  • MIL-OSI USA: $10 Million to Expand Food Access for All New Yorkers

    overnor Kathy Hochul today announced $10 million through the State’s Food Access Expansion Grant Program to increase food access for New Yorkers living in areas with limited options for affordable, fresh food. The program provides funding to nine organizations across the state to support the development and expansion of supermarkets, food cooperatives, permanent farm stands, mobile markets, and other retail food stores in underserved regions while also increasing markets for New York farmers. This announcement follows Governor Hochul’s warning to New Yorkers regarding the impact of federal cuts to the SNAP program on New York’s agricultural industries and vulnerable families. Funding for the State’s Food Access Expansion Grant program was included in the 2024 Enacted Budget and builds on Governor Hochul’s goal to enhance affordability for New York families, boost demand for New York agricultural products, bolster New York’s food supply chain, and ensure all New Yorkers have access to fresh, local foods.

    “I am committed to ensuring that all New Yorkers, especially those in underserved areas, have access to affordable, healthy, local foods,” Governor Hochul said. “I know that the projects awarded through our Food Access Expansion Grant Program will make a significant impact in this space and ensure that our families can put fresh, New York made foods on the table, while supporting our agricultural community at the same time.”

    Administered by the Department of Agriculture and Markets, funding through the Food Access Expansion Grant Program was available to eligible entities for projects aiming to increase the availability of food, whether through construction of a new retail store, the purchase of equipment to improve food and meals offered, the creation or expansion of mobile markets, and more. The program was developed following a Request for Interest (RFI), which gathered input from stakeholders to guide the Department on how best to shape the program.

    Below is a list of awarded projects:

    • The Adirondack North Country Association (North Country) – $468,576 to partner with The ADK Food Hub and Whitten Family Farm to increase the availability and distribution of food throughout the North Country. The project will construct a new processing kitchen and retail store in St. Lawrence County. This will help to expand a permanent farmstand, allowing for food processing and sale of processed products from other farms, including milk, yogurt, cheese, salads, frozen vegetables, baked foods, pickles, and jams. The Real Food Hub will result in a building that offers climate-controlled storage, a processing kitchen, loading dock, and retail storefront.
    • Broome County Council of Churches Inc. (Southern Tier) – $1,553,688 to partner with members of their task force including the City of Binghamton, Broome County, Eden Food for Changes, Cornell Cooperative Extension, and others to renovate an existing building to include a new commercial kitchen, and to purchase and customize a new Mobile Market Bus. The new kitchen will be used to produce SNAP-eligible prepared meals for retail sale at the Greater Good Grocery and in the Mobile Market Bus.
    • Buffalo Go Green Inc. (Western New York) – $809,932 to implement building renovations for a market, commercial kitchen, and juicery, including dry and cold storage and a loading dock to be used by their mobile market. The project will result in a commercial kitchen, juicery, food retail space, and 3,500 square feet of cold and dry storage on Buffalo’s Eastside to expand and support their mobile markets.
    • The City of Schenectady (Capital Region) – $2,100,000 to partner with Electric City Community Grocery, Schenectady County Metroplex Development Authority, and National Co+op Grocers to open a new grocery store and co-op in downtown Schenectady. The project will result in the renovation of an existing building into a cooperative food store. The City of Schenectady is providing a $1 million grant toward project costs.
    • Foodlink Inc. (Finger Lakes) – $291,420 to expand its Curbside Market program in Monroe County through the construction of a commercial warehouse for loading and unloading Curbside Market vehicles with storage space for product. The project will additionally fund the purchase of a new Curbside Market vehicle.
    • The Research Foundation for the State University of New York (Western New York) – $265,973 to expand critical infrastructure for the UB Veggie Van mobile market by purchasing and customizing a new market vehicle and expanding cold and dry storage infrastructure. The project will result in shared infrastructure that addresses food insecurity across the University of Buffalo and Buffalo State campuses.
    • Riseboro Community Partnership Inc. (New York City) – $2,134,720 to partner with the Central Brooklyn Food Coop to lease 10,000 square feet of a new development project for grocery retail and food storage. Funds will be used for excavation costs and the retail fit-out of the co-op. Riseboro will partner with Brooklyn Packers to source food from New York farms.
    • Syracuse Economic Development Corporation (Central New York) – $1,719,000 to partner with the City of Syracuse, Ellicott Development Company, Super Imperial Market, and Food Access Healthy Neighborhoods Now to renovate and reopen the Valley Plaza Grocery Store on the Southside of Syracuse that has been vacant since 2018. The project will result in 22,000 square feet of retail food space bringing fresh produce, meats, and prepared foods to the neighborhood and grocery delivery for seniors.
    • Tri Corner Food Equity, Education & Distribution (Mid-Hudson) – $656,690 to purchase and renovate an existing building that includes walk-in refrigeration, refrigeration and freezer displays, and bakery display cases. The new Fair Food Grocery Store will result in 2,080 square feet of retail space, a commercial kitchen, and café space.

    New York State State Agriculture Commissioner Richard A. Ball said, “Connecting the dots between New Yorkers and our farmers, and addressing gaps in the food supply chain, are key priorities here at the Department. Thanks to Governor Hochul’s dedicated support, we’ve implemented a number of initiatives that aim to support our farmers, strengthen our food system, and get fresh, local foods to our families. The Food Access Expansion Grant Program is one more piece of that puzzle, and will make a tremendous impact on many of our underserved communities.     Syracuse Mayor Ben Walsh said, “SEDCO’s award from the New York State Department of Agriculture and Markets is a huge win for Syracuse and the Southside neighborhood. Having access to fresh and healthy food is critical in every neighborhood in this city, and now an area with limited access will have a grocery store once again. I am thankful to our City staff, Food Access Healthy Neighborhoods Now, and other community advocates who are working diligently to address food desert concerns in our neighborhoods, and to Governor Hochul and New York State for this significant investment to help support these efforts.”

    The Food Access Expansion Grant Program is one initiative in an array of programs implemented by New York State to build a more resilient food system. New York continues to support several groundbreaking programs that focus on improving access to locally grown foods including through its 2026 Budget, including the Nourish NY program, the 30 Percent NYS Initiative for school meals, and the Farm-to-School program. Additionally, this year’s Budget included the third round of funding as part of the Regional School Food Infrastructure Grant Program, which provides $50 million over five years to support regional cooking facilities that will facilitate the use of fresh New York State farm products in meal preparation for K-12 school children.

    These investments build on the Governor’s commitment to boost demand for New York agricultural products, bolster New York’s food supply chain, and ensure all New Yorkers can access fresh, local foods. This includes the Governor’s Executive Order 32 directing State agencies to increase the percentage of food sourced from New York farmers and producers to 30 percent of their total purchases within five years. The Governor has also committed $25 million toward the New York State Grown & Certified Infrastructure, Technology, Research and Development Grant Program to assist food producers, processors, distributors, and others using New York ingredients to bring innovative NYS Grown & Certified products to market.

    New York State continues to prioritize increasing access to food for all New Yorkers through a number of programs and initiatives, including the enhanced FreshConnect Fresh2You initiative, the Farmers’ Market Nutrition Programs, the Urban Farms and Community Gardens Grants Programs, and more. Governor Hochul recently announced $13.7 million in funding for 19 projects statewide through the Resilient Food Systems Infrastructure Grant Program to provide capital and technical assistance to farmers and food businesses operating at the middle of the supply chain, helping to enhance coordination throughout the food system and improve access to markets for farmers. This investment will help connect the dots between our state’s food producers and retail operations.

    According to a report from the Office of the State Comptroller, between 2019 and 2021, approximately 10 percent of New Yorkers, or approximately 800,000 households, experienced food insecurity and struggled with food affordability.

    Earlier today, Governor Hochul sounded the alarm on how the Republican budget reconciliation bill will affect the Nation’s largest food assistance program, The Supplemental Nutrition Assistance Program (SNAP), undermining a program that millions of New Yorkers rely on to put food on the table every single day. Estimates indicate the reconciliation bill would shift exorbitant costs to states across the country, including New York, where an additional $2.1 billion would be imposed on State and local county governments that administer the program.

    BOISE — Attorney General Raúl Labrador has announced investigators with his Idaho Internet Crimes Against Children (ICAC) Unit arrested sixty-seven-year-old Kenneth Ely on Wednesday, June 4, 2025, for alleged sexual exploitation of a child. Kenneth Ely was charged with ten counts of possession of child exploitation material.  “Protecting children from exploitation across the state is one of our most important responsibilities in the Office of the Attorney General,” said Attorney General Labrador. “We will pursue every lead and work with our law enforcement partners across North Idaho to thoroughly investigate these allegations and ensure that those who allegedly harm children are held accountable under the law.” The Latah County Sheriff’s Office, Coeur d’Alene Police Department, Kootenai County Sheriff’s Office, Federal Bureau of Investigation, Lewiston Police Department, United States Secret Service, and the Moscow Police Department assisted the Idaho ICAC Task Force in the arrest. Anyone with information regarding the exploitation of children is encouraged to contact local police, the Attorney General’s ICAC Unit at 208-947-8700, or the National Center for Missing and Exploited Children at 1-800-843-5678.  The Attorney General’s ICAC Unit works with the Idaho ICAC Task Force, a coalition of federal, state, and local law enforcement agencies, to investigate and prosecute individuals who use the internet to criminally exploit children. Parents, educators, and law enforcement officials can find more information and helpful resources at the ICAC website, ICACIdaho.org. The charges listed above are merely accusations and the defendants are presumed innocent until and unless proven guilty.

  • MIL-OSI Security: IAEA Mission Observes Commitment to Safety at Research Reactor in Malaysia, Recommends Further Improvement

    An International Atomic Energy Agency (IAEA) team of experts said Malaysia is committed to the safe operation of its sole nuclear research reactor, the Reaktor TRIGA PUSPATI (RTP). The team also identified the need to further enhance the effectiveness of the reactor’s safety committee, the management of refurbishment and modernization of the reactor’s safety systems and components, and operating procedures.

    The five-day Integrated Safety Assessment for Research Reactors (INSARR) mission to the RTP facility, which concluded on 20 June, was conducted at the request of Malaysian Nuclear Agency (Nuklear Malaysia). The mission team comprised three experts from Slovenia, South Africa, and Thailand, and two IAEA staff.

    RTP is located in Bangi, Selangor, about 30 kilometres south of Kuala Lumpur. Two INSARR missions were conducted at RTP in 1997 and 2014. Since then, the reactor has undergone modifications, including replacement of the rotary rack, refurbishment of the supervisory control and data acquisition (SCADA) systems and the upgrading of the stack monitoring system.

    RTP was constructed in 1979 and began operation in 1982. RTP was designed for various fields of nuclear research, education and training, and it incorporates facilities for neutron and gamma radiation studies, as well as isotope production and sample activation.

    The INSARR team visited the reactor and its associated facilities and met with the research reactor staff and management. “Nuklear Malaysia has shown a commitment to safety by requesting an IAEA INSARR mission,” said Kaichao Sun, team leader and Nuclear Safety Officer at the IAEA. “Ageing management of reactor systems and components that are important to safety can be challenging. Effective application of the IAEA safety standards, including the establishment of effective leadership and management for safety and the utilization of operating experience feedback, helps address this challenge.”

    The mission team made recommendations and suggestions to Nuklear Malaysia for further improvements, including the need for:

    • Improving the reactor safety committee’s oversight of all activities important to safety, including reactor modifications and operational safety programmes such as refurbishment and modernization of the reactor’s safety systems and components;   
    • Strengthening procedures to respond to abnormal situations and events, such as loss of electrical power, fire and earthquakes;      
    • Establishing procedures for learning from operating experience; and     
    • Strengthening radiological protection practices by improving the classification of different areas of the workplace.  

    “The INSARR mission is a valuable opportunity for us to engage in a peer-review process,” said Julia Abdul Karim, Director of Technical Support Division at Nuklear Malaysia. “It enables us to benchmark our programmes and activities against the IAEA safety standards and the international best practices and to strengthen our operational safety of our research reactor.”

Follow-up missions are standard components of the INSARR programme and are typically conducted within two years of the initial mission.     An International Atomic Energy Agency (IAEA) team of experts said Malaysia is committed to the safe operation of its sole nuclear research reactor, the Reaktor TRIGA PUSPATI (RTP).   • MIL-OSI Europe: State of Asylum Conference: Implementing the Pact, together with credible entry and return policies, are key to restoring public trust in migration management

    On 18 June 2025, the EUAA hosted the EU’s first annual State of Asylum Conference. Discussions centred around a key question: is EU Asylum at a Crossroads? To answer, the Conference brought together high-level European policy makers including Ministers of Interior, senior officials, and representatives of international and civil society organisations to debate the past, present and future of the EU’s evolving migration  policy agenda, in the face of a challenging international security environment.

    This week, the European Union Agency for Asylum (EUAA) hosted the EUAA’s first State of Asylum Conference. The event brought together around 1 000 online and in-person attendees to debate the evolving EU migration and asylum policy agenda. Opening the Conference, the EUAA’s Executive Director, Ms. Nina GREGORI, framed its central, titular question by asking participants to reflect on whether the EU’s migration and asylum systems are at a crossroads and, if they are, what choices are available to policy makers. With evidence-based policy-making being a core principle of democratic societies, she stressed the value of the Agency’s work and most notably, the recently-published Asylum Report 2025 as a factual basis that set the stage for the day’s discussions.

    Looking to the future, the first panel discussion, entitled “Migration and Asylum at a Crossroads: Where do we go from here?” invited high level European policymakers to reflect on where European migration policy might go next. Mr. Makis VORIDIS, Minister of Migration and Asylum in Greece noted the evolution of the EU’s migration policy as one headed in a stricter direction, concluding that a return policy needs to be a cornerstone of any serious migration strategy. He stressed the need for such a policy to be developed in parallel with the ongoing implementation of the Pact on Migration and Asylum, welcoming the recent Commission proposal for a Regulation for a Common European System on Returns (CESR).  Ms. Mari RANTANEN, Minister of Interior of Finland distinguished between labour migration, international protection and the instrumentalisation of migrants, stressing the need for clear rules that address all three phenomena, as well as the need to strengthen European efforts at cooperation with third countries on migration management.

    In the same panel, Mr. Andi MAHILA, Deputy Minister of Interior in Albania, stressed the need for European countries to remain united and work together, noting that “migration and asylum are not mere challenges, they reflect the values we uphold”. Mr. Michael SPINDELEGGER, Director-General of the International Centre for Migration Policy Development (ICMPD) concluded by reflecting on the decreasing trend in asylum applications lodged in the EU+. This was the result of intense work by EU Institutions and Agencies, national administrations and other stakeholders he noted, but also geopolitical shifts that have driven the recent decrease in Syrian applications and, conversely, the increase in Venezuelan applications – stressing the need for cooperation with the US authorities.

    Turning to the present, a second panel discussion, entitled “EU Working Together: Stepping up EU Migration and Asylum Management, in the face of mounting European and international challenges” saw senior European officials, together with the UNHCR and IOM, reflect on the Pact on Migration and Asylum and its ongoing implementation. The EUAA’s Executive Director, Ms. Nina GREGORI stressed the need for ongoing political commitment for the implementation of the Pact, an observation that Ms. Beate GMINDER, recently appointed as Director-General for Migration and Home Affairs at the European Commission and Mr. Kim FREIDBERG, Director for Home Affairs at the Council of the EU, reiterated in their own comments. Ms. Gregori called for the allocation of sufficient resources to Pact implementation on a national level, including within judiciary bodies, and emphasised the plethora of Agency and European support available to make optimal use of finite resources. As the Pact enters into application in mid-2026, Ms. Gminder reflected on the ongoing transition to the new rules and the need to fine-tune some elements, referencing recent Commission legislative proposals on the Safe Country concepts. She nevertheless called for balanced ways to address irregular migration, including with stepped up efforts on legal pathways and integration into host communities.

    With international organisations being key partners, Mr. Philippe LECLERC, Director of the Regional Bureau for Europe at the UNHCR, urged both panellists and attendees not to lose sight of the human aspects of migration; stressing that refugees contribute to EU Member States’ GDP. Against the UNHCR Global Trends Report showing over 122 million forcibly displaced people, he emphasised the need for a protection-sensitive implementation of the Pact, ensuring effective solidarity between Member States and with people seeking safety. He also acknowledged the need for a routes-based approach to international protection, one that ensures protection closer to countries of origin. Mr. Lukas GEHRKE, IOM Director of the Global Office in Brussels, observed that displacement drivers are worsening, referencing several examples. All agreed that Pact implementation is going well so far, and Member States will be ready, as failing to implement is simply not an option.

    A final panel discussion reflected on the past and how it draws lessons for the future, notably the increasing role the EUAA has played in helping Member States manage their international protection obligations, and what this means for the Agency’s future. The panel featured notable actors from the Agency’s past, including its first Executive Director Mr. Robert VISSER, two former Chairpersons of its Management Board, including Dr. David COSTELLO and Mr. Wolfgang TAUCHER. Together with the current Chair of the EUAA Management Board, Ms. Evelina GUDZINSKAITĖ, they reflected on the challenges the Agency has faced, particularly in getting Member States to a place where they were able to accept European support in the field of asylum.     Yesterday, the Honourable Maninder Sidhu, Minister of International Trade, met in Ottawa with Thani bin Ahmed Al Zeyoudi, United Arab Emirates (U.A.E.) Minister of State for Foreign Trade. This was their first bilateral meeting.

    Minister Sidhu and Minister Al Zeyoudi discussed the importance of strengthening the trade and investment relationship between Canada and the U.A.E. To that effect, the ministers agreed on the need to conclude the negotiations for the Foreign Investment Promotion and Protection Agreement soon.

    Minister Sidhu also highlighted many areas of natural partnership as the two countries pursue ambitious growth agendas, such as AI, clean tech, energy, agri-food, and infrastructure.    

    The ministers will continue to work together to open doors for Canadian and Emirati businesses to succeed, including by supporting initiatives such as the Canada-U.A.E. Business Council mission to Toronto, Ontario, and Calgary, Alberta, in early July this year.

    GAITHERSBURG, Md. — The National Institute of Standards and Technology (NIST) announced that S. Shyam Sunder has been selected as its new Associate Director for Laboratory Programs (ADLP), effective June 1, 2025.

    In this role, Sunder will provide leadership and oversight to NIST’s laboratories, which provide vital measurement and research services that underpin technology innovation in the United States. NIST’s non-regulatory science mission is executed in close partnership with industry through its laboratory programs by supporting new technologies, services and markets, and industry-led, consensus-based standards that help American companies compete around the world. 

    “Shyam’s expertise and practical background, as well as his more than 30 years in leadership roles at NIST, make him an invaluable asset as we continue to push boundaries in critical and emerging technologies,” said Deputy Under Secretary of Commerce for Standards and Technology and Acting NIST Director Craig Burkhardt. “Shyam will play a crucial role in helping NIST accelerate advances at the forefront of measurement science, which is the foundation for unleashing technological innovation and U.S. economic competitiveness.”

    Sunder previously served as director of NIST’s Special Programs Office and Acting Director of the Standards Coordination Office. In these roles, he established and managed the NIST Safety Commission, which issued a comprehensive set of findings and recommendations to improve NIST’s safety culture and the effectiveness of its safety protocols. In response to the CHIPS for America Act, he led NIST’s cross-laboratory team, engaging more than 800 stakeholders to assess and publish seven “grand challenges” to advance the U.S. semiconductor industry. He further led NIST’s efforts to establish a competitively selected Standardization Center of Excellence to accelerate U.S. engagement in international standardization for critical and emerging technologies through a cooperative agreement with the private sector-led U.S. standards system.

    Sunder’s prior positions include founding director of NIST’s Engineering Laboratory, director of its Building and Fire Research Laboratory (BFRL), and chief of BFRL’s Structures and Materials Division. He co-chaired White House National Science and Technology Council (NSTC) panels that set the federal R&D agenda for Net-Zero Energy High-Performance Buildings and Cyber-Physical Systems.

    Before joining NIST in 1994, he served on the Massachusetts Institute of Technology faculty. He received master and doctor of science degrees from MIT, and a bachelor of technology with distinction from the Indian Institute of Technology Delhi.

    Sunder is a recipient of the Presidential Rank Award of Distinguished Executive, and the U.S. Department of Commerce Gold Medal Award, its highest honor, for distinguished leadership of the federal building and fire safety investigation of the World Trade Center disaster after the terrorist attacks of Sept. 11, 2001. He was elected to the National Academy of Construction in 2012.

    On June 20, Peter the Great St. Petersburg Polytechnic University continued its work at the XXVIII St. Petersburg International Economic Forum.

    At the forum, the rector of SPbPU, academician of the Russian Academy of Sciences Andrey Rudskoy and the chairman PSB Petr Fradkov signed a partnership agreement aimed at developing and scaling digital twin technology for defense industry enterprises and civilian high-tech industries. The document sets out the creation of a joint ecosystem for technological development that meets the priorities of the Russian Federation in the field of digital transformation and technological leadership:

    Russia’s entry into the top 10 countries in terms of R&D volume; accelerated implementation of technological innovations; formation of long-term demand and supply for high-tech products.

    All joint initiatives of SPbPU and PSB will be focused on the implementation and financial support of “cross-cutting” projects: from technological innovations to the creation and technical support in the operation of promising military and military-technical equipment and dual-use products.

    Polytechnic has been building a world-class ecosystem around key scientific and technological direction— system digital engineering and digital twin technology. PSB support will give our projects strategic and financial acceleration and will allow us to transform our scientific and technological groundwork, created digital platforms, digital test benches and testing grounds not only into a tool for developing high-tech products and implementing R&D, but also into state standards.
