    Padilla, Schiff Announce Over $81 Million to Upgrade California Airport Infrastructure

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) announced that 18 California airports were awarded a combined $81.3 million in grant funding from the Federal Aviation Administration (FAA) to bolster aviation infrastructure. The funding comes through the Airport Improvement Program (AIP), which invests in airport infrastructure projects such as runways, taxiways, noise cancellation, airport signage, airport lighting, and airport markings.

    “Californians and the millions of people who visit our state each year deserve a safe and easy airport travel experience,” said Senator Padilla. “That starts with modernizing and rehabilitating outdated airport infrastructure. These critical investments will not just make travel smoother for passengers, but will reduce noise pollution in neighboring communities.”

    “These grants will allow us to make critical investments in our airport infrastructure that will enhance the travel experience for millions of visitors and travelers, improve safety, create more jobs, and boost our local economies,” said Senator Schiff.

    California airports receiving funding include:

    • Los Angeles International Airport — $22.80 million: This project acquires and installs full noise mitigation measures for 400 residences affected by airport noise exposure.
    • Van Nuys Airport — $19.45 million: This project reconstructs 3,138 feet of existing paved Taxiway connectors C, D, E, F, H, M, N, P, and Q pavement that have reached the end of their useful lives. This grant is associated with an Airports Infrastructure Grant which funds the remaining eligible portion of the project. This grant funds a portion of the final phase, which consists of reconstruction of 1,788 feet.
    • San Diego International Airport — $15 million: This project acquires and installs full noise mitigation measures for 250 residences affected by airport noise exposure.
    • San Luis Obispo County Regional Airport — $8.71 million: This project rehabilitates 6,101 feet of existing paved Taxiway A to maintain the structural integrity of the pavement and to minimize foreign object debris to extend its useful life. This grant is associated with an Airport Infrastructure Grant that funds the remaining eligible portion of the project. This grant funds a portion of the total project.
    • Hollywood-Burbank/Bob Hope Airport — $7.92 million: This project constructs a new 105,816 square yard Terminal Apron to bring the airport into conformity with current standards. This grant funds the final phase, which consists of construction of 74,071 square yards.
    • March Air Reserve Base — $3.27 million: This project reconstructs 13,950 square yards of the existing Golf Apron pavement that has reached the end of its useful life. This grant is associated with an Airport Infrastructure Grant that funds the remaining eligible portion of the project. This grant funds a portion of phase 2, which consists of construction.
    • Chino Airport — $1.05 million: This project rehabilitates 500 feet of existing paved Taxiway G to maintain the structural integrity of the pavement to extend its useful life. It also extends existing Taxiways H and L an additional 1,800 feet in length to bring the airport into conformity with current standards, while constructing new 1,800-foot Taxiways K, S, and T to bring the airport into conformity with current standards. This grant funds phase 1, which consists of design.

Last year, Senator Padilla announced $219.5 million in grant funding from the FAA through the AIP to upgrade aviation infrastructure. He also announced $89.3 million from the FAA’s Airport Terminal Program, made possible by the Bipartisan Infrastructure Law. Padilla and the late Senator Dianne Feinstein previously announced a combined $528 million from the Bipartisan Infrastructure Law for airport upgrades and modernizations across California.

    The 2025 President’s Circle Reception was part of the annual meeting and hosted by AIMBE President, Lola Eniola-Adefeso, Ph.D. The event brought together AIMBE Fellows and supporters to recognize those who have gone above and beyond in advancing AIMBE’s mission of advocacy for medical and biological engineering.

    Each year, a leader from AIMBE, or the broader medical and biological engineering community, is invited to serve as the designated honored guest. Dr. Cato T. Laurencin of UConn was invited because of his exceptional leadership in biomedical engineering, and his pioneering work in regenerative engineering. His presence highlighted the importance of continued advocacy and engagement at the highest levels of science and policy.

    AIMBE is the authoritative voice and advocate for the value of medical and biological engineering to society.

    Laurencin is the University Professor at UConn and the Albert and Wilda Van Dusen Distinguished Endowed Professor of Orthopaedic Surgery at UConn School of Medicine, professor of Chemical and Biomolecular Engineering, professor of Materials Science and Engineering, and professor of Biomedical Engineering at the University of Connecticut. He is the CEO of The Cato T. Laurencin Institute for Regenerative Engineering, a cross-university institute created and named in his honor at UConn.

    Laurencin is a fellow of AIMBE and previously served on its board of directors. He served as chair of the College of Fellows for AIMBE. He received the Pierre Galletti Award, the highest honor of the American Institute for Medical and Biological Engineering. More recently, Laurencin received the Professional Impact Award for Leadership from AIMBE recognizing his work as the founder of the field of Regenerative Engineering.

    In 2025, he has received the Paul Terasaki Innovation Award from the Paul Terasaki Foundation,  and the Bioactive Materials Lifetime Achievement Award. He will receive the Dickson Prize in Medicine this year. Many of the Dickson Prize awardees have gone on to receive the Nobel Prize.

    Laurencin was bestowed Knight Commander of the Order of St. Lucia, under the auspices of King Charles III of England by the Governor General of Saint Lucia. He is recognized as the leading international figure in polymeric biomaterials chemistry and engineering who has made extraordinary scientific contributions and with profound contributions to improving human health.

  • MIL-OSI Europe: Study – Generative AI and Copyright – Training, Creation, Regulation – 09-07-2025

    This study examines how generative AI challenges core principles of EU copyright law. It highlights the legal mismatch between AI training practices and current text and data mining exceptions, and the uncertain status of AI-generated content. These developments pose structural risks for the future of creativity in Europe, where a rich and diverse cultural heritage depends on the continued protection and fair remuneration of authors. The report calls for clear rules on input/output distinctions, harmonised opt-out mechanisms, transparency obligations, and equitable licensing models. To balance innovation and authors’ rights, the European Parliament is expected to lead reforms that reflect the evolving realities of creativity, authorship, and machine-generated expression. This study was commissioned by the European Parliament’s Policy Department for Justice, Civil Liberties and Institutional Affairs at the request of the Committee on Legal Affairs.

  • MIL-OSI Europe: Press release – Managing the influx of substandard goods from non-EU web shops

    On Wednesday, Parliament adopted proposals to manage the growing influx into the EU of substandard and potentially dangerous cheap goods from non-EU web shops.

    The report adopted with 619 votes in favour, 26 against and 46 abstentions identifies ways to alleviate the pressure on customs and market surveillance authorities struggling to check and ensure the safety of the 12 million small e-commerce packages arriving in the EU every day.

    Warehousing and removal of customs tax exemptions

    So-called “warehousing might be one helpful solution to check and ensure the safety of packages, MEPs say. This would involve convincing non-EU traders to set up warehouses inside the EU to process client deliveries. Checking their bulk shipments of similar goods into these EU-based warehouses would be considerably easier than checking individual packages coming to the EU from third countries.

    MEPs also support the removal of the current customs duty exemption for goods worth less than €150 in the framework of the wider Customs Code reform, as approximately 65% of parcels entering the EU are deliberately undervalued.

    Handling fee for small e-commerce parcels

    The report cautiously supports the Commission’s proposal to impose a €2 handling fee for individual e-commerce packages from outside the EU, as announced in its communication on e-commerce. MEPs want the Commission to verify that this amount is proportionate, compliant with WTO rules, and would not be passed on to EU consumers.

    Digitalisation and better rules enforcement

    The report also suggests that digitalisation and especially the use of new AI tools and block chain technology might ease the customs overload and make checks more efficient. MEPs urge EU member states to allocate more money to customs authorities for the uptake of these new tools. They call on the EU to focus on implementing existing rules and make sure platforms fulfil their obligations.

    MEPs also want member states to restrict high-risk vendors from operating in their critical infrastructure and border security systems, such as for the procurement of security screening and cargo scanning equipment used at airports and ports.

    Next steps

    Some of the proposals adopted today will be discussed during the negotiations between Parliament and Council on a major reform of Union’s Customs Code that started yesterday on 8 July 2025.

  • MIL-OSI Security: FBI San Antonio Issues Warning About Disaster Related Fraud Schemes

    The FBI stands united with our Texas Hill Country communities and those who have been impacted by the devastating floods of July 4. We urge the public to be aware of and vigilantly guard against fraud schemes that commonly emerge in the wake of major disasters.

    Unfortunately, after major catastrophic events it is common for scammers to seek opportunities to take advantage of the charitable public who generously contribute to recovery efforts. Fraudsters capitalize on the goodness of regular Americans by posing as charities or humanitarian aid organizations where fraudulent donations can be solicited in person, online, or via cryptocurrency. 

    In 2024, the FBI Internet Crime Complaint Center (IC3) received more than 4,500 complaints representing approximately $96 million in losses from fraudulent charities and disaster relief campaigns.

    “Tragically, natural disasters often create ideal situations for opportunistic criminals to prey on those experiencing profound loss or those offering assistance to others,” said FBI San Antonio Special Agent in Charge Aaron Tapp. “Scammers who view this heartbreaking disaster as an illicit financial opportunity will be identified and held accountable. They should know that the FBI and our partners will use every tool at our disposal to stop them or anyone else who seeks to use this disaster for personal gain.”

    “In the wake of tragedies like the one residents and visitors to the Texas Hill Country recently experienced, the worst elements of our society often look to take advantage of those who have lost everything,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “If you or someone you know is a victim of fraud related to the recent flooding, do not hesitate to report it to the FBI. Here in the Western District, we will do everything we can to hold to account those who would take advantage of a person’s loss and heartache.”

    We remind the public that some criminals claim to be representatives of the government or well-known nonprofits (such as the American Red Cross), and they solicit donations through emails, texts, or phone calls. Officials with government disaster agencies never call or text to ask for financial information, and there is no fee to apply for assistance. To learn more about legitimate flood resources available those effected by disaster, visit the Texas Disaster Portal at disaster.texas.gov.

    Sometimes, scammers offer to help victims secure government-provided temporary housing if the resident pays a small fee to reserve a space or as a security deposit on a key. Other scams include unsolicited work crews who show up unannounced offering to do quick repair work. Contact your insurance company before hiring anyone, and make sure the company you hire is licensed and bonded. 

    Do your own research before you donate. Best practices include, but are not limited to:

    • Donate to charities you know and trust.
    • Designate the donation for a specific disaster relief effort as opposed to a general fund.
    • Practice good cyber hygiene. Never click on links or open attachments in unsolicited emails, texts, or social media posts. To protect against common scam tactics such as Smishing, Vishing, and Spear Phishing, see – ic3.gov-PSA
    • Verify the legitimacy of any solicitation by contacting the organization directly through a trusted contact number.
    • Beware of organizations with names that are similar to, but not exactly the same as, those of reputable charities.
    • Avoid charities that ask for you to pay by cash, gift card, virtual currency, or wire transfer.
    • Pay by credit card or write a check directly to the charity; do not make checks payable to individuals.
    • Know that most legitimate charity websites end in “.org” rather than “.com.”
    • Make contributions directly; do not rely on others to make a contribution on your behalf.
    • Utilize resources provided by the Federal Trade Commission to learn how you can donate safely and avoid scams.

    In working with NOV to install a robotics system on one of its land rigs in Canada, Precision Drilling faced several non-technical challenges. Specifically, the project emphasized the importance of tempering expectations on what the system could do, as well as the importance of securing strategic alignment with both the vendor and the operator early on in order to actualize ideas effectively.

    Speaking with DC from the 2025 IADC World Drilling Conference, Robert Houston, VP of Operations at Precision Drilling, talked about these challenges, as well as how the technologies impacted multiple key performance indicators. Mr Houston also discussed potential performance gains that robotics systems in general can provide to drilling contractors.

    The introduction of AI and cloud computing platforms has allowed the drilling industry to link previously isolated operational technology (OT) systems onboard rigs. This integration presents both opportunities and challenges with regards to cybersecurity. It will be critical for drillers to understand how they can effectively mitigate the potential cyber risks and enhance their overall security as AI and the cloud become more integral to their operations, said Mate Csorba, Lead Cybersecurity Specialist at DNV.

    In this interview with DC from the 2025 IADC World Drilling Conference, Mr Csorba outlined what he called the “blurring of borders” between OT systems and IT (information technology) systems, as well as the short-, mid- and long-term use cases for AI in drilling. He also discussed the role AI may or may not play in cybersecurity.

    At a press conference held on July 7, Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry, gave comprehensive answers to key questions about the development of urban transport.

    Major Metro Upgrades:

    – The share of upgraded rolling stock in the Moscow Metro has reached 77%.

    – So far this year, 144 Moskva-2024 cars have been delivered, with another 128 expected by the end of the year.

    – In 2026–2027, the fleet will be expanded with more than 700 new Moskva-2026 cars.

    – By 2030, the share of new trains will exceed 90%.

    Industrial Growth and Innovation:

    – Moscow is the largest industrial and scientific center in Russia, home to over 4,500 enterprises.

    – Over the past five years, clothing production has increased 58.3 times, machinery and equipment production 7.5 times, and electronics and optics production 5.4 times.

    – The industrial production index for January–May 2025 rose by 6% compared to last year.

    Autonomous Technologies and Safety:

    – In 2025, Russia’s first passenger-carrying autonomous tram will start operating; by 2035, the entire tram fleet will be autonomous.

    – The metro is implementing the “Sfera” video analytics system, which has already helped locate 17,000 criminals and 2,000 missing people, including children.

    The European Democracy Shield Committee’s mission to Moldova (26-28 May 2025) examined the current challenges of hybrid warfare and Moldova’s institutional response to foreign interference.

    The State Duma deputies adopted the draft federal law “On Certain Issues of Regulating the Platform Economy in the Russian Federation” in the first reading, as well as a package of amendments to industry legislation required in connection with the new regulation. These measures are designed to ensure transparency and stability of the market, protect the interests of consumers and entrepreneurs, and create conditions for the further growth of the platform economy.

    The new regulation was developed on the instructions of the Chairman of the Government of the Russian Federation Mikhail Mishustin and under the supervision of the Deputy Chairman and Chief of Staff of the Government of the Russian Federation Dmitry Grigorenko.

    “The President has instructed to speed up the adoption of the law on the platform economy, and together with the deputies we have already begun to implement this task. Last week we submitted an initiative to the State Duma, and today the draft law was adopted in the first reading. Such efficiency proves that we and the deputies see the goal of regulation in the same way. This is the protection of the rights and interests of our citizens: buyers, sellers, owners of order pick-up points and, in general, all participants in the platform economy,” commented Deputy Prime Minister – Chief of Staff of the Government of Russia Dmitry Grigorenko.

    The main focus of the developed regulation is on intermediary digital platforms that combine information about goods and services, allow transactions and payments, noted Maxim Reshetnikov, Minister of Economic Development of Russia, in a report to the lower house of parliament. A unified conceptual apparatus is also introduced, the rights and obligations of platform operators, sellers, buyers and service providers are clearly defined.

    “Over the past four years, online sales have quadrupled, and their share in retail trade has reached 15%. About 80% of Internet users access platforms every month – 6 billion orders were placed in 2024. Business is actively moving online: today, more than a million sellers work on platforms, and 80% of them are representatives of small and medium businesses,” Maxim Reshetnikov emphasized.

    The new regulation will increase trust in the platform economy. Every day, more than half of the country’s population becomes buyers, sellers, and orders various services through platforms – from grocery delivery to taxi rides, the minister emphasized.

    A number of measures are aimed at increasing the responsibility of platforms to buyers. Now operators are required to check data on sellers through the public services portal and official registers. Product cards without safety confirmation (labeling, certification or declaration of conformity) will not be published. Additionally, requirements for the storage of goods are established, including compliance with sanitary standards.

    Agreements between operators and sellers must include clear grounds for sanctions, changes in the position of the product card in search results, the procedure for changing prices and calculating the operator’s remuneration for providing services. Platform operators, in turn, are required to notify partners of changes in essential conditions at least 45 days in advance. Fines and blocking are possible only after a reasonable notice of three days. The use of discounts at the expense of the seller is allowed only with his consent, which can be revoked at any time. Also, platforms are required to provide reconciliation statements of mutual settlements upon request within seven days and update them monthly.

    “Such detailing will make it easier for businesses to defend their rights. Moreover, it will be possible to resolve disputes with platforms not only through the courts, but also out of court. For this purpose, a special system will become mandatory on platforms, through which a compromise can be found with the operator,” Maxim Reshetnikov emphasized, adding that initiatives of State Duma deputies, as well as proposals from businesses, industry associations and experts, were taken into account when developing the bills. This made it possible to create a balanced regulatory system that will contribute to the sustainable development of the platform economy.

    Digital platforms are a fast-growing segment of the economy, and its regulation requires a serious, balanced approach, says Denis Kravchenko, First Deputy Chairman of the State Duma Committee on Economic Policy.

    “Today, the State Duma supported the bill on the platform economy in the first reading. We have been working on this bill together with the government for over a year. During its preparation, the text of the law underwent significant changes taking into account the position of market players, the expert community and deputies. Yesterday, the bill was unanimously supported by deputies of the Committee on Economic Policy. Today, during the discussion, consolidated support was also born. This is very important for us.     SUMMARY…A couple of weak supercells may develop across parts of
    lower Michigan through the afternoon with an attendant threat for
    large hail and severe winds. Watch issuance is not anticipated given
    the limited coverage of this threat.

    DISCUSSION…Early thunderstorm development is underway across
    central to southern lower MI as convection percolates along several
    subtle boundaries over the region, including a weak cold front, a
    lake-breeze boundary, and a weak surface trough. Despite somewhat
    nebulous surface features and weak low-level winds, GOES-derived
    winds suggest shear within the cloud-bearing layer is between 25-30
    knots. This is slightly stronger than anticipated by morning
    guidance, and hints that the kinematic environment is supportive of
    organized convection. Similarly, a cold bias is noted in morning
    guidance with observed temperatures running 2-4 F warmer than
    anticipated. Consequently, surface-based CAPE estimates in recent
    mesoanalyses may be more representative of the thermodynamic
    environment and suggests around 2000-2500 J/kg SBCAPE is in place
    across lower MI. Overall, these trends point towards a favorable
    convective environment for weak supercells and/or organized
    clusters. Meager forcing for ascent will likely limit severe storm
    coverage, which should negate the need for watch issuance, but a few
    instances of large hail/severe winds appear possible through late
    afternoon.

    A collaborative effort between NREL and CubicPV has yielded a perovskite minimodule that belongs in the record books.

    The 24.0% certified efficiency marks the first time a U.S. effort has set a record in the perovskite minimodule category.

    The researchers at NREL and at CubicPV, a company based in the Boston area, made the minimodule consisting of multiple interconnected cells, with several steps in the fabrication sequence done at each location.

    Kai Zhu, a senior scientist in NREL’s Chemistry and Nanoscience Center has previously collaborated with CubicPV. Zhu said the complementary expertise of the two organizations is a testament not only to technical excellence, but to the accelerated impact of combining complementary strengths.

    “It’s really the strength from both parties that creates the environment for record setting,” he said. “Both teams can achieve great results —but collaboration amplifies our impact and sets new device benchmarks.” CubicPV’s focus is on tandem solar devices, using perovskites on top of silicon to make a solar panel that captures more photons and continues to lower the cost of energy, while NREL’s focus is on advancing manufacturing, durability, and efficiency of perovskite-enabled tandems. The collaboration amplifies each partner’s strengths.

    Unlike silicon, perovskites are created by using a low-temperature (less than 200°C) ink-based printing or vacuum coating process with primarily earth-abundant materials. The technology has proven to be efficient at small scale, and work to improve durability and efficiency on larger-area devices, which are prerequisite for commercial adoption, continues. Perovskites hold the promise of diversifying the supply chain and increasing domestic production of solar photovoltaic modules.

    Adam Lorenz, chief technology officer of CubicPV, said future efforts will focus on demonstrating durable performance outdoors and producing larger area perovskite modules. “We are committed to leveraging U.S. technical leadership and collaborating with the top researchers in the world to drive cutting-edge perovskite science toward scalable, commercially viable, and durable products,” he said.

    The previous record for a perovskite minimodule, published in May 2025, was 23.9%. The solar cell efficiency tables are published twice a year in the journal Progress in Photovoltaics. The next iteration will appear near year’s end, which gives NREL and CubicPV time to surpass their current record.

    The U.S. Department of Energy’s Solar Energy Technologies Office funded the research.

The senator discussed how the legislation incentivizes the coal and oil and gas industries to work together to help stabilize the electrical grid and produce more energy from America’s abundant resources. The bill:

    • Unlocks access to taxpayer-owned oil, gas and coal reserves. To this end, the legislation requires the Interior Department to:
      • Hold quarterly lease sales for oil and gas.
      • Take prompt action on new coal lease applications.
      • Open for leasing an additional 4 million acres of known recoverable federal coal reserves.
    • Rolls back Green New Deal policies imposed under the Biden administration, including:
