    July’s Musical Event Features DeVine Guitars and ʻUkuleles

    HONOLULU — Bolder – crispier – strong overtones – mellower. Those sound like wine reviews, but they’re actually adjectives that can be used to describe sound. In the next Builder’s Spotlight, an event by the Hawaiʻi State Archives, viewers can meet a Molokaʻi luthier whose work with different woods brings out those subtle variations. Hawaiʻi State Archives is a division of the Department of Accounting and General Services (DAGS).

    Eric DeVine of DeVine Guitars and ʻUkuleles will discuss how he selects the wood for his instruments. ʻUkulele player Mika Kane will demonstrate the concepts DeVine shares. Well-known Kauaʻi musician Kimo Hussey is the series host.

    This sophomore effort will occur on Saturday, July 19, 2025 from 10 a.m. to 11:30 a.m. It will be livestreamed on the Archives’ Facebook page (Hawaiʻi State Archives) then posted to the Archives’ YouTube page when it’s done. The event is free to watch. The public may submit questions on the Facebook page in real time and a moderator will relay the questions to the host during the event.

    DAGS Director and Comptroller Keith Regan says, “This is a wonderful opportunity for people to better understand how incredibly talented Hawaiʻi’s stringed instrument makers are, and how much thought they put into their work.”

    Builder’s Spotlight is an occasional series that features a local luthier who talks about the instruments they make, followed by a demonstration of live music on those instruments. The July event will feature six DeVine ʻukulele – together, worth approximately $100,000.

    “Our featured builder, Eric, is one of the top makers in the world. His products are stunningly beautiful and highly sought-after – and some even include precious gems in the inlay. I hope this series helps the audience appreciate the design process that transforms a piece of raw lumber to an artful masterpiece,” explains State Archivist Adam Jansen, Ph.D.

    This is one of several events the Hawaiʻi State Archives will be involved in that weekend, all involving Hawaiʻi’s official ʻauana (modern) musical instrument.

    On Friday, July 18 at 7 p.m., the late classical master John King will be inducted into the ʻUkulele Hall of Fame at the International ʻUkulele Festival of Hawaiʻi Gala Concert. The Hall of Fame is housed at the Hawaiʻi State Archives.

    On Sunday, July 20, the Archives will have a booth at the International ʻUkulele Festival in Kapiʻolani Park from 10 a.m. to 5 p.m. The booth will contain examples of ‘ukulele construction, a dozen vintage ʻukulele available for the public to play, and the world’s largest ʻukulele. At 1:30 p.m., the ʻUkulele Hall of Fame will induct the legendary musician Israel Kamakawiwoʻole.

    The Commission would like to stress that the European Medicines Agency (EMA) cyberattack in 2020 was successfully contained without affecting the evaluation and approval of COVID-19 vaccines and therapeutics.

    The EMA swiftly launched a full investigation, in close cooperation with the Dutch police, the Cybersecurity Service for the Union institutions, bodies, offices and agencies (CERT-EU) and Europol, the EU agency for law enforcement cooperation. The law enforcement investigation did not confirm the identities of the suspects involved in this criminal attack.

    The EMA remains vigilant and has subsequently further strengthened its defensive cybersecurity capabilities to be better prepared for cyberattacks.

    The EMA has also published a wealth of information about the evaluation of COVID-19 vaccines, including the clinical data submitted for assessment and the detailed assessment reports. The cyberattack did not impact the integrity of the data that were assessed by the EMA.

    The Commission and the EMA would like to stress the importance of consulting reliable information sources and refer the public to the documents published on the EMA website.

    The EMA will continue releasing documents to the public in line with its legal obligations and its transparency policy.

    This transaction has not been formally notified to the Commission. It is up to the companies to notify transactions for merger control clearance, if they constitute a concentration with an EU dimension under the Merger Regulation[1].

    The processing of personal data requires a legal basis under the General Data Protection Regulation (GDPR)[2]. The acquisition of the shares in a company that is a controller of personal data does not provide a legal basis for the processing of personal data by the acquiring company.

    The transmission of personal data by X to xAI and any further processing of individuals’ personal data by xAI would therefore require a legal basis in the GDPR.

    Without prejudice to the competences of the Commission as guardian of the Treaties, the enforcement of the GDPR in individual cases lies primarily with the competent national supervisory authorities and courts.

    For instance, in April 2025, the Irish Data Protection Commission announced the commencement of an investigation into the processing of personal data comprised in posts on the X social media platform for the purposes of training generative artificial intelligence models, in particular the Grok Large Language Models (LLMs), developed by xAI.

    In 2024, the EU adopted the Artificial Intelligence Act (AI Act)[3]. The AI Act in Article 53 sets out specific transparency requirements regarding training data for general-purpose AI (GPAI) models.

    In addition, Article 55 imposes an obligation on providers of GPAI models with systemic risks to identify and mitigate those risks arising from the development and use of such models.

    The AI Act’s enforcement mechanism is key to ensuring that AI models placed in the EU market are not threatening consumers’ rights and the democratic values of the EU.

  • MIL-OSI Europe: Answer to a written question – Possibilities of strengthening data security within public procurement regulation – E-001462/2025(ASW)

    The Commission confirms that ‘data security’ can be used in public procurement as a technical specifications requirement or as part of the awarding criteria.

    It is up to the public buyers to define the adequate procurement solution that meets their specific needs and reflect it adequately in the tender documents.

    The evaluation of the EU public procurement framework is ongoing. Security aspects, including data security, are discussed in this context.

    Once the evaluation is concluded, its outcome will be taken into account in the impact assessment of the forthcoming revision. As a principle, public procurement regulates only the process of purchasing. Public buyers have already various ways to include security aspects in their tenders.

    From the general cybersecurity perspective, the Commission is monitoring the current transposition of the Network and Information Systems (NIS2) Directive[1] which requires entities from 18 critical sectors to take organisational cybersecurity risk-management measures to protect their network and information systems, which include the digital data stored, processed, retrieved or transmitted.

    The Commission is also monitoring and supporting the implementation of the Cyber Resilience Act[2], which ensures, among others, cybersecurity by design (including protection of processed data) of products with digital elements placed on the EU market as of 11 December 2027.

    SEATTLE — Attorney General Nick Brown today announced his office has joined litigation against the U.S. Department of Education and the Office of Management and Budget for the government’s illegal withholding of $7 billion in formula grants allocated to the states.

    “Student success and wellbeing is a nonpartisan issue. It’s inexcusable that the federal government would choose to wreak havoc on local school systems like this as they prepare for the upcoming school year,” Brown said. “We’re fighting for every dollar our students are owed.”

    These grants support longstanding programs for K-12 students that the federal government is obligated by law to support financially, including programs for English learners and children of migratory workers; professional development for teachers, principals, and other school leaders; enhanced classroom instruction, improved school conditions, and the use of technology in the classroom; and community learning centers that offer students a range of academic and extracurricular enrichment.

    The federal government was to begin awarding these grants for the upcoming school year on July 1, but the day before that deadline, the states received a vague notice that the government was now “reviewing” this funding “given the change in Administrations.” This action violates a number of statutes by going against Congress’ explicit designs for these funds as well as the Education Department’s own regulations.

    In our state alone, the Office of the Superintendent of Public Instruction estimates nearly $137 million in these frozen funds were to go to K-12 schools for the upcoming academic year.

    “I thank the AG’s office for their willingness to step into this case,” State Superintendent Chris Reykdal said. “The AG represents their clients—state agencies, and at OSPI, we continue to share the harms to students, families, educators, and taxpayers stemming from this presidential administration. Diverting funds intended for students and educators that were approved by Congress and signed by President Trump himself, to build a reserve of funds to pay for tax cuts for billionaires, is immoral and illegal. We look forward to federal officials releasing all of the education funds intended for the 50 states and territories.”

    The funding freeze also severely limits the states’ adult education systems. Hundreds of thousands of learners in these states, including those learning English and those working toward a high school diploma, depend on services funded by the Workforce Innovation and Opportunity Act at community colleges, public schools, libraries, correctional education programs and other venues.

    The state Board for Community and Technical Colleges estimates more than $13 million in funds to support student learning is being withheld under the administration’s freeze.

    “The Department of Education’s last-minute decision to withhold the Basic Grant and the Integrated English Literacy and Civics Education grant means immediate impact to tens of thousands of students across Washington state as they work on their high school diploma or GED, learn English, math, and digital literacy skills, and train for jobs,” said Chris Bailey, interim executive director of the state Board for Community and Technical Colleges. “Adult basic education programs are critical for working adults as they learn and improve the skills they need to get good jobs, as well as for employers to hire the skilled workers they need.”

    The states’ complaint seeks to halt these illegal actions and force the federal government to provide these grants in accordance with the law.

    The litigation is led by California, Colorado, Massachusetts, and Rhode Island. Also joining are the attorneys general of Arizona, Connecticut, the District of Columbia, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Vermont, and Wisconsin. The governors of Kentucky and Pennsylvania are also plaintiffs.

  • MIL-OSI USA: King Asserts Role on Armed Services Committee to Support Maine Economy and Strengthen National Security

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME), a member of the Senate Armed Services Committee (SASC), worked with his committee colleagues this week to secure strong investments in Maine’s economy and America’s defense posture through the Fiscal Year 2026 National Defense Authorization Act (NDAA). This legislation will support servicemembers and their families and boost the Maine economy through support for the hundreds of businesses that serve the military’s technological and manufacturing needs leading to a more prosperous Maine and a stronger national security for the United States.
    The legislation passed out of committee in a bipartisan 26-1 vote and represents the first step in bipartisan negotiations to pass a fiscal year budget for the armed forces and national defense interests. It includes several provisions that Senator King backed, including: support for veterans, an Arleigh Burke-class destroyer for Bath Iron Works (BIW), a comprehensive new approach to monitoring brain health, aggressive policies to strengthen America’s cybersecurity, provisions to address the security threats posed by artificial intelligence, and measures to prevent illegal drugs from entering the country.
    “For over six decades, Congress has taken a bipartisan approach to ensure that America’s military and defense forces have the training and equipment to carry out their missions, and protect our interests at home and abroad. This year, we are continuing that tradition in passing a defense bill out of Committee that will make our nation and state safer and stronger,” said Senator King. “As our global community faces some of its greatest challenges, the bill makes important investments in Maine people and businesses that are critical to the safety and security of our country.
    “There are many important provisions in this legislation – including support for troops and their families, investment in Maine research, and needed oversight of the Department of Defense,” continued Senator King. “All told, this year’s defense bill will make our country safer, strengthen our economy, and support the men and women who fight for our freedoms.”
    The National Defense Authorization Act for Fiscal Year 2026 includes King-backed provisions to:
    INVEST IN MAINE SHIPBUILDING AND INSTALLATIONS. 
    The FY26 NDAA authorizes $550 million for DDG-51 Arleigh Burke-class destroyers that Bath Iron Works will build beyond the previously approved funding in the continuing resolution.

    This legislation also authorizes the funding for Portsmouth Naval Shipyard (PNSY) modernization efforts – including the final phase of funding for the Dry Dock extension that will allow PNSY to continue to maintain the Navy’s submarine fleet.
    The bill includes an effort co-sponsored by Senator King that empowers shipyards across the country to make their own hiring decisions based on the workforce needs of their property and not leave these determinations for military officials to make from a distance.

    PREVENT AND PROTECT BRAIN HEALTH. Included in this legislation is a report specifically requested by Senator King to protect servicemembers from blast exposure and address TBI through weapons sensor development led by a Maine business. Also included is a provision encouraging the DOD to maintain robust oversight and ensure timely implementation of suicide prevention recommendations, particularly those of the Suicide Prevention and Response Independent Review Committee.
    HELP ADDRESS HOUSING ALLOWANCE SHORTFALLS FOR SERVICEMEMBERS. The FY26 NDAA will require the DOD to publish how housing allowances are calculated, what housing types are covered, and to pilot a new calculation method based on rental costs by bedroom size. This is on the heels of last year’s Defense bill which increased Basic Allowance for Housing (BAH) rates. Maine servicemembers including members of the Coast Guard will benefit.
    IMPROVE THE WARM HANDOFF. Included in this bill is a signature priority of Senator King’s that improves sharing of information between the Defense Department and State Veterans Agencies.  Maine Bureau of Veterans Services advocated for this reform that will impact all servicemembers and help address the proven high-risk period when servicemembers leave the military.  
    SUPPORT FOR UKRAINE. The FY26 NDAA reaffirms that it is the policy of the United States to assist Ukraine in maintaining a credible defense and deterrence capability and to bolster defense and security cooperation with Ukraine to build a Ukrainian military that is capable of defending Ukraine and deterring future aggression.
    ENHANCE DETERRENCE THROUGH CYBERSECURITY. The bill includes the King-led provision to require the DOD create a credible cyber deterrent strategy against cyberattacks by mid-2026.
    MODERNIZE OUR NUCLEAR DETERRENT. As Cochairman of the Subcommittee on Strategic Forces, Senator King is a Congressional leader working to ensure the bipartisan effort to provide oversight of strategic programs from the nuclear triad to missile defense. Sen King advocated to include important provisions addressing nuclear non-proliferation were included. The bill strengthens the nuclear triad and nuclear command and control including cyber protections and addressing concerns with artificial intelligence.  The bill also includes important oversight of the NNSA and nuclear modernization programs, and missile defense programs to help address cost and defense industrial base concerns.

  • MIL-OSI USA: Opening Remarks of Commissioner Kristin Johnson: Regulators Roundtable on Financial Markets Innovation and Supervision of Emergent Technology

    It is truly my pleasure to welcome you all today to the Regulators Roundtable on Financial Markets Innovation and Supervision of Emergent Technology. My sincere and tremendous gratitude to everyone who has gathered here in London today. This year marks the third year that I have had the privilege of convening an exceptional group of senior prudential and market regulators representing diverse jurisdictions around the world.
    Our discussion this afternoon will focus on forces that are rapidly transforming the financial services sector of the global economy with particular emphasis on two elements of the increasingly digitized financial services sector—the integration of artificial intelligence and the threat of cyber risks.
    For each of us—whether we’re shaping monetary policy, evaluating compliance with current regulatory guidelines, enforcing transparency and accountability in banking, capital markets, derivatives markets or digital asset markets, or supervising the next generation of digital finance platforms—the topics on today’s agenda are top of mind.
    Today we are continuing the conversations launched during the previous roundtables. Each of these topics have only become more important in the year since we last gathered.
    Let’s begin with artificial intelligence (AI).[1]
    AI in Financial Markets and Financial Markets Regulation 
    AI holds significant promise for making financial services more inclusive, efficient, and accessible. But its deployment must be underpinned by robust governance, ethical design, and global regulatory collaboration. For global regulatory leadership—including this august group convened today—the challenge is to balance innovation with stability, openness with security, and automation with human oversight.
    Improving Accuracy, Efficiency, and Operational Resilience
    Evidence suggests that AI improves accuracy, efficiency, and operational resilience and that AI-driven systems may outperform traditional approaches. Some potential applications include:
    Fraud Detection and Risk Management

    Anomaly Detection: AI systems can detect unusual transaction patterns in real-time, flagging potential fraud or cyber threats more effectively than traditional rule-based systems.
    Behavioral Biometrics: Advanced models track behavioral traits (typing speed, swipe patterns) to authenticate users and reduce identity theft.

    Process Automation

    Intelligent Document Processing (IDP): AI extracts, classifies, and processes information from unstructured documents (e.g., loan applications, KYC documents), reducing processing time and human error.
    Trade Surveillance & Market Monitoring: AI can sift through vast quantities of data to detect signs of market manipulation, insider trading, or compliance breaches with greater precision.

    Enhancing Compliance with Regulation and Reducing the Costs of Compliance 
    AI promises to reduce transaction and compliance costs by dynamically routing orders to the best venues, reducing slippage and lowering transaction costs. Evidence suggests that AI improves accuracy, efficiency, and operational resilience. AI-driven systems may outperform traditional approaches for detecting fraud, managing risks, executing back-office services, verifying identity, surveilling markets for evidence of market manipulation, insider trading, and compliance breaches.
    AI also promises to enhance supervisory technology for regulators—automating data collection, analysis, and reporting, reducing frictions with regulatory compliance, and enabling more dynamic regulation at reduced costs. AI may facilitate efficient, faster-paced updating and modernization of regulation. AI may also offer continuous monitoring and enhanced real-time confirmation of compliance, reducing reliance on less frequent, periodic audits, and facilitating market participants and regulators’ ability to identify regulatory breaches earlier and potentially reducing the number and size of regulatory breaches.
    Reducing Transaction and Compliance Costs
    Transaction Costs

    Smart Routing and Algorithmic Trading: AI optimizes trade execution by dynamically routing orders to the best venues, reducing slippage and transaction costs.

    Compliance and Regulatory Reporting

    RegTech Solutions: AI-powered regulatory technology automates data collection, analysis, and reporting, easing the burden of compliance with dynamic regulations.
    Continuous Monitoring: AI systems can provide real-time compliance checks rather than periodic audits, leading to faster resolution and fewer regulatory breaches.

    Industry Use Cases
    While the financial services industry has integrated predictive technologies in risk assessment and predictive analytics for decades, over the last several years, we have witnessed a transformational shift in the diversity of use cases. In 2017, JPMorgan Chase launched a contract intelligence platform that automates review of commercial credit agreements, reducing by hundreds of thousands of hours the human resources annually required to complete credit agreement reviews.[2] HSBC, and a number of other financial institutions, have integrated AI in their transaction monitoring and anti-money laundering (AML) platforms to detect anomalies across millions of transactions in real-time, increasing accuracy in their assessment of suspicious activity reports.[3] Similar to other financial services firms, Mastercard has launched cyber risk and fraud detection software that relies on AI to analyze 75 billion transactions per year to block fraud in milliseconds.[4]
    Risks and Considerations for Policymakers
    In testimony before Congress, published academic literature, and a series of speeches during my tenure as a Commissioner at the CFTC, I have outlined and encouraged regulators to explore a number of risks and considerations. 
    For example, we face real concerns around bias in AI models, especially when it comes to lending and underwriting. There is a need for greater transparency and explainability, so that AI driven decisions are subject to the rigorous accountability standards that we typically apply in our supervisory oversight. And as AI becomes more embedded in core infrastructure, cyber resilience becomes a systemic concern, not just an operational one.
    There is also the matter of concentration risk. As more institutions rely on a handful of foundational AI models or platforms, we must ask: what happens when those systems fail or are compromised? I outline a few additional risks below:
    Bias and Fairness

    Model Transparency: AI decisions, especially in lending or insurance, must be explainable to ensure non-discriminatory practices.
    Data Integrity: Models are only as good as the data they are trained on—bad data can perpetuate historical inequalities.

    Cybersecurity and Resilience

    Adversarial AI: As AI becomes embedded in core infrastructure, it’s also a target for manipulation—highlighting the need for robust, secure design.
    Systemic Concentration: Overreliance on a few AI platforms or vendors could increase systemic vulnerabilities.

    Governance and Accountability

    Model Risk Management: Institutions must manage the full lifecycle of AI models—development, validation, deployment, and monitoring—with strong oversight.
    Cross-Border Coordination: Global consistency in AI governance frameworks will be crucial to avoid regulatory arbitrage and ensure responsible innovation.

    Next Steps in Governing AI
    Governance—at the firm level and the system level—matters more than ever. Fintechs must invest in model risk management, ethical design, and responsible data practices. Supervisory approaches must evolve to keep pace with the changes occurring in the markets subject to our supervision.
    Regulatory agencies in the US are increasingly deploying AI to review large volumes of data and detect emerging risks by identifying outliers. Using AI in this capacity, often referred to as “suptech,” may offer regulators more effective tools to combat fraud, market manipulation, illicit finance, money-laundering and other long-standing threats to the integrity of our markets.
    Cyber Risks
    I have encouraged diverse stakeholders to be mindful of potential cyber risks that may impact individual firms or the broader financial markets ecosystem.[5]
    We continue to discuss these risks. As we consider them, let’s think about the potential implications of interdependence and the possibility of contagion—the threat that a domino effect of risks may occur at an accelerated speed.
    Operational Resilience
    Over the past few years, we have made progress in preparing ourselves to take on these challenges. The Commission issued a proposed rule, unanimously supported, to create an operational resilience framework for futures commission merchants, swap dealers, and major swap participants to “identify, monitor, manage, and assess risks relating to information and technology security, third-party relationships, and emergencies or other significant disruptions to normal business operations” in December 2023.[6]
    Cyber resilience is a critical gateway issue for protecting market integrity, and an area where we need to be “all hands on deck” on both sides of the pond. Cyber resilience is only as strong as its weakest link. As most cyber threats may be launched against financial institutions in many nations, it is important to stay vigilant and collaborate closely on best practices and lessons learned.
    Third-Party Risk Management
    As I discussed in recent remarks, the Market Risk Advisory Committee that I sponsor at the CFTC has been actively focused on cyber resilience and third-party risk management issues.[7] When the Commission released its proposed operational resilience framework, a subcommittee workstream of the MRAC recognized that there may have been some important gaps in operational resilience with respect to other market participants, such as central counterparties regulated by the CFTC, and took up the mantle to continue to examine areas not fully addressed by the Commission. The CCP Risk & Governance Committee organized recommendations that were presented to the commission that “would improve upon the existing framework and require that derivatives clearing organizations establish, implement, and maintain a third-party relationship management program.”[8]
    Many aspects of the recommendations were informed by internationally recognized best practices and international standard setting bodies, such as the Bank for International Settlements Principles for Financial Market Infrastructure. Once again, this highlights the importance of international collaboration, in setting the standard for best practices, and for developing policies that are familiar to global market participants.
    I look forward to discussing today the latest developments in third party risk management, such as new principles on third-party risk supervision issued by the European Securities and Markets Authority (ESMA) just last month.[9]
    International Coordination and Cooperation 
    As we move across the landscape of emerging technologies and the attendant risks, it is increasingly clear that international cooperation is not optional—it is essential. Innovative technologies and the risks that may arise as a result of digitization are not bound by jurisdictional, territorial, or national boundaries. The threats or risks born in one nation may quickly ripple across continents.
    A vulnerability in a third-party service provider can contemporaneously compromise multiple financial institutions. A sophisticated actor can launch a cyber-attack from anywhere in the world, orchestrating the consequences such that they impact any one nation or group of nations simultaneously.
    Let me highlight a few ways we are already working together on these issues, and where we must go further.
    First, harmonizing regulatory expectations.
    We need to align our supervisory approaches across jurisdictions to ensure that cyber risk is being addressed consistently. The Financial Stability Board, CPMI-IOSCO, and other international standard setting bodies have already announced important principles—but implementation must be global, not fragmented.
    Standards like NIST, ISO 27001, and the FSB’s cyber incident response guidance should form the backbone of our shared expectations. It is worth exploring mutual recognition of cyber audits and certifications for third-party providers, especially cloud platforms.
    Second, information sharing.
    Timely, secure, and actionable intelligence must flow across borders—not just between regulators, but also with the private sector. There are institutions that are helping to build these bridges, but we need to enhance real-time alert systems and threat-sharing protocols. Silence, in the cyber domain, is a vulnerability.
    Third, we must strengthen crisis response and recovery.
    Too often, we focus on prevention. But in today’s threat landscape, we must assume that breaches will occur—and focus on how we respond.
    That means building interoperable incident response plans. Conducting joint cyber drills and tabletop exercises simulations and establishing trusted communications channels that can activate instantly in the event of a cross-border incident.
    Fourth, we must tackle concentration risk and supply chain vulnerabilities.
    Many of our institutions rely on the same cloud providers, fintech APIs, and software stacks. We need a coordinated approach to supervising these critical third parties—through shared resilience testing, pooled audits, and transparent incident reporting.
    And finally, we must invest in cyber capacity building, especially in emerging and developing economies. Because in a globally interconnected system, our resilience is only as strong as the weakest link. Let us support these markets with the tools, training, and frameworks they need—not just to defend themselves, but to contribute to the global cyber defense ecosystem.
    In Conclusion — Looking Ahead
    The cyber threat landscape is evolving quickly—AI-powered attacks, deepfakes, quantum computing threats, and vulnerabilities in decentralized finance are no longer theoretical.
    To meet these challenges, we must act together—with speed, with coordination, and with trust. This is no small ask, and we can’t do it alone.
    Let us make cybersecurity a shared responsibility. Let us foster the partnerships—public and private, domestic and international—that are essential to securing our financial future.
    Because in today’s world, cyber resilience is not just a technology issue—it is a financial stability imperative.
    Finally, our convenings and conversations must continue. Trust can be a competitive advantage if we let it—a most potent tool in our toolbox to help us unlock the potential of new technology while also maintaining effective governance structures that give us the confidence and stability to keep moving forward.
    I am hopeful as we continue to convene, as regulators, and with the broader communities we serve, that we can develop standards and best practices that can be relied on around the globe.
    I look forward to hearing the different thoughts and approaches that will be shared today on these issues that are top of mind for our markets globally.

(“Sandoz”) is initiating a voluntary nationwide recall expansion of one additional lot of Cefazolin for Injection, USP, 1 gram per vial. The lot is being recalled due to a customer complaint indicating that four (4) vials incorrectly labelled as Penicillin G Potassium for Injection, USP, 20 million Units were included in cartons (25 vials per carton) of Cefazolin for Injection, USP 1 gram per vial product. Sandoz has confirmed that the vials incorrectly labelled as Penicillin G Potassium for Injection contain Cefazolin for Injection, USP, 1 gram per vial.
    Risk Statement: There is a reasonable probability that the inadvertent administration of cefazolin injection following dosing recommendation of penicillin G potassium injection due to mislabeling may pose serious and potentially life-threatening adverse health consequences, including lack of efficacy leading to less than optimal treatment of severe infections, antibiotic resistance, adverse reactions, severe allergic reactions (e.g., anaphylaxis), drug interactions, and delayed recovery.
    To date, Sandoz has not received any reports of adverse events or injuries related to the product mislabeling. Sandoz has received a complaint of administration of the incorrectly labelled product to a patient.

    Cefazolin for Injection USP is used for the treatment of infections caused by certain bacteria in many different parts of the body including the treatment of pneumonia. Cefazolin for Injection USP can also be used to prevent infections, before and after surgery. Antibacterial drugs like Cefazolin for Injection USP treat only bacterial infections. They do not treat viral infections. Cefazolin for Injection USP is indicated for adult, elderly, pediatric patients, including newborn term infants.
    Penicillin G Potassium for Injection is indicated in the treatment of certain serious infections including septicemia, skin and wound infections. It is also approved for the treatment of diphtheria, community-acquired pneumonia, peritonitis, meningitis/brain abscesses, osteomyelitis, infections of the genital tract, anthrax, tetanus, gas gangrene, listeriosis, pasteurellosis, rat bite fever, fusospirochetes, actinomycosis, complications in gonorrhea and syphilis and Lyme. To reduce the development of drug-resistant bacteria and maintain effectiveness of Penicillin G Potassium for Injection, USP and other antibacterial drugs, Penicillin G Potassium for Injection, USP should be used only to treat or prevent infections that are proven or strongly suspected to be caused by susceptible bacteria. Penicillin G Potassium for Injection is indicated for use in adults, adolescents, children, pediatric, newborn infants and preterm infants.
    Although both Cefazolin and Penicillin G Potassium belong to the beta-lactam group of antibiotics, they are indicated for different types of infections, and the spectrum of susceptible organisms also differs. Additionally, while the patient populations overlap, each medicine has specific on-label distinct groups, and the dosing regimens may differ, as well.
    Sandoz is notifying its customers by letter and is arranging for return of the recalled product. The product being recalled was shipped to select wholesalers for further distribution nationwide. Healthcare providers and customers who have this product should immediately stop use of this lot only and contact Sedgwick, the Sandoz Reverse Distributor, directly by phone at (844) 265-7409 or by email at Sandoz5615@sedgwick.com.

The Security Copilot in Intune general availability release introduces a brand new, Copilot-assisted data exploration capability. IT admins now have a dedicated page in the Intune admin center to ask Copilot for the data they need, take action, and complete endpoint management tasks, all without leaving their workflow. This capability allows admins to extract insights across Intune domains—devices, apps, security policies, users, compliance data, app configurations, and more—and act on it using its deep integration into the Intune functionality they are familiar with. It represents the first step in a foundational shift from traditional reporting and queries to Copilot-powered investigation and IT-empowered action.

    This new Security Copilot capability is designed to simplify the most time-consuming IT workflows, like assessing security posture, managing updates, troubleshooting issues, and generating custom reports. Whether it’s identifying non-compliant devices, tracking patch failures, previewing policy impact, or automating remediation, Copilot brings together the data and actions IT needs in one place.

    Admins can ask natural language questions like, “Show me devices that are not on the latest version of Windows and Office,” or “Which of my Endpoint Privilege Management rules are in conflict and what are the source profiles?” and take action instantly, without switching context.

    The new Explorer experience also includes support for Windows 365 Cloud PCs, giving IT administrators a consistent way to view and act on device details across both cloud and physical endpoints. We are excited to share that in the coming weeks, we’ll introduce additional AI capabilities in Intune with Copilot assistance for Windows 365, offering insights into Cloud PC connectivity and connection quality, licensing optimization, and performance issues tied to compute resources. These capabilities build on the momentum of virtual computing and the ability to stream Windows from the Cloud, enhancing the IT experience and delivering even more endpoint management value—especially for Windows-based environments.

    The general availability release of Security Copilot in Intune also provides chat-based contextual assistance and includes integration with core and Microsoft Intune Suite solutions. Intune Advanced Analytics multiple device query (MDQ), and Copilot help admins write detailed Kusto Query Language (KQL) queries and Endpoint Privilege Management with Copilot assesses app risks for admins to make informed decisions before approving Windows users’ elevation requests. And with the Surface Management Portal in Intune, Copilot provides unified visibility and controls for IT across Surface devices, further strengthening security posture and streamlining operations.

    Identity environments evolve daily—new user, apps, and permissions are constantly introduced, making it difficult for IT and identity admins to keep policies up to date and user access properly governed. Manual investigations done the traditional way can be very time-consuming and reactive, giving cyberattackers more time to exploit gaps.     The World Health Organization (WHO) released today new guidelines recommending the use of injectable lenacapavir (LEN) twice a year as an additional pre-exposure prophylaxis (PrEP) option for HIV prevention, in a landmark policy action that could help reshape the global HIV response. The guidelines are being issued at the 13th International AIDS Society Conference (IAS 2025) on HIV Science, in Kigali, Rwanda.

    LEN, the first twice-yearly injectable PrEP product, offers a highly effective, long-acting alternative to daily oral pills and other shorter-acting options. With just two doses per year, LEN is a transformative step forward in protecting people at risk of HIV – particularly those who face challenges with daily adherence, stigma, or access to health care.

    “While an HIV vaccine remains elusive, lenacapavir is the next best thing: a long-acting antiretroviral shown in trials to prevent almost all HIV infections among those at risk,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “The launch of WHO’s new guidelines, alongside the FDA’s recent approval, marks a critical step forward in expanding access to this powerful tool. WHO is committed to working with countries and partners to ensure this innovation reaches communities as quickly and safely as possible.”

    The new guidelines come at a critical moment as HIV prevention efforts stagnate with 1.3 million new HIV infections occurring in 2024 – with disproportionate impact among key and priority populations, including sex workers, men who have sex with men, transgender people, people who inject drugs, people in prisons, and children and adolescents. WHO’s recommendation on LEN signals a decisive move to expand and diversify HIV prevention, giving people more options to take control over their health with choices that fit their lives.

    Simplified testing: a major barrier removed

    As part of these guidelines, WHO has recommended a public health approach to HIV testing using HIV rapid tests to support delivery of long-acting injectable PrEP, including LEN and cabotegravir (CAB-LA). The simplified testing recommendation removes a major access barrier by eliminating complex, costly procedures and enabling community-based delivery of long-acting PrEP through pharmacies, clinics, and tele-health.

    Next steps: call for implementation

    LEN joins other WHO-recommended PrEP options, including daily oral PrEP, injectable cabotegravir and the dapivirine vaginal ring, as part of a growing arsenal of tools to end the HIV epidemic. While access to LEN outside clinical trials remains limited at the moment, WHO urges governments, donors and global health partners to begin rolling out LEN immediately within national combination HIV prevention programmes – while collecting essential data on uptake, adherence and real-world impact.

    Additional WHO recommendations at IAS 2025

    For the first time, WHO’s treatment guidelines include a clear recommendation for the use of long-acting injectable cabotegravir and rilpivirine (CAB/RPV) as an alternative switching option for antiretroviral therapy (ART) for adults and adolescents who have achieved full viral suppression on oral ART and do not have active hepatitis B infection. This approach is designed to support people living with HIV facing adherence challenges to oral regimens.

    Updated guidelines on service delivery integration include recommendations to integrate HIV services with noncommunicable diseases (NCDs) such as hypertension and diabetes, as well as mental health care for depression, anxiety and alcohol use disorders into HIV services, alongside interventions to support ART adherence. Additionally, new guidelines on management of asymptomatic STIs recommend screening of gonorrhoea and/or chlamydia in key and priority populations.

    For people living with HIV who have mpox and are either ART naive or have experienced prolonged ART interruption, rapid initiation of ART is strongly recommended. Additionally, early HIV testing is advised for individuals presenting with suspected or confirmed mpox infection. WHO’s standard operating procedures further emphasize HIV and syphilis testing for all individuals with suspected or confirmed mpox.

    In response to the broader challenges facing HIV programmes, WHO has also issued new operational guidance on sustaining priority HIV services in a changing funding landscape. The guidance aims to provide a stepwise framework to help countries prioritize services, assess risks, monitor disruptions, and adapt systems to protect health outcomes and preserve progress.

    “We have the tools and the knowledge to end AIDS as a public health problem,” said Dr Meg Doherty, Director of WHO’s Department of Global HIV, Hepatitis and STI Programmes and incoming Director of Science, Research, Evidence and Quality for Health. “What we need now is bold implementation of these recommendations, grounded in equity and powered by communities.”

    HIV remains a major global public health issue. By the end of 2024, an estimated 40.8 million people were living with HIV with an estimated 65% in the WHO African Region. Approximately 630 000 people died from HIV-related causes globally, and an estimated 1.3 million people acquired HIV, including 120 000 children.     SSA workers say the recent decision to involuntarily reassign 1,000 field office employees to man the 1-800 number flies in the face of leadership’s rosy pronouncements and further degrades service.
    A pair of Democratic senators on Monday fired a bevy of questions to Social Security Commissioner Frank Bisignano about the agency’s decision last week to reassign 1,000 field office employees to help answer calls to the agency’s 1-800 number, despite purported gains in customer service metrics.
    Bisignano has spent much of his first two months on the job heralding the advent of automated service options on both the Social Security Administration’s website and through its 1-800 customer service number. But last week, the agency involuntarily and with little notice reassigned 1,000 customer service representatives from the agency’s already understaffed field offices to help answer calls to the 1-800 number.
    The agency said the reassignments reflect new capabilities thanks to the new technology, though it recently removed tranches of real-time performance data initially published by former Commissioner Martin O’Malley. But union officials said the reassignments belie the fact that the agency’s recent changes aren’t working—and the changes at field offices are actually degrading service delivery.
    In a letter to Bisignano, Sens. Elizabeth Warren, D-Mass., and Ron Wyden, D-Ore., questioned the provenance of the agency’s remaining public performance metrics and demanded information about the decision to reassign field office staff to supplement the agency’s teleservice centers alongside detailed metrics about the teleservice centers’ performance in the week prior to the reassignments.
    “In June, Senator Warren released the results of her investigation of SSA’s phone wait time, showing that phone wait times on SSA’s AI-driven 1-800 number average over 1.75 hours—despite SSA’s claim of just 19.2 minutes,” they wrote. “These long wait times reveal the truth: the Trump administration’s cuts to the SSA workforce are disastrous—and any further staffing reductions will further degrade SSA and make it harder for seniors to get their monthly Social Security check or address other problems they may have with their benefits.”
    The senators accused Bisignano of using the reassignments to “cover up the mess” of his addition of AI assistants to the 1-800 number and the aspirational 7,000-employee headcount reduction this fiscal year.
    “The [reassignment] ‘pilot program’ would increase the number of staff answering calls to the 1-800 number by 25%,” they wrote. “But the employees you reassigned—with just a few days’ notice—were frontline customer service representatives who directly assisted recipients visiting offices. Reassigning customer service representatives left field offices short-staffed—forcing the backroom employees who are responsible for actually processing claims to pick up the in-person customer service responsibilities.”

    Addressing the graduating students and faculty, the President noted that AIIMS Bhubaneswar, established under the vision of former Prime Minister Atal Bihari Vajpayee in 2003, has emerged as a trusted centre for quality healthcare and social welfare not just in Odisha but also in neighbouring states like West Bengal, Chhattisgarh and Jharkhand.

    Highlighting the institute’s achievements, the President stated that in the last year alone, AIIMS Bhubaneswar treated over 10 lakh outdoor patients, conducted 17 lakh diagnostic tests and carried out 25,000 surgeries. She added that the institute’s specialty and super-specialty services have enabled it to deliver holistic healthcare across departments.

    President Murmu lauded the institute’s recognition by the World Health Organization under the Asia Safe Surgical Implant Consortium Quality Improvement Programme for its standards in surgical instrument and implant reprocessing. She also mentioned the National Kayakalp Award that AIIMS Bhubaneswar has won for five consecutive years for excellence in sanitation and hospital services.

He urged the students to “heal with empathy” and assured continued support for quality healthcare through strengthened infrastructure and schemes like Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana and Gopabandhu Jan Arogya Yojana, covering over 3.5 crore people in the state.

  • MIL-OSI USA: MAINE PUBLIC UTILITIES COMMISSION ISSUES RFP TO ADVANCE CLEAN ENERGY DEVELOPMENT ON CONTAMINATED LANDS

    Hallowell, Maine– The Maine Public Utilities Commission (Commission) has issued a Request for Proposals (RFP) for the sale of energy or renewable energy credits (RECs) to promote the economic reuse of contaminated land through clean energy development, in accordance with 35-A M.R.S. 3210-J (statute).

    The RFP seeks proposals for energy or RECs from eligible Class IA renewable resources. Proposals must be submitted by 11:59 PM on July 25, 2025. The Commission seeks to procure up to 1,573,026 MWh in this solicitation.

    “This RFP demonstrates Maine’s strong commitment to both advancing clean energy and supporting the reuse of contaminated land for economic benefit,” said Commission Chair Philip L. Bartlett II. By prioritizing projects on PFAS-contaminated agricultural land, were helping communities turn environmental challenges into opportunities for sustainable development and cost savings for ratepayers.

    To be eligible, a Class IA resource must:

    -Qualify as a Maine RPS Class IA resource;

    -Begin commercial operations on or after September 19, 2023; and

    -Have either an executed interconnection agreement or a system impact study underway, if required by the applicable regional transmission organization, independent system operator, or administrator.

    Proposals will be evaluated based on the requirements of the statute, and the criteria detailed in the RFP. To be selected, a project must demonstrate that it is likely to produce net benefits to ratepayers that exceed its costs.

    In accordance with the statute, the Commission will give primary preference to projects located on contaminated land-specifically agricultural land contaminated by PFAS. Projects sited on contaminated land will be awarded contracts before other qualifying projects that are not sited on contaminated land. To qualify for this preference, at least 90% of the project footprint must be located on such land.

  • MIL-OSI Analysis: A robot stole my internship: How Gen Z’s entry into the workplace is being affected by AI

    For years, the expression “the robot took my job” has brought to mind visions of machines replacing workers on factory floors. But Gen Z is facing a new challenge: the loss of internships and other entry-level positions to AI.

    Internships and junior roles have historically provided a predictable ladder into the workforce by providing new workers with the experience and skills needed for long-term career development.

    But as artificial intelligence (AI) spreads to every corner of the modern workplace, these roles are susceptible to being replaced by automation.

    Entry-level roles traditionally involve low-complexity, high-frequency tasks such as data entry, scheduling or drafting reports — tasks that generative AI can do significantly cheaper and faster than a human. This almost certainly means fewer traditional bottom rungs on the career ladder.

    We are already seeing the impact of this: entry-level jobs are becoming scarcer, with candidates competing against a 14 per cent hike in applications per role, according to LinkedIn.

    AI is changing the workplace

    The integration of AI across industries is fundamentally reshaping the job market.

    Nearly half of professionals worry AI will replace their jobs. There is good reason for this: by 2030, it’s estimated that nearly 30 per cent of work could be automated by generative AI.

    Meanwhile, nearly two-thirds of executives say they are willing to use AI tools to drive up productivity at the expense of losing staff. Conversely, only one in three executives are willing to keep their staff at the expense of higher expected productivity.

    It is also projected that declines in traditional entry-level or junior roles in sectors such as food services, customer service, sales and office support work could account for nearly 84 per cent of the occupational shifts expected by 2030.

    Talent and entry-level role shortages in the future

    Data on AI and the future of work also points to another potential problem: a talent shortage for certain skill sets. A 2024 report from Microsoft and LinkedIn found that leaders are concerned with shortages in areas such as cybersecurity, engineering and creative design.

    Though this data might appear contradictory, it signals that in addition to fewer entry level positions being available, changes to job roles and skill sets are also on the horizon.

    As a result, competition for entry-level roles is expected to increase, with greater value put on candidates who can use AI tools to improve their productivity and effectiveness.

    Rather than simply eliminating jobs, many roles are evolving to require new capabilities. There is also growing demand for specialized talent where AI cannot yet fully augment human abilities.

    AI literacy is the new entry requirement

    As AI becomes more prevalent in the workforce, “entry-level” roles are no longer just about completing basic tasks, but about knowing how to work effectively with new technologies, including AI.

    Employers are beginning to place immense value on AI literacy. Two-thirds of managers say they wouldn’t hire someone without AI skills and 71 per cent say they would prefer a less experienced candidate with AI skills over a more experienced one without them.

    With fewer entry-level positions available, young workers will need to figure out how to stand out in a competitive job market. But despite these challenges, Gen Z may also be the best-positioned to adapt to these changes.

    As digital natives, many Gen Z are already integrating AI tools into their work. A report from LinkedIn and Microsoft found 85 per cent are bringing AI tools like ChatGPT or Copilot into the workplace, indicating they are both comfortable and eager to make use of this technology.

    This trend mirrors broader trends across the workforce. One report found 76 per cent of professionals believe they need AI-related skills to remain competitive. That same Microsoft and LinkedIn report found there has been a 160 per cent surge in learning courses for AI literacy.

    This growing emphasis on AI skills is part of a wider shift toward “upskilling” — the process of enhancing skill sets to adapt to the changing conditions of the job market. Today, upskilling means leaning how to use AI to enhance, accelerate and strengthen your performance in the workplace.

    A new kind of entry-level job

    Since AI literacy is becoming a core career skill, being able to present yourself as a candidate with AI skills is important for standing out in a crowded entry-level job market. This includes knowing how to use AI tools, evaluate their outputs critically and apply them in a workplace context. It also means learning how to present AI skills on a resume and in interviews.

    Employers also have a role to play in all this. If they want to attract and retain employees, they need to redesign entry-level roles. Instead of eliminating entry-level roles, they should refocus on higher-value activities that require critical thinking or creativity. These are the areas where humans outperform machines, and where AI can act as a support rather than a replacement.

    But to make this work, employers need to re-evaluate their hiring practices to prioritize AI literacy and transferable skills over outdated experience requirements.

    The future of work isn’t about humans being replaced by robots, but about learning how to use the technology to enhance skills and creating new entry points into the professional world.

  • MIL-OSI USA: NIST Shares Preliminary Findings From Hurricane Maria Investigation

    The National Institute of Standards and Technology (NIST) has released a video update and press release on its study of Hurricane Maria’s impacts on Puerto Rico. 

    Hurricane Maria, which struck Puerto Rico on Sept. 20, 2017, was one of the most devastating and costly hurricanes in U.S. history. The storm caused nearly 3,000 deaths and more than $90 billion in damages. While nature cannot be controlled, communities can reduce the impacts of natural hazards by making their buildings and infrastructure more resilient, upgrading emergency preparedness plans for critical facilities, and strengthening evacuation and communication protocols.

    In 2018, the National Institute of Standards and Technology (NIST) launched an investigation into Hurricane Maria’s impacts to learn what went wrong and to take steps to make Americans safer from future hurricanes.

    “Our goal is to learn from that event to recommend improvements to building codes, standards and practices that will make communities more resilient to hurricanes and other hazards, not just in Puerto Rico but across the United States,” said NIST’s lead Hurricane Maria investigator Joseph Main.

    The investigation has been an enormous undertaking. NIST experts have conducted hundreds of surveys and interviews, analyzed dozens of buildings, conducted laboratory experiments, and more. As NIST’s National Construction Safety Team nears the end of its investigation, it has released a video update that highlights significant milestones and preliminary findings.

    What Made Hurricane Maria So Dangerous?

    Hurricane Maria set off a cascade of building and infrastructure failures across Puerto Rico that had lasting impacts on society, including health care, business and education. The storm itself was a Category 4 hurricane, with peak gusts as high as 140 mph over flat terrain, strong enough to topple trees and lift roofs off houses. The wind was even stronger along the ridges of hills and mountains, where power lines and cellphone towers were located. Those lines and towers were damaged or destroyed, knocking out electric, phone and internet service for almost the entire island.

    The steep mountains of Puerto Rico also intensified the rainfall, resulting in extensive flooding and more than 40,000 landslides. This destroyed roads and bridges, blocking routes to hospitals and shelters for those who badly needed them. The hospitals and shelters themselves were heavily damaged by the storm, lifesaving medical equipment was destroyed, and parts of the buildings became uninhabitable. Each of these impacts intensified others. For example, the loss of electricity made it more difficult to move patients and supplies within some hospitals because elevators stopped working.

    Why NIST?

    NIST has a long history of studying disasters and building failures. Under the National Construction Safety Team (NCST) Act, NIST is authorized to establish teams “to assess building performance and emergency response and evacuation procedures in the wake of any building failure that has resulted in substantial loss of life or that posed significant potential of substantial loss of life.”

    Additionally, the National Windstorm Impact Reduction Act gives NIST responsibility for “carrying out research and development to improve model building codes, voluntary standards, and best practices for the design, construction, and retrofit of buildings, structures, and lifelines” with the purpose of achieving “measurable reductions in the losses of life and property from windstorms.”

    Previous NIST investigations have led to building code improvements for tornadoes and fires that can save lives in communities across the country.

    Responding to Hurricane Maria, NIST created a team of experts in structural and civil engineering, public health, epidemiology, medicine, anthropology, communications, sociology and economics. These experts came from NIST, other federal agencies and universities, including outside experts based in Puerto Rico.

    “Having a local presence has been critical in carrying out this work, especially during the pandemic,” said Maria Dillard, investigation associate lead.

    The Investigation So Far

    The investigation is wide-ranging and has included reconnaissance of the island, creation of a detailed map of wind speeds during the hurricane, long-term measurements of wind speeds at cell towers, and wind tunnel tests. The NIST team conducted hundreds of interviews with emergency communicators; family members of the deceased; hospital, school and shelter staff members; shipping and transportation sector representatives; infrastructure officials; and others impacted by the storm. They also surveyed more than 1,500 households, 450 businesses, 300 schools and 16 hospitals for the project.

    Understanding the impact on hospitals and emergency shelters was a high priority for the investigators, who conducted detailed evaluations of five hospitals and five shelter facilities.

    This information went into computer models to understand how the hurricane and the long recovery process unfolded.

    During the course of the investigation, Puerto Rico was buffeted by more disasters, including a series of earthquakes that started in 2019, the COVID-19 pandemic in 2020, Hurricane Fiona in 2022, and Tropical Storm Ernesto in 2024. These events made the recovery from Hurricane Maria more difficult and presented additional challenges for the investigation.

    Importance of NIST’s Hurricane María Investigation

    Preliminary Findings

    The complete report will not be released until 2026, so these findings may change before the report is finalized. However, in the video Main and Dillard share the following major preliminary findings, which they anticipate will be included in the final version.

    While peak wind speeds over flat terrain reached as high as 140 mph (225 kmh), those winds were accelerated to over 200 mph (322 kmh) in some areas by the shape of steep hills and mountains. The mountains also intensified the rainfall. The most extreme rainfall reached 30 inches (76 centimeters) in some areas.

    A major challenge for the investigation was that many weather-measuring devices were damaged during the storm. Only three out of 22 weather stations were fully functional throughout the hurricane. A Doppler weather radar site was destroyed by high winds, and the majority of rain gauges failed during the storm.

    Surveys with family members of those who died in the two weeks following the hurricane showed that only about one-tenth of the deaths occurred on the day of landfall and that only a small fraction of the deaths were caused by storm-related injuries. Reduced access to health care was found to be a significant factor in the deaths that occurred. The most common causes of death were noncommunicable medical conditions such as cardiovascular disease, diabetes and kidney disease, as those who suffered from these conditions had difficulty obtaining the medical care they needed.

    Landslides, collapsed bridges and fallen trees blocking roads kept people from getting help. Such road disruptions were estimated to have cut off hospital access for just over half of the population immediately following the hurricane. Many patients sought medical care at multiple places before receiving treatment. After arriving at hospitals, patients encountered additional disruptions in care from hospital buildings that were damaged, flooded and without electrical power.

    The investigation also found that 95.3% of schools lost power, for an average of over 100 days. Lack of potable water was also an issue for school recovery. One school emphasized that students needed to bring their own water because the school’s water was not safe to drink.

    Success Stories

    One important preliminary finding from the study is that emergency preparations work. Businesses, schools and hospitals that prepared before Hurricane Maria were able to resume operations more quickly afterward. Preparations included preestablished emergency plans, designated risk mitigation funds, and backup power sources.

    Preliminary findings also showed that financial assistance was effective. Statistically, businesses, schools and hospitals that received financial assistance were able to recover more quickly than those that did not.

    Anticipated Recommendations

    Through the National Construction Safety Team (NCST) Act, NIST has a responsibility to use investigation findings to create recommendations and help implement them.

    Recommendations from the Hurricane Maria Program are anticipated to result in:

    • New building standards to account for faster winds caused by mountains and hills.
    • New standards for storm shelters and refuge areas.
    • Measures that will help hospitals and other critical facilities maintain services during and after hurricanes, such as requiring standby generators for elevators and air-conditioning.
    • Guidance on recording damage to communications systems in a way that will prioritize recovery.
    • More robust tools for measuring wind, rainfall and flooding.
    • New standards for creating death certificates during an emergency.

    These changes will be important for hurricane-prone regions throughout the U.S., not just Puerto Rico. Hurricane Helene, which carved a destructive path from Florida through North Carolina in 2024, shared many similarities with Hurricane Maria, such as significant rainfall in mountainous areas that led to flooding and landslides; neighborhoods and communities being cut off from road access; massive infrastructure failure; and at least one hospital requiring evacuation.

    By applying the lessons of Hurricane Maria, this investigation can help the increasing number of communities that are experiencing intense hurricanes prepare for, respond to, and recover from them.

    Clearly angered by the intensification of Russia’s air campaign against Ukraine, Donald Trump has pivoted from the suspension of US military assistance to Ukraine to promising its resumption. Russia’s strikes on major cities killed more civilians in June than have died in any single previous month, according to UN figures.

    Over the past two weeks, the US president has made several disparaging comments about his relationship with Vladimir Putin, including on July 13 that the Russian president “talks nice and then he bombs everybody in the evening”.

    Not only will the US resume delivery of long-promised Patriot air defence missiles, Trump is now also reported to be considering a whole new plan to arm Ukraine, including with offensive capabilities. And he has talked about imposing new sanctions on Putin’s regime.

    This is the background against which the eighth Ukraine Recovery Conference took place in Rome on July 10 and 11. The event, attended by many western leaders and senior business executives, was an important reminder that while the war against Ukraine will be decided on the battlefield, peace will only be won as the result of rebuilding Ukraine’s economy and society.

    Ending the war anytime soon and on terms favourable to Kyiv will require an enormous effort by Ukrainians and their European allies. But the country’s recovery afterwards will be no less challenging.

    According to the World Bank’s latest assessment, at the end of 2024 Ukraine’s recovery needs over the next decade stood at US$524 billion (£388 billion). And with every month the war continues, these needs are increasing. Ukraine’s three hardest-hit sectors are housing, transport and energy infrastructure, which between them account for around 60% of all damage.

    At the same time, the International Monetary Fund (IMF) provided a relatively positive assessment of Ukraine’s overall economic situation at the end of June, forecasting growth of between 2% and 3% for 2025 – likely to grow to over 4% in 2026 and 2027. But the IMF also cautioned that this trajectory – and the country’s macroeconomic stability more generally – will remain heavily dependent on external support.

    Taking into account a new €2.3 billion package from the EU, consisting of €1.8 billion of loan guarantees and €580 million of grants, the cumulative pledge of over €10 billion (£8.7 billion) made by countries attending the Ukraine recovery conference is both encouraging and sobering.

    It is encouraging in the sense that Ukraine’s international partners remain committed to the country’s social and economic needs, not merely its ability to resist Russia on the battlefield.

    But it is also sobering that even these eye-watering sums of public money are still only a fraction of Ukraine’s needs. Even if the EU manages to mobilise its overall target of €40 billion for Ukraine’s recovery, by attracting additional contributions from other donors and the private sector, this would be less than 8% of Ukraine’s projected recovery needs as of the end of 2024.

    As the war continues and more of the (diminishing) public funding is directed towards defence expenditure by Kyiv’s western partners, this gap is likely to grow.

    Overcoming the trauma of war

    Money is not the only challenge for Ukraine recovery efforts. Rebuilding the country is not simply about undoing the physical damage.

    The social impact of Russia’s aggression is hard to overstate. Ukraine has been deeply traumatised as a society since the beginning of Russia’s full-scale invasion in February 2022.

    Generally reliable Ukrainian casualty counts – some 12,000 civilians and 43,000 troops killed since February 2022 – are still likely to underestimate the true number of people who have died as a direct consequence of the Russian aggression. And each of these will have left behind family members struggling to cope with their loss. In addition, there are hundreds of thousands of war veterans.

    Even before the full-scale invasion of Ukraine, there were nearly half a million veterans from the “frozen” conflict that followed Russia’s annexation of Crimea and incursion into eastern Ukraine. By the end of 2024, this number had more than doubled to around 1 million. Most of them have complex social, economic, medical and psychological needs that will have to be considered as part of a society-wide recovery effort.

    Returning refugees

    According to data from the UN refugee agency (UNHCR), there are also some 7 million refugees from Ukraine and 3.7 million internally displaced people (IDPs). This is equivalent to one quarter of the country’s population. The financial needs of UNHCR’s operations in Ukraine are estimated at $800 million in 2025, of which only 27% was funded as of the end of April.

    Once the fighting in Ukraine ends, refugees are likely to return in greater numbers. Their return will provide a boost to the country’s economic growth by strengthening its labour force and bringing with them skills and, potentially, investment. But like many IDPs and veterans, they may not be able to return to their places of origin, either because these are not inhabitable or remain under Russian occupation.

    Some returnees are likely to be viewed with suspicion or resentment by those Ukrainians who stayed behind and fought. Tensions with Ukrainians who survived the Russian occupation in areas that Kyiv may recover in a peace deal are also likely, given Ukraine’s harsh anti-collaboration laws.

    As a consequence, reintegration – in the sense of rebuilding and sustaining the country’s social cohesion – will be a massive challenge, requiring as much, if not more, of Ukraine’s partners’ attention and financial support as physical reconstruction and the transition from a war to a peace-time economy.

    Given the mismatch between what is needed and what has been provided for Ukraine’s recovery, one may well be sceptical about the value of the annual Ukraine recovery conferences. But, to the credit of their organisers and attendees, they recognise that the foundations for post-war recovery need to be built before the war ends. The non-military challenges of war and peace must not fall by the wayside amid an exclusive focus on battlefield dynamics.

    [WASHINGTON, D.C.] —  U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL), a member of the Senate Appropriations Committee, announced that the Senate Appropriations Committee advanced a funding bill for Agriculture, Rural Development, and FDA for Fiscal Year 2026 (FY26).  Durbin and Duckworth worked to secure various priorities for Illinois in this appropriations bill, both through Congressionally Directed Spending requests and through the programmatic appropriations process. 

    “Our state and our nation are stronger when we invest in our communities and families—and that’s what these bipartisan funding bills do,” Duckworth said. “Appropriating federal funding is the primary role of Congress, and it’s critical this responsibility remains in the legislative branch. I’m proud I was able to help secure critical support for projects throughout Illinois that support our rural communities.”

    “Congress is tasked with the critical responsibility to fund our government programs and agencies.  While Congress has fulfilled this responsibility by routinely passing continuing resolutions, I hope that we can have a true bipartisan effort to pass appropriations bills in a timely, thoughtful process,” said Durbin.  “And as the Trump Administration aims to gut our government, I will continue to push for the funding and resources for Illinoisans to thrive.”

    The Agriculture, Rural Development and FDA funding bill includes the following Illinois priorities secured by Congressionally Directed Spending requests:

          

    • Health Clinic, LaHarpe: $1.38 million to Memorial Hospital Association to help construct an additional health clinic to expand access to health care in the Western Illinois community.
    • Hospital Infrastructure Improvements, Watseka, Illinois: $645,000 to the Iroquois Memorial Hospital and Resident Home to update aged and outdated facilities, including HVAC systems and flooring.
    • Intergenerational Center, Fairbury, Illinois: $1 million to the Boys and Girls Club of Livingston County to construct an intergenerational community center to provide programming and services to youth and seniors at the same site.
    • Laboratory Renovation, Pittsfield, Illinois: $1 million to the Blessing Care Corporation to update the laboratory department at Illini Community Hospital in order to modernize facilities that are more than 80 years old.
    • Medical Technology Upgrades, Lawrenceville, Illinois:  $450,000 to provide essential technological upgrades at Lawrence County Memorial Hospital, including improvements in diagnostic imaging, patient monitoring systems, and life-saving equipment. 
    • Pre-K Expansion, Herrin: $263,000 to Herrin Community Unit School District No. 4 to help expand capacity at the district’s pre-K center.
    • Rural Health Clinic Expansion, West Frankfort, Illinois: $1 million to Southern Illinois Hospital Services to expand the Miners Memorial Rural Health Clinic to provide improvements in both patient rooms and provider workspace.
    • Teledentistry Initiative, Mattoon, Illinois:  $110,000 to Sarah Bush Lincoln Health Center to expand rural telehealth efforts to include teledentistry with an emphasis on underserved children.

    The Agriculture, Rural Development, and FDA funding bill includes additional Illinois priorities secured through the programmatic appropriations process:

    USDA

    • Bee Genome: $3 million, an increase of $750,000 from FY25, to continue sequencing the genome of more than 4,000 domestic bee species, including activities underway at the Peoria USDA National Center for Agricultural Utilization Research and the University of Illinois.
    • Midwest Soybean Germplasm Lab: The President’s Budget Request proposes closing research labs in three states, including two operations at the University of Illinois—the National Soybean Germplasm Collection and the Maize Genetics Cooperation Stock Center.  The bill includes language to prohibit USDA laboratory and facility closures without USDA providing Congressional notification and approval. 
    • Agricultural Research: $3.2 billion for basic food and agricultural research nationwide, including activities underway at the Peoria USDA National Center for Agricultural Utilization Research and the University of Illinois.
    • Tracking Farm Exports by State: Includes report language requiring USDA to track and publish the top five farm commodities exported, or imported, by State, and the country of destination, or origin.
    • Plant Health, Tree and Wood Pests: $59 million to help identify and contain wood-boring pests threatening tree health across the country, 19 of which have been detected in the past decade, including the Emerald Ash Borer.  This funding will allow for the identification and containment of Emerald Ash Borer infestations and increase public awareness of the threat posed by EAB in the 15 states that are battling this invasive species.    
    • Animal Welfare: $27 million to implement and enforce provisions of the Animal Welfare Act (AWA), including those governing facilities that previously have fallen out of compliance with the AWA. 
    • Rural e-Connectivity Pilot Program (ReConnect Program): $35 million to support loans and grants that facilitate broadband deployment in rural areas without sufficient broadband access.
    • Agricultural Extension – Food Safety Outreach Program: $10 million to provide food safety training and tech assistance to owners and operators of small farms, small food processors, and small fruit and vegetable vendors affected by the Food Safety Modernization Act of 2011.
    • Food for Peace: $1.5 billion to meet emergency food needs around the world, including due to the wars in Ukraine, Gaza, and Sudan, and conflict, displacement, poverty, and climate change exacerbating needs around the world, despite Trump’s efforts to eliminate the program.   
    • McGovern-Dole International Food for Education and Child Nutrition Program: $240 million to support school feeding and maternal and child nutrition projects around the world, particularly for girls, despite Trump’s efforts to eliminate the program.
    • Local and Regional Procurement: Continues support for the promotion of locally sourced agricultural products, which remain less costly and more accessible when compared to commodities sourced from the United States and shipped overseas.

    FDA

    • Tobacco: Includes substantial bill language pertaining to FDA’s Tobacco Center to eliminate harmful provisions and ensure alignment with public health needs.  The statutory language specifies $200 million for e-cigarette enforcement activities, out of the $712 million total for the FDA’s Tobacco Center—which will increase resources to investigate and stop illegally sold products.  The language also enhances reporting to Congress, dedicates $2 million to the interagency task force between FDA, DOJ, and DHS, and provides statutory authority requested by FDA Commissioner Makary to enable FDA to detain and destroy seized illegal e-cigarettes at ports of entry.  There also is report language ensuring that the FDA’s regulatory focus is on kid-friendly and flavored products, and balanced between unauthorized Chinese vapes and also-illegal, unauthorized domestic vapes (made by Altria, RJ Reynolds, JUUL).
    • ALS: Provides no less than $2.5 million for FDA to continue implementation of the ACT for ALS law to enable FDA to fund early stage clinical trials for new ALS therapies. 
    • Food Safety: $1.17 billion for FDA’s Human Foods Program to oversee food and nutrition in the United States.  Includes report language encouraging coordination between FDA, USDA, and CDC in better ensuring the safety of our nation’s foods.
    • Dietary Supplements: Includes report language calling on FDA to strengthen its enforcement actions against adulterated and misbranded dietary supplements.

    [WASHINGTON, D.C.] —  U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL), a member of the Senate Appropriations Committee, announced that the Senate Appropriations Committee advanced a funding bill for Agriculture, Rural Development, and FDA for Fiscal Year 2026 (FY26).  Durbin and Duckworth worked to secure various priorities for Illinois in this appropriations bill, both through Congressionally Directed Spending requests and through the programmatic appropriations process. 

    “Our state and our nation are stronger when we invest in our communities and families—and that’s what these bipartisan funding bills do,” Duckworth said. “Appropriating federal funding is the primary role of Congress, and it’s critical this responsibility remains in the legislative branch. I’m proud I was able to help secure critical support for projects throughout Illinois that support our rural communities.”

    “Congress is tasked with the critical responsibility to fund our government programs and agencies.  While Congress has fulfilled this responsibility by routinely passing continuing resolutions, I hope that we can have a true bipartisan effort to pass appropriations bills in a timely, thoughtful process,” said Durbin.  “And as the Trump Administration aims to gut our government, I will continue to push for the funding and resources for Illinoisans to thrive.”

    The Agriculture, Rural Development and FDA funding bill includes the following Illinois priorities secured by Congressionally Directed Spending requests:

          

    • Health Clinic, LaHarpe: $1.38 million to Memorial Hospital Association to help construct an additional health clinic to expand access to health care in the Western Illinois community.
    • Hospital Infrastructure Improvements, Watseka, Illinois: $645,000 to the Iroquois Memorial Hospital and Resident Home to update aged and outdated facilities, including HVAC systems and flooring.
    • Intergenerational Center, Fairbury, Illinois: $1 million to the Boys and Girls Club of Livingston County to construct an intergenerational community center to provide programming and services to youth and seniors at the same site.
    • Laboratory Renovation, Pittsfield, Illinois: $1 million to the Blessing Care Corporation to update the laboratory department at Illini Community Hospital in order to modernize facilities that are more than 80 years old.
    • Medical Technology Upgrades, Lawrenceville, Illinois:  $450,000 to provide essential technological upgrades at Lawrence County Memorial Hospital, including improvements in diagnostic imaging, patient monitoring systems, and life-saving equipment. 
    • Pre-K Expansion, Herrin: $263,000 to Herrin Community Unit School District No. 4 to help expand capacity at the district’s pre-K center.
    • Rural Health Clinic Expansion, West Frankfort, Illinois: $1 million to Southern Illinois Hospital Services to expand the Miners Memorial Rural Health Clinic to provide improvements in both patient rooms and provider workspace.
    • Teledentistry Initiative, Mattoon, Illinois:  $110,000 to Sarah Bush Lincoln Health Center to expand rural telehealth efforts to include teledentistry with an emphasis on underserved children.

    The Agriculture, Rural Development, and FDA funding bill includes additional Illinois priorities secured through the programmatic appropriations process:

    USDA

    • Bee Genome: $3 million, an increase of $750,000 from FY25, to continue sequencing the genome of more than 4,000 domestic bee species, including activities underway at the Peoria USDA National Center for Agricultural Utilization Research and the University of Illinois.
    • Midwest Soybean Germplasm Lab: The President’s Budget Request proposes closing research labs in three states, including two operations at the University of Illinois—the National Soybean Germplasm Collection and the Maize Genetics Cooperation Stock Center.  The bill includes language to prohibit USDA laboratory and facility closures without USDA providing Congressional notification and approval. 
    • Agricultural Research: $3.2 billion for basic food and agricultural research nationwide, including activities underway at the Peoria USDA National Center for Agricultural Utilization Research and the University of Illinois.
    • Tracking Farm Exports by State: Includes report language requiring USDA to track and publish the top five farm commodities exported, or imported, by State, and the country of destination, or origin.
    • Plant Health, Tree and Wood Pests: $59 million to help identify and contain wood-boring pests threatening tree health across the country, 19 of which have been detected in the past decade, including the Emerald Ash Borer.  This funding will allow for the identification and containment of Emerald Ash Borer infestations and increase public awareness of the threat posed by EAB in the 15 states that are battling this invasive species.    
    • Animal Welfare: $27 million to implement and enforce provisions of the Animal Welfare Act (AWA), including those governing facilities that previously have fallen out of compliance with the AWA. 
    • Rural e-Connectivity Pilot Program (ReConnect Program): $35 million to support loans and grants that facilitate broadband deployment in rural areas without sufficient broadband access.
    • Agricultural Extension – Food Safety Outreach Program: $10 million to provide food safety training and tech assistance to owners and operators of small farms, small food processors, and small fruit and vegetable vendors affected by the Food Safety Modernization Act of 2011.
    • Food for Peace: $1.5 billion to meet emergency food needs around the world, including due to the wars in Ukraine, Gaza, and Sudan, and conflict, displacement, poverty, and climate change exacerbating needs around the world, despite Trump’s efforts to eliminate the program.   
    • McGovern-Dole International Food for Education and Child Nutrition Program: $240 million to support school feeding and maternal and child nutrition projects around the world, particularly for girls, despite Trump’s efforts to eliminate the program.
    • Local and Regional Procurement: Continues support for the promotion of locally sourced agricultural products, which remain less costly and more accessible when compared to commodities sourced from the United States and shipped overseas.

    FDA

    • Tobacco: Includes substantial bill language pertaining to FDA’s Tobacco Center to eliminate harmful provisions and ensure alignment with public health needs.  The statutory language specifies $200 million for e-cigarette enforcement activities, out of the $712 million total for the FDA’s Tobacco Center—which will increase resources to investigate and stop illegally sold products.  The language also enhances reporting to Congress, dedicates $2 million to the interagency task force between FDA, DOJ, and DHS, and provides statutory authority requested by FDA Commissioner Makary to enable FDA to detain and destroy seized illegal e-cigarettes at ports of entry.  There also is report language ensuring that the FDA’s regulatory focus is on kid-friendly and flavored products, and balanced between unauthorized Chinese vapes and also-illegal, unauthorized domestic vapes (made by Altria, RJ Reynolds, JUUL).
    • ALS: Provides no less than $2.5 million for FDA to continue implementation of the ACT for ALS law to enable FDA to fund early stage clinical trials for new ALS therapies. 
    • Food Safety: $1.17 billion for FDA’s Human Foods Program to oversee food and nutrition in the United States.  Includes report language encouraging coordination between FDA, USDA, and CDC in better ensuring the safety of our nation’s foods.
    • Dietary Supplements: Includes report language calling on FDA to strengthen its enforcement actions against adulterated and misbranded dietary supplements.

  • MIL-OSI USA: NIST Ion Clock Sets New Record for Most Accurate Clock in the World

    There’s a new record holder for the most accurate clock in the world. Researchers at the National Institute of Standards and Technology (NIST) have improved their atomic clock based on a trapped aluminum ion. Part of the latest wave of optical atomic clocks, it can perform timekeeping with 19 decimal places of accuracy.   

    Optical clocks are typically evaluated on two levels — accuracy (how close a clock comes to measuring the ideal “true” time, also known as systematic uncertainty) and stability (how efficiently a clock can measure time, related to statistical uncertainty). This new record in accuracy comes out of 20 years of continuous improvement of the aluminum ion clock. Beyond its world-best accuracy, 41% greater than the previous record, this new clock is also 2.6 times more stable than any other ion clock. Reaching these levels has meant carefully improving every aspect of the clock, from the laser to the trap and the vacuum chamber.

    The team published its results in Physical Review Letters.

    “It’s exciting to work on the most accurate clock ever,” said Mason Marshall, NIST researcher and first author on the paper. “At NIST we get to carry out these long-term plans in precision measurement that can push the field of physics and our understanding of the world around us.”

    The aluminum ion makes an exceptionally good clock, with an extremely steady, high-frequency “ticking” rate. Its ticks are more stable than those of cesium, which provides the current scientific definition of the second, said David Hume, the NIST physicist leading the aluminum ion clock project. And the aluminum ion isn’t as sensitive to some environmental conditions, like temperature and magnetic fields.

    But the aluminum ion is kind of shy, Marshall explained. Aluminum is difficult to probe and cool with lasers, both necessary techniques for atomic clocks. The research group therefore paired the aluminum ion with magnesium. Magnesium doesn’t have the beautiful ticking properties of aluminum, but it can be easily controlled with lasers. “This ‘buddy system’ for ions is called quantum logic spectroscopy,” said Willa Arthur-Dworschack, a graduate student on the project. The magnesium ion cools the aluminum ion, slowing it down. It also moves in tandem with its aluminum partner, and the state of the clock can be read out via the magnesium ion’s motion, making this a “quantum logic” clock. Even with this coordination, there was still an array of physical effects to characterize, said Daniel Rodriguez Castillo, also a graduate student on the project.

    “It’s a big, complex challenge, because every part of the clock’s design affects the clock,” Rodriguez Castillo said.

    One challenge was the design of the trap where the ions are held, which was causing tiny movements of the ions, called excess micromotion, that were lowering the clock’s accuracy. That excess micromotion throws off the ions’ tick rate. Electrical imbalances at opposite sides of the trap were creating extra fields that disturbed the ions. The team redesigned the trap, putting it on a thicker diamond wafer and modifying the gold coatings on the electrodes to fix the imbalance of the electric field. They also made the gold coatings thicker to reduce resistance. Refining the trap this way slowed the ions’ motion and let them “tick” unperturbed.

    The vacuum system in which the trap must operate was also causing problems. Hydrogen diffuses out of the steel body of a typical vacuum chamber, Marshall said. Traces of hydrogen gas collided with the ions, interrupting the clock’s operation. That limited how long the experiment could run before the ions needed to be reloaded. The team redesigned the vacuum chamber and had it rebuilt out of titanium, which lowered the background hydrogen gas by 150 times. That meant they could go days without reloading the trap, rather than reloading every 30 minutes.

    There was still one more ingredient they needed: a more stable laser to probe the ions and count their ticks. The 2019 version of the clock had to be run for weeks to average out quantum fluctuations — temporary random changes in the ions’ energy state — caused by its laser. To reduce that time, the team turned to NIST’s own Jun Ye, whose lab at JILA (a joint institute of NIST and the University of Colorado Boulder) hosts one of the most stable lasers in the world. Ye’s strontium lattice clock, Strontium 1, held the previous record for accuracy. 

    This was a team effort. Using fiber links under the street, Ye’s group at JILA sent the ultrastable laser beam 3.6 kilometers (a little more than 2 miles) to the frequency comb in the lab of Tara Fortier at NIST. The frequency comb, which acts as a “ruler for light,” allowed the aluminum ion clock group to compare its laser with Ye’s ultrastable one. This process enabled the Ye lab’s laser to transfer its stability to the aluminum clock laser. With this improvement, the researchers could probe the ions for a full second compared to their previous record of 150 milliseconds. This improves the clock’s stability, reducing the time required to measure down to the 19th decimal place from three weeks to a day and a half.

    With this new record, the aluminum ion clock contributes to the international effort to redefine the second to much greater levels of accuracy than before, facilitating new scientific and technological advances. The upgrades also drastically improve its use as a quantum logic testbed, exploring new concepts in quantum physics and building the tools needed for quantum technology, an exciting prospect for those involved. More importantly, by cutting down the averaging time from weeks to days, this clock can be a tool to make new measurements of Earth’s geodesy and explore physics beyond the Standard Model, such as the possibility that the fundamental constants of nature are not fixed values but actually changing. 

    “With this platform, we’re poised to explore new clock architectures — like scaling up the number of clock ions and even entangling them — further improving our measurement capabilities,” Arthur-Dworschack said.
