  • MIL-OSI New Zealand: ACT MP welcomes changes to anti-stalking bill, calls for urgent action on newer forms of abuse

    ACT MP Laura McClure is welcoming changes made at select committee to strengthen the proposed anti-stalking law, but says more must be done to protect New Zealanders from modern forms of digital abuse, particularly sexually explicit deepfakes.

    “I’m pleased to see the Government respond to public concern about stalking with more robust and practical legislation,” says McClure.

    “Patterns of abusive behaviour deserve to be recognised by the law, and these changes will help victims seek justice.

    “But we can’t stop here. As technology evolves, so do the tools of harassment and abuse. Sexually explicit AI-generated deepfakes made without consent are a fast-growing threat, especially to young people and women.

    “I have a members’ bill in the ballot that would create a specific offence for the creation and distribution of non-consensual sexually explicit deepfake content. This should be adopted as a Government Bill.

    “Deepfakes are harming real people today, and the law is failing to keep up.

    “The same commitment to protecting stalking victims should extend to those targeted by synthetic sexual abuse. We need clear, targeted laws so police can act, courts can prosecute, and victims can get justice.”

  • MIL-OSI: Currency Exchange International Reports Second Quarter 2025 Results

    TORONTO, June 11, 2025 (GLOBE NEWSWIRE) — Currency Exchange International, Corp. (the “Group” or “CXI”) (TSX: CXI; OTCQX: CURN), today reported net income of $1.98 million for the second quarter of 2025, 291% higher than the prior year (all figures are in U.S. dollars except where otherwise indicated). This 2025 reported net income reflected $2.7 million net income from continuing operations and a net loss of $0.7 million from Exchange Bank of Canada, the Company’s Canadian subsidiary which was classified as discontinued operations effective the second quarter of 2025. These results include restructuring charges of $0.2 million, pre-tax, related to discontinued operations in Canada and certain one-time charges of $0.1 million, pre-tax. Excluding these items, the Group’s adjusted net income1 increased by 18% compared to the prior year and adjusted diluted earnings per share1 (“EPS”) was 24% higher than the prior year.     Total revenue was 3% lower than the prior year due to a decline in consumer demand for foreign currency as travel activity tapered during the current quarter. Although revenue declined, the Company’s net income for the second quarter rose compared to the same quarter last year, primarily due to the favorable impact of a weaker U.S. Dollar on the revaluation of foreign currency banknote holdings. The Group’s capital position remained robust, and liquidity was strong with $81.2 million in total equity and $60.4 million in net working capital as of April 30, 2025 ($79.4 million and $55.9 million as of October 31, 2024, respectively). All reported amounts are based on the Group’s condensed interim consolidated financial statements presented in compliance with International Accounting Standard 34 Interim Financial reporting, unless otherwise noted.

    On February 18, 2025, the Group announced its decision to cease the operations of its wholly owned subsidiary, Exchange Bank of Canada. This strategic decision and operational plan for restructuring were communicated to all staff of EBC on February 19, 2025. Following the cessation of operations, the Bank intends to apply to the Minister of Finance in Canada to discontinue from the Bank Act. The application to discontinue is expected to be made in the fourth quarter of 2025, with the actual discontinuance of the Bank being subject to receipt of all necessary regulatory approvals. Following the Group’s decision, management has commenced implementation of the restructuring and planned discontinuance of the Bank. Management anticipates that certain operating expenses and personnel costs, that are currently shared with EBC, will be 100% borne by the continuing operations of CXI, subsequent to the exit of EBC from Canada, and the current annualized estimate of these costs is approximately $3 million after tax. In the second quarter of 2025, Exchange Bank of Canada was classified as a discontinued operation in the Group’s condensed interim consolidated financial statements.

    On May 20, 2025, CXI upgraded its U.S. securities listing with the Company’s shares commencing trading on the OTCQX Best Market under the symbol CURN.

    Financial Highlights for the three-month periods ended April 30, 2025 and 2024:

    • Revenue decreased by 3% or $0.5 million to $15.9 million compared to $16.4 million. Banknotes revenue decreased by 5% or $0.6 million over the prior period while Payments revenue increased by 5% or $0.1 million;
    • Reported EBITDA increased by 10% or $0.4 million to $4.9 million from $4.5 million. Adjusted EBITDA2 was $5.1 million, 15% higher than the prior period;
    • Reported Group net income was $1.98 million, a 291% increase compared to the prior period. Adjusted Group net income2 increased 18% or $0.4 million to $2.3 million from $1.9 million in the prior period;
    • Reported earnings per share were $0.32 and $0.31 on a basic and fully diluted basis, respectively, compared to the prior year’s reported earnings per share of $0.08 on both a basic and fully diluted basis. Adjusted earnings per share2 were $0.37 and $0.36 on a basic and fully diluted basis, respectively, compared to the prior year’s adjusted earnings per share of $0.30 and $0.29; and

    Financial Highlights for the six-month periods ended April 30, 2025 and 2024:

    What is a MCS

    The member contributions statement (MCS) is an annual statement used for the 2017–18 and prior years to report:

    • contributions you received for each member during the financial year
    • the balance and other attributes of the account they held in the fund.

    The MCS for the 2017–18 financial year was due 31 October 2018.

    Amendments to information reported on the MCS in the 2017–18 financial year and prior years should be done using Online services for business.

    From 2018-19, the MCS has been replaced by the Member Account Attributes Service (MAAS) and the Member Account Transaction Service (MATS). For more information, see Fund reporting protocol.

    How we use the MCS for 2017–18 and prior years

    We use the MCS for 2017–18 and prior years to:

    • display information online to help members understand, manage and consolidate their super accounts
    • calculate the super co-contribution, low income super contribution (for concessional contributions made between 1 July 2012 and 30 June 2017) and low income superannuation tax offset (for concessional contributions made from 1 July 2017) for eligible members, and pay entitlements to the appropriate destination

    If you rollover all or part of the member’s super interest to another fund during the year, you must still lodge an MCS for that member and report all contributions received prior to the rollover.

    You can lodge your MCS for 2017–18 and prior years electronically as a file transfer through Online services for business.

    You must lodge electronically if you’re reporting for 20 or more members. If you’re reporting for fewer than 20 members, electronic reporting is optional.

    Amendments

    If you discover any material errors or omissions in the information you reported in your MCS, you must lodge an amended MCS within 30 days of becoming aware of these errors.

    You must ensure that all the correct, previously reported data in the original MCS for those accounts is re-reported on the amended MCS, exactly as it was in the original lodgment. This is because an amended statement for a particular member account replaces the original MCS for that account.

    You must not amend an MCS merely because a member wants to change the amount or character of the contributions they made during the year, to avoid an excess contributions tax liability.

    Penalties may apply if you:

    • don’t report for all your members and former members who held an interest in the fund at any time during the year

    LOS ANGELES – Governor Gavin Newsom today announced the launch of a new effort to recruit for one of the world’s leading firefighting departments, CAL FIRE.

    The effort comes as President Trump’s illegal militarization of Los Angeles cuts into valuable firefighting resources. Roughly 300 California National Guard fire crews have been diverted to armories in the Los Angeles region — cutting CalGuard’s firefighting force by three-quarters. This impact is on top of the Trump administration’s cuts to the U.S. Forest Service, which also threatens the safety of communities across the states.

    As part of the state’s ongoing investment in wildfire resilience and emergency response, CAL FIRE has significantly expanded its workforce over the past five years by adding an average of 1,800 full-time and 600 seasonal positions annually – nearly double that from the previous administration. Over the next four years and beyond, CAL FIRE will be hiring thousands of additional firefighters, natural resource professionals, and support personnel to meet the state’s growing demands.

    Washington D.C.— U.S. Senator Ron Wyden, D-Ore., said today he has joined colleagues to reintroduce the landmark My Body, My Data Act, which would create a new national standard to protect reproductive and sexual health data. 

    “Anti-abortion Republicans are restricting abortion state-by-state, and they’re not going to stop until they get a national abortion ban,” Wyden said. “The way MAGA prosecutors and politicians enforce their cruel assault on women’s rights is by going after their privacy and abusing their personal data to track down and punish women for their personal reproductive health choices. Congress has to draw a line. I’m proud to partner with Rep. Jacobs and Sen. Hirono on the My Body, My Data Act to set the toughest protections ever for reproductive health data.”

    The weaponization of private reproductive and sexual health data has increased in recent years, especially since the U.S. Supreme Court overturned Roe v. Wade. In 2017, police used web searches and text messages to charge Latice Fisher with second-degree murder after a stillbirth at home. Facebook messages were also a key piece of evidence in an abortion-related investigation of a Nebraska mother and daughter in 2022. A data broker shared cell phone and geo-location data with an anti-abortion political group that then dispensed disinformation about reproductive health to people who visited 600 abortion clinics in 48 states. Earlier this year, police investigated a Pennsylvania mother and daughter after receiving text messages about her pregnancy.

    Specifically, the My Body, My Data Act would:

    • Limit the personal reproductive and sexual health data that can be collected, retained, used, or disclosed to only what is needed to deliver a product or service.
    • Protect personal data collected by entities not currently covered under HIPAA, including data collected by apps, cell phones, and search engines.
    • Require regulated entities to develop and share a privacy policy outlining how they collect, retain, use, and disclose personal reproductive health information.
    • Direct the Federal Trade Commission (FTC) to enforce the law and to develop rules to implement the statute.
    • Create a private right of action to allow individuals to hold regulated entities accountable for violations. 
    • Provide additional consumer protections, including the right of an individual to access, delete, or correct their personal data if they choose to.

    In addition to Wyden, the legislation was led by U.S. Senator Mazie Hirono, D-Hawaii., and U.S. Representative Sara Jacobs, D-Calif.

The My Body, My Data Act protects the privacy and safety of people seeking reproductive care but putting strict limits on when reproductive and sexual health information can be collected and how it can be used.     “It’s been nearly three years since the Supreme Court decision in Dobbs v. Jackson Women’s Health Organization, and we continue to see states hostile to reproductive rights seeking access to health data. The My Body My Data Act contains critical privacy protections that limit the data companies collect and retain about their customers while providing people clear ways to access and delete their health data when they want. When companies don’t collect and keep people’s health data, they won’t have anything to turn over if folks come asking for it,” said Andrew Crawford, Senior Counsel, Center for Democracy & Technology.

    “As a physician, I know how critical it is for the personal information of the patients I care for to be protected. Too often, data related to reproductive health care is used to target and criminalize people seeking essential care.     WASHINGTON, D.C. – Today, Representative Tracey Mann (KS-01) questioned U.S. Secretary of Agriculture Brooke Rollins during her first appearance before the House Agriculture Committee. During Rep. Mann’s questioning, he thanked Secretary Rollins and President Trump for their leadership and advocacy on behalf of American farmers, ranchers, and agricultural producers and highlighted the need for sound federal policy that promotes trade opportunities for American agriculture and recognizes international food aid as a tool for U.S. national security that supports domestic producers.

    [Opening Statement]:Secretary Rollins, thank you for being here today and thank you for your leadership in supporting farmers, ranchers, and ag producers across America. It was an honor to have you visit the Big First District of Kansas your first week on the job back in February, right after you were confirmed. We had the chance to participate in a roundtable discussion with ag producers, stakeholders, and toured Finney County Feeders and the Ponderosa Dairy. We even met with some local FFA students, which was a huge highlight of mine and I know it’s something that’s near and dear to your heart as well.  In one of my first meetings with President Trump, I distinctly remember him telling me of his love for American farmers and I appreciate that you share that passion. Over the past few months, you and President Trump have led the way in supporting rural America, and I look forward to continuing to work with you for the next four years as we Make Agriculture Great Again. 

    [On trade opportunities for Kansas farmers]: The One Big Beautiful Bill Act is a major step forward for the future of American agriculture. We were able to strengthen crop insurance, raise reference prices, and really help our producers. We were also able to include historic landmark investments in funding for trade promotion programs in the House version. After the last administration’s failure to act on expanding international markets, I have been really encouraged at your efforts to rebalance trade to support American farmers and ranchers. In particular, I appreciate that you will be traveling on a trade mission to India here in the next few weeks, where greater market access for crops like sorghum would be a game changer for Kansas producers and a clear win for both the United States and India. With this significant upgrade in trade promotion resources, can you share what you and Ambassador Greer will be pursuing to unlock opportunities for U.S. exports of commodities, like sorghum, as part of the ongoing trade negotiations with India?  

    Rollins: India is reflective to your point on sorghum and a lot of our row crops; there is just so much opportunity there. I think we have talked a lot this morning about national security—agriculture security is national security. A lot of that is opening markets with our friends like India and moving away from other markets that clearly are not aligned with us on a value-by-value basis. What I have found with Ambassador Greer, Secretary Lutnick, with Secretary Bessent, and the ultimate dealmaker, President Trump, is they are—we are—relentless. I think I have mentioned this a couple of times, but I think it is worth repeating: the few countries that have already visited me—everyone is so anxious to support this vision of opening up more American products and decreasing the tariffs while working on the non-tariff trade barriers. There is a lot more to come, and would love to work with you, though, as we are working with India and other countries specific to sorghum and other row crops. 

    Mann: I’d love to.I think India is a huge opportunity for sorghum and other commodities as well. Thank you for that.

    [On Food for Peace]:Earlier this year, I introduced legislation to move back to USDA a program that is not only dear to the people of Kansas, but also vital to our ag producers in the country. Food for Peace is a program that I have long supported, and it supports American agriculture while helping feed millions of people around the world. It was originally housed with the USDA when it was created over 70 years ago; a Kansan came up with the idea years ago. My bill would return it back to its roots, to return it home to the USDA, ensuring its long-term sustainability. I’m optimistic that Congress will soon act to codify this move, realigning Food for Peace with USDA where it began. If and when that transition takes place, can you commit that the Department will continue to fund and operate Food for Peace as robustly as it is currently being administered? I welcome any thoughts about Food for Peace.

    Rollins: Sure, and understanding that it is moving through the system and not wanting to get ahead of President Trump specifically, but we stand ready if that is the Congressional direction. We will work with you and your partners to ensure the continued sustainability and success, and make changes if necessary. 

    Mann: A great program, right? We are shipping commodities grown here in bags that say, “A free gift from the American people.” It is good for our farmers, good for our shippers, good for the mouths that receive it. 

    Four days after Secretary Rollins was confirmed as U.S. Secretary of Agriculture, Rep. Mann welcomed the Secretary to the Big First District to tour National Beef Packing Plant, High Plains Ponderosa Dairy, and Finney County Feeder in southwest Kansas. Rep. Mann has applauded Secretary Rollins’ decisive leadership on combatting the Highly-Pathogenic Aviation Influenza (HPAI). Following the decision to halt imports of Mexican livestock to protect livestock from the New World Screwworm, Rep. Mann commended the announcement from USDA.

  • MIL-OSI USA: News 06/11/2025 Blackburn Introduces Bill to End Taxpayer Funding for NPR and PBS

    WASHINGTON, D.C. – Today, U.S. Senator Marsha Blackburn (R-Tenn.) introduced the Free Americans from Ideological Reporting (FAIR) Act to stop federal taxpayer dollars from being sent to National Public Radio (NPR) and the Public Broadcasting Service (PBS) after years of left-wing politically biased reporting under the guise of public broadcasting. Senator Blackburn has long pushed to ensure taxpayers are not footing the bill for biased media, and this bill would codify the executive order President Trump issued on May 1, 2025.

    “For far too long, American taxpayers have been forced to foot the bill for NPR and PBS while they push left-wing propaganda,” said Senator Blackburn. “The FAIR Act would cut off taxpayer funding to these partisan outlets, ensuring the American people aren’t forced to subsidize media that disparages conservatives and does the left’s bidding.”

    • NPR and PBS have benefited from taxpayer dollars for years while showing a consistent pattern of editorial bias, left-leaning political slant, and a lack of public accountability. NPR and PBS have violated the spirit of public broadcasting by forcing American taxpayers to fund content that misrepresents and excludes conservative viewpoints.
    • Last year, Senator Blackburn called for NPR to lose its funding after it suspended an editor who exposed the outlet’s partisan bias.
    • NPR’s CEO, Katherine Maher, testified before Congress where she admitted to botching coverage of Hunter Biden’s laptop and was grilled about the bias in the organization. Maher has also made statements calling President Trump a “fascist” and a “deranged racist sociopath.” PBS has pushed radical leftist gender ideology, releasing a movie called “Real Boy,” about a transgender teen.
    • President Trump issued an executive order on May 1, 2025, preventing federal dollars from funding NPR and PBS directly through the Corporation for Public Broadcasting (CPB) or indirectly through member station dues.

    THE FAIR ACT

    The FAIR Act would:

    • Permanently bar CPB from directly funding NPR and PBS;
    • Permanently bar CPB from indirectly funding NPR and PBS by ensuring that licensees and permittees of public radio and television stations, as well as any other recipients of CPB funds, do not use federal funds for NPR and PBS; and
    • Require the heads of all agencies to identify and terminate direct or indirect funding of NPR and PBS.

    Washington, D.C. – Today, U.S. Senators Ben Ray Luján (D-N.M.) and Catherine Cortez Masto (D-Nev.), members of the Senate Committee on Finance, hosted a Spotlight Forum titled “Costs, Chaos, Corruption: The Household Impact of Trump’s Tariffs.” The forum examined how President Trump’s tariff policies fuel economic instability, raise costs on working families, harm the travel and tourism sector, and benefit special interests. The event featured testimony from policy experts, labor leaders, and small business owners directly impacted by the reckless tariffs. 

    “Across New Mexico and the country, Americans arefeeling pain from President Trump’s tariffs,” said Senator Luján. “Costs, Chaos, Corruption – those aren’t just buzzwords. They’re the reality for hardworking families in New Mexico and across America. President Trump’s tariffs are expected to cost American households $2,600 a year, a price that’s far too expensive for many Americans to afford. That’s why I partnered with Senator Cortez Masto to show the American people that President Trump’s tariffs are a tax on working families, a gut punch to small businesses, and a green light for corruption.”

    “President Trump’s tariffs and the haphazard manner in which he’s deploying them are causing real damage to real Americans,” said Senator Cortez Masto. “It’s now more important than ever that we give a microphone to those most impacted by Trump’s shortsighted economic policies.     During the forum, witnesses highlighted that President Trump’s reckless tariffs are hurting small businesses, the economy, and the American consumer.

    “This is one of the worst ways to impose a tax and one of the most regressive ways to redistribute income from poorer to richer Americans and increase the tax burden on poorer people. In addition, because they cause uncertainty, provoke retaliation by other nations, and create opportunities for government corruption, tariffs have many destructive side effects that other forms of taxes do not,” said Adam Posen in his opening statement

    “The Trump tariffs bring all pain and no gain. In the short term, there will be uncertainty, supply bottlenecks, unpredictable price hikes on essential items, and likely decreases in both imports and exports as some trading partners implement retaliatory tariffs. In the long term, there will be irreparable rifts with valued trading partners and lack of coordination on shared goals,” said Thea Lee in her opening statement

    “With over 90% of bicycles, bicycle parts and bicycle accessories manufactured outside the US, the bike industry depends on a global supply chain. BTI imports from around the globe, especially Asia and Europe. Even our US sourced bike products are being affected since they are made from foreign-sourced raw materials. The bicycle industry works on low margins, thus cannot absorb higher tariff expenses,” said Preston Martin in his opening statement

    “In a normal year, roughly 750k Canadian tourists come into Vermont and inject roughly $150m into the State’s economy. Recent data shows that hotel reservations from CAD visitors are down 45% between Jan-April, credit card spending is down nearly 40% across that same time period, border crossings have been declining every month and are down nearly 35% and visits to the Vermont.com website, a data point reflecting the likelihood of visiting in the future are off 70% across the first few months of the year,” said Steve Wright in his opening statement

    “Small and medium-scale farmers of all political affiliations are bracing for a tough year. Input costs are rising, labor costs are soaring, USDA support is being cut, and consumers are stretched thin,” said Emma Jagoz in her opening statement

    Washington, D.C. – U.S. Senator Susan Collins, Chair of the Senate Appropriations Committee and a senior member of the Senate Committee on Health, Education, Labor, and Pensions, delivered remarks at the 2025 Alzheimer’s Impact Movement (AIM) Advocacy Forum in Washington. Maine Alzheimer’s advocates Mary Dysart Hartt and her husband Mike introduced Senator Collins at the event. Mary and Mike live in Hampden, and Mary has been a tireless advocate on behalf of Mainers living with Alzheimer’s—like Mike—and their caregivers.
    “When I first joined the Senate, there wasn’t really much of a focus in Washington on brain health. Neurodegenerative diseases were thought of as just part of growing old,” said Senator Collins. “But, working with incredible partners like the Alzheimer’s Association, we have raised awareness and put a federal focus on this disease. For myself and members of the Congressional Task Force on Alzheimer’s I lead, this fight is both a personal cause and a matter of crafting effective policy. We must not let Alzheimer’s be one of the defining diseases of our children’s generation as it has ours.”
    In her remarks, Senator Collins also highlighted her successful legislative efforts to advance Alzheimer’s research, prevention, and treatment. In the 118th Congress, there were 1,868 standalone health care bills introduced in both the U.S. Senate and the U.S. House of Representatives. Of those bills, only 15 passed both chambers and were signed into law. U.S. Senator Susan Collins led or co-led 5 of those 15 bills to passage with strong bipartisan support, and 3 of those 5 bills dealt directly with brain health. Those bills were the National Alzheimer’s Project Act (NAPA), the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer’s Act, and the Alzheimer’s Accountability and Investment Act.

  • MIL-Evening Report: Goodbye to all that? Rethinking Australia’s alliance with Trump’s America

    Even the most ardent supporters of the alliance with the United States – the notional foundation of Australian security for more than 70 years – must be having some misgivings about the second coming of Donald Trump.

    If they’re not, they ought to read the two essays under review here. They offer a host of compelling reasons why a reassessment of the costs, benefits and possible future trajectory of the alliance is long overdue.


    Review: After America: Australia and the new world order – Emma Shortis (Australia Institute Press), Hard New World: Our Post-American Future; Quarterly Essay 98 – Hugh White (Black Inc)


    And yet, notwithstanding the cogency and timeliness of the critiques offered by Emma Shortis and Hugh White, it seems unlikely either of these will be read, much less acted upon, by those Shortis describes as the “mostly men in suits or uniforms, with no democratic accountability” who make security policy on our behalf.

    White, emeritus professor of strategic studies at the ANU, was the principal author of Australia’s Defence White Paper in 2000. Despite having been a prominent member of the defence establishment, it is unlikely even his observations will prove any more palatable to its current incumbents.

    Shortis, an historian and writer, is director of the Australia Institute’s International & Security Affairs Program. She is also a young woman, and while this shouldn’t matter, I suspect it does; at least to the “mostly men” who guard the nation from a host of improbable threats while ignoring what is arguably the most likely and important one: climate change.

    The age of insecurity

    To Shortis’s great credit, she begins her essay with a discussion of a “world on fire” in which the Trump administration is “locking in a bleaker future”.

    This matters for both generational and geographical reasons. While we live in what is arguably the safest place on the planet, the country has the rare distinction of regularly experiencing once-in-100-year floods and droughts, sometimes simultaneously.

    If that’s not a threat to security, especially of the young, it’s hard to know what is. It’s not one the current government or any other in this country has ever taken seriously enough.

    White gives a rather perfunctory acknowledgement of this reality, reflecting an essentially traditional understanding of security – even if some of his conclusions will induce conniptions in Canberra.

    While suggesting Trump is “the most prodigious liar in history”, White thinks he’s done Australia a favour by “puncturing the complacency” surrounding the alliance and our unwillingness to contemplate a world in which the US is not the reliable bedrock of security.

    Shortis doubts the US ever was a trustworthy or reliable ally. This helps explain what she calls the “strategy of pre-emptive capitulation”, in which Australian policymakers fall over themselves to appear useful and supportive to their “great and powerful friend”. Former prime minister John Howard’s activation of the ANZUS alliance in the wake of September 11 and the disastrous decision to take part in the war in Iraq is perhaps the most egregious example of this unfortunate national proclivity.

    White reminds us that all alliances are always transactional. Despite talk of a “history of mateship”, it’s vital to recognise if the great power doesn’t think something is in its “national interest”, it won’t be doing favours for allies. No matter how ingratiating and obliging they may be. While such observations may be unwelcome in Canberra, hopefully they won’t come as a revelation.

    Although White is one of Australia’s most astute critics of the conventional wisdom, sceptics and aspiring peace-builders will find little to cheer in his analysis.

    A good deal of his essay is taken up with the strategic situations in Europe and Asia. The discussion offers a penetrating, but rather despair-inducing insight into humanity’s collective predicament: only by credibly threatening our notional foes with nuclear Armageddon can we hope to keep the peace.

    The problem we now face, White argues, is the likes of Russia and China are beginning to doubt America’s part in the “balance of resolve”. During the Cold War both sides were confident about the other side’s ability and willingness to blow them to pieces.

    Now mutual destruction is less assured. While some of us might think this was a cause for cautious celebration, White suggests it fatally undermines the deterrent effect of nuclear weapons.

    Even before Trump reappeared, this was a source of angst and/or uncertainty for strategists around the world. The principle underpinning international order in a world in which nuclear weapons exist, according to White, is that

    a nuclear power can be stopped, but only by an unambiguous demonstration of willingness to fight a nuclear war to stop it.

    Trump represents a suitably existential threat to this cheery doctrine. Europeans have belatedly recognised the US is no longer reliable and they are responsible for their own security.

    Likewise, an ageing Xi Jinping may want to assure his position in China’s pantheon of great leaders by forcibly returning Taiwan to the motherland. It would be an enormous gamble, of course, but given Trump’s admiration for Xi, and Trump’s apparent willingness to see the world carved up into 19th century-style spheres of influence, it can’t be ruled out.

    Australia’s options

    If there’s one thing both authors agree on it’s that the AUKUS nuclear submarine project, the notional centrepiece of Australia’s future security is vastly overrated. It’s either a “disaster” (Shortis) or “insignificant” (White).

    Likewise, they agree the US is only going to help Australia if it’s judged to be in America’s interest to do so. Recognising quite what an ill-conceived, ludicrously expensive, uncertain project AUKUS is, and just how unreliable a partner the US has become under Trump, might be a useful step on the path to national strategic self-awareness.

    Shortis thinks some members of the Trump administration appear to be “aligned with Russia”. Tying ourselves closer to the US, she writes, “does not make us safer”. A major rethink of, and debate about, Australia’s security policy is clearly necessary.

    Policymakers also ought to take seriously White’s arguments about the need to reconfigure the armed forces to defend Australia independently in an increasingly uncertain international environment.

    Perhaps the hardest idea for Australia’s unimaginative strategic elites to grasp is that, as White points out,

    Asia’s future, and Australia’s, will not be decided in Washington. It will be decided in Asia.

    Former prime minister Paul Keating’s famous remark “Australia needs to seek its security in Asia rather than from Asia” remains largely unheeded. Despite plausible suggestions about developing closer strategic ties with Indonesia and even cooperating with China to offer leadership on climate change, some ideas remain sacrosanct and alternatives remain literally inconceivable.

    Even if we take a narrow view of the nature of security – one revolving around possible military threats to Australia – US Defence Secretary Pete Hesgeth’s demands for greater defence spending on our part confirm White’s point that,

    it is classic Trump to expect more and more from allies while he offers them less and less. This is the dead end into which our “America First” defence policy has led us.

    Quite so.

    Australia’s strategic elites have locked us into the foreign and strategic policies of an increasingly polarised, authoritarian and unpredictable regime.

    But as Shortis observes, we cannot be confident about our ability, or the world’s for that matter, to “just ride Trump out”, and hope everything will return to normal afterwards.

    It is entirely possible the international situation may get worse – possibly much worse – with or without Trump in the White House.

    The reality is American democracy may not survive another four years of Trump and the coterie of startlingly ill-qualified, inhumane, self-promoting chancers who make up much of his administration.

    A much-needed national debate

    Both authors think attempts to “smother” a serious national debate about defence policy in Australia (White), and the security establishment’s obsession with secrecy (Shortis), are the exact opposite of what this country needs at this historical juncture. They’re right.

    Several senior members of Australia’s security community have assured me if I only knew what they did I’d feel very differently about our strategic circumstances.

    Really? One thing I do know is that we’re spending far too much time – and money! – acting on what Shortis describes as a “shallow and ungenerous understanding of what ‘security’ really is”.

    We really could stop the conflicts in Ukraine and Gaza if Xi had a word with Putin and the US stopped supplying Israeli Prime Minister Benjamin Netanyahu with the weapons and money to slaughter women and children. But climate change would still be coming to get us.

    More importantly, global warming will get worse before it gets better, even in the unlikely event that the “international community” (whoever that may be) agrees on meaningful collective action tomorrow.

    You may not agree with all of the ideas and suggestions contained in these essays, but in their different ways they are vital contributions to a much-needed national debate.

    An informed and engaged public is a potential asset, not something to be frightened of, after all. Who knows, it may be possible to come up with some genuinely progressive, innovative ideas about what sort of domestic and international policies might be appropriate for an astonishingly fortunate country with no enemies.

    Perhaps Australia could even offer an example of the sort of creative, independent middle power diplomacy a troubled world might appreciate and even emulate.

    But given our political and strategic elites can’t free themselves from the past, it is difficult to see them dealing imaginatively with the threat of what Shortis calls the looming “environmental catastrophe”.

    No wonder so many of the young despair and have little confidence in democracy’s ability to fix what ails us.

    Australia’s dairy industry is in the middle of a crisis, fuelled by an almost perfect storm of challenges.

    Climate change and extreme weather have been battering farmlands and impacting animal productivity, creating mounting financial strains and mental health struggles for many farmers.

    Meanwhile, beyond the farm gate, consumer tastes are shifting to a range of dairy substitutes. Interest and investment in alternative dairy proteins is accelerating.

    Earlier this month, industry figures warned consumers to prepare for price rises amid expected shortages of milk, butter and cheese. Already mired in uncertainty, the dairy industry is now being forced to confront some tough questions about its future head on.

    Dairy under pressure

    Dairy is Australia’s third-largest rural industry. It produces more than A$6 billion worth of milk each year, and directly employs more than 30,000 people.

    But the sector has been under sustained pressure. This year alone, repeated extreme weather events have affected key dairy-producing regions in southern and eastern parts of Australia.

    In New South Wales, dairy farmers face increased pressure from floods. In May, many regions had their monthly rainfall records broken – some by huge margins.

    In Victoria, drought and water shortages are worsening. Tasmania, too, continues to endure some of the driest conditions in more than a century.

    Conditions have prompted many farmers to sell down their cattle numbers to conserve feed and water.

    All of this heavily impacts farm productivity. Agriculture has long been predicated on our ability to predict climate conditions and grow food or rear animals according to the cycles of nature.

    As climate change disrupts weather patterns, this makes both short and long-term planning for the sector a growing challenge.

    High costs, low profits

    Climate change isn’t the only test. The industry has also been grappling with productivity and profitability concerns.

    At the farm level, dairy farmers are feeling the impacts of high operating costs. Compared to other types of farming (such as sheep or beef), dairy farms require more plant, machinery and equipment capital, mostly in the form of specialised milking machinery.

    The price of milk also has many farmers concerned. The modest increase in farmgate milk prices – just announced by dairy companies for the start of the next financial year – left many farmers disappointed. Some say the increase isn’t enough to cover rising operating costs.

    Zooming out, there are concerns about a lack of family succession planning for dairy farms. Many young people are wary of taking on such burdens, and the total number of Australian dairy farms has been in steady decline – from more than 6,000 in 2015 to just 4,163 in 2023.

    What’s the solution?

    Is there a way to make the dairy industry more productive, profitable and sustainable? Australian Dairy Farmers is the national policy and advocacy group supporting the profitability and sustainability of the sector.

    In the lead up to this year’s federal election, the group called for $399 million in government investment to address what it said were key priorities. These included:

    • investment in on-farm technologies to improve efficiencies
    • funding for water security
    • upskilling programs for farmers
    • support for succession planning.

    However, as the industry struggles to grapple with a changing climate, financial strain and mental health pressures, there should also be pathways for incumbent farmers to transition, either to farming dairy differently (such as by reducing herd sizes) or exiting out of dairy farming and into something else.

    Dairy without the cows

    The push to make dairy production more sustainable and efficient faces its own competition. A number of techniques in development promise dairy products without the cows, through cellular agriculture – and more specifically, “precision fermentation”.

    Australian company Eden Brew, in partnership with dairy giant Norco, has plans to produce and commercialise precision fermentation dairy proteins.

    And last year, Australian company All G secured approval to sell precision fermentation lactoferrin (a key dairy ingredient in baby formula) in China – another animal-free milk product.

    It is important to note that cost and scalability for cellular agriculture remains a challenge.

    Nonetheless, Australia’s rapidly growing non-dairy milk market – soy, oat, and so on – is now worth over $600 million annually. This reflects the global shift towards plant-based options driven by health, environmental, and ethical concerns.

    Is there a win-win outcome?

    Is there a possible future where more funding is given to produce milk at scale through precision fermentation while we also look after incumbent dairy workers, farms and the rural sector at large to diversify or leave the sector altogether?

    Some believe this future is possible. This is what researchers call “protein pluralism” – a market where traditional and alternative proteins coexist. Long-term planning from both the dairy industry and government would be needed.

    Remember, while techniques like precision fermentation offer the promise of animal-free dairy products, their benefits are largely yet to materialise. How they will ultimately benefit the whole of society remains speculative.

    What we can do now

    For this reason, some scholars have argued we should prioritise actions that can be taken now. This includes support for practices such as agroecology, which seek to address injustice and inequity in food systems to help empower primary food producers.

    A recent study found Australian dairy farmers were interested in financial and technical advice to make decisions about where they take their business in future.

    Despite growing recognition of the challenges facing the dairy sector, responses from government and alternative dairy remain uneven. A more coordinated approach is needed for affected farmers, helping them adapt or diversify with guidance from government and industry experts.

    Today, Rep. Pete Aguilar announced $5,306,794 in grant funding for the San Bernardino County Department of Public Health to expand access to and improve HIV prevention, early intervention and treatment services for underserved communities in San Bernardino County.

  • MIL-OSI USA: Boozman Touts Arkansas National Security Contributions, Cites Military Installation Vulnerability to Drone Threat

    WASHINGTON—U.S. Senator John Boozman (R-AR) secured public support from Secretary of Defense Pete Hegseth and Chairman of the Joint Chiefs of Staff General John Caine for several Natural State military missions and support capacities during a Senate Appropriations Defense Subcommittee hearing. He also expressed concerns about the potential for drone attacks on domestic military assets in light of the latest Ukrainian operation against Russia’s air force.

    Boozman highlighted the recent graduation of two Polish pilots at Ebbing Air National Guard Base in Fort Smith, the first to complete the F-35 Foreign Military Sales pilot training, and emphasized the program’s importance.

    “[This is] an accomplishment we’re very excited to see repeated,” Boozman said before inviting Hegseth to explain “the importance of training our partners and allies on American systems and how that enables mission readiness and deterrence around the world.” 

    “Our ability to project power by, with and through allies is one of the most important force multipliers that we have. The training of their people, and military-to-military training, creates enduring bonds over generations that we’re then able to leverage for future capability. I’m encouraged to hear about those two graduations. I know it keeps our defense industrial base robust and also projects capabilities to allies and partners,” Hegseth responded

    The senator then addressed the depletion of munitions amid conflicts in Ukraine and Israel while raising the need to adequately re-stockpile this capability through our organic industrial base as well as through private industry efforts, including in south Arkansas.

    “I had the opportunity of taking your predecessor to Camden, Arkansas, to see the great work our industry partners are doing to help solve the problem, however, the Department’s organic industrial base also fills important capability gaps,” Boozman said. “Where can we invest more to fix that?” he continued

    “One of my jobs as Chairman is to make sure the youngsters have the combat capability they need, at scale, before they need it. My hope is that we can raise everybody’s capacity through changing the culture not only in munitions production but across the entire national and defense industrial base, encourage competition to keep the prices down, write better contracts and increase the overall capacity,”Caine answered.

    Boozman has repeatedly championed investments in Camden and the industries that produce some of the world’s most effective weapon systems and munitions, including recent expansions by RTX, General Dynamics, Lockheed Martin and Aerojet Rocketdyne – an L3Harris Technologies company. 

    The senator, who chairs the Military Construction and Veterans Affairs Appropriations Subcommittee, also took the opportunity to underscore how vulnerable U.S. installations remain to potential attacks and asked Hegseth how Ukraine’s successful Operation Spider’s Web has changed the way we defend military infrastructure and installations from emerging threats like armed drones. 

    “Even before that operation, it’s something we put on the forefront of our planning. Cheaper, commercially available drones with small explosives represent a new threat. That day, we met to evaluate that we’re doing enough. It’s a critical reality of the modern battlefield that we have a responsibility to address,” Hegseth explained.

    RELEASE: Senators Mullin and Booker Reintroduce the Prescription Information Modernization Act

    Washington, D.C. – Today, U.S. Senators Markwayne Mullin (R-OK) and Cory Booker (D-NJ) reintroduced the “Prescription Information Modernization Act of 2025”. This bill will enable the Food and Drug Administration (FDA) to implement a rule that allows drug manufacturers to share prescribing information electronically in order to reduce waste, improve efficiency, and ensure that healthcare professionals have access to the latest drug information.

    Prescribing information is crucial for healthcare professionals to make informed decisions about prescriptions. Unfortunately, under current regulations, this information is required to be printed which leads to excessive paper use and the distribution of outdated materials.

  • MIL-Evening Report: Were the first kings of Poland actually from Scotland? New DNA evidence unsettles a nation’s founding myth

    For two centuries, scholars have sparred over the roots of the Piasts, Poland’s first documented royal house, who reigned from the 10th to the 14th centuries.

    Were they local Slavic nobles, Moravian exiles, or warriors from Scandinavia?

    Since 2023, a series of genetic and environmental studies led by molecular biologist Marek Figlerowicz at the Poznań University of Technology has delivered a stream of direct evidence about these enigmatic rulers, bringing the debate onto firmer ground.

    Digging up the dynasty

    Field teams have now opened more than a dozen crypts from the Piast era. The largest single haul came from Płock Cathedral in what is now central Poland.

    The exhumed bones were dated between 1100 and 1495, matching written records. Genetic analysis showed several individuals were close relatives.

    “There is no doubt we are dealing with genuine Piasts,” Figlerowicz told a May 2025 conference.

    The Poznań group isolated readable DNA from 33 individuals (30 men and three women) believed to span the dynasty’s full timeline.

    Surprise on the Y chromosome

    The male skeletons almost all carry a single, rare group of genetic variants on the Y chromosome (which is only carried and passed down by males). This group is today found mainly in Britain. The closest known match belongs to a Pict buried in eastern Scotland in the 5th or 6th century.

    These results imply that the dynasty’s paternal line arrived from the vicinity of the North Atlantic, not nearby.

    The date of that arrival is still open: the founding clan could have migrated centuries before the first known Piast, Mieszko I (who died in 992), or perhaps only a generation earlier through a dynastic marriage. Either way, the new data kill the notion of an unbroken local male lineage.

    Yet genetics also shows deep local continuity in the wider population. A separate survey of Iron Age cemeteries across Poland, published in Scientific Reports, revealed that people living 2,000 years ago already shared the genetic makeup seen in early Piast subjects.

    Another project that sequenced pre-Piast burials drew the same conclusion: local Poles were part of the broader continental gene pool stretching from Denmark to France.

    In short, even if the Piasts were exotic rulers, they governed a long-established community.

    A swamp tells its tale

    While the DNA work progressed, another Poznań team dug into the history of the local environment via samples from the peaty floor of Lake Lednica near Poznań, the island-ringed stronghold often dubbed the cradle of the Piast realm.

    Their study of buried pollen, published in the Proceedings of the National Academy of Sciences, shows an abrupt switch in the 9th century: oak and lime pollen plummet, while cereal and pasture indicators soar. Traces of charcoal and soot point to widespread fires.

    The authors call the shift an “ecological revolution”, driven by slash-and-burn agriculture and the need to feed concentrated garrisons of soldiers guarding local trade routes carrying amber and slaves.

    Modelling boom and bust

    Using this environmental data, historians and complexity scientists constructed a feedback model of population, silver paid as tribute to rulers, and fort-building. As fields expanded, tributes rose; as tributes rose, chiefs could hire more labour to clear more forest and build forts.

    The model reproduces the startling build-out of ramparts at Poznań, Giecz and Gniezno around 990. It also predicts collapse once the silver stopped flowing.

    Pollen data indeed show the woodlands recovered to some extent after 1070, while archaeological surveys record abandoned hamlets and shrinking garrisons.

    The early Piast state rode a resource boom as the Piasts controlled part of the amber and slave trade routes that linked the shores of the Baltic Sea to Rome.

    The impact of Mieszko’s conversion to Christianity on that lucrative trade remains subject to scholarly debate.

    Reconciling foreigners and locals

    How do these strands fit together? Evidence of a Scottish man in the Piast paternal line does not necessarily imply a foreign conquest. Dynasties spread by marriages as well as by swords.

    For example, Świętosława (the sister of the first Piast king, Bolesław the Brave), married the kings of both Denmark and Sweden, and her descendants ruled England for a time. The networks of Europe’s nobility were highly mobile.

    Conversely, the stable genetic profile of ordinary folk suggests that, whoever sat on the ducal bench, most people remained where their grandparents had farmed.

    The broader research engine

    None of this work happens in isolation. Poland’s National Science Centre has bankrolled a 24-person team across archaeology, palaeoecology and bioinformatics since 2014, generating 16 peer-reviewed papers and a public database of ancient genomes.

    Conferences at Lednica and Dziekanowice now bring historians and molecular biologists to the same table. The methodological pay-off is clear: Polish labs can now process their own ancient DNA rather than exporting it to Copenhagen or Leipzig.

    What still puzzles researchers

    Three questions remain. First, does that British-leaning male line really start with a Pict? The closest known match to the Piasts may change as new burials are sequenced.

    Second, how many commoners carried the same genetic variant? Spot samples from Kowalewko and Brzeg hint that it was rare among locals, but the data set is small.

    Third, why did the silver dry up so fast? Numismatists suspect a shift in Viking routes after 1000 AD, yet the matter is far from settled.

    A balanced verdict

    Taken together, the evidence paints a nuanced picture. The Piasts were probably not ethnic Slavs in the strict paternal sense, yet they ruled, and soon resembled, an overwhelmingly Slavic realm.

    Their meteoric rise owed less to outsider brilliance than to the chance alignment of fertile soils, cheap labour, and an export boom in amber and captives.

    As geneticists conduct more DNA sequencing of remains, such as those of princes in crypts at Kraków’s Wawel castle, and palaeoecologists push their lakebed pollen samples back to 7th century, we can expect further surprises.

    Viva Technology, Paris – June 11, 2025 – For the 2025 edition of Viva Technology, Software République, a group of 7 European companies1 that combine their expertise towards an intelligent, secure and durable mobility, has partnered with three firefighter units2 to unveil “vision 4rescue,” a system of interconnected technological solutions aimed at increasing the efficiency and improving the coordination of rescue and emergency services.

    In France, natural disasters have increased fivefold in fifteen years, with two-thirds of municipalities now likely to experience some kind of major natural disaster3. Faced with more frequent, intense, and complex interventions (natural disasters, industrial hazards, urban accidents, or emergency medical interventions), emergency and rescue professions need to adapt to increasing challenges. This adaptation is all the more necessary given an aging population, growing urbanization, and an increasingly strained healthcare system, where personal assistance now accounts for over 80% of emergency services’ operational activity (4 million interventions per year4). These growing challenges call for new solutions to risk management, intervention methods, as well as the transformation of equipment and technologies used.

    Making a Difference:
    A Technological Ecosystem serving Emergency Services and Populations

    To be more effective, a key factor is removing the technological barriers between the different services used by emergency teams.     Communicate more efficiently with emergency teams and with the public through more direct, faster, and targeted messaging, thereby enhancing collective resilience and the ability to respond effectively.

    Interconnected Equipment: A Decisive Lever for Emergency Response

    vision 4rescue” includes several pieces of equipment designed to collect and share as much information as possible:

    • Long-range drones (Thales) and short-range drones (Parrot): Equipped with cameras and onboard communication systems, they provide precise surveillance of emergency zones, collecting and sharing information.
    • Connected urban furniture (JCDecaux) serves as a direct communication interface with the population and plays a sentinel role. The short-range drone can use the take-off / landing platform facilitating the incident diagnosis by the emergency services.
    • Renault 4 E-Tech electric vehicle (Renault Group): Tailored to emergency needs, acting as a mobile command center close to the operations.

    In addition to these three pieces of equipment, electronic sensor networks (STMicroelectronics) are used in both urban (urban furniture, traffic lights, etc.) and rural environments (forests, near watercourses, etc.) to detect anomalies.

    Next-Generation Technological Solutions

    Software République integrates a system of technologies into “vision 4rescue” a set of technologies that makes it a unique and comprehensive ecosystem, capable of adapting operational responses in real time to the most complex and simultaneous situations. These include:

    Modeling, simulation, and detection solutions:

    • Dassault Systèmes connects virtual twins of physical and digital systems in a collaborative virtual world to simulate complex risk scenarios, explore prevention plans, and orchestrate the optimal deployment of resources.
    • Cybersecure AI platforms (Thales) manage autonomous drone operations and orchestrate tactical missions, analyzing multi-source data (drones, satellites, etc.) in real time to better detect risks and anticipate their evolution – even from mobile, decentralized command centers like the R4.

    Guaranteed connectivity under all circumstances:

    • Hybrid networks and devices (Orange), including onboard 5G network and a connected SOS backpack, along with ultra-light Wi-Fi mesh technology (Green Communications) with embedded resilience applications, ensure communication between emergency teams during critical operations where traditional infrastructure is unavailable.
    • An emergency communication system (Thales) integrated into long-range drone or the R4, geolocates mobile phones in risk zones and sends alert messages to which civilians can respond if needed.
    • A communication solution compliant with the C-ITS (Cooperative Intelligent Transport System) international standard ensures native interoperability and secure exchanges between vehicles and road infrastructure (Atos).

  • MIL-OSI Security: Ohio Man Pleads Guilty to Federal Swatting Charges

    Baltimore, Maryland – Today, Brayden Grace, 19, of Columbus, Ohio, pled guilty to conspiracy, cyberstalking, interstate threatening communications, and threats to damage or destroy by means of fire and explosives. 

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the guilty plea with Acting Special Agent in Charge Amanda M. Koldjeski, Federal Bureau of Investigation (FBI) – Baltimore Field Office.

    According to the guilty plea, Grace helped create an online group known as “Purgatory.”  The group used multiple online social-media platforms, including Telegram and Instagram, to coordinate and plan swatting and doxxing activities and to announce and brag about swats that they conducted.  

    “Grace and his co-conspirators threatened and terrorized others throughout the country, and then bragged about it online.  Make no mistake: swatting and doxxing are not pranks—they are dangerous and illegal acts that put lives at risk and drain critical law enforcement resources,” Hayes said. “The U.S. Attorney’s Office is committed to relentlessly pursuing those who seek to gain notoriety by abusing our emergency services and striking fear in others. Such unlawful actions will not be tolerated.”

    “Brayden Grace admitted he engaged in swatting and doxxing to strike out at perceived rivals, gain online notoriety, attempt to make money, and for enjoyment. May his guilty plea make clear that the FBI and our partners take these threats seriously,” Koldjeski said. “Together, we will make sure offenders do not remain anonymous and face justice for their crimes which drain vital public safety resources, cause undue fear, and put innocent lives at risk.”

    “Swatting” is a term used to describe or refer to a criminal incident in which an individual contacts emergency services and falsely reports an emergency, often involving an act of violence that reportedly has or will occur at a particular location to elicit an armed law enforcement response to that location.  “Doxxing” is a term used to describe the practice of searching for and publishing on the Internet personal, private, or identifying information about an individual with malicious intent, such as providing the information for the purpose of swatting the individual.

    From December 10, 2023, through January 18, 2024, Grace and his co-conspirators placed swatting calls to police and other emergency departments. One or more of the conspirators falsely reported an emergency in the form of a violent act at a particular location to cause an armed law enforcement response with the intent to threaten, intimidate, and harass individuals and entities.

    Grace and his co-conspirators often used shared scripts to plan and coordinate their conduct and used Voice over Internet Protocol services to obscure their phone numbers and identities.

    As part of this scheme, the co-conspirators called the Houston County Sheriff’s Office (Dothan, Alabama). The co-conspirators threatened to burn down part of a residential trailer park and kill any law-enforcement officers who arrived to respond to the threat.

    Additionally, as part of the scheme, a Purgatory conspirator called the Newark Delaware Police Department falsely claiming that he heard a man firing shots in a Newark High School hallway. Moments later, a conspirator called the department again, threatening to shoot a specific Newark High School teacher and to kill unnamed students. As a result of this call, which occurred in the middle of the school day, authorities placed the school on lockdown and police officers responded to the scene. Later the same day, Grace agreed to post content from the incident, including images from news coverage of the incident, onto the group’s social media accounts.

    Grace also posted the address of the Hollywood Casino in Columbus, Ohio, the non-emergency telephone number for Columbus Police Department, and the name of a specific doxxing victim. Purgatory conspirators called the Columbus Police Department that day and threatened to “start shooting,” “kill everyone here,” and blow up the Hollywood Casino.

    Additionally, Purgatory conspirators called the Albany Police Department (Albany, New York), threatening the use of firearms and explosives at the airport.  Police units then rushed to respond to the threats.  On the same day, Grace bragged on a Purgatory group website about the group threatening the airport.

    Grace faces a maximum sentence of 10 years in federal prison for each count of threatening to damage or destroy by fire or explosive and a maximum sentence of five years in federal prison for conspiracy, cyberstalking, and interstate threats. 

    Actual sentences for federal crimes are typically less than the maximum penalties.  A federal district court judge determines sentencing after taking into account the U.S. Sentencing Guidelines and other statutory factors. Sentencing is scheduled for Thursday, August 14, at 10 a.m.

    U.S. Attorney Hayes commended the FBI for its work in the investigation.  Additionally, Ms. Hayes praised the Joint Terrorism Task Force, Columbus; Ohio Police Department; Newark, Delaware Police Department; Lenoir City, Tennessee Police Department; Albany, New York Police Department; Albany County, New York Sheriff’s Office; Fairburn City, Georgia Police Department; Bethel Park, Pennsylvania Police Department; Giles County, Virginia Sheriff’s Office; Blue Springs, Missouri Police Department; Tarboro, North Carolina Police Department; Boston, Massachusetts Police Department; Dodge County, Georgia Sheriff’s Office; Houston County, Alabama Sheriff’s Office; and the FBI’s Mobile, Richmond, Boston, Charlotte, and Cincinnati Field Offices for their valuable assistance. Ms. Hayes also thanked Assistant U.S. Attorneys Robert I. Goldaris and Patricia C. McLane who are prosecuting the case.

  • MIL-OSI Security: DOJ and drug development researcher settle allegations he violated terms of National Science Foundation grant

    Seattle – The United States Department of Justice and the recipient of a federal research grant have resolved allegations the lead researcher violated the terms of the grant when he performed the research outside the U.S., announced Acting United States Attorney Teal Luthy Miller. Protein Engines, LLC (Protein Engines), founded and operated by Joshua Salafsky PhD, was awarded a National Science Foundation (NSF) grant in late 2021 for scientific research with pharmaceutical applications. Protein Engines LLC will pay the U.S. $155,000 to resolve the allegations.

    “Despite being repeatedly informed that all research under the grant needed to be performed in the U.S., Dr. Salafsky spent little more than a month in the U.S. while he was accepting NSF grant funding for his research,” said Acting U.S. Attorney Miller. “These Small Business Innovation Research (SBIR) grants require work in the U.S. so that federal funds go to support innovation here, using labs and equipment that generate business in the U.S. This deception defeated that purpose.”

    According to the settlement agreement, on November 26, 2021, Protein Engines LLC was awarded a $256,000 grant. The research was to be performed in the U.S. between December 1, 2021, and November 30, 2022. However, the principal researcher on the grant lived in the U.K. for all but 38 days of the grant funding.

    The National Science Foundation suspended the grant funding on September 8, 2023, when it determined the research had not been conducted in the U.S. as required.

    The Small Business Innovation Research/Technology Transfer (SBIR/STTR) program is a critically important and highly competitive program created to fund technological advancements within the United States. Funding for this program strengthens the competitive free enterprise system and the U.S. economy. To maximize that impact, SBIR regulations require all research and development to be conducted in the United States.  This investigation resulted from the NSF Office of Inspector General’s proactive initiative to protect national security interests by identifying SBIR recipients who improperly operate outside the U.S.

    “When companies fail to follow the domestic requirements of the SBIR program, it is not only a misuse of taxpayer dollars but also takes away funding from deserving U.S. businesses. NSF OIG remains committed to pursuing oversight of these programs to ensure taxpayer funds are invested in the United States to benefit U.S. businesses, the U.S. economy, and national security. I commend the U.S. Attorney’s Office for supporting this important proactive effort,” said Megan E. Wallace, NSF’s Acting Inspector General.

    Of the $155,000 settlement, $77,500 is restitution and the rest is a penalty for the misconduct. Additionally, $25,000 in grant funds were never paid out to Protein Engines LLC.

    Protein Engines LLC says the settlement is not an admission of liability but chooses to resolve the matter instead of the expense and uncertainty of protracted litigation.

    The case was investigated by the National Science Foundation Office of Inspector General (NSF-OIG). The U.S. Attorney’s Office was represented by Assistant United States Attorney Kayla C. Stahman in this matter.

    Nice, France, 9 June 2025 – As climate extremes intensify and sea levels rise, coastal communities are sounding the alarm – not about distant threats, but about dangers already unfolding. At the 2025 UN Ocean Conference, a side event titled “From Coast to Community: Building Resilience Through Early Warnings” put the spotlight a critical mission: ensuring that every person on Earth is protected by Early Warnings for All (EW4All) by 2027. Co-hosted by the UN Office for Partnerships, the World Meteorological Organization (WMO), and the UN Office for Disaster Risk Reduction (UNDRR), the event brought together ministers, mayors, scientists, and UN leaders.Their message was clear: early warnings save lives – but only if they are inclusive, trusted, and locally led.

    The call: early warnings must be inclusive, trusted and locally led

    Opening the session, Annemarie Hou, Executive Director of the UN Office for Partnerships, underscored that nearly half the world still lacks access to basic early warning systems- She emphasized that early warnings are not just about sensors and satellites, – they are about people, institutions, leadership, and action at every level. From coastlines to city halls, from community organizers to data scientists, everyone has a role to play.

    Jamaica: Reaching people where they are

    H.E. Kamina Johnson Smith, Jamaica’s Foreign Minister, shared how the country is integrating smart technologies and community engagement into its early warning systems. With 70% of the population living within five kilometers of the coast, Jamaica has installed flood gauges, hurricane detection systems, and 15 early warning siren towers – covering 95% of the population. 

    “We’ve partnered with mobile networks to deliver real-time alerts and even used TikTok to reach people where they are. Early warnings must be accessible, relatable, and trusted.” – Kamina Johnson Smith, Minister of Foreign Affairs, Jamaica

    Jamaica’s approach is grounded in legislation, with early warnings embedded in both its Disaster Risk Management Act and Climate Change Policy Framework.

    WMO: The physics of urgency

    Prof. Celeste Saulo, Secretary-General of the World Meteorological Organization, delivered a sobering message: science is clear, and the window for action is closing. Greenhouse gas concentrations are at record highs, and the last decade has been the hottest on record. She emphasized that adaptation and coastal resilience are no longer optional – they are essential. Early warnings are a cornerstone of that resilience, but they must be timely, actionable, and globally supported.

    UNDRR: Local leadership is not optional – It’s essential

    Kamal Kishore, Special Representative of the Secretary-General for Disaster Risk Reduction, emphasized that early warnings are central to achieving the Sendai Framework’s goals. He reminded the audience that while 108 countries report having multi-hazard early warning systems, 85 still do not. He outlined three priorities: empower local leadership, bridge science and community knowledge, and embed early warnings into broader systems of resilience. He also called for simplified, accelerated financing to support small island states and vulnerable communities.

    Local leadership in action: Voices from the frontlines

    Moderated by Pulitzer Center journalist Delger Erdenesanaa, the panel showcased how cities and communities are turning global goals into local action: 

    – Thabani Nyawose, Speaker of Council, Durban, South Africa, shared how community-based early warning systems saved lives during the devastating 2022 floods. In Quarry Road informal settlement – home to 1,000 residents – not a single life was lost, thanks to a locally managed alert system linked to the South African Weather Service. 

    – Dr. Jérôme Aucan, Head of PCCOS, described how Pacific Island nations are building resilience through decades of investment in ocean modeling, risk knowledge, and regional cooperation. In Tuvalu, early warning data informed over $50 million in adaptation investments and supported legal advocacy at the International Court of Justice. 

    – Rym Nadia Benzina Bourguiba, President of La Saison Bleue, emphasized the power of inclusive dialogue and South-South cooperation. Her organization has mobilized thousands of students and citizens across Africa and the Mediterranean through education, cleanups, and regional summits. 

    – Patricia Desouza, UN Resident Coordinator in Cabo Verde, described how the UN is helping transform early warnings into daily tools for dignity and security. In Mozambique, early alerts triggered evacuation protocols that protected over 3 million people. In Cabo Verde, early warnings are now embedded in agriculture, water governance, and national policy planning.

    A Call to Action: Urgency, Innovation, and Equity

    Closing the session, Prof. Dwikorita Karnawati, Head of Indonesia’s BMKG, called for harnessing AI, big data, and IoT to make early warnings smarter and more accessible. She emphasized that innovation must be paired with capacity building and local ownership.

    Rep. Sara Jacobs (CA-51) and Senators Mazie Hirono (D-HI) and Ron Wyden (D-OR) reintroduced the landmark My Body, My Data Act, which would create a new national standard to protect reproductive and sexual health data. 

    The weaponization of private reproductive and sexual health data has increased in recent years, especially since the Supreme Court overturned Roe v. Wade. In 2017, police used web searches and text messages to charge Latice Fisher with second-degree murder after a stillbirth at home. Facebook messages were also a key piece of evidence in an abortion-related investigation of a Nebraska mother and daughter in 2022. A data broker shared cell phone and geo-location data with an anti-abortion political group that then dispensed disinformation about reproductive health to people who visited 600 abortion clinics in 48 states. Earlier this year, police investigated a Pennsylvania mother and daughter after receiving text messages about her pregnancy. 

    Rep. Sara Jacobs said: “Like millions of young people, I use a period tracking app – and the information in these apps, search history, location data, and so much more, has been collected, shared, and sold without our consent and even used to investigate and prosecute abortion cases. These threats are even scarier and more real in the second Trump Administration. That’s why I’m proud to reintroduce the My Body, My Data Act to ensure that bodily autonomy extends to our online lives and our private data. Our bicameral legislation provides the highest level of protection for our most sensitive data – reproductive and sexual health data – and I will keep fighting to pass it.”

    “As apps and devices that collect reproductive and sexual health information—like period and fertility trackers—become increasingly popular, everyone should be able to trust that their personal health data is safe and secure,” said Senator Hirono. “I am proud to reintroduce this legislation to protect people’s reproductive and sexual health data and prevent this information from being used against them. When companies don’t collect and keep people’s health data, they won’t have anything to turn over if folks come asking for it.”

Too often, data related to reproductive health care is used to target and criminalize people seeking essential care. I am thankful to Senators Wyden and Hirono and Representative Jacobs for introducing the My Body, My Data Act of 2025.     The My Body, My Data Act would:

    • Limit the personal reproductive and sexual health data that can be collected, retained, used, or disclosed to only what is needed to deliver a product or service.
    • Protect personal data collected by entities not currently covered under HIPAA, including data collected by apps, cell phones, and search engines.
    • Require regulated entities to develop and share a privacy policy outlining how they collect, retain, use, and disclose personal reproductive health information.
    • Direct the Federal Trade Commission (FTC) to enforce the law and to develop rules to implement the statute.
    • Create a private right of action to allow individuals to hold regulated entities accountable for violations. 
    • Provide additional consumer protections, including the right of an individual to access, delete, or correct their personal data if they choose to.
