    WASHINGTON, D.C. – Today, U.S. Senators Patty Murray (D-WA) , Maria Cantwell (D-WA) and U.S. Representative Derek Kilmer (D, WA-06) announced that the Washington State Department of Transportation will receive $51,125,917 in federal funds to repair the Hood Canal Bridge.
    The funding comes from the Infrastructure for Rebuilding America (INFRA) Grant Program, which provides grants to nationally and regionally significant transportation projects to improve the country’s freight network.
    “The Hood Canal Bridge is an absolutely critical connection for people and businesses on the Olympic and Kitsap peninsulas,” said Sen. Murray. “This is a piece of infrastructure that must remain safe and reliable so people can get to where they need to go—whether that’s work, a doctor’s appointment, or anything else. With thousands of travelers relying on this bridge just about every day, I’m proud to have worked together with Senator Cantwell and Representative Kilmer to ensure we bring these federal dollars home to replace outdated portions of this bridge.”
    “Thanks to the Bipartisan Infrastructure Law, the Hood Canal Bridge will receive the repairs it needs to continue providing a vital connection between Kitsap, Jefferson, and Clallam Counties, with more than 30,000 crossings per day. Without this bridge, drivers would need to take a 100-mile detour around Puget Sound. And if the bridge’s retractable span were to fail, submarines and other vessels would be cut off from Naval Base Kitsap – Bangor,” Sen. Cantwell said. “This bridge is critical to the quality of life for residents and our national security.”
    “The Hood Canal Bridge is often a lifeline for folks on the Olympic Peninsula, enabling them to get where they need to go,” said Rep. Kilmer. “This federal funding is a major step toward improving the safety and reliability of the bridge, helping ensure that it will remain open, accessible and resilient for years to come. And with federal support it means this project can move forward without the costs falling solely on the backs of taxpayers in our state. That’s a win-win.”
    This project will replace over 3,400 linear feet of the western half of the bridge including the replacement of 55 reinforced concrete crossbeams and 216 prestressed concrete girder lines and the placement of nearly 4,800 cubic yards of concrete. Preliminary design work is scheduled to begin in November 2025, with project completion scheduled for June 2027. The project’s total budget is $85.2 million.
    The Hood Canal Bridge links the Olympic and Kitsap peninsulas, allowing over 30,000 motorists to get to and from work each day. As the longest floating bridge in the world over saltwater, this unique structure sits in a harsh marine environment that’s deteriorated its condition over the past 40 years. Currently, vehicles that can cross the bridge are weight-restricted at 17,000 lbs per axle or less, and overweight vehicles are forced to drive nearly 100 miles around Puget Sound.  If the bridge’s condition goes unaddressed, further deterioration and restrictions would have severe impacts on commerce and the livelihood of those who depend on the bridge every day.
    The Hood Canal Bridge also crosses a channel used by U.S. Navy submarines to reach the Pacific Ocean from Naval Base Kitsap -Bangor. Should the bridge’s retractable span become unusable, those vessels would be cut off from the base.
    Sen. Murray, as a senior appropriator and then Assistant Majority Leader, helped secure $3.2 billion for the INFRA grant program in advance appropriations in addition to the $4.8 billion funded through the Highway Trust Fund when she helped pass the Bipartisan Infrastructure Law, for a total of $8 billion over five years. 
    Sen. Cantwell authored the INFRA Grant Program in the FAST Act of 2015, to provide grants to nationally and regionally significant freight and highway projects. This grant program was the first discretionary grant program to focus on improving the multimodal freight network and addressing freight bottlenecks. In 2022, as chair of the Senate Committee on Commerce, Science, and Transportation, Sen. Cantwell helped secure $8 billion over five years for the INFRA Grant Program as part of the Bipartisan Infrastructure Law, a 78 percent increase in funding. Additionally, in August 2024, Sen. Cantwell wrote a letter to Department of Transportation Secretary Pete Buttigieg in support of the Hood Canal Bridge project’s INFRA grant application. The State of Washington has received 11 INFRA Grants, for a total of $532,300,108 since the start of the program.

    WASHINGTON—U.S. Senators Chris Murphy (D-Conn.) and Todd Young (R-Ind.), members of the U.S. Senate Foreign Relations Committee, on Monday led 6 of their Senate colleagues in sending a bipartisan letter to President Biden expressing concerns about the security of the global network of undersea communications and energy cables upon which American workers and businesses rely.
    More than 95% of international internet traffic travels via these undersea cables, resulting in trillions of dollars in financial transactions each day. The locations of these cables are often openly published to prevent accidental damage.
    As American companies look to expand and invest in this critical infrastructure, it is imperative that the United States has a complete understanding of existing vulnerabilities, especially those that impact our economic and national security.
    “America’s adversaries have been developing their capabilities to attack or disrupt critical undersea infrastructure. There is a long tradition, dating back well over a century, of belligerents attacking their opponents’ underwater communications lines in the first phase of a conflict,” the senators wrote. “Given these threats and challenges, it is imperative that the United States undertake a review of existing vulnerabilities to global undersea cable infrastructure, including the threat of sabotage by Russia as well as the growing role of the People’s Republic of China in cable laying and repair. If we are truly to deepen vital commercial and security relationships with willing partners and allies, this must be a national priority.”
    U.S. Senators Marco Rubio (R-Fla.), Tim Kaine (D-Va.), Pete Ricketts (R-Neb.), Jeanne Shaheen (D-N.H.), Dan Sullivan (R-Alaska), and Brian Schatz (D-Hawaii) also signed the letter.

    Dear Mr. President: 
    We write to you to express our concern about the security of global undersea communications and energy cables, especially those that impact America’s economic and national security and that of our allies and partners. As you are well aware, more than 95% of international internet traffic travels via undersea cables, including trillions of dollars in financial transactions each day. Moreover, the exact locations of most of these cables are openly published in order to reduce the likelihood of accidental damage from ships’ anchors or fishing activities. Internet and telecommunications providers, including American firms, intend to invest billions of dollars in expanding the global network of undersea communications cables. Additionally, energy transmission cables are proliferating as governments look to new sources of electricity generation. 
    America’s adversaries have been developing their capabilities to attack or disrupt critical undersea infrastructure. There is a long tradition, dating back well over a century, of belligerents attacking their opponents’ underwater communications lines in the first phase of a conflict. For example, in both World Wars, Britain’s first naval actions were to cut the telegraph cables connecting Germany to the Americas, and in 1918 a German U-boat severed lines connecting New York to both Nova Scotia and Panama. In addition to this kind of overt, kinetic attack, the nature of undersea infrastructure increases the feasibility of gray zone actions with plausible deniability. It is difficult to distinguish between an accident and a deliberate action on the seabed, and more difficult still to confirm who conducted such an action. On top of this, because this infrastructure is privately owned by commercial enterprises, repairs are the responsibility of these private companies, which are likely not prepared to maintain them under wartime conditions and are likely to seek the most cost-effective repair and maintenance options—even if that option is owned or operated by a foreign adversary or strategic competitor. 
    Given these threats and challenges, it is imperative that the United States undertake a review of existing vulnerabilities to global undersea cable infrastructure, including the threat of sabotage by Russia as well as the growing role of the People’s Republic of China in cable laying and repair. If we are truly to deepen vital commercial and security relationships with willing partners and allies, this must be a national priority. We respectfully request that you provide responses to the following questions and direct senior administration officials to brief Members of Congress, including members of relevant committees of jurisdiction, on your plans and the resources and authorities needed to carry them out.
    What is your Administration’s overall strategy to guarantee the security of America’s undersea infrastructure and to promote the security of that of our allies and partners? 
    The National Defense Authorization Act for Fiscal Year 2020 established the Cable Security Fleet (CSF). If authorized and sufficiently funded, what would be your assessment of the ideal size of the U.S.-flagged and -operated cable laying and repair vessel fleet to ensure sufficient cable repair capacity during a conflict or national emergency? How can the United States work with trusted allies and partners for additional capacity to support the expansion and repair of trusted undersea cable networks? 
    What is the Administration’s strategy to encourage other nations to choose trusted suppliers in their selection of undersea cable manufacturers, particularly in any nation of concern or which may be vulnerable to coercion or covert action by America’s adversaries? 
    How is the Administration working with the private sector to ensure that commercial enterprises’ investments in undersea cables align with U.S. national security priorities? 
    How do you intend to protect the physical security of undersea cables in the open ocean, including through any interpretation of customary international law? 
    How is the Administration working multilaterally to collectively enhance security and monitor potential threats to undersea infrastructure, including through NATO, the Quad, and the Indo-Pacific Economic Framework for Prosperity? 
    Thank you for your prompt attention to this request. As Congress works to continue its oversight of national security, it is vital that we understand the current state of the information backbone of our economy and efforts to protect it.

Among the invited guests were also representatives of military units, universities and institutions, as well as local government authorities, as well as students of uniformed classes. During the meeting, for the efforts made for Poland’s accession to NATO, former President of the Republic of Poland Aleksander Kwaśniewski received a commemorative plaque from the Undersecretary of State in the Ministry of National Defense Stanisław Wziątek. – At that time, various concepts of ensuring Poland’s security clashed. The status of a member of the North Atlantic Alliance remains one of the main pillars of Polish and European security policy.   • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Praise Japan for Criminalising Non-Consensual Sexual Intercourse, Ask about Women’s Representation in Public and Private Bodies and the Single Surname System for Married Couples

    The Committee on the Elimination of Discrimination against Women today considered the ninth periodic report of Japan, with Committee Experts praising the State’s revision of legislation on rape to criminalise non-consensual sexual intercourse, and raising questions about women’s representation in public and private bodies and the single surname system for married couples.

    Bandana Rana, Committee Expert and Rapporteur for Japan, commended the State party for redefining rape as “non-consensual sexual intercourse” and for raising the age of consent to 16.

    Ms. Rana noted, however, that Japan had been ranked one hundred and twenty-fifth globally in terms of gender equality, due to, among other factors, the low level of women’s representation in government and deeply rooted gender stereotypes that hampered women’s standing.  The State party needed to address these issues, she said.

    Several Committee Experts raised concerns regarding women’s representation in public and private bodies.  One Expert noted that the number of women representatives in government had decreased recently, and that only around 0.8 per cent of company chief executive officers and 7.1 per cent of senior diplomats were women.  How would the State party improve female representation?

    A Committee Expert noted that 94.7 per cent of women adopted their husband’s surname under the current single surname system.  This had negative impacts on their identity and employment.  What were the prospects of reforming the law to allow for a dual surname system?

    Introducing the report, Keiko Okada, Director-General, Gender Equality Bureau, Cabinet Office of Japan and head of the delegation, said revisions to the Penal Code in 2023 clarified that non-consensual sexual acts constituted crimes regardless of marital status and raised the age of sexual consent from 13 to 16.  Multiple other laws addressing sexual violence, including against children, had also been enacted.

    Ms. Okada said the Government aimed to increase the percentage of women among candidates for the House of Representatives and the House of Councillors to 35 per cent by 2025.  The Act on Promotion of Women’s Participation and Advancement in the Workplace made it obligatory for national and local governments to set targets for women’s representation and make information about women’s participation publicly available. 

    The delegation added that companies with 301 employees or more were obliged to develop action plans on promoting women’s participation and publish statistics on women’s representation in workforces, and there were plans to extend this obligation to companies with 101 employees or more. There had been a gradual increase in women’s representation in managerial positions in private companies in recent years.

    Ms. Okada also said public opinion in Japan varied greatly regarding separate surnames for married couples.  The Government would proceed with deliberations on the introduction of such a system while closely monitoring public opinion. It was raising awareness that former surnames could be recorded alongside formal surnames on many official documents.

    In closing remarks, Ms. Okada said the delegation had engaged sincerely in the dialogue.  It hoped that the responses it had provided would be useful for the Committee.

    Ana Peláez Narváez, Committee Chair, in her concluding remarks, said that the dialogue had provided further insight into the situation of women in Japan. The Committee encouraged the State party to undertake further efforts to implement the Convention more comprehensively for the benefit of all women and girls in the State.

    The delegation of Japan consisted of representatives from the Cabinet Office; Cabinet Secretariat; National Police Agency; Children and Families Agency; Ministry of Justice; Ministry of Foreign Affairs; Ministry of Education, Culture, Sports, Science and Technology; Ministry of Health, Labour, and Welfare; and the Permanent Mission of Japan to the United Nations Office at Geneva.

    Presentation of Report

    KEIKO OKADA, Director-General, Gender Equality Bureau, Cabinet Office of Japan and head of the delegation, said that for nearly 40 years since ratifying the Convention in 1985, Japan had committed itself to implementing gender equality measures with the aim of eliminating discrimination against women both in its legislation and in practice.

    Following Committee recommendations, a bill to revise the Civil Code to make the minimum legal age of marriage the same for men and women was enacted in 2018 and took effect in 2022.  Another revision to the Civil Code enacted in 2022 abolished the waiting period for women to remarry after divorce.  This took effect in 2024.

    Public opinion in Japan varied greatly regarding separate surnames for married couples. The Fifth Basic Plan for Gender Equality stated that the Government would proceed with deliberations on the introduction of such a system while closely monitoring public opinion and developments in the National Diet’s discussion on the matter.  The Government was committed to expanding the use of former surnames; it was raising awareness that former surnames could be recorded alongside formal surnames on many official documents.

    The Hate Speech Elimination Act, the Act on the Promotion of the Elimination of Buraku Discrimination, and the Act on Promoting Measures for the Ainu People all incorporated the principle that discrimination was unacceptable, while the Basic Plan on Human Rights Education and Human Rights Awareness-Raising promoted human rights education and awareness-raising, identifying issues concerning women, the Buraku community, the Ainu people, and foreign nationals.  The content of the Plan was now being reviewed to address emerging issues.

    Revisions to the Penal Code in 2023 introduced crimes of “penetrative sexual assault” and “indecent assault”; clarified that non-consensual sexual acts constituted crimes regardless of marital status; raised the age of sexual consent from 13 to 16; criminalised requesting or engaging in a meeting with a child aged 15 or under for the purpose of an indecent act; and extended the statute of limitations for prosecuting sexual crimes.  Multiple other laws had also been enacted, including acts establishing the crime of non-consensual recording of a sexual image, preventing harm as a result of performing in sexually explicit videos, and stipulating measures to prevent sexual violence against children in schools and childcare providers. As of 2023, courts were able to issue orders banning spouses, including same-sex spouses, from approaching victims not only in cases of physical violence, but also in cases of non-physical acts causing psychological harm.  A 2022 law also stipulated comprehensive provision of a wide range of assistance for women victims of violence.

    Following 2019 legislation, a lump-sum payment of 3.2 million yen was provided to people with disabilities who underwent forced surgeries or other sterilization procedures. As of 2024, 1,129 claimants, including 817 women, had been approved for receipt of such payments.  In July 2024, the Supreme Court ruled that the provisions of the now-defunct Eugenic Protection Act relating to sterilization surgeries were unconstitutional.  The Prime Minister subsequently apologised on behalf of the Government for its role in enforcing the Act.  In September 2024, a “Basic Agreement” was signed with stakeholders aiming for a comprehensive solution to the issues of the now-defunct Eugenic Protection Act. The Diet also passed and enacted a bill on payment of compensation to persons who underwent eugenic surgery in October 2024.

    Following another Committee recommendation, Japan enacted and enforced domestic legislation to give effect to the United Nations Convention against Transnational Organized Crime and its supplementary protocol on trafficking in persons in 2017.

    In June 2021, measures to combat sexual harassment and harassment related to pregnancy and childbirth were made mandatory.  The Government aimed to increase the percentage of women among candidates for the House of Representatives and the House of Councillors to 35 per cent by 2025. The Act on Promotion of Women’s Participation and Advancement in the Workplace made it obligatory for national and local governments to set targets for women’s representation, formulate action plans comprising measures to achieve their targets, and make information about women’s participation publicly available.

    The Government aimed to ensure that by 2031, 40 per cent of single-parent households received child support, and that 70 per cent of single-parent households that had a child support agreement received it.  Revisions to the Civil Code in May 2024 introduced a statutory child support system that enabled a parent who lived with a child to claim child support from the parent who lived separately.  The revisions updated provisions relating to child support, parental responsibility and custody, making it possible for both parents to be designated as having parental responsibility following divorce.  Sole parental responsibility was always mandated in potential cases of child abuse, domestic violence, or other potential harm.

    Following the Committee’s recommendations, the Government had revised legislation to make it obligatory for employers with 301 or more regularly employed workers to make information about the gender wage gap publicly available.  The Government also offered a consultation service to help companies analyse the factors and reduce gender wage gaps and was promoting the use of digital tools to help companies calculate those gaps.  Local and national governments were also required to make information on gender wage gaps for all their agencies publicly available.

    The Act on Childcare and Family Care Leave was revised in June 2021, creating a parental leave system that allowed fathers to take leave twice, up to a maximum total of four weeks, within the first eight weeks after the birth of their child. Employers with more than 300 employees were required to make uptake rates of parental leave publicly available. Employers were also required to provide flexible ways of working for workers with preschool age children. Legislation was revised to allow employees who took childcare leave for 14 days or more to receive 80 per cent of their pre-leave pay for 28 days.

    ATSUYUKI OIKE, Permanent Representative of Japan to the United Nations Office at Geneva, said Japan had successfully formulated three national action plans on women, peace and security and was eagerly ensuring cross-cutting intergovernmental coordination.  Bodies promoting women, peace and security were established within the Ministry of Foreign Affairs and the Ministry of Defence.  Japan was currently implementing 57 projects across the globe, contributing to promoting the women, peace and security agenda in Asia, Africa and Latin America.  In 2025, Japan would assume the role of Co-Chair of the Women, Peace and Security Focal Points Network; it would make every effort to advance the agenda internationally.

    Questions by Committee Experts 

    BANDANA RANA, Committee Expert and Rapporteur for Japan, commended Japan for its efforts since its last report.  Ms. Rana said that Hiroko Akizuki, the Committee’s Vice-Chair, made valuable contributions to the Committee.  Japan was also congratulated for being nominated as the Co-Chair of the Women, Peace and Security Focal Points Network for 2025.

    Challenges remained for fully achieving gender equality.  Japan had been ranked one hundred and twenty fifth globally in terms of gender equality, due to, among other factors, the low level of women’s representation in government and deeply rooted gender stereotypes that hampered women’s standing.  The State party needed to address these issues.

    Ms. Rana commended the State party for redefining rape as “non-consensual sexual intercourse” and for raising the age of consent to 16.  There was a lack of enforcement of gender equality legislation, leading gender gaps and discriminatory practices to persist.  What legal complaint mechanisms were in place for women who faced discrimination and how was the State party raising awareness of these mechanisms?

    Ms. Rana commended the State party on adopting several laws that addressed discrimination.  There was no definition of intersectional discrimination in legislation.  Would the State party adopt such a definition?  What was the status of efforts to ratify the Convention’s Optional Protocol?

    Japan’s Basic Plan for Gender Equality lacked concrete commitments to address structural barriers for women. How would the State party address the shortcomings in the Plan?

    International treaties had the same effect as domestic legislation in Japan, but courts reportedly rarely applied the Convention.  There were commendable training programmes for judges on the Convention.  How would the State party further promote implementation and awareness of the Convention?

    A Committee Expert commended Japan on its stand on lethal autonomous weapons systems, which was in line with the Committee’s general recommendation 30.

    Responses by the Delegation

    The delegation said that under the Constitution and domestic laws, gender-based discrimination was prohibited. The Fifth Basic Plan on Gender Equality called on the Government to raise awareness about remedy mechanisms available to the public.  The plan would run until the end of 2025.  Consideration of the next plan would begin at a later stage.

    Japan was taking into consideration various issues, including organisational frameworks, in its deliberations on ratifying the Optional Protocol, and would seriously consider ratifying it soon.

    All international human rights treaties ratified by Japan had the same effect as domestic law, and were referred to when necessary in courts.  The Convention attached rights and obligations to the State party, not individuals.  The Legal Training and Research Institute trained judges each year on human rights issues.  Prosecutors also received training on international conventions. 

    Non-governmental organizations had contributed to the State party’s policies on gender; women, peace and security; and to drafting the State party’s report.

    Questions by Committee Experts 

    A Committee Expert said Japan had created shelters and strong policies to address human trafficking.  There were problems in the State party’s measures to address trafficking, which had not changed in the last five years and did not cover the whole country.  What was the role of women in the peacebuilding process in Japan?  Had the Diet implemented gender budgeting?  Would the State party develop an independent national human rights institute for the benefit of women?  Japan needed to provide increased support for non-governmental organizations.

    Another Committee Expert acknowledged legislative measures to promote women’s participation in public life.  The Basic Plan for Gender Equality set targets to increase women’s representation in political bodies, disaster management bodies, and leadership positions to 30 per cent.  Other countries of similar economic capacity were seeking to achieve parity, so it was disappointing that these modest targets had not been reached.  What progress had been made in achieving the targets in the Plan?  Would the State party adopt temporary special measures to reduce the fee of three million yen required for running for political office?  Were there temporary special measures targeting Buraku women and women with disabilities?  The Expert congratulated Nihon Hidankyo on receiving the 2024 Nobel Peace Prize and asked how the Government was supporting women hibakusha and women and girls affected by the Fukushima Daiichi nuclear disaster.

    Responses by the Delegation

    The delegation said Japan had 10 women ambassadors and six general counsels who were women.  Forty per cent of Foreign Ministry employees were women, and this percentage was expected to increase.

    The Government had announced preventative measures to address sexual abuse by United States forces in Okinawa.  A new forum had been established between the military and residents of Okinawa.  Japan had primary jurisdiction over offences committed by military personnel.

    National and regional legal affairs bureaus had staff members that received complaints of human rights violations from women. There had been a significant increase in the budget promoting gender equality in recent years.  The Government’s 2024 budget included investments of 10.6 trillion yen in gender policies.

    The Government was working to promote the participation of women with disabilities in decision-making processes.  The Government had a policy committee for persons with disabilities; 40 per cent of its members were women with disabilities. The central government mandated local governments to formulate plans supporting persons with disabilities.

    The Convention did not apply to the period of the Second World War.  However, Japan had legally concluded all claims and property issues related to comfort women.  It had also established a fund that provided atonement for former comfort women, who were also sent letters of apology by the Prime Minister.  Meetings had been conducted with former comfort women.  The Government had also significantly invested in a healing foundation for comfort women and provided direct support to 65 surviving comfort women.

    Some women who had evacuated Fukushima after the nuclear incident had returned.  Experts monitored the health impact of radioactive material and were providing accurate information on risks to residents.

    Questions by Committee Experts

    A Committee Expert said the State party was promoting awareness of unconscious gender bias, but patriarchal attitudes continued to be present in various aspects of life.  How did the Government measure the effectiveness of awareness activities? Would the State party consider policies to counter gender stereotyping at all levels, which appeared to be normalised in society?  How would the State party prohibit discriminatory remarks by politicians?

    How could rape be prosecuted without accusation from victims? There were reports that perpetrators of offences by United States military personnel in Okinawa against women were not brought to justice.  How was the State party addressing this?  Could the State party provide data on arrests, prosecutions and convictions?

    Resource allocations to enforce prevention of spousal violence were reportedly insufficient.  Would the State party consider revising legislation to address coercion and psychological violence?  How was it building the capacity of the judiciary related to their understanding of gender-based violence?  How were shelters for victims of domestic violence being funded?  Was there a level of awareness amongst women regarding new legislation on non-consensual sex and their right to refuse sex?

    BANDANA RANA, Committee Expert and Rapporteur for Japan, commended the 2014 national action plan to combat trafficking in persons and the establishment of the council to combat trafficking in persons.  What measures were in place to improve identification mechanisms for victims of trafficking?  Current legal provisions did not fully encompass non-coercive forms of trafficking. How would this be addressed? Labour trafficking remained significantly underreported.  How would the State party secure convictions in trafficking cases and enhance cross-border cooperation to ensure the safe return of trafficking victims? Victimisation of girls persisted in the online sphere through child prostitution and pornography.  How was this being addressed?  Did programmes to prevent trafficking reach rural areas? What measures were in place to prevent the trafficking of young women and girls forced into prostitution by economic hardship?

    The Committee acknowledged efforts made by Japan to address the comfort women issue.  These steps needed to be sustained and enhanced to ensure the rights of victims to truth, justice and reparation.

    ANA PELÁEZ NARVÁEZ, Committee Chair, asked how legislation addressed sexual acts against persons who could not give consent, such as children and persons with disabilities.

    Responses by the Delegation

    The delegation said that the Cabinet Office had conducted surveys in 2021 and 2022 that revealed unconscious bias related to gender.  It had since implemented various measures to promote awareness of unconscious bias in government and society.  The Act on Promotion of Gender Equality in the Political Field required political bodies to implement training to prevent sexual harassment against persons holding public office.  Individual cases of harassment were handled according to the law.

    In 2023, the Penal Code was revised to specify that non-consensual sexual relations were prohibited in all situations. Information had been posted on Government websites, and leaflets and posters had been created, informing women and girls about the new legislation.  Lectures on the new law had also been provided for staff at one-stop support centres.  Persons who had sex with persons who could not give consent due to a disability or other factors were punished under the law.

    A victim-centred approach was taken to addressing the issue of sexual abuse by military personnel against women in Okinawa. Suspects were held by the military until the Japanese Government indicted them.  The Government was committed to holding all perpetrators accountable.  There were three arrests of United States forces for non-consensual sex with women and one arrest for indecent assault.

    The Act against Sexual Violence was amended in 2023 to address threats of violence and extend restraining orders for perpetrators of domestic violence.  The Legal Training and Research Institute had conducted training on domestic violence for family court clecks and investigators.  Courts could order prohibition of repeated phone calls to victims. Forty-seven publicly run shelters were provided for victims of sexual and gender-based violence, and the Government also supported privately run shelters.  Livelihood support was provided for victims, as was education support for their children.  In 2023, 1,100 protection orders were issued by courts.

    In 2022, the Government introduced an action plan on trafficking in persons, which promoted the identification and support of victims. After 2022, Japan had been attending the meetings of the Bali Process and contributing funds to the International Organization for Migration to promote awareness of trafficking and voluntary returns of victims.  Japan had supported the return of over 600 victims.  The Japan Coast Guard conducted inspections of vessels and took protective measures if there were suspicions of trafficking.  The Immigration Services Agency investigated whether asylum seekers were victims of trafficking.  Residence visas could be issued to persons found to be victims.  The Agency provided consultations and information on trafficking in persons in multiple languages, and victim protection services through regional contact points.  The police had also been trained in identifying victims of trafficking.

    Legislation had been enacted to address online child pornography and child prostitution.  Persons who distributed child pornography were prosecuted under this legislation.

    Japan aimed to lead global efforts to prevent gender-based violence.  It was providing financial contributions to organizations supporting women affected by conflict and was conducting awareness raising campaigns to prevent such incidents.

    Questions by Committee Experts

    A Committee Expert commended efforts to remove barriers to female political representation in Japan.  It was concerning that the number of women representatives in government had decreased recently.  Only around 0.8 per cent of company chief executive officers were women, there were only two female justices in the Supreme Court, and only 7.1 per cent of senior diplomats were women.  How would the State party improve female representation in these areas? Would it implement penalties or incentives to improve female representation?

    Another Committee Expert said that mixed nationality couples and single foreign parents had issues with passing nationality onto their children.  Did children of mixed couples obtain Japanese nationality upon birth, regardless of the marital status of their parents? Could more detail be provided about changes in the nationality law in 2024?  Children of foreign nationals born in Japan were not granted Japanese nationality and foreign residents were not allowed the right to vote.  Could they be appointed to government positions?  Was there a complaints mechanism for denied nationality applications?

    Responses by the Delegation

    The delegation said the Basic Act for Gender Equality called on the Government to pursue affirmative actions to promote gender equality.  It set numerical targets for women’s representation and measures were developed to achieve those targets.  Numerical targets had been set for the representation of women in private sector companies.  More than half of new employees of the Foreign Ministry were women.  Currently, the Supreme Court had three women judges, meaning 20 per cent of its judges were women.  The Government was exerting efforts to increase the representation of women in the judiciary.  Companies with more than 301 employees were obliged to develop action plans on promoting women’s participation and publish statistics on women’s representation in their workforces, and there were plans to extend this obligation to companies with more than 101 employees.  There had been a gradual increase in women’s representation in managerial positions in private companies in recent years.

    The 2024 revision to the law on nationality was enacted to ensure that nationality was not granted when false claims were made by applicants.  There was no specific complaint mechanism related to obtaining nationality. Nationality could be obtained through naturalisation and other means.

    Questions by Committee Experts

    BANDANA RANA, Committee Expert and Rapporteur for Japan, said that Japan was one of the world’s largest donors to international efforts promoting gender equality.  How would the State party promote women’s participation in peace negotiations?

    Another Committee Expert said horizontal segregation persisted in Japan.  The share of female students in physical science education was 15 per cent, and around 10 per cent in engineering education. Women professors made up around 17 per cent of professors in universities.  Would the State party introduce temporary special measures to address these issues?  Why were many female lecturers hired in temporary positions?  How was the State party encouraging women to become doctors?

    How did the State party ensure standardisation and the accuracy of information in history textbooks?  How many male teachers were there in primary schools?  What measures were in place to improve the working environment for women teachers?  Did teacher training address verbal and psychological violence?  Would the State party adopt Convention standards related to sexual education?  What measures were in place to address bullying against lesbian, gay, bisexual, transgender and intersex children and children from non-conventional families?

    A Committee Expert said the Penal Code had recently been revised to address online insults; how many cases of online insults had since been prosecuted?  Marginalised women experienced disproportionate levels of workplace harassment.  The gender wage gap was wide, at 23 per cent, and there was a large proportion of unemployed work-age women.  What measures were in place to address these issues?  Most women worked in irregular employment positions; would the State party consider requiring companies to report on the percentage of women in such positions?  What protections were available for workplace harassment of whistle-blowers?  The Convention needed to be upheld in Supreme Court deliberations regarding selective surnames for women.

    Responses by the Delegation

    The delegation said that in 2023, Japan positioned gender mainstreaming as an important part of official development assistance.  It was promoting women’s empowerment through foreign policies. Wide-ranging discussions were held on the empowerment of women at the G-7 as a part of gender mainstreaming efforts. Women were encouraged to participate in humanitarian aid activities.

    Under the fifth Basic Plan for Gender Equality, there was a target for increasing women and girls’ participation in science, technology, engineering and maths education.  Women’s participation in this education had gone up this year.  The Government was also promoting diversity among university students and supporting women studying science, technology, engineering and maths subjects through scholarships.  It also awarded universities that took positive measures to enrol women students and was distributing increased funding for universities that employed high percentages of women professors and women in leadership positions.  The Government was supporting women to return to work in research after childbirth.  It found that there had been discrimination against women in three medical schools’ entrance examinations.  Measures had been taken to ban such discrimination and prevent its recurrence.

    The Government had national curriculum standards that textbook publishers needed to adhere to.  School textbooks promoted harmony between students and provided education on gender equality.  In the authorisation process, academic and other experts assessed draft textbooks created by private sector companies to ensure that they explicitly promoted gender equality.

    Overtime payment was not provided to teachers, but teachers’ salaries were adjusted based on the amount of work they conducted.  The Government was trying to reduce working hours for teachers by hiring additional teachers and implementing other measures. Teacher training covered respect for human rights and support for students of diverse backgrounds.

    Bullying, including of lesbian, gay, bisexual, transgender and intersex children, was not tolerated in schools.  Psychological health surveys and individual support teams were employed to respond quickly to school bullying, and guidelines were being revised to strengthen responses to bullying.  A policy to address deep-fake pornography was included in the Basic Plan for Gender Equality.

    Employers were not allowed to select employees based on weight, height or physical strength, or based on their ethnic background or belief. Each public and private entity had a quota for employment of persons with disabilities.  This had led to increased employment of such persons.  A workplace diversity promotion project was launched in 2019.  Companies that actively employed women were certified and provided with tax incentives. The Government, over the next three years, would introduce measures to support women’s employment in the digital field.  There were 73 prosecutions involving insults in 2023.

    Questions by Committee Experts

    A Committee Expert said the Equal Employment Act did not recognise discrimination based on pregnancy, rural background or age. Would the State party amend this legislation?  More than 50 per cent of female workers were in temporary positions.  This needed to be addressed.  The 2025 World Expo was an opportunity to showcase that the future of work was female.

    Another Committee Expert asked about the slow pace of dismantling single-sex schools, which validated differences between the sexes.  What timeline did the Government have to achieve this?  What reparation had been provided to women who had been denied admission to medical schools due to discrimination?  How would the State party address negative comments by authorities related to reproductive education?

    A Committee Expert said a 2023 Government pilot had made emergency contraception pills available in pharmacies.  Would this pilot project be made permanent, and would contraception be provided to persons under 18?  Women in Japan had to get consent from spouses to seek abortions.  There were even cases where single women had had to seek permission from partners to obtain abortions.  Would the Government remove this requirement?  Only around three per cent of clinics offered abortion pills that were as expensive as other abortion procedures and needed to be taken in front of medical staff.  What measures were in place to increase access to abortion pills and to allow women to take these pills at home?

    The Committee commended the Government for apologising for the sterilisation of persons with disabilities conducted under the former eugenic protection law and for committing to provide compensation to victims. What reproductive rights did women with disabilities currently have?  What progress had been made in reducing per- and polyfluoroalkyl substances in water supplies, which were harmful for pregnant women?

    Another Committee Expert commended the revised Pension Act and support provided for start-ups created by women.  Around 15 per cent of women in Japan lived below the poverty line. Women in part-time work lacked adequate safety nets to keep them from poverty.  What measures were in place to further extend women’s access to employment opportunities and low-interest credit?  How would the State party address the gender digital skills gap? Were there financial literacy programmes for women in rural areas?  What percentage of the social security budget was devoted to older women, women with disabilities, foreign students and rural women workers?  Had the State party considered reforms that would establish guaranteed pensions for all individuals and family benefits for women with children classified as “illegitimate”?  How was the State party promoting women’s participation in sports and cultural programmes?

    Responses by the Delegation

    The delegation said the Government would continue to consider expanding the scope of legislation on indirect discrimination in recruitment, considering societal attitudes.  Japan’s efforts to promote women’s empowerment would be showcased at World Expo 2025. 

    Japan had no plans to dismantle single-sex schools.  Schools and boards of education made decisions related to single-sex education in individual schools.  Sexual and reproductive education called on students to respect the opposite gender and to make informed decisions regarding sexual activities.

    A trial was being conducted on the sale of emergency contraception pills at pharmacies and a research project on the provision of the abortion pill at medical clinics had been concluded this year.  The Government would analyse their results.  Male spouses needed to permit pregnant women to seek abortions, except in cases of domestic abuse or for unmarried mothers. The Government would deepen social discussions on this issue.

    The Government had developed a plan for promoting female digital talent; it was expanding opportunities for female high school and university students to receive education on programming.  The Government provided loans to female entrepreneurs who had difficulties obtaining funds and was collecting statistics on the number of start-ups created by women.  Seminars had been conducted to promote capacity building for women entrepreneurs.

    In 2022, the Government published cross-sectoral guidelines on business and human rights.  It would continue to study the possibility of future laws on human rights due diligence.

    The average monthly pension as of 2022 was 58,000 yen for men and 54,000 yen for women.  There was no gender gap in the system itself; the difference was due to gaps in work style between men and women.  Japan had a universal pension system.  The Government would expand the scope of employees qualified to receive pensions and would provide additional support to elderly women recipients of pensions.

    Questions by Committee Experts

    A Committee Expert asked about the timeline for the trial of emergency contraception, and asked whether the Government would change legislation to remove the requirement for people who wished to change genders to be sterilised.  It was extraordinary that women in Japan needed to get permission from spouses to obtain abortions, except in cases of divorce, domestic violence or death of spouses. Would the State party revise this?

    Another Committee Expert asked about the number of female beneficiaries of financial loans.  How would the State party provide pension coverage for all vulnerable groups, including women not in employment, education or training?

    Responses by the Delegation

    The delegation said it was currently difficult to indicate a timeline for the trial of emergency contraception, but the Government would continue to consider this.

    The poverty rate was higher for females than for males. To address this, a supplementary pension benefit was provided for low-income households.

    The Government provided various sporting opportunities for women and was promoting women’s participation in governance of sporting organizations.  A plan had been adopted that promoted women’s participation in cultural activities.

    Questions by Committee Experts

    BANDANA RANA, Committee Expert and Rapporteur for Japan, commended plans to support land ownership for rural women.  Rural women lacked access to adequate social benefits such as maternity and sickness leave. How would the State party address this? 

    Ms. Rana welcomed inspections that had led to the detection of abuse of migrant technical intern trainees.  However, migrant women workers continued to face discrimination, threats of repatriation abroad, and poor working conditions.  How was the State party addressing these issues?  What measures were in place to address barriers to accessing health care for women with disabilities?

    Women’s representation in climate change decision making was low.  How would the Government address this, and ensure that extraterritorial investments protected women’s rights?  How would the State party take responsibility for monitoring nuclear standards with regards to the dumping of nuclear treatment water into the ocean?

    Another Committee Expert said that 94.7 per cent of women adopted their husband’s surname under the current single surname system.  This had negative impacts on their identity and employment. What were the prospects of reforming the law to allow for a dual surname system?

    What measures were in place to address the impact of discriminatory practices against children born out of wedlock?  There were barriers to women accessing assets in divorce settlements.  How was the Government working to train the judiciary on these issues so that justice could be imparted with a gender perspective?  How would it protect victims of family violence after the introduction of joint custody decisions?  Were there plans to increase court resources for this purpose?  Would the State party allow for adoption by same-sex couples?  The Committee suggested that the State party consider establishing equality between men and women regarding the appointment of female emperors.

    Responses by the Delegation

    The delegation said foreigners could be appointed to certain public servant positions, but not all positions.  In 2022, several thousands of inspections were carried out under the technical intern trainee law, which had identified human rights violations.  Employers that violated migrant workers’ rights were sanctioned.

    The Ministry of Environment was actively employing women. Discharged water from the Fukushima Daiichi nuclear plant was not contaminated with nuclear material.  The International Atomic Energy Agency had determined that the radiation impact of this water was negligible and that the disposal of this water into the ocean was safe.

    Opinions were mixed regarding selective separate surnames. The Government was offering information to deepen debate on the topic in the public and in the Diet.

    The best interests of the child needed to be considered regarding visitation rights for parents.  The revision of legislation on visitation did not harm the rights of children. In 2024, the Civil Code was revised to promote the separation of property after divorces.  The period in which claims could be made to family courts were extended from two to five years.  The revised law promoted the fair division of property.

    It was not appropriate for the Committee to raise the issue of revising the system of succession to the Imperial Throne of Japan.

    Questions by Committee Experts

    ANA PELÁEZ NARVÁEZ, Committee Chair, said that the Committee had capacity to raise relevant questions regarding equality between men and women, including regarding succession to the throne.  This was a topic that was directly relevant to the Convention.

    A Committee Expert welcomed that the Government had removed a policy offering grants to women to move away from Tokyo to get married. What was the level of engagement of women in policy making such as this?

    Another Committee Expert asked about efforts to ensure that family law included a gender perspective.

    Responses by the Delegation

    The delegation said the Japanese Government had set targets regarding the percentage of per- and polyfluoroalkyl substances in drinking water.  There had been no reports of health issues related to levels of these substances, but monitoring of water resources would continue to ensure the safety of the public.

    The Government would continue to support the capacity building efforts of family courts.  It was providing information about women’s ability to use maiden names to apply for certain State services.

    Concluding Remarks

    KEIKO OKADA, Director-General, Gender Equality Bureau, Cabinet Office of Japan and head of the delegation, said the delegation had engaged sincerely in the dialogue.  It hoped that the responses it had provided would be useful for the Committee.

    ANA PELÁEZ NARVÁEZ, Committee Chair, said that the dialogue had provided further insight into the situation of women in Japan.  The Committee encouraged the State party to undertake further efforts to implement the Convention more comprehensively for the benefit of all women and girls in the State.

    Commenting on China’s joint military drills around Taiwan during an interview with the press on October 14, Japanese Prime Minister Shigeru Ishiba pointed out that peace and security in and around the Taiwan Strait were an extremely important issue to the region. He stated that Japan would carefully monitor the situation and prepare to respond to any development.

     

    The Ministry of Foreign Affairs (MOFA) affirms and appreciates Prime Minister Ishiba’s public expression of great concern and support for peace and stability across the Taiwan Strait immediately after China launched military drills around Taiwan.

     

    Also on October 14, Japanese Minister for Foreign Affairs Takeshi Iwaya and Minister of Defense Gen Nakatani stressed the importance of cross-strait peace to regional security and stability and stated that they would closely monitor the situation and remain vigilant concerning related developments.

     

    Maintaining cross-strait peace and stability is a matter of international consensus. China’s repeated use of pretexts to suppress and intimidate Taiwan has undermined peace and stability across the Taiwan Strait and in the Indo-Pacific. MOFA again urges China to exercise reason and restraint and to stop threatening Taiwan and unilaterally escalating regional tensions. For its part, Taiwan will continue to enhance its self-defense capabilities and work with the United States, Japan, and other like-minded partners to safeguard the rules-based international order.

    MOFA response to US State Department expressing serious concern over China’s military drills around Taiwan

    The US State Department issued a press statement on October 13 stating that the United States was seriously concerned by the People’s Liberation Army (PLA) joint military drills in the Taiwan Strait and around Taiwan, and that the People’s Republic of China (PRC) responding with military provocations to a routine annual speech was unwarranted and risked escalation. In the statement, the United States called on the PRC to act with restraint and to avoid any further actions that may undermine peace and stability across the Taiwan Strait and the region. The statement added that the United States would continue to monitor China’s activities and coordinate with allies and partners regarding their shared concerns.

     

    US Secretary of State Antony Blinken last week publicly emphasized that Taiwan’s National Day address was a routine activity and that China should not use the event as a pretext for engaging in any provocative actions.     Commenting on China’s joint military drills around Taiwan during an interview with the press on October 14, Japanese Prime Minister Shigeru Ishiba pointed out that peace and security in and around the Taiwan Strait were an extremely important issue to the region. He stated that Japan would carefully monitor the situation and prepare to respond to any development.
     
    The Ministry of Foreign Affairs (MOFA) affirms and appreciates Prime Minister Ishiba’s public expression of great concern and support for peace and stability across the Taiwan Strait immediately after China launched military drills around Taiwan.
     
    Also on October 14, Japanese Minister for Foreign Affairs Takeshi Iwaya and Minister of Defense Gen Nakatani stressed the importance of cross-strait peace to regional security and stability and stated that they would closely monitor the situation and remain vigilant concerning related developments.
     
    Maintaining cross-strait peace and stability is a matter of international consensus. China’s repeated use of pretexts to suppress and intimidate Taiwan has undermined peace and stability across the Taiwan Strait and in the Indo-Pacific. MOFA again urges China to exercise reason and restraint and to stop threatening Taiwan and unilaterally escalating regional tensions. For its part, Taiwan will continue to enhance its self-defense capabilities and work with the United States, Japan, and other like-minded partners to safeguard the rules-based international order.

    The US State Department issued a press statement on October 13 stating that the United States was seriously concerned by the People’s Liberation Army (PLA) joint military drills in the Taiwan Strait and around Taiwan, and that the People’s Republic of China (PRC) responding with military provocations to a routine annual speech was unwarranted and risked escalation. In the statement, the United States called on the PRC to act with restraint and to avoid any further actions that may undermine peace and stability across the Taiwan Strait and the region. The statement added that the United States would continue to monitor China’s activities and coordinate with allies and partners regarding their shared concerns.
     
    US Secretary of State Antony Blinken last week publicly emphasized that Taiwan’s National Day address was a routine activity and that China should not use the event as a pretext for engaging in any provocative actions.     Intelsat

    A large communications satellite has broken up in orbit, affecting users in Europe, Central Africa, the Middle East, Asia and Australia, and adding to the growing swarm of space junk clouding our planet’s neighbourhood.

    The Intelsat 33e satellite provided broadband communication from a point some 35,000km above the Indian Ocean, in a geostationary orbit around the equator.

    Initial reports on October 20 said Intelsat 33e had experienced a sudden power loss. Hours later, US Space Forces-Space confirmed the satellite appears to have broken up into at least 20 pieces.

    So what happened? And is this a sign of things to come as more and more satellites head into orbit?

    A space whodunnit

    There are no confirmed reports about what caused the breakup of Intelsat 33e. However, it is not the first event of its kind.

    In the past we’ve seen deliberate satellite destructions, accidental collisions, and loss of satellites due to increased solar activity.

    What we do know is that Intelsat 33e has a history of issues while in orbit. Designed and manufactured by Boeing, the satellite was launched in August 2016.

    In 2017, the satellite reached its desired orbit three months later than anticipated, due to a reported issue with its primary thruster, which controls its altitude and acceleration.

    More propulsion troubles emerged when the satellite performed something called a station keeping activity, which keeps it at the right altitude. It was burning more fuel than expected, which meant its mission would end around 3.5 years early, in 2027. Intelsat lodged a US$78 million insurance claim as a result of these problems.

    However, at the time of its breakup, the satellite was reportedly not insured.

    Intelsat is investigating what went wrong, but we may never know exactly what caused the satellite to fragment. We do know another Intelsat satellite of the same model, a Boeing-built EpicNG 702 MP, failed in 2019.

    More importantly, we can learn from the aftermath of the breakup: space junk.

    The amount of debris in orbit around Earth is increasing rapidly. The European Space Agency (ESA) estimates there are more than 40,000 pieces larger than 10cm in orbit, and more than 130,000,000 smaller than 1cm.

    The total mass of human-made space objects in Earth orbit is some 13,000 tonnes. That’s about the same mass as 90 adult male blue whales. About one third of this mass is debris (4,300 tonnes), mostly in the form of leftover rocket bodies.

    Tracking and identifying space debris is a challenging task. At higher altitudes, such as Intelsat 33e’s orbit around 35,000km up, we can only see objects above a certain size.

    One of the most concerning things about the loss of Intelsat 33e is that the breakup likely produced debris that is too small for us to see from ground level with current facilities.

    The past few months have seen a string of uncontrolled breakups of decommissioned and abandoned objects in orbit.

    In June, the RESURS-P1 satellite fractured in low Earth orbit (an altitude of around 470km), creating more than 100 trackable pieces of debris. This event also likely created many more pieces of debris too small to be tracked.

    In July, another decommissioned satellite – the Defense Meteorological Satellite Program (DMSP) 5D-2 F8 spacecraft – broke up. In August, the upper stage of a Long March 6A (CZ-6A) rocket fragmented, creating at least 283 pieces of trackable debris, and potentially hundreds of thousands of untrackable fragments.

    It is not yet known whether this most recent event will affect other objects in orbit. This is where continuous monitoring of the sky becomes vital, to understand these complex space debris environments.

    Who is responsible?

    When space debris is created, who is responsible for cleaning it up or monitoring it?

    In principle, the country that launched the object into space has the burden of responsibility where fault can be proved. This was explored in the 1972 Convention of International Liability for Damage Caused by Space Objects.

    In practice, there is often little accountability. The first fine over space debris was issued in 2023 by the US Federal Communications Commission.

    It’s not clear whether a similar fine will be issued in the case of Intelsat 33e.

    Looking ahead

    As the human use of space accelerates, Earth orbit is growing increasingly crowded. To manage the hazards of orbital debris, we will need continuous monitoring and improved tracking technology alongside deliberate efforts to minimise the amount of debris.

    Most satellites are much closer to Earth than Intelsat 33e. Often these low Earth orbit satellites can be safely brought down from orbit (or “de-orbited”) at the end of their missions without creating space debris, especially with a bit of forward planning.

    In September, ESA’s Cluster 2 “Salsa” satellite was de-orbited with a targeted re-entry into Earth’s atmosphere, burning up safely.

    Of course, the bigger the space object, the more debris it can produce. NASA’s Orbital Debris Program Office calculated the International Space Station would produce more than 220 million debris fragments if it broke up in orbit, for example.

    Accordingly, planning for de-orbiting of the station (ISS) at the end of its operational life in 2030 is now well underway, with the contract awarded to SpaceX.

    Without logistics, the Army can’t move, eat, or fight! Our readiness hinges on the dedicated work of logisticians and sustainers, ensuring we’re prepared to Fight Tonight. From October 16th to 18th, Foxtrot Company of the 6-52 Air Defense Artillery Battalion carried out a field training exercise known as Operation Reload. This exercise focused on convoy movements to deploy to new locations, managing logistics packages (LOGPAC) to resupply our Air Defenders, and executing supply support activities (SSA).

    Under the leadership of Captain Igor Semenov and First Sergeant David Moreno, Foxtrot Company kicked off the exercise with a nighttime convoy from Suwon Air Base to Camp Humphreys. Upon reaching Camp Humphreys, they quickly established their tactical operations center as well as the inflatable satellite antenna (ISA) and implemented 360-degree security using various convoy protection platforms and gun trucks.

    Once the ISA was set up, Fox Company began conducting LOGPAC operations, delivering equipment to the warfighter. Command Sergeant Major Richard Hauser, the senior enlisted advisor of the 6-52 Air Defense Artillery Battalion, visited to evaluate the company and engage with the Soldiers.

    “The biggest takeaway I wanted Soldiers to grasp was the importance of adaptability and seamless coordination across all sections—stock control, issue, receiving, turn-in, and storage—while utilizing the GCSS-Army system using the ISA system while no NIPR system is available. Whether in garrison or a deployed environment, it’s crucial that each Soldier understands how their role impacts the mission as a whole” said Chief Warrant 2 Hyun Ho, SSA Accountable Officer.

    “I was able to impact the mission by performing my duties in my section, supporting other sections, and also performing implied duties, for example, working with SASMO personnel to set up the ISA” said Spc. Hamidou Kaba, logistics specialist.

    In conclusion, Operation Reload not only showcased the critical role of logistics in maintaining Army readiness but also highlighted the dedication and teamwork of Soldiers like those in Foxtrot Company. As they navigated the challenges of convoy movements and logistics operations, the emphasis on adaptability and coordination emerged as vital lessons for all participants. With the guidance of their leaders and the support of experienced personnel, each Soldier gained a deeper understanding of how their contributions directly impact mission success. This exercise reinforces the importance of logistics in ensuring that the Army is always prepared to respond and fight, no matter the circumstances.

    The 14th Annual Peer-to-Peer Medical Exchange took place Wednesday aboard the USS Tripoli (LHA 7), bringing together military and civilian medical professionals during the 2024 San Francisco Fleet Week.

    This collaborative event, organized through a partnership between the U.S. Navy, the University of California, San Francisco (UCSF), and the Fleet Week Center for Humanitarian Assistance, focused on advancing medical readiness and exploring innovations critical to healthcare delivery in challenging environments.

    Rear Adm. Guido Valdes, commander of Naval Medical Forces Pacific, director of the Defense Health Network Pacific Rim, and the 14th chief of the Navy Medical Corps, opened the event by expressing his gratitude to the City of San Francisco and emphasizing the significance of such collaborations.

    “Fleet Week provides an excellent opportunity to strengthen the bonds between our Navy and this vibrant community,” Valdes said. “This exchange allows military and civilian professionals to share knowledge, explore innovations, and advance our shared goal of delivering world-class health care in some of the most challenging environments.”

    Valdes also highlighted Navy Medicine’s critical role not only in supporting military operations but also in humanitarian assistance efforts. He referenced the Navy’s recent missions such as Pacific Partnership, which integrates global health engagement and security cooperation with international partners.

    “Whether it’s providing life-saving care in combat zones or offering humanitarian assistance after natural disasters, Navy Medicine is always ready to respond,” Valdes added.

    The event featured several sessions on topics ranging from the use of artificial intelligence (AI) in medical settings to pre-hospital whole blood transfusion programs and disaster management. Each speaker provided insights into how new technologies and strategies are being employed to enhance healthcare delivery in austere environments.

    Capt. Jeffrey Feinberg, who recently commanded the Navy hospital ship USNS Mercy during the Pacific Partnership missions, spoke about the importance of learning from host nations during international missions. He emphasized the value of learning from countries that achieve excellent results despite limited resources.

    “We need to adapt their skills and techniques, especially in dealing with situations where resources are scarce,” Feinberg said. “These nations are ingenious, and there’s a lot we can learn.”

    Technological advancements, particularly AI, were a central focus of the discussions. Dr. Omar Badawi, Telemedicine and Advanced Technology Research Center (TATRIC), and chief of Data Sciences for the U.S. Army, expanded on the role of AI in handling mass casualty situations, drawing parallels to Feinberg’s point about resource limitations.

    “Imagine a hospital ship suddenly receiving 300 casualties. It would take over 1,200 medics to care for the injured, which isn’t realistic,” Badawi explained. “AI can monitor what’s happening and help guide decisions, especially in austere environments where resources are limited.”

    The potential of AI to revolutionize healthcare delivery was further explored by Dr. Christopher Peabody, associate professor, Emergency Medicine, UCSF, and founder and director of UCSF Acute Care Innovation Center, highlighted AI’s role in diagnostics and decision-making. He emphasized the importance of communication and teamwork when integrating AI into medical operations.

    “AI is assisting in diagnostics, predicting mortality, and making decisions, but it raises important questions about how it will affect team dynamics,” Peabody said. “We need to ensure that AI is integrated into systems where it complements the teamwork that remains fundamental to patient care.”

    Peabody also discussed how AI could be used to automate routine tasks, freeing up nurses and medics for more critical work.

    “There are times when we have to use whatever equipment is available, but by integrating analog methods with AI, we can enhance care delivery,” he added.

    Disaster management and pre-hospital whole blood transfusions were other key topics at the event. Dr. Chia-Lung Kao, chief executive officer, Regional Emergency Medical Operations Center (REMOC), Taiwan Branch, highlighted the value of international partnerships in disaster management, emphasizing the importance of learning from each other through tabletop exercises and joint operations.

    “We have different systems, but by learning and modifying our processes, we can integrate more effectively during real crises,” Kao said.

    Dr. CJ Winker, deputy medical director, San Antonio Fire Department, and assistant clinical professor, University of Texas Health San Antonio, Texas, spoke about the revolutionary impact of the pre-hospital whole blood transfusion program, which allows medical personnel to administer life-saving transfusions in the field.

    “This program can significantly improve survival rates from combat casualties,” Winker said. “A system of care saves lives, and whole blood is a critical tool in that system.”

    He added that AI could one day assist in determining when transfusions are needed, though for now, traditional methods like monitoring blood pressure remain essential.

    The Peer-to-Peer Medical Exchange continues to be a vital forum for advancing medical knowledge, improving readiness, and fostering collaboration between military and civilian medical communities.

    “The work being done here today will have a lasting impact on both military and civilian healthcare,” Valdes said reaffirming Navy Medicine’s commitment to innovation and partnership.

    The 2024 San Francisco Fleet Week, now in its 43rd year, offers the Bay Area and its residents an opportunity to celebrate and honor the contributions of the men and women of the U.S. Armed Forces.

  • MIL-OSI Africa: Kenya’s female freedom fighters were the silent heroes of the anti-colonial movement – here are some of their stories

    Each year in Kenya, familiar faces are feted at the national remembrance of the country’s heroes and heroines. Dedan Kimathi is arguably the most commemorated of figures. As one of the most prominent leaders of the anti-colonial Land and Freedom Army, Mau Mau, he has become a symbol of the bloodshed for independence.

    Field Marshal Muthoni Kirima also features. She avoided British capture for 11 years, hiding in the forests of central Kenya, and was the only woman to reach the status of field marshal in the Mau Mau. So it is unsurprising that the then deputy president, Rigathi Gachagua, and other top government leaders attended her funeral in September 2023. Kirima died at the age of 92. The surviving Mau Mau generation is now declining, but many of those who fought or grew up during the 1950s rebellion live on.

    While the leaders of the Mau Mau and the political elite now hold a prominent place in Kenya’s national history of independence, this cannot be said of the thousands of civilians who contributed to the anti-colonial cause. These include the unarmed women who sustained the freedom fighters during this fraught period of Kenya’s history.

    Historians estimate that between 1952 and 1960, British colonial forces detained 80,000 Kenyans, hanged over 1,000 suspected rebels, and forcibly resettled approximately 1.2 million civilians in colonial “villages”. As its control of the colony dwindled, Britain used brutal measures including torture, forced labour and collective punishment to suppress anti-colonial dissent. It wasn’t until 2013 that Britain finally acknowledged these human rights abuses, having been exposed in the landmark High Court hearings (2011-2012).

    These discoveries have instigated a flurry of historical examination from historians and activists to assess British brutality in Kenya. This work has largely focused on the detention camps incarcerating freedom fighters and Britain’s military campaign. But what of the civilians, mainly women and children, whose lives were disrupted and threatened by their forced resettlement into guarded villages? In 2018, I set out to conduct research in Kenya to capture these important stories.

    The oral histories of women Britain forcibly resettled in the 1950s offer important insights into life in these villages. They challenge the evidence in the colonial archive. Archival records lack rich or diverse information about the day-to-day experiences of those who lived in the villages.

    Brutal history

    Between 1954 and 1960, an estimated 1.2 million Kenyans were forcibly removed from their homes and forced into colonial “villages”. This form of collective punishment was to work in tandem with the mass detention of suspected freedom fighters. Torture and forced labour were practised widely.

    The High Court hearings forced Britain to release its “migrated archive”, which consisted of over 20,000 files pertaining to 37 of its former colonies. These records had been secretly removed during the process of decolonisation. The archive corroborated survivors’ testimonies of torture, sexual violence and mistreatment in the camps. These new histories of colonial violence expose the limits of international human rights laws in the wars of decolonisation.

    For its audience back home and across the world, Britian’s Colonial Office circulated images of the colonial villages, images depicting community, safety and even joy. Photographs of children playing on a make-shift slide, women laughing in a sewing class, a village headman smiling in the local shop. But how well did these depictions represent lived experiences?

    Women’s stories

    Over the Spring of 2019, I interviewed several women who had at some stage of the 1950s been forcibly resettled. Their ages at the time of interview ranged from 69 to 105 years old.

    Most women were put in contact with me during my time spent in the central region of Kenya, building up relationships with community leaders, cultural heritage practitioners, and through friends. The interviews conducted for the project mainly took place in the participant’s homes. Stories and memories shared over a warm mug of chai (tea).

    Several themes emerged from the interviews with women who experienced forced resettlement.

    Firstly, surveillance. When the British colonial government declared a state of emergency in October 1952, it was concerned by the growing anti-colonial sentiment and initial attacks made by Mau Mau fighters. By 1953 it became apparent to colonial officials that women in the Gikuyu, Embu and Meru regions were playing a significant role in sustaining the forest fight. Much of the Mau Mau strategising took place deep in the forests of Mount Kenya, with women supplying food, ammunition, and intelligence to the armed combatants.

    Women were characterised as the eyes and ears of the movement and concentrating them in colonial “villages” ensured the colonial state’s eyes and ears were fixed upon them. As one interviewee explained to me:

    everything had changed … you do not play, you do not make a noise … We see the Home Guards up there.

    Women and children in the villages knew they were under constant watch from the colonial state and its guards, and they regulated their own behaviour accordingly.

    The villages, while depicted in propaganda as lush green spaces with happy villagers, instead followed similar patterns to the detention scheme. Most villages were surrounded by barbed-wire fences, or trenches filled with sharpened sticks.

    These were well fortified spaces to keep out the Mau Mau and keep in those who might support them. Security posts were often situated at the top of hillsides facing down on the huts of inhabitants. Security officials monitored all movement.

    As one interviewee expressed it:

    We looked like caged people. Like people in prison.

    The punishments inflicted if rules were broken raise a second theme in these interviews: brutality. Violence and coercion came in several forms. If a family was suspected of continuing to aid forest fighters, guards set the roof of their hut ablaze.

    Village-wide curfews were put in place and people were locked inside their homes for extended periods of time. They were denied food. Public beatings were inflicted. People were executed. Many women sustained severe bodily harm when being interrogated at the security post. These punishments often extended to sexual violence.

    But the British colonial state could not break the women’s spirit. Women spoke of the food they shared with one another. They recalled caring for children who had been orphaned. Women set up trading networks that sustained the community and prepared them for life post-conflict. Many persisted in their support of the Mau Mau, sneaking food out of the village, breaking the fences so forest fighters could get into the village site, and strategising under nightfall.

    With military operations subduing from 1956, Britain slowly began releasing families from the colonial villages. Some women were allocated land elsewhere, others were assigned land that had once been part of that village. For many then, the memories of forced resettlement remain ever present.

    Silent heroes

    During this research I often received a similar response from women: “you want to speak to my husband, he was in the forest, he was detained, he was one of those heroes”.

    Collectively, women who faced forced resettlement for their participation and connection to the liberation movement have tended to marginalise their own significance.

    Yet, in many ways, women across the central region of Kenya embodied the conflict. Their day-to-day lives became part of the battlefield. It raises a challenge for scholars to recognise all the experiences of colonialism in Kenya. To extend our anti-colonial histories beyond Mau Mau, also.

    Each year in Kenya, familiar faces are feted at the national remembrance of the country’s heroes and heroines. Dedan Kimathi is arguably the most commemorated of figures. As one of the most prominent leaders of the anti-colonial Land and Freedom Army, Mau Mau, he has become a symbol of the bloodshed for independence.

    Field Marshal Muthoni Kirima also features. She avoided British capture for 11 years, hiding in the forests of central Kenya, and was the only woman to reach the status of field marshal in the Mau Mau. So it is unsurprising that the then deputy president, Rigathi Gachagua, and other top government leaders attended her funeral in September 2023. Kirima died at the age of 92. The surviving Mau Mau generation is now declining, but many of those who fought or grew up during the 1950s rebellion live on.

    While the leaders of the Mau Mau and the political elite now hold a prominent place in Kenya’s national history of independence, this cannot be said of the thousands of civilians who contributed to the anti-colonial cause. These include the unarmed women who sustained the freedom fighters during this fraught period of Kenya’s history.

    Historians estimate that between 1952 and 1960, British colonial forces detained 80,000 Kenyans, hanged over 1,000 suspected rebels, and forcibly resettled approximately 1.2 million civilians in colonial “villages”. As its control of the colony dwindled, Britain used brutal measures including torture, forced labour and collective punishment to suppress anti-colonial dissent. It wasn’t until 2013 that Britain finally acknowledged these human rights abuses, having been exposed in the landmark High Court hearings (2011-2012).

    These discoveries have instigated a flurry of historical examination from historians and activists to assess British brutality in Kenya. This work has largely focused on the detention camps incarcerating freedom fighters and Britain’s military campaign. But what of the civilians, mainly women and children, whose lives were disrupted and threatened by their forced resettlement into guarded villages? In 2018, I set out to conduct research in Kenya to capture these important stories.

    The oral histories of women Britain forcibly resettled in the 1950s offer important insights into life in these villages. They challenge the evidence in the colonial archive. Archival records lack rich or diverse information about the day-to-day experiences of those who lived in the villages.

    Brutal history

    Between 1954 and 1960, an estimated 1.2 million Kenyans were forcibly removed from their homes and forced into colonial “villages”. This form of collective punishment was to work in tandem with the mass detention of suspected freedom fighters. Torture and forced labour were practised widely.

    The High Court hearings forced Britain to release its “migrated archive”, which consisted of over 20,000 files pertaining to 37 of its former colonies. These records had been secretly removed during the process of decolonisation. The archive corroborated survivors’ testimonies of torture, sexual violence and mistreatment in the camps. These new histories of colonial violence expose the limits of international human rights laws in the wars of decolonisation.

    For its audience back home and across the world, Britian’s Colonial Office circulated images of the colonial villages, images depicting community, safety and even joy. Photographs of children playing on a make-shift slide, women laughing in a sewing class, a village headman smiling in the local shop. But how well did these depictions represent lived experiences?

    Women’s stories

    Over the Spring of 2019, I interviewed several women who had at some stage of the 1950s been forcibly resettled. Their ages at the time of interview ranged from 69 to 105 years old.

    Most women were put in contact with me during my time spent in the central region of Kenya, building up relationships with community leaders, cultural heritage practitioners, and through friends. The interviews conducted for the project mainly took place in the participant’s homes. Stories and memories shared over a warm mug of chai (tea).

    Several themes emerged from the interviews with women who experienced forced resettlement.

    Firstly, surveillance. When the British colonial government declared a state of emergency in October 1952, it was concerned by the growing anti-colonial sentiment and initial attacks made by Mau Mau fighters. By 1953 it became apparent to colonial officials that women in the Gikuyu, Embu and Meru regions were playing a significant role in sustaining the forest fight. Much of the Mau Mau strategising took place deep in the forests of Mount Kenya, with women supplying food, ammunition, and intelligence to the armed combatants.

    Women were characterised as the eyes and ears of the movement and concentrating them in colonial “villages” ensured the colonial state’s eyes and ears were fixed upon them. As one interviewee explained to me:

    everything had changed … you do not play, you do not make a noise … We see the Home Guards up there.

    Women and children in the villages knew they were under constant watch from the colonial state and its guards, and they regulated their own behaviour accordingly.

    The villages, while depicted in propaganda as lush green spaces with happy villagers, instead followed similar patterns to the detention scheme. Most villages were surrounded by barbed-wire fences, or trenches filled with sharpened sticks.

    These were well fortified spaces to keep out the Mau Mau and keep in those who might support them. Security posts were often situated at the top of hillsides facing down on the huts of inhabitants. Security officials monitored all movement.

    As one interviewee expressed it:

    We looked like caged people. Like people in prison.

    The punishments inflicted if rules were broken raise a second theme in these interviews: brutality. Violence and coercion came in several forms. If a family was suspected of continuing to aid forest fighters, guards set the roof of their hut ablaze.

    Village-wide curfews were put in place and people were locked inside their homes for extended periods of time. They were denied food. Public beatings were inflicted. People were executed. Many women sustained severe bodily harm when being interrogated at the security post. These punishments often extended to sexual violence.

    But the British colonial state could not break the women’s spirit. Women spoke of the food they shared with one another. They recalled caring for children who had been orphaned. Women set up trading networks that sustained the community and prepared them for life post-conflict. Many persisted in their support of the Mau Mau, sneaking food out of the village, breaking the fences so forest fighters could get into the village site, and strategising under nightfall.

    With military operations subduing from 1956, Britain slowly began releasing families from the colonial villages. Some women were allocated land elsewhere, others were assigned land that had once been part of that village. For many then, the memories of forced resettlement remain ever present.

    Silent heroes

    During this research I often received a similar response from women: “you want to speak to my husband, he was in the forest, he was detained, he was one of those heroes”.

    Collectively, women who faced forced resettlement for their participation and connection to the liberation movement have tended to marginalise their own significance.

    Yet, in many ways, women across the central region of Kenya embodied the conflict. Their day-to-day lives became part of the battlefield. It raises a challenge for scholars to recognise all the experiences of colonialism in Kenya. To extend our anti-colonial histories beyond Mau Mau, also.

  • MIL-OSI Security: India hosts Australia, Japan and U.S. forces in Exercise Malabar 2024

    VISAKHAPATNAM, India  –  

    Australia, Japan, and U.S. forces joined the host India Navy for an opening ceremony to celebrate the launch of field-training exercise Malabar 2024 in Vishakhapatnam, India, on Oct. 9.

    The ceremony and associated shore-phase activities will be followed by scheduled at-sea exercises in the Bay of Bengal, India.

    “I’m fired up to be here today with my counterparts as our navies train together in the Indian Ocean to strengthen our combat readiness, maritime integration, and interoperability,” said Adm. Steve Koehler, commander, U.S. Pacific Fleet. “Malabar is a great example of a combined team operating together in order to deter conflict and reinforce our shared commitment to a free and open Indo-Pacific.”

    This year marks the 28th iteration of the Malabar exercise, which began in 1992 as a bilateral exercise between the United States and India. The exercise has since evolved in scope and complexity and now includes Japan and Australia. This marks the fifth time that all four nations have participated in Malabar to advance the collective planning, integration and employment of advanced warfare tactics across participating nations.

    “Malabar 2024 reaffirms Indian Navy’s commitment to maritime security and cooperation among like-minded nations in the Indo-Pacific,” said Vice Adm. Rajesh Pendharkar, Flag Officer Commanding-in-Chief, Eastern Naval Command (ENC). “Our joint efforts aim to enhance operational synergy and foster stronger bonds of friendship. Together, we look towards safeguarding our shared values and achieve peace and stability in the region.”

    At-sea exercises are scheduled to include combined training in the surface, sub-surface, air and information domains.

    Eight ships and nearly a dozen aircraft are scheduled to take part in the exercise.

    “It has been 17 years since the JMSDF participated in Malabar for the first time in 2007,” said JMSDF Vice Adm. Katsushi Omachi, commander in chief, Self Defense Fleet. “I believe Malabar will contribute to the peace and stability, as well as the rules-based maritime order, which lead to a free and open Indo-Pacific. Japan-U.S.-India-Australia collaboration is now getting closer than before and I am expecting the multilateral bonds among the navies will deepen.”

    Representing the U.S. in the exercise are a P-8 Poseidon aircraft assigned to Commander, Task Force 72 and the Arleigh Burke-class guided missile destroyer USS Dewey (DDG 105), which operates under Commander, Task Force 70 and Destroyer Squadron (DESRON) 15, the Navy’s largest DESRON and the U.S. 7th Fleet’s principal surface force.

    The Murasame-class destroyer JS Ariake (DD 109) is representing the Japan Maritime Self-Defense Force. Australia is represented by the Royal Australian Navy Anzac-class frigate HMAS Stuart (FFH 153) and a Royal Australian Air Force P-8A Poseidon maritime patrol aircraft. The host contingent from India includes the first-in-class guided-missile destroyer INS Delhi (D 61), as well as at least four other surface combatants and aircraft.

    Australian, Indian, Japanese, and U.S. maritime forces routinely operate together across the Indo-Pacific in support of regional security and stability.

    “Exercise Malabar is a significant Indo-Pacific maritime activity that deepens interoperability and collaboration among key regional partners,” Australia’s Joint Force Maritime Component Commander, Commodore Jonathan Ley, said. “Australia has participated in previous iterations of Exercise Malabar, was honoured to host the exercise in 2023 and is pleased to participate again in 2024 as part of the Australian Defence Force’s ongoing program of regional presence and engagement.”

    The lead of this year’s exercise is India. The Malabar planning and exercise lead rotates each year among participating nations, along with the exercise location to demonstrate the combined ability to exercise across the entire Western Pacific and Indian Ocean.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

    ANCHORAGE, ALASKA—U.S. Senator Dan Sullivan (R-Alaska), addressing the Alaska Federation of Natives (AFN) annual convention today, spoke about the progress that has been made to advance the interests of Alaska Native people at the federal level in the past year, and highlighted work he is doing with Alaska Native communities to address challenges facing rural Alaska, like the devastating crash of salmon runs in parts of the state, limited access to affordable housing, the youth mental health crisis, and the disturbingly high rates of drug overdose deaths driven by fentanyl.

    Senator Sullivan discussed his work with the Alaska Eskimo Whaling Commission (AEWC) to secure the renewal of Alaska whaling captains’ quota at the recent International Whaling Commission (IWC) meeting in Peru; a new Alaska Salmon Research Task Force report created by his 2022 legislation; his team’s relentless efforts that led to a comprehensive ban on Russian seafood imports; and his efforts to address the Department of the Interior’s dismal implementation of his 2019 legislation to deliver Alaska Native Vietnam-era veterans the land allotments they are due.
    Finally, Sen. Sullivan also emphasized the legacy of patriotism of Alaska Native people and the critical ongoing military build-up taking place across Alaska.
    Below is a full transcript of Sen. Sullivan’s remarks.
    It’s an honor for me to be here today. AFN is certainly one of the highlights of the year for me, and for my wife, Julie, who is here in the audience today. I always look to her for my strength. She’s having a great time with her cousins and buying Christmas gifts for our family and friends.
    By the way, we are always amazed by the incredible crafts and artwork on display throughout the convention hall. To all of our skilled artisans, I want you to know I’ve just introduced two new pieces of legislation that I worked with many of you on to protect your rights as Alaska Native artists—and the next generation—to continue the centuries-old practice of using natural materials, like walrus ivory and bird feathers, in your artwork.
    That should be a no-brainer and we’re going to try and get a law passed to make sure that happens.
    I want to thank AFN leadership: Ana, Joe, and a big congratulations to Ben Mallott. We are excited about Ben’s strong leadership and his great experience with AFN. Ben, we are 100% behind you and think you’re going to do a great job here.
    And, of course, I know Julie Kitka has gotten a lot of accolades, and she deserves every single one of them. On the Senate floor back in D.C., I regularly give a speech about a special Alaskan, who we call the “Alaskan of the Week.” I try to get this every week. By the way—[there are] a lot of folks from our Alaska Native community who have been our “Alaskan of the Week.”
    So recently I gave a speech about Julie as our “Alaskan of the Week,” about her great service, and in that speech, I usually love to brag about that person, that Alaskan. But Julie Kitka, always humble, stressed that the great successes of AFN throughout her tenure were accomplished because of partnerships with all of you. She actually said when we were writing the speech, “Nothing I did was ever done alone.”
    Partnership is such a great leadership model. So, Julie Kitka, one more time—thank you for your great leadership. You’ve done such a great job.
    Alaska Travels
    As I always do, my Julie and I spent this past summer traveling to many rural Alaska communities including Saint Paul, Kotzebue, we were up on the Yukon, we were in the Ahtna region, to Nuiqsut and Utqia?vik. As always, we learned so much in our roundtable discussions, especially from our elders.
    We saw beautiful dancing. I tried to dance a little bit myself. That’s always embarrassing. We ate delicious food, met new friends and reconnected with old ones. So, again, to everybody that we were with—and it was with a lot of folks that summer—thank you for the warm, wonderful hospitality that we experienced literally everywhere we went. It is such a blessing of our Native communities.
    And as part of these travels, we were honored to attend Nalukataq in Utqia?vik.
    It’s magic when the whole community comes out to celebrate a cultural practice—subsistence whaling in this case—that Inupiat whalers have sustainably conducted for thousands of years.
    International Whaling Commission Meeting
    And this year, like six years ago, these same whaling captains were able to successfully renew—through very hard work—their quota at the International Whaling Commission (IWC) meeting in Peru.
    That is a big deal and deserves a round of applause. A really big deal. This has been a top priority of mine as your senator. As we know, success is never guaranteed at these International Whaling Commission meetings. The IWC has not always been a friend of our Alaska whaling captains. So before the big IWC meeting that was in Brazil in 2018 and in Peru this year, we all came together and put together a strategy with our whaling captains.
    We met with the U.S. State Department and NOAA to ensure the United States, as a country, had a coordinated strategy to make sure our Alaska Native whaling captains were able to get their IWC quota. That was part of the strategy. Both in 2018 and this past year in 2024, I hosted a reception in the U.S. Capitol. Here’s some photos from that.
    The goal of this reception was to invite the ambassadors, particularly from the countries that have not been friends of Alaska Native whaling, because we need their votes at this international convention. So if you see here at this convention, at one point, both in 2018 and in 2024, I looked across the reception area and literally every whaling captain had a Latin American ambassador with their arm around him.
    This is great lobbying on behalf of the IWC. And it worked! It worked because in Peru, just last month, our Alaska Whaling Eskimo Commission leaders were able to secure the first automatic quota renewal in IWC history. That is a giant triumph for Alaska Natives.
    In that regard, I want to do a big shout-out to AEWC Chair John Hopson Jr., the dynamic father-son duo of Crawford Patkotak, vice chair of the AEWC, and Josiah Patkotak, his son, the mayor of the North Slope Borough, and so many others. They all made it happen again. The children of the North Slope will look back at what the Alaska Eskimo Whaling Commission has achieved in the last 6 years and they will be grateful for decades to come.
    Salmon
    These whaling quotas are the kind of successes we can achieve when we unite behind a common mission.
    It’s more challenging, but this is also the approach I’m taking—working with so many of you—to address our salmon crisis.
    As you all know, we’ve had another banner year in terms of the strength certain salmon runs, like the Bristol Bay sockeye salmon run. But in the Yukon and Kuskokwim and other Interior rivers throughout our state, the runs have once again crashed. Representative Peltola talked very passionately about this yesterday, and our congressional delegation has always worked together to focus on these very important issues.
    I mentioned this to all of you before, but I’ll do it again. Over three decades ago, I was introduced to what salmon means to Native culture and people through my amazing wife Julie and her family’s fish camp near Hess Creek on the Yukon River. As a family, we have so many amazing memories and experiences at Julie’s family’s fish camp, particularly with our three daughters.
    And I know so many people have the same memories, learning how to head and gut and strip and smoke salmon on the banks of the Yukon, learning about their culture, about sharing, about family, about working together, about their heritage. When the Kings are running on the Yukon, it’s the most spiritual place in the world. When the fish aren’t running, and when the smoke houses are empty, it feels like something is very wrong with the universe.
    We experienced that feeling at Julie’s family’s fish camp this summer. We’re all worried—desperately worried—that a whole generation of children will miss out on this vital experience. It is soul wrenching.
    So here’s what I’m working on with all of you and, of course, with our congressional delegation.
    Alaskans can agree—we need to identify and address research prioritization gaps with comprehensive data and the best scientific minds, including Indigenous communities, to figure out the causes of these devastating salmon declines.
    That’s what my bill—the Alaska Salmon Research Task Force Act—does. This bill was passed into law. And here’s what it does. It brings the best minds in the world—state, federal, university, Indigenous, tribal—to figure out what is happening. It includes a specific working group focused on the Yukon and Kuskokwim.
    By the way, it probably doesn’t surprise you, but this bill was my wife Julie’s idea. And the Task Force report was just recently completed. This was required by the law. It’s at my booth and if you want a copy, we would love for you guys to take a look at my booth here at AFN. I want to thank so many in our Alaska Native community who took part in this Task Force and the research and the hard work of this report.
    This is what the Task Force recommends as we move forward. They call it “Gravel to Gravel,” “G to G,” which is a strategic approach that coordinates research where individual projects, regardless of whether they are led by state and federal, university, tribal or NGOs, will share information with other projects on what is happening to our salmon.
    With this critically important report now completed, my team and I will be working with all of you to build a comprehensive, well-funded salmon research program at the federal level on the goal that we all share: Achieving greater abundance and stability in our salmon stocks all across Alaska.
    Now, this won’t happen overnight, but you have my commitment that we will continue to work our hearts out on getting our salmon back in our rivers for our children, and our children’s children.
    We have to get to the bottom of this and address it. I certainly am committed to working with all of you on this.
    Another thing I know we can unite on in terms of a goal with regard to fisheries—which we’re able to achieve recently—is making sure that Russia can no longer flood America’s domestic markets with their cheap, unsustainable fish.
    After a long battle with the Biden administration, I was able to finally get them to ban Russian fish from coming into our country. When the Russians tried to circumvent this ban by sending their fish through Communist China, we shut down that loophole too. This will help all of our coastal communities, many of which are Native communities, and our Alaska fishermen.
    The Russian oligarchs say they’re in a war with Alaska’s fishermen. Well, we’re finally fighting back.
    This includes banning unsafe and often illegal Russian and Chinese trawlers who are likely contributing to depleting our own salmon runs here at home. I’m now pressing leaders from around the world—from Japan, to Canada, to Europe—to ban these fish.
    The world should want Freedom Fish from Alaska, not Communist Fish from China or Russia!
    Report on Children
    Now I want to turn to an incredibly important theme this year: Our Children, Our Future Ancestors. I really want to thank the commissioners, like Gloria O’Neil and Don Gray, and all of those who worked on “The Way Forward: Report of the Alyce Spotted Bear & Walter Soboleff Commission on Native Children.”
    To Gloria’s point during that last session, we certainly want to follow up with the work Gloria and others did in that important report. We don’t want to let that report go onto a shelf and collect dust. That report was spearheaded by legislation that Senator Murkowski wrote, that I co-sponsored. And, as Gloria and Don said, we know that the statistics are not great. As a matter of fact, they’re horrible.
    Too many Alaska Native children are experiencing poverty and abuse. Too many are in the juvenile justice system. Too many are experiencing mental health challenges.
    There have been many reports throughout the decades on the well-being of Alaska Native people. Gloria mentioned that in her comments just a few minutes ago. 30 years ago, if you look at this report my mother-in-law, Mary Jane Fate, worked on—the 1994 report that was also mandated by federal legislation. When she testified before Congress, she stated:
    “Today we find ourselves in a crisis situation. The outrageous school dropouts, high unemployment, hopelessness, and other tragic and sad endings such as the highest rates of suicides and accidents amongst our youth.”
    That was 30 years ago. The situation then was dire and still is if you look at the report that Gloria and Don just authored. But here’s the thing. We cannot lose hope. This is our youth, and we must recognize that there has been progress in the last 30 years since that last report, particularly significant improvement in education, in life expectancy, and in rates of poverty.
    So we must do more working together, and again, I want to thank Gloria and Don for their leadership.
    Mental Health
    One of the key issues in their report is resiliency. We need that, among all Alaskan kids, among all American kids. In that regard, mental health is key.
    As outlined in “The Way Forward” report, 31 percent of Alaska Natives told researchers: “My mental health is poor most of the time or always.” 21 percent of youth in the report said they had been bullied on social media or through texts.
    I know social media can be a great positive for many, particularly for those who live in Rural Alaska. But as we’re building out our historic broadband infrastructure in Rural Alaska, we need to understand that there is a very strong correlation between declining mental health and increasing social media use for all young Alaskans and for all young Americans.
    I have been very focused on this issue and can report important progress back in D.C. A few months ago, the Kids Online Safety and Privacy Act—of which I am an original cosponsor—passed the Senate with over 91 votes. “KOSA,” as we call it, gives parents significantly more control over what their kids are allowed to see online and limits harmful and addictive content that kids are bombarded with online.
    This is a good start, but we must do more to protect our children. We can have the strongest economy in the world, the best quality of life in the world, but none of that means anything if so many of our kids are depressed or considering ending their lives because of what they’re consuming online. We have to get started on this important issue.
    One Pill Can Kill
    Another issue that I’m very focused on that relates to our youth—this is a huge one—is the deadly fentanyl crisis that’s hit our state very hard, especially among our youth.
    The new numbers for 2023 just recently came out. Take a look at these slides. These numbers are shocking! The number one cause of overdose deaths in Alaska—particularly among our young people—are fentanyl overdoses, up roughly 45% from just last year. By the way, in other areas across the country these numbers are dropping dramatically. But in our state, they are continuing to surge. To surge!
    Alaska Natives account for 33% of drug overdose deaths from fentanyl last year. Our kids need to be educated about this lethal drug. That’s why my team and I, working with schools and organizations across the state, have launched the “One Pill Can Kill” campaign.
    What is it? It’s educating our youth that even a tiny, tiny bit—look at how small that is on a pencil tip—a tiny bit of fentanyl can be lethal. They need to know the drugs they buy on the streets or from friends, including marijuana, can be laced with fentanyl and can kill you. They need to know that one pill can kill.
    I would very much like to partner with AFN and other Native organizations across Alaska on this campaign. You can find information about it on my website and at my booth downstairs. But here’s the bottom line: If we can save even one young Alaskan’s life with this campaign, then it will be worth it.
    Housing
    Now, as you all know, raising healthy families with healthy children requires safe, affordable housing. Let’s face it, in pretty much every part of Alaska, especially Rural Alaska, we don’t have that.
    Last August, I hosted the Secretary of Housing and Urban Development in Alaska. A number of you were there at our roundtable that was focused on the outrageously high cost of housing in rural Alaska.
    The Secretary of HUD, she runs a big bureaucracy back in D.C. Unfortunately, we are still waiting for HUD’s recommendations on how to reduce the federal red tape that is a part of the problem of the high cost of housing in Rural Alaska. But here’s the deal. We shouldn’t have to wait. We can do so much of this ourselves.
    I’ve seen incredible innovation in housing during all of my travels throughout Rural Alaska. Last summer, Julie and I saw how Native leaders in Huslia and Hughes were building affordable, beautiful housing—just like in this photo—at much more competitive costs.
    These great leaders in our state weren’t waiting for the D.C. bureaucrats to give them permission to build. I’ll never forget in 2018, when I was in Holy Cross, talking about housing with World War II veteran Luke Demientieff and his son Leonard, a Vietnam veteran. Both are master carpenters. Leonard shared with me some wise words from an elder who had been looking out at the vast expanse of an Alaskan forest. This elder said, “There’s a house in the woods. You just have to go get it. You have to build it.”
    In other words, this community wasn’t waiting for the federal government to act. They got a sawmill and they started building. That is the kind of can-do spirit we need as Alaskans to address this housing shortage.
    Alaska Native Vietnam Veterans Allotments
    I think a number of you know that in my AFN remarks, I like to always talk about—and I certainly don’t have to remind all of you—about Alaska Native Veterans incredible patriotic history of military service to our country. Already this morning, I’ve seen several Alaska Native veterans. If you’re a veteran or a family member of a veteran, could you please stand or raise your hand to be recognized by this audience?
    You all know this, but it bears repeating: Generation after generation, Alaska Native people have served our country in the military at higher rates than any other ethnic group in America. That is what I call special patriotism, particularly when they were still facing shameful discrimination back home.
    Alaska Vietnam veterans really got hit hard. They were serving their country when, let’s face it, a lot of Americans were avoiding service. They came home, and because they were Vietnam Vets, many were treated disgracefully.
    This happened to my good friend Bill Thomas who said one day he was fishing in Haines, the next day he was in bootcamp at Fort Lewis, and then sent to the jungles of Vietnam.
    Nearly two years later, after his combat tour, Bill was flown to California, dazed, the smell of jungle still on his skin, fear still in his gut. On the way to being discharged, he had to drive past a group of protestors, yelling despicable things at him.
    On top of that, Bill, like so many other Alaska Native Vietnam veterans missed the deadline to apply for their Native allotment—the one that they were legally entitled to but missed because they were serving their country in a war overseas. His story was not unique.
    So working with many of you here—I see Benno Cleveland and others—I was able to pass my Vietnam Veterans Allotment Act in 2019 that righted this injustice. That is now the law. It gave our Alaska Native Vietnam veterans the ability to apply for a Native allotment.
    Unfortunately, the implementation of this bill has been dismal, despite Secretary Haaland’s commitment to me on making this a priority of hers.
    In the past four years, the Department of Interior has only certified 38 Alaska Native Vietnam-era [Veteran] allotments out of the over 2,000 Alaska Native Vietnam veterans who were eligible for this. That’s a disgrace and time is running out.
    That’s why I’ve introduced a new bill to extend the Alaska Native Vietnam Veterans Allotment Program for five more years, and importantly, to expand the lands available, particularly in Southeast, where we have such a high number of Vietnam veterans and where it’s been very challenging for our Vietnam veterans to get land close to their home.
    Here’s the challenge on my bill, and I’m going to need AFN’s help on this one: Every radical Lower 48 environmental group is going to come out and try to kill my bill. They don’t want Alaska Natives to have their own land and they certainly don’t want to honor our Vietnam veterans’ heroic service. We all need to fight back against them. Our cause is just. Our cause is so very just on this bill.
    I’m hoping that AFN and others—I’ve asked the Alaska Native Brotherhood, the Alaska Native Sisterhood—we can all work together and support my bill and continue to bring justice to our Alaska Native Vietnam veterans.
    Vietnam Veterans Resolution
    Finally, as it relates to our Vietnam veterans, like Bill Thomas and Benno and so many others, I was recently able to pass a Senate resolution—which, by the way, passed in the Senate unanimously—commending our Vietnam veterans for their courage and sacrifice. The resolution urges the President, on behalf of the Congress, to formally acknowledge the widespread mistreatment of our Vietnam veterans when they came back home.
    It offers a long overdue apology, and it calls for increased education in our schools, for our children, to learn about and understand and respect the courage and sacrifice of these heroes during the Vietnam War.
    Kake and Angoon
    There is another apology that I want to mention. This one also relates to our military. I think many know that I deeply respect our military. Last February, I retired from the Marines Corps after 30 years of service.
    But that doesn’t mean our military is perfect. No organization is perfect.
    I believe that in instances where our country has fallen short of our ideals and has harmed our own citizens, then an apology can be the right thing to do and it’s an important gesture for reconciliation.
    The egregious and unwarranted U.S. military assaults on the Alaska Native people of Kake and Angoon in the late 1800s is such a case.
    When Dr. Rosita Worl brought these historic wrongs to my attention, and mentioned the Tlingit people’s decades-long pursuit of recognition and an apology, I told my team in the Senate that we would work tirelessly with Alaska Native leaders to press this issue at the highest levels of the United States Navy and the Pentagon until these communities received an appropriate apology. That’s what we were able to do.
    Last month, some of you may have seen it, hopefully some of you were there, the U.S. Navy held a ceremony to present the apology in Kake—an official ceremony. There will be another ceremony in Angoon in a few days. Julie and I will be looking forward to attending.
    I am hopeful that these recognition ceremonies will help provide healing and importantly, show our youth that our country is so strong that it can admit its mistakes to become even stronger.
    Arctic and National Security
    Finally, let me turn to an issue that I have heard about from so many of you in your communities and where I want to compliment our brave Alaska-based military.
    We all know it’s becoming an increasingly dangerous world. We are in a new era of authoritarian aggression with dictators in Beijing, Moscow, Iran and North Korea on the march and working together. As Alaskans, we are on the front lines of this new Cold War. We’ve seen this with dramatically increased joint Chinese and Russian patrols in the air and on the seas, near our shores and our skies. You’ve seen these photos—Chinese bombers, Russian subs, Russian fighters near our aircraft. Very aggressive. Our military here has done a great job of protecting our country, just like Alaska Natives have done over the decades.
    Throughout history, our Alaska Native people have courageously served and defended our country. Think about it: the Alaska Territorial Guard, the Eskimo Scouts, the Tlingit code talkers. And of course, as I mentioned earlier, the super high number of Alaska Natives who serve their country in uniform. I’m absolutely confident that with this strong legacy of patriotism and service and a continued build-up of our own military here in Alaska, which I am very focused on, we as a country and as a state will once again prevail over these authoritarian dictatorships.
    Internships
    So let me end with one final plea. It’s related back to the theme of our youth and the theme of this conference. It’s just a pitch from my office. We have a very robust internship program. Representative Peltola yesterday mentioned one young Alaska Native leader, Sam Hiratsuka, who started in my office as an intern. He rose in my office, then went to Mary’s office, and just two days ago, was the youth speaker at the AFN Elders and Youth Conference. Sam is doing a great job and is showing the next generation of leaders how to lead.
    So here’s my pitch: We need more interns, Alaska Native interns. I have information at my booth, and I urge all of you to spread the word.
    We need our Alaska Native people working on Native issues in all branches of our federal government. It’s a great experience for them. They are the future, and we want to encourage that kind of service. With that, to the leadership of AFN, to Julie, and others, thank you again. My Julie and I are very honored to be here.

  • MIL-OSI Security: NATO Secretary General joins meeting of G7 Defence Ministers in Naples

    On Saturday (19 October) NATO Secretary General Mark Rutte joined a meeting of G7 Defence Ministers in Naples, Italy to discuss how to further increase support to Ukraine, ramp up defence industrial production, and more. It was the first G7 meeting for Mr Rutte in his role as Secretary General and the first time the G7 convened a dedicated meeting in Defence Ministers format.

    The Secretary General highlighted the value of cooperation between G7 and NATO, given the complex nature of the challenges to​ shared security. On Ukraine, he underscored how ensuring that Ukraine has what it needs to prevail is critical to security and stability well beyond the region. As Ministers discussed defence industrial production, Mr Rutte noted the importance of working together – across the Alliance and beyond – to not only increase and speed up production but that these efforts are better aligned by working to NATO standards. The Secretary General also outlined how NATO is doing more to build its partnerships, not only in the Indo-Pacific but also in NATO’s southern neighbourhood – another area on which G7 discussions focused.

    The meeting in Naples comes on the heels of the NATO Defence Ministers’ Meeting in Brussels this week, where Allies agreed on a range of initiatives related to improving deterrence and defence, ensuring enduring support for Ukraine, and doing more with partners in the Indo-Pacific as well as the EU.

    We, the G7 Defense Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America, and the High Representative of the European Union, with the participation of the NATO Secretary General, have gathered in Naples to reaffirm our enduring unity and common determination to address, in a cohesive and concrete manner, security challenges, at a time in history marked by great instability.

    October 19, 2024 – Naples, Italy – National Defence / Canadian Armed Forces

    Preamble

    We, the G7 Defense Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America, and the High Representative of the European Union, with the participation of the NATO Secretary General, have gathered in Naples to reaffirm our enduring unity and common determination to address, in a cohesive and concrete manner, security challenges, at a time in history marked by great instability.

    In this spirit, we strongly reaffirm our commitment to promote respect for the United Nations Charter, to implement tangible measures to help safeguard peace and security, and to oppose any action aimed at undermining the free and open rules-based international order.

    We:

    • reiterate our unwavering support for Ukraine, which has for nearly three years defended itself against Russia’s brutal and full-scale illegal war of aggression. We condemn Russia, which has put in place a posture of confrontation and destabilization on a global scale, also resorting to hybrid warfare and the irresponsible use of nuclear rhetoric;
    • believe that the G7, along with other international partners, can play a key role in the process of achieving a comprehensive, just and lasting peace in line with international law, with respect for Ukraine’s sovereignty, independence and territorial integrity. This cannot be done without continuing to work to achieve the widest possible international support for Ukraine, fostering a renewed sense of trust, based upon the inclusion of like-minded countries;
    • commit to identifying cooperative solutions to address the growing need for defense industries to be able to sustain a high pace of production, work on building and strengthening resilient and reliable defense industry, including on issues related to supply needed for Defense;
    • recognize the need for a more cooperative approach in defense-related research and development, also in terms of sharing and leveraging expertise and knowledge, while fostering a safe environment to prevent malign access, in order to maintain competitive advantage, including in the field of emerging and disruptive technologies;
    • acknowledge the relevance of finding effective solutions to ensure the extended sustainability of military operations and proper regeneration of forces;
    • are also committed to containing and countering information manipulation and the spread of misinformation and disinformation;
    • condemn Hamas’ brutal terrorist attack on Israel on October 7th, 2023, which has unleashed a spiral of violence that threatens the entire Middle Eastern region;
    • are united in supporting the need for an immediate ceasefire in Gaza, the release of all hostages, a significant and sustained increase in the flow of humanitarian assistance throughout Gaza and a sustainable pathway to a two-state solution;
    • are concerned by the latest events in Lebanon and the risk of further escalation. We express concern over all threats to UNIFIL’s security. The protection of peacekeepers is incumbent upon all parties to a conflict. We also reaffirm the importance of supporting UNIFIL and the Lebanese Armed Forces in their role of ensuring the stability and security of Lebanon.
    • condemn the attacks perpetrated by the Houthis against maritime shipping transiting the area including the Red Sea, Bab el Mandeb Strait and Gulf of Aden, reaffirming the right to preserve freedom of navigation, protect shipping lanes and defend ships and personnel, in accordance with international law and UNSCRs 2722 and 2739;
    • condemn Iran’s direct military attack against Israel on 13 April and 1 October, 2024, and call on Iran to refrain from providing support to Hamas, Hezbollah, Houthis and other non-state actors, and taking further actions that could destabilize the region and trigger an uncontrolled process of escalation;
    • express our concerns about strategies pursued by some state actors towards Africa, including predatory economic practices, and disinformation, that create instability;
    • reaffirm our commitment to the strengthening of the stability and security of African countries, stressing the importance of an integrated approach, through practical and coordinated actions with African partners in the field of peace, security and defense, notably in the areas of capacity building, security and defense sectors reform, as well as interoperability. In this sense, we look forward to bilateral and multilateral partners’ initiatives on the “southern neighborhood”, including EU and NATO activities;
    • recognize that climate change is a defining challenge with a profound impact on our security that can aggravate demographic, economic, and political challenges to peace and stability worldwide, and especially in the most vulnerable countries;
    • reaffirm that the multilateral system, with the United Nations and its Charter at the center, must be strengthened. We are committed to take the necessary actions adopted at the UN Summit of the Future and to continue to support and adapt UN Peace Operations as a critical tool to maintain international peace and security; 
    • reaffirm our commitment to a free and open Indo-Pacific, whose crucial role in global prosperity and security we recognize, and our commitment to fostering our security and defense partnerships with Indo-Pacific countries;
    • reaffirm that maintaining peace and stability across the Taiwan Strait is indispensable to international security and prosperity;
    • express our serious concern about the situation in the East and South China Seas and reiterate our strong opposition to any unilateral attempts to change the status quo by force or coercion, including in the maritime and air domains;
    • express our deep concern at China’s support to Russia, which is enabling Russia to maintain its illegal war in Ukraine and has significant and broad security implications, as well as the strengthening of military cooperation between China and Russia;
    • condemn the continued development of North Korea’s nuclear and ballistic missile programs, in direct violation of relevant UNSCRs, and express our concern about its increasing military cooperation with Russia.

    Support to Ukraine

    Since Russia’s full-scale invasion of Ukraine, we, the G7 with NATO, have played a central role in supporting Ukraine’s right to self-defense in order to counter Russia’s aggression, to achieve a comprehensive, just and lasting peace in Ukraine, reaffirming the primacy of international law, including the UN Charter and the principle of the inviolability of national sovereignty.

    We reaffirm our unwavering support for the freedom, sovereignty, independence and territorial integrity of Ukraine for as long as it takes.

    We continue to condemn in the strongest possible terms Russia’s blatant breach of international law, including the UN Charter, its repeated and deliberate attacks against civilian and critical infrastructures, the use of actions of hybrid warfare, as well as Russia’s irresponsible nuclear rhetoric.

    We believe that Russia’s aggression against Ukraine is posing a threat to international security, the purposes and principles of the UN Charter and the rules-based international order.

    We support Ukraine’s right to self-defense and reaffirm our commitment to Ukraine’s long-term security, including by implementing bilateral security commitments and arrangements based on the G7 “Joint Declaration in support of Ukraine” signed in the margins of the NATO Vilnius Summit, bilateral security agreements and arrangements signed with Ukraine, and the Ukraine Compact endorsed in the margins of the NATO Washington Summit.

    We therefore reaffirm the importance of synergy and coherence between the support provided by NATO, the EU and on a bilateral or multilateral basis. In this regard, we support the mechanism of enhanced political consultations between Ukraine and the Alliance established with the NATO-Ukraine Council. We support the assistance initiatives of the EU and NATO, including the military support through the European Peace Facility, the EU Military Assistance Mission for Ukraine, negotiations for Ukraine’s accession to the European Union, and the NATO Security Assistance and Training for Ukraine. We also support the Ukraine Defense Contact Group, including the work of its Capability Coalitions, and recall the launch of the Ukraine Compact at the NATO Washington Summit. We welcome initiatives aimed at supporting Ukrainian defense industry and innovation, which are instrumental to enable Ukraine’s self-defense.

    We underscore our intent to continue to provide assistance to Ukraine, including military assistance in the short and long term. We support Ukraine on its irreversible path to full Euro-Atlantic integration, including NATO membership.

    We consider it imperative to continue supporting the education and training needs of the Ukrainian Defense and Security Forces in the short and long term, given the need for force regeneration and reconstitution. We welcome NATO’s and EU’s respective efforts through NATO Security Assistance and Training for Ukraine and EU Military Assistance Mission in support of Ukraine, which will provide support also to the long-term development and reform of Ukraine’s Armed Forces, including military assistance. In coherence with Apulia G7 Leaders’ Communiqué, Extraordinary Revenues stemming from immobilized Russian sovereign assets, held in the EU and other relevant jurisdictions, will be used for supporting Ukraine, including military, budgetary and reconstruction assistance in the short and long term, as consistent with G7 members’ respective legal systems.

    We consider it a priority to work now to find solutions to create a Ukrainian military interoperable with supporting member states and NATO, capable of defending Ukraine now and deterring further attacks in the future. This process must be based on coordinated and sustained actions across relevant state and international actors.

    We reiterate that our ultimate goal remains a comprehensive, just and lasting peace in accordance with international law, as set out in the UN Charter and its principles, that ensures respect for Ukraine’s sovereignty and territorial integrity.

    Middle East

    We express our concern about the escalation in the Middle East. 

    We reiterate our firm condemnation of the brutal terrorist attacks perpetrated by Hamas on 7 October 2023. We call for an immediate ceasefire and the prompt release of all hostages. This attack has triggered a spiral of violence, also involving Israel and Hezbollah, deeply affecting civilians. A dangerous cycle of attacks and retaliation risks fueling uncontrollable escalation in the Middle East, which is in no one’s interest. We encourage all parties to engage constructively to de-escalate current tensions and emphasize the importance for all parties to act in accordance with international law, including international humanitarian law.  We reiterate the absolute need for the civilian population to be protected and that there must be full, rapid, safe, and unhindered humanitarian access, as a matter of absolute priority.

    The conflict in the Gaza and the dramatic humanitarian crisis have highlighted the need to start a political process necessary to avoid further military escalation and achieve a stable and lasting security situation. We therefore reaffirm the need to continue working towards a lasting ceasefire in Gaza, a stable security situation, and an increased and unimpeded flow of humanitarian aid to the innocent civilian population.

    We welcome UNSCR 2735 and reaffirm our commitment to support a political process towards achieving a two-state solution, as the only option for ensuring the long-term peaceful coexistence of Israelis and Palestinians, addressing both Israel’s legitimate security needs, alongside a sovereign, viable and democratic Palestinian state.

    We commend initiatives to train and advise Palestinian Authority security forces, and support the broader reform of the security and judiciary building on the positive experience of successful capacity building initiatives, including those for the Palestinian Civil Police, an improvement for the Palestinian people.

    We reaffirm the need to identify, with other partners, within the framework of the relevant international organizations, viable solutions for post-conflict stabilization, governance and security, and in this regard we stand ready to support, when security conditions permit, post-war initiatives aimed at stabilizing the region.

    We support the restoration of security and stability on the Lebanon-Israel border, including the protection of local populations.

    We are concerned by the latest events in Lebanon and the risk of further escalation. We reiterate our call for a full cessation of hostilities consistent with the full implementation of UNSCR 1701 and a diplomatic solution to the fighting, recognizing the fundamental stabilizing role of the Lebanese Armed Forces and reaffirming the essential role of UNIFIL. We express concern over all threats to UNIFIL’s security. The protection of peacekeepers is incumbent upon all parties to a conflict.

    We unequivocally condemn Iran’s ballistic missiles large-scale attacks against Israel and emphasize the importance for all parties to act in accordance with international law, including international humanitarian law.

    We unequivocally reiterate commitment to the security of Israel.

    We express our deep concern at the intensification of military cooperation between Iran and Russia, including in the supply of ballistic missiles, UAVs, military equipment and sensitive technology, aimed at circumventing the sanctions regime.

    We are committed to maintaining freedom of navigation, protecting sea-lanes and defending seafarers and ships from attacks by Houthis in the Red Sea, Arabian Sea and Gulf of Aden, in line with the UNSCR 2722. We call on the Houthis to immediately cease their escalatory measures that increase regional instability, and immediately release the vessel “Galaxy Leader” and its crew. We welcome the significant contributions of the G7 to maritime security initiatives in the region. 

    We also believe it is crucial to prevent the conflict from spreading across the region. We call on all parties to avert an all-out war, a situation that would irreversibly destabilize the entire region and project further tension and instability around the world.

    Africa

    We believe that the African continent and the G7 share great potential for partnership and shared objectives, aware that the complex balances and the combined effects of growing demographics and climate change imply the need for an ongoing and shared development agenda.

    We express our commitment to support the governments of African countries in setting the conditions that form the basis of sustained security, stability, and prosperity.

    We recognize the significant impact several state and non-state actors have had on the economy and security of Africa. However, some aspects of this unbalanced influence have led to poor environmental, social and governance standards, supply chain dominance, debt unsustainability and labor and transparency concerns. The G7 endorses fair defense and economic partnerships that are mutually beneficial and equitable, through cooperation with African countries and its regional organizations.

    We will continue our commitment to supporting peace, prosperity and stability in Africa, including within the EU integrated approach, combining different foreign policy tools, including civilian and military Common Security and Defence Policy missions and operations.  Moreover, we welcome the assistance measures provided to African partners under the European Peace Facility, as a critical enabler of African ownership by strengthening the capacity of African Armed Forces and supporting African-led peace support operations. We see training, interoperability, the development of common protocols, the exchange of personnel and NATO’s Defence and related Security Capacity Building activities as effective tools for creating the right conditions for fostering security.

    Indo-Pacific

    We affirm our commitment to a free and open Indo-Pacific, based on the rule of law and upholding the principle of the peaceful resolution of disputes without resorting to the threat or use of force. The region is central to global growth, geopolitical developments and military balance.

    The importance of the Indo-Pacific goes beyond the economic dimension alone, with many developed and developing countries having direct interests in promoting peace, security and prosperity in the region, including through defense and security partnerships.  We seek constructive and stable relations with China and recognize the importance of direct and candid engagement to express concerns and manage differences, particularly with regards to international peace and security.

    We express our serious concern about the situation in the South and East China Seas, and as stated in the Apulia G7 Leaders’ Communiqué, we reiterate our strong opposition to any unilateral attempts to change the status quo by force or coercion.

    There is no legal basis for China’s expansive maritime claims in the South China Sea, and we are strongly opposed to China’s repeated obstruction of freedom of navigation, militarization of disputed features and coercive and intimidating activities, as well as the dangerous use of Coast Guard and maritime militia vessels in the South China Sea.

    We reaffirm the universal and unified character of the UN Convention on the Law of the Sea and reaffirm its important role in setting out as the legal framework that governs activities in the oceans and the seas. We also reiterate that the award rendered by the Arbitral Tribunal on July 12, 2016, is legally binding upon the parties to those proceedings. 

    We reaffirm that maintaining peace and stability across the Taiwan Strait is indispensable to international security and prosperity. We are concerned about provocative actions, particularly the recent People’s Liberation Army military drills around Taiwan. There is no change in the basic positions of the G7 members on Taiwan, including stated one China policies. We call for a peaceful resolution of cross-Strait issues.

    We express our deep concern at China’s increasing support to Russia’s war economy, and call on China to cease the transfer of dual-use materials, including weapons components and equipment that are substantial inputs for Russia’s defense sector which are enabling Russia to maintain its illegal war in Ukraine. We express our concern about destabilizing actions resulting from the strengthening military cooperation between China and Russia.

    We condemn North Korea’s nuclear and ballistic missile programs. We reiterate our call for a complete, verifiable and irreversible dismantlement of all North Korea’s weapons of mass destruction and ballistic missile programs. We also condemn the increasing military cooperation between North Korea and Russia, including North Korea’s export and Russia’s procurement of North Korean ballistic missiles in direct violation of relevant UNSCRs, as well as Russia’s use of these missiles against Ukraine. We are concerned about the potential for any transfer of nuclear or ballistic missile-related technology to North Korea, which also violates relevant UNSCRs. 

    In this sense, acknowledging the relevance of the stability of the Indo-Pacific region to global dynamics, we are committed to coordinating our respective security and defense presence in the area, aimed at ensuring that regional security is preserved in accordance with international law.

    We are committed to continue the dialogue with all partners in the region, as well as exploring increased participation in regional exercises and further operational cooperation in the region to deal with growing regional security challenges.

    Defense readiness  

    We recognize these interconnected security challenges and acknowledge the need to respond decisively, including by continuing to strengthen the defense industry, encouraging robust engagement and industrial cooperation with partners. We welcome complementary initiatives launched in NATO and the EU. 

    We recognize the importance of ensuring reliable, predictable and stable access to finance for defense industries, acknowledging the specificities of the defense sector, fully taking into account sustainable finance policies, regulations, reporting and standards. We envisage greater cooperation, coordination and synergy aimed at a strong, responsive, secure, competitive and resilient defense industrial capacity and production. We will work on exploring multinational cooperation on efficient procurement, and aggregating demand to improve efficiencies. We consider it of paramount importance to keep our military edge through the responsible research and development and prompt adoption of new technologies, especially those in the emerging and disruptive technologies domain.

    We highlight the relevance of an in-depth dialogue among G7 members on the challenges and opportunities for industrial resilience, work on building and strengthening resilient and reliable defense industry, including on issues related to supply needed for Defense.

    We will continue working to improve interoperability, building upon the shared standards already in place.

    We recognize the need to reduce heavy reliance on fossil fuels, and minimize and mitigate emissions, sharing best practices on energy transition, in order to preserve interoperability, protecting military effectiveness, and manage risks and vulnerabilities.

    We acknowledge the need to share best practices about how to ensure buy-in and involvement from society, also to generate a credible and skilled workforce as a pillar of deterrence and defense. We recognize the importance of continuing to discuss and share each G7 member’s efforts to strengthen defense readiness.

    Conclusions

    We, the G7 Defense Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America, and the High Representative of the European Union, with the participation of the NATO Secretary General, reaffirm our commitment, enduring unity and shared determination to address international security challenges together, in cooperation with international organizations and partners who share our respect for, and commitment to, the rules-based international order and international law, including the UN Charter.

    The U.S. Navy marks an impressive milestone this month – the 249th anniversary of its founding.

    As we celebrate our rich naval history, Navy and civilian personnel in Hawaii reflect on their role as members of the island community. Many consider it a privilege to call Hawaii home and seek every opportunity to show how much they treasure this place. Their gratitude takes on greater significance this year as the countdown begins to the Navy’s 250th birthday in 2025.

    Service to others and a commitment to the greater good are values the Navy holds in high regard. That’s why beginning this month, the Navy will highlight 250 acts of voluntary community service performed by Sailors and civilian personnel in Hawaii during their free, non-work compensated time. The year-long, statewide initiative is called “Laulima Navy.”

    Reflecting the Hawaiian value of laulima, translated as “many hands working together,” the 12-month commemoration underscores the Navy’s responsibility to the community and the ways Navy personnel volunteer alongside partners to help and support their neighbors.

    “The success of Laulima Navy is rooted in teamwork, which is an integral part of the Navy mission. About 20 commands and components operating in Hawaii have pledged their support for the initiative and will join in highlighting their own ongoing community partnerships,” said Rear Admiral Steven Barnett, commander of Navy Region Hawaii and Navy Closure Task Force- Red Hill. “The depth and breadth of many of these relationships, particularly on the island of Kauai, reflect the Navy’s sincere and longstanding desire to respect and honor its neighbors and the places and traditions important to them.”

    Sponsored by Commander, Pacific Fleet (PACFLT) and managed by Commander, Navy Region Hawaii (CNRH) Public Affairs, Laulima Navy kicks off on Oct. 19, 2024 on Oahu with a clean-up of the Pearl Harbor Historic Trail/Bike Path, which stretches 18.6 miles from Halawa Landing to Nanakuli, linking Leeward neighborhoods, historic sites, recreational areas, regional attractions, and nature along the old Oahu Railway & Land Company right-of-way. Navy volunteers will work alongside rotary clubs, community groups, companies, government agencies and the City & County of Honolulu to clean trash and debris from the heritage site, which serves as an important historic, cultural and natural resource for the community.

    An important component of Laulima Navy is storytelling. “We will shine the light on the benefitting organization, highlighting its mission, its work and its people,” explained Barnett. “By shifting the focus to our community partners, we can amplify their work and, in the process, inspire others – in and outside of the Navy – to support their programs and initiatives.”

    Other voluntary community service and support projects that have been identified thus far include Adopt-A-Highway, Girl Scouts STEM Fest, blood drives, school visits to Pearl Harbor Naval Shipyard & Intermediate Facility, PACFLT Band concerts, Loko i‘a Pā‘aiau workdays, and workdays at Halealoha Haleamau burial vault. Dozens of individuals also regularly volunteer with Native Hawaiian organizations, community groups, non-profit organizations, arts programs and youth sport groups in their free time. Their continuing commitment and support will be recognized as part of Laulima 2025.

    “Supporting our neighbors through volunteerism has been a longstanding commitment for the Navy. It takes on greater significance as we celebrate our 249th birthday and begin the countdown to our 250th,” Barnett added. “Our commitment to the community will continue well beyond 2025. It’s an enduring promise that is part of the Navy’s mission.”

  • MIL-OSI Security: Military Sealift Command Far East Participates in Sama Sama

    As part of the eighth iteration of Exercise Sama Sama 2024, Military Sealift Command (MSC) Far East participated in refueling-at-sea familiarization training aboard the Philippine Navy (PN) frigate BRP Jose Rizal (FF 150), at Subic Bay, Philippines, Oct. 8-9.

    “MSC Far East makes sure every U.S. military ship in the Indo-Pacific region is able to get fuel, ammo, and supplies; this can include services to our allies and partners,” said U.S. Navy Senior Chief Boatswain’s Mate Andrew Werner, MSC Far East, out of Singapore. “Without a Combat Logistics Force (CFL) or refueling ships, our fleet of ships, and those of some allies, such as the Philippines, would not be able to refuel at sea.”

    Sama Sama 2024, which was held Oct. 7-18, was hosted by the Armed Forces of the Philippines and the U.S. Navy, and featured participation from allies and partners throughout the Indo-Pacific region, including personnel and assets from Australia, Canada, France and Japan.

    MSC Far East provided subject-matter-expert instruction for the refueling-at-sea familiarization training, along with members attached to Commander, Destroyer Squadron (DESRON) 7, out of Singapore.

    “The purpose of the training was to get the PN familiar with underway replenishment gear on a ship, how to set it up, and how to conduct a safe underway-replenishment,” said Werner. “MSC Far East has Boatswain’s mates that are subject-matter-experts and can train the Philippine Sailors. We do the similar training with other allies and partners.”

    Underway replenishments of allied partners present a unique opportunity to strengthen partnerships and exercise compatibility of logistics systems.

    “The training went over the fundamentals of refueling and replenishing at sea,” said U.S. Navy Chief Boatswain’s Mate Francisco Fuentes, DESRON 7. “We also conducted hands-on training and observed their on-station procedures for refueling-at-sea, and looked at their replenishment-at-sea stations forward of the ship.

    “It was important for us to do hands-on training because it helped them understand our safety procedures, maintenance requirements, and types of equipment we use and our station procedures. This helps with our interoperability.”

    According to Werner, he hopes that the training was beneficial to the PN, and they can mutually build upon interoperability.

    “Every Navy does evolutions a little different and we were able to show them how on our U.S. Navy conducts a safe refueling—just about every week—when underway on deployment,” added Werner. “They were excited and motivated to learn and I look forward to working with them again in the future.”

    Sama Sama 2024 is a multilateral engagement that includes a sea and shore phase that will incorporate medical, engineering, logistics and symposiums, while diving and explosive ordnance disposal teams, naval vessels and maritime surveillance aircraft conduct exercises focused on anti-submarine, surface and air warfare, and maritime domain awareness.

    MSC Far East supports the U.S. 7th Fleet and ensures approximately 50 ships in the Indo-Pacific Region are manned, trained, and equipped to deliver essential supplies, fuel, cargo, and equipment to warfighters, both at sea and on shore.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

    Celebrating its 75th anniversary in 2024, MSC exists to support the joint warfighter across the full spectrum of military operations, with a workforce that includes approximately 6,000 Civil Service Mariners and 1,100 contract mariners, supported by 1,500 shore staff and 1,400 active duty and Reserve military personnel.

    Defence Secretary John Healey attended the G7 Defence Ministers summit in Naples where he discussed progress on the Global Combat Air Programme (GCAP).

    Defence Secretary John Healey today attended the G7 Defence Ministers summit in Naples, where he met with Italy’s Defence Minister Guido Crosetto and Japan’s Defence Minister Gen Nakatani to discuss the latest progress on the Global Combat Air Programme (GCAP).  

    Mr Healey congratulated Gen Nakatani on his recent appointment, and all three ministers spoke of the importance of protecting regional peace and stability in an increasingly more dangerous world.  

    They welcomed the excellent progress being made by the GCAP industry partners and discussed the latest on preparations for the GCAP International Government Organisation (GIGO), now that the UK has successfully ratified the international treaty.  

    Once ratified in all three Parliaments, the treaty will enter into force and the GIGO can be established. This will be the next major milestone for the programme, and is due to take place before the end of this year.  

    UK Defence Secretary, John Healey said:  

    This meeting of G7 allies takes place amid huge global uncertainty and growing Russian aggression. In these serious times, serious international partnerships are vital.

    It was a pleasure to meet my Japanese and Italian counterparts to discuss progress on our GCAP programme, including treaty ratification and other upcoming milestones.

  • MIL-Evening Report: Indonesia’s new president, Prabowo Subianto, finds democracy ‘very tiring’. Are darker days ahead for the country?

    Former General Prabowo Subianto will be sworn in as Indonesia’s eighth president today. Twenty-five years ago he was a pariah, and for good reason.

    He faced accusations of human rights abuses in Papua and East Timor, and in 1998, special forces troops under his command had abducted democracy activists in Jakarta, 13 of whom have never been seen again. Those who did return had been tortured.

    The students had been calling for the resignation of President Soeharto, Prabowo’s father-in-law, who finally stepped down in May 1998 after widespread rioting that many believe Prabowo helped engineer. Then, backed by troops under his command, Prabowo tried to storm the presidential palace, gun in hand, to threaten the new president, BJ Habibie.

    Prabowo never went on trial for the disappearances of the activists, though he was banned from travelling to the United States for two decades.

    And his cherished military career quickly ended – he was dismissed from the army for “misinterpreting orders”. Disgraced, and seen as embodying the violence and repression of Soeharto’s regime, Prabowo went into voluntary exile in Jordan. It seemed he had no future in the democratic Reformasi (reformation) system that began to emerge from the ruins of the repressive New Order.

    But Prabowo was far from finished. His rehabilitation and extraordinary climb to the presidency may now signal the end of Indonesia’s fragile, aspirational liberal democracy and a return to the New Order model.

    The end of Reformasi?

    It is clear enough that Prabowo has no enthusiasm for democracy. He has said, for example, that it “very, very tiring” and “very, very messy and costly”.

    Gerindra, the political party he founded and leads, even has, as its number one mission statement, a return to the Constitution “as stipulated on 18 August 1945”. This is the authoritarian original version of the Constitution that Soeharto relied on to rule. It did not guarantee human rights or a separation of powers, and it gave huge power to the president, who was not elected and had no term limit.

    This Constitution was amended after Soeharto fell to bring in a liberal, democratic model. So, a return to the original 1945 Constitution would in itself likely end Indonesia’s hard-won, if troubled, democracy.

    But Prabowo may not need to go this far to enjoy the sweeping power his former father-in-law exercised. Many of the elements of the New Order are already in place. Much of the work of dismantling Indonesia’s liberal democracy has already been done by the outgoing president, Joko Widodo (Jokowi), whose son, Gibran Rakabuming Raka, is now Prabowo’s vice president.

    For example, a key pillar of the New Order was “dual function”, a doctrine that allowed serving military members to take civilian posts, allowing them to dominate the government. This was abolished after Soeharto fell.

    But amendments to the civil service law passed last October again allow active members of the army and police to occupy civilian positions. Proposed amendments to the Indonesian National Army (TNI) Law now being debated could expand this. When questioned about the army’s return to civilian life, the armed forces commander welcomed the changes, saying the army would not be exercising a “dual function” but a “multi-function”.

    Likewise, under Soeharto, repressive laws tightly restricted press freedom. Now, a controversial new criminal code that comes into force in 2026 will reinstate prohibitions on criticising the government that the Constitutional Court had previously struck out. A proposed new Broadcasting Law would also ban “broadcasting investigative journalism content”.

    Under the New Order, civil society activism was also harshly restricted. In the last ten years under Jokowi, there has been a steady escalation of defamation actions and threats against government critics. And a law passed in 2017 allows the government to dissolve non-governmental organisations without any judicial process. Already, three NGOs have been banned.

    Many activists now speak openly of their fear of being targeted and intimidated by government trolls or even the intelligence agencies. Others fear Prabowo will use his links to Muslim civil society organisations to pressure or delegitimise other groups he sees as critics.

    Keeping the elites happy

    Prabowo is also following in the footsteps of Soeharto and Jokowi by building a massive coalition in the national legislature, the DPR. More than 80% of members are already on board, with only one party holding out.

    Prabowo will also expand his cabinet, allowing him to award places to supporters and co-opt others, including members of civil society. This will further weaken the opposition.

    This kind of government of elite “unity” makes politics opaque. Political fights take place behind the scenes, resolved by power plays and deals before measures go to a vote. It would make the national legislature not much more than a rubber stamp, as it was under Soeharto.

    This assumes Prabowo can manage Indonesia’s powerful political bosses – especially the feuding former presidents Megawati Soekarnoputri and Jokowi. Together, they now control the two biggest parties in the legislature (PDI-P and Golkar, respectively).

    The still hugely popular Jokowi backed his former bitter enemy Prabowo in the February elections because he saw this as a way to maintain influence after he left office. But Prabowo will be reluctant to share real power with anyone for long. His relationship with Jokowi is likely to be one the biggest challenges to his rule.

    Dealing with an obstructive court

    One of the few remaining obstacles to Prabowo acquiring the sort of dictatorial powers Soeharto exercised is the Constitutional Court, which has the power to strike out laws. Prabowo will not want a non-compliant and obstructive (that is, independent) Constitutional Court. Already politicians are openly discussing the need to “assess its performance”.

    If the legislature passes laws to weaken the court, the court could just strike them out, as it has done in the past.

    But the court was established by the amendments to the original 1945 Constitution. This means that if government cannot pass laws to weaken the court, stack the court or intimidate independent judges, a return to the 1945 Constitution could be used to eliminate it.

    Prabowo would need to feel his rule is secure and that he has the rock-solid support of the elites before doing this, but it is certainly possible. Returning to the original Constitution would simply require a two-thirds vote in the MPR, Indonesia’s highest representative assembly.

    Bold promises on the economy

    Soeharto’s system was based on a Faustian bargain that allowed him to rule corruptly and oppressively in return for high economic growth and development that lifted millions out of poverty.

    Prabowo is likely to adopt the same approach. He campaigned on an annual GDP growth target of 8%, a rate reached under Soeharto, but never by subsequent governments. Jokowi also placed great emphasis on development (infrastructure in particular), but never got much above 5% growth per year.

    Many are optimistic about the economy under the new president. Prabowo’s father was a prominent economist and a finance minister. Prabowo has also asked Jokowi’s highly-regarded finance minister, Sri Mulyani, to stay in her role.

    However, Prabowo comes to office with some enormously expensive commitments that would make Sri Mulyani’s job extremely difficult. These include his free school lunches program (upwards of US$30 billion, or A$45 billion), which Sri Mulyani has publicly questioned, and Jokowi’s signature new capital city, Nusantara, currently under construction. (The initial phase alone will cost at least US$35 billion, or A$52 billion).

    Moreover, Prabowo’s main priority will be to keep the elites happy and maintain his enormous coalition. His supporters and allies – including his brother, tycoon Hashim Djojohadikusumo who has funded his political career – will all demand access to concessions and lucrative appointments for their cronies to make good the vast amounts spent on the February elections. Rational economic policy-making will therefore be highly constrained.

    Foreign investment has always been the key to high growth in Indonesia, but despite the constant rhetoric about Indonesia being open for business, it will undoubtedly remain protectionist in practice under Prabowo. That will likely make the 8% GDP annual growth target impossible.

    More active foreign relations

    Prabowo, who was educated overseas and speaks English fluently, feels comfortable on the global stage. He will want a more prominent place in world affairs for his country, reflecting its vast size and new status as a middle-income country.

    As Jokowi’s defence minister, he was active internationally, even attempting to broker a peace deal between Russia and Ukraine. And, to his obvious delight, countries like the US that had previously denied him entry have congratulated him on his victory.

    Prabowo’s main foreign affairs challenge will be the same as his predecessor’s: managing the difficult relationship with China.

    Indonesians are deeply suspicious of China, an attitude driven by a potent mixture of deeply rooted racist attitudes, fear of communism and anxiety about China’s hegemonic ambitions. However, Indonesia is a major recipient of Belt and Road investments and the elite rely heavily on Chinese trade and investment.

    Like Jokowi, Prabowo will have to manage this difficult balance.

    Back to the future

    Indonesian civil society leaders are already talking about the new administration as “New Order Volume II” or “neo-New Order”, and it is easy to see why. All the signs point to a continuation under Prabowo of the process begun under Jokowi: a slide towards something that looks much more like Soeharto’s system than the liberal democracy reformers tried to construct 25 years ago.

    There is nothing in Prabowo’s past or his campaign promises to suggest otherwise. Perhaps the only question is how quickly it happens and how far he will go.

  • MIL-OSI China: Xi calls on Anhui to write its own chapter of Chinese modernization

    BEIJING, Oct. 19 — On a recent inspection tour in east China’s Anhui Province, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president, and chairman of the Central Military Commission, emphasized the need for the province to further implement the guiding principles of the 20th CPC National Congress and the third plenary session of the 20th CPC Central Committee. He also stressed that the province should comprehensively implement the new development philosophy. He urged Anhui to leverage multiple national development strategies in its continued drive to establish itself as an important hub of sci-tech innovation, a center for emerging industries, a new frontier for reform and opening up, and a comprehensive green transformation zone for economic and social development. Xi called on Anhui to make further achievements in deepening its integration into the new pattern of development, promoting high-quality development, and building a beautiful Anhui in all respects, so as to write an Anhui chapter of Chinese modernization.

    From Oct. 17 to 18, accompanied by Liang Yanshun, secretary of the CPC Anhui Provincial Committee, and Anhui Governor Wang Qingxian, Xi conducted fact-finding missions in the cities of Anqing and Hefei, where he visited a number of sites, including a historical and cultural block and a sci-tech park.

    On the afternoon of Oct. 17, Xi first arrived in Tongcheng City, Anqing. The city’s Liuchi Alley, so called because Zhang Ying, a senior Qing Dynasty official, and his neighbor, the Wu family, both moved back their walls by a meter to resolve their disputes over property boundaries, stands as a model of harmonious and courteous neighbor relations in China. In the alley, Xi learned about the history of the site and its inheritance, viewed artifacts from the “Tongcheng School,” and learned about local efforts to carry on fine traditional Chinese culture and promote cultural and ethical development. He emphasized the need to strengthen the protection of historical and cultural heritage, adhere to the principle of creative transformation and innovative development, as well as work collaboratively to advance socialist culture, promote revolutionary traditions, and inherit fine traditional Chinese culture, laying a solid cultural foundation for social governance.

    As local residents and tourists gathered, Xi engaged warmly with them, stressing the need to resolve disputes between members of the public through mediation. He noted that Liuchi Alley exemplifies the ancestral wisdom of dispute resolution and should serve as an educational site for carrying forward traditional Chinese culture, and full play should be given to China’s traditional virtue of courtesy and modesty, so as to create a harmonious social environment where people can live and work in peace and happiness.

    Later, Xi visited Hefei Binhu Science City, where he viewed major technological innovations in the province and was briefed about what has been done there to innovate systems and mechanisms for scientific and technological development and application of scientific and technological advances, and engaged in discussions with researchers and corporate executives. Xi took a close look at high-tech products in the fields of intelligent connected vehicles, new-generation information technology, new energy, artificial intelligence, and health and life science. He stopped in front of each product, carefully observing them and expressing appreciation from time to time. He said science and technology should spearhead the advancement of Chinese modernization, and sci-tech innovation is an essential path to Chinese modernization. High-tech is not something that can be begged for or borrowed, Xi said, calling for accelerated efforts to achieve greater self-reliance and strength in science and technology. Noting that scientists and researchers are the backbone of advancing Chinese modernization, Xi called on them to seize every opportunity in life, unleash their innovative potential, contribute their wisdom and talent to building the country’s strength in science and technology and score remarkable achievements.

    On the morning of Oct. 18, Xi listened to work reports from the CPC Anhui Provincial Committee and the provincial government. He commended what the province has achieved in various areas of its work and put forward clear requirements for the work in the future.

    Xi emphasized the need to accelerate technological innovation and industrial transformation and upgrading. He called for efforts to build national laboratories and a comprehensive national science center in Hefei with high standards, to effectively leverage high-level scientific and technological innovation platforms. He required greater efforts in innovations regarding key generic technologies, cutting-edge frontier technologies, modern engineering technologies, and disruptive technologies. He also emphasized the importance of expanding international sci-tech exchanges and cooperation, and continuously boosting original innovation capabilities. Xi urged Anhui to establish supportive systems and mechanisms for innovation in all fields, promote the integrated reform of systems involving the development of education, science, technology, and talent in a coordinated manner, optimize financial policies and mechanisms that support sci-tech innovation, and promote the deep integration of the innovation chain, industrial chain, capital chain, and talent chain. He called for efforts to safeguard the foundation of the real economy, accelerate the transformation and upgrading of traditional industries, strengthen and expand strategic emerging industries, plan ahead and nurture future industries, develop new quality productive forces according to local conditions, and build advanced manufacturing clusters with international competitiveness. He called for coordinated efforts to promote carbon reduction, pollution control, afforestation, and economic growth, systematically advance ecological conservation and restoration, and ecological environmental governance, and improve capabilities for disaster prevention, reduction, and relief.

    Xi stressed the importance of advancing extended reform and high-level opening up. He called for bold steps to pursue innovative and differentiated reforms to create a new high ground for reform and opening up in inland areas. It is imperative to unswervingly consolidate and develop the public sector and unswervingly encourage, support, and guide the development of the non-public sector, fully stimulating the vitality of various business entities. It is essential to deepen the market-oriented reform of factors, creating a first-class business environment that is market-oriented, law-based, and internationalized. Xi noted the need to comprehensively expand opening up within the country and to the outside world, forming a comprehensive opening-up paradigm that establishes links between land and sea and between domestic and international markets, and promotes mutual assistance between eastern and western regions. With further integrated development of the Yangtze River Delta as the spearhead for driving coordinated regional development within the province, Xi called on the province to play a bigger role in the strategy for the development of the Yangtze River Economic Belt and the rise of the central region. Anhui should also take an active part in high-quality cooperation under the Belt and Road Initiative, take solid steps to step up reforms to integrate domestic and foreign trade, intensify efforts to attract foreign investment and stabilize its flows, and speed up fostering new growth drivers in foreign trade.

    Xi called for efforts to develop a new paradigm for integrated urban-rural development. It is imperative for Anhui to build modern grain industrial, production and management systems, take solid steps to develop high-standard cropland, develop the Yangtze-Huaihe Valley into a granary, and firmly shoulder the responsibility of ensuring adequate supply of grain. It is essential for the province to deliver good results in the trial extension of rural land contracts by another 30 years upon the expiration of the second-round contracts, and improve the supportive policies for strengthening agriculture, benefiting farmers and bringing prosperity to them, so as to motivate farmers to grow crops. Xi called for intensified efforts to grow local special and green agricultural products, upgrade the industries that benefit people in rural areas, improve the overall benefits of the agricultural sector, and strengthen new rural collective economies. It is imperative to further improve the living environment in rural areas to build beautiful villages. Xi called for strengthened efforts to promote urbanization with a focus on county seats and expand the county economy. He noted the need to boost employment for key target groups, and improve policies for regular assistance to low-income rural residents, thus preventing them from lapsing or relapsing into poverty in large numbers. He underscored the importance of extending the coverage of such services as education, medical care, pension, social security and public culture to rural areas. According to Xi, it is imperative to further guide community-level governance through Party building, and improve efficacy in this regard by applying and developing the “Fengqiao model” in the new era.

    Xi emphasized the necessity to further promote the integrated development of culture and tourism, develop integrated tourism, and build the cultural tourism sector into a pillar industry. He urged efforts to explore and utilize the educational function and tourism value of revolutionary cultural resources. He called for the conservation, inheritance and utilization of traditional villages and traditional architecture, as well as the promotion of creative transformation and innovative development of fine traditional culture. Xi also urged the promotion of extensive public participation activities for cultural and ethical progress, as well as the transformation of outmoded habits and customs, under the guidance of core socialist values. It is imperative to deepen the reform of the cultural system, optimize cultural industries and market, and create more high-quality cultural products, Xi said.

    Xi pointed out that it is necessary to unwaveringly uphold the Party’s leadership and strengthen Party building. He called for efforts to regularize Party discipline study and education, and guide Party members and officials to truly turn discipline rules into political, ideological, and action consciousness. He urged efforts to implement “three distinctions (namely the distinctions between errors caused by lack of experience in pilot reforms and deliberate violations of discipline and law; between errors made in conducting experiments that are not explicitly restricted by higher-level authorities and arbitrary violations of discipline and law in the face of higher-level authorities’ explicit prohibition; and between unwitting errors made in pursuing development and violations of discipline and law for personal gains),” to fully mobilize the enthusiasm, initiative, and creativity of Party members and officials in their work and endeavors. He called for efforts to solve problems concerning officials’ malfeasance, inaction, lack of courage to perform their duties, and incompetence. It is imperative to optimize the systems and mechanisms for preventing pointless formalities and bureaucratism to ease the burdens on the grassroots. He called for continued endeavors to improve conduct, tighten discipline, and fight against corruption, so as to consolidate and develop a good political ecology.

    Xi stressed the necessity to do a good job in the economic work of the fourth quarter, to conscientiously implement the policies and arrangements of the CPC Central Committee, and strive to achieve the economic and social development objectives for the whole year.

    He Lifeng and leading officials of relevant central Party and state departments accompanied Xi during the inspection tour.

  • MIL-OSI Security: Defense News: Navy Relieves U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center Commanding Officer and Executive Officer

     Rear Adm. William Greene, commander of Navy Regional Maintenance Center, relieved Capt. Zaldy Valenzuela and Cmdr. Art Palalay of duties as SRF-JRMC commanding officer and executive officer, respectively. Capt. Dan Lannamann has temporarily assumed command. Cmdr. Timothy Emge, SRF-JRMC’s operations officer, has assumed the position of executive officer until a permanent replacement is selected.

    The Navy holds commanding officers and others in authority to the highest standards. Naval leaders are entrusted with significant responsibilities to their Sailors and commands.

    SRF-JRMC is located in Yokosuka, Japan and provides intermediate-level and depot-level repair for Navy ships and U.S. 7th Fleet.

    A drone launched from Lebanon on Saturday was targeting Israeli Prime Minister Benjamin Netanyahu’s private residence in the northern coastal town of Caesarea, said the prime minister’s office.

    The office said Netanyahu and his wife were not at home at the time and the drone attack caused no casualties.

    According to a statement issued by the Israel Defense Forces (IDF), the drone hit a house in Caesarea. Israeli media, citing sources, reported that the house was not the prime minister’s residence.

    The IDF also said two other drones launched at the time into Israel were successfully intercepted.

    Following the launch, air defense sirens were heard at Glilot Base in central Israel, where Unit 8200, an elite cyber intelligence unit, is located.
