  • MIL-OSI Security: Coordinated action to take down the most dangerous malware variants

    This week’s actions follow the largest ever operation against botnets from May 2024, Operation Endgame. This year during Endgame 2.0, the measures targeted the successor groups of malware taken down by the authorities and other relevant variants: Bumblebee, Lactrodectus, Qakbot, DanaBot, HijackLoader, Trickbot, and WarmCookie. As these variants are at the beginning of the cyberattack chain, disrupting them damages the entire ‘cybercrime as a service’ ecosystem. 

    The malware taken down this week is known as ‘initial access malware’. It is used for initial infection, helping cybercriminals to enter victims’ systems unnoticed and load more malware onto their devices, such as ransomware. 

    Due to the global nature of cybercrime, cross-border investigations are key for taking action against disruptive cybercrimes. Since 2024, Eurojust has provided essential support to ensure effective judicial cooperation. Coordination by Eurojust ensured that authorities could exchange information and align their investigative efforts. Europol supported the operation from the outset, providing coordination, operational and analytical support, cryptocurrency tracing, and facilitating the real-time exchange of information between the various partners involved.

    German, French, Dutch, Danish, British, American and Canadian authorities joined forces from 19 to 22 May to take action against the world’s most dangerous malware variants and the perpetrators behind them. In total 37 suspects were identified and international arrest warrants were obtained against 20 individuals criminally charged. Over 300 servers worldwide were taken down and 650 domains were neutralised. During the action week, EUR 3.5 million in cryptocurrency was seized making the total cryptocurrency seized during Endgame EUR 21.2 million. 

    Operation EndGame will now continue with follow up actions announced on the dedicated website from the international coalition. Several key suspects behind the malware operations are now subject to international and public appeals. The German authorities will publish eighteen of them on the EU Most Wanted list as of 23 May.

  • MIL-OSI Security: Las Vegas Man Sentenced to Prison for Attempted Receipt of Child Sexual Abuse Material Via Instant Messaging App

    LAS VEGAS – A Las Vegas man was sentenced today by U.S. District Judge Andrew P. Gordon to 84 months in prison followed by a lifetime of supervised release for attempted receipt and possession of hundreds of child sexual abuse material.

    Jonathan Robert Risse-Santos (30) pleaded guilty in February 2022 to attempted receipt of child pornography and possession of child pornography. In addition to imprisonment, Risse-Santos will be required under the Sex Offender Registration and Notification Act to register as a sex offender.

    According to court documents, on March 1, 2021, Risse-Santos contacted who he believed to be a 14-year-old child through Kik Messenger. He repeatedly asked the child to send nude images of herself. The next day, Risse-Santos exchanged messages via TextNow, another messaging application, and discussed engaging in sexual activity with the child. He agreed to meet the child at her home where law enforcement arrested him. During the search of Risse-Santos’ cell phone, 259 images and six videos of child sexual abuse material were discovered.

    U.S. Attorney Jason M. Frierson for the District of Nevada and Special Agent in Charge Spencer L. Evans for the FBI made the announcement.

    This case was investigated by the FBI, the North Las Vegas Police Department, and the Las Vegas Metropolitan Police Department. Assistant U.S. Attorney Supriya Prasad prosecuted the case.

    The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Plattsburgh Man Sentenced to 120 Months in Prison for Possessing Child Pornography

    ALBANY, NEW YORK –Jason Miller, age 33, of Plattsburgh, New York, was sentenced today to serve 120 months in federal prison for possession of child pornography.

    United States Attorney Carla B. Freedman and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

    As part of his guilty plea, Miller admitted that on March 17, 2021, he possessed images on his cell phone of minors engaged in sexually explicit conduct. The defendant’s conduct was uncovered during a joint law enforcement investigation into an online group sharing images of child pornography on Kik, a social media messaging application. The defendant admitted to receiving, distributing, and possessing child pornography on Kik.

    United States District Judge Mae A. D’Agostino also imposed a term of 15 years of supervised release, which will start after Miller is released from prison. Miller will also be required to register as a sex offender.

    Miller was previously convicted on May 16, 2016, in Clinton County Court of disseminating indecent material to minors in the first degree. Following multiple violations of probation, he was sentenced to 16 months to 4 years’ imprisonment.

    The FBI investigated this case as part of Project Safe Childhood. Assistant U.S. Attorney Carling Dunham prosecuted the case.

  • MIL-OSI Security: Niskayuna Man Sentenced to More Than 11 Years for Possessing Child Pornography

    ALBANY, NEW YORK – Aaron Griesche, age 41, of Niskayuna, New York, was sentenced today to 135 months of imprisonment, to be followed by 10 years of supervised release, for possessing child pornography. United States Attorney Carla B. Freedman and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

    As part of his prior guilty plea, Griesche admitted that on July 11, 2021, he possessed child pornography on a USB flash memory stick found in his residence.  Griesche admitted that he had purchased the memory stick from an online retailer and transferred numerous videos of child pornography from the Internet to the device.

    In addition to the imprisonment and supervised release terms, Griesche was ordered to pay a total of $18,000 in restitution to child victims depicted in the files he possessed.

    The FBI and its Child Exploitation Task Force investigated this case.  The FBI’s Child Exploitation Task Force includes members of federal, state, and local law enforcement agencies. Assistant United States Attorney Dustin C. Segovia prosecuted the case as part of Project Safe Childhood.

  • MIL-OSI Security: Investment Fraud Disrupted by Seizure of $5 Million in Cryptocurrency

    RALEIGH, N.C. – The United States Attorney for the Eastern District of North Carolina announced the seizure of nearly $5 million worth of Tether, a cryptocurrency pegged to the U.S. dollar. These seized funds were traced to cryptocurrency addresses allegedly associated with the laundering of criminally derived proceeds stolen from victims of cryptocurrency investment scams, commonly known as “pig butchering.”

    “Americans are losing their life’s savings to investment frauds as funds are being rapidly transferred to cryptocurrency accounts overseas,” said U.S. Attorney Michael Easley.  “In this case one victim lost his entire individual retirement account to a scam. We are clawing back every dollar we can, even when criminals are located abroad. We are determined to seize their illegal proceeds and return money to the victims.

    According to court filings, criminal actors approached and recruited victims through the guise of a romantic relationship to develop their trust.  Once the relationship was established, the scammer would claim to have a technique to quickly make large profits trading cryptocurrency and introduce their victim to a fictitious cryptocurrency trading platform that bore a similar name and appearance to a legitimate cryptocurrency trading platform.  These fake investment platforms display a fictitious investment portfolio with abnormally large investment returns, which is designed to induce the victim to invest more.  When the victims do attempt to withdraw funds, they are unable to do so and are often met with various excuses, including being told that they must pay a “tax” or “penalties” to release their funds, which is just a technique for the scammers to elicit even more money out of their victims.

    Once the victims’ funds have been transferred to a cryptocurrency wallet under the scammers’ control, the funds are quickly moved through many other wallets to obfuscate the nature, source, control, and ownership of those fraud proceeds.  In this case, agents, and analysts from the Federal Bureau of Investigation (FBI) were able to trace those victim funds into and through various cryptocurrency wallets allegedly used in furtherance of the fraud and money laundering scheme, some of which still contained large amounts of funds subject to seizure and forfeiture.

    “As criminal actors continue to evolve in the world of cyber-enabled fraud, the FBI and its law enforcement partners must also evolve,” said FBI Charlotte Special Agent in Charge Robert M. DeWitt. “This cryptocurrency seizure serves as an example of the FBI adapting to the changing criminal landscape and fighting for victims of cyber-enabled fraud schemes.”

  • MIL-OSI Security: Local Internet Café Murders Shooter, Getaway Drivers Sentenced to 40 Years and 30 Years in Prison

    COLUMBUS, Ohio – Two Columbus men involved in the murder of a husband and wife in a local Internet café were sentenced in U.S. District Court this week to decades in prison.

    Chris A. King, 28, was sentenced yesterday to 480 months in prison. King shot and murdered both the husband and wife while they were working.

    Justice B. Stringer, 29, was sentenced today to 360 months in prison. Stringer drove co-defendants to and from the robbery resulting in murder.

    Five total defendants were indicted by a federal grand jury in July 2019 for crimes related to a string of robberies of Internet gaming businesses, including the robbery at Players Paradise on East Broad Street that resulted in murder on Jan. 20, 2019.

    According to court documents, King and a co-defendant robbed Players Paradise at gunpoint and allegedly murdered security guard Joseph Arrington and then his wife, employee Karen Arrington. Stringer then drove the men away from the Internet café.

    Defendants were also responsible for a prior café robbery at Players Paradise on Dec. 10, 2018, stealing $30,000 in cash. Stringer also admitted to his involvement in a Jan. 7, 2019, robbery of Planet Jackpot café on Alum Creek Drive.

  • MIL-OSI Security: Former High School Teacher Sentenced to 20 Years in Prison for Exploiting Minors by Taking ‘Upskirt’ Videos at School and in Other Public Places

    COLUMBUS, Ohio – A former local high school teacher was sentenced in U.S. District Court today to 240 months in prison for crimes related to secretly recording explicit videos of his students at school and possessing child sexual abuse material.

    Justin Foley, 48, of Delaware, Ohio, pleaded guilty in May 2023 to sexually exploiting a minor and possessing child pornography.

    Foley was employed as a chemistry teacher at Columbus Alternative High School at the time of his offenses. He used his cell phone and other digital media devices in a hidden manner to capture the genitalia of his female students under their skirts and shorts during the school day.

    According to court documents, in August 2022, the Delaware Police Department received CyberTip reports from the National Center for Missing and Exploited Children (NCMEC) regarding numerous images of apparent child sexual abuse material that were uploaded via Google email accounts. Investigators tracked the IP addresses for the reported email accounts to Foley. During the investigation into Foley, officers discovered a second CyberTip report. Five of the IP addresses in the second report belonged to Columbus Public Schools.

    Delaware County law enforcement officials executed a search warrant at Foley’s residence on Sept. 20, 2022. Court documents detail that Foley admitted to creating videos in the classroom and hallways of the school at which he taught and that he had created some of these videos as recently as the previous week.

    A review of Foley’s devices by the FBI revealed they contained numerous videos that were voyeuristic in nature and appear to have been self-produced. The videos were recorded at the high school Foley worked at, local department stores in central Ohio, public areas of downtown Delaware, Ohio, and various dressing rooms at different unidentified locations. It is apparent from the videos that the victims depicted in them did not know they were being recorded.

    Foley created numerous videos of female students in the hallways of Columbus Alternative High School or of females that were students in his classroom.  In the videos he secretly recorded, Foley would hide his phone camera or place it beside or behind the victims in attempt to record up their skirts or shorts. Foley then took screenshots from the content he filmed of his victims and created still images of the victim’s nude genitalia, zooming in and “lightening” some of the screenshots to enhance the images.

    In addition to the videos he created himself, more than 1,000 images of child sexual abuse material were recovered from Foley’s devices that depicted a series of images of prepubescent females in various stages of nudity or fully nude exposing their genitals or anus to the camera.

    Foley was arrested and charged locally in Delaware County in September 2022. He was charged federally in November 2022.

    Indian equity markets ended the week on a positive note, with key indices registering sharp gains on Friday amid firm global cues and robust domestic macroeconomic indicators.

    The BSE Sensex surged 769.09 points, or 0.95 per cent, to close at 81,721.08. The index touched an intraday high of 81,905.17 and a low of 80,897.00 during the session. The NSE Nifty also saw notable gains, climbing 243.45 points, or 0.99 per cent, to settle at 24,853.15.

    Market analysts attributed the uptrend to buying in IT, FMCG, banking and financial stocks, as well as renewed optimism over India’s fiscal outlook.

    “The index has moved higher after finding support at the 21-day exponential moving average (EMA). Broadly, the Nifty appears to be consolidating within the 24,700 to 25,000 range,” said Rupak De, Senior Technical Analyst at LKP Securities. He added that the short-term trend remains positive and momentum could pick up further if the index crosses the 25,000 mark.

    The broader markets also mirrored the upbeat sentiment. The Nifty Midcap100 rose by 0.64 per cent, while the Nifty Smallcap100 gained 0.80 per cent—indicating strength across the board.

    On the Sensex, 29 of the 30 constituents ended in the green. Sun Pharma was the sole laggard, falling 2.14 per cent after the company reported a dip in net profit for the fourth quarter.

    Among the top gainers were shares of Eternal, Power Grid, ITC, Bajaj Finserv, and Nestle India, which advanced between 1.83 per cent and 3.6 per cent.

    Sector-wise, Nifty FMCG and Nifty Private Bank led the gains, rising 1.63 per cent and 1.08 per cent, respectively. Other sectors including IT, financial services, metal, PSU bank, oil & gas, and realty also closed in positive territory with gains of up to 0.95 per cent.

    On the other hand, Nifty Pharma and Nifty Healthcare were the only two indices that ended in the red, with marginal declines of 0.41 per cent and 0.01 per cent, respectively.

    Experts said investor sentiment was supported by optimism over ongoing US-India trade negotiations and expectations of a record-high dividend payout by the Reserve Bank of India, which could aid fiscal consolidation efforts.

    Islanders are reminded that they have until Saturday 31 May if they intend to file a paper tax return. 

    So far, 33,400 of the Island’s approximately 67,000 taxpayers have submitted their tax return, with 18,253 paper returns received. 

    Those who do not complete a paper tax return by Saturday 31 May have until Thursday 31 July to submit an online tax return. Taxpayers who file on paper, or online, after the respective deadline dates, will be liable to fines which increase gradually until a return is filed. 

    Last year 51% of Islanders chose to file online and those who want to file online for the first time this year will need to activate a onegov account, and set up a digital ID before they can complete their tax return online. 

    There is a range of support available for the whole process, including:

    • Telephone support for the tax return from Revenue Jersey on (01534) 440300 
    • Telephone support to activate a onegov account from Customer and Local Services on (01534) 444444 
    • Online guidance for filing your tax return: File your personal tax return.

    Richard Summersgill, Comptroller of Revenue, said: “We are hoping that Islanders will complete their returns – either on paper or online – in good time this year. 

    “It is always best to file a tax return early as this increases the likelihood of monthly tax deductions from employees’ salaries not changing significantly in future months.

    “Currently, 88% of customers’ 2024 returns are being assessed within 30 days. 

    “After the paper filing deadline, taxpayers who have a passport will still have the option to avoid a fine by activating a onegov account and filing online by 31 July.”

    Islanders are reminded that Revenue Jersey moved from Philip Le Feuvre House in La Motte Street in December. It is now situated in the Government of Jersey Union Street building. With the deadline falling on Saturday 31 May, the building will be closed but there is an exterior mailbox where customers can drop documents.

Key advancements include advancement in the development of national digital health strategies, strengthened collaboration through regional frameworks, enhanced cross-border interoperability, the establishment of guidance and governance on artificial intelligence, and improvements in health information systems. Digital health has also gained sustained global attention, having been included in the agendas of five consecutive G20 presidencies.

  • MIL-OSI Security: Stockton Man Pleads Guilty to Attempted Sexual Exploitation of a Minor

    SACRAMENTO, Calif. — Elmer Yusay Ngo, 28, of Stockton, pleaded guilty today to one count of attempted sexual exploitation of a minor, U.S. Attorney Phillip A. Talbert announced.

    According to court documents, Ngo utilized social media to sexually exploit female minors. This sexual exploitation included attempting to coerce, entice, and persuade the minors to produce child pornography for Ngo.

    This case is the product of an investigation by the Federal Bureau of Investigation and the Internet Crimes Against Children Task Force, with assistance from state and local police departments nationwide. Assistant United States Attorney Kristin F. Scott is prosecuting the case.

    Ngo is scheduled to be sentenced by U.S. District Judge Kimberly J. Mueller on Nov. 4, 2024. Ngo faces a minimum statutory penalty of 15 years in prison, a maximum statutory penalty of 30 years in prison, a $250,000 fine, supervised release and restitution. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who exploit children via the internet, as well as to identify and rescue victims.   • MIL-OSI Security: Fairbanks Man Convicted for Stalking and Murder-for-Hire Plot

    FAIRBANKS – A federal jury today convicted a Fairbanks man for stalking and attempting to arrange a murder for hire. 

    According to court documents and evidence presented at trial, Roger Keeling, 55, devised and solicited a murder for hire plot targeting his former girlfriend while he was in custody on stalking charges.   

    In October 2020 Keeling placed his hands around his girlfriend’s neck, told her he should rip her heart out and threatened to burn her house down. Keeling pleaded guilty to a misdemeanor assault charge in state court. The victim applied for and was granted a Domestic Violence Protective Order (DVPO) and it was served on Keeling before his release on the assault charges. Over the next six weeks, Keeling was arrested – and released by the state court – for violating this DVPO multiple times in an escalating pattern that included following the victim, slashing her tires, sending dozens of threatening emails from various “disguised” email accounts and planting disturbing handwritten notes along her usual running route.

    Keeling was arrested for stalking the victim in December 2020. While in custody, Keeling told his cellmate he wanted to find someone to harm his girlfriend. During the next few days, Keeling agreed to pay his cellmate $1,500 to arrange for a hitman to kill her, and after being released by a state court judge, he made an initial payment of $500. During a search of Keeling’s home, Alaska State Troopers and the Federal Bureau of Investigation found numerous notes and documents confirming the existence of the plot, as well as multiple documents and drawings created by Mr. Keeling that showed his desire to see her harmed, including a hand-drawn picture of her home in flames.

    “Every citizen has the right to feel safe as they go about their daily life. With today’s conviction, the victim will no longer live in fear always looking over her back and worried about her personal safety,” said Acting U.S. Attorney Bryan Wilson, District of Alaska.

    “The Alaska State Troopers are committed to working with our law enforcement partners to keep the citizens of our great state safe,” said Colonel Bryan Barlow, Director of the Alaska State Troopers. “Investigations like these should serve as a warning to anyone considering soliciting a murder; the Alaska State Troopers and our local, state, and federal law enforcement partners will aggressively investigate and hold accountable anyone that perpetrates these unconscionable acts.”

    Keeling faces up to a five year sentence on the stalking conviction and up to a 10 year sentence on the murder for hire conviction. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The Alaska State Troopers, the Federal Bureau of Investigation and the Fairbanks Police Department conducted the investigation.

    Assistant U.S. Attorneys Daniel Doty and Ryan Tansey are prosecuting the case.

  • MIL-OSI Security: Texas Man Sentenced to Nine Months in Federal Prison for Operating Website That Offered Computer Attack Services

    LOS ANGELES – A Texas man was sentenced today to 9 months in federal prison for running a website that allowed paying users to launch powerful distributed denial of service – or DDoS – attacks that flooded tens of thousands of targeted computers with information and prevented them from being able to access the internet.

    Scott Raul Esparza, 24, of Katy, Texas, was sentenced by United States District Judge Michael W. Fitzgerald who also ordered two years of supervised release with conditions including a full computer monitoring program after serving his prison sentence.

    Esparza pleaded guilty on March 6 to one count of conspiracy to commit unauthorized impairment of a protected computer and one count of unauthorized impairment of a protected computer.

    From 2019 to September 2022, Esparza operated and co-administrated with Shamar Shattock, 21, of Margate, Florida, a DDoS-for-hire service called “Astrostress.com.” The term “DDoS” refers to a type of computer attack in which multiple computers attempt to make connections through the Internet to a targeted computer at the same time. The amount of internet traffic generated by such an attack quickly overwhelms the capacity of the victim computer, resulting in the victim computer being unable to send, receive or respond to commands.

    Astrostress.com was a type of DDoS-for-hire service known as a “booter” service, referring to its ability to “boot” victims off the internet. Customers of Astrostress.com were offered various levels of subscriptions – depending on how many attacks they wanted to conduct and with what power – and were charged accordingly. This site thus enabled co-conspirators worldwide to set up accounts on Astrostress.com and then use the Astrostress.com resources to direct attacks at internet-connected computers around the globe.

    Esparza was responsible for procuring the attack servers and maintaining the attack functionality of Astrostress.com. Esparza also helped Shattock market the service, and he hired a co-conspirator to assist with responding to support requests from customers of the service.

    Esparza neither owned nor had the rights to use the third-party computers he exploited to generate the amplified attack power made available via the Astrostress.com website. He was aware that his customers were using the site to attack computers that did not belong to the customers, and which the customers had no authorization to impair. Esparza personally conducted thousands of attacks using his own service.

    From September 2021 to September 2022, while Esparza administered the website, customers used Astrostress.com to attack tens of thousands of protected computers. As a result, they impaired or attempted to impair the availability of the victim computers by knocking them offline.

    In or around September 2022, shortly after the FBI caused Astrostress.com to shut down, Esparza called Shattock and left him a voicemail message in which he instructed Shattock to “clear” all his social media accounts “so nothing gets linked back to us.”

    Shattock pleaded guilty in March 2023 to one felony conspiracy count and faces up to five years in federal prison at his sentencing hearing, which is expected to occur in the coming months.

    The FBI investigated this matter as part of Operation PowerOFF, a multi-national effort to combat DDoS-for-hire services.

    Assistant United States Attorneys Cameron L. Schroeder, Chief of the National Security Division, and Aaron B. Frumkin of the Cyber and Intellectual Property Crimes Section prosecuted this case.   • MIL-OSI Security: Justice Department Announces Results of Operation Restore Justice: 205 Child Sex Abuse Offenders Arrested in FBI-Led Nationwide Crackdown, Including One in the District of South Dakota

    SIOUX FALLS – Today, the Department of Justice announced the results of Operation Restore Justice, a coordinated enforcement effort to identify, track and arrest child sex predators. The operation resulted in the rescue of 115 children and the arrests of 205 child sexual abuse offenders in the nationwide crackdown. The coordinated effort was executed over the course of five days by all 55 FBI field offices, the Child Exploitation and Obscenity Section in the Department’s Criminal Division, and United States Attorney’s Offices around the country.
     
    “The Department of Justice will never stop fighting to protect victims — especially child victims — and we will not rest until we hunt down, arrest, and prosecute every child predator who preys on the most vulnerable among us,” said Attorney General Pamela Bondi. “I am grateful to the FBI and their state and local partners for their incredible work in Operation Restore Justice and have directed my prosecutors not to negotiate.”

    “Every child deserves to grow up free from fear and exploitation, and the FBI will continue to be relentless in our pursuit of those who exploit the most vulnerable among us,” said FBI Director Kash Patel. “Operation Restore Justice proves that no predator is out of reach and no child will be forgotten. By leveraging the strength of all our field offices and our federal, state and local partners, we’re sending a clear message: there is no place to hide for those who prey on children.”

    Those arrested around the country are alleged to have committed various crimes including the production, distribution, and possession of child sexual abuse material, online enticement and transportation of minors, and child sex trafficking. In South Dakota, the FBI received a Cybertip through NCMEC that Brandon Rouillard, age 31, of Evergreen, South Dakota, had engaged in sexual conversations with a local 14-year-old girl over Facebook. The FBI investigated the Cybertip and learned Rouillard requested that the 14-year-old send him sexual videos and images constituting child sexual abuse material. Rouillard received and saved the child sexual abuse material to his Facebook account. Rouillard also discussed meeting the 14-year-old for a sexual encounter. Rouillard was arrested on a criminal complaint on May 1, 2025, and his initial appearance was held before a federal magistrate judge on May 2, 2025. He was detained pending a preliminary hearing scheduled for May 9, 2025.

    “The U.S. Attorney’s Office in the District of South Dakota routinely partners with federal, state, local, and tribal law enforcement to hold accountable those who seek to sexually exploit children through social media applications and gaming platforms,” said U.S. Attorney Alison J. Ramsdell. “Whether part of a nationwide effort, a local operation, or an individual investigation, our office does not shy away from aggressively prosecuting those who use the Internet to take advantage of vulnerable youth in our communities.”

    “Protecting children from exploitation is one of the FBI’s highest priorities,” said Special Agent in Charge, Alvin M. Winston Sr., of FBI Minneapolis. “Operation Restore Justice underscores the strength of our partnerships and our shared determination to bring child predators to justice. Those who exploit children should know there is no hiding place – we will find you and bring you to justice.”

    In many cases, parental vigilance and community outreach efforts played a critical role in bringing these offenders to justice. It is of vital importance that parents and guardians talk frequently and openly with children about responsible Internet use. It is also essential that the community understands the warning signs of cyberbullying and sextortion, including:

    1. Sudden changes in behavior, such as becoming withdrawn, anxious, or secretive;
    2. Abruptly deleting social media accounts or frequently creating new accounts;
    3. Turning off or hiding devices in the presence of a parent or other adult;
    4. Clearing their web browser cache and/or history;
    5. Unexplained money or gift cards; and
    6. Spending less time with friends.

    This effort follows the Department’s observance of National Child Abuse Prevention Month in April and underscores the Department’s unwavering commitment to protecting children, seeking justice for victims, and raising awareness through community education. These types of cases are brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.

    The Department partners with and oversees funding grants for the National Center for Missing and Exploited Children (NCMEC), which receives and shares tips about possible child sexual exploitation received through its 24/7 hotline at 1-800-THE-LOST and on missingkids.org.

  • MIL-OSI Security: United States Seizes More Than $6 Million in Alleged Proceeds of a Crypto-Confidence Scheme

                WASHINGTON – The United States seized over $6 million worth of cryptocurrency from perpetrators overseas, announced U.S. Attorney for the District of Columbia Matthew M. Graves, U.S. Attorney for the Eastern District of Tennessee Francis M. Hamilton III, Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Criminal Division, and FBI Special Agent in Charge Joseph E. Carrico of the Knoxville Division.

                The perpetrators in Southeast Asia targeted one or more individuals in the United States and fraudulently obtained millions of dollars’ worth of cryptocurrency through a cryptocurrency confidence investment scheme.

                The FBI was able to trace victim funds on the blockchain and located multiple cryptocurrency wallet addresses which still held victim funds totaling more than $6 million. 

                Cryptocurrency confidence investment schemes begin by criminals contacting potential victims through seemingly misdirected text messages, dating applications, or professional meetup or investment groups. Next, using various means of manipulation, the criminal gains the victim’s affection and trust. The perpetrator then recommends cryptocurrency investment by touting their own, or an associate’s, success in the field. Means of carrying out the scheme vary, but a common tactic is to direct a victim to a fake investment platform hosted on a website. These websites, and the investment platforms hosted there, are created by criminals to mimic legitimate platforms. The subject assists the victim with opening a cryptocurrency account, often on a U.S.- based exchange, and then walks the victim through transferring money from a bank account to that cryptocurrency account. Next, the victim will receive instructions on how to transfer their cryptocurrency assets to the fake investment platform.

                On its surface, the fraudulent platforms often show lucrative returns, encouraging further investment; however, all deposited funds are actually routed to a cryptocurrency wallet address controlled completely by the perpetrators. The perpetrators frequently allow victims to withdraw some of their “profits” early in the scheme to engender trust and help convince victims of the legitimacy of the platform. As the scheme continues, victims are unable to withdraw their funds and are provided various excuses as to why. Ultimately, victims are locked out of their accounts and lose all their funds.

                “In these scams, fraudsters trick U.S. citizens into believing they are transferring funds to cryptocurrency investment opportunities when, in fact, they are just unwittingly turning their money over to the fraudsters,” said U.S. Attorney Graves. “The fact these fraudsters and their accounts are typically located outside the United States, will not stop us or our partners at the FBI from doing all we can to recover the proceeds of these frauds and to hold the people running them accountable.”

                “Investment scams and schemes are not new, but committing fraud with digital currency presents new challenges for law enforcement attempting to recover lost funds,” said Special Agent in Charge Carrico. “The FBI along with our law enforcement partners will continue to investigate allegations of crypto scams, but the best defense is to educate yourself before making any investment. Remember, if it sounds too good to be true, it probably is.”

               Based on data submitted to the FBI’s Internet Crime Complaint Center (https://www.ic3.gov/) in 2022 alone, perpetrators of these schemes targeted tens of thousands of victims in the United States and resulted in over two billion dollars in private assets being siphoned overseas. The loss amount reported in IC3 complaints involving cryptocurrency increased 45% since 2022, from more than $3.8 billion to over $5.6 billion in 2023. 

               The FBI Knoxville Division is investigating the case. The Justice Department’s Office of International Affairs and FBI’s Virtual Asset Unit are providing invaluable assistance. 

               The Department of Justice would like to acknowledge Tether for its assistance in effectuating the transfer of these assets.   • MIL-OSI Economics: RBI imposes monetary penalty on Transactree Technologies Private Limited (‘Lendbox’)

    The Reserve Bank of India (RBI) has, by an order dated May 23, 2025, imposed a monetary penalty of ₹40 lakh (Rupees Forty Lakh only) on Transactree Technologies Private Limited [also referred to as ‘Lendbox’] (the company), for non-compliance with certain provisions of the ‘Non-Banking Financial Company – Peer to Peer Lending Platform (Reserve Bank) Directions, 2017’ issued by RBI. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of clause (b) of sub-section (1) of Section 58G read with clause (aa) of sub-section (5) of Section 58B of the Reserve Bank of India Act, 1934.

    A scrutiny of the company was conducted by RBI in September 2023. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the company advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions.

    After considering the company’s reply to the notice, additional submissions made by it and oral submissions made during the personal hearing, RBI found, inter alia, that the following charges against the company were sustained, warranting imposition of monetary penalty.

    The company:

    1. routed the amounts disbursed and collected in loan accounts in the P2P Platform through a ‘co-lending escrow account’ in violation of the laid down ‘Fund Transfer Mechanism’; and

    2. did not: (a) disclose credit assessment and risk profile of the borrowers to the prospective lenders; and (b) disbursed loans to individual borrowers without the specific approval of individual lenders.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the company with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the company.

    The final report of the Independent Sentencing Review has proposed the most significant reform of sentencing and punishment in England and Wales since the 1990s.

    The review, chaired by former Conservative justice secretary David Gauke, calls for a number of changes to address the crisis of overcrowding in prisons. These include using fewer and shorter prison sentences, enhanced opportunities for early release based on good behaviour, and more use of community sentences.

    The government has already accepted most of the recommendations in principle, though many will require legislation to bring them into effect. The justice secretary, Shabana Mahmood, has said that the most serious offenders should not be eligible for an earlier release under the proposals.

    Prisons in England and Wales have been at or near capacity for a number of years, and frequently exceed their safe capacity. Official data shows that the current adult prison population is estimated to be around 87,700, compared with a maximum operational capacity of around 88,800. However, maximum capacity figures are only recorded annually, and the poor conditions of the prison estate mean the usable maximum may often be lower at any given time.

    Without reforms to sentencing, the prison population is projected to increase to up to 105,000 by 2029.

    In September 2024, prison overcrowding resulted in the emergency early release of around 1,700 prisoners serving sentences of less than five years who had served 40% of their sentence. They would ordinarily have not been eligible for early release until they had served 50% of their sentences.

    The Gauke review was commissioned to create a more sustainable solution to prevent further emergency measures. However, both the review and the emergency measures have come under criticism, namely that dangerous offenders will be released and communities and victims will be at risk. The shadow home secretary, Robert Jenrick, has claimed that the most recent proposals will “spark a crime wave”.

    So, will shorter sentences make communities less safe?

    What does the evidence say?

    A core recommendation is that custody should be used only as last resort. It calls for sentences of less than 12 months to only be given in exceptional circumstances, for example, where the offender is known to pose a high level of risk to a specific victim despite being sentenced for a less serious offence.

    The research on short-term imprisonment consistently shows that it is ineffective for a number of reasons. Short prison sentences are disproportionately expensive, especially when compared with community sentences. The offenders serving them have committed relatively minor offences, so pose a low risk other than in exceptional cases.

    Perhaps the most significant finding is the fact that the shorter the sentence, the higher the reoffending rate. Reoffending is around 55% for prisoners sentenced to less than 12 months, compared with an overall rate of 27.5%. If reoffending can be reduced by using more effective sentences, communities will be safer.

    Another key proposal is the “earned progression model”. Under this, most prisoners (except those sentenced for specified serious sexual or violent offences) would be eligible for release after serving one-third of their sentence. They must have engaged constructively with the prison regime.

    They would then be supervised intensively in the community by probation services until they had served two-thirds of their sentence. After this, they would not be actively supervised.

    Prisoners who fail to engage constructively would not be eligible for release until the halfway point of their sentence. Under the early release policy introduced by the government in September 2024, these prisoners would be released after serving just 40% of their sentences.

    There is a sound evidence base for incentivising good behaviour in prison, rather than simply punishing bad behaviour. It is shown to help prisoners develop a sense of autonomy and accountability for their actions. This can help them abstain from reoffending once released.

    A focus on effective rehabilitation, rather than punishment alone, runs through the review. For example, recommendations for improved and targeted substance abuse and mental health treatment.

    There is widespread evidence across jurisdictions which suggests that a focus on rehabilitation, and not longer prisons sentences, is what reduces overall crime levels and makes communities safer. It also makes economic sense.

    The chief inspector of prisons, Charlie Taylor, made clear in his most recent annual report in September 2024 that a fundamental reorientation of prisons towards rehabilitation is needed in order to reduce overall crime levels.

    The Howard League for Penal Reform has also welcomed the proposals in the sentencing review.

    Concerns

    Victims groups have raised concerns about the risk of sex offenders or domestic abusers being released early, even under the current regime. The review recommends strengthening protections for victims, for example by expanding specialist domestic abuse courts and tagging for all perpetrators of violence against women and girls.

    More controversially, it recommends increasing trials into the use of voluntary chemical castration for serious sex offenders. The justice secretary is reported to be considering the use of mandatory chemical castration.

    Other questions remain around the implementation of the reforms, not least how they would be funded in the current economic climate. The chief inspector of probation, Martin Jones, has warned that without better funding and other reforms in the probation service, the proposals in the Gauke review would be “catastrophic”. The review recommends investing in the strained probation service, and bringing in third-sector organisations to support it.

    These are ambitious reforms that would require a considerable investment in the probation service, prisons, community rehabilitation and technology. There are also emerging human rights concerns about the adoption of advanced AI by probation services, as is recommended by the review.

    Ultimately, there is little evidence to suggest that fewer prisoners and shorter sentences will make communities less safe. It is ineffective rehabilitation leading to reoffending which comes at a considerable social and economic cost.
