         Associate Director-General of Investment Promotion at Invest Hong Kong (InvestHK) Mr Charles Ng today (June 14) concluded his visit to Canada, deepening economic and business ties with Canadian investors and enterprises.

         During his visit June 8 to 14 to Waterloo, Toronto, and Montreal, Mr Ng met with investors, family offices, start-ups, academia, and business leaders, emphasising Hong Kong’s role as a global financial hub and gateway to Mainland China and international markets. He hosted roundtables highlighting Hong Kong’s strengths in wealth management and cross-border investments and discussed how Canadian enterprises can leverage Hong Kong for global expansion. He toured innovation labs and facilities at universities and discussed Asian expansion plans with Canadian founders.   • MIL-OSI USA: FEMA to End In-Person Presence at Recovery Centers

    strong>LAHAINA, MAUI – As Maui continues to heal from the Aug. 8, 2023, wildfires, FEMA continues to provide support on-island and remains available to survivors. As the demand for FEMA’s in-person services has diminished over time, FEMA will end in-person staffing at the two public-facing recovery centers on June 18 at the Council for Native Hawaiian Advancement Kākoʻo Maui Relief & Aid Services Center in Central Maui and July 3 at the Lahaina Resource Center in West Maui. There are still many other ways to contact FEMA and wildfire survivors are encouraged to stay in touch.    
    Current Recovery Center Locations and Hours

    Kākoʻo Maui Relief & Aid Services Center located at 70 E Kaʻahumanu, Unit D-1 in Kahului. Hours are 9 a.m. to 5 p.m. HST Monday to Friday.
    Lahaina Resource Center at the Lahaina Gateway, Unit 102-B (near Ace Hardware) located at 325 Keawe St. in Lahaina. Hours are 8 a.m. to 4:30 p.m. HST Monday – Tuesday and Thursday – Friday and 8:00 a.m. to 12:30 p.m. & 1:30 p.m. – 4:30 p.m. HST Wednesday.

    Both facilities, operated by the Council for Native Hawaiian Advancement, will continue to remain open and offer support with building permits, legal assistance, interim housing, business support and more. 
    In-person FEMA assistance was established August 16, 2023, and has continued for twenty-one months. During this time, survivors could work directly with FEMA and other federal staff to assess their needs, register for assistance, receive in-person case management, and connect with voluntary agencies for additional support. 
     Survivors can still contact FEMA by:

    Calling FEMA’s national, toll-free Helpline at 800-621-3362 (7 a.m. to 10 p.m., 7 days a week) for assistance with general inquiries.
    Contacting their assigned Recertification/Revocations Advisors and/or Disaster Case Managers.
    Submitting documentation via their online account, mailing letters and supporting files via USPS/mail, or faxing documents to 800-827-8112 (Attn: FEMA).  

    FEMA’s Long Term Recovery Office will continue to operate on Maui and help Maui wildfire survivors. For those in FEMA temporary housing, it is essential to remain in contact with FEMA to continue receiving assistance while working towards permanent housing.

    HONOLULU — The Hawaiʻi Emergency Management Agency (HIEMA) would like to inform the public that a test alert was issued today around 11:03 a.m. at one of its alternate alert notification sites. This test is a routine procedure designed to ensure that our emergency communication systems are functioning properly and can effectively provide critical information during actual emergencies.

    There is no current threat to the state of Hawaiʻi. This test was intended solely to validate our systems.

    HIEMA emphasizes the importance of these routine tests, as the agency continues to ensure that our communication systems are reliable and ready to be used in the event of an emergency. We understand that alerts can cause concerns; however, we want to assure the community that this was a planned and harmless test.

    “We are committed to keeping our kamaʻāina informed and safe,” said HIEMA Administrator James Barros. “The reliability of our emergency communication systems is critical, especially during times of crisis.”

    What you need to know: President Trump’s illegal military deployment impacts firefighting resources already seeing cuts by the U.S. Forest Service.

    SACRAMENTO – With the risk of catastrophic wildfire on the rise as peak fire season sets in across California, the state’s firefighting and prevention resources are facing new strain resulting from President Trump’s actions. 

    President Trump’s illegal militarization of Los Angeles is cutting into valuable firefighting resources. As a federal judge noted yesterday in ruling that President Trump’s actions are illegal and should be halted, five of California’s 14 National Guard fire crews – who staff Joint Task Force Rattlesnake – are now understaffed due to the federalization and diversion of 300 California National Guard (CalGuard) soldiers from those crews to armories in the Los Angeles region. That represents three-quarters of CalGuard’s fire response and prevention resources. 

    Trump is endangering communities across California. He’s pulling National Guard members off of critical wildfire prevention and response missions for his political stunt in Los Angeles. And this is on top of his dangerous cuts to the Forest Service.

    It’s critical that Trump heeds his own advice: restore funding to the Forest Service, support federal firefighters and Make America Rake Again.

    The National Guard impact is on top of the Trump administration’s dangerous cuts to the U.S. Forest Service, which also threatens the safety of communities across the state. The U.S. Forest Service has lost 10% of all positions and 25% of positions outside of direct wildfire response – both of which are likely to impact wildfire response this year. The cuts come as the President issued an executive order yesterday on wildfire response – another order that rings hollow given the President’s actions.

    “In just the first five months of 2025 California has experienced more than 2,300 wildfires,” said CAL FIRE Director and Fire Chief Joe Tyler. “Having the necessary firefighting apparatus and personnel is critical to our mission at CAL FIRE.”

    Trump cuts to the U.S. Forest Service

    The California Natural Resources Agency recently outlined impacts of President Trump’s cuts to the U.S. Forest Service: “State agencies in California are concerned that these cuts could jeopardize our nation-leading wildfire response capability, and result in a shift in emphasis from protecting communities to generating revenue from National Forests within the state.”

    • More staffing losses ahead: The USFS has already lost 10% of all positions and 25% of positions outside of direct wildfire suppression, and a reorganization proposal to be announced soon is likely to include significant additional reductions.
    • Suppression operations will likely suffer: The USFS claims that federal suppression resources are in good shape, but the reality is that deep cuts in related logistical staff are likely to have a major impact on fire operations.
    • Weather forecasts will be hampered: National Weather Service cuts will reduce the availability of meteorologists for incident support, briefings, and overall coverage. CAL FIRE relies on NWS meteorologists for weather predictions, intelligence, and briefings on all major incidents.
    • Timber targets may shift emphasis away from wildfire resilience: To generate more revenue from National Forests, the USFS is proposing to increase timber sales by 25% over five years. But because there is a mismatch between areas with high potential for timber sales (found at roughly 6,000-8,000 feet elevation) and areas most at risk from wildfire (1,000-4,000 feet elevation, including the Sierra Nevada and Southern California foothills), this could shift the focus of federal agencies away from protecting the state’s most vulnerable communities.
    • State, private, and tribal grants programs proposed to be eliminated: The President’s proposed budget eliminates annual block grants to the states to support state, private landowner, tribal, and urban forestry programs. This will have a small impact in California, but will have dramatic impact on other Western states that are highly dependent on federal funding to support their wildfire resilience programs.  
    • Regional offices could be combined or eliminated: The Pacific Southwest Regional Office in Vallejo is currently largely vacant, with senior leadership positions no longer there. The office is considered likely to be eliminated as part of the reorganization.
    • Key scientific data will be lost and researchers laid off: The President’s proposed budget eliminates all USFS Research Stations and key scientific data to better design, implement, and assess the benefits of projects is being removed and will be unlikely to remain available. 

    California’s unprecedented wildfire readiness 

    As part of the state’s ongoing investment in wildfire resilience and emergency response, CAL FIRE has significantly expanded its workforce over the past five years by adding an average of 1,800 full-time and 600 seasonal positions annually – nearly double that from the previous administration. Over the next four years and beyond, CAL FIRE will be hiring thousands of additional firefighters, natural resource professionals, and support personnel to meet the state’s growing demands.

    Late last month, the Governor announced $72 million for projects across the state that help reduce catastrophic wildfire risk. Additionally,16 new vegetation management and community protection projects spanning more than 7,000 acres have already been approved for fast-tracking under the Governor’s new streamlining initiative.

    This builds on consecutive years of intensive and focused work by California to confront the severe ongoing risk of catastrophic wildfires, and Governor Newsom’s emergency proclamation signed in March to fast-track forest and vegetation management projects throughout the state. Additionally, to bolster the state’s ability to respond to fires, Governor Newsom announced last week that the state’s second C-130 Hercules airtanker is ready for firefighting operations, adding to the largest aerial firefighting fleet in the world. 

    New, bold moves to streamline state-level regulatory processes builds long-term efforts already underway in California to increase wildfire response and forest management in the face of a hotter, drier climate. A full list of California’s progress on wildfire resilience is available here.

    Highlights of achievements to date include:

    • Historic investments — Overall, the state has more than doubled investments in wildfire prevention and landscape resilience efforts, providing more than $2.5 billion in wildfire resilience since 2020, with an additional $1.5 billion to be allocated from the 2024 Climate Bond.
    • On-the-ground progress — More than 2,200 landscape health and fire prevention projects are complete or underway, and from 2021-2023, the State and its partners treated nearly 1.9 million acres, including nearly 730,000 acres in 2023.
    • Increasing transparency — The Governor’s Task Force launched an Interagency Treatment Dashboard to display wildfire resilience work across federal, state, local, and privately managed lands across the State. The Dashboard, launched in 2023, provides transparency, tracks progress, facilitates planning, and informs firefighting efforts.
    • Hardening communities — Adding to California’s nation-leading fire safety  standards, Governor Newsom signed an executive order to further improve community hardening and wildfire mitigation strategies to neighborhood resilience statewide. Since 2019, CAL FIRE has awarded more than $450 million for 450 wildfire prevention projects across the state and conducts Defensible Space Inspections on more than 250,000 homes each year.
    • Leveraging cutting-edge technology — On top of expanding the world’s largest aerial firefighting fleet, CAL FIRE has doubled its use of Uncrewed Aerial Systems (UAS) and the state is utilizing AI-powered tools to spot fires quicker.

    Blaise Metreweli CMG will be the 18th Chief in the organisation’s history and the first woman to hold the role, at a time when the United Kingdom faces increased threats from our adversaries.

    Commonly referred to as ‘C’, the Chief has operational responsibility for MI6, and is the only publicly named member of the organisation. They are accountable to the Foreign Secretary.

    She is currently Director General ‘Q’, responsible for technology and innovation in MI6, and has previously held a Director-level role in MI5. She will succeed Sir Richard Moore, who leaves the Service in the autumn.

  • MIL-Evening Report: Decades on from the Royal Commission, why are Indigenous people still dying in custody?

    Aboriginal and Torres Strait Islander readers are advised that this article contains the name of an Indigenous person who has died.

    The recent deaths in custody of two Indigenous men in the Northern Territory have provoked a deeply confronting question – will it ever end?

    About 597 First Nations people have died in custody sine the 1991 Royal Commission into Aboriginal Deaths in Custody.

    This year alone, 12 Indigenous people have died – 31% of total custodial deaths.

    The raw numbers are a tragic indictment of government failure to implement in full the Commission’s 339 recommendations.

    We are potentially further away from resolving this crisis than we were 34 years ago.

    Recent deaths

    Kumanjayi White was a vulnerable young Warlpiri man with a disability under a guardianship order. He stopped breathing while being restrained by police in an Alice Springs supermarket on May 27. His family is calling for all CCTV and body camera footage to be released.

    Days later a 68-year-old Aboriginal Elder from Wadeye was taken to the Palmerston Watchhouse after being detained for apparent intoxication at Darwin airport. He was later transferred to a hospital where he died.

    Both were under the care and protection of the state when they died. The royal commission revealed “so many” deaths had occurred in similar circumstances and urged change. It found there was:

    little appreciation of, and less dedication to, the duty of care owed by custodial authorities and their officers to persons in care.

    Seemingly, care and protection were the last things Kumanjayi White and the Wadeye Elder were afforded by NT police.

    Preventable deaths

    The royal commission investigated 99 Aboriginal deaths in custody between 1980 and 1989. If all of its recommendations had been fully implemented, lives may have been saved.

    For instance, recommendation 127 called for “protocols for the care and management” of Aboriginal people in custody, especially those suffering from physical or mental illness. This may have informed a more appropriate and therapeutic response to White and prevented his death.

    Recommendation 80 provided for “non-custodial facilities for the care and treatment of intoxicated persons”. Such facilities may have staved off the trauma the Elder faced when he was detained, and the adverse impact it had on his health.

    More broadly, a lack of independent oversight has compromised accountability. Recommendations 29-31 would have given the coroner, and an assisting lawyer, “the power to direct police” in their investigations:

    It must never again be the case that a death in custody, of Aboriginal or non-Aboriginal persons, will not lead to rigorous and accountable investigations.

    Yet, the Northern Territory police has rejected pleas by White’s family for an independent investigation.

    Another audit?

    Northern Territory Labor MP Marion Scrymgour is calling on the Albanese government to order a full audit of the royal commission recommendations.

    She says Indigenous people are being completely ostracised and victimised:

    People are dying. The federal government, I think, needs to show leadership.

    It is unlikely another audit will cure the failures by the government to act on the recommendations.

    Instead, a new standing body should be established to ensure they are all fully implemented. It should be led by First Nations people and involve families whose loved ones have died in custody in recognition of their lived expertise.

    In 2023, independent Senator Lidia Thorpe moved a motion for the Aboriginal and Torres Strait Islander social justice commissioner to assume responsibility for the implementation of the recommendations. While the government expressed support for this motion, there has been no progress.

    Another mechanism for change would be for governments to report back on recommendations made by coroners in relation to deaths in custody. Almost 600 inquests have issued a large repository of recommendations, many of which have been shelved.

    Leadership lacking?

    Prime Minister Anthony Albanese recently conceded no government has “done well enough” to reduce Aboriginal deaths in custody. But he has rejected calls for an intervention in the Northern Territory justice system:

    I need to be convinced that people in Canberra know better than people in the Northern Territory about how to deal with these issues.

    Albanese is ignoring the essence of what is driving deaths in custody.

    Reflecting on the 25-year anniversary of the royal commission in 2016, criminology professor Chris Cunneen wrote that Australia had become much less compassionate and more ready to blame individuals for their alleged failings:

    Nowhere is this more clear than in our desire for punishment. A harsh criminal justice system – in particular, more prisons and people behind bars – has apparently become a hallmark of good government.

    There are too many First Nations deaths in custody because there are too many First Nations people in custody in the first place.

    At the time of the royal commission, 14% of the prison population was First Nations. Today, it’s 36%, even though Indigenous people make up just 3.8% of Australia’s overall population.

    Governments across the country have expanded law and order practices, police forces and prisons in the name of community safety.

    This includes a recent $1.5 billion public order plan to expand policing in the Northern Territory. Such agendas impose a distinct lack of safety on First Nations people, who bear the brunt of such policies. It also instils a message that social issues can only be addressed by punitive and coercive responses.

    The royal commission showed us there is another way: self-determination and stamping out opportunities for racist and violent policing. First Nations families have campaigned for these issues for decades.

  • MIL-Evening Report: A 3-tonne, $1.5 billion satellite to watch Earth’s every move is set to launch this week

    In a few days, a new satellite that can detect changes on Earth’s surface down to the centimetre, in almost real time and no matter the time of day or weather conditions, is set to launch from India’s Satish Dhawan Space Centre near Chennai.

    Weighing almost 3 tonnes and boasting a 12-metre radar antenna, the US$1.5 billion NISAR satellite will track the ground under our feet and the water that flows over and through it in unprecedented detail, providing valuable information for farmers, climate scientists and natural disaster response teams.

    Only when the conditions are right

    Satellites that image the Earth have been an invaluable scientific tool for decades. They have provided crucial data across many applications, such as weather forecasting and emergency response planning. They have also helped scientists track long-term changes in Earth’s ecosystems and climate.

    Many of these Earth observation satellites require reflected sunlight to capture images of Earth’s surface. This means they can only capture images during daytime and when there is no cloud cover.

    As a result, these satellites face challenges wherever cloud cover is very common, such as in tropical regions, or when nighttime imagery is required.

    The NISAR satellite – a collaboration between the national space agencies of the United States (NASA) and India (ISRO) – overcomes these challenges by using synthetic aperture radar (SAR) technology to take images of the Earth. This technology also gives the satellite its name. NISAR stands for NASA-ISRO SAR.

    So what is SAR technology?

    SAR technology was invented in 1951 for military use. Rather than using reflected sunlight to passively image the Earth’s surface, SAR satellites work by actively beaming a radar signal toward the surface and detecting the reflected signal. Think of this as like using a flash to take a photo in a dark room.

    This means SAR satellites can take images of the Earth’s surface both during the day and night.

    Since radar signals pass through most cloud and smoke unhindered, SAR satellites can also image the Earth’s surface even when it is covered by clouds, smoke or ash. This is especially valuable during natural disasters such as floods, bushfires or volcanic eruptions.

    Radar signals can also penetrate through certain structures such as thick vegetation. They are useful for detecting the presence of water due to the way that water affects reflected radar signals.

    The European Space Agency used the vegetation-penetrating properties of SAR signals in its recent Biomass mission. This can image the 3D structure of forests. It can also produce highly accurate measurements of the amount of biomass and carbon stored in Earth’s forests.

    Sang-Ho Yun, Director of the Earth Observatory of Singapore’s Remote Sensing Lab, is a key proponent of using SAR for disaster management. Yun has previously used SAR data to map disaster-affected areas across hundreds of natural disasters over the last 15 years, including earthquakes, floods and typhoons.

    NISAR, which is due to launch on June 18, will significantly build on this earlier work.

    Monitoring Earth’s many ecosystems

    The NISAR satellite has been in development for over a decade and is one of the most expensive Earth-imaging satellites ever built.

    Data from the satellite will be supplied freely and openly worldwide. It will provide high-resolution images of almost all land and ice surfaces around the globe twice every 12 days.

    This is similar in scope to the European Space Agency’s Sentinel-1 SAR satellites. However, NISAR will be the first SAR satellite to use two complementary radar frequencies rather than one, and will be capable of producing higher resolution imagery compared with the Sentinel-1 satellites. It will also have greater coverage of Antarctica than Sentinel-1 and will use radar frequencies that penetrate further into vegetation.

    The NISAR satellite will be used to monitor forest biomass. Its ability to simultaneously penetrate vegetation and detect water will also allow it to accurately map flooded vegetation.

    This is important for gaining a deeper understanding of Earth’s wetlands, which are important ecosystems with high levels of biodiversity and massive carbon storage capacity.

    The satellite will also be able to detect changes in the height of Earth’s surface of a few centimetres or even millimetres, because changes in height create tiny shifts in the reflected radar signal.

    The NISAR satellite will use this technique to track subsidence of dams and map groundwater levels (since subsurface water affects the height of the Earth’s surface). It will also use the same technique to map land movement and damage from earthquakes, landslides and volcanic activity.

    Such maps can help disaster response teams to better understand the damage that has occurred in disaster areas and to plan their response.

    Improving agriculture

    The NISAR satellite will also be useful for agricultural applications, with a unique capability to estimate moisture levels in soil with high resolution in all weather conditions.

    This is valuable for agricultural applications because such data can be used to determine when to irrigate to ensure healthy vegetation, and to potentially improve water use efficiency and crop yields.

    Further key applications of the NISAR mission will include tracking the flow of Earth’s ice sheets and glaciers, monitoring coastal erosion and tracking oil spills.

    We can expect to see many benefits for science and society to come from this highly ambitious satellite mission.

    The two leaders discussed the many geopolitical challenges currently facing the world, including in the Middle East and tensions in the Indo-Pacific region, and reaffirmed their steadfast support for Ukraine in the face of Russia’s illegal and unjustifiable war of aggression.

    The two leaders underscored the importance of a fair, open and predictable global trading system; reiterated their commitment to a rules-based international order underpinned by respect for sovereignty and territorial integrity; and committed to advancing peace and trans-Atlantic security.   • Helicopter crashes in Uttarakhand’s Kedarnath; operations suspended pending safety review

    A tragic helicopter crash in Uttarakhand on Sunday morning claimed seven lives, including an infant and the pilot. The helicopter operating on the Kedarnath–Guptkashi sector, is believed to have crashed near the Gaurikund area between 5:30 and 5:45 AM due to poor weather conditions.

    The aircraft had taken off from Guptkashi at 5:10 AM, landed briefly at Kedarnath at 5:18 AM, and departed again at 5:19 AM. Preliminary findings suggest that the accident may have been caused by Controlled Flight into Terrain (CFIT), as the helicopter flew into an area with low visibility and heavy cloud cover. A detailed investigation by the Aircraft Accident Investigation Bureau (AAIB) is underway.

    Rescue operations are being carried out by NDRF and SDRF teams at the crash site. Following the incident, Uttarakhand Chief Minister Pushkar Singh Dhami convened a high-level emergency meeting with officials from the state government, DGCA, and Civil Aviation Ministry.

    In response, Aryan Aviation’s operations for the Char Dham Yatra have been suspended immediately. Additionally, the licenses of two pilots from TransBharat Aviation, found flying in similarly unsuitable weather conditions, have been suspended for six months.

    All helicopter operations in the region have been halted on June 15 and 16 as a precautionary measure. The Uttarakhand Civil Aviation Development Authority (UCADA) has been directed to conduct a comprehensive safety review with all operators and establish a Command-and-Control Room for real-time monitoring of flights.

    The Ministry of Civil Aviation has emphasized that aviation safety is paramount, instructing DGCA to strictly enforce weather-related and operational protocols and ensure full compliance to prevent further tragedies.

    CAIRO, June 15 (Xinhua) — Egypt has postponed the long-awaited grand opening of the Grand Egyptian Museum (GEM) due to the escalation of military confrontation between Israel and Iran, Prime Minister Mostafa Madbouly announced Saturday.

    Speaking at a press conference during a tour of the northern province of Beheira, Madbouly said the current regional climate was not conducive to hosting a major international event. The museum’s opening, originally scheduled for July 3, has now been postponed to the fourth quarter of this year.

    “Tensions in the region could persist for several weeks,” Madbouly said. “We have concluded that the right decision is to postpone this major event so that it gains the right global momentum and takes place in the right atmosphere.”

    He added that a new opening date will be announced depending on future developments in the region.
