    UK Prime Minister’s Special Envoy for the Western Balkans, Lord Stuart Peach visited Bosnia and Herzegovina from 18 to 20 December 2024.

    Lord Stuart Peach’s visit was part of the UK’s ongoing commitment to the security, stability and prosperity of the country, and support for BiH aspirations for Euro-Atlantic integration.

    Over the course of his visit, Lord Peach met BiH Presidency members Zeljko Komsic and Denis Becirovic, Chairwoman of the BiH Council of Minister Borjana Kristo, and Minister of Foreign Affairs Elmedin Konakovic to discuss economic, political and security issues. Lord Peach reiterated the UK’s continuous strong support for BiH’s reform agenda and the UK’s readiness to support the delivery of sustainable reforms that deliver real change for the people of BiH.

    He also met Chief of BiH Armed Forces Joint Staff General Gojko Knezevic and Deputies Major General Mirsad Ahmic and Major General Tomo Kolenda to whom he reaffirmed UK commitment to Western Balkans security and support to the Armed Forces of BiH. Lord Peach praised BiH for hosting an important Women Peace and Security Chiefs of Defence Network Conference, organised in cooperation with the UK, emphasised mutual benefits of recent joint training of BiH and UK Armed Forces, and highlighted importance of Armed Forces and Ministry of Defence BiH embracing reform and modernisation in pursuit of Euro-Atlantic integration.

    In the light of ongoing pressures on cultural institutions of importance to Bosnia and Herzegovina, Lord Peach hosted a dinner with representatives of these institutions which are a vital part of the shared history and values of Bosnia and Herzegovina. He was keen to hear from them about the challenges they are facing and potential solutions for ensuring a sustainable future for these institutions, including through proper and timely funding.

    Spruance departed San Diego with the ABECSG and deployed to the 7th and 5th fleet area of operations, July 17, 2024.

From identifying incoming threats to controlling aircraft to executing flawless missile engagements, our crew neutralized every danger with unwavering focus and discipline.”

    ABECSG initially deployed to the Indo-Pacific region to support regional security and stability, and to reassure our allies and partners of the U.S. Navy’s unwavering commitment, highlighted by the first-ever U.S.-Italy multi-large deck event (MLDE) with the Italian Navy’s ITS Cavour Carrier Strike Group held in the Indo-Pacific on Aug. 9, 2024.

    The strike group was ordered to the U.S. Central Command area of responsibility to bolster U.S. military force posture in the Middle East, deter regional escalation, degrade Houthi capabilities, defend U.S. forces, and again sailed alongside our Italian allies and other partners to promote security, stability and prosperity. Assigned destroyers of the ABECSG, to include Spruance, were essential to providing a layer of defense to U.S. forces and ensuring the safe passage of commercial vessels and partner nations transiting in international waterways like the Red Sea, Bab el-Mandeb Strait and the Gulf of Aden.

    The destroyers worked alongside U.S. Central Command forces in successfully repelling multiple Iranian-backed Houthi attacks during transits of the Bab el-Mandeb strait. During the transits, the destroyers were attacked by one-way attack uncrewed Aerial systems, anti-ship ballistic missiles and anti-ship cruise missiles which were successfully engaged and defeated. The vessels were not damaged and no personnel were hurt. The ships were well prepared, supported, and the well-trained Sailors successfully defended the ship.

Sailors displayed the highest levels of teamwork, adaptability, and courage—qualities that make our Navy the finest in the world,” said Cmdr. Leigh R.     Throughout deployment, Spruance traveled 37,200 nautical miles, conducted 12 replenishments-at-sea, 28 sea and anchor details, Anti-Submarine Tactical Air Controller (ASTAC) controlled over 800 hours of rotary air wing control and the Air Intercept Controllers (AIC) controlled 50 live runs with Carrier Air Wing (CVW) 9 and U.S. Air Force assets. Spruance also achieved 36 re-enlistments, 37 advancements and seven officer promotions. Spruance Sailors were awarded the Global War on Terrorism (GWOT) Expeditionary Medal and Combat Action Ribbon (CAR) for their actions in the Bab el-Mandeb.

    Spruance was led by their commanding officer, Cmdr. Thomas “Matt” Adams, executive officer, Cmdr. Leigh R. Tate, and Command Master Chief Kurtiss Vervynckt.

    The ABECSG is the most capable CSG comprised of the air wing of the future, the most advance Arleigh Burke-class guided-missile destroyer USS Frank E. Peterson Jr. (DDG 121) as Integrated Air and Missile Defense Commander, and the Arleigh Burke destroyers assigned to Destroyer Squadron (DESRON) 21, representing more than 6,000 Sailors, deployed from their homeports of San Diego and Pearl Harbor since July 2024.

    Deploying units of the strike group include the flagship USS Abraham Lincoln (CVN 72), DESRON 21, Carrier Air Wing (CVW) 9, and Frank E. Petersen Jr. While the Arleigh Burke-class guided-missile destroyer, assigned to DESRON 21, USS Michael Murphy (DDG 112) returned to its homeport, Arleigh Burke-class guided-missile destroyers USS O’Kane (DDG 77) and USS Stockdale (DDG 106) remain deployed in the 5th Fleet area of operations supporting global maritime security operations.

  • MIL-OSI Security: Defense News: NAVAIR issues V-22 bulletin and interim flight clearance

    Aircraft with PRGBs that currently meets or exceeds a predetermined flight-hour threshold will resume flights in accordance with controls instituted in the March 2024 interim flight clearance (IFC).

    A new IFC, containing additional risk mitigation controls, has been issued to address aircraft with PRGBs below the flight-hour threshold. These controls will remain in place until the aircraft’s PRGBs are upgraded, or the predetermined threshold is exceeded.

    NAVAIR collaborated with the Navy, Air Force Special Operations Command and the Marine Corps to implement the bulletin and IFC.

    Due to operational security concerns, the specifics of the V-22 flight-hour threshold, number of aircraft affected and additional flight controls will not be released.

    NAVAIR remains committed to transparency and safety regarding all V-22 operations. The V-22 plays an integral role in supporting our nation’s defense. Returning these vital assets to flight is critical to supporting our nation’s interests.

  • MIL-OSI Security: Defense News: USS Beloit (LCS 29) makes it home to Mayport

    After 15 locks, four Great Lakes, three port visits, and over 2,500 nautical miles traveled, USS Beloit (LCS 29) and her mighty crew at last arrived in the Atlantic Ocean, continuing her transit to its future homeport, Naval Station Mayport, Florida. 

    The road to make it to the Atlantic Ocean included months of preparation from the crew. In less than two months after moving onboard in August, the crew certified in several mission areas required to safely operate and get underway including: Search and Rescue, Navigation, Damage Control, Communications and Engineering.

    “The Beloit Badger crew are some of the best Sailors I have served with. They are resilient, strong, flexible and dedicated, and I am blessed to be their Commanding Officer. Almost everything we have done in the past five months has been ‘high risk’ and ‘first time’, but that’s what makes us so unique,” said Cmdr. LeAndra Kissinger, Beloit’s commanding officer. We work hard, pray hard, and lean on each other as a team. We truly are a family, and when a family wants to accomplish a mission, it’s hard to stop them.”

    Each evolution, although involving different departments on the ship, required careful coordination and support from each division and Sailor onboard and was necessary for the crew to be able to set sail from Marinette, Wisconsin, towards the site of its commissioning ceremony in Milwaukee, Wisconsin. 

    On November 23, the crew took the order to “man the ship and bring her to life.” Amongst thousands of onlookers, the ship made its much anticipated transition from pre-commissioned unit to United States Ship and began her sail around home. 

    Her commissioning festivities included a crew visit to their namesake town of Beloit, a Chairman’s dinner hosted by the Commandant, and a commissioning ceremony who’s audience was filled with veterans from many significant battles. Along the way, she stopped in Cleveland, Ohio, Quebec City, Quebec and Halifax, Nova Scotia, and Norfolk for refueling, stores replenishment and liberty for the crew.  

    “This crew has shown tremendous resilience in overcoming the last 4 months. Completing difficult consecutive certifications while learning a new ship and being away from family. This team made it look easy and brought a whole new meaning to the term “Beloit Proud,” said Senior Chief David Chisholm, Beloit’s Senior Enlisted Leader. “Watching them perform under pressure and overcoming every obstacle with grace shows just how awesome our team is and their readiness to face the challenges ahead after some much needed and well-deserved family time.   • MIL-OSI USA: DoD Releases 2025 Continental U.S. Cost-of-Living Allowance Rates

    The Defense Department released the 2025 Continental United States Cost-of-Living Allowance (CONUS COLA) rates today, and will take effect Jan. 1, 2025. In 2025, $51 million will be paid to approximately 61,000 service members stationed within CONUS.

    CONUS COLA is a supplemental allowance designed to help offset higher prices in the highest-cost locations in CONUS that exceed the average costs within the CONUS. Rates can increase, decrease, or remain the same, depending upon the non-housing prices in a duty location as compared to non-housing prices in average CONUS.

    By law, a contractor provides the Department civilian cost data from each military housing area (MHA) and non-MHA for the following categories: transportation, goods and services, federal income taxes, sales taxes, and miscellaneous expenses.  Data is adjusted to account for Basic Allowance for Subsistence, an allowance meant to offset the costs for a member’s meals, day care subsidies, and for cost savings gained from shopping at commissaries and exchanges. This information is compared to the same cost data for average CONUS, which serves as a benchmark; the resulting ratio is called an index.

    By law, a CONUS COLA rate is only prescribed when the index meets a certain threshold above the CONUS average. For 2025, the costs for non-housing types of goods and services in a particular location must be at least 7 percent more expensive than average CONUS costs to qualify for a CONUS COLA payment. An index above 107 percent would qualify for CONUS COLA (e.g., a location that is 10 percent more expensive would qualify for a 3 percent COLA index).

    This year, 10 MHAs will begin receiving CONUS COLA; 6 MHAs will receive an increase in CONUS COLA; 3 MHAs will receive a decrease in CONUS COLA and 4 MHAs will no longer receive CONUS COLA.  

    For non-MHA areas (non-metropolitan counties), 25 counties will gain CONUS COLA, 1 county will receive a decrease in CONUS COLA and 51 counties will lose CONUS COLA.

    Military housing areas with the highest CONUS COLA rates:
              New York City, NY                  8%
              Humboldt County, CA             5%
              San Francisco, CA                 5%

    Military housing area with the largest decrease:
              New York City, NY                  13% to 8%

    Military housing area with the largest increase:
               Humboldt County, CA             0% to 5%

    The total amount of CONUS COLA a Service member receives varies based on geographic duty location, pay grade, years of service, and dependency status.  Payments per CONUS COLA percentage point range from $35 to $60 per month for members with dependents, and from $27 to $46 per month for members without dependents.   • MIL-OSI USA: Welch Priorities for Vermont’s Flood-Impacted Communities to Become Law as Part of Bipartisan Water Resources Development Act

    WASHINGTON, D.C. – This week, the biennial, bipartisan Water Resources Development Act of 2024 was advanced by the Senate. The bill contains several of U.S. Senator Peter Welch’s (D-Vt.) priorities for flood-impacted communities. It now heads to President Biden’s desk for his signature.  
    “The Water Resources Development Act will help repair and strengthen Vermont’s flood-impacted infrastructure, protect our watersheds, and make our communities more resilient to extreme weather. Now more than ever, we need to support the Army Corps of Engineers as they work with our communities and the State to protect our communities from flooding,” said Senator Welch. “I look forward to President Biden signing this bipartisan bill, and I thank my colleagues Bernie and Becca for their partnership in getting these Vermont-focused priorities over the finish line.” 
    The Water Resources Development Act of 2024 (WRDA 2024) authorizes the U.S. Army Corps of Engineers to perform vital projects including flood control, water navigation, and ecosystem restoration. Senator Welch’s priorities for Vermont in the bill include: 

    Lowering the Non-Federal Cost-Share of the Lake Champlain Watershed Environmental Assistance Program for Vermont: With this legislation, the cost share will be 10% non-federal for underserved communities, down from 35%. This change will make the program more affordable to the towns that most need it.  

    Lowering the State of Vermont Cost-Share for Work on the Waterbury, Wrightsville, and East Barre Dams: The cost share for the three dams would be lowered to roughly 7.1% non-federal, down from 35% for East Barre and Wrightsville. (This cost share adjustment was achieved for Waterbury in the 2022 WRDA reauthorization.) Wrightsville’s dam was nearly breached in the July 2023 floods, and this change will make projects on these three dams more affordable for the state of Vermont in the future.  

    Authorizing a New Flood Control Study of the Winooski River: This bill will authorize a new flood control study of the Winooski River watershed, which would examine how to make the Winooski River and neighboring communities along the river more resilient to future floods and other climate change-fueled natural disasters.   

    Reauthorizing the Aquatic Plant Control Program: The Aquatic Plant Control Research Program is valuable to Vermont’s efforts to combat the spread of water chestnut, a nonnative plant that has threatened to disrupt ecosystems and water access in Lake Champlain. Reauthorization ensures the state can continue using the program in years to come.

    Defendant Rostislav Panev in Custody Pending Extradition from Israel to the United States

    NEWARK, N.J. – A superseding criminal complaint filed in the District of New Jersey was unsealed today charging a dual Russian and Israeli national for being a developer of the LockBit ransomware group, U.S. Attorney Philip R. Sellinger announced.

    In August, Rostislav Panev, 51, a dual Russian and Israeli national, was arrested in Israel pursuant to a U.S. provisional arrest request with a view towards extradition to the United States. Panev is currently in custody in Israel pending extradition on the charges lodged in the superseding complaint.

    “As alleged by the complaint, Rostislav Panev for years built and maintained the digital weapons that enabled his LockBit coconspirators to wreak havoc and cause billions of dollars in damage around the world. But just like the six other LockBit members previously identified and charged by this office and our FBI and Criminal Division partners, Panev could not remain anonymous and avoid justice indefinitely. He must now answer for his crimes. Today’s announcement represents another blow struck by the United States and our international partners against the LockBit organization, and our efforts will continue relentlessly until the group is fully dismantled and its members brought to justice.”

Argentieri, head of the Justice Department’s Criminal Division. “Along with our domestic and international law enforcement partner actions to dismantle LockBit’s infrastructure, the Criminal Division has disrupted LockBit’s operations by charging seven of its key members (including affiliates, developers, and its administrator) and arresting three of these defendants — including Panev. We are especially grateful for our partnerships with authorities in Europol, the United Kingdom, France, and Israel, which show that, when likeminded countries work together, cybercriminals will find it harder to escape justice.”

    “For five years, Panev helped to grow LockBit into a ransomware machine of deception and extortion,” said Acting Special Agent in Charge Nelson I. Delgado of the FBI Newark Field Office.  “His reach was far and wide but FBI Newark and our international law enforcement partners were able to disrupt his reign. Panev’s arrest marks a victory against these conspirators, and is a step towards upholding justice and neutralizing these criminals.”

    According to the superseding complaint, documents filed in this and related cases, and statements made in court, Panev acted as a developer of the LockBit ransomware group from its inception in or around 2019 through at least February 2024. During that time, Panev and his LockBit coconspirators grew LockBit into what was, at times, the most active and destructive ransomware group in the world. The LockBit group attacked more than 2,500 victims in at least 120 countries around the world, including 1,800 in the United States. Their victims ranged from individuals and small businesses to multinational corporations, including hospitals, schools, nonprofit organizations, critical infrastructure, and government and law-enforcement agencies. LockBit’s members extracted at least $500 million in ransom payments from their victims and caused billions of dollars in other losses, including lost revenue and costs from incident response and recovery.

    LockBit’s members comprised “developers,” like Panev, who designed the LockBit malware code and maintained the infrastructure on which LockBit operated. LockBit’s other members, called “affiliates,” carried out LockBit attacks and extorted ransom payments from LockBit victims. LockBit’s developers and affiliates would then split ransom payments extorted from victims.

    As alleged in the superseding complaint, at the time of Panev’s arrest in Israel in August, law enforcement discovered on Panev’s computer administrator credentials for an online repository that was hosted on the dark web and stored source code for multiple versions of the LockBit builder, which allowed LockBit’s affiliates to generate custom builds of the LockBit ransomware malware for particular victims. On that repository, law enforcement also discovered source code for LockBit’s StealBit tool, which helped LockBit affiliates exfiltrate data stolen through LockBit attacks. Law enforcement also discovered access credentials for the LockBit control panel, an online dashboard maintained by LockBit developers for LockBit’s affiliates and hosted by those developers on the dark web.

    The superseding complaint also alleges that Panev exchanged direct messages through a cybercriminal forum with LockBit’s primary administrator, who, in an indictment unsealed in the District of New Jersey in May, the United States alleged to be Dimitry Yuryevich Khoroshev (Дмитрий Юрьевич Хорошев), also known as LockBitSupp, LockBit, and putinkrab. In those messages, Panev and the LockBit primary administrator discussed work that needed to be done on the LockBit builder and control panel.

    Court documents further indicate that, between June 2022 and February 2024, the primary LockBit administrator made a series of transfers of cryptocurrency, laundered through one or more illicit cryptocurrency mixing services, of approximately $10,000 per month to a cryptocurrency wallet owned by Panev. Those transfers amounted to over $230,000 during that period.

    In interviews with Israeli authorities following his arrest in August, Panev admitted to having performed coding, development, and consulting work for the LockBit group and to having received regular payments in cryptocurrency for that work, consistent with the transfers identified by U.S. authorities. Among the work that Panev admitted to having completed for the LockBit group was the development of code to disable antivirus software; to deploy malware to multiple computers connected to a victim network; and to print the LockBit ransom note to all printers connected to a victim network. Panev also admitted to having written and maintained LockBit malware code and to having provided technical guidance to the LockBit group.

    The LockBit Investigation

    The superseding complaint against, and apprehension of, Panev follows a disruption of LockBit ransomware in February by the U.K. National Crime Agency (NCA)’s Cyber Division, which worked in cooperation with the Justice Department, FBI, and other international law enforcement partners. As previously announced by the Department, authorities disrupted LockBit by seizing numerous public-facing websites used by LockBit to connect to the organization’s infrastructure and by seizing control of servers used by LockBit administrators, thereby disrupting the ability of LockBit actors to attack and encrypt networks and extort victims by threatening to publish stolen data. That disruption succeeded in greatly diminishing LockBit’s reputation and its ability to attack further victims, as alleged by documents filed in this case.

    The superseding complaint against Panev also follows charges brought in the District of New Jersey against other LockBit members, including its alleged primary creator, developer, and administrator, Dmitry Yuryevich Khoroshev. An indictment against Khoroshev unsealed in May alleges that Khoroshev began developing LockBit as early as September 2019, continued acting as the group’s administrator through 2024, a role in which Khoroshev recruited new affiliate members, spoke for the group publicly under the alias “LockBitSupp,” and developed and maintained the infrastructure used by affiliates to deploy LockBit attacks. Khoroshev is currently the subject of a reward of up to $10 million through the U.S. Department of State’s Transnational Organized Crime (TOC) Rewards Program, with information accepted through the FBI tip website at www.tips.fbi.gov/.

    A total of seven LockBit members have now been charged in the District of New Jersey. Beyond Panev and Khoroshev, other previously charged LockBit defendants include:

    • In July, two LockBit affiliate members, Mikhail Vasiliev, also known as Ghostrider, Free, Digitalocean90, Digitalocean99, Digitalwaters99, and Newwave110, and Ruslan Astamirov, also known as BETTERPAY, offtitan, and Eastfarmer, pleaded guilty in the District of New Jersey for their participation in the LockBit ransomware group and admitted deploying multiple LockBit attacks against U.S. and foreign victims. Vasiliev and Astamirov are presently in custody awaiting sentencing.
    • In February, in parallel with the disruption operation described above, an indictment was unsealed in the District of New Jersey charging Russian nationals Artur Sungatov and Ivan Kondratyev, also known as Bassterlord, with deploying LockBit against numerous victims throughout the United States, including businesses nationwide in the manufacturing and other industries, as well as victims around the world in the semiconductor and other industries. Sungatov and Kondratyev remain at large.
    • In May 2023, two indictments were unsealed in Washington, D.C., and the District of New Jersey charging Mikhail Matveev, also known as Wazawaka, m1x, Boriselcin, and Uhodiransomwar, with using different ransomware variants, including LockBit, to attack numerous victims throughout the United States, including the Washington, D.C., Metropolitan Police Department. Matveev remains at large and is currently the subject of a reward of up to $10 million through the U.S. Department of State’s TOC Rewards Program, with information accepted through the FBI tip website at www.tips.fbi.gov/.

    Khoroshev, Matveev, Sungatov, and Kondratyev have also been designated for sanctions by the Department of the Treasury’s Office of Foreign Assets Control for their roles in launching cyberattacks.

    Victim Assistance

    LockBit victims are encouraged to contact the FBI and submit information at www.ic3.gov. As announced by the Department in February, law enforcement, through its disruption efforts, has developed decryption capabilities that may enable hundreds of victims around the world to restore systems encrypted using the LockBit ransomware variant. Submitting information at the IC3 site will enable law enforcement to determine whether affected systems can be successfully decrypted.

    LockBit victims are also encouraged to visit www.justice.gov/usao-nj/lockbit for case updates and information regarding their rights under U.S. law, including the right to submit victim impact statements and request restitution, in the criminal litigation against Panev, Astamirov, and Vasiliev.

    The FBI Newark Field Office, under the supervision of Acting Special Agent in Charge Nelson I. Delgado, is investigating the LockBit ransomware variant. Israel’s Office of the State Attorney, Department of International Affairs, and Israel National Police; France’s Gendarmerie Nationale Cyberspace Command, Paris Prosecution Office — Cyber Division, and judicial authorities at the Tribunal Judiciare of Paris; Europol; Eurojust; the United Kingdom’s National Crime Agency; Germany’s Landeskriminalamt Schleswig-Holstein, Bundeskriminalamt, and the Central Cybercrime Department North Rhine-Westphalia; Switzerland’s Federal Office of Justice, Public Prosecutor’s Office of the Canton of Zurich, and Zurich Cantonal Police; Spain’s Policia Nacional and Guardia Civil; Japan’s National Police Agency; Australian Federal Police; Sweden’s Polismyndighetens; Canada’s Royal Canadian Mounted Police; Politie Dienst Regionale Recherche Oost-Brabant of the Netherlands; and Finland’s National Bureau of Investigation have provided significant assistance and coordination in these matters and in the LockBit investigation generally.

    Assistant U.S. Attorneys Andrew M. Trombly, David E. Malagold, and Vinay Limbachia for the District of New Jersey and Trial Attorneys Debra Ireland and Jorge Gonzalez of the Criminal Division’s Computer Crime and Intellectual Property Section (CCIPS) are prosecuting the charges against Panev and the other previously charged LockBit defendants in the District of New Jersey.

    The Justice Department’s Cybercrime Liaison Prosecutor to Eurojust, Office of International Affairs, and National Security Division also provided significant assistance.

    The Marine Corps announces the passing of the 21st Assistant Commandant of the Marine Corps, General Thomas R. Morgan on December 6, 2024.

    General Morgan passed away peacefully in Fairfax Station, Virginia, after a distinguished career in the Marine Corps and a life dedicated to service.

    “General Morgan was a steadfast leader and a true embodiment of the Marine Corps ethos,” said Gen. Eric Smith, the 39th Commandant of the Marine Corps. “His legacy will live on through his impact on our Corps. We offer our condolences to his loved ones and will be forever appreciative of his service to our nation.”

    General Morgan was born on January 6, 1930, in Allentown, Pennsylvania. After graduating from Colgate University in 1952, he was commissioned a second lieutenant in the Marine Corps and embarked on a distinguished military career that spanned over 36 years. General Morgan served in various key leadership positions, culminating in his role as the Assistant Commandant of the Marine Corps from June 1986 until his retirement on July 1, 1988.

    Throughout his career, General Morgan made lasting contributions to the Marine Corps, including his leadership in multiple overseas assignments, his influence on aviation operations, and his strategic foresight in military planning. His service took him to locations around the world, including the Western Pacific, Vietnam, Europe, and Korea, and he was integral in shaping Marine Corps operations and doctrine.

    Upon retirement, General Morgan remained deeply involved with the military community and his family, with a strong commitment to supporting veterans and military organizations. His personal decorations include the Defense Superior Service Medal, Legion of Merit, and Bronze Star Medal, among others.

    We remain greatly appreciative of Angola’s mediation efforts and urge all parties to engage with the Luanda Process in good faith and deliver on their commitments.

    Second, we are concerned by the surge in violence since the 15 December.

    In this context, the UK is concerned by the presence of Rwanda Defence Forces in DRC, as reported by the Group of Experts.

    Members of IAM Local 1125 proudly joined their community recently to participate in the annual Wreaths Across America event in Alpine, California. This solemn and meaningful ceremony honors fallen veterans by placing wreaths on their graves, ensuring their sacrifices are remembered during the holiday season.

    The event took place in Alpine, California, where wreaths were laid in a moving tribute to the men and women who served in the armed forces. IAM members were among the volunteers who braved the crisp winter air to pay their respects and support the families of the fallen. Clad in IAM insignia, members demonstrated our union’s enduring commitment to patriotism and community engagement.

    Wreaths Across America is a national initiative that began in 1992 when Morrill Worcester, owner of Worcester Wreath Company, donated surplus wreaths to Arlington National Cemetery. Over the years, the program has grown to include ceremonies in all 50 states, with the mission to “Remember, Honor, and Teach.”

    The IAM’s involvement in this event reflects the organization’s core values of service and solidarity.

    “This is more than just laying wreaths,” said IAM Western Territory General Vice President Gary R. Allen. “It’s about coming together to honor those who gave everything for our freedom. Their legacy inspires us to continue fighting for justice and fairness for all. I commend Local 1125 for their dedication to our veterans. Their efforts motivate us all to give back to a community that selflessly gave so much for us.”

    The crowd observed a moment of silence, followed by the solemn placement of wreaths by volunteers, each taking a moment to say the name of the veteran aloud as a way to ensure their memory lives on.

    For IAM members, participating in Wreaths Across America is part of a broader effort to engage with their local communities and honor those who have shaped the nation’s history.

    “We’re proud to be here as both union members and citizens,” said IAM Western Territory Grand Lodge Representative and Air Force Veteran James “Jimbo” Watson. “Giving back to the community and paying tribute to our veterans is something we deeply believe in. I am greatly humbled and honored to have been able to participate.”

    As the holiday season continues, the memory of those who served and sacrificed lives on in the hearts of those who gathered in Alpine and across the nation. Through events like Wreaths Across America, the IAM and others are ensuring that the spirit of gratitude and remembrance remains alive for generations to come.

  • MIL-OSI Global: What next for Syria? The danger of violence in post-war transitions

    Images emerging from Syria over the past week have shown jubilation on the streets, as millions celebrate the end of 24 years of repression under Bashar al-Assad.

    It is rare for rebels to manage to tip the scales in their favour and win a war outright after such a long and protracted stalemate. But the obvious next question is: what comes next? Looking to the handful of similar examples, history suggests that new forms of violence could continue to threaten Syria’s political future.

    In Libya, an umbrella coalition of rebel forces known as the National Transition Council defeated Muammar Gaddafi’s government in 2011. Meanwhile, in South Sudan, victory against Omar al-Bashir came in the form of a successful referendum on independence that same year.

    Looking further back, in Idi Amin’s Uganda, an alliance was brokered by neighbouring Tanzania between two rival rebellions in 1979. Their joint military campaign ended in Amin’s defeat soon after.

    The immediate aftermath of rebel victory in each of these cases points to one common lesson. Where a fragmented coalition of armed groups finds itself in a political vacuum, more violence – not less – is probably on the horizon.

    Fragile and shifting coalitions

    The injustices of repressive regimes often motivate rebellion. They can also provide a common enemy that, especially when sensing a window of opportunity, makes it possible for rival armed groups to put aside their differences and work together towards a common cause.

    Subsequently, however, transition periods generate uncertainty over political futures. This can make it difficult for former allies to remain united.

    Many Libyan militias allied behind the National Transition Council during its uprising against Muammar Gaddafi. But they soon became violent rivals in competition over political influence in the transitional government being formed in Tripoli.

    In a vacuum of authority, these new forms of violence may look like local turf wars. But they are often attempts by faction leaders to position themselves advantageously as political spoils are up for grabs at the national level.

    Meanwhile, where dominant factions vie for national power in the presence of many smaller and more localised militias, these weaker factions may be prone to changing allegiances so as to end up on the winning side.

    Fighting in Libya throughout 2017 exhibited this kind of opportunistic flip-flopping. Local militias such as the Kiniyat Brigade changed their allegiances between the faction of former prime minister, Khalifa al-Ghawil, and a rival faction based in Tripoli claiming to represent the legitimate government of Libya.

    The conflict in South Sudan has long been described as ethnic in nature. The main rival leaders, Salva Kiir and Riek Machar, belonged to the country’s two largest ethnic groups, Dinka and Nuer. But this obscures a more complex and strategic constellation of alliances. Many of the groups that have fought against Kiir have also been ethnic Dinkas and vice versa, with loyalties shifting over time as either leader gains an advantage. Some of the most recent violence has been between forces loyal to Machar and a co-ethnic splinter faction known as Kitgwang, which opposes his leadership.

    Numerous reports from international observers and mediators have attested to the difficulty of brokering and maintaining a stable agreement on the terms of transition in these countries due to fluid and shifting coalitions.

    Armed groups in Syria have already shown such tendencies. The Military Operations Command, the coalition of Syrian opposition groups that brought down Assad’s regime, exists in name only. The dominant group, Hayat Tahrir al-Sham (HTS), is itself an amalgam of at least four separate militias, while previous coalitions backed by Turkey and the US have coalesced and fragmented over time.

    HTS leader Ahmed al-Sharaa has pledged that all rebel factions will “be disbanded and the fighters trained to join the ranks of the defence ministry”. But history suggests that a rival is likely to emerge from one of these blocs to challenge the legitimacy of HTS’s claim to lead the transition. This will introduce a new element of uncertainty for the smaller factions forced to choose a side.

    Looking ahead to elections

    Even where a stable transitional coalition can be upheld, peace may eventually be threatened by the outcome of a winner-takes-all election.

    Violence was avoided in post-Amin Uganda for as long as the two faction leaders who overthrew him held top positions in a transitional power-sharing government. But when elections produced a clear win for Milton Obote in 1980, his rival, Yoweri Museveni, relaunched his rebellion. Uganda’s so-called bush war would continue until 1986, when Museveni’s forces took the capital, Kampala, by force.

    Ethiopia’s post-war transition fared slightly better after victory for an allied rebel assault on the authoritarian Derg regime in 1991. Most of Ethiopia’s rebel factions had clear and distinct ethno-territorial bases and, as a result, the new constitution emerging from an inclusive national conference devolved power to ethnic regions in a federal system.

    This attempt to create a political stake for former rebels not wholly dependent on national election results may have succeeded had local or regional elections been held first. Ultimately, however, at least two rebellions returned to low-level violence throughout the 1990s, accusing the new government of marginalisation and attempts to undermine their electoral competitiveness.

    In any case, devolution appears unlikely in Syria. Aside from Kurdish separatists in the north-east, the country’s many militias have less clear linkages to specific demographic groups and often overlap in their areas of influence. And with HTS now calling for a unified state with no federal regions, the national-level political game will remain high stakes and prone to violent forms of contention.

  • MIL-OSI Security: USINDOPACOM Commander Travels to Cambodia

    PHNOM PENH, Cambodia — Adm. Samuel J. Paparo, commander of U.S. Indo-Pacific Command, traveled to Cambodia, Dec. 18, to strengthen and expand the U.S-Cambodia partnership as the two nations enter the 75th anniversary of bilateral relations.

    He met with senior government and military officials including Cambodian Prime Minister Hun Manet, Secretary of State for the Ministry of Defense Rath Dararoth, and Commander in Chief of the Royal Cambodian Armed Forces Gen. Vong Pisen.

    Paparo, joined by U.S. Chargé d’Affaires to Cambodia Bridgette L. Walker, discussed the recent visit of U.S. Secretary of Defense Lloyd J. Austin, where Austin highlighted confidence-building measures to strengthen U.S.-Cambodia relations and rebuild bilateral defense and security cooperation. They focused on relations being based on the principles of sovereignty, mutual respect and upholding the international rules-based order. Paparo also underscored U.S. commitment to ASEAN-centrality and expressed support for cooperation in the areas of international military education and training; peacekeeping operations; demining and unexploded ordnance removal; and medical medicine.

    Throughout his trip, Paparo expressed appreciation for the U.S.-Cambodian efforts, through the Defense POW/MIA Accounting Agency, to achieve the fullest possible accounting of all missing U.S. personnel in Cambodia and Southeast Asia.

    Paparo also visited the Independence-class littoral combat ship USS Savannah (LCS 28) at Sihanoukville Autonomous Port, where he engaged with Governor of Preah Sihanouk province Mang Sineth and the commander of Ream Naval Base Rear Adm. Mey Dina during a press event and ship tour. USS Savannah’s presence in Sihanoukville marks the first time in approximately eight years that a U.S. Navy ship has visited Cambodia, symbolizing the catalyst for expanding defense exchanges.

  • MIL-OSI Security: Nationwide Lawsuit Filed in Rhode Island Alleging CVS Knowingly Dispensed Controlled Substances in Violation of the Controlled Substances Act and the False Claims Act

    PROVIDENCE, RI – In a civil complaint unsealed today in federal court in Providence, Rhode Island, the Justice Department alleges that CVS Pharmacy, Inc., and various subsidiaries (collectively, CVS) filled unlawful prescriptions in violation of the Controlled Substances Act (CSA) and sought reimbursement from federal healthcare programs for some of the unlawful prescriptions in violation of the False Claims Act (FCA). CVS is the country’s largest pharmacy chain, with more than 9,000 pharmacies across the United States.

    The government’s complaint alleges that, from October 17, 2013, to the present, CVS knowingly filled prescriptions for controlled substances that lacked a legitimate medical purpose, were not valid, and/or were not issued in the usual course of professional practice. Among the large quantities of unlawful prescriptions that CVS allegedly filled were prescriptions for dangerous and excessive quantities of opioids, early fills of opioids, and “trinity” prescriptions, an especially dangerous and abused combination of drugs made up of an opioid, a benzodiazepine, and a muscle relaxant. CVS also allegedly filled large quantities of prescriptions for controlled substances written by prescribers it knew to be engaged in “pill mill practices” – that is, prescribers who issue large numbers of controlled substance prescriptions without any medical purpose. According to the complaint, CVS ignored substantial evidence from multiple sources, including its own pharmacists and internal data, indicating that its stores were dispensing unlawful prescriptions. 

    The complaint alleges that CVS’s violations resulted from corporate-mandated performance metrics, incentive compensation, and staffing policies that prioritized corporate profits over patient safety. CVS set staffing levels far too low for pharmacists to both meet their performance metrics and comply with their legal obligations. CVS also allegedly deprived its pharmacists of crucial information (including by, for example, preventing pharmacists from warning one another about certain prescribers) that could have reduced the number of unlawful prescriptions filled. The complaint alleges that CVS’s actions helped to fuel the prescription opioid crisis and that, in some particularly tragic instances, patients died after overdosing on opioids shortly after filling unlawful prescriptions at CVS.

    “Opioid deaths remain a scourge on communities across Rhode Island and the nation, robbing families of loved ones and leaving a path of devastation in their wake,” said Zachary A. Cunha, U.S. Attorney for the District of Rhode Island. “This lawsuit alleges that CVS failed to exercise its critical role as gatekeeper of dangerous prescription opioids and, instead, facilitated the illegal distribution of these highly addictive drugs, including by pill mill prescribers. When corporations such as CVS prize profits over patient safety and overburden their pharmacy staff so that they cannot carry out the basic responsibility of ensuring that prescriptions are legitimate, we will use every tool at our disposal to see that they answer for it.”

    “Our complaint alleges that CVS repeatedly filled controlled substance prescriptions that were unlawful and pressured its pharmacists to fill such prescriptions without taking the time needed to confirm their validity,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “The practices alleged contributed to the opioid crisis and opioid-related deaths, and today’s complaint seeks to hold CVS accountable for its misconduct.”

    The government alleges that by knowingly filling unlawful prescriptions for controlled substances, CVS violated the CSA and, where CVS sought reimbursement from federal healthcare programs, also violated the FCA. The complaint alleges that CVS’s actions helped to fuel the prescription opioid crisis. If CVS is found liable, it could face civil penalties for each unlawful prescription filled in violation of the CSA and treble damages and applicable penalties for each prescription reimbursed by federal healthcare programs in violation of the FCA. The court also may award injunctive relief to prevent CVS from committing further CSA violations, including ordering appropriate changes to corporate compliance programs and policies.

    “When lives are destroyed or lost to opioid abuse, it doesn’t matter if the supplier is a street-level dealer, a pill mill, or a nationwide corporation,” said Jessica D. Aber, U.S. Attorney for the Eastern District of Virginia. “Our laws regarding the distribution of opioids and other controlled substances are clear and apply to everyone. We will pursue whatever legal action is necessary to stop any enterprise, regardless of size, that places profit over the safety of our citizens.”

    “CVS is alleged to have dispensed large amounts of highly addictive opioid medications to persons they knew had no medical need for them. Simply put, they put profits over their obligation to keep their customers safe,” said DEA Administrator Anne Milgram. “A pharmacy is the final step in the pharmaceutical distribution process that is in place to keep customers safe. In the fight against the opioid epidemic, DEA will continue to be relentless in holding those accountable who violate our drug laws and place our communities in danger whether they are a criminal cartel or large pharmacy chain.”

    “Pharmacies and pharmacists are critical partners to ensure controlled substances are dispensed lawfully and safely to the public,” said Deputy Inspector General Christian J. Schrank of the Department of Health and Human Services Office of Inspector General (HHS-OIG). “HHS-OIG is committed to holding individuals and entities that dispense these controlled substances improperly and without legitimate medical purpose accountable.”

    “Protecting TRICARE, the healthcare system for military members and their dependents, is a top priority for the Department of Defense Office of Inspector General Defense Criminal Investigative Service (DCIS),” stated Special Agent in Charge Patrick J. Hegarty, DCIS Northeast Field Office. “Today’s filing demonstrates DCIS’ ongoing commitment to partner with the Department of Justice and our law enforcement partners to investigate health care providers that submit false claims to TRICARE and put its beneficiaries at risk.”

    Whistleblower Hillary Estright, who previously worked for CVS, filed an action on October 17, 2019, under the qui tam provisions of the FCA. Those provisions authorize private parties to sue on behalf of the United States for false claims and share in any recovery. The Act permits the United States to intervene and take over such lawsuits, as it has done here.

    The case is captioned United States ex rel. Estright v. Health Corporation, et al., No. 1:22-cv-222 (D.R.I.).

    The United States’ intervention in this matter underscores the government’s commitment to combating health care fraud. One of the most powerful tools in this effort is the False Claims Act. Tips and complaints from all sources about potential fraud, waste, abuse, and mismanagement can be reported to HHS, at 800-HHS-TIPS (800-447-8477).

    The United States’ enforcement action is being litigated by attorneys from the U.S. Attorneys’ Offices for the District of Rhode Island (First Assistant U.S. Attorney Sara M.   • MIL-OSI Security: Florida Man Sentenced for Health Care Fraud Violations

    BOSTON – A Florida man was sentenced today in federal court in Boston for a scheme to defraud insurance providers for physical therapy services that were not provided to patients.

    Jeffrey MacEachron, 60, a retired Air Force Colonel and former Inspector General at Hanscom Air Force Base, was sentenced by U.S. District Court Judge Indira Talwani to three months in prison, to be followed by 27 months of supervised release subject to home confinement. MacEachron was also ordered to pay $335,098 in restitution and a $5,500 fine. In July 2024, MacEachron pleaded guilty to an Information charging him with one count of health care fraud; aiding and abetting.

    MacEachron owned and managed PT4U, Inc., a business that operated physical therapy clinics in Bedford and Lexington, Mass. According to the charging documents, from 2013 through 2021, MacEachron caused insurance companies and TRICARE to reimburse PT4U for physical therapy services that were not actually performed. Specifically, MacEachron edited claim forms to add units of service beyond those actually performed and then submitted them to insurance companies and TRICARE for payment.

    –  having regard to the March 2021 EU toolbox of risk mitigating measures on the cybersecurity of 5G networks,

    –  having regard to the Communication from the Commission on Defence of Democracy (COM(2023)0630),

    –  having regard to the Commission proposal of 12 December 2023 for a Directive of the European Parliament and of the Council establishing harmonised requirements in the internal market on transparency of interest representation carried out on behalf of third countries and amending Directive (EU) 2019/1937 (COM(2023)0637),

    –  having regard to the Commission recommendations on inclusive and resilient electoral processes in the Union and enhancing the European nature and efficient conduct of the elections to the European Parliament (C(2023)8626) and on promoting the engagement and effective participation of citizens and civil society organisations in public policy-making processes (C(2023)8627),

    –  having regard to its resolution of 9 March 2022 on foreign interference in all democratic processes in the European Union, including disinformation(8) (INGE 1),

    –  having regard to its resolution of 1 June 2023 on foreign interference in all democratic processes in the European Union, including disinformation(9) (INGE2),

    –  having regard to its recommendation of 15 June 2023 to the Council and the Commission following the investigation of alleged contraventions and maladministration in the application of Union law in relation to the use of Pegasus and equivalent surveillance spyware(10),

    –  having regard to the report of 30 October 2024 entitled ‘Safer Together – Strengthening Europe’s Civilian and Military Preparedness and Readiness’, authored by Sauli Niinistö, former President of the Republic of Finland, in his capacity as Special Adviser to the President of the European Commission,

    –  having regard to Rule 213 of its Rules of Procedure,

    A.  whereas foreign interference constitutes a serious violation of the universal values and principles on which the Union is founded, such as human dignity, freedom, equality, solidarity, respect for human rights and fundamental freedoms, democracy and the rule of law; whereas evidence shows that malicious and authoritarian foreign state actors and malicious non-state actors are using information manipulation and other tactics to interfere in democratic processes in the Union; whereas such attacks mislead and deceive citizens and affect their voting behaviour, amplify divisive debates, divide, polarise, and exploit the vulnerabilities of societies, promote hate speech, worsen the situation of vulnerable groups which are more likely to become victims of disinformation, distort the integrity of democratic elections and referendums, cast suspicion on national governments, public authorities, the democratic order and the rule of law and have the goal of destabilising European democracy; whereas this has become a question of internal security and safety of Union society as a whole;

    B.  whereas a campaign of disinformation of an unparalleled malice and magnitude with the purpose of deceiving both domestic citizens and the international community of States as a whole has continuously been carried out by Russia for many years, with particular intensity since the eve of and during its war of aggression against Ukraine which started on 24 February 2022; whereas there is a need for continuous support and close cooperation with Ukraine and Moldova in that regard, but also the pro-European forces in Georgia and the countries of the Western Balkans, which all face strong Russian interference into their process of convergence with the Union, leveraging the possibilities of mutual exchange of information and best practices;

    C.  whereas attempts by state actors from third countries and malicious non-state actors to interfere in the functioning of democracy in the Union and its Member States, and put pressure on the values enshrined in Article 2 of the Treaty on European Union by means of malicious interference, are part of a wider disruptive trend experienced by democracies worldwide;

    D.  whereas malicious actors continue to seek to interfere in electoral processes and take advantage of the openness and pluralism of our societies, and to attack democratic processes and the resilience of the Union and its Member States;

    E.  whereas malign autocratic actors are increasingly conducting disinformation campaigns against the work of the Union delegations; whereas this is a clear attempt to hinder the Union’s strategic communication abroad;

    F.  whereas, before 8 October 2024, the EU and its Member States did not have a specific regime of sanctions relating to foreign interference and disinformation campaigns orchestrated by malicious state actors from third countries, meaning that such actors were in a position to safely assume that their destabilisation campaigns against the Union will face no consequences;

    G.  whereas there is a lack of a common definition and understanding of this phenomenon and many gaps and loopholes remain in current legislation and policies at Union and national level intended to detect, prevent and counter foreign interference;

    H.  whereas foreign interference, disinformation, and numerous attacks on and threats against democracy are expected to continue in ever-greater numbers and more sophisticated ways;

    I.  whereas Parliament’s previous recommendations to counter malign foreign interference operations in the democratic processes of the Union have contributed to an overall Union understanding and to a greater awareness of the issue;

    J.  whereas the hearings and work of the INGE 1 and INGE 2 special committees have contributed to public recognition and the contextualisation of these issues, and have successfully framed the Union debate on foreign interference in democratic processes and disinformation;

    K.  whereas there is a need for global, multilateral cooperation and support among like-minded partners, including between parliamentarians, in dealing with foreign malicious interference and disinformation; whereas democracies have developed advanced skills and counter-strategies in dealing with those threats and attacks;

    L.  whereas addressing foreign interference, disinformation and threats against democracy requires a multifaceted approach in order to foster critical thinking and media and information literacy, and promoting civic engagement and democracy education;

    M.  whereas hybrid threats and attacks may lead to full-scale and cross-sectoral crises with detrimental effects on safety and security, the well-being of citizens and the functioning of society and economy as a whole, constituting a key challenge to the Union’s internal affairs; whereas that new reality requires a more robust approach to Union crisis management and civilian and defence preparedness, building strategic foresight and anticipation and strengthening early warning, detection, analysis and operational coordination capabilities;

    1.  Decides to set up a special committee named ‘special committee on the European Democracy Shield’ and that it shall carry out, in cooperation and consultation with the competent standing committees where their powers and responsibilities under Annex VI of the Rules of Procedure are concerned, the following responsibilities:

       (a) to assess relevant existing and planned legislation and policies to further detect possible loopholes, gaps and overlaps that could be exploited for malicious interference in democratic processes, including as regards the following matters:
       (i) policies, legislative proposals and structures to be established under the European Democracy Shield, and already established under the European Democracy Action Plan, as well as relevant instruments under the Strategic Compass such as the EU Hybrid Toolbox;
       (ii) opportunities of cooperation among Union agencies and national authorities in the area of justice and home affairs, including for the purposes of information sharing, intelligence and advance detection mechanisms;
       (iii) policies and recommendations outlined in the report of 30 October 2024 entitled ‘Safer Together – Strengthening Europe’s Civilian and Military Preparedness and Readiness’;
       (iv) policies contributing to Union democratic processes, democratic resilience through situational awareness, media and information literacy, media pluralism and independent journalism, the promotion of civic engagement, education, critical thinking and citizens’ awareness and participation;
       (v) democratic resilience against home-grown hybrid threats and attacks and malign interference;
       (vi) interference using online platforms, in particular by evaluating, in-depth, the responsibility and effects that very large online platforms have on democracy and democratic processes in the Union;
       (vii) impact of interference on critical infrastructure and strategic sectors, including foreign investment and ownership of property located in the Union;
       (viii) hybrid threats and attacks, including but not limited to: cyberattacks including on military and non-military targets, human-made text and audiovisual content, as well as AI-generated content and ‘deepfakes’ used for the purpose of foreign interference and disinformation, interference in political institutions, economic influence or coercion, interference through global actors via elite capture, national diasporas, universities and cultural events, covert funding of political activities by malicious foreign actors and donors, foreign information manipulation and interference actions targeting Union action abroad and the exploitation of artificially created migration flows through an increased role of state actors;
       (ix) policies ensuring a high common level of cybersecurity across the Union and resilience against cyberattacks, where related to democratic processes;
       (x) the role of malicious state and non-state actors, their modus operandi and financing, as well as physical sabotage perpetrated by them;
       (xi) the impact of interference on the rights of minorities and other discriminated groups;
       (xii) deterrence, attribution and collective countermeasures, including sanctions;
       (xiii) neighbourhood and global cooperation, and multilateralism;
       (xiv) interference by Union-based actors both within the Union and in third countries;
       (xv) policies and measures to preserve the fairness and integrity of elections, and to strengthen democratic checks and balances;
       (b) to develop, in close cooperation with the competent standing committees, suggestions and proposals on how to further remedy these gaps in order to foster the Union’s resilience towards hybrid threats and attacks, including foreign information manipulation and interference, and on how to improve the Union’s legal and institutional framework;
       (c) to assess the activities of the Commission and the European External Action Service regarding the fight against foreign information manipulation and interference and hybrid threats and attacks;
       (d) to counter information campaigns and strategic communication of malign third countries, including those through domestic Union actors and organisations, that harm the goals of the Union and that are created to influence Union public opinion;
       (e) to follow up, where relevant, on the implementation of the reports of the INGE 1 and INGE 2 special committees;
       (f) to contribute to overall institutional resilience against foreign interference, hybrid threats, attacks and disinformation;
       (g) to maintain relations with other Union institutions and bodies, Member States authorities, other international organisations and interparliamentary assemblies, civil society as well as state and non-state partners in relevant third countries for matters falling under its responsibility, in order to reinforce Union action against hybrid threats and attacks and internal and foreign information manipulation and interference; to engage particularly with state and non-state partners in Ukraine and Moldova and the pro-European partners in Georgia as well as the countries from the Western Balkans; to counter manipulated narratives coming from Russia, given the critical and continuous danger Russia poses to the stability and security in the whole of the Union;

    2.  Decides that, whenever the special committee work includes the hearing of evidence of a confidential nature, testimonies involving personal data, or exchanges of views or hearings with authorities and bodies on confidential information, including scientific studies or parts thereof granted confidentiality status under Article 63 of Regulation (EC) No 1107/2009 of the European Parliament and of the Council(11), the meetings shall be held in camera; decides further that witnesses and experts shall have the right to make a statement or provide testimony in camera;

    3.  Decides that the list of people invited to public meetings, the list of those who attend them and the minutes of such meetings, shall be made public;

    4.  Decides that confidential documents that have been received by the special committee shall be assessed in accordance with the procedure set out in Rule 227 of its Rules of Procedure, decides further that such information shall be used exclusively for the purposes of drawing up the final report of the special committee;

    5.  Decides that the special committee shall have 33 members;

    6.  Decides that the term of office of the special committee shall be 12 months and that that term of office shall start running from the date of its constituent meeting;

    7.  Decides that the special committee may present to Parliament a mid-term report; decides further that it shall present to Parliament at the latest during the part-session of January 2026 a final report focusing on the matters set out in paragraph 1 and containing factual findings and recommendations concerning the measures and initiatives to be taken, without prejudice to the competences of the standing committees in accordance with Annex VI to its Rules of Procedure; stresses that the recommendations of the special committee shall be taken into consideration by the competent standing committees in their work.

  • MIL-OSI Europe: Text adopted – Amendment of Annex VI – Powers and responsibilities of the standing committees – P10_TA(2024)0064 – Wednesday, 18 December 2024 – Strasbourg

    The European Parliament,

    –  having regard to the proposal from the Conference of Presidents,

    –  having regard to its decision of 15 January 2014 on the powers and responsibilities of the standing committees(1),

    –  having regard to Rules 212, 218 and 219 of its Rules of Procedure,

    1.  Decides to set up a standing committee on Security and Defence and that the subcommittee on Security and Defence shall cease to exist; decides that the responsibilities of the committee on Foreign Affairs shall be amended accordingly;

    2.  Decides that the standing committee on Security and Defence shall be responsible for EU security and EU defence integration and cooperation including the issues related to the European Defence Agency, the permanent structured cooperation, the scrutiny of the common security and defence policy (CSDP), European Defence Industry and European defence industry funding where it contributes to the objectives of CSDP and related defence-exclusive measures of the European Union;

    3.  Decides to set up a standing committee on Public Health and that the subcommittee on Public Health shall cease to exist; decides that the name and the responsibilities of the committee on the Environment, Public Health and Food Safety shall be amended accordingly;

    4.  Decides that Annex VI to its Rules of Procedure is amended as follows:

    (1)  in Part I, paragraph 1, point 1 is replaced by the following:”‘1. the common foreign and security policy (CFSP);’”

    (2)  the following Part is inserted:”‘Ia. Committee on Security and Defence

    Committee responsible for the promotion, implementation and monitoring of the common security and defence policy (CSDP) and related defence-exclusive measures of the Union as envisaged in Article 42(2) of the Treaty on European Union, including:

       1. the developments threatening the territorial integrity of the Union and its Member States and the security of Union citizens;
       2. the capabilities and assets for civilian and military CSDP missions outside the Union, complementary measures under the European Peace Facility (EPF) as well as other budget lines and financial instruments directly supporting or contributing to the CSDP framework;
       3. the implementation and regular review of strategic defence decisions and policies;
       4. the progressive framing of a common Union defence policy leading to a Common Defence Union and the alignment of CSDP instruments with other Union financial instruments, legislation and policies;
       5. the capabilities to monitor and counter hybrid threats from outside the Union – including foreign information manipulation and interference (FIMI), cyber-defence, and related issues such as the protection of space assets, and the security of defence related critical infrastructure – within the limits of the CSDP and related defence-exclusive measures of the Union;
       6. the defence capabilities, preparedness and resilience of the Union and its Member States, including defence-specific research, development and innovation, joint production and life-cycle management;
       7. the measures, activities and instruments related to Union defence industrial integration and cooperation in pursuit of a single market for defence;
       8. the military mobility infrastructure relevant to the defence readiness of the Union and its Member States and the capacities to protect that infrastructure from foreign threats, except in relation to TEN-T-related projects and dual-use transport infrastructure, where, when appropriate, advice shall be provided to the responsible Committee on Transport and Tourism;
       9. the parliamentary oversight of defence-specific institutional Union structures and agencies, in particular:

       the Directorate-General of the EU Military Staff,
       the European Security and Defence College,
       the European Defence Agency (EDA),
       the Permanent Structured Cooperation (PESCO),
       the EU Satellite Centre within the limits of the CSDP and in establishing the European Defence Union, and
       the European External Action Service CSDP structure;
       10. initiatives, programmes and policies insofar as they aim to strengthen the European defence technological and industrial base and consolidate defence industrial cooperation aimed for exclusively military use by Member States and relevant Union capacities;
       11. defence-specific international agreements, depending on their content and scope, on security and defence, the external dimension of counter-terrorism, cyber defence, arms exports and control, disarmament and non-proliferation;
       12. relations with the Union’s security and defence partners, including NATO, the UN Department of Peace Operations, the Organization for Security and Co-operation in Europe (OSCE), and other international organisations, and with inter-parliamentary bodies for matters falling under the responsibility of the Committee on Security and Defence;
       13. political oversight and coordination with the work of the delegation for relations with the NATO Parliamentary Assembly and the possible future delegations with competences in the field of security and defence;
       14. multilateral frameworks for security, arms exports and control and non-proliferation issues, the external dimension of counter-terrorism, good practices to improve the effectiveness of security and defence, and the Union legal and institutional developments in those fields within the limits of the CSDP and related defence-exclusive measures of the Union;
       15. joint consultations, meetings and conferences on a regular basis to exchange information with the Council, the European External Action Service, and the Commission within the remit of the competences of the Committee on Security and Defence.’

    (3)  Part VIII is replaced by the following:”‘VIII. Committee on the Environment, Climate and Food Safety

    Committee responsible for:

       1. environmental and climate policy and protection measures, in particular concerning:

       (a) climate change, adaptation, resilience and preparedness,
       (b) environmental policy for the protection of public health,
       (c) air, soil and water pollution, waste management and recycling, noise levels and the protection of biodiversity,
       (d) chemicals, dangerous substances and preparations, pesticides and maximum residue levels, and cosmetics,
       (e) sustainable development,
       (f) international and regional measures and agreements aimed at protecting the environment,
       (g) restoration of environmental damage,
       (h) civil protection,
       (i) the European Environment Agency and the European Chemicals Agency;
       2. food safety issues, including in particular:

       (a) the labelling and safety of foodstuffs,
       (b) veterinary legislation concerning protection against risks to human health; public health checks on foodstuffs and food production systems,
       (c) the European Food Safety Authority and the Commission’s Directorate for Health and Food Audits and Analysis.’

    (4)  the following Part is inserted:”‘VIIIa. Committee on Public Health

    Committee responsible for public health matters related to:

       1. pharmaceuticals and medical devices;
       2. programmes and specific actions in the field of public health;
       3. health crisis preparedness and response;
       4. mental health and patients’ rights;
       5. health aspects of bioterrorism;
       6. the European Medicines Agency and the European Centre for Disease Prevention and Control;
       7. relations with the World Health Organization concerning the above matters.’

    5.  Decides that the standing committee on Security and Defence shall have 43 members and that the standing committee on Public Health shall have 43 members;

    6.  Decides that the standing committee on Security and Defence committee shall cooperate with other committees, guided by the principle of good and sincere cooperation, notably with the Committee on Foreign Affairs;

    7.  Decides, with reference to the decisions of the Conference of Presidents of 30 June 2019 and 9 January 2020 relating to the composition of committee and subcommittee bureaux, that the bureaux of the standing committee on Security and Defence and of the standing committee on Public Health may each consist of up to four vice-chairs;

    8.  Decides that this decision will enter into force on the first day of the next part-session;

    9.  Instructs its President to forward this decision to the Council and the Commission, for information.

  • MIL-OSI Asia-Pac: YARD 12707 (SURAT) AND YARD 12651 (NILGIRI) DELIVERED TO INDIAN NAVY

    In a historic milestone for the country’s Aatmanirbharta, journey, two warships, a destroyer (Surat) and a frigate (Nilgiri) were delivered to the Indian Navy on 20 Dec 24. The ships have been designed and constructed indigenously by the Warship Design Bureau of Indian Navy and M/s MDL, respectively. This is in keeping with the thrust, given by Government of India and the Indian Navy, on nation building through self-reliance. Simultaneous induction of two state-of-the-art men of war will significantly enhance the operational capabilities and combat readiness of the Indian Navy.

    Yard 12707 (Surat), the fourth and final Project 15B stealth guided missile destroyer, follows in the wake of her predecessors IN Ships VisakhapatnamMormugao and Imphal commissioned in the past three years. The delivery of Surat culminates the iconic indigenous destroyer building project of the Indian Navy, which began with the Project 15 (three Delhi class, 1997-2001), followed by Project 15A (three Kolkata class, 2014-2016) and Project 15B (four Visakhapatnam class, 2021-2024). Being a guided missile destroyer with a displacement of 7,400 tons and an overall length of 164 metersSurat is a potent and versatile platform equipped with state-of-the-art weapons and sensors, including surface-to-air missiles, anti-ship missiles and torpedoes. Powered by a Combined Gas and Gas (COGAG) propulsion set, comprising four gas turbines, she has achieved speeds in excess of 30 knots (56 km/h) during her sea trials. It is also poised to be IN’s first Al enabled warship utilising indigenously developed Al solutions which would enhance its operational efficiency manifolds.

    Yard 12651 (Nilgiri), the first Project 17A stealth frigate is a follow-on of the Shivalik class (Project 17) frigates active in service. Nilgiri is first among the seven P17A frigates under construction and MDL, Mumbai and GRSE, Kolkata. These multi-mission frigates are capable of operating in a ‘blue water’ environment dealing with both conventional and non-conventional threats in the area of India’s Maritime Interests. The newly designed ships are also being built using ‘Integrated Construction’ philosophy, which involves extensive pre-outfitting at the Block stages to reduce the overall build periods. The ships are powered by two Combined Diesel or Gas (CODOG) main propulsion plants, each comprising a Diesel Engine and Gas Turbine, driving a Controllable Pitch Propeller (CPP). The ships also have state- of-the-art Integrated Platform Management System (IPMS). The ships are fitted with supersonic surface-to-surface missile system, Medium Range Surface-to-Air Missiles system, 76 mm Upgraded Gun, and a combination of rapid-fire close-in weapon systems.

    The delivery of the vessels showcases the nation’s design, ship construction, engineering prowess and industrial know-how. The delivery also reinforces IN’s unrelenting focus on Aatmanirbharta in both ship design and shipbuilding. In keeping with the current thrust on nation building through self-reliance the vessels have 75% indigenisation content with orders on a myriad of indigenous firms including MSMEs (more than 200 in each shipyard). The projects have boosted self-reliance, economic development, employment generation, growth of MSMEs and ancillary ecosystem in the country.

    The warships are fitted with major weapons and sensors sourced from indigenous OEMs, viz M/s BAPL, L&T, MTPF, M/s BEL, BHEL, Mahindra etc

    Surat’s keel was laid on 07 Nov 19 and was launched on 17 May 22. The ship has been delivered to the Indian Navy in 31 months from launch to delivery, making her the fastest indigenous destroyer ever built. The ship had commenced her Contractor Sea Trials on 15 Jun 24 and completed her Final Machinery Trials on 25 Nov 24, within an unprecedented record time of just six months.

    Nilgiri’s keel was laid on 28 Dec 17 and the ship was launched into water on 28 Sep 19. The ship had sailed out for her maiden sea trials in Aug 24 and ever since, has undergone a comprehensive schedule of trials in harbour and at sea, leading up to its delivery now.

    The balance six ships of the class are at various stages of construction at MDL, Mumbai and GRSE, Kolkata. These ships are expected to be delivered to IN in 2025 and 2026.

    The President of India Smt. Droupadi Murmu awarded the President’s Colours to the College of Defence Management (CDM), Secunderabad on 20 December 2024, marking a historic milestone in the journey of the institute. The premier defence institute is dedicated to shaping senior leadership of the Indian Armed Forces. The presentation of President’s Colours, the highest award to any defence institution, acknowledges the college’s outstanding contributions to professional military education.

     The President of India also released the ‘Special Day Cover’ along with a commemorative medallion during the award ceremony. A revised peer reviewed compilation of the strategic guidance drawn from the ancient Indian Knowledge System from 1st Century BCE to 7th Century CE tilted ‘Pearls of Ancient Indian Wisdom’ was also released by the President.

    In her address, President Smt. Droupadi Murmu emphasised the significant contributions made by the College of Defence Management (CDM) since its establishment in 1970.

    The President complimented the college’s enduring legacy and its dedication to providing officers with the skills to effectively manage complex military operations, logistics, and resources while embracing new-age technologies and strategies.

    The President emphasised upon the need to be adaptive towards absorption of emerging and disruptive technologies and lauded the role that CDM is playing in preparing the future strategic leadership towards imbibing the same.

    The President inaugurated the monumental national flag at CDM, marking a significant moment in the institution’s history. The flag, symbolizing India’s strength, unity, and sovereignty, stands as a powerful reminder of the CDM’s commitment to excellence in defence education.

    Since its establishment in 1970, CDM Secunderabad has trained officers of the Indian Army, Navy, and Air Force, equipping them with the managerial, leadership, and strategic expertise necessary to meet the challenges of modern warfare. With its evolving curriculum and global partnerships, CDM remains a cornerstone of India’s professional military education system.

    The European Union’s external relations topped the agenda for the December 2024 plenary session, with several debates on statements by the High Representative for Foreign Affairs and Security Policy, and Vice-President of the European Commission, Kaja Kallas, attending the plenary for the first time in her new capacity. These included the toppling of the Syrian regime and its consequences; Russia’s disinformation activities and fraudulent justification of its war against Ukraine; the use of rape as a weapon of war (e.g. in the Democratic Republic of Congo and Sudan). The day after Kallas’s remarks on the crackdown on peaceful pro-European demonstrators in Georgia, Salome Zourabichvili, President of Georgia, addressed Members in a formal sitting. Other debates on Commission statements covered, inter alia: the situation in Mayotte following the recent devastating cyclone; a European innovation act; harassment and cyber-violence against female politicians in EU candidate and neighbouring countries; a shared vision for sustainable European tourism; promoting social dialogue and the right to strike; tackling abusive subcontracting; the need to ensure swift action and transparency on public-sector corruption allegations; urgent EU action to preserve nature and biodiversity; and the Commission’s plans to revise outstanding proposals on animal welfare in its 2025 work plan. Members also debated ahead of the European Council meeting of 19 December 2024 and set out their expectations ahead of the EU-Western Balkans Summit that took place the previous day. Parliament created two new standing committees, upgrading the former sub-committees on Public Health, and on Security and Defence; and set up two special committees: on the European Democracy Shield, and the Housing Crisis.

  • MIL-OSI USA: NASA’s Webb Reveals Smallest Asteroids Yet Found in Main Asteroid Belt

    NASA’s powerful James Webb Space Telescope includes asteroids on its list of objects studied and secrets revealed. 
    A team led by researchers at the Massachusetts Institute of Technology (MIT) in Cambridge repurposed Webb’s observations of a distant star to reveal a population of small asteroids — smaller than astronomers had ever detected orbiting the Sun in the main asteroid belt between Mars and Jupiter.
    The 138 new asteroids range from the size of a bus to the size of a stadium — a size range in the main belt that has not been observable with ground-based telescopes. Knowing how many main belt asteroids are in different size ranges can tell us something about how asteroids have been changed over time by collisions. That process is related to how some of them have escaped the main belt over the solar system’s history, and even how meteorites end up on Earth.  
    “We now understand more about how small objects in the asteroid belt are formed and how many there could be,” said Tom Greene, an astrophysicist at NASA’s Ames Research Center in California’s Silicon Valley and co-author on the paper presenting the results. “Asteroids this size likely formed from collisions between larger ones in the main belt and are likely to drift towards the vicinity of Earth and the Sun.”
    Insights from this research could inform the work of the Asteroid Threat Assessment Project at Ames. ATAP works across disciplines to support NASA’s Planetary Defense Coordination Office by studying what would happen in the case of an Earth impact and modeling the associated risks. 
    “It’s exciting that Webb’s capabilities can be used to glean insights into asteroids,” said Jessie Dotson, an astrophysicist at Ames and member of ATAP. “Understanding the sizes, numbers, and evolutionary history of smaller main belt asteroids provides important background about the near-Earth asteroids we study for planetary defense.”

    The team that made the asteroid detections, led by research scientist Artem Burdanov and professor of planetary science Julien de Wit, both of MIT, developed a method to analyze existing Webb images for the presence of asteroids that may have been inadvertently “caught on film” as they passed in front of the telescope. Using the new image processing technique, they studied more than 10,000 images of the star TRAPPIST-1, originally taken to search for atmospheres around planets orbiting the star, in the search for life beyond Earth. 
    Asteroids shine more brightly in infrared light, the wavelength Webb is tuned to detect, than in visible light, helping reveal the population of main belt asteroids that had gone unnoticed until now. NASA will also take advantage of that infrared glow with an upcoming mission, the Near-Earth Object (NEO) Surveyor. NEO Surveyor is the first space telescope specifically designed to hunt for near-Earth asteroids and comets that may be potential hazards to Earth.
    The paper presenting this research, “Detections of decameter main-belt asteroids with JWST,” was published Dec. 9 in Nature.

  • MIL-OSI United Nations: Security Council Renews Mandate of Stabilization Mission in Democratic Republic of Congo, Unanimously Adopting Resolution 2765 (2024)

    The Security Council today extended for one year the mandate of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), expressing grave concern over the ongoing offensive by the 23 March Movement (M23) in North Kivu, in violation of the ceasefire, and the unauthorized presence of external forces from a neighbouring State in the eastern part of the country.

    Unanimously adopting resolution 2765 (2024) (to be issued as document S/RES/2765 (2024)), the Council — acting under Chapter VII of the Charter of the United Nations — decided that the new mandate expires on 20 December 2025.  The mandate includes, on an exceptional basis and without precedent to peacekeeping’s basic principles, its Force Intervention Brigade.

    The draft further decided that MONUSCO’s authorized troop ceiling will comprise 11,500 military personnel, 600 military observers and staff officers, 443 police personnel and 1,270 personnel of formed police units.

    The text also decided to retain the Mission’s key strategic priorities — protecting civilians, supporting the stabilization and strengthening of State institutions and key governance and security reforms. In this regard, it authorized MONUSCO to use “all means at its disposal … to promptly and effectively prevent armed groups’ attacks against civilians”.

    By its other terms, the text requested the Secretary-General — in his quarterly reports on MONUSCO — to provide updates on progress towards the implementation of its gradual, responsible and sustainable withdrawal to evaluate the Mission’s performance, including its Force Intervention Brigade, and provide operational assessments and recommendations.

    Furthermore, the text requested a tailored approach to MONUSCO’s gradual, responsible and sustainable withdrawal, considering evolving conflict dynamics and protection risks in hotspot areas across North Kivu and Ituri Provinces.  It requested that this strategy be shared with the Council by 31 March 2025.

    “Today’s adoption can be a moment that will significantly change the trajectory of the situation in the Democratic Republic of the Congo towards the peaceful resolution of the conflict,” said the representative of Sierra Leone, a co-penholder of the draft.  He supported Kinshasa’s efforts to protect civilians and stabilize and strengthen State institutions.  However, he cautioned that M23’s territorial expansion remains deeply concerning, demanding that it end its offensive and cease its expansion in the east of the country without delay.

    France’s delegate, noting that the text reaffirms that protection of civilians will be a priority task for MONUSCO, said the Mission will also continue its disengagement.  Condemning all obstacles to the implementation of its mandate — including the territorial expansion of M23 — he reaffirmed support for the Luanda process and urged all stakeholders to continue negotiations.

    After the vote, Mozambique’s delegate, speaking also for Algeria, Guyana and Sierra Leone, stressed that the resolution arrives “at a pivotal moment” for the Democratic Republic of the Congo and the region.  Highlighting MONUSCO’s efforts to support Kinshasa in addressing the deteriorating security and humanitarian situation in the eastern part of the country, he underscored that effective implementation of its mandate remains crucial to the stability of the country and the protection of civilians.  Effective collaboration with the Government of the Democratic Republic of the Congo is vital, particularly in planning the next steps for the Mission’s drawdown and consolidating the drawdown in South Kivu.

    At the national level, he underlined the critical importance of revitalizing the Nairobi process in sustainably addressing the issue of local armed groups.  Simultaneously, the establishment of a robust State presence in the eastern regions is vital in ensuring a well-equipped State apparatus capable of administering the territory and countering all threats against civilians.  He also highlighted the critical contributions of the African Union in addressing the protracted conflict in the eastern part of the country as well as Angola’s leadership and mediation efforts.  While national and regional efforts are vital, he called on the Security Council to continue playing a constructive role in achieving a peaceful conflict settlement.

    China’s delegate, noting that the peace process in the Democratic Republic of the Congo is at a critical juncture, commended Angola’s efforts to promote the Luanda process.  He further voiced support for Kinshasa in safeguarding its national sovereignty, independence and territorial integrity, adding that the UN should fully respect the views and demands of its Government and ensure that the withdrawal of MONUSCO does not create a security vacuum.

    Meanwhile, the United Kingdom’s delegate expressed disappointment that the Luanda process Heads of State summit was postponed and urged all parties to engage with the process in good faith.  Also expressing concern about the surge in violence since 15 December, including the presence of Rwanda Defence Forces in the Democratic Republic of the Congo, he called on parties to the conflict to refrain from obstructing the Mission’s operations.

    “While we fully support the extension of MONUSCO’s mandate”, the representative of the United States said, “we remain dismayed that some members of the Council resisted the inclusion of language factually describing Rwanda’s role in [the eastern part of the country],” especially in the face of “extensive evidence” of Rwanda’s deployment of troops in the Democratic Republic of the Congo and its influence over M23 operations.  She also expressed disappointment that Rwanda’s President declined to attend the tripartite summit, “forfeiting a significant opportunity to advance peace efforts”.  Highlighting the ceasefire agreement between the Democratic Republic of the Congo and Rwanda and the establishment of the verification mechanism to monitor the ceasefire, she added:  “We must not lose sight of how far we have come.”
