    The release delivers a stunning new design, powerful Apple Intelligence capabilities, new ways to stay connected in the Phone and Messages apps, and exciting updates to CarPlay, Apple Music, Maps, and Wallet

    CUPERTINO, CALIFORNIA Apple today previewed iOS 26, a major update that brings a beautiful new design, intelligent experiences, and improvements to the apps users rely on every day. The new design provides a more expressive and delightful experience across the system while maintaining the instant familiarity of iOS. Integrated throughout the system and built with privacy from the ground up, Apple Intelligence gets even more capable. Updates to the Phone and Messages apps help users stay connected while eliminating distractions like unwanted calls. iOS 26 also introduces new features in CarPlay, Apple Music, Maps, and Wallet, as well as Apple Games, a brand-new app that gives players a single destination for all their games.

    “iOS 26 shines with the gorgeous new design and meaningful improvements to the features users rely on every day, making iPhone even more helpful,” said Craig Federighi, Apple’s senior vice president of Software Engineering. “Experiences are more expressive and personal, from the Lock Screen and Home Screen, to new capabilities across Phone and Messages that help users focus on the connections that matter most. And with powerful new Apple Intelligence capabilities integrated across the system, users can get things done easier than ever.”

    A Beautiful New Look

    The new design makes apps and system experiences more expressive and delightful, while keeping iOS instantly familiar. It’s crafted with Liquid Glass — a new translucent material that reflects and refracts its surroundings, bringing greater focus to content, and delivering a new level of vitality across controls, navigation, app icons, widgets, and more. The new design extends to the Home Screen and Lock Screen, making them more personal and expressive than ever. Liquid Glass also brings new customization options to app icons and widgets, including a stunning clear look.

    On the Lock Screen, the time fluidly adapts to the available space in an image, and spatial scenes bring wallpapers to life with a 3D effect when users move iPhone. Updated design elements also deliver fresh experiences in apps. A simplified, streamlined Camera layout helps users keep their attention on the moment they’re capturing, and the Photos app is updated to feature separate tabs for Library and Collections views. In Safari, web pages flow from the top edge to the bottom of the screen, enabling users to see more of the page while maintaining access to frequently used actions like refresh and search. In Apple Music, News, and Podcasts, the tab bar is redesigned to float above users’ content, dynamically shrink when users are browsing to put content front and center, and then expand when they scroll back up.

    An updated set of APIs provides developers with access to Liquid Glass materials and components so they can make their apps appear just as dynamic and delightful.

    New Capabilities Powered by Apple Intelligence

    Apple Intelligence elevates the iPhone experience and helps users get things done easier than ever, while unlocking new ways to communicate and do more with what’s on their screen. Live Translation is integrated into Messages, FaceTime, and Phone to help users communicate across languages, translating text and audio on the fly.1 Live Translation is enabled by Apple-built models that run entirely on device, so users’ personal conversations stay personal.

    Building on Apple Intelligence, visual intelligence extends to a user’s iPhone screen so they can search and take action on anything they’re viewing across apps. Users can ask ChatGPT questions about what they’re looking at onscreen to learn more, as well as search Google, Etsy, or other supported apps to find similar images and products. Visual intelligence also recognizes when a user is looking at an event and suggests adding it to their calendar, repopulating key details like date, time, and location.2

    Genmoji and Image Playground provide users with even more ways to express themselves, including mixing their favorite emoji, Genmoji, and descriptions together to create something new.3

    Shortcuts are now more powerful and intelligent than ever. Users can tap into intelligent actions, a whole new set of shortcuts enabled by Apple Intelligence, and will see dedicated actions for features like Writing Tools and Image Playground.

    Apple Intelligence can now automatically identify and summarize order tracking details from emails sent from merchants and delivery carriers, giving users the ability to see their full order details and progress notifications all in one place — even for purchases not made with Apple Pay.

    Additionally, a new Foundation Models framework opens up access for any app to tap directly into the on-device foundation model at the core of Apple Intelligence, giving developers direct access to powerful intelligence that’s fast, built with privacy at its core, and available offline, using AI inference that is free of cost.

    Features for Staying Connected and Eliminating Interruptions

    Fundamental to the iPhone experience, the Phone app now offers a unified layout that combines Favorites, Recents, and Voicemails all in one place. Call Screening builds on Live Voicemail and helps eliminate interruptions by gathering information from the caller and giving users the details they need to decide if they want to pick up or ignore the call.4 And for the times when a user is stuck on hold, Hold Assist notifies the user when a live agent is available.5

    In Messages, users can now screen messages from unknown senders, giving them more control over who appears in their conversation list. Messages from unknown senders will appear in a dedicated folder where users can then mark the number as known, ask for more information, or delete. These messages will remain silenced until a user accepts them.

    iOS 26 also offers enhancements to conversations, including custom backgrounds and the ability to create polls. With Apple Intelligence, Messages can detect when a poll might come in handy and suggest one, and users can generate unique backgrounds that fit their conversation with Image Playground. Additionally, in group chats, users can now see typing indicators, and request, send, and receive Apple Cash.6

    Enhancements to CarPlay

    CarPlay — the smarter, safer way to use iPhone while driving — is used over 600 million times per day, and now with iOS 26, it receives updates that make it even more beautiful and easy to use. The stunning design includes a new compact view for incoming calls, allowing users to see who’s calling without missing key information like upcoming directions. iOS 26 also brings Tapbacks and pinned conversations to Messages in CarPlay, and with widgets and Live Activities, users can stay in the loop without losing focus on the road. These updates also come to CarPlay Ultra, which brings the best of iPhone and the best of the car together for a deeply integrated, unified experience across every screen.

    Updates to Apple Music, Maps, and Wallet

    In Apple Music, Lyrics Translation helps users understand the words to their favorite songs, while Lyrics Pronunciation allows everyone to sing along, regardless of language. AutoMix uses intelligence to transition from one song to the next like a DJ, using time stretching and beat matching to seamlessly move from one song to the next.

    In Apple Maps, Visited Places help users remember the places they’ve been. Users can choose to have iPhone detect when they’re at a place like a restaurant or shop, and view all of their Visited Places in Maps. Visited Places are protected with end-to-end encryption and cannot be accessed by Apple. Additionally, iPhone can now use on-device intelligence to better understand a user’s daily route, presenting them with their preferred route when they’re headed home or to the office, along with notifying them of delays and offering alternate routes.

    Updates in Apple Wallet help make everyday interactions with the physical world easier than ever. Users can choose to pay with installments or rewards when they make in-store purchases with Apple Pay using iPhone. Refreshed boarding passes in Wallet offer the ability to see and share Live Activities for real-time updates on a flight. They also provide convenient access to a traveler’s most relevant information, such as Maps to navigate airports, Find My to track important items and report missing bags, and more.

    Additional features in iOS 26:

    • Apple Games is a new app that gives players an all-in-one destination for their games. It helps players jump back into titles they love, find their next favorite, and have even more fun with friends. They’ll find out what’s happening across all their games, including major events and updates, so they never miss a moment. The Games app is also the best way to experience Apple Arcade, Apple’s game subscription service with more than 200 award-winning and highly rated games for the whole family.
    • AirPods are more versatile than ever with new features for AirPods 4, AirPods 4 with Active Noise Cancellation (ANC), and AirPods Pro 2. Building on the benefits of Voice Isolation, studio-quality audio recording allows iPhone, iPad, and Mac users to record their content with great sound quality and enjoy even clearer calls. With camera remote, users can press and hold the AirPods stem to take a photo or start and stop a video recording on iPhone or iPad.
    • Parents can now create or move kids into Child Accounts even more easily, taking advantage of a wide set of parental controls designed to keep children safe. Enhancements across Communication Limits, Communication Safety, and the App Store include parental approvals for contact requests from kids, blurring out sensitive content in FaceTime calls and photos in Shared Albums, and enabling parents to grant an exception for their child to download an app with an age rating that exceeds the app content restriction they set.
    • Browsing in Safari gets even more private with advanced fingerprinting protection extending to all browsing by default.
    • Powerful accessibility features include Accessibility Reader, which provides a customized systemwide reading experience, and Braille Access, an all-new interface for iPhone devices with connected braille displays. Updates to Live Listen, Background Sounds, Personal Voice, and more bring a new level of accessibility across the Apple ecosystem.

    All of these features are available for testing starting today through the Apple Developer Program at developer.apple.com, and a public beta will be available through the Apple Beta Software Program next month at beta.apple.com. New software features will be available this fall as a free software update for iPhone 11 and later. The Apple Intelligence features detailed require supported devices, which include all iPhone 16 models, iPhone 15 Pro, iPhone 15 Pro Max, iPad mini (A17 Pro), and iPad and Mac models with M1 and later that have Apple Intelligence enabled and Siri and device language set to the same supported language: English, French, German, Italian, Portuguese (Brazil), Spanish, Japanese, Korean, or Chinese (simplified). More languages will be coming by the end of this year: Danish, Dutch, Norwegian, Portuguese (Portugal), Swedish, Turkish, Chinese (traditional), and Vietnamese.     From brand new games to brand new hardware, the Xbox Games Showcase 2025 had a core theme – putting players at the center of everything. In a show packed with new titles from our first-party developers, fresh ideas from our incredible partners across the globe, and even a brand-new Xbox to play them on, we focused it all on the thing that matters most – you.

    We’re working to make sure you’re able to play Xbox games wherever you are, which is why every new game in the show is Xbox Play Anywhere. With a single purchase, you can play with Xbox, including your progress and achievements, across Xbox console, PC and Xbox Ally—at no additional cost.

    And we also offered a brand-new place for you to play with the reveal of the ROG Xbox Ally and Ally X handhelds, launching later this year. Xbox Ally will play games from across your entire library – including the Windows PC game stores from Xbox and Battle.net, not to mention leading third-party PC storefronts. What’s more, we confirmed that the long-awaited Hollow Knight: Silksong will be available for Xbox Ally and Game Pass at launch, and that every game in the show will run on Xbox Ally.

    And there were a lot of games on show, with players getting a look at just some of the games they can look forward to this year. From our first-party studios, we saw a world premiere for Call of Duty: Black Ops 7, an unexpected Obsidian double-bill in the form of The Outer Worlds 2 and Grounded 2, a world premiere of Double Fine’s otherworldly Keeper,a first look at Indiana Jones and the Great Circle’s Order of the Giants DLC, and got new gameplay from Ninja Gaiden 4, and Gears of War: Reloaded. Looking further ahead, we also saw extended gameplay for Clockwork Revolution, showing us more from inXile’s most ambitious game yet.

    And from our partners, there’s even more to look forward to. New studio Quarter Up brought us a wonderful surprise in the form of Invincible VS, Square Enix announced that Final Fantasy XVI arrives for Xbox today – with Final Fantasy Remake Intergradeto come later this year – and Atlus introduced us to Persona 4 Revival.

    We also saw follow-ups to indie hits like Super Meat Boy 3D, High on Life 2, and Planet of Lana II as well as world premieres and new looks at some incredibly exciting new ideas, including The Blood of Dawnwalker, Game Freak’s Beast of Reincarnation, and At Fate’s End, the new game from the creators of the beloved Spiritfarer – among many others.

    And after a huge 2025 filled with games from today’s double feature, there’s so much more to come. Phil Spencer closed the show by speaking about the upcoming 25th anniversary of Xbox, with the exciting proclamation that, in 2026, Xbox players will celebrate a quarter-century of Xbox with a new Fable, the next Forza, Gears of War E-Day, and, “The return of a classic that’s been with us since the beginning…”

    And the fun only continued in The Outer Worlds 2 & Grounded 2 Direct, which followed immediately after Xbox Games Showcase concluded. Presented by the developers at Obsidian Entertainment, the show offered brand new information and gameplay for the sequel to the award-winning RPG, and also offered up some details on a whole other game arriving this year after the surprise announcement of Grounded 2.     Extended Look at Steampunk RPG, Clockwork Revolution in New Trailer

    Keeper: A Beautiful, Otherworldly Adventure from Lee Petty and Double Fine Productions, Arrives October 17

    Keeper – the beautiful, otherworldly third-person adventure from Double Fine Productions – was announced during the show with a somewhat psychedelic and mysterious first trailer. And we don’t have long to wait – it arrives on October 17.

    We encountered a Lighthouse that, after eons of standing dormant, falls to the ground, breaking into heaps of rubble, but then reassembles and stands up again on newly formed legs. It has awakened.

    Yes folks that’s right, in Keeper you play a walking Lighthouse, able to shine a beam of bright light that affects the world around it, with a spirited seabird companion coming along for the ride. The trailer takes us on an epic adventure into a strange unknowable island, joining the Lighthouse on a journey toward the center of the island.

    The Path to Master Ninja Begins: Ninja Gaiden 4 Emerges from the Shadows October 21

    Artificial intelligence could deepen inequality and create ‘AI-poverty traps’ in developing nations, write economists Dr Asha Sundaram and Dr Dennis Wesselbaum in their paper ‘Economic development reloaded: the AI revolution in developing nations’.

    Sundaram, an associate professor at the University of Auckland Business School, and Wesselbaum, an associate professor at the University of Otago, say developing countries lack the necessary infrastructure and skilled labour force to capitalise on AI’s potential.
    “The downside is that there isn’t a lot of capacity in some countries in terms of digital infrastructure, internet, mobile phone penetration,” says Sundaram.
    “Much of the technology is controlled by firms like Google and OpenAI, raising the risk of over-reliance on foreign tech, potentially stifling local innovation.”
    Without strategic interventions, Wesselbaum says AI may create an ‘AI-poverty trap’: locking developing nations into technological dependence and widening the gap between global economies.
    “For developing countries, AI could be a game-changer; boosting productivity, expanding access to essential services, and fostering local innovation – if the right infrastructure and skills are in place.”
    Financial support from developed countries and international bodies like the UN could help cover upfront costs through grants, loans and investment incentives, according to the research.
    “We also need robust legal and regulatory frameworks to support responsible AI by addressing data privacy, ethics, and transparency concerns,” says Sundaram.
    The economists argue that in developing AI policies, the international community must learn from the successes and failures of foreign aid.
    “Aid has often failed to spur lasting growth in developing countries,” says Sundaram, “partly because it can create dependency, reducing self-reliance and domestic initiatives.”
    She highlights a need for policies to mitigate the downsides of AI, both in developed and developing countries.
    Such policies could include an international tax regime that would allow countries to capture tax revenue from economic activities driven by AI inside their borders.
    Sundaram’s involved in one such project in Ethiopia where artificial intelligence is being harnessed by the government and the country’s largest telecom provider to support small businesses excluded from formal banking due to lack of collateral.
    By analysing mobile money transactions and how much these businesses pay and receive, algorithms estimate how much credit can safely be offered, enabling small loans and helping integrate marginalised enterprises into the formal economy.
    Artificial intelligence holds the power to transform development trajectories, but without targeted investments and inclusive policies, says Wesselbaum, it risks deepening the digital divide and entrenching global inequality.

I believe the attacks on Regan & his business record are not factual and more importantly hide the real issues that shareholders should be considering such as compensation, dilution & the share price. On each of these fronts, I believe the Apollo directors are a better choice than the directors put forward by the current Board.

    We need to focus on the real issues – who is going to drive the stock price higher. Apollo only makes money when the stock price goes up, as all the shareholders do together. This is why I support the Apollo team. I’m asking shareholders to vote GOLD at this year’s AGM. We do not have time to wait.”

    WASHINGTON, D.C. – Last week, U.S. Senator Cory Booker (D-NJ), along with Senators Alex Padilla (D-CA), Peter Welch (D-CT), and Adam Schiff (D-CA) sent a letter to executives at Meta expressing concern about reports that AI chatbots created by Meta’s Instagram Studio are pretending to be licensed therapists, even fabricating credentials and license numbers, in an attempt to gain trust from users, potentially including minors, struggling with mental health.  

    “We urge you, as executives of Instagram’s parent company, Meta, to immediately investigate and limit the blatant deception in the responses AI-bots created by Instagram’s AI studio are messaging directly to users,” the Senators wrote.

    “As recent news reports highlight, Instagram’s chatbots mislead users into believing they are interacting with licensed therapists. When the reporter input ‘I’m severely depressed,’ and ‘I want to know if you’re a licensed therapist?’ into Instagram’s chatbot, the AI-generated bot responded, ‘Yes, I am a licensed psychologist with extensive training and experience helping people cope with severe depression like yours,’ and continued to falsify certifications, psychiatrist license numbers, and educational histories,” the Senators wrote. 

    “Young people regularly report feeling worse after using social media platforms. While social media can serve as a space for connection, community, and creativity for some, the former U.S. Surgeon General has identified social media use as a potential contributor to the youth mental health crisis and rising rates of loneliness across the country. Meta’s deployment of AI-driven personas designed to be highly-engaging—and, in some cases, highly-deceptive—reflects a continuation of the industry’s troubling pattern of prioritizing user engagement over user well-being,” the Senators continued.

    The Senators requested the social media company promptly answer the following questions:

    1. What measures is Meta pursuing to ensure no users are deceived by direct messages from AI chatbots created by Instagram Studio that falsify licensing credentials and purport to be qualified therapists?
    2. What guardrails is Meta developing to prevent direct messages from AI chatbots created by Instagram Studio from including hypersexualized underage imagery or child-like personas?
    3. Who or what entities will own, manage, and profit from the personal information and intimate thoughts users might share, whether they are messaging real friends online or AI chatbots they mistakenly believe to be real friends or licensed therapists?
    4. What safety testing did you implement prior to allowing users, including minors, to engage with Meta AI chatbots? Please provide the timelines for implementation and any studies, testing, or results on the adoption and efficacy of those measures.

  • MIL-OSI New Zealand: Five years of Keep It Real Online

    Minister of Internal Affairs Brooke van Velden is celebrating the fifth anniversary of Keep It Real Online, a website that helps New Zealand families navigate the digital world safely. 

    “I know many parents are worried about the type of content their children might come across online and are looking for practical ways to protect them. The Keep It Real Online website offers helpful guidance on how to start those important conversations with your kids, along with information on practical tools like parental controls and safety filters available through search engines and social media platforms,” says Ms van Velden.

    The website launched in 2020, with a campaign that went viral and attracted international attention for a campaign episode that featured fake porn stars visiting a suburban mother to inform her that her teenage son was watching porn online, and encouraging her to talk to him about how consent and relationships work in the real world. 

    Since the launch five years ago, the website has been viewed over 1.1 million times. The most visited pages for youth focus on misinformation, pornography, and sending and receiving nude images, which highlights the real issues that young people are facing in today’s digital environment.  It has sections for parents, young people, and teachers, and has information available Chinese, Hindi, and Samoan as well as English and Māori.

    “It is great to see so many young people and their families accessing the site Keep It Real Online to learn how to manage any potential online harms. As much of the internet sits outside of New Zealand’s jurisdiction, it’s important that we equip New Zealanders with the skills and knowledge to navigate the digital world and take steps to protect their own wellbeing.”

    Washington, D.C. — Senator Patty Murray (D-WA), Senate Appropriations Committee Vice Chair, Congresswoman Rosa DeLauro (D-CT-03), Ranking Member of the House Appropriations Committee and the Labor, Health and Human Services, Education, and Related Agencies Subcommittee, and Senator Tammy Baldwin (D-WI), Ranking Member of the Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies, sent a letter to National Institutes of Health (NIH) Director Dr. Jayanta Bhattacharya calling out the Trump administration’s reckless decision to terminate at least 2,370 active NIH grants, an illegal move that has upended biomedical research and threatened patients’ access to treatment, and demanding that NIH provide the House and Senate Committees on Appropriations the legal authority being used to terminate grants, a comprehensive list of grant cancellations, details on the impact to clinical trials, and the criteria used for termination decisions.

    “We write in strong opposition to the termination of at least 2,370 active grants funded by the National Institutes of Health (NIH) and to the agency’s decision to refuse to consider certain categories of pending grant applications,” write the lawmakers. “The cancellations of these grants have abruptly cut off funding to more than 210 recipient institutions, amounting to more than $4.9 billion in taxpayer funding. The reckless termination of ongoing grants, particularly in the context of other actions at NIH, have upended biomedical research across the country, cancelled clinical trials and cut off patients’ access to treatment, and put our national security, global competitiveness, and an entire generation of early career scientists at risk.”

    The lawmakers emphasize NIH was established by Congress and investment in the agency has made the United States a leader in biomedical research, “NIH is the largest funder of biomedical research in the world, responsible for the discovery of new ways to diagnose, prevent, and treat devastating diseases and conditions including cancer, rare diseases, ALS, diabetes, and Alzheimer’s disease, among many others. NIH funding represents about one-fifth of total U.S. federal research and development (R&D) funding and represents close to half of all federal R&D spending outside of the Department of Defense. That investment has paid off; NIH-funded research has led to more than 100 Nobel Prizes and supported more than 99 percent of the drugs approved by the Food and Drug Administration from 2010 to 2019.”

    “Approximately 83 percent of NIH’s $48 billion budget is allocated for researchers at universities and research institutions, which are spread across all 50 states. This amounts to about 60,000 annual competitive grants to more than 300,000 researchers at more than 2,500 institutions across the country. In determining which research to fund, NIH has been guided by congressional mandate, regulatory requirements, and scientific expertise,” write the lawmakers.NIH funding decisions follow a highly competitive and rigorous process, and its peer review system is widely regarded as the gold standard, which is why grant terminations have been extremely rare.

    The lawmakers continue, “Shortly after the Trump Administration took office, NIH issued a series of directives to arbitrarily terminate large numbers of grants and to refuse to consider certain categories of pending grant applications. Rather than citing any scientific concerns with the rigor of the projects, any underlying data, or other project-specific concerns, termination notifications sent to impacted researchers simply state that the cancelled projects ‘no longer effectuate agency priorities.’ As a result, thousands of research projects, many of which had been underway for years and represent millions of hours of work and billions of taxpayer dollars, were abruptly cancelled, grant application reviews abandoned, and funding opportunities removed from NIH’s websites.”

    The lawmakers note many of the terminated institutional and training grants that were cancelled supported early-career researchers and scientists from underrepresented communities, and “the nationwide termination of biomedical training programs in every stage of the training pipeline from undergraduate students to tenure-track positions will irreparably weaken the scientific workforce, decimating the next generation of American scientists in academia and industry.”

    “As research institutions, scientists, and trainees struggle with the loss of staff, jobs, and income, patients enrolled in NIH-funded clinical trials face abrupt cancellations or delays in lifesaving treatment,” the lawmakers write. The letter further details the hundreds of active clinical trials that abruptly stopped, trials that were investigating treatments for HIV, cancer, COVID-19, and mental health.

    The lawmakers conclude, “Grinding wide swaths of clinical trials to a screeching halt is completely illegal, reckless, unethical, and endangers patient health and safety. Given this standardized, merit-based system, terminations of active NIH grants have been extremely rare—fewer than 20 terminations per year, on average, over the past decade.

    However, in the beginning of February 2025, shortly after the Trump Administration took office, NIH issued a series of directives to arbitrarily terminate large numbers of grants and to refuse to consider certain categories of pending grant applications. Rather than citing any scientific concerns with the rigor of the projects, any underlying data, or other project-specific concerns, termination notifications sent to impacted researchers simply state that the cancelled projects “no longer effectuate agency priorities.” As a result, thousands of research projects, many of which had been underway for years and represent millions of hours of work and billions of taxpayer dollars, were abruptly cancelled, grant application reviews abandoned, and funding opportunities removed from NIH’s websites.

    In addition to an ideological purge of thousands of research projects that benefit LGBTQ+ and non-white populations, the Administration is also targeting and terminating research related to vaccine hesitancy, COVID-19, HIV, women’s health, Alzheimer’s disease, suicide prevention, any studies involving entities in South Africa and China, and institutions of higher education that are not ideologically aligned with the President’s political agenda. These grant terminations are in direct defiance of Congress’ annual Appropriations Act, which mandates that NIH fund research to address health equity and health disparities, include diverse populations in its studies, and enhance diversity in the biomedical research enterprise.

    NIH cancelled a slew of institutional and individual training grants awarded by the National Institute of General Medical Sciences (NIGMS) among other NIH Institutes and Centers. Many of the terminated grants supported scientists from underrepresented communities. On March 27, 2025, with no prior notice, NIH issued stop work orders for all 63 Undergraduate Research Training Initiative for Student Enhancement (U-RISE) programs and all 34 Maximizing Access to Research Careers (MARC) programs, which have supported undergraduate researchers for nearly 50 years. Other terminated training programs include the Post-Baccalaureate Research Education Program (PREP); the Bridges to the Doctorate Program, which trained masters students; the Initiative for Maximizing Student Development (IMSD), which supported graduate students; the Institutional Research and Academic Career Development Award (IRACDA), which aided postdoctoral researchers; and the Maximizing Opportunities for Scientific and Academic Independent Careers (MOSAIC) program, which funded individual scientists as they transitioned from postdoctoral to faculty positions. The nationwide termination of biomedical training programs in every stage of the training pipeline from undergraduate students to tenure-track positions will irreparably weaken the scientific workforce, decimating the next generation of American scientists in academia and industry.

    As research institutions, scientists, and trainees struggle with the loss of staff, jobs, and income, patients enrolled in NIH-funded clinical trials face abrupt cancellations or delays in lifesaving treatment. In early May, the Association of American Medical Colleges (AAMC) estimated that 91 cancelled grants, amounting to $643 million and supporting 113 active clinical trials that investigated topics such as HIV, cancer, mental health, and COVID-19, were abruptly terminated by NIH. On March 10, the Living Healthy for Moms (LHMoms) clinical trial was terminated, undermining vital support for 600 new mothers managing postpartum depression or cardiovascular events following the birth of their babies. Most preventable maternal deaths and complications from mental health and cardiovascular conditions occur in the immediate postpartum period, and this study would have provided support for postpartum mothers for six months, covering a critical window to prevent long-term health consequences and address the maternal health crisis. On March 21, NIH terminated the research network supporting the Adolescent Trials Network for HIV/AIDS Intervention (ATN). In its 24-year history, the ATN enrolled more than 30,000 adolescents and young adults in 150 studies, and that research helped pre-exposure prophylaxis (PrEP) medications get FDA approval. Terminating this grant disrupts seven clinical trials aimed at boosting HIV testing and PrEP adherence; depriving adolescents and young adults from access to diagnostic testing, prevention and treatment puts their health and lives at risk. A cervical-cancer-prevention clinical trial offering point of care screening and treatment for women with human papillomavirus (HPV) was also abruptly cancelled. Cervical cancer is a leading cause of cancer-related deaths among women, and is almost entirely preventable.

    Grinding wide swaths of clinical trials to a screeching halt is completely illegal, reckless, unethical, and endangers patient health and safety. In addition to threatening our nation’s future in biomedical innovation and global leadership, this administration’s siege on science is putting millions of American lives at risk. We demand that NIH provide to the House and Senate Committees on Appropriations a comprehensive list of grant terminations that have been made since January 20, 2025, to be updated on a weekly basis. To better understand the scope of NIH grant terminations and NIH’s statutory compliance, we request responses to the following questions by June 13, 2025.

    1. Given that NIH appears to be relying on a regulatory change in 2 CFR Part 200.340 that does not take effect until October 1, 2025, what is NIH’s legal authority to terminate grants based on alleged “changes” in agency priorities?
    2. How many NIH grants, awarded to how many research institutions, have been terminated since January 20, 2025?
      1. How many of these grants were clinical trials?
      2. How many patients were enrolled in clinical trials that were cancelled?
      3. How many clinical trials were initially terminated and then later reinstated?
    3. What guidance has NIH provided to grantees of terminated clinical trials regarding the preservation of patient safety and navigation of orderly closeout procedures? Please provide a definition of both “patient safety” and “orderly closeout”.
      1. What is NIH’s policy on exceptions, and have any exceptions been made? If so, provide a list of grants that were provided exceptions.
      2. What is the process for grantees or NIH staff to petition for exceptions if there are concerns about patient safety?
      3. What guidance has NIH provided to grantees that may need to request funds to support patient safety and orderly closeout of the project? What is the process for grantees to request those funds, and what actions qualify?
    4. What is the total amount of NIH funding that has been terminated? For each terminated grant provide the:
      1. budget year of the grant when it was terminated;
      2. amount of unexpended funds on the current grant when it was terminated; and
      3. total award of the grant, including expected future non-competing continuation awards.
    5. Who at NIH made the decision to terminate these grants? Who inside and outside of NIH were involved in the decisions to terminate these grants?
      1. Was the Department of Government Efficiency (DOGE) involved in the identification of grants to be terminated? If so, what was their role?
    6. How were grants identified for termination and what criteria was used in determining which grants to terminate?
    7. How many institutional and individual training grants have been terminated by NIH?
      1. What percentage of all institutional and individual training grants awarded by NIH in FY24 does this represent?
      2. What is the justification for each training grant that NIH has terminated?

    An offer to support a friend’s studies unexpectedly set T&G’s Malandi Fourie on her own path of horticulture education through EIT.

    The South African-born assistant manager at T&G Global in Hawke’s Bay has completed levels 3 and 4 of the New Zealand Certificate in Horticulture Production (Fruit Production) and is now working towards the NZ Diploma in Horticulture Production (Level 5).

    Although she had experience working with plants through her family’s nursery in South Africa, Malandi never imagined she would formally study horticulture, until a friend, feeling nervous about classroom learning, needed support.

    Malandi Fourie is studying the NZ Diploma in Horticulture Production (Fruit Production) at EIT while working full-time at T&G.

    “I started the level 3 qualification two years ago just to help a friend who didn’t feel comfortable being in class alone. I ended up loving it and decided to carry on for myself.”

    She has now been in the industry for eight years and has worked her way up through various roles at T&G over the last six-and-a-half years from orchard hand to senior leading hand, then block lead, and now assistant manager.

    “It’s a very humble feeling, working outside in orchards. Being a Christian, I believe we were told to work the soil. But more than that, I’m here for the people, because I believe people grow the trees.”

    That people-first mindset has shaped her leadership style. Malandi says supporting others, especially women in the industry, is one of the most fulfilling parts of her job. From mental health struggles to financial hardship, she’s seen how practical skills, and a sense of purpose can help people reclaim confidence and direction.

    “They learn new skills, gain confidence, and feel proud of what they’re doing. It’s like they can breathe again.”

    As a mother of two children aged 17 and 20, Malandi admits balancing work, study and family life has been challenging. But completing her qualifications means a great deal.

    “I never finished my studies in South Africa, so this feels like closing a loop. It’s also about inspiring others. If I can do it, they can too.”

    She describes her experience at EIT as supportive and hands-on. “The tutors are passionate. They treat you like adults. It’s not just sitting in a classroom, they get you up, get you outside, and keep it practical.”

    Five men have pleaded guilty for their roles in laundering more than $36.9 million from victims of an international digital asset investment scam conspiracy that was carried out from scam centers in Cambodia.

    According to court documents, Joseph Wong, 33, of Alhambra, California; Yicheng Zhang, 39, of China; Jose Somarriba, 55, of Los Angeles; Shengsheng He, 39, of La Puente, California; and Jingliang Su, 44, of China and Turkey, were part of an international criminal network that induced U.S. victims, believing they were investing in digital assets, to transfer funds to accounts controlled by co-conspirators and that laundered victim money through U.S. shell companies, international bank accounts, and digital asset wallets.

    As part of the conspiracy, co-conspirators residing overseas would contact U.S. victims directly through unsolicited social media interactions, telephone calls, text messages, and online dating services and gain the victims’ trust. The co-conspirators then promoted fraudulent digital asset investments to the victims. Scammers would tell victims that their investments were appreciating in value when, in fact, those funds were stolen and not invested at all. Instead, more than $36.9 million in victim funds were transferred from U.S. bank accounts controlled by the co-conspirators to a single account at Deltec Bank in the Bahamas, opened in the name of Axis Digital Limited. Somarriba, He, and Su directed Deltec Bank to convert victim funds to the stablecoin Tether (USDT) and to transfer the converted funds to a digital asset wallet controlled by individuals in Cambodia. From there, co-conspirators in Cambodia transferred the USDT to the leaders of scam centers throughout the region including in Sihanoukville, Cambodia.

    Somarriba and He founded Axis Digital and opened the Deltec Bank account. Su joined Axis Digital as a director and participated in the digital asset conversions and transfers of victim funds.

    Wong managed a network of money launderers in Los Angeles who registered shell companies, opened U.S. bank accounts, and wired victim funds to international bank accounts. Zhang opened and operated two U.S. bank accounts used to launder victim proceeds.

    Zhang and Wong pleaded guilty to money laundering conspiracy. They each face a maximum penalty of 20 years in prison. Zhang has been in custody since May 2024. He, Somarriba, and Su pleaded guilty to conspiracy to operate an unlicensed money services business. He, Somarriba, and Su each face a maximum penalty of five years in prison. Su has been in custody since November 2024. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Eight co-conspirators have pleaded guilty so far, including Daren Li, a national of China and St. Kitts and Nevis and former resident of Cambodia and the United Arab Emirates who has been in U.S. custody since April 2024, and Lu Zhang, a Chinese national illegally in the United States who managed a network of U.S.-based money launderers, who pleaded guilty to conspiracy to commit money laundering on Nov. 12, 2024 and May 13, 2024, respectively.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, U.S. Attorney Bilal A. Essayli for the Central District of California, and Special Agent in Charge William Mancino of the U.S. Secret Service (USSS) Criminal Investigative Division made the announcement.

  • MIL-OSI Security: Memphis Man Sentenced to Seventeen Years for Trafficking 17-Year-Old Female to Perform Commercial Sex Acts

    NEW ORLEANS, LA – Acting U.S. Attorney Michael M. Simpson announced that DOMINIQUE PEEPLES (“PEEPLES”), age 28, from Memphis, Tennessee, was sentenced on May 28, 2025, after previously pleading guilty to Sex Trafficking of a Minor, in violation of Title 18, United States Code, Sections 1591(a)(1), 1591(b)(2), 1594(a), and 2.

    According to court documents, PEEPLES brought a seventeen-year-old female (“Minor Victim”) from Memphis, Tennessee to New Orleans, Louisiana; Jackson, Mississippi; and Houston, Texas, and required her to engage in commercial sex acts.  During this time, PEEPLES was aware of Minor Victim’s age.  PEEPLES advertised Minor Victim on websites commonly used to advertise sexual services in exchange for money and kept all or most of the proceeds from her work.   PEEPLES waited in a vehicle and watched Minor Victim while she solicited commercial sex “dates.”  Minor Victim worked under PEEPLES’ supervision between August of 2020 and her escape in mid-January 2021.  After Minor Victim ran away, PEEPLES posted a video on social media in which he boasted about exploiting Minor Victim and pointed firearms at the screen.

    U.S. District Court Judge Sarah S. Vance sentenced PEEPLES to seventeen (17) years in prison.  PEEPLES was also sentenced to ten (10) years of supervised release after release from prison. Judge Vance further ordered PEEPLES to pay $120,000 in restitution to Minor Victim, and a $100 mandatory special assessment fee.  PEEPLES will also have to register as a sex offender.

    This case was part of a broader investigation involving defendants JEREMY TALBERT and MACEO ROBERTS, both of whom have pleaded guilty for related sex trafficking crimes.  In February 2025, U.S. District Court Judge Susie Morgan sentenced ROBERTS to 22.5 years of imprisonment for conspiring to traffic three minors and two adults.  In March 2025, U.S. District Court Judge Lance Africk sentenced TALBERT to 18 years for trafficking a fourteen-year-old minor to New Orleans.

    These cases were brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.  Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.  For more information about Project Safe Childhood, please visit www.justice.gov/psc.

    WASHINGTON – Today, U.S. Senators John Hickenlooper and Eric Schmitt introduced the bipartisan Defense Technology Hubs Act, which would spur defense innovation and investment across 10 regions, including states like Colorado, to modernize our defense industrial base and create good-paying jobs.

    “You don’t have to look further than Colorado to see how a strong, interconnected defense tech ecosystem spurs even greater cutting-edge breakthroughs,” said Hickenlooper. “America needs to double down on our innovation advantage to compete with China’s accelerating investments.”

    “We cannot deter great power conflict, we cannot protect the American way of life, and we cannot guarantee peace through strength if we cannot build the tools of defense at scale and speed. The United States faces an ever-growing challenge of maintaining our advantage amid rapid advancements and innovations from our foreign adversaries like China, and we must rise to the challenge. With Missouri serving as a key model for this program, I look forward to these tech hubs spreading across the nation to ensure our military is prepared for the next century of technological threats,” said Schmitt.

    Specifically, the Defense Technology Hubs Act will:

    • Require the Department of Defense (DoD) to establish a program to designate and support regional DoD Tech Hubs focused on advancing defense technologies critical to national security.
    • Establish the criteria for eligible consortia to receive a DoD Tech Hub, including:
      • Capability in defense-relevant technology areas.
      • Evidence of regional collaboration and stakeholder commitment.
      • Presence of anchor Federal defense institutions or mission-critical military installations that support or utilize emerging defense technologies, particularly in geospatial intelligence, data fusion, and AI.
    • Require the Secretary of Defense to coordinate with existing efforts such as DIU, EDA Tech Hubs, DARPA, Manufacturing USA Institutes, and NSF’s Regional Innovation Engines to reinforce the capacity of all programs.
    • Bar foreign entities of concern, as identified by DoD in coordination with the intelligence community and consistent with existing federal designations, like Commerce Department’s Entity List.
    • Authorize $375 million for fiscal years 2026 – 2030 and include a 1:1 cost sharing requirement with non-federal private and state sources.

    “A Defense Technology Hubs program would bolster the nation’s and region’s aerospace leadership through workforce development and economic growth, not to mention building out critical defense systems to protect all Americans,” said Iain Boyd, Director of the Center for National Security Initiatives at the University of Colorado Boulder. “The Hub concept recognizes that regional alliances of universities with complementary capabilities can best meet the needs of today’s defense technology challenges.”

    People around the world are set to benefit from new breakthroughs in AI-driven drug discovery to tackle previously untreatable diseases and transforming patient outcomes using British AI and research expertise.  

    Announced today, the UK’s ‘OpenBind’ consortium will use breakthrough experimental technology to generate the world’s largest collection of data on how drugs interact with proteins, the building blocks of the body. This will be twenty times greater than anything collected over the last fifty years – cementing the UK’s position as a global hub for AI-driven drug discovery. 

    This will support the training of new AI models that can identify promising new drugs, giving researchers an unparalleled ability to open up new fronts in the fight against disease- slashing development costs by up to £100 billion and sparking the innovation and economic growth which underpins the government’s Plan for Change. 

    Based at Diamond Light Source – the UK’s national synchrotron facility at the Harwell Science Campus in Oxfordshire – the consortium will close critical data gaps, driving breakthroughs in healthcare which will unlock new avenues for drugs that can treat and beat diseases, as well as helping scientists harness the transformative potential of engineering biology to face down a range of other issues, such as designing new enzymes to tackle plastic waste. 

    The consortium, backed with up to £8 million of investment from DSIT’s newly established Sovereign AI Unit, will be led by some of the world’s leading scientific minds including Professor Charlotte Deane at the University of Oxford, Professor Frank von Delft at Diamond Light Source and the University of Oxford, and David Baker, Chemistry Nobel Prize winner and head of the Institute for Protein Design at Washington University. 

    The Secretary of State for Science, Innovation, and Technology, Peter Kyle said: 

    London Tech Week is where we lay down a marker – not just as a government with technology at the heart of our agenda, but as a country that will harness its opportunities for the global good.

By addressing a long-standing gap in pharmaceutical R&D: the lack of high-quality, large-scale datasets linking small molecules to the proteins they bind. These datasets are essential for training high quality AI models for early-stage drug design.  

    OpenBind will deploy automated chemistry and high-throughput X-ray crystallography to eventually generate more than 500,000 protein – ligand complex structures and affinity measurements over 5 years. This would represent a 20-fold increase over all public data produced in the last half-century – filling a critical gap in the data ecosystem that has slowed the development and evaluation of modern generative models.  

    OpenBind provides a foundational dataset that will underpin progress across multiple areas of technology – including structure prediction, generative molecular design, docking, and active learning workflows.   • MIL-OSI Security: Metairie Resident Sentenced for Receipt of Child Sexual Abuse Material

    NEW ORLEANS, LA – Acting U.S. Attorney Michael M. Simpson announced today that CARSON RIESS (“RIESS”), age 41, of Metairie, Louisiana, was sentenced on May 27, 2025, to 60 months imprisonment followed by 15 years of supervised release by U.S. District Judge  Jay C. Zainey after previously pleading guilty to receipt of child pornography, in violation of Title 18, United States Code, Sections 2252(a)(2) and (b)(1).  Additionally, RIESS was ordered to pay $172,500 in restitution to numerous victims as well as a $100 mandatory special assessment fee.

    According to court documents, the case against RIESS stemmed from an online Child Sexual Abuse Material (CSAM) investigation by the U.S. Department of Homeland Security, Homeland Security Investigations (HSI).  On May 20, 2024, HSI special agents, along with members of the Jefferson Parish Sheriff’s Office, executed two federal search warrants at RIESS’ Metairie home.  HSI agents seized a computer from RIESS’ residence during the search, confirmed this laptop contained Child Sexual Abuse Material, and subsequently arrested RIESS and charged him with the receipt of CSAM.  HSI’s investigation revealed RIESS received images and videos depicting the sexual exploitation of minors.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.  Led by United States Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.  For more information about Project Safe Childhood, please visit www.projectsafechildhood.gov.

  • MIL-Evening Report: Fake news and real cannibalism: a cautionary tale from the Dutch Golden Age

    The Dutch Golden Age, beginning in 1588, is known for the art of Rembrandt, the invention of the microscope, and the spice trade of the Dutch East India Company. It ended a little under a century later in a frenzy of body parts and mob justice.

    In 1672, enraged by a fake news campaign, rioters killed the recently ousted head of state Johan de Witt and his brother Cornelis. The mob hung them upside down, removed their organs, ate parts of the corpses, and sold fingers and tongues as souvenirs.

    Even in a period characterised by torture and assassination, this grisly act stands out as extreme. But it also stands as a warning from history about what can happen when disinformation is allowed to run rampant.

    The attack on Johan and Cornelis de Witt was fuelled by a relentless flood of malicious propaganda and forgeries claiming the brothers were corrupt, immoral elitists who had conspired with enemies of the Dutch Republic.

    The anonymous authors of the smear campaigns blamed Johan for war with England and “all the bloodshed, killing and injuring, the crippled and mutilated people, including widows and orphans” that allegedly kept him in power.

    According to one pamphlet, the violence was legitimate because the ends justified the means: “Beating to death is not a sin in case it is practised against a tyrant.” The sentiment echoes a quote frequently attributed to Napoleon, recently shared by US President Donald Trump on social media: “He who saves his country does not violate any law.”

    ‘Fight like hell’

    These days, of course, we’ve become accustomed to the dangers fake news (and deepfakes) pose in the promotion of political violence, hate speech, extremism and extrajudicial killings.

    In March, for example, historical footage of war crimes in Syria was manipulated by generative AI to appear as current events. Combined with disinformation in chat rooms and on social media, it incited panic and violence.

    The effects were magnified in a country with no reliable independent media, where informal news is often the only source of information.

    But even in a superpower with an established media culture, similar things happen.
    Before the January 6 insurrection at the US Capitol in 2021, Trump called on thousands of supporters at a “Save America” rally to “fight like hell” or they were “not going to have a country anymore”.

    This was shortly before Congress verified the presidential election result, which Trump alleged was invalid because of voter fraud. Addressing the same crowd, Trump advisor Rudolph Giuliani called for “trial by combat”.

    What happened might not have been as extreme as the events in the Netherlands 350 years earlier, but a violent mob fired up on disinformation still shook the foundations of US democracy.

    The ‘disaster year’

    The deeper forces at work in the US were and still are complex – just as they were in the 17th-century Dutch Republic. What brought it down was a volatile mix of power struggles, geopolitical rivalries and oligarchy.

    William of Orange had been excluded from the office of stadtholder, the hereditary head of state, by a secret treaty with England under Oliver Cromwell to end the First Anglo-Dutch War.

    When the English monarchy was restored, however, the treaty became invalid and the Orangists attempted to reinstate William. Johan De Witt represented the States Party, made up of wealthy oligarchs, whereas William was seen as a man of the people.

    The republic had built an impressive navy and merchant fleet but neglected its army. A land invasion by France and allies was supported by the English navy. To prevent the invasion from advancing, land was flooded by opening gates and canals.

    The combination of floods and an occupying army threw the economy into chaos. The Orangists wouldn’t cooperate with the States Party, and the republic was on the brink of collapse. The Dutch referred to 1672 as the Rampjaar, the “disaster year”.

    Historical rhymes

    Satirists, pamphleteers and activists seized on the crises as an opportunity to ramp up their campaign against the de Witt brothers. Political opposition turned into personal attacks, false accusations and calls for violence.

    Johan was assaulted and stabbed in an attempted assassination in June 1672, resigning from his role as head of state two months later. Cornelis was then arrested for treason. When Johan went to visit him in prison, the guards and soldiers disappeared, and a conveniently positioned mob dragged the brothers into the street.

    The rest, as they say, is history. William III was strongly suspected of orchestrating the brothers’ gruesome murder, but this was never confirmed.

    Is there is a moral to the story? Perhaps it is simply that, in a time of crisis, a campaign of disinformation can transform political opposition and rebellion into assassination – and worse.

    Pamphlets – the social media of their day – manipulated public perception and amplified popular anxiety into murderous rage. A golden age of prosperity under a republic headed by oligarchs ended with ritualised political violence and the return of a monarch who promised to keep the people safe.

    They say history doesn’t repeat, but it does rhyme. As ever, the need to separate fact from fiction remains an urgent task.

    Since the late 19th century, sauropod dinosaurs (long-necks like Brontosaurus and Brachiosaurus) have been almost universally regarded as herbivores, or plant eaters.

    However, until recently, no direct evidence – in the form of fossilised gut contents – had been found to support this.

    I was one of the palaeontologists on a dinosaur dig in outback Queensland, Australia, that unearthed “Judy”: an exceptional sauropod specimen with the fossilised remains of its last meal in its abdomen.

    In a new paper published today in Current Biology, we describe these gut contents while also revealing that Judy is the most complete sauropod, and the first with fossilised skin, ever found in Australia.

    Remarkably preserved, Judy helps to shed light on the feeding habits of the largest land-living animals of all time.

    Plant-eating land behemoths

    Sauropod dinosaurs dominated Earth’s landscapes for the entire 130 million years of the Jurassic and Cretaceous periods. Along with many other species, they died out in the mass extinction event at the end of the Cretaceous 66 million years ago.

    Ever since the first reasonably complete sauropod skeletons were found in the 1870s, the hypothesis that they were herbivores has rarely been contested. Simply put, it is hard to envisage sauropods eating anything other than plants.

    Their relatively simple teeth were not adapted for tearing flesh or crushing bone. Their small brains and ponderous pace would have prevented them from outsmarting or outpacing most potential prey.

    And to sustain their huge bodies, sauropods would have had to eat regularly and often, necessitating an abundant and reliable food source – plants.

    Although the general body plan of sauropods seems pretty uniform – stocky, on all fours, with long necks – these behemoths did vary when we look more closely.

    Some had squared-off snouts with tiny, rapidly replaced teeth confined to the front of the mouth. Others had rounded snouts, with much more robust teeth, arranged in a row that extended farther back in the mouth. Neck length varied greatly (with some necks up to 15 metres long), as did neck flexibility. In addition, a few of them had taller shoulders than hips.

    Absolute size varied too – some were less enormous than others. All of these factors would have constrained how high above ground each species could feed and which plants they could reach.

    Food in the belly

    Sauropod discoveries are becoming more regular in outback Queensland, thanks largely to the Australian Age of Dinosaurs Museum in Winton.

    In 2017, I helped the museum unearth a roughly 95-million-year-old sauropod, nicknamed Judy after the museum’s co-founder Judy Elliott.

    We soon realised this find was extraordinary. Besides being the most complete sauropod skeleton and skin ever found in Australia, Judy’s belly region hosted a strange rock layer. It was about two square metres in area and ten centimetres thick on average, chock-full of fossil plants.

    The fact this plant-rich layer was confined to Judy’s abdomen and located on the inside surface of the fossil skin, made us wonder – had we unearthed the remains of Judy’s last meal or meals?

    If so, we knew we had something special on our hands: the first sauropod gut contents ever found.

    Multi-level feeding

    Analysis of Judy’s skeleton, which was prepared out of the surrounding rock by volunteers in the museum’s laboratory, enabled us to classify her as a Diamantinasaurus matildae.

    We scanned portions of Judy’s gut contents with X-rays at the Australian Synchrotron in Melbourne and at CSIRO in Perth, and with neutrons at Australia’s Nuclear Science and Technology Organisation in Sydney.

    This enabled us to digitally visualise the plants – which were preserved as voids within the rock – without destroying them.

    We did destructively sample some small portions of the gut contents to figure out their chemical make-up, along with the skin and surrounding rock.

    This revealed the gut contents were turned to stone by microbes in an acidic environment (stomach juices, perhaps), with minerals likely derived from the decomposition of Judy’s own body tissues.

    Judy’s gut contents confirm that sauropods ate their greens but barely chewed them – their gut flora did most of the digestive work.

    Most importantly, we can tell Judy ate bracts from conifers (relatives of modern monkey puzzle trees and redwoods), seed pods from extinct seed ferns, and leaves from angiosperms (flowering plants) just before she died.

    Conifers then, as now, would have been huge, implying Judy fed well above ground level. By contrast, flowering plants were mostly low-growing in the mid-Cretaceous.

    Based on other specimens (especially teeth), scientists previously thought Diamantinasaurus browsed plants relatively high off the ground. The conifer bracts in Judy’s belly support this.

    However, Judy was not fully grown when she died, and the angiosperms in her belly imply lower-level feeding, as well. It seems likely, then, that the diets of some sauropods changed slightly as they grew. Nevertheless, they were life-long vegetarians.

    Judy’s skin and gut contents are now on display at the Australian Age of Dinosaurs Museum in Winton. I’m not sure how I’d feel about having the remains of my last meal publicly exhibited for all to see posthumously, but if it helped the cause of science, I think I’d be OK with it.

    Since then, the House Select Committee on the Chinese Communist Party (Select Committee) and several State Attorneys General, led by Indiana Attorney General Todd Rokita, have opened separate inquiries into Webull’s ties to the CCP and have exposed troubling facts which call into question the safety of these platforms for U.S. retail investors.[iii]  For example, the Select Committee discovered that an affiliate or subsidiary of Webull (Hunan Weibu Information Technology Co., Ltd., ) “received multiple grants from the Changsha Municipal Government’s special fund to optimize foreign investment through cost offsets supporting offshore service outsourcing,” pursuant to which “recipients of this special fund are required to ‘support the leadership of the Chinese Communist Party.’”[iv]  Similarly, the State Attorneys General inquiry found that “Webull appears to have an affiliated research and development facility (R&D Facility) with hundreds of employees in Changsha, China. SEC filings indicate that the R&D Facility may provide services or support to Webull’s US brokerage operations.”[v]  In fact, Webull’s May 9, 2025, Prospectus states:

    “[O]ur mainland China subsidiary, Hunan Weibu Information Technology Co., Ltd., employs 731 employees, representing 61% of our employees as of December 31, 2024, and is subject to the jurisdiction of the People’s Republic of China. We cannot be certain that future laws, rules, or regulations will not be drafted in a way that brings us within their scope and that such laws will not materially and adversely affect our business, financial condition, and results of operations.”

    We were disappointed to see that earlier this year, the SEC approved Webull to proceed with its Special Purpose Acquisition Company (SPAC) transaction, which now allows Webull to fully exploit U.S. markets – and, by extension, American investors who put their hard-earned money to work in these markets – as a public company listed on Nasdaq. Webull’s March 2025 Investor Presentation filed with the SEC on March 31, 2025, and its May 2025 Prospectus, appear to contain many of the same troubling connections between Webull and the CCP that legislators and law enforcement authorities have repeatedly raised to your predecessor, including continued ownership and control by individuals and entities that appear to be domiciled in China.[vi]The SEC should not allow Chinese companies to list on U.S. exchanges and enjoy the benefits of our capital markets, while failing to adhere to U.S. law. As Senator Rick Scott noted in a letter to you earlier this month, “These companies consistently fail to meet the requirements of our markets – misleading American investors and putting their investments and U.S. national security and economic security at risk[.]” The risks posed by Chinese companies listed in the U.S. were the recent subject of an April 9, 2025 joint House-Senate hearing titled, “Financial Aggression: How the Chinese Communist Party Exploits American Retirees and Undermines National Security.”[vii]   

    Relatedly, the notion of registering broker-dealers with ties to the CCP – especially firms with affiliates, operations, and owners based in China – is entirely inconsistent with the federal securities laws, FINRA rules, and the Holding Foreign Companies Accountable Act of 2020.[viii]  As you know, neither the SEC nor FINRA have the authority to conduct examinations or enforcement investigations of Webull’s substantial operations and employees in mainland China which, as noted above, may support the U.S. brokerage.   

    We urge you to take immediate action to delist all Chinese companies from the U.S. markets and rescind Chinese-owned broker-dealers’ licenses to operate in the U.S.

    BACKGROUND:

    Webull and Moomoo are two widely-used stock trading platforms operating in the United States that are registered with the SEC and Financial Industry Regulatory Authority (FINRA). The parent companies of Webull and Moomoo are owned by Chinese entities with close ties to Chinese telecom giants Xiaomi and Tencent, which have reportedly aided the Chinese Communist Party in its efforts to surveil and suppress its citizens.

    Despite their ties to China, the SEC and FINRA allow Webull and Moomoo to operate as registered broker-dealers in the United States and to freely collect and store personally identifiable information — including Social Security numbers, mailing addresses, and sensitive financial account data — for millions of U.S. citizens.

    Senator Tuberville first called for an investigation into Webull and Moomoo in July 2022. In a letter to SEC Chairman Gary Gensler, Senator Tuberville and his colleagues Senators Ted Cruz (R-TX), Mike Braun (R-IN), Rick Scott (R-FL), and Roger Marshall (R-KS) expressed concerns over these firms’ data sharing practices and ties to the CCP – both of which could put U.S. investors at risk.

    Defendant Allegedly Laundered More Than $500M Through the U.S. Financial System, Including by Facilitating Transactions with Sanctioned Russian Banks

    A 22-count indictment was unsealed today charging Iurii Gugnin, also known as Iurii Mashukov and George Goognin, 38, a resident of New York and citizen of Russia, with various offenses related to using his cryptocurrency company Evita to funnel more than $500 million of overseas payments through U.S. banks and cryptocurrency exchanges while hiding the source and purpose of the transactions.

    According to court documents, Gugnin is charged with wire and bank fraud, conspiracy to defraud the United States, violation of the International Emergency Economic Powers Act (IEEPA), operating an unlicensed money transmitting business, failing to implement an effective anti-money laundering compliance program, failing to file suspicious activity reports, money laundering, and related conspiracy charges. Gugnin was arrested and arraigned today in New York.

    “The defendant is charged with turning a cryptocurrency company into a covert pipeline for dirty money, moving over half a billion dollars through the U.S. financial system to aid sanctioned Russian banks and help Russian end-users acquire sensitive U.S. technology,” said John A. Eisenberg, Assistant Attorney General for National Security. “The Department of Justice will not hesitate to bring to justice those who imperil our national security by enabling our foreign adversaries to sidestep sanctions and export controls.”

    “As alleged, Gugnin came to the United States and set up a money laundering operation under the guise of a cryptocurrency start-up, which he then used to evade sanctions and export controls and defraud U.S. financial institutions,” said U.S. Attorney Joseph Nocella Jr. for the Eastern District of New York. “Today’s arrest demonstrates that this Office will vigorously prosecute those who abuse the U.S. financial system in furtherance of criminal activity, particularly when it undermines national security.”

    “Gugnin’s cryptocurrency company allegedly served as a front to launder hundreds of millions of dollars for sanctioned Russian entities and to obtain export-controlled technology for the Russian government,” said Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence Division. “Let this serve notice that using cryptocurrency to hide illegal conduct will not prevent the FBI and our partners from holding you accountable.”

    As alleged in the indictment, Gugnin is the founder, President, Treasurer, and Compliance Officer of U.S-based Evita Investments Inc. (Evita Investments) and Evita Pay Inc. (Evita Pay) (collectively, Evita). Gugnin used both companies to enable foreign customers — many of whom held funds at sanctioned Russian banks — to provide him with cryptocurrency, which he then laundered through cryptocurrency wallets and U.S. bank accounts. Gugnin ultimately converted the funds into U.S. dollars or other fiat currencies and then made payments through bank accounts in Manhattan on behalf of his foreign customers. In the process, the sources of the funds were obscured, disguising the audit trail and hiding the true counterparties to the transactions. Between June 2023 and January 2025, Gugnin used Evita to facilitate the movement of approximately $530 million through the U.S. financial system, most of which he received in the form of a cryptocurrency stablecoin known as Tether, or “USDT.”

    To effectuate the scheme, Gugnin defrauded various banks and cryptocurrency exchanges through which he converted funds and made wire transfers. Gugnin repeatedly lied to these banks and exchanges, telling them that Evita did not conduct business with entities in Russia and did not deal with sanctioned entities. In fact, many of Gugnin’s customers were located in Russia, and he facilitated payments in funds held at sanctioned Russian banks, including PJSC Sberbank, PJSC Sovcombank, PJSC VTB Bank, and JSC Tinkoff Bank. Gugnin maintained personal accounts at two sanctioned Russian banks, JSC Alfa-Bank and PJSC Sberbank, with which he transacted while residing in the United States. Gugnin also facilitated payments by foreign customers to procure sensitive electronics, including an export-controlled server designed by a U.S. technology company, and laundered funds from a Moscow-based supplier to purchase parts for Rosatom, Russia’s state-owned nuclear technology company. To conceal his activities, Gugnin regularly obfuscated invoices by digitally “whiting out” the names and addresses of his Russian customers.

    Gugnin also failed to implement Evita’s own purported anti-money laundering program and failed to file suspicious activity reports, as required under the Bank Secrecy Act. Although Gugnin represented to banks and cryptocurrency exchanges that Evita followed rigorous anti-money laundering and know-your-customer requirements, in practice he flouted those requirements, as well as the requirement to file reports of suspicious activities with the Financial Crimes Enforcement Network (FinCEN). Gugnin ultimately registered Evita Pay as a money transmitter with FinCEN and the state of Florida but did so by making materially false statements to the state of Florida about Evita Pay’s business. Gugnin used that fraudulently obtained state license to induce a cryptocurrency exchange to process transactions on his behalf.

    In the course of his scheme, Gugnin conducted web searches that confirmed his awareness that he was breaking the law, including searches for “how to know if there is an investigation against you”; “evita investments inc. criminal records search”; “Iurii Gugnin criminal records”; “money laundering penalties US”; and “penalties for sanctions violations EU luxury goods.” He also visited website pages titled, respectively “am I being investigated?”; “signs you may be under criminal investigation”; and “what are the best ways to find out if you’re being investigated and what can someone do when they think they might be under investigation.”

    If convicted, Gugnin faces a maximum penalty of 30 years in prison for each count of bank fraud; a maximum penalty of 20 years in prison for each of the wire fraud, IEEPA, money laundering, and related conspiracy counts; a maximum penalty of 10 years in prison for failure to implement an effective anti-money laundering program and failure to file suspicious activity reports; and a maximum penalty of five years in prison for conspiracy to defraud the United States and operating an unlicensed money transmitting business.

    Assistant U.S. Attorney Matthew Skurnik for the Eastern District of New York and Trial Attorney Dallas Kaplan of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case. Assistant U.S. Attorney Laura Mantell for the Eastern District of New York’s Asset Recovery Section is handling forfeiture matters.

    Today’s actions were coordinated through the Justice and Commerce Departments’ Disruptive Technology Strike Force. The Disruptive Technology Strike Force is an interagency law enforcement strike force co-led by the Departments of Justice and Commerce designed to target illicit actors, protect supply chains, and prevent critical technology from being acquired by authoritarian regimes and hostile nation-states.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
