was the outcome of these cases? 

    Overcrowding in prisons continued to be a significant problem, particularly in the central prison. The prison population was reported to be at an occupancy rate of 126 per cent in 2023.  What efforts that had been taken to improve the living conditions in prisons?  Was the Government considering additional efforts since the problem with overcrowding had not been solved?  What progress had been made on the building of the new prison? 

    A law reportedly allowed the use of shackling of hands and feet for up to a month and the deprivation of certain types of food for a week as disciplinary punishment.  How many detainees had been shackled over the last three years?  What kind of offence warranted this punishment?  How many detainees had been deprived of food over the last three years? 

     

    How could a prisoner make a complaint over ill treatment in the prison?  How many complaints of ill treatment had been received over the last three years and what was the outcome of these cases?  Was it correct that some officers only received a decrease in their salaries as a penalty for having subjected detainees to torture and other forms of ill treatment?  How many visits had the International Committee of the Red Cross undertaken to places of detention from 2019 and onwards?  How many announced and unannounced visits had the National Bureau for Human Rights carried out to places of detention over the last three years? How had Kuwait followed-up and implemented the recommendations from the independent institutions visiting places of detention in Kuwait?

    The number of death sentences and executions carried out had reportedly increased, particularly since 2022.  How many persons had been sentenced to death over the last five years and how many of those persons had been executed?  Was it correct that a person could be sentenced to death for crimes not involving intentional killing, for example drug-related crimes?  Allegedly, the abolition of the death penalty would be incompatible with Islamic Sharia, which was the main source of all Kuwaiti domestic legislation, including criminal law.  Did this also apply to a moratorium for the execution of death sentences?   

    The delegation had provided important information on steps taken to improve the protection of foreign workers, including reviewing the laws, improving working conditions, and criminalising trafficking, which were positive steps.  However, it was reported that there was a high death rate among migrant workers who carried out dangerous work, particularly in construction sites.  How many migrant workers had died in Kuwait over the last three years?  What measures were taken to protect migrant workers from ill treatment and exploitation?  Why was a domestic worker not allowed to freely resign and change workplace?  Why did they need the consent of or authorisation from the employer to change workplace?

    The Committee appreciated the steps taken by Kuwait to counter domestic and sexual violence. Could marital rape be punished in Kuwait?  Were there concrete court cases where martial rape had been punished as a criminal offence? What was the outcome of the court cases involving violence against women?  In how many cases were the accused persons convicted for a crime and what were the sentences?  Was the Government considering a ban on corporal punishment in all settings? 

    There had been reported concerns that Bidoon citizens were being denied access to education, health care and employment, and faced mass arrests, torture and abuse when trying to exercise their right to freedom of peaceful assembly.  Did the Government accept the criticism and recommendations from the United Nations Human Rights Committee and from other sources, and was it willing to improve conditions for the Bidoons?

    A Committee Expert said prolonged solitary confinement was proven to undermine the standards outlined in the Convention.  Under what circumstances was incommunicado detention authorised?  Would the State party consider abolishing incommunicado detention? 

    Responses by the Delegation 

    The delegation said the National Standing Committee on follow-up and communications was established in 2019.  This Committee was delegated to respond to reports regarding the human rights situation in Kuwait and was assigned with preparing periodic reports presented to international bodies, and coordinating with non-governmental organizations working in the field of human rights.  The Committee was operational and was present in the meeting.  Its staff received the necessary training to support its mandate. This Committee had been in contact and coordinated with the Office of the High Commissioner for Human Rights. 

    The promulgation of the 1996 law approving the adoption of the Convention meant that this instrument was part of the national legal framework in Kuwait.  A judge could invoke the Convention in the issuance of verdicts.  There was no need for another process or procedure for the Convention to be part of national legislation.  A new text in the legislation included a penalty for using torture to extract a confession.  A new law punished every official who had acquiesced to a request of torture. 

    Any official or service provider who inflicted physical or mental harm against a person or their family members, or forced them to provide statements thereof, could be found guilty of torture.  The punishment was a sentence of not more than five years and not less than 5,000 dinars. There was also a criminalisation of discrimination in connection with torture.  If torture led to death, then a person was charged with the crime of a deliberate murder.  The sentence was then death, and there was no harsher punishment. 

    The Public Prosecutor conducted investigations and interrogations into charges of torture. Defendants could deny such charges. Everything took place under the supervision of the courts.  A defendant could adhere to the invalidity of such a confession.  If a confession was obtained under torture, then it was dismissed by the court.  The court resorted to many principles related to the invalidity of confessions extracted under torture.  In a case when a police officer had forced a defendant to provide a confession, the defendant was acquitted.  Acquittal was premised on the examination of evidence in the case. 

    If a detainee requested a medical evacuation, medical care was provided under the supervision of the police.  Anyone sentenced to imprisonment had their names recorded in an electronic system which was supervised by multiple agencies.  If their detention period exceeded the terms stipulated in the law, there was a notification, and those in charge were held accountable. 

    Judicial safeguards were in place, including that the individual had the right to know the reason for their arrest.  If the individual could not appoint a lawyer, the State had the right to appoint a lawyer for them.  All questioning should be done by specialist bodies, and it was up to the judge to release the person or keep them in detention.  Detainees could appeal at any stage of the judgement.  Questioning could only be conducted by trained, specialised staff, not just the police.  The accused individual had the right to request an examination to ensure there were no injuries, which needed to be included in the investigation report. The arrested individual had the possibility of appointing somebody to witness this. 

    Judges needed to be fully competent and qualified in the field of law or Sharia and did not have the right to exercise political activities.  Judges could not be removed from their posts unless disciplinary measures were issued against them.  If judges were related to the accused by four degrees, they were required to recuse themselves from proceedings.  The Ministry of Justice could not get involved in daily cases or the running of the judiciary.  They could recommend the appointment of judges when necessary.  Kuwait had chosen to ensure a separation of powers.  The judiciary was fully independent; there was no involvement from the executive or the parliament in the judiciary. 

    Currently, there were no persons subject to a decision of exile or expulsion.  If such a decision was taken, it was implemented in cooperation with the United Nations High Commissioner for Refugees, allowing the affected persons to be supported.  All foreign individuals could not be exonerated from fines imposed upon them. Any individual who had received fines was obliged to pay them before being deported.  In cases where people were unable to pay the fines, they could pay them subsequently in cooperation with third parties. 

    Responses by the Delegation

    The delegation said the definition of the crime of torture was challenging, as there was a need to define what behaviours constituted torture.  For example, if an individual was compelled to disclose information under duress, this could equate to torture, even if they were not subject to physical constraint.  One did not have to be the perpetrator of torture to be covered by the acts under the law; individuals could be sanctioned as a standby witness.  Any physical act of torture was a crime and the Kuwaiti legislator had established as a minimum threshold, a three-year imprisonment.  If the acts committed had long-term impacts and were severe, the sanctions would be increased.  Pre-mediated crimes could be punished by life imprisonment or the death penalty.  The crime of torture was an absolute crime, and mitigating circumstances could not be used to downplay or excuse acts of torture. 

    Awareness campaigns had been rolled out on national radio and television stations to make the public aware of the serious nature of the act of torture.  Social media networks had published advertisements and short awareness-raising videos and clips.  The campaign aimed to ensure that violence was not seen as mainstream or normal, whether in schools or in the family.  All channels were used to repeat this point.  A robust checking system was in place to monitor campaigns and check results.  Steps were taken to ensure unjustified violence was never promoted or mainstreamed, and to crack down on misinformation which could foster unrest and discrimination.  Producers who violated requirements were held accountable.  There were rare cases where scenes of violence had been broadcast, for example during the COVID-19 pandemic.  These were immediately followed up on and assessed, and action was taken to hold those responsible to account. 

    Initiatives had been conducted to be conducive to awareness raising in schools, to ensure victims of violence could have access to support.  All measures were taken to support the psychological wellbeing of women. Around 60 clinics provided women victims of violence with psychological support.  Specialised non-governmental organizations worked with victims of domestic violence and conducted training for self-defence.  Each State had rules for interrogation and treating any person who was under arrest, in such a way to ensure there were no acts of torture involved.  There first needed to be a medical observation of the entire body of the arrested person prior to interrogation, and they were then given the opportunity to meet with a lawyer.  If the arrested person did not speak Arabic, they would receive the support of an interpreter. 

    In the cases of detention, the detainee was entitled to all communication tools, access to a lawyer, and the ability to communicate with their family members to inform about their whereabouts.  All cases involving compensation for acts of torture were actioned through a special administration.  From 2020 to 2023, there were only nine torture complaints.  Torture was not considered a phenomenon or a scourge in Kuwait. 

    The National Bureau for Human Rights conducted training and developed content to disseminate a general culture about human rights, and also contributed to building programmes on human rights training in schools.  The protection and promotion of human rights was promoted through a website, social media networks, and awareness raising campaigns.  This year, the Bureau participated in a conference on local and regional initiatives for human rights.  The Bureau supported rehabilitation and penitentiary centres and could conduct visits to places of detention, women’s shelters, and other institutions without any clearance needed.  Investigations against the police were conducted in the event of complaints.  If it was found that these complaints were legitimate, sanctions were imposed, including the loss of salary or job. 

    Twenty-one memorandums of understanding had been signed with other countries to govern the issue of domestic workers.  Kuwait heeded its commitments under the International Labour Organization conventions.  A hotline was provided to all workers, enabling them to file complaints at any time.  One hundred and fifty-three inspection campaigns had been conducted in July.  Seven violations against domestic workers had been recorded in 2024. 

    Any domestic worker could request a change of employment without requiring the approval of their previous employer.  An awareness campaign which targeted domestic workers was being rolled out, focused on raising awareness for current and prospective domestic workers about their rights, as well as promoting the hotlines and contact points they might need.  

    Being held incommunicado in isolation cells could only be imposed in specific circumstances, for example if the person was self-harming while in detention.  The death penalty was one of last instance, the maximum penalty issued in the Criminal Code of Kuwait.  It was only enacted for the most serious crimes and was not in contradiction with Islamic Sharia.  At any stage of proceedings, the accused murderer could appeal, or ask for a lighter or reduced sentence, rather than the death penalty.  From 2022 to 2024, there were 80 penalties reduced from the death penalty to a lighter sentence, with people even being released in some cases. In the case of a woman who was pregnant, the death penalty could not be carried out until the child was born. Minors could not be subjected to the death penalty. 

    The crime of rape was defined with the non-presence of consent.  Consent was a constant, including in a marriage.  If consent had not been given, this was recognised as being a rape and was defined as a rape in the Criminal Code.  If marital rape occurred, this was criminalised and the perpetrator was punished. This relied on the woman registering a complaint of rape.  The existing legislation in Kuwait did meet the requisite standards.  The sanctions and punishments were commensurate with the degree of harm suffered. 

    Crimes of sexual violence had multiplied, including rape and non-consensual sexual relationships with minors.  Some of the sentences handed down for these cases were life imprisonment, with the minimum sentences being 15 years in certain circumstances.  This highlighted that the justice system was working as it should in Kuwait, with perpetrators being duly sanctioned. 

    The State did not currently intend to lift its reservations to the Convention, as doing this would pose a risk to the State’s sovereignty.  Any detainee who had health concerns where their lives were at risk were assessed by doctors, and in some cases could be provided with a conditional release. 

    The Government was continuing its tireless efforts to address the issue of stateless persons.  An action plan had been adopted which served as a roadmap. There were 10,260 stateless persons in Kuwait who were currently in the regularisation process.  People undergoing this process received long-term resident permits and received medical insurance cards.

    Kuwait guaranteed the right to freedom of expression and peaceful assembly.  The country had signed 15 extradition agreements, which were bilateral agreements between Kuwait and third parties.  In the event no treaty was in place, Kuwait referred to the principle of reciprocity.

    Laws and regulations punished terrorist acts and crimes, money laundering, and the financing of terrorism. Kuwait had a specialised department on combatting terrorism, money laundering and terrorism financing. Twenty-eight terrorist cases had been registered over the past four years.  Thirty-five inmates currently were being held in prison for being associated with a group which presented a threat to the nation. 

    Kuwait had rehabilitation and mental health follow-up programmes for persons in institutions, which allowed these persons to avoid relapse.  Therapy sessions were conducted, in which persons were evaluated at the psycho-social level and evaluated from a general risk perspective before they were discharged. A social and family integration programme was in place for persons with disabilities.  Allowances were provided for personal assistants and drivers. Five hundred and eighteen persons were in social care institutions.  These included persons with severe psychological and motor disabilities. 

    Questions by Committee Experts

    ABDUL RAZZAQ RAWAN, Committee Expert and Rapporteur for Kuwait, said torture was a serious and grave crime within international human rights law.  Therefore, it was absurd that there were no provisions thereon, and the Committee insisted on this.  Mr. Rawan commended the provisions in the civic law of Kuwait, which provided for reparations.  Could the delegation explain in detail the course of the reforms undertaken by Kuwait? Were there any special education programmes to support the Convention among law enforcement officers? 

    All countries were recommended to provide training in the provisions of the Istanbul Protocol.  Did Kuwait provide such training?  Was there a law which governed the use of forensic medicine in Kuwait?  The Convention considered mechanisms monitoring deprivation of liberty as an effective means to combat torture.  It was hoped that Kuwait would ratify the Optional Protocol to the Convention. Regarding fundamental legal safeguards, it was vital for family members to be notified of one’s place of detention.  Could clarifications be provided on whether this was complied with?   

    PETER VEDEL KESSING, Committee Expert and Rapporteur, commended Kuwait for all the positive measures taken, including new laws and regulations to prevent torture.  It was understood that the State was willing to tighten the penalty for torture to more than five years, which was commensurate with the gravity of the crime.  This was commendable.  What was to process from here on?  When could it be hoped that there would be changes?  Would the Government apply for international accreditation for the National Bureau for Human Rights?  Was it common to have video or audio recordings of police interrogations?  If there were allegations against a police officer, who would investigate that complaint? 

    Could a domestic worker easily terminate a contract with a month’s notice, or were they always required to supply a reason?  It was encouraging to learn that Kuwait was considering a ban on the use of shackles. Could the State be more specific on the timeline?  Had the new prison been built to tackle the issue of overcrowding?  Could updated statistics be provided on deaths in custody? Had deaths in custody been investigated? What measures were being taken to prevent these kinds of deaths? 

    Responses by the Delegation

    The delegation said sovereignty was a sensitive issue, all the more so when international texts and treaties departed from national legislation.  The State of Kuwait was firmly resolved to prosecute and punish any act of torture, irrespective of the perpetrator of that act.  The law on protection from corporal punishment 2020 expressly prohibited any act of violence against a child.  A unit was set up which responded to complaints of ill treatment against children, including corporal punishment.  Immediate investigations were launched into allegations of abuse in schools.  Any report of abuse needed to be followed up on immediately. 

    The Office of the Prosecutor was mandated to prosecute crimes brought before it, including torture.  Once the Office was seized with a case of torture, an effective streamlined system ensured a rapid investigation into the reported case of torture.  The Public Prosecutor’s Office was also an independent, oversight body which enacted measures to ensure oversight of places of deprivation of liberty.  Since 2009, it had the right to carry out visits to verify the conditions of places of deprivation of liberty.  The visits were also used to ensure that there were not acts tantamount to torture, ill treatment or abuse being carried out. 

    If an act of torture had led to a loss of life, the sentence would be toughened up to the death penalty.  If a doctor believed a patient in hospital ran the risk of being tortured, they would report it to the police unit in the hospital which would take legal measures against the perpetrator. 

    Around 53,000 domestic workers had changed careers to jobs in the public sector.  When a suspect or defendant was under interrogation, they were informed of their rights.  Twenty-two cases of detention without grounds between 2020 and 2024 had been referred to the competent judicial authorities, who referred the cases to the competent courts. A decree regulated the suspension of a police officer, following reports of excessive use of force. 

    A study was being conducted to amend the article in regard to the use of discipline of inmates.  It was hoped that this amendment would see the light of day, and the article would then be in line with the Mandela and Bangkok Rules. Remand in custody was limited by law and could not be extended.  The provision of a hotline was a safeguard, which was open to Kuwaitis or non-Kuwaitis to lodge any abuse of their rights, including complaints against police officers. Kuwait would recommend that the National Bureau for Human Rights seek accreditation under the Global Alliance of National Human Rights Institutions.

    Question by a Committee Expert

    ABDUL RAZZAQ RAWAN, Committee Expert and Rapporteur for Kuwait, said the judiciary had a fundamental role in preventing torture and implementing the provisions of the Convention. It was hoped the State would take into account shortcomings which could impact the work of the judges and judiciary into account. 

    Responses by the Delegation

    The delegation said the judicial authority in Kuwait was fully independent of the executive and legislative authority; these were separate powers.  In practice, there was no interference whatsoever.  Rules might imply an interference, but in practice, this was not the reality.  The Kuwaiti judiciary and the Office of the Prosecutor General were fully independent from a technical standpoint. 

    Closing Remarks

    CLAUDE HELLER, Committee Chairperson, thanked the delegation for the dialogue which had been very constructive.  The Convention was respectful of sovereignty.  The Committee aimed to contribute to the improvement of human rights in all States.

As conditions continue to worsen, the Government of Canada remains fully engaged and is focused on the safety and security of Canadians in the region.

    October 30, 2024—Ottawa—The situation in Lebanon remains volatile and unpredictable due to violent and intensifying clashes between Israel and Hezbollah, including daily rocket and missile fire as well as air strikes. As conditions continue to worsen, the Government of Canada remains fully engaged and is focused on the safety and security of Canadians in the region.

    Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced temporary measures to support Canadian citizens, permanent residents and their immediate family members who have left Lebanon, as well as Lebanese nationals already in Canada who are currently unable to return home.

    The immediate family members of Canadian citizens and permanent residents who left Lebanon on or after September 29, 2024, will be eligible to apply for an open work permit, a study permit, or a status extension at no cost once in Canada. These measures apply to spouses and dependants regardless of their nationality, and regardless of whether they left on flights arranged by Global Affairs Canada, or by other means.

    In addition, Lebanese nationals who are already in Canada with valid temporary resident status can now also apply for an open work permit, a study permit, or a status extension at no cost.

    These measures will help keep families together and give Lebanese nationals in Canada a safe place to study, work and stay.

    We continue to urge Canadians to avoid all travel to Lebanon. Canadians, permanent residents and their family members are advised to leave by commercial means now if they can do so safely.

    IRCC has increased its capacity to process files from the region and continues to process applications from Canadians, permanent residents and their family members in Lebanon as quickly as possible.

  • MIL-Evening Report: The UN warns famine is likely in Gaza. What do malnutrition and hunger do to the body?

    The risk of famine looms in Gaza. International monitors warn more than 90% of the population face acute food insecurity, meaning their inability to eat enough food puts them in immediate danger of starvation. The number experiencing “catastrophic” hunger is set to double in the coming months.

    Israel has been accused of deliberately blocking humanitarian aid, including food. In September, deliveries of food and aid to Gaza fell to their lowest in seven months after Israel introduced new customs rules.

    The World Health Organization has repeatedly warned about the consequences of hunger and food insecurity in the region, including the impact on rising infection rates and increased child mortality.

    The scale of this humanitarian crisis could be overwhelming, as extreme hunger threatens to engulf an entire population – nearly half of which are children.

    What does hunger mean for people’s health – especially children – at the individual level? And will survivors be able to recover from the damage?

    Who is most at risk?

    Food shortages mean people not only eat less overall but can miss out on essential nutrients.

    This can lead to severe acute malnutrition. In children, this means measurable negative effects on bodily functions and growth, including weight and muscle loss.

    Some people will experience the effects of starvation more rapidly. Those most at risk have low stores of energy and protein, and/or higher nutritional needs for growth and development. They include the elderly, infants, children, and women who are pregnant or breastfeeding.

    Childhood nutrition is critical

    From a nutritional viewpoint, the first 1,000 days of life are a critical window for growth and development.

    During this time, the microbiome (the bacteria that live in our digestive system) develops and is influenced by external factors such as diet, and exposure to microbes and pollutants, which shape how the body and immune system function.

    Severe acute malnutrition has several short-term impacts. Malnourished children have reduced immunity, meaning they are less able to fight infections – such as E.coli – partly due to changes to their microbiome. This makes them more vulnerable to contaminated food and water.

    Bacterial infection is a leading cause of death for children with severe acute malnutrition.

    Israel has destroyed around two-thirds of Gaza’s water systems, according to UNICEF, forcing children to drink unsafe water and increasing their exposure to sewage and waterborne diseases.

    Long-term impacts of malnutrition

    The effects of malnutrition and starvation during childhood continue into adulthood. Those who survive have a higher risk of developing chronic diseases, including diabetes, high blood pressure and metabolic syndrome (a cluster of conditions that can increase your risk for heart disease and stroke).

    Damage to the gut lining can also cause long-term inflammation. This may make it harder to absorb nutrients, increase the risk of bacterial imbalances, and stop the pancreas and liver working properly.

    Muscle loss and changes in electrolytes can also impact the heart, increasing the risk of arrhythmia (irregular heartbeat).

    What about the brain?

    Malnutrition can harm brain development in children. It can reduce brain size and slow growth, potentially impairing function and memory.

    Impacts on how the brain develops could affect cognition, behaviour and reduce academic achievement.

    More research is needed to understand how malnutrition during childhood affects mental health. But studies suggest it may be linked to personality disorders, attention deficits, lower self-esteem and reduced quality of life.

    For children in Gaza, these harms will likely be compounded by trauma and displacement.

    Impact during pregnancy

    Malnutrition can also affect the health of unborn babies. Famine and food shortages in Gaza mean pregnant women are not getting enough folate, iron, vitamin B12 and iodine. These nutrients are crucial to ensure their baby’s healthy delivery and reduce long-term health impacts.

    Nutritional deficiencies for the mother during pregnancy can increase the baby’s risk of clinical obesity, type 2 diabetes and metabolic syndrome.

    Although less well-studied, there is also evidence a father’s diet, health, sperm quantity and quality can have similar health impacts on their offspring.

    How is severe acute malnutrition treated?

    Severely malnourished people need nutritional rehabilitation. This involves slowly increasing nutrient intake – by around 25% above normal requirements – and eating high-quality, protein-rich foods, essential fatty acids, vitamins and minerals.

    During the initial treatment phase children may need to be hospitalised. One concern is refeeding syndrome, a condition where sudden availability of glucose can cause rapid changes in electrolytes. In extreme cases, this can cause heart failure. Researchers are also investigating how to restore the microbiome of malnourished children.

    But access to adequate treatment is not assured, given the widespread damage to Gaza’s hospital system.

    Unfortunately successful treatment doesn’t guarantee survival. Lasting impacts of severe acute malnutrition are linked to high rates of disease and early death, even after treatment. Studies suggest up to 10.4% of children successfully treated in hospitals do not survive 12 months after they’re discharged.

    The devastating social and food conditions in Gaza are unimaginable to those of us living in other parts of the world. With no end in sight, the impact of food insecurity and lack of humanitarian aid can only lead to an escalation of the rates of malnutrition and diseases in those most vulnerable.

    The long-term consequences for Palestinians will be felt for generations to come.

    More than 2.8 million babies, toddlers and preschoolers are now displaced across Sudan, said Save the Children, with new figures released by the IOM showing the world’s largest displacement crisis is rapidly deteriorating for children.
    About 11 million people in Sudan – or 30% of the population – have been forced from their homes, including those displaced before and since the most recent conflict escalated in April 2023. The numbers have risen by 200,000 in the last month alone, with more than 45,000 people displaced in Al Jazirah state including 27,000 children in the past seven days [1].
    New figures reveal over half of the 11 million displaced – or 5.8 million – are children under 18, and over one quarter – or 2.8 million – are children aged under five [2]. These small children are uniquely vulnerable, and while displaced many will miss out on early childhood essentials – including vaccinations, clean water, healthcare, nutritious food, and shelter from extreme heat and cold.
    While about half of these children are now living in host communities, the remaining half are living in desperate conditions, with 18% in displacement camps, 16% in informal settlements or out in the open, and 9% in cramped schools or other public buildings. Many of these children are sharing their space with adults they don’t know, and have limited or no access to water and sanitation.
    Girls are particularly at risk, with over 3.2 million of the displaced children girls under 18, who face particular threats of sexual violence, rape, or early or forced marriage.
    Red Sea state in the country’s east has the highest proportion of displaced children, with children making up 60% of all displaced people, followed by Central Darfur with 57%. More than a third of those children and families now displaced in Sudan are from the capital Khartoum, which has witnessed some of the fiercest fighting of the conflict, followed by South Darfur (19%) and North Darfur (15%).
    Mohamed Abdiladif, Interim Country Director for Save the Children in Sudan, said:
    “Babies, toddlers, preschoolers – millions of the world’s most vulnerable people are currently living in some of the world’s worst conditions. The world has a duty of care for children and we are failing them.
    “When people are forced to flee their homes due to violence, it’s usually the women and. children who go first – and we often see displacement camps filled with children. But the number of children displaced in Sudan – and in particular, their young age and vulnerability – is staggering.
    “The situation in Sudan is spiralling out of control and every day more and more lives are put at risk with killings, violence and displacement. This has become one of the world’s most devastating humanitarian crisis but the world is not taking notice.
    “In the past week alone at least 10 children have been killed , including children as young as 10, and at least 43 children injured in Al Jazirah state. The UN has reported girls as young as 13 subjected to rape and sexual assault. We have also heard reports of children being detained, the widespread destruction of homes, and massive displacement, with families walking for days to reach safety.
    “We are urgently calling on the international community to take meaningful and urgent political action to address this crisis, for an immediate ceasefire and progress towards a lasting peace agreement.”
    Save the Children has worked in Sudan since 1983 and is currently supporting children and their families across Sudan providing health, nutrition, education, child protection and food security and livelihoods support. Save the Children is also supporting refugees from Sudan in Egypt and South Sudan.
