    The findings, published in The Lancet Global Health, reveal that progress towards the global target of a 40% increase in eyeglasses coverage by 2030 set at the World Health Assembly in 2021 needs to be accelerated. 

    “Universal access to vision care is entirely achievable but only if we act with urgency and unity,” said Dr Stuart Keel, WHO Technical Officer. “Eyeglasses are among the most cost-effective tools in global health. It is unacceptable that millions still live with poor vision when a simple, affordable solution is within reach. We cannot allow another generation to be left behind.” 

     

    Uneven access to eyeglasses  

    The newly released data reveals that the burden of uncorrected vision loss is not equally shared — it weighs far more heavily on low-income countries, women, and older adults. 

    In low-income countries, two out of every three people who need eyeglasses are unable to get them — a crisis that directly undermines their ability to learn, work, stay safe, and live with dignity. This widespread lack of access to such a simple solution continues to limit opportunities and deepen cycles of poverty and exclusion.  

    Women and older people are consistently less likely to receive the vision correction they need, often sidelined by systemic barriers to access and affordability. 

    The situation is particularly severe in the African region, where around 70% of people with refractive errors do not have access to eyeglasses, leaving millions with avoidable vision impairment that impacts their education, livelihoods, and quality of life.  

    “In 2024, WHO included effective refractive error coverage in its monitoring framework for the 14th General Programme of Work, a clear signal that the world is beginning to recognize the critical importance of accessible, high-quality vision care,” said Professor Rupert Bourne, Principal Investigator from the Vision Loss Expert Group. 

    “Data from over 815 000 people across 76 countries shows that we are off track. Urgent global action is needed to reach the goal of a 40% increase in eyeglasses coverage by 2030,” added Professor Bourne. 

     

    Evidence of progress amidst persistent gaps 

    Despite the challenges, the data shows some encouraging trends. Between 2000 and 2023, there was a 50% improvement in the number of people receiving the correct prescription for eyeglasses — a meaningful step toward reducing avoidable vision loss. 

    While the global burden of refractive error has surged over the past two decades — largely driven by lifestyle-related risk factors, for example increased screen time and reduced outdoor activities during childhood — eyeglasses coverage has still risen by an average of 5% per decade, demonstrating steady progress despite the challenges. 

    Dr Keel added “These improvements demonstrate that progress is possible when vision care is prioritized. Meeting global vision targets will require coordinated action across governments, global organizations, donors, and the private sector. WHO calls on all actors to join forces to ensure that everyone, everywhere, gets the vision care they need.”

  • MIL-OSI USA: ICE removes child rapist, illegal alien wanted in Honduras

    SAINT PAUL – U.S. Immigration and Customs Enforcement removed a dangerous foreign fugitive and illegal alien wanted by law enforcement authorities in Honduras for rape and preparation for use of aggravated child pornography May 16.

    Felipe Nery Casco Murillo, first came to the attention of immigration authorities, May 13, 2023, when he applied for admission to the United States at the Hildago Port of Entry in Hidalgo, Texas. On the same date, U.S. Customs and Border Protection issued Casco a notice to appear and paroled him into the U.S., pending immigration proceedings.

    On Nov. 5, 2024, ICE Enforcement and Removal Operations received notice that Casco was wanted in Honduras for the crime of rape and preparation and use of aggravated child pornography. ICE ERO arrested him on Jan. 28, 2025, and an immigration judge with the Justice Department’s Executive Office for Immigration Review ordered him removed April 17.

    ICE ERO St. Paul removed Casco and turned him over to Honduran authorities May 16.

  • MIL-OSI China: China reports strong increase in online sales of digital products

    Online sales of digital products in China increased 8.4 percent year on year in the first four months of 2025, according to data released by the Ministry of Commerce on Friday.

    Sales of smart robots and smart home systems rose by 87.6 percent and 16 percent year on year respectively, the data showed.

    An official of the ministry’s e-commerce department attributed the growth to the e-commerce sector’s sound integration between domestic and foreign trade, as well as its strong global industrial and supply chain coordination capacity.

    From January to April, online sales of 15 categories of home appliances and digital products covered by trade-in programs rose 11.5 percent year on year.

    Services consumption also saw a notable increase, with online entertainment and travel sales rising 31.9 percent and 25.4 percent year on year.

    AI experts are experimenting to build new AI within “Humphrey” to help speed up admin in areas like planning and social care, as 25 councils trial new AI tech from Whitehall.

    Local councils across the country are trialling a new AI tool called ‘Minute’ – part of the “Humphrey” suite being rolled out across Whitehall – to cut burdensome admin tasks to improve services for citizens as part of the UK government’s Plan for Change.

    It comes as the Prime Minister brings together Heads of the devolved governments and elected English Mayors today at the Council of the Nations and Regions for talks on recent trade deals, as well as how AI can improve public services and maximise the technology’s benefits for people across UK. ‘Minute’ has been used to take notes in the meeting, marking the first time AI has been used in a meeting chaired by a UK Prime Minister.

    25 local councils are currently taking part in the early-stage trial of ‘Minute’ to speed up note taking across the services they provide, including West Berkshire Council and Stockton-on-Tees Borough Council. This includes streamlining burdensome admin tasks in the planning process to help hit the government’s target of building 1.5 million homes by 2030.

    This could help speed up actions after planning meetings, allowing officers to focus on the task at hand, rather than paperwork, and make informed decisions to get homes built. This will support approvals, so bricks can be laid and homes built faster.

    The tool also helps take detailed notes in meetings between social care workers and their supervisors, allowing workers to focus on offering more support instead of being bogged down by bureaucracy.

    The trial comes as alongside a push from government to help local councils use technology to improve the dozens of essential services they are responsible for delivering to local residents – from planning approvals to housing, pest control and parking permits. It includes a new AI Knowledge Hub published today, sharing exciting examples of how local councils are using technology so others can learn from them – such as an AI assistant that speeds up the reporting of fly-tipping and graffiti in central London.

    ‘Minute’ is part of ‘Humphrey’, the package of AI tools built to help civil servants deliver for ministers and the public more effectively. It uses generative AI to turn meetings into notes and adds unique tools to help tweak and correct summaries more efficiently. Early tests of the technology in central government showed that officials were saved, on average, from one hour of admin per one hour meeting, with nearly half of them saying note-taking is the least enjoyable part of their job.

    In the pilot, the tool helps local councils automate requirements for note taking and record keeping so officials can focus on helping residents more quickly.

    The trial announced today follows the Prime Minister setting out that he will “push forward with the digitisation of government services” to find £45 billion worth of productivity savings to make the state more productive and agile and deliver the Plan for Change.

    From parking permits and planning permission, local councils handle some of the services that impact our daily lives most. For too long, they have been left to fend for themselves when keeping up with rapid innovations in AI and digital technology – when we know it has huge potential to help solve many of the challenges they face.

    That’s why “Humphrey”, a suite of exciting AI tools built in my department, is being sent to townhalls to help them fast track planning decisions, build 1.5 million homes and take meeting notes more quickly. This is just the first step as we are also going to work with local councils to help them buy and build the technology they need to deliver our Plan for Change and support their local communities more effectively.

    Local councils are on the frontline of housing delivery, and we’re backing them with cutting-edge AI technology like ‘Minute’, so officers can spend less time buried in admin and more time helping to get Britain building.

    Earlier this year, the government’s State of Digital Government Review unveiled that local councils were spending £5 billion per year on technology, despite employing half the number of digital specialists they should be. The report also found that each of the 320 local authorities negotiate technology contracts with big tech companies independently – when many are buying exactly the same tools – making this spending much less effective.

    Work has also begun to look at how technology built by the UK government, like the upcoming GOV.UK App which will give people access to public services on their phones, can help councils save money while delivering a better, more consistent service for citizens. It will also aim to improve data sharing between councils and other public bodies, as well as helping councils negotiate contracts together and share best practices.

    It comes alongside a new AI Knowledge Hub being published, sharing practical examples of how AI is being used in government and across local councils so other organisations across the UK can take their work forward. The publication of the website delivers against a recommendation made in the AI Opportunities Action Plan, aiming to help the public sector adopt AI more quickly and effectively.

    Other areas set to be discussed today include how by working with devolved governments and mayors the UK can ensure it has the infrastructure and capability needed to power AI, and ways to facilitate better data sharing.

    BEIJING, May 23 (Xinhua) — Online sales of digital goods in China grew 8.4 percent year on year in the first four months of 2025, data released by the Ministry of Commerce showed on Friday.

    In particular, according to the data, during the reporting period, sales of intelligent robots and smart home systems grew by 87.6 percent and 16 percent year-on-year, respectively.

    An official from the e-commerce department of the ministry attributed the growth to the high level of integration of domestic and foreign trade in e-commerce, as well as the strong potential of linking global production and supply chains.

    From January to April, online trade-in sales of 15 categories of home appliances and digital products increased by 11.5 percent year-on-year.

    The consumption of services also saw significant growth, with online sales in the arts and tourism sectors growing by 31.9 percent and 25.4 percent year-on-year, respectively. -0-

    Martin Elling to Serve Six Months in Federal Prison for Obstructing Justice Related to his Work with Purdue Pharma

    ABINGDON, Va. – A former senior partner at McKinsey & Company, a global management consulting firm based in New York, N.Y., that agreed in 2024 to pay $650 million to resolve criminal and civil investigations into the firm’s consulting work with opioids manufacturers, including Purdue Pharma, L.P., was sentenced yesterday to six months in federal prison for obstructing justice related to his work on Purdue matters. In addition, Elling was ordered to serve two years of supervised release following his incarceration, which includes a requirement that he perform 1,000 hours of community service. The court also imposed a $40,000 fine.

    Martin Elling, 60, a U.S. citizen most recently residing in Bangkok, Thailand, pled guilty in January 2025 to a one-count Information charging him with knowingly destroying records with the intent to impede, obstruct, and influence the investigation and proper administration of a matter within the jurisdiction of the United States Department of Justice.

    “Martin Elling willfully destroyed records in order to obstruct a Department of Justice investigation related to the actions of McKinsey & Company, Purdue Pharma and the opioid crisis that has devastated communities in this region. He will now have six months to fully comprehend the consequences of those actions,” Acting United States Attorney Zachary T. Lee said today. “This sentence should be an example to all individuals considering similar actions – if you destroy records, if you impeded a Department of Justice investigation, you will go to jail.”

    “Today’s sentencing sends a resounding message: those who attempt to obstruct justice and conceal the truth – no matter how senior, sophisticated, or well-connected – will be held accountable,” said Leah B. Foley, U.S. Attorney for the District of Massachusetts. “Mr. Elling’s efforts to erase evidence tied to McKinsey’s work with Purdue Pharma were not just a breach of corporate integrity – they were a calculated effort to hinder a federal investigation into one of the most devastating public health crises in our nation’s history. Justice requires the truth, and our office will continue to pursue it wherever the facts lead.”

    “Knowingly destroying records and documents to impede a government investigation into the unlawful prescribing of opioids impairs the ability of law enforcement to do its job and endangers the public health,” said Special Agent in Charge George A. Scavdis of the FDA Office of Criminal Investigations Metro Washington Field Office. “We will continue to investigate and bring to justice those who attempt to thwart these important investigations and whose actions put profits over patient safety.”

    “The opioid epidemic has left a trail of heartbreak across Virginia and the nation,” said Virginia Attorney General Jason Miyares. “I commend both the US Department of Justice and my office’s Medicaid Fraud Control Unit for their exemplary efforts and partnership to ensure justice is served.”

    According to court documents, in May 2013, Purdue engaged McKinsey to recover lost OxyContin sales. Purdue retained McKinsey to conduct a rapid assessment of the underlying drivers of OxyContin performance, identify key opportunities to increase near-term OxyContin revenue and develop plans to capture priority opportunities. This 2013 effort was called Evolve to Excellence, or “E2E,” and included McKinsey advising Purdue on how to “turbocharge” the sales pipeline for OxyContin by, among other strategies, intensifying marketing to High Value Prescribers.

    Elling served as the director of the client services team for approximately 30 of McKinsey’s engagements with Purdue. He had a senior, relationship-focused role with respect to the E2E engagement and was involved in securing the engagement for McKinsey.

    On July 4, 2018, Elling emailed another senior partner: “Just saw in the FT that [Purdue board member] is being sued by states attorneys general for her role on the [Purdue] Board. It probably makes sense to have a quick conversation with the risk committee to see if we should be doing anything other [than] eliminating all our documents and emails. Suspect not but as things get tougher there someone might turn to us.”

    According to court documents, forensic analysis of Elling’s McKinsey-issued laptop found that Elling in fact deleted materials related to McKinsey’s work for Purdue from the laptop, as well as a Purdue-related folder from his Outlook email account. On August 22, 2018, Elling emailed himself an apparent to-do list, with the subject line, “When home.” The items listed included: “delete old pur [Purdue Pharma] documents from laptop[.]” Forensic analysis of Elling’s laptop by the Department of Justice’s Computer Crimes and Intellectual Property Section determined that between approximately April 2018 and September 2018, Elling removed a folder titled “Purdue” (which included a subfolder entitled “Strategy”) from his Windows operating system that contained more than 100 items for whom the filenames indicate they were from as far back as 2004 and included the name of the Purdue Pharma CEO at the time of the origination of the Purdue Pharma engagements with McKinsey. The CEO was among the former Purdue Pharma executives who, in 2007, pled guilty and was convicted of misbranding in United States District Court in Abingdon.

    On August 25, 2018, Elling emailed himself the following, “Remove Pur[due] folder from garbage[.]” Elling was aware of the investigations into Purdue Pharma’s conduct and knowingly deleted folders, documents, and emails from his McKinsey-issued laptop knowing these documents would be pertinent to those investigations.

    The case was prosecuted by Assistant United States Attorney Randy Ramseyer of the United States Attorney’s Office for the Western District of Virginia; Assistant United States Attorneys Amanda P. Masselam Strachan and William B. Brady of the United States Attorney’s Office for the District of Massachusetts; Senior Trial Counsel Kristen M. Echemendia of the Civil Division’s Commercial Litigation Branch (Fraud Section); Trial Attorneys Jessica Harvey and Steven R. Scott of the Civil Division’s Consumer Protection Branch; and Special Assistant United States Attorneys and Assistant Attorneys General Kristin Gray and Kimberly Bolton of the Virginia Office of the Attorney General’s Medicaid Fraud Control Unit.

    The matter was investigated by the Food and Drug Administration – Office of Criminal Investigations, Federal Bureau of Investigation, and the Offices of the Inspector General of the Department of Health and Human Services, Department of Veterans Affairs, and Office of Personnel Management, with assistance from the Department of Justice’s Computer Crimes and Intellectual Property Section.

  • MIL-OSI Security: Operation Restore Justice Initiative Results in Indictment Charging Man with Attempting to Cause Minor to Engage in Criminal Sexual Activity

    ALEXANDRIA, La. – Acting United States Attorney Alexander C. Van Hook announced that as a result of Operation Restore Justice, a nationwide initiative to identify, track, and arrest child predators which was announced last week, a Rapides Parish man has been indicted. The federal grand jury in Shreveport has returned an indictment charging Keith William Noce, 45, with use of a facility to attempt to cause a minor to engage in criminal sexual activity.

    The indictment alleges that between April 29, 2025, and May 1, 2025, in the Western District of Louisiana, Noce used a facility and means of interstate commerce to knowingly attempt to persuade, induce, entice, and coerce a minor under the age of 18 years old to engage in sexual activity. 

    Noce, along with two other subjects in Louisiana, were charged last week following a joint, undercover operation by the FBI, Alexandria Police Department and Louisiana State Police. A fourth subject was indicted in the Eastern District of Louisiana on child pornography charges. 

    If convicted, Noce faces a sentence of up to 10 years to life in prison, and a fine of up to $250,000.  

    The case was investigated by the FBI, Alexandria Police Department, and Louisiana State Police and is being prosecuted by Assistant United States Attorney Earl M. Campbell.

    To report an incident involving the possession, distribution, receipt or production of child pornography: Child sexual abuse material (CSAM) – referred to in legal terms as “child pornography” – captures the sexual abuse and exploitation of children. These images document victims’ exploitation and abuse, and they suffer revictimization every time the images are viewed. In 2023, the National Center for Missing & Exploited Children received 36 million reports of the possession, manufacture, or distribution of child sexual abuse materials.     ATHENS, Greece, May 23, 2025 (GLOBE NEWSWIRE) — IMPERIAL PETROLEUM INC. (NASDAQ: IMPP; the “Company”), a ship-owning company providing petroleum products, crude oil and dry bulk seaborne transportation services, announced today its unaudited financial and operating results for the first quarter ended March 31, 2025.

    OPERATIONAL AND FINANCIAL HIGHLIGHTS

    • Fleet operational utilization of 83.8% in Q1 25’ versus 86% in Q4 24’ and 80.6% in Q1 24’.
    • About 47% of fleet calendar days were dedicated to time charter activity while 53% to spot activity.
    • Delivery of the dry bulk carrier, Supra Pasha (2012 built) on April 26th 2025; the remaining six contracted dry bulk carriers will be delivered by June 2025.
    • Revenues of $32.1 million in Q1 25’ compared to $41.2 million in Q1 24’- a 22.1% decline as market rates were stronger during Q1 24’.
    • Net income of $11.3 million in Q1 25’ versus $16.7 million in Q1 24’, corresponding to an EPS, basic of $0.32.
    • EBITDA1 of $14.7 million for Q1 25’.
    • Revenues and net income increased by $5.9 million (or 22.5%) and $7.4 million (or 189.7%), respectively, in Q1 25’ compared to Q4 24’.
    • Cash and cash equivalents including time deposits of $227.4 million as of March 31, 2025 which is 167.5% higher than our current market capitalization of about $85 million.

    First Quarter 2025 Results:

    • Revenues for the three months ended March 31, 2025 amounted to $32.1 million, a decrease of $9.1 million, or 22.1%, compared to revenues of $41.2 million for the three months ended March 31, 2024, primarily due to a decrease in the spot market tanker rates. During the three months ended March 31, 2024 average spot rates for product and suezmax tankers were 26.9% and 24.2% higher than average spot rates during the three months ended March 31, 2025.
    • Voyage expenses and vessels’ operating expenses for the three months ended March 31, 2025 were $10.5 million and $7.1 million, respectively, compared to $13.5 million and $6.0 million, respectively, for the three months ended March 31, 2024. The $3.0 million decrease in voyage expenses is mainly attributed to increased time charter activity leading to a decline in spot days by 16.1%. The decline in spot days along with the decrease in the Suez Canal transits compared to the same period of last year, led to decreased bunker consumption by 21.2% and lower port expenses by 30.8%. The $1.1 million increase in vessels’ operating expenses is primarily due to the increased size of our fleet by an average of 2.1 vessels between the two periods.
    • Drydocking costs for the three months ended March 31, 2025 and 2024 were nil and $0.6 million, respectively. This decrease is due to the fact that during the three months ended March 31, 2025, no vessel underwent drydocking whereas during the three months ended March 31, 2024 our aframax tanker commenced its drydocking which was concluded within April 2024.
    • General and administrative costs for both the three months ended March 31, 2025 and 2024 were $1.2 million.
    • Depreciation for the three months ended March 31, 2025 and 2024 was $5.0 million and $4.0 million, respectively. The change is attributable to the increase in the average number of vessels in our fleet.
    • Management fees for the three months ended March 31, 2025 and 2024 were $0.5 million and $0.4 million, respectively. The change is attributable to the increase in the average number of vessels in our fleet.
    • Interest and finance costs for the three months ended March 31, 2025 and 2024 were $0.6 million and $0.002 million, respectively. The $0.6 million of costs for the three months ended March 31, 2025 relate mainly to accrued interest expense – related party in connection with the $14.0 million and $24.0 million part of the acquisition prices of our bulk carriers, Neptulus and Clean Imperial, respectively. These balances were completely settled in April 2025. For accounting purposes, the outstanding balances payable on the two vessels were required to be allocated between principal and imputed interest, despite the fact that no interest was contractually charged by the sellers. The total amounts ultimately paid remained consistent with the originally agreed purchase prices.
    • Interest income for the three months ended March 31, 2025 was $2.2 million as compared to $1.0 million for the three months ended March 31, 2024. The $1.2 million increase is mainly attributed to a higher amount of funds placed under time deposits.
    • Interest income – related party for the three months ended March 31, 2025 was nil as compared to $0.8 million for the three months ended March 31, 2024. The decrease is mainly attributed to the $0.8 million of accrued interest income – related party for the three months ended March 31, 2024 in connection with the $38.7 million of the sale price of the Aframax tanker Afrapearl II (ex. Stealth Berana). The balance was collected in July 2024, thus the balance for the three months ended March 31, 2025 was nil.
    • Foreign exchange (loss)/gain for the three months ended March 31, 2025 was a gain of $1.7 million as compared to a loss of $0.8 million for the three months ended March 31, 2024. The $1.7 million foreign exchange gain for the three months ended March 31, 2025, is mainly attributed the strengthening of the euro currency against the dollar at the end of the three months ended March 31, 2025 when compared to the respective currency values at the end of year 2024.
    • As a result of the above, for the three months ended March 31, 2025, the Company reported net income of $11.3 million, compared to net income of $16.7 million for the three months ended March 31, 2024. Dividends paid on Series A Preferred Shares amounted to $0.4 million for the three months ended March 31, 2025. The weighted average number of shares of common stock outstanding, basic, for the three months ended March 31, 2025 was 32.9 million. Earnings per share, basic and diluted, for the three months ended March 31, 2025 amounted to $0.32 and $0.30, respectively, compared to earnings per share, basic and diluted, of $0.56 and $0.50, respectively, for the three months ended March 31, 2024.
    • Adjusted net income1 was $12.2 million corresponding to an Adjusted EPS1, basic of $0.34 for the three months ended March 31, 2025 compared to an Adjusted net income of $17.5 million corresponding to an Adjusted EPS, basic, of $0.59 for the same period of last year.
    • EBITDA1 for the three months ended March 31, 2025 amounted to $14.7 million, while Adjusted EBITDA1 for the three months ended March 31, 2025 amounted to $15.6 million.
    • An average of 11.90 vessels were owned by the Company during the three months ended March 31, 2025 compared to 9.84 vessels for the same period of 2024.

  • MIL-OSI Security: Murray Man Sentenced for Distribution of Child Pornography

    United States Attorney Lesley A. Woods announced that Michael Scott, 60, of Murray, Nebraska, was sentenced on May 8, 2025, in federal court in Lincoln, Nebraska, for Distribution of Child Pornography. United States District Judge Susan M. Bazis sentenced Scott to 300 months’ imprisonment. There is no parole in the federal system. After Scott’s release from prison, he will begin a 10-year term of supervised release. Scott was also ordered to pay $69,000 in restitution.

    The Nebraska State Patrol (NSP) received a cybertip from Discord reporting a user had uploaded two files depicting alleged child pornography. An Investigator with NSP was able to view the images and confirm they were child pornography.

    The Investigator confirmed the phone number from the cybertip belonged to Scott at his address in Murray. A search warrant was executed for the Discord account from the cybertip. A review of the contents found the distribution of additional child pornography. There were at least seven images of child pornography uploaded to the Discord account, at least one of which was included in the cybertip.

    During a search of Scott’s residence, Investigators recovered 14 electronic devices.  During a review of Scott’s cellphone, Investigators found a total of 19,807 photos of child pornography and 5,126 videos of child pornography. Among the other devices, Investigators found 200 additional photos of child pornography. Investigators also found a conversation on Discord where Scott sent at least one image of child pornography to another user on January 9, 2024. Investigators also located at least four files of child pornography that were uploaded to Discord on January 17, 2024.

    In a consensual interview at the residence, Scott confirmed the Discord account and username, phone number and email address all belonged to him. Scott admitted to using his cell phone for viewing and trading child pornography.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Alburgh, Vermont Man Sentenced to 12 Years Imprisonment for Producing and Distributing Child Sexual Abuse Material

    Rutland, Vermont – The United States Attorney’s Office for the District of Vermont stated that on May 21, 2025, Brian Bluto, 60, formerly of Alburgh, Vermont, was sentenced by United States District Judge Mary Kay Lanthier to a term of 144 months’ imprisonment to be followed by a 15-year term of supervised release. Bluto previously pleaded guilty to distribution of child sexual abuse material on October 21, 2024, and has been detained since his guilty plea.

    According to court records, Bluto produced child sexual abuse material by hiding a camera to covertly record a child with whom he was living. Bluto began recording the minor victim when she was approximately 13 years old, and continued to do so until she was 16 years old. Bluto distributed still images and a video of the minor victim to a person on the internet, who unbeknownst to Bluto, was an Australian law enforcement officer. The Australian officer alerted Homeland Security Investigations, who obtained a search warrant for Bluto’s residence in Alburgh. The search warrant resulted in the seizures of numerous electronic devices, one of which was located in a backpack that was pointing toward the bathroom in the residence. The backpack had a homemade cut in the fabric where the lens of the camera on the electronic device could stick out without detection. A search of Bluto’s electronic devices revealed hundreds of images and videos of child sexual abuse material, including a depiction of a toddler being sexually abused by an adult.

    Acting United States Attorney Michael P. Drescher commended the investigatory efforts of Homeland Security Investigations, the Queensland, Australia, Police Service and the Vermont Internet Crimes Against Children Task Force.

    The case was prosecuted by Assistant U.S. Attorney Jonathan Ophardt. Bluto was represented by Assistant Federal Defenders Emily Kenyon and Steven Barth.

The endowment fund is a super-stable source that gives the university independence. It is long-term, and it is the university’s money that ensures sustainability, – Svetlana Lavrova believes.

    An endowment consists of three components: fundraising, or seeking donations, investing funds through a management company, and finally receiving and using income from investments.

    The university is interested in the income from the endowment, and the Ministry of Finance is interested in it, because endowments are the largest institutional investors worldwide. This is a unique system that works simultaneously to develop different aspects of the state, so the state is extremely interested in them, Svetlana Lavrova emphasized.

How to interest donors, how to popularize endowment funds and make them socially significant, how to fulfill and exceed the “Priority-2030” program indicator in terms of endowment – these and many other issues were to be discussed in more detail by the participants of the strategy session in sections, mechanisms for their solution were to be developed and discussed at the final joint session.

    As a result, representatives of all five sections identified problems and proposed approaches to solving them, which demonstrated deep immersion in the topic, mutual understanding and interaction in the community. Participants of the strategy session came to the conclusion that it is necessary to concentrate efforts on developing fundraising as a specific work on finding donations, to conduct educational work so that the endowment becomes a socially approved mechanism and an indicator of the effectiveness of universities, to expand opportunities for investment and to legislatively enshrine incentive measures – tax preferences and motivating co-financing.

    The results of the strategic session were summed up by the Director of the Department of Economic Policy of the Ministry of Science and Higher Education of Russia Aslan Kanukoev: Today there are more like-minded people among us. Visiting all the sections, I was convinced that, despite the differences in issues and challenges, the mechanisms for solving them were close. Today we had the first introductory strategic session.     The First Secretary of the Embassy of Vietnam for Education Affairs Mai Nguyen Tuyen Hoa visited Peter the Great St. Petersburg Polytechnic University. As part of the visit, aimed at strengthening educational and scientific ties, she learned about the 126-year history and modern achievements of the Polytechnic University, and discussed current projects and prospects for cooperation.

    A special place in the activities of our university is occupied by cooperation with Vietnam, which has lasted for more than half a century. The key partners were the Hanoi University of Science and Technology, Binh Duong University and Le Qu Don Technical University. Joint projects included the creation of laboratories, training of teachers in digital technologies and scientific research in the field of logistics and ecology. Among the key achievements are the creation of joint laboratories, Russian language centers and participation in the project of the Vietnam-Russian Technological University in Hanoi. Today, 73 people study at the Polytechnic University, most of whom have chosen engineering and IT areas. This year, for the first time in the history of the university, a gold medal was received by a foreign student – a graduate of the Institute of Electronics and Telecommunications of SPbPU from Vietnam Do The Manh.

    During the negotiations, the Vice-Rector for International Affairs of SPbPU Dmitry Arsenyev emphasized: Over half a century of cooperation, we have trained more than 600 specialists for Vietnam. Today, 73 Vietnamese students study at the university in the areas of telecommunications, mechanical engineering, computer science, biomedicine and economics.

    Mai Nguyen Tuyen Hoa emphasized the importance of research activities as a key element of cooperation between the universities of the two countries. She noted that Russian universities retain the status of classical academic centers, actively developing scientific areas: professors and researchers participate in international projects, create joint laboratories, publish works with foreign colleagues. Particular attention is paid to “mirror laboratories” and engineering centers, where the efforts of scientists from different countries are combined. However, according to Mai Nguyen Tuyen Hoa, the interest of Vietnamese youth in education in Russia is declining.

    Despite this, Mai Nguyen Tuyen Hoa noted: The successes of Vietnamese graduates of the Polytechnic University inspire new applicants to choose Russia. During a meeting with students from Vietnam, she expressed admiration for the educational conditions and scientific base of the university: It is better to see once than to hear a hundred times. I am sure that this visit will become an impetus for new joint initiatives.

    Students who choose Russia demonstrate high adaptability — they quickly master the language and integrate into the academic environment. In order to strengthen the position of Russian education, Mai Nguyen Tuyen Hoa proposed expanding information support: disseminating information about exchange programs, summer schools, English-language courses and joint scientific initiatives. She sees particular potential in the creation of a Russian-Vietnamese university, similar to the existing “Slavic universities” project. Such a university could focus on engineering, natural sciences and IT areas, where the demand for cooperation is especially high.

    Dmitry Arsenyev expressed hope that the visit of the Vietnamese delegation would open a new chapter of cooperation. He noted that the Polytechnic is ready to accept more students, support internships for teachers and create interdisciplinary projects.

    “Our doors are always open,” the vice-rector emphasized. “It is important that the initiative comes from both sides: from the search for common scientific interests to attracting industrial partners.”

    The Polytechnic University sees potential in reviving target groups of students from Vietnam, who have shown outstanding results in their studies in the past. Today, when SPbPU is among the top 10 technological universities in the country, this cooperation can become a bridge between academic traditions and the challenges of the digital age.

    Nykredit announces the final result of the recommended voluntary public tender offer for Spar Nord Bank A/S

    In accordance with section 4(1) of the Danish Takeover Order1, Nykredit Realkredit A/S (“Nykredit”) announced on 10 December 2024 that Nykredit intended to submit a voluntary public takeover offer (the “Offer”) to acquire all shares in Spar Nord Bank A/S (“Spar Nord Bank”), with the exception of Spar Nord Bank’s treasury shares, for a cash price of DKK 210 per share, valuing the aggregated issued share capital of Spar Nord Bank at DKK 24.7 billion. As stated in a supplement dated 2 April 2025, the offer price has subsequently been increased to DKK 210.50 per share.

    On 8 January 2025, Nykredit published the offer document regarding the Offer (the “Offer Document”), as approved by the Danish FSA in accordance with section 11 of the Danish Takeover Order. The Offer Document was most recently supplemented in a supplement of 23 April 2025.

    The offer period expired on 20 May 2025 at 23:59 (CEST), and on 21 May 2025 Nykredit announced the preliminary result of the Offer in accordance with section 21(3) of the Danish Takeover Order. The preliminary result of the Offer showed that Nykredit had obtained acceptances which, combined Spar Nord Bank shares held by Nykredit, represent 96.54 per cent of the total share capital and voting rights in Spar Nord Bank, excluding Spar Nord Bank’s holding of treasury shares.

    Final result

    In accordance with section 21(3) of the Danish Takeover Order, Nykredit hereby announces the final result of the Offer.

    The final summation of acceptances shows that Nykredit has obtained acceptances for 72,169,763 shares, equal to 62.87 per cent of the share capital and the associated voting rights in Spar Nord Bank, excluding Spar Nord Bank’s holding of 2,918,044 treasury shares. The acceptances correspond to 61.32 per cent of the total share capital and voting rights in Spar Nord Bank.

    The acceptances received combined with the total of 38,646,475 Spar Nord Bank shares owned by Nykredit represent 96.54 per cent of the total share capital and voting rights in Spar Nord Bank, excluding Spar Nord Bank’s holding of treasury shares. The acceptances received and Nykredit’s holding of Spar Nord Bank shares correspond in total to 94.15 per cent of the total share capital and the total number of voting rights in Spar Nord Bank.

    The relevant regulatory approvals have been obtained, and the final summation of acceptances confirms that the minimum condition for acceptance is also fulfilled. Nykredit therefore considers that all conditions for completion of the Offer have been fulfilled, and Nykredit intends to complete the Offer on the terms and conditions set out in the Offer Document.

    Settlement

    The Offer is expected to be completed on 28 May 2025, on which date the cash consideration will be paid to the designated account of each Spar Nord Bank shareholder who has validly accepted the Offer and who has not validly withdrawn the acceptance of the Offer.

    Compulsory acquisition, delisting and changes to the management and articles of association

    As Nykredit stands to obtain an ownership interest corresponding to more than 90 per cent of the share capital and the associated voting rights in Spar Nord Bank (excluding treasury shares) upon completion of the Offer, it is Nykredit’s intention, as described in section 7.8 of the Offer Document, to initiate and complete a compulsory acquisition of the shares held by the remaining Spar Nord Bank shareholders in pursuance of sections 70-72 of the Danish Companies Act.

    Nykredit furthermore intends to seek to have the Spar Nord Bank shares removed from trading and official listing on Nasdaq Copenhagen A/S as described in section 7.9 of the Offer Document.

    In this connection, Nykredit will request Spar Nord Bank to convene an extraordinary general meeting at which Nykredit, as described in sections 7.4 and 7.5 of the Offer Document, will propose changes to the board of directors of Spar Nord Bank and changes to Spar Nord Bank’s articles of association.

    A Massachusetts man was sentenced today to three years and six months in prison for sending a communication containing a bomb threat to an election official in the Arizona Secretary of State’s Office. 

    “Those using illegal threats of violence to intimidate election workers should know that the Justice Department will find you and hold you accountable under the law,” said Attorney General Merrick B. Garland. “The defendant in this case will spend the next three and a half years in federal prison for threatening an Arizona election official. We will continue to aggressively investigate and prosecute such unlawful threats of violence.”

    According to court documents, on or about Feb. 14, 2021, James W. Clark, 40, of Falmouth, sent a message via the Arizona Secretary of State’s website through “Contact Elections,” addressing the election official by her first name and warning her that she needed to “resign by Tuesday February 16th by 9 am or the explosive device impacted in her personal space will be detonated.” Shortly after transmitting the message, Clark conducted online searches that included the full name of the election official in conjunction with the words “how to kill” and “address.” Additionally, on or about Feb. 18, 2021, Clark conducted online searches involving the Boston Marathon bombing.

    “James W. Clark sent a bomb threat to an Arizona election official. As a result, law enforcement searched the office building where the official worked, as well as the official’s home and car, for an explosive device,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “Public servants who ensure our free and fair elections must be able to do their jobs without fear. The Criminal Division will continue to aggressively investigate and prosecute those who target election officials with threats of violence.”

    In response to Clark ’s message, law enforcement conducted partial evacuations and bomb sweeps of the building in which the Arizona Secretary of State’s Office was located, including an evacuation of the floor of the Office of the Arizona Governor located in the same building. Law enforcement also conducted bomb sweeps of the election official’s personal residence and of the election official’s car.

    “The U.S. Attorney’s Office for the District of Arizona will continue to prosecute those who would threaten our public servants simply for performing the jobs they were hired to do,” said U.S. Attorney Gary M. Restaino for the District of Arizona. “As we head into election season, we thank the state and county election community who make democracy possible.”

    “Election officials, their staffs, and volunteers are essential to our democracy and any threat to these public servants is completely unacceptable,” said Special Agent in Charge Akil Davis of the FBI Phoenix Field Office. “As part of our mission to defend the democratic process, this case demonstrates that the FBI remains prepared to respond to these threats in an urgent and timely fashion.”

    Clark pleaded guilty in August 2023 to one count of making a threatening interstate communication.

    The FBI Phoenix Field Office investigated the case, with assistance from the FBI Boston Field Office.

    Trial Attorney Tanya Senanayake of the National Security Division’s Counterterrorism Section and Assistant U.S. Attorney Sean K. Lokey for the District of Arizona prosecuted the case.

    This case is part of the Justice Department’s Election Threats Task Force. Announced by Attorney General Merrick B. Garland and launched by Deputy Attorney General Lisa O. Monaco in June 2021, the task force has led the Department’s efforts to address threats of violence against election workers, and to ensure that all election workers – whether elected, appointed, or volunteer – are able to do their jobs free from threats and intimidation. The task force engages with the election community and state and local law enforcement to assess allegations and reports of threats against election workers, and has investigated and prosecuted these matters where appropriate, in partnership with FBI Field Offices and U.S. Attorneys’ Offices throughout the country. Over two years after its formation, the task force is continuing this work and supporting the U.S. Attorneys’ Offices and FBI Field Offices nationwide as they carry on the critical work that the task force has begun.

    Under the leadership of Deputy Attorney General Monaco, the task force is led by the Criminal Division’s Public Integrity Section and includes several other entities within the Justice Department, including the Criminal Division’s Computer Crime and Intellectual Property, Civil Rights Division, National Security Division, and FBI, as well as key interagency partners, such as the Department of Homeland Security and U.S. Postal Inspection Service.   • MIL-OSI Security: International Investigation Leads to Shutdown of Ransomware Group

    “Radar/Dispossessor” servers and domains successfully dismantled

    On August 12, FBI Cleveland announced the disruption of “Radar/Dispossessor”—the criminal ransomware group led by the online moniker “Brain”—and the dismantling of three U.S. servers, three United Kingdom servers, 18 German servers, eight U.S.-based criminal domains, and one German-based criminal domain.

    Since its inception in August 2023, Radar/Dispossessor has quickly developed into an internationally impactful ransomware group, targeting and attacking small-to-mid-sized businesses and organizations from the production, development, education, healthcare, financial services, and transportation sectors. Originally focused on entities in the United States, the investigation discovered 43 companies as victims of the attacks, from countries including Argentina, Australia, Belgium, Brazil, Honduras, India, Canada, Croatia, Peru, Poland, the United Kingdom, the United Arab Emirates, and Germany. During its investigation, the FBI identified a multitude of websites associated with Brain and his team.

    Ransomware is a type of malicious software, or malware, that encrypts data on a computer making it unusable. A malicious cybercriminal holds the data hostage until the ransom is paid. If the ransom is not paid, the victim’s data remains unavailable. Cybercriminals may also pressure victims to pay the ransom by threatening to destroy the victim’s data or to release it to the public.

    Radar Ransomware follows the same dual-extortion model as other ransomware variants by exfiltrating victim data to hold for ransom in addition to encrypting victim’s systems. Simply, the ransomware identifies and attacks new victims and, re-victimizes current victims.

    Radar/Dispossessor identified vulnerable computer systems, weak passwords, and a lack of two-factor authentication to isolate and attack victim-companies. Once the criminals gained access to the systems, they obtained administrator rights and easily gained access to the files. The actual ransomware was then used for encryption. As a result, the companies could no longer access their own data. Once the company was attacked, if they did not contact the criminal actor, the group would then proactively contact others in the victim company, either through email or phone call. The emails also included links to video platforms on which the previously stolen files had been presented. This was always with the aim of increasing the blackmail pressure and increasing the willingness to pay.

    Finally, the compromise was announced by the attackers on a separate leak page and a countdown set until public release of the victim data if no ransom was paid.

    As ransomware can have many variants, such as this case, the total number of businesses and organizations affected is yet to be determined. The FBI encourages those with information about Brain or Radar Ransomware—or if their business or organization has been a target or victim of ransomware or currently paying a criminal actor—to contact its Internet Crime Complaint Center at ic3.gov or 1-800-CALL-FBI.     The investigation and joint takedown were conducted in conjunction with the the U.K.’s National Crime Agency, Bamberg Public Prosecutor’s Office, Bavarian State Criminal Police Office (BLKA), and U.S. Attorney’s Office for the Northern District of Ohio.

  • MIL-OSI Security: Pryor Man Sentenced to Life After Jury Convicts Him of Aggravated and Abusive Child Sexual Abuse

    TULSA, Okla. – Previously convicted by a jury in July, Adam Joseph King, was sentenced today for Aggravated Sexual Abuse of a Minor Under 12 in Indian Country and Abusive Sexual Contact with a Minor Under 12 in Indian Country.

    U.S. District Judge John D. Russell sentenced King, 36, to life imprisonment on both counts.

    “King took advantage of a child entrusted in his care and continues to show no remorse for his actions,” said U.S. Attorney Clint Johnson. “The only way to stop someone like King and protect the community is by giving him a lengthy prison sentence.”

    “The victim in the case was just eight years old when King began abusing her. Despite the trauma she endured, she found the courage to tell her story in court, and as a result this dangerous predator will now live behind bars where he can never harm another child,” said FBI Oklahoma City Special Agent in Charge Doug Goodwater. “Her resilience is a powerful reminder of why we do this work – to protect the most vulnerable members of our community and hold violent offenders accountable for their crimes.”

    Evidence presented to the jury showed that King repeatedly sexually abused his girlfriend’s child from age eight through eleven years old. King exploited the child that was in his care and warned the victim not to tell.

    The child victim testified about the sexual abuse she received and eventually reported the abuse to a school counselor. Experts further testified that the evidence collected from King’s bedroom matched the DNA of the child victim.

    The investigation showed that King and his girlfriend, the victim’s mother, denied any wrongdoing by King. Once the investigation began, the minor victim and sibling were removed from the home and placed in the custody of their grandparents, where they have remained.

    The minor victim is a tribal citizen. King will remain in custody pending transfer to the U.S. Bureau of Prisons.

    The FBI, the Catoosa Police Department, and the Oklahoma State Bureau of Investigations investigated the case. Assistant U.S. Attorneys Valeria Luster and Matthew Cyran prosecuted the case.

  • MIL-OSI Security: Schertz Man Sentenced to 14 Years in Prison for Transporting a Minor for Criminal Sexual Activity

    SAN ANTONIO – Yesterday, a Schertz man was sentenced to 168 months in prison for transporting a minor to engage in criminal sexual activity.

    According to court documents, in early January 2020, Kraig David Van Winkle, 36, used a social media application to start chatting with a minor in Arkansas.  Shortly thereafter, the conversation became sexual in nature. On January 9, 2020, Van Winkle arranged to meet with and ultimately brought the minor back to Texas with the intent to engage in sexual activity.  During the trip back to Texas, Van Winkle made the minor throw the minor’s cell phone in a drainage ditch.  He also handcuffed, bound the child with rope and placed tape across the child’s mouth when he left the victim alone in his residence.

    On October 5, 2021, Van Winkle pleaded guilty to one count of transportation of a minor with intent to engage in criminal sexual activity.  Van Winkle has remained in federal custody since his arrest on January 13, 2020.

    “I am thankful for the FBI and Springdale Police Department’s tireless efforts in locating the victim in this case,” said U.S. Attorney Ashley C. Hoff.  “Our office will continue to hold child predators accountable and to deliver justice for survivors.”

    “This sentencing sends a strong message to those who would commit these types of heinous crimes, they will face justice and be held accountable for their actions,” said FBI San Antonio Division Special Agent in Charge Oliver E. Rich Jr.

    The FBI, with valuable assistance from the FBI Little Rock Field Office and the Springdale, AR Police Department, investigated the case.

    Assistant U.S. Attorney Tracy Thompson prosecuted the case.

  • MIL-OSI Security: FBI Little Rock Presents National Safe Online Surfing Award to LISA Academy West Elementary in Little Rock

    LITTLE ROCK, AR—Today, LISA Academy West Elementary in Little Rock, Arkansas, was presented with the FBI Safe Online Surfing (FBI-SOS) Internet Challenge’s national award. Under the guidance of computer teacher Vickie Carroll, LISA Academy students scored a composite score of 95.33 percent to win the March 2022 award in the Starfish category. For the month of March 2022, a record-breaking 173,011 students from 2,086 schools across all 50 states and fpur U.S. territories participated in the FBI-SOS Internet Challenge.

    “The impressive accomplishment achieved by the students and teachers at LISA Academy West Elementary reflects highly upon Little Rock and the entire state of Arkansas,” said FBI Little Rock Special Agent in Charge James A. Dawson. “We hope Arkansas students and teachers continue to educate themselves through our SOS program about online safety.”

    “Educating students about staying safe online is extremely important to us at LISA Academy West Elementary,” said Vickie Carroll. “Our students completed several online courses on Internet safety to educate themselves and prepare for the FBI-SOS competition. They were thrilled to learn they placed first in the competition and were even more excited about meeting real-life FBI agents!”

    FBI-SOS is a free initiative designed to educate third through eighth-grade students about cyber safety. All public, private, and home schools are eligible to participate in this entertaining and educational web-based program which can be accessed year-round. The website features six grade-specific “islands” for students to visit. Each island includes games, videos, and interactive features which address the protection of personal information, password strength, cell phone safety, social networking, and online gaming safety. The videos also include real-life stories of kids who have encountered cyberbullies and online predators.

    Each month of the academic year, schools compete for the national award in one of three categories determined by the number of students participating from each school: Starfish (5-50 participants); Stingray (51-100); and Shark (100+). Kids and adults of all ages can explore the site, play the games, watch the videos, and learn about cyber safety. However, the competitive exam can only be taken by third to eighth-grade students whose classes have been registered by their teachers.

  • MIL-OSI Security: FBI Warns Public to Beware of Scammers Impersonating FBI Agents and Other Government Officials

    PORTLAND, OR—The FBI Portland Division has seen an increase in reports of scammers falsely representing themselves as FBI agents, or a representative of another government agency, and sending couriers to pick up cash or gold payments.

    Be advised, federal agencies do not call or e-mail individuals threatening arrest or demanding money. Scammers often spoof caller ID information, and these phone calls are fraudulent even if they appear to be coming from an agency’s legitimate phone number. Recipients should hang up immediately and report the call.

    There are many versions of the government impersonation scam, and they all exploit intimidation tactics. Typically, scammers will use an urgent and aggressive tone, refusing to speak to or leave a message with anyone other than their targeted victim; and will urge victims not to tell anyone else, including family, friends, or financial institutions, about what is occurring.

    Payment is demanded in various forms, in this new version of the scam, victims are asked to withdraw money as either cash or gold and give that to a courier who arrives at their home. Other tactics include prepaid cards, wire transfers, and cash, sent by mail or inserted into cryptocurrency ATMs. Victims are asked to read prepaid card numbers over the phone or text a picture of the card.

    According to the Internet Crime Complaint Center (IC3), 14,190 people reported being victims of government impersonation scams in 2023, with losses totaling more than $394 million dollars. Here in the Portland Division, which includes all of Oregon, financial losses exceeded $1.7 million dollars in 2023.

    The scammers typically target older adults. In 2023, almost half the complainants reported to be over 60 (40%), and experienced 58% of the losses (almost $770 million) nationally. Complainants over the age of 60 lost more to these scams than all other age groups combined, and reportedly remortgaged/foreclosed homes, emptied retirement accounts, and borrowed from family and friends to cover losses in these scams. Some incidents have resulted in suicide because of shame or loss of sustainable income.

    The FBI will never:

    • Call or e-mail private citizens to demand payment or threaten arrest. You will also not be asked to wire a “settlement” to avoid arrest.
    • Ask you to use large sums of your own money to help catch a criminal.
    • Ask you for wire transfers or gift cards.
    • Call you about “frozen” Social Security numbers or to coordinate inheritances.

    Scams impersonating the FBI and other government agencies are a persistent problem and can also occur via e-mail. Common hallmarks of a scam e-mail include misspellings, missing words, and incorrect grammar. Fraudulent e-mails may give the appearance of legitimacy by using pictures of the FBI Director and/or the FBI seal and letterhead.

  • MIL-OSI Security: Arkansas Man Sentenced to 50 Years in Federal Prison for Sexual Exploitation of a Minor

    FAYETTEVILLE – A Tontitown man was sentenced today to 600 months in prison without the possibility of parole on two counts of Sexual Exploitation of a Minor via Production of Child Pornography. The Honorable Judge Timothy L. Brooks presided over the sentencing hearing in the U.S. District Court in Fayetteville.

    According to court documents, in July 2021 Agents with the Federal Bureau of Investigations received a lead regarding the exchange of child sexual abuse material between an individual in Florida with a user located in Tontitown, Arkansas. The investigation led the FBI to Joshua Paul Brown, 32.

    A residential search warrant was obtained and executed at Brown’s residence. Subsequent forensic examination of the electronics taken from Brown’s residence revealed Brown had produced multiple videos of child sexual abuse material with a minor. 

    Brown was indicted by a Grand Jury in the Western District of Arkansas in November 2021 and entered a plea of guilty in February 2022.

    U.S. Attorney David Clay Fowlkes of the Western District of Arkansas made the announcement.

    The FBI, Benton County Sheriff’s Office and Tontitown Police Department investigated the case.

    Assistant U.S. Attorney Carly Marshall prosecuted the case.

  • MIL-OSI Security: Butte County Man Indicted for Child Enticement

    SACRAMENTO, Calif. — A federal grand jury returned an indictment today against Kevin Leslie Gipson, 58, of Oroville, charging him with attempted coercion and enticement of a minor to engage in sexual activity, U.S. Attorney Phillip A. Talbert announced.

    According to court documents, Gipson attempted to persuade, coerce, and entice a minor to engage in oral copulation and to commit lewd and lascivious acts on a child under 14 years old.

    This case is the product of an investigation by the Sacramento Sheriff’s Office, the Sacramento Valley Hi-Tech Crimes Task Force/Internet Crimes Against Children Task Force and the Federal Bureau of Investigation. Assistant U.S. Attorney Jessica Delaney is prosecuting the case.

    If convicted, Gipson faces a maximum statutory penalty of life in prison and a $250,000 fine. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.
