  • MIL-OSI Security: Man Who Murdered Fellow Soldier on Military Base in Germany Sentenced to Prison

    A former U.S. soldier was sentenced today to 30 years in prison for the murder of a pregnant, 19-year-old fellow soldier on a U.S. Army base in Germany over 22 years ago.

    On May 7, a jury in Pensacola, Florida, found Shannon L. Wilkerson, 44, guilty of second-degree murder in the death of Amanda Gonzales.

    According to court documents, Wilkerson beat and strangled Amanda Gonzales to death on Nov. 3, 2001, in her barracks room at Fliegerhorst Kaserne, then a U.S. Army base in Hanau, Germany. Evidence introduced at trial indicated that Wilkerson feared he was the father of Gonzales’ unborn child and that her pregnancy would interfere with his military career and his marriage to another soldier on the base. Wilkerson was a member of the U.S. Armed Forces at the time of the offense but was later discharged.

    “Shannon Wilkerson brutally murdered Amanda Gonzales, a fellow soldier who Wilkerson knew was pregnant at the time,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “While nothing we can do will reunite Amanda with her family, we hope today’s sentencing brings some measure of closure and comfort to Amanda’s loved ones. I am proud of the dedicated and hardworking members of the Criminal Division and our law enforcement partners, who are committed to pursuing justice for victims of violent crime, no matter how challenging that pursuit may be.”

    “The murder of Amanda Gonzales and her unborn child was a horrific act of violence,” said U.S. Attorney Jason R. Coody for the Northern District of Florida. “This decades-long investigation and resulting prosecution demonstrate the unwavering resolve of our law enforcement partners and their commitment to obtain justice for the victims and their family. The defendant took the life of a 19-year-old woman serving her country far from home — knowing that he was killing her unborn child. The sentence acknowledges the brutal, selfish nature of his crime and imposes just punishment.”

    “Justice for victims is not just a promise, it’s a commitment, no matter how long it takes,” said Assistant Director Chad Yarbrough of the FBI Criminal Investigative Division. “This sentencing comes just as Amanda Gonzales’ family will mark 23 years since she and her unborn child were brutally murdered by Shannon Wilkerson on Nov. 3, 2001. While no amount of prison time will bring the young Army solider back, we hope this will close another chapter in the Gonzales family’s grieving process.”

    The FBI New York and Jacksonville Field Offices investigated this case, with assistance from the Army Criminal Investigative Division, which originally investigated the case.

    Trial Attorney Patrick Jasperse of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorney David L. Goldberg for the Northern District of Florida prosecuted the case.

    LAHAINA, Hawaiʻi – FEMA is working to return individuals and families occupying Direct Lease units outside of West Maui back to the Lahaina area. To further expand housing options in West Maui for wildfire survivors, FEMA is working with Maui County and Lahaina property owners to place Alternative Transportable Temporary Housing Units on secondary private properties. These properties will house individuals and families who were displaced by the August 2023 wildfires.FEMA is seeking to lease vacant lots from property owners who do not intend to rebuild on them within the next two to three years. The property will be assessed for use by the U.S. Army Corps of Engineers and reviewed by FEMA. Properties must meet lot size requirements and be outside of the high hazard coastal floodplain. If the property meets all requirements, FEMA may lease the vacant land to place temporary housing for wildfire survivors. The property must allow for the placement of two or more temporary units. Properties must be within the West Maui area.Alternative Transportable Temporary Housing Units are prefabricated, furnished one-, two-, or three-bedroom units and will meet all county, state, and federal requirements. FEMA will determine the number of units on the property and the placement of survivors. To install temporary housing on secondary private property, the property owner must verify ownership and give FEMA right-of-entry permissions. Right-of-entry permissions allow FEMA to safely deliver, install and remove the unit, and ensure it meets local zoning requirements. The site must also be properly cleared of debris and other obstacles for the placement of units. Properties with established utilities (such as potable water and electric) in the impact zone of Lahaina are preferred; however, FEMA will also consider other properties.     WASHINGTON – FEMA Administrator Deanne Criswell traveled to South Carolina to meet with local and state officials today and check-in on long-term recovery efforts. She surveyed areas affected by Hurricane Helene in Aiken, South Carolina.  Criswell, who is directing the federal response to Helene, visited a Disaster Recovery Center in Aiken and met with survivors. There are nearly 60 centers open across states affected by Helene and Milton where survivors can speak with representatives from states, FEMA and the U.S. Small Business Administration that can assist them with their recovery.  Survivors can find their closest center at FEMA.gov/DRC. So far, FEMA has approved more than $1 billion in assistance for individuals and families affected by hurricanes Helene and Milton to help pay for housing repairs, personal property replacement, and other recovery efforts.   • MIL-Evening Report: Prabowo takes power as Indonesian military set up new battalions – what now for West Papuans?

    In the lead up to the inauguration of President Prabowo Subianto last Sunday, Indonesia established five “Vulnerable Area Buffer Infantry Battalions” in key regions across West Papua — a move described by Indonesian Army Chief-of-Staff Maruli Simanjuntak as a “strategic initiative” by the new leader.

    The battalions are based in the Keerom, Sarmi, Boven Digoel, Merauke and Sorong regencies, and their aim is to “enhance security” in Papua, and also to strengthen Indonesia’s military presence in response to long-standing unrest and conflict, partly related to independence movements and local resistance.

    According to Armed Forces chief General Agus Subiyanto, “the main goal of the new battalions is to assist the government in accelerating development and improving the prosperity of the Papuan people”.

    However, this raises concerns about further militarisation and repression of a region already plagued by long-running violence and human rights abuses in the context of the movement for a free and independent West Papua.

    Thousands of Indonesian soldiers have been stationed in areas impacted by violence, including Star Mountain, Nduga, Yahukimo, Maybrat, Intan Jaya, Puncak and Puncak Jaya.

    As a result, the situation in West Papua is becoming increasingly difficult for indigenous people.

    Extrajudicial killings in Papua go unreported or are only vaguely known about internationally. Those who are aware of these either disregard them or accept them as an “unavoidable consequence” of civil unrest in what Indonesia refers to as its most eastern provinces — the “troubled regions”.

    Why do the United Nations, Pacific Islands Forum (PIF) and the international community stay silent?

    While the Indonesian government frames this move as a strategy to enhance security and promote development, it risks exacerbating long-standing tensions in a region with deep-seated conflicts over autonomy and independence and the impacts of extractive industries and agribusiness on West Papuan people and their environment.

    Exploitative land theft
    The Centre for Climate Crime and Climate Justice, in collaboration with various international and Indonesian human and environmental rights organisations, presented testimony at the public hearings of the Permanent Peoples’ Tribunal (PPT) at Queen Mary University of London, in June.

    The tribunal heard testimonies relating to a range of violations by Indonesia. A key issue, highlighted was the theft of indigenous Papuan land by the Indonesian government and foreign corporations in connection to extractive industries such as mining, logging and palm oil plantations.

    The appropriation of traditional lands without the consent of the Papuan people violates their right to land and self-determination, leading to environmental degradation, loss of livelihood, and displacement of Indigenous communities.

    The tribunal’s judgment underscores how the influx of non-Papuan settlers and the Indonesian government’s policies have led to the marginalisation of Papuan culture and identity. The demographic shift due to transmigration programmes has significantly reduced the proportion of Indigenous Papuans in their own land.

    Moreover, a rise in militarisation in West Papua has often led to heightened repression, with potential human rights violations, forced displacement and further marginalisation of the indigenous communities.

    The decision to station additional military forces in West Papua, especially in conflict-prone areas like Nduga, Yahukimo and Intan Jaya, reflects a continuation of Indonesia’s militarised approach to governance in the region.

    Security pact
    The Indonesia-Papua New Guinea Defence Cooperation Agreement (DCA) was signed by the two countries in 2010 but only came into effect this year after the PNG Parliament ratified it in late February.

    Indonesia ratified the pact in 2012.

    As reported by Asia Pacific Report, PNG’s Foreign Minister Justin Tkatchenko and Indonesia’s ambassador to PNG, Andriana Supandy, said the DCA enabled an enhancement of military operations between the two countries, with a specific focus on strengthening patrols along the PNG-West Papua border.

    This will have a significant impact on civilian communities in the areas of conflict and along the border. Indigenous people in particular, are facing the threat of military takeovers of their lands and traditional border lines.

    Under the DCA, the joint militaries plan to employ technology, including military drones, to monitor and manage local residents’ every move along the border.

    Human rights
    Prabowo, Defence Minister prior to being elected President, has a controversial track record on human rights — especially in the 1990s, during Indonesia’s occupation of East Timor.

    His involvement in military operations in West Papua adds to fears that the new battalions may be used for oppressive measures, including crackdowns on dissent and pro-independence movements.

    As indigenous communities continue to be marginalised, their calls for self-determination and independence may grow louder, risking further conflict in the region.

    Without substantial changes in the Indonesian government’s approach to West Papua, including addressing human rights abuses and engaging in meaningful dialogue with indigenous leaders, the future of West Papuans remains uncertain and fraught with challenges.

    With ongoing military operations often accused of targeting indigenous populations, the likelihood of further human rights violations, such as extrajudicial killings, arbitrary detentions, and forced displacement, remains high.

    Displacement
    Military operations in West Papua frequently result in the displacement of indigenous Papuans, as they flee conflict zones.

    The presence of more battalions could drive more communities from their homes, deepening the humanitarian crisis in the region. Indigenous peoples, who rely on their land for survival, face disruption of their traditional livelihoods and rising poverty.

    The Indonesian government launched the Damai Cartenz military operation on April 5, 2018, and it is still in place in the conflict zones of Yahukimo, Pegunungan Bintang, Nduga and Intan Jaya.

    Since then, according to a September 24 Human Rights Monitor update, more than 79,867 West Papuans remain internally displaced.

    The displacement, killings, shootings, abuses, tortures and deaths are merely the tip of the iceberg of what truly occurs within the tightly-controlled military operational zones across West Papua, according to Benny Wenda, a UK-based leader of the United Liberation Movement of West Papua (ULMWP).

    The international community, particularly the United Nations and the Pacific Islands Forum have been criticised for remaining largely silent on the matter. Responding to the August 31 PIF communique reaffirming its 2019 call for the UN High Commissioner for Human Rights visit to West Papua, Wenda said:

    “[N]ow is the time for Indonesia to finally let the world see what is happening in our land. They cannot hide their dirty secret any longer.”

    Increased global attention and intervention is crucial in addressing the humanitarian crisis, preventing further escalations and supporting the rights and well-being of the West Papuans.

    Without meaningful dialogue, the long-term consequences for the indigenous population may be severe, risking further violence and unrest in the region.

    As Prabowo was sworn in, Wenda restated the ULMWP’s demand for an internationally-mediated referendum on independence, saying: “The continued violation of our self-determination is the root cause of the West Papua conflict.”

    At least 150 people were killed and injured in an Israeli strike on Jabalia, north of the Gaza Strip, the Palestinian Civil Defense in Gaza reported on Thursday.

    In a brief statement, the Civil Defense said that the Israeli army bombed “Block 7” in the Al-Hawaja area of the Jabalia refugee camp in northern Gaza, leading to casualties.

    The Civil Defense and medical services are facing significant difficulty in moving the dead and injured, as the Israeli army has disrupted their operations in northern Gaza, according to the statement.

    Local residents described the situation to Xinhua as “extremely dire,” noting that the bodies of those killed still lie in the streets or under the rubble of houses following the sudden heavy Israeli bombing.

    There was no immediate comment from the Israeli army regarding the strike.

    Israel has been conducting a large-scale offensive against Hamas in the Gaza Strip to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which about 1,200 people were killed and about 250 taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in the Gaza Strip has risen to 42,847, Gaza-based health authorities said in a statement on Thursday.

  • MIL-OSI Security: AUKUS Partners Complete Successful Tests of Autonomous and Networked Systems in Maritime Experimentation

    In a significant development for maritime security, the United States, Australia, and the United Kingdom (AUKUS) have completed successful tests of several autonomous and networked systems during a three-week maritime experimentation called Autonomous Warrior 24 in Australia. The event was part of the Maritime Big Play (MBP) initiative and ongoing efforts to develop AUKUS Pillar II capabilities, a trilateral collaboration to improve maritime awareness through networked autonomy, decision advantage, and enhanced strike.

    The Maritime Big Play is a series of integrated trilateral experiments and exercises that are enhancing capability development, improving interoperability, and increasing the sophistication and scale of autonomous systems in the maritime domain. Australia led the Autonomous Warrior event, the signature MBP event in 2024. Other events associated with Maritime Big Play included the Robotic Experimentation and Prototyping Augmented by Maritime Unmanned Systems (REPMUS); and Technology Readiness Experimentation (T-REX).

    Through these experiments and exercises, AUKUS partners are further testing and refining the ability to jointly operate uncrewed maritime systems, share and process maritime data from all three nations, and provide real-time maritime domain awareness to support decision-making.

    “Autonomous Warrior/Maritime Big Play creates a unique opportunity for our three countries to work together, which will ultimately improve operational efficiency and allow us to work more cohesively against common threats,” said Heidi Shyu, Under Secretary of Defense for Research and Engineering. “This collaborative approach enables us to reduce acquisition, maintenance, and training cost by creating economies of scale.”

    The technologies tested during the October event support operations from deep under water to the edge of space. This included software-defined acoustic modems, multi-model autonomous underwater and surface vessels, and low-cost attritable unmanned surface vehicles. The tests also featured a low-cost gondola, which supports operations in the upper stratosphere with minimum manpower or logistics requirements, and T-200 high-altitude balloons, which provide resilient communications in denied environments from the stratosphere.

    A versatile and robust software-defined network architecture called Multi-Domain Uncrewed Secure Integrated Communications (MUSIC) was tested for its ability to enable seamless communication and coordination across diverse unmanned systems and operational environments. The Common Control System (CCS) was also featured in the exercise, built on an open architecture to provide uncrewed vehicles hardware and software that works across several different systems. This effort supports future work to create an AUKUS-wide Common Control System, fusing best elements of the three countries’ existing systems.

    “AUKUS partners have long histories of working together on defense and security issues, and have deep, enduring partnerships based on shared values, said Shyu. “By investing in novel and innovative capabilities directly aligned to AUKUS mission priorities, as well as making future advancements in emerging technologies like AI and Quantum, we support a more stable region — one where all nations are empowered to make their own sovereign decisions free from coercion — a world that centers on hope for the opportunity and prosperity of the future.”

  • MIL-OSI Global: Ukraine cannot defeat Russia – the best the west can do is help Kyiv plan for a secure post-war future

    A friend of mine, usually an intensely optimistic pro-Ukraine analyst, returned from Ukraine last week and told me: “It’s like the German Army in January 1945.” The Ukrainians are being driven back on all fronts – including in the Kursk province of Russia, which they had opened with much hope and fanfare in August. More importantly, they are running out of soldiers.

    For most of 2024, Ukraine has been losing ground. This week, the town of Selidove in the western Donetsk region is being surrounded and, like Vuhledar earlier this month, is likely to fall in the next week or so – the only variable being how many Ukrainians will be lost in the process. Over the winter, the terrible prospect of a major battle to hold the strategically significant industrial town of Pokrovsk beckons.

    Ultimately, this is not a war of territory but of attrition. The only resource that counts is soldiers – and here the calculus for Ukraine is not positive.

    Ukraine claims to have “liquidated” nearly 700,000 Russian soldiers – with more than 120,000 killed and upwards of 500,000 injured. Its president, Volodymyr Zelensky, admitted in February this year to 31,000 Ukrainian fatalities, with no figure given for injured.

    The problem is these Ukrainian totals are apparently believed by western officials, when the reality is likely to be very different. US sources say the war has seen 1 million people killed and wounded on both sides. Crucially, this includes a growing number of Ukrainian civilians.

    Low morale and desertion, as well as draft-dodging, are now significant problems for Ukraine. These factors are exacerbating already serious recruitment issues, making it hard to supply the front lines with fresh troops.

    A dreadful debate is taking place in Ukraine. The question revolves around whether to mobilise – and risk serious casualties to – the 18-25 age group. Due to economic pressures in the early 2000s, Ukraine suffered a major drop in its birth rate, leaving relatively few people now aged between 15 and 25. Mobilisation and serious attrition of this group may be something Ukraine simply can’t afford, given the already serious demographic crisis the country faces.

    And even if this mobilisation does go ahead, by the time the necessary politics, legislation, bureaucracy and training have run their course, the war may be over.

    Victory look impossible

    History knows of no example where taking on Russia in an attritional contest has proved successful. Let’s be clear: this means there is a real possibility of defeat – there is no sugar-coating this.

    Zelensky’s maximalist war aims of restoring Ukraine’s pre-2014 borders, along with other unlikely conditions – which were unchallenged and encouraged by a confused but self-aggrandising west – will not be achieved, and the west’s leaders are partly to blame. Ill-advised wars in Afghanistan and the Middle East left western armed forces hollow, poorly armed, and entirely unprepared for a serious and prolonged conflict, with ammunition stocks likely to last weeks at best.

    European promises of millions of artillery rounds have failed to materialise – only 650,000 have been supplied to Kyiv this year, whereas the North Koreans have supplied at least twice that to Russia.

    Only the US has significant stocks of weaponry in the form of thousands of armoured vehicles, tanks and artillery pieces in reserve – and it is unlikely to change its policy of drip-feeding weapons to Ukraine now. Even if such a decision is made, the lead-time for delivery will be years, not months.

    In a confidential briefing I attended recently given by western defence officials, the atmosphere was downbeat. The situation is “perilous” and “as bad as it has ever been” for Ukraine. Western powers cannot afford another strategic disaster like Afghanistan which, in the words of Ernest Hemingway (aptly quoted by the strategist Lawrence Freedman), happened “gradually, then suddenly”.

    There will be no decisive breakthrough by Russia’s army when they take this town or that (say, Pokrovsk). They haven’t the capability to do it. So, there won’t be a collapse – no “Kyiv as Kabul” moment.

    However, there are limits to the losses Ukraine can take. We do not know where that limit lies, but we’ll know when it happens. Crucially, there will be no victory for Ukraine. Unforgivably, there is not, and never has been, a western strategy except to bleed Russia as long as possible.

    More fundamentally, two ancient ethical questions governing whether a war is just must now be asked and answered: whether there is a reasonable prospect of success, and whether the potential gain is proportionate to the cost.

    The problem, as so often before, is that the west has not defined what it considers a success. The cost, meanwhile, is becoming all-too clear.

    To have clearly defined its goals and limits would have constituted the beginnings of a strategy – and the west isn’t good at that. Nato’s leaders now need to move quickly beyond meaningless rhetoric or anything that smacks of “as long as it takes”. We saw where that led in Iraq, Afghanistan and Libya.

    We need a realistic answer to what something like a “win”, or at least an acceptable settlement, now looks like – as well as the extent to which it is achievable, and whether the west is really going to pursue it. And then for western leaders to act accordingly.

    A starting point could be accepting that Crimea, Donetsk and Luhansk are lost – something an increasing number of Ukrainians are beginning to say openly. Then we need to start planning seriously for a post-war Ukraine that will need the west’s suppport more than ever.

    Russia cannot possibly take all, or even the bulk of, Ukraine’s territory. Even if it could, it could not possibly hold it. It is amply clear there will be a compromise settlement.

    So, it is time for Nato – and the US in particular – to articulate a viable end to this nightmarish ordeal, and to develop a pragmatic strategy to deal with Russia in the coming decade. More importantly, the west must plan how to support a heroic, shattered – but still independent – Ukraine.

    Today, President Biden is issuing the first-ever National Security Memorandum (NSM) on Artificial Intelligence (AI). The NSM’s fundamental premise is that advances at the frontier of AI will have significant implications for national security and foreign policy in the near future. The NSM builds on key steps the President and Vice President have taken to drive the safe, secure, and trustworthy development of AI, including President Biden’s landmark Executive Order to ensure that America leads the way in seizing the promise and managing the risks of AI.
    The NSM directs the U.S. Government to implement concrete and impactful steps to (1) ensure that the United States leads the world’s development of safe, secure, and trustworthy AI; (2) harness cutting-edge AI technologies to advance the U.S. Government’s national security mission; and (3) advance international consensus and governance around AI.
    The NSM is designed to galvanize federal government adoption of AI to advance the national security mission, including by ensuring that such adoption reflects democratic values and protects human rights, civil rights, civil liberties and privacy. In addition, the NSM seeks to shape international norms around AI use to reflect those same democratic values, and directs actions to track and counter adversary development and use of AI for national security purposes.
    In particular, the NSM directs critical actions to:
    Ensure that the United States leads the world’s development of safe, secure, and trustworthy AI:
    Developing advanced AI systems requires large volumes of advanced chips. President Biden led the way when he signed the CHIPS Act, which made major investments in our capacity to manufacture leading-edge semiconductors. The NSM directs actions to improve the security and diversity of chip supply chains, and to ensure that, as the United States supports the development of the next generation of government supercomputers and other emerging technology, we do so with AI in mind.
    Our competitors want to upend U.S. AI leadership and have employed economic and technological espionage in efforts to steal U.S. technology. This NSM makes collection on our competitors’ operations against our AI sector a top-tier intelligence priority, and directs relevant U.S. Government entities to provide AI developers with the timely cybersecurity and counterintelligence information necessary to keep their inventions secure. 
    In order for the United States to benefit maximally from AI, Americans must know when they can trust systems to perform safely and reliably. For this reason, the NSM formally designates the AI Safety Institute asU.S. industry’s primary port of contact in the U.S. Government, one staffed by technical experts who understand this quickly evolving technology. It also lays out strengthened and streamlined mechanisms for the AI Safety Institute to partner with national security agencies, including the intelligence community, the Department of Defense, and the Department of Energy.
    The NSM doubles down on the National AI Research Resource, the pilot for which is already underway, to ensure that researchers at universities, from civil society, and in small businesses can conduct technically meaningful AI research. AI is moving too fast, and is too complex, for us to rely exclusively on a small cohort of large firms; we need to empower and learn from a full range of talented individuals and institutions who care about making AI safe, secure, and trustworthy.
    The NSM directs the National Economic Council to coordinate an economic assessment of the relative competitive advantage of the United States private sector AI ecosystem.
    Enable the U.S. Government to harness cutting-edge AI, while protecting human rights and democratic values, to achieve national security objectives:
    The NSM does not simply demand that we use AI systems in service of the national security mission effectively; it also unequivocally states we must do so only in ways that align with democratic values. It provides the first-ever guidance for AI governance and risk management for use in national security missions, complementing previous guidance issued by the Office of Management and Budget for non-national security missions.
    The NSM directs the creation of a Framework to Advance AI Governance and Risk Management in National Security, which is being published today alongside this NSM. This Framework provides further detail and guidance to implement the NSM, including requiring mechanisms for risk management, evaluations, accountability, and transparency. These requirements require agencies to monitor, assess, and mitigate AI risks related to invasions of privacy, bias and discrimination, the safety of individuals and groups, and other human rights abuses. This Framework can be updated regularly in order to keep pace with technical advances and ensure future AI applications are responsible and rights-respecting.
    The NSM directs changes across the board to make sure we are using AI systems effectively while adhering to our values. Among other actions, it directs agencies to propose streamlined procurement practices and ways to ease collaboration with non-traditional vendors.
    Advance international consensus and governance around AI:
    The NSM builds on substantial international progress on AI governance over the last twelve months, thanks to the leadership and diplomatic engagement of President Biden and Vice President Harris. Alongside G7 allies, we developed the first-ever International Code of Conduct on AI in 2023. At the Bletchley and Seoul AI Safety Summits, the United States joined more than two dozen nations in outlining clear principles. 56 nations have signed up to our Political Declaration on the Military Use of AI and Autonomy, which establishes principles for military AI capabilities. And at the United Nations, the United States sponsored the first-ever UN General Assembly Resolution on AI, which passed unanimously and included the People’s Republic of China as a co-sponsor.
    The NSM directs the U.S. Government to collaborate with allies and partners to establish a stable, responsible, and rights-respecting governance framework to ensure the technology is developed and used in ways that adhere to international law while protecting human rights and fundamental freedoms. 
    The release of today’s NSM is part of the Biden-Harris Administration’s comprehensive strategy for responsible innovation, and builds on previous actions that President Biden and Vice President Harris have taken.

Senator Sullivan met with Hegseth and received commitments from him to continue the historic build-up of the military in Alaska, in recognition of the state’s critical importance to national defense, and restore the military’s core warfighting mission. Hegseth has a decorated career of service in the U.S. Army, completing deployments to Iraq and Afghanistan and earning two Bronze Stars and two Army Commendation Medals.

  • MIL-OSI Asia-Pac: INDIAN NAVY’S PREPARATORY ACTIVITIES FOR HADR OPS – CYCLONE DANA

    In anticipation of the severe impact of Cyclone Dana along the coast of Odisha and West Bengal, the Indian Navy is preparing to conduct Humanitarian Assistance and Disaster Relief (HADR) operations.

    Eastern Naval Command, in coordination with Naval Officers-in-Charge (NOIC) in Andhra Pradesh, Odisha, and West Bengal, have activated a comprehensive disaster response mechanism. The command is working closely with units such as the Base Victualling Yard (BVY), Material Organisation and the naval hospital INHS Kalyani to provide essential supplies and medical support if sought by the State administration.

    As part of this preparation, HADR pallets, including essential clothing, drinking water, food, medicines, and emergency relief materials, have been deployed by road to key locations in the areas that are likely to be affected. In addition, Flood Relief and Diving Teams are being mobilised to assist in coordinated rescue and relief operations if needed.

    To support relief efforts from Sea, two ships of the Eastern Fleet are standing by with supplies and rescue and diving teams.

    The Indian Navy continues to monitor the situation closely and remains on high alert, ready to extend its support to the civil authorities and the people affected by Cyclone Dana.

    Ministry of Defence, on October 24, 2024, signed a contract with Chowgule & Company Pvt. Ltd., Goa for procurement of six Air Cushion Vehicles (ACVs) for the Indian Coast Guard at a total cost of Rs 387.44 crore. These amphibious vessels, also called ‘Hovercrafts’, will be procured under the Buy {Indian) category.

    These ACVs will be indigenously manufactured in India for the first time in line with the ‘Aatmanirbhar Bharat’ vision of the Government, representing a pivotal step in the nation’s shipping landscape. The project will also significantly enhance the technical expertise and growth of indigenous ancillary, especially the MSME sector.

    The procurement of these platforms is aimed to boost the Indian Coast Guard’s capability and reinforces the increased focus towards maritime security. These modern ACVs will be used for multipurpose maritime roles including high speed coastal patrolling, reconnaissance, interception, search & rescue operations and assistance to ships & crafts in distress.

    What you need to know: State and federal partners today signed a Memorandum of Understanding (MOU) to boost cooperation on multi-benefit water projects in the Sacramento River Basin. 

    SACRAMENTO – Governor Gavin Newsom today highlighted a new agreement between state and federal partners to enhance collaboration on floodplain projects in the Sacramento River Basin that bolster flood protection and habitat for fish and wildlife.
     
    The MOU furthers state-federal coordination on the planning, design and implementation of multi-benefit floodplain projects in the Sacramento River Basin that increase flood protection, restore habitat and ecosystems, improve groundwater recharge and water supply reliability, and sustain farming and managed wetland operations. The agreement is backed by the Floodplain Forward Coalition comprised of landowners, irrigation districts, and higher education and conservation groups.

    “As California grapples with more extreme cycles of wet and dry, it’s more important than ever that we leverage our common interests to meet the needs of our communities, wildlife and economy. This state-federal partnership with support from wide-ranging stakeholders demonstrates the kind of collaborative solutions that can safeguard our communities, wildlife, businesses and water supplies in the face of climate impacts.”

    The MOU was signed today in Sacramento by representatives from the U.S. Fish and Wildlife Service, U.S. Bureau of Reclamation, U.S. Bureau of Land Management, U.S. Army Corps of Engineers, USDA Natural Resources Conservation Service, California Natural Resources Agency, California Department of Fish and Wildlife, California Department of Food and Agriculture, California Department of Water Resources, and the National Fish and Wildlife Foundation.
     
    Sacramento Valley bypasses are natural overflow areas that are critical to protecting farms, cities and communities from floodwaters. The lowlands also serve as essential habitat for many fish, birds and wildlife, including Chinook salmon, that have historically relied on the basin’s floodplains for food and habitat during their migrations.

    October 26, 2024 marks the 40th anniversary of director James Cameron’s science fiction classic, The Terminator – a film that popularised society’s fear of machines that can’t be reasoned with, and that “absolutely will not stop … until you are dead”, as one character memorably puts it.

    The plot concerns a super-intelligent AI system called Skynet which has taken over the world by initiating nuclear war. Amid the resulting devastation, human survivors stage a successful fightback under the leadership of the charismatic John Connor.

    In response, Skynet sends a cyborg assassin (played by Arnold Schwarzenegger) back in time to 1984 – before Connor’s birth – to kill his future mother, Sarah. Such is John Connor’s importance to the war that Skynet banks on erasing him from history to preserve its existence.

    Today, public interest in artificial intelligence has arguably never been greater. The companies developing AI typically promise their technologies will perform tasks faster and more accurately than people. They claim AI can spot patterns in data that are not obvious, enhancing human decision-making. There is a widespread perception that AI is poised to transform everything from warfare to the economy.

    Immediate risks include introducing biases into algorithms for screening job applications and the threat of generative AI displacing humans from certain types of work, such as software programming.

    But it is the existential danger that often dominates public discussion – and the six Terminator films have exerted an outsize influence on how these arguments are framed. Indeed, according to some, the films’ portrayal of the threat posed by AI-controlled machines distracts from the substantial benefits offered by the technology.

    The Terminator was not the first film to tackle AI’s potential dangers. There are parallels between Skynet and the HAL 9000 supercomputer in Stanley Kubrick’s 1968 film, 2001: A Space Odyssey.

    It also draws from Mary Shelley’s 1818 novel, Frankenstein, and Karel Čapek’s 1921 play, R.U.R.. Both stories concern inventors losing control over their creations.

    On release, it was described in a review by the New York Times as a “B-movie with flair”. In the intervening years, it has been recognised as one of the greatest science fiction movies of all time. At the box office, it made more than 12 times its modest budget of US$6.4 million (£4.9 million at today’s exchange rate).

    What was arguably most novel about The Terminator is how it re-imagined longstanding fears of a machine uprising through the cultural prism of 1980s America. Much like the 1983 film WarGames, where a teenager nearly triggers World War 3 by hacking into a military supercomputer, Skynet highlights cold war fears of nuclear annihilation coupled with anxiety about rapid technological change.

    Forty years on, Elon Musk is among the technology leaders who have helped keep a focus on the supposed existential risk of AI to humanity. The owner of X (formerly Twitter) has repeatedly referenced the Terminator franchise while expressing concerns about the hypothetical development of superintelligent AI.

    But such comparisons often irritate the technology’s advocates. As the former UK technology minister Paul Scully said at a London conference in 2023: “If you’re only talking about the end of humanity because of some rogue, Terminator-style scenario, you’re going to miss out on all of the good that AI [can do].”

    That’s not to say there aren’t genuine concerns about military uses of AI – ones that may even seem to parallel the film franchise.

    AI-controlled weapons systems

    To the relief of many, US officials have said that AI will never take a decision on deploying nuclear weapons. But combining AI with autonomous weapons systems is a possibility.

    These weapons have existed for decades and don’t necessarily require AI. Once activated, they can select and attack targets without being directly operated by a human. In 2016, US Air Force general Paul Selva coined the term “Terminator conundrum” to describe the ethical and legal challenges posed by these weapons.

    The Terminator’s director James Cameron says ‘the weaponisation of AI is the biggest danger’.

    Stuart Russell, a leading UK computer scientist, has argued for a ban on all lethal, fully autonomous weapons, including those with AI. The main risk, he argues, is not from a sentient Skynet-style system going rogue, but how well autonomous weapons might follow our instructions, killing with superhuman accuracy.

    Russell envisages a scenario where tiny quadcopters equipped with AI and explosive charges could be mass-produced. These “slaughterbots” could then be deployed in swarms as “cheap, selective weapons of mass destruction”.

    Countries including the US specify the need for human operators to “exercise appropriate levels of human judgment over the use of force” when operating autonomous weapon systems. In some instances, operators can visually verify targets before authorising strikes, and can “wave off” attacks if situations change.

    AI is already being used to support military targeting. According to some, it’s even a responsible use of the technology, since it could reduce collateral damage. This idea evokes Schwarzenegger’s role reversal as the benevolent “machine guardian” in the original film’s sequel, Terminator 2: Judgment Day.

    However, AI could also undermine the role human drone operators play in challenging recommendations by machines. Some researchers think that humans have a tendency to trust whatever computers say.

    ‘Loitering munitions’

    Militaries engaged in conflicts are increasingly making use of small, cheap aerial drones that can detect and crash into targets. These “loitering munitions” (so named because they are designed to hover over a battlefield) feature varying degrees of autonomy.

    As I’ve argued in research co-authored with security researcher Ingvild Bode, the dynamics of the Ukraine war and other recent conflicts in which these munitions have been widely used raises concerns about the quality of control exerted by human operators.

    Ground-based military robots armed with weapons and designed for use on the battlefield might call to mind the relentless Terminators, and weaponised aerial drones may, in time, come to resemble the franchise’s airborne “hunter-killers”. But these technologies don’t hate us as Skynet does, and neither are they “super-intelligent”.

    However, it’s crucially important that human operators continue to exercise agency and meaningful control over machine systems.

    Arguably, The Terminator’s greatest legacy has been to distort how we collectively think and speak about AI. This matters now more than ever, because of how central these technologies have become to the strategic competition for global power and influence between the US, China and Russia.

    The entire international community, from superpowers such as China and the US to smaller countries, needs to find the political will to cooperate – and to manage the ethical and legal challenges posed by the military applications of AI during this time of geopolitical upheaval. How nations navigate these challenges will determine whether we can avoid the dystopian future so vividly imagined in The Terminator – even if we don’t see time travelling cyborgs any time soon.

  • MIL-OSI USA: AUKUS Partners Complete Successful Tests of Autonomous and Networked Systems in Maritime Experimentation

    In a significant development for maritime security, the United States, Australia, and the United Kingdom (AUKUS) have completed successful tests of several autonomous and networked systems during a three-week maritime experimentation called Autonomous Warrior 24 in Australia. The event was part of the Maritime Big Play (MBP) initiative and ongoing efforts to develop AUKUS Pillar II capabilities, a trilateral collaboration to improve maritime awareness through networked autonomy, decision advantage, and enhanced strike.

    The Maritime Big Play is a series of integrated trilateral experiments and exercises that are enhancing capability development, improving interoperability, and increasing the sophistication and scale of autonomous systems in the maritime domain. Australia led the Autonomous Warrior event, the signature MBP event in 2024. Other events associated with Maritime Big Play included the Robotic Experimentation and Prototyping Augmented by Maritime Unmanned Systems (REPMUS); and Technology Readiness Experimentation (T-REX).

    Through these experiments and exercises, AUKUS partners are further testing and refining the ability to jointly operate uncrewed maritime systems, share and process maritime data from all three nations, and provide real-time maritime domain awareness to support decision-making.

    “Autonomous Warrior/Maritime Big Play creates a unique opportunity for our three countries to work together, which will ultimately improve operational efficiency and allow us to work more cohesively against common threats,” said Heidi Shyu, Under Secretary of Defense for Research and Engineering. “This collaborative approach enables us to reduce acquisition, maintenance, and training cost by creating economies of scale.”

    The technologies tested during the October event support operations from deep under water to the edge of space. This included software-defined acoustic modems, multi-model autonomous underwater and surface vessels, and low-cost attritable unmanned surface vehicles. The tests also featured a low-cost gondola, which supports operations in the upper stratosphere with minimum manpower or logistics requirements, and T-200 high-altitude balloons, which provide resilient communications in denied environments from the stratosphere.

    A versatile and robust software-defined network architecture called Multi-Domain Uncrewed Secure Integrated Communications (MUSIC) was tested for its ability to enable seamless communication and coordination across diverse unmanned systems and operational environments. The Common Control System (CCS) was also featured in the exercise, built on an open architecture to provide uncrewed vehicles hardware and software that works across several different systems. This effort supports future work to create an AUKUS-wide Common Control System, fusing best elements of the three countries’ existing systems.

    “AUKUS partners have long histories of working together on defense and security issues, and have deep, enduring partnerships based on shared values, said Shyu. “By investing in novel and innovative capabilities directly aligned to AUKUS mission priorities, as well as making future advancements in emerging technologies like AI and Quantum, we support a more stable region — one where all nations are empowered to make their own sovereign decisions free from coercion — a world that centers on hope for the opportunity and prosperity of the future.”

  • MIL-OSI United Kingdom: Strengthening Defence Through Wargaming

    In recent years, there has been a resurgence in using wargaming to support decision making across the MOD and, to some extent, wider government.

    In response, the Defence Science and Technology Laboratory (Dstl) established the Defence Wargaming Centre (DWC) at Portsdown West (PDW), significantly increasing its analytical wargaming capability and capacity. In concert with this, Strategic Command further enhanced MOD wargaming capability and capacity, a central part was the establishment of the Defence Experimentation and Wargaming Hub (DEWH) at MOD Southwick Park (SWP).

    The two organisations already work closely together and, this October, they formalised their relationship with the signing of a partnership charter. The charter sets out principles to ensure that the two centres operate coherently, consistently and efficiently in pursuit of a common set of goals.

    The Abraham Lincoln Carrier Strike Group (CSG) conducted a Multi-Large Deck Event (MLDE) with the Italian Navy’s ITS Cavour CSG, Oct. 18.

    MLDE provide the ships and aircrafts of the two naval forces, comprised of more than 7,500 U.S. and Italian Sailors and Marines, an opportunity to advance interoperability by carrying out integrated planning and coordination, communications, cross-deck leadership exchanges, a fast-roping exercise, and an air defense exercise to strengthen combined maritime operations and combat readiness.

    “The opportunity to exercise our interoperability with our Cavour CSG counterparts for a second time in our deployment, highlights our strategic advantage inherent to our network of strong alliances,” said Rear Adm. Adan Cruz, commander, Carrier Strike Group (CSG) 3. “We have seized every opportunity to fly and sail with our Italian counterparts to deepen our combined operational capacity anywhere in international waters.”  

    During the event, Rear Adm. Giancarlo Ciappina, commander, Cavour Carrier Strike Group, hosted Cruz, aboard the ITS Cavour for a visit focused on building relationships.

    “We are proud to work once again alongside Lincoln Carrier Strike Group, after almost two months from our first interaction in the Pacific Ocean,” said Ciappina. “[It] has represented another precious opportunity to train together and to exchange experiences and knowledge, highlighting the versatility and flexibility of Navies operating on a global scale, wherever a presence is required to keep maritime lines of communication open and safe to strengthen our bonds and to enhance levels of cooperation with commitment to security.”

    This marks the second time the Abraham Lincoln CSG participated in an MLDE with the Italian Navy during the 2024 deployment. The previous event in August marked the first-ever MLDE between U.S. and Italian Navies in the Indo-Pacific.

    Participating ships in the MLDE included Nimitz-Class aircraft carrier USS Abraham Lincoln (CVN 72), Integrated Air and Missile Defense Commander (IAMDC) USS Frank E. Petersen, Jr. (DDG 121), Arleigh Burke-class guided-missile destroyers USS O’Kane (DDG 77) & USS Michael Murphy (DDG 111), assigned to Destroyer Squadron 21, Italian aircraft carrier ITS Cavour (CVH 550), Italian Frigate ITS Alpino (F 594), and Italian Multipurpose Combat Ship Raimondo Montecuccoli (P 432).

    Participating aircraft included MH-60S and MH-60R Sea Hawks, F/A-18E & F Super Hornets, E/A-18G Growlers, F-35C Lightning II, and E-2D Hawkeye, all assigned to Carrier Air Wing 9; and Italian F-35B Lightning II and AV-8B Harrier II assigned to Cavour CSG.

    Cruz and Ciappina conducted a conditions check via virtual teleconference prior to the commencement to ensure all participants were ready, Oct. 17. The exercise started with personnel exchanges where key Abraham Lincoln CSG leadership toured Cavour and Italian officers toured the USS Abraham Lincoln.  USS O’Kane and ITS Raimondo Montecuccoli conducted a joint live-fire exercise, while the embarked U.S. explosive ordnance disposal team conducted a subject matter expert exchange and fast rope exercise with Italian counterparts. The event concluded with a complex air defense exercise involving both CSG’s tactical aircraft.

    “It is an honor to once again have the opportunity to work jointly with our NATO Allies,” said Cruz. “I am grateful to Rear Adm. Ciappina and his entire crew of the ITS Cavour for their gracious hospitality aboard their ship. I am also grateful to continue training and operating together to drive interoperability forward.”

    Ciappina responded with his reflection on the MLDE.

Cruz and to the whole crew of ABE CSG for their great effort and professionalism continuously shown during these challenging times for peace and international stability and that clearly confirm their strong commitment towards own common values, which are shared within the allied and partner Navies on a global scale,” concluded Ciappina.

    The Abraham Lincoln Carrier Strike Group stands ready to successfully conduct any mission essential to U.S. National security, spanning combat operations to integrated maritime operations with our allies and partners to maritime security and stability in the U.S. Central Command area of responsibility.   • MIL-OSI Security: Defense News: US, Australian Naval Forces Conduct Bilateral Operations

    Participating ships included the USN Arleigh Burke-class guided-missile destroyer USS Dewey (DDG 105) and the RAN Anzac-class frigate HMAS Stuart (FFH 153). The two ships took part in exercise Malabar 2024 earlier in October.

    “This exercise further builds on our existing interoperability and combined readiness we have with the Royal Australian Navy,” said Vice Adm. Fred Kacher, commander, U.S. 7th Fleet. “Every time we operate together, we strengthen our capabilities and shared commitment to a free and open Indo-Pacific.”

    Over four days, the ships engaged in a formation sailing exercise, an air defense exercise, maritime communications training, personnel cross-decks and visit, board, search and seizure drills.

    “Conducting a joint sail with USS Dewey has been of great value, with multiple different activities conducted between the ships, including personnel exchange, boarding practices, manoeuvring in close company, and warfare drills,” said Cmdr. Warren Bechly, commanding officer, HMAS Stuart. “Whether it is large scale exercises, or ships in transit between the same ports, working with our allies and partners is always a valuable opportunity to build closer ties and enhance interoperability.”

    The U.S. Navy regularly operates alongside our allies in the Indo-Pacific region as a demonstration of our shared commitment to the rules-based international order.

    Bilateral operations such as this one provide valuable opportunities to train, exercise and develop tactical interoperability across allied navies in the Indo-Pacific.

    Dewey is forward-deployed and assigned to Destroyer Squadron (DESRON) 15, the Navy’s largest DESRON and the U.S. 7th Fleet’s principal surface force.

    Presidential permits are required for construction projects at border crossings. Obtaining a permit currently requires an environmental review, which often takes years to complete. Dr. Cuellar’s language would direct the President to issue conditional permits for projects while environmental reviews required under the National Environmental Policy Act (NEPA) are ongoing. 

    Dr. Cuellar has long worked to streamline the Presidential permitting process for border bridges. As a senior member of the House Appropriations Committee, Dr. Cuellar secured language to reform the Presidential permit process for border bridges in the Fiscal Year 2024 State, Foreign Operations, and Related Programs House appropriations bill, which would expedite the Colombia-Solidarity expansion project in Laredo.

    With a background shaped by multiple deployments in challenging environments, McQueen was well-prepared for the devastation he encountered. His experience taught him to remain focused under pressure, prioritize critical tasks, and, above all, keep pushing the mission forward. He quickly organized supplies and departed Norfolk for Asheville, making stops to pick up additional equipment and resources along the way.

    Brock felt a deep sense of urgency as he headed to North Carolina after receiving a call from his family about the devastation in his childhood town. Upon arriving in Asheville, he immediately recognized the severity of the situation and saw the path of devastation Helene had left firsthand. His brother, a member of the local firefighting team, had already been on the front lines of the relief effort. McQueen saw an opportunity to help not only his family but the wider community, where his leadership and problem-solving skills were quickly put to use. “When I saw the state of things, I knew I had to jump in,” McQueen said. “Helping my family was a priority, but this was about the whole community coming together.”

    Reporting to the Volunteer Fire Department in Fairview, a Buncombe County community just outside of Asheville, McQueen’s military training in logistics and coordination proved invaluable.

    For six days, McQueen was fully immersed in the recovery effort. His military training became an indispensable asset to the local response teams, who relied on his expertise to organize and conduct welfare checks across the region. Working alongside firefighters, law enforcement, and emergency medical personnel, McQueen assisted with the search and rescue of residents that were unaccounted for after floodwaters damaged multiple neighborhoods, ensuring no one was left behind.

    McQueen’s ability to communicate effectively with the local community played a key role in dispelling misinformation and ensuring the right resources went to those in need. His attention to detail, honed by years of military service, helped him identify discrepancies in reports and correct false information spreading through the area.

    One of his most significant contributions was turning a small UAV (Unmanned Aerial Vehicle) project into a highly effective data collection asset. He spearheaded the integration of UAV operators from different departments, ensuring their platforms worked together seamlessly.

    “Seeing how quickly the UAV team became a critical tool for recovery was rewarding,” McQueen reflected. “It was just an idea at first, but everyone came together to make it work.”

    The result was a vital resource for first responders—real-time aerial mapping of damaged homes, infrastructure, and roadways. His efforts also led to the discovery of missing persons and damaged areas that had gone unnoticed.

    A local fire chief noted that Lt. Cmdr. McQueen’s involvement was transformative for the team. He handled complex tasks that enabled the personnel to focus on other emergency responses, and his leadership provided the additional support needed to navigate those critical days.

    Yet, despite his success, McQueen understood that the road to recovery was far from over. “The community came together after the storm, which was amazing to see,” he said. “But I know that the hard work doesn’t end when the relief trucks leave. It’s going to take a long time to rebuild.”

    McQueen’s warfighter resiliency and the mental toughness developed through multiple deployments enabled him to remain focused on the daily challenges of the relief effort, keeping the mission on track. His training and experience, combined with a deep sense of duty to his family and community, made a lasting impact on the Fairview Community as it began the long process of recovery from Hurricane Helene.

    As Lt. Cmdr. McQueen packed up and prepared to leave Asheville on the seventh day, a mix of emotions weighed on him. Driving out of the storm-ravaged town, he glanced at the landscape one last time—the uprooted trees, battered homes, and streets still lined with debris. The devastation was still everywhere, and the work was far from finished. He had done everything he could in the short time he had, but as he started the long drive back to Virginia, he couldn’t help but feel a pull to stay longer, to continue helping the community that had welcomed him so warmly.

    “Disaster doesn’t discriminate,” McQueen said. “It hits everyone, and when it does, all we can do is come together to lift each other up. I’m just grateful I could play a part in that.”

    As he crossed the state line back into Virginia, McQueen’s thoughts turned to his own family. He knew they needed him, too, especially with his upcoming Permanent Change of Station (PCS) looming. His role as a father and husband couldn’t be put on hold, even for a crisis like this one. Still, he found solace in the fact that he had made a meaningful impact, and that others would carry on the work he had started.

    “It was tough to leave,” McQueen admitted. “But I felt like I’d done all I could for now. I just hope the efforts we started there will continue.”

    The Swiss National Armaments Director Urs Loher takes part in the annual NATO Conference of National Armaments Directors (CNAD) on 24 October 2024, which is held with NATO partner states in Brussels. This year, talks will focus on a potential stronger commitment of the partner states with NATO. The National Armaments Director takes the opportunity to meet with his counterparts for bilateral talks at the event.   • MIL-OSI USA News: Background Press Call on the U.S. Approach to Harnessing the Power of AI for U.S. National  Security

    MODERATOR:  Good afternoon, everyone.  Thanks so much for joining today’s call to discuss the U.S. approach to harnessing the power of AI for U.S. national security, ahead of tomorrow’s release of the National Security Memorandum.

    As a reminder of the ground rules of this call, this call is on background, attributable to senior administration officials, and it is embargoed until 6:00 a.m. Eastern on Thursday, October 24.

    For your awareness, not for your reporting, on the call today we have [senior administration official] and [senior administration official]. 

    Following the call, we’ll provide you all with some materials under the same embargo, so be on the lookout for those. 

    Our speakers are going to have a few words at the top, and then we’ll turn it over to some of your questions.

    With that, [senior administration official], I’ll turn it over to you.

    SENIOR ADMINISTRATION OFFICIAL:  Thanks, Eduardo.  And thanks to all of you for joining us this evening. 

    So, we’re really pleased to report that tomorrow we’ll be releasing a National Security Memorandum on Artificial Intelligence signed by the President. 

    And we want to start off just by sharing a little bit of context for this, which really begins with the fact that the United States has a very strong hand in AI today.  We design the most advanced hardware.  We host the leading AI companies that are building the most advanced AI systems, and really have a dominant market share in artificial intelligence globally.  And thanks to the President’s CHIPS Act, we are building more resilience in our chip supply chains as well. 

    But as many of you know, the innovation that’s happened, particularly in this current wave of frontier artificial intelligence, has really been driven by the private sector.  And it’s critical that we continue to both foster that leadership but ensure that the government, and particularly with this National Security Memorandum, ensure that our national security agencies are adopting these technologies in ways that align with our values. 

    And a failure to do this, a failure to take advantage of this leadership and adopt this technology we worry could put us at risk of a strategic surprise by our rivals, such as China.

    And as you all know, there are very clear national security applications of artificial intelligence, including in areas like cybersecurity and counter-intelligence, not to mention the broad array of logistics and other activities that support military operations.

    Because countries like China recognize similar opportunities to modernize and revolutionize their own military and intelligence capabilities using artificial intelligence, it’s particularly imperative that we accelerate our national security community’s adoption and use of cutting-edge AI capabilities to maintain our competitive edge. 

    So, President Biden’s first-ever executive order, signed last October, on artificial intelligence was a key step forward to ensure that America leads the way in seizing the promise and managing the risks of AI. 

    In that executive order, the President specifically directed the development of this National Security Memorandum to ensure that we maintain our edge over rivals seeking to leverage AI to the detriment of our national security, while also building effective safeguards to ensure that our use of AI upholds our values and preserves public trust.

    So, consistent with the President’s direction, we’ve been engaged in a policy process over the last year or so to advance those aims and complete this National Security Memorandum. 

    And tomorrow, the National Security Advisor, Jake Sullivan, will deliver remarks to rising military and intelligence professionals at the National Defense University so he can speak directly to the very national security professionals and leaders who are going to be implementing the core of this strategy. 

    During his remarks, Jake will talk about what led us to this moment in artificial intelligence, both in terms of its development and our views on why it is so critical for national intelligence and why, therefore, the President has issued this National Security Memorandum on AI.

    Jake will also outline how the United States must strengthen our own advantages in artificial intelligence, how to harness that advantage in a responsible manner for national security, and also how the United States can do this work in lockstep with our partners around the world in ways that will protect our national security while also leveraging our advantages in AI for the benefit of countries around the world. 

    So, we hope you’ll join us for those remarks as well. 

    With that, I’ll turn it over to my colleague to provide more detail about the NSM itself.

    SENIOR ADMINISTRATION OFFICIAL:  Great.  Thanks.  And thanks, everybody, for joining.

    As many of you know, the administration’s approach to AI is rooted in the premise that capabilities generated by the transformer and large language model revolution in AI, often called frontier AI, are poised to shape geopolitical, military, and intelligence competition. 

    Now, most of the NSM is unclassified and will be released publicly.  It also contains a classified annex that primarily addresses adversary threats. 

    Now, the principles guiding our work in the NSM are simple.  They are that the U.S. should first lead the world’s development of safe, secure, and trustworthy AI, and establishing a stable and responsible framework to advance international AI governance.  And as a result, the NSM serves as a formal charter for the AI Safety Institute in the Department of Commerce, which we have created to be the primary port of call for U.S. AI developers.  They have already issued guidance on safe, secure, and trustworthy AI development and have secured voluntary agreements with companies to test new AI systems before they are released to the public. 

    Second, another principle is that the U.S. should harness the most advanced AI systems with appropriate safeguards to achieve national security objectives.  And we are directing that the agencies gain access to the most powerful AI systems and put them to use, which often involves substantial efforts on procurement. 

    And finally, all of this must be done in accordance with our values. 

    So, alongside the National Security Memorandum itself, we are publishing a companion document called the Framework for AI Governance and Risk Management for National Security that provides guidance on how agencies can and cannot use AI. 

    So, we also believe that we must out-compete our adversaries and mitigate the threats posed by adversary use of AI. 

    So, in summary, what I’ve outlined are essentially three core principles that you’ll see throughout the documents: securing the U.S.’s lead on AI; two, harnessing AI for national security; and, crucially, building in the governance framework to ensure that we are actually accelerating adoption in a smart way, in a responsible way, by having clear rules of the road.

    With that, I’ll turn it over to Eduardo.

    MODERATOR:  Thank you both.  We’ll now turn to our Q&A portion.  If you’d like to ask a question, please use the “raise your hand” feature on Zoom.

    First up, we’ll go to the line of Katrina Manson.  You should be able to unmute yourself. 

    Q    Hi there.  Thanks so much.  I would love to ask how you see the U.N. intention to have countries sign up to a ban on lethal autonomous weapons by 2026 and if any of your work foresees the U.S. signing up to that. 

    Many of the harms that you try to prevent on the civil use of AI, obviously in terms of bodily harms, are very much implied with the use of AI for the military.  And in the case of Maven, AI targeting is already being used to support battlefield firing in the Middle East by the U.S.  Can you address the very serious safety concerns around the use of AI targeting and whether you will consider a ban on lethal autonomous weapons, which can use AI?

    SENIOR ADMINISTRATION OFFICIAL:  Thanks for that question.  I’m happy to start with that. 

    So, first point is, as I think [senior administration official] noted, we’ll be releasing tomorrow, alongside the National Security Memorandum, a framework on responsible use of artificial intelligence in a national security context.  And so, you’ll see there really a lot of detail on kind of all the steps that we’re taking to ensure these systems are used responsibly. 

    Now, and the other thing I would point out is: While it’s not necessarily part of this NSM, although there’s a nod to kind of our diplomatic efforts and kind of direction to double down on those, some of you may be aware of the Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy.  And that’s a declaration where the Vice President, in fact, has kind of taken a leadership role.  And we have around 60 countries that have signed up to this declaration, which is really focused squarely on how AI and autonomy should be used.  And most recently, there was a summit held on this by South Korea. 

    So that’s another area where that combines both the substance that you’ll see in the framework on responsible use, but also, really, diplomatic efforts that we’ve been leading over the last few years.

    SENIOR ADMINISTRATION OFFICIAL:  And, sorry, if I can add to what was just mentioned.  The framework itself you’ll see actually references the political declaration that was just mentioned, and it also outlines the requirement for adherence to the Department of Defense’s Directive 3000.09 and successor related policies that address autonomous or semiautonomous weapons systems. 

    But in addition to that, as was just mentioned, there are a number of outlined prohibited use cases, as well as high-impact use cases that are relevant.  And one theme you’ll see in both the NSM and the framework document is the fact that we need to ensure that AI is used in a manner consistent with the President’s authority as Commander-in-Chief to decide when to order military operations in the nation’s defense, for instance.

    Q    Hello.  Can you all hear me?

    MODERATOR:  We can, yes.

    Q    Great.  You mentioned that some of the commitments from companies are voluntary.  And, you know, just covering the big fight around legislation here in California, companies seem, from my perspective at least, to very much want to keep those commitments to safety and that kind of thing voluntary, rather than sort of required or legislated. 

    And I’m just wondering if, you know, the administration has a view, or if it’s published as part of this, about trying to sort of codify those voluntary commitments and make them more, you know, ironclad and not sort of up to the whims of these CEOs.

    SENIOR ADMINISTRATION OFFICIAL:  Thanks, Garrett.  So, I think on that point, I would just say we continue to work with colleagues on the Hill.  There are a number of proposals relating to, you know, regulations on artificial intelligence.  And so, that’s really — that’s, really, ongoing. 

    I think, really, the emphasis in the National Security Memorandum is really kind of making commitments ourselves as a government about how we will adopt and use artificial intelligence.  You know, as you point out, we have played a leadership role in getting some of those commitments from the companies.  We have taken those commitments and kind of — to the international stage, through the G7 and the Hiroshima process as well. 

    But, really, what we’re focused on tomorrow is what commitments can the government itself make on responsible use, which we think is important, by the way, not just for its own sake, but we also think that’s important to enable us to both accelerate both the development and also accelerate the adoption of use as well.  And that’s a point that I think you’ll hear the National Security Advisor focus on as well tomorrow.

    MODERATOR:  Thank you.  And next up, we’ll go to the line of Patrick Tucker.  You should be able to unmute yourself.

    Q    Hi.  Thanks.  Pat Tucker from Defense One.

    There’s a new paper out, actually this week, from Meredith Whittaker and a couple other folks at the AI Now Institute, actually pointing out some of the potential dangers of some of these commercially facing AI products in national security contexts. 

    And they point out that some of these generative AI tools have very large — unacceptably large false positive rates.  They hallucinate, often, a lot.  And sometimes to train them, they rely on publicly available data, including data that might come from data brokers and other sources that poses a potential privacy risk, particularly to Americans, because Americans produce a lot more purchasable data than do citizens in China or Russia. 

    So can you talk a little bit about how this memorandum does or does not address data vulnerability of Americans and some of the potential risks in the national security setting of adopting commercial and consumer-facing AI tools that have high hallucination rates or false positive rates?  Thank you.

    SENIOR ADMINISTRATION OFFICIAL:  Do you want to start with that?  You can join as well.

    So, thanks for the question.  Look, I think some of these, you know, concerns I think are ones that I think colleagues in the national security community are acutely aware of.  You know, there are a few points here. 

    One is, you know, we have to go through a process of accrediting systems.  And that’s not just for AI systems, but you know, national security systems generally.  And so, that’s point one, to kind of ensure that they are fit for the purpose or particular mission. 

    I think the second point is: We are, you know, very — I think very aware that what we’re doing at this stage is really trying to ensure that we have pilots and some important experimentation happening, because there are going to be challenges associated with adopting any new technology. 

    Third is, the framework that [senior administration official] mentioned is one that’s going to have to be continuously updated.  And we have tried to set it up in a way so that that can happen in real time as there are challenges that are inevitably encountered.

    And parallel to the policy process here, we have a lawyers group that is kind of working very intensively to ensure that, obviously, all existing law is complied with, but also to ensure that novel legal issues as we encounter them are addressed in a timely way as well. 

    I do want to just address the point on data that you mentioned specifically, which is, you know, we have been very concerned about the ways in which Americans’ sensitive data can be sold, really through the front door — through first collected in bulk, then sold through data brokers, and then end up in the hands of our adversaries.  And so, that’s something that the President issued an executive order on to try to restrict adversary access to some of that data.  And, in fact, just this week, we took one more step in the regulatory process through a notice of proposed rulemaking to try to get that final later this year.

    SENIOR ADMINISTRATION OFFICIAL:  And if I can just add on that. 

    So, in addition to the work that the AI Safety Institute is going to do, and as [senior administration official] mentioned some of the other work, you’ll see that in the NSM itself there are very specific requirements for specific agencies and our intelligence community, and, for instance, the Department of Energy to do classified testing of different systems for different purposes for this very reason. 

    And in addition to that, as [senior administration official] mentioned, there’s a strong focus on experimentation here for this very reason.  We want to see rapid adoption, but we also want to see experimentation that will tease out kind of what missions are best suited for various systems and also tease out the challenges of them.  And that’s going to require leaning forward and experimenting, adopting, and then doing all of the work that was just mentioned as well, in terms of both policy and legal review.

    MODERATOR:  Thank you.  We have time for one more question, and we’ll go to the line of Maria Curry.  You should be able to unmute yourself. 

    Q    Hey.  Thanks for taking my question.  I’m wondering if export controls are part of this at all.  And if so, can you elaborate how those might be helpful? 

    And then, if you could just elaborate, too, on the third point.  Could you dig in a little bit deeper into how agencies can or can’t use the technology?  Could you provide an example or two of that?  Thank you.

    SENIOR ADMINISTRATION OFFICIAL:  I can speak to the export control piece, and, [senior administration official], maybe you can speak to some of the prohibited use cases. 

    So, really, the NSM does kind of address, kind of as a matter of policy, the importance of protecting advanced AI technologies so that they’re not used against us by adversary militaries or intelligence services.  And so, at a high level, it does kind of try to emphasize the importance of maintaining those policies and making sure that we are continuously adapting to efforts to circumvent those measures. 

    And as you know, those export controls cover not only GPUs, the advanced AI chips, but also the semiconductor manufacturing equipment that’s necessary to manufacture those as well.  So, that full aspect of the supply chain.

    [Senior administration official] do you want to say anything about prohibited uses?

    SENIOR ADMINISTRATION OFFICIAL:  Sure.  So, you’ll see in the accompanying framework document that I mentioned, it identifies both prohibited, as well as what we call high-impact AI use cases, based on the risk that they pose to national security, international norms, democratic values, human rights, civil rights, civil liberties, privacy, and safety.

    And on the prohibited end of the spectrum, these will be — not surprising, but there are clear prohibitions on use of AI with intent or purpose, for instance, to unlawfully suppress or burden the right to free speech or the right to legal counsel. 

    There’s also prohibited use cases around, for instance, removing a human in the loop for actions critical to informing and executing decisions by the President to initiate or terminate nuclear weapons employment, for example.  That runs the spectrum of kind of military-related activities, but also protecting civil liberties and tracking international norms. 

    But in doing that, we actually view these restrictions — so these prohibitions, for example, as well as the high-impact cases — as being important in clarifying what the agencies can and cannot do.  That will actually accelerate experimentation and adoption.  Because one of the paradoxical outcomes we’ve seen is: With a lack of policy clarity and a lack of legal clarity about what can and cannot be done, we are likely to see less experimentation and less adoption than with a clear path for use, which is what the NSM and the framework tries to provide.

  • MIL-OSI USA: Rep. Young Kim, Colleagues Demand Answers on U.S. Sending Damaged Arms to Taiwan

    Washington, DC – As first reported in Washington Examiner, yesterday, U.S. Representative Young Kim (CA-40) led a letter to the Defense Security Cooperation Agency and the State Department’s Bureau of Political-Military Affairs demanding answers about damaged defense arms being sent to Taiwan.

    On September 11, 2024, the Department of Defense Office of the Inspector General (OIG) published a troubling report on damaged equipment provided to Taiwan under the U.S. Presidential Drawdown Authority (PDA).

    The members ask several questions about the Department of Defense’s and State Department’s improper handling and delivery of defense equipment to Taiwan.

    Rep. Kim was joined in sending the letter by Reps. Joe Wilson (SC-02), Chris Smith (NJ-04), Brian Mast (FL-21), James Moylan (GU-AL), Cory Mills (FL-07), Mike Lawler (NY-17), Keith Self (TX-03), Rich McCormick (GA-06), and Darrell Issa (CA-48).

    As of September 2024, Taiwan has yet to receive $24.24 billion worth of equipment and munitions. In the 117th Congress, Rep. Kim introduced the bipartisan Arms Exports Delivery Act (H.R. 8259), which became law through the FY23 NDAA, to track transfers and ensure efficient and timely delivery of U.S. defense equipment already sold to Taiwan and other Indo-Pacific allies. However, efforts to expedite arms delivery through PDA are meaningless if the products are inoperable.

This is unfair to Taiwan who already purchased the equipment and American taxpayers who must ultimately pay for the Department’s negligence,” the members wrote.

    We write to you to express our disappointment and concern with the recent revelations of the Department of Defense’s (“Department”) improper and inexcusable handling and delivery of defense equipment to Taiwan. As the Chinese Communist Party ramps up its hostile rhetoric and provocations in the Taiwan Strait, timely deliveries of operational equipment that Taiwan has already purchased from the U.S. are imperative.

    Foreign Military Sales (“FMS”) and the U.S. Presidential Drawdown Authority (“PDA”) process are key to equipping Taiwan, yet delivery backlogs undermine Taiwan’s deterrence posture and the U.S. commitment to the island’s defense.  As of September 2024, Taiwan has yet to receive $24.24 billion worth of equipment and munitions, with $9.82 billion of pending deliveries being delayed. This sends the wrong message to Xi Jinping who is closely watching for the right opportunity for “reunification” with Taiwan. Commonsense and bipartisan legislation like H.R. 8259, the Arms Exports Delivery Solutions Act, signed into law through the FY23 NDAA, provides necessary Congressional oversight of FMS to U.S. allies and partners. Further, the Biden administration recently announced another $567 million in defense aid for Taiwan under the PDA.6 However, efforts to expedite delivery times are meaningless if the products are inoperable.

    Section 506(a)(3) of the Foreign Assistance Act of 1961 grants the Secretary of State the authority to direct the presidential drawdown of defense articles to Taiwan. The Defense Security Cooperation Agency (“DSCA”) is then responsible for executing presidential drawdown activities. We respectfully ask DSCA and the State Department’s Bureau of Political-Military Affairs to provide written responses to the questions below. We also request a classified briefing on steps taken by both agencies to ensure this never happens again. Taiwan and our allies are counting on the United States to deliver on our promises.

    Questions for Defense Security Cooperation Agency:

    1) From November 2023 to March 2024, please describe in detail DSCA’s role in executing and supervising delivery of presidential drawdown items to Taiwan.

    a. What were DSCA’s main priorities and goals during this process?

    b. Did DSCA face any challenges to effectively carrying out arms delivery to Taiwan?

    2) Prior to the OIG’s September 2024 report, was DSCA aware of damaged equipment and

    expired munitions being sent to Taiwan?

    a. If so, what immediate steps did DSCA take to mitigate this?

    3) Did DSCA fully implement OIG’s recommendations outlined in the September 11 report?

    a. If so, please describe in detail the specific changes made or in progress.

    b. Were there any recommendations that DSCA rejected or proposed an alternative

    to, and if so, why?

    4) What other measures is DSCA implementing to prevent delivery of defective and damaged equipment and regain the confidence of our allies?

    Questions for Bureau of Political-Military Affairs:

    1) Please describe in detail the State Department Bureau of Political-Military Affairs’ authority and oversight role in the PDA process, including during delivery, according to Section 506(a)(3) of the Foreign Assistance Act of 1961.

    2) What is your plan to ensure that the recommendations  offered by the OIG are executed by DSCA?3) What additional reforms should be made to improve the overall PDA process under Section 506(a)(3) of the Foreign Assistance Act of 1961?
