    Timor-Leste Expresses Solidarity with the Kingdom of Spain over Floods in the Valencia Region

    The IX Constitutional Government expresses its deep solidarity with the People and Government of Spain for the tragic floods that devastated the Valencia region between the end of October and the beginning of November 2024. This natural disaster, triggered by an Isolated High Altitude Depression (DANA), caused torrential rains that resulted in the death of more than 200 people, most of them in the province of Valencia, and the destruction of infrastructure, homes and agricultural areas.

    Images captured by the European Copernicus programme reveal the magnitude of the damage, with extensive areas flooded and infrastructure severely affected. Local authorities continue to face major challenges in assisting the population and restoring the affected areas.

    On behalf of the Government and People of Timor-Leste, the Spokesperson of the IX Constitutional Government, Minister Agio Pereira, expressed “deep regret for the tragic loss of human life and the enormous difficulties faced by the Spanish people at this time of pain and trial”. He added that “our thoughts are with the victims and their families, and we acknowledge the heroic efforts of the rescue teams and professionals who continue to support the communities affected by this catastrophe”.     Mickaël Forrest, member of the government responsible for sport and international tourism promotion, travelled to Apia (Samoa) to take part in the Pacific sports ministers meeting on 30 October, as well as the first forum of the World Anti-Doping Agency for Oceania sports ministers. He took advantage of this trip to meet with the Samoan ministry responsible for tourism. This was an opportunity to discuss partnership options between New Caledonia and Samoa.

    Pacific Sports Ministerial Meeting

    The Pacific Sports Ministers’ Meeting, held in Apia on 30 October, provided an opportunity to discuss issues of common interest to countries and territories in the region, such as hosting the Pacific Games, the contribution of sport to national priorities and the need to coordinate and create a regional strategic plan in due course.

    The sports ministers also had the opportunity to share the projects undertaken in their respective countries. A secretariat was decided to ensure better coordination between the policies developed in the islands but also for better operational efficiency in connection with the national Olympic committees.

    As part of this ministerial, Mickaël Forrest, member of the government responsible for sport, also participated in the first forum of the World Anti-Doping Agency for Oceania sports ministers which took place the day before.

     

     

    The primary objective of this meeting was to hear the concerns and challenges of the Oceania region while benefiting from a new dynamic around the fight against doping. The needs and aspirations of the region were highlighted during this ministerial in order to foster greater support and a better understanding of these needs.

    Contact with Samoa’s Prime Minister for Tourism

    The member of the government responsible for the international promotion of tourism and president of New Caledonia Tourism took the opportunity of this trip to meet Samoa Tourism this Wednesday, October 30.

     

    The representatives discussed possible partnerships between New Caledonia and Samoa in terms of tourism promotion, which could be made official at the beginning of 2025.

    These meetings are part of the guidelines set by the safeguard, reconstruction and rebuilding plan (S2R), of which the strengthening of regional cooperation is one of the measures recommended in the overhaul of the Caledonian economic model, and which also coincide with the strategic objectives of the plan for a Blue Pacific 2050.

    Council of Ministers meeting on 30 October 2024

    The Council of Ministers met at the Government Palace, in Dili, and approved the draft Government Resolution that extends, until April 10, 2025, the suspension of the teaching, learning and practice of martial arts and the temporary closure of all places and facilities intended for the teaching, learning and practice of martial arts, initially approved by Government Resolution No. 45/2023, of November 10, and extended by Government Resolution No. 17/2024, of April 24.

    This Government Resolution aims to consolidate and reinforce the social peace achieved since November 2023. With a measured and controlled approach, it is intended, in the future, to allow the practice of martial arts exclusively in the context of sport, promoting healthy exercise and contributing to the civic and humanistic education and training of young people. However, at this time, the suspension of the teaching, learning and practice of martial arts and the temporary closure of the respective facilities remain.

    The Government congratulates the population, particularly young people, for their collaboration in complying with Government Resolution No. 17/2024, of April 24, which has contributed significantly to maintaining order and social peace throughout the country.

    The draft Decree-Law, presented by the Minister of the Presidency of the Council of Ministers, Agio Pereira, and by the President of the Civil Service Commission, Agostinho Letêncio de Deus, regarding the Seniority Promotion Regime for Public Administration career personnel, was also approved.

    This legislative initiative aims to ensure career progression for those who, for various reasons, have been unable to achieve merit-based promotions in recent years. The system is based on criteria such as seniority, performance evaluation, age, professional training, service provision in remote areas, good behavior and attendance. The law establishes that promotion based on seniority will occur annually, and will be carried out through an internal competition regulated by the Civil Service Commission, which determines the vacancies available for each grade and professional category.

    It is expected that this seniority-based promotion regime will reduce stagnation in the careers of civil servants, valuing the dedication of many years to public service, especially for those who face difficulties in participating in conventional competitions.

    Finally, the Government Resolution project, presented by the Minister of Social Solidarity and Inclusion, Verónica das Dores, regarding compliance with the registration regime and contribution obligation within the scope of the Social Security Contributory Regime, was approved.

    This legislation reinforces the State’s duty, enshrined in Article 56 of the Constitution of the Republic, to organize a social security system that protects all workers in the country, in the public and private sectors, and ensures the right to social security and assistance. Established by Law No. 12/2016, of November 14, the social security system has been in force since 2017 and defines the responsibilities of employers, including the registration of workers and the monthly submission of remuneration statements to the National Institute of Social Security (INSS).

    This Government Resolution determines that all entities of the direct and indirect State Administration must regularize the registration of their workers with the INSS by November 15, 2024, as well as submit monthly remuneration statements by the 15th of each month. The INSS provides the necessary tables on its website and, by November 30, 2024, will present to the Council of Ministers a list of entities in non-compliance.

    Failure to comply with this Resolution will result in civil, financial, reintegration and disciplinary liability for those responsible for services and entities of the direct and indirect State Administration with jurisdiction over the registration of workers and the monthly submission of Remuneration Declarations, as applicable.     The Council of Ministers met at the Government Palace in Dili and approved the draft Decree-Law, presented by the Minister of the Presidency of the Council of Ministers, Agio Pereira, and by the Secretary of State for Social Communication, Expedito Dias Ximenes, for the first amendment to Decree-Law No. 42/2008, of 26 November, which transformed Radio and Television of Timor-Leste (RTTL, EP) into a public company.

    The proposed changes aim to adapt the Radio and Television of Timor-Leste (RTTL, EP) to the new technological and administrative requirements, with the introduction of digital terrestrial television. The new legislation allows RTTL, EP to broadcast and manage digital channels, allowing greater flexibility in the distribution of content and obtaining additional revenue. In addition to enabling the broadcast of free channels with a national and international context, it will also be possible to introduce post-paid and pre-paid services, thus strengthening its financial sustainability.

    The project also foresees the elimination of the Opinion Council, which has never been implemented since the creation of RTTL, EP, and the creation of the position of Executive Director, directly reporting to the President of the public company, who will support the administrative and financial management of the company, ensuring continuity and good governance. With these changes, the aim is to strengthen the competitiveness and quality of services provided to the public, ensuring a modern, efficient broadcaster aligned with sector standards.

    The Council of Ministers decided to grant a day off on October 31, 2024, considering that November 1 and 2 are All Saints’ Day and All Souls’ Day, dates of great importance for the Catholic community and provided for as national holidays by Law No. 10/2005, of August 10, amended by Law No. 3/2016, of May 25. This decision aims to facilitate the movement of the population to their homelands, allowing them to participate in religious celebrations. END

    Announcement regarding Military Preparation Units20.10.2024The number of applications for the creation of new classes under the Military Preparation Units (OPW) program specified for 2025 results from the number of applications from schools themselves. In other words, our predecessors prepared the program in such a way that schools are not eager to continue it.

    This year alone, out of over half a thousand OPW schools operating, almost half have not had their first classes created. As for the 300,000-strong army, only about 5% of all people recruited for military service this year are students of military classes. And let’s not forget that some schools that have received permission to create OPW have never created a first class! We are making the units more realistic in line with needs and, unfortunately, the demographic decline. What’s more, out of the 200 limit places specified by the previous MON management, only 75 applications have been submitted. That is not even half.

The act assumes making the current excise road map more realistic by increasing excise duty rates on tobacco products (cigarettes, smoking tobacco and cigars and cigarillos), dried tobacco and innovative products, as well as including e-cigarette liquid in the scope of this map in the years 2025-2027. The impetus for introducing the update of rates was the increasing purchasing power of consumers from year to year. With the increase in the average salary, an increasing number of stimulants can be purchased for a monthly salary. The increase in excise duty rates on tobacco products and their substitutes is primarily intended to limit the consumption of the above products by consumers, especially minors.     On October 17, 21 and 22, the government organized a major conference at the Tjibaou cultural center devoted to the community-led plan for safeguarding, rebuilding and reconstruction (PS2R). Three days during which the government was able to present its vision and measures and discuss with the stakeholders present.

    Following the riots that broke out on 13 May 2024, New Caledonia finds itself in an extremely difficult financial, economic and social situation. In this context, the members of the 17th government wanted to put in place a plan for safeguarding, rebuilding and reconstruction, “three concepts that reflect the depth and intensity of the questions that are shaking our country, as we go through a particularly difficult period”, as Louis Mapou indicated during his opening speech on Thursday 17 October.

    The PS2R will make it possible to organise short-term safeguard measures, to define in the medium term the major principles on which the future Caledonian model will be based and to identify, for the long term, the priority avenues for reconstruction. It represents “a crucial step for the future of New Caledonia”, according to the President of the Government.

     

    Findings on the current model

    In an effort to make the PS2R a concerted and shared approach, the government initiated a series of meetings with institutions, communities, unions, employer organizations, economic stakeholders and civil society before its conference in order to gather their opinions and proposals. An online public consultation was also launched and received approximately 3,000 responses.

    This work allowed, in a first step, to make observations on the current models at the economic, health-social, institutional and societal levels. A methodology aimed at having a solid basis for a successful overhaul and to avoid repeating the mistakes of the past.

    Building on core values

    To achieve these objectives, the government also intends to rely on fundamental values, which are essential for rebuilding the Caledonian model and which must be translated as principles that could constitute the guiding principles of our collective investment:

    Kindness and solidarity because it is necessary to provide for the needs of the population in this difficult context and to strengthen social cohesion and community ties. The proximity of public action, to guarantee transparent and effective management of the country’s affairs. But above all because these events have revealed a significant gap between the expression of needs by a large category of the population, particularly Kanak youth, and public action. Complementarity rather than competition, particularly in the management of public affairs, in order to maximize synergies and avoid divisions. Ethics and integrity in governance, in order to restore citizens’ confidence in their institutions.

     

    Values that have made it possible to identify the four pillars on which the re-establishment of the Caledonian model will be based. “These pillars are self-evident to be addressed in this trajectory that we are establishing over three years,” affirmed Louis Mapou.

    The first pillar concerns the concept of “living together” which must be the primary, central and collective ambition of New Caledonia. It is based on a common foundation: belonging to this country and the desire to give it its own unique identity. The second pillar concerns our economic model and the desire to make it competitive and attractive by highlighting the wealth of New Caledonia. The third pillar is the social pillar which today needs to be rethought in order to perpetuate the health and social protection systems, so that they can meet the needs of current and future generations. The fourth pillar focuses on the issue of governance with the ambition of making institutions more responsive, more effective and closer to Caledonians.

    Clear strategic objectives

    In order to work as efficiently as possible, the government has defined, based on the findings and contributions collected, strategic objectives (SO) to be achieved in each model. These objectives will be achieved through concrete measures, some of which are already being considered or implemented.

    OS2 – Restore the attractiveness of the territory and the competitiveness of the economy

    OS3 – Freeing up financing for the economy

    OS4 – Adapting land use planning and infrastructure to the needs of the population

    OS7 – Make the Caledonian health system viable and efficient

    OS8 – Controlling social protection expenditure

    OS9 – Strengthening family policy

     

    Institutional model

    OS11 – Optimize the distribution of skills

    OS12 – Promoting the expression and representation of civil society

     

    Societal model

    OS13 – Build an identity based on common and shared values and practices and reinforced by a sense of belonging to New Caledonia

    OS14 – Adapting education, training and integration to the contemporary context

    OS15 – Protect and enhance natural resources

    OS16 – Preventing and adapting to climate change

    The prospects of PS2R

    The day after the conference dedicated to the plan, the government intends to publish a booklet incorporating all the observations noted during this unifying event. It also plans to travel to the three provinces to present the plan to the population, who “must absolutely take ownership of it”, as President Louis Mapou insisted.

    It is also envisaged to annex the PS2R to the budget orientation debate for the year 2025, which will allow in particular to develop a series of prospective scenarios for the next three years. Furthermore, the government plans to begin discussions in order to set up a State support agreement, on the basis of the PS2R, in order to ensure that the necessary measures can actually be put in place.

    The implementation of the PS2R will be subject to regular monitoring by the interinstitutional committee and the committee of vital forces.

    The mental health of Genevans will be in the spotlight from October 5 to 13. Throughout the week, 126 activities will be offered free of charge to the population in order to raise awareness of this major public health issue.

    As part of the cantonal plan for health promotion and prevention 2024-2028 (PSP), the State of Geneva is launching the 1st edition of Mental Health Week.

    This topic concerns everyone because it is normal to experience difficulties in one’s life for a while. But when these difficulties persist or become too overwhelming and burdensome, help may be necessary.

    In order to inform the people of Geneva about the resources and tools available to them in this area, the Cantonal Health Office and 84 Geneva institutions have designed a rich programme of 126 activities – conferences, practical workshops, open days, sports and artistic activities – accessible free of charge to all.

    The Swiss Rabies Center has identified the presence of the rabies virus in a Daubenton’s bat found in the Canton of Glarus.

    The Daubenton’s bat was found in Mühlehorn (municipality of Glarus Nord) on 20 September 2024. Switzerland is considered free of rabies in domestic and wild animals. However, individual cases of rabies in bats can rarely occur. Since 1992, only seven cases have been diagnosed in Switzerland.

    What to do? If you find a wild animal, especially if it appears sick or exhibits abnormal behavior, it is important not to touch it and inform the foundation Fledermaus Protection Foundation or the hunting supervisory body.     The talks concerned cooperation at the Community of Democracies forum, including the celebration of the 25th anniversary of the signing of the Warsaw Declaration. Panama and Poland currently sit on the Community’s Executive Committee, the deliberations of which, with the participation of the Panamanian Deputy Minister as an honorary guest, took place on October 3 in Warsaw. They also discussed the promotion of democracy in the world, emphasizing that in the face of contemporary global beliefs, cooperation between countries is becoming crucial de mentalidad similar. The interlocutors also expressed their interest in deepening economic cooperation. During their stay in Poland, the Panamanian delegation also met with representatives of the National Chamber of Commerce, among others. Deputy Minister Carols Guevara Mann spoke about preparations for the celebration of the 200th anniversary of the Panama Congress of 1926. To commemorate this event, in 2026 Panama will host, among others, the Summit of the Organization of American States. The celebrations will also be a good opportunity to prepare joint cultural and historical projects, including those concerning the struggle for independence of Polish heroes in the region.

The meeting was also an opportunity to exchange opinions on the need to take action to improve the competitiveness of the EU and support the innovation of European companies. Both sides emphasized the ties between Poland and the United States, including the growing trend of trade between our countries. In 2023, our countries achieved a record trade turnover of almost 28 million USD. It was pointed out that Poland has become one of the most attractive destinations under the so-called friendshoring process, which includes investments in allied countries. Issues relating to energy, new technologies and intellectual property were also discussed.

    The two-day OTAN Conference on Arms Control, Disarmament and Non-Proliferation of Weapons of Mass Destruction (WMD), held on October 3 and 4 in Warsaw, was attended by the US Undersecretary of State for Arms Control and Security Affairs, Bonnie Jenkins, and the UN Secretary General’s High Representative for Disarmament, Izumi Nakamitsu (who is also Deputy Secretary General). The main topic of the meeting was an assessment of the current state of the non-proliferation regime of weapons of mass destruction, which is under pressure from states trying to undermine the international order. The Russian aggression in Ukraine has a particularly negative impact on the regime’s condition. The analysis of threats and ways to counter them in the context of Russia’s actions was an important thread of the meeting. The event was attended by over 100 participants from over 40 countries, including NATO member states, associated countries and invited partner countries and international organizations. On the sidelines of the conference, a panel discussion on arms control and deterrence was held, organized by the Polish Institute of International Affairs (PISM). The event was broadcast on social media.***The annual NATO Conferences on Arms Control, Disarmament and Non-Proliferation of Weapons of Mass Destruction (WMD) have been organized continuously by NATO since 2004. They are co-hosted by NATO allies. The meetings offer the opportunity for informal discussions on WMD threats by senior state representatives and experts. The 19th Conference is being held for the second time in Poland. The first time was co-hosted by Polonia in December 2009.

    Donald Tusk thanked his predecessors, former Prime Ministers: Jerzy Buzek, Jan Krzysztof Bielecki and Waldemar Pawlak, who were present at the conference. Prime Minister Jerzy Buzek played a special role here, as he was the first to promote the idea of an energy union in the EU, or of Europe’s independence from uncertain and politically determined energy supplies.

    Entrepreneurial spirit – the engine of the Polish economic miracle

    As the Prime Minister pointed out, there would be no economic miracle in our country without the most important engine, which is the spirit of Polish entrepreneurship and the energy of people.

    The condition for the transformation phenomenon and the economic miracle that is happening and is happening before the eyes of the world was the regaining of freedom, building a state of law and searching for Poland’s place in the European community.

    This independence rebellion and great national solidarity were transformed into modern thinking that took into account values such as democracy, the rule of law, human rights and freedom.

    In this context, Donald Tusk mentioned the role of Leszek Balcerowicz, the author of the economic and political reform programme at the turn of the 1980s and 1990s.

    It is worth remembering that the creators of Polish independence and economic success were also those who today are paying a high price for it personally – and this is where their greatness lies.

    A key role in building the foundations of a free Poland was also played by ordinary Polish entrepreneurs. According to the head of government, they are the ones who have the right to feel special satisfaction today, if the world says that Poland is one of the best places to invest.

    Renewable energy is a chance for Poland

    As the Prime Minister pointed out in Sopot, the development of renewable energy, i.e. modern wind turbines, is an undertaking that may decide on access to cheaper energy. This in turn is a key issue for consumers and entrepreneurs.

    The new wind turbines, built at sea, will ultimately generate a potential energy capacity of 18 gigawatts. This is 4 times more power than the planned nuclear power plant in Pomerania.

    As he explained, Poland also needs the development of modern transmission networks. Hence the government’s decision to invest PLN 70 billion in the sector over the next decade.

    Another important issue will be the modernization of the windmills themselves.

    There is no need to build too many new windmills on the ground, since replacing the turbine with a modern one will give a 400-500 percent increase in the power of such a windmill

    Another key energy investment will be the construction of nuclear power plants in Poland.

    The role of social dialogue

    The proper development of Poland also requires the existence of true social dialogue.

    I really want the dialogue between the executive power and entrepreneurs, managers and organizers of economic life to be real and not fake.

    He declared that he was open to all proposals. As an example, he pointed to the issue of migration.

    How to find the perfect balance between security, regaining control over borders, and a safe labor market

    – said the Prime Minister.

    As he explained, well-programmed migration, as a safeguard for the labour market in Poland, cannot rely on people who do not have qualifications coming to our country without any controls.

    The government will continue to work for Poland

    Referring to the anniversary of the October 15 elections, Donald Tusk pointed out that emotions and differences of opinion may always occur in the government, but that this will not prevent the cabinet from functioning efficiently.

    I want to say that the October 15 coalition, which thanks to millions of voters today has the honour of working in the government, this coalition – regardless of the circumstances – will implement its programme in solidarity, loyalty and determination.

    The European Forum for New Ideas is an annual international conference held in Sopot. The conference promotes dialogue on the future of work, resource management and the role of enterprises in responsible development. It brings together leaders from various sectors, such as business, politics, science and non-governmental organizations. The forum attracts participants from all over Europe and beyond. The status of a member of the North Atlantic Alliance remains one of the main pillars of Polish and European security policy. Article 5 of the Washington Treaty is a guarantee of our security, as well as the foundation of the Alliance’s deterrence force. For soldiers of the Polish Armed Forces, the 25 years of Poland’s presence in NATO have been a time of intensive service, dynamic development and building a strong position in NATO.

In the face of growing challenges on the EU’s eastern border, leaders expressed solidarity with Poland. The European Council unanimously adopted conclusions on migration, which state that no country, including Russia and Belarus, may abuse values such as the right to asylum. Poland is to make “autonomous decisions.”

    European solidarity with Poland

    EU leaders, regardless of their political views, expressed solidarity with Poland, which faces serious migration challenges. The actions of Russia and Belarus aim to use migration as a tool to destabilize the situation on our eastern border.

    The key words are those that have been written down – Russia, Belarus or any other country cannot abuse our values, including the right to asylum, or undermine our democracy.

    Understanding the challenges of migration

    European leaders have recognized that the current migration pact is not an adequate response to the growing threat of mass, illegal migration – especially that organized by foreign governments. The migration summit emphasized that traditional methods do not bring the expected results.

    It is becoming increasingly clear to European leaders that the methods used so far, including the migration pact, are not the answer to the threat posed by mass, illegal migration.

    The discussions also highlighted the need to introduce tougher solutions that respond to changing circumstances, because “the statistics and numbers are overwhelming.” It was emphasized that Europe does not have the capacity to accept all those who want to apply for asylum. The topics of consultations included, among others, defence within NATO and the European Union, migration policy, support for Ukraine and the EU enlargement policy. An example of very good bilateral relations is the cooperation between Poland and Italy in the field of security, related to the participation of the Italian Air Force and Navy in NATO operations on the territory of Poland and the presence of the Military Contingent in the Mediterranean Sea as part of the EU mission. Minister Sikorski emphasised that he and Minister Tajani see a threat to the Schengen system – previously it was a threat from the Mediterranean Sea, the Balkan route, and now also from the Belarusian border. – Belarus is waging a hybrid war using pseudo-migrants, but the effect of this is important – our societies must regain the belief that governments at both the national and EU levels enforce this foreign right to control migration – emphasized the head of the Polish MFA. The minister also appealed for broader Western assistance to Ukraine, especially in the field of weapons to defend airspace, and for the lifting of the ban on the use of Western long-range weapons in Russia. In addition, the head of the Polish MFA thanked his Italian counterpart for the joint protest against Israel’s attacks on the UNIFIL contingent in Lebanon. The interlocutors discussed the situation in the Middle East, expressing concern over the escalation of tensions in Lebanon and emphasizing the need for the international community to act in favor of a two-state solution. On the European agenda and enlargement policy, EU Minister Sikorski assured his interlocutor that progress in the area of EU accession of both the so-called The Eastern Trio (Ukraine, Moldova, Georgia) and the Western Balkan countries will be one of the priorities of the Polish Presidency of the EU Council. Minister Tajani thanked the head of Polish diplomacy for the proposal, cf. During the Polish Presidency in the first half of 2025, they traveled together to Africa, which is too important a continent to be exposed solely to the influence of Russia or China. At the end of the visit, Minister Sikorski paid tribute to the Polish soldiers who died in the Battle of Monte Cassino and are buried at the Polish War Cemetery located there. This year we are celebrating the 80th anniversary of the battle, in which 923 Polish soldiers died, 2,931 were wounded, and 345 were reported missing. The Minister laid a wreath under the Virtuti Militari Cross at the Cemetery, where 1,048 Polish soldiers are buried – in addition to those who died during the fighting, soldiers of the 2nd Polish Corps who died before the assault and who gave their lives in further fighting in the massif, mainly in the battles for Piedimonte, are also buried there.

The Polish Economic Institute is a state gamba responsible for providing analyses, expert opinions and recommendations supporting the development of the country. Since July 2024, the PIE has been carrying out tasks under the supervision of the Minister of Finance in order to ensure close cooperation in the area of fiscal and economic policy. The Council of the Polish Economic Institute, as an advisory body, performs a number of important functions. Its main tasks include giving opinions on: candidates for the position of director of the PIE, draft annual financial plans and activities of the PIE, as well as reports on the activities and financial situation of the PIE. In addition, the Council has the opportunity to express opinions on matters concerning the activities of the PIE, both at the request of the Minister of Finance, the Director of the PIE, and on its own initiative.     On 18 June 2024, at its 20th session, the Sejm of the Republic of Poland adopted an act amending the Excise Duty Act and certain other acts (print no. 692). The act assumes making the current excise road map more realistic by increasing excise duty rates on tobacco products (cigarettes, smoking tobacco and cigars and cigarillos), dried tobacco and innovative products, as well as including e-cigarette liquid in the scope of this map in the years 2025-2027. The impetus for introducing the update of rates was the increasing purchasing power of consumers from year to year. With the increase in the average salary, an increasing number of stimulants can be purchased for a monthly salary. The increase in excise duty rates on tobacco products and their substitutes is primarily intended to reduce the consumption of the above. products by consumers, especially minors. The current tax rates will apply until July 28, 2025. New excise tax rates will apply from March 1, 2025.

    Council of Ministers meeting on 18 October 2024

    The Council of Ministers met at the Government Palace in Dili and approved the draft Decree-Law, presented by the Deputy Prime Minister, Coordinating Minister for Social Affairs and Minister for Rural Development and Community Housing, Mariano Assanami Sabino, and by the Executive Director of the Mission Unit to Combat ‘Stunting’, Joel Maria Pereira, for the first amendment to Decree-Law No. 91/2022, of December 22, relating to the Mission Unit to Combat ‘Stunting’.

    Decree-Law No. 91/2022 created the Mission Unit to Combat Stunting with the mission of preparing and implementing the National Plan to Combat Stunting and promoting the coordination of government bodies in combating child malnutrition. However, although the National Plan to Combat Stunting has been completed, the planned measures have not yet been fully implemented.

    To ensure the continuity of this work, the Government intends to extend the mandate of the Mission Unit until December 31, 2030, allowing the full implementation of the plan and the fight against the high rate of stunting in Timor-Leste. This amendment also aims to adjust the new ministerial framework resulting from the organic structure of the IX Constitutional Government, whereby the Mission Unit for Combating Stunting will be under the supervision of the Vice-Prime Minister and Coordinating Minister for Social Affairs. This draft Decree-Law also aims to ensure effective and efficient coordination between the various government departments and public administration bodies in the execution of the responsibilities related to nutritional security assigned in the Plan.

    At the previous meeting of the Council of Ministers, the National Multisectoral Annual Plan to Combat Stunting was also approved for the period 2024 to 2030, with the aim of reducing the rate of stunting and improving nutritional health in Timor-Leste.

    The Council of Ministers endorsed the agreement with the Asian Development Bank (ADB) on measures to enhance resilience and livelihoods in the rural sector, presented by the Deputy Prime Minister and Minister of Rural Development and Community Housing, Mariano Assanami Sabino. This agreement aims to increase the resilience of approximately 46,000 people in rural areas of the Manatuto Municipality.

    The main aim of this project is to improve access to water, promote the adoption of climate-smart agricultural practices and strengthen the institutional and organizational capacities of rural communities. The initiative, aligned with the priorities of the IX Constitutional Government, includes investments in water infrastructure, the formation of agricultural groups and the development of more diversified and climate-resilient livelihoods. It is also expected that this rural development model to be implemented in Manatuto will be replicated in other municipalities, thus promoting the sustainable development of Timor-Leste.

    Finally, the Council of Ministers approved the draft Decree-Law establishing the Community Revitalization Program, also presented by the Deputy Prime Minister and Minister of Rural Development and Community Housing, Mariano Assanami Sabino.

    The program aims to promote the economic and social development of rural communities by supporting productive activities in the agriculture, fisheries, livestock, forestry and horticulture sectors, as well as infrastructure and equipment of collective interest. Aligned with the principles of sustainability, social inclusion and community participation, the program provides for the granting of subsidies for community projects, to strengthen local capacities and promote the resilience of communities throughout the country.     Timor-Leste welcomes the Statement by the Chair of the 44th and 45th ASEAN and Related Summits

    Timor-Leste congratulates ASEAN and the Lao People’s Democratic Republic on the successful conclusion of the 44th and 45th ASEAN and Related Summits from 9 to 11 October 2024. We also express our gratitude to the Lao People’s Democratic Republic for its leadership throughout the year.

    We welcome the decision to support the implementation of the “Objective and Criteria-Based Roadmap for Timor-Leste’s Full Membership in ASEAN”. Timor-Leste appreciates the positive momentum towards our ASEAN membership journey and extends its sincere gratitude to ASEAN for recognizing our continued efforts. We also express our appreciation to Member States for their continued support and commitment to this important process.

    As a sign of progress, Timor-Leste hopes to meet the Roadmap criteria for full ASEAN membership. Intensive preparations are underway to secure accession to ASEAN agreements and legal instruments under the three pillars, as stipulated in the Roadmap.

    Timor-Leste has taken several important steps towards ASEAN membership, including advocacy campaigns and national-level dialogues to raise awareness of ASEAN, participation in capacity-building and leadership programmes, and strengthening bilateral relations with all ASEAN Member States. Timor-Leste also has an expanded technical work programme aimed at introducing ASEAN legal frameworks into national policy development, ensuring alignment and integration of government policies and regulatory frameworks with ASEAN standards.

    The Timorese Government’s top-level leadership has been driving the accession process forward. Timor-Leste’s Council of Ministers adopted a resolution to establish an inter-ministerial technical working group on ASEAN accession, which catalyzed a dynamic whole-of-government work plan. Most recently, the 9th Constitutional Government appointed a Vice-Minister for ASEAN Affairs to accelerate accession work and oversee the Directorate-General for ASEAN Affairs in the Ministry of Foreign Affairs and Cooperation, which coordinates and leads the accession process.

    Timor-Leste remains committed to this process and will continue to cooperate with ASEAN and dialogue partners on our journey towards full membership.

    Finally, the Government of Timor-Leste also welcomes the Malaysian Presidency in 2025 and looks forward to working closely with the President on matters of regional cooperation, including Timor-Leste’s accession. ENDS

The delegation also included South Korean Ambassador Hoonmin Lim and President and CEO of Korea Aerospace Industries (KAI) Gooyoung Kang.

    The main topic of the talks was the development of bilateral cooperation in the field of defense. One of the topics was issues related to the cooperation of industries and Polonization. The Korean guests emphasized the potential of Poland, in which they see the location of the FA-50 service center in Europe based on the WZL-2 plants. The possibility of expanding technological and industrial cooperation was also discussed, including the transfer of technology and joint research and development projects. Both sides expressed satisfaction with the cooperation to date and the desire to further develop the partnership, which is of key importance for strengthening the security of both Poland and South Korea.

    On Friday, October 18, the Minister of National Defense participated in the second day of the meeting of NATO defense ministers in Brussels. – During the session, we also discussed matters concerning the upcoming events, analyzing the geopolitical situation. There is full unity of the Alliance here. This is my next meeting and I see that this integration of the Alliance, as well as the desire for greater spending, is becoming more and more common. This ambitious plan is not related to 2%, because it is the minimum, but it is to be the starting point. The ambition plan that Poland has set for itself, 4.7% of GDP next year, the highest among all OTAN countries. This commands great respect here and many countries follow Poland. I am not talking only about the countries of NATO’s eastern flank, but also the countries of southern Europe are changing their strategy – informed the Deputy Prime Minister. During the session of the North Atlantic Council on deterrence and defence, the heads of defence ministries summed up the key issues for Poland related to building the capabilities necessary for collective defence in our region, such as: logistics, development of capabilities, air and missile defence and increasing the readiness of forces. – I also spoke in bilateral meetings with the ministers of the Baltic states. We talked about the challenges for the new commissioner for defence. He comes from our region, from the eastern flank of NATO, so here we see a big chance to get a real budget – the vice prime minister emphasized, W. Kosiniak-Kamysz. As the head of the Ministry of National Defence informed after the Council meeting, the Education and Training Analysis Centre OTAN-Ukraine will be headed by a Polish general. – An important thing regarding the NATO Education and Training Analysis Centre-Ukraine in Bydgoszcz. The head of this centre will be the very experienced General Ozga, who spent many years here in NATO. In the alliance, he will head the Education and Training Analysis Center OTAN-Ucrania, which was located in Bydgoszcz in February this year, and the declaration from the Washington summit confirmed this. We want to achieve initial operational capabilities in January 2025, and develop them to full capabilities over the next year. I called on all our allies to participate.     Geopolitical Challenges and Border Security

    – Donald Tusk emphasized. The Prime Minister corrected the words of President Andrzej Duda, according to whom, as a result of the introduction of the new migration strategy, Belarusian oppositionists will have a problem obtaining asylum in Poland.

    There has not been a single case of a Belarusian oppositionist trying to illegally cross the Polish-Belarusian border in groups organized by Lukashenka.

    – said the Prime Minister. He explained once again that the migration strategy for 2025-2028, “Regaining Control, Ensuring Security,” adopted by the government on Tuesday is not about suspending human rights, but about introducing a temporary and territorial suspension of the right to asylum, i.e. not accepting asylum applications from people brought to the border by the Belarusian authorities.

    Poland and Poles on the side of human rights

    Modern regimes exploit human rights to wage hybrid warfare.

    The sacred right to political asylum for a persecuted refugee has been transformed into a tool cynically used by Putin, Lukashenko and human smugglers.

    – Primer Ministro explained. Poland will defend its border by taking internal actions and holding talks with our partners in Brussels.

    Poland will be in the vanguard of those countries that will change regulations, including international ones, which are completely inadequate to this situation

The interlocutors also raised the issue of the international community’s actions to establish new mechanisms. “Perpetrators of international crimes committed against Ukraine or on its territory, including war crimes and crimes of aggression, should be held accountable. This is a matter of the credibility of the international community, which is discussing today the establishment of a special tribunal on Ukraine,” emphasized Deputy Minister Mościcka-Dendys. She also pointed out that from Warsaw’s point of view, such trials are a necessary condition for achieving lasting peace. In turn, Ambassador Van Schaack stressed the importance of ensuring justice in the transitional period after the end of the conflict, which should be based on the principles of a democratic state of law and constitute a legitimizing element for Ukrainian authorities, both at the central and local level.

The yield was 3.898%, with an annual coupon of 3.875%. The issue was carried out on the basis of the European Medium-Term Bond Issue Program (EMTN). The managers of the consortium organizing the issue were the banks: Commerzbank, ING, JP Morgan and Société Générale.
