    There’s a new record holder for the most accurate clock in the world. Researchers at the National Institute of Standards and Technology (NIST) have improved their atomic clock based on a trapped aluminum ion. Part of the latest wave of optical atomic clocks, it can perform timekeeping with 19 decimal places of accuracy.   

    Optical clocks are typically evaluated on two levels — accuracy (how close a clock comes to measuring the ideal “true” time, also known as systematic uncertainty) and stability (how efficiently a clock can measure time, related to statistical uncertainty). This new record in accuracy comes out of 20 years of continuous improvement of the aluminum ion clock. Beyond its world-best accuracy, 41% greater than the previous record, this new clock is also 2.6 times more stable than any other ion clock. Reaching these levels has meant carefully improving every aspect of the clock, from the laser to the trap and the vacuum chamber.

    The team published its results in Physical Review Letters.

    The aluminum ion makes an exceptionally good clock, with an extremely steady, high-frequency “ticking” rate. Its ticks are more stable than those of cesium, which provides the current scientific definition of the second, said David Hume, the NIST physicist leading the aluminum ion clock project. And the aluminum ion isn’t as sensitive to some environmental conditions, like temperature and magnetic fields.

    But the aluminum ion is kind of shy, Marshall explained. Aluminum is difficult to probe and cool with lasers, both necessary techniques for atomic clocks. The research group therefore paired the aluminum ion with magnesium. Magnesium doesn’t have the beautiful ticking properties of aluminum, but it can be easily controlled with lasers. “This ‘buddy system’ for ions is called quantum logic spectroscopy,” said Willa Arthur-Dworschack, a graduate student on the project. The magnesium ion cools the aluminum ion, slowing it down. It also moves in tandem with its aluminum partner, and the state of the clock can be read out via the magnesium ion’s motion, making this a “quantum logic” clock. Even with this coordination, there was still an array of physical effects to characterize, said Daniel Rodriguez Castillo, also a graduate student on the project.

    “It’s a big, complex challenge, because every part of the clock’s design affects the clock,” Rodriguez Castillo said.

    One challenge was the design of the trap where the ions are held, which was causing tiny movements of the ions, called excess micromotion, that were lowering the clock’s accuracy. That excess micromotion throws off the ions’ tick rate. Electrical imbalances at opposite sides of the trap were creating extra fields that disturbed the ions. The team redesigned the trap, putting it on a thicker diamond wafer and modifying the gold coatings on the electrodes to fix the imbalance of the electric field. They also made the gold coatings thicker to reduce resistance. Refining the trap this way slowed the ions’ motion and let them “tick” unperturbed.

    The vacuum system in which the trap must operate was also causing problems. Hydrogen diffuses out of the steel body of a typical vacuum chamber, Marshall said. Traces of hydrogen gas collided with the ions, interrupting the clock’s operation. That limited how long the experiment could run before the ions needed to be reloaded. The team redesigned the vacuum chamber and had it rebuilt out of titanium, which lowered the background hydrogen gas by 150 times. That meant they could go days without reloading the trap, rather than reloading every 30 minutes.

    There was still one more ingredient they needed: a more stable laser to probe the ions and count their ticks. The 2019 version of the clock had to be run for weeks to average out quantum fluctuations — temporary random changes in the ions’ energy state — caused by its laser. To reduce that time, the team turned to NIST’s own Jun Ye, whose lab at JILA (a joint institute of NIST and the University of Colorado Boulder) hosts one of the most stable lasers in the world. Ye’s strontium lattice clock, Strontium 1, held the previous record for accuracy. 

    This was a team effort. Using fiber links under the street, Ye’s group at JILA sent the ultrastable laser beam 3.6 kilometers (a little more than 2 miles) to the frequency comb in the lab of Tara Fortier at NIST. The frequency comb, which acts as a “ruler for light,” allowed the aluminum ion clock group to compare its laser with Ye’s ultrastable one. This process enabled the Ye lab’s laser to transfer its stability to the aluminum clock laser. With this improvement, the researchers could probe the ions for a full second compared to their previous record of 150 milliseconds. This improves the clock’s stability, reducing the time required to measure down to the 19th decimal place from three weeks to a day and a half.

    With this new record, the aluminum ion clock contributes to the international effort to redefine the second to much greater levels of accuracy than before, facilitating new scientific and technological advances. The upgrades also drastically improve its use as a quantum logic testbed, exploring new concepts in quantum physics and building the tools needed for quantum technology, an exciting prospect for those involved. More importantly, by cutting down the averaging time from weeks to days, this clock can be a tool to make new measurements of Earth’s geodesy and explore physics beyond the Standard Model, such as the possibility that the fundamental constants of nature are not fixed values but actually changing.

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced the arrest of Dallon Christopher Barnwell, 22, of Pickens, S.C., on 10 charges connected to the sexual exploitation of minors. Internet Crimes Against Children (ICAC) Task Force investigators with the Pickens County Sheriff’s Office made the arrest. Investigators with the Attorney General’s Office, also a member of the state’s ICAC Task Force, assisted with the investigation.

     

    Investigators received a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC), which led them to Barnwell. Investigators state that Barnwell possessed files of child sexual abuse material.

     

    Barnwell was arrested on July 3, 2025. He is charged with 10 counts of sexual exploitation of a minor, third degree (§16-15-410), a felony offense punishable by up to 10 years imprisonment on each count.

     

    This case will be prosecuted by the Attorney General’s Office.

     

    Attorney General Wilson stressed all defendants are presumed innocent unless and until they are proven guilty in a court of law.

     

     

     

    * Child sexual abuse material, or CSAM, is a more accurate reflection of the material involved in these heinous and abusive crimes. “Pornography” can imply the child was a consenting participant.  Globally, the term child pornography is being replaced by CSAM for this reason.

    Greenpeace Africa calls on African ministers to uphold commitments and resist industry pressure at crucial continental meeting.

    NAIROBI, KENYA — As the African Ministerial Conference on the Environment (AMCEN)  convenes in Nairobi, Greenpeace Africa calls on the continent’s environmental ministers to demonstrate bold leadership on critical environmental challenges facing the continent and the world.

    The 20th session of AMCEN marks a defining moment for Africa’s unified voice on environmental policy, bringing together ministers from all 54 African countries at a time when decisive action on plastic pollution, climate justice, and biodiversity loss is more urgent than ever.

    Greenpeace Africa urges ministers to prioritize three critical areas:

    1. Uphold Strong Plastics Treaty Commitment

    African ministers must reaffirm the visionary leadership demonstrated at AMCEN 19/2 Decision, which called for a legally binding Global Plastics Treaty addressing pollution across its entire lifecycle. With negotiations entering a critical phase at INC-5.2 in Geneva this August, any retreat from Africa’s strong position would undermine the continent’s unified voice and environmental goals.

    “The plastic pollution crisis is disproportionately affecting African communities. From open burning and illegal waste dumping in low-income communities, to the health threats of microplastics and toxic chemicals, it is often the most vulnerable that bear the brunt of this crisis. AMCEN must resist industry pressure and maintain its call for plastics  production caps in the Global Plastics Treaty.”

    2. Make Polluters Pay

    New polling data reveals overwhelming public support for making oil and gas corporations pay for climate damage. A Greenpeace-Oxfam study shows 81% of respondents across 13 African countries support taxes on fossil fuel companies to fund climate recovery, including 85% in Kenya and 80% in South Africa.

    Sherelee Odayar, Oil and Gas Campaigner said:

    “AMCEN must champion reparations for climate damages and ensure that those who profited most from environmental destruction contribute to addressing the damage. This is not just environmental policy but a matter of justice for communities suffering the worst climate impacts.”

    3. Protect Forests Through Direct Community Finance and rights recognition

    As deforestation accelerates across the continent, AMCEN must commit to the implementation of deforestation action plans that center Indigenous Peoples and Local Communities with direct access to finance and recognition of their rights. 

    Dr Lamfu Yengong, Greenpeace Africa’s Lead Forest Campaigner, said:

    “African forests are being decimated while those who have protected them for generations are sidelined. AMCEN must ensure direct finance and recognition of the rights of the Indigenous Peoples and Local Communities who are the most effective guardians of our biodiversity.”

    AMCEN’s outcomes will directly shape Africa’s positions at major international forums, including INC 5.2, COP 30, and UNEA 7. Unity across the continent is essential to ensure that African priorities are not compromised in global negotiations.

    Coventry’s popular Holiday, Activity and Food (HAF) programme returns this summer with thousands of activities available for Coventry school-aged children!

    Bookings are now open for the Summer programme and will run between 21 July to the 31 August. This year there are over 26,000 activity sessions available, with 16 sessions available to book per child.

    This year, there are lots of new activities available, ensuring there are different activities and more experiences than previous years. In addition, the programme is spread across a wide range of venues and locations in the city to make it accessible for as many children as possible.

    The programme proved incredibly popular in 2024, with 92% of parents recommending the programme to others and 56% of parents rating the experience as excellent in the post-programme survey. Positive comments from the survey included “very suitable for special educational needs (SEN) children, caters for them effectively”; “I like how children of all abilities are understood and included”; “the kids said the staff were all very encouraging by helping them make friends and have great fun, the activity was an amazing experience for them.”

    Our new providers this year include Pet XI specialising in teaching children about AI coding, as well as local company Coventry Building and Welding, providing skills in construction. Both of these new activities will help young people gain practical experience that can help them in a future career and or develop skills in the future.

  • MIL-OSI Russia: The Polytechnic University hosted the School of Young Scientists “Advanced Materials and Technologies: from Invention to Implementation”

    During the International Scientific conference “Implementation of Innovations. New Materials and Additive Technologies” (VINMiAT-25), which took place at the Technopolis Polytech Scientific Research Institute, the School of Young Scientists was in operation. It was attended by students, postgraduates, early career researchers, as well as leading specialists in the field of additive technologies, materials science, and digital engineering.

    The main objectives of the school are to ensure the transfer of advanced knowledge about modern production methods, to promote the growth of professionalism of young personnel and to introduce them to advanced trends in the field of scientific developments.

    After the plenary session, the school participants worked in two sections: “Welding and related technologies/Nature-like materials and additive technologies for their production” and “Equipment, automation and robotics of innovative technologies”.

    In the first section, Yarob Aldaiye, an engineer at the Research Laboratory of LiAT IMMiT, presented a report entitled “Assessment of residual deformations of a welded joint formed using various welding methods”. The scientist analyzed the influence of the welding method on the level of residual deformations, energy input and the width of the heat-affected zone, as well as on technical and economic characteristics. As part of the work, technologies for welding steel samples using various methods were created, control samples were welded to assess residual deformations, metallographic studies of welded joints were conducted, residual deformations of welded samples were analyzed and compared, and a technical and economic justification for the selected welding methods was carried out.

    The second report, “Restoration of nozzle blades made of cobalt alloy MAR-M 509 using laser gas-powder surfacing,” was given by Vladimir Protsenko, an engineer at the Research Laboratory of LiAT.

    A separate presentation was devoted to the restoration of nozzle blades made of cobalt and nickel alloy using laser cladding. SPbPU scientists developed a laser cladding technology and a method for preventing crack formation. The cladding blades successfully passed operational tests.

    Anna Abdrakhmanova, an engineer at the Materials Design and Additive Manufacturing Laboratory, presented a report on the topic of “Study of Mechanical Properties of Continuously Reinforced Nature-Like Polymer Composite”. Maria Zaitseva, an engineer at the Russian-Chinese Research Laboratory of Functional Materials, spoke about the features of selective laser melting of DUO steel with platform heating.

    Victoria Nefedova, an engineer at the Scientific and Educational Center for Structural and Functional Materials, presented the development of biocompatible titanium-tantalum composites using selective laser melting, and her colleague, engineer Alexander Zolotarev, spoke about the modification of the heat-resistant alloy BZh159 with TiB₂ and Y₂O₃ nanoparticles. Then Alexander Zaitsev, an engineer at the Russian-Chinese Laboratory for Functional Materials, gave a report on the production of a polymer-ceramic material using the filament deposition modeling method (FDM technology).

    The event continued with a traditional tour of the IMMiT laboratories, where the school participants were able to get acquainted with modern equipment, industrial 3D printing systems, and discuss the knowledge gained with leading scientists working at the institute.

    July 12 marked the 95th anniversary of the founding of the Moscow State Technological University “Stankin” – one of the leading technical universities in the country. Deputy Prime Minister Dmitry Chernyshenko took part in the ceremonial celebration of this significant date for the university, and also presented diplomas with honors to the best students.

    The Deputy Prime Minister read out a congratulatory message from Prime Minister Mikhail Mishustin, who is a graduate of Stankin, to the university staff and students.

    Dmitry Chernyshenko, in turn, shared his memories of how he himself was once a student at the university, and spoke about plans for its development: by 2030, a modern, world-class campus will be built for Stankin.

    “Soon, Stankin will acquire a new site with new high-tech premises with an area of over 200 thousand square meters, designed for 11 thousand students. A modern scientific and educational ecosystem will appear by 2030 through the joint efforts of Moscow and the Ministry of Science and Higher Education. Therefore, those who will proudly bear the title of Stankinites will receive even more unique opportunities to realize their talents, as President Vladimir Vladimirovich Putin instructed us. I wish the staff and students all the best, and the graduates – to fully realize their potential, as all Stankinites do. Good luck to you, bon voyage!” said the Deputy Prime Minister.

    Acting Rector Boris Padalkin also congratulated the graduates. The acting rector noted that on this solemn day the students receive their diplomas and take a serious step into their future lives.     As a token of gratitude, Dmitry Chernyshenko, as a graduate of the Faculty of Automated Systems for Control of Industrial Processes (now the Institute of Information Technologies) of MSTU “Stankin”, received a symbolic scarf from the acting rector Boris Padalkin. This gift, which has become traditional for current graduates, symbolizes the inseparable connection between generations and the continuity of traditions in the training of engineering personnel of the highest level.

    Dmitry Chernyshenko also assessed how the admission campaign at MSTU “Stankin” is going. The Deputy Prime Minister was informed that the recruitment of applicants in 2025 is going well, and for master’s and postgraduate studies, it is significantly ahead of last year’s figures. This year, the university allocated more than 1.6 thousand budget places, for which more than 4.5 thousand applicants from 22 thousand competitive groups applied. The most popular method of submission is through the super service “Online University Admission”: 85% of applications were submitted this way.

    The following areas of training are most in demand among applicants: computer science and computer engineering, information systems and technologies, software engineering and automation. Currently, more than 5.5 thousand undergraduate and graduate students are studying at the university, and over its history, the university has graduated more than 70 thousand engineers who have contributed to the development of the country.

    Washington, D.C. – U.S. Senators Ben Ray Luján (D-N.M.), Ranking Member of the Telecommunications and Media Subcommittee, and Edward J. Markey (D-Mass.), a member of the Committee on Commerce, Science, and Transportation, wrote to Federal Communications Commission (FCC) Commissioner Olivia Trusty, urging the FCC to hold a full Commission vote on the pending Paramount Global and Skydance Media merger. On July 2, Paramount Global, the parent company of CBS, agreed to pay $16 million to settle a frivolous lawsuit brought by President Donald Trump. In May 2025, as Paramount was reportedly pushing for the settlement to help facilitate approval of its merger, Senators Luján and Markey wrote to FCC Chairman Brendan Carr requesting that the FCC hold a full Committee vote on the Paramount-Skydance merger.
    In the letter, the lawmakers wrote, “As we explained in a letter to Chairman Brendan Carr in May, the Paramount-Skydance merger is unique in the FCC’s storied history, with the sitting President actively litigating against a news organization whose parent is seeking FCC approval of a major media merger. In that baseless lawsuit, Trump falsely alleged that CBS had violated state consumer protection laws through its editorial decisions around an interview of then-Vice President Kamala Harris. Although the transcript of the interview indisputably showed that Trump’s claims were a flagrant attempt to intimate the media, Paramount has nevertheless agreed to settle that lawsuit for $16 million. This settlement casts a shadow over the proposed Paramount-Skydance merger and raises serious questions about the editorial independence of one of the nation’s largest media organizations. The Commission cannot turn a blind eye to this context.”
    The lawmakers conclude, “For that reason, in our May letter, we urged Chairman Carr to hold a vote on the merger by the full Commission, instead of unilaterally directing the Media Bureau to approve it on its delegated authority. Commissioner Anna Gomez has similarly called for a full Commission vote on the merger. We respectfully request you to join her and encourage Chairman Carr to schedule a full Commission vote. The FCC owes the public a transparent, deliberative process on such a high-profile and controversial issue.”
    As Ranking Member of the Telecommunications and Media Subcommittee, Senator Luján has pushed back against attacks on news organizations. In February, Senators Luján, Markey, and Peters wrote to Federal Communications Commission (FCC) Chairman Brendan Carr and Commissioner Nathan Simington condemning actions taken by the FCC under the Trump administration demonstrating that the FCC is weaponizing its authority over broadcasters and public media for political purposes.   • MIL-OSI Security: Arizona Man Sentenced to Prison for Traveling to Washington for Sex with Fictitious Minor

    Seattle – A 73-year-old Tucson, Arizona man was sentenced today in U.S. District Court in Seattle to four years in prison for travel with intent to engage in a sexual act with a minor, announced Acting U.S. Attorney Teal Luthy Miller. Steven J. Migdon, was arrested in August 2024 following an online investigation by Seattle Police and the FBI. In the investigation, the undercover agent posed as a 13-year-old boy. At the sentencing hearing U.S. District Judge Jamal N. Whitehead noted that Migdon lived a crime free life for 73 years, but added, “Today we are here to confront the ugliness of what you did over ten days. The images you had on your phone represented real children and real abuse. These are among the most serious crimes we see in federal court, the crimes that exploit children.”

    In July 2024, an undercover agent posted on a teen chatroom platform. Migdon replied to the 13-year-old persona and made the communication become more sexually explicit.  Migdon requested, but did not receive, sexually explicit images from the “teen.” Migdon sent pictures of his face and penis to the undercover agent.

    On August 5th Migdon flew from Tucson to Everett, Washington, believing he would meet the “teen” at an Everett hotel room. Instead Migdon was arrested. A search of his phone revealed that he had sent sexually explicit images to other children, and that he had images of child sexual abuse on his phone.

    In asking for a four-year sentence and ten years of supervised release to follow, Assistant United States Attorney Cecelia Gregson wrote to the court, “Despite age and experience, Migdon spent ten days communicating with a person he believed to be a 13-year-old boy. Worse, the content of his phone confirmed his chatting and travel conduct were not stand alone. Migdon had been sexually communicating with unidentified minors in the days leading up to his travel to Washington for sex with a fictitious child.”

    Migdon was ordered to pay $3,000 in restitution to a fund for the known victims in the child sex abuse images he possessed. Migdon is required to register as a sex offender and will be on ten years of supervised release following prison.

    The case was investigated by the FBI and the Seattle Police Department. The case was prosecuted by Assistant United States Attorney Cecelia Gregson.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     On July 11, 2024, Minister-Counsellor Fan Xuecheng of the Chinese Embassy in Uganda attended a series of cultural and educational exchange activities at Luyanzi Institute of Technology and Makerere University. The activities were joined by Professor Zhu Hui, Vice Chairperson of the University Council of Zhejiang University; Ms. Wang Lihong, Principal of Luyanzi Institute of Technology; H.E. Judith Nsababera, Consul General of Uganda in Guangzhou; and Professor Barnabas Nawangwe, Vice Chancellor of Makerere University.

    In his remarks, Minister-Counsellor Fan Xuecheng stated that China and Uganda have long enjoyed friendly relations, and educational and cultural exchanges have built a bridge for enhancing mutual understanding and trust between the two peoples. China will continue to support people-to-people and educational cooperation, injecting fresh impetus into the comprehensive strategic cooperative partnership between the two countries.

    The Government of Canada and the Government of the Northwest Territories are working together to advance a new geoscience research initiative that leverages artificial intelligence (AI), digital scanning technologies and historic drill cores to unlock the North’s mineral potential and help solidify Canada’s position as a global leader in resource development and critical minerals.

    As part of this initiative, Canada and the Northwest Territories will pilot a project to scan, digitize and analyze existing drill cores from the Northwest Territories Geological Survey’s collection using cutting-edge techniques to highlight new areas of high critical-mineral potential. These core scans and their associated data will be made available through a centralized digital platform, helping to reduce exploration risk, re-evaluate existing discoveries and enable new mineral development opportunities across the North.

    This program will be centred on drill cores from the Slave Geological Province in the Northwest Territories, one of Canada’s most promising regions for mineral exploration and critical mineral development. This vast, underexplored area is home to past-producing mines and significant greenfield potential, particularly for critical minerals such as lithium, copper, cobalt and rare earth elements. By applying AI-driven analysis to historical core samples, both governments aim to spur new investment by giving industry the tools it needs to unlock untapped mineral value — without further disturbing the land.

    This work will form the foundation for a future Canadian Digital Core Library and reflects both governments’ shared commitment to breaking down silos and building one Canadian economy. It also supports national priorities around clean growth, Indigenous partnership, Arctic sovereignty and securing the supply chains that power Canada’s transition to a net-zero future.

    UK and Pakistan agree new Business Advisory Council at inaugural Trade Dialogue

    Ministers from the UK and Pakistan have announced new measures to boost trade between the two countries, following the launch of the UK-Pakistan Trade Dialogue.

    As part of the Dialogue, ministers announced the creation of a new UK-Pakistan Business Advisory Council bringing together senior business leaders and government officials to facilitate high value trade and investment. The Council will provide strategic advice on policy reform, offer a confidential forum for engagement, and help promote commercial opportunities by addressing market access challenges and sharing best practices.  

    Today’s (14 July) meeting in London was co-chaired by the UK Minister for Trade Policy and Economic Security, Douglas Alexander, and Pakistan’s Federal Minister of Commerce, Jam Kamal Khan. Both Ministers agreed to annual ministerial meetings to unlock growth opportunities, and support businesses and investors in the UK and Pakistan.  

    UK Minister for Trade Policy and Economic Security Douglas Alexander said: 

    Today’s Dialogue marks the next step in our long-standing relationship with Pakistan, taking our trading partnership to the next level and unlocking new opportunities for businesses in both our countries.

    By deepening cooperation in key sectors like healthcare and digital technology – areas central to the UK’s Industrial Strategy – we can drive growth, foster innovation, and create jobs.

    U.S. Congressman Ron Estes (R-Kansas) joined the Voice of Reason with Andy Hooser to talk about the passage of the One Big Beautiful Bill Act (OBBBA). President Trump signed the bill into law on July 4, 2025.

    Rep. Estes spoke about provisions within the OBBBA that will improve the lives of Americans through tax cuts, economic growth and the promotion of American innovation. He also spoke about border security funding and the creation of a Golden Dome to strengthen our national security.

    On passing the One Big Beautiful Bill Act:

    “…It was a monumental thing just because of the amount of work that we had to go through. In fact, we started this years ago. We knew after we passed the Tax Cuts and Jobs Act in 2017 that there were provisions that were going to expire. Some of them already have expired and we’ve seen some slowdown in the economy because of that. Others are expiring this year and so we wanted to make sure that we address those provisions and we looked at the future and how do we move forward from here. And so it was a lot of heavy lifting in terms of a lot of work and how do you sort through that process. 

    “I said in a lot of cases, it’s one step at a time. The first step was to get the Republicans elected in the majority in the House and the Senate and President Trump elected in the White House. That was the first thing we had to do to make this happen. It’s just been a series of steps since then.”

    On how the One Big, Beautiful Bill will grow the economy:

    “…We’ve seen over and over again the Congressional Budget Office, or CBO, has missed on scoring. In fact, they scored that the Inflation Act was not going to increase the deficit when as soon as the act was passed by the Democrats, then it showed, well now it’s really going to cost hundreds of billions of dollars more than what was described. We really have to come up with some better guestimates in terms of the decisions we make because we’re making trillion-dollar decisions. We’ve got to do that.

    “When we look at the One Big, Beautiful Bill on paper, in a static world, they’re saying it costs over $3 trillion dollars. But that’s if you say, somebody gets a tax cut or they don’t get a tax increase, because that’s really a lot of cases what it was, that their behavior wouldn’t change.

    “And I would say the argument is that if we raise taxes on people, they don’t have the money to invest. Businesses don’t have the money to invest. Individuals don’t have the money to go out and buy the new car, to go out and do the other decisions that they want to make for their family. 

    “And so when we were going through this on the Budget Committee, we were looking at, you know, even if the economic growth went from roughly 1.8%, 1.9%, where CBO was project it, up by less than 1%, that would raise almost $3 trillion in extra tax revenue over 10 years. Yet that’s not included in some of these numbers that are being reported about what the true cost of that is. 

    “We really wanted to focus on, how do we make good economic growth? How do we put as much as we could permanent, whether it was for small businesses … or whether it’s things like research and development, which Americans have led the innovation across the world for years. And I’ve been a big advocate that when you invest money on research and development or new ideas, that you can deduct that off your taxes in the year that incurs. And that’s one of those provisions that expired three years ago, and we’ve seen a slowdown in research and development spending.

    “In fact, we’ve seen … after 2017, it increased by 18%. And now, it has dropped. And the important thing about that is three-fourths of that money goes to jobs. And then those research and development jobs lead to more manufacturing work in the United States. So for over a longer period of time, it is a jobs program. And we need to make sure that those provisions, and that was a big piece of what we wanted to make sure were permanent in the bill, to help make sure that the economy continued to grow and people had more money in their pocket and paid less in taxes.”

    On Minority Leader Hakeem Jeffries holding up the vote on the One Big Beautiful Bill Act:

    “Here’s what he was trying to advocate for. He was trying to advocate that able-bodied adults without children should be entitled to Medicaid and not have to go look for a job. Americans want to, we’re beneficial people, we’re charitable. We want to give hand ups to people. But we also expect that you should do your own part and have the responsibility.

    “Basically, the Democrat position was, ‘No these people shouldn’t have to go look for a job.’Their argument was that illegal aliens should be entitled to getting free Medicaid. And this bill is going to prohibit that. And this bill is also going to prohibit people who maybe they qualified one year, but their income’s gone up this year because they have gone to work, but states weren’t required to certify that their income is as low as it was. Therefore, they were automatically re-enrolled. 

    “We’re saying, ‘Let’s go make sure that these processes work. Let’s go make sure that the money’s saved on people that shouldn’t be receiving Medicaid so that we have the money available for the disabled and the low income.’” 

    On improving national security at home and abroad:

    “We need to make sure that we clean up the mess that President Biden left the country in. Looking at new things on the defense side. You know, the world’s a dangerous place as we see now with Iran and North Korea and China and even Russia, in some of the things they’re doing. And [we] need to make sure that we have the next generation of technology out there to help with the sport. That we look at the Golden Dome process.”

    “I’ve been amazed going to Israel and seeing the Iron Dome and seeing that work. Seeing the interaction of technology to be able to detect a missile launch and track it and determine where it’s going and determine is it going to land in a field or is it going to land in a populated area? And then, how do you fire a missile to stop it? And to be successful at that and to make that process work. It’s great technology, great interaction there. It’s the type of thought process that we need to have to protect our country going forward.” 

    On the United States investing in a strong military and national defense:

    “One, we’ve seen, ever since the collapse of the Soviet Union, we saw a huge decline in the 1990s, the so-called peace dividend. And that really led into, there was a slight buildup with the fighting Al-Qaeda after 2001. And 9/11 results out of that. But then after that, there started to be a wind down again in terms of that.

    “We’re at an inflection point now and we’ve seen it both in Israel, and we’ve seen it in Ukraine. We’re at a point where some of the old technology or some of the things that may not be the right answers going forward. 

    “For example, we can shoot down a lot of the missiles that are fired at Israel but if you take a million dollar missile to shoot down a $50,000 drone that’s being fired at it, that’s not a smart use of resources. So we’ve got to look at some of those new technologies and things that we do going forward.”

    On the budget reconciliation process:

    Basically the reconciliation process is driven off of the budget process. And you want to prepare a budget each year, each fiscal year. This was off of the 2025 fiscal year budget … We’re now working on the 2026 fiscal year budget, and we’ll also have to work on the 2027 fiscal year before the end of next year.

    “Obviously, there’s a lot of work to do. I mean, we made some great strides in this One Big, Beautiful Bill. One of the things we want to really push on is, let’s get as much done as we could, knowing that we couldn’t get everything done.

    “So we’ve got a lot more to do, and we still have a whole lot of work we have to do to actually address some of the things with the spending at the federal level and making sure we address the budget and making sure, how do we make the United States stronger again.”

    On working towards a balanced budget:

    “We’ve still got a lot of work to do in that regards. I mean, we’re borrowing one out five dollars that the federal government is spending. So, it’s a terrible place to be in. It’s something that … our predecessors should not have gotten into that situation. And, it’s not something that we want to leave to our kids and grandkids. And really, that debt’s mostly being spent on today’s lifestyle. That’s the bad part about it. 

    “It’s not like it’s investing in a whole lot more infrastructure and other things. It’s today’s preferences that [it] is being spent on. So we’ve got to focus on both the discretionary side, which is the smallest piece of the budget, it’s really about 25% of it. And that’s what we’ll look at on the 2026 appropriations. 

    “But then we’ve got some big mandatory spending projects we’ve got to work on now. And those are the ones that are growing the fastest. Part of it’s the Social Security, Medicaid, Medicare, … we put money into Social Security and Medicare, but it’s not enough for what’s being spent out of those programs.

    “The SNAP food stamp program, which got some improvements now, obviously that’s growing. And that’s what, 80% of the Farm Bill? We really should be calling it the Farm and Food Stamp Bill. And so we’ve got a lot of work as we focus on that.

    On drafting the FY2026 budget:

    “Technically for 2026 we’ve already missed the date in terms of what we wanted to do. But with the discussion now that we’ve passed, and part of that was because we focused so much on the One Big, Beautiful Bill. We knew we had to get that done. There are some things we needed to get done in July. There are some things we wanted to get done now instead of waiting until December so that people could start making decisions about, because they know what their tax bill is going to be next year through that process. That’s good. Now let’s go focus on the 2026 budget and how that’s going to drive reconciliation. At the parallel process, which we’re working on appropriations for the discretionary pieces, and we can attack them both directions in terms of the problems that we’re trying to face.”

  • MIL-OSI USA: AI that delivers smarter glucose predictions without compromising privacy

    Managing diabetes is a daily challenge faced by nearly 40 million Americans. It involves tracking food intake, timing medication and engaging in physical activity. Getting it wrong can lead to serious health issues; therefore, developing better prediction tools is a vital part of effective diabetes care.

    To support better diabetes management, researchers funded by multiple U.S. National Science Foundation grants are developing innovative tools that help patients predict blood sugar levels more precisely without compromising the privacy of their health data. This cutting-edge approach could transform how people with diabetes monitor and manage their condition in real-time.

    At the core of this technology is a method called federated learning, which allows artificial intelligence models to be trained across many patients’ devices without sending any personal data to a central server. This setup is ideal for healthcare, where data privacy is paramount and patients often use battery- and memory-limited smart devices. But early federated learning systems struggled to adapt to individual differences, like how people eat, move or react to insulin.

    To address this challenge, the research team grouped patients based on their carbohydrate (e.g., sugar and starch) intake levels. The idea is that people who eat in similar ways tend to show similar glucose patterns. By training the AI on these grouped behaviors, the model became more effective at making personalized blood glucose predictions.

    To test their approach, the team evaluated two machine learning models using data generated from an FDA-approved Type 1 diabetes simulator. As simulated data accumulated, model accuracy improved. Notably, even with limited input, the system could build personalized models — a key advantage for newly diagnosed patients or those just beginning to use digital tools to manage their care.

    Because traditional AI systems typically require gathering large amounts of data in a central location, which can pose privacy risks, especially when dealing with sensitive health information, federated learning provides a good solution for the field. It keeps personal data on each individual’s device — like a phone or wearable sensor — and only shares the model’s learning, never the raw data. This protects patient privacy while still allowing the system to improve over time.

    While the early results are promising, the researchers note that the models still rely on detailed food intake data — something not all patients can easily provide. They plan to expand their system to include other factors like exercise and medication, and to test it with larger patient groups. In the long term, the researchers hope to extend this personalized, privacy-preserving AI approach to other chronic conditions like heart disease or asthma, where individualized care is equally important.

    With diabetes costing the U.S. economy over $300 billion yearly, innovations that enable earlier intervention and personalized care can drive down long-term costs and improve population health outcomes.  

    This project highlights how public investment in cutting-edge research drives innovation that benefits not just individual patients but the entire U.S. healthcare system.
