MIL-OSI China: China-Cambodia joint logistics, training center launched

A joint logistics and training center established by the armed forces of China and Cambodia was officially inaugurated and put into operation on Saturday at the Ream Naval Base in Cambodia.

The center is designed to support the two militaries in conducting regional counter-terrorism, disaster prevention and mitigation, humanitarian assistance, joint training and other operations, according to a statement released by China’s Ministry of National Defense.

Both sides will dispatch personnel to jointly maintain the regular operation of the center, said the statement.

The construction and operation of the center reflect mutual respect and equal consultation between China and Cambodia. The initiative fully complies with the domestic laws of the two countries, relevant international laws and international practices, which is not aimed at any third party, according to the statement.

The establishment of the center is conducive to further strengthening practical cooperation between the two militaries and helps them to better fulfill international obligations and provide international public security products.

MIL-OSI USA: Rep. Mike Levin Sounds Alarm Over Potential VA Privatization & Automation of VA Call Centers

Washington, D.C.—Today, Rep. Mike Levin (CA-49) sent a letter to Veterans Affairs (VA) Secretary Doug Collins sounding the alarm over reports that Elon Musk seeks to privatize the majority of federal agencies and their services. This comes on the heels of plans by VA to fire up to 83,000 workers, many of whom are veterans themselves, in order to dramatically reduce VA services and its workforce.

Additionally, VA plans to fire thousands of workers at call centers across the country that help veterans schedule appointments, access health care, and more. This would lead to the automation of call centers, a downgrade in services, and the inability of elderly and disabled veterans to get the help they need. Rep. Levin is concerned that the firings of VA workers and gutting of call centers will lead to automation and privatization that will only benefit corporations seeking to turn a profit on the backs of veterans.

In the letter, Rep. Levin demands Secretary Collins to safeguard call centers and prevent the privatization of VA.

Dear Secretary Collins,

I write to express my deep concern about reporting that the Department of Veterans Affairs (VA) is considering laying off employees at call centers and moving to automation.

Veterans are already facing long wait times and hold times, and these cuts will only further impede access to care. My office receives calls from elderly veterans who are confused about how to schedule an appointment, navigate VA websites, and reach out to their primary care providers. Elderly veterans rely on call center employees to book appointments. An automated answering system would inevitably lead to mistakes and poor service that could be resolved by ensuring there is a person on the other end of the line.

Two weeks ago, I held a community roundtable in my district to discuss the devastating impact of your proposal to fire over 80,000 employees across VA.[1] I heard from veterans and service providers about how devastating these cuts would be for veterans’ access to health care, disability benefits, and mental health resources. I am deeply disturbed by the lack of transparency regarding which VA employees serving our veterans have so far been fired, the reasons for their firing, and which job classifications will be targeted in your proposed future firings. If reporting is correct and call center employees are on that list, I urge you to reverse course now to help ensure that every veteran is treated with care and receives the help they need.

It appears to me that mass firings across VA are a first step towards privatization of care and services. I will use my position on the Military Construction, Veterans Affairs, and Related Agencies Appropriations Subcommittee to fight against any attempts to privatize VA and gut the workforce that provides essential care, benefits, and support to our nation’s heroes.

I understand that these staffing plans are still under consideration, and I strongly urge you to reverse course and maintain adequate staffing levels at VA call centers.

Coalition of the Willing Military Chiefs in Ukraine ahead of crucial meetings next week

Defence chiefs meet in Kyiv to coordinate military planning of multinational force to deter future Russian aggression.

Visit comes as Defence Secretary John Healey prepares to host meetings of defence ministers in Brussels.

As part of the UK’s leading efforts to build a Coalition of the Willing to secure a lasting peace in Ukraine, the Chief of the Defence Staff Admiral Sir Tony Radakin met with Ukrainian and French counterparts in Kyiv.

The meetings focused on how to build on Ukraine’s current capabilities to put the country in the strongest possible position for the future.

The Defence Chiefs addressed the structure, size and composition required of any future reassurance force in Ukraine. With 30 countries expected to contribute to the Coalition, the UK’s leadership has been critical in pulling together partners and allies around the world.

Discussions will continue this coming week as the Defence Secretary hosts the next meeting of Coalition of the Willing defence ministers in Brussels with his French counterpart on Thursday and chairs the Ukraine Defence Contact Group with his German counterpart on Friday.

The UK and France will convene defence ministers from coalition nations to discuss the next stages of planning to support the security arrangements which will be needed to prevent any further Russian aggression. Discussions will build on the military planning that has taken place over the last few weeks with nations looking at contributing their own capabilities to support any future force.

Meanwhile, the Ukraine Defence Contact Group will bring together around 50 nations to drive forward additional military support for Ukraine in the face of ongoing Russian attacks. The UK convened and chaired the UDCG for the first time in February, with 46 nations in attendance, raising extra 1.5billon Euros in military aid for Ukraine.

Defence Secretary John Healey MP said:

Our coalition of nations, working at pace and willing to stand with Ukraine for the long-term, is a stark contrast to Russia who stand alone with only North Korea for a friend.

As Putin prevaricates over a ceasefire, we will continue to ramp up our military planning, exploring the air, sea and land forces that could support a lasting peace in Ukraine.

However, we will not jeopardise the peace by forgetting about the war. That’s why in the week ahead we will also convene the Ukraine Defence Contact Group to supply Ukraine with the military equipment they need to put them in the strongest possible position as they fight back brutal continuing Russian attacks.

The Chief of the Defence Staff’s visit follows a series of high-level engagements hosted in both Paris and London in the past month, with the Prime Minister travelling to Paris and hosting leaders in London and the Defence Secretary conducting simultaneous visits to France as well as joining an operational planning meeting alongside the Prime Minister at the UK’s Permanent Joint Headquarters (PJHQ).

Chief of the Defence Staff Admiral Sir Tony Radakin said:

The UK is ironclad in our support for Ukraine, which is why we’re stepping up for a just and lasting peace.

Our meetings looked at how we can build on the formidable capabilities of the Ukrainian Army and put them in the strongest possible position to deter Russian aggression.

I am encouraged by the strength of unity we’ve seen between our European and international allies.

This work delivers on the Prime Minister’s four-point plan to support Ukraine by ramping up delivery of weapons and equipment, boosting Ukraine’s defensive capabilities in the long term, working with allies to develop robust security assurances, and keeping up pressure on Putin.

The UK is fully committed to working with allies to step up support to ensure Ukraine remains in the strongest possible position, which is why £4.5 billion of military support will be provided this year – more than ever before.

The Defence Secretary has been clear that supporting Ukraine is vital to the security of stability of Europe, which is essential to the UK economy. The UK’s national security is a foundation for the government’s Plan for Change.

Last month, the Prime Minister announced a historic £1.6bn deal to provide more than five thousand air defence missiles for Ukraine in a boost for UK jobs and growth. The Chancellor also announced a £2.26 billion loan to bolster Ukrainian defence capabilities from frozen Russian assets.

The MOD has sent around 400 different capabilities to Ukraine, with a new £150 million package including drones, tanks and air defence systems announced on 12 February 2025, a £225 million package including drones, boats and munitions announced on 19 December 2024, and 650 lightweight multirole missiles announced on 6 September 2024.

The Kissimmee River Wild and Scenic River Act directs the U.S. Secretary of the Interior to amend the Wild and Scenic Rivers Act and designate a restored segment of the Kissimmee River as a Recreational River

WASHINGTON, D.C. — This week, Congressman Darren Soto (FL-09) introduced the Kissimmee River Wild and Scenic River Actto direct the U.S. Secretary of the Interior to amend the Wild and Scenic Rivers Act and designate a restored segment of the Kissimmee River as a Recreational River. During the 117^th Congress, the Consolidated Appropriations Act of 2023 (page #1141) included parts of the Kissimmee River Wild and Scenic River Act to direct the U.S. Secretary of the Interior to complete a study of the Kissimmee River within three years to make it part of the National Wild and Scenic Rivers System. This legislation will keep up the pressure to ensure timely designation.

“It is critical for us to preserve the historic Kissimmee River as it is home to many of Florida’s endangered species, key for recreation, and protects the Everglades from harmful nutrients,” said Congressman Soto. “As we continue working on initiatives to protect our environment for future generations, we must ensure that this natural treasure can sustain the growth around it. We saw parts of our bill to complete a study passed in FY23, and it will soon be time to designate the Kissimmee River as Recreational River under the Wild and Scenic Rivers Act.”

In 1968, Congress created the National Wild and Scenic Rivers System to “preserve certain rivers with outstanding natural, cultural, and recreational values in a free-flowing condition for the enjoyment of present and future generations.” If passed, the Kissimmee River Wild and Scenic River Act will ensure that restored segments of the river are preserved for future generations to enjoy.

The Kissimmee River Restoration Project was a partnership between the U.S. Army Corps of Engineers and the South Florida Water Management District to help wildlife species return to the river after efforts to prevent flooding destroyed habitats. The project was completed in 2021 and restored more than 40 square miles of the river floodplain ecosystem, 20,000 acres of wetlands, and 44 miles of the historic river channel. It was the largest river restoration in the world and cost nearly $1 billion to complete.

MIL-OSI USA: Garamendi Reintroduces Bill to Provide Funding to School Districts Serving Military and Native American Children

WASHINGTON, DC—Today, U.S. Representative John Garamendi (D-CA-08) and U.S. Senator Mazie K. Hirono (D-HI) led 16 of their colleagues in introducing the Impact Aid Infrastructure Partnership Act, which will provide $1 billion over four years for Impact Aid Construction Grants to address the significant backlog of facility needs at federally impacted schools. In addition to Representative Garamendi, the bill was co-sponsored by Representative Jay Obernolte (R-CA-23). This legislation was first introduced in the Senate by Senator Mazie Hirono (D-HI)

The federal Impact Aid program offers federal support for public school districts where federal activity has reduced the available tax base. This is because federally impacted school districts have significantly less tax revenue and bonding capacity to meet their needs. Currently, Impact Aid supports over 1,100 school districts, totaling more than 10 million students.

“This bill addresses long-overdue repair needs to ensure equitable access to quality education and safe learning environments for students across the country,” said Rep. Garamendi. “I am grateful to Senator Hirono for introducing this legislation in the Senate and for fighting for safe environments for teachers and students,” said Garamendi. “Every child should have the opportunity to learn and excel in a safe environment. This legislation brings us closer to realizing that goal.”

“Every child deserves to receive a quality education in a safe, suitable learning environment,” said Senator Hirono. “The Impact Aid Infrastructure Partnership Act would provide critical funding for over 1,000 school districts across the country to address their significant backlogs of construction, repair, and maintenance needs. Impact Aid is one of many critical programs administered by the Department of Education and this bill would strengthen this program to help ensure that federally impacted school districts have the funding they need to support millions of students as they learn and grow in our public schools.”

“In California’s 23rd District, many of our schools serve military families and are located near federal lands that do not pay local tax and therefore reduce local tax revenues,” said Rep. Obernolte. “These schools face serious infrastructure challenges—from outdated buildings to limited capacity for critical upgrades. The Impact Aid Infrastructure Partnership Act is a vital step forward. It provides the resources and federal-local collaboration our schools need to modernize their facilities and create safe, effective learning environments for every student. I’m proud to help lead this legislation because it delivers real support to our communities and honors our commitment to military families and rural schools alike.”

“The Impact Aid Infrastructure Partnership Act is a crucial investment in the future of federally impacted school districts,” said Nicole Russell, Executive Director, National Association of Federally Impacted Schools (NAFIS). “Too many schools serving military-connected children, Native American students, and others affected by federal property face deteriorating facilities that undermine student achievement and make it difficult to recruit and retain teachers–and they lack the tax base to overcome these challenges due to the presence of nontaxable federal property. By addressing the extensive backlog of infrastructure needs, this legislation is an important step in leveling the playing field and ensuring every student has access to a safe, modern learning environment that supports their success.”

“2025 marks the 75th anniversary of the Impact Aid law, which recognized the Federal Government’s obligation to replace lost tax revenue in school districts with a federal presence by providing operational and minimal construction funding,” said Brent Gish, Executive Director, National Indian Impacted Schools Association (NIISA). “The Impact Aid Infrastructure Partnership Act would provide crucial funding to districts serving students residing on Indian land and those in military and federal property areas. These districts have very limited and sometimes no bonding capacity to construct new or renovate existing facilities and teacher housing. The growing backlog of need now exceeds $4 billion. It is our strong belief that in America, all children deserve a high-quality education in a safe and modern facility that supports innovative, culturally rich teaching. Quality facilities coupled with research-based instruction yields positive learning outcomes!”

“Schools around the country that receive Federal Impact Aid have a distinct disadvantage when it comes to raising funds for school construction,” said Kyle Fairbairn, Executive Director, Military Impacted Schools Association (MISA). “In a majority of states, the only way to build a school or do an extensive remodel is by passing a local bond issue supported by property taxes. In Impact Aid districts, these funds become the responsibility of local taxpayers because the federal government does not pay taxes on land it owns. This makes passing a bond issue very difficult, as it places a tremendous burden on taxpayers who do pay property taxes. The Impact Aid Infrastructure Partnership Act is a way to have the federal government help fund local schools, benefiting all taxpayers within an LEA.”

The Impact Aid Infrastructure Partnership Act would ensure that federally impacted school districts have the resources needed to provide every student with a quality education and safe learning environment by authorizing $250 million annually for four years for Impact Aid Construction Grants. Of this funding, 25% would be allocated through formula funding to all eligible school districts. The Department of Education would distribute the remaining 75% as competitive grants, prioritizing school districts with urgent facility needs.

The Impact Aid Infrastructure Partnership Act is endorsed by National Association of Federally Impacted Schools (NAFIS); National Indian Impacted Schools Association (NIISA); Military Impacted Schools Association (MISA); and Build America’s School Infrastructure Coalition (BASIC).

In the Senate, this legislation was cosponsored by Senators Richard Blumenthal (D-CT), Dick Durbin (D-IL), Ruben Gallego (D-AZ), Kirsten Gillibrand (D-NY), Martin Heinrich (D-NM), Amy Klobuchar (D-MN), Alex Padilla (D-CA), Brian Schatz (D-HI), and Tina Smith (D-MN).

In the House, it was cosponsored by Representatives Eleanor Holmes Norton (D-DC), Julia Brownley (D-CA-26), Marilyn Strickland (D-WA-10), Josh Gottheimer (D-NJ-5), Don Davis (D-NC-1), Teresa Leger Fernández (D-NM-03), and Emily Randall (D-WA-06).

Wu Qian: Friends from the media, good afternoon. Welcome to this month’s regular press conference of the Ministry of National Defense (MND). First of all, I would like to introduce a group of friends in red jackets. They are the faculty and student representatives from Beijing Institute of Technology (BIT), welcome!

Today, I have one piece of information to announce on the top.

The Chinese MND hosted the first meeting of International Military Cooperation Organs of the Shanghai Cooperation Organization (SCO) Member States for 2025 in Qingdao, Shandong Province, from March 26 to 27. Over 30 representatives from defense ministries of the SCO member states and the SCO Secretariat attended the meeting. The participants had in-depth discussions on deepening defense and security cooperation within the SCO framework and expressed willingness to maintain close communication to prepare for the upcoming Defense Ministers’ Meeting of the SCO Member States to be held in China.

Now the floor is open for questions.

Journalist: President Xi attended the plenary meeting of the delegation of the PLA and the PAP during the third session of the 14th NPC and delivered an important speech, emphasizing the need to promote high-quality development and implement the 14th Five-Year Plan for military development. Could you provide an update on the progress of the military’s 14th Five-Year Plan? What are the key challenges going forward?

Wu Qian: Over the past four years of implementing tasks in the 14th Five-Year Plan, the military has made great efforts to achieve its centenary goal and strengthen combat effectiveness. A number of major outcomes have been reached, in particular on producing new quality combat capabilities. The strategic capabilities of the PLA in fulfilling its missions in the new era have been continuously strengthened. However, there are still many challenges and arduous tasks remained. We are now in a key stage of overcoming challenges and winning this uphill battle.

Follow the guidance of President Xi’s important speech, the military will bolster confidence, address challenges, and redouble our efforts in implementing the plan. First, striking a balance between progress and quality. We will continue to improve strategic management and strengthen process control. While ensuring progress is made on time, we will strive to realize performance targets and prevent any compromise in quality for meeting deadlines.

Second, striking a balance between cost and benefit. We will remain committed to a path of high-quality, high-effectiveness, low-cost and sustainable development. We will leverage civilian strengths and resources, properly allocate defense resources and investment, and make the use of defense budget more precise and efficient.

Third, striking a balance between the overall plan and key priorities. We will strengthen general coordination and targeted adjustment, and concentrate efforts on major projects and key initiatives, so as to advance the implementation of the overall plan through breakthroughs in key areas.

Fourth, striking a balance between development and supervision. We will put more emphasis on supervision and build a comprehensive and effective regulatory system to forge synergy and ensure development quality, timely formation of capabilities, and the red line of no corruption.

Fifth, striking a balance between implementation of the plan and formation of capabilities. We will innovate models for generating combat power, establish a rapid response and conversion mechanism for advanced technologies, and accelerate the transition from project delivery to capability delivery, ensuring the timely formation of a strong and capable combat force.

Journalist: The leader of the Taiwan region, Lai Ching-te, recently made separatist remarks claiming that the two sides across the Taiwan Strait are “not subordinate to each other” and called the mainland a “foreign hostile force”. In mid-March, the PLA conducted a military exercise near Taiwan. Some said that the exercise was a countermeasure against Lai Ching-te’s separatist rhetoric and recent movements between Taiwan and the US. What’s your comment?

Wu Qian: As the Chinese saying goes, “When the heaven is about to destroy someone, it first makes them having lunatic ideas.” Taiwan is a part of China. It has never been a nation. It wasn’t in the past. It is not at present, and it will never be in the future.

Recently, naval and air troops of the PLA Eastern Theater Command conducted readiness patrols and joint exercises in areas around Taiwan to test and enhance their war-fighting capabilities. It serves as an effective punishment and deterrence against the “Taiwan independence” separatists and a stern warning against external interfering forces. It is fully legitimate and necessary.

The people’s military will resolutely implement the Party’s overall strategy for resolving the Taiwan question in the new era. We will remain ready and able to fight and win at all times, and will take resolute measures to defeat any separatist attempt for “Taiwan independence”.

Journalist: The US Defense Secretary will visit the Philippines and the two sides may discuss responding to China’s activities in the South China Sea and US support to Philippine forces. Meanwhile, Philippine’s ambassador to the US said recently that this visit would show China the solid bond between the Philippines and the US and his country was confirmed that US security commitment would not change. Do you have any comment?

Wu Qian: Military cooperation between the US and the Philippines should not harm security interests of other countries or undermine regional peace and stability. By the way, if we look back into history, the US actually maintains an astonishing record in reneging on promises and betraying allies.

Journalist: Will the Chinese and US militaries have high-level engagements soon? Please give us an update on the China-US military relationship.

Wu Qian: On China-US mil-mil engagement, the two sides had some discussions and preliminary consensus. We will advance accordingly. Building a stable China-US mil-mil relationship serves the shared interests of both sides and is a common expectation of the international community. As the Latin proverb goes, set your course by the stars, not follow the waves. On growing the China-US mil-mil relationship, we should follow the principle of mutual-respect, peaceful coexistence and win-win cooperation, strengthen communications and dialogues, and properly handle differences. We hope with efforts from both sides, the mil-mil relationship can grow on a sound and stable track.

Journalist: I have two questions. The first one. It is reported that China’s aircraft carrier Fujian has recently set sail for its seventh sea trial. Some analysts suggest that the focus of this trial is catapult launch and arrested landing. Can you confirm this?

The second question. It is reported that in response to China’s increasing defense budget in 2025, Japan’s Chief Cabinet Secretary said that China’s rapid military buildup, combined with a lack of transparency, is a “matter of serious concern for Japan and the international community.” Additionally, reports suggest that the Japan Self-Defense Forces recently established a Joint Operations Command, and due to concerns over a potential armed attack on Taiwan by the mainland, Japan plans to deploy long-range missiles in Kyushu by the end of 2025. What is your comment on this?

Wu Qian: I have no information to release on your first question. The sea trial is a routine arrangement for the construction of PLANS Fujian. Please take it easy.

As for your second question, regarding China’s 2025 defense budget, we have provided a detailed explanation. The size, structure, and usage of the budget is open, transparent and beyond reproach. In fact, Japan, as a country that launched aggressive wars during World War II, is the least qualified to criticize defense budgets of other nations. The international community should be alerted to Japan’s recent efforts in breaking its pacifist constitution and the “exclusively defense-oriented” policy. Japan has significantly increased its defense spending and developed long-range offensive capabilities, heading down the path of military expansion. Such behavior is exactly what peace-loving countries, particularly those once invaded by Japanese militarists, need to be vigilant against and opposed to.

This year we will have the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War. We urge the Japan side to take lessons from history, adhere to the path of peaceful development, act prudently in the field of military security, and stop misinterpreting China’s defense policies and military strategies, so as to avoid further eroding its credibility among its Asian neighbors and the international community. It must be emphasized that the Taiwan question is none of Japan’s business, and we firmly oppose Japan’s attempts to exploit this matter for its own agenda. Only by upholding the one-China principle and resolutely opposing “Taiwan independence” can peace and stability in the Taiwan Strait be ensured.

Journalist: According to foreign media reports, the recent G7 Foreign Ministers’ Meeting issued a joint statement expressing concerns over China’s expansion of its nuclear arsenal, and the situation in the East and South China Seas. The statement emphasizes the importance of maintaining peace and stability in the Taiwan Strait, and opposes any unilateral alteration of the status quo through force or coercion. What is your comment on this?

Wu Qian: The G7 statement ignores facts and is a vicious slander on China and a brutal interference in China’s internal affairs. We strongly condemn and resolutely oppose it. China follows a policy of no-first-use of nuclear weapons and a defensive nuclear strategy. We have been maintaining our nuclear arsenal at the minimum level required for national security. On the nuclear issue, the G7 should reflect on its own actions and has no qualification to criticize China.

Regarding the East and South China Seas, China is engaging in peaceful dialogue and consultation with relevant countries to resolve disputes. At the same time, we remain steadfast in safeguarding our territorial sovereignty and maritime rights and interests. China firmly opposes interference from external forces and any provocative acts that undermine regional peace and stability. Taiwan is an inalienable part of China, and the Taiwan question brooks no foreign interference. The one-China principle is a wide consensus of the international community and a fundamental norm in international relations. Any attempt to separate the island from its motherland will inevitably end in complete failure.

We urge the G7 to break away from its Cold War mentality and ideological prejudice, stop the finger-pointing and preaching at others. This approach won’t work on the Chinese military.

Journalist: It is reported that China, Iran, and Russia recently conducted “Security Belt 2025” joint exercise. Could you provide more details?

Wu Qian: In accordance with the annual plan and the consensus reached by China, Iran and Russia, the three countries’ naval forces conducted “Security Belt 2025” joint exercise near Iran’s Chabahar Port from March 9 to 13. Following the theme of “Building Peace and Security Together”, the three sides sent over 10 vessels, as well as special operations and diving units, to the exercise. Focusing on counter-terrorism and counter-piracy operations, the troops trained on subjects including maritime target striking, VBSS (visit, board, search and seizure), damage control, and joint search and rescue. The exercise tested tactical command coordination and interoperabilities of the participating forces, and deepened military trust and practical cooperation among the three countries. During the exercise, the troops also had on-board visits and cultural and sports exchanges to enhance mutual understanding and friendship. Since 2019, China, Iran, and Russia have successfully conducted five joint maritime exercises. China is willing to actively engage in maritime security cooperation with all parties, and make new contributions to world and regional peace and stability.

Journalist: The pace of the China-India dialogue on many fronts has significantly increased. We’ve just seen the Working Mechanism for Consultation and Coordination on Border Affairs (WMCC) meeting was conducted a few days ago. What are the latest developments regarding the disengagement process along the Line of Actual Control (LAC)?

Wu Qian: On the 33rd meeting of the WMCC, the MFA has already released the information on it, and the two sides have agreed to continue to take effective measures to safeguard peace and tranquility along the China-India border.

The Chinese Military is willing to work together with our Indian counterparts to implement a fair and just solution to the border issue. We are committed to contributing our wisdom and strength to the vision of a harmonious dance between the Chinese dragon and the Indian elephant, and to fostering a sound and stable military-to-military relationship.

Journalist: The Ministry of State Security has reportedly disclosed information about four members of the “Information, Communications, and Electronic Force Command” of Taiwan. What is your comment on this?

Wu Qian: Justice has long arms. Those who play with fire should have no illusion of escaping. No one who pushes for “Taiwan independence” or engages in seceding the motherland would be spared by justice.

Journalist: It is reported that the first round of direct recruitment of military officers for 2025 has recently started, receiving wide attention among university graduates. Could you provide more details about this?

Wu Qian: To attract great talent and college graduates to join the military, the CMC Political Work Department has recently launched the first round of direct recruitment of military officers for 2025. Currently, tens of thousands of college graduates from universities and disciplines included in the “Double World-Class Project” have registered through the official website (http://81rc.81.cn or http://www.81rc.mil.cn). Direct recruitment is an important channel for selecting and replenishing active-duty military (police) officers, and an effective means to optimize the structure and improve the quality of officers. Journalist: I have two questions. First, the US and the Philippines held a joint exercise before the visit of the US Defense Secretary to the Philippines. Some experts believe that the two countries are going to have more exercises in the South China Sea and other areas in the future. Will the PLA have any response? Second, recently, the US Secretary of Defense Pete Hegseth initiated an opinion poll on social media, discussing whether to change the US Department of Defense to the Department of War. Pete has said previously that the US did not seek to have a war with China but would rebuild its military to prepare for war. What’s your comment on that?

Wu Qian: On the military cooperation between the Philippines and the US, I have already commented. Here, I would like to emphasize one point on the South China Sea issue: China firmly opposes interference from outside countries. The Chinese military will take all necessary measures to protect our national sovereignty and interests and to safeguard regional peace and stability.

On your second question, whether the US Department of Defense changes its name or not is an internal affair of the US, and we will not comment on that. However, we firmly oppose the US’s previous rhetoric which instigates China-US confrontation. We urge the US to abandon its zero-sum mentality and not to project its hegemonic mentality onto China. We hope that the US can refrain from provoking confrontation and take effective measures to safeguard a stable China-US military relationship. The Chinese military will firmly respond to any threat and provocation with a stronger will, stronger capabilities, and more reliable means.

Journalist: It is reported that China and Thailand are conducting “Blue Strike-2025” joint naval training. Could you provide more details?

Wu Qian: In accordance with the annual plan and the consensus reached between the navies of China and Thailand, the two sides started the “Blue Strike-2025” joint naval training near Zhanjiang of China’s Guangdong Province on March 26, which will last till April 2. A total of 11 vessels and two marine detachments will participate in the exercise. Starting from March 26, the training will cover subjects including joint maritime strike operations, air defense and missile defense, maritime search and rescue, as well as counter-terrorism and anti-piracy operations. It is aimed to promote technical and tactical exchanges between the two navies and strengthen their capabilities of jointly addressing maritime security threats. This marks the sixth iteration of the “Blue Strike” joint naval training. By strengthening training collaboration, the two navies will further deepen cooperation, share experiences, and foster friendship and trust. This holds significant importance for maintaining regional peace and stability.

Journalist: Foreign media reports say that the Ream Naval Base of Cambodia which is constructed with the assistance of China will start operating in early April this year. It is also said that government leaders from Cambodia and Chinese representatives will participate in the opening ceremony. Can you confirm that? And does this mean there will be new cooperation between the Chinese and Cambodian militaries?

Wu Qian: In recent years, the military cooperation between China and Cambodia has been deepened and the two sides have had cooperation including joint training and personnel training in the Ream Naval Base. As for information on other activities, please follow up on our authoritative information release.

Journalist: I have two questions. The first question is that media reports say that the PLA is currently building at least three barges that can be used in landing operations against Taiwan. These barges are equipped with springboards over 100 meters in length, allowing tanks to traverse sandy beaches and directly move to the shore. Can you confirm this? My second question is that the leader of the Taiwan region Lai Ching-te is set to raise the income of Taiwanese servicemen to address the problem of a lack of personnel and a high rate of departure. Taiwan’s military authorities also said this is a response to the decrease in its personnel. What’s your comment on that?

Wu Qian: On your first question about the military equipment, I have no information to release.

For your second question, any small trick pushed by the DPP authorities to seek independence and resist unification with force is futile and a dead-end. This will not stop the historical trend of reunification. The PLA has full capability to destroy any attempt to seek independence and resist unification

Journalist: The US Indo-Pacific commander said recently that the PLA’s exercises around Taiwan are not only exercises but preparations for an invasion of Taiwan. The US military will put its priority in the Indo-Pacific theater. According to Taiwan’s Democratic Progressive Party, the PLA’s exercises may one day turn into real battles. Taiwan recently held the first “Mini Han Kuang” drills to enhance its combat readiness and capabilities. Do you have any comment?

Wu Qian: The exercises conducted by the PLA are targeted against “Taiwan independence” separatists and foreign interference. The Taiwan question is purely an internal affair of China that allows no foreign interference. The activities conducted by the PLA Eastern Theater Command around Taiwan Island are aimed to improve the real combat capabilities against separatism and interference. They are necessary actions to safeguard national sovereignty and territorial integrity and strong deterrence against joint retrogressive provocation made by the US and Taiwan.

As for the comment from the DPP, I want to let them know that any attempt to seek independence by force is futile and cannot change its destiny of being a failure.

Journalist: According to reports, the Chief of Staff of the Armed Forces of the Philippines Romeo Brawner recently said that the Philippines and its allies are trying to expand the Squad group to India and South Korea to counter China in the Indo-Pacific region. He also said that the Squad is an unofficial cooperation platform among the Philippines, the US, Japan and Australia in terms of military affairs, intelligence sharing, as well as joint exercises and operations. Do you have any comment?

Wu Qian: The remarks of the Philippine side are creating antagonism and confrontation. We firmly oppose that. China believes that military cooperation between relevant countries should not target any third party and should not undermine regional peace and stability.

Journalist: I have two questions. Firstly, in recent years, the mainland has conducted many joint military exercises around Taiwan. The Wall Street Journal recently published a report titled China is Ready to Blockade Taiwan. Some military experts from Western countries believe that the mainland is more likely to take an approach of isolation and pressure. What’s your comment on this? Second, the mainland has conducted many military exercises in recent years and the rhetoric of “reunification by force” has emerged. These have attracted international attention. Taiwan also announced its so-called 17 strategies in response. Many worry that the cross-strait relationship will move to another Taiwan Strait Crisis like what we had in 1996. What’s your comment on that?

Wu Qian: On your first question, Taiwan is China’s Taiwan. The Taiwan question is purely China’s internal affair. Resolving the Taiwan question is a matter for the Chinese people to decide. The reports you mentioned are deliberately instigating confrontation across the Strait. The exercises taken by the PLA around Taiwan are targeted at “Taiwan independence” separatists and foreign interference. The aim is to safeguard China’s national sovereignty and territorial integrity and the peace and stability across the Taiwan Strait.

For your second question, I want to point out that the separatist act of “Taiwan independence” and foreign interference are the root cause of the tension across the Taiwan Strait. We are willing to strive for the prospect of peaceful reunification with the greatest sincerity and utmost efforts, but we will never allow Taiwan to be separated from the motherland. The higher the “Taiwan independence” supporters jump, the closer they will be to death.

Wu Qian: Before I conclude, I’d like to introduce to you the faculty and student representatives from Beijing Institute of Technology (BIT). We are glad to have them observing the press conference. The BIT was the first science and engineering university founded by the CPC and the first defense industry university in the PRC. The Artificial Intelligence (AI) race needs to slow down and IT firms should instead be focusing on the bigger picture to ensure that the technology is not misused on the battlefield, UN disarmament experts and leaders of ‘big tech’ companies have insisted.

Engaging with the tech community is not “a nice to have” sideline for defence policymakers – it is “absolutely indispensable to have this community engaged from the outset in the design, development and use of the frameworks that will guide the safety and security of AI systems and capabilities”, said Gosia Loy, co-deputy head of the UN Institute for Disarmament Research (UNIDIR).

Speaking at the recent Global Conference on AI Security and Ethics hosted by UNIDIR in Geneva, she stressed the importance of erecting effective guardrails as the world navigates what is frequently called AI’s “Oppenheimer moment” – in reference to Robert Oppenheimer, the US nuclear physicist best known for his pivotal role in creating the atomic bomb.

Oversight is needed so that AI developments respect human rights, international law and ethics – particularly in the field of AI-guided weapons – to guarantee that these powerful technologies develop in a controlled, responsible manner, the UNIDIR official insisted.

Flawed tech

AI has already created a security dilemma for governments and militaries around the world.

The dual-use nature of AI technologies – where they can be used in civilian and military settings alike – means that developers could lose touch with the realities of battlefield conditions, where their programming could cost lives, warned Arnaud Valli, Head of Public Affairs at Comand AI.

The tools are still in their infancy but have long fuelled fears that they could be used to make life-or-death decisions in a war setting, removing the need for human decision-making and responsibility. Hence the growing calls for regulation, to ensure that mistakes are avoided that could lead to disastrous consequences.

“We see these systems fail all the time,” said David Sully, CEO of the London-based company Advai, adding that the technologies remain “very unrobust”.

“So, making them go wrong is not as difficult as people sometimes think,” he noted.

A shared responsibility

At Microsoft, teams are focusing on the core principles of safety, security, inclusiveness, fairness and accountability, said Michael Karimian, Director of Digital Diplomacy.

The US tech giant founded by Bill Gates places limitations on real-time facial recognition technology used by law enforcement that could cause mental or physical harm, Mr. Karimian explained.

Clear safeguards must be put in place and firms must collaborate to break down silos, he told the event at UN Geneva.

“Innovation isn’t something that just happens within one organization. There is a responsibility to share,” said Mr. Karimian, whose company partners with UNIDIR to ensure AI compliance with international human rights.

Oversight paradox

Part of the equation is that technologies are evolving at a pace so fast, countries are struggling to keep up.

“AI development is outpacing our ability to manage its many risks,” said Sulyna Nur Abdullah, who is strategic planning chief and Special Advisor to the Secretary-General at the International Telecommunication Union (ITU).

“We need to address the AI governance paradox, recognizing that regulations sometimes lag behind technology makes it a must for ongoing dialogue between policy and technical experts to develop tools for effective governance,” Ms. Abdullah said, adding that developing countries must also get a seat at the table.

Accountability gaps

More than a decade ago in 2013, renowned human rights expert Christof Heyns in a report on Lethal Autonomous Robotics (LARs) warned that “taking humans out of the loop also risks taking humanity out of the loop”.

Today it is no less difficult to translate context-dependent legal judgments into a software programme and it is still crucial that “life and death” decisions are taken by humans and not robots, insisted Peggy Hicks, Director of the Right to Development Division of the UN Human Rights Office (OHCHR).

Mirroring society

While big tech and governance leaders largely see eye to eye on the guiding principles of AI defence systems, the ideals may be at odds with the companies’ bottom line.

“We are a private company – we look for profitability as well,” said Comand AI’s Mr. Valli.

“Reliability of the system is sometimes very hard to find,” he added. “But when you work in this sector, the responsibility could be enormous, absolutely enormous.”

Unanswered challenges

While many developers are committed to designing algorithms that are “fair, secure, robust” according to Mr. Sully – there is no road map for implementing these standards – and companies may not even know what exactly they are trying to achieve.

These principles “all dictate how adoption should take place, but they don’t really explain how that should happen,” said Mr. Sully, reminding policymakers that “AI is still in the early stages”.

Big tech and policymakers need to zoom out and mull over the bigger picture.

“What is robustness for a system is an incredibly technical, really challenging objective to determine and it’s currently unanswered,” he continued.

No AI ‘fingerprint’

Mr. Sully, who described himself as a “big supporter of regulation” of AI systems, used to work for the UN-mandated Comprehensive Nuclear-Test-Ban Treaty Organization in Vienna, which monitors whether nuclear testing takes place.

But identifying AI-guided weapons, he says, poses a whole new challenge which nuclear arms – bearing forensic signatures – do not.

“There is a practical problem in terms of how you police any sort of regulation at an international level,” the CEO said. “It’s the bit nobody wants to address. But until that’s addressed… I think that’s going to be a huge, huge obstacle.”

Future safeguarding

The UNIDIR conference delegates insisted on the need for strategic foresight, to understand the risks posed by the cutting-edge technologies now being born.

For Mozilla, which trains the new generation of technologists, future developers “should be aware of what they are doing with this powerful technology and what they are building”, the firm’s Mr. Elias insisted.

Academics like Moses B. Khanyile of Stellenbosch University in South Africa believe universities also bear a “supreme responsibility” to safeguard core ethical values.

The interests of the military – the intended users of these technologies – and governments as regulators must be “harmonised”, said Dr. Khanyile, Director of the Defence Artificial Intelligence Research Unit at Stellenbosch University.

“They must see AI tech as a tool for good, and therefore they must become a force for good.”

Countries engaged

Asked what single action they would take to build trust between countries, diplomats from China, the Netherlands, Pakistan, France, Italy and South Korea also weighed in.

“We need to define a line of national security in terms of export control of hi-tech technologies”, said Shen Jian, Ambassador Extraordinary and Plenipotentiary (Disarmament) and Deputy Permanent Representative of the People’s Republic of China.

Pathways for future AI research and development must also include other emergent fields such as physics and neuroscience.

“AI is complicated, but the real world is even more complicated,” said Robert in den Bosch, Disarmament Ambassador and Permanent Representative of the Netherlands to the Conference on Disarmament. “For that reason, I would say that it is also important to look at AI in convergence with other technologies and in particular cyber, quantum and space.”

Sets the Stage to Rebuild Military, Secure the Border, and Prevent $4 Trillion Tax Hike

WASHINGTON, D.C. – The United States Senate passed its amendment to the budget resolution from the House of Representatives by a vote of 51 to 48.

The amended resolution is a step toward making President Trump’s 2017 tax cuts permanent, strengthening national defense, enhancing border and energy security, and reducing spending. The budget resolution will now head back to the House of Representatives for passage. Both chambers must pass identical budget resolutions before they can craft and advance legislation through the reconciliation process.

U.S. Senator Kevin Cramer (R-ND) issued the following statement after voting in favor of the resolution:

Picking up a shovel, Chinese President Xi Jinping joined children, officials and local residents in planting trees on a riverbank in the nation’s capital Beijing this spring, following a tradition that he has kept as the country’s top leader for 13 consecutive years.
“Voluntary tree planting is a nationwide initiative that must be carried on for generations,” Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said Thursday at the tree planting site.
He called for strength to be pooled to build a beautiful China and make the country even greener through afforestation efforts.
Xi’s resolute commitment to planting trees has inspired Chinese citizens — government officials and regular folk alike — to engage actively in China’s afforestation initiative and support the nation’s green transformation and ecological conservation efforts.
China designated March 12 as National Tree Planting Day in 1979, and launched a nationwide voluntary tree-planting campaign in 1981. Thanks to decades of perseverance in its afforestation, China is at the forefront of global efforts to green the planet, contributing approximately a quarter of the world’s new green areas since 2000.
“Increasing green coverage is to bring greater development strengths, and planting trees is to plant the future,” Xi said at last year’s tree-planting activity, calling for continued efforts to enrich the country’s “green assets.”
Xi understands the key role a sound ecological environment plays in supporting China’s long-term development, and has long been concerned about land restoration and afforestation.
When working in east China’s Fujian Province, he inspected Changting County, a mountainous area that was once plagued by severe soil erosion, on five separate occasions to strengthen soil erosion control work.
“In general, China’s forest resources are still scarce, and its ecological system remains vulnerable,” Xi said when taking part in another tree-planting activity in Beijing in 2013.
In 2017, Xi gave instructions on the Saihanba mechanized forest farm in Hebei Province, the world’s largest artificial plantation, and praised the “miracle” of afforestation achieved by local workers. He visited the farm’s forest rangers four years later, urging efforts to sustain the site’s role as an ecological shelter.
Xi’s thought on ecological civilization is guiding the country toward a green future, with expanded forest coverage, an improved living environment and a more sustainable path for the economy.
The country now boasts a total forest area of 283.7 million hectares, with forest coverage exceeding 25 percent of its total land area — up from 12 percent in the early 1980s.
China is also home to the world’s largest total human-made forest area. In 2024 alone, China planted 4.45 million hectares of trees and improved 3.22 million hectares of grassland.
The ecological environment keeps improving, a fact that has been directly and tangibly felt by the people, Xi noted on Thursday.
While attending the planting activity in 2019, Xi planted a magnolia tree in a forest park in Beijing’s Tongzhou District. In the 1990s, the site was surrounded by a chemical plant and various polluting enterprises, but its environment has improved since the local government began relocating these factories in 2018.
Many more places in China have also seen their living environments improve. Up to 43.32 percent of built-up areas in Chinese cities have been covered by vegetation as of last year, with per capita park space reaching 15.65 square meters.
In the early summer of 2023, Xi visited a state forestry area in Inner Mongolia Autonomous Region to learn about the progress of the Three-North Shelterbelt Forest Program (TSFP), the world’s largest afforestation program, which tackles desertification in northwest, north and northeast China.
For the survival and development of humanity, it is a must to prevent and control desertification, Xi stressed during his visit.
By 2050, the program’s afforestation area is projected to encompass over 4 million square kilometers across 13 provincial-level regions, accounting for 42.4 percent of the country’s total land area.
It is also estimated that roughly 15 million people in the areas covered by the TSFP have risen out of poverty by developing forestry and fruit cultivation industries, as planting trees also brings economic gains and greener development.
“Afforestation should deliver more benefits to the people,” Xi said at Thursday’s event, stressing the need for a greater emphasis on improving forest management and the ecological quality of grasslands, and on promoting relevant industries.
Xi highlighted the concept of a “green GDP” in 2021, when he joined lawmakers to deliberate issues of national importance at China’s annual “two sessions” meetings.
During the discussion, Zhou Yizhe, a forest farm worker from Inner Mongolia, shared his story of transitioning from a logger to a forest ranger. The farm he was working at had completely abandoned timber production, shifting its focus to environmental protection.
He said that more wild animals were appearing on the tree farm, and research has shown that the ecosystems of the forests and wetlands there have become a source of wealth.
“Maintaining a good ecological environment is of enormous value,” Xi said on the occasion.
Last year, the output of China’s forestry and grassland industry totaled 10.17 trillion yuan (about 1.42 trillion U.S. dollars), and its eco-tourism sector saw 9.1 percent year-on-year growth in tourist numbers.
In addition to conserving water, driving economic benefits and increasing grain output, forests also serve as carbon sinks, according to Xi.
On the back of the country’s persistent tree-planting efforts, the annual carbon-sink capacity of China’s forests and grassland has exceeded 1.2 billion tonnes of carbon dioxide equivalents, ranking first globally and providing a strong and green boost to the global combat against climate change and environmental degradation.
In response to the World Economic Forum’s global tree-planting campaign, China in 2022 announced that it would plant 70 billion trees within a decade while strengthening its forest carbon sinks and improving the conservation of its existing forest resources.
While acknowledging China’s remarkable afforestation progress, Xi on Thursday cautioned that the country’s total forest and grassland resources as well as the benefits they deliver remain insufficient in terms of amount and quality.
The country should make more efforts to effectively address prominent issues and do even better year on year in this regard, Xi said.

Washington, D.C. – U.S. Senator Catherine Cortez Masto (D-Nev.) joined Senator Mazie Hirono (D-Hawaii) and 25 of her Senate colleagues in reintroducing The Fair Day in Court for Kids Act, legislation guaranteeing legal representation for unaccompanied children in immigration court. This reintroduction comes after the Trump Administration’s recent termination of a contract that provides legal services for approximately 26,000 unaccompanied children who appear in immigrant court.

“The idea that small children could represent themselves in a court of law is ridiculous,” said Senator Cortez Masto. “The immigration court system is complicated and confusing, and we shouldn’t expect any minor to navigate it on their own. This commonsense bill would fix a glaring flaw in our immigration system.”

Nearly half of all unaccompanied children represent themselves during legal proceedings, but it is extremely difficult for children to successfully navigate the U.S. immigration system without an attorney. Many of these children, potentially as young as three years old, are unable to speak English and unable to understand our complicated legal system. Immigration judges are nearly 100 times less likely to grant relief to unaccompanied children without counsel compared to those with counsel. The federal government previously provided legal representation to some unaccompanied minors in accordance with the Trafficking Victims Protection Reauthorization Act of 2008, which created special protections for children who arrive in the U.S. without a parent or a legal guardian. Now, the Trump Administration is working to terminate those services completely.

The Fair Day in Court for Kids Act is endorsed by Kids in Need of Defense (KIND); Acacia Center for Justice; Young Center for Immigrant Children’s Rights; and National Center for Youth Law.

MIL-OSI Security: Trenton Man Sentenced To 168 Months In Prison For Assaulting, Robbing And Discharging A Firearm At A Federal Agent

TRENTON, N.J. – A Trenton man was sentenced to 168 months in prison for assaulting a federal agent with a deadly weapon, armed robbery, and discharging a firearm during and in relation to a crime of violence, U.S. Attorney Alina Habba announced.

Jabree Johnson, 30, of Trenton, New Jersey, previously pleaded guilty before U.S. District Judge Michael A. Shipp to a three-count indictment charging him with one count of assault on a federal officer with a deadly weapon, one count of robbery with a dangerous weapon of an individual with custody of federal property, and one count of using and carrying a firearm during and relation to a crime of violence, in which the firearm was discharged.

According to documents filed in this case and statements made in court:

On March 22, 2021, federal law enforcement officers were conducting an investigation of firearms trafficking and other illegal activities in and around Trenton and Hamilton, New Jersey. In connection with the investigation, a federal law enforcement agent, working in an undercover capacity, arranged to purchase multiple firearms from an individual later identified as Johnson.

After arriving at an agreed-upon location for the firearms transaction, Johnson entered the undercover federal agent’s vehicle, and handed the agent a black, semi-automatic firearm. The undercover federal agent inspected the firearm and then returned it to Johnson and requested to see the other firearms that Johnson had agreed to sell. Instead, Johnson pointed the loaded firearm directly at the undercover federal agent and demanded money from the agent. In response, the undercover federal agent provided Johnson with an amount of U.S. currency that the agent had on him to purchase the guns. Johnson then ordered the undercover federal agent out of the vehicle at gunpoint. The agent exited the vehicle as ordered and immediately drew his/her service-issued firearm and fired at Johnson, striking Johnson in the shoulder. Johnson also fired his handgun multiple times at the undercover federal agent. Johnson fled the area with the money. Johnson was later identified at a local hospital as the individual who had assaulted and robbed the undercover federal agent at gunpoint and placed under arrest.

In addition to the prison term, Judge Shipp sentenced Johnson to five years of supervised release and ordered him to forfeit the firearm using during the commission of the crimes.

U.S. Attorney Alina Habba credited special agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives, Newark Field Division, Trenton Satellite Office, under the direction of Special Agent in Charge L.C. Cheeks, Jr.; special agents of the Federal Bureau of Investigation, Newark Field Office, under the direction of Acting Special Agent in Charge Terence G. Reilly; officers of the Trenton Police Department, under the direction of Police Director Steve E. Wilson; officers of the Hamilton Township Police Division, under the direction of Police Chief Kenneth DeBoskey; troopers of the New Jersey State Police, under the direction of Col. Patrick J. Callahan; and detectives and prosecutors of the Mercer County Prosecutor’s Office, under the direction of Prosecutor Janetta D. Marbrey, with the investigation leading to today’s sentencing.

Washington, D.C. – This Sexual Assault Awareness Month, U.S. Senator Lisa Murkowski (R-AK) joined Senate Veterans’ Affairs Committee Ranking Member Richard Blumenthal (D-CT), and U.S. Representative Chellie Pingree (D-Maine) to introduce bipartisan, bicameral legislation to improve military sexual trauma (MST) survivors’ access to health care and benefits, as well as bolster MST claims processing.

The Servicemembers and Veterans Empowerment and Support Act of 2025 would eliminate bureaucratic hurdles for MST survivors who apply for disability benefits from the Department of Veterans Affairs (VA) to ensure they receive access to the benefits and care they have earned. Given how many instances of MST go unreported during service, the bill would require VA to consider non-Department of Defense evidence sources when reviewing MST claims and would expand this standard to all mental health conditions related to MST. The bill would also ensure all former Guard and Reserve members can receive MST-related care and counseling from VA.

“We owe everything to the men and women who serve our country, especially to those servicemembers who were let down in the most unimaginable way. Survivors of military sexual trauma need access to resources to help them begin to heal, and this legislation ensures access to those benefits,” said Senator Murkowski. “Addressing the broader culture of sexual misconduct in our military deserves greater attention, but it starts when those who have endured this violence are able to get the help they need.”

“Survivors of military sexual trauma have endured unimaginable pain and deserve the highest quality care and services,” said Ranking Senator Blumenthal. “They should have clear access to every tool needed to heal from their trauma. Our bipartisan bill will afford survivors a stronger voice in filing claims and expand VA treatment.”

“I’ve heard from countless veterans whose profound harm is compounded by a system that repeatedly fails them. Their stories reveal a dual injustice—first from experiencing devastating abuse, and then again when navigating a claims process ill-equipped to support survivors. This goes far beyond administrative shortcomings at the VA; it’s a fundamental breach of our moral and constitutional duty to those who served,” said Congresswoman Pingree. “Our bipartisan, bicameral Servicemembers and Veterans Empowerment and Support Act directly confronts these systemic failures. It modernizes outdated evidentiary standards to recognize all trauma responses, expands critical access to MST-related health care regardless of discharge status, and establishes rigorous oversight to ensure genuine accountability. When our institutions fail and re-traumatize those who sacrificed in service to our country, we violate a sacred commitment. Veterans deserve better, and it’s our responsibility to deliver.”

Among its many priorities, this legislation would ensure individuals who leave service academies early are told about their potential eligibility for MST-related care and counseling at VA, and given the option to receive copies of any of their records related to MST. This builds off Blumenthal’s work last Congress as Chairman of the Permanent Subcommittee on Investigations on Operation Fouled Anchor and the U.S. Coast Guard’s efforts to conceal the investigation into mishandled cases of sexual assault and harassment at the Coast Guard Academy.

The legislation also addresses issues uncovered by the VA Office of Inspector General in 2021 by requiring VA to process all MST claims via specially trained teams, conduct annual accuracy reviews for MST claims, and study the quality of Veterans Benefits Administration training on MST claims processing.

The lawmakers’ efforts to improve MST survivors’ care and benefits has strong backing from stakeholders and Veterans Service Organizations.

Governor Stein has nominated the following to the Governor’s Crime Commission:
- The Honorable Erin S. Hucks of Union County as a Chief District Court Judge. Hucks is the Chief District Court Judge for Judicial District 30, where she created the Union County Family Drug Treatment Court and serves as a member of the Union County Juvenile Crime Prevention Council and the Union County Child Fatality Prevention Team.
- Sheriff Bobby F. Kimbrough of Forsyth County in a Sheriff’s seat. Kimbrough has been serving as the Sheriff of Forsyth County since 2018. His career in law enforcement began in the Winston-Salem Police Department, where he served as a Police Officer and Arson Investigator. He also served as a Special Agent in the Drug Enforcement Administration in the US. Department of Justice

- Shannon Trapp of Durham County as an At-large member. Trapp serves as the Chief of Staff at the Durham County Government. She also serves on the Leadership Triangle Alumni Board, the Museum of Life + Science Board of Directors, and the Durham Homeless Services Advisory Committee. Trapp is also a member of the International City/County Management Association, the National Forum for Black Public Administrators, and the National Association of Counties.

- Sheriff Willie Rowe of Wake County in a Sheriff’s seat. Rowe is a 30-year veteran of the Wake County Sheriff’s Office. He also serves on the Governor’s Crime Commission and the North Carolina Sheriff’s Association Legislative and Audit Committees and as a board member of the Wake County ABC Board, the Raleigh Inter-Church Housing Corporation, and the Foundation Board of the Fellowship Home of Raleigh.
- Chief Robert Hassell of Nash County in a Chief of Police seat. Hassell currently serves as the Chief of Police at the City of Rocky Mount and is an Adjunct Instructor at the University of Mount Olive.

- Commissioner Shinica Thomas of Wake County in a County Commissioner seat. Thomas currently serves as Chair of the Wake County Board of Commissioners. Before Thomas was elected as Wake County Commissioner, she was the Director of Advocacy and Educational Partnership for the Girl Scouts North Carolina Coastal Pines.
Governor Stein has appointed the following to the North Carolina Military Affairs Commission:
- Raquel Painter of Onslow County as a retired servicemember residing near Camp Lejeune. Painter is a retired Marine Corps Sergeant with more than 26 years of military service. She is currently serving as the President/Chief Professional Officer for United Way of Onslow County. After retiring from the Marine Corps in 2016, Painter began working with Hope For The Warriors as its Community Development Manager and subsequently as the Director of Community Development.

- Felita Livingston of Mecklenburg County as a public/at-large member. Livingston is a Professor of Management and Business Technologies at Sandhills Community College, where she also serves as an Academic Advisor and on the Student Success Committee.

- The Honorable Teresa H. Vincent of Guilford County as an at-large member. Vincent previously served as the District Court Judge of the 24th Judicial District serving Guilford County and has approximately 31 years of experience in the legal profession.

- Dr. Janet Mason of Rutherford County as a Representative from the 8th Educational District. Dr. Mason currently serves as the Town Manager of the Town of Forest City and previously served as the Superintendent of Rutherford County Schools. She also serves as Chair of the Rutherford County Schools Education Foundation Board.
Governor Stein has appointed the following to the North Carolina Respiratory State Board of Examiners for Plumbing, Heating and Fire:
- Tommy Dean Rowland of Cleveland County as a Municipal Plumbing or Mechanical Inspector. Rowland serves as the Director of Building Inspections at the Town of Mooresville, a role he has served in since 2023.
Governor Stein has nominated the following to the North Carolina Utilities Commission:
- Michael Hawkins of Transylvania County as an at-large member. Hawkins currently works as a Business Officer in the Public Protection Section of the North Carolina Department of Justice. He is a former Transylvania County Commissioner. Hawkins also serves as a Trustee of Blue Ridge Community College, as a Board Member of the Transylvania Economic Alliance, and was a member of the Task Force for Racial Equity in Criminal Justice from 2020-2024.

- Louis D. Harvin-Ravin of Durham County as a representative of the 4th Congressional District. Harvin-Ravin serves as the Director of Veteran Services at the Curham County Department of Veterans Services. She also serves as the chair of the VA Greater Durham Community Veteran Engagement Board and as Vice President of the North Carolina Association of County Veteran Service Officers. Havin-Ravin served in the United States Army in multiple roles, finishing as a Non-commissioner Officer In-Charge of Security Plans and Operation.
- The Honorable David Grier Martin III of Wake County as a representative of the 2nd Congressional District. Grier most recently served as the Secretary of the North Carolina Department of Military and Veterans Affairs, and previously as the Assistant United States Secretary of Defense for Manpower & Reserve Affairs and as a member of the North Carolina House of Representatives. Martin also served as a judge advocate and field artillery officer in the United States Army Reserve.
- Pastor Charles Thomas Dudley of Craven County as a representative of the 3rd Congressional District. Pastor Dudley founded and currently serves as Senior Pastor of New Beginnings Ministry of Faith church and was consecrated to Bishop in 2009. - Larry Wooten of Wake County as an at-large member. Wooten joined the staff of North Carolina Farm Bureau in March of 1994, serving as Assistant to the President until his election as President in December 1999. He served as President of the North Carolina Farm Bureau Federation, the North Carolina Farm Bureau Insurance Companies, and all affiliated corporations, until his retirement in December 2019. Wooten actively farmed for 21 years in partnership with his brother in a diversified tobacco and grain operation.

MIL-OSI United Nations: Committee on Enforced Disappearances Closes Twenty-Eighth Session

The Committee on Enforced Disappearances this afternoon closed its twenty-eighth session after adopting concluding observations on the reports of the Gambia and Malta under the International Convention for the Protection of All Persons from Enforced Disappearance, reports on additional information from Belgium and Serbia, reports on stand-alone requests for additional information from Peru and Argentina, and on the implementation of the Convention by the Central African Republic, considered in absence of a report.

Juan Pablo Albán Alencastro, Committee Rapporteur, said the Committee had adopted concluding observations on the Gambia, Malta, Belgium, Serbia, Peru, Argentina and the Central African Republic after public dialogues with all these States, apart from Argentina, for which a desk review of the State’s written response was conducted. The concluding observations, which would be made public next Tuesday, identified positive aspects, pointed out areas of concern, and presented the Committee’s recommendations to support the authorities of the States concerned in implementing the Convention, in order to prevent and eradicate enforced disappearances.

Olivier de Frouville, Committee Chairperson, said the Rapporteur’s report showed that the Committee had made the best use of its three-week session, achieving impressive results. He said that five Experts’ mandates were concluding at the end of the session: those of Juan Pablo Albán Alencastro (Ecuador), Mohammed Ayat (Morocco), Suela Janina (Albania), Milica Kolakovic-Bojovic (Serbia) and Horacio Ravenna (Argentina). Mr. de Frouville thanked these Experts for their dedication to the work of the Committee. The treaty body system rested on the efforts of people like them. They had worked hard to make the world a better place for the next generation and were an inspiration to future Experts.

Statements

JUAN PABLO ALBÁN ALENCASTRO, Committee Rapporteur, reported that, during the opening of the Committee’s session, the Committee paid tribute to the victims of enforced disappearance, and in that context heard the testimony of Obeida Dabbagh, who recounted the arrest and subsequent disappearance of his brother Mazen Dabbagh and his nephew Patrick in November 2013 at the hands of Syrian Air Force intelligence agents, and the efforts made since then by the family to seek truth, justice and reparation.

Mr. Albán Alencastro said the Committee had adopted concluding observations on the Gambia, Malta, Belgium, Serbia, Peru, Argentina and the Central African Republic after public dialogues with all these States, apart from Argentina, for which a desk review of the State’s written response was conducted. The concluding observations, which would be made public next Tuesday, identified positive aspects, pointed out areas of concern, and presented the Committee’s recommendations to support the authorities of the States concerned in implementing the Convention, in order to prevent and eradicate enforced disappearances.

Mr. Albán Alencastro reported that the Committee also adopted lists of issues in relation to reports under article 29, section one of the Convention by Croatia, Luxembourg and Togo; as well as lists of priority issues in relation to the reports submitted under article 29, section four of the Convention by Armenia, Gabon and Montenegro, in preparation for their future reviews; and the follow-up report on the implementation of concluding observations by Panama.

On 17 March, Mr. Albán Alencastro said, the Committee held a private hearing in relation to individual communication 5/2021 concerning Mexico, to receive additional information from the parties and to ask questions relating to the admissibility and merits of the case. It subsequently adopted its decision on this communication. Also, during the session, the Committee adopted its report on its visit to Colombia from 21 November to 5 December 2024, which set out the Committee’s main findings and made a series of recommendations to support the Colombian authorities in the development and implementation of an effective and efficient national policy for the prevention and eradication of enforced disappearances.

Further, Mr. Albán Alencastro reported, the Committee held discussions on its working methods, in particular examining requests for the application of article 34 of the Convention; adopted its report on the urgent action mechanism, in which it highlighted trends in requests registered since the last session and identified lessons learned in the implementation of this procedure; adopted its annual report to the General Assembly and the provisional agenda of its twenty-ninth session; discussed possible strategies for follow-up to the outcome of the First World Congress on Enforced Disappearances held in January this year; and held productive meetings with States parties to the Convention, civil society organizations, and victims.

During the session, Mr. Albán Alencastro concluded, the Committee continued the process for the future adoption of a general comment on women and enforced disappearance, to which end it adopted a concept note. Mr. Albán Alencastro said that this was his last address as Rapporteur of the Committee, as his mandate was coming to an end. He thanked all Committee Experts for their dedication and support throughout his mandate.

OLIVIER DE FROUVILLE, Committee Chairperson, said the Rapporteur’s report showed that the Committee had made the best use of its three-week session, achieving impressive results. He expressed thanks to the Committee’s secretariat and members of the Committee, who had demonstrated exemplary professionalism and their unwavering commitment at a time when it was sorely needed.

Five Experts’ mandates were concluding at the end of the session: those of Juan Pablo Albán Alencastro (Ecuador), Mohammed Ayat (Morocco), Suela Janina (Albania), Milica Kolakovic-Bojovic (Serbia), and Horacio Ravenna (Argentina). Mr. de Frouville thanked these Experts for their dedication to the work of the Committee. The treaty body system rested on the efforts of people like them. They had worked hard to make the world a better place for the next generation and were an inspiration to future Experts.

Mr. de Frouville said that, during the session, under the procedures of article 29 of the Convention, the Committee had reviewed no less than 14 States parties, a record number, demonstrating the effectiveness of the Committee’s new working methods. The Committee hoped that the concluding observations that emerged from these reviews would help the States concerned to make the necessary changes to prevent and eradicate enforced disappearances.

All the situations the Committee examined were different, the Chair said, yet all demonstrated the tragic relevance of enforced disappearance. The crime of enforced disappearance continued to be committed in countries like the Central African Republic. The wounds inflicted by past crimes of enforced disappearance in some countries, such as the Gambia and Serbia, had still not healed, and families were still seeking the truth and justice. In countries like Malta, the risk of disappearance was heightened by the closure of borders and increasingly strict asylum policies. Countries such as Belgium were also lifting the veil on the reality of illegal intercountry adoptions, some of which had their origins in enforced disappearance. Several special procedures mandate holders raised the alarm about this phenomenon in a joint statement in 2022.

Mr. de Frouville said that the Committee’s report on its visit to Colombia was an unprecedented feat; it conducted precise analysis of the phenomenon of enforced disappearance over a 60-year period, and made targeted recommendations for ensuring truth, justice and reparation. The Committee would continue to cooperate with Colombia and support the implementation of its recommendations.

During the session, Mr. de Frouville said, the Committee had also examined the troubling situation in Mexico, including through its urgent action and individual communication procedures, as well as the procedure under article 34 of the Convention. Under the latter provision, the Committee had received concerning reports that enforced disappearance was practiced in a widespread or systematic manner in Mexico, and had decided to request additional information from the State on the phenomenon in the coming weeks. The Committee’s aim was constructive dialogue with the State party to achieve the common goal of the full implementation of the Convention.

The Committee had also adopted the report on its urgent actions procedure, which was a sad reflection of the current practice of enforced disappearances. To date, the Committee had recorded 2,010 urgent action requests in 31 countries. The equivalent procedure of the United Nations Working Group on Enforced Disappearances, in place since 1980, had registered more than 61,000 cases in 115 States. The Committee’s report on urgent actions highlighted a recent increase in the practice of “short-term enforced disappearances”. In their joint statement on the phenomenon, the Working Group on Enforced Disappearances and the Committee stressed that, under international human rights law, the definition of enforced disappearance did not address the length of the crime. Thus, the obligations imposed on States were the same regardless of the length of the crime.

Mr. de Frouville said that during the session, the Committee had held consultations with the head of the Independent Institution on Missing Persons in the Syrian Arab Republic. The Committee called on Syria to ratify the Convention and recognise the competence of the Committee under articles 31 and 32, to demonstrate the commitment of the new authorities to combat the practices of the past while responding to the legitimate demands of families in search of truth, justice and reparation. It also called on all States parties to assist Syrian families in search efforts and help fight against impunity for the perpetrators of enforced disappearances in Syria through judicial cooperation.

The United Nations’ liquidity crisis continued to hamper the Committee’s work; there was still uncertainty about whether the Committee’s next session would be held, Mr. de Frouville said. In fact, no treaty body sessions scheduled from May onwards had been confirmed yet, including that of the Committee on the Rights of the Child, due to start on 5 May. This was an unprecedented situation. It was Member States’ responsibility to ensure the smooth operation of the treaty bodies. This unique system, which was built on the ruins of the Second World War to build global peace, was now in peril. At a time when peace was under threat around the world, when the independence of the judiciary was under attack, when the media, human rights defenders and universities were the victims of an unprecedented offensive, everyone needed more international guarantees, not less. States needed to shoulder their responsibilities now; tomorrow would be too late.

Mr. de Frouville closed by thanking the Committee for its work and expressing hope that the Committee’s next session would be held in September as planned.

Following the grand inauguration of the Startup Mahakumbh on April 3, 2025, Union Minister for Commerce and Industry, Shri Piyush Goyal, returned to Bharat Mandapam for a walk through of the mega exhibition on Day 2 of the event.

Addressing the media during his walk through, the minister heaped lavish praise on the work of startups. “Having visited the exhibition, the flavor that I got–the taste of innovative work that our young men and women have created through their sheer tenacity, hardwork, spirit of enquiry, research and innovation–is music to one’s ears,” he added. “You can see the work of world-class quality, experience the technologies created on energy efficiency, powering electronics, see the defence equipment that young startups are creating, and realise how fintech is becoming a source of empowerment for the common citizen…” he said, referring to his visit to Startup Mahakumbh as “truly an experience of a lifetime.”

The second edition of Startup Mahakumbh features 10 thematic pavilions covering key industries such as AI, DeepTech & Cybersecurity, HealthTech & BioTech, AgriTech, Climate Tech, Incubators & Accelerators, D2C, FinTech, Gaming & Sports, B2B & Precision Manufacturing, Defence & Space Tech, and Mobility. Shri Piyush Goyal visited a number of exhibits showcasing groundbreaking innovations in Climate Tech, BioTech, AI, and DeepTech and more, ranging from intelligent air purifiers and EV tractors to AI-driven platforms for functional brain mapping and cutting-edge manufacturing drones for defense applications.

And they are ready to capture the world,” he said.

MIL-OSI Asia-Pac: BILATERAL NAVAL EXERCISE INDRA-2025

The bilateral Naval Exercise INDRA 2025 between Indian and Russian navies was held from 28 Mar to 02 Apr 2025.

This 14th edition of the exercise included a wide range of activities and structured drills designed to enhance interoperability towards countering common maritime threats.

The operations involved complex coordinated manoeuvres and simulated engagements showcasing the combined combat power of the participating navies.

The exercise achieved its aim of enhanced jointmanship and reinforced the shared commitment to upholding the principles of maritime order, promoting global peace and stability.

The drills also provided invaluable operational experience, strengthening collective capacity to address contemporary maritime security challenges. The exercise facilitated the exchange of best practices, fostering a deeper understanding of each other’s operational doctrines and enhancing the ability to operate seamlessly in complex maritime environments.

The INDRA series of exercises have been a cornerstone of India-Russia Defence relations since its inception in 2003 and both countries recognise the importance of maritime security and the need for a collaborative approach to counter common threats and concerns.

During 03-04 April 2025, H.E. Shri Narendra Modi, Prime Minister of the Republic of India paid an Official Visit to Thailand and participated in the 6th BIMSTEC Summit in Bangkok, on the invitation of H.E. Ms. Paetongtarn Shinawatra, Prime Minister of the Kingdom of Thailand. Prime Minister Modi was accorded a ceremonial welcome by Prime Minister Shinawatra at the Government House in Bangkok.

Acknowledging the deep civilisational, cultural, religious and linguistic bonds and 78 years of establishment of diplomatic ties between India and Thailand, both leaders held wide ranging discussions on various areas of bilateral cooperation including defence and security, trade and investment, connectivity, science and technology, innovation, space, education, health, culture, tourism and people-to-people exchanges. They also exchanged views on sub-regional, regional, and multilateral issues of mutual interest. Both leaders witnessed exchange of several MoUs covering various areas of cooperation. They also welcomed the establishment of an India-Thailand Consular Dialogue.

Prime Minister Shinawatra and Prime Minister Modi also visited Wat Phra Chetuphon Wimon Mangkhalaram Rajwaramahawihan to pay homage to the historic Reclining Buddha.

Taking into consideration the existing cooperation and the potential for closer cooperation not only at the bilateral and regional levels but also in the global context in view of the rapidly evolving global geopolitical situation, the two leaders agreed to elevate the existing bilateral relations to a Strategic Partnership. This marks a new chapter of enhanced partnership for realising the full potential of cooperation between the two countries.

The Strategic Partnership is based on mutual commitment to strengthen bilateral relations for the continuing peace, stability and prosperity of the two countries and their respective regions. The Strategic Partnership will serve as an important foundation for the two countries to chart a future-oriented and mutually-beneficial path towards increasing opportunities, closer cooperation and to jointly respond to common challenges.

The Strategic Partnership will build upon existing agreements and mechanisms of cooperation which encompass partnering in political, defence and security, trade and investment, connectivity, education, socio-cultural development and people-to-people exchanges, as well as other areas of mutual interest.

In declaring this Strategic Partnership, the two leaders reaffirmed their shared interests in a free, open, transparent, rules-based, inclusive, prosperous and resilient Indo-Pacific region and reiterated their strong support for ASEAN Centrality. They also reaffirmed their commitment to exploring concrete activities to implement the ASEAN-India Joint Statement on Cooperation on the ASEAN Outlook on the Indo-Pacific (AOIP) for Peace, Stability and Prosperity in the Region through enhanced cooperation between the AOIP and the Indo-Pacific Oceans Initiative (IPOI) including Thailand’s constructive role to co-lead the Maritime Ecology Pillar of the IPOI with Australia.

In an effort to further broaden and deepen the relationship between the two countries, the two leaders agreed to the following:

Political Cooperation

Strengthen political engagement through regular high-level exchanges at the Leadership level, including on the sidelines of multilateral meetings with a view to discuss shared regional interests, as well as to address regional and global security challenges.

Convene regular meetings between the Foreign Ministers and Senior Officials from respective Ministry of Foreign Affairs/External Affairs under existing mechanisms of Joint Committee for Bilateral Cooperation at the Foreign Ministers’ level and Foreign Office Consultations at the Senior Officials’ level.

Promote regular Parliamentary exchanges between both countries.

Defence and Security Cooperation

Strengthen the existing mechanisms of defence cooperation, as well as to promote further collaboration between the defence sectors of the two countries, with particular emphasis on defence technology, defence industry, research, training, exchanges, exercises and capacity building including by establishing appropriate mechanisms.

Enhance security cooperation through regular dialogues and exchanges between the respective security and law enforcement agencies/ organisations, also by including a Deputy National Security Adviser/ Secretary General level strategic dialogue between the Thai National Security Council and the National Security Council Secretariat of India, to address the increasingly challenging global and regional security environment and cooperate on both traditional and non-traditional security issues such as defence, maritime security, cybersecurity, counter terrorism, law enforcement issues and combating transnational organised crime like cyber-crimes, international economic crimes, anti-money laundering and human, drug, arms and wildlife trafficking, through exchange of information and intelligence, and sharing of best practices.

Economic, Trade and Investment Cooperation

To organise regular meetings and exchanges between the respective Ministry of Commerce/Commerce & Industry under existing mechanism of the Joint Trade Committee between India and Thailand. It was also agreed to ensure annual meetings of existing mechanisms to promote trade and investment between the two countries; to facilitate trade and resolve market access issues with a view to strengthening both countries’ linkages to the global supply chain and to enhance the confidence of the private sectors of both countries; including through cooperation in harmonization, equivalence and Mutual Recognition of Standards of mutually agreed areas; and to prepare for new areas of trade and investment, especially in future-oriented industries, such as renewable energy, electric vehicles, digital technology, robotics, ICT, space technology, biotechnology, creative industry and startups.

Welcome the increasing bilateral trade, which reached approximate US$ 15 billion in 2023-24 and seek to enhance sustainable bilateral trade to realise its full potential, through an expansion of economic linkages in potential areas. Promote sustainable trade in sectors such as value-added marine products, smartphones, electrical vehicles, food processing, petroleum products, auto components, services and pharmaceuticals.

Promote trade facilitation and to deepen cooperation under the existing agreements and frameworks, including the Framework Agreement for Establishing Comprehensive Free Trade Area between Thailand and India and the ASEAN-India Trade in Goods Agreement (AITIGA). Provide greater impetus to bilateral trade by exploring the establishment of local currency-based settlement mechanism.

To support and expedite the review of the ASEAN-India Trade in Goods Agreement (AITIGA) to make it more user-friendly, simple and trade facilitative for businesses, aiming to achieve substantial conclusion in 2025 and to strengthen supply chains between India and ASEAN Countries.

Promote closer collaboration between the investment promotion agencies of the two countries, including the Board of Investment of Thailand and Invest India, to promote effective utilisation of existing investment policies and schemes, particularly those driving forward the vision of Ignite Thailand through Act East Policy and Make In India, as well as the utilisation of Special Economic Zones (SEZs) & Industrial Corridors in both countries for increasing bilateral investment.

Organise regular meetings on annual basis of the India-Thailand Joint Business Forum (ITJBF) to serve as the main mechanism for exchanges and the promotion of joint projects and collaboration between the private sectors of the two countries.

Explore appropriate mechanisms to promote exchanges between entrepreneurs, SMEs, and startups. Keeping in mind the common strategic goals of capacity building and increased market access for India and Thailand startup ecosystems, both sides agreed to conduct startup related activities including mentorship programmes and expert sessions on sectors of mutual importance, focused investor pitching, business matchmaking with corporates and business associations, innovation challenges, integration of academic institutes in both countries and supporting cross-incubation models.

Promote closer collaboration between the financial service providers in India and Thailand to facilitate trade, investment, and cross-border payments to strengthen economic and financial linkages between the two countries.

Promote cooperation for sustainable economic growth, including Bio-Circular- Green Economy and Life Style for Environment, especially in the areas of renewable energy, and energy efficiency technologies, to meet both sides’ respective climate change goals.

Connectivity

Enhance all modes of connectivity such as physical, digital and financial between India and Thailand and strengthen regional linkages, including through expediting the India-Myanmar-Thailand Trilateral Highway and its eastward extension, as well as the India, Myanmar and Thailand Motor Vehicles Agreement, strengthening regional maritime connectivity through coastal shipping and enhancing port-to-port connections and to encourage the civil aviation authorities of the two countries to continue engaging in discussions for enhancing air connectivity between both countries.

Socio-cultural, Educational and People-to-People Exchanges

Foster the positive momentum of people-to-people exchanges, as well as promote potential areas of tourism between the two countries.

Strengthen mechanisms of cooperation between the Ministries responsible for education in both countries in order to promote educational cooperation, including through mutual recognition of qualifications, increased exchanges of scholarships for students pursuing university-level education in India and Thailand, to facilitate student exchanges, joint research and fellowships. Promote cooperation in skill development, English Language training, Technical and Vocational Education and Training (TVET), Thai and Hindi Studies, and collaboration between educational and training institutions in both countries.

Strengthen the links between the two countries through the deepening of cultural relations and cooperation, including in performing arts, exhibitions, seminars, conference, archaeology, archives, museums, research and documentation, and festivals as identified in the Cultural Exchange Programme (CEP).

Explore potential areas of collaboration in sports, such as sports integrity, sports governing bodies, sport sciences & research, sports industry, and sports tourism, as well as exchanges of experts and practitioners in areas of mutual interest.

Promote closer collaboration between India and Thailand in establishing closer cooperation with the North Eastern Region (NER) of India and to increase exchanges, particularly in the areas of tourism, culture, education, vocation and technical cooperation.

Strengthen cooperation between Ministries responsible for science and technology to address new challenges and create opportunities with increased exchanges and closer collaboration in science and technology, through joint research projects, workshops, and exchanges in priority areas such as agriculture, biotechnology, ICT and space technology.

Promote closer cooperation between the two countries in the areas of health, medical products, as well as traditional medicine, including through increased exchanges of information, research and development, and human resource development.

Establish exchanges and cooperation involved in women’s all-round development, including leadership, decision-making and vocational skills to enhance women entrepreneurship.

Regional, Multilateral and International Cooperation

Enhance cooperation between India and Thailand especially at the United Nations to promote constructive role of both sides on global issues of mutual concern and interest.

Strengthen cooperation between India and Thailand within regional and sub-regional frameworks, including the Association of Southeast Asian Nations (ASEAN), Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS), Mekong-Ganga Cooperation (MGC), Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Indian Ocean Rim Association (IORA), Asia Cooperation Dialogue (ACD) and Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) and promote synergies and complementarities among these frameworks with the aim to comprehensively and effectively address regional and sub-regional challenges.

Strengthen cooperation between Thailand and India in multilateral frameworks such as G77 and South-South Cooperation to jointly advocate the voice of developing countries.

Jointly strengthen the ASEAN-India Comprehensive Strategic Partnership established at the 19th ASEAN-India Summit to commemorate the 30th Anniversary of ASEAN-India Dialogue Relations in 2022 in Phnom Penh and welcome India’s continued support for ASEAN Centrality and active cooperation in ASEAN-led mechanisms in the evolving regional architecture.

Further strengthen cooperation under the Mekong-Ganga Cooperation (MGC) framework for enhancing socio-economic development and connectivity of the region, and further strengthen the centuries old civilisational ties.

Promote the leading and proactive role of India and Thailand as founding members and the two largest economies of BIMSTEC in working towards a prosperous, resilient and open Bay of Bengal community, while capitalising on the commitment from the recent adoption of the BIMSTEC Charter as well as the unique character of BIMSTEC as a bridge between South and Southeast Asia. Strengthen BIMSTEC transport connectivity through implementation of the BIMSTEC Master Plan for Transport Connectivity and related agreements, including the Agreement on Maritime Transport Cooperation.

The Prime Minister of the Kingdom of Thailand and the Prime Minister of the Republic of India agreed to task the Ministry of Foreign Affairs of the Kingdom of Thailand and the Ministry of External Affairs of the Republic of India to coordinate with relevant agencies to formulate a Joint Plan of Action towards the effective implementation of the Strategic Partnership.

MIL-OSI Asia-Pac: DRDO & Indian Army conduct four successful flight-tests of Army version of Medium-Range Surface-to-Air Missile

Defence Research and Development Organisation (DRDO) and the Indian Army conducted four successful flight-tests of the Army version of Medium-Range Surface-to-Air Missile (MRSAM) from Dr APJ Abdul Kalam Island off the coast of Odisha on April 03 & 04, 2025. The four operational flight-trials were carried out against high-speed aerial targets. The missiles intercepted the aerial targets and destroyed them, registering direct hits. The trials were carried out to intercept four targets at long-range, short-range, high altitude and low altitude, proving the operational capability.

The flight-tests were carried out with the weapon system in operational condition. The performance of the weapon system was validated through the flight data captured by range instruments like radars and electro-optical tracking systems deployed by Integrated Test Range, Chandipur. The flight tests were carried out in the presence of senior officials from DRDO and the Indian Army.

The trials were carried out by the Indian Army from Eastern and Southern Commands under DRDO guidance. These trials have proven the operational capability of both Army Commands and paved the way for operationalisation of weapon systems in two Regiments.

The MRSAM is developed jointly by DRDO and Israel Aerospace Industries for use by the Indian Army. The MRSAM Army weapon system comprises multi-function radar, command post, mobile launcher system and other vehicles.

Raksha Mantri Shri Rajnath Singh has congratulated DRDO, Indian Army and the industries for the successful flight-tests. Four successful tests have re-established the capability of the weapon system in intercepting targets at critical ranges, he said.

Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat complimented the teams involved in the successful flight-trial, terming the as major milestones for building operational capability of the Indian Army.

A special event under the “Hamari Parampara, Hamari Virasat” program, held in conjunction with Sarhul Mahotsav 2025, by the Ministry of Panchayati Raj (MoPR), in collaboration with the Government of Jharkhand, marked a significant step in celebrating India’s indigenous heritage in New Delhi, today. The event, marking the 150th Birth Anniversary Year of Bhagwan Birsa Munda (Janjatiya Gaurav Varsh), celebrated tribal heritage at the national level. It was inaugurated by Prof. S.P. Singh Baghel, Union Minister of State for Panchayati Raj, and Shri Sanjay Seth, Union Minister of State for Defence, in the presence of Shri Vivek Bharadwaj, Secretary, MoPR, Shri Sushil Kumar Lohani, Additional Secretary, MoPR along with other key officials of the Ministry of Panchayati Raj and Government of Jharkhand along with over 560 tribal representatives from Jharkhand.

Union Minister of State for Panchayati Raj, Prof. S. P. Singh Baghel, in his address, emphasized the significance of preserving India’s tribal culture that encompasses their local languages, music, food, and traditions defining their rich heritage. He articulated that the recording and documentation of “Lok Bhasha, Bhoosha, Bhojan, Sangeet” is imperative for keeping the nation’s heritage alive for future generations. While commemorating the valour and sacrifice of Bhagwan Birsa Munda in his 150th birth anniversary year, Prof. Baghel particularly acknowledged the invaluable contributions of tribal communities in the struggle against British colonialism, especially in the fight to conserve essential resources of “Jal–Jangal–Jameen” (water, forest, land). He highlighted how Adivasis, being the most indigenous group, have played a crucial role in environmental protection. Prof. Baghel noted that the Adivasis’ environmental conservation efforts are not merely part of their legacy but are vital to the overall ecological health of mother earth. He commended the community’s profound connection to land and environment, which has enabled them to preserve natural resources across generations. “If we had learnt the values like respect for nature from the tribal way of living, problems like global warming, ecological imbalance and ozone depletion may not have become so serious”, added Prof. Baghel. He urged tribal communities to prioritize their children’s education, as it is the cornerstone for societal upliftment and progress.

Shri Sanjay Seth, Union Minister of State for Defence, addressing the “Hamari Parampara Hamari Virasat” program, highlighted Bhagwan Birsa Munda’s inspiring legacy and appreciated the cultural awareness of Jharkhand’s tribal groups, that have immensely contributed to India’s rich cultural traditions. Referring to the Tribal Museum in Ranchi, established at the site where Bhagwan Birsa Munda was imprisoned during British rule, he stated that this museum serves as an inspiration center for future generations. Union Minister of State said “Hon’ble Prime Minister Shri Narendra Modi Ji inspires us to connect heritage with development. Taking forward this vision, the Sarhul festival organised in New Delhi gave a strong message to the nation – conserve Jal, Jangal aur Jameen. The contribution of the tribal community in preserving India’s civilizational values is unparallel. Sarhul reflects the belief that the closer we are to nature, the more joyful, energetic, and prosperous our lives become”.

Shri Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, emphasized the vital importance of preserving rich tribal cultural heritage that forms the backbone of India’s diverse traditions. He asserted, “Our tribal songs, music, folklore, and traditions are invaluable treasures. If we do not safeguard them, they risk fading away with time. It is not just our duty but a profound responsibility to protect and nurture these cultural legacies for future generations”. Shri Bharadwaj apprised that over 3,000 villages in Jharkhand, have pledged to actively participate in this campaign to safeguard their art, culture, and traditions. He called for accelerated efforts in Jharkhand to establish it as a model for other States, showcasing how cultural preservation can thrive through community engagement.

The program also featured vibrant cultural performances, including traditional Mundari dance of the Santhali community and Munda tribal storytelling, alongside substantive discussions on the role of Gram Sabhas in heritage conservation, government initiatives for indigenous traditions, and insights from tribal leaders on grassroot governance and cultural preservation.

The “Hamari Parampara Hamari Virasat” initiative helps to integrate tribal heritage into the nation’s cultural and governance framework. Envisioned and supported by the Ministry of Panchayati Raj, this campaign was launched by the Department of Panchayati Raj, Government of Jharkhand on 26th January 2025 and has already witnessed more than 3,000 villages pledging their dedication to preserving traditional self-governance and cultural legacy. The objective of “Hamari Parampara Hamari Virasat” is to preserve, enhance, and transmit to future generations the cultural heritage, folk songs, festivals, and worship practices integral to the traditional governance systems of various Scheduled Tribe communities in Scheduled Areas. The program aims to document the vibrant history and cultural practices of villages across Jharkhand. This initiative aligns closely with the Panchayats (Extension to the Scheduled Areas) Act, 1996 (PESA Act), which empowers Gram Sabhas in Scheduled Areas to safeguard tribal customs, traditions, and self-governance. The Ministry of Panchayati Raj has constituted a high-level committee to oversee the successful implementation of this initiative, ensuring that the traditional governance structures of Scheduled Tribes continue to thrive.

On 12 March 2025, the Hungarian Government submitted a draft constitutional amendment to the Hungarian Parliament. The draft amendment stipulates that a person is either male or female and that children’s right to protection overrules all other fundamental rights, which would serve as the government’s intended legal basis to ban Pride festivals. It also proposes the suspension of dual citizens’ Hungarian nationality if their activities ‘jeopardise public order or national security’, which would likely be used by the Hungarian Government to expel and ban non-governmental organisations and journalists seen as representatives of foreign interests.

Washington, D.C. – Today, U.S. House Natural Resources Ranking Member Jared Huffman (D-Calif.) issued the following statement following reports that key NOAA websites and databases will go dark at midnight under the Trump administration’s proposed contract cuts:

“Three reckless billionaires – Commerce Secretary Howard Lutnick, President Donald Trump, and DOGE vandal Elon Musk – are dismantling one of our government’s most important public functions, the National Weather Service. The data management contracts they are cancelling include critical weather and climate data, geographic information, and extensive modeling infrastructure that enables end users to utilize these data. As we heard in our forum on Wednesday, those who depend on NOAA weather tools include the Department of Defense, first responders, and local businesses across the country. Trump and his oligarchs are clearing the way for their corporate mega-polluter cronies by erasing science and scientists, pushing America into the dark ages. They are delivering another Project 2025 promise but betraying the American people by making us less safe and shredding our global scientific leadership. Secretary Lutnick should be working to maintain and expand NOAA’s lifesaving data and services, instead of burning this critical agency to the ground. Lutnick must reverse course on NOAA or resign and go back to Wall Street.”

Jefferson City — Governor Mike Kehoe is urging Missourians to avoid traveling in areas that experience heavy rainfall and flash flooding this weekend, as the State of Missouri deploys resources and personnel to respond to dangerous flooding.

“The National Weather Service is forecasting very heavy rainfall – possibly exceeding 10 inches in some localized areas – and dangerous flooding, particularly in southeast Missouri over the next two days,” Governor Kehoe said. “While we have activated the Missouri National Guard and our state team is positioning swift water rescue teams and other response assets, we urge all Missourians to follow their local weather forecasts very closely and avoid driving into flooded areas and areas known to experience flash flooding. Let’s protect ourselves and allow first responders to get emergency help where it’s needed.”

On Wednesday, Governor Kehoe signed Executive Order 25-21 activating the Missouri National Guard to assist with response efforts. The State Emergency Management Agency (SEMA) and state response agencies have been monitoring the approaching severe weather system and coordinating with the National Weather Service since last weekend. Governor Kehoe first declared a State of Emergency on March 14, 2025, through Executive Order 25-19, activating the State Emergency Operations Plan.
- The Missouri State Highway Patrol Water Patrol Division has deployed five swift water rescue boat teams and the dive team to southeast Missouri. In addition to the Patrol resources, there are ten other boat teams deployed to southeast Missouri.
- The Missouri Division of Fire Safety is coordinating with local and regional fire service mutual aid coordinators to track the positioning and capabilities of local swift-water rescue teams.
- The Missouri National Guard has deployed personnel to Butler County, equipped with highwater vehicles and mission capabilities to include motorist assistance, levee reinforcement and monitoring, sandbagging assistance, commodities distribution, and other potential needs.
- The State Emergency Operations Center is currently activated to a Level 3 with SEMA operations, planning and emergency human services staff as well as emergency support partners from the Highway Patrol, MoDOT, Missouri National Guard, Missouri Division of Fire Safety, U.S. Army Corps of Engineers, Missouri Task Force 1 and the American Red Cross to assist with resource coordination and requests for assistance.
- SEMA has also activated a Type 3 Urban Search and Rescue Team from Missouri Task Force 1 to deploy to Poplar Bluff. This Type 3 Task Force is a 48-person specialized rescue team that includes a 35-person specialized search and rescue team with an embedded swift water rescue capability, a logistical support team and other specialized resources and personnel.
- The Missouri Department of Transportation is mobilizing additional resources to impacted areas of the state to assist with traffic control, signage and barricades for flooded and closed roadways.
- The Missouri Department of Natural Resources stands ready to assist communities that sustain storm damage with managing their debris and providing technical assistance to drinking water or wastewater facilities impacted by power failures or flooding.
Missourians should remember these safety tips related to flash flooding and high water:
- Never drive on a flooded roadway, including low-water crossing and low bridges. More than half of people who die in flooding were in vehicles. A foot of water will float many vehicles. Two feet of rushing water can carry away most vehicles.
- Night-time flooding is the most dangerous, because low visibility means you can wind up in the water before you ever see it. Slow down!
- Never attempt to walk through moving water. Six inches of moving water can knock you over.
- Follow the weather closely and follow safety instructions from local authorities. The NWS has said minor shifts in the weather system could cause rain totals to climb in.

La Lettre[1] has revealed that the Aerospace, Security and Defence Industries Association of Europe (ASD) has made Rudy Priem the Vice-Chair of its Economic, Legal and Trade Commission. Three years ago, Rudy Priem chaired the defence committee of the American Chamber of Commerce to the European Union (AmCham EU), and he is currently the Director of Government Relations at RTX, a US arms giant.

While the ASD cooperates and takes part in the Commission’s public consultations[2], AmChamEU is known for opposing all programmes aimed at strengthening Europe’s autonomy in defence. Meanwhile, Rudy Priem has been touting the supposed ‘industrial benefits’ that the purchase of F-35 fighters would bring European countries.

In March, the Commission announced its plan to borrow EUR 150 billion for the purchase of defence systems[3], stressing that the money should help boost Europe’s arms industry[4].

1.Was the Commission aware of this revelation? If so, how can it be sure there is no conflict of interest?

2.Given that trade relations with the US administration are currently strained, what plans and suggestions does it have to promote and anchor the much-needed ‘buy European’ approach to military acquisitions?
