    CHALK RIVER, Ontario, June 09, 2025 (GLOBE NEWSWIRE) — Canadian Nuclear Laboratories (CNL), Canada’s premier nuclear science and technology organization, and the University of Ottawa (uOttawa), one of Canada’s most innovative universities, are pleased to announce a new partnership to advance knowledge, education, research and innovation in low dose radiation (LDR) exposure health effects.

    Leveraging the leading research organizations’ complementary capabilities, the new partnership builds on CNL’s global leadership in LDR research with the establishment of a CNL-led LDR innovation hub, accelerating research critical to public safety and the health of Canadians. It will also serve to increase capabilities, education and training opportunities to graduate students and early career researchers.

    The partnership will also extend uOttawa researchers’ access to Atomic Energy of Canada Limited’s world class facilities at Chalk River Laboratories, including the unique Biological Research Facility, associated irradiation facilities and LDR Tissue Bank, and establishes a CNL satellite laboratory within uOttawa’s new Advanced Medical Research Centre (AMRC) – set to open in 2026. This physical presence will be co-located with the Ottawa Institute of Systems Biology (OISB) as well as uOttawa state-of-the-art Core Facilities, which altogether will support new research directions in radiation sciences and advanced organoid-based systems biology. These areas are rapidly developing strengths at uOttawa, positioning the university as a national, and potentially international, leader in this field. uOttawa will also offer reciprocal access to key research facilities on campus, in addition to those located at the faculty of medicine and in AMRC.

    The mass spectrometer will be a central component of the new Spatial Biology and Single-Cell Suite (3S) within the AMRC. This cutting-edge suite will integrate transformative new technologies into a coordinated workflow that complements and enhances five existing and intensively used Core Facilities: Flow Cytometry, Metabolomics, Gene Editing, Cellular Imaging, and Bioinformatics. By bridging these platforms, 3S will significantly expand research capabilities in some of uOttawa’s strongest areas of discovery, particularly brain, heart, and cancer biology—driving breakthroughs in systems biology, precision medicine, and therapeutic development.

    Defendant Allegedly Laundered More Than $500M Through the U.S. Financial System, Including by Facilitating Transactions with Sanctioned Russian Banks

    A 22-count indictment was unsealed today charging Iurii Gugnin, also known as Iurii Mashukov and George Goognin, 38, a resident of New York and citizen of Russia, with various offenses related to using his cryptocurrency company Evita to funnel more than $500 million of overseas payments through U.S. banks and cryptocurrency exchanges while hiding the source and purpose of the transactions.

    According to court documents, Gugnin is charged with wire and bank fraud, conspiracy to defraud the United States, violation of the International Emergency Economic Powers Act (IEEPA), operating an unlicensed money transmitting business, failing to implement an effective anti-money laundering compliance program, failing to file suspicious activity reports, money laundering, and related conspiracy charges. Gugnin was arrested and arraigned today in New York.

    “The defendant is charged with turning a cryptocurrency company into a covert pipeline for dirty money, moving over half a billion dollars through the U.S. financial system to aid sanctioned Russian banks and help Russian end-users acquire sensitive U.S. technology,” said John A. Eisenberg, Assistant Attorney General for National Security. “The Department of Justice will not hesitate to bring to justice those who imperil our national security by enabling our foreign adversaries to sidestep sanctions and export controls.”

    “As alleged, Gugnin came to the United States and set up a money laundering operation under the guise of a cryptocurrency start-up, which he then used to evade sanctions and export controls and defraud U.S. financial institutions,” said U.S. Attorney Joseph Nocella Jr. for the Eastern District of New York. “Today’s arrest demonstrates that this Office will vigorously prosecute those who abuse the U.S. financial system in furtherance of criminal activity, particularly when it undermines national security.”

    “Gugnin’s cryptocurrency company allegedly served as a front to launder hundreds of millions of dollars for sanctioned Russian entities and to obtain export-controlled technology for the Russian government,” said Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence Division. “Let this serve notice that using cryptocurrency to hide illegal conduct will not prevent the FBI and our partners from holding you accountable.”

    As alleged in the indictment, Gugnin is the founder, President, Treasurer, and Compliance Officer of U.S-based Evita Investments Inc. (Evita Investments) and Evita Pay Inc. (Evita Pay) (collectively, Evita). Gugnin used both companies to enable foreign customers — many of whom held funds at sanctioned Russian banks — to provide him with cryptocurrency, which he then laundered through cryptocurrency wallets and U.S. bank accounts. Gugnin ultimately converted the funds into U.S. dollars or other fiat currencies and then made payments through bank accounts in Manhattan on behalf of his foreign customers. In the process, the sources of the funds were obscured, disguising the audit trail and hiding the true counterparties to the transactions. Between June 2023 and January 2025, Gugnin used Evita to facilitate the movement of approximately $530 million through the U.S. financial system, most of which he received in the form of a cryptocurrency stablecoin known as Tether, or “USDT.”

    To effectuate the scheme, Gugnin defrauded various banks and cryptocurrency exchanges through which he converted funds and made wire transfers. Gugnin repeatedly lied to these banks and exchanges, telling them that Evita did not conduct business with entities in Russia and did not deal with sanctioned entities. In fact, many of Gugnin’s customers were located in Russia, and he facilitated payments in funds held at sanctioned Russian banks, including PJSC Sberbank, PJSC Sovcombank, PJSC VTB Bank, and JSC Tinkoff Bank. Gugnin maintained personal accounts at two sanctioned Russian banks, JSC Alfa-Bank and PJSC Sberbank, with which he transacted while residing in the United States. Gugnin also facilitated payments by foreign customers to procure sensitive electronics, including an export-controlled server designed by a U.S. technology company, and laundered funds from a Moscow-based supplier to purchase parts for Rosatom, Russia’s state-owned nuclear technology company. To conceal his activities, Gugnin regularly obfuscated invoices by digitally “whiting out” the names and addresses of his Russian customers.

    Gugnin also failed to implement Evita’s own purported anti-money laundering program and failed to file suspicious activity reports, as required under the Bank Secrecy Act. Although Gugnin represented to banks and cryptocurrency exchanges that Evita followed rigorous anti-money laundering and know-your-customer requirements, in practice he flouted those requirements, as well as the requirement to file reports of suspicious activities with the Financial Crimes Enforcement Network (FinCEN). Gugnin ultimately registered Evita Pay as a money transmitter with FinCEN and the state of Florida but did so by making materially false statements to the state of Florida about Evita Pay’s business. Gugnin used that fraudulently obtained state license to induce a cryptocurrency exchange to process transactions on his behalf.

    In the course of his scheme, Gugnin conducted web searches that confirmed his awareness that he was breaking the law, including searches for “how to know if there is an investigation against you”; “evita investments inc. criminal records search”; “Iurii Gugnin criminal records”; “money laundering penalties US”; and “penalties for sanctions violations EU luxury goods.” He also visited website pages titled, respectively “am I being investigated?”; “signs you may be under criminal investigation”; and “what are the best ways to find out if you’re being investigated and what can someone do when they think they might be under investigation.”

    If convicted, Gugnin faces a maximum penalty of 30 years in prison for each count of bank fraud; a maximum penalty of 20 years in prison for each of the wire fraud, IEEPA, money laundering, and related conspiracy counts; a maximum penalty of 10 years in prison for failure to implement an effective anti-money laundering program and failure to file suspicious activity reports; and a maximum penalty of five years in prison for conspiracy to defraud the United States and operating an unlicensed money transmitting business.

    Assistant U.S. Attorney Matthew Skurnik for the Eastern District of New York and Trial Attorney Dallas Kaplan of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case. Assistant U.S. Attorney Laura Mantell for the Eastern District of New York’s Asset Recovery Section is handling forfeiture matters.

The Disruptive Technology Strike Force is an interagency law enforcement strike force co-led by the Departments of Justice and Commerce designed to target illicit actors, protect supply chains, and prevent critical technology from being acquired by authoritarian regimes and hostile nation-states.

    Introduction
    Tropical cyclones represent a danger to life, property, and the economies of communities. Researchers who study tropical cyclones have focused on remote observations using space-based platforms to image these storms, inform forecasts, better predict landfall, and improve understanding of storm dynamics and precipitation evolution – see Figure 1.

    The tropical cyclone community has leveraged data from Earth observing platforms for more than 30 years. These data have been retrieved from numerous instruments including: the Advanced Baseline Imager (ABI) on the National Oceanic and Atmospheric Administration’s (NOAA) Geostationary Operational Environmental Satellite (GOES)–Series R satellites; the Tropical Rainfall Measuring Mission (TRMM) Microwave Imager (TMI); the Global Precipitation Measurement (GPM) Microwave Imager (GMI); the Special Sensor Microwave Imager/Sounder (SSMIS) on the Defense Meteorological Satellite (DSMP) satellites; the Advanced Microwave Scanning Radiometer (AMSR-E) on Aqua; AMSR2 on the Japan Aerospace Exploration Agency’s (JAXA) Global Change Observation Mission–Water (GCOM-W) mission; the Advanced Microwave Sounding Unit (AMSU) on Aqua and the Advanced Technology Microwave Sounder (ATMS) on the NASA–NOAA Suomi National Polar-Orbiting Partnership (Suomi NPP), NOAA-20, and NOAA-21; the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Terra and Aqua Platform; and the Visible Infrared Imaging Radiometer Suite (VIIRS) on Suomi NPP, as well as on the first two Joint Polar Satellite System (JPSS) missions (i.e., NOAA-20 and NOAA-21).
    Despite having decades of data at their disposal, scientists lack data from instruments placed in low-inclination orbits that provide more frequent views within tropical regions. This limitation is especially pronounced in the tropical and subtropical latitudes, which is where tropical storms develop and intensify.
    The NASA Time-Resolved Observations of Precipitation structure and storm Intensity with a Constellation of Smallsats (TROPICS) grew from the Precipitation and All-weather Temperature and Humidity (PATH) to address a need for obtaining three-dimensional (3D) temperature and humidity measurements as well as precipitation with a temporal revisit rate of one hour or better – see Figure 2. TROPICS uses multiple small satellites flying in a carefully engineered formation to obtain rapid revisits of measurements of precipitation structure within the storms, as well as temperature and humidity profiles, both within and outside of the storms, including the intensity of the upper-level warm core. In addition, the instruments provide a median revisit time of about one hour. The data gathered also informs changes in storm track and intensity and provides data to improve weather prediction models.
    The imagery is focused on inner storm structure (near 91 and 205 GHz), temperature soundings (near 118 GHz), and moisture soundings (near 183 GHz). Spatial resolution at nadir is approximately 24 km (16.8 mi) for temperature and 17 km (10.6 mi) for moisture and precipitation, covering a swath of approximately 2000 km (1243 mi) in width. Researchers can use TROPICS data to create hundreds of high-resolution images of tropical cyclones throughout their lifecycle.

    This article provides an overview of the two years of successful science operations of TROPICS, with a focus on the suite of geophysical Level-2 (L2) products (e.g., atmospheric vertical temperature and moisture profiles, instantaneous surface rain rate, and tropical cyclone intensity) and the science investigations resulting from these measurements. TROPICS was originally conceived as a six-satellite constellation, with two satellites launched into each of three low-inclination orbits. Regrettably, the first launch, on June 22, 2022 aboard an Astra Rocket 3.3, failed to reach orbit. While unfortunate, the mission could still proceed with four satellites and meet its baseline revisit rate requirement (with no margin), with the silver lining of an extra year of data gathered from TROPICS Pathfinder that allowed the tropical cyclone research community to prepare and test communications systems and data processing algorithms before the launch of the four remaining constellation satellites. These satellites were deployed on two separate launches – May 8, 2023 and May 26, 2023 aboard a Rocket Lab launch vehicle. The early testing accelerated calibration and validation for the constellation.
    Collecting Data Critical to Understanding Tropical Cyclones
    Tropical cyclone investigations require rapid quantitative observations to create 2D storm structure information. The four radiance data products in the TROPICS constellation [i.e., antenna temperature (L1a), brightness temperature (L1b), unified brightness temperature, and regularized scan pattern and limb-adjusted brightness temperature (L1c)] penetrate below the cloud top to gather data at greater frequency for a lower cost than current operational systems. The constellation data has been used to evaluate the development of the warm core and evolution of the ice water path within storms – two indicators of storm formation and subsequent changes in intensity.
    The upper-level warm core is key to tropical cyclone development and intensification. Precipitation may instigate rapid intensification through convective bursts that are characterized by expanding cold cloud tops, increasing ice scattering, lightning, and towers of intense rain and ice water that are indicative of strong updrafts. TROPICS frequencies provide a wealth of information on scattering by precipitation-sized ice particles in the eyewall and rainbands that will allow for researchers to track the macrostructure of convective bursts in tropical cyclones across the globe. In addition, TROPICS data helps clarify how variations in environmental humidity around tropical cyclones affect storm structure and intensification.
    Upper-level Warm Core
    Analysis of the upper-level warm core of a tropical cyclone reveals valuable information about the storm’s development. The tropical cyclone community is using data from TROPICS to understand the processes that lead to precipitating ice structure and the role it plays in intensification – see Figure 3. While the warm core has been studied for decades, TROPICS provides a new opportunity to get high-revisit rate estimates of the atmospheric vertical temperature profile. By pairing the temperature profile with the atmospheric vertical moisture profile, researchers can define the relative humidity in the lower-to-middle troposphere, which is critical to understanding the impact of dry environmental air on storm evolution and structure.

    Ice Water Path and Precipitation
    Another variable that helps to provide insight into the development of tropical cyclones is the ice water path, which details the total mass of ice present in a vertical column of the atmosphere and is therefore useful for characterizing the structure and intensity of these storms. Increasing ice water path can reflect strengthening convection within a storm and thereby be an indicator of likely intensification – see Figure 4. TROPICS is the first spaceborne sensor equipped with a 205-GHz channel that, along with the traditional 89, 118, and 183 GHz channels, is more sensitive to detecting precipitation-sized ice particles. In addition, the TROPICS Precipitation Retrieval and Profiling Scheme (PRPS) provides an estimate of precipitation. This scheme is based solely on the satellite radiances linked to precipitation rates, which can be used to generate products across time scales, from near-real-time to climatological scales.

    Collaborations and TROPICS Data in Action
    To evaluate and enhance the data gathered by TROPICS, the TROPICS application team enlisted the assistance of operational weather forecasters that formed the TROPICS Early Adopters program. In 2018, the program connected the application team to stakeholders interested in using TROPICS data for research, forecasting, and decision making. This collaboration improved approaches to diagnose and predict tropical cyclones. For example, the National Hurricane Center (NHC) found that the new TROPICS channel at 204.8 GHz offered the best approach to capture convective storm structure, followed by the more traditionally used 91-GHz channel. In addition, the U.S. Joint Typhoon Warning Center (JTWC) has been using TROPICS data to center-fix tropical cyclones and identify cloud formations. In particular, the JTWC team found that the 91-GHz channel was most useful for identifying cloud structure. Both NHC and JTWC found the TROPICS high revisit rate to be beneficial.
    In 2024, the TROPICS applications team developed the TROPICS Satellite Validation Module as part of the NOAA Hurricane Research Division’s annual Advancing the Prediction of Hurricanes Experiment (APHEX). The module coordinated data collection from NOAA’s Hurricane Hunter aircraft beneath TROPICS satellite overpasses to provide data to calibrate and validate TROPICS temperature, moisture, and precipitation measurements. Using this approach, the Hurricane Hunter team tracked Hurricane Ernesto over the central North Atlantic on August 15 and 16, 2024 and used the data to characterize the environment of Ernesto’s rain bands – see Figure 5.

    In addition, the team used TROPICS observations in combination with GPM constellation precipitation estimates to characterize the lifecycle of Hurricane Franklin, which formed on August 19, 2023 and underwent a period of rapid intensification about eight days later. Intensification of the storm, in particular the period of rapid intensification (45 knot increase in maximum winds in 24 hours), occurred in association with a decrease in environmental vertical wind shear, a contraction of the radius of maximum precipitation, and an increase in the precipitation rate. Intensification ended with the formation of secondary rainbands and an outward shift in the radius of maximum precipitation.
    Conclusion
    TROPICS data offer the potential for improving forecasts from numerical weather prediction models and operational forecasts using its high spatial resolution and high revisit rates that enable enhanced characterization of tropical cyclones globally. To date, the TROPICS mission has produced a high-quality aggregate data record spanning 10 billion observations and 10 satellite years, using relatively low-cost microwave sounder constellations. All L1 (i.e., radiances) and L2 (i.e., geophysical products) data products and Algorithm Theoretical Basis Documents are available to the general public through the Goddard Earth Sciences Data and Information Services Center (GES DISC). The GES DISC data discussed in this article include L1 and L2 products for TROPICS-1, TROPICS-3, TROPICS-5, and TROPICS-6.
    TROPICS data has aided hurricane track forecasting for multiple storms as forecasters have used the data at multiple operational tropical cyclone forecast centers. Data gathered by TROPICS will soon be complemented by multiple commercial constellations that are coming online to improve the revisit rate and performance.

  • MIL-OSI USA: Comet-Catching NASA Technology Enables Exotic Works of Art

    Consisting of 99% air, aerogel is the world’s lightest solid. This unique material has found purpose in several forms — from NASA missions to high fashion.
    Driven by the desire to create a 3D cloud, Greek artist, Ioannis Michaloudis, learned to use aerogel as an artistic medium. His journey spanning more than 25 years took him to the Massachusetts Institute of Technology (MIT) in Cambridge; Shivaji University in Maharashtra, India, and NASA’s Jet Propulsion Laboratory in Southern California.
     A researcher at MIT introduced Michaloudis to aerogel after hearing of his cloud-making ambition, and he was immediately intrigued. Aerogel is made by combining a polymer with a solvent to create a gel and flash-drying it under pressure, leaving a solid filled with microscopic pores. 
    Scientists at JPL chose aerogel in the mid-1990s to enable the Stardust mission, with the idea that a porous surface could capture particles while flying on a probe behind a comet. Aerogel worked in lab tests, but it was difficult to manufacture consistently and needed to be made space-worthy. NASA JPL hired materials scientist Steve Jones to develop a flight-ready  aerogel, and he eventually got funding for an aerogel lab. 

    The Stardust mission succeeded, and when Michaloudis heard of it, he reached out to JPL, where Jones invited him to the lab. Now retired, Jones recalled, “I went through the primer on aerogel with him, the different kinds you could make and their different properties.” The size of Jones’ reactor, enabling it to make large objects, impressed Michaloudis. With tips on how to safely operate a large reactor, he outfitted his own lab with one. 
    In India, Michaloudis learned recipes for aerogels that can be molded into large objects and don’t crack or shrink during drying. His continued work with aerogels has created an extensive art portfolio. 
    Michaloudis has had more than a dozen solo exhibitions. All his artwork involves aerogel, drawing attention with its unusual qualities. An ethereal, translucent blue, it casts an orange shadow and can withstand molten metals. In 2020, Michaloudis created a quartz-encapsulated aerogel pendant for the centerpiece of that year’s collection from French jewelry house Boucheron. Michaloudis also captured the fashion and design world’s attention with a handbag made of aerogel, unveiled at Coperni’s 2024 fall collection debut. 
    NASA was a crucial step along the way. “I am what I am, and we made what we made thanks to the Stardust project,” said Michaloudis.

    Public can learn where, when and how construction will affect them

    PUYALLUP – Construction work on a new stage of the State Route 167 Completion Project in Pierce County will begin picking up steam in summer 2025. To help people in the Puyallup, Edgewood, Sumner and Milton areas understand how construction will affect them, the Washington State Department of Transportation is launching an online open house on Monday, June 9.

    People who visit the online open house will learn more about the project, which builds a portion of a new expressway between SR 410 and North Meridian Avenue in Puyallup. It also includes a new interchange at North Meridian Avenue, two new bridges, a section of the spuyaləpabš Trail, and ramp and surface street improvements. The online open house outlines the phases of construction and what people can expect if they live, work or travel through the area.

    SR 167 Completion Project information

    The SR 167 Completion Project builds 6 miles of new tolled highway between Puyallup and the Port of Tacoma. The new expressway will be built in stages. The first stage of work completed the new Wapato Way East bridge and SR 99 roundabout in Fife. The second stage builds the expressway between I-5 and the Port of Tacoma. It’s scheduled to open in 2026.  Work on the third stage between SR 161/North Meridian Avenue and SR 410 began in 2025. Construction of the last stage between North Meridian Avenue and I-5 will begin in 2026. The entire project is planned for completion by 2030.

  • MIL-OSI Security: FORMER BATON ROUGE CITY PARISH CONTRACTOR SENTENCED TO 86 MONTHS FOR DISTRIBUTION OF CHILD PORNOGRAPHY

    Acting United States Attorney Ellison C. Travis announced that U.S. District Judge Brian A. Jackson sentenced Blake Joseph Steiner, age 37, of Baton Rouge, Louisiana, to 86 months in federal prison following his conviction for distribution of child pornography. The Court further sentenced Steiner to serve five years of supervised release following his term of imprisonment and ordered him to complete sex offender treatment and register as a sex offender upon his release.

    According to admissions made during his plea, Steiner initiated a conversation on a mobile application group chat with an undercover agent (“UCA”). Steiner hoped to gain access to a group that was dedicated to sharing and trading child pornography. To gain access, Steiner first sent the UCA a video of himself and the date to verify his identity. In another effort to gain access to what he thought was an online child pornography group, Steiner sent a video of a girl under 12 years old being raped by an adult male.  Steiner further admitted to the UCA that he managed another child pornography group online and that he engaged in hands-on conduct involving a minor. 

    This matter was investigated by the U.S. Department of Homeland Security – Homeland Security Investigations, and the Louisiana State Police and was prosecuted by Assistant United States Attorney Edward H. Warner, who also serves as Deputy Criminal Chief.   

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice.   • MIL-OSI Security: Founder of Cryptocurrency Payment Company Charged with Evading Sanctions and Export Controls, Defrauding Financial Institutions, and Violating the Bank Secrecy Act

    Defendant Allegedly Laundered More Than $500M Through the U.S. Financial System, Including by Facilitating Transactions with Sanctioned Russian Banks

    A 22-count indictment was unsealed today charging Iurii Gugnin, also known as Iurii Mashukov and George Goognin, 38, a resident of New York and citizen of Russia, with various offenses related to using his cryptocurrency company Evita to funnel more than $500 million of overseas payments through U.S. banks and cryptocurrency exchanges while hiding the source and purpose of the transactions.

    According to court documents, Gugnin is charged with wire and bank fraud, conspiracy to defraud the United States, violation of the International Emergency Economic Powers Act (IEEPA), operating an unlicensed money transmitting business, failing to implement an effective anti-money laundering compliance program, failing to file suspicious activity reports, money laundering, and related conspiracy charges. Gugnin was arrested and arraigned today in New York.

    “The defendant is charged with turning a cryptocurrency company into a covert pipeline for dirty money, moving over half a billion dollars through the U.S. financial system to aid sanctioned Russian banks and help Russian end-users acquire sensitive U.S. technology,” said John A. Eisenberg, Assistant Attorney General for National Security. “The Department of Justice will not hesitate to bring to justice those who imperil our national security by enabling our foreign adversaries to sidestep sanctions and export controls.”

    “As alleged, Gugnin came to the United States and set up a money laundering operation under the guise of a cryptocurrency start-up, which he then used to evade sanctions and export controls and defraud U.S. financial institutions,” said U.S. Attorney Joseph Nocella Jr. for the Eastern District of New York. “Today’s arrest demonstrates that this Office will vigorously prosecute those who abuse the U.S. financial system in furtherance of criminal activity, particularly when it undermines national security.”

    “Gugnin’s cryptocurrency company allegedly served as a front to launder hundreds of millions of dollars for sanctioned Russian entities and to obtain export-controlled technology for the Russian government,” said Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence Division. “Let this serve notice that using cryptocurrency to hide illegal conduct will not prevent the FBI and our partners from holding you accountable.”

    As alleged in the indictment, Gugnin is the founder, President, Treasurer, and Compliance Officer of U.S-based Evita Investments Inc. (Evita Investments) and Evita Pay Inc. (Evita Pay) (collectively, Evita). Gugnin used both companies to enable foreign customers — many of whom held funds at sanctioned Russian banks — to provide him with cryptocurrency, which he then laundered through cryptocurrency wallets and U.S. bank accounts. Gugnin ultimately converted the funds into U.S. dollars or other fiat currencies and then made payments through bank accounts in Manhattan on behalf of his foreign customers. In the process, the sources of the funds were obscured, disguising the audit trail and hiding the true counterparties to the transactions. Between June 2023 and January 2025, Gugnin used Evita to facilitate the movement of approximately $530 million through the U.S. financial system, most of which he received in the form of a cryptocurrency stablecoin known as Tether, or “USDT.”

    To effectuate the scheme, Gugnin defrauded various banks and cryptocurrency exchanges through which he converted funds and made wire transfers. Gugnin repeatedly lied to these banks and exchanges, telling them that Evita did not conduct business with entities in Russia and did not deal with sanctioned entities. In fact, many of Gugnin’s customers were located in Russia, and he facilitated payments in funds held at sanctioned Russian banks, including PJSC Sberbank, PJSC Sovcombank, PJSC VTB Bank, and JSC Tinkoff Bank. Gugnin maintained personal accounts at two sanctioned Russian banks, JSC Alfa-Bank and PJSC Sberbank, with which he transacted while residing in the United States. Gugnin also facilitated payments by foreign customers to procure sensitive electronics, including an export-controlled server designed by a U.S. technology company, and laundered funds from a Moscow-based supplier to purchase parts for Rosatom, Russia’s state-owned nuclear technology company. To conceal his activities, Gugnin regularly obfuscated invoices by digitally “whiting out” the names and addresses of his Russian customers.

    Gugnin also failed to implement Evita’s own purported anti-money laundering program and failed to file suspicious activity reports, as required under the Bank Secrecy Act. Although Gugnin represented to banks and cryptocurrency exchanges that Evita followed rigorous anti-money laundering and know-your-customer requirements, in practice he flouted those requirements, as well as the requirement to file reports of suspicious activities with the Financial Crimes Enforcement Network (FinCEN). Gugnin ultimately registered Evita Pay as a money transmitter with FinCEN and the state of Florida but did so by making materially false statements to the state of Florida about Evita Pay’s business. Gugnin used that fraudulently obtained state license to induce a cryptocurrency exchange to process transactions on his behalf.

    In the course of his scheme, Gugnin conducted web searches that confirmed his awareness that he was breaking the law, including searches for “how to know if there is an investigation against you”; “evita investments inc. criminal records search”; “Iurii Gugnin criminal records”; “money laundering penalties US”; and “penalties for sanctions violations EU luxury goods.” He also visited website pages titled, respectively “am I being investigated?”; “signs you may be under criminal investigation”; and “what are the best ways to find out if you’re being investigated and what can someone do when they think they might be under investigation.”

    If convicted, Gugnin faces a maximum penalty of 30 years in prison for each count of bank fraud; a maximum penalty of 20 years in prison for each of the wire fraud, IEEPA, money laundering, and related conspiracy counts; a maximum penalty of 10 years in prison for failure to implement an effective anti-money laundering program and failure to file suspicious activity reports; and a maximum penalty of five years in prison for conspiracy to defraud the United States and operating an unlicensed money transmitting business.

    Assistant U.S. Attorney Matthew Skurnik for the Eastern District of New York and Trial Attorney Dallas Kaplan of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case. Assistant U.S. Attorney Laura Mantell for the Eastern District of New York’s Asset Recovery Section is handling forfeiture matters.

    Today’s actions were coordinated through the Justice and Commerce Departments’ Disruptive Technology Strike Force. The Disruptive Technology Strike Force is an interagency law enforcement strike force co-led by the Departments of Justice and Commerce designed to target illicit actors, protect supply chains, and prevent critical technology from being acquired by authoritarian regimes and hostile nation-states.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Deputy Prime Minister Alexander Novak held a meeting of the interdepartmental working group on the creation and development of special economic zones.

    It was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin, General Director of PJSC Tatneft named after V.D. Shashin Nail Maganov, Director of the Association of Clusters, Technology Parks and SEZs of Russia Mikhail Labudin, representatives of the Ministry of Economic Development, the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Internal Affairs, and the Federal Customs Service.

    The participants discussed the results of the work of special economic zones in Russia and approved the creation of a new special economic zone of the industrial and production type “Green Valley” in the Republic of Tatarstan on the territory of the Zainsk municipal formation for the development of a biotechnology cluster on an area of 16.5 hectares.

    “This year, the SEZ mechanism turns 20 years old. During this time, they have become one of the key drivers of development in the territories where key projects in industry, science, logistics are being implemented, growth points in tourism are being formed – conditions are being created for fulfilling the economic tasks set by the President. Over 1.3 thousand unique projects with an investment portfolio of 6.6 trillion and plans to create 177 thousand jobs are in the active implementation stage. Based on the results of 2024, we see a record demand for special zones among businesses, 230 new residents and 1.2 trillion in investments in just one year. In the previous record year of 2023, there were 188 new residents and 636 billion in investments. Serious momentum has been gained that cannot be slowed down,” said Alexander Novak, opening the meeting.

    According to the Tatarstan authorities, by 2034 the volume of investments made by residents of the new economic zone “Green Valley” will amount to over 15 billion rubles, and 444 jobs are planned to be created. The projects of the SEZ residents include processing flax and cotton into biofiber, production of sorbents and fertilizers, etc. Tatneft plans to implement two of the six SEZ projects.

    The Government is creating a Center for the Development of Artificial Intelligence. The corresponding decision was made at a Government meeting. Its goal is to systematize the implementation of AI technology in Russia. The Center will select and replicate standard solutions, coordinate government agencies, regions and businesses, provide expert and methodological support, and organize international cooperation. The work of the Center will be coordinated by Deputy Prime Minister – Chief of Staff of the Government Dmitry Grigorenko.

    “The introduction of AI into the economy, social sphere and public administration is already producing results today. Our task is to make the results of the introduction of artificial intelligence available to all Russians, and to increase our country’s competitiveness in world markets through the development of modern technologies. The center is being created to coordinate the efforts of all participants in the process of developing AI technologies in Russia,” commented Dmitry Grigorenko.

    Since 2025, the national project “Data Economy and Digital Transformation of the State” has been implemented in Russia, an important part of which is the federal project “Artificial Intelligence”. In addition, each federal executive body and each region has developed its own digital transformation programs, which outline the tasks for the implementation of artificial intelligence. All this work requires end-to-end coordination to synchronize the results.

    In addition to coordination, an important task of the center will be to replicate the best practices that already exist in Russia. Best practices are understood as solutions that have not only proven their effectiveness, but are also safe. The center’s tasks will also include regulatory framework for ensuring the safety of AI technologies in Russia and organizing international cooperation.

    The AI Development Center is being created on the basis of the Analytical Center under the Government of Russia as a federal project office.

  • MIL-OSI Europe: Luxembourg and EIB Global team up to help Small Island Developing States confront climate change

    • Luxembourg is tapping EIB Global expertise through the Luxembourg-EIB Climate Finance Platform (LCFP) to contribute €5 million to the Outrigger Impact Fund I.

    • Outrigger Impact Fund I will provide debt and equity financing to help Small Island Development States adapt to climate change and reduce greenhouse gas emissions.

    Luxembourg is joining forces with the European Investment Bank’s development arm (EIB Global) to pledge €5 million through the Luxembourg-EIB Climate Finance Platform (LCFP) to help Small Island Development States (SIDS) tackle climate change. The Government of Luxembourg is making the commitment to a new fund dedicated to the sustainable use of ocean resources – an area of activity known as the “blue economy” – and EIB Global is managing the contribution to ensure its optimal use.

    Luxembourg’s pledge will take the form of junior equity in the Outrigger Impact Fund I, which has a target size of $100 million and will be run by UK-based fund manager Outrigger Impact. The fund will operate in Small Island Development States, providing debt and equity finance to projects in various blue economy sectors such as sustainable aquaculture, ocean conservation, ecotourism and offshore renewable energy.

    “This investment reflects our ambition to drive more capital towards climate resilience where it is most urgently needed. By backing the Outrigger Impact Fund I through the provision of junior equity, we aim to de-risk innovative projects in the blue economy and mobilise private finance at scale.     “Small Island Developing States are disproportionately at risk of the impacts of climate change and receive immeasurably less financing than other developing or low-income countries. That’s why this fund is important – at the portfolio level it is expected to multiply investments with a significant leverage,” said Vice-President Fayolle.

    The involvement of Luxembourg and the EIB in the new fund advances an EU goal in its “Global Gateway Investment Agenda” to deepen worldwide cooperation on investment in areas including climate and the environment.

    The investments by the new fund will reduce greenhouse gas emissions through clean transport, contribute to conservation of protected areas and coral reefs, and reduce pollution including plastics in the ocean. The financing will also increase the resilience of local communities to climate change.

    The fund will leverage private investments and group projects across Small Island Development States to support new or small market players that are developing innovative business models backing the transition to a sustainable blue economy.

    “This new fund will provide catalytic investment in projects, small and medium-sized enterprises and nature-based solutions in Small Island Development States. These states steward over 30% of our oceans through their exclusive economic zones, meaning that their blue economies, ecosystems and sustainable marine assets are full of environmental, social and economic potential,” said Outrigger Impact Managing Director Simon Dent.

    Jay Clayton, the United States Attorney for the Southern District of New York, and Christopher G. Raia, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced that KINGSLEY UCHELUE UTULU was sentenced today by U.S. District Judge Paul G. Gardephe to 63 months in prison for his role in a broad hacking, fraud, and identity theft scheme targeting U.S.-based businesses and individuals.  UTULU previously pled guilty to conspiracy to commit wire fraud.

    “Kingsley Uchelue Utulu took part in a scheme to hack into U.S. tax preparation businesses, trade in the stolen personal identifying information, and defraud the IRS and other governmental bodies,” said U.S. Attorney Jay Clayton.  “Offshore scammers like Utulu and his co-conspirators may think they can target hard-working Americans with their hacking and fraud schemes and avoid prosecution.  The message from the Department and the FBI is clear, they cannot.  We are committed to protecting Americans from criminals operating offshore.”   

    FBI Assistant Director in Charge Christopher G. Raia said: “Kingsley Utulu, a Nigerian national, was part of a scheme that targeted and infiltrated electronic systems of U.S.-based companies to steal more than two million dollars through fraudulent tax returns.  Along with his co-conspirators, this defendant’s scheme reached across the globe to exploit sensitive information for financial gain.  The FBI will never exempt any individual who seeks to unlawfully profit through deceitful practices, regardless of where they are located.”

    According to the Indictment, public court filings, and statements made in court:

    Beginning in at least in or about 2019, UTULU and other Nigeria-based conspirators took part in a scheme to hack into U.S-based tax preparation businesses.  The conspirators utilized spearphishing emails to obtain access to these business’s electronic systems.  Once they had obtained access, the conspirators stole the tax and other identifying information of the business’ customers.  The conspirators hacked into several U.S.-based tax businesses, located in New York, Texas, and other states.

    The conspirators obtained the stolen identity information of thousands of individuals.  They used this information to file fraudulent tax returns with the Internal Revenue Service and state tax authorities.  The conspirators sought fraudulent refunds of at least approximately $8.4 million, of which they successfully obtained at least approximately $2.5 million.

    In addition to filing fraudulent tax returns, the conspirators used the stolen identities to file fraudulent claims with the Small Business Administration’s Economic Injury Disaster Loan program.  The conspirators were able to obtain at least an additional approximately $819,000 in fraudulent payouts.

    UTULU was arrested for his involvement in this scheme while being present in the United Kingdom and was thereafter extradited to the U.S. to be prosecuted.

    In addition to the prison term, UTULU, 38, of Nigeria, was ordered to pay restitution in an amount of $3,683,029.39 and forfeiture in the amount of $290,250.

    Washington, DC: An International Monetary Fund (IMF) team led by Ms. Mercedes Vera Martin, IMF Mission Chief for Zambia, visited Lusaka from April 29 to May 13, 2025, to conduct discussions for the 2025 Article IV Consultation and the Fifth Review under the Extended Credit Facility (ECF). Discussions continued virtually subsequently.

    At the end of the discussions, Ms. Vera Martin issued the following statement:

    “The Zambian authorities and the IMF team reached a staff-level agreement on economic policies and reforms for the Fifth Review under the ECF arrangement. The agreement is subject to approval by IMF management and the Executive Board in the coming weeks. Once approved by the Executive Board, Zambia will gain access to SDR 139.9 million (about US$194 million) in financing.

    “The Zambian economy demonstrated resilience in 2024, despite a severe drought and global headwinds. Real GDP growth is estimated at 4 percent in 2024—up from 1.2 percent projected at the time of the Fourth Review—driven by stronger-than-projected mining and non-mining activity, especially in ICT, financial services and construction, as well as a less severe contraction in agriculture than initially envisaged. Fiscal performance in 2024 was tighter than initially planned, with a primary surplus of 2.9 percent of GDP, driven primarily by spending compression amid tight financing conditions. Social protection spending helped cushion the impact of the drought and rising prices on vulnerable households.

    “Growth momentum is expected to continue in 2025, with real GDP growth projected at 5.8 percent. Economic activity would be supported by a rebound in agricultural output, increased copper production, and a gradual recovery in electricity generation, although electricity shortages and reliance on energy imports are expected to persist. Driven by higher food prices and kwacha depreciation, inflation averaged 15 percent y/y in 2024 and peaked at 16.8 percent y/y in February. Inflationary pressures have started to show signs of easing since then, partly reflecting hikes in the policy rate, at 14.5 percent since February 2025. The current account deficit narrowed in 2024, while gross international reserves have continued to increase, to $4.7 billion by mid-May 2025 (4.1 months of prospective imports). The medium-term outlook remains favorable, but downside risks to the outlook dominate given increasing global uncertainty. Advancing the external debt restructuring would help lower risk premia and catalyze investment.

    “The overall fiscal balance is expected to widen to 5.3 percent of GDP, with the primary balance (cash basis, program target) projected at 1.1 percent in 2025. Higher-than-initially projected debt service and new social spending needs are adding fiscal pressures. To this end, the authorities have committed to revising the 2025 Budget, to include additional revenue measures and reprioritize expenditures to partly accommodate additional spending needs. Going forward, sustained revenue mobilization and stronger expenditure controls will be critical to safeguarding priority spending and supporting fiscal and debt sustainability. Continued efforts to strengthen tax administration and expenditure efficiency, broaden the tax base, and monitoring fiscal risks will help improve fiscal policy implementation.  

    “While inflation is projected to gradually decline in 2025 as food and fuel prices ease, continued vigilance is needed given elevated uncertainty and persistent inflationary pressures. Preserving a data-driven and forward-looking monetary policy stance will be essential to steer inflation toward the target band and support macroeconomic stability. Enhancing the monetary transmission will help develop interbank money markets. Strengthening the financial legal and regulatory framework in line with international best practices, including for bank resolution, and developing an effective deposit protection scheme, will support financial stability.  

    “Accelerating reform implementation is needed to lay the foundations for higher and more inclusive growth. Continued efforts to improve the business environment and strengthen governance are critical to boosting investor confidence, reducing the state footprint, particularly in agriculture, and fostering a level-playing field for private sector-led growth. These reforms are key to unlocking investment and creating job opportunities needed for Zambia’s rapidly growing youth population. While the open access regime in the fuel sector is being somewhat implemented, renewed efforts to enhance enforcement and transparency in fuel supply will further promote fair competition.

    A camera network that gives first responders information to support wildfire response, emergency management and public awareness is being expanded through a partnership between the Province and the University of British Columbia Okanagan campus (UBCO).

    “With this technology, we’re making strides in protecting communities from wildfires by predicting them before they happen. And better predicting them means keeping more families safe,” said Ravi Parmar, Minister of Forests. “I’m proud to work with UBCO and use its research to protect our communities from the threat of wildfire.”

    After a successful trial in 2024, the Province is investing $200,000 to expand the camera network throughout British Columbia. Early detection of wildfire plays a crucial role in reducing risks, lowering suppression costs and protecting communities. Using 5G technology, the cameras detect smoke from wildfires and provide real-time data to support evacuation planning, resource deployment and wildfire behaviour predictions.

    “As our climate changes, it’s important to manage and reduce risks to keep people safe,” said Kelly Greene, Minister of Emergency Management and Climate Readiness. “Taking steps to prevent disasters, such as the early detection of wildfires, can be life-saving and helps protect communities, homes, critical infrastructure and our forests.”

    Data captured by the network is analyzed using artificial intelligence at UBCO and provides information to first responders to support wildfire response, emergency management and public awareness.

    DETROIT –  Chengxuan HAN, a citizen of the People’s Republic of China (PRC), was arrested and charged in a criminal complaint with smuggling goods into the United States and false statements, announced United States Attorney Jerome F. Gorgon, Jr.

    Gorgon was joined in the announcement by Special Agent in Charge Cheyvoryea Gibson, Federal Bureau of Investigation, Detroit Division, Acting Director of Field Operations John Nowak, U.S. Customs and Border Protection and Jared Murphey, acting Special Agent in Charge, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), Detroit field office.

    According to the complaint, Han is a citizen of the PRC who is currently pursuing a Ph.D. from the College of Life Science and Technology in the Huazhong University of Science and Technology (HUST) in Wuhan, PRC. In 2024 and 2025, Han sent four packages to the United States from the PRC containing concealed biological material. These packages were addressed to individuals associated with a laboratory at the University of Michigan. On June 8, 2025, Han arrived at the Detroit Metropolitan Airport on a J1 visa. Customs and Border Protection officers conducted an inspection of Han, during which Han made false statements about the packages and the biological materials she had previously shipped to the United States. CBP officers also found that the content of Han’s electronic device had been deleted three days prior to her arrival in the United States. At the conclusion of the border inspection, Han was interviewed by agents from the Federal Bureau of Investigation. During this interview, Han admitted to sending the packages, admitted that the packages contained biological material related to round worms, and admitted to making false statements to the CBP officers during her inspection.

    Han will be appearing this afternoon in federal court in Detroit.

    A complaint is only a charge and is not evidence of guilt. Trial cannot be held on felony charges in a complaint. When the investigation is completed, a determination will be made whether to seek a felony indictment.

    United States Attorney Gorgon stated: “The alleged smuggling of biological materials by this alien from a science and technology university in Wuhan, China—to be used at a University of Michigan laboratory—is part of an alarming pattern that threatens our security. The American taxpayer should not be underwriting a PRC-based smuggling operation at one of our crucial public institutions.”   

    “The guidelines for importing biological materials into the U.S. for research purposes are stringent, but clear, and actions like this undermine the legitimate work of other visiting scholars,” said CBP Acting Director of Field Operations John Nowak. “We will not tolerate the smuggling of regulated biological materials through our ports of entry, and this interdiction is another recent example of our commitment—along with that of our law enforcement partners—to preventing potentially dangerous goods from harming the American people.”

    Why do humans have language and other animals apparently don’t? It’s one of the most enduring questions in the study of mind and communication. Across all cultures, humans use richly expressive languages built on complex structures, which let us talk about the past, the future, imaginary worlds, moral dilemmas and mathematical truths. No other species does this.

    Yet we are fascinated by the idea that animals might be more similar to us than it seems. We delight in the possibility that dolphins tell stories or that apes can ponder the future. We are social and thinking creatures, and we love to see our reflection in others. That deep desire may have influenced the study of animal cognition.

    Over the past two decades, studies of thinking and language in animals, especially those highlighting similarities with human abilities, have flourished in academia and attracted extensive media coverage. A wave of recent studies reflects a growing momentum.

    Two recent papers, both in top-tier journals, focus on our closest relatives: chimpanzees and bonobos. They claim these apes combine vocalisations in ways that suggest a capacity for compositionality, a key feature of human language.

    In simple terms, compositionality is the capacity to combine words and phrases into complex expressions, where the overall meaning derives from the meanings of the parts and their order. It is what allows a finite set of words to generate an infinite range of meanings. The idea that great apes might do something similar has been presented as a potential breakthrough, hinting that the roots of language may lie deeper in our evolutionary past than we thought.

    But there is a catch: combining elements is not enough. A fundamental aspect of compositionality in human language is that it is productive. We do not just reuse a fixed set of combinations; we generate new ones, effortlessly. A child who learns the word “wug” can instantly say “wugs” without having heard it before, applying rules to unfamiliar elements.

    That flexible creativity gives language its vast expressive power. Yet while animal calls can be combined, nobody has observed animals doing this to create new meanings in an open-ended productive manner. They don’t scale into the layered meanings that human language achieves. In short: there are no wugs in the wild.

    The sequence hypothesis

    Rather than chasing grammar in animals, a more grounded approach asks what cognitive difference might explain the gap we observe between humans and other animals. One such idea is the sequence hypothesis, developed by researchers at the Centre for Cultural Evolution in Stockholm, to which we are both connected. It proposes that humans have a unique ability to recognise and remember the exact sequential order of events or elements – including words in language.

    Studies over the past few years provide strong evidence that non-human animals, including our closest relatives, represent order only approximately. For example, recent experiments with bonobos, including the world-famous Kanzi, show that in 2,400 trials, these apes did not learn to distinguish a sequence of yellow and blue from a sequence of blue and yellow on a screen.

    Humans, on the other hand, instantly grasp this difference. This capacity enables us to understand unknown compositional linguistic expressions like “wug killer” and “killer wug”, a shift in sequence that flips meaning entirely.

    Recent theoretical studies using artificial intelligence (AI) have shown that recognising and remembering sequences may allow not only for distinguishing short expressions like “killer wug” and “wug killer”, but also for extracting the hierachical structures and grammatical categories that enable open-ended compositionality from linguistic input during learning.

    This kind of mental precision does not just power language. It changes how we see the world, breaking experience into far more distinct situations. But a richer world is also a more complex one to learn because the number of possible combinations explodes.

    This may have resulted in the co-evolution of human mental capacities and our unusually long childhood. The learning costs that come with sequence memory may explain why no other animal has taken this path.

    This isn’t to exclude all other species entirely here. The similarities observed between neanderthals and our prehistoric culture implies that the two groups were mentally quite alike. We cannot exclude that cultural and linguistic abilities evolved before the common ancestor of modern humans and neanderthals, more than half a million years ago.

    Animal communication

    If the sequence hypothesis is correct, then grammar, planning and abstract thought in non-human animals are often being inferred from behaviours that may be explained by simpler well-studied learning mechanisms. If so, a bonobo combining gestures or a bird eliciting a sequence of calls reflect clever learning and instinct, but not true compositional meaning.

    If animals cannot represent sequences faithfully – and we see no evidence that they can – many apparent parallels with human language fall apart. The temptation to see ourselves in animals is strong, especially when their behaviour seems familiar. But surface resemblance does not necessarily imply the same underlying mechanisms.

    If animals have more language-like capacities than suggested here, a relevant question is why these similarities are so difficult to detect. After decades of research on dolphin intelligence and communication in larger whales, for instance, we still cannot communicate with them using any language-like code.

    None of this means animals are not intelligent or that their communication is not sophisticated. Some frogs use hollow trees to broadcast their mating calls more efficiently. Honeybees transmit information about the direction, distance to and quality of nectar sources. Ground squirrels have an elaborate system for communicating about various predatory threats.

    Animals have evolved rich and effective ways to interact and survive in a hostile world. As a matter of fact, theoretical work suggests that in a world without language, non-human great apes and pigeons would learn more efficiently and thus have greater chances of survival than a human.

    Nonetheless, we see no signs of their communication stretching flexibly across time and space or building up networks of abstract concepts in the way human language does. If we want to reach a better understanding of the fascinating communication systems of other animals, perhaps humans are not the best model.

  • MIL-OSI Security: Sex Offender Who Approached 11-Year-Old Online Sentenced to 16 Years in Prison

    ST. LOUIS – U.S. District Judge Stephen R. Clark on Thursday sentenced a registered sex offender who possessed child sexual abuse material and initiated a sexual conversation with a 11-year-old girl via Facebook Messenger to 16 years in prison. 

    Seth Allen Barger, 42, of Jefferson County, Missouri, sent a friend request to the victim in 2023. Via Facebook Messenger on July 26, 2023, he sought to engage her in a sexual conversation. The victim’s mother contacted the St. Louis County Police Department, and a detective interviewed Barger. Barger said his account had been hacked. After Barger consented to a search of his phone, a detective with the Jefferson County Sheriff’s Office found 35 images containing child sexual abuse material.

    Barger pleaded guilty in November in U.S. District Court in St. Louis to one count of receiving child pornography and one count of enticement of a minor.

    The St. Louis County Police Department, the Jefferson County Sheriff’s Office and the FBI investigated the case. Assistant U.S. Attorney Dianna Edwards prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Department of Justice Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Bill Introduced in Response to DOGE-led Staffing Cuts that Threaten Continuous NWS Operations in the Upper Peninsula

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) co-led bipartisan legislation to help ensure that the National Weather Service (NWS) can continue providing 24/7 forecasting service in communities across the United States. The Federal Operational Resilience in Emergency Conditions and Storm Tracking (FORECAST) Act – which Peters introduced alongside U.S. Senator Jerry Moran (R-KS)  would exempt critical NWS positions from any executive orders imposing a hiring freeze, allowing the agency to adequately staff positions that are essential to notifying the public of extreme weather events that could be detrimental to people or property.

    This legislation is introduced in response to the Trump Administration’s self-inflicted staffing shortages, which have left numerous NWS forecasting offices with too few employees to ensure around-the-clock operation. In Michigan, these actions on the part of the Administration have left Marquette’s forecasting office spread so thin that they may be forced to suspend overnight staffing in the coming weeks.

    “We know that in the Upper Peninsula, weather can change on a dime. That’s why we need a team of full-time meteorologists working around the clock to notify the public when extreme weather impacts the region,” said Senator Peters. “This bill would help protect 24/7 weather monitoring in the UP and ensure we keep our communities informed and protected.” 

    Specifically, the bill exempts the following positions from the Trump hiring freezes:  

    • Meteorologists – Covers meteorologists, including forecasters at NWS Weather Forecast Offices and River Forecast Centers. This is the core classification for operational weather forecasting staff. 
    • Hydrologists – Includes hydrologists who support flood forecasting, river modeling, and water resource management — often working closely with meteorologists at RFCs and in field offices. 
    • Field Technicians – These are the field technicians responsible for maintaining radar systems, NOAA Weather Radios, automated weather stations, and other critical NWS observing infrastructure. 

    In addition, the bill also negates any job offer rescinded on or after January 20, 2025 and requires the Secretary of Commerce to submit a report after one year of enactment to demonstrate current adequate staffing levels at the NWS for these covered positions.

    New INTERPOL taskforce targeting criminal networks in Latin America launched during Brazilian state visit to international police’s global headquarters

    LYON, France – President Luiz Inácio Lula da Silva today underscored Brazil’s commitment to combating transnational organized crime during his visit to INTERPOL, the world’s largest policing organization. 

    The visit represents a strong endorsement of INTERPOL’s mission and its leadership role as central to tackling one of the most urgent security challenges of our time.

    A new INTERPOL Task Force Against Organized Crime in Latin America was also officially launched during the visit of President Lula and the Brazilian delegation, which included Ricardo Lewandowski, Minister of Justice and Public Security, Mauro Vieira, Minister of Foreign Affairs, Andrei Augusto Passos Rodrigues, General Director of the Brazilian Federal Police and the Ministers of Mines and Energy, and of Science, Technology and Innovation.

    Aimed at targeting criminal networks and drug trafficking across the region and beyond, the International joint Task force, based at INTERPOL’s offices in Latin America and the Caribbean, will focus on disrupting and dismantling the most dangerous transnational organized crime groups, capturing high-value targets, and targeting the financial infrastructure of these networks.
