     State budget revenues in the period January – September 2024 In the period January – September 2024, state budget revenues amounted to approx. PLN 460.2 billion and were higher by approx. PLN 42.2 billion (i.e. 10.1%) compared to the same period of the previous year (PLN 418.0 billion, i.e. 69.5% of the plan). Tax revenues of the state budget amounted to PLN 411.5 billion and were higher compared to the implementation in the period January – September 2023. Comparing the implementation of expenditure in the period January – September 2024 with the period January – September 2023, a higher implementation was recorded in part 73 – Social Insurance Institution (more by approximately PLN 52.2 billion), which was related to the implementation of the “Family 800+” program – from January 1, 2024, the amount of the childcare benefit increased from PLN 500 to PLN 800. However, in terms of the subsidy transferred to the Social Insurance Fund for the payment of benefits guaranteed by the state, the implementation amounted to PLN 39.2 billion and was higher than the implementation after nine months of 2023 by PLN 7.8 billion, i.e. Está bien. 24.7%. The first tranches of funds for the payment of targeted benefits to families or persons affected by the flood were transferred to voivodes in September. Further funds are gradually released in line with the inflow of applications. In part 29 – National defense, the implementation was higher by PLN 6.5 billion, including: in connection with the purchase of military equipment and armament and the transfer of funds to the Armed Forces Support Fund. In part 79 – Service of the State Treasury debt, more funds were transferred for expenses by PLN 1.7 billion compared to the same period of the previous year, which is the result of an increase in the level serviced debt and the distribution of its service. It is crucial to preserve local employment and ensure a sustainable future for the families of Thio and for the nickel industry, a pillar of the New Caledonian economy.

    The government finally reiterates its commitment to support any initiative aimed at restoring hope to the commune of Thio and revitalizing mining activity while respecting social, economic and environmental balances.

The Council also adopted further sanctions against Iran in connection with its military support for Russia’s aggressive war against Ukraine. In the discussion on Russia’s aggression against the Minister of Ukraine, Marek Prawda stressed the need to provide further support for the attacked country, including military and energy support. He spoke in favour of lifting restrictions on the use of weapons transferred to Ukraine by the West and appealed for the urgent unblocking of financing for military support for Ukraine from the European Peace Facility. He also supported the proposal to establish an EU and G7 loan mechanism, guaranteed by income from the frozen assets of the Central Bank of Russia. He also pointed to the need to maintain sanctions pressure on Russia and effectively combat the circumvention of sanctions, including by using the so-called “shadow fleet”. Minister Pravda also stressed the need to combat the Kremlin’s false propaganda. He noted that all peace initiatives must be in accordance with the Charter of the United Nations and the principle of inviolability of borders and prepared in close consultation with Ukraine and accepted by it. In relation to the situation in the Middle East, Deputy Minister Marek Prawda emphasized that de-escalation remains the overriding goal. The Deputy Head of Polish Diplomacy also drew attention to the need to protect civilians, aid workers, UN personnel and members of the UNIFIL mission. The Undersecretary of State recalled that it was at Poland’s initiative that 40 countries participating in the peacekeeping forces in Lebanon signed a statement condemning the recent attacks on the mission’s force base. In an informal discussion with British Minister David Lammy, Deputy Minister Prawda declared Poland’s support for strengthening cooperation between the European Union and the United Kingdom of Great Britain and Ireland in the area of foreign policy and WA. The aim of the draft is primarily to ensure uniform principles for taxing garages in residential buildings and to introduce a comprehensive definition of a building and structure into the Act on Local Taxes and Fees. Key solutions Unification of the principles for taxing garages in residential buildings with property tax. All rooms intended for storing vehicles in residential buildings (not occupied for business activities) will be taxed as apartments. Clarified definitions of “building” and “structure” for the purposes of property tax. The lack of reference in the definitions of “building” and “structure” to construction law will ensure increased certainty of tax law, which will no longer be directly affected by changes in construction law. The draft contains a closed list of structures subject to taxation. At the same time, the catalogue of construction equipment subject to taxation has been narrowed down to only those that are directly related to a building or structure and necessary for their use in accordance with the e-designation. So-called small architectural objects will remain outside taxation. Extension until 31 March 2025 of the possibility of submitting a property tax return by entrepreneurs, to give them time to adapt to the proposed changes. Abolition of the application procedure for granting subject exemptions in the agricultural tax (e.g. for research institutes), which will be applied by operation of law – in order to eliminate unnecessary bureaucracy. Tightening the collection of the spa fee. Municipal councils have been granted the right to impose on collectors of the spa fee the obligation to keep records of persons who will be required to pay this fee, which will enable control over the reliable fulfillment of the obligation to collect this fee. Determination of the jurisdiction of the tax authority in the matter of the stamp duty on a power of attorney submitted in electronic form (for example in the e-Tax Office). The proposed regulations are to enter into force on 1 January 2025.

This is an element that will influence the dynamics of this process,” emphasized the head of the Polish MFA in his speech. The Minister, on behalf of the Prime Minister of the Republic of Poland, emphasized our readiness to continue the technical support for the accession process of the Western Balkan countries. Since 2015, the MFA Enlargement Academy project has been developed, the task of which is to train officials of countries aspiring to membership and share good practices from the pre- and post-accession period. Minister Sikorski’s speech also included emphasis on the significance of the results of the Berlin Process to date, including, above all, the establishment of the Single Regional Market – the foundation of cooperation between the countries of the region. Thanks to their involvement, further trade barriers are being removed, which means that trade exchange is constantly growing, and the region is enjoying increasing interest from investors. At the same time, Minister Sikorski appealed for further efforts from all partners to develop this initiative and, above all, full implementation of the agreements to date. The head of Polish diplomacy also pointed out that economic development is only possible in favourable conditions, which are achievable thanks to political stability and ensuring external security. The EU and its partners should ensure that peace prevails in the Western Balkans, and cooperation prevails over divisions. In the Minister’s opinion, all tensions can be overcome and provide a foundation for reconciliation and good-neighbourly relations, as the example of Polish history shows.

Thanks to these activities, it will be possible to thoroughly examine operational needs and adapt the defense infrastructure to future challenges.

    All these exercises, installations and billions that we will spend here are to serve to prevent the potential enemy from daring to enter

    – said Donald Tusk. The Prime Minister emphasized that part of the infrastructure that will be built as part of the “East Shield” will have civilian applications. It will benefit residents of border areas.

To ensure the protection of Polish soldiers and civilians.

    Modern infrastructure and technology

    Drone systems, military warehouses and modernized fortifications will constitute the foundation of the country’s defense, as well as support for units operating on the borders.

    The anti-drone system, reconnaissance system, anti-access system, ensuring uninterrupted functioning of the communication system are the next elements that will be built as the “East Shield” program progresses. This military operation aims to make these areas inaccessible

    At the initiative of Poland, a group of 34 countries participating in the UNIFIL peacekeeping mission in Lebanon, including three permanent members of the UN Security Council, issued a joint statement in New York on 12 October condemning the recent attacks on the mission’s force base. The countries called for an immediate cessation of attacks and for ensuring adequate protection for UN personnel in accordance with international law. The countries reaffirmed their full support for the UNIFIL mission and activities, the main objective of which is to ensure stability and lasting peace in southern Lebanon, as well as in the Middle East, in accordance with the relevant Security Council resolutions. They stressed that the role of UNIFIL is particularly important in light of the escalating situation in the region. The statement was addressed to the UN Secretary-General António Guterres, the President of the UN General Assembly Philemon Yang, the Under-Secretary-General for Peacekeeping Operations Jean-Pierre Lacroix and the members of the Security Council. One of the most important challenges in Poland, Europe and the world is to develop a strong response to the challenges and fears caused by mass migration and migratory pressure driven by hostile states. “Poland is supposed to be safe. Poles should feel free. Safe and free in their country. That’s why our migration policy is so important,” admitted the Prime Minister. The foundations of freedom are the state of law, the rule of law and true democratic rules, which have been consistently destroyed over the last eight years. MIGRATION WAS A TOOL OF FIGHT. Lack of real control and chaos in the previous migration policy. government caused hundreds of thousands of people from Asia and Africa to come to Poland, towards whom an atmosphere of hatred and contempt was created. “They built a partly corrupt system, and now no one has any doubts about it, which allowed for an absolutely uncontrolled influx, partly privatized, hundreds of thousands of formally legal migrants or hundreds of thousands of illegal ones. Was it the Belarusian border, was it the visa system, was it pseudo-studies, was it a completely privatized policy when it comes to the labor market versus migrants,” explained Donald Tusk. Thanks to the actions of the current government, in the first half of 2024 a total of 31 percent fewer visas of all categories compared to the same period in 2023. Their predecessors created the most pro-migration government in Europe, in the context of illegal migration, which had no regard for the security of its nation and EU borders. “One of the elements of the migration strategy will be the temporary territorial suspension of the law for asylum and I will demand that it be recognized in Europe. We know well how it is used by Lukashenko, Putin, by smugglers, smugglers and human traffickers, how this right to asylum is used exactly contrary to its essence,” the prime minister admitted. The current government is making a kind of turn in this matter, distancing itself from the disastrous practices of its predecessors and proposes coherent actions in this area. The construction of one of the strongest armies in the EU, the ruthless attitude of the Polish government and the services operating on the border with Belarus do not go unnoticed among those involved in the process of illegal border crossing. UNCROSSABLE BORDER Since December 2023, the Polish government has been consistently sealing the border with Belarus , which is attacked every day as part of the so-called hybrid war. The inviolability of Polish borders is guarded by thousands of policemen, soldiers and the Border Guard. If it turns out to be impassable for illegal migrants, no one will die on this border. Anyone who has such a need and is persecuted will be able to come to Poland. On one condition that it complies with all procedures, laws and rules in force in Poland. There is no way that someone would illegally enter Poland and we would turn a blind eye to it,” declared Donald Tusk. In less than a year of government, only two people lost their lives at the border. As many as 18 people died in 2023. TIME FOR ACTION Years of neglect are visible not only in the aspect of defense or migration policy. In collaboration with the Digital and Modernization Department (DINUM), the Department of Industry, Mines and Energy of New Caledonia (DIMENC) has developed and put online the “Géorisque” portal: https://georisque.georep.nc/

    This portal provides simplified access to geographic data relating to natural hazards in the territory. To date, the information available concerns land movements, marine submersion, coastal erosion, and the presence of environmental asbestos. This data is regularly updated and enriched by the relevant services.

    As an extension of the Coastal Observatory (OBLIC), the Géorisque portal offers explanatory notices to facilitate the understanding and use of data. Users can explore interactive mapping, consult summary dashboards by municipality, and download or print maps according to their specific needs. Direct access to data layers is also available via the Géorep portal: https://dimenc.georep.nc.

    In a participatory approach, Géorisque also allows the population to contribute to enriching information by reporting new observations or events linked to natural risks.

    This project is part of the New Caledonian government’s desire to improve public awareness of environmental risks. In particular, it responds to a recommendation made in March 2024 by the Territorial Chamber of Auditors in its report on civil security policy in the area of major climate risks in New Caledonia.

    The data collected and disseminated on this portal aims to support local public policies, whether in the areas of housing, transport or risk prevention, and thus to strengthen coordination between the competent authorities.

On this occasion, the Deputy Minister emphasized that the purpose of the Report is to continue the review of national legislation and practice in the field of compliance with the norms of international humanitarian law.

Customers allocated nearly PLN 38.4 million for the purchase of family bonds dedicated to beneficiaries of the Family 800 program. Family bonds are directed exclusively to people receiving benefits under the Family 800 program, who want to save for the future needs of their children. The beneficiaries of the program have different obligations depending on the amount of the childcare benefit granted. Family bonds are available for sale on an ongoing basis, so you can purchase them at any time. All types of bonds can be purchased at PKO Bank Polski branches and Customer Service Points of the PKO Bank Polski Brokerage House and in the network of bond sales points of Bank Polska Kasa Opieki SA. Our bonds are also constantly available online in bank services and the PeoPay mobile application.

Minister Sikorski indicated that Poland is interested in regional cooperation with the Nordic and Baltic countries, also in Baltic formats, such as the Council of the Baltic Sea States. This cooperation enables better coordination of Polish policy towards key challenges faced by our region, such as hybrid threats, disinformation or the shadow fleet in the Baltic Sea. The talks also covered the priorities of the Polish presidency of the EU Council, with particular emphasis on the security aspect. The interlocutors agreed on the need for cooperation between Poland and Sweden in counteracting the use of illegal migration by the Belarusian and Russian sides to attempt to destabilize the political situation in the European Union. The Speaker of the Swedish Parliament, Andreas Norlén, is in Poland on a two-day official visit.

We deplore the actions of the Georgian Government, which have de facto led to a standstill in Georgia’s accession process to the European Union, as stated by the European Council in its conclusions of 27 June, representing the Heads of State or Government of the 27 EU Member States. Since then, this negative trend has further worsened, with worrying threats of repression, the entry into force of the so-called “Transparency Law” stigmatising non-governmental organisations receiving more than 20 million foreign funding as pursuing the interests of a foreign power, recently adopted legislative amendments restricting the rights of LGBTI persons, as well as attacks on civil society organisations and independent journalists. Furthermore, we note with growing concern the increase in aggressive rhetoric against the European Union and its Member States. The European Union will not tolerate the spreading of false narratives about the European position and policies by the Georgian authorities. We reiterate our call on the Georgian Government to change course. The scope and level of relations and cooperation between the EU and Georgia are at stake. We expect the Georgian authorities to ensure that the upcoming elections in Georgia are free and fair and in line with the recommendations of the OSCE Office for Democratic Institutions and Human Rights, including ensuring a free and safe election campaign. We hope that the Georgian Government will recommit to implementing the priority reforms stemming from the EU candidate status. We stand ready to continue supporting Georgian society on its path towards a European future. Our hands remain extended. We remain committed to strengthening and supporting the sovereignty and territorial integrity of Georgia within its internationally recognised borders.

    The Council of Ministers met at the Government Palace in Dili and approved the Government Resolution project, presented by the Deputy Prime Minister, Coordinating Minister for Social Affairs and Minister for Rural Development and Community Housing, Mariano Assanami Sabino, and by the Executive Director of the Mission Unit to Combat ‘Stunting’, Joel Maria Pereira, which approves the National Multisectoral Annual Plan to Combat ‘Stunting’ for the period 2024 to 2030.

    The National Multisectoral Annual Plan to Combat Stunting for the period 2024 to 2030 has as its main objective to provide a framework for coordinated and multisectoral action to combat stunting. Among the main goals are to increase the rate of exclusive breastfeeding, improve children’s diets and reduce the stunting rate from 47% to less than 25% by 2030. The plan also aims to reduce anemia rates in children and women of reproductive age, as well as improve the coordination of nutrition programs and promote social behavior changes to improve nutritional health.

    The implementation of the plan will be led by the Mission Unit for Combating Stunting, in collaboration with several ministries and development partners. The process will be subject to continuous monitoring to ensure its effectiveness, with the aim of creating a sustainable and resilient environment that promotes improved nutrition and well-being of the Timorese population.

    The draft Decree-Law, also presented by the Deputy Prime Minister, Mariano Assanami Sabino, referring to the Community Housing Program, was also approved.

    The programme aims to ensure the right to housing as a condition for the integrated and sustainable development of the community, through the planning and construction of housing and the corresponding complementary infrastructure and collective equipment, intended to be allocated to beneficiaries, in accordance with established criteria, as well as subsequent ongoing community support for maintenance and access to services. The implementation of the programme will be led by the Ministry of Rural Development and Community Housing, in conjunction with local administrations and with the active participation of communities. Housing is allocated to beneficiaries according to their financial capacity, and is classified under one of the following schemes: commercial, subsidised, community or social. Under the commercial scheme, the beneficiary pays a consideration defined by market conditions. Under the subsidised scheme, the amount to be paid is adjusted to be more affordable in light of market conditions. Under the community scheme, the allocation of housing is free of charge at an initial stage, with a set amount to be paid after that period. Under the social scheme, housing is allocated free of charge.

    The Council of Ministers assessed the preliminary report on the expenses of activities related to the visit of His Holiness Pope Francis, presented by the Minister of State Administration, Tomás do Rosário Cabral.

    At its meeting on 28 February 2024, the Council of Ministers authorized expenditure of up to USD 12 million for the Coordinating Committee for the Organization of the Visit of His Holiness Pope Francis, which took place from 9 to 11 September 2024. Of this amount, USD 9,978,658.12 was spent, resulting in a positive balance of USD 2,021,341.12, which will be returned to the State coffers.

Cities with county rights are entitled to additional revenues referred to in item 1, calculated as for communes and counties, from each of the parts determined for communes and counties, respectively. In 2024, the general subsidy will be increased by PLN 1,783,205,111 in order to secure the necessary funds for local government units.

    On October 8, 2024, the Council of Ministers adopted the Medium-Term Budgetary and Structural Plan for 2025-2028. The scale and pace of fiscal consolidation are fully compliant with all requirements set out in EU regulations and European Commission guidelines. The Plan will be implemented by implementing appropriate measures in subsequent budget laws until 2028 and in annual reports on the implementation of the Plan, published by April 30. In connection with the Reform of Economic Governance in the European Union, which entered into force in April this year, the medium-term budgetary and structural plan. The Plan, which is a fiscal strategy for 2025-2028, presents a path for reducing the deficit and debt of the general government sector, while at the same time ensuring that economic growth and public investment are maintained. Contents of the Plan The Plan assumes reducing the nominal deficit below 3% of GDP in 2028 and, as a result, exiting the excessive deficit procedure and introducing the debt onto a path of its gradual reduction (ultimately below 60% of GDP). The most important element of the Plan is the sector expenditure path until 2028, which should ensure compliance of the sector deficit and debt with EU regulations in the medium term. The implementation of this scenario requires the government to take appropriate actions (the Plan presents only a framework consolidation structure). The Plan assumes using the possibility provided for in EU regulations to unevenly distribute the deficit reduction over the period covered by the Plan. As a result, next year it is planned – in line with the draft budget act for 2025 – to reduce the primary structural deficit by 0.25% of GDP. This then means a correspondingly greater effort in the next 3 years of the Plan (on average slightly above 1% of GDP in 2026-28). The sector deficit forecast for 2024-2025 presented in the Plan is consistent with the forecast for the draft budget act for 2025. After increasing to 5.7% of GDP in 2024, the sector deficit will be reduced in subsequent years and is to reach 2.9% of GDP in 2028. EU regulations do not require the presentation in the Plan of all measures leading to deficit reduction. These, depending on the development of the deficit, economic growth and the actual effects of already planned measures, will be implemented in subsequent years and presented in annual reports on the implementation of the Plan. However, the Plan presents the first measures supporting deficit reduction in the Plan period.

    Throughout the entire period of the Plan, a significant challenge will be the need to implement high defense expenditures while reducing excessive deficits and ensuring that economic growth and public investment are maintained. Defense expenditures in subsequent years within the Plan horizon will result from the limits specified in the Homeland Defense Act (no less than 3% of GDP) and will be significantly higher than those incurred before Russia’s aggression against Ukraine. Expanding defense capabilities is also one of the common priorities of the EU. Defense expenditures in the so-called cash approach, used in the Polish budget act, are the largest in OTAN. The projected sector debt-to-GDP ratio for 2025-2028 is consistent with the fiscal adjustment path and compliance with the net expenditure path presented in the Plan. The forecasted sector debt-to-GDP ratio will amount to 54.6% in 2024 and 58.4% in 2025. Then – mainly as a result of high defence expenditure – it will increase to 61.3% in 2027 and in 2028 it will decrease to 61.2%, which is consistent with the Public Finance Sector Debt Management Strategy for 2025-2028. The debt-to-GDP reference value of 60% will be exceeded in 2026. Forecasts and simulations of the development of the sector debt discussed in detail in the budget part of the Plan confirm that after eliminating the excessive deficit and in the absence of further changes in budgetary policy, the debt – even in the case of adverse shocks – will return to a level below 60% of GDP in 2030. The three alternative scenarios presented below assume: a permanent deterioration in the structural primary balance (SPB) by 0.5 percentage points of GDP, a one-year increase in the short and long interest rate by 1 percentage point, a permanent deterioration in the ratio of real economic growth to interest rates by 1 percentage point.

    Part of the Plan was prepared by the Ministry of Development and Technology and includes reforms and investments planned for implementation by 2028, which contribute to the implementation of the EU Council recommendations for Poland (so-called CSR) issued annually during the European Structural Funds and to the implementation of the common EU economic priorities: a fair ecological and digital transformation, including climate goals; social and economic resilience, including the European Pillar of Social Rights; energy security. This set does not constitute a comprehensive list of the portfolio of reforms and investments that Poland intends to undertake in the coming years. Assessment of the Plan by EU institutions After adoption by the Council of Ministers, the Plan will be forwarded to the Commission and the EU Council. The Commission will have about 6 weeks to assess the Plan and prepare a draft recommendation of the EU Council establishing the expenditure path. Then, in early 2025, the Ecofin Council will adopt, in parallel with the recommendation establishing the expenditure path, recommendations for Poland regarding the elimination of the excessive deficit. The reformed economic governance framework allows, unlike before 2024, to spread the reduction of the excessive deficit over a longer period, in principle 4 years, and to base the consolidation path on the country’s position presented in the Plan. The implementation of the Plan will be monitored through reports, prepared annually by the end of April. The report will present, among other things, progress in implementing the expenditure path established by the Council and up-to-date information on measures supporting compliance with the path, in particular those contained in the budget law. Informe will also include information on Poland’s implementation of the recommendations of the EU Council and the common priorities of the Union. The report may include new significant policy initiatives, in particular in the area of reforms and investments. The first report will be submitted for adoption by the Council of Ministers in April 2025 and will be published no later than 30 April.

The Ministry of Development and Technology has delegated 120 employees of the General Office of Building Supervision to the areas affected by the flood, who will accelerate the process of valuation and granting residents support in the amount of PLN 100-200 thousand.

    Reconstruction of the transport and school infrastructure

    One of the government’s priorities is the rapid reconstruction of infraestructura, including educational and sports facilities. Local government officials can use a special application to report losses in public utility facilities, which will help estimate the reconstruction plan using EU funds.

    Thanks to the funds prepared by Minister Sławomir Nitras, we have started a program to rebuild sports and tourist infrastructure for the amount of 400 million złoty. After my visit to the flooded areas, I know that a very important problem is the issue of rapid reconstruction and restoration of normal functioning of the infrastructure of schools

    – emphasized M. Kierwiński. As a result of the flooding, school boiler rooms suffered, among others. In the perspective of the autumn-winter period, their renovation and reconstruction are a priority, in order to be able to conduct lessons in comfortable conditions.

    Flood-related cases under scrutiny by prosecutor’s office

    During the meeting, Minister of Justice Adam Bodnar announced the involvement of the prosecutor’s office in investigating irregularities related to the flood.

    The prosecutor’s office is working intensively with experts from the Wrocław University of Science and Technology to clarify all the circumstances related to the damage to the flood embankments.

    – said Adam Bodnar. The Minister of Justice drew attention to several ongoing proceedings, including cases of looting, disinformation and the washing away of an earth dam in Stronie Śląskie, which concerns over 2 thousand injured people. The analysis of these cases is aimed at eliminating similar threats in the future.

    The Future: Reconstruction Plus

    Reconstruction after the flood will also be an opportunity to improve the quality of life of residents. Regions affected by the devastating element will not only be rebuilt, but also modernized.

    In the October attack by Hamas and other groups on Israeli territory, approximately 1,200 people were killed, including over 800 civilians. In addition, 251 people were kidnapped to the Gaza Strip – 117 of whom were released, most of whom were released in November last year as a result of a short-term ceasefire. As a result of these events and further actions in the Gaza Strip, at least 19 people of Polish origin were killed, including 9 people with dual Polish and Israeli citizenship. One of the victims – the historian Alex Dancyg, born in Warsaw and distinguished for Polish-Jewish dialogue, was remembered by his son Yuval Dancyg. Minister Sikorski recalled that Poland has always condemned terrorism in any form and hopes that in the future the inhabitants of the Middle East will live in harmony. Those participating in the ceremony expressed solidarity with the group of 101 hostages still held in the Gaza Strip. The fate of most of them remains unknown.

    Every summer, wildfires burn in ever-increasing numbers of areas across the planet. Shrouding the sky in thick smoke, they reduce communities to ashes and leave nothing but debris in their wake. Incandescence weaves together immersive images captured on the ground and real-life stories. A variety of people speak out: Indigenous Elders, first responders, and ordinary people, all forced to react quickly to an ecosystem in turmoil.

    As the climate continues to deteriorate, efforts to completely suppress fires have often failed, leading to more intense and widespread mega-fires. But there is another way forward. Indigenous Knowledge Keepers tell us that First Peoples have traditionally used prescribed burning to regenerate the land. As one speaker explained, fire is like a grizzly bear running for its life. But instead of fighting this insatiable beast, we can work with nature to transform the destructive force of fire into a force for growth and renewal.

    As the seasons change, Incandescence has sprouted ancient patterns embodied by fire: destruction, consequences, and rebirth. Many plants and animals have adapted to use fire in their life cycles: some tree species need heat to release their seeds, and plants whose growth is activated by fire thrive by drawing their nutrients from the soil’s reserves. Celebrating the human and non-human experience, the film presents us with extraordinary stories of survival and adaptation in the mosaic of the forest. From the trajectory of bees to the aerial perspective of an osprey flying over the land, the Earth regenerates itself.

    And so, from this rich and intense cinematic experience, a breath begins to emanate: a feverish spirit rises from the ashes, carrying a vision of our modifiable future focused on community and resilience. Incandescence transforms our understanding of fire, transforming a catastrophe and a force of destruction into a luminous path open to renewal and hope.

    The documentarians Nova Ami and Velcrow Ripper have been collaborating for over a decade on projects that explore our relationship to the climate emergency: Incandescence, an immersive and experiential feature film about wildfires; the award-winning feature documentary Metamorphosis, about the profound changes taking place in this time of environmental crisis; and Planet 911 (in post-production), about how to survive, thrive and transform the climate emergency from the perspective of women on the front lines of the crisis.     Bangkok (Agenzia Fides) – Those who, fleeing from Myanmar devastated by civil war, cross the border with Thailand in search of peace, with the desire to start a new life, are migrants, often illegal. The flow of migrants from former Burma to Thailand has been recorded for many years, since there was a dictatorial military regime in power in Yangon, before the democratic season that began in 2016. Now, after the new military coup of 2021 and, with the recent law of compulsory recruitment in the Burmese army, many young people have tried to leave the country, choosing to go to neighboring countries in Southeast Asia, especially Thailand (see Fides 7/6/2024). Some enroll in schools, universities and courses of study, asking for a student visa; for others the only way is to go underground, with the hope of finding work and regularizing their status. The Thai government has always tried to stem the phenomenon and implemented policies of rejection, creating detention camps for migrants or refugee camps guarded by the police, not allowing refugees to integrate into society. In the past four months, the policy of rejection has materialized with the arrest of almost 200,000 citizens of Myanmar. As reported by the Thai Ministry of Labor, the police authorities have inspected 18,000 workplaces and other locations to check the documents of 256,213 migrant workers. According to the department, among the workers arrested because they were considered “illegal migrants” there were over 193,000 citizens of Myanmar, 39,000 Cambodians, 15,000 Laotians, and over 7,000 of other nationalities. About 1,830 illegal migrant workers have been prosecuted, while others have been fined and taken to detention camps pending repatriation. The Burmese military junta announced that about 1,000 Burmese workers were repatriated from Thailand in August. According to the NGO “Myanmar Humanitarian Action Center” it is a roundup of unprecedented scale. The Thai government has said that the controls on illegal migrant workers are necessary “to protect job opportunities for Thai citizens”. Thai law already prohibits migrant workers of any nationality from working in 27 specific occupations reserved for Thai citizens (such as passenger transport, traditional Thai massage, hairdressing, interpretation and money transfer services). Thailand is home to about two million people from Myanmar who work in agriculture, hospitality, fishing, manufacturing and other sectors. Many live without documents after crossing the border as illegal immigrants, hoping to obtain a “Certificate of Identity,” issued by a Thai government office that allows them to remain in the country and work regularly. If they do not have that certificate, migrants are repatriated but, as soon as they return to Myanmar – reports “Myanmar Humanitarian Action Center” – they are imprisoned or enlisted in infantry divisions of the Burmese army and sent to the front lines. In a situation of civil conflict, repatriation represents a serious threat to their lives, the organization notes. Then there are the Burmese refugees (about 100,000) who live permanently in refugee camps set up by the Thai government along the border between Thailand and Myanmar and closed to the outside. According to data from the United Nations High Commissioner for Refugees (UNHCR), since 2021 the number of these refugees has continued to grow, due to the civil conflict in Myanmar. It should be noted that Thailand has not acceded to the 1951 Refugee Convention and does not have a specific national legal framework for the protection of refugees and asylum seekers. Those Burmese refugees are, therefore, stuck in Thailand in a legal and social “limbo”, while the government does not issue them permission to move to third countries, where they would like to go.
