  • MIL-OSI Security: ATF Warns Public of Scam Involving Fraudulent Calls

    Washington, D.C. – The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is alerting the public to a scam involving fraudulent phone calls from individuals claiming to be “ATF Officers” or “Agents.” These scammers, using phone numbers appearing to originate from Martinsburg, West Virginia, are instructing victims to purchase Apple gift cards in amounts of $500 or $1,000 to “clear a red flag” from their accounts. Victims are then asked to provide gift card numbers to the callers.

    The ATF emphasizes that these calls are not legitimate and is working with the Federal Bureau of Investigation (FBI), which is actively investigating this scam. The public is urged to exercise caution and avoid sharing personal or financial information with unsolicited callers.

    ATF Will Never:

    • Call or email private citizens to demand payment or threaten arrest. You will not be asked to wire a “settlement” to avoid arrest.
    • Ask you to use large sums of your own money to help catch a criminal.
    • Request you send money via wire transfer to foreign accounts, cryptocurrency, or gift/prepaid cards.
    • Call you about “frozen” Social Security numbers or to coordinate inheritances.

    How to Protect Yourself:

    • Do not share personal or financial information with unsolicited callers or emails.
    • Verify the legitimacy of any contact claiming to be from a government agency by calling official numbers listed on agency websites, such as www.atf.gov.
    • Report suspicious calls to the ATF at 1-888-ATF-TIPS (1-888-283-8477) or the FBI’s Internet Crime Complaint Center at www.ic3.gov.
    • If you have been a victim of this scam, contact your local law enforcement immediately.

    The Commission adopted the AI (Artificial Intelligence) Continent Action Plan[1] and launched a public consultation[2] for the Apply AI strategy to identify key challenges for AI uptake in industrial sectors and public administration.

    The Commission’s efforts to support the digitalisation of public administrations include the network of European Digital Innovation Hubs (EDIHs)[3] that support municipalities and regions in their digital transformation. Starting in December 2025, EDIHs will become Experience Centres for AI, accelerating uptake of AI inter alia in public administration.

    Moreover, the Commission will support up to four pilot projects with a EUR 21 million budget to accelerate the deployment of generative AI solutions in public administrations.

    The Commission has also promoted the creation of a Data Space for Smart Communities[4] to allow local and regional administrations to share local data and use Local Digital Twins.

    Therefore, flight crews can fulfill the mandatory reporting obligations on any interference with the aircraft by any airborne object that could endanger the operation of the aircraft, as set out in Commission Implementing Regulation (EU) 2015/1018[1].

    South Africa looks to global lessons as it sharpens its focus on gender priorities at G20

    As the G20 Technical Meetings continue in South Africa, a powerful voice is emerging from within the country’s leadership, calling for bolder and more targeted investments in women, youth, and persons with disabilities. 

    Advocate Joyce Mikateko Maluleke, the Chairperson of the G20 Empowerment Women Working Group (EWWG) and Director-General of the Department of Women, Youth and Persons with Disabilities, told SAnews that South Africa is drawing critical lessons from global partners to respond to some of its most urgent challenges.

    The Third Technical Meeting of the G20 EWWG is currently taking place at the Skukuza Conference Centre at the Kruger National Park in Mpumalanga.   

    “There’s a lot that, as a country, we are learning from other countries. We have three priorities: valuing the care economy – both paid and unpaid; unlocking genuine financial inclusion for women, and eradicating gender-based violence and femicide,” Maluleke said. 

    Maluleke began by addressing the crisis of gender-based violence and femicide (GBVF), which she said continues to tear through the country’s social fabric.

    “Gender-based violence is a crisis in South Africa. It’s really one thing that, as a country, we want to learn from other countries. Other countries have done so many things… for prevention, even regulating access to social media, because one of the biggest challenges is that our children have a lot of unlimited access to the internet at an early age. Other countries shared that they control what young persons have access to,” she explained.

    From controlling explicit media to implementing surveillance technologies that aid in prevention and justice, Maluleke said there is much to learn from. 

    “They have used technology to protect women. For example, you find that there’s a surveillance camera every few meters. It does help because they can follow up… They have invested in prevention,” she said. 

    Investing in strong family support structures, something other countries do well, is an area where South Africa must improve. Maluleke said this is one of the biggest prevention measures that the country needs to adopt.  

    On financial inclusion, Maluleke highlighted the need to replicate successful international models that empower women from the ground up.

    “We’ve learned from them… The support they give to women in businesses starts from their education systems. Countries like Germany have invested in vocational training, and they have elevated artisanship to the same level as those that went to university,” she said. 

    In Germany, Maluleke noted, 60% of learners pursue technical training, while only 40% go to university. 

    “That’s why Germany is so strong in terms of engineering and [technical fields],” she remarked.

    The third priority, which is care work, remains an often-overlooked economic force, Maluleke said.

    “Most countries have indicated that [care work] is a strong, unseen engine of the economy. Women will stay at home to raise children and to look after those who are sick…” she said, urging for an investment in systems that allow for a balance between work and life commitments.

    “Care work, they say, is work of love. Yes, we love our parents, but we must still be able to live,” Maluleke emphasised.

    On prevention strategies for GBVF, the Director-General stressed the urgent need to shift focus and budget accordingly.

    “… [UN Women] said: ‘Preventing gender-based violence is not expensive. Not preventing gender-based violence is expensive.” It costs [a lot to raise] children [whose] families… are not able to [take them] to school, who won’t be able to contribute to the GDP… and who [might] end up getting involved in substance abuse, and to rehabilitate them is expensive,” she said. 

    Towards a stronger declaration and legacy

    As deliberations continue, South Africa is preparing for the signing of a declaration that addresses its three focus areas, namely, care work, financial inclusion and GBVF. 

    Maluleke explained that every working group works on the technical meetings, which will culminate in the declaration that will be signed by Ministers in the G20 when they meet. 

    She emphasised that a key objective is to secure tangible outcomes from the G20 engagement.

    “One of the achievements that we would like to achieve is that the financial sector needs to ensure that when Ministers sign the declaration as a product… they also launch a legacy project,” she added. 

    Indeed, one such legacy project is already in the pipeline.

    “We already have the World Bank… The World Bank will be launching, as a legacy project of the South African G20 Presidency, a financial facility on care work.

    “Women, who are running ECDs [Early Childhood Development Centres], will be able to apply for funding from that fund. They will launch it at the Minister’s meeting,” Maluleke said. 

    Consensus and Positive Masculinity 

    With 21 countries now part of the G20, following the African Union’s recent inclusion, building consensus remains a major hurdle. 

    “All of them must consent to the declaration. That’s why we’re starting the negotiations today… and even tomorrow, we will be negotiating,” Maluleke said. 

    Alongside the declaration, South Africa is preparing another powerful intervention: a conference on positive masculinity.

    “Masculinity shouldn’t destroy. It should protect,” Maluleke said. 

    The event will bring together G20 countries, guest nations, and international organisations, aiming to change the mindset of men and reframe masculinity as a force for protection and empowerment.

    “There are countries that have reduced gender-based violence. They say gender-based violence can be prevented, but you have to invest in that prevention.

    “Gender-based violence doesn’t discriminate… All of us have to make sure that we prevent it so that we protect our girls,” the Director-General said.

    Highland Council has provided 12 ‘Talking Tub’ resources for use in primary schools across the Highlands, in partnership with Union Technical who deliver community benefits as part of the Energy Efficient Scotland: Area Based Scheme programme.

    Chair of Highland Council’s Education Committee, Councillor John Finlayson, said: “This is a fantastic initiative being rolled out across Highland primary schools which brings innovation and inspiration to early years children. Talking Tubs are educational resources designed to be borrowed by early years providers to enhance learning around a particular topic or theme and these boxes focus on construction and green energy.

    “The goal is to help children begin developing the foundational skills and curiosity needed for future careers in energy and construction—sectors that are vital to the sustainability and growth of the Highlands. By using the Talking Tubs as a playful learning tool, educators can introduce children to a broader spectrum of jobs and skills beyond the traditional roles they may already see in their local areas. This initiative not only supports early learning and development but also strengthens community ties by highlighting local industries and the exciting possibilities they hold for the next generation.”

    Each tub is thoughtfully curated with a variety of engaging materials including wooden construction toys, Lego sets, house building bricks, engineering and construction children’s books, puzzles, hard hats and hi-vis vests, all aimed at encouraging children to explore real-world themes through imaginative play and providing awareness for future careers.  

    The Energy Efficient Scotland: Area Based Scheme (EES:ABS) programme is a Scottish Government programme and offers eligible Highland residents grant funding for energy efficiency measures including external wall insulation, cavity wall insulation, loft insulation, air source heat pump and solar panels with battery storage, which can result in significant savings on household energy bills.

    Managed locally by Highland Council, the scheme is currently delivered by Union Technical and has funded upgrades for thousands of homes across the Highlands using Government grants and other support.

    To mark 800 years since Dingwall became a Royal Burgh, a year-long programme of celebrations is being planned for 2026 and local residents, community groups and businesses are now being invited to get involved in shaping this major milestone for the Highland town.

    Fèis Rois, in partnership with The Highland Council, Dingwall Community Council, Dingwall Community Development Company, and other local organisations, is coordinating the Dingwall 800 programme, with a focus on “Telling Dingwall’s Story – Past, Present & Future.”

    Two public drop-in information sessions will be held in July for anyone interested in learning more, sharing ideas, or getting involved.

    These will be held at the Fèis Rois office in Robertson House, Dingwall on Monday 14th July from 6-8pm and Thursday 17th July from 2-4pm.

    All are welcome to attend.

    Fèis Rois, one of Scotland’s top traditional arts organisations and based in Dingwall, is particularly keen to hear from local groups, individuals, creatives and businesses interested in participating in or supporting the 2026 celebrations.

    As part of the preparations, a logo design competition is being launched for young people aged 8 to 25.

    The winning logo will represent the Dingwall 800 celebrations across all publicity materials.

    Young creatives are invited to create a logo inspired by Dingwall, its history, people, and future.

    Entries may be hand-drawn, painted, or created digitally. The deadline for entries is Sunday 31st August and you can find entry details at www.feisrois.org.

    The winning design will be used across all Dingwall 800 marketing materials and the winner will also receive a £300 voucher for Fèis Rois, which can be used for a year of weekly music classes or to attend a residential course.

  • MIL-OSI United Kingdom: Community-Led Local Development Fund distributes over £900k to support projects in Highland

    The Highland Strategic Local Action Group (LAG) met in June 2025 and considered and agreed funding for 28 projects submitted to the Community-Led Local Development fund (CLLD), which makes up part of The Highland Council Community Regeneration Fund (CRF) programme.

    CRF is an umbrella term used to cover multiple external funding programmes administered by The Highland Council.  Decisions on which projects are to receive CLLD funding are taken by the Highland Strategic Local Action Group. This decision-making group is made up of third sector representatives, public agencies, and private organisations.    

    Chair of The Highland Council’s Economy and Infrastructure Committee, Councillor Ken Gowans, said: “It is the fourth year in a row that we have been successful in securing a large allocation of CLLD funding from the Scottish Government. This funding is essential to support grass roots economic regeneration, allowing communities to grow and develop new opportunities.”

    “We welcome the continued investment by the Scottish Government in our  rural communities and are proud to support community groups and witness the significant and lasting impact these projects have across the Highlands.

    The CLLD Fund continues to play a vital role in supporting grassroots initiatives that foster resilience, inclusivity, and innovation in rural communities. These include feasibility studies, building renovations, renewable energy installations, youth services, and community transport programmes.

    This follows on from a successful 2024/25 CLLD round where over £1.4 million was allocated to 52 community groups across the Highlands. Across Highland, the overall social return on investment for the 2024/25 CLLD round was £3.46 for every £1 of funding invested. In total projects spent returned a social value of £6,065,874.

The bill, which Klobuchar leads with Senator Shelley Moore Capito (R-WV), would require the Federal Communications Commission (FCC) to establish a more thorough vetting process to ensure that providers applying for federal funding are capable of delivering reliable broadband access to underserved, rural communities.

    The Accessible, Affordable Internet for All Act, Klobuchar’s legislation with Former House Majority Whip Jim Clyburn (D-SC) to expand high-speed internet nationwide, served as the basis for the program created by the Bipartisan Infrastructure Law. Klobuchar is working hard to ensure the program is implemented expeditiously and as Congress intended. In June 2025, after the Department of Commerce announced substantial changes to the implementation of the BEAD program, she and Former House Majority Whip Clyburn called on the Administration to reverse course and fully implement broadband. 

    Klobuchar is also committed to strengthening the  Universal Service Fund (USF), which promotes universal access to broadband and other telecommunications services and supports critical connections for schools, libraries and healthcare facilities in rural communities. Currently, the USF is primarily funded through landline fees, disproportionately impacting seniors, who are more likely to use landlines than other Americans. In June 2025, she again joined the USF Working Group to improve this funding structure. In January 2025, she joined a bipartisan group of colleagues in filing an amicus brief to the Supreme Court in support of upholding the USF. The Court ruled in their favor in June 2025.     The US gives India priority as its “key defence partner in South Asia”, Defence Secretary Pete Hegseth has affirmed to Defence Minister Rajnath Singh, according to Pentagon spokesperson Colonel Chris Devine.

    “When he spoke to Rajnath Singh on Tuesday, Hegseth emphasised the priority the US places on India as its key defence partner in South Asia,” Devine said.

    He pointed out that both leaders reviewed the considerable progress the two countries have made toward achieving the defence goals set out in the February 2025 joint statement by President Donald Trump and Prime Minister Narendra Modi, and agreed to sign the next ten-year US-India Defence Framework when they meet later this year.

    “They also discussed pending major US defence sales to India and the imperative of close defence industrial cooperation between the two countries,” he added.

    After the call, Rajnath Singh posted on X that they had an excellent discussion to review ongoing and new initiatives to further deepen the India-US defence partnership and strengthen cooperation in capacity building.

    He conveyed his deep appreciation for the unwavering support extended by the US to India in its fight against terrorism, and said he was looking forward to meeting Hegseth at an early date.

    Rajnath Singh spoke to Hegseth before the US official met with visiting External Affairs Minister (EAM) S. Jaishankar at the Pentagon.

    After that meeting, the Pentagon said EAM Jaishankar and Hegseth discussed participation in the next INDUS-X Summit, where the two nations will continue to build on US-India defence industrial cooperation and produce new innovations in technology and manufacturing.

    The defence framework also figured in their talks.

    The Pentagon said Hegseth told Jaishankar that the US and India are mutually aware of the security concerns in the region, and that both nations have the ability to counter those threats together.

    Defence cooperation between India and the US is one of the most consequential pillars of the bilateral relationship, said EAM Jaishankar.

    The defence framework comes under the US-India COMPACT (Catalysing Opportunities for Military Partnership, Accelerated Commerce & Technology) for the 21st Century, which was agreed to by President Trump and PM Modi at their Washington meeting in February and covers cooperation in a wide range of areas, from defence and security to trade and space.

    PM Modi and Trump announced plans for new procurements and co-production arrangements for Javelin anti-tank guided missiles and Stryker armoured vehicles, as well as the acquisition of six additional P-8I maritime patrol aircraft, according to the Pentagon.

    India has already integrated various US weapons systems into its military, including the C-130J Super Hercules, C-17 Globemaster III, and P-8I Poseidon aircraft, as well as the CH-47F Chinook, MH-60R Sea Hawk, and AH-64E Apache helicopters.

    OAKLAND — California Attorney General Rob Bonta issued a statement today after the Senate rejected a proposed 10-year ban on states enforcing any state law or regulation addressing artificial intelligence (AI) and automated decision-making systems which was included in budget reconciliation bill. In the last few months, California has sent letters (here and here) to Congressional leaders strongly opposing the ban arguing the rapidly evolving nature of AI technology demands the flexibility and responsiveness that states can provide and urging lawmakers to remove the provision. 

    “Lawmakers across the aisle have recognized that states must retain the ability to protect their residents and respond to emerging and rapidly evolving AI technology,” said Attorney General Bonta. “The promise of AI raises exciting and important possibilities. California’s continued advancements, in AI and beyond, are something to be proud of, embrace, and encourage. But, like any emerging technology, there are risks to adoption without responsible, appropriate, and thoughtful oversight. California is proud to have vigorously opposed the ban and remains committed to ensuring the rights of our residents are respected.” 

    In January, Attorney General Bonta issued two legal advisories, reminding consumers of their rights, and advising businesses and healthcare entities who develop, sell, or use AI about their obligations under California law. Although AI technology is developing quickly, entities must comply with existing California laws, as well as new laws that went into effect on January 1, 2025.     In the run-up to the 5th National Conference of Chief Secretaries, the Department of Higher Education on Wednesday organised a national workshop with states and Union Territories on the theme ‘Higher Education: Knowledge Economy’.

    The day-long session, held at the Pragyan Auditorium of the AICTE in New Delhi, brought together senior officials and experts to discuss how higher education can help build a skilled and future-ready workforce for Viksit Bharat.

    The workshop, held in collaboration with the Department of Agricultural Research and Education (DARE), is part of a series of preparatory meetings ahead of the Chief Secretaries’ Conference, which will be held later this year under the broader theme ‘Human Capital for Viksit Bharat’. A concept note outlining the sub-theme had been shared with all states and UTs in advance to align local perspectives with national goals.

    Speaking at the event, Dr Vineet Joshi, Secretary, Department of Higher Education, said states and UTs have a vital role in shaping India’s education sector and driving the country’s development. “If states improve, Bharat improves,” he said, urging states to make better use of existing schemes, adapt policies to local needs, and involve communities beyond state capitals. He described the concept note as a starting point for states to design transformative changes.

    Dr Mangi Lal Jat, Secretary, DARE, called for modernising agricultural education by adopting new technologies such as artificial intelligence, machine learning and behavioural sciences. He also highlighted the need for collaboration between agricultural universities, IITs and other institutions to help students tackle challenges in the agriculture value chain.

    Former UGC Chairman Prof M Jagadesh Kumar spoke about the National Education Policy 2020 and its aim to break down rigid academic barriers and promote interdisciplinary learning. He said the focus should be on nurturing curiosity and adaptability among students and pointed to frameworks such as the National Credit Framework and National Higher Education Qualification Framework as tools for driving innovation.

    AICTE Chairman Prof T G Sitharam stressed the need for India to move from a service-based economy to a product-driven one by integrating robotics, artificial intelligence and other advanced technologies into technical education. He mentioned initiatives like the Smart India Hackathon, the AICTE Internship Portal and the E-Kumbh Portal, which provides free textbooks in various Indian languages.

    States also shared their experiences and local plans. Officials from Maharashtra spoke about developing EduCity in Navi Mumbai and setting up offshore campuses to make the state a global education hub. Universities discussed including Indian Knowledge Systems in mainstream curricula to preserve traditional knowledge alongside modern learning.

    Some states highlighted the need to address brain drain by encouraging Indian scholars abroad to return and contribute to domestic institutions through research collaborations and sabbaticals.   • MIL-OSI Africa: Care work is not a cost – it’s an $11 trillion investment waiting to transform societies

    The world stands at a historic crossroads. Global economies can either continue sidelining the $11 trillion worth of unpaid care work that sustains societies or choose to invest in it as the foundation of inclusive growth, job creation, and long-term economic resilience.

    This was the urgent call issued by Dr Basani Baloyi, Programme Director at the Institute for Economic Justice, at the Third Technical Meeting of the G20 Empowerment of Women Working Group (EWWG) underway at the Skukuza Conference Centre in Mpumalanga. 

    “The care economy is not a woman’s issue. It’s an economic imperative. It’s not a burden to be managed. It’s an opportunity to be seized. It is not a cost to be minimised. It’s an investment that will transform societies,” Baloyi said on Wednesday. 

    Her remarks drove home the message that investing in the care economy has far-reaching, proven returns. In Canada, a $10-per-day childcare programme created over 40 000 new jobs in the early childhood care sector, while expanding women’s participation in the workforce. 

    In Nordic countries, decades of investment in comprehensive care systems have led to some of the world’s highest levels of gender equality and economic competitiveness.

    “With our collective economic power, our diverse experiences and our shared commitment to sustainable development, the G20 has an unprecedented opportunity to scale these successes globally,” Baloyi said. 

    Framing the conversation around care as central to economic and social planning, Baloyi said this is the moment to shift from a model where care is invisible and undervalued, to one where it is measured, invested in, and integrated into policy design.

    “We have the evidence from Brazil’s groundbreaking National Caregiving Policy. We have the framework from South Africa’s comprehensive approach to women’s economic empowerment. What we need now is the collective will to act,” she said. 

    Throughout her keynote, Baloyi painted a vivid picture of care work’s current invisibility, and the toll it takes on women’s economic lives.

    “Picture this. It’s 3am and Maria, a nurse in São Paulo, finishes her shift caring for kids. She drives home not to rest, but to care for her mother and prepare breakfast for her children before they wake up.” 

    She said similar stories echoed across the globe. “Nomsa in Johannesburg juggles a teaching job and caring for a disabled sibling, and Sarah in Chicago reduces her engineering hours to care for her ailing father.”

    Baloyi said these are the women whose sacrifices are excluded from GDP, undervalued in policy, and absent in economic planning. 

    “What they call love, we call unpaid work,” Baloyi quoted philosopher Silvia Federici. 

    Globally, she explained that unpaid care work by women amounts to 9% of global GDP – equivalent to $11 trillion. In Brazil alone, it’s estimated that women subsidise the economy by at least $10.8 trillion annually. Yet, this work remains uncounted, unrecognised and unsupported.

    “We measure the production of cars and computers, but not the production of healthy, educated, capable human beings, who drive those cars and operate those computers,” she said. 

    This invisibility, Baloyi warned, has profound economic consequences, reinforcing gender roles, excluding millions of women from the labour market, and weakening economic resilience.

    However, Brazil’s pioneering move in 2024 to introduce a National Caregiving Policy – a collaborative effort across 20 ministries, municipalities and academia – signals a turning point. 

    South Africa’s G20 Presidency builds on this foundation, with three key priorities that will shape the future of care economies globally. 

    “These priorities recognise that care economy transformation requires addressing the full spectrum of challenges that women face. What makes this moment extraordinary is not just the ambition, but the methodology. 

    “South Africa is facilitating policy discourse and collaboration based on evidence, based research across G20 countries, they are creating platforms for sharing cross-country experiences, learning from both successes and challenges, and developing context sensitive recommendations that respect the diversity of G20 nations, while advancing common goals,” she said. 

    The data, Baloyi explained, is on South Africa’s side. According to the World Economic Forum, a $1.3 trillion investment in social jobs, particularly in the care economy, would generate $3.1 trillion in GDP and create over 10 million jobs in the United States alone. 

    The International Labour Organisation projects that invest in childcare and long-term care could result in 203 million jobs globally by 2035.

    “These aren’t just numbers. They represent millions of families lifted out of poverty, and millions of women able to participate fully in economic life,” Baloyi said. 

    She also urged G20 nations to adopt the ILO’s 5R Framework:

    • Recognise care work in policy and planning.
    • Reduce the burden through services and infrastructure.
    • Redistribute responsibilities between genders and institutions.
    • Represent care workers in decision-making.
    • Reward care work with fair wages and social protections.

    Baloyi further told delegates that by 2030, over 2.3 billion adults will require care services. By 2050, 80% of the world’s elderly population will live in low- and middle-income countries, many lacking adequate care systems.
