    Amid Africa’s ongoing exploration and production surge, this year’s African Energy Week (AEW): Invest in African Energies conference will host a dedicated Upstream E&P Track. The track – taking place as part of the main conference agenda from September 29 to October 3 – will tackle the most pressing challenges and opportunities across the upstream oil and gas sector, delving into topics such as deepwater development, onshore prospects, the role of independent firms and balancing African priorities with global supply dynamics. As the largest event of its kind on the continent, AEW: Invest in African Energies 2025 represents the platform of choice for Africa’s upstream sector.  

    Africa’s upstream oil and gas sector is on the precipice of significant growth, boosted by a $54 billion capital expenditure drive expected by 2030. Across the continent, both established oil and gas markets and frontier players are seeking capital to bolster production while unlocking new basins in deepwater and onshore basins. The continent’s exploration surge is further supported by growing demand in African markets as well as a rise in global gas imports. The AEW: Invest in African Energies 2025 Upstream E&P Track will explore these shifting dynamics, offering a platform for new exploration and production deals to be signed.

    To entice greater spending across the upstream sector, many African countries are laying the foundation for new investments by both majors and independent energy companies. A string of licensing rounds is being launched in 2025, offering exploration opportunities across a variety of acreage. Licensing rounds are planned in Angola, the Republic of Congo, Tanzania, Mauritania and South Africa, while Libya, Nigeria, Algeria and Liberia have already launched their respective bid rounds. The Upstream E&P Track will explore the impact of these rounds. Sessions include What’s Next for African Upstream in 2026; Exploration Hotspots; and Basins Without Borders: Unlocking the Full Potential of Cross-Border Basins in the Transform Margin. Additionally, panel discussions will examine emerging prospects in frontier basins, with sessions taking place on Frontier Plays Within Africa’s Mature Basins; Offshore and Deepwater Plays; and Unlocking Africa’s Onshore and Shallow-Water Potential. 

    While global energy majors expand their portfolios in Africa, independent oil and gas firms are taking on a more prominent role in exploration and production. International oil company divestment has opened-up new pathways for African independents, and as such, more companies are taking the lead on asset development. AEW: Invest in African Energies will host panel discussions on The Making of an African Independent; Technology and Innovation: Rethinking Asset Development to Accelerate Upstream Success; as well as Crude Value Benchmarking with Ever-Changing Light, Heavy Balance, exploring opportunities for independents in Africa.  

    Meanwhile, with global gas demand projected to increase 10% between 2021 and 2030, African countries are strategically positioned to accelerate exploration and play a more central role in global supply chains. With over 620 trillion cubic feet of proven gas reserves on the continent – most of which remains under-developed – Africa has a unique opportunity to leverage its resources to produce low-carbon, cost-effective fuel. Panel discussions on Decarbonizing Pathways for African Oil and Gas; The Outlook for Global LNG; and The Role of African LNG in a Dynamic Export Market will address these opportunities, while a session on Beyond Exports: Developing Commercially Viable Domestic Gas Markets, will examine how the continent can leverage its resources for domestic growth.  

    The track will also feature panel discussions on strategic oil and gas markets in Africa, including Algeria, Equatorial Guinea, Angola, and more. These sessions are geared towards companies seeking growth opportunities in proven markets and are expected to unlock new deal-signing and partnerships prospects.   • MIL-OSI Africa: Côte d’Ivoire Prime Minister Robert Beugré Mambé Opens 16th African Union of Broadcasting (AUB) General Assembly in Abidjan

    Abidjan hosted the opening of the 16th General Assembly of the African Union of Broadcasting (AUB) (http://www.UAR-AUB.org) on June 19, 2025. The ceremony, held under the high patronage of Mr. Robert Beugré Mambé, Prime Minister of the Republic of Côte d’Ivoire, brought together a plethora of distinguished guests, including ambassadors, directors-general, ministers, academics, media professionals, students, and civil society members from around the world.

    Under the impactful theme “Developing Media: Strategies for Financial and Technological Resilience, and Innovative Content,“ this assembly promises crucial discussions for the future of the African media landscape.

    In his inaugural speech, Prime Minister Mambé highlighted the essential role of media in societal transformation: “Media represents a true opportunity for our country. We are counting on you to preserve and strengthen this asset, through the consultation framework offered to you. It is from this dialogue that the right answers to our questions will emerge.” This was a clear call for collaboration and the search for collective solutions.

    For Cléophas Barore, President of the AUB Executive Council, the funding challenge is omnipresent: “The financing of production and broadcasting remains a daily struggle. These challenges are marked by resource scarcity, fierce competition from new media, information multinationals, and many others.” This observation underscores the urgent need for innovation in a constantly evolving media environment.

    Amadou Coulibaly, Minister of Communication and Government Spokesperson, for his part, urged broadcasters to embrace new media to better capture the African audience. “With the AUB, your Union, I urge you to work tirelessly to sustainably retain the African audience, in its diversity, by notably taking into account new communication and broadcasting channels such as social media, streaming, OTT, and podcasts, by innovating and valuing local content, our historical, cultural, tourist, and socio-economic values.     Ofqual launches public consultation on apprenticeship assessment regulation

    Ofqual launches consultation on new regulatory framework for apprenticeship assessments, seeking views from employers, providers and apprentices.

    Ofqual is today launching a public consultation seeking views on its proposed approach to regulating apprenticeship assessments, including those for foundation apprenticeship assessments.

    The consultation, titled “Regulatory framework for apprenticeship assessment”, invites awarding organisations, colleges and training providers, employers and apprentices to comment on the future regulatory framework.

    The framework has been developed to reflect the new apprenticeship assessment principles published by the Department for Education earlier this year. It has been designed to accommodate the new apprenticeship assessment plans being put in place by Skills England.

    The proposed framework would allow awarding organisations more flexibility in assessment design and delivery to enable them to be more responsive to the needs of employers. This includes greater responsibility for decisions about how assessments are structured, delivered and marked.

    Ofqual will regulate both the assessments and the awarding organisations that develop and deliver them.

    Catherine Large, Executive Director for Vocational and Technical Qualifications at Ofqual, said:

    We want to hear from everyone with an interest in apprenticeships to ensure our regulatory approach is effective, proportionate and supports the development of valid and reliable assessment.

    Ofqual understands the significance of potential changes to the current end point assessment model, and the important role that employers and providers play in the system. We are working to ensure quality is upheld throughout this transition.

    The consultation opens on Friday 20 June and will run until Wednesday 27 August.

    Interested parties can contribute by completing the online consultation form available on GOV.UK or by emailing their responses directly to consultations@ofqual.gov.uk.

    Following the consultation, Ofqual will publish a summary of responses and outline next steps for implementing the regulatory framework.

    On June 20, the acceptance of documents for admission to secondary vocational education programs, bachelor’s, specialist and master’s degrees at Peter the Great St. Petersburg Polytechnic University began.

    Graduates of grades 9 and 11 can enroll in the college at the Polytechnic University. This year, 530 budget and 481 contract places have been allocated for 9 full-time SPO specialties and 90 contract places for 3 correspondence specialties.

    When submitting documents, applicants select no more than 3 specialties for admission to budget places and no more than 1 specialty for contract places, which are arranged in order of priority for enrollment. Enrollment in the Institute of Secondary Vocational Education is carried out based on the results of the competition, based on the average grade point average of the certificate of applicants on the basis of basic or secondary general education. In 2025, a new specialty 09.02.09 “Web Development” was opened, which trains specialists in the creation and support of websites and web applications.

    For applicants to full-time bachelor’s and specialist’s degree programs in 2025, 3,395 budget places and 3,399 fee-paying places have been prepared. Within the target quota, 535 places have been prepared, 359 places for special quota places and the same number for applicants to separate quota places. Applicants can choose up to five areas of preparation for admission, which must be arranged in order of priority in the application.

    One of the innovations in admission to the first level of higher education was the “Petrovskaya Wave”, which gives applicants an additional opportunity to enroll in the university. Applicants whose scores exceed the indicator set by the university are guaranteed admission. The passing score will be regularly updated on the official website, and it can only decrease during the admission campaign, making the conditions for admission more accessible. Even if an applicant does not get a state-funded place, but exceeds the “Petrovskaya Wave” score, the university guarantees him a place at its own expense.

    To take advantage of this opportunity, you need to follow three steps.

There are four ways to enroll: win the SPbPU Portfolio Competition, become a winner or medalist of the All-Russian Olympiad “I am a Professional”, become a winner of the All-Russian Engineering Competition, or successfully pass the interdisciplinary exam. This year, 20 new programs have been developed for future masters, including the digital master’s programs “Industrial and Civil Engineering” and “Russian as a Foreign Language and Intercultural Communication”, as well as the program for training teaching staff “Physics and Applied Mathematics in Science and Education”. This year, the Polytechnic University is also accepting applications for 15 partner programs jointly with PJSC Gazprom Neft, Rosatom State Corporation, JSC UEC-Klimov, etc.

    A research team led by the University of Aberdeen has developed a pioneering AI model to improve accuracy and reduce computational time in land cover mapping, particularly for vegetation.
    Detailed understanding of land cover, topographical features, and how land is used is central to tackling climate change impacts, food security, and sustainability.
    Traditional vegetation mapping methods analyse satellite images pixel by pixel, which can be inefficient and prone to error – especially in diverse or complex terrains.
    The new model developed by the research team, SAGRNet (Sampling and Attention-based Graph Convolutional Residual Network), uses advanced deep learning techniques to classify vegetation types with greater speed and accuracy. It can analyse entire landscape objects—such as fields and forests—providing better understanding of the shape, context, and relationships within the landscape, leading to more reliable and scalable mapping.
    The study is published in the ISPRS Journal of Photogrammetry and Remote Sensing, the official journal of International Society for Photogrammetry and Remote Sensing.
    SAGRNet was developed using satellite images covering the diverse landscape of north-east Scotland to sufficiently facilitate result validation.
    The study focuses on areas comprising woodlands, farmlands, and grasslands situated adjacent to other landcover classes such as built-up areas and water, located in and around Aberdeen, Dundee, and the Highlands.
    To further evaluate the generalisation capability of the proposed SAGRNet model, the team conducted additional experiments across five globally distributed urban fringe areas: Guangzhou (China), Durban (South Africa), Sydney (Australia), New York City (United States), and Porto Alegre (Brazil). These areas were carefully selected to represent diverse ecological backgrounds, vegetation structures, urbanisation intensities, and land cover complexities, providing a robust basis for assessing the transferability of the model.
    SAGRNet, which has been made openly available, could help decision-makers to quickly visualise and understand the impact of major events such as floods, forest fires, drought or heavy rainfall on large areas of land as well as the crops they produce.
    Project lead Dr Lydia Sam, Lecturer in Geosciences at the University of Aberdeen, said: “Accurate dimensional and topographic information on arable land is the foundation for further developing sustainable land management strategies. We have a multitude of earth observation satellites in orbit today providing images of our planet at very high resolutions. Models like SAGRNet provide a comprehensive vegetation mapping and characterisation framework, allowing users to unlock the true potential of their imagery data.
    “Our system of deep learning algorithms can immediately and accurately recognise the different types of land cover, vegetation or crops in an area.
    “This method addresses the inefficiencies of current systems by improving accuracy and reducing computational time, which is critical in responding to global challenges like climate change, deforestation, and food scarcity.”
    Dr Anshuman Bhardwaj, Senior Lecturer in Geosciences at the University and co-lead of the project, added: “Our model is quite transferrable and can even provide rapid and accurate answers to questions about how the landscape has changed.
    “This is vital for further understanding the impact of climate change from coastal erosions and landslips to shifts in plant or crop distribution.
    “It can also be used to monitor crop growth to facilitate more accurate harvest predictions or to look at how crops grown in a particular area have changed over time and to make better informed decisions of the sustainability of land use.
    “Our study lays a solid foundation for real-world applications in land monitoring, agriculture, and environmental management.”
    PhD student and research assistant on the project Baoling Gui added: “SAGRNet is suitable for integration into large-scale applications such as land resource surveys, ecological monitoring platforms, national land cover mapping programs, and environmental change analysis frameworks.”
    The project was funded by the BBSRC International Institutional Award scheme, in which the Aberdeen team worked in collaboration with international partners including Dr Diego Soto Gómez, University of Burgos (Spain), Dr Félix González Peñaloza, Evenor-Tech (Spain) and Professor Manfred F. Buchroithner, Technische Universität Dresden (Germany). Dr. David R. Green, Reader in Geosciences at the University of Aberdeen was also involved in the development of the published research article.

    The first cohort of students from the University of Aberdeen and South China Normal University’s Joint Institute have graduated at a special ceremony.
    Around 180 students from the Aberdeen Institute of Data Science and Artificial Intelligence at South China Normal University (SCNU) received their degrees during the event held in Guangdong Province on June 19.
    The students graduated from three four-year undergraduate BSc programmes in Artificial Intelligence, Computing Science, and Business Management and Information Systems while friends and family watched on.
    The Joint Institute, located on SCNU’s vibrant Foshan campus, was the result of long-established links between the two universities, having collaborated on joint programmes in Real Estate, Finance and Computing Science over almost 20 years.

    Angola’s national oil company Sonangol has signed two agreements with the Massachusetts Institute of Technology (MIT) – a private university based in Boston, United States (US) – aimed at strengthening cooperation and knowledge-transfer in the fields of oil, gas and critical minerals. The agreements – dubbed the MIT Industrial Liaison Program (MIT-ILP) and MIT Africa – seek to strengthen US-Africa ties by facilitating greater collaboration and skills development opportunities.

    The African Energy Chamber (AEC) – the voice of the African energy sector – commends Angola and Sonangol for forging this strategic alliance with one of the world’s leading innovation institutions.     The agreements come as Angola and the US take concrete steps to deepen strategic partnerships within the oil, gas, critical mineral and renewable energy sectors. Meetings held by Minister Azevedo and the US Secretary of Energy Chris Wright this week highlighted areas of cooperation, with the parties committing to working together to achieve a balanced energy transition. Future cooperation will be largely built on the success American companies have had in Angola as well as cooperation in new industries such as critical minerals, renewable energy and infrastructure.

    In the oil and gas space, companies such as ExxonMobil and Chevron continue to make significant strides towards unlocking greater exploration and production opportunities. ExxonMobil has recently extended its license for Angola’s Block 17 – one of the country’s longest-producing assets – in partnership with TotalEnergies. The company is also seeking play-opening discoveries in the offshore Namibe basin while drilling new wells under the country’s Incremental Production Initiative. Chevron is making in-roads in the natural gas sector with its stakes in the Angola LNG plant and upstream gas projects. In late-2024, the company started production at the Sanha Lean Gas Connection project, which increases feedstock for Angola LNG – supporting exports. Chevron also has stakes in the New Gas Consortium, the operator of Angola’s first non-associated project, coming online in late-2025. Leveraging the expertise of these players and strengthened cooperation in research and development, Angola is well-positioned to realize its industry goals.

    BEIJING, June 20 (Xinhua) — The certification center of the Northwest Agricultural and Forestry University of Science and Technology recently opened a workstation in Kazakhstan, Zhongxinshe News Agency reported.

    The opening ceremony of the facility took place on Tuesday at the S. Seifullin Kazakh Agrotechnical Research University in Astana.

    The station will serve as a platform for enhancing contacts and interaction between China and Kazakhstan in the field of organic agronomy. It will facilitate the supply of Kazakh agricultural products to the Chinese market by establishing bilateral cooperation in the field of certification and mutual recognition of relevant standards.

    According to Huang Siguang, secretary of the party committee of the Northwest University of Agriculture and Forestry and Technology, the work station in Kazakhstan also aims to jointly strengthen the training of agronomists and conduct scientific research.

    Payment Connect refers to the linkage between the Mainland’s Internet Banking Payment System (IBPS) (Note 1) and Hong Kong’s Faster Payment System (FPS) (Note 2), which supports secure, efficient and convenient real-time cross-boundary payment for residents and institutions in both places. By simply inputting the recipient’s mobile number or account number, residents in both places can make instant small-value cross-boundary remittances.
     
         Mr Yue said, “Payment Connect is one of the key initiatives in strengthening co-operation between the Mainland and Hong Kong. The connection between the faster payment systems in both places enhances the efficiency of cross-boundary payments, supporting trade activities and personnel exchange. This development will further promote Hong Kong’s position as an international financial centre and offshore Renminbi business hub. Payment Connect will cater to the daily needs of residents in both places for cross-boundary remittances and payments.     The Presidency has announced that President John Dramani Mahama will host His Majesty King Mswati III, Ingwenyama of the Kingdom of Eswatini, for a state visit to Ghana next week. The visit is scheduled for Tuesday, 24 June to Saturday, 28 June 2025, spanning four days of official engagements.

    King Mswati III is expected to arrive in Accra on Tuesday, 24th June. Upon his arrival, he will be welcomed at the Presidency for bilateral discussions with President Mahama and a high-level Ghanaian delegation. A Memorandum of Understanding (MoU) between the two countries is anticipated to be signed during this meeting.

    On Tuesday afternoon, the King is scheduled to meet with officials at the African Continental Free Trade Area (AfCFTA) Secretariat in Accra before departing for Kumasi later in the day.

    In Kumasi, His Majesty will be the distinguished guest of the Asantehene, Otumfuo Osei Tutu II. The itinerary in the Asante capital includes official visits to the Kumasi Metropolitan Assembly (KMA) and a tour of the historic Manhyia Palace Museum. King Mswati III is also scheduled to address the National House of Chiefs and attend a grand durbar of chiefs organised in his honour at Manhyia Palace.

    A Royal Banquet will be held in Kumasi on Friday evening. On Saturday, the final day of the visit, King Mswati III will join the Asantehene, Otumfuo Osei Tutu II, at a ceremony at the Kwame Nkrumah University of Science and Technology (KNUST) before departing from Ghana.

  • The backbone turns twenty: How NIXI quietly wired India for a digital future

    From grocery shopping through UPI to smart classrooms in remote villages, much of India’s digital progress over the past two decades has depended on something that most citizens never think about: fast, secure internet infrastructure. At the centre of this invisible but essential ecosystem is the National Internet Exchange of India (NIXI), which turned 20 on Thursday.

    Set up in 2003 under the Ministry of Electronics and Information Technology (MeitY), NIXI has played a key role in ensuring that India’s internet remains local in routing, robust in performance, and ready for future demands. It currently operates 77 Internet Exchange Points (IXPs) across the country, which help domestic traffic stay within India’s borders — reducing latency, increasing speed, and enhancing security.

    A resilient internet, a resilient India

    In a statement marking the occasion, NIXI CEO Dr Devesh Tyagi said, “A resilient internet is the foundation of a resilient India. As we celebrate NIXI Day, we renew our commitment to making the internet faster, safer, and more inclusive.”

    The importance of the organisation came into sharp focus during the COVID-19 lockdowns. With physical movement restricted, internet traffic surged. Doctors adopted telemedicine, schools transitioned to online learning, and government services remained accessible through digital platforms. Underpinning all of this was an infrastructure designed to cope with scale and crisis — one that NIXI had quietly built over the years.

    Beyond speed: trust, inclusion, and language

    While speed and reliability have always been priorities, NIXI has also focused on inclusivity and localisation. Through its IRINN division, it is guiding India’s transition to IPv6, which will be essential as the country moves deeper into the era of connected devices, AI, and quantum computing.

    It also facilitates domain name registration in Indian languages, supporting .IN and .भारत, helping small businesses and individuals get online in their own scripts and tongues — a step that aligns with the broader push for digital inclusion.

    What’s next: smarter, more resilient networks

    With emerging technologies reshaping the digital landscape, NIXI is evolving too. Its roadmap for the future includes AI-driven smart traffic routing, IXPs in disaster-prone and underserved regions, deeper collaboration with global internet governance forums, and boosting uptake of vernacular domain names.

    This next phase is about preparing the Indian internet for scale, security, and smart infrastructure — while ensuring that no region or user is left behind.

    In a world increasingly defined by data, connectivity, and digital dependence, NIXI’s two-decade journey remains largely invisible to the average user.          The Secretary for Commerce and Economic Development, Mr Algernon Yau, arrived in Bordeaux on June 19 (France time) to continue his visit to France.
     
         Mr Yau first held a business roundtable with representatives of La French Tech Bordeaux, a start-up network, and Bordeaux-based technology start-ups to update them on Hong Kong’s latest start-up ecosystem and business-friendly environment for start-ups and entrepreneurs to thrive.
     
         Mr Yau highlighted that Hong Kong’s start-up community has seen remarkable growth and diversification in recent years. In 2024, the number of start-ups in the city reached a record high of approximately 4 700, up about 10 per cent from the previous year. The founder base is notably diverse, with around 28 per cent of start-up founders coming from outside Hong Kong. The encouraging result is a testament to Hong Kong’s attractiveness to innovators, assisted by several key advantages such as a low and simple tax system, world-class financial services and the accessibility to both Mainland and international business opportunities. 
     
         He said the Hong Kong Special Administrative Region Government is firmly committed to positioning Hong Kong as a leading innovation and technology hub where start-ups play a pivotal role. He encouraged Bordeaux’s start-up community to expand their operations into Hong Kong, leveraging the city’s strategic position as a gateway to the vast markets on the Mainland and in Asia.
     
         Mr Yau also paid a courtesy call on the Mayor of Bordeaux, Mr Pierre Hurmic, to brief him on Hong Kong’s latest initiatives to drive economic development, such as the reduction of liquor duty, and exchange views on forging closer bilateral relations in various areas such as start-ups, and wine and liquor industries.
     
         In the evening, Mr Yau attended the Bordeaux Wine Festival, the leading wine event in France, to learn about the latest developments of Bordeaux wine and liquor.
     
         Mr Yau will continue his visit to Bordeaux.

    Outreach Music Interest Courses open for applications 
         Introductory courses available include classical vocal singing, classical guitar, ukulele, little harp, keyboard and musicianship. Instrumental enrichment courses include erhu, zheng, yangqin, dizi, violin, cello, flute, clarinet and saxophone. There are also ensemble training for Chinese and Western music, music theory (Grades 1 and 2) and aural training. The course fees range from $320 to $1,350.
     
         Other Chinese and Western musical instrument foundation classes will cover erhu, liuqin, pipa, zhongruan, zheng, yangqin, dizi, xiao, violin, viola, cello, flute, clarinet, saxophone, trumpet and percussion (glockenspiel and practice pad). The course fee is $1,440 each.
     
         In a new course of OMICs, “Introduction to ‘Pure Data’ Music Programming”, participants will learn to use “Pure Data”, a free graphical programming software, for sound design and music creation. The course welcomes adults that have passed Grade 5 or above in music theory. Participants should bring their own laptop computer and other necessary equipment to class. The fee of this course is $760.
     
         In addition, the “Keyboard Playing (Numbered Musical Notation)” course, which covers numbered musical notation reading, melody-playing techniques and simple chord applications, welcomes adults who have completed the “Introduction to Keyboard Playing (Foundation I)” course organised by the Music Office, or those who have acquired basic skills in playing the keyboard with both hands. The course fee is $650.
     
         All OMICs are conducted in Cantonese. The courses will be held at different venues across the territory, namely Hong Kong Cultural Centre, Tsuen Wan Town Hall, Tuen Mun Town Hall, North District Town Hall, Sheung Wan Civic Centre, Sai Wan Ho Civic Centre, Tai Po Civic Centre, Ngau Chi Wan Civic Centre, Kwai Tsing Theatre, Yuen Long Theatre, Ko Shan Theatre, Hong Kong Central Library and the Music Office’s music centres in Wan Chai, Mong Kok, Kwun Tong, Sha Tin and Tsuen Wan. Participants of the online course “ABCs of Musicianship” are required to prepare their own electronic device equipped with a wireless or broadband data connection, a webcam and the software Zoom in advance.

  • MIL-Evening Report: Britain’s support for AUKUS is unwavering – but its capacity to deliver is another matter

    A recently announced Pentagon review of the AUKUS pact has sparked a renewed bout of debate in Australia. Led by the “AUKUS-agnostic” US Undersecretary of Defense Elbridge Colby, the review raises serious questions over whether Australia will receive its US-made Virginia-class submarines on schedule from 2032.

    AUKUS supporters suggest the review is not overly concerning – they point out governments typically review major programs after taking office. As they note, the UK Labour government did the same when it commissioned Sir Stephen Lovegrove to review AUKUS in 2024. Moreover, the House of Commons Defence Select Committee is currently reviewing AUKUS.

    Crucially, however, not all reviews are created equal. Given the US assessment is, according to US officials, being conducted to ensure alignment with the imperatives of “America first”, there is a risk the US will not supply Australia with the Virgina-class submarines it feels it requires to deter China. The UK reviews, on the other hand, did not and do not carry such risks.

    The findings of the Lovegrove review remain confidential, but have been shared with Canberra and were incorporated into the UK government’s recent Strategic Defence Review (SDR). The Defence Select Committee is yet to report, but being public, its findings are likely to generate further debate in Australia.

    Why are the UK reviews different?

    The Defence Select Committee review, launched independently of the government, is an accountability mechanism that scrutinises progress but lacks the power to set policy.

    Meanwhile, the Lovegrove review was never intended to question AUKUS, as its terms of reference made clear. Instead, its focus was more on what progress has been made so far and any barriers that might inhibit future success.

    There was never any real chance the Lovegrove review would end or amend the UK’s participation in AUKUS, because it has widespread support across mainstream British politics. In foreign and security policy terms, cross-party consensus is the norm in the UK.

    However, in the case of AUKUS, two specific factors stand out.

    First, AUKUS provides a welcome means to share the burden on a project the UK was already pursuing. Even before AUKUS was announced, the UK had initiated plans for its next generation of nuclear-powered attack submarines, awarding initial design contracts to BAE Systems and Rolls-Royce worth £85 million (A$170 million).

    Considering this, AUKUS – and specifically Australia’s £2.4 billion (A$4.6 billion) investment into Rolls-Royce’s reactor production line – was a welcome boon for the cash-strapped British government.

    Second, AUKUS has been a crucial component of the UK’s post-Brexit re-emergence. Coming after a period in which Brexit negotiations consumed the British government, it provided important substance to “Global Britain” and its Indo-Pacific tilt.

    AUKUS’s cross-party appeal might initially seem strange, given its close association with Boris Johnson’s Brexiteer government. After all, with its “Britain Reconnected” plan, Prime Minister Keir Starmer’s government has been keen to demonstrate how it differs from its Conservative predecessors. This most recent example comes with the SDR’s NATO-first approach, which some interpreted as a sharp break.

    However, this is a difference in style rather than substance. Rishi Sunak’s Conservative government had announced Britain had delivered the tilt and would focus on consolidating its position.

    In other words, it was making no new commitments. The SDR does not amend this position. It makes clear that “NATO first does not mean NATO only”. This means continuing support for agreements such as AUKUS, which, according to the review, are crucial to shaping the global security environment.

    Whether Britain has the capability to shape the global security environment is a question the SDR addresses, if implicitly, by acknowledging the “hollowing out” of the UK’s armed forces. Reconstituting Britain’s armed forces is consequently a key focus of Starmer’s government, which sees rearmament as a route to reindustrialisation.

    Militarisation as central to ‘rebirth’

    In this rebirth, the government is focusing heavily on the arms industry as a means to bring well-paid, high-skilled jobs to post-industrial parts of the country. There is debate about whether this is the best way to create jobs and growth, but the Starmer government has gone all-in on the strategy.

    Indeed, one of the most notable outcomes of the SDR is that the UK plans to invest substantial sums in its fleet of attack submarines, as it plans to go from seven Astute-class boats to 12 AUKUS-class ones.

    This ambition may provide some comfort to Australian observers as it indicates the scale of the UK’s commitment to AUKUS. Still, achieving the goal will require a significant increase in industrial capacity, as Britain will need to produce a new submarine every 18 months. The record of the UK government on major capital projects suggests this is a heroic ambition.

    For example, the last three Astute-class boats to be commissioned took between 130 and 132 months to build. The sixth and seventh boats of the nearly 25-year-old program are yet to enter service. Moreover, even the active Astute boats are beset by problems; in the first half of 2024, none of the five in-service boats completed an operational deployment due to maintenance issues.

    So, while in the context of the US review, Britain’s commitment is likely welcomed, any comfort must be tempered by the expectation that problems will also likely emanate from Britain.
