    Rosneft Oil Company (hereafter, “Rosneft”, and the “Company”) publishes its results for 12M 2024 prepared in accordance with International Financial Reporting Standards (IFRS).

    Igor Sechin, Chairman of the Management Board and Chief Executive Officer of Rosneft, said:

    “In the reporting year, the Company operated against the backdrop of oil production cap under the OPEC+ agreement, increased taxation, the natural monopolies tariff rises outstripping inflation, incremental anti-terrorist security costs, growing sanctions pressure, and unprecedented interest rates increases.

    Management focused its efforts on revenue and EBITDA growth, while maintaining unit upstream costs at less than $3/boe, which is in line with our strategic objective, as well as on debt burden reduction. At the end of the year the net financial debt/EBITDA ratio amounted to less than 1.2x.

    Rosneft is the country’s largest taxpayer. In 2024, the total amount of paid taxes and other payments made by the Company to the consolidated budget of the Russian Federation exceeded RUB 6,1 trillion1.This is record high both for the Company and for the whole of the Russian market.

    The net income attributable to the Company’s shareholders is lower as compared to the previous year due to the impact of non-cash factors, the main one being the revaluation of tax liabilities due to the income tax rate increase to 25% from 2025. In accordance with IFRS requirements, this resulted in a restatement of deferred tax with a negative income effect of RUB 0.24 trillion. However, efficient execution and improved development parameters of a number of our key projects afforded an opportunity to dramatically reduce the negative effect of these changes.

    The sizable key rate increase exerted additional pressure on the net income. In particular, the Company’s interest expenses on loans and borrowings increased 1.5 times in 2024. I should note that the Bank of Russia maintains a very high real interest rate in the economy: in the last two years, it has been the highest in the world.

    Taking into account our shareholders’ interests and in full compliance with the dividend policy, in February, the Company paid an interim dividend of RUB 36.47 per share. The Company has been paying dividends consecutively since 1999. The dividend base has remained unchanged since the 2011 dividend, which ensures transparency and predictability of the dividend amount. I am pleased to note that in the last year alone the number of our shareholders increased by almost a third and reached 1.5 million people.

    Taking into account the negative macroeconomic environment, the Company forcibly adjusts its strategy to sustain its fundamental value. In 2024, in order to support its stock prices during the periods of sharp decline, the Company continued its Share Buyback Program previously approved by the Board of Directors. At the end of October – beginning of November 2024, when the Russian stock market hit its local lows, Rosneft successfully bought back about 2.6 mln of its shares at an average price of RUB 443.7. The Company used the same mechanism during 2020, when commodity markets suffered a COVID-pandemic related price crisis. At that time, the Company bought back about 0.76% of its shares at an average price of RUB 347.5. The current stake value exceeds the buyback price by more than 1.5х”.

    Operating performance

    Exploration and production

    FY2024, liquid hydrocarbon production amounted to 184.0 mln tons (3,737 th. bpd) on the back of, primarily, the production cap in compliance with the decisions of the Russian Government.

    In 2024, the Company’s gas production amounted to 87.5 bcm (1,455 th. boepd), maintaining Rosneft’s status as the largest independent gas producer in Russia. Greenfield projects in the Yamal-Nenets Autonomous District commissioned in 2022 account for over a third of the Company’s gas production.

    As a result, in 2024, the Company’s hydrocarbon production amounted to 255.9 mln toe (5,192 th. boepd).

    In 2024, production drilling footage exceeded 12 mln meters. Rosneft commissioned over 3 th. new wells, horizontal wells accounting for 72% of that amount.

    In 2024, Rosneft conducted 1.2 th. linear km of 2D seismic and 5.3 th. sq. km of 3D seismic onshore Russia. The Company completed testing of 62 exploratory wells with a success rate of 89%.

    In 2024, Rosneft discovered 7 deposits and 97 new hydrocarbon accumulations to the total of 0.2 bln toe under the AB1C1+B2C2 categories of the Russian reserve classification due to the high efficiency of the Company’s exploration activities. As a result, Rosneft’s hydrocarbon reserves under the Russian classification amounted to 21.5 bln toe (AB1C1+B2C2) at the end of 2024.

    Following an audit under the international PRMS classification (Petroleum Resources Management System), the Company’s 2P hydrocarbon reserves amounted to 11.4 bln toe. The 2P reserves replacement ratio exceeds 100%.

    Vostok Oil Project

    As part of the Vostok Oil project, in 2024, the Company completed 0.7 th. linear km of 2D seismic and 0.6 th. sq. km of 3D seismic. Rosneft carried out successful testing of 4 wells, with 1 well being drilled and 3 more wells being tested.

    In the reporting year, the project scope expanded from 52 to 60 license areas, and the resource base under the Russian classification increased to 7.0 bln tons of crude oil.

    The Company continues pilot development of the Payakhskoye, Ichemminskoye and Baikalovskoye fields: in 2024, production drilling footage amounted to 92 th. meters, while 11 production wells were completed. Successful drilling and testing of wells at the Payakhskoye field resulted in transportation of produced oil to the nearby Suzun field.

    Work is underway at the ‘Vankor – Payakha – Sever Bay’ trunk oil pipeline. As of the end of 2024, over 78,000 piles were installed; 359 km of pipeline were laid, including a 119 km long two-piped section. The Company completed laying and leak testing of the main pipeline crossing the Yenisei River, continues laying the backup pipeline.

    The Company completed most of the work on the construction of two cargo berths, as well as a berth for the port fleet at the Sever Bay Port terminal. Construction of the first oil loading berth is underway, and preparatory work for the second one is carried out. Construction of a crude oil delivery and acceptance point and the Suzun oil pumping station is underway. The Company continues with the construction of logistics infrastructure and hydraulic engineering installations, shore reinforcement, and expansion of onshore and berth infrastructure.

    Refining

    In 2024, Rosneft processed 82.6 mln tons of crude oil in Russia.

    Efforts have been made to maintain a high degree of reliability of refining assets and transition to domestic technologies. In particular, Rosneft provides its refineries with proprietary catalysts, which are essential for the production of high-quality motor fuel. In 2024, Rosneft produced more than 2 th. tons of catalysts for hydrotreatment of diesel fuel and gasoline fractions, as well as protective layer catalysts. Rosneft subsidiaries also produced 138 tons of gasoline reforming catalysts and 390 tons of catalysts for hydrogen production, petrochemicals and adsorbents. 1.6 th. tons of coked catalysts for hydrotreatment of diesel fuel were regenerated.

    Stable supply of high-quality motor fuel to Russian consumers is one of Rosneft’s key priorities. In 2024, the Company sold 43.6 mln tons of petroleum products in the domestic market, including 13.1 mln tons of gasoline and 18.1 mln tons of diesel fuel.

    The Company is an active participant of trading activities at the St. Petersburg International Mercantile Exchange (SPIMEX). In the reporting year, Rosneft sold 10.1 mln tons of gasoline and diesel fuel on the exchange, which is twice the required volume.

    Financial performance

    Operating performance and the current macroeconomic environment combined with management solutions determined the dynamics of the Company’s key financial indicators.

    The Company’s revenue2 for 2024 amounted to RUB 10,139 bln, representing an increase of 10.7% year-on-year on the back of higher Urals prices. EBITDA amounted to RUB 3,029 bln with an EBITDA margin of 29.7%.

    The unit upstream liftng costs in 2024 amounted to $2.9/boe.

    FY2024 net income attributable to Rosneft shareholders amounted to RUB 1,084 bln, which was 14.4% lower year-on-year and driven primarily by higher debt financing rates, as well as non-cash factors, including exchange rate revaluation of foreign currency liabilities and the effect of changes in the income tax rate.

    In 2024, capital expenditures amounted to RUB 1,442 bln, which was 11.2% year-on-year higher due to the scheduled implementation of the investment program at Upstream assets. At the same time, free cash flow3 in the reporting period reached RUB 1,295 bln.

    The net debt / EBITDA ratio at the end of 2024 remained unchanged in comparison with the end of Q3 2024, amounting to 1.2x, despite new negative macroeconomic factors.

    ESG

    Based on 2024 results, Rosneft reaffirmed its leading positions in sustainable development as well as high quality of information disclosure.

    The Company once again became a constituent of the Moscow Exchange – RAEX “ESG Balanced” Index with the best performance among Russian oil and gas companies. Rosneft became the only Russian oil and gas company with an AA ESG-rating assigned by RAEX for its “very high” level of ESG risk and opportunity management, with Rosneft governance rating at the highest AAA level.

    As a result of RAEX research, Rosneft was recognized as a leader of efficient management of water resources, becoming the only Russian oil and gas company among the top-10 rating participants with the highest scores in prudent water consumption, as well as in the quality of corporate policies and programs related to water consumption. The share of recycled and reused water at Rosneft production facilities consistently has exceeded 90% for 10 years.

    Moreover, Rosneft became the only Russian oil and gas company with the highest A+ rating “Leader of Corporate ESG Practices in the Russian Federation” from the Corporate Development Agency “Da-strategy”.

    In the reporting period, the Company proceeded with activities aimed at achieving sustainable development goals under the ‘Rosneft-2030: Reliable Energy and Global Energy Transition’ strategy.

    Rosneft applies advanced technologies and state-of-the-art production methods to create a safe working environment and minimize the risk of occupational injuries and occupational illnesses. In 2024, the Lost Workday Injury Severity (LWIS) went down by 23%.

    In 2024, there were no gas, oil and water shows (release of oil, gas or water to the surface) during well drilling operations at Rosneft facilities. The Company continued with pipeline replacement as part of its efforts to minimize oil and petroleum product spills.

    In 2024, Rosneft reduced the area of contaminated land by 9%, and the volume of oily waste – by 11% under the corporate program for the elimination of environmental legacy. In particular, the Company completed execution of a large-scale remediation program of legacy lands harmed during the Soviet years at the Samotlor oil field. Biological soil productivity was restored at the area of more than 2.2 th. hectares.

    Rosneft held its Annual General Meeting of Shareholders, where it has been decided to approve the payment of dividends for 2023 in the amount of 29.01 roubles per share. 

    July 9, 2024 was set as the dividend record date. The dividends will be paid to nominee shareholders and trustees not later than July 23, 2024, and to other shareholders registered in the shareholder register not later than August 13, 2024.

  • MIL-OSI Russia: Rosneft and the Republic of Sakha (Yakutia) develop cooperation in the social sphere

    Rosneft and the Republic of Sakha (Yakutia) signed an Agreement on financing the construction of a cultural center in the Republic of Sakha (Yakutia).

    The documents were inked by Igor Sechin, Chief Executive Officer of Rosneft, and Aysen Nikolaev, Head of the Republic of Sakha.

    In accordance with the arrangements reached, a Multifunctional Cultural Center will be built in the village of Tas-Yuryakh, Mirny District, using the Company’s funds. The complex will include a village culture center, a library, a post office, an assembly hall and a gym.

    In 2023, Taas-Yuryakh Neftegazodobycha (part of Rosneft), supported the establishment of a Growth Point center for industry-specific and digital education at the school of Tas-Yuryakh village – the rooms for robotics, 3D modeling, and the school press center were renovated. The school was provided with a TV studio, a language laboratory, and a local history museum that features an exhibition and educational exposition.

    Rosneft pays great attention to supporting educational, social, cultural and enlightenment projects in the Republic. According to the Cooperation Agreement signed between the Company and the Government of the region in 2015, major joint projects are being implemented.

    In 2022, in the year of the 100th anniversary of the Republic of Sakha, Rosneft opened the Small Academy of Sciences in the village of Chapaevo, Khangalassky District, which has become a kind of hub of research and project activities for schoolchildren throughout the Far Eastern region. Children from both big cities and remote areas of the Republic study in the new 7,000 m2 building. The facility functions according to the model of the Sirius Educational Center.

    In addition, the Company allocated funds in 2023 to establish a Full Cycle Oil and Gas Process Factory training center on the basis of the Regional Technical College in the town of Mirny. The Center is scheduled to be opened this year.

    During the XXVII St. Petersburg International Economic Forum, Rosneft and the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO University) signed an agreement on joint development of knowledge-intensive digital projects.

    The document envisages the development of competitive technologies, and joint research studies in the field of infochemistry, digital modeling, chemical informatics*, electrochemistry and robotics for the needs of the oil and gas industry.

    The Agreement also provides for involvement of students, postgraduate students, doctoral candidates and the academic staff of ITMO University into Rosneft’s scientific research.

  • MIL-OSI Russia: Microalgae: an innovative tool for bioeconomy

    Products derived from microalgae represent a cutting-edge development in the field of bioeconomy. The potential of this biological resource was discussed at the international research seminar “Foundations for a Green Sustainable Energy”, part of the BRICS Network University’s thematic group on “Energy”. The event was organized by the Institute of Ecology at RUDN University.

    The series of scientific seminars is designed to inform graduate students and young researchers from the universities participating in the BRICS Network University about the scientific challenges being solved by partner institutions and to encourage them to participate in international academic mobility

    The main speaker of the seminar was Irina Adarchenko, a graduate student from the Institute of Ecology at RUDN University with the presentation “Innovative Tools for Bioeconomy: the case of microalgae production.”

    Production

    Microalgae production is a key source of valuable bioproducts, including proteins, lipids, carbohydrates, vitamins, and various other beneficial compounds. However, their extraction involves a complex, multi-stage process.

    First, microalgae are cultivated under controlled conditions, whether in open ponds, closed photobioreactors, or fermenters. The biomass produced this way is then harvested and dehydrated. To release the contents of the cells, it is necessary to remove the cell walls. This can be done through mechanical, chemical, or enzymatic methods. Next step is the extraction process, where organic solvents, alkalis, acids, and enzymes are utilized to isolate specific compounds. The resulting extracts are then separated and purified to obtain the product.

    For example, high-purity proteins are extracted using alkaline extraction or enzymatic hydrolysis, while Omega-3 fatty acids are obtained through lipid extraction with organic solvents followed by separation. Vitamins and natural pigments are extracted using specialized solvents. Antioxidants and other specific compounds are extracted using solvent extraction and chromatography

    Areas of use

    Proteins, lipids, and carbohydrates derived from microalgae have potential applications in the food industry, for example, as additives, ingredients for functional foods, and aquaculture feed. Vitamins, pigments, antioxidants, and other bioactive compounds can be used in pharmaceuticals, cosmetics, and dietary supplements. In the energy sector, lipids are used for the production of biodiesel, while carbohydrates are used for bioethanol. In agriculture, microalgal biomass is becoming a biofertilizer. Furthermore, microalgae are used for wastewater treatment and in the production of biodegradable plastics.

    Bioeconomy uses microalgae for several reasons:

    1. Microalgae exhibit rapid growth rates, allowing for the production of biomass in significant quantities in a short time frame.
    2. It does not require arable land, as they can be cultivated in controlled environments.
    3. Microalgae are capable of absorbing CO2 from the atmosphere, helping to mitigate the greenhouse effect.
    4. It also plays a crucial role in bioremediation, cleaning up wastewater and contaminated sites.
    5. The diverse range of microalgal species, each with its unique composition, opens up avenues for a wide variety of products.

    Microalgae hold significant potential for addressing both food and environmental security issues. Their application in bioremediation and biofuel production is becoming increasingly prevalent. A key aspect of developing effective solutions is the selection of microorganisms. Therefore, research aimed at discovering new strains of microalgae with unique traits, such as mixotrophy, is particularly relevant today.

    Technologies for cultivating microalgae

    There are several technologies for cultivating microalgae.

    • Open ponds represent the most cost-effective option, although they do not allow for complete control over growth conditions.
    • Closed photobioreactors provide more regulated environments, ensuring higher productivity and biomass purity, but they come with a significantly higher price tag.
    • Hybrid systems blend elements of open ponds and closed photobioreactors to optimize the production process.
    • Additionally, fermenters are used for cultivating certain types of microalgae in the dark, utilizing organic substrates for growth.

    The implementation of these technologies in production comes with a range of challenges and obstacles. The high costs of production require substantial investments in equipment and infrastructure. Additionally, the low productivity of certain strains and processing methods needs further optimization and scaling efforts. Cultivation and processing processes are highly energy-intensive, highlighting the need to develop more efficient and environmentally friendly solutions. Another critical concern is the risk of water body eutrophication when microalgae are used in bioremediation, which necessitates strict monitoring and regulation. On top of this, scaling up laboratory innovations to industrial production remains challenging, compounded by logistical issues and difficulties in storing biomass and derived products.

    Peoples‘ Friendship University of Russia (’RUDN’) has been awarded the All-Russian prize “Time for Innovations” for its patented development ‘Digital Pre-University Faculty’, which allows you to study Russian from anywhere in the world.

    RUDN project stood out among many participants in the nomination ‘Innovative and Active Company of the Year’ in the category ‘IT and Digital Technologies’.

    Currently, the platform has trained more than 16,000 users from 82 countries who have studied and continue to study Russian using their native intermediate language. This unique feature of the platform makes the learning process more accessible and effective.

    Speakers of 9 languages can learn Russian through their native language: Chinese, Farsi, Turkish, Arabic, English, French, Spanish, Vietnamese, Myanmar.

    Russian language rules, instructions and hints are available in users’ native language. 

    In addition to Russian, users can also study 8 general education disciplines on the platform, including maths, computer science, chemistry, physics, biology, history, literature and social studies.

    Despite the large number of educational resources, there are currently no similar learning platform software solutions in the world, the use of which is possible without prior preparation – knowledge of the alphabet and the ability to read in the language being learnt, which makes the Digital Pre-University Faculty a truly unique development. The project is currently at the stage of improvement and expansion of technological and user capabilities.

    In 1978, Najim Riad Youssef graduated from the Faculty of Medicine.     CAIRO, July 3 (Xinhua) — Egyptian President Abdel Fattah el-Sisi and his Ukrainian counterpart Volodymyr Zelensky held a telephone conversation on Wednesday to discuss the Russia-Ukraine conflict and regional developments in the Middle East, the Egyptian presidential office said in a statement.

  • MIL-OSI Russia: Summer School of Engineering and Economics: Young Scientists from All Over the Country Will Gather Again at the State University of Management

    From July 21 to 25, 2025, the Summer Engineering and Economics School 2025 will be held at the State University of Management.

    For the fourth time, the Scientific School will unite young scientists and engineers from different Russian universities to create inter-university and interdisciplinary collaborations to solve problems of achieving technological leadership and strengthening the value sovereignty of our country.

    Professor of the Department of Public Administration and Political Technologies of the State University of Management Vladimir Volokh spoke at a press conference dedicated to the topic “Children without education and new entry rules: how is migration policy changing in Russia?”, which took place in the press center of the information agency “National News Service”.

    In his speeches, the professor noted that since 2024, the State Duma has adopted 16 laws aimed at combating illegal migration. The authorities are concerned that about 600 thousand children of migrants do not study in Russia, which, according to law enforcement agencies, negatively affects the crime situation.

    Since the spring of this year, potential students are required to take a Russian language exam to determine their level of preparation for perceiving the curriculum. Volokh emphasized that children’s lack of knowledge of Russian is becoming a serious problem for both teachers and society: “When in one class there are children who know Russian well and children who do not, this creates significant difficulties for teachers.”

    The professor also noted problems in the organization of testing, indicating that more than 80% of children are not allowed to take the exam due to inaccuracies in the documents, which indicates that parents are insufficiently informed about the rules of registration.

    According to the current rules, a foreign child can retake the test after three months, during which time the parents must provide him with additional training in the Russian language. Otherwise, in the event of an unfavorable scenario, the family may face deportation.

    At the same time, according to the participants of the press conference, changes in legislation adopted in the last six months to a year have already significantly affected the procedure for the stay of foreign citizens in Russia.   • MIL-OSI Russia: Polytechnic University has developed a unique computer program

    In June, Peter the Great St. Petersburg Polytechnic University successfully registered a computer program developed by employees of the Civil Engineering Institute.

    The program was developed by the director of the Higher School of Technosphere Safety Andrey Andreev, assistants of the Higher School of Technosphere Safety Alexander Doronin and Valeria Kachenkova.

    The program for analyzing and predicting human factor risks in production using neural networks was created using the Python programming language and applies LSTM neural network technologies. It is designed to analyze and predict the probability of errors caused by the human factor. The program takes into account a wide range of parameters, such as attention level, reaction speed, employee responsibility and production environment factors, which allows for a comprehensive risk assessment.

    Functionality includes risk factor analysis and visualization, building predictive models based on historical data, real-time error probability assessment, creating heat maps of hazardous areas, monitoring employee performance dynamics, and generating reports and recommendations for risk reduction.

    The software can be used in manufacturing plants, in occupational health and safety management systems, industrial safety services, as well as in personnel training and assessment to prevent emergency situations.

    Technical requirements include the use of an IBM PC based on an Intel Pentium processor or higher, Windows 7 operating system or higher, and the Python programming language. The program size is 150 MB.

    Currently, the team of the Higher School of Technosphere Safety continues to work on creating software in the field of labor protection. It will be intended for use in production and in the educational process for training future specialists.

  • MIL-OSI Russia: SPbPU defended a thesis on digital marketing of agribusiness in a Russian-Indonesian project

    The Higher School of Service and Trade (HSST) of the Institute of Industrial Management, Economics and Trade of SPbPU successfully defended the final qualification works of bachelors. The event became a key stage in the implementation of a large-scale joint research grant with the partner Indonesian University of Gunadarma.

    Students of the Higher School of Social Sciences of the Institute of Mathematics, Economics and Telecommunications of St. Petersburg Polytechnic University Anastasia Pakhaturidi and Yulia Mavlyutova presented the results of their research carried out within the framework of the project “Cross-cultural research and promotion of smart agribusiness of growing marigolds based on digital marketing (a joint project of Indonesia and Russia)”. Both defenses were rated excellent.

    The aim of the project is to study the potential of smart agribusiness and digital marketing in the flower industry, specifically focusing on marigolds, which have high economic importance for the cosmetic, pharmaceutical and food industries. The project is unique in its cross-cultural approach, synchronizing the agribusiness models of Russia (temperate climate, EAEU) and Indonesia (tropical climate, ASEAN) through the prism of digitalization.

    Anastasia Pakhaturidi (supervisor — PhD in Economics, Associate Professor Nelli Kozlova) and Yulia Mavlyutova (supervisor — Doctor of Economics, Professor Svetlana Bozhuk) developed a strategy for promoting the project in the Indonesian and ASEAN markets using digital marketing tools. Optimal promotion channels for the B2B and B2C segments were identified, their specifics were described, and recommendations on content were given. An in-depth analysis of the Russian flower market and marketing tools for promoting marigolds was also conducted, including the development of a brand concept and a content plan for the VKontakte social network.

    Working on the GUT Marigold project was not easy, but it left only pleasant impressions! The most interesting thing for me was studying consumers, since even at the initial stage it became clear how much the buyer in Asia differs from the Russian one I am used to. This expanded my worldview and gave me knowledge that I hope to apply in my profession in the future. I am grateful to my scientific supervisor Nelli Anatolyevna Kozlova for the opportunity, competent and qualified guidance and support, – shared Anastasia Pakhaturidi.

    The research project will continue next year.

    Yulia Mavlyutova noted: It was interesting to work on a part of a real project and feel my contribution to the common cause. Most of all I liked creating the concept of a new flower brand and making a content plan. I am very glad that I had the opportunity to work with Svetlana Bozhuk. She very competently guided me along the way and also gave very good advice.

    This initiative not only has high scientific and practical value in the field of digital marketing and smart agriculture, but also strengthens the position of St. Petersburg as a center of innovation and international cooperation. The project opens up new opportunities for St. Petersburg enterprises in the agricultural sector and promotes the development of international programs in the field of agrobiotechnology and digital marketing in the city’s scientific and educational institutions, fully consistent with its strategic development goals until 2035.

         A series of interesting parent-child workshops will be held at public libraries in various districts, where parents and children can learn more about the life and culture of Hong Kong, such as the Cheung Chau Jiao Festival, street food and the love for giant pandas through making handicrafts together such as small ornaments, clay keychains and origami. Young readers can participate in STEAM (Science, Technology, Engineering, Arts and Mathematics) workshops with their parents to make mini neon signs and distinctive music boxes, while learning about the science behind them. For teenaged and adult readers, they can participate in the Landscape Painting with Hong Kong Characteristics workshops to learn about drawing and painting Hong Kong’s beautiful scenery with coffee and pencils, or the Transportation 3D Origami workshops to make paper crafts of Hong Kong’s public transport icons.

  • Ukraine voices concern as US halts some missile shipments

    A decision by Washington to halt some shipments of critical weapons to Ukraine prompted warnings by Kyiv on Wednesday that the move would weaken its ability to defend against intensifying airstrikes and battlefield advances.

    Ukraine said it had called in the acting U.S. envoy to Kyiv to underline the importance of military aid from Washington continuing, and cautioned that any cut-off would embolden Russia in its war in Ukraine.

    The Pentagon’s decision – tied to concerns that U.S. military stockpiles are too low – began in recent days and includes 30 Patriot air defence missiles, which Ukraine relies on to destroy fast-moving ballistic missiles, four people familiar with the decision said on Wednesday.

    It also includes nearly 8,500 155mm artillery shells, more than 250 precision GMLRS (mobile rocket artillery) missiles and 142 Hellfire air-to-surface missiles, they said.

    “The Ukrainian side emphasised that any delay or procrastination in supporting Ukraine‘s defence capabilities will only encourage the aggressor to continue the war and terror, rather than seek peace,” Ukraine‘s foreign ministry said.

    The defence ministry said it had not been officially notified of any halt in U.S. shipments and was seeking clarity from its American counterparts.

    A Ukrainian source familiar with the situation said the decision was a “total shock.”

    Deputy White House press secretary Anna Kelly said the decision was made “to put America’s interests first” following a Department of Defense review of military support around the world.

    “The strength of the United States Armed Forces remains unquestioned — just ask Iran,” she said, referring to U.S. bombing of Iranian nuclear facilities last month.

    NATO Secretary-General Mark Rutte said the U.S. needed to take care of its stockpiles but told Fox News that “in the short term, Ukraine cannot do without all the support it can get” when it comes to ammunition and air defence systems.

    RUSSIAN AIRSTRIKES

    Dozens of people have been killed in recent airstrikes on Ukrainian cities and Russian forces, which control about a fifth of Ukraine, have been making gains in the east.

    Senator Jeanne Shaheen, the top Democrat on the U.S. Senate Foreign Relations Committee, said the decision risks Ukrainian lives, undermines Washington’s credibility and will make it harder to end the war.

    “This sends a message to not just our allies, like Ukraine and our European allies, but it sends a message to our adversaries, to China, to North Korea, to Russia, that our allies can’t count on the United States,” she told WKBK radio in her home state New Hampshire.

    Since U.S. President Donald Trump took office in January, he has softened Washington’s position towards Russia, seeking a diplomatic solution to the war and raising doubts about future U.S. military support for Kyiv.

    Trump said last week he was considering selling more Patriot air defence missiles to Ukraine after meeting President Volodymyr Zelenskiy.

    Fedir Venislavskyi, a member of the Ukrainian parliament’s national security and defence committee, said the decision to halt shipments was “very unpleasant for us“.

    In an email, the Pentagon said it was providing Trump with options to continue military aid to Ukraine in line with the goal of ending the war.

    Elbridge Colby, undersecretary of defence for policy, said it was “rigorously examining and adapting its approach…while also preserving U.S. forces’ readiness.”

    All weapons aid was briefly stopped in February, with a second, longer halt in March. Washington resumed sending the last of the aid approved under the previous administration, of Democratic President Joe Biden, but no new aid to Ukraine has been announced.

    The Kremlin welcomed the news of a halt, saying the conflict would end sooner if fewer arms reached Ukraine.

    Kyiv residents expressed alarm at the Pentagon’s decision.

    “If we end up in a situation where there’s no air defence left, I will move (out of Kyiv), because my safety is my first concern,” said Oksana Kurochkina, a 35-year-old lawyer.

    On the battlefield, a halt in precision munitions would limit the capacity of Ukrainian troops to strike Russian positions farther behind the front line, said Jack Watling, a military analyst at the Royal United Services Institute.

    “In short, this decision will cost Ukrainian lives and territory,” he said.

  • MIL-Evening Report: 10 steps governments can take now to stamp out child sexual abuse in care settings

    Recent cases of prolific alleged child sexual abuse in Melbourne and other Australian early childhood education and care settings have shocked even experienced people who work to prevent child sexual abuse. Parents are right to be outraged, scared and uncertain.

    The most pressing issue, then, is what we do about it.

    Regulation and practice is still falling short, despite all our knowledge and prior recommendations. We have the benefit of the gold-standard Royal Commission Into Institutional Responses to Child Sexual Abuse (including Volume 6 on making institutions child-safe). We can also draw on rigorous scientific work about how best to prevent child sexual abuse in child and youth-serving organisations.

    Criminal history checks are essential, but many offenders will not have a criminal record. These checks are only one part of an entire safety system. Other measures are arguably even more important.

    The federal government, together with states and territories, recently announced new measures. However, these are acknowledged as only a first step.

    Children have a right to be safe from sexual violence. Continued failure is unacceptable. National Children’s Commissioner Anne Hollonds’ demand for a national inquiry, which can fully understand current limitations in the system and create a comprehensive blueprint for reform, is compelling.

    The established evidence has already identified some of these pillars of reform. Here are ten key actions for policy-makers to create key components of safe early childhood education and care settings.

    1. Policy. Every organisation needs to operate under a comprehensive policy about child safety. This should include specific guidelines for the prevention of sexual abuse. The policy should also include clear definitions and objectives, and be driven by a zero-tolerance approach.

    2. Safe screening and hiring. Every organisation needs to recruit staff through rigorous processes, including criminal history checks (supported by information-sharing within and between jurisdictions). But this is only a starting point. Staff are educators and carers, not babysitters; they should be properly qualified and appropriately remunerated.

    Should men be banned from employment in these settings? Employment discrimination based on gender is likely a step too far, but considerations of risk are important and children’s best interests are paramount. Nearly all sexual abuse of young children is by men, and stringent measures could be employed when recruiting men to child-related positions.

    3. Code of conduct. A detailed code of conduct is essential. This is the operating manual for the organisation and its staff, and should be made available to parents. A robust code will specify what conduct is prohibited, and what is required. It will have special rules for high-risk situations – for example, bathrooms, changing clothes, physical interaction, and technology use.

    4. Supervision and monitoring. A safe organisation must have appropriate measures for the implementation of the safety framework. It must also monitor the framework and its components. For example, there must be: appropriate staff supervision, recording of the approach to safety and its implementation, external auditing and oversight. Parents should be involved in oversight.

    All childcare centres should have rigorous prevention, supervision and reporting procedures in place.

    5. Environmental risk reduction. Often called “situational crime prevention”, these are actions to create safe environments. It can include measures to prohibit secluded spaces, and improve lines of sight and visibility. This can also include ensuring appropriate ratios of staff to children.

    6. Reporting of suspected cases. Across Australia, there are now clear legal requirements for practitioners in these settings to report suspected cases of child sexual abuse. Every organisation needs to ensure its staff knows about these duties, and how to comply with them. Every organisation then needs to deal appropriately with any report that is made.

    7. Education and training. Child sexual abuse is a complex field. Staff and leaders need high-quality education and training about child sexual abuse (including its nature, indicators and outcomes), organisational policy, reporting processes, legal and ethical obligations, and the protections they have as employees.

    Good education increases knowledge, attitudes and appropriate reporting, and overcomes ignorance, apathy, fear and inaction. This education needs to be multidisciplinary, high-standard, and itself the subject of oversight and monitoring. It is not clear we have high-quality education of practitioners in Australia, both when obtaining qualifications and especially in service.

    8. Leadership. We need knowledgeable and ethical leadership in child- and youth-serving organisations, and by regulators and policy-makers alike.

    Knowledge about child sexual abuse, and empathy towards children and young people, are preconditions for effective and ethical responses. Organisational leaders set the tone for the broader organisation. If leaders are seen to be knowledgeable, ethical and authentically committed to child safety, it is far more likely staff will be inspired to emulate these qualities.

    9. Oversight, enforcement and improvement. The entire system needs to be overseen by an effective regulatory framework and an efficient national regulator.

    We need to create comprehensive and stringent regulatory requirements for provider accreditation. Providers that do not meet these standards should be compelled to meet them, or lose funding and eligibility to operate. It is insufficient to be merely “working towards” the standards.

    Other accountability mechanisms should also be created; for example, owners of childcare centres could be subject to appropriate financial and other penalties.

    10. Locate prevention in these settings as part of a national strategy. As a nation, we have made progress in reducing the prevalence of child sexual abuse in organisational settings. This is partly due to tighter regulation through child-safe standards, legal requirements to report suspected cases of abuse and associated better reporting, and increased social awareness.

    However, no case is acceptable, and we have the capacity and duty to dramatically reduce the prospect that any individual can be a prolific offender. These prevention principles apply equally in schools and other settings serving children and youth.

    We have work to do: among all Australians aged 16 and over, nationally representative data has shown one in four experienced child sexual abuse. In contemporary Australia, this abuse is still prevalent, with data from 16–24-year-olds showing one in three girls are affected, and one in seven boys. The next generation of prevention is already here, but we know what is required to meet this challenge.

    This can be a turning point for Australia. The social and economic return from taking children’s rights seriously and investing in prevention far outweighs the cost of inaction. Safe, effective early childhood education and care is a nation-building strategy, both required for today’s workforce and a key factor in educating and developing young Australians.

    Since the beginning of the renovation program, over 70 thousand families have moved from more than 1.2 thousand old houses to new apartments. The new buildings are located in all administrative districts of the capital. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “The resettlement of residents under the renovation program began in 2018, when a new building in the east of the capital in the Severnoye Izmailovo district was handed over for settlement. Today, the number of such houses exceeds 380, and over 70 thousand families have moved into new apartments. More than 12.7 thousand of them celebrated housewarming in the Eastern Administrative District, and over 12.4 thousand more in the South-East. In the west and north of the capital, 8.2 thousand families moved into new apartments with finished improved finishing,” said Vladimir Efimov.

    For a more comfortable move under the renovation program, the city provides participants with movers and a car free of charge. The service can be ordered on the mos.ru portal as part of the super service “Moving under the renovation program” or from the administrators of the resettlement information centers.

    “Of all the families that moved, about 75 percent — more than 53.5 thousand — used the “Moving Assistance” service. In particular, in the southeast of the capital, over 9.6 thousand families ordered movers and a car, in the east — over 9.4 thousand. In the Northern Administrative District, 7.6 thousand families left requests for the transportation of things from an old apartment to a new one,” clarified the Minister of the Moscow Government, Head of the Department of Urban Development Policy

    The area around all new buildings is being improved according to the standards of the renovation program: trees and shrubs are being planted in the courtyards, flower beds are being laid out, and children’s and sports grounds are being set up.

With its help, you can find out how the move is organized, get information about the necessary documents for drawing up a contract, and also use links to useful services. If the parameters are configured correctly, instructions for a specific life situation will be available.

    Hassle-free moving: almost 20 thousand people have used the super service of the renovation program

    Earlier, Sergei Sobyanin reported that this year new housing was received under the renovation program more than 18 thousand Muscovites.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. The Moscow mayor ordered to increase the pace of implementation of the renovation program intwice.

  • Indian stock market opens higher, Sensex above 83,400

    The Indian benchmark indices opened higher on Thursday amid positive global cues, with buying seen in the IT, pharma and auto sectors in early trade.

    At around 9:25 am, the Sensex was trading 68.28 points or 0.08 per cent higher at 83,477.97, while the Nifty added 19.30 points or 0.08 per cent to reach 25,472.70.

    Analysts said the market is currently consolidating the recent bullish rectangle breakout, and as long as the 25,200–25,270 range holds, bulls are merely taking a breather.

    “Below 25,200, we risk a slide to 25,000. On the upside, the recent swing high at 25,670 is where the next bullish trigger lies,” said Akshay Chinchalkar, Head of Research at Axis Securities.

    With the deadline for the US tariff pause expiring next week, it remains to be seen whether the current global optimism will hold.

    “Today is the weekly derivatives expiry, so higher-than-usual volatility may be seen,” he added.

    The Nifty Bank was down 9.90 points or 0.02 per cent at 56,989.30 in early trade.

    The Nifty Midcap 100 index was trading at 59,645.25, down 22 points or 0.04 per cent. The Nifty Smallcap 100 index stood at 18,969.35, declining 7.75 points or 0.04 per cent.

    In the Sensex pack, Kotak Mahindra Bank, Bajaj Finance, Bajaj Finserv, BEL, Titan, Axis Bank, NTPC, SBI, HCL Tech and ITC were among the top losers.

    On the other hand, Eternal (earlier Zomato), Asian Paints, M&M, Infosys, Tech Mahindra, Maruti Suzuki and ICICI Bank were among the top gainers.

    Foreign institutional investors (FIIs) extended their selling on July 2, offloading equities worth ₹1,561.62 crore, while domestic institutional investors (DIIs) continued their buying spree, purchasing equities worth ₹3,036.68 crore on the same day.

    In Asian markets, Bangkok, China, Japan, Seoul and Jakarta were trading in the green, whereas only Hong Kong was in the red.

    In the last trading session, the Dow Jones in the US closed at 44,484.42, down 10.52 points or 0.02 per cent. The S&P 500 ended with a gain of 29.41 points or 0.47 per cent at 6,227.42, while the Nasdaq closed at 20,393.13, up 190.24 points or 0.94 per cent.

    Analysts said the US-Vietnam trade deal indicates the US administration’s eagerness to secure as many trade agreements as possible, as deals with the EU and Japan appear unlikely in the near term.

  • RBI issues advisory to banks for integration of DoT’s Financial Fraud Risk Indicator

    The Department of Telecommunications (DoT) welcomes the Reserve Bank of India’s (RBI) advisory issued on June 30, directing all Scheduled Commercial Banks, Small Finance Banks, Payments Banks and Co-operative Banks to integrate the Financial Fraud Risk Indicator (FRI) developed by DoT into their systems.

    This major step is expected to strengthen efforts to curb cyber-enabled financial frauds and boost collaboration between key agencies to protect citizens in the expanding digital economy. The integration will automate data exchange between banks and DoT’s Digital Intelligence Platform (DIP) through secure API-based systems, allowing for real-time fraud risk checks and continuous updates.

    What is the Financial Fraud Risk Indicator and How Will It Help?

    Launched in May 2025 by DoT’s Digital Intelligence Unit (DIU), the Financial Fraud Risk Indicator is a risk-based tool that classifies mobile numbers as Medium, High or Very High risk based on data from the National Cybercrime Reporting Portal, DoT’s Chakshu platform and intelligence inputs from banks and financial institutions.

    Using the FRI, banks can take immediate preventive steps such as declining suspicious transactions, alerting customers, or delaying high-risk transactions. DoT’s DIU also shares a Mobile Number Revocation List with stakeholders, which includes numbers disconnected due to links with cybercrime or misuse.

    The system is already being used by major institutions including PhonePe, Punjab National Bank, HDFC Bank, ICICI Bank, Paytm and India Post Payments Bank. With UPI being widely used across India, the wider adoption of FRI is expected to protect millions of users from online fraud.

    DoT has reiterated its commitment to support banks and financial institutions with technology-driven, coordinated solutions like the FRI. The move aligns with the Government’s Digital India vision and aims to strengthen digital trust, improve fraud detection and enhance resilience across the financial ecosystem.
