On Tuesday 17 June, the Highland Child Protection Committee will be hosting their annual conference at Eden Court Theatre in Inverness. The event will bring together over 150 practitioners from across Highland to consider emerging issues in child protection.

The day will pay a particular focus to the online safety of children and young people and prevention of child sexual abuse online.

The keynote speech will be delivered by Chris Hughes, Hotline Director from the Internet Watch Foundation, an international organisation who aim to eliminate child sexual abuse images from the internet. Chris said: “I am delighted to be visiting the Highlands and meeting with everyone. Online child sexual abuse and exploitation knows no boundaries and can have significant impact on children, young people and their families. It is vital that services know how to recognise and respond to any emerging risks effectively.”

The event will also consider other emerging issues and approaches to child protection including child exploitation, neglect, misogyny, child sexual abuse, early protective messaging and ICON, a programme to support parents/carers and prevent head trauma in babies.

Update by Australia, the UK and the USA (AUKUS) to the International Atomic Energy Agency (IAEA) Board of Governors on Australia’s naval nuclear propulsion programme

Thank you, Chair.

I have the honour of speaking on behalf of Australia, the United Kingdom, and the United States to provide an update to the Board of Governors on Australia’s naval nuclear propulsion (NNP) program.

Chair,

Bilateral consultations between Australia and the Agency on the safeguards and verification approach for Australia’s program, including an arrangement under Article 14 of Australia’s Comprehensive Safeguards Agreement (CSA), are ongoing.

As the Director General stated in his report to this Board last November, these consultations are guided by the relevant provisions of the Agency’s Statute, and Australia’s CSA and Additional Protocol (AP). The topics under discussion include the structure and content of Australia’s Article 14 arrangement; provisions for advance notification, reporting and verification prior to the entry of nuclear material into the arrangement; and the circumstances under which the arrangement will apply.

Technical discussions also continue on ways to facilitate possible verification and monitoring activities, and on the structure of material balance areas, facilities and sites at relevant locations in Australia, within the framework of Australia’s CSA and AP.

We reaffirm the fundamental commitment that ensures our approach sets the highest non-proliferation standard. Australia’s program will be subject to a robust package of safeguards and verification measures, enabling the Agency to continue to fulfil its technical objectives for Australia at all stages. Throughout the lifecycle of Australia’s conventionally armed, nuclear-powered submarines the Agency will continue to verify that there has been no diversion of nuclear material, no misuse of facilities, and no undeclared nuclear material or activities in Australia.

As the Director General has stated, Australia’s Article 14 arrangement, once finalised, will be referred to this Board for appropriate action – which we fully support. When the Article 14 arrangement comes before the Board of Governors, in the fullness of time, we expect it to be judged on its non-proliferation merits, on the basis of the Director General’s technical assessment.

We remain committed to updating the Board on relevant developments concerning our three countries’ cooperation on NNP, as we have done since September 2021.

Australia is continuing to build our capacity to operate and maintain our future conventionally armed, nuclear-powered submarines through support and training from the US and UK. To this end, consistent with the phased approach we announced in March 2023, Australia is receiving regular port visits from American nuclear-powered submarines at HMAS Stirling in Western Australia – which will continue and be supplemented in future by UK visiting submarines. There is a long history of US and UK submarines visiting Australia, and port visits by many nations are carried out regularly around the world. Our cooperation is proceeding in full compliance with AUKUS partners’ respective international obligations, including Australia’s obligations under its CSA and AP, and under the South Pacific Nuclear Free Zone Treaty.

As the Director General confirmed in his report last November, the Agency continues to undertake independent verification activities in relation to Australia’s program; and Australia continues to provide the Agency all information required under its CSA and AP.

We support the Director General’s ongoing commitment to report to the Board on NNP programs, as he judges appropriate. He did this last November, and he has also done so at this Board in the Safeguards Implementation Report for 2024. We continue to welcome technically focused discussions at the Board, under agenda items proposed by the Director General and guided by his reporting.

AUKUS partners remain committed to transparency and setting the highest non-proliferation standard for Australia’s NNP program. We welcome opportunities to present information and address genuine questions regarding Australia’s NNP program. Since 2023 we have co-hosted a side event on our non-proliferation approach at each NPT PrepCom meeting – most recently on 1 May in New York. We will continue to provide updates to the Board and in other fora, as appropriate.

Canada’s participation as Country of the Year is a testament to the strength of its AI ecosystem

Today, the Honourable Evan Solomon, Minister of Artificial Intelligence and Digital Innovation and Minister responsible for the Federal Economic Development Agency for Southern Ontario, concluded a successful visit to Paris, France, where he met with key industry and political leaders to advance Canada’s growth agenda.

Minister Solomon led the Canadian delegation for the opening of the 9th edition of VivaTech. He welcomed President Emmanuel Macron to the Canada Pavilion on the first day of the conference and showcased some of Canada’s leading innovators to the French delegation. At President Macron’s invitation, Minister Solomon later participated in a working dinner with French business leaders at the Élysée Palace.

Minister Solomon participated in Montréal-based company Hypertec’s announcement of a $5 billion initiative to build one of Europe’s largest sovereign artificial intelligence (AI) infrastructure networks, with over 2 gigawatts of data centre capacity and nearly 100,000 NVIDIA graphics processing units planned in France, Italy, Portugal and the U.K. This initiative demonstrates Canadian leadership on the world stage and will translate to a $250 million investment by the company in Quebec to build next-generation server facilities and create over 100 specialized jobs in AI-related fields.

Over the course of his visit, Minister Solomon held bilateral discussions with Clara Chappaz, Minister Delegate for Artificial Intelligence and Digital Technologies from France; Lex Delles, Minister of the Economy, SME, Energy and Tourism from Luxembourg; and His Excellency Abdulla Bin Touq Al Marri, Minister of the Economy from the United Arab Emirates. Their discussions reflected Canada’s commitment to develop collaborative research and development initiatives, to facilitate and accelerate the commercialization of Canadian products and services, and to build additional compute infrastructure in Canada.

In focused discussions with political and business leaders, including with Jay Puri, Executive Vice President of Worldwide Field Operations at NVIDIA, Minister Solomon advanced key Canadian AI and digital priorities, including scaling our companies and ecosystems, unlocking productivity through technology adoption, fueling trust in a digital economy, and pursuing Canadian digital sovereign capabilities.

As the Country of the Year, Canada greatly expanded its footprint at VivaTech with a Canada Pavilion of 500 square metres and a business delegation of over 230 Canadian companies. This showcase highlighted the innovation of Canadian companies and the maturity of Canada’s AI ecosystem and reinforced its reputation as a world leader in AI. The 2025 Canadian presence and business delegation was spearheaded by Scale AI, one of Canada’s global innovation clusters.

The Canada Pavilion offered a nexus for Canadian companies to feature their technology and success and to pursue the trade diversification Canada needs for its products and companies. The world was introduced to Canadian innovators like Airudi, CGI, Cohere, Farpoint Technologies, IVADO Labs, Mappedin, Pontosense, Trusting Pixels, Videns and Vooban.

As AI continues to shape our world in new and unexpected ways, the Government of Canada seeks to harness AI’s opportunities, mitigate its risks and foster trust. With strategic government investments and support for responsible AI adoption, Canada will grow its AI ecosystem and enhance productivity across the country.

This week I traveled to North Idaho to strengthen our partnerships with local law enforcement in the fight against child exploitation. The trip included meetings with police chiefs, time with our Internet Crimes Against Children (ICAC) investigators, and important discussions about how we can better protect children across Idaho.
I attended the Idaho Chiefs of Police Association Conference, where I had the opportunity to thank police chiefs from across our state for their dedication to protecting Idaho communities. I wanted them to know that my office is here as a resource, ready to assist with investigations and prosecutions, especially when it comes to ICAC cases. Our ICAC investigators do incredibly demanding work to protect vulnerable children from online predators, and they can’t do it alone.
The reality is that building strong partnerships with police departments across Idaho is essential to keeping kids safe. At the conference, I spent time at our ICAC booth speaking directly with chiefs about collaboration opportunities and the resources available to their departments. These conversations matter because protecting children requires all of us working together.
I also joined our ICAC investigators and team members in Post Falls for their biannual Mental Health and Resiliency training. This training is conducted by Dr. Alex Crampton and Dr. Ross Ginkel, the contracted psychologists for our ICAC team. These investigators are heroes who work tirelessly to protect children in Idaho. Every day, they confront horrific images and disturbing cases as they conduct search warrants and arrest online predators.
What many people don’t realize is the emotional toll this work takes on the men and women who do it. My office ensures these investigators have mental health resources available whenever they need them, and it was an honor for me to join them for part of this critical training. We hold these full-team mental health trainings in different locations across Idaho to accommodate investigators statewide and bring the entire team together.
I then met with Captains Mark Brantl and Jason Mealer at the Post Falls Police Department to discuss ongoing collaboration between local law enforcement and our ICAC Task Force. Our ICAC Unit works with the Idaho ICAC Task Force, a coalition of federal, state, and local law enforcement agencies, to investigate and prosecute individuals who use the internet to criminally exploit children.
These partnerships aren’t just professional relationships, they’re critical lifelines in our mission to protect children in our state. When local departments have the support they need and our investigators have the mental health resources to sustain this difficult work, children in Idaho are safer.
As both a parent and your Attorney General, I know there’s no more important work than protecting children from those who would harm them. This trip reminded me that we have dedicated professionals throughout Idaho who share that commitment, and together, we’re making a difference.

Combating and preventing violence against women and domestic violence is a key priority for the EU. The Roadmap for Women’s Rights[1], adopted in March 2025, is articulated around eight key women’s rights principles, with freedom from gender-based violence as the first principle.

The first objective under this principle consists of preventing and combating all forms of violence against women and girls, including domestic violence, femicide, and technology-facilitated gender-based violence.

The Roadmap does not include, in and of itself, specific actions and resources but rather sets a long-term vision with key principles and objectives on women’s rights which will inform forthcoming concrete policy measures, in particular under the Gender Equality Strategy post-2025. An open public consultation on concrete actions for this strategy was launched in May 2025.

In parallel, several actions are already ongoing. For instance, in May 2024 the directive on combating violence against women and domestic violence[2] was adopted.

The EU has now its first, strong and comprehensive law to fight gender-based violence, which requires Member States to take strong prevention measures. The directive must be implemented by June 2027.

The Artificial Intelligence (AI) Continent Action Plan[3] includes the InvestAI initiative that aims at mobilising EUR 200 billion for investment in AI.

This facility will not focus on investments in specific AI systems, but rather aims at mobilising investments for infrastructure needed for AI development, notably the development of AI Gigafactories in the EU.

The Interoperable Europe Act[1] mandates EU and public bodies to conduct interoperability assessments (since 2025) and promotes cross-border collaboration via a share-and-reuse mechanism for solutions.

This addresses interoperability gaps in states like Romania. To strengthen cybersecurity, the EU equipped itself with an extensive and solid legal framework, which includes the NIS2 Directive[2], the Cyber Resilience Act[3], the Cyber Solidarity Act[4] and the Cybersecurity Act[5] establishing the European Union Agency for Cybersecurity (ENISA), while the Digital Europe Programme (DEP) and Recovery and Resilience Facility (RRF) fund IT infrastructure upgrades.

For example, the Romanian recovery and resilience plan contains several reforms and investments to bolster cybersecurity of public and private entities for a budget of approximately EUR 138 million.

The European Digital Identity (EUDI) Wallet and upcoming EU Business Wallet provide secure, harmonised digital identification for citizens, businesses, and public administrations to authenticate, receive notifications, and share verified credentials.

For data protection, the Once-Only Technical System (OOTS) enables secure cross-border data sharing (e.g. birth certificates), identification through eIDAS/EUDI Wallets, with user consent and data previews.

The Digital-Ready Policymaking (DRPM) framework ensures EU policies embed interoperability safeguards, including a mandatory ‘digital statement’ during policy design.

Together, these initiatives streamline access to digital services (e.g. a Romanian citizen sharing data with a German institution) while ensuring compliance with the General Data Protection Regulation (GDPR)[6] and cybersecurity standards.

The Commission aims to support an enhanced availability and uptake of European cloud solutions across the EU through the upcoming Cloud and Artificial intelligence Development Act[1].

The main objective is to at least triple the EU’s overall data centre capacity within the next five to seven years[2] and ensure that highly critical use cases in the EU are served by highly secure EU-based cloud capacity[3].

The Act will be complemented by a single EU-wide cloud policy for public administrations and public procurement[4].

Moreover, the Commission has approved the ongoing implementation of the Important Project of Common European Interest on Next Generation Cloud Infrastructure and Services[5].

Also, through the co-financing under the Digital Europe Programme, the Commission also supports the deployment of an EU marketplace for federated cloud services[6] to facilitate the provision and the procurement of cloud services across the EU by EU cloud service providers[7].

The Commission’s adequacy decision on the EU-US Data Privacy Framework[8] is based on the key safeguards included in Executive Order 14086 (EO 14086) adopted by the President of the United States[9].

In particular, EO 14086 introduced safeguards to ensure that the collection and use of personal data of Europeans by United States intelligence agencies is limited to what is necessary and proportionate in pursuit of defined national security objectives.

Moreover, EO 14086 established the Data Protection Review Court, providing EU citizens with a redress mechanism with binding investigatory and remedial powers.

EO 14086 continues to be in place, providing key safeguards to data transferred from the EU[10], and addressing all the points raised by the Court of Justice in its Schrems II judgment[11].

The Gesellschaft für Freiheitsrechte (GFF – Society for Civil Rights) is a German non-governmental organization that engages in strategic legal action on fundamental rights issues within Germany and takes clear political positions – among other things, it is working to have the AfD banned as a political party. According to its own information, the GFF receives funding from various foundations, including the European AI & Society Fund. The GFF also received financial backing from the Digital Freedom Fund, which supports strategic lawsuits in the area of digital rights in Europe and receives project funding from the EU’s Citizens, Equality, Rights and Values programme.

1.Have EU funds been channelled – directly or indirectly – to the GFF, in particular through support structures such as the European AI & Society Fund or the Digital Freedom Fund?

2.If so, how does the Commission ensure that this funding is in line with the EU’s political neutrality, in particular where funded organisations influence the political discourse in a Member State through their activities?

Ninth edition of “Genesis and Spirit” exhibition and demonstration series opens and showcases highlights of Jiangxi ICH
Addressing the opening ceremony today (June 13), the Under Secretary for Culture, Sports and Tourism, Mr Raistlin Lau, said that the “Genesis and Spirit” exhibition and demonstration series has reached its ninth edition and has consistently been a key collaboration project for the preservation of ICH in the country and Hong Kong. Jiangxi Province and the Guangdong-Hong Kong-Macao Greater Bay Area have close ties in terms of geographical proximity and social interactions with deep historical connections and shared a cultural foundation. The Hakka community is characterised by its simplicity and warmth, drawing from nature to nurture world ICH such as Gannan Hakka Pounded Tea Making Technique. Through exploration of nature and dedicated craftsmanship, they also inherited national ICH such as Gannan Hakka Clothes. This exhibition provides a chance for Hong Kong people to understand and experience Jiangxi’s Hakka culture and traditional craftsmanship, and resonate with the shared heritage and common roots of Jiangxi and Hong Kong.

Other officiating guests included the Director of the Asia Tourism Exchange Center of the Ministry of Culture and Tourism, Mr Zhang Dong; the Deputy Director General of the Department of Publicity, Cultural and Sports Affairs of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, Mr Li Shuguang; member of the Party Leadership Group and Vice Mayor of the Ganzhou Municipal People’s Government, Jiangxi, Mr Zou Zhiyu; the Director of Leisure and Cultural Services, Ms Manda Chan; the Chairperson of the ICH Advisory Committee, Professor Ricardo Mak; member of the Party Leadership Group and Deputy Director of the Ganzhou Municipal Bureau of Culture, Media and Tourism, Jiangxi, Ms Xia Hanhan; the Deputy Director of the Xiangdong Culture, Media and Tourism Bureau of the Pingxiang Municipality, Mr Chen Shugang; and the Head of the Intangible Cultural Heritage Office (ICHO), Ms Judith Ng.

The exhibition is divided into four sections, including “Elegance of Hakka Culture”, introducing traditional techniques integrated into Hakka everyday lives; “Heavenly Creations”, displaying crafts with unique artistic styles; “Fragrant Tea of Jiangxi”, which showcases traditional Chinese tea making techniques inscribed onto UNESCO’s Representative List of the ICH of Humanity; as well as “Scent of Calligraphy and Ink”, with traditional skills of making “The Four Treasures of the Study”.

Visitors can also appreciate three world ICH items in Jiangxi at a glance, namely Wuyuan Green Tea Making Technique, Ning Black Tea Making Technique and Gannan Hakka Pounded Tea Making Technique, as well as 10 representative items of the national ICH, including Shicheng Lantern Festival, Gannan Hakka Clothes, Pingxiang Xiangdong Nuo Masks, Jingdezhen Porcelain Making Technique, Ruichang Bamboo Weaving, Ramie Embroidery, Jialu Paper Umbrella Making Technique, Yanshan Liansi Paper Making Technique, Wengang Chinese Brush Making Technique and Shicheng Inkstone Making Technique.

Over 100 sessions of performances, demonstrations, talks and interactive experiential activities during the exhibition period will be organised. Nearly 70 representative bearers of ICH and performers from Jiangxi, including Representative Bearers of the National ICH, National Class One Performer and renowned art groups will give demonstrations of various craftsmanship on-site. Members of the public can also participate in experiential activities including Longnan Hakka Patterned Band Weaving Technique, Gannan Hakka Paper Cutting, Hakka Bamboo Carving Technique in Zhanggong District.

It is also the first time that the exhibition will extend beyond the exhibition venue to the community and schools through mobile displays and experiential activities, to enable the public and students to experience the profound Hakka culture in depth.

The exhibition is supported by the Department of Publicity, Cultural and Sports Affairs, Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, organised by the Jiangxi Provincial Department of Culture and Tourism and the Leisure and Cultural Services Department, curated by the Ganzhou Municipal Bureau of Culture, Media and Tourism, the Pingxiang Municipal Bureau of Culture, Media and Tourism and the ICHO.

FREDERICTON, NB, June 13, 2025 – The Social Sciences and Humanities Research Council (SSHRC) is delighted to announce the winners of its 12^thStorytellers Challenge, a national competition that asks postsecondary students to demonstrate—in up to three minutes or 300 words—how SSHRC-funded research is making a difference in the lives of Canadians. The Challenge is designed to highlight the powerful stories—told by students—emerging from research in Canadian social sciences and humanities disciplines.

This week, a group of third-year dental students gathered in Friends Hall to present education-related research projects. These projects are the culmination of the student’s experience in the year-long American Dental Education Association (ADEA) Academic Dental Career Fellowship Program (ADCFP).

The program encourages the pursuit of academic careers in dentistry through giving students insight into the life of a faculty educator or researcher. The program also provides opportunities for fellows to learn about career pathways in academic dentistry and receive hands-on training specific to teaching and research.

Each fellow works alongside a faculty mentor for the duration of the program.

“The ADEA Academic Dental Career Fellowship Program offers a unique opportunity for students to explore the world of academic dentistry,” said Dr. Katherine Fleming, assistant professor of pediatric dentistry and faculty liaison for the UConn ADEA chapter. “Our fellows worked incredibly hard this year developing thoughtful, education-based research projects and engaging in teaching practica. Their contributions highlight the vital role that students play as stakeholders in the dental curriculum.”

“It’s been inspiring to watch their growth as future dentists and educators. I’m proud of the dedication and insight they brought to every part of this experience,” Fleming continued.

Max Marks, who presented his research, Integrating an AI Chatbot into Pediatric Dental Communication Skills Training, worked alongside Fleming.

For Marks, his research project allowed him to experience both academic and clinical dentistry.

Alexis Vasciannie presented her work, Exploring the Relationship Between Oral Tori and Obstructive Sleep Apnea: A Scoping Review, and reflected positively on the program.

“Participating in the ADEA Academic Dental Careers Fellowship Program was an invaluable experience that allowed me to explore the world of dental academia beyond the classroom,” said Vasciannie. “It provided me with opportunities to connect with faculty on a personal level, learn about their unique paths and see how they have successfully integrated teaching with clinical practice. Through close collaboration with my mentor on a research project and hands-on teaching, both video- based and live, I was able to further develop my own teaching skills. This experience has strengthened my passion for academic dentistry and affirmed my desire to engage in teaching and mentorship as part of my professional journey.”

Vasciannie, who worked with Dr. Seema Kurup during the fellowship, is looking to pursue a residency in orthodontics and stay involved with academia.

The UConn ADEA Fellows attended the 2025 ADEA Annual Session in Washington, DC in March.

The ADEA fellowship program at UConn has grown tremendously over the past several years, noted Dr. Eric Bernstein, associate dean for academic affairs at the School of Dental Medicine and faculty advisor for the UConn ADEA chapter.

“UConn has become one of the most robust ADCFP programs in the country and the quality of the student work and experience in the program, as evidenced by today’s presentations, is exemplary,” Bernstein said.

According to Bernstein, the School of Dental Medicine strongly supports the program because it does more than expand the pool of dental school graduates interested and eager to pursue careers academic dentistry.

“The dissemination of their research on teaching and learning through presentations like those shared today brings benefits to our entire school community,” said Bernstein.

Fleming also touted the impact the program has had on the School. The fellows, she noted, have contributed to both curriculum development and evaluation—providing valuable insights for faculty teaching and course design.

Hallowell, Maine – The Maine Public Utilities Commission (Commission) has approved changes to electric rates for customers of Central Maine Power Company (CMP) resulting from recent decisions in multiple cases, including the annual stranded cost revenue requirement (Docket No. 2025-00019) and CMP’s annual compliance filing (Docket No. 2025-00018). These changes will take effect on July 1, 2025.

For a typical residential customer using 550 kilowatt-hours (kWh) of electricity per month, the total bill increase will be approximately $4.91 per month.

“These rate changes reflect our statutory obligations and are primarily driven by costs that have already been incurred or approved, including those that support the states energy and climate policy goals,” said Commission Chair Philip L. Bartlett II. This years net increase is driven primarily by storm recovery costs.

CMPs annual compliance filing (Docket No. 2025-00018) includes recovery of previously approved costs such as storm restoration. To mitigate rate impacts, costs associated with Tier 3 storms-those with costs exceeding $15 millionwill be recovered over a two-year period, rather than one.

The stranded costs included in Docket No. 2025-00019 are largely incurred due to legislation enacted to support Maines climate and clean energy initiatives. These costs include expenses associated with renewable energy contracts and Net Energy Billing.

Also contributing to the total bill impact are adjustments to the Efficiency Maine Trust assessment rates and changes to transmission service rates, which are set by the regional transmission operator and reviewed through federal regulatory processes.

POST FALLS — Attorney General Raúl Labrador visited North Idaho this week to meet with police chiefs and strengthen partnerships between local law enforcement and the Idaho Internet Crimes Against Children (ICAC) Task Force. The visit included stops at the Idaho Chiefs of Police Association Conference, participation in biannual mental health training for ICAC investigators, and discussions with Post Falls Police Department leadership.
“Our ICAC investigators do incredibly demanding work to protect vulnerable children from online predators, and they can’t do it alone,” said Attorney General Labrador. “Building strong partnerships with police departments across Idaho, including here in North Idaho, is essential to keeping our kids safe. At the Idaho Chiefs of Police Association Conference, Labrador thanked police chiefs for their dedication to protecting Idaho communities. He let them know his office is available to be a resource and assist local law enforcement with certain investigations and prosecutions, especially ICAC cases. The Attorney General then spent time at the ICAC booth at the conference, speaking directly with chiefs who stopped by about collaboration opportunities and resources available to their departments.
Attorney General Labrador then joined his ICAC investigators and team members in Post Falls for their biannual Mental Health and Resiliency training conducted by Dr. Alex Crampton and Dr. Ross Ginkel, the contracted psychologists for the ICAC team. These investigators are heroes who work tirelessly to protect children in Idaho. Every day, they confront horrific images and disturbing cases as they conduct search warrants and arrest online predators. The Attorney General’s office ensures these investigators have mental health resources available whenever they need them, and it was an honor for Labrador to join them for part of this critical training. The Attorney General’s office has ICAC investigators stationed throughout the state. These full-team mental health trainings are held in different locations across Idaho to accommodate investigators statewide and bring the entire team together.
The Attorney General also met with Captains Mark Brantl and Jason Mealer at the Post Falls Police Department to discuss ongoing collaboration between local law enforcement and the Attorney General’s ICAC Task Force.
The Attorney General’s ICAC Unit works with the Idaho ICAC Task Force, a coalition of federal, state, and local law enforcement agencies, to investigate and prosecute individuals who use the internet to criminally exploit children.

Yesterday, Congressman Bob Latta (R-OH-5) and Congressman Scott Peters (D-CA-50) introduced the Nuclear REFUEL Act, a bipartisan, bicameral bill to help increase investment of nuclear energy in the United States. Senators John Husted (R-OH) and Sheldon Whitehouse (D-RI) are leading the effort in the Senate.

BACKGROUND: Nuclear fuel recycling technology, known as pyroprocessing, creates a uranium-transuranic (U/TRU) mixed fuel that can be used by advanced fast reactors to make energy while reducing the amount of nuclear waste.

Currently, the Nuclear Regulatory Commission does not clearly state which regulatory pathway they will use to license recycling facilities that do not separate plutonium. They could be licensed under two categories: Part 50 or Part 70. Part 50 is typically targeted towards reactors (licensing utilization and production facilities), while Part 70 licensing focuses on fuel cycle (licensing uranium enrichment or fuel fabrication facilities).

The Nuclear REFUEL Act will clarify that a U/TRU facility would be licensed only under Part 70, which is a single-step licensing process and would significantly streamline the licensing requirements for fuel recycling facilities which will revitalize domestic investment in nuclear energy.

MIL-OSI Security: Illegal Alien Sentenced for Assaulting a Federal Officer and Setting an Apartment Building on Fire

ATLANTA – Armando Carrillo-Diaz, 45, an illegal alien from Rioverde, San Luis Potosí, Mexico, has been sentenced for assaulting a federal officer, arson, and illegally reentering the United States.

“When illegal aliens resort to extreme and dangerous measures to avoid removal, they not only violate our immigration laws but also put law enforcement officers and the public at risk,” said U.S. Attorney Theodore S. Hertzberg. “Our Office is committed to taking decisive action to hold accountable those who attack law enforcement officers and endanger the community.”

“This conviction sends a strong message to those who think they can evade justice by resorting to dangerous and reckless actions,” said Steven N. Schrank, the Special Agent in Charge of Homeland Security Investigations in Georgia and Alabama. “Thanks to the dedicated collaboration between HSI and our law enforcement partners at the federal, state, and local levels, we were able to catch Armando Carrillo-Diaz, an illegal alien, and hold him accountable for his reckless and fiery attempts to evade justice.”

“Carrillo-Diaz posed a serious threat to law enforcement and the community,” said Bureau of Alcohol, Tobacco, Firearms and Explosives Special Agent in Charge Benjamin Gibbons. “Our top priority is working with our law enforcement partners to keep our communities safe.”

According to U.S. Attorney Hertzberg, the charges and other information presented in court: On April 26, 2023, deportation officers with U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations (ERO) attempted to arrest Armando Carrillo-Diaz in the parking lot of his apartment complex. Carrillo-Diaz nearly struck one of the officers as he fled from the scene in a pickup truck.

When ERO officers later returned to his residence to locate him, Carrillo-Diaz attempted to evade capture by setting his apartment on fire. The fire spread, prompting the Gwinnett County, Georgia, Fire Department to evacuate residents from the building. Carrillo-Diaz then sliced his own throat with a box cutter when the officers tried to apprehend him. The officers immediately rendered medical aid and arranged for Carrillo-Diaz’s transport to a local hospital.

On June 26, 2024, a federal grand jury seated in the Northern District of Georgia returned a superseding indictment charging Carrillo-Diaz with the offenses of Assaulting a Federal Officer, Arson, and Illegally Reentering the United States.

On June 11, 2025, U.S. District Judge Mark H. Cohen sentenced Carrillo-Diaz to five years in prison followed by one year of supervised release. Carrillo-Diaz was convicted of these charges on January 29, 2025, after he pleaded guilty.

This case was investigated by ERO, Homeland Security Investigations, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Gwinnett County Fire Department.

Assistant United States Attorney Dash A. Cooper prosecuted the case.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. WICHITA, KAN. – A Kansas man has been charged through criminal complaint in Wichita, Kansas, on allegations related to child sexual abuse materials.

According to court documents, Kenneth Norman Baker, 41, of Baxter Springs is charged with one count of receipt of child pornography, one count of distribution of child pornography, and one count of possession of child pornography.

The Federal Bureau of Investigation (FBI) is investigating the case.

Assistant U.S. Attorney Jason Hart is prosecuting the case.

MIL-OSI Security: FBI Honors Glen Moore for Training Schools to Prevent Mass Violence

The model works to mitigate developing threats or concerns before they escalate to the level of involving law enforcement. Specifically, Mr. Moore trains schools on how to create threat assessment teams, how to identify and help students of concern, and how to off-ramp them from continuing down a potential path towards violence.

SAC Crocker said, “We cannot prove a negative after a concern has been resolved. However, we are aware many schools successfully identified students of concern and helped meet the students’ needs.”

In addition, the Missouri State Highway Patrol has attributed a jump in anonymous tips to its Courage2Report tipline as a result of the School Safety Initiative conferences.

Topics during today’s conference included: A Student’s Pathway to Violence, Building School Threat Assessment Teams, Trends in Youth Crisis Intervention, Hoax Threats, Swatting and Sextortion, and Online Threats and the Joint School-Law Enforcement Response.

To date, FBI St. Louis has held 10 School Safety Initiative conferences for school administrators and law enforcement since 2021 in St. Louis metro, Cape Girardeau, Columbia, Rolla, and Sullivan. We thank Ladue High School for hosting today’s conference once again.

Govt bolsters Agri Stack with ₹6,000 crore allocation to empower farmers

The Ministry of Agriculture & Farmers Welfare (MoA&FW) announced a significant financial commitment of ₹6,000 crore to strengthen the Agri Stack initiative under the Digital Agriculture Mission (DAM) during the National Conference on Agri Stack: Turning Data into Delivery, held at Sushma Swaraj Bhawan, New Delhi. The funding, aimed at transforming India’s agricultural landscape through technology, will support States in building robust digital infrastructure for farmer-centric governance.

The allocation includes ₹4,000 crore for developing Farmer Registries, including legal heir systems, and ₹2,000 crore for conducting Digital Crop Surveys. The funds will be disbursed on a first-come-first-served basis, incentivizing States to accelerate their adoption of digital tools. Shri Devesh Chaturvedi, Secretary (Agriculture), emphasized the importance of linking State Farmer Registries with updated Records of Rights (RoR) to ensure accurate farmer identification and seamless delivery of schemes like PM-KISAN, PMFBY, and KCC.

A key highlight of the conference was the signing of Memoranda of Understanding (MoUs) with Maharashtra, Kerala, Bihar, and Odisha, alongside the PSB Alliance with the National Farmers’ Welfare Program Implementation Society (NFWPIS). These agreements aim to provide small and marginal farmers with digital access to credit services through Farmer Registry-linked authentication, reducing paperwork and enhancing financial inclusion.

The conference also saw the launch of the Special Central Assistance (SCA) Guidelines, jointly unveiled by the Secretaries of Agriculture and Land Resources, alongside other dignitaries. Technical sessions addressed challenges such as outdated tribal land records and errors in crop survey data, proposing solutions like remote sensing, AI/ML tools, and automated data validation to improve efficiency.

Shri Pramod Kumar Meherda, Additional Secretary (Digital), MoA&FW, underscored the need for data quality assurance and compliance with Unified Farmer Service Interface (UFSI) standards. The initiative is poised to empower farmers with tools like Digitally Verifiable Certificates (DVCs) and farmer authorization systems, enabling secure sharing of land and crop information.

The Ministry’s commitment to leveraging technology for transparent governance marks a significant step toward inclusive, data-driven agricultural development, promising better access to services for millions of farmers across India.

Agri Stack conference showcases AI innovations and state success stories

The National Conference on Agri Stack: Turning Data into Delivery, organized by the Ministry of Agriculture & Farmers Welfare (MoA&FW) at Sushma Swaraj Bhawan, New Delhi, highlighted groundbreaking AI-driven innovations and state-led achievements in transforming India’s agricultural ecosystem through the Agri Stack initiative.

A standout feature was the unveiling of an AI-powered chatbot, built using Google Gemini and trained on Agri Stack data, capable of answering farmers’ queries in multiple languages. Additional AI tools are being piloted for crop identification, facial authentication of surveyors, and optimizing backend systems, showcasing the Ministry’s push toward cutting-edge technology. The Chief Knowledge Officer and Advisor (CKO&A) introduced the Digitally Verifiable Credential (DVC), or Kisan Pehchan Patra, which allows farmers to generate authenticated credentials for specific land parcels and crops, integrated with DigiLocker and dynamically updated upon land mutation.

The conference also launched a unified grievance redressal portal with OTP-based login, multilingual support, and audio upload features, enabling farmers to resolve land-related disputes efficiently. Farmers can now authorize representatives to access services or lodge grievances, enhancing accessibility.

A dedicated session, “Insights from States on Agri Stack Usage,” featured presentations from Maharashtra, Uttar Pradesh, and Karnataka. Maharashtra highlighted its progress in enrolling farmers in the Farmer Registry and sought central support for a Data Provisioning Engine (DPE) and an AI-driven advisory sandbox, Mahavistaar AI. Uttar Pradesh shared its success in integrating Agri Stack with MSP e-procurement for 2024, while addressing challenges in Digital Crop Survey (DCS) implementation. Karnataka showcased multi-layered innovations, including linking its FRUITS platform with banking systems, using Agri Stack for disaster relief, and integrating soil health cards for personalized advisories.

MIL-OSI Global: Nine-year-olds in England sit timed multiplication test – but using times tables is about more than quick recall

What’s seven times nine? Quick, you’ve got six seconds to answer.

This June, over 600,000 children in England in year four, aged eight and nine, will be expected to answer questions like this. They will be sitting the multiplication tables check (MTC), a statutory assessment of their multiplication fact recall.

The MTC was introduced in 2022 with the aim of driving up standards in mathematics. It’s an online test that children take on a tablet or computer, made up of 25 questions with six seconds per question.

Being able to quickly recall multiplication facts is valuable. Not having to think about seven times nine, just knowing that it’s 63, frees up a child’s mental thinking space. This means they can focus on different aspects of the mathematics they are doing, such as completing multi-step problems or using reasoning to solve context-based problems.

Being able to quickly recall multiplication facts is also the foundation for more advanced mathematics topics that children will encounter at secondary school.

Our research shows that the MTC is an accurate reflection of children’s multiplication fact recall. But the learning they do for this test doesn’t necessarily help them apply this knowledge in other areas of mathematics. What’s more, focus on the MTC may be diverting teaching time away from other maths knowledge.

Since the multiplication tables check was introduced in 2022, the average score in the test has increased year-on-year from 19.8 in 2022 to 20.6 in 2024. This suggests that schools are placing more emphasis on children’s multiplication fact recall – and on preparing them for this test.

Teaching union the NAHT (National Association of Head Teachers) has suggested that the test is unnecessary, and that it places too much emphasis on fact recall at a cost to other areas of mathematics. The union has also expressed concerns that it disadvantages some children for reasons such as digital accessibility.

Our research has investigated whether the MTC is a good way of testing children’s recall of multiplication facts. We have found that children perform just as well on a more traditional paper-and-pencil timed fact test as on a computer test equivalent to the MTC. However, having a time limit per question – which is only possible with a computerised test – is essential to assess recall, rather than fast calculation.

There was no evidence that any children were particularly disadvantaged by the computerised test. However, we did find that children’s attention skills and how quickly they could enter numbers into the tablet they were using did influence their scores.

This suggests that, for it to be a fair test, it is important that children are familiar with the technology they are using to complete the test. Given that there are stark differences in access to technology in schools, this may pose an issue for some children.

The purpose of introducing the MTC was to improve children’s broader mathematics attainment by improving their multiplication fact recall. But performance in the year six Sats tests, which assess a range of mathematical skills, shows little change.

Crucially, improving children’s multiplication fact recall through retrieval practice doesn’t equate to improving their ability to use the multiplication facts they know. If posed a question such as “Tara has seven books. Ravi has four times as many. How many books do they have altogether?” Children who can recall that 5 x 7 = 35 may still not be able to solve the problem.

Time pressure

What’s more, because the MTC is a timed test, teachers and parents may use similar time-pressured approaches to prepare children and help them improve their multiplication fact recall. But our research showed that while practice with a computerised game can support children’s fact recall, the benefits to learning are the same whether or not children are encouraged to answer as quickly as possible.

In research not yet published in a peer-reviewed journal, we found that children who were anxious about mathematics learnt less when practising with time pressure compared to children without mathematics anxiety. Without time pressure, anxiety levels were not related to the amount of learning. Doing some regular multiplication fact retrieval practice is more important than the type of practice, for all learners.

Even though the MTC is a timed assessment, it doesn’t mean that children only need to do timed practice to prepare for this. Some children may benefit more from less time pressure when practising.

Multiplication fact recall is just one element of mathematics and so having a good balance is important. Fact recall and testing should go hand in hand with other areas of mathematics learning such as understanding concepts, choosing strategies and solving applied problems.

Recalling multiplication facts doesn’t automatically help children to apply their knowledge. So, although working towards the multiplication tables check can support fact recall, children will need extra support in knowing how to use and apply these facts.
