  • MIL-OSI Economics: African Development Bank, AIIB sign MOU renewing their collaboration on sustainable economic development for Africa

    The African Development Bank and the Asian Infrastructure Investment Bank (AIIB) have signed an agreement strengthening their collaboration on sustainable economic development, designed to boost infrastructure development and economic opportunities across the African continent.

    The Memorandum of Understanding, which builds on an earlier one in 2018, was signed by African Development Bank president, Dr. Akinwumi Adesina, and AIIB President and Chair of the Board of Directors Jin Liqun on Saturday 28 June. The signing took place on the sidelines of a meeting of Heads of Multilateral Development Banks held in Paris, France, the same day.

    The agreement outlines continued collaboration from both parties in six priority areas, aligned with the Bank Group’s Ten-Year Strategy 2024–2033 as well as AIIB’s Corporate Strategy and its Strategy on Financing Operations in Non-Regional Members. The areas are:

    • (i) Green infrastructure
    • (ii) Industrialization
    • (iii) Private capital mobilization including Public – Private Partnerships
    • (iv) Cross-border-connectivity
    • (v) Digitalization; and
    • (vi) Policy-based financing

    The MOU will promote among other things, co-financing, co-guaranteeing and other forms of joint participation in financial assistance for development projects primarily in sustainable infrastructure. The African Development Bank and AIIB’s existing cooperation in this area, includes providing guarantees to support the issuance of Egypt’s first Sustainable Panda Bond in 2023, valued at RMB 3.5 billion.

    This historic issuance—backed by guarantees from both AfDB and AIIB—marked the first African sovereign bond placed in the Chinese interbank bond market. The guarantees provided by the two triple-A-rated multilateral banks were instrumental in de-risking the transaction, enabling Egypt to secure competitive terms and attract investor confidence.

    “This partnership continues to be an effective pathway to provide economic development for our member countries, especially in infrastructure. By reaffirming today, we are boosting energy access by accelerating Mission 300 which is targeting to connect 300 million people to electricity by 2030,” Dr Adesina said.

    Mr. Jin Liqun remarked: “The renewal of our partnership with the African Development Bank reflects AIIB’s commitment to supporting sustainable development beyond Asia. Through this collaboration, we can leverage our combined expertise to deliver transformative projects that will benefit millions across the continent and create prosperity through quality infrastructure investment.”

    Washington (June 30, 2025) – As opposition to the new Blackburn-Cruz five-year AI moratorium “compromise” continues to grow, Senator Edward J. Markey (D-Mass.) and Senator Maria Cantwell (D-Wash.), Ranking Member of the Senate Committee on Commerce, Science and Transportation filed an amendment to strip the entire provision from the Republican budget reconciliation bill.
    “The Blackburn-Cruz so-called compromise is a wolf in sheep’s clothing,” said Senator Edward J. Markey. “Despite Republican efforts to hide the true impact of the AI moratorium, the language still allows the Trump administration to use federal broadband funding as a weapon against the states and still prevents states from protecting children online from Big Tech’s predatory behavior. Republicans are selling out our kids and local communities — all to line the pockets of Big Tech billionaires. I am proud to partner with Ranking Member Cantwell on an amendment to strip this dangerous language.”
    “The Blackburn-Cruz amendment does nothing to protect kids or consumers,” Sen. Cantwell said earlier today. “It’s just another giveaway to tech companies. This provision gives AI and social media a brand-new shield against litigation and state regulation. This is Section 230 on steroids. And when Howard Lutnick has the authority to force states to take this deal or lose all of their BEAD funding, consumers will find out just how catastrophic this deal is.”
    While the “compromise” language adds child safety and other “generally applicable laws” to its list of purported exemptions, the standard is so vague that Big Tech companies would challenge nearly every consumer protection, kids online safety or privacy protection law in court as “overly burdensome.” It would also impact the thousands of pending lawsuits against social media companies’ harmful algorithms.

    A herd of puppet animals is migrating north from Africa. This 12,000 mile journey represents wildlife’s response to the climate crisis as species are forced to move north due to rising temperatures. As The Herds travels through the UK en route to the Arctic, the organisers hope this artistic project will help spectators along the route understand what is happening to the environment.

    Events like this are “louder than traffic”, according to US-based puppeteer Peter Schumann. The giant puppets are a visual tool to capture the public’s imagination.

    Over the past 30 years working as a theatre scholar, I have observed that puppetry has become an important artform for telling stories that explore the way we respond to and interact with nature.

    Like traditional street theatre such as Punch and Judy, puppets grab the audience’s attention against the backdrop of everyday life. Now with the rise of social media, modern culture is now even more visually oriented. Puppetry is a big hit in these new digital spaces, according to some researchers.

    The Herds project was created by a theatre company called Little Walk after the success of Little Amal, a Syrian refugee puppet project about human migration and climate relocation. One of the Little Amal puppeteers told me that, ironically, it was easier for the puppets to cross borders but the human artists and puppeteers had to take major detours to carry out the Little Amal project in 17 countries.

    The Herds aims to inspire people to think about the direct consequences of the climate crisis as the animal puppets travel from Africa to the Arctic. Puppeteers animate the life-size puppets in full view of the audience. As each puppeteer focuses on moving the puppet, they transfer their energy and emotion into the puppets body.

    The Herds takes puppets on a 12,000-mile-long migration from Africa to the Arctic.

    I was trained in these techniques during the 1990s. I know that when a performer intensely focuses on a performing object, the result is mesmerising. It can enable the audience to feel empathy for another non-human being. The aim is to cut through discourses and affect people directly with images performed beyond language and local agendas.

    Puppetry is both an interdisciplinary and interactive artform that is as old as human culture. Animated figures have been employed in both the popular spaces of folk theatres and the avant garde spaces of high art. Puppet characters can tell very simple stories in slapstick shows or speak to complex issues in projects like The Herds.

    Even having researched puppetry in communities for more than three decades, the many varied uses for puppetry continue to surprise me. Beyond theatres, puppets can affect people in everyday spaces, just as The Herds does. My book, published in 2024, explores how the popular global practice of puppetry by communities and groups brings pleasure through both making and performing with puppets.

    Communicating complexity

    In 2023, I collaborated with scientists at the Centre for Enzyme Innovation at University of Portsmouth who are developing enzymes that can break down plastic waste. We found that puppets could help to communicate complex science about innovative recycling to audiences through workshops and a showcase event. The puppets as entertaining figures symbolising ideas could animate the science and engage audiences in a playful and non-elitist fashion.

    Puppetry is a powerful and engaging art form that can capture the imagination of audiences globally. Even during our advanced technological times puppetry is still employed both by technologies – for example our own XR lab used puppets recently exploring their use with avatars.

    With successful West End productions in London such as Lion King and War Horse (a show which changed the fortunes of the National Theatre, puppetry has become mainstream in the UK. Now with The Herds, animal puppets are having a global reach.

    Over the past 15 years there’s been an increasing demand from within and outside the higher education sector for African countries to produce more PhD graduates. For this to happen, it’s important to know what’s holding people back from pursuing or completing their doctoral degrees. The authors of a new review article did just that, with a focus on South Africa, Kenya, Ethiopia, Uganda and Nigeria. Five themes emerged from their work: PhD candidates’ sociodemographic profiles, access to funding, the availability of resources and training, experiences with PhD supervisors, and personal coping mechanisms.

    The Conversation Africa spoke with the paper’s authors, Oluwatomilayo Omoya, Udeme Samuel Jacob, Olumide A. Odeyemi and Omowale A. Odeyemi, to learn more about their findings.

    Why is it important for African countries to produce PhD graduates?

    PhD programmes have been shown to play a crucial role in advancing research, innovation, and economic and scientific progress.

    That’s because the more research capacity a country has, the more likely it will be able to address gaps in healthcare, economic barriers and food insecurity. This point has been emphasised by, among others, the World Health Organization (WHO) and the African Union.

    Doctoral education builds academic expertise. This drives growth across multiple sectors, such as health, education and technology. It also fosters an environment where creative and practical solutions to local challenges can thrive.

    What are some of the main obstacles PhD students faced in the countries you studied?

    Our study was a scoping review. This research method allowed us to broadly survey existing studies and identify key concepts, evidence types and knowledge gaps. The review included articles from different African countries, among them South Africa, Kenya, Ethiopia, Uganda and Nigeria.

    One of the biggest hurdles we identified for PhD students is a lack of resources. Many of the continent’s universities are underfunded. They struggle to offer their staff and students adequate research facilities, libraries and even internet access.

    Another major challenge is the shortage of quality doctoral supervision. In many African universities, the number of qualified supervisors is far lower than the number of doctoral candidates. This imbalance means that some students receive little attention. Their progress may suffer as a result.

    A PhD is, by nature, a solitary pursuit. But without the proper support, students can feel disconnected from the academic community. This sense of isolation can increase dropout rates and hinder the completion of research projects.

    Supervisors are frequently overwhelmed with other responsibilities – their own research, administrative duties, or teaching large undergraduate classes. This leaves them with limited time to mentor PhD students. The students they’re tasked with supervising can end up feeling isolated.

    Personal funding is also hard to come by. Scholarships are rare and, when they are available, they don’t always cover all the student’s expenses over the course of their research. Many students must work full-time jobs to support themselves while pursuing their doctorate. This can severely affect their ability to dedicate time to their studies.

    Even in cases where funding is available, it’s often linked to short-term projects or grants that don’t allow students to finish their research without interruption. This leads to long delays in graduation rates, which creates a bottleneck effect: students remain stuck in the system for years, clogging the flow of new researchers entering academia.

    Another challenge is that African doctoral students who do succeed may leave their home countries for better opportunities abroad. The so-called “brain drain” phenomenon has a profound effect on Africa’s ability to build a strong academic community. While many African PhD students go on to do groundbreaking research in Europe, North America or Asia, their departure means their home institutions – and countries – lose valuable knowledge and experience.

    Brain drain is not just about better salaries or living conditions; it’s also about the availability of cutting-edge research opportunities. Once abroad, many students are able to access better resources and then choose to stay in environments that allow them to thrive professionally.

    What role does gender play in the likelihood of completing a PhD?

    Women pursuing PhDs face additional challenges that their male peers do not. We found that women PhD students frequently face gender biases, both socially and professionally, that make it harder to fulfil their academic goals.

    Over the past decade, the number of women enrolling in PhD training in some countries, such as Ethiopia and South Africa, has increased.

    However, women are less likely than men to complete their doctoral studies, partly because of the cultural expectations and responsibilities they bear. Female students who are married or have children must often balance managing their households and care-giving responsibilities with pursuing their studies.

    In regions where family is traditionally prioritised over career aspirations, women may feel an added layer of guilt or societal pressure, which can lessen the time they have to focus on research.

    Moreover, in areas where colonial or apartheid legacies still influence societal structures, Black women in particular report additional barriers. They say they feel overlooked or underestimated in academic spaces.

    There has been some progress. Organisations like the Consortium for Advanced Research Training in Africa (Carta) offer programmes that support women throughout their academic journeys. However, a greater, gender-responsive approach is needed to ensure that women have access to resources, mentorship and flexible support systems that address these unique challenges.

    Increasing support for women in PhD programmes isn’t just about numbers. It means institutions and the wider society must address the structural and cultural barriers that hold women back.

    Are there solutions to the issues you’ve identified?

    The challenges facing doctoral students in Africa are complex, but not impossible to overcome.

    With the right investments and a commitment to reform, universities on the continent can grow into global centres of excellence in research and development. It’s vital for societies not to lose sight of the importance of higher education. As we’ve said, and as a large body of evidence shows, strong doctoral training programmes and investing in research and innovation to address the challenges faced by the African continent are key to ensuring that the next generation of researchers and innovators can lead the way in solving some of the world’s most pressing problems.

    Governments, universities and funding organisations can collaborate by providing scholarships and research grants, creating gender equality policies, and introducing mentorship programmes or improving those that already exist.

    The connection between tracking in nature, as people have done since prehistory, and “western” science is of special interest to us as ichnologists. (Ichnology is the study of tracks and traces.) We learned our skills relatively late in life. But imagine if we had learned as children and if, as adults, we tracked as if our lives depended on it? What additional visual and cognitive talents would we bring to our field work as scientists?

    Our mission is to find and document the fossilised tracks and traces of creatures that existed during part of the Pleistocene Epoch, between 35,000 and 400,000 years ago, on the Cape coast of South Africa. Since 2008, through the Cape South Coast Ichnology project, based in the African Centre for Coastal Palaeoscience at Nelson Mandela University, more than 370 vertebrate tracksites have been identified. They have substantially complemented the traditional record of body fossils. Examples include trackways of giant tortoises and giraffe.

    Given the challenges inherent in identifying such tracks, we wondered how hunters who’ve been tracking all their lives would view our work, and how age-old indigenous expertise might align with our approach.

    Fortunately we could call on experts with these skills in southern Africa. The Ju/’hoansi (pronounced “Juun-kwasi”) San people of north-eastern Namibia are perhaps the last of southern Africa’s indigenous inhabitants who retain the full suite of their ancient environmental skills. The Nyae Nyae conservancy in which they live gives them access to at least some of their historical land with its remaining wildlife. They still engage in subsistence hunting with bow and poisoned arrow and gather food that’s growing wild.

    A handful among them have been recognised as Indigenous Master Tracker, a title created by Liebenberg’s CyberTracker initiative in recognition of their top-flight hunter-gatherer status. And so, late in 2023, the Master Trackers #oma (“Komma”) Daqm and /uce (“Tchu-shey”) Nǂamce arrived in Cape Town.

    We were not the first to think along these lines. Ju/’hoansi Master Trackers have assisted scientists in the interpretation of hominin tracksites in French caves, and prehistoric tracks in the rock art record in Namibia. However, we knew that our often poorly preserved tracksites in aeolianites (cemented dunes) might present a stiffer challenge.

    Our purpose was to compare our own interpretations of fossil trackways with those of the Master Trackers, and possibly find some we had overlooked. As we’ve set out in a recently published paper with the Ju/’hoansi trackers and our colleague Jan De Vynck as co-authors, they did exactly this, confirming the first fossil hyena trackway ever to be found.

    Swapping techniques

    The Late Pleistocene is not that far distant from the present (a mere 125,000 years), and many of the species that made tracks on the Cape south coast then are still with us. Some are extinct but have recognisable tracks, like the giant long-horned buffalo and giant Cape zebra.

    We knew, though, that tracking in Kalahari sand, like the Ju/’hoansi do, is not the same as tracking on Pleistocene rock surfaces. Many of our tracks are preserved on the undersides of ceilings and overhangs, or are evident in profile in cliff exposures. Our track-bearing surfaces are usually small, and present no associated signs. We can’t follow the spoor for any distance. We don’t know at what time of day the tracks were made or the role of dew, and we have never succeeded in actually tracking down our quarry. Coprolites – fossilised droppings – are seldom found conveniently beside the tracks of the depositor.

    We showed our new colleagues known fossil tracksites, without providing our own interpretations. #oma and /uce discussed these between themselves and presented their conclusions about what had made the tracks and how the animal had been behaving. We then shared our insights and our 3D photogrammetry data where applicable, and reached joint conclusions.

    Soon they were identifying freshly exposed tracksites without our input, and were providing fascinating, new interpretations for sites which had puzzled us. For example, they saw ostrich tracks which we had missed, beside ostrich egg remnants, and concluded that we were probably looking at a fossilised ostrich nest. On another occasion they pointed out the distinctive track pattern of a scrub hare on the hanging wall of an eroded piece of cliff.

    First fossilised hyena trackway

    One of the most memorable experiences involved a 400,000-year-old trackway on a rock surface at Dana Bay, identified a few years earlier by local geologists Aleck and Ilona Birch. This rock had only been transiently exposed for a few days in the past decade, usually being covered by beach sand.

    Our earlier interpretation had been that the trackmaker might have been a hyena, probably the brown hyena.

    We were vindicated when our master tracker colleagues independently reached the identical conclusion. Examining our digital 3D images together fortified our collective judgement.

    This was a big deal: it was the first fossil hyena trackway to be confidently identified, as previous examples had involved only individual tracks or poorly preserved possible trackway segments. Hyena trackways are distinctive: the forefoot tracks are substantially larger than those of the hindfoot.

    Different ways of seeing

    Both of us are privileged to have university degrees and institutional affiliations. But there is another way in which acumen can be measured: the ability to use the ancient methods of discernment and pattern recognition to support and feed one’s family and community through tracking, hunting and gathering.

    What we have demonstrated, we believe, is a novel confluence of old and new ways to reveal fascinating features of the past. We use geological understanding, satellite technology, paleontological databases, tracking manuals and sophisticated dating methods. But hunter-gatherers see what escapes us and our drones: obscure strokes and enigmatic configurations on time-beaten surfaces. They tap an alternative knowledge base, both culturally received and cultivated from childhood.

    The follow-through challenge must be to develop this partnership for mutual discovery and reward, understanding the past to better equip us for our uncertain future.

    Coconut trees are iconic plants found across the world’s tropical regions. They’re called “nature’s supermarket” or the “tree of life” in several cultures because every part of the coconut tree is used. Its leaves can be used to thatch homes, its heart can be eaten and its roots have medicinal uses.

    The refreshing liquid found within a young green coconut is a highly prized component of the coconut palm. Coconuts are unique in the world of fruits because they have a large internal cavity filled with water. Other fruits typically store water within individual cells or pulp.

    I’m a food scientist who has carried out research on the properties of coconuts.

    All coconut palms produce water, though some, like tall varieties, will produce more than others, like dwarf varieties. The water is sourced from the trees’ immature, green coconuts. As the coconut matures, the developing white flesh absorbs the water, resulting in less liquid in a fully ripe brown coconut.

    So, how is this water reservoir created, and what factors influence it?

    A coconut’s structure

    To better understand how coconut water is formed, it is essential to grasp its anatomical structure. The coconut fruit is classified as a drupe, meaning it has three layers: the exocarp (the smooth, green outer layer seen in unripe coconuts), the mesocarp (a fibrous husk beneath the exocarp), and the endocarp (the hard, woody inner shell that protects the white flesh inside).

    Within the endocarp, there are two components: the flesh (endosperm, a soft, jelly-like material in immature coconut that hardens as it matures) and the clear coconut water that fills the cavity. This water is a nutritive fluid nourishing the developing seed and is formed naturally during the development of the coconut fruit.

    The water is a filtered sap that’s drawn up from the roots and transported through the tree’s vascular system (its water and nutrient transport system), specifically the xylem tissue.

    The coconut tree’s extensive root system, ranging from 1 to 5 metres deep, absorbs groundwater – with dissolved nutrients – from the surrounding soil. The absorbed water is then transported upwards through the trunk and branches and finally to the fruit.

    The fruit retains this water, stored in the cavity of the coconut. The accumulated water, with its rich nutrients, provides food to the developing endosperm (white flesh).

    Therefore, coconut water is neither rainwater nor seawater stored inside, but carefully filtered and nutrient-rich clear liquid formed by the tree itself.

    What is coconut water made of?

    About 95% of coconut water is simply water, making it an excellent hydrating fluid.

    The rest of the water is made up of various components, which are useful for us too.

    Minerals (like sodium, potassium, magnesium and calcium) nourish human nerves and muscles; proteins (amino acids and enzymes) can help in metabolism in both the tree and humans; sugars (fructose and glucose) are responsible for the light sweetness and there are trace amounts of vitamins (vitamin C and B vitamins).

    Coconut water levels

    Many factors can influence the amount and quality of water in a coconut.

    The age of the coconut is a critical determining factor. Immature, green coconuts (six to eight months) are usually full of water: between 300 millilitres and 1 litre. Mature coconuts (12 months and older) have low water levels as the liquid is partially absorbed by the endosperm.

    High rainfall encourages greater accumulation of water, while drought conditions reduce the amount of water that can be transported to the fruit.

    Healthy soils packed with minerals lead to high-quality and nutrient-rich coconut water. Poor or salty soils, lacking in minerals that can travel up the coconut tree to the fruit, will lead to low quality water.

    Finally, unhealthy or diseased trees produce smaller-sized coconuts with little water.

    Protecting coconuts

    Coconut trees and coconut water are important to tropical economies across south-east Asia, the Pacific, and the Caribbean Sea territories, as well as the coastlines of central America and Africa.

    Conserving the trees and their environment is therefore essential.

    Sustainable farming practices, like soil management – including soil testing and organic composting – should be implemented to maintain the proper nutrient profile, which results in high-quality coconut water.

    Additionally, protecting freshwater aquifers from saltwater intrusion along coastlines where coconuts grow is crucial for preserving the quality of this refreshing fluid. Drip irrigation and mulching can help maintain soil moisture for the required coconut water production.

    Pest and disease management techniques (like intercropping coconuts with bananas or legumes), as well as integrated pest management, can contribute to healthy trees that produce large coconuts with ample water.

  • MIL-OSI Submissions: Row over damage to Iran’s nuclear programme raises questions about intelligence

    The ongoing debate over whether Iranian nuclear sites were “obliterated”, as the US president and his team insist, or merely “damaged”, as much of the intelligence suggest, should make us pause and think about the nature and purpose of intelligence.

    As Donald Rumsfeld famously said “if it was a fact it wouldn’t be called intelligence”.

    The recorded fate of the Iranian nuclear sites will be decided by the collection and assessment of difficult to reach raw intelligence feeds. These will include imagery, technical, communications and human intelligence, among many secret techniques.

    The classified conclusions of these efforts are unlikely to make their way into the public realm, unless there is Congressional or Senate inquiry, like the one held after 9/11.

    So, why does it matter?

    There has been strong public interest in intelligence assessments since 9/11 and the 2003 invasion of Iraq. Intelligence is often only seen in public when something has gone wrong – either that something was missed or the public has been misled. Inquiries into 9/11 criticised intelligence agencies for not putting together single strands of intelligence into a whole picture, revealing the plot and the attack.

    Inquiries into the approach to the 2003 Iraq war suggested intelligence agencies had allowed their assessments to become shaped by political need, or had failed to adequately caution about what they did not know.

    Successful intelligence operations nearly always mean that something damaging to the country or the public has been prevented. If agencies celebrated these successes loudly they might reveal something about their techniques and reach that is useful to our adversaries. So, our understanding of intelligence tends to be framed by popular culture – or by the inquiries around intelligence failures.

    From these two sources, intelligence is simultaneously all-seeing and deeply flawed. Add in narratives around the “deep state” – a shorthand that accuses unnamed and publicly unaccountable government officials of frustrating the will of the people – and it should be no surprise that the public and politicians are sometimes confused about security intelligence and published assessmements.

    In the case of the Iranian nuclear facilities, the importance of the intelligence picture is focused around politics, diplomacy and security. Donald Trump would obviously prefer an official narrative that his decision and orders have put back the Iranian nuclear programme by years. This is why he talks about the sites being obliterated. And it’s why his director of national intelligence, Tulsi Gabbard, has affirmed that her intelligence-led assessment agrees. That said, she has opted not to give testimony to the Senate.

    When it comes diplomacy, the judgement of intelligence officials could do one of two things. It could either place Iran in a poorer negotiating position with no nuclear programme to provide it with the ultimate security. Or it could allow Tehran to present the country as an emerging nuclear power, with the added muscle that implies. This judgement will have an impact on Israel’s need to preemptively contain Iran. And in security terms, the classified judgement will also help to shape the next steps of the US president, his diplomats and his armed forces.

    The assessment given to the public may well be different from the one held within the administration. While uncomfortable for us outside of government circles, this is often a perfectly reasonable choice for a government to make. Security diplomacy is best done behind closed doors. Or at least, this used to be the case. Now Trump appears to be remaking the art of statecraft in public with his TruthSocial posts and his earthy and authentic language in press conferences.

    Misinformation and public mistrust

    Having a large gap between the secret intelligence assessment and the publicly acknowledged position can have stark consequences for a government. The 1971 Pentagon Papers are a good example of this.

    These were prepared for the government about the progress of the Vietnam war and leaked to the press. The leaks highlighted the inaccuracy in government reporting to the American public about the progress of the war. The fallout included a number of official inquiries that shone a negative light on intelligence agencies. They also resulted in a strengthening of media freedoms.

    Similarly, the 2003 Iraq war damaged the credibility of the US intelligence community. It became clear to that the unequivocal statements about Iraqi possession of weapons of mass destruction turned out to be overstated and under-evidenced. The loss of trust, limitations on the executive use of intelligence and the losses to the US in blood and treasure in the Iraq campaign are still being felt in American politics.

    Last, the Snowden leaks of 2013 highlighted the mismatch between what was understood about intelligence intrusion into private communications data, including internet browsing activities, and what was happening in the National Security Agency through programmes such as Prism.

    The Snowden leaks had an impact on America’s standing with its allies and resulted in the USA Freedom Act in 2015. This imposed some limits on the data that US intelligence agencies can collect on American citizens and also clarified the use of wiretaps and tracking “lone wolf” terrorists.

    The Snowden affair also fuelled a growing narrative about unaccountable deep state activity that has foregrounded online phenomena such as the conspiracy site QAnon. It has also boosted some populist politics that point to, and feed off the public suspicion on, mass surveillance and hidden government activities.

    The lessons for the current debate are clear. The first is that using intelligence assessments to justify military actions contain enduring hazards for governments, given the propensity among public servants for leaking.

    From that, it naturally follows that when published intelligence is shown to be incorrect, the unintended consequence for governments is a loss of trust and having fewer freedoms to make use of intelligence to protect the nation state.

  • MIL-OSI Submissions: New special tribunal for Ukraine will pave the way for holding Russian leaders to account for the invasion

    A special tribunal has been established by the international human rights organisation the Council of Europe (CoE) and the Ukrainian government to try crimes of aggression against Ukraine which could be used to hold Vladimir Putin and others to account for the February 2022 invasion and war crimes committed since.

    The Ukrainian president, Volodymyr Zelensky, signed an agreement with CoE secretary general, Alain Berset, on June 25, setting up the special tribunal. Subject to it securing the necessary political backing and budget the tribunal will be established within the framework of the CoE (which is not part of the European Union.

    Work on the first phase of the court could progress in 2026. In his speech to the Council of Europe parliamentary assembly in Strasbourg, Zelensky was cautious in his optimism but stressed that the agreement was “just the beginning”.

    “It will take strong political and legal cooperation to make sure every Russian war criminal faces justice – including Putin,” he said. He knows, through years of hard experience as he travelled the world seeking help from Ukraine’s allies, that political support can be fleeting.

    A new Nuremberg?

    Inspired by ad hoc courts established after major conflicts such as the Nuremberg tribunal after the second world war or, more recently the International Criminal Tribunal for the former Yugoslavia (ICTY)
    in the 1990s, the Ukraine has been established with the aim of holding to account the perpetrators of the first full-scale armed conflict in Europe in the 21st century.

    The prohibition against the crime of aggression is a basic principle of international law, and a key part of the UN charter.

    In principle, the crime of aggression should be prosecuted by the International Criminal Court (ICC). But as Russia is not a party to the Rome Statute which underpins the court, that option was ruled out. Similarly, Russia’s veto on the UN security council meant that it would be impossible in practice to practically set up a court under the mandate of the UN – as the ICTY was in 1993.

    The Ukraine special tribunal, which was developed by a Core Group, made up of states plus the EU and the Council of Europe, seeks to fill an obvious accountability gap. If the illegal invasion is left unpunished, it would set a dangerous precedent.

    Such impunity would embolden Russia and inspire others with revanchist ambitions, undermining an already shaky international order. The US, which was instrumental in setting up the Core Group under the presidency of Joe Biden, withdrew in March 2025 when Donald Trump took office.

    The statute of the special tribunal sets out that the court will be based on Ukrainian law and will have a strong link to the country’s legal system. Ukraine’s prosecutor-general will play a key role in the proceedings, referring evidence for further investigation by the tribunal. But it will be internationally funded with international judges and prosecutors, and strong cooperation with the International Criminal Court. It is likely to be based in the Hague – although this has yet to be confirmed.

    The need for accountability for the illegal invasion of Ukraine was stressed in a resolution of the UN general assembly in February 2023 as the war headed into its second year. The resolution, which calls for “appropriate, fair and independent investigations and prosecutions at the national or international level” to “ensure justice for all victims and the prevention of future crimes” was approved by an overwhelming majority of 141 states. Any country in the world can join this core group to support its establishment.

    Holding leaders accountable

    Unlike previous international courts, the caseload is likely to be extremely narrow. There are likely to be dozens of charges rather than hundreds or thousands, which is perhaps reassuring in terms of managing costs.

    The tribunal will focus on those “most responsible” including the so-called “troika”: the president Vladimir Putin, prime minister Mikhail Mishustin and the minister for foreign affairs Sergey Lavrov. Charges may also be levelled against the leadership of Belarus and North Korea for their role in aiding, abetting and actively participating in the war of aggression. But don’t expect Kim Jong-un or Alexander Lukashenko in the dock anytime soon.

    The Court has opted for a novel approach to a longstanding customary rule by noting that heads of state are not functionally immune from prosecution. But it adds that indictments won’t be confirmed until such time as the suspect is no longer in office.

    Trials can take place in absentia if the accused fails to attend and all reasonable steps taken to apprehend them have failed. But, like the ICC, the court will still rely on states to apprehend and physically transfer indicted individuals in due course. This will inevitably limit the chances of seeing any of the key individuals actually in a court, something that has also dogged the ICC.

    The fact that a tribunal has now been set up is a major development in international criminal justice. But it is now in a sort of purgatory, existing and not existing at the same time. To become operational, another treaty known as an enlarged partial agreement must be signed by interested states. This will have to be ratified by many national parliaments, depending on their constitutions. This process could take years.

    But simply by creating the framework for the tribunal, the Council of Europe has demonstrated its commitment to ensuring accountability. In a further development, the European Court of Human Rights delivers its long-awaited judgment in the case of Ukraine and the Netherlands v Russia on July 9.

    This concerns “complaints about the conflict in eastern Ukraine involving pro-Russian separatists which began in 2014, including the downing of Malaysia Airlines flight MH17, and the Russian military operations in Ukraine since 2022”. The judgement will add further momentum to these accountability efforts.

    Symbolic as it may seem, this week’s agreement creates a real opportunity for the international community to send a message that impunity for international aggression is intolerable – not just for the victims, but for all who believe in the rule of law.

  • MIL-OSI Submissions: AI policies in Africa: lessons from Ghana and Rwanda

    Artificial intelligence (AI) is increasing productivity and pushing the boundaries of what’s possible. It powers self-driving cars, social media feeds, fraud detection and medical diagnoses. Touted as a game changer, it is projected to add nearly US$15.7 trillion to the global economy by the end of the decade.

    Africa is positioned to use this technology in several sectors. In Ghana, Kenya and South Africa, AI-led digital tools in use include drones for farm management, X-ray screening for tuberculosis diagnosis, and real-time tracking systems for packages and shipments. All these are helping to fill gaps in accessibility, efficiency and decision-making.

    However, it also introduces risks. These include biased algorithms, resource and labour exploitation, and e-waste disposal. The lack of a robust regulatory framework in many parts of the continent increases these challenges, leaving vulnerable populations exposed to exploitation. Limited public awareness and infrastructure further complicate the continent’s ability to harness AI responsibly.

    What are African countries doing about it?
    To answer this, my research mapped out what Ghana and Rwanda had in place as AI policies and investigated how these policies were developed. I looked for shared principles and differences in approach to governance and implementation.

    The research shows that AI policy development is not a neutral or technical process but a profoundly political one. Power dynamics, institutional interests and competing visions of technological futures shape AI regulation.

    I conclude from my findings that AI’s potential to bring great change in Africa is undeniable. But its benefits are not automatic. Rwanda and Ghana show that effective policy-making requires balancing innovation with equity, global standards with local needs, and state oversight with public trust.

    The question is not whether Africa can harness AI, but how and on whose terms.

    How they did it

    Rwanda’s National AI Policy emerged from consultations with local and global actors. These included the Ministry of ICT and Innovation, the Rwandan Space Agency, and NGOs like the Future Society, and the GIZ FAIR Forward. The resulting policy framework is in line with Rwanda’s goals for digital transformation, economic diversification and social development. It includes international best practices such as ethical AI, data protection, and inclusive AI adoption.

    Ghana’s Ministry of Communication, Digital Technology and Innovations conducted multi-stakeholder workshops to develop a national strategy for digital transformation and innovation. Start-ups, academics, telecom companies and public-sector institutions came together and the result is Ghana’s National Artificial Intelligence Strategy 2023–2033.

    Both countries have set up or plan to set up Responsible AI offices. This aligns with global best practices for ethical AI. Rwanda focuses on local capacity building and data sovereignty. This reflects the country’s post-genocide emphasis on national control and social cohesion. Similarly, Ghana’s proposed office focuses on accountability, though its structure is still under legislative review.

    Ghana and Rwanda have adopted globally recognised ethical principles like privacy protection, bias mitigation and human rights safeguards. Rwanda’s policy reflects Unesco’s AI ethics recommendations and Ghana emphasises “trustworthy AI”.

    Both policies frame AI as a way to reach the UN’s Sustainable Development Goals. Rwanda’s policy targets applications in healthcare, agriculture, poverty reduction and rural service delivery. Similarly, Ghana’s strategy highlights the potential to advance economic growth, environmental sustainability and inclusive digital transformation.

    Key policy differences

    Rwanda’s policy ties data control to national security. This is rooted in its traumatic history of identity-based violence. Ghana, by contrast, frames AI as a tool for attracting foreign investment rather than a safeguard against state fragility.

    The policies also differ in how they manage foreign influence. Rwanda has a “defensive” stance towards global tech powers; Ghana’s is “accommodative”. Rwanda works with partners that allow it to follow its own policy. Ghana, on the other hand, embraces partnerships, viewing them as the start of innovation.

    While Rwanda’s approach is targeted and problem-solving, Ghana’s strategy is expansive, aiming for large-scale modernisation and private-sector growth. Through state-led efforts, Rwanda focuses on using AI to solve immediate challenges such as rural healthcare access and food security. In contrast, Ghana looks at using AI more widely – in finance, transport, education and governance – to become a regional tech hub.

    Constraints and solutions

    The effectiveness of these AI policies is held back by broader systemic challenges. The US and China dominate in setting global standards, so local priorities get sidelined. For example, while Rwanda and Ghana advocate for ethical AI, it’s hard for them to hold multinational corporations accountable for breaches.

    Energy shortages further complicate large-scale AI adoption. Training models require reliable electricity – a scarce resource in many parts of the continent.

    To address these gaps, I propose the following:

    Investments in digital infrastructure, education and local start-ups to reduce dependency on foreign tech giants.

    African countries must shape international AI governance forums. They must ensure policies reflect continental realities, not just western or Chinese ones. This will include using collective bargaining power through the African Union to bring Africa’s development needs to the fore. It could also help with digital sovereignty issues and equitable access to AI technologies.

    Finally, AI policies must embed African ethical principles. These should include communal rights and post-colonial sensitivities.

  • MIL-OSI Submissions: First fossil pangolin tracks discovered in South Africa

    A team of scientists who study vertebrate fossil tracks and traces on South Africa’s southern Cape coast have identified the world’s first fossil pangolin trackway, with the help of Indigenous Master Trackers from Namibia. Ichnologists Charles Helm, Clive Thompson and Jan De Vynck tell the story.

    What did you find?

    A fossil trackway east of Still Bay in South Africa’s Western Cape province was found in 2018 by a colleague and was brought to our attention. It was found on the surface of a loose block of aeolianite rock (formed from hardened sand) that had come to rest near the high-tide mark in a private nature reserve.

    We studied it but our cautious approach required that we could not confidently pin down what had made the track. It remained enigmatic.

    How did you eventually identify it?

    In 2023, we were working with two Ju/’hoansi San colleagues from north-eastern Namibia, #oma Daqm and /uce Nǂamce, who have been interpreting tracks in the Kalahari all their lives. They are certified as Indigenous Master Trackers and we consider them to be among the finest trackers in the world today. We’d called on their expertise to help us understand more about the fossil tracks on the Cape south coast. One example of the insights they provided was of hyena tracks, and we have published on this together.

    We showed them the intriguing trackway, which consisted of eight tracks and two scuff marks made, apparently, by the animal’s tail. They examined the track-bearing surface at length, conversed with one another for some time, and then made their pronouncement: the trackway had been registered by a pangolin.

    This was an astonishing claim, as no fossilised pangolin tracks had previously been recorded anywhere in the world.

    It also confirms that pangolins were once distributed across a larger range than they are now.

    We then created three-dimensional digital models of the trackway, using a technique called photogrammetry.

    We shared these images with other tracking and pangolin experts in southern Africa (like CyberTracker, Tracker Academy, the African Pangolin Working Group, wildlife guides and a pangolin researcher at the Tswalu Foundation). There were no dissenting voices: not surprisingly, it was agreed that our San colleagues were highly likely correct in their interpretation.

    There is something really special about a fossil trackway, compared with fossil bones – it seems alive, as if the animal could have registered the tracks yesterday, rather than so long ago.

    What are the characteristics of pangolin tracks?

    Pangolins are mostly bipedal (walking on two legs), with a distinctive, relatively ponderous gait. Track size and shape, the distance between the tracks, and the width of the trackway all provide useful clues, as do the tail scuff marks and the absence of obvious digit impressions. A pangolin hindfoot track, in the words of our Master Tracker colleagues, looks as if “a round stick had been poked into the ground”. And being slightly wider at the front end, it has a slightly triangular shape.

    Our Master Tracker colleagues are familiar with the tracks of Temminck’s pangolin (Smutsia temminckii) in the Kalahari, which was the probable species that registered the tracks that are now evident in stone on the Cape coast. Other trackmaker candidates, such as a serval with its slim straddle, were considered, but could be excluded or regarded as far less likely.

    How old is the fossil track and how do you know?

    The surface would have consisted of loose dune sand when the pangolin walked on it. Now it’s cemented into rock. We work with a colleague, Andrew Carr, at the University of Leicester in the UK. He uses a technique known as optically stimulated luminescence to obtain the age of rocks in the area.

    The results he provided for the region suggest that these tracks were made between 90,000 and 140,000 years ago, during the “Ice Ages”. For much of this time the coastline might have been as much as 100km south of its present location.

    What’s important about this find?

    Firstly, this demonstrates what you can uncover when you bring together different kinds of knowledge: our western scientific approach combined with the remarkable skill sets of the Master Trackers, which have been inculcated in them from a very young age.

    Without them, the trackway would have remained enigmatic, and would have deteriorated in quality due to erosion without the trackmaker ever being identified.

    Secondly, we hope it brings attention to the plight of the pangolin in modern times. There are eight extant pangolin species in the world today, and all are considered to be threatened with extinction. Pangolin meat is regarded as a delicacy, pangolin scales are used in traditional medicines, and pangolins are among the most trafficked wild animals on earth. Large numbers in Africa are hunted for their meat every year.

    What does the future hold?

    Our San Indigenous Master Tracker colleagues have just completed their third visit to the southern Cape coast, thanks to funding from the Discovery Wilderness Trust.

    The results have once again been both unexpected and stupendous, and their tracking skills have again been demonstrated to be unparalleled. Many more publications will undoubtedly ensue, bringing their expertise to the attention of the wider scientific community and anyone interested in our fossil heritage or in ancient hunter-gatherer traditions.

    We hope that our partnership continues to lead to our mutual benefit as we probe the secrets of the Pleistocene epoch by following the spoor of ancient animals.

  • MIL-OSI Submissions: AI in education: what those buzzwords mean

    You’ll be hearing a great deal about artificial intelligence (AI) and education in 2025.

    The UK government unveiled its “AI opportunities action plan” in mid-January. As part of the plan it has awarded funding of £1 million (about US$1.2 million) to 16 educational technology companies to “build teacher AI tools for feedback and marking, driving high and rising education standards”. Schools in some US states are testing AI tools in their classrooms. A Moroccan university has become the first in Africa to introduce an AI-powered learning system across the institution.

    And the theme for this year’s United Nations International Day of Education, observed annually on 24 January, is “AI and education: Preserving human agency in a world of automation”.

    But what does AI mean in this context? It’s often used as a catch-all term in education, frequently mixed with digital skills, online learning platforms, software development, or even basic digital automation.

    This mischaracterisation can warp perceptions and obscure the true potential and meaning of AI-driven technologies. These technologies were developed by scientists and experts in the field, and brought to scale through big tech companies. For many people, the term AI reminds them of systems like OpenAI’s ChatGPT, which is capable of writing essays or answering complex queries. However, AI’s capabilities extend far beyond these applications – and each has unique implications for education.

    I am an expert in AI, machine learning, infodemiology – where I study large amounts of information using AI to combat misinformation – knowledge mapping (discovering and visualising the contents of different areas of knowledge), and Human Language Technology (building) models that use AI to advance human language, such as live translation tools. I do all of this as the head of the Knowledge Mapping Lab, a research group within the Faculty of Economics and Management Sciences, and co-director of the Interdisciplinary Centre for Digital Futures at the University of the Free State.

    In this article I explain the technologies and science behind the buzzwords to shed light on what terms like machine learning and deep learning mean in education, how such technologies can be – or are already being – used in education, and their benefits and pitfalls.

    Machine learning: personalisation in action

    Machine learning is a subset of AI involving algorithms that learn from data to make predictions or decisions. In education, this can be used to adapt content to individual learners – what’s known as adaptive learning platforms. These can, for example, assess students’ strengths and weaknesses, tailoring lessons to their pace and style.

    Imagine a mathematics app that asks questions based on the curriculum, then uses a learner’s answers to identify where they struggle and adjusts its curriculum to focus on foundational skills before advancing. Although the science is still being explored, that level of personalisation could improve educational outcomes.

    Deep learning: assessment and accessibility

    Deep learning is a branch of machine learning. It mimics the human brain through neural networks, enabling more complex tasks such as image and speech recognition. In education, this technology has opened new avenues for assessment and accessibility.

    When it comes to assessment, AI-driven tools can assist in marking, analyse handwritten assignments, evaluate speech patterns in language learning, or translate content into multiple languages in real time. Such technologies can both help teachers to lessen their administrative loads and contribute to the learning journey.

    Then there’s inclusivity. Speech-to-text and text-to-speech applications allow students with disabilities to engage with material in ways that were previously impossible.

    Natural language processing: beyond ChatGPT

    Natural language processing is a branch of AI that allows computers to aid in the understanding, interpretation and generation of human language. ChatGPT is the most familiar example but it is just one of many such applications.

    The field’s potential for education is huge.

    Natural language processing can be used to:

    • analyse student writing for sentiment and style to provide real time feedback into the thinking, tone and quality of writing. This extends beyond syntax and semantics

    • identify plagiarism

    • provide pre-class feedback to learners, which will deepen classroom discussions

    • summarise papers

    • translate complex texts into more digestible formats.

    Reinforcement learning: simulating and gamifying education

    Gamifying education is a way to keep kids engaged while they learn in a virtual space.

    In reinforcement learning, computer systems learn through trial and error.

    This is particularly promising in gamified educational environments. These are platforms where the principles of gamification and education are applied in a virtual world that students “play” through. They learn through playing. Over time, the system learns how to adapt itself to make the content more challenging based on what the student has already learned.

    Challenges

    Of course, these technologies aren’t without their flaws and ethical issues. They raise questions about equity, for instance: what happens when students without access to such tools fall further behind? How can algorithms be prevented from reinforcing biases already present in educational data? In the earlier mathematical example this might not be as much of an issue – but imagine the unintended consequences of reinforcing bias in subjects like history.

    Accuracy and fairness are key concerns, too. A poorly designed model could misinterpret accents or dialects, disadvantaging specific groups of learners.

    An over-reliance on such tools could also lead to an erosion of critical thinking skills among both students and educators. How do we strike the right balance between assistance and autonomy?

    And, from an ethical point of view, what if AI is allowed to track and adapt to a student’s emotional state? How do we ensure that the data collected in such systems is used responsibly and securely?

    Experimentation

    AI’s potential needs to be explored through experimentation. But this works best if managed under controlled environments. One way to do this is through regulatory AI “sandboxes” – spaces in which educators and designers can experiment with new tools and explore applications.

    This approach has been used at the University of the Free State since 2023. As part of the Interdisciplinary Centre for Digital Futures, the sandboxes serve as open educational resources, offering videos, guides and tools to help educators and institutional leaders understand and responsibly implement AI technologies. The resource is open to both students and educators at the university, but our primary focus is on improving educators’ skills.

    AI in education is here to stay. If its components are properly understood, and its implementation is driven by good research and experimentation, it has the potential to augment learning while education remains human-centred, inclusive and empowering.

    This work is part of the Interdisciplinary Centre for Digital Futures (ICDF) research in the AI4ED focus area as well as a research focus of Herkulaas Combrink who is employed at the University of the Free State as a Senior Lecturer and Co Director.   • MIL-OSI Submissions: Education in Zimbabwe has lost its value: study asks young people how they feel about that

    Education, especially higher education, is a step towards adulthood and a foundation for the future.

    But what happens when education loses its value as a way to climb the social ladder? What if a degree is no guarantee of getting stable work, being able to provide for one’s family, or owning a house or car?

    This devaluing of higher education as a path to social mobility is a grim reality for young Zimbabweans. Over the past two decades the southern African country has been beset by economic, financial, political and social challenges.

    These crises have severely undermined the premises and promises of education, especially at a tertiary level. A recent survey by independent research organisation Afrobarometer found that 90% of young Zimbabweans had secondary and post-secondary education compared to 83% of those aged between 36 and 55. But 41% of the youth were unemployed and looking for a job as opposed to 26% of the older generation.

    The situation is so dire that it’s become a recurring theme in Zimdancehall, a popular music genre produced and consumed by young Zimbabweans. “Hustling” (attempts to create income-generating opportunities), informal livelihoods and young people’s collapsed dreams are recurrent topics in songs like Winky D’s Twenty Five, Junior Tatenda’s Kusvikira Rinhi and She Calaz’s Kurarama.

    I study the way people experience the informal economy in Zimbabwe and Zambia. In a recent study I explored the loss of education’s value as a social mobility tool in the Zimbabwean context.

    My research revealed how recent school and university graduates think about the role of education in their lives. My respondents felt let down by the fact that education no longer provided social mobility. They were disappointed that there was no longer a direct association between education and employment.

    However, the graduates I interviewed were not giving up. Some were working towards new qualifications, hoping and preparing for economic improvements. They also thought deeply about how the educational system could be improved. Many young people got involved in protests. These included actions by the Coalition of Unemployed Graduates and the #ThisGown protests, which addressed graduate unemployment issues. Some also took part in #ThisFlag and #Tajamuka protests, which had wider socio-economic and political agendas.

    Understanding history

    To understand the current status and state of education in Zimbabwe it’s important to look to the country’s history.

    Zimbabwe was colonised by the British from the late 19th century. The colonial education system was racialised. Education for white students was academic. For Black students, it was mostly practice-oriented, to create a pool of semi-skilled workers.

    In the 1930s education was instrumental in the formation of Zimbabwe’s Black middle class. A small number of Black graduates entered white collar jobs, using education as a social mobility tool. The educational system also opened up somewhat for women.

    Despite some university reforms during the 1950s, the system remained deeply racialised until the 1980s. That’s when the post-colonial government democratised the education system. Primary school enrolment went up by 242%, and 915% more students entered secondary school. In the 1990s nine more state universities were opened.

    However, worsening economic conditions throughout the 1990s put pressure on the system. A presidential commission in 1999 noted that secondary schools were producing graduates with non-marketable skills – they were too academic and focused on examinations. Students’ experiences, including at the university level, have worsened since then.

    The decline has been driven by systemic and institutional problems in primary and secondary education, like reduced government spending, teachers’ poor working conditions, political interference and brain drain. This, coupled with the collapse of the formal economic sector and a sharp drop in formal employment opportunities, severely undermined education’s social mobility function.

    ‘A key, but no door to open’

    My recent article was based on my wider doctoral research. For this, I studied economic informalisation in Zimbabwe’s capital city, Harare. It involved more than 120 interviews during eight months of in-country research.

    This particular paper builds on seven core interviews with recent school and university graduates in the informal sector, as well as former student leaders.

    Winky D’s “Twenty Five” is about young Zimbabweans’ grievances.

    Some noted that education had lost part of its value as it related to one’s progression in society. As one of my respondents, Ashlegh Pfunye (former secretary-general of the Zimbabwe National Students Union), described it, young people were told that education was a key to success – but there was no door to open.

    Some of my respondents were working in the informal sector, as vendors and small-scale producers. Some could not use their degrees to secure jobs, while others gave up their dreams of obtaining a university degree. Lisa, for example, was very upset about giving up on her dream to pursue post-secondary education and tried to re-adjust to her current circumstances:

    I used to dream that I will have my own office, now I dream that one day I’ll have my own shop.

    Those who had university qualifications stressed that, despite being unable to apply their degrees in the current circumstances, they kept going to school and getting more certification. This prepared them for future opportunities in the event of what everyone hoped for: economic improvement.

    Historical tensions

    Some of my interviewees, especially recent university graduates and activists, were looking for possible solutions – like changing the curriculum and approach to education that trains workers rather than producers and entrepreneurs. As Makomborero Haruzivishe, former secretary-general of the Zimbabwe National Students’ Union, said: “Our educational system was created to train human robots who would follow the instructions.”

    Entrepreneurship education is a popular approach in many countries to changing the structure of classic education. In the absence of employment opportunities for skilled graduates, it is supposed to provide them with the tools to create such opportunities for themselves and others.

    In 2018, the government introduced what it calls the education 5.0 framework. It has a strong entrepreneurship component. It’s too soon to say whether it will bear fruit. And it may be held back by history.

    For example, the introduction of the Education-with-Production model in the 1980s, which included practical subjects and vocational training, was met with resistance because it was seen as a return to the dual system.

    Because of Zimbabwe’s historically racialised education system, many students and parents favour the UK-designed Cambridge curriculum and traditional academic educational programmes. Zimbabwe has the highest number of entrants into the Cambridge International exam in Africa.

    Feeling let down

    The link between education and employment in Zimbabwe has many tensions: modernity and survival, academic pursuits and practicality, promises and reality. It’s clear from my study that graduates feel let down because the modernist promises of education have failed them.

  • MIL-OSI Submissions: Pope Francis and Laudato Si’: an ecological turning point for the Catholic Church

    On May 24, 2015, Pope Francis signed his encyclical Laudato Si’ – “Praise be to you” in medieval Italian. This letter to Roman Catholic bishops was no half measure: it took many Catholics by surprise with its uncompromising conclusions and call for an in-depth transformation of our lifestyles. In France, it managed to bring together both conservative currents – such as the Courant pour une écologie humaine (Movement for a Human Ecology), created in 2013 – and more open-minded Catholic intellectuals such as Gaël Giraud, a Jesuit and author of Produire plus, polluer moins : l’impossible découplage ? (Produce more, Pollute Less: the Impossible Decoupling?).

    The Pope was taking a cue from his predecessors. Benedict XVI, John Paul II and Paul VI had also expressed concern about the dramatic effects of an abusive exploitation of nature on humanity:

    “Man is suddenly becoming aware that by an ill-considered exploitation of nature he risks destroying it and becoming in his turn the victim of this degradation.”

    The “green” pope

    In the text, Pope Francis describes a situation in which the environment is deteriorating rapidly:

    “There is […] pollution that affects everyone, caused by transport, industrial fumes, substances which contribute to the acidification of soil and water, fertilizers, insecticides, fungicides, herbicides and agrotoxins in general.” (§-20)

    Laudato Si’ was published by the Vatican on June 18, 2015, a few months prior to the Paris climate conference. For the “green” pope, the aim was to raise public awareness around the challenges of global warming by creating a relational approach that included God, human beings and the Earth. It was the first time an encyclical had been devoted wholly to ecology.

    In it, the Pope voiced his concern about the effects of global warming:

    “Warming has effects on the carbon cycle. It creates a vicious circle which aggravates the situation even more, affecting the availability of essential resources like drinking water, energy and agricultural production in warmer regions, and leading to the extinction of part of the planet’s biodiversity.” (§-24)

    Criticizing a “technocratic paradigm”

    Since Pope Leo XIII’s Rerum Novarum, the various social encyclicals have consistently rejected the liberal idea of a society solely regulated by the smooth functioning of the market. The French sociologist of religion Émile Poulat summed up the Church’s position perfectly in 1977 in his book Église contre bourgeoisie. Introduction au devenir du catholicisme actuel, in which he writes that the Church “never agreed to abandon the running of the world to the blind laws of economics.”

    In 2015, Pope Francis rejected technical solutions that would not truly be useful, as well as the belief in the redeeming virtues of a self-regulating market. He accused “the technocratic paradigm” of dominating humankind by subordinating the economic and political spheres to its logic (§-101). His comments are reminiscent of the unjustly forgotten French Protestant philosopher Jacques Ellul and his idea of a limitless “self-propulsion” of technology, which has become the alpha and omega of our societies.

    The pope’s charge against the supposed virtues of the market was spectacular. Among others, he criticized the following:

    • overconsumption in developed countries:

    “Since the market tends to promote extreme consumerism in an effort to sell its products, people can easily get caught up in a whirlwind of needless buying and spending.” (§-203);

    • the glorification of profit and a self-regulating market:

    “Some circles maintain that current economics and technology will solve all environmental problems.” (§-109);

    • the hypertrophy of speculative finance:

    “Politics must not be subject to the economy, nor should the economy be subject to the dictates of an efficiency-driven paradigm of technocracy.” (§-189);

    • the unequal distribution of wealth in the world:

    “In fact, the deterioration of the environment and of society affects the most vulnerable people on the planet: […] the gravest effects of all attacks on the environment are suffered by the poorest.” (§-48);

    • the unequal levels of development between countries, leading Francis to speak of an “ecological debt” owed by rich countries to the least developed ones (§-51).

    Social justice and shrinking growth

    In Francis’s words, the goals of saving the planet and social justice go hand in hand. His approach is in keeping with the work of the [economist Louis-Joseph Lebret, a Dominican, who in 1941 founded the association Économie et humanisme. Father Lebret wanted to put the economy back at the service of humankind, and work with the least economically advanced countries by championing an approach based on the virtues of local communities and regional planning.

    Pope Francis, for his part, is calling for a radical break with the consumerist lifestyles of rich countries, while focusing on the development of the poorest nations (§-93). In Laudato Si’, he also wrote that developed countries’ responses seemed insufficient because of the economic interests at stake (§-54).

    This brings us back to the principle of the universal destination of goods – the organizing principle of property defended by the Catholic Church’s social doctrine, which demands that goods be distributed in such a way as to enable every human being to live in dignity.

    In addition to encouraging the necessary technical adjustments and sober individual practices, Pope Francis is urging citizens in developed countries not to be content with half measures deemed largely insufficient. Instead, he is calling for people to make lifestyle changes in line with the logic of slowing growth. The aim is to enable developing countries to emerge from poverty, while sparing the environment.

    “Given the insatiable and irresponsible growth produced over many decades, we need also to think of containing growth by setting some reasonable limits and even retracing our steps before it is too late. […] That is why the time has come to accept decreased growth in some parts of the world, in order to provide resources for other places to experience healthy growth.” (§ -193).

    Nearly 10 years on, Laudato Si’ resonates fully with our concerns. In the United States, Vice President JD Vance and Secretary of State Marco Rubio, who both identify as Catholic, would be well advised to read it anew.

    On May 24, 2015, Pope Francis signed his encyclical Laudato Si’ – “Praise be to you” in medieval Italian. This letter to Roman Catholic bishops was no half measure: it took many Catholics by surprise with its uncompromising conclusions and call for an in-depth transformation of our lifestyles. In France, it managed to bring together both conservative currents – such as the Courant pour une écologie humaine (Movement for a Human Ecology), created in 2013 – and more open-minded Catholic intellectuals such as Gaël Giraud, a Jesuit and author of Produire plus, polluer moins : l’impossible découplage ? (Produce more, Pollute Less: the Impossible Decoupling?).

    The Pope was taking a cue from his predecessors. Benedict XVI, John Paul II and Paul VI had also expressed concern about the dramatic effects of an abusive exploitation of nature on humanity:

    “Man is suddenly becoming aware that by an ill-considered exploitation of nature he risks destroying it and becoming in his turn the victim of this degradation.”

    What does Pope Francis’s encyclical teach us? And how does it reflect the Catholic Church’s vision, and his own?

    The “green” pope

    In the text, Pope Francis describes a situation in which the environment is deteriorating rapidly:

    “There is […] pollution that affects everyone, caused by transport, industrial fumes, substances which contribute to the acidification of soil and water, fertilizers, insecticides, fungicides, herbicides and agrotoxins in general.” (§-20)

    Laudato Si’ was published by the Vatican on June 18, 2015, a few months prior to the Paris climate conference. For the “green” pope, the aim was to raise public awareness around the challenges of global warming by creating a relational approach that included God, human beings and the Earth. It was the first time an encyclical had been devoted wholly to ecology.

    In it, the Pope voiced his concern about the effects of global warming:

    “Warming has effects on the carbon cycle. It creates a vicious circle which aggravates the situation even more, affecting the availability of essential resources like drinking water, energy and agricultural production in warmer regions, and leading to the extinction of part of the planet’s biodiversity.” (§-24)

    Criticizing a “technocratic paradigm”

    Since Pope Leo XIII’s Rerum Novarum, the various social encyclicals have consistently rejected the liberal idea of a society solely regulated by the smooth functioning of the market. The French sociologist of religion Émile Poulat summed up the Church’s position perfectly in 1977 in his book Église contre bourgeoisie. Introduction au devenir du catholicisme actuel, in which he writes that the Church “never agreed to abandon the running of the world to the blind laws of economics.”

    In 2015, Pope Francis rejected technical solutions that would not truly be useful, as well as the belief in the redeeming virtues of a self-regulating market. He accused “the technocratic paradigm” of dominating humankind by subordinating the economic and political spheres to its logic (§-101). His comments are reminiscent of the unjustly forgotten French Protestant philosopher Jacques Ellul and his idea of a limitless “self-propulsion” of technology, which has become the alpha and omega of our societies.

    The pope’s charge against the supposed virtues of the market was spectacular. Among others, he criticized the following:

    • overconsumption in developed countries:

    “Since the market tends to promote extreme consumerism in an effort to sell its products, people can easily get caught up in a whirlwind of needless buying and spending.” (§-203);

    • the glorification of profit and a self-regulating market:

    “Some circles maintain that current economics and technology will solve all environmental problems.” (§-109);

    • the hypertrophy of speculative finance:

    “Politics must not be subject to the economy, nor should the economy be subject to the dictates of an efficiency-driven paradigm of technocracy.” (§-189);

    • the unequal distribution of wealth in the world:

    “In fact, the deterioration of the environment and of society affects the most vulnerable people on the planet: […] the gravest effects of all attacks on the environment are suffered by the poorest.” (§-48);

    • the unequal levels of development between countries, leading Francis to speak of an “ecological debt” owed by rich countries to the least developed ones (§-51).

    Social justice and shrinking growth

    In Francis’s words, the goals of saving the planet and social justice go hand in hand. His approach is in keeping with the work of the [economist Louis-Joseph Lebret, a Dominican, who in 1941 founded the association Économie et humanisme. Father Lebret wanted to put the economy back at the service of humankind, and work with the least economically advanced countries by championing an approach based on the virtues of local communities and regional planning.

    Pope Francis, for his part, is calling for a radical break with the consumerist lifestyles of rich countries, while focusing on the development of the poorest nations (§-93). In Laudato Si’, he also wrote that developed countries’ responses seemed insufficient because of the economic interests at stake (§-54).

    This brings us back to the principle of the universal destination of goods – the organizing principle of property defended by the Catholic Church’s social doctrine, which demands that goods be distributed in such a way as to enable every human being to live in dignity.

    In addition to encouraging the necessary technical adjustments and sober individual practices, Pope Francis is urging citizens in developed countries not to be content with half measures deemed largely insufficient. Instead, he is calling for people to make lifestyle changes in line with the logic of slowing growth. The aim is to enable developing countries to emerge from poverty, while sparing the environment.

    “Given the insatiable and irresponsible growth produced over many decades, we need also to think of containing growth by setting some reasonable limits and even retracing our steps before it is too late. […] That is why the time has come to accept decreased growth in some parts of the world, in order to provide resources for other places to experience healthy growth.” (§ -193).

    Nearly 10 years on, Laudato Si’ resonates fully with our concerns. In the United States, Vice President JD Vance and Secretary of State Marco Rubio, who both identify as Catholic, would be well advised to read it anew.

  • MIL-OSI Submissions: Threatening diversity, threatening growth: the business effects of Trump’s anti-DEI and anti-trans agendas

    Recent months have seen a dramatic shift in US policies on diversity, equity, and inclusion (DEI). These changes carry deep economic consequences. President Donald Trump’s executive orders aim to ban DEI initiatives in federal agencies and contractors, and private companies have felt pressure to weaken or drop their DEI programmes. Trump has framed what was once a corporate safeguard against discrimination as “illegal and immoral”, marking a stark reversal in legal and business norms. Federal judges have blocked some of Trump’s orders, or elements of them, and some legal processes are ongoing.

    Transgender rights have become a lightning rod in this shifting landscape. The barrage of federal directives seeks to challenge – or outright eliminate – protections in areas ranging from health care to education to the military. Beyond the immediate harm to trans individuals, these policies pose threats to multinational companies that have long defended inclusive workplace values. Their leaders must now navigate a cultural minefield where staying silent risks public backlash, while openly supporting trans employees can invite legal and political complications. The business repercussions of this moral issue could affect everything from brand reputation to talent retention.

    The economic imperative of DEI initiatives

    There is a growing ensemble of research suggesting that DEI policies are not just nice-to-have but a corporate imperative. This year, the World Economic Forum reported that organizations that include DEI in their core business strategies improve performance, innovation and employee satisfaction. These findings are in line with other studies, which have consistently demonstrated that inclusive workplaces not only attract top talent but perform better financially and have higher returns on assets and net income.

    With regard to people identifying as LGBTI+, a 2024 report by the Organization for Economic Co-operation and Development highlighted that inclusive policies enable LGBTI+ individuals to achieve their full employment and productivity potential, benefiting both their well-being and society at large. Moreover, according to Open for Business, a think tank whose mission is making a case for LGBTQ+ inclusion in private and public settings, companies with “larger LGBTQ+ workforce benefit from diverse perspectives but also foster environments where innovation and productivity thrive”. It has also been found that human rights violations against LGBTI+ people diminish economic output at the micro level, suggesting that inclusive societies are more likely to experience robust economic growth.

    Research has also shown that trans-inclusive business practices have long been associated with innovation, employee satisfaction and market competitiveness. Companies that provide gender-neutral bathroom access, introduce the inclusive use of pronouns and support employees’ gender transitions have been proven to foster relational authenticity in the workplace.

    Discrimination and exclusion, by contrast, not only harm individuals but also impede economic growth by limiting the available talent pool and reducing overall productivity. In September 2024, the American Civil Liberties Union (ACLU) reported that “laws and policies designed to restrict or prevent access or supports for transgender and nonbinary people” endanger LGBTQ+ individuals and their allies, leading to increased fear, lack of safety and a rise in anti-LGBTQ+ violence. More generally, these laws and policies can also deter businesses from investing in regions perceived as discriminatory. Also in September, the Movement Advancement Project identified that the lack of legal protection against discrimination contributes to economic instability for LGBTQ+ families, which can lead to wage gaps, job insecurity and reduced access to benefits, ultimately contributing to reduced consumer spending and lower economic participation.

    Language targeting trans rights and visibility

    Despite the benefits of DEI initiatives, the current US administration has sought to enact several policies aimed at dismantling them, resulting in organizations, both public and private, to suspend funding for DEI and outreach programmes. In Trump’s executive orders, anything – policy, programme or initiative – related to or benefitting trans people in access to healthcare, academic research, scientific inquiry, school policies, personal safety, participation in sports, and military service is now rejected as “gender ideology extremism”.

    Targeting sports, education and the military is functional to an ideological battle aimed at erasing spaces where trans people are most vulnerable. These spaces are also formative arenas in shaping national identity and the public perception of DEI initiatives. When they become politicized, they can also affect how businesses frame their values, manage risks and engage with their different stakeholders.

    The anti-trans executive orders begin by redefining the term “sex” for interpretations of federal law. According to the text of “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to Federal Government”, a person is either male or female, which is determined by their reproductive cells at conception – a definition in which biology takes precedence over individual rights and legal protections. “Keeping Men Out of Women’s Sports” weaponizes this “biological truth” by threatening to cut off federal funds to schools that allow trans athletes to participate in them. “Prioritizing Military Excellence and Readiness” equates being transgender with medical or physical incapacity despite no evidence suggesting that trans service members negatively impact military readiness. “Ending Radical Indoctrination in K-12 Schooling” seeks to prevent schools from teaching about gender identity, which would strip trans youth of critical support systems. And “Protecting Children from Chemical and Surgical Mutilation” describes gender-affirming healthcare as “destructive”.

    The ripple effects of this anti-trans rhetoric extend into the private sector, compelling businesses to reevaluate their DEI strategies in fear of backlash or scrutiny. Even before the last US presidential election, companies such as Ford, Harley-Davidson and Lowe’s withdrew their participation in the Corporate Equality Index, a national benchmarking tool on corporate policies and practices related to LGBTQ+ workplace equality. In the wake of Trump’s anti-DEI and anti-trans orders, organizers of various Pride events in the US and Canada learned that some corporations, including longtime sponsors, had decided not to fund them. And according to the New York Times, some companies erased language and terms related to DEI from annual reports filed this year, including Dow Chemical, whose reference to LGBTQ+ employee resource groups disappeared from its public documents.

    Navigating between inclusive values and anti-DEI pressure

    Three patterns seem to be emerging on how companies are navigating the tension between values that are inclusive of LGBTI+ people and the growing pressure to scrub DEI commitments within the US context. For the moment, these patterns do not reflect formalized strategies but adaptive responses to an environment that has grown in complexity in a very short time. Some corporate actions reflect deliberate strategy aimed at protecting global consistency, while others appear more reactive, shaped by local market pressures.

    The first pattern involves establishing a sort of internal firewall between US and international operations. Banco Santander provides a clear example of this approach. Thus far, it has maintained global DEI commitments such as tying executive bonuses to increased gender equality in leadership. This group stated that such targets would not be applied to countries where governmental policies target DEI. In this pattern, DEI programmes are maintained abroad but are dismantled in the US to minimize political exposure in the latter.

    The second approach, observed at accounting firm Deloitte, is a cultural split between US operations and those overseas: while entities under the same global brand may still share data, practices, or strategic frameworks internally, they now adopt publicly distinct positions on DEI. Deloitte UK has remained vocal on its DEI commitments, highlighting the cultural and political fault lines that multinationals must now navigate.

    The third approach is a retraction of DEI altogether. Target offers a striking example. In 2023, under increased political and consumer pressure, the company rolled back some of its LGBTQ+ inclusion efforts by reducing the number of Pride-related items for sale. In 2025, four days after Trump’s inauguration, Target announced it would “end its three-year DEI goals”, cease reporting to the Corporate Equality Index and “end a program focused on carrying more products from Black- or minority-owned businesses”, as reported by CNBC. The moves resulted in considerable public criticism, and more notably, coincided with a marked drop in foot traffic – “nearly 5 million fewer visits” over a four-week period – revealing reputational and financial risks associated with the abandoning of DEI policies. By contrast, bulk retailer Costco, which said three days after the inauguration that its shareholders voted against a proposal seen as unfriendly to the company’s DEI programmes, “saw nearly 7.7 million more visits” during that same stretch.

    In light of the evidence, it is clear that undermining DEI initiatives poses substantial risks – not just to human dignity, but to economic competitiveness. Businesses and policymakers must recognize that DEI is not merely a social or ethical imperative but a core strategy for growth and innovation. By fostering environments where all individuals can thrive, we unlock the full potential of our workforce and ensure sustainable economic growth.

    Conversely, discriminatory policies contribute to social instability, brain drain and economic stagnation. In the United States, the rollback of DEI initiatives and the marginalization of transgender individuals threaten to erode the nation’s ability to uphold human rights and maintain business competitiveness. History demonstrates that exclusionary policies ultimately harm societies rather than strengthen them. The question remains whether the US can afford to sacrifice social stability and economic growth in pursuit of ideological battles. The evidence suggests that it cannot.

  • MIL-OSI Submissions: ‘Piracy’ to legitimacy: how companies like French ride-hailing platform Heetch can make their mark

    The 2024 arrest and subsequent release of activist Paul Watson, the founder of the NGO Sea Shepherd that fights to protect ocean biodiversity, highlighted a division between two opposing camps. There are those who want to stay true to the NGO’s DNA by continuing to practice strong activism against poaching states, and those who believe there is too much at stake in remaining confrontational and advocate instead for more measured actions to institutionalize the NGO. This opposition reflects the dilemma faced by many “pirate organizations,” a concept introduced by scholars Rudolph Durand and Jean-Philippe Vergne.

    What are pirate organizations?

    Pirate organizations are defined by three key characteristics.

    • They develop innovative activities by exploiting legal loopholes;

    • they defend a “public cause” to support neglected communities, who in turn support them;

    • by introducing innovations that address specific social needs, they disrupt monopolies and contribute to transforming economic and social systems.

    However, to do these things effectively, pirate organizations must become legitimate. An organization is considered legitimate when its various audiences (customers, media, the state, etc.) perceive its actions as desirable according to prevailing values, norms and laws. Legitimacy is built through a process known as legitimation. For pirate organizations, this is particularly challenging, as they are often viewed as both illegal and illegitimate by the state and established industry players. These actors apply pressure to hinder legitimation. So how do pirate organizations build their legitimacy? We examined this question through the emblematic case of Heetch.

    A case study of a pirate organization

    Heetch is a French urban transport start-up launched in 2013 when its founders observed that “young people in Paris and its suburbs struggle to travel at night due to a lack of suitable options.” They decided to create a ride-hailing platform connecting private drivers with passengers.

    This business model, based on the principles of the “sharing economy,” encroached on the monopoly of taxis and the regulated sector of professional chauffeur-driven vehicles (VTCs). Despite challenges, Heetch gradually built its legitimacy through three distinct phases, responding to pressures in different ways.

    Stage 1: ‘clandestine pragmatism’ (2013-2015)

    When Heetch launched in 2013, a conflict was brewing in the urban transport sector. On one side, there were new applications for VTC services (such as Uber) and for private driver platforms (such as UberPop and Heetch); on the other, there were traditional taxis and their booking departments (such as G7). The latter, along with government authorities, began exerting pressure to shut down the apps, with Uber receiving most of the media attention.

    During this phase, Heetch adopted a strategy of “clandestine pragmatism.” The start-up avoided direct confrontations and stayed “under the radar” of the media. This approach is similar to “bootlegging” – concealing an innovative activity during its early stages. Heetch built a pragmatic legitimacy among its immediate audience using informal techniques such as word-of-mouth. However, its legitimacy remained limited, because it operated outside media scrutiny and without state approval.

    Stage 2: ‘subversive activism’ (2015-2017)

    In June 2015, taxi drivers organized massive protests against the “unfair competition” posed by new ride-hailing apps. The Paris police issued a ban on UberPop-like applications, including Heetch’s.

    While Uber shut down UberPop, Heetch exploited a legal loophole – its name was not explicitly mentioned in the ban – and continued operations. In response, the state cracked down on Heetch: around 100 drivers were placed in police custody and the founders were summoned to court, facing charges of “illegal facilitation of contact” with drivers, “complicity in unlawful taxi operations” and “misleading commercial practices.”

    Heetch reacted by engaging in “subversive activism.” The founders spoke out in the media to defend their service, emphasizing its public utility, particularly for young suburban residents needing nighttime mobility. The start-up generated buzz by releasing a satirical video featuring altered images of political figures in their youth. Heetch leveraged its pragmatic legitimacy, already established within its community, to gain media legitimacy among a broader audience of people, including journalists and policymakers. The organization gained public recognition, but also faced increasing legal battles.

    Stage 3: ‘tempered radicalism’ (2017-present)

    In March 2017, a court ruled against Heetch, deeming its operations illegal. Heetch temporarily suspended its service but relaunched two weeks later with a new business model employing professional drivers. Two months later, Heetch attempted to reintroduce private drivers, but, after facing additional legal action, it abandoned this approach after six months to focus exclusively on legal transportation services.

    During this phase, Heetch practised “tempered radicalism.” The company integrated into the system while continuing its “fight” in a more moderate manner, avoiding direct confrontation with the state and industry players. It adopted three key strategies:

    • compliance – respecting the law;

    • compromise – balancing its transportation service with its public mission;

    • manipulation – lobbying to influence regulations.

    Through this approach, Heetch secured regulatory legitimacy while strengthening its existing pragmatic and media legitimacy. The company was recognized by the French government and included in the French Tech 120 and Next 40 programmes for the country’s most promising start-ups. It also became the first ride-hailing platform to attain “mission-driven company” status.

    Is ‘piracy’ a growth accelerator?

    Ultimately, our study highlights the value of piracy as a strategy for kickstarting the growth of an organization that serves a public cause. By embracing this approach, a pirate organization can drive systemic change to address social or environmental challenges.

    That said, piracy carries an inherent risk: at some point, it will likely face a legitimacy crisis triggered by resistance from monopolies or public authorities. The recent struggles of Paul Watson serve as testament. As he aptly puts it: “You can’t change the world without making waves.”

  • MIL-OSI Submissions: Cyberattacks: how companies can communicate effectively after being hit

    In its latest annual publication, insurance group Hiscox surveyed more than 2,000 cybersecurity managers in eight countries including France. Two thirds of the companies in the survey reported having been the victim of a cyberattack between mid-August 2023 and September 2024, a 15% increase over the previous period. In terms of potential financial losses, Statista estimated that cyberattacks cost France up to €122 billion in 2024, compared to €89 in 2023 – a 37% rise.

    The main forms of cyberattacks on French businesses, the recommendations for how companies can protect themselves, and the technical and legal responses they can adopt are well documented.

    However, much less is known about appropriate communications and public relations responses to cyberattacks. The issues at stake are critical. When a company is the target of a cyberattack, should it systematically accept responsibility, or can it instead claim to be a victim to protect its reputation? A wrong answer can aggravate the situation and undermine the confidence of customers and investors.

    Positioning as a victim

    Our recent research questions the assumption that accepting causal responsibility should be the norm after a cyberattack: we show that positioning oneself as a victim can be more effective in limiting damage to one’s image – provided claims of victimhood are deployed intelligently.

    There is evidence that firms need a strategy to present themselves effectively as victims of cybercriminals. Some firms, such as T-Mobile and Equifax, have in the past paid compensation to consumers while refusing to accept any responsibility, essentially presenting themselves as victims.

    Similarly, the large French telecommunications operator Free presented itself as a victim when communicating about the large-scale cyberattack that affected its operations last October, which may have had an impact on its image. The UK’s TalkTalk initially framed itself as a victim of a cybercrime but was later criticized for its inadequate security measures.

    Victimhood and sympathy

    Clumsily declaring itself as the sole entity to blame or the sole victim of a cyberattack – which is what interests us here – can be risky and backfire on a company, damaging its credibility rather than protecting its reputation.

    When companies present themselves as victims of cybercrime, they can elicit sympathy from stakeholders. People tend to be more compassionate toward businesses that depict themselves as wronged rather than those that deny responsibility or shift blame. In essence, this strategy frames the organization as a target of external forces beyond its control, rather than as negligent or incompetent. It leverages a fundamental social norm – people’s instinctive tendency to support those they see as victims.

    But claims of victimhood must align with public expectations and the specific context of the breach. They should not be about shirking responsibility, but about acknowledging harm in a way that fosters understanding and trust. The following approaches and choices can help.

    • align with public perception

    The reactions of stakeholders often depend on their understanding of the situation. If the attack is perceived as an external and malicious act, it is crucial for a company to adopt a consistent stance by emphasizing that it itself has been a victim. But if internal negligence is proven, claiming victim status could be counterproductive. The swiftness of a company’s response, the level of transparency and the relative stance taken are all part of a good strategy.

    • express support for stakeholders

    Adopting a position of victimhood does not mean denying all responsibility or minimizing the consequences of an attack. The company must show that it takes the situation seriously by expressing empathy and commitment to affected stakeholders. It must pay particular attention to those affected inside the organization: a claim of victimhood should be part of an apology or a message expressing concern. An effective message must be sincere and oriented toward concrete solutions.

    • consider reputation

    We find that it is easier for companies to claim victimhood persuasively if they are perceived as virtuous. This reputation can be due to a positive track record in terms of corporate social responsibility or because they are a not-for-profit institution (e.g. a library, a university or a hospital). Virtuous victims generate sympathy and empathy, and this is also reflected after a cyberattack.

    The results of our study also show that public acceptance of victim status is more effective when the cyberattack is perceived to be the work of highly competent malicious actors. It is also important for a company to persuade the public that the attack harmed the company, while keeping the main focus of the response on the public.

    It is essential to distinguish between legitimate claims of victim status and communication that could be perceived as an attempt to exonerate oneself. An overly plaintive tone could undermine a company’s credibility. The approach should be factual and constructive, focusing on the measures taken to overcome the crisis.

    Companies’ responses to a cyberattack can vary depending on the context and the public. It is best to assess different approaches before embarking on large-scale communication. This can be done through internal tests, focus groups or targeted surveys. Subtle differences in the situation can cause important shifts in how the public perceives the breach and what the best response might be.

    Our study sheds light on a shift in public expectations about crisis management: in the age of ubiquitous cybercrime, responsibilities are often shared. Poorly managed communication after a cyberattack can lead to a lasting loss of trust and expose a company to increased legal risks. Claiming victim status effectively, with an empathetic and transparent approach, can help mitigate the impact of the crisis and preserve the organization’s reputation.

    Artificial intelligence (AI) is quietly transforming how cities generate, store and distribute energy, acting as the invisible conductor that orchestrates cleaner, smarter and more resilient cities.

    By integrating renewables — from solar panels and wind turbines to geothermal grids, hydrogen plants, electric vehicles and batteries — AI can enable cities to manage diverse energy sources as a single, intelligent system.

    One striking example is the Oya Hybrid Power Station in South Africa. Here, AI-driven controls seamlessly co-ordinate solar, wind and battery storage to deliver reliable power to up to 320,000 households. Using AI makes this kind of integration not only possible, but dramatically more efficient.

    Recent research shows AI can also optimize how batteries, solar and the grid interact in buildings. A 2023 study found that deep learning and real-time data helped a boarding school in Turin, Italy increase low-cost energy purchases and cut its electricity bill by more than half.

    Cleaner, smarter energy grids

    AI models are increasingly able to predict weather with greater precision. These predictions allow electric grid operators to plan hours ahead, storing excess energy in batteries or adjusting supply to meet demand before a storm or heatwave hits.

    Using AI to respond strategically to weather is a game-changer. In Cambridge, England, a system called Aardvark uses satellite and sensor data to generate rapid, accurate forecasts of sun and wind patterns.

    Unlike traditional supercomputer-driven weather models, Aardvark’s AI can deliver precise local forecasts in minutes on an ordinary computer. This makes advanced weather prediction more accessible and affordable for cities, utilities and even smaller organizations — potentially transforming how communities everywhere plan for and respond to changing weather.

    AI for smarter district heating and cooling

    In Munich, Germany, AI is improving geothermal district heating by using underground sensors to monitor temperature and moisture levels in the ground.

    The collected data feeds into a digital simulation model that helps optimize network operations. In more advanced versions, during winter cold snaps, such systems can suggest lowering flow to underused spaces like half-empty offices and boosting heat where demand is higher, such as in crowded apartments.

    This intelligent, self-optimizing approach extends the life of equipment and delivers more warmth with the same energy input.

    This is a breakthrough with enormous potential for cities in cold climates with established geothermal networks, such as Winnipeg in Canada and Iceland’s Reykjavik.

    Although these cities have not yet adopted AI-driven monitoring systems, they could benefit from AI’s real-time improvements in efficiency, comfort and energy savings during harsh winters — a principle that holds true wherever geothermal district heating and cooling exists.

    Inside the home, AI-managed smart climate systems can factor in how many people are in each room, which appliances are in use, how much natural sunlight each space receives and how much electricity or heat a home’s solar panels generate throughout the day.

    Based on this, AI determines how to heat or cool rooms efficiently, and can transfer energy from one space to another, balancing comfort with minimal energy use.

    Coastal cities and those in wind-heavy regions are using AI in other creative ways. In Orkney, Scotland, excess wind and tidal energy are converted into green hydrogen. Instead of letting that surplus power go to waste, an AI system called HyAI controls when to generate hydrogen based on wind forecasts, electricity prices and how full the hydrogen storage tanks are.

    When winds are strong at night and electricity is cheap, the AI can divert surplus power to produce hydrogen and store it for later use. On calmer days, that stored hydrogen can power fuel cells or buses.

    Energy storage

    AI is transforming energy storage into a smart, revenue-generating force. In Finland, a startup called Capalo AI has developed Zeus VPP, an AI-powered virtual power plant that aggregates distributed batteries from homes, businesses and other sites.

    Zeus VPP uses advanced forecasting and AI algorithms to decide when batteries should charge or discharge, factoring in energy prices, local consumption and weather forecasts. This enables battery owners to earn revenue by participating in electricity markets, while also supporting grid stability and making better use of renewable energy.

    Utility companies are also using AI to monitor everything from high-voltage transmission lines to neighbourhood transformers, dramatically increasing reliability.

    AI-powered dynamic line rating adjusts how much electricity a line can carry in real time, boosting capacity by 15 to 30 per cent when conditions allow. This helps utilities maximize the use of existing infrastructure instead of relying on costly upgrades.

    At the local level, AI analyzes smart metre data to predict which transformers are overheating due to rising EV and heat pump use.

    By forecasting these stress points, utilities can proactively upgrade equipment before failures happen — a shift from reactive to predictive maintenance that makes the grid stronger and cities more resilient.

    AI-powered public transit and mobility

    Transportation innovation is becoming part of the energy solution, with AI at the centre of this transformation. In New York City, energy company Con Edison has installed major battery storage systems to help manage peak electricity demand and reduce reliance on polluting peaker plants, which supply energy only during high-demand periods.

    More broadly, Con Edison is deploying advanced AI-powered analytics software across its electric grid — optimizing voltage, enhancing reliability and enabling predictive maintenance. Together, these efforts show how combining energy storage and AI-driven analytics can make even the world’s busiest cities more resilient and efficient.

    AI is also powering “vehicle-to-grid” innovations in California, where an AI-driven platform manages electric school buses that can supply stored energy back to the grid during periods of high demand.

    By carefully managing when buses charge and discharge, these systems help keep the grid reliable and ensure vehicles are ready for their daily routes. As this technology expands, parked electric vehicles could serve as valuable backup resources for the electricity system.

    AI for clean energy initiatives

    AI is rapidly transforming cities by revolutionizing how energy is used and managed. Google, for example, has slashed cooling energy at its data centres by up to 40 per cent using AI that fine-tunes fans, pumps and windows more efficiently than any human operator.

    Organizations like the Electric Power Research Institute (EPRI), in collaboration with NVIDIA, Microsoft and others, have launched the Open Power AI Consortium, which is creating open-source AI tools for utilities worldwide.

    These tools will enable even the most resource-constrained cities to deploy advanced AI capabilities, without having to start from scratch, helping to level the playing field and accelerate the global energy transition.

    The result is not just cleaner air and lower energy bills, but a path to fewer blackouts and more resilient homes.

    Indonesia has signalled it could include blue carbon ecosystems — carbon-rich coastal and marine areas, like mangroves and seagrass — in its new climate targets. This shift follows years of relying heavily on the forestry and land sectors as well as the energy sector.

    This could be a turning point, given Indonesia is one of the most important countries globally for ocean-based climate change mitigation. Indonesia’s blue carbon ecosystems are crucial, housing 22% of the world’s mangroves and 5% of seagrass meadows.

    However, the country is losing its mangroves and seagrass in recent years due to changes in land use. As of 2019, only 16% of mangroves and 45% of seagrass were inside protected areas. Damage to mangrove and seagrass ecosystems can release carbon into the atmosphere, exacerbating climate change.

    For that reason, it’s crucial that Indonesia considers establishing more protected areas for its mangrove and seagrass ecosystems as part of its new climate targets. This could shield them from harmful activities like industrial fishing, unsustainable aquaculture, massive infrastructure development and overtourism.

    Two kinds of protected areas

    A 2023 Climateworks Centre study highlighted how Indonesia could prevent up to 60 million tonnes of greenhouse gas emissions per year by 2030 – equal to Singapore’s 2030 emissions reduction target – by protecting 39,000 hectares per year of mangroves and 8,600 hectares per year of seagrasses. The combined area of these mangroves and seagrasses is almost three-quarters the size of Jakarta.

    One way to do this is by including both ecosystems inside two kinds of protected areas. The first is marine protected areas (MPAs), which are areas designated by the government to protect essential ecosystems. The other kind — known as other effective area-based conservation measures (OECM) – are just as crucial for ecosystem protection.

    Many activities are prohibited in marine protected areas, such as industrial fishing, mass tourism and mining. The government plans to increase Indonesia’s MPA cover from 8% to 10% by 2030, which is an opportunity to prioritise mangroves and seagrass.

    Meanwhile, OECMs can allow Indonesia to target, recognise, and support areas beyond marine protected areas. These other conservation measures can play an important role in protecting blue carbon ecosystems across the country.

    For example, the indigenous community of Rote Ndao in Eastern Indonesia’s traditional marine management system protects the local marine ecosystems – despite not being considered an marine protected area. Research shows that Indonesia has more than 390 potential marine OECMs. Many have conservation measures that have been implemented by local communities for centuries.

    Key places to protect

    While Indonesia still urgently requires broad investment in the collection of high-quality data for mapping blue ecosystems, our findings highlight some key priority locations for mangroves and seagrass to be included in the country’s ocean strategy.

    For mangrove ecosystems, we highlight Kalimantan and Papua as areas of particular importance. Between 2009 and 2019, approximately 19% of mangroves in Kalimantan (58,000 hectares) were deforested due to palm oil and aquaculture. By comparison, Papua has a large area of carbon-dense mangroves, and a low historic rate of deforestation.

    Meanwhile, protection of seagrass is quite tricky because an Indonesian seagrass map has not been completed.

    Before defining specific seagrass areas to be protected, the government can verify the data in provinces such as Maluku, North Maluku, Bangka Belitung Islands, South East Sulawesi, West Papua and South Sulawesi. These areas have the potential for seagrass ecosystems to be included in a protection plan.

    The government could also prioritise seagrass ecosystems in the Riau Islands and West Nusa Tenggara. These regions have extensive seagrass areas lacking marine protected area coverage.

    A new target for mangrove and seagrass protection

    Indonesia can set a clear and measurable area-based target to protect its mangrove and seagrass ecosystems in the upcoming climate targets. This could align the country’s climate actions on ocean and marine to its overall climate ambition. It will also lay the foundation for attracting climate financing, which Indonesia will need to achieve its targets.

    Local participation is also important. Indonesia can design and implement its mangrove and seagrass ecosystems protection target with the involvement and consent of local communities. This would align with Indonesia’s existing targets, such as its Blue Economy Roadmap, to ensure coordinated efforts across government agencies.

    As the world works towards net zero emissions, Indonesia has a huge opportunity to boost its climate leadership. Protecting and restoring more of the country’s carbon-rich mangroves and seagrass meadows can ensure the future thriving of marine ecosystems that so many Indonesians rely on.

    Colleges and universities are struggling to stay afloat.

    The reasons are numerous: declining numbers of college-age students in much of the country, rising tuition at public institutions as state funding shrinks, and a growing skepticism about the value of a college degree.

    Pressure is mounting to cut costs by reducing the time it takes to earn a degree from four years to three.

    Students, parents and legislators increasingly prioritize return on investment and degrees that are more likely to lead to gainful employment. This has boosted enrollment in professional programs while reducing interest in traditional liberal arts and humanities majors, creating a supply-demand imbalance.

    The result has been increasing financial pressure and an unprecedented number of closures and mergers, to date mostly among smaller liberal arts colleges.

    To survive, institutions are scrambling to align curriculum with market demand. And they’re defaulting to the traditional college major to do so.

    The college major, developed and delivered by disciplinary experts within siloed departments, continues to be the primary benchmark for academic quality and institutional performance.

    This structure likely works well for professional majors governed by accreditation or licensure, or more tightly aligned with employment. But in today’s evolving landscape, reliance on the discipline-specific major may not always serve students or institutions well.

    As a professor emeritus and former college administrator and dean, I argue that the college major may no longer be able to keep up with the combinations of skills that cross multiple academic disciplines and career readiness skills demanded by employers, or the flexibility students need to best position themselves for the workplace.

    Students want flexibility

    I see students arrive on campus each year with different interests, passions and talents – eager to stitch them into meaningful lives and careers.

    A more flexible curriculum is linked to student success, and students now consult AI tools such as ChatGPT to figure out course combinations that best position them for their future. They want flexibility, choice and time to redirect their studies if needed.

    And yet, the moment students arrive on campus – even before they apply – they’re asked to declare a major from a list of predetermined and prescribed choices. The major, coupled with general education and other college requirements, creates an academic track that is anything but flexible.

    Not surprisingly, around 80% of college students switch their majors at least once, suggesting that more flexible degree requirements would allow students to explore and combine diverse areas of interest. And the number of careers, let alone jobs, that college graduates are expected to have will only increase as technological change becomes more disruptive.

    As institutions face mounting pressures to attract students and balance budgets, and the college major remains the principal metric for doing so, the curriculum may be less flexible now than ever.

    How schools are responding

    The college major emerged as a response to an evolving workforce that prioritized specialized knowledge.

    In response to market pressures, colleges are adding new high-demand majors at a record pace. Between 2002 and 2022, the number of degree programs nationwide increased by nearly 23,000, or 40%, while enrollment grew only 8%. Some of these majors, such as cybersecurity, fashion business or entertainment design, arguably connect disciplines rather than stand out as distinct. Thus, these new majors siphon enrollment from lower-demand programs within the institution and compete with similar new majors at competitor schools.

    At the same time, traditional arts and humanities majors are adding professional courses to attract students and improve employability. Yet, this adds credit hours to the degree while often duplicating content already available in other departments.

    Importantly, while new programs are added, few are removed. The challenge lies in faculty tenure and governance, along with a traditional understanding that faculty set the curriculum as disciplinary experts. This makes it difficult to close or revise low-demand majors and shift resources to growth areas.

    The result is a proliferation of under-enrolled programs, canceled courses and stretched resources – leading to reduced program quality and declining faculty morale.

    Ironically, under the pressure of declining demand, there can be perverse incentives to grow credit hours required in a major or in general education requirements as a way of garnering more resources or adding courses aligned with faculty interests. All of which continues to expand the curriculum and stress available resources.

    Universities are also wrestling with the idea of liberal education and how to package the general education requirement.

    Although liberal education is increasingly under fire, employers and students still value it.

    Students’ career readiness skills – their ability to think critically and creatively, to collaborate effectively and to communicate well – remain strong predictors of future success in the workplace and in life.

    Reenvisioning the college major

    Assuming the requirement for students to complete a major in order to earn a degree, colleges can also allow students to bundle smaller modules – such as variable-credit minors, certificates or course sequences – into a customizable, modular major.

    This lets students, guided by advisers, assemble a degree that fits their interests and goals while drawing from multiple disciplines. A few project-based courses can tie everything together and provide context.

    Such a model wouldn’t undermine existing majors where demand is strong. For others, where demand for the major is declining, a flexible structure would strengthen enrollment, preserve faculty expertise rather than eliminate it, attract a growing number of nontraditional students who bring to campus previously earned credentials, and address the financial bottom line by rightsizing curriculum in alignment with student demand.

    One critique of such a flexible major is that it lacks depth of study, but it is precisely the combination of curricular content that gives it depth. Another criticism is that it can’t be effectively marketed to an employer. But a customized major can be clearly named and explained to employers to highlight students’ unique skill sets.

    Further, as students increasingly try to fit cocurricular experiences – such as study abroad, internships, undergraduate research or organizational leadership – into their course of study, these can also be approved as modules in a flexible curriculum.

    It’s worth noting that while several schools offer interdisciplinary studies majors, these are often overprescribed or don’t grant students access to in-demand courses. For a flexible-degree model to succeed, course sections would need to be available and added or deleted in response to student demand.

    Several schools also now offer microcredentials– skill-based courses or course modules that increasingly include courses in the liberal arts. But these typically need to be completed in addition to requirements of the major.

    We take the college major for granted.

    Yet it’s worth noting that the major is a relatively recent invention.

    Before the 20th century, students followed a broad liberal arts curriculum designed to create well-rounded, globally minded citizens. The major emerged as a response to an evolving workforce that prioritized specialized knowledge. But times change – and so can the model.

    New partnerships are forming between tech companies and power operators — ones that could reshape decades of misconceptions about nuclear energy.

    Last year, Meta (Facebook’s parent company) put out a call for nuclear proposals, Google agreed to buy new nuclear reactors from Kairos Power, Amazon partnered with Energy Northwest and Dominion Energy to develop nuclear energy and Microsoft committed to a 20-year deal to restart Unit 1 of the Three Mile Island nuclear plant.

    At the centre of these partnerships is artificial intelligence’s voracious appetite for electricity. One Google search uses about as much electricity as turning on a household light for 17 seconds. Asking a Generative AI model like ChatGPT a single question is equivalent to leaving that light on for 20 minutes.

    Having GenAI generate an image can draw about 6,250 times more electricity, roughly the energy of fully charging a smartphone, or enough to keep the same light bulb on for 87 consecutive days.

    The hundreds of millions of people now using AI have effectively added the equivalent of millions of new homes to the power grid. And demand is only growing. The challenge for tech companies is that few sources of electricity are well-suited to AI.

    The grid wasn’t ready for AI

    AI requires vast amounts of computational power running around the clock, often housed in energy-intensive data centres.

    Renewable energy sources such as solar and wind provide intermittent energy, meaning they don’t guarantee the constant power supply these data centres require. These centres must be online 24/7, even when the sun isn’t shining and the wind isn’t blowing.

    Fossil fuels can run continuously, but they carry their own risks. They have significant environmental impacts. Fuel prices can be unpredictable, as exemplified by the gas price spikes due to the war in Ukraine, and the long-term availability of fossil fuels is uncertain.

    Major tech companies like Google, Amazon and Microsoft say they are committed to eliminating CO2 emissions, making fossil fuels a poor long-term fit for them.

    This has pushed nuclear energy back into the conversation. Nuclear energy is a good fit because it provides electricity around the clock, maximizing the use of expensive data centres. It’s also clean, allowing tech companies to meet their low CO2 commitments. Lastly, nuclear energy has very low fuel costs, which allows tech companies to plan their costs far into the future.

    However, nuclear energy has its own set of problems that have historically been hard to solve — problems that tech companies may now be uniquely positioned to overcome.

    Is nuclear energy making a comeback?

    Nuclear power has long been considered too costly and too slow to build. The estimated cost of a 1.1 gigawatt nuclear power facility is about US$7.77 billion, but can run higher. The recently completed Vogtle Units 3 and 4 in the state of Georgia, for example, cost US$36.8 billion combined.

    Historically, nuclear energy projects have been hard to justify because of their high upfront costs. Like solar and wind power, nuclear energy has relatively low operating costs once a plant is up and running. The key difference is scale: unlike solar panels, which can be installed on individual rooftops, the kind of nuclear reactors tech companies require can’t be built small.

    Yet this cost is now more palatable when compared to the expense of AI data centres, which are both more costly and entirely useless without electricity. The first phase of OpenAI and SoftBank’s Stargate AI project will cost US$100 billion and could be entirely powered by a single nuclear plant.

    Nuclear power plants also take a long time to build. A 1.1 gigawatt reactor takes, on average, 7.5 years in the U.S. and 6.3 years globally. Projects with such long timelines require confidence in long-term electricity demand, something traditional utilities struggle to predict.

    To solve the problem of long-range forecasting, tech companies are incentivizing power providers by guaranteeing they’ll purchase electricity far into the future.

    These companies are also literally and financially moving closer to nuclear power, either by acquiring nuclear energy companies or locating their data centres next to nuclear power plants.

    Destigmatizing nuclear energy

    One of the biggest challenges facing nuclear energy is the perception that it’s dangerous and dirty. Per gigawatt-hour of electricity, nuclear produces only six tonnes of CO2. In comparison, coal produces 970, natural gas 720 and hydropower 24. Nuclear even has lower emissions than wind and solar, which produce 11 and 53 tonnes of CO2, respectively.

    Nuclear energy is also among the safest energy sources. Per gigawatt-hour, it causes 820 times fewer deaths than coal, 43 times fewer than hydropower and roughly the same as wind and solar.

    Still, nuclear energy remains stigmatized, largely because of persistent misconceptions and outdated beliefs about nuclear waste and disasters. For instance, while many public concerns remain about nuclear waste, existing storage solutions have been used safely for decades and are supported by a strong track record and scientific consensus.

    Big Tech’s billion-dollar bet on nuclear

    The world has long lived with two nuclear dilemmas. The first is that, despite being one the safest and cleanest form of energy, nuclear was perceived as one the most dangerous and dirtiest.

    The second is that upgrading the power grid requires large-scale investments, yet money had been funnelled into small, distributed sources like solar and wind, or dirty ones like coal and natural gas.

    Now tech companies are making hundred-billion-dollar strategic bets that they can solve both nuclear dilemmas. They are betting that nuclear can offer the kind of steady, clean power their AI ambitions require.

    This could be an unexpected positive consequence of AI: the revitalization of one of the safest and cleanest energy sources available to humankind.

    Donald Trump’s latest forthright outburst was made as part of his attempts to create a peace deal with Iran and Israel. “I’m not happy with Israel,” he told reporters on June 24. “We basically have two countries that have been fighting so long and so hard that they don’t know what the fuck they’re doing.”

    This came a day after Trump had announced a ceasefire between Israel and Iran. By the next day, the ceasefire had been violated by both Iran and Israel. Trump was clearly furious, and his language showed it.

    This was not a verbal slip – there was no immediate correction, no apology, no nonverbal indication of embarrassment. He just stormed off, clearly angry.

    This is not the kind of language that is normally associated with a president. Some have been reported to use the f-word before, but usually behind closed doors.

    We expect presidents to be calm, measured, thoughtful, considered. Trump’s comment was none of these things. Theodore Roosevelt, the 26th US president, once recommended a foreign policy strategy that was based on speaking softly and carrying a big stick. He was suggesting quiet menace, but Trump showed frustration, barely contained. His furious, aggressive response was like something straight out of an old psychology textbook.

    In the 1930s, psychologists developed the frustration-aggression hypothesis to explain how aggressive behaviour can arise. The hypothesis suggested that when a person’s goal is blocked in some way, it leads to frustration, which then results in aggression. Aggression was considered a “natural” way of releasing this unpleasant state of frustration. They were clearly different times.

    Over the next few decades, this hypothesis was thought by most psychologists to be a gross oversimplification of complex human behaviour. It assumed a direct causal relationship between frustration and aggression, ignoring all the other situational and cognitive factors that can intervene.

    Human beings are more complex than that, psychologists argued — they find other ways of dealing with their frustrations. They use their rational system of thought to find solutions. They don’t have to lash out when they’re frustrated in this seemingly primitive way.

    Perhaps, that’s why many people feel shocked when they watch this US president in certain situations. To many of us, it all seems so basic, so unsophisticated, so frightening.

    Fast v slow thinking

    The Nobel laureate and psychologist Daniel Kahneman, in his book Thinking, Fast and Slow (2011), characterised the two systems that underpin everyday decision-making. His work may help with understanding of what’s going on here.

    He describes system one as the evolutionary, basic system. It operates unconsciously, automatically and very quickly, handling everyday tasks like reading other people’s emotions, without any effort. It is an intuitive system designed to work in a world full of approach and avoidance, scary animals and friendly animals. It is heavily reliant on affect to guide decision-making.

    In contrast, system two is slower, more deliberative. It requires conscious effort and is used for complex thinking, solving difficult problems, or making careful decisions.

    The relationship between the two systems is critical, and that may get us thinking about Trump in more detail.

    Kahneman says that system one is a bit of a “workaholic”, beavering away all the time, making “suggestions” for system two to endorse. Good decisions – depend upon system two checking the suggestions of system one. But system one often jumps quickly and unconsciously to certain conclusions. System two should check them, but often doesn’t, even when it would be easy.

    Here is a well-known example. Answer the following question: “A bat and ball cost one pound ten pence, the bat costs one pound more than the ball. How much does the ball cost?”

    One answer looks blatantly obvious – but it isn’t correct. The correct answer (after a bit of thought) is five pence.

    About 80% of university students give the very quick and incorrect answer of ten pence because it “looks” right. Their system two never checked.

    In many people, it seems system two is not used nearly enough. There are striking individual differences in the way that people rely on emotion and gut instinct versus the rational system in making decisions.

    Emotional decisions?

    It appears that Trump makes decisions very quickly (classic system one), often without extensive deliberation or consultation with advisers. Both in his presidency and in his business career, he seemed to prioritise immediate action over any sort of prolonged and thoughtful analysis. That’s why he changes his mind so often.

    His decisions seem to be driven by strong emotions. His response to events, opponents and issues are often passionate and visceral. This could lead to to decisions being unduly influenced by personal feelings, first impressions based on arbitrary cues, and interpersonal perceptions, rather than anything more substantial.

    Trump’s style of decision-making emphasises immediacy and emotional conviction, which can be effective in rallying supporters and creating a sense of decisiveness. However, it also can lead to unpredictable outcomes and, as has been seen again and again, somewhat controversial, impulsive actions.

    Many suggest that Trump’s decision-making style reflects his background in the high-pressure and high-stakes world of business, where quick judgements and gut instinct can be advantageous in these sorts of competitive winner-takes-all environments

    But the world at war is a more precarious place, where system one needs to be kept more firmly in check. Gut instincts may have a role to play, but that old lazy system two needs to be more vigilant. Especially, it would seem, in Trump’s case.

    Two years have passed since a 24-year-old former student walked into a gender studies classroom at the University of Waterloo and stabbed the professor and two students.

    The attack left the campus shaken and sparked national outrage. Many saw the attack as a shocking but isolated act of violence. But a close analysis of his 223-word manifesto reveals much more.

    What emerges is a chilling picture of how deep-seated misogyny, disguised as grievance and moral outrage, can escalate ideological violence. Though short, the manifesto is saturated with anti-feminist, conspiratorial rhetoric.

    As a researcher looking at digital extremism and gender-based violence, I’ve analyzed more than 100 manifestos written by people who carried out mass shootings, stabbings, vehicular attacks and other acts of ideologically, politically and religiously motivated violent extremism in Canada, the United States and beyond.

    These attackers may not belong to formal terrorist organizations, but their writings reveal consistent ideological patterns. Among them, one stands out: misogyny.

    Misogyny is the ‘gateway drug’

    The Waterloo case is not unique. In fact, it mirrors a growing number of violent incidents where gender-based hate plays a central role. Reports by the Institute for Strategic Dialogue and Public Safety Canada show misogynist extremism is rising in Canada. It’s often entangled with white nationalism, anti-LGBTQ+ hate and anti-government sentiment.

    According to political sociologist Yasmin Wong, misogyny now acts as a “gateway drug” to broader extremist ideologies. This is particularly true in digital spaces where hate and grievance are cultivated algorithmically.

    In my analysis of manifestos collected from 1966 to 2025, gender identity-driven violence appeared in nearly 40 per cent of them. These violent beliefs were either the primary or a significant secondary motivation for the attack. This includes direct expressions of hatred toward women, trans and queer people and references to feminist or LGBTQ+ movements.

    ‘Salad bar’extremism

    The Waterloo attacker did not explicitly identify as an “incel” (involuntary celibate), but the language in his manifesto closely echoes those found in incel and broader manosphere discourse. Feminism is portrayed as dangerous, gender studies as ideological indoctrination and universities as battlegrounds in a supposed culture war.

    The Waterloo attacker destroyed a Pride flag during the attack, referred to the professor he targeted as a “Marxist,” and told police he hoped his actions would serve as a “wake-up call.”

    At one point, he praised leaders like Hungarian Prime Minister Viktor Orbán and Canadian far-right politician Maxime Bernier as “based Chads.” “Based Chads” is a slang term used in online extremist communities to glorify or refer to dominant and assertive males.

    Alongside anti-feminist messaging, the attacker’s writing echoes common far-right narratives: fear of “cultural Marxism,” disdain for liberal elites, and the belief that violence is necessary to awaken the public. He referenced prior mass attacks, including the 2011 Norway massacre and the 2019 Christchurch mosque shooting. These two incidents are frequently celebrated in far-right spaces.

    These references place him within a transnational digital subculture where misogyny, white supremacy and ideological violence are valourized.

    It reflects what researchers described as “salad bar extremism”: a mix-and-match worldview where misogyny is blended with white nationalism, anti-government sentiment and conspiratorial thinking to justify violence.

    Manifestos rationalize violence

    The authors of manifestos are frequently dismissed as “nutters” — demented or socially unstable people.

    But the manifestos are valuable documents for understanding how ideology works. They show how people rationalize violence, where their ideas come from and how they see themselves as political entities. They also reveal the role of digital communities in shaping those beliefs.

    Researchers can use them to map ideological ecosystems and identify patterns. These analyses can inform prevention strategies.

    The Waterloo manifesto is no exception. It draws from a familiar ideological playbook — one that dehumanizes feminists, academics and LGBTQ+ people while portraying violence as both righteous and necessary.

    These are not isolated ideas; they are symptoms of a wider digital ecosystem of online hate and ideological grooming.

    Deliberate, ideologically motivated attacks

    While a psychological assessment of the attacker raised questions about a psychotic break, there was no clinical diagnosis of psychosis. His actions — planning the attack, writing and posting a manifesto, selecting a specific target — were deliberate and ideologically motivated.

    Yet the terrorism charge brought against him by federal prosecutors was ultimately dropped. The judge ruled his beliefs were “too scattered and disparate” to constitute a coherent ideology.

    But his manifesto shared language and ideological frameworks recognizable across incel, anti-feminist and far-right communities. The idea that this doesn’t constitute “ideology” reflects how outdated our legal and policy frameworks have become.

    Confronting ongoing danger

    Two years on, we remember the victims of the Waterloo attack. We must also confront the larger danger the attack represents.

    Misogyny is not just a cultural or emotional problem. Instead, it increasingly functions as an ideological gateway, connecting personal grievance with broader calls for violent extremism.

    In this era of rising lone-actor violence, it is one of the most consistent and dangerous drivers of extremism.

    If we continue to treat gender-based hate as peripheral or personal, we will keep misunderstanding the nature of violent radicalization in Canada. We must name this threat and take it seriously, because that’s the only way to prepare for what’s coming next.

    The gecko was one of three females illegally taken and held in captivity until they were discovered during a Department of Conservation (DOC) investigation in 2022.

    All three required life-saving surgery at Te Kunenga ki Pūrehuroa Massey University’s Wildbase Hospital to remove stuck eggs, and after successful recuperation, the trio were returned to their alpine home in November 2023.  

    Last month, a nature watcher photographed a striking, bright green gecko on a tree in a West Coast conservation area and uploaded photos to iNaturalist NZ – Mātaki Taiao – a site where nature lovers share their observations.

    The photo was spotted by the sharp-eyed New Zealand Herpetological Society president, Nick Harker, who recognised the unique markings along her back. A careful check with previous photos of the gecko confirmed her identity.

    It was amazing to see the gecko alive and apparently well after her ordeal, says Nick Harker.

    “She and two of her friends were stolen, smuggled to the North Island, kept in captivity and then had major surgery – which is a lot to go through.

    “This gecko species is sensitive to changes in its environment and vulnerable to a range of threats, so we were delighted to see her alive.

    “West Coast green geckos have fragmented populations and often live in isolated pockets, so every individual – and especially every female – is important.”

    DOC Senior Technical Advisor Lynn Adams says the gecko sighting shows the power of citizen science in monitoring and identifying lizards.

    “Green geckos live in trees and are highly camouflaged, making them difficult to see and monitor. We love it when people share their observations and photos, which in this case confirmed the survival of the repatriated gecko.

    “Photos of lizards sent to us or posted to iNaturalist and other sites have helped identify new species and new populations we didn’t know about.”   

    The photos show the gecko with wrinkled flanks – a sign she may have given birth although this can’t be confirmed. In one photo, taken from below, you can see the faint scar from her surgery.  

    The threatened West Coast green gecko (Naultinus tuberculatus) may only breed every two to three years, producing just one or two young.

    New Zealand has an incredible diversity of gecko and skink species – all of which are found only here and nowhere else in the world. There are 126 species and counting as new species are still being discovered.  

    Introduced predators such as mice, rats, stoats, cats and even wasps pose a threat to all lizards.

    People can report lizard sightings to DOC at herpetofauna@doc.govt.nz.

    The taking of lizards is an offence under the Wildlife Act and carries penalties of up to two years’ imprisonment and a fine of up to $100,000. People can help prevent lizard smuggling by reporting suspicious activities to our 24-hour hotline, 0800 DOC HOT (0800 362 468).

    The Metropolitan Police Service has today unveiled a revolutionary new technology – now being rolled out across London – that makes it easier to photograph and visualise bruising on victims of violence, particularly on darker skins.

    A trial of the first-of-its-kind device, known as Project Archway, allows officers to better assess victims’ injuries – a game-changing development in the ongoing fight against violence towards women and girls (VAWG).

    Previously, officers often faced challenges in capturing visible evidence of bruising – particularly on darker skin tones or during early stages of injury. This could limit evidential strength at the charging stage. Now, with Project Archway, this critical gap is being closed

    The innovative handheld device, developed in-house by the Met, uses a technique called cross-polarisation to dramatically enhance the visibility of injuries, particularly bruises that may not appear clearly to the naked eye.

    Crucially, the technology helps to overcome disparities in how bruising appears on different skin tones, ensuring that victims of all backgrounds receive equal chances of obtaining justice.

    This is not just about visibility – it’s about viability in court. Clearer images help investigators build stronger files, support CPS charging decisions, and give courts the visual evidence needed to hold perpetrators accountable.

    The technology is already improving justice outcomes – of 33 uses during a pilot in south London, 45% have resulted in charges, with several others under investigation.

    With this innovation, the Met becomes the only force in the UK to develop and deploy this kind of frontline equipment to strengthen evidence, support victims from the first police contact, and help bring violent perpetrators to justice.

    These results reflect the device’s power to turn what was once anecdotal or unseen into compelling, admissible evidence. It enables frontline officers to gather forensic-grade material within minutes of first contact.

    This cutting-edge technology is the latest milestone in the Met’s comprehensive plan to rebuild trust and bring more VAWG perpetrators to justice, as it publishes its annual progress report.

    Commissioner Sir Mark Rowley said:

    “We have made big strides in protecting women and girls from predatory men – and this new device is a bold symbol of that transformation.

    “Compared to three years ago, our charge rate for offences for violence against women and girls offences has tripled, and we’re going after the most dangerous individuals through our V100 programme. Women in London are better protected, and this is reflected in the trust gap between men and women closing.

    “These improvements are a credit to our people – to their empathy, determination, and courage as they take on these heartrending cases day after day.

    “The Met is leading nationally on innovation that puts victims first. We are the only police service to develop this kind of frontline technology, and we’re already seeing how it strengthens evidence, builds trust, and ensures victims feel seen and heard from the moment they report abuse.”

    Cross-polarisation has long been used by forensic imaging specialists – but Project Archway is the first time it has been integrated into a simple, handheld tool for frontline police officers. The technology eliminates glare on the skin and enhances visual contrast, especially important for identifying bruises on different skin tones and early-stage injuries invisible to the naked eye.

    The device has undergone ethical scrutiny and wide consultation, including input from the Crown Prosecution Service (CPS), Black Police Association, and the Met Ethics Board. Officers were specially trained prior to use and can only use the device with full consent from victims, ensuring it’s an investigative aid, and that the victim remains at the heart of every interaction.

    Today’s announcement comes as the Met publishes its three-year progress report on tackling Violence Against Women and Girls, a comprehensive plan of reform, action, and cultural change across the force.

    In 2024 alone, more than 123,000 VAWG-related crimes were reported to the Met. In response:

    • The Met has more than doubled arrests and charges for rape and serious sexual offences, thanks in part to the national Operation Soteria pilot.
    • Charge rates for rape and sexual violence have improved to 9.9%, demonstrating real change in the way cases are investigated and prosecuted.
    • Over 20,000 officers have been trained in trauma-informed response.
    • The launch of My Met Service, a digital platform for victims to track their case and access support, is giving survivors more transparency and control.
    • The V100 programme, a targeted effort to pursue the most dangerous offenders, has already resulted in over 129 convictions and 154 serious charges, including rape and attempted murder. The V100 list of the most harmful offenders is updated each month. The programme has more than doubled the risk of arrest for the most harmful violence against women and girls suspects compared to before the initiative existed. Around three quarters of those on the V100 stack are accused of rape and multiple sexual assaults, as well as murder.

    To date:

    • A total of 154 people have been charged with 802 offences, including rape, grievous bodily harm (GBH), non-fatal strangulation and attempted murder.
    • 177 arrests have been made for a total of 1724 offences.
    • 127 of those relate to VAWG – 50 for rape, 20 for GBH and 17 for non-fatal strangulation.

    Deputy Assistant Commissioner, Ben Russell, the Met’s Director of Intelligence and V100 lead, said:

    “The level of violence directed at women and girls in London is unacceptable. Project Archway shows how we are innovating to respond to this crisis – not just with more officers, but with better tools, better evidence, and better care. Technology like this can change the outcome of a case, and more importantly, the life of a survivor.”

    The Mayor of London, Sadiq Khan, said:

    “The forensic technology unveiled today is a game-changer it is the first in the country and is already improving justice outcomes for victims of domestic abuse and sexual assault. This cutting-edge technology will be rolled out across London and is the latest milestone in the Met’s action – backed by record funding from City Hall – to rebuild trust and bring more perpetrators to justice.

    “From the Met’s V100 action arresting and convicting perpetrators who pose the greatest risk to women and girls, to strengthened teams of specialist officers and staff working to support victims of domestic abuse, rape and sexual violence – it’s clear the Met’s approach to tackling VAWG is improving. But there is more to do, and I will continue to do everything in my power to ensure that ending violence against women and girls is treated with the utmost urgency both by our police and society as a whole to build a safer London for all.”

    Minister for Safeguarding and Violence against Women and Girls Jess Phillips said:

    “I welcome police forces using every lever at their disposal to support victims from all backgrounds and ensure perpetrators face justice.

    “It’s essential that these crimes are treated with the utmost seriousness. By doing so, we can build communities where people feel safer and deliver on our mission to halve violence against women and girls in a decade.”

    Christabel Yeboah, CEO, HERSANA, said:

Tools like this must be implemented alongside survivor-led consent protocols, meaningful community consultation, anti-racist practice and robust accountability.     “Overall I have found that Archway has proved a fantastic tool that’s convenient, quick and simple to use. Victims themselves have commented about the clarity of injury under archway. I would say it has certainly helped secure more charges.”

    Another officer, added:
    “I think this is a great invention and addition to front line police and would like to see it get to the point where it can either be personal issue or one in every vehicle. The images I was able to capture really highlighted the injuries caused to a young child, the initial pictures of the victim showed reddening and slight bruising but after using the device it showed the true extent of the injuries.”

    The Met will now expand the trial of Project Archway across additional boroughs, custody suites, sexual assault referral centres, and forensic teams. The aim is to determine where the device delivers the greatest value — with the longer-term goal of rolling it out more widely across London.

    The technology is already being explored for post-mortem investigations and other forensic applications, broadening its potential even further.

    As the Met continues to reform its approach to VAWG, Project Archway stands as a clear example of the force’s new direction – one rooted in innovation, equity, and survivor-focused policing.

    WASHINGTON – During a debate on the Republican tax bill, U.S. Senator Brian Schatz (D-Hawai‘i) condemned the bill’s provisions to gut clean energy which will raise people’s energy bills by more than a hundred dollars starting next year and make blackouts and power outages more common across the country.

    “This is the worst piece of legislation for the planet in the history of our country, and it’s not even close. Republicans are effectively codifying Big Oil’s wish list into law, without exception. They are killing clean energy. They are subsidizing coal. They are dramatically expanding oil and gas leasing. They’re purposely jacking up energy prices and creating shortages and creating shortages,” said Senator Schatz. “And for what? It’s to find enough savings to shovel tens, if not hundreds, of thousands of dollars into the pockets of individual billionaires.”

    Senator Schatz continued, “This bill will kill 300,000 jobs in wind and solar per year. We’re going to lose out on $450 billion in capital as thousands of projects go under. And because of that, we’re going to generate about 500GW less energy in the next decade. We are going to have energy shortages as a result of this legislation.”

    There are a lot of people in this chamber and across the country who, on a non-ideological basis, want a consistent tax code so that businesses can invest with certainty and predictability. So let’s look at some of the numbers here in terms of the impact of this bill. This bill will kill 300,000 jobs in wind and solar per year. We’re going to lose out on $450 billion in capital as thousands of projects go under. And because of that, we’re going to generate about 500GW less energy in the next decade.

    Now, there was a time, and I lived through it as a politician, there was a time when people who wanted to take climate action had to argue for that climate action because it is a planetary emergency and there were tradeoffs. And people on the other side said, “look, as we try to take action to deal with this planetary crisis, we can’t create shortages, we can’t increase prices, we can’t impede economic progress.” All that has flipped.

    This bill will create shortages. This bill will impede economic progress. This bill will increase prices. The 500GW less energy in the next decade is pretty much exactly the amount of energy that we’re going to need to meet rising demand. We are going to have energy shortages as a result of this legislation.

    And you don’t have to love clean energy or be an environmentalist. And I love clean energy, and I’m an environmentalist. But you don’t have to care about the climate. I think you should. You don’t have to care about the climate to understand that this is a basic question of supply and demand. Energy demand is soaring for the first time in decades, largely not exclusively, but largely because of AI data centers. And our best chance of meeting it in the next few years is with wind and solar, not oil and gas, even nuclear and geothermal are going to take a while.

    That is not just a political talking point or a preference of mine. It’s just a fact that gas turbines are stuck in a years-long backlog. It’s also a fact that 80 percent of the new capacity on the grid last year came from solar and storage. It’s growing, it’s cheap, it works. And there are hundreds more projects that are in the pipeline waiting to be hooked up.

    So the idea that we’re going to kill the only energy that can be brought online in the short run, the very same week that half the country was meeting, melting in a record heat wave which left tens of thousands without power is beyond absurd.

    Let’s talk about how this bill does all of this damage. Specifically, it creates an impossible deadline for projects to be operational in order to claim the clean energy tax credits. Remember, these clean energy tax cuts are federal law. They’re on the books. So when you have a federal statute, it is not unreasonable as an investor to say, look, I got this tax credit. I’m going to get X number, X percent back for my initial investment. And you do the pro forma, you do the underwriting. And you figure out that the thing pencils out. And now what they’re saying is that you got to be operational in 60 days. If anyone has even built a deck in their front yard or tried to do an extension – nothing gets built in 60 days. Certainly not a clean energy project, and it has to be placed in service. What does placed in service mean? It means not only do you have to have the thing built, you have to have a power purchase agreement through your public service commission or public utilities commission. You have to have a deal in place in the next 60 days after enactment, or you get nothing.

    So imagine you’re a company investing in a solar battery storage project. You’ve already put money down, you’ve secured land and a power purchase agreement, and you’re working on permits. And when you started the project, the tax code said you could claim a credit to cover the upfront costs. Now, unless you are fully operational, you’re out of luck. On average, a project takes four years to go through the full process. So even if you’ve already started that progress, you now have very, very little time to get it done. We are going to strand hundreds of billions of dollars in capital. And so the impact on price is going to be crazy. The impact on jobs is going to be crazy. But the impact on America as an investable proposition is the most dangerous part of this. I don’t know that we’ve ever, through federal law, made a big subsidy, made a big bet on a certain industry. And then halfway through that process, said, never mind. We didn’t mean that. You’re stuck.

    According to the Edison Electric Institute. And by the way, I can guarantee you this is the first and maybe last time I will ever, ever quote the Edison Electric Institute. That’ll cost people, not companies, people, ratepayers $60 billion in this decade alone. Your electric bills are about to go up. A representative of a solar company in Hawaii put it this way. It is really unclear in the current version of the bill what the renewable energy industry even looks like, if it were passed today.

    An owner of a solar company in Montana, worried that the credits disappearing would force them to lay off half of his workers. He says, “Montana is deeply red, but it’s also a very practical place. And so green energy renewables became a taboo phrase somehow. The practical energy needs are undeniable, so we can get past our disagreements and about phraseology. We realize that electrons, watts, amps, it’s all cheaper.” A representative of a wind turbine company in Colorado said, “I don’t look at what we do as green or blue or red. An electron doesn’t have a color.” And that’s the point. Electrons don’t have color. Wanting cheap, abundant energy is not woke. Wanting a livable planet for today and for future generations is not radical and wanting reliable power and to avoid blackouts and brownouts is not a leftist project. But even if you set all of that aside for a minute, the states that have benefited the most from these investments are Republican states.

    According to estimates, nearly three quarters of clean energy manufacturing facilities are located in Republican states. It means that Republicans are going to pay more for energy. It means Republicans will lose jobs in clean energy because of a Republican bill. It means Republicans are going to have more blackouts in their homes and businesses. Gutting clean energy is not somehow owning the libs, and at least some Republicans in the Senate and House understand that even if their votes have not manifested to say otherwise.

    Here’s a letter from 21 House Republicans earlier this year, “As our conference has long believed, and all of the above energy approach combined with a robust, advanced manufacturing sector will help support the United States position as a global energy leader. Countless American companies are utilizing sector wide energy tax credits, many of which have enjoyed broad support in Congress to make major investments in domestic energy production and infrastructure for traditional and renewable sources alike.” And it goes on, “As energy demand continues to skyrocket. Any modifications that inhibit our ability to deploy new energy production risks sparking an energy crisis risks sparking an energy crisis.” 21 House Republicans are worried about an energy crisis imposed by the Republican Congress. It goes on. “This is especially true for energy credits with direct pass through benefit to ratepayers, where such repeals would increase utility bills the very next day – would increase utility bills the very next day.”

    This is not me, progressive Senator from the state of Hawai‘i, who has made a career out of fighting climate change. This is 21 House Republicans saying, like, “we’re going to create a crisis here. Maybe we shouldn’t pass this thing. A lot of this stuff benefits us. If we’re all out here talking about all of the above. Why are we cutting off our nose to spite our face?” Just because someone wants a talking point? People are literally going to lose their jobs immediately upon enactment. America is going to become a very challenging place to make major investments in, immediately upon enactment. The AI industry may move abroad immediately upon enactment, and prices will go up pretty much right away as well.

    A group of 175 mayors and local leaders wrote, “For the first time, state and local governments, as well as essential nonprofit community organizations such as houses of worship, hospitals and schools, can access the same clean energy tax credits as the private sector through elective pay. This has led to major projects in our communities, like solar installations for town halls, alternative fueling infrastructure, and charging stations for local government fleets. After one year of direct pay implementation, over 1200 organizations, including 500 state and local governments are already accessing these incentives. We are excited about these projects and the benefits that they will bring to our communities. However, as local leaders, we are concerned that repealing these tax credits would create economic uncertainty in our communities as it would prevent us from accessing those important benefits.”

    You know, I grew up to understand Republicans were for avoiding unintended consequences. Republicans were against radical change too quickly. Republicans wanted a solid business environment that people could rely upon. This is literally none of that. This is ideology manifesting itself as energy policy. And what’s going to happen is people are going to lose their jobs and pay tons more for electricity.

    The building trades unions called this bill “the biggest job killing bill in the history of this country.”  And they go on. “Simply put, it is the equivalent of terminating more than 1000 Keystone XL pipeline projects.” I’ve been here for a while. Keystone XL was a big deal to our friends in labor. I had some very tough conversations with my friends and labor about how important that project was to them, and how it was in tension with some of our climate goals.

    But listen to what they say. It is the equivalent of terminating 1,000 Keystone XL pipeline projects. These guys are not me or Jeff Merkley or Eddie Markey, or Sheldon Whitehouse, or Martin Heinrich, or Rep Ocasio-Cortez, or any climate advocate. This is the building trades, and they’re saying this is the biggest job killer, perhaps, perhaps in American history. We actually don’t have to do this.

    The impetus behind this bill was essentially border spending and preventing the Trump tax cuts from expiring. And then a bunch of stuff got added on because that’s what happens. And we were there for our own version of this, our own BBB, our own Build Back Better. And everybody in your party piles on with something new. And then the thing becomes a really challenging thing to pass, because everybody’s got their hobbyhorse and somebody’s hobbyhorse is not just to have an all of the above energy strategy, but to go out of your way to kill clean energy.  It doesn’t matter that it’s going to raise prices. It doesn’t matter that it’s going to kill jobs.

    People at all levels, in the public and private sectors across the political spectrum are all saying the same thing, which is this is a bad bill for regular people, for the economy and for the planet. One of the great things about our climate Bill was that it made what was good for the planet also good for the economy. Clean energy become became eminently profitable for businesses and widely accessible to consumers. And we made a choice there because some in our party didn’t like the basic premise. They were attached to the idea of personal political, economic sacrifice because the planet is in peril.

    And I understand that instinct. I understand that instinct. But we’ve paved a new path, and we decided, look, there’s enough technology out there. There are abundant energy sources out there that we can actually solve our planetary crisis and create jobs and lower prices, and we can do it in such a way that blue states and red states, urban rural, suburban all benefit. Republicans are on the verge of undoing all of that, even though it will hurt their constituents. And in doing so, we’re virtually guaranteeing China’s dominance in clean energy for decades to come. Because if you’re a China, you cannot believe your luck. Your biggest competitor is willingly forfeiting the fight over who controls the energy technologies of the future because Donald Trump is too busy trying to get us back to the pre-industrial age.

    This is the worst piece of legislation for the planet in the history of our country, and it’s not even close. Republicans are effectively codifying Big Oil’s wish list into law, without exception. They are killing clean energy. They are subsidizing coal. They are dramatically expanding oil and gas leasing. They’re purposely jacking up energy prices and creating shortages and creating shortages. And for what? Partially, it’s to find enough savings to shovel tens, if not hundreds of thousands of dollars into the pockets of individual billionaires. But even kicking more than 16 million people off of health care coverage, denying food to the poor, and adding almost $5 trillion to the national debt was not enough.

    People voted for Donald Trump for all sorts of reasons, but no one voted for higher energy bills. No one voted for more frequent blackouts and brownouts and dirtier air and water. No one, whether you’re a Democrat or a Republican or independent, wants that. I want to be clear this fight is far from over. This fight over this bill is far from over.

    But even if this bill passes, it will set us back. But the fight for the planet is bigger than any one bill or vote, and that includes the big climate bill that we passed in the previous administration. And as any movement that has successfully mobilized and made changes knows, progress is not linear. Progress always has setbacks and frustrations, and progress is not assured.

    States like Hawai‘i will continue to do everything that they can to protect our environment, and the rest of the world will move on without us, because doing nothing in the face of this worsening crisis is simply not an option. But make no mistake, what Congress is doing today will cost all of us in the years and decades to come.
