    Headline: Tags that help players identify accessibility features now available across all digital Xbox experiences

    Created in collaboration with the Entertainment Software Association (ESA), Electronic Arts, Google, Nintendo of America, Ubisoft and other gaming companies as part of the newly formed Accessible Games Initiative, the Accessible Games Initiative tags help the more than 429 million players with some form of disability identify the accessibility features available in a specific game, before they make a purchase.

    This transition to the new Accessible Games Initiative tags is a continuation of the work Xbox started in 2021 by releasing the Xbox Game Accessibility Feature tags.  Any Xbox Game Accessibility Feature tags that do not have equivalent Accessible Games Initiative tags will remain on our platform. This new combination of tags will make it even easier for players with disabilities to learn about available accessibility features and find their next great game. 

    We caught up with Brannon Zahand, Senior Technical Program Manager at Xbox, and Steve Saylor, content creator and gaming accessibility advocate, to discuss the work towards greater standardization of accessibility in games, what these tags mean for players today, and why this work is important.

    Interview with Brannon Zahand, Senior Technical Program Manager at Xbox, and Steve Saylor, Content Creator and Gaming Accessibility Advocate

    Today’s a big day! What does it mean to you, on a personal level, to have the new Accessible Games Initiative tags available across all digital Xbox experiences?

    Brannon Zahand: This work has been over half a decade in the making, so finally seeing these new tags in our store experiences is incredibly exciting. And it’s been amazing to see not just the positive community sentiment, but the rapid adoption we’ve had from game developers.

    Steve Saylor: I’m very excited! As more and more accessible games are being released, being able to find them via tags that cater to my accessibility needs is fantastic. I’ll be able to find my next favourite game or find that rare gem that I would’ve missed.

    Where exactly can players find these new tags, and will the Xbox Game Accessibility Feature Tags still be available?

    Zahand: On console, these tags can be found in many places, including the Xbox Store and filters in “My Games & Apps.” They are also available in the Xbox PC app, Xbox Mobile app, as well as on Xbox.com. In total, players will find more than 4,000 tags across all these experiences, which we’re really proud of. As for the original Xbox Game Accessibility Tags, we kept the tags which didn’t have Accessible Games Initiative equivalents as we heard from the community that they still found these very helpful. Those tags are “Accessibility on launch,” “On-demand tutorials,” “Pausable,” “Adjustable input sensitivity,” and “Single stick gameplay.”

    Why are these new tags being introduced, when Xbox already had its own tagging system?

    Zahand: Obviously, we love our Xbox Game Accessibility Tags. Developers and consumers alike both told us they gained a lot of value from them. But, at Xbox, we really view accessibility through the lens of collaboration, not competition. We realized we can do more good for our community and the developers that support them if we can align with other industry leaders to create a consistent language for developers to share information about what accessibility features their games have, regardless of platform or storefront. It reduces the amount of effort developers have to make to try to support different tagging systems, and makes it easier for the community by reducing the number of tagging systems they have to learn.

    As a founding member of the Accessible Games Initiative, what was it like to work with not only the ESA, but other industry partners, on these tags?

    Zahand: It was such an amazing experience. There are so many passionate accessibility experts and advocates in our industry now, and having the opportunity to tackle such a transformative initiative with them was so rewarding. My sincere thanks go out to each and every one of them for all the effort they poured into making the Accessible Games Initiative a reality.

    The Accessible Games Initiative marks a significant step in the standardization of accessibility in video games. Why is this important?

     Zahand: For years, people spoke about accessibility using similar terms but with very different meanings and expectations. For example, a long time back, I remember seeing a game that advertised itself as having subtitles. I was excited to try it out until I realized the subtitles were white text… and a decent chunk of the game was played in a snowy environment. There were points where it was impossible to read the text. Now, I was fortunate that I didn’t need the subtitles; for me, they were a “nice to have.” But I can imagine that those who rely on subtitles, like players in from the d/Deaf and hard-of-hearing community, were likely frustrated by this. With these new tags, individuals buying a game tagged with “Large & Clear Subtitles” can be certain that the subtitles will have an adjustable background ensuring they’ll be able to read text regardless of the  game environment in the background. And if you think about it, this makes it easier for game developers as well. It gives them a clear place to start when they think about what types of accessibility features they may want to implement and the “minimum bars” that make those features useful and enjoyable.

    Saylor: It’s important because right now accessibility information about a game is rare. We get some info here and there, but we often won’t know if a game is accessible until we buy it and play it ourselves. With these tags it’s a great step forward for the industry to at least have a baseline of information so we can make our purchasing decisions wisely.

    What do you hope these tags signal to the rest of the industry?

    Zahand: I hope these tags are a reminder to developers, publishers, and consumers alike that accessibility is a win-win. Accessible games are good for everyone. For gamers, they give those who need these features an opportunity to take part, and those who simply enjoy customizing their gaming experience more options to do so. For developers, it allows their art to be enjoyed by more people. And since the use of these tags and implementation of these features isn’t mandatory, it gives them the freedom to do what they think is best for their game and players.

    Saylor: I hope it’s a signal to the industry that accessibility is not a daunting thing. Yes, it can be a lot of work. But, instead of being a mysterious thing, developers can look at the tags and say, “Oh that’s how you do it? That can totally be done.” It’s not the whole picture but it at least sets a standard going forward.

    If I am a game developer hearing about these tags for the first time, how can I get involved?

    Zahand: For Xbox developers, I’d recommend checking out our developer documentation on both the Accessible Games Initiative tags and Xbox Accessibility Feature Tags at https://aka.ms/afts. And for those developing on other platforms, a great place to get started is the Accessible Games Initiative website at https://www.accessiblegames.com. 

    Finally, are there any games that have surprised and delighted you with their accessibility options, and how are those represented in the new AGI tags?

    Zahand: It’s amazing to see how many titles have adopted these tags since they became available. I was really happy to see that Indiana Jones and the Great Circle, South of Midnight, and Doom: The Dark Ages all implemented some great accessibility features, including features covered by both the Accessible Games Initiative tags and Xbox Accessibility Feature tags.

    Saylor: A game that surprised me the most this year was Atomfall. Not only is it a great game to play on Game Pass, but it has a large amount of accessibility that made it so much fun to play. It has multiple tags already that include Clear and Large Text, Large and Clear Subtitles, Playable with Keyboard, or Touch controls, and more. I definitely recommend giving it a try!

    We set this ambitious performance target because industry research shows that waiting longer than 300 to 400ms for the initial content can significantly impact user satisfaction. By meeting this critical threshold, we ensure that the most used browser features appear almost instantly, letting you engage with the content sooner.

    This achievement not only aligns with widely recognized web performance standards but also underscores our commitment to delivering industry-leading speed. With Microsoft Edge, you get a smooth, enjoyable online experience with minimal delays, faster access to content, and a real sense of instant responsiveness.

    Since our previous blog post, we have dramatically reduced load times by an average of 40%, and achieved greater responsiveness, for 13 browser features, such as:

    • Settings: you can now more quickly load and navigate to the browser settings and customize your browsing experience.
    • Read aloud: to experience AI-powered reading of webpages in more languages, accents, and voices—all with reduced startup time and smoother playback.
    • Split screen: effortlessly switch between tasks and windows with near-instant navigation and less loading delays.
    • Workspaces: from the moment you open a page, tasks feel more responsive and intuitive, allowing you to dive into your work without delay.

    For a student wondering what to study, a teacher rethinking how to teach, or a business owner managing a workforce—artificial intelligence is no longer theoretical. It’s personal. And it’s why we believe some of the most important work ahead isn’t just building smarter machines—it’s ensuring those machines help people thrive.

    That’s why today we’re announcing Microsoft Elevate and the AI Economy Institute—to ensure that as AI transforms our world, we’re putting people first by equipping them with the skills, knowledge, and tools to thrive with AI.

    Microsoft Elevate brings into one organization our technology support, donations, and sales for schools, community colleges, and nonprofit organizations. It is the successor to and expands upon the longstanding work of Microsoft Philanthropies and the Tech for Social Impact team that supports nonprofits.

    More broadly, this represents our next chapter for corporate philanthropy and our non-commercial business model. As we have with Tech for Social Impact, we will run this new business with commitments to reinvest a share of our profits into nonprofit programs. We are announcing today that over the next five years, we will donate on a global scale more than $4 billion in cash and AI and cloud technology to K-12 schools, community and technical colleges, and nonprofits to help advance their missions.

    Microsoft Elevate will also pursue the next phase of our global skilling programs and initiatives. Through the Microsoft Elevate Academy, it will help bring AI education and skills to people around the world. In the next two years, the Microsoft Elevate Academy will help 20 million people earn an in-demand AI skilling credential ranging from foundational fluency to advanced technical training. Working in close coordination with other groups across Microsoft, including LinkedIn and GitHub, Microsoft Elevate will deliver AI education and skilling at scale. And it will work as an advocate for public policies around the world to advance AI education and training for others.

    Microsoft will partner with governments on a national, state, and local basis, as we have with the largest state in Germany, North Rhine-Westphalia. It will focus on advancing AI education and training with schools, community colleges, and nonprofits. It will launch new and innovative initiatives, including the support we’re announcing today for a new “Hour of AI” with Code.org. It will build on our existing partnerships with leading labor organizations, as we announced yesterday with the American Federation of Teachers. And we will pursue many more partnerships to come. Put together, these efforts represent a bold step to create the skilling infrastructure the world will need to put AI to work.

    A moment to reflect

    Today’s tech sector is in an AI race—with some aiming to be the first to reach artificial general intelligence or even superintelligence. But what do we really hope to create at the supposed finish line?

    The best time to ask hard questions about AI’s future is now—before it becomes even more powerful and pervasive. History shows that technology can empower creativity, expand knowledge, and connect people. But it can also deepen divides. Nearly 150 years after Thomas Edison lit his first light bulb, hundreds of millions still lack electricity. And in just 15 years, social media has gone from what people saw as a promising tool to spread democracy to a weapon of disinformation.

    As we look ahead, we must ask ourselves: Are we building machines to replace people, or to help people thrive? Are we trying to create AI that will outsmart humanity—or elevate it?

    At Microsoft, we’re putting a clear stake in the ground: we believe in advancing AI by putting people first.

    Elevating the humanity of work

    This initiative is part of a broader commitment to help people shape the future of work, not just react to it.

    Work has always been more than a paycheck. It’s how people contribute, grow, and find meaning in their lives. It’s a source of identity, purpose, and dignity. This isn’t a new idea. Two thousand years ago, Aristotle called it eudaimonia—the ability to flourish through purposeful activity. That idea still resonates today, especially as AI begins to reshape the nature of work itself.

    AI is a powerful tool that can help us learn and be more productive. But as with any tool, it needs to be used in the right ways and with a broad perspective. This is one of the lessons from the use of social media. We’ve probably all experienced someone connecting on their phone with a friend far away while ignoring a family member sitting in the same room. We need to use AI to think more, not less. And this is a function not only of technology but culture and habits. It will require thoughtful conversations in homes, schools, and in the workplace about how we make the best use of AI.

    Ultimately, the conversation about AI and jobs must begin with people—not just productivity. Machines can process data, but only humans can exercise judgment. Machines can mimic language, but only humans can offer empathy. Machines can optimize, but only humans can care. The goal isn’t to build machines that replace us—it’s to build machines that help us do more and do it better.

    One key to success will be partnerships, so a broad array of stakeholders can have input into where AI is going. That means working with governments, educators, labor unions, employers, and community leaders to ensure AI reflects human values and serves human needs.

    This is why we have been deepening our partnerships with labor organizations like the AFL-CIO and, as announced yesterday, with the American Federation of Teachers, or AFT, to deliver AI training to union members, apprenticeship instructors, and educators—including a new National Academy for AI Instruction and a summer skilling series across the building trades. We’re also working with policymakers to encourage public policies that support lifelong learning, workforce readiness, and equitable access to AI education.

    A new corporate think tank: Microsoft’s AI Economy Institute

    It’s important to acknowledge that we don’t have all the answers to the new questions that AI will pose for societies around the world. No one does.

    To support our work with deeper research and policy insight, Microsoft Elevate will work in close coordination with the Microsoft AI Economy Institute. We started work this past January on what is a new kind of corporate think tank—one designed to bridge the gap between technological innovation and societal impact.

    Housed within the AI for Good Lab and building on the best traditions of Microsoft Research, the Institute sponsors and convenes researchers to explore how AI is reshaping work, education, and productivity. It’s focused on turning those insights into real-world solutions that inform Microsoft’s strategy and public policy engagement.

    The Institute supports academic research that explores the transformative potential of AI around the world. Current projects, representing academics from universities across the globe, began earlier this year and span from investigating how generative AI can drive transdisciplinary academic innovation to addressing policy gaps in African higher education to evaluating the real-world labor market value of AI skills and micro-credentials. This work underscores the Institute’s commitment to inclusive, evidence-based insights that shape responsible and globally relevant AI futures. With fast publication cycles and a commitment to open collaboration, the Institute ensures that its research reaches not only internal teams but also the public and policymakers around the world.

    The Institute’s work will directly inform Microsoft Elevate’s skilling programs and initiatives, helping to create the training programs, partnerships, and policy frameworks needed to prepare people for the AI economy.

    Through workshops, convenings, and applied research, the AI Economy Institute is poised to become a leading voice in the global conversation on AI and economic transformation—ensuring that the benefits of AI are broadly shared and that the infrastructure for inclusive growth is built alongside the technology itself.

    This is part of an even broader ongoing effort to advance AI as a tool for good around the world. This will include the evolution of our AI for Good Lab, which advances applied research projects to use AI to meet societal needs. It also includes our support for responsible AI with a wide variety of partners, including universities, nonprofits, and the AFL-CIO and its members. It also includes faith-based organizations, including the Vatican and its Rome Call for AI Ethics. And important intergovernmental organizations, including key United Nations agencies.

    Building on a 50-year legacy

    More than any other tech company, Microsoft’s 50-year history gives us a unique appreciation for what it takes for people and technology to flourish together. Because the PC and our operating systems have always functioned as open platforms, we understand how to support a broad global ecosystem of software developers and innovators. And because Microsoft strived early on to put “a computer on every desk and in every home” when that seemed like an implausible dream, we appreciate what technology success truly requires. It’s based not only on great innovations but also critical work to make these innovations accessible and to equip people with the skills needed to use them in their daily lives.

  • MIL-OSI USA: Senator Hassan Introduces Bipartisan Bill to Cut Down on Medicare Waste, Fraud, Abuse

    WASHINGTON – U.S. Senators Maggie Hassan (D-NH), Eric Schmitt (R-MO), and Tim Sheehy (R-MT) introduced the Medicare Transaction Fraud Prevention Act which will use predictive modeling to cut down on the waste, fraud, and abuse in the Medicare system while also protecting people’s privacy and access to care.

    “New technologies allow for innovative ways to root out waste, fraud, and abuse and safeguard taxpayer dollars,” said Senator Hassan. “This bipartisan bill takes a common-sense approach to protecting seniors and Medicare as a whole by identifying possible fraudulent activity while also providing appropriate privacy protections, human review, and protection of the benefits that seniors have paid into and deserve.”

    “Artificial intelligence has set our nation at the precipice of the next great American revolution, and harnessing AI’s power to identify potential waste, fraud, and abuse will help strengthen the Medicare system for those who depend on it and ensure our taxpayer dollars are being well spent. I’m glad to lead this bipartisan bill to utilize cutting edge technology to help America’s seniors and protect Medicare benefits,” said Senator Schmitt.

    The Medicare Transaction Fraud Prevention Act would create a pilot program for testing a risk-scoring algorithm to provide oversight of payments for durable medical equipment and clinical diagnostic laboratory tests under the Medicare program. The predictive algorithm would assign a risk score to transactions, which would then be sent for review to the Inspector General’s office. High risk scores would be assigned to claims billed at a rate or style deemed irregular. This would allow human inspectors to prioritize reviews of transactions most likely to be fraudulent.     Work begins at state-of-the-art weather centre headquarters

    Construction has begun on the European Centre for Medium-Range Weather Forecasts, marked by a breaking ground ceremony on Wednesday 9 July.

    Construction has begun on a new cutting-edge facility for meteorological research and forecasting, marked by a breaking ground ceremony.

    The event took place today (July 9) at the site of the new headquarters for the European Centre for Medium-Range Weather Forecasts (ECMWF) at the University of Reading’s Whiteknights Campus, led by Lord Vallance, Minister of State for Science, Innovation and Technology. 

    Also in attendance were key stakeholders in the project including ECMWF Directors, Penny Endersby, CEO of the Met Office and President of ECMWF Council, Mark Bourgeois, CEO at the Government Property Agency (GPA) which is delivering the scheme, and representatives of the University of Reading, Mace – design and build construction partners, project advisors AtkinsRéalis and BDP – the architects.

    Construction of the modern, accessible and highly sustainable headquarters, which is being funded through the Department for Science, Innovation and Technology (DSIT), is expected to be ready for occupation in early 2027. 

    ECMWF will move from its existing premises in Reading, where it has been for half a century, to the new headquarters. Once operational the building will accommodate up to 300 scientists and staff to support world-leading work on all aspects of weather prediction systems, forecast production and research into climate change. The state-of-the-art facility will support the use of the latest advances made in areas such as data assimilation, earth system modelling, predictability and reanalysis to improve weather predictions and understanding of climate.

    UK Science Minister Lord Vallance said:

    The UK is proud to continue to host the headquarters of the European Centre for Medium-Range Weather Forecasts. This state-of-the-art facility places the UK at the heart of international efforts that are helping us to make better sense of our weather and climate.

    By improving our weather predictions we can optimise our energy consumption estimates, adjust transport schedules effectively and give our farmers time to prepare for extreme weather – helping people and businesses to save money, cut energy use and stay safe.

    With the university’s Department of Meteorology and parts of the UK Met Office, National Environment Research Council (NERC) National Centre for Atmospheric Sciences and NERC National Centre for Earth Observation all currently located within the university – and now the new ECMWF HQ – means the town of Reading is home to an exceptional cluster of weather, climate research and operational forecasting facilities.

    Florence Rabier, ECMWF Director General said: 

    After 50 years at Shinfield Park in Reading, we are pleased that this move to state-of-the-art sustainable premises will provide excellent facilities for our staff and visitors, and bring us even closer to many colleagues at the university.

    ECMWF is an intergovernmental organisation with 35 member and cooperating states that have built a strong international collaboration with each of these countries’ meteorological services. As well as traditional numerical weather prediction and research, together with our member and cooperating states, we are spearheading the artificial intelligence/machine learning revolution in weather science for the benefit and protection of citizens.

    Mark Bourgeois, the GPA’s CEO said:

    It is a landmark occasion to get construction underway of this new facility, which has been designed to industry-leading net zero carbon standards. This project is a perfect example of cross-government collaboration which will deliver a modern, inspirational and energy-efficient headquarters for ECMWF’s forecasting, research and training functions, retaining a world-leading scientific organisation and attracting long-term investment into the region.

    It’s another milestone for us at the GPA to deliver smart, modern, sustainable and digitally connected workplaces that focus on supporting productivity and wellbeing.

    IADC President Jason McFarland addresses the current climate of uncertainty facing the drilling industry with a message of resilience and unity in his latest editorial From the July/August issue of Drilling Contractor. While acknowledging the uncomfortable reality of uncertain times, McFarland reminds Members that this industry has an extraordinary track record of not just surviving challenges, but emerging stronger from them.

    Drawing from the industry’s rich history of weathering major downturns, tragedies, and even a global pandemic, McFarland argues that drilling professionals are uniquely positioned to face today’s uncertainties. The cyclical nature of both the industry and life itself means that current challenges are simply the newest chapter in a long survival story spanning over a century.

    McFarland emphasizes that drilling remains essential for the foreseeable future, with the industry’s people and assets well-suited to play an active role in the energy expansion. He points to collaboration and adaptability as the twin pillars of the industry’s longevity, citing 2025 IADC Chairman Kevin Neveu‘s insight that “when teamwork, mutual respect and cooperation are the main objectives, everything else becomes easier, and success becomes more attainable.”

    These principles were showcased at the 2025 IADC World Drilling Conference and Exhibition, where over 500 industry members gathered for discussions ranging from automation and AI to sustainability and cultural innovation. A standout panel, “Oil & Gas 2045: Next-Gen Energy & Fueling the Future,” featured diverse perspectives from drilling contractors, training providers, and IADC Student Chapter Members.

    The Association’s advocacy efforts continue to strengthen the industry’s unified voice, with recent meetings involving leaders from the EU, Namibia, Mexico, Suriname, and Oman. IADC VP of Policy Joe Lillis has been actively addressing concerns about metal tariffs and their potential industry impacts, while the organization’s Washington, D.C., fly-in events facilitate direct Member engagement with key legislators.

    In a particularly poignant reflection, McFarland discovered that many challenges facing the industry today mirror those from IADC’s founding in 1941, including concerns about government priority ratings. Rather than discouraging, he finds this continuity comforting—proof that despite decades of obstacles and external misunderstanding, the industry remains as necessary as ever.

    As uncertainty continues to challenge the sector, McFarland’s message is clear: it’s natural to wish for more stability, but the drilling industry’s greatest strength lies in its resilience.

    On the occasion of his State Visit to Namibia, Prime Minister Shri Narendra Modi met today with the President of Namibia, H.E. Dr. Netumbo Nandi-Ndaitwah at the State House in Windhoek. On arrival at the State House, Prime Minister was warmly welcomed by President Nandi-Ndaitwah and accorded a ceremonial reception. This visit from India to Namibia at the level of Prime Minister took place after 27 years. This was also the first bilateral State Visit that President Nandi-Ndaitwah hosted after taking over office in March this year.

    ​Prime Minister congratulated President Nandi-Ndaitwah on being elected the Head of State of Namibia. The two leaders recalled the proud history that underpins bilateral ties. Prime Minister conveyed condolences on the passing away this year of the Founding Father of Namibia, Dr. Sam Nujoma. The two leaders held discussions on further strengthening bilateral ties, including in the areas of defence, maritime security, digital technology & UPI, agriculture, health and pharma, energy and critical minerals.

    Expressing satisfaction with the growth in bilateral trade, the leaders noted that full potential on this account was still to be tapped. In this regard, they called for discussions on India-SACU PTA to be expedited. Prime Minister noted that India would be scaling up development cooperation efforts through capacity building programs for Namibian experts and exploring partnerships in setting up manufacturing facilities in Namibia. Prime Minister offered India’s support for Quick Impact development projects in the areas of agriculture, Information Technology, cyber security, healthcare, education, women empowerment and child welfare. Prime Minister shared the experience of India in using drones for agricultural purposes, a project which could bring value to Namibia.

    ​Prime Minister thanked President Nandi-Ndaitwah for Namibia’s support in the Cheetah conservation project in India. He also invited Namibia to join the International Big Cat Alliance.

    ​The two leaders discussed global issues of mutual interests. Prime Minister thanked Namibia for its strong support and solidarity extended to the people of India in the wake of the Pahalgam terror attack. They agreed to strengthen the global fight against terrorism. They also committed to work together to amplify the voice of the Global South.

    Following the talks, the two leaders witnessed the exchange of two MoUs in the fields of health and entrepreneurship. In addition, it was announced that Namibia has joined the Coalition for Disaster Resilient Infrastructure and Global Biofuels Alliance, and it is the first country to enter into a licensing agreement to adopt UPI technology.

  • MIL-OSI Africa: Technip Energies Advances Mozambique Floating Liquefied Natural Gas (FLNGs) Development, Begins Production in Senegal and Mauritania

    French engineering and technology company Technip Energies is expanding its presence across Africa’s energy sector, advancing key projects and supporting the continent’s energy transition. The company is set to advance the development of a floating liquefied natural gas (FLNG) vessel for the $7.2 billion Eni-led Coral Norte project in Mozambique in the short-term period. Following an April 2025 approval by the Mozambican government, Eni will adopt Technip Energies’ FLNG unit with a capacity to produce 3.55 million metric tons of LNG per annum. The project is anticipated to achieve first production by the second half of 2028.

    As part of its commitment to African energy development, Technip Energies is participating as a gold sponsor at African Energy Week (AEW): Invest in African Energies, taking place from September 29 to October 3, 2025, in Cape Town. Under the theme Invest in African Energy: Positioning Africa as the Global Energy Champion, the event brings together African stakeholders and global investors to explore opportunities and drive collaboration across the sector.

    Technip Energies is also providing front-end engineering design (FEED) services for ExxonMobil’s 10 million tons per annum Rovuma LNG project in Mozambique under a contract secured in September 2024.

    In June 2025, the company achieved commercial operations for the floating production, storage and offloading (FPSO) vessel deployed at the bp-operated Greater Tortue Ahmeyim (GTA) gas project offshore Mauritania and Senegal. Built in China, the FPSO is equipped with eight processing and production modules and measures 270 meters in length, 54 meters in width, and 31.5 meters in depth. It is designed to accommodate 140 personnel and process up to 500 million standard cubic feet of gas per day, enabling the production of 2.3 million tons of LNG annually during Phase 1.

    Technip Energies remains committed to local content development and sustainable growth in African energy markets. The company signed a memorandum of understanding (MoU) with Namibia’s national oil company, NAMCOR, during AEW: Invest in African Energies 2024 to collaborate on LNG, carbon-free energy, decarbonization, and skills and technology transfer. A separate MoU with the Republic of Congo aims to strengthen the country’s capacities in LNG, zero-carbon energy solutions, and broader energy transition efforts

    Beyond hydrocarbons, the company is also supporting the growth of Africa’s mining value chain through the delivery of a FEED contract for an alumina refinery in Guinea-Conakry. The facility will process the country’s vast bauxite reserves into alumina for electric vehicle batteries and other energy storage technologies.

    Robots and Autonomous Systems are increasingly being integrated into modern healthcare. Will we one day also have Socially Assistive Robots (SARs) to assist less able, isolated or elderly people in private or care homes? Is there a role for these robots in lifting people between beds and chairs, delivering food/parcels, answering the door, accessing the upstairs, analysing boxes of pills to regulate medication, providing intimate care, or even just having conversations? And what kind of regulation, policy and ethical issues will all that throw up?

    A new report from the Institution of Mechanical Engineers considers the current regulations for RAS in established settings and makes recommendations for how these guidelines must be adapted to healthcare and home settings to look after vulnerable people while ensuring safety and privacy.

    This SMC briefing brought together three authors on the report to talk about how a world of socially-assistive robots needs to be regulated, how they might help in future, what they might look like and what they could do. They were also happy to answer any questions on the ethics and risks.

  • MIL-OSI Security: Richard R. Barker Concludes Service as Acting U.S. Attorney for the Eastern District of Washington

     Spokane, Washington – On July 7, 2025, Richard R. Barker stepped down as the Acting United States Attorney for the Eastern District of Washington. Barker will be returning to private practice in Spokane after a distinguished career in public service.

    Acting United States Attorney Barker has over a decade of experience as a career prosecutor, serving as an Assistant United States Attorney since 2014.  During his career, Barker has held the positions of First Assistant United States Attorney, Tribal Liaison, Computer Crime and Intellectual Property Coordinator, Digital Asset Coordinator, and Public Affairs Officer.  From 2014 – 2019, Barker served as an Assistant United States Attorney in the nation’s capital, where he served as a dedicated homicide prosecutor.  In early 2019, Barker joined the Eastern District of Washington, serving as an Assistant United States Attorney (“AUSA”) in the Spokane office.

    Acting United States Attorney Barker has dedicated his career to serving victims of violent crime, while handling numerous homicide and violent crime cases. Late last year, Barker was lead counsel with AUSA Michael J. Ellis in the trial of Zachery Holt and Dezmonique Tenzsley for the double murder of two Tribal members and the attempted murder of a federal officer on the Colville Indian Reservation. In 2023, Barker successfully prosecuted Ronald Craig Ilg, who attempted to hire hitmen on the dark web to harm his wife and a former work colleague.  Earlier this year, Barker was lead counsel with AUSA Nowles Heinrich and Echo Fatsis in the successful trial of Luis Esquival Balonos, who was convicted on multiple drug trafficking charges stemming from more than one hundred pounds of illegal drugs being distributed on and around the Colville Indian Reservation and into Montana. Barker, who carried an active caseload while leading the office, was the first Eastern Washington U.S. Attorney in nearly two decades to try a case to a verdict while serving in the U.S. Attorney role.

    Throughout his career, Acting United States Attorney Barker also handled several significant drug trafficking prosecutions.  In 2023, Barker, with co-counsel AUSA Stephanie Van Marter, prosecuted the “Fetty Bros” Drug Trafficking Organization, which was distributing hundreds of thousands of fentanyl pills and other drugs into Eastern Washington and using extreme violence to insulate their organization. In his efforts to further address the fentanyl crisis, Barker worked with now former U.S. Attorney Waldref and the City of Spokane to create a Special U.S. Assistant Attorney position focused on prosecuting those responsible for illegal narcotics impacting the Spokane area.

    As First Assistant United States Attorney, Barker supervised the U.S. Attorney’s Office’s litigating units, which include the Criminal, Civil, and Appellate Divisions. As the Chief Deputy to the U.S. Attorney, Barker helped establish the District’s dedicated Appellate Division and worked closely with the Office’s administrative team to obtain additional DOJ resources for increasing public safety throughout Eastern Washington.

    Throughout his service, Former Acting U.S. Attorney Barker built strong relationships with Washington’s Native American communities and worked tirelessly to honor federal treaty rights with Tribal Nations in Eastern Washington and address the crisis of missing or murdered indigenous people. In early 2024, Barker played a key role in hiring the district’s first MMIP AUSA, who is fully dedicated to prosecuting cases of Missing or Murdered Indigenous People.  For Barker’s dedication to working with Native American communities and improving public safety, he received a Department of Justice Director’s Award in 2024.

    “Serving as a federal prosecutor has been the highlight of my career,” said Barker. “It has been an honor to represent the United States and seek justice for victims and their families. Spokane has truly become home for me and my family, and I look forward to remaining active in the legal community as I return to private practice right here in Eastern Washington.”

  • MIL-OSI Security: New Executive Order on “Gold Standard Science”: FOIA Implications

    On May 23, 2025, President Trump issued a new Executive Order No. 14303, “Restoring Gold Standard Science.”  This Executive Order is “committed to restoring a gold standard for science to ensure that federally funded research is transparent, rigorous, and impactful, and that Federal decisions are informed by the most credible, reliable, and impartial scientific evidence available.”[1]  The Executive Order includes a provision that requires agencies to proactively make publicly available certain scientific information.  Specifically, Section 4 states that “agency heads and employees shall adhere to the following rules governing the use, interpretation, and communication of scientific data, unless otherwise provided by law:

    (b)  Except as prohibited by law, and consistent with relevant policies that protect national security or sensitive personal or confidential business information, agency heads shall in a timely manner and, to the extent practicable and within the agency’s authority:

    (i)  subject to paragraph (ii), make publicly available the following information within the agency’s possession:

    (A)  the data, analyses, and conclusions associated with scientific and technological information produced or used by the agency that the agency reasonably assesses will have a clear and substantial effect on important public policies or important private sector decisions (influential scientific information), including data cited in peer-reviewed literature; and

    (B)  the models and analyses (including, as applicable, the source code for such models) the agency used to generate such influential scientific information.  Employees may not invoke exemption 5 to the Freedom of Information Act [FOIA] (5 U.S.C. 552(b)(5)) to prevent disclosure of such models unless authorized in writing to do so by the agency head following prior notice to the OSTP Director.

    (ii)  risk models used to guide agency enforcement actions or select enforcement targets are not information that must be disclosed under this subsection.”[2]

    Additionally, the Executive Order defines “scientific information” in the following manner:

    • “Scientific information” means factual inputs, data, models, analyses, technical information, or scientific assessments related to such disciplines as the behavioral and social sciences, public health and medical sciences, life and earth sciences, engineering, physical sciences, or probability and statistics.  This includes any communication or representation of knowledge such as facts or data, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual forms.[3]

    The Section 4 disclosure requirement includes several disclosure limitations.  Section 4 does not require the disclosure of information that the FOIA or another law requires to be withheld.  Certain FOIA exemptions are non-discretionary and would therefore satisfy the “[e]xcept as prohibited by law” limitation of Section 4.  Specifically, FOIA Exemption 1, which protects classified information,[4] and FOIA Exemption 3, which exempts information protected by a statute other than the FOIA,[5] must still be applied to information subject to the Executive Order.  Additionally, the “sensitive personal or confidential business information” provision of the Executive Order would continue to protect information covered by FOIA Exemptions 4, 6, and 7(C).  These exemptions protect, respectively, confidential commercial information obtained by outside parties, and information for which the disclosure constitutes an unwarranted invasion of personal privacy.[6]  Furthermore, the disclosure requirement is limited to “influential scientific information” that “the agency reasonably assesses will have a clear and substantial effect on important public policies or important private sector decisions.”[7]  Finally, agencies are not required to publish risk models for agency enforcement actions.[8]

    In short, these are the Executive Order’s disclosure-related takeaways:

    • The Executive Order requires proactive public disclosure of “influential scientific information” as well as models and analyses used to generate that information.
    • Such information cannot be withheld from disclosure pursuant to FOIA Exemption 5 absent notice to OSTP and approval from the agency head.
    • However, non-discretionary FOIA exemptions including Exemptions 1, 3, 4, 6, and 7(C) should still be applied to such information where appropriate.
    • Risk models for agency enforcement actions are not subject to the disclosure requirements of the Executive Order.

    The Executive Order further required that the Office of Science and Technology Policy (OSTP) issue guidance on implementing the Order.[9]  On June 23, 2025, OSTP issued that guidance entitled, “Agency Guidance for Implementing Gold Standard Science in the Conduct & Management of Scientific Activities.”  This memorandum requires each agency to report their intended actions to implement the Executive Order and OSTP guidance by August 22, 2025.[10] Section 3 provides additional details on what information to include in the agency report.

    FOIA personnel should be made aware of the new public disclosure requirements in the Executive Order and should consult with their General Counsel’s Office for any questions regarding implementation of these requirements. Questions regarding the applicability of the FOIA to information subject to the Executive Order may also be directed to OIP.
