    Agreed to further step up defence cooperation including industry collaboration in niche domains

    Raksha Mantri Shri Rajnath Singh and Minister of Defence of Singapore Dr Ng Eng Hen co-chaired the sixth India-Singapore Defence Ministerial Dialogue in New Delhi on October 22, 2024. Both Ministers acknowledged the deep and long-standing bilateral defence relations based on shared outlook on regional peace, stability and security.

     

    This meeting assumes significance in the backdrop of India marking a decade of its Act East policy, in which Singapore has played a key role in promoting economic cooperation & cultural ties, and developing strategic connectivity with countries in the region.

    Both Ministers expressed satisfaction at the growing defence cooperation between the two countries. There have been regular engagements between the Armed Forces of the two countries in recent years.

     

    As 2025 marks 60 years of establishment of diplomatic relations between India and Singapore, both Ministers agreed to further step up defence cooperation and agreed to achieve new feats. They also agreed to extend bilateral agreement on Joint Military Training Army for the next five years.

    Recognising that both nations are natural partners for commencing co-development and co-production of defence equipment, both sides agreed to enhance industry cooperation, including exploring collaboration in niche domains such as automation and Artificial Intelligence. The two Ministers also decided to take forward the cooperation in emerging areas like cyber security.

     

    Shri Rajnath Singh thanked Dr Ng Eng Hen for Singapore’s support as country coordinator for India in ASEAN Defence Ministers’ Meeting – Plus from 2021 to 2024. The Defence Minister of Singapore acknowledged that India is a strategic voice for Asia’s peace and stability. The bilateral relationship was recently elevated to Comprehensive Strategic Partnership during the visit of Prime Minister Shri Narendra Modi to Singapore.

    Prior to the Dialogue, the visiting dignitary was accorded a ceremonial welcome and a Tri-Service Guard of Honour.

     

    Earlier, the Singaporean Defence Minister laid a wreath and paid homage to the fallen heroes at the National War Memorial, New Delhi.

     

    Dr Ng Eng Hen is on a visit to India from October 21-23, 2024.

  • MIL-OSI United Nations: Experts of the Human Rights Committee Commend Greece on Measures Taken for Unaccompanied Minors, Raise Questions on Domestic Violence and Allegations of Border Pushbacks

    The Human Rights Committee today concluded its consideration of the third periodic report of Greece on how it implements the provisions of the International Covenant on Civil and Political Rights.  Committee Experts commended Greece for the measures taken for unaccompanied minors, while raising questions on domestic violence, and allegations of pushbacks at the border. 

    One Committee Expert said the Committee welcomed measures taken by the State party, including the establishment of the Special Secretariat for the Protection of Unaccompanied Minors, the Emergency Response Mechanism, and law 4960/2022 on the establishment of a National Guardianship System for unaccompanied minors.  The Committee also appreciated the national protection strategy (2021–2025) and the mechanism for unaccompanied children living in precarious conditions. 

    Another Expert asked how the State party addressed the root causes of gender-based violence? Was there a comprehensive strategy to prevent, raise awareness on, and respond to gender-based violence?  Was there mandatory and continuous capacity building for judges, prosecutors, and other law enforcement officials about gender-based violence? 

    A Committee Expert said numerous reports documented instances of pushbacks by the Hellenic police and Hellenic coast guards, including patterns of excessive use of force, cruel, inhuman and degrading treatment, incommunicado detention, and unlawful destruction of personal belongings.  How would Greece ensure thorough, systematic, effective, and independent investigations into allegations of pushbacks and hold those responsible accountable?  Reports before the Committee indicated that from January 2020 to June 2024, there were 1,452 incidents at the borders affecting approximately 46,649 people. What measures were being taken to ensure that border control operations prioritised the protection of life and that rescue efforts were conducted in compliance with human rights?

    The delegation said violence against women had increased significantly during the pandemic. In April 2020, there was a significant increase of more than 200 per cent regarding phone calls to the hotline for reporting violence.  Psychosocial support was provided upon request, including both online and in-person. An awareness raising campaign was launched in 2024 and was displayed in the Athens urban rail network.  A panic button application was launched, enabling women in immediate danger to call for help in a safe manner by pressing a button on their phone which was linked to the police. 

    The delegation said pushbacks were not the policy of the Greek Government in any way, shape, or form; the Government policy was clear.  Actions taken by Hellenic authorities at the sea borders were carried out in full compliance with international obligations.  Allegations on so-called pushbacks were not compatible with the well-established operations of the Hellenic authorities.  However, any allegations of pushbacks or mistreatment of third country nationals were thoroughly investigated.  From 2015 to the present, the Hellenic coast guards had rescued more than 254,000 people.  Several mechanisms allowed complaints against pushbacks to be submitted to the Hellenic authorities, and the coast guards had a robust disciplinary mechanism.

    Introducing the report, Katerina Patsogianni, Secretary General for Equality and Human Rights, Ministry of Social Cohesion and Family of Greece and head of the delegation, said in recent years, Greece had confronted the combined effects of the economic crisis, the migration crisis, and the COVID-19 pandemic.  The country was now on a path to long-term progress and sustainability, benefiting its human rights framework.  Greece had developed one of Europe’s most efficient asylum services and continued to improve its capacities and infrastructure.  The fight against human trafficking was a top priority for authorities, who worked closely with non-governmental organizations in a strategic alliance. 

    In concluding remarks, Ioannis Ghikas, Permanent Representative of Greece to the United Nations Office at Geneva, thanked the Committee for the frank and honest exchange.  Greece had worked hard to improve the situation, particularly on migration; the number of deaths in the Aegean Sea had fallen by 40 per cent. Greece had a vibrant society with few resources but was working to do better. 

    Tania María Abdo Rocholl, Committee Chairperson, thanked the delegation for the dialogue, which had covered a wide range of subjects under the Covenant.   The Committee aimed to ensure the highest level of implementation of the Covenant in Greece. 

    The delegation of Greece was made up of representatives of the Ministry of Foreign Affairs; the Ministry of Social Cohesion and Family; the Ministry of Justice; the Ministry of Citizen Protection; the Ministry of Maritime Affairs and Insular Policy; the Ministry of Migration and Asylum; the Ministry of National Defence; the Ministry of Interior; the Ministry of Education, Religious Affairs and Sports; the Ministry of Health; the Presidency of the Government; and the Permanent Mission of Greece to the United Nations Office at Geneva.

    The Committee has before it the third periodic report of Greece (CCPR/C/GRC/3).

    Presentation of Report

    IOANNIS GHIKAS, Permanent Representative of Greece to the United Nations Office at Geneva, said since the last review, Greece had made significant progress in key areas, including the protection of vulnerable groups, ensuring gender equality, and promoting human rights safeguards.  Despite unprecedented challenges, Greece had remained committed to protecting and promoting human rights and looked forward to the Committee’s recommendations. 

    KATERINA PATSOGIANNI, Secretary General for Equality and Human Rights, Ministry of Social Cohesion and Family of Greece and head of the delegation, said in recent years, Greece had confronted the combined effects of the economic crisis, the migration crisis, and the COVID-19 pandemic.  The country was now on a path to long-term progress and sustainability, benefiting its human rights framework.  Faced with the COVID-19 pandemic, Greece implemented restrictive measures to curb the spread of the disease, which were proportionate, non-discriminatory, and scientifically evaluated.  At the same time, the authorities enacted policies to protect public health and mitigate the social and economic effects of the pandemic. The National Vaccination Programme ran smoothly and efficiently, targeting specific and vulnerable groups. Following recommendations to improve policy coordination, Greece launched national human rights action plans with input from independent bodies and civil society. 

    Significant progress had been made on gender equality, including ratifying the Council of Europe Convention on Violence against Women and the International Labour Organization Convention on Sexual Harassment in the Workplace.  The Labour Inspection Body was now an independent authority, and the Greek Ombudsperson’s role in equal treatment had been strengthened. In 2019, Greece introduced a comprehensive legal framework to promote gender equality.  The new national action plan 2026-2030 would guide future policies with civil society input. 

    This year marked a significant milestone for the rights of lesbian, gay, bisexual, transgender and intersex persons, with the enactment of marriage equality for all, without gender discrimination.  On the rights of the child, key policy actions were focused on strengthening foster care and adoption, preventing child abuse, and setting rules for child protection units and childcare centres. 

    Greece was actively implementing the Roma National Strategy 2021–2030, guided by the principle “for the Roma, with the Roma.”  Key committees, including the Roma Forum, were fully operational. All available European Union funding was being used to enhance Roma’s employment, education, healthcare, and housing participation.  Harsher penalties now applied to crimes with racist characteristics. The National Council against Racism and Intolerance, an inter-ministerial body with the participation of independent bodies, adopted the first national action plan in December 2020. 

    For persons with disabilities, Greece established a National Accessibility Authority and was developing a national strategy for 2024-2030.  Key policies included deinstitutionalisation and a personal assistant programme for independent living.  A 2023 law improved access to justice for persons with disabilities and removed derogatory language from the legislation.  Additionally, the Ministry of Health had enacted legislation for psychiatric reform, shifting from institutional to community-based care.

    Greece had developed one of Europe’s most efficient asylum services and continued to improve its capacities and infrastructure.  Since 2021, the National Emergency Response Mechanism had supported thousands of unaccompanied minors in precarious conditions.  This year, Greece launched the new national guardianship system to serve vulnerable asylum applicants better at the first reception stage. In 2023, the General Secretariat of Vulnerable People and Institutional Protection was established in the Ministry of Migration and Asylum to address challenges faced by vulnerable refugees and migrants. 

    Greek law enforcement authorities fulfilled their border protection responsibilities in compliance with domestic, European and international law.  Allegations regarding violations of the principle of non-refoulement at land or sea borders did not correspond to the operational activities of law enforcement agencies.  Greece applied a firm policy for the effective monitoring of fundamental rights and the assessment of complaints of ill treatment at the border, comprised of internal disciplinary procedures; prosecutorial supervision under criminal law; and independent monitoring by the Greek Ombudsman and the National Transparency Authority.  In addition, a Special Committee for Compliance with Fundamental Rights and the position of the Fundamental Rights Officer were established in the Ministry of Migration and Asylum in 2022. 

    The fight against human trafficking was a top priority for authorities, who worked closely with non-governmental organizations in a strategic alliance.  In 2019, the National Referral Mechanism for trafficking victims was launched, which trained staff on standard operating procedures for victim protection, including in reception and identification centres.  A key development in the field of justice was the recent reform of the judicial map for civil and criminal courts, which aimed to reorganise courts geographically, streamline procedures, and speed up case resolution.  Greece had also undertaken several key initiatives to further develop a resilient and pluralistic media ecosystem, focusing on protecting, ensuring safety, and empowering journalists.  Ms. Patsogianni expressed gratitude for being able to engage in a constructive and frank dialogue with the Committee.

    Questions by Committee Experts

    A Committee Expert said the Committee noted that awareness raising on the Covenant was part of training activities for judges, lawyers and law enforcement officials. What were the channels used by the State party, the number of beneficiaries of these training courses, and the number of cases in which the provisions of the Covenant were invoked by the national courts?  What measures were taken by Greece to ensure the full implementation of the Committee’s views, including by providing victims with an effective remedy for the violation of their rights in several cases in the courts? 

    According to the information received, the measures taken by the State party during the COVID-19 pandemic had particularly wider implications for the human rights of asylum seekers, refugees and migrants, who were subject to mandatory quarantine, late vaccinations, lack of access to vaccination for certain groups, and policing people’s movements.  To what extent and how long were asylum procedures suspended due to restrictions imposed as a result of the COVID-19 pandemic?  Could figures be provided on the number criminal investigations opened, and prosecutions and convictions of the perpetrators of domestic violence and femicide committed during the prolonged COVID-19 quarantine?  What measures had been taken by the State party to ensure effective reparation for the damage suffered by the victims?

    The Committee welcomed the decision taken by the Court of Appeal of Athens in a landmark judgment handed down on 7 October 2020 against the neo-Nazi party “Golden Dawn”, which was described as a criminal organization.  The report also provided figures on the number of alleged racist incidents.  However, information received indicated that there was not enough prosecution to punish the perpetrators of the wrongdoings.  What measures were being taken to encourage victims of discrimination to report the situation to authorities?  How was it ensured that victims of hate crimes had access to support services? 

    Another Expert said the Committee appreciated the adoption of several laws, including amendments to the whistleblower protection law, increasing the fines for foreign bribery offenses, as well as the creation of new anti-corruption institutions, including the National Transparency Authority in 2019.  However, the Committee was concerned about the limited practical impact of these reforms.  Could statistics on corruption efforts be provided, including the number of investigations, prosecutions and convictions in corruption cases?  How did the State party ensure thorough and impartial investigations into all allegations of corruption, regardless of the officials or institutions involved?  Could more information on technical initiatives be provided?  How were whistleblower protection mechanisms being implemented? 

    The Committee remained concerned about the use of excessive force during pushbacks of migrants and asylum seekers, including instances of pointing guns, hitting with batons, slapping, and pushing asylum seekers.  Could the State party comment on these reports?  Could the State party also comment on allegations that no investigations had been conducted into police violence against Roma communities nearly five years after the incidents?

    The Committee commended Greece for adopting the 10-year national action plan for mental health in 2023, and for adopting law 5129/2024 for the completion of the psychiatric reform.  What steps were being taken to reduce overcrowding and improve the overall quality and supervision of psychiatric care?  How was the State party working to improve the capacity of the Committee for the Protection of the Rights of People with Psychosocial Disability and the Health Quality Assurance Body?

    While the Committee commended Greece for making the reduction of involuntary hospitalisations a priority, how did the State party ensure that patients being evaluated for involuntary commitment were provided with appropriate legal safeguards.  How was the State party working to reduce the total number of involuntary commitments to psychiatric care?  The Committee was concerned by the use of physical and chemical restraints in psychiatric care; what was being done to ensure that the use of restraints was properly regulated and minimised. 

    One Committee Expert said the Committee welcomed measures taken by the State party, including the establishment of the Special Secretariat for the Protection of Unaccompanied Minors, the Emergency Response Mechanism, and law 4960/2022 on the establishment of a National Guardianship System for unaccompanied minors.  The Committee also appreciated the national protection strategy (2021–2025) and the mechanism for unaccompanied children living in precarious conditions.  It was hoped these measures were robust and effective. 

    However, the Committee had been informed that unaccompanied minors were still sometimes detained in police stations and subjected to heavy restrictions of movement. How did the State party ensure that short-term detention and restrictions did not amount to a disproportionate limitation of the rights to liberty, security, and freedom of movement of unaccompanied minors?  The Committee was aware of the National Guardianship System for unaccompanied minors and of the Hippocrates project on medical and psychosocial services.  How would the State party ensure that the system and project had sufficient resources to be effective, that available guardians were appointed, and that services would be provided in practice? How did Greece ensure that the age determination procedure was multidisciplinary, scientifically based, harmonised across the country, and used only in cases of serious doubts about the claimed age?

    The Committee understood that law 4800/2021 allowed perpetrators of domestic violence or sexual offences to retain child custody and unrestricted contact with their children until they were convicted by a first instance court.  What measures had Greece taken to protect the safety of women and children who were forced into contact with alleged abusers under shared custody arrangements?  It was understood that in cases of imminent danger to a child’s mental or physical health, a prosecutor could take immediate protection measures for up to 90 days and renewable.  How often was this measure taken?  How well-known was this option to prosecutors and lawyers, as well as to women and children involved?  Why did Greece decide not to include femicide as a crime within the law?  What other measures had it taken to protect women against femicide?  What measures had been taken to increase the availability of shelters across the country?

    Could the State party inform the Committee on how it addressed the root causes of gender-based violence?  Was there a comprehensive strategy to prevent, raise awareness on, and respond to gender-based violence?  Was there mandatory and continuous capacity building for judges, prosecutors, and other law enforcement officials about gender-based violence?  The Committee had received information that Greek coast guards were involved in incidents where women, including pregnant women, were beaten and sexually assaulted.  What concrete measures had the State party taken to protect women from assaults and to prosecute and punish perpetrators?

    Another Expert welcomed information from the State party regarding measures taken to improve conditions in reception and detention centres.  However, reports indicated that migrants and asylum seekers continued to be held in poor and prison-like conditions of detention, and that their living conditions may be considered as amounting to inhuman and degrading treatment. What measures did Greece plan to take to address inadequate conditions of detention in reception and detention centres?  Did the State party have any policies in place to ensure adequate resources were available for migrants and asylum seekers at times of increased arrivals? What steps would Greece take to prevent the detention of third country nationals and asylum seekers and ensure that measures of detention were only used as a last resort? 

    Would Greece consider abolishing the administrative detention of asylum seekers on the grounds of illegal entry, particularly those belonging to vulnerable groups?  Would Greece consider putting in place a proper procedure for individualised risk assessment before imposing a detention order for an asylum seeker or a third party national?  What steps would be taken to ensure that all persons deprived of their liberty enjoyed fundamental legal safeguards against ill treatment from the outset of their detention, including the rights to be assisted by a lawyer without delay?  How was it ensured that all foreign nationals deprived of their liberty were granted access to a lawyer and doctor? 

    Another Expert asked what steps were being taken to develop a comprehensive statistical system on trafficking and improve early identification and referral systems? Could disaggregated data be provided on the number of trafficking cases investigated, convictions secured, and sentences imposed?  What steps was the State party taking to adopt a new national action plan and ensure sufficient resources for its implementation?  The situation on support and redress for victims was concerning, as there was a lack of adequately funded and inclusive shelters for trafficking victims and no victims had successfully obtained compensation.  What measures were being taken to increase the capacity of shelters and ensure that they were accessible to all victims?  How did Greece ensure the quality of services provided in shelters, and what long-term reintegration programmes were available?  What steps were being taken to facilitate access to compensation for victims, ensuring they received legal assistance? 

    It was reported that in 2023, of the 10,973 asylum appeals submitted to the Appeals Committees, only 5,915 cases, around 53 per cent, received legal aid.

    What steps were being taken to streamline the legal aid application process and court fee waivers for vulnerable populations?  What measures were being considered to increase the capacity and resources of the legal aid system to ensure timely and effective representation?  How was the State party addressing delays in providing legal aid, especially during critical stages such as police investigations and initial detention?  How did Greece plan to resolve ongoing delays in compensating legal aid lawyers? 

    Responses by the Delegation

    The delegation said that once ratified, international conventions formed part of domestic law. The national school of the judiciary provided training to judges and prosecutors.  Initial training was mandatory since 2022 and covered topics including human rights, gender law, and the treatment of victims.  Thirteen seminars were held online and in-person for judges in 2023, while 15 seminars were planned for 2024.  Greece did not have specific legislation to receive Views from the Committee. 

    During the COVID-19 pandemic, Greek authorities resorted to a wide array of restrictive measures to protect public health.  All these measures were necessary and applied in a non-discriminatory manner.  The Greek Ministry of Justice recently amended the Criminal Code concerning the fight against corruption with a new law in 2024.  Greece had an increased number of ongoing corruption investigations and cases and looked forward to final judgments in the immediate future. 

    In 2021, Greece significantly amended the provisions relating to family law.  The law had since triggered widespread concerns regarding its impact on custody in situations of domestic violence.  The Greek legal system offered certain possibilities to suspend or regulate the parental rights of parents who had been abusive to their spouses or children. 

    The National Council against Racism, through strengthened collaboration, would focus on enhancing victims’ access to services, improving the skills of public officials to draft the second national action plan against racism and intolerance, and raising public awareness through a national campaign which reached over 100,000 people. 

    Violence against women had increased significantly during the pandemic.  In April 2020, there was a significant increase of more than 200 per cent regarding phone calls to the hotline for reporting violence. Psychosocial support was provided upon request, including both online and in-person.  A social media campaign had succeeded in raising awareness on the gender-based violence issue.  Since 2010, a comprehensive strategy had been implemented to combat gender-based violence, comprised of prevention measures.  An awareness raising campaign was launched in 2024 and was displayed in the Athens urban rail network.  A panic button application was launched, enabling women in immediate danger to call for help in a safe manner by pressing a button on their phone which was linked to the police. 

    The National Centre for Social Solidarity operated two support centres in Athens for families that faced psychosocial crises, with an emphasis on victims of violence and trafficking.  Short-term accommodation was provided. 

    One thousand and one hundred persons with disabilities had received personal assistance to enhance their independent living.  A protection officer was stationed at each institution to report any cases of abuse. The Transparent Authority was the intendent mechanism responsible for conducting inspections in institutions where there were allegations or suspicions of abuse. 

    From 2019 to 2023, incidents of domestic violence had increased from 5,221 victims to 11,589. There had been 10 homicides of female victims by male perpetrators last year and six so far this year.  Five offices for the protection of minors had been established and a special hotline was operational, enabling citizens to call and make complaints. 

    Foreigners in prison who did not have sufficient knowledge of the Greek language had the right to appear before courts with an interpreter.  Alternative detention measures were applied under certain conditions. Detainees were immediately informed of their rights upon arrival at the prisons.  Information, lawyer representation, and linguistic assistance were provided to any foreign prisoners.  There were plans to recruit interpreters for implementing linguistic projects.

    Sixty-eight offices had been established in the country to combat violence which arose due to racist motives.  A special hotline was put into operation for reporting hate motivated crimes.  The cybercrime division had developed a series of actions aimed at informing the public on hate speech.  Police personnel were trained in the use of weapons and carried appropriate weapons when performing their duties.  The promotion of ethical standards and the code of conduct of police officers was received through training. 

    For people who tried to illegally cross the maritime borders of Greece, Hellenic officers undertook all legal and necessary measures.  There were clear legal rules that governed the use of force during law enforcement and border control activities.  When Hellenic officers used firearms, it was mandatory to inform the local prosecutor.  Detailed instructions had been disseminated to coast guard officers, and it was ensured that vulnerable groups were immediately provided with appropriate medical care.  It was important to recognise the humanitarian efforts of the coast guard officers; hundreds of thousands of migrants had been rescued by the Hellenic coast guard officers throughout the migrant crisis. 

    Since 2002, the Hellenic police had been dealing with the issue of human trafficking.  There were 12 human trafficking teams and officers had received specialised training in identifying victims and providing support. The fight against trafficking remained a top priority for the Greek authorities.  The establishment of the Office of a National Rapporteur on Trafficking was followed by the National Referral Mechanism.  The Office of the National Rapporteur was responsible for a national strategy to combat trafficking, and was mandated to cooperate closely with all national authorities.  The National Referral Mechanism was in its fifth year of operation; it specialised in victim protection and facilitated training sessions. 

    The national crisis management plan for refugees had been activated during the COVID-19 pandemic and consisted of allocating specific areas for medical care and a temporary restriction on movement for foreign nationals.  This did not constitute a detour from the rights in the Covenant.  Regardless of their legal status, migrants and asylum seekers were offered vaccinations free of charge.  Free transport was provided to asylum seekers to reach the local markets and health centres. Restriction on freedom of movement procedures for third country nationals was temporary and was done to verify a person’s identity.  This did not apply to people who urgently required medical support. 

    The work of the Special Secretariat for Unaccompanied Minors had been remarkable.  The National Guardianship System aimed to ensure that every unaccompanied minor had a guardian.  It was a new system that was implemented in January 2024.  There was a system for submitting complaints and a national registry for unaccompanied minors.  There were 137 guardians active in Greece, with more than 500 minors under the programme.  Greece was following an established procedure regarding age assessment. 

    Current penitentiary legislation provided for the protection of prisoners, including the right to appeal their sentence in an appeals court.  A total of 226 appeals had been launched, of which 15 had been awarded a compensation amount, a favourable sentence, or transfer to another penitentiary.  A working group had been set up to develop a short, easy to use guide for prisoners, informing them of their rights.   

    A training programme had been implemented for mental health service professionals, related to the de-escalation of violence and issues of chemical restraints, to ensure the protection of the rights of those with mental disabilities.   

    Questions by Committee Experts

    A Committee Expert said femicide was more than murder; it had specific gender motives and was driven by wider issues.  Could the delegation respond to this?  How were women made aware of the panic/warning application on the phone? What happened if men checked the phones? Did the police have sufficient capacity to respond?  Was it also available in rural areas? 

    Another Expert asked if all detention centres had good conditions?  Previously, the alterative to detention was determined by the asylum office, but now it was done by police officers.  Were individual assessments made before detention? 

    An Expert asked what concrete successes had been achieved in corruption cases, and what had been the challenges?  Could information about timely investigations into excessive use of force be provided? 

    One Expert said domestic violence was a real issue facing Greece.  Could information be provided on the sentences handed down and financial types of reparations to victims during the COVID-19 pandemic? 

    A Committee Expert asked for clarification on services available for trafficking victims. 

    Responses by the Delegation

    The delegation said more medical staff were joining the reception centres every day. Referrals were also made to local public hospitals for serious cases.  Two reception centres had been established on the mainland, which accepted many applicants from the islands and helped to decongest the islands’ reception centres.  There were centres for women victims of violence and accommodation to child victims was also guaranteed.  Access to compensation was provided by Hellenic authorities.  There had been a strong campaign for raising awareness of domestic violence, including a campaign on the nightly news.  The legal framework would not be changed. 

    The delegation said that at the borders, persons were obliged to remain within the premises to be registered for a minimum of five days, up to a maximum of 25.  Usually, registration was completed before the five days and then the restriction on movement was lifted.  Work was done to promote alternative measures to imprisonment, including electronic monitoring and community services. 

    The root causes of violence against women were identified as persistent gender stereotypes. The national action ban to combat violence against women addressed many areas to combat this scourge.  The panic button had specific features to ensure it remained undetectable by the abuser.  Only the victim was aware of its presence on the phone. 

    In Greece, persons with low income could apply for free legal aid.  Victims of trafficking and domestic violence could receive free legal aid regardless of their income.  The new legislation of the Penal Code made sanctions for violence against women more severe, with a victim-centred approach.

    Questions by Committee Experts

    A Committee Expert said the Committee was concerned about the system for the appointment of the most senior judges and prosecutors, including the President and Vice-President of the Council of State, the Supreme Court, and the Court of Audit. 

    Did the State party have any plans to revise the current system for appointing the highest positions of the judiciary and ensure the involvement of the judiciary in the process?  Were there any other measures in place to ensure that the highest positions of the judiciary were not subject to a strong influence from the executive and to safeguard the independence of the judiciary? 

    Greece had yet to establish a statelessness determination procedure; could the State party clarify its plans to finalise and implement a Presidential Decree establishing a statelessness determination procedure?  Would the State party consider ratifying the 1961 Convention on the Reduction of Statelessness?

    The Committee was concerned about reports that unregistered Roma people faced lengthy and costly judicial procedures to acquire Greek citizenship, and that children born to stateless parents faced substantial barriers to obtaining Greek nationality.  Did Greece have any plans to amend the list of documents required to apply for Greek nationality on the basis of birth and non-acquisition of a foreign nationality at birth, especially for children born to stateless parents?  What concrete steps were in place to eliminate the barriers that stateless Roma faced to acquiring Greek nationality and to address the risk of statelessness within this community? 

    Concerns persisted about the application of the “safe third country” concept, particularly with the designation of Türkiye as a safe third country for asylum seekers from Syria, Afghanistan, Pakistan, Bangladesh, and Somalia.  Despite the lack of readmissions to Türkiye since March 2020, Greece continued to reject numerous applications as inadmissible under this concept, leaving many individuals in prolonged legal limbo without access to international protection.  What measures had been taken to reconsider the extensive use of the safe third country concept given the non-implementation of returns to Türkiye?  How was the State party addressing the protracted legal limbo experienced by asylum seekers, and what protections and support were available for their rights?  What had been done to 

    ensure the implementation of law 4939/2022, which mandated an in-merit examination when a third country did not permit entry?  What support mechanisms were in place for those whose applications had been deemed inadmissible? 

    Another Expert said the State party had asserted that pushbacks had never been practiced as a de facto border policy of the State party and that the Hellenic police and Hellenic coast guard consistently followed the established legal and procedural frameworks.  Yet numerous reports documented instances of pushbacks, including patterns of excessive use of force, cruel, inhuman and degrading treatment, incommunicado detention, and unlawful destruction of personal belongings.  Reports before the Committee indicated that from January 2020 to June 2024, there were 1,452 incidents at the borders affecting approximately 46,649 people.  Could the State party comment on such allegations and provide information on measures in place to prevent such practices and to safeguard the principle of non-refoulement? 

    Could information be provided on the outcome of investigations undertaken by the National Transparency Authority and other monitoring mechanisms on pushback allegations, and whether there was any follow-up or redress measures taken on allegations of pushbacks?  How would Greece ensure thorough, systematic, effective, and independent investigations into allegations of pushbacks and hold those responsible accountable?  What was the outcome of the 200 documented complaints of pushback cases?  What measures were being taken to ensure that border control operations prioritised the protection of life and that rescue efforts were conducted in compliance with human rights?

    Another Expert said according to the information received, conscientious objectors who performed civilian service would receive either food and accommodation without any salary, or €223.53, which was well below the legal minimum wage.  In addition, the law provided for the possibility for persons over the age of 33 to perform only part of their service and to buy back the rest, at a significantly higher rate than that for military service.  Could the State party comment on this information?  What measures did the State party intend to take to avoid imposing repeated sanctions on conscientious objectors?  What measures did the State party intend to take to ensure non-punitive alternative civilian service?

    It was evident that Roma were considered as a vulnerable social group, and could exercise all civil and political rights.  What measures were being taken to prevent, combat and eliminate all forms of discrimination against Roma children in the education system?  What measures were being taken to limit the use of forced evictions by adopting viable alternatives to eviction, including alternative housing for evicted families?

    The Committee was concerned that stricter registration and financial regulations could compromise civil society’s capacity to monitor human rights, particularly those of asylum seekers, refugees and displaced people.  How did the State party ensure that registration and financial requirements were necessary and proportionate?  How was it guaranteed that these requirements did not indirectly discriminate? 

    The Committee continued to receive information that human rights defenders, especially those working with migrants, asylum seekers and refugees, and on pushbacks, were regularly subjected to smear campaigns, harassment, threats and criminal prosecution. In one case, a human rights defender faced restrictions, including a travel ban.  How were these measures considered proportionate?  How were human rights defenders protected in order to ensure that they could carry out their work safely?

    The Committee had received reports linking blanket bans on assemblies to political events. Could the State party confirm that authorities limited their discretion to prohibit assemblies to those strictly necessary and not merely due to their political content?  Now that the COVID-19 emergency measures had ended, what steps had the State party taken to prevent the imposition of blanket bans on all demonstrations?

    One Expert said credible reports indicated that police officers had used excessive force against, and caused serious injuries to, protestors and journalists participating in demonstrations.  What measures were being taken to ensure that police officers used the minimum force necessary in response to high-tension demonstrations?  Could updates be provided about the installation and use of surveillance systems in public demonstrations, including any efforts to establish clear criteria for identifying the persons and places subjected to surveillance, to limit the time period of data retention, and to make information about the systems publicly accessible? 

    What specific reform measures had been adopted to strengthen internal oversight and accountability within the Hellenic Police, especially regarding protest management? How was it ensured that all police officers consistently complied with the requirement to wear visible identification during public assemblies?

    Greece’s Ethics Committee had the authority to exclude media from state advertising and funds for up to two years, raising concerns that government control could have a chilling effect on press freedom.  How was it ensured that the Ethics Committee operated independently from government influence and respected journalistic integrity?  Would the State party revise the legal framework to protect journalists against the use of retaliatory lawsuits?  How were journalists informed about their rights and responsibilities during public demonstrations? 

    Responses by the Delegation 

    The delegation said the Supreme Judicial Council decided on the placements, postings and promotion of judicial officers. The principle of non-refoulment was a cornerstone of the framework for the protection of refugees. Strict adherence to this principle applied, and the Hellenic police had circulated clear guidelines for Hellenic police staff regarding the protection of those arriving in the country, particularly women and children.  It was clarified that no third country national who applied for international protection should be returned until their application had been reviewed. 

    The Hellenic police conducted border surveillance duties with full respect of the human rights of third country nationals.  Particular emphasis was given in the provisions of the European Convention of Human Rights.  Land border activities conducted by the Hellenic police aimed at detecting all illegal crossings.  Greece’s legislative framework did not have a specific framework for protecting human rights defenders.  However, an article within the Penal Code set out a special aggravating condition for crimes or misdemeanours committed out of hatred. 

    Actions taken by Hellenic authorities at the sea borders were carried out in full compliance with international obligations. Allegations of so-called pushbacks were not compatible with the well-established operations of the Hellenic authorities.  However, any allegations of pushbacks or mistreatment of third country nationals were thoroughly investigated.  Hellenic coast guards demonstrated a high level of professionalism and were trained to respect the rights of all who were crossing the borders.  From 2015 to the present, the Hellenic coast guards had rescued more than 254,000 people. 

    Several mechanisms allowed complaints against pushbacks to be submitted to the Hellenic authorities, and the coast guards had a robust disciplinary mechanism. Upon receiving a complaint on human rights violations, an administration investigation was launched, and depending on findings, disciplinary sanctions were carried out.  An independent investigation had been launched by the Greek Ombudsman, the results of which were pending.  The law aimed to ensure people in distress at sea and migrants received the highest level of assistance. 

    Greece enacted a law in 2020, followed by a presidential decree, pertaining to public assembly.  This law clearly defined the power of police authorities while ensuring protection, fully protecting the right to freedom of assembly. The Greek police had imposed assembly bans during COVID-19 based on exceptional public health concerns. Greece’s primary aim was to promote the right to assembly, not to restrict it.  In 2023, only three rallies had been banned.  The Hellenic police prioritised de-escalation and the use of “soft measures”, with force being used as a last resort.  Around 34 cases of excessive use of force had been recorded against journalists in 2021, and were sent to the Ombudsman for review. 

    The use of the surveillance system in the context of public open-air assemblies was limited to the assemblies only, without focusing on particular people and without recording sound.  Police officers were obliged to wear a badge of identity on their uniforms during the assemblies. 

    The Greek asylum service had significantly expanded its operational capacity, now operating in 26 different locations across the country, including islands such as Lesbos; these islands were the frontlines of migratory flows.  The number of employees had tripled after 2019 to manage the high volume of cases. By implementing reforms, the Greek asylum service managed to reduce the large number of pending asylum cases to around 18,000 in 2024, down from over 200,000.  Asylum seekers whose appeal had been rejected had the right to file for the annulment of the decision within 30 days.  During 2023, refugee and protection status had been granted to 873 applicants.  This number was around 400 so far in 2024. 

    Greece had designated Türkiye as a safe third country concerning asylum seekers from certain countries.  Based on this information, it could safely be assumed that Türkiye respected the principle of non-refoulment.  Since March 2020, Türkiye had not been responding to requests from nationals from countries such as Bangladesh, Pakistan, Syria and other countries and was therefore not implementing its obligations. 

    Free legal aid was provided to asylum applicants.  Appeals committees were instructed to rule that the applicants were stateless if asylum applicants could not prove which country they came from.  Acquisition of Greek citizenship did not discriminate, and children born to Greek Roma parents were awarded Greek citizenship from birth.  The Greek Citizenship Code aimed to prevent statelessness.  Stateless children enjoyed a right to Greek citizenship if they resided permanently in Greece and had between six to nine years of Greek schooling, even if they had not been born in Greece.   

    Several laws referred to the requirements of registration for non-governmental organizations.  The new registration process aimed to set the same rules for all non-governmental organizations and was free of charge.  This year, 10 registrations had been accepted and only one was rejected. 

    In July 2022, the revision of the school curriculum for primary and secondary education was completed, seeking to foster a more equitable educational environment.  In this framework, the teaching of religious education in Greece was viewed as an essential component.  Like other subjects, religious education was intended to foster critical thinking and respect for diverse beliefs and values.  This course would be provided with alternative educational opportunities for students who did not participate in religious education due to their beliefs or backgrounds.

    Military service was a universal obligation in Greece.  Those who identified as conscientious objectors could fulfil this duty through another service, other than within the armed forces.  In the case of the person banned from leaving the country, this ban had been lifted. 

    The Greek authorities had gone the extra mile regarding the adoption of a law in 2022 to strengthen the transparency of print and electronic media. The conditions which had been set out for print and electronic media enhanced the protection of journalists. Regarding the two-year penalty of exclusion from media, this only occurred following a careful examination. This two-year penalty had been approved by the federal journalistic organizations of Greece. 

    More than 200 print media and 400 electronic media had been approved in Greece.  In July 2022, a taskforce was created to focus on issues including gender-based challenges in the media area.  Most recently, a training was conducted in collaboration with the United Nations Educational, Scientific and Cultural Organization for law enforcement operators and media professionals to foster better cooperation between the two groups. From this taskforce, a law was developed to protect journalists covering sports events from violence. 

    A new programme was being designed to help Roma people with no documents acquire them.  There was no specific legislation on minority associations or organizations.  Over 200 associations had been formed by members of the Muslim minority. 

    Questions by Committee Experts

    A Committee Expert asked how often demonstrations were completely prohibited?  How were associations informed about procedural rights? 

    Another Expert asked for more information regarding the income of conscientious objectors? 

    An Expert said there were overwhelming reports that had documented instances of forced returns.  How was it possible to follow the principle of non-refoulment in these instances?   

    Another Expert thanked the delegation for their thorough answers.  Could further clarification be provided about the State party’s plan to develop a statelessness determination procedure? 

    Responses by the Delegation 

    The delegation said each case of public assembly was evaluated directly, taking into account proportionality and necessity.  The police aimed to facilitate the legal rights to assembly without incident.  The new Penitentiary Code introduced a remedy, enabling those serving in pretrial detention to lodge complaints about the conditions of their living conditions and medical care. 

    Pushbacks were not the policy of the Greek Government in any way, shape, or form; the Government policy was clear.  Greece had significantly approved the asylum system for migration and was now the fourth most productive in the European Union. The State had made all the progress it could considering the difficult region.  Legislation protected everyone, including human rights defenders. Alleged “smear campaigns” needed to be examined by the courts; they could not always be presumed. 

    Closing Remarks

    IOANNIS GHIKAS, Permanent Representative of Greece to the United Nations Office at Geneva, thanked the Committee for the frank and honest exchange.  Although progress had been made, there was still work which needed to be done. Greece had worked hard to improve the situation, particularly on migration; the number of deaths in the Aegean Sea had fallen by 40 per cent.  Greece had a vibrant society with few resources but was working to do better. 

    TANIA MARÍA ABDO ROCHOLL, Committee Chairperson, thanked the delegation for the dialogue, which had covered a wide range of subjects under the Covenant.   The Committee aimed to ensure the highest level of implementation of the Covenant in Greece.

    MS. JEAN-PIERRE: Hey, guys. Hi. Hi. I’m sorry. Hi, everybody. All right. Just a quick thing on New Hampshire at the top. So, as you know, the president is going to be joined by Senator Bernie Sanders to discuss the work the Biden-Harris administration has done to cut health care costs.

    Thanks to the Inflation Reduction Act, which every single congressional Republican voted against, health care is more accessible and more affordable than ever before.

    You will hear directly from President Biden today, who will discuss a new report that shows that nearly 1.5 million Medicare enrollees saved $1 billion on prescription drugs in just the first half of 2024 thanks to the Inflation Reduction Act.

    For years, Republican elected officials, including the previous administration, have tried to repeal the Affordable Care Act, which gives millions of Americans accessible — acc- — pardon me, access to quality, affordable health care.

    Congressional Republicans have also proposed extreme budgets that would rip aw- — rip coverage away from millions of Americans while doing Big Pharma bidding — Big Pharma’s bidding to drive up prescription drug costs, eliminate the $35 cap on insulin, and get rid of the cap on out-of-pocket drugs.

    Despite these attacks, President Biden and Vice President Harris remain focused on expanding access to health care and lowering prescription drug costs for families. And you’ll hear more from this president — from the president this afternoon.

    With that, go ahead.

    Q On the unauthorized release of classified documents, does the fact that the FBI is investigating suggest they believe it was an internal leak and not a hack?

    MS. JEAN-PIERRE: So, what I can just say — as you just stated in your question to me, the FBI is investigating this.

    I’m not going to get into details or specifics. I’m going to let the, you know, authorized personnel who are looking into it speak to this. So, again, I would refer you to those — to those specific agencies. I just don’t have anything more to add. I’m going to let the FBI do their job and do what they need to do to get to the bottom of it.

    Q Another question. On the — the seniors saving a billion dollars, does that take into account some of the higher premiums that have been reported for drug plans this year as a result of drug caps and the administration pulling billions of dollars from Medicare — the Medicare Trust Fund?

    MS. JEAN-PIERRE: I’m sorry. I’m having a little bit of a hard time hearing you. So, you said —

    Q As far as the — the billion dollars that seniors are saving —

    MS. JEAN-PIERRE: Yeah.

    Q — does that take into account the — the result of drug caps, as well as pulling from the Medicare Trust Fund?

    MS. JEAN-PIERRE: So, it’s a good question. Let me — I don’t have the specifics to that — of the billion dollars. Obviously, it’s saving Americans a lot on prescription drugs — a billion dollars, as I just stated — so I think that’s really important, and that’s what we wanted to note. The president will certainly share more.

    I don’t have the specific on that particular question about caps, so I can talk to the team and get back to you. But I think the — the most important thing here to note is that because of the Inflation Reduction Act, because of the work that this administration has done to lower costs on drug — on drug pres- — on prescription drugs, you’re seeing the results of that.

    Again, the Inflation Reduction Act — only Democrats voted for that; Republicans went against it. And now you have Medicare, who are — who’s able — Medicare is able to really negotiate lowering cost prices. And I think it’s a win. This is a win for Americans across the country.

    This is what you’re going to hear from the president. Senator Bernie Sanders — obviously, he can speak for himself — has been a huge advocate of low- — lowering drug costs. So, I think it’s important. This report obviously shows a really critical number that matters, and I think — and connected that — connecting that to the Inflation Re- — Reduction Act. It — it’s a big deal. It’s a really big deal.

    At that particular, specific question, I’m going to have to ask the team to get back to you on that.

    Go ahead, Jeff.

    Q Karine, the president told us on Friday, I believe, that he was aware of plans by Israel to respond to Iran, but he didn’t give us any details about that. Can you — and I’m not expecting you to give details —

    MS. JEAN-PIERRE: Yeah.

    Q — although you’d be welcome to.

    MS. JEAN-PIERRE: (Laughs.)

    Q But my question is: Is the fact that Secretary Blinken is in the region right now — is that delaying a response by Israel?

    MS. JEAN-PIERRE: So, a couple of things, and as — you’re right, I’m not going to — to go beyond what the president said, and I said this before — I’ve said in a briefing room a couple of times: We’re not going to preview — we don’t want to preview anything for the Iranians. That’s not something that we’re going to do from here. And at the end of the day, it’s Isr- — the Israeli government. It is their — it’s their military operation; they have to respond to that.

    Obviously, we have continued to show our support for Israelis’ security. That continues to be ironclad.

    And they — they live in a region — as you’ve heard us say many times — in a neighborhood that’s incredibly tough, and they have to deal with threats, and they have to be able to, certainly, protect themselves and react to those threats, obviously.

    As it relates to — so — so, that’s that piece, right? So, they have to speak to that — the timing. That includes the timing, what is it going to look like. They have to speak to that.

    Look, you know, you’ve seen the secretary go to the region multiple times, especially since October 7th of last year. And there — it’s — it’s diplomacy, obviously. It’s an opportunity to talk to — he’s in Israel today, but also to talk to our allies and partners in the region about what can we do to de-escalate tensions. That is something that we are very focused on: what can we do to stop the war, obviously, in Gaza, to get more humanitarian aid. And we have seen an uptick in humanitarian aid over the last couple of days. And so, that’s really critical and important.

    So, what he’s doing in the region is important to what we’re trying to do — right? — getting to that de-escalation, but also a long-lasting peace.

    I’ll — I’ll let the State Department — which they’ve spoken to a couple times already about his trip, about the meaning of it, where he’s going, what he’s going to do. Again, obviously, he’s in Israel today.

    But I — I can’t really — I can’t really dictate or speak to how Israel is going to move forward, their timing of it, their military operation. That’s something for them to speak to.

    But what Blinken — Secretary Blinken is trying to do is important to, I guess, the — the long-term goal here and what we’re trying to get, but also ending the war in Gaza and getting that humanitarian aid.

    Q Just on Israel as well. Donald Trump confirmed that he spoke with Prime Minister Netanyahu. Is the White House concerned at all about them having continued communications?

    MS. JEAN-PIERRE: Look, I’m — I’m just not going to speak to that.

    Look, as you know, we talk to the Israeli government on a regular basis on the — all the issues that I just laid out s- — in responding to Jeff. And we have a — a long friendship with the Israeli people, and we are committed to their security, obviously, as I’ve stated before. And I’m just not going to comment about the former president, who’s now a candidate, talking — talking to the prime minister.

    I would refer you to the prime minister directly if he has something more to say about that. And to the pr- — the former president.

    Q Another one on the Middle East, Karine. La- — yes- — just yesterday, more than 60 people were killed in an Israeli strike on South Beirut. In one month, more than 1,500 people have died as a result of Israeli bombardments. Is this still a targeted operation?

    MS. JEAN-PIERRE: So, look, we have certainly seen the reports, and we’re going to have co- — we’re having conversations, as you know, as I just stated, on a regular basis with the Israeli government on — on this and — and obviously other matters.

    Look — and — and I’ve said this before, we’ve said this before: Israel has the right and the responsibility to respond to threats, but obviously, they also have a responsibility that — that they — they make sure that a civilian ca- — one civilian casualty is too many, right? That they make sure that they do this in a way that we’re protecting civilian lives and so — or — and so –and we’ve said this before: Israel must take every feasible precaution to prevent civilians during this — during this time, during this operation.

    And so, we’re — continue to — to talk to them. We’re going to continue to have those discussion.

    We do not want to see one civilian, you know, killed in this, right? We want to make sure that all lives are — innocent lives are protected here. And so, we’re going to continue to have those conversations.

    Q And on today’s event, if I may. How confident are you that all the work that has been done on — on drug costs won’t be undone by a future administration?

    MS. JEAN-PIERRE: Yeah, so, look the Inflation Reduction Act is the law, as you know, right? And as I’ve stated many times, every single Republican voted against it. Obviously, they’re trying to repeal it. And — and, you know — and it’s something that’s — we see it as an odd thing to do because it’s — Democrats and Republicans see this as being very popular. And — and so — and what this law does: It delivers real benefits for Americans.

    And like I said, today the president is going to announce that seniors have saved $1 billion — right? — in the last six months because of the Inflation Reduction Act.

    And so, look, we’re going to — I think when it comes to the president and the vice president, we put the American people first. We’re focused on making sure that we deliver for them. The Inflation Reduction Act did just that, as it relates to health care costs. And obviously, the president is going to speak to this.

    But it’s the law. It’s the law. And — and I think that’s important to note as well.

    Q Karine, what — what’s the president’s political message today when he stops by the campaign office two weeks before Election Day?

    MS. JEAN-PIERRE: So, as you know, I can’t speak to politics from here. We do try to follow the law. But what I can speak to is his event — the official event that he’s going to be doing.

    Lowering drug costs — I think that’s an important message to send to the American people. That’s an important message to send to Americans: how much the Biden-Harris administration has done everything that we can to continue to lower costs as we try to rebuild the economy.

    Let’s not forget what the president and the vice president walked into. They walked into an economy that was in a downturn, and they were able to turn that around.

    But we understand that people still feel it, right? Some people wake up in the morning and they’re trying to figure out how are they going to pay for a cancer drug — right? — how are they going to pay for a drug that’s going to save their lives. And here you see this president and this vice president actually take action.

    We beat Big Pharma, which is something that many elected officials have tried to do. And this president and this vice president got it done.

    MS. JEAN-PIERRE: I think, as the president says all the time, he’s a president for all Americans. Doesn’t matter if it’s a red state, blue state. We have said, when you all ask me, “Well, how is the president going to get his message out,” this is part of it, right? Going to a place like New Hampshire, or, last week, he went to Wisconsin, he went to Pennsylvania.

    Q I think there is multiple.

    MS. JEAN-PIERRE: I haven’t seen that, so I can’t speak to that. Look, more broadly — speaking more broadly here and not leaning into any campaign or any political ad, we have said, like, misinformation, we understand how dangerous that could be and that type of false information — how much that could be hurtful and harmful to people. And so, we’ve always called that out in the sense of, like, people have to be — be responsible.

    And I can’t speak to this particular political ad. I haven’t seen it. And also, I just want to be careful to not speak to anything that is politically related to this election cycle.

    Q Has President Biden given officials a timeline to complete their investigation on the leaks — on the intelligence leak?

    WASHINGTON, D.C. – U.S. Senator Tim Kaine (D-VA), a member of the Senate Foreign Relations Committee, joined a bipartisan group of colleagues in sending a letter to President Biden expressing concerns about the security of the global network of undersea communications and energy cables upon which American workers and businesses rely.
    More than 95% of international internet traffic travels via these undersea cables, resulting in trillions of dollars in financial transactions each day. The locations of these cables are often openly published to prevent accidental damage.
    As American companies look to expand and invest in this critical infrastructure, it is imperative that the United States has a complete understanding of existing vulnerabilities, especially those that impact our economic and national security.
    “America’s adversaries have been developing their capabilities to attack or disrupt critical undersea infrastructure.     Dear Mr. President: 
    We write to you to express our concern about the security of global undersea communications and energy cables, especially those that impact America’s economic and national security and that of our allies and partners. As you are well aware, more than 95% of international internet traffic travels via undersea cables, including trillions of dollars in financial transactions each day. Moreover, the exact locations of most of these cables are openly published in order to reduce the likelihood of accidental damage from ships’ anchors or fishing activities. Internet and telecommunications providers, including American firms, intend to invest billions of dollars in expanding the global network of undersea communications cables. Additionally, energy transmission cables are proliferating as governments look to new sources of electricity generation. 
    America’s adversaries have been developing their capabilities to attack or disrupt critical undersea infrastructure. There is a long tradition, dating back well over a century, of belligerents attacking their opponents’ underwater communications lines in the first phase of a conflict. For example, in both World Wars, Britain’s first naval actions were to cut the telegraph cables connecting Germany to the Americas, and in 1918 a German U-boat severed lines connecting New York to both Nova Scotia and Panama. In addition to this kind of overt, kinetic attack, the nature of undersea infrastructure increases the feasibility of gray zone actions with plausible deniability. It is difficult to distinguish between an accident and a deliberate action on the seabed, and more difficult still to confirm who conducted such an action. On top of this, because this infrastructure is privately owned by commercial enterprises, repairs are the responsibility of these private companies, which are likely not prepared to maintain them under wartime conditions and are likely to seek the most cost-effective repair and maintenance options—even if that option is owned or operated by a foreign adversary or strategic competitor. 
    Given these threats and challenges, it is imperative that the United States undertake a review of existing vulnerabilities to global undersea cable infrastructure, including the threat of sabotage by Russia as well as the growing role of the People’s Republic of China in cable laying and repair. If we are truly to deepen vital commercial and security relationships with willing partners and allies, this must be a national priority. We respectfully request that you provide responses to the following questions and direct senior administration officials to brief Members of Congress, including members of relevant committees of jurisdiction, on your plans and the resources and authorities needed to carry them out.
    1) What is your Administration’s overall strategy to guarantee the security of America’s undersea infrastructure and to promote the security of that of our allies and partners? 
    2) The National Defense Authorization Act for Fiscal Year 2020 established the Cable Security Fleet (CSF). If authorized and sufficiently funded, what would be your assessment of the ideal size of the U.S.-flagged and -operated cable laying and repair vessel fleet to ensure sufficient cable repair capacity during a conflict or national emergency? How can the United States work with trusted allies and partners for additional capacity to support the expansion and repair of trusted undersea cable networks? 
    3) What is the Administration’s strategy to encourage other nations to choose trusted suppliers in their selection of undersea cable manufacturers, particularly in any nation of concern or which may be vulnerable to coercion or covert action by America’s adversaries? 
    4) How is the Administration working with the private sector to ensure that commercial enterprises’ investments in undersea cables align with U.S. national security priorities? 
    5) How do you intend to protect the physical security of undersea cables in the open ocean, including through any interpretation of customary international law? 
    6) How is the Administration working multilaterally to collectively enhance security and monitor potential threats to undersea infrastructure, including through NATO, the Quad, and the Indo-Pacific Economic Framework for Prosperity?

    WASHINGTON– Today, Administrator Isabel Casillas Guzman, head of the U.S. Small Business Administration (SBA) and Secretary Lloyd J. Austin, head of the U.S. Department Secretary of Defense (DoD) announced 13 funds approved to be licensed by the SBA under the Small Business Investment Company Critical Technology Initiative (SBICCT), a joint DoD and SBA initiative to attract and scale private investment in technology areas critical to economic and national security made possible by historic modernization by SBA in its Small Business Investment Company (SBIC) program under the Biden-Harris Administration, which established a new SBA government-guaranteed loan, the “Accrual Debenture” for private investment funds. The 12 firms managing the 13 funds collectively plan to raise $2.8 billion in private capital matched with SBA-guaranteed loans to invest in over 1,000 innovative startups and small businesses developing technologies from advanced materials to space and hypersonic technologies.

    “The SBA and DoD entered into this historic initiative to leverage the SBA’s long-standing SBIC program and its recent transformations, so that we can ensure America maintains its global competitive edge in critical technologies,” said SBA Administrator Guzman. “These early strong results and expanded network of investors will provide America’s innovators, producers, and supply chains with the vital funding needed to meet challenges and advance our national and economic security.”

    “This first group of SBICCT Initiative funds represents a consequential milestone in demonstrating the power of public-private partnerships to build enduring advantage by growing and modernizing our supply chains, strengthening our economic and national security, and benefiting the development and commercialization of critical technologies that are key drivers of our U.S. industrial base,” said Heidi Shyu, Under Secretary of Defense for Research and Engineering. “I am proud of the collaborative work between the Office of Strategic Capital (OSC) and our SBA OII colleagues to stand up and advance this important program.”

    Funds licensed by the SBA under the SBICCT Initiative are eligible for access to SBA-guaranteed loans designed to enhance fund-level investment returns. Licensees have access to up to $175 million in SBA Debenture loans through the SBIC program. The new Accrual Debenture loans align with the cash flows of longer duration and equity-oriented investment strategies that tend to invest in innovative new technologies and the longstanding SBA Standard Debentures align to credit strategies. Through the SBICCT Initiative, licensed funds also gain access to DoD provided program-related initiatives and benefits intended to drive value to each Licensee’s portfolio of fund investments.

    The SBICCT Initiative was announced by Secretary of Defense Lloyd Austin and SBA Administrator Isabel Guzman in December 2022. Through this first-of-its-kind partnership, DoD’s Office of Strategic Capital (OSC) and SBA’s Office of Investment and Innovation (OII) aim to increase private investment in critical technologies, including component-level technologies and production processes vital to U.S. economic and national security interests.

    The SBICCT Initiative formally launched and began accepting SBIC applications in Fall 2023. Over 100 funds have expressed interest in the initiative, and since the formal launch, 22 took the significant step to submit a formal application and undergo the rigorous underwriting and due diligence process.

    In early July 2024, the SBA granted the first SBICCT Initiative license. Just three months later, as of October 22, 2024, a total of 13 funds within the ‘Green Light’ approval are to raise private capital and be licensed by SBA. The funds span all 14 DoD Critical Technology Areas,  component-level technologies, and production processes. They represent all parts of the capital stack across stages of investment ranging from seed stage venture to later stage buyout and from venture debt to special situations credit.

    Interest in the SBICCT Initiative continues to grow, with additional applications expected in future quarterly filing windows. The next filing deadline is November 15, 2024. For more information on the SBICCT Initiative and the application process, please see the Investment Policy Statement.

  • MIL-OSI USA: Congresswoman Lee Helps Introduce Bipartisan Legislation to Boost Law Enforcement Coordination at Southern Border

    WASHINGTON – Today, Congresswoman Susie Lee (NV-03) helped introduce the bipartisan Advanced Border Coordination Act with Reps. Dave Joyce (OH-14)Chris Pappas (NH-01), and Juan Ciscomani (AZ-06). The legislation would improve coordination between various law enforcement agencies to secure the southern border. 

    The Department of Homeland Security (DHS) has periodically established joint operations hubs to help multiple law enforcement agencies work together to strengthen border security and crack down on transnational criminal activity, such as drug, weapon, and human trafficking. This bill expands on this successful interagency cooperation model by establishing additional Joint Operation Centers along the southern border. 

    The bill has been endorsed by the National Border Patrol Council, National Immigration Forum, the Texas Border Coalition, and the Major Cities Chiefs Association. A companion bill was previously introduced in the Senate by Senators Cortez-Masto (D-NV) and Blackburn (R-TN).

    “Border Patrol officers need all the help they can get to protect our southern border, and Joint Operation Centers are a proven way to make that happen,” said Congresswoman Susie Lee. “I’ve consistently voted to secure the resources and reforms we need to fix our broken immigration system, and this bipartisan bill is a big step in the right direction. I’ll continue working with Republicans and Democrats to get this much-needed legislation signed into law.”  

    The Advanced Border Coordination Act would: 

    • Direct DHS to establish at least two joint operations centers along the southern border. These hubs would help law enforcement from multiple Federal, State, local, and Tribal agencies work together. 
    • Establish that these centralized hubs serve as resources to improve field operations, help detect and deter criminal activity like drug and human trafficking, and support workforce development and training coordination between participating agencies. 
    • Require an annual report to Congress on the centers’ operational activities and recommendations for coordinated federal actions at the southern border. 

    Participating agencies would include DHS, the Department of Defense, the Department of Justice, other federal agencies as the DHS Secretary determines appropriate, and state, local, and Tribal agencies that voluntarily choose to participate. 

    Congresswoman Lee has worked to fix our broken immigration system since her first year representing southern Nevada in Congress. She has been an outspoken supporter of legislation such as the Dignity Act, which was just endorsed by Republicans and Democrats in the bipartisan Problem Solvers Caucus, as well as the bipartisan Senate border agreement that was killed by Republican Leadership.

  • MIL-OSI USA: Reed Pushes for Improved Menopause Research, Training, & Awareness

    PROVIDENCE, RI – In an effort to reduce stigma and boost research into a key area of women’s health that has been traditionally underfunded by Congress, U.S. Senator Jack Reed is urging passage of the Advancing Menopause Care and Mid-Life Women’s Health Act (S.4246).  This bipartisan legislation seeks to boost menopause research, training, and education and would, for the first time, coordinate the federal government’s existing programs related to menopause and mid-life women’s health. 
    Menopause is a natural process in a woman’s life that involves a significant hormone shift women go through in middle age, marking the end of menstrual cycles.
    Despite the fact that half the population in the U.S. will eventually experience menopause, menopause research has long been underinvested in and overlooked.  To date, there are few federally funded clinical trials on menopause and menopausal hormone therapy and very little menopause education for doctors—only 31.3 percent of U.S. residency programs offer a formal menopause curriculum according to a survey conducted by The Menopause Society, and 80 percent of OB-GYN residents believed more menopause educational resources were needed in their program.
    Today, Senator Reed joined Dr. Renee Eger, MD, director of the Midlife Center at Women & Infants Hospital and medical director of the Obstetrics and Gynecology Care Center at Women & Infants Hospital and Providence Community Health Centers president and CEO Merrill Thomas and Stephanie Avila, Certified Nurse Midwife for PCHC, Title X Clinical Program Coordinator, and other health experts to discuss efforts to increase federal research on menopause, and create a national public health awareness, education, and outreach program on menopause and mid-life women’s health.
    Senator Reed says it essential to have comprehensive research and data to develop effective policy to address the economic, social, and health impacts of menopause and perimenopause – which precedes it.
    Specifically, the Advancing Menopause and Mid-Life Women’s Health Act seeks to authorize $275 million over five years to strengthen and expand federal research on menopause, health care workforce training, awareness and education efforts, and public health promotion and prevention to better address menopause and mid-life women’s health issues. The federal funds would be set aside for clinical trials, public health, and medical research on menopause, as well as support for menopause detection and diagnosis and public outreach.
    “Menopause is a normal, natural life transition that has a major impact on women’s lives.  We need to talk about and stop the stigma. This legislation targets federal research dollars in a strategic way to improve women’s mid-life health.  Investing in menopause research will boost public health and can lead to the discovery of new treatments.  Importantly, this bill also expands training programs for health professionals,” said Senator Reed.  “For too long, menopause has been a stigmatized and overlooked issue.  This is a condition that happens to all women in mid-life, but federal research dollars have been severely lacking.  We need to change that by investing and changing the conversation to help more women lead healthier lives.”
    According to the women’s health advocacy nonprofit Let’s Talk Menopause, approximately 75 million women are in perimenopause, menopause, or post-menopause right now in the U.S.—with 6,000 more women reaching menopause each day.
    Dr. Eger stated: “You don’t think about menopause until you are IN menopause, or your mother, your wife, your sister, or your best friend is. It is wonderful to think that our government is financially acknowledging this. Thank you Senator Reed and the co-sponsors of this bill for making this a priority for all of our country.”
    “At Providence Community Health Centers, our patients face disproportionately greater challenges — they are poorer, sicker, and encounter significant barriers to receiving the care they need compared to the state’s average,” said Stephanie Avila, Certified Nurse Midwife and Title X Clinical Program Coordinator at Providence Community Health Centers. “Given the cardiovascular, bone density, brain health and mood implications, we have before us an opportunity to create broad, comprehensive health improvements by advancing research and training in this area. It is short sighted to see menopause as only a ‘GYN’ issue. This is an issue of much needed healthcare.”
    In March, the Biden-Harris Administration issued an Executive Order creating the White House Women’s Health Research Initiative to better address the long-standing gap of women’s issues in medical research.  It includes a call for greater investment in women’s mid-life and menopause research. 
    The first $500 million of that commitment was made last month, with the U.S. Department of Defense investing half a billion dollars to research medical issues that disproportionately affect women in military service and improve care for female service members, veterans, spouses, dependents and family caregivers.

    Following the death of Hamas terrorist leader and architect of the October 7th, 2023 attack on Israel, Yahya Sinwar, Rep. Jim Banks (IN-03) sent a letter to Secretary of Defense Lloyd Austin and Secretary of State Anthony Blinken calling on the Biden administration to cease withholding the weapons that Israel needs to finish the fight against terrorists in Gaza and Lebanon. In the letter, Rep. Banks also condemns the Biden administration’s threatening Israeli officials with an arms embargo.

    Dear Secretary Blinken and Secretary Austin,

    I write to urge the Biden-Harris administration to cease withholding the weapons that Israel needs to finish the fight against terrorists in Gaza and Lebanon and for you to retract the absurd letter that you sent to Israeli officials this week threatening to impose an arms embargo.

    Now that the terror mastermind Yahya Sinwar has been killed in Rafah – a location which this administration spent months trying to prevent Israel from clearing of Hamas – it is vital that the United States provide our greatest ally in the region with what it needs to rescue the hostages and crush Hamas for good. As such, the Biden-Harris administration must immediately stop holding up arms shipments to Israel, including 2,000 lbs. bombs and other critical arms, on the false pretext that a ceasefire which leaves terrorist organizations such as Hamas intact will bring peace and return the hostages.

    Your administration’s attempts to tie Israel’s hands have instead prolonged the war and only achieved record numbers of fruitless diplomatic meetings. With the death of Sinwar, Israel has brought a hostage deal closer by killing the greatest obstacle to a hostage deal. With the death of Hamas and Hezbollah leaders like Hassan Nasrallah, Israel is forcing the conditions for a lasting peace upon the greatest obstacles to peace. Your opposition to Israel’s strategy and unjustified belief that victory was impossible has delayed this moment but not stopped it.

    The only path forward is to recognize the bankruptcy of your administration’s whole perspective on this conflict, retract your irrational letter threatening an arms embargo, and give Israel the weapons they need to end the threat of Hamas, Hezbollah, and their Iranian terrorist supporters. Despite your best efforts to the contrary, Israel is achieving peace through victory, on their terms and in America’s interests.

    A landmark defence agreement will be signed by Defence Secretary John Healey MP and German Defence Minister Boris Pistorius in London today in a major moment for NATO, and European security and prosperity. It is the first-of-its-kind agreement between the UK and Germany on defence.

    • Defence Secretary John Healey MP and German Defence Minister Boris Pistorius will sign the landmark Trinity House Agreement today (Wednesday 23 October), bringing the two nations closer together than ever before.

    • Agreement will boost the economy, investment, and jobs, paving the way for a new artillery gun barrel factory to open in the UK.

    • German aircraft will operate from Scotland as part of the agreement, bolstering European security.

    The signing of the Trinity House Agreement marks a fundamental shift in the UK’s relations with Germany and for European security. This agreement between Europe’s two biggest defence spenders will strengthen national security and economic growth in the face of growing Russian aggression and increasing threats.

    The new partnership will help drive investment into the UK – with the agreement paving the way for a new artillery gun barrel factory to be opened in the UK, supporting more than 400 jobs and nearly half a billion-pounds boost to the British economy. The opening of the Rheinmetall factory will see the UK manufacture artillery gun barrels for the first time in 10 years, using British steel produced by Sheffield Forgemasters.

    The deal will see the UK and Germany work together systemically for years to come on a range of ground-breaking defence projects and across all domains (air, land, sea, space and cyber). This includes working jointly to rapidly develop brand-new extended deep strike weapons that can travel further with more precision than current systems, including Storm Shadow.

    It will bring the two nation’s defence industries closer than ever, including a long-term commitment to manufacturing Boxer armoured vehicles, supporting skilled jobs across the UK. The deal also aims to support and expanded complex weapons development in the UK, laying a path for Sting Ray Torpedoes procurement.

    The Trinity House Agreement includes:

    • New long-range strike weapons – working jointly to rapidly develop a new system that can fire even further and be more precise in its targeting than any current system.

    • New boost for British industry – a new large calibre gun manufacturing facility in the UK, supporting more than 400 jobs, and planned to use British steel, bringing nearly half a billion-pound economic boost to the UK over 10 years.

    • New cooperation to strengthen the Eastern Flank – the armies training and exercising more together, using the front as a catalyst for developing new ways of fighting.

    • Land Industrial Cooperation – cooperation on Boxer armed vehicles and kickstarting collaboration of land-based drones.

    • Protecting critical underwater infrastructure – working together to protect the vital cables in the seabed on the North Sea. This includes exploring new offboard undersea surveillance capabilities to improve detection of adversary activity.

    • German planes in Scotland – German P8 aircraft will periodically operate out of Lossiemouth to help protect the North Atlantic.

    • New drones – working towards drones that could operate alongside our fighter jets, as well as drones that can be used by other military force.

    • Exploration and development of new Maritime Uncrewed Air System capabilities.

    • New Ukraine support – new joint work to enable German Sea King helicopters to be armed with modern missile systems as well as work on capability coalitions.

    • Joint work with partners to integrate air defence systems to better protect European air space against the threat of long-range missiles, building on work agreed at the NATO Defence Ministers meeting just last week.

    The agreement is a key example of the Government delivering on its commitment to reset relations with European allies and bolster national security. It will be signed less than 100 days after the Defence Secretary visited Berlin to kick off negotiations in July and is the first pillar in a wider UK-Germany treaty pledged by Prime Minister Keir Starmer and Chancellor Olaf Scholz in August.

    The Trinity House Agreement is a milestone moment in our relationship with Germany and a major strengthening of Europe’s security.

    It secures unprecedented levels of new cooperation with the German Armed Forces and industry, bringing benefits to our shared security and prosperity, protecting our shared values and boosting our defence industrial bases.

    This landmark agreement delivers on the Government’s manifesto commitment to strike a new defence relationship with Germany – less than four months since winning the election in July – and we will build on this new cooperation in the months and years ahead.

    German Defence Minister Boris Pistorius said:

    The UK and Germany are moving closer together.     We must not take security in Europe for granted. Russia is waging war against Ukraine, it is increasing its weapons production immensely and has repeatedly launched hybrid attacks on our partners in Eastern Europe.

    With the Trinity House Agreement, we are showing that the NATO Allies have recognised what these times require and are determined to improve their deterrence and defence capabilities. As it lays the foundation for future projects, the Trinity House Agreement is an important contribution to this. It is particularly important to me that we cooperate even more closely to strengthen NATO’s eastern flank and to close critical capability gaps, for instance in the field of long-range strike weapons.

    The acceleration in attacks coincides with harvest season in Ukraine, a country which remains a major supplier of agricultural produce, crucial for global food security.

    Putin’s almost 1000-day conflict in Ukraine has reduced supplies for some of the world’s most in need and helped drive up food and fuel prices across the globe.

    Now, UK intelligence shows that there has been a noticeable increase in Russian risk appetite when conducting strikes on port infrastructure, with grain ships becoming collateral damage in Russia’s campaign. 

    Those strikes are believed to have delayed the MV SHUI SPIRIT from departing Ukraine while carrying vegetable oil destined for the World Food Programme in Palestine.

    It has also hit ships loaded with grain destined for Egypt, two vessels carrying corn – which Ukraine is the second biggest supplier to China of – and World Food Programme shipments bound for southern Africa. 

    Prime Minister Keir Starmer said:

    “Russia’s indiscriminate strikes on ports in the Black Sea underscore that Putin is willing to gamble on global food security in his attempts to force Ukraine into submission. 

    ‘’In doing so, he is harming millions of vulnerable people across Africa, Asia and the Middle East, to try and gain the upper hand in his barbaric war. 

    “In recent weeks, we have seen reporting that the Kremlin has been forced to turn to North Korea to provide troops to fuel its self-destructing war machine, an embarrassing and desperate act, and now they are intensifying attacks on areas of Ukraine that support the global south with much-needed food. 

    “Russia has no respect for the norms and laws that govern our international system. Not only was their illegal invasion a blatant attack on the principles of the UN Charter, but the way they have executed their war in Ukraine shows no respect for human life, or the consequences of their invasion across the world.” 

    According to Defence Intelligence, between 05 – 14 October 2024, at least four merchant vessels have been struck by Russian munitions. 

    These include: 

    1.       05 October 2024 – Yuzhny port – MV PARESA (St Kitts and Nevis flagged) was almost certainly the target of the strike that damaged it. Following the attack, the Russian MoD released a video of what they say shows the vessel unloading containerised cargo which they likely perceive to be weapons. 

    2.       07 October 2024 – Odesa port – MV  OPTIMA (Palau flagged). There is a realistic possibility that the vessel was collateral damage as a result of a strike on port infrastructure and was not the direct target of the attack. MV OPTIMA was also likely further damaged in a strike on port infrastructure on 15 October 2024. 

    3.       08 October 2024 – Chronomorsk port MV SHUI SPIRIT (Panama flagged).Ukraine’s Minister of Agrarian Policy and Food Vitalii Koval stated the MV SHUI SPIRIT was carrying sunflower oil as part of a UN shipment. However, the vessel was a containerised cargo carrier and noting the earlier strike on MV OPTIMA, there is a realistic possibility that this vessel was also the target of the strike as opposed to collateral damage. 

    4.       14 October 2024 – Odesa port – NS MOON (Belize flagged) was likely damaged in strikes on port infrastructure. The vessel was likely collateral damage in strikes on port infrastructure. 

    The announcement comes as this government announces a further £2.26 billion for Ukraine as part of the UK’s contribution to the G7 Extraordinary Revenue Acceleration (ERA) Loans to Ukraine scheme.  

    Through the scheme, $50 billion from G7 countries will be delivered to Ukraine for its military, budget and reconstruction needs. The loan will be repaid using the extraordinary profits on immobilised Russian sovereign assets. 

    The UK has been at the forefront of work to protect the maritime corridor in the Black Sea. The Maritime Capability Coalition – led by the UK and Norway – is focused on delivering a future naval fighting force for Ukraine and has been instrumental in helping to equip Ukraine’s navy with items such as uncrewed surface vessels, better known as maritime drones, which will protect the corridor. 

    The UK is donating an additional £120 million toward the Maritime Capability Coalition and is seeking partners to co-fund delivery of hundreds more maritime drones (aerial and uncrewed boats), as well as surveillance radars to protect the Grain Corridor. 

    And together, the UK and Norway are seeking a further £100 million to co-fund hundreds more. 

    Recent gifting packages have provided dozens of amphibious all-terrain vehicles and raiding craft, hundreds of anti-ship missiles for coastal defence and river operations, and hundreds of thousands of rounds of ammunition to accompany the machine guns we have provided. 

    Russia’s brutal and indiscriminate attacks have not been limited to the Black Sea, Putin’s forces have also been targeting civilian infrastructure in Ukraine throughout this year, aiming to make life intolerable for the Ukrainian people, especially as the country heads into winter. 

    They have attacked thousands of civilian targets, including hospitals and energy infrastructure. 

    Open-source intelligence shows there has been 1,522 attacks on Ukraine’s health care system since February 2022, 774 attacks damaged or destroyed hospitals and clinics, and 234 health workers have been killed.

    As relief efforts continue in Western North Carolina, Governor Cooper is encouraging Western North Carolinians affected by Hurricane Helene to enroll in Disaster Supplemental Nutrition Assistance Program (D-SNAP) this week by the Thursday deadline. Eligible households can apply for help buying food through D-SNAP.

    “We know many North Carolinians were affected by Helene and D-SNAP is one of the many ways we are taking action to get help to those who need it,” said Governor Cooper. “I encourage all those eligible to apply by Thursday’s deadline. We will continue to support communities and families every step of the way as they recover.”

    The deadline to apply for D-SNAP is Thursday, October 24, 2024. Eligible households may apply for D-SNAP through Thursday, October 24 by phone or in person. More information including a list of application sites by county is available at ncdhhs.gov/dsnap.

    North Carolina National Guard and Military Response

    Over 3,000 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    Approximately $133 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and approximately 210,000 people have registered for Individual Assistance. Over 6,200 people have been helped through FEMA’s Transitional Sheltering Assistance. More than 5,400 registrations for Small Business Administration Loans have been filed.

    Approximately 1,500 FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,600 responders from 39 state and local agencies have performed 147 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Storm Damage Cleanup

    Power Outages

    Across Western North Carolina, approximately 5,200 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    NCDOT currently has over 2,000 employees and 900 pieces of equipment working on over 7,400 damaged road sites.

    Ninety-six storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. This number is expected to rise over the coming days.   • MIL-OSI USA: The Pennsylvania State University Agrees to Pay $1.25M to Resolve False Claims Act Allegations Relating to Non-Compliance with Contractual Cybersecurity Requirements

    The Pennsylvania State University (Penn State), located in University Park, Pennsylvania, has agreed to pay $1,250,000 to resolve allegations that it violated the False Claims Act by failing to comply with cybersecurity requirements in fifteen contracts or subcontracts involving the Department of Defense (DoD) or National Aeronautics and Space Administration (NASA).

    The settlement resolves allegations that, between 2018 and 2023, Penn State failed to implement cybersecurity controls that were contractually required by DoD and NASA and did not adequately develop and implement plans of action to correct deficiencies it identified. DoD requires contractors to submit summary level scores reflecting the status of their compliance with applicable cybersecurity requirements on covered contracting systems used to store or access covered defense information. The United States alleged that Penn State submitted cybersecurity assessment scores to DoD that reflected it had not implemented certain controls, but misrepresented the dates by which it would implement them and did not pursue plans of action to do so. The United States also alleged that in performing certain of the contracts and subcontracts Penn State did not use an external cloud service provider that met DoD’s security requirements for covered defense information.

    “Universities that receive federal funding must take their cybersecurity obligations seriously,” said Principal Deputy Assistant Attorney General Brian M.     The settlement resolves a lawsuit filed under the whistleblower provisions of the False Claims Act, which permit private parties to sue on behalf of the government when they believe that a defendant has submitted false claims for government funds and receive a share of any recovery. The settlement in this case provides for the whistleblower, Matthew Decker, the former chief information officer for Penn State’s Applied Research Laboratory, to receive a $250,000 share of the settlement amount. The qui tam case is captioned U.S. ex rel. Decker v. Pennsylvania State University, No. 2:22-cv-03895 (E.D. Pa.).

    The resolution obtained in this matter was the result of a coordinated effort between the Civil Division’s Commercial Litigation Branch, Fraud Section, and the U.S. Attorney’s Office for the Eastern District of Pennsylvania, with assistance from NCIS, NASA-OIG, DCIS, Army Criminal Investigation Division, Naval Audit Service, the Defense Contract Management Agency’s Defense Industrial Base Cybersecurity Assessment Center and the Air Force Material Command.

    The Pennsylvania State University (Penn State), located in University Park, Pennsylvania, has agreed to pay $1,250,000 to resolve allegations that it violated the False Claims Act by failing to comply with cybersecurity requirements in fifteen contracts or subcontracts involving the Department of Defense (DoD) or National Aeronautics and Space Administration (NASA).

    The settlement resolves allegations that, between 2018 and 2023, Penn State failed to implement cybersecurity controls that were contractually required by DoD and NASA and did not adequately develop and implement plans of action to correct deficiencies it identified. DoD requires contractors to submit summary level scores reflecting the status of their compliance with applicable cybersecurity requirements on covered contracting systems used to store or access covered defense information. The United States alleged that Penn State submitted cybersecurity assessment scores to DoD that reflected it had not implemented certain controls, but misrepresented the dates by which it would implement them and did not pursue plans of action to do so. The United States also alleged that in performing certain of the contracts and subcontracts Penn State did not use an external cloud service provider that met DoD’s security requirements for covered defense information.

    WASHINGTON – FEMA Administrator Deanne Criswell continued meeting with survivors and responders in North Carolina while leading the federal recovery efforts.FEMA Administrator Deanne Criswell joined Gov. Roy Cooper to visit a community care station in Asheville where the administrator announced the community liaison hiring program in the state. The agency will hire community-based staff to serve as liaisons between North Carolina survivors and FEMA to ensure needs are met throughout the recovery. North Carolina’s recovery continues progressing with power being restored to most customers while roads are reopening as debris is cleared. Over $130 million has gone to more than 91,000 households in the state for assistance like making home repairs and paying for a temporary place to stay. Nearly 4,600 survivors have participated in FEMA’s Transitional Sheltering Assistance program where they stay in hotels as they work on their recovery plans.Recovery continues in other states affected by Helene and Milton. For instance, in Florida—where power has been restored to pre-storm levels—more than 97,000 households have been approved for over $308 million in FEMA assistance for their Helene recovery. Over 116,000 households have received more than $129 million for Milton. In addition, the U.S. Army Corps of Engineers announced Operation Blue Roof which is a free service to homeowners for 25 counties in Florida impacted by Hurricane Milton.   • MIL-Evening Report: Scurvy is largely a historical disease but there are signs it’s making a comeback

    Scurvy is is often considered a historical ailment, conjuring images of sailors on long sea voyages suffering from a lack of fresh fruit and vegetables.

    Yet doctors in developed countries have recently reported treating cases of scurvy, including Australian doctors who reported their findings today in the journal BMJ Case Reports.

    What is scurvy?

    Scurvy is a disease caused by a severe deficiency of vitamin C (ascorbic acid), which is essential for the production of collagen. This protein helps maintain the health of skin, blood vessels, bones and connective tissue.

    Without enough vitamin C, the body cannot properly repair tissues, heal wounds, or fight infections. This can lead to a range of symptoms including:

    • fatigue and weakness
    • swollen, bleeding gums or loose teeth
    • joint and muscle pain and tenderness
    • bruising easily
    • dry, rough or discoloured skin (reddish or purple spots due to bleeding under the skin)
    • cuts and sores take longer to heal
    • anaemia (a shortage of red blood cells, leading to further fatigue and weakness)
    • increased susceptibility to infections.

    It historically affected sailors

    Scurvy was common from the 15th to 18th centuries, when naval sailors and other explorers lived on rations or went without fresh food for long periods. You might have heard some of these milestones in the history of the disease:

    • in 1497-1499, Vasco da Gama’s crew suffered severely from scurvy during their expedition to India, with a large portion of the crew dying from it

    • from the 16th to 18th centuries, scurvy was rampant among European navies and explorers, affecting notable figures such as Ferdinand Magellan and Sir Francis Drake. It was considered one of the greatest threats to sailors’ health during long voyages

    • in 1747, British naval surgeon James Lind is thought to have conducted one of the first clinical trials, demonstrating that citrus fruit could prevent and cure scurvy. However, it took several decades for his findings to be widely implemented

    • in 1795, the British Royal Navy officially adopted the practice of providing lemon or lime juice to sailors, dramatically reducing the number of scurvy cases.

    Evidence of scurvy re-emerging

    In the new case report, doctors in Western Australia reported treating a middle-aged man with the condition. In a separate case report, doctors in Canada reported treating a 65-year old woman.

    Both patients presented with leg weakness and compromised skin, yet the doctors didn’t initially consider scurvy. This was based on the premise that there is abundant vitamin C in our modern food supply, so deficiency should not occur.

    On both occasions, treatment with high doses of vitamin C (1,000mg per day for at least seven days) resulted in improvements in symptoms and eventually a full recovery.

    The authors of both case reports are concerned that if scurvy is left untreated, it could lead to inflamed blood vessels (vasculitis) and potentially cause fatal bleeding.

    Last year, a major New South Wales hospital undertook a chart review, where patient records are reviewed to answer research questions.

    This found vitamin C deficiency was common. More than 50% of patients who had their vitamin C levels tested had either a modest deficiency (29.9%) or significant deficiency (24.5%). Deficiencies were more common among patients from rural and lower socioeconomic areas.

    Now clinicians are urged to consider vitamin C deficiency and scurvy as a potential diagnosis and involve the support of a dietitian.

    Why might scurvy be re-emerging?

    Sourcing and consuming nutritious foods with sufficient vitamin C is unfortunately still an issue for some people. Factors that increase the risk of vitamin C deficiency include:

    • poor diet. People with restricted diets – due to poverty, food insecurity or dietary choices – may not get enough vitamin C. This includes those who rely heavily on processed, nutrient-poor foods rather than fresh produce

    • food deserts. In areas where access to fresh, affordable fruits and vegetables is limited (often referred to as food deserts), people may unintentionally suffer from a vitamin C deficiency. In some parts of developing countries such as India, lack of access to fresh food is recognised as a risk for scurvy

    • the cost-of-living crisis. With greater numbers of people unable to pay for fresh produce, people who limit their intake of fruits and vegetables may develop nutrient deficiencies, including scurvy

    • weight loss procedures and medications. Restricted dietary intake due to weight loss surgery or weight loss medications may lead to nutrient deficiencies, such as in this case report of scurvy from Denmark

    • mental illness and eating disorders. Conditions such as depression and anorexia nervosa can lead to severely restricted diets, increasing the risk of scurvy, such as in this case report from 2020 in Canada

    • isolation. Older adults, especially those who live alone or in nursing homes, may have difficulty preparing balanced meals with sufficient vitamin C

    • certain medical conditions. People with digestive disorders, malabsorption issues, or those on restrictive medical diets (due to severe allergies or intolerances) can develop scurvy if they are unable to absorb or consume enough vitamin C.

    How much vitamin C do we need?

    Australia’s dietary guidelines recommend adults consume 45mg of vitamin C (higher if pregnant or breastfeeding) each day. This is roughly the amount found in half an orange or half a cup of strawberries.

    When more vitamin C is consumed than required, excess amounts leave the body through urine.

    Signs of scurvy can appear as early as a month after a daily intake of less than 10 mg of vitamin C.

    Eating vitamin C-rich foods – such as oranges, strawberries, kiwifruit, plums, pineapple, mango, capsicum, broccoli and Brussels sprouts – can resolve symptoms within a few weeks.

    Vitamin C is also readily available as a supplement if there are reasons why intake through food may be compromised. Typically, the supplements contain 1,000mg per tablet, and the recommended upper limit for daily Vitamin C intake is 2,000mg.

    • Two containers have been removed, one carrying food and the other empty. 
    • The food was safely buried at a landfill. The two containers were taken to a biosecurity compound at the port for safe disposal. The remaining container is empty.
    • “The teams on the ground have been working since this morning’s high tide to float and tow the third container to shore,” says NZDF Senior National Representative Commodore Andrew Brown. 
    • “However, conditions are challenging, with strong currents and winds making the task especially difficult.”
    • “The container is also damaged, which makes it less buoyant than the others.”

    LARNACA, Cyprus – The Harpers Ferry-class amphibious landing dock ship USS Oak Hill (LSD 51) and embarked 24th Marine Expeditionary Unit (MEU) Special Operations Capable (SOC) arrived in Larnaca, Cyprus, for a scheduled port visit, Oct. 17, 2024.

    “This port visit enables us to conduct training with the Republic of Cyprus, as well as enjoy some downtime for the crew,” said Cmdr. Beth-Ann Martin, Oak Hill’s executive officer. “Port visits are vital opportunities to bolster relationships with our partners.”

    While Oak Hill is in Larnaca, Marines of the 24th MEU (SOC) will conduct individual and small unit training with the Republic of Cyprus National Guard. Sailors and Marines will also have the opportunity to explore the city and surrounding areas.

    Oak Hill is conducting operations as part of the Wasp Amphibious Ready Group (WSP ARG)-24th MEU (SOC) in the U.S. 6th Fleet and U.S. Naval Forces Europe-U.S. Naval Forces Africa (NAVEUR-NAVAF) areas of operations, supporting U.S., Allied and partner interests in the region, including in the Eastern Mediterranean Sea, to continue promoting regional stability and deterring aggression.

    The WSP ARG-24th MEU (SOC) is comprised of its flagship namesake, the amphibious assault ship USS Wasp (LHD 1), San Antonio-class amphibious transport dock ship USS New York (LPD 21), Oak Hill, and the embarked 24th MEU (SOC).

    The 24th MEU (SOC) is a Marine Air-Ground Task Force (MAGTF) with a Command Element, Aviation Combat Element, Marine Medium Tiltrotor Squadron 365 (Reinforced), Ground Combat Element, Battalion Landing Team 1/8, and Logistics Combat Element, Combat Logistics Battalion 24.

  • MIL-OSI United Nations: 4 ways countries are strengthening women’s participation in security efforts

    The full, equal and meaningful participation of women in all peacekeeping areas has been found to make our operations more effective and lets us better reflect and engage with the communities we serve. However, according to the latest data available, women still make up approximately 10% of peacekeeping’s police and military personnel.

    As UN military and police personnel are contributed by Member States, drawing from their own security institutions, troop and police contributors are critical to closing this gender gap. To help empower women peacekeepers and increase their numbers, UN Member States have committed to promote equal opportunity for all in their own security and defence institutions by identifying and removing barriers to women serving. This is making their own security sectors stronger while also leading to the deployment of more diverse military and police contingents to peacekeeping missions.

    On 17 October, the UN released its first-ever report on this issue, “Towards Equal Opportunity for Women in the Defence Sector.” It highlights that, despite the efforts of Member States to achieve gender equality, challenges and barriers still exist, making this a key issue for all. The report also showcases some innovative solutions that countries are using to boost women’s participation. Here are four standout best practices from the report:

    1. India: expanding opportunities for women in the armed forces

    India, a top contributor to UN peace operations, has made significant strides toward integrating women into its military forces. In 2020, the Indian Army began offering women permanent positions, giving them equal opportunities for career advancement. By 2022, the National Defence Academy admitted its first female cadets, symbolizing progress in building gender-equal pathways in military leadership.

    2. Canada: reforming military culture to promote inclusivity

    Canada is spearheading military reforms to eliminate gender bias and address sexual misconduct. In 2021, they established a Chief of Professional Conduct and Culture (CPCC to foster a safe and respectful environment for all service members. This cultural shift enhances the operational effectiveness of Canadian forces and, in turn, strengthens Canada’s peacekeeping deployments by ensuring inclusive participation.

    Colonel Marie-Ève Bégin, the Director General of the CPCC, highlighted that “the creation of [this new structure] shows our commitment to improving our organization’s culture.”

    3. Uruguay: empowering women in the armed forces through family support

    Uruguay has introduced initiatives to support women in its military, with a focus on deployment, helping them balance military service with caregiver responsibilities. With support from the Elsie Initiative Fund, the Ministry of Defence provides scholarships to cover childcare and elder care costs for deployed women and single parent families, regardless of gender, ensuring that caregiver obligations do not hinder participation in military operations and peacekeeping deployments.

    4. Ghana: training women for leadership in peacekeeping

    Ghana, another of UN Peacekeeping’s top troop-contributing countries, is addressing the challenge of advancing women’s careers in the national army by focusing on skills development, including in operational and tactical fields that are traditionally male-dominated, as well as on leadership opportunities.

    “We should continue to challenge gender stereotypes, call out discrimination, draw attention to biases and seek out inclusion,” says Commodore Faustina Anokye, the highest-ranking female officer in the history of the Ghanaian navy who also served as Deputy Force Commander of the UN peacekeeping mission in the Western Sahara (MINURSO).

    A global commitment to inclusive security

    Removing barriers to women who want to serve in the defence sector is a key way Member States are meeting their commitment to promote gender equality in peacekeeping missions. “If these institutions are not inclusive and representative,” said Alexandre Zouev, Assistant Secretary-General for Rule of Law and Security Institutions, “our gender parity efforts in peacekeeping will inevitably fall short.”

    Departments across the UN, through their Security Sector Reform (SSR) initiatives, are supporting Member States’ efforts to promote women’s participation in their defence sectors. The UN has also launched the Braking Barriers, Building Peace advocacy campaign, which is promoting equal opportunities in defence and security sectors around the world.  Through this work, the UN and its Member State partners are making peacekeeping more representative and responsive to diverse security needs, which is especially critical in today’s complex conflict environments.

    By committing to gender equality, the UN and its Member States are building more inclusive societies and enhancing sustainable peace and security for all.

    THE PRESIDENT:  Hello, folks. 

    I just met a number of the homeowners, been wiped out, and the — everything from the Coast Guard to the fire department.  It’s a hell of a deal.

    I’m here in Florida for the second time in two weeks and — to survey the damage from another catastrophic storm: Hurricane Milton.  Thankfully, the storm’s impact was not as cataclysmic as had — we had predicted.  But on top of two [one] before it, it just keeps s- — seem we got to get — getting worse. 

    And bu- — you know, but for some individuals, it was cataclysmic — all those folks who not only lost their homes but, more importantly, those folks who lost their lives, lost family members, lost all their personal belongings.  Entire neighborhoods were flooded, and millions — millions were without power.

    Earlier this morning, I did an aerial tour of Saint Petersburg and the battered coastline.  I flew over Tropicana Field and — where the Tampa Bays play — Rays play, and the roof was almost completely off.  But thank God not many people were injured.

    I spoke with first responders who’ve been working around the clock.  I also met with small-business owners here and homeowners who’ve taken a real beating — these back-to-back storms.  And they’re heartbroken and exhausted, and their expenses are piling up.

    And I know from experience how devastating it is to lose your home.  Several years ago, my home was struck by lightning.  It didn’t all burn down, but we were out of the home for seven months while it was being repaired.  The thing I was most concerned about was not just the home; it was all those things, all those — all those pictures I saved, my — and my daughter had drawn when she was little, all the — all the family photographs, all the albums, all the things that really matter.  

    Folks, the — the fact is that when you lose your wedding ring and the old photos of your children, family keepsakes, things that can’t be replaced — but sometimes, from my own experience, that’s the part that hurts the most.

    And I’m standing next to the mayor of Pete’s Beach and the Chairwoman Peters.  Both their homes were damaged in Hurricane Milton.  The mayor’s home flooded, family vehicles washed away.  The county chair’s home had experienced significant damage in the past two storms previous.  They just finished rebuilding and settling back in, and now they have to do it all over again.   

    Both their families lost precious personal belongings, but they’ve stepped up not only to look out for themselves but to help other families, help their neighbors.  You know, that’s the resilience of the people of West Florida.

    And I want to thank them and all the public officials who suffered consequential losses because of the storm but who are out there doing things to help other people who had serious losses.  It matters.  The American people should know the sacrifices they’re making.

    You know, they’ve been steadfast partners as well.  We’ve been in frequent contact.

    And it’s in moments like this we come together to take care of each other, not as Democrats or Republicans but as Americans — Americans who need help and Americans who would help you if you were in the same situation.  We are one United States — one Unites States.

    I also came here to talk about all the progress we have made together.  This is a whole-of-government effort, from state and local to FEMA to U.S. Coast Guard, Army Corps of Engineers, the Energy Department, Environmental Protection Agency, Department of Defense, just to name a few.

    FEMA has delivered 1.2 million meals, over 300,000 liters of water, 2 million gallons of fuel.  And so far, we’ve installed 100 satellite terminals to restore communications in impacted areas so families can ton- — contact their loved ones to be sure everything is okay and be able to reach out for help as well.

    Speaking of help, so far, we’ve opened 10 disaster recovery centers in Florida, with more to come, so people can have one stop to meet with officials, get the federal help they’re entitled to that’s available to them, such as direct, immediate financial aid and no [low-]interest payment loans, mortgage relief, and so much more.

    Yesterday, after I signed the major disaster declaration, more than 250,000 Floridians registered for help — 250,000 — the most in sin- — any — a single day ever in the history of this country — 250,000.

    I know you’re concerned about the debris removal, and it’s obvious why.  We’re prioritizing debris removal and working with the state and local partners to clear roads, to get wreckage into — of the two hurricanes off properties, and so more folks can return home and businesses can receive much-needed deliveries of food, fuel, medicine, and other essentials.  That’s a priority for me.

    Power has also been restored to over 2 million people in a matter of days.  And thanks to tens of thousands of power workers from 43 states and Canada working nonstop, even more people will have more power restored soon. 

    Today, I’m proud to announce $612 million to six new cutting-edge projects to support communities impacted by Hurricane Helene and Milton.  That includes $47 million for Gainesville Regional Utilities and another $47 million for Florida Power & Light.

    This funding will not only restore power, but it’ll make the region’s power system stronger and more capable and reduce the frequency and duration of power outages while extreme weather events become more frequent. 

    In fact, we’ve been able to restore power quicker because of critical infrastructure investments were made both when I was vice president and president to harden the grid.  For folks at home, “the grid” means the electrical power system that transmits energy from the — where it’s produced in a power plant to where it’s used in homes and businesses. 

    We’ve been hardening the grid, like b- — like burying transmission lines underground, replacing wood power poles with concrete or composite poles so they don’t snap in the wind.

    Energy Secretary Granholm is here with me today leading this effort, and she’ll tell you more about it and other cutting-edge technologies on the grid in a moment.

    Let me close with this.  I’m here to porsonally — personally say thank you to the brave first responders — and I don’t want to underestimate that — brave first responders, men and women in uniform, utility workers.  (Inaudible) look at the number that showed up from around the country — from Canada — California, Nebraska, all over the country — to come here to help. 

    Men and women in uniform, as I said; health care personnel; neighbors helping neighbors; and so many more people.  This is all a team effort, folks.  You made a big difference.  And it’s saved lives.

    But there’s much more to do, and we’re going to do everything we can to get power back into your homes, not only helping you recover but to help you build back stronger.

  • MIL-OSI USA News: FACT SHEET: Biden-⁠ Harris Administration Continues Recovery Efforts in North Carolina Following Hurricane  Helene

    Following Hurricane Helene’s devastating impacts across the Southeast and Appalachia, the Biden-Harris Administration continues its robust Federal efforts to help communities recover and rebuild. The storm heavily impacted North Carolina, where the Administration continues to surge resources and assist families, business owners, farmers, and other impacted communities receive the support and assistance they need and deserve.

    Federal disaster assistance for Hurricane Helene survivors has surpassed $474 million – including more than $86 million in housing and other types of assistance for survivors in North Carolina. Survivors can register for assistance at one of three Disaster Recovery Centers in Caldwell, McDowell, and Buncombe Counties, or on disasterassistance.gov, by calling 1-800-621-3362, or via the FEMA app.

    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting debris removal, temporary emergency power installation, infrastructure and water and wastewater assessments, and technical assistance. Over 2,000 North Carolina National Guard personnel along with over 200 Guardsmen from 15 States are conducting response operations in western North Carolina.

    As response efforts continue in North Carolina, more than 1,250 FEMA staff remain on the ground, with more arriving daily. Nearly 400 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date.  

    Power has been restored to more than approximately 96 percent of customers, as a result of 10,000 utility personnel working around the clock. Cellular restoration also continues to improve, with more than 93 percent of cellular sites in service. FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other.

    Commodity distribution, mass feeding, and hydration operations continue in areas of western North Carolina. FEMA continues to send commodity shipments and voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties. The Salvation Army has 20 mobile feeding units supporting this massive operation and has provided emotional and spiritual care to survivors. To date, the American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    Additional recovery efforts in North Carolina include:

    Supporting Infrastructure Recovery

    As part of the robust, whole-of-government response to Hurricane Helene, the U.S. Department of Transportation is supporting response and recovery efforts in impacted communities in North Carolina. DOT personnel are on the ground in multiple locations of the state.

    On October 5, the Department of Transportation’s Federal Highway Administration (FHWA) announced $100 million in Quick Release Emergency Relief funding to support North Carolina. The funding helps pay for the costs of immediate emergency work resulting from Hurricane Helene flood damage. Additional funding will flow to affected communities from the Emergency Relief program.

    FHWA worked closely with North Carolina and other federal agencies to assess infrastructure damage, including supporting hundreds of bridge inspections and other critical infrastructure assessments across the Southeast. On October 8, FHWA Acting Administrator Kristin White visited the region with Governor Roy Cooper, North Carolina Department of Transportation Secretary Joey Hopkins and other federal, state and local officials and got a first-hand look at impacts from the storm and recovery efforts.   

    The Federal Aviation Administration (FAA) continues to work with partners in affected parts of North Carolina and Tennessee, as the national airspace steadily returned to normal operations.

    The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported the North Carolina Air National Guard by providing advisory services at Rutherford County Airport and Avery County Airport.

    The FAA worked with state and local governments, critical infrastructure owners and operators, and first responders to enable drones to support response and recovery. The FAA granted permission to allow Wing to temporarily conduct beyond visual line of sight drone package deliveries for Walmart’s pharmacy in western North Carolina, delivering essential items including prescription medicine, medical supplies, and medical equipment to hard-to-reach locations.

    Additionally, President Biden’s approval of a Presidential Emergency Declaration for North Carolina affords the state a period of emergency regulatory relief from Federal Motor Carrier Safety regulations, including flexibility around driving time for property- and passenger-carrying vehicles. This allows truck drivers to get essential supplies to affected areas in North Carolina. It may also provide opportunities for motorcoach buses to deliver relief teams to response locations and allow for the transport and evacuation of residents.

    On October 10, Environmental Protection Agency (EPA) Administrator Michael Regan joined Governor Cooper, Senator Tillis, Congressman Edwards and local officials to assess federal and state recovery efforts in response to Hurricane Helene. EPA and its state partners have made significant progress bringing drinking water and wastewater systems back online, including restoring service to more than 75 drinking water systems that serve approximately 260,000 people in the Asheville area. EPA is also providing technical assistance and drinking water testing to systems and private drinking water well owners across the Asheville area through their Mobile Drinking Water lab – giving residents clear data and confidence that their water is safe to drink. The lab is capable of testing 100 samples per day. Water utilities and private well owners must request sampling services through their local health departments. EPA will remain on the ground in North Carolina helping area residents as long as their assistance is needed.  

    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts, and responders remain deployed to FEMA regional response coordination centers. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on the ongoing Hurricane Helene response. As noted above, there are 10,000 line workers supporting power restoration efforts.

    The National Oceanic and Atmospheric Administration continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. This imagery not only supports FEMA and the broader response community, but the public at large.

    Providing Financial Flexibilities to Homeowners and Taxpayers

    The U.S. Department of Housing and Urban Development (HUD) is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.

    HUD announced $3 million for the State of North Carolina to support people experiencing homelessness in communities impacted by Hurricane Helene. Funding from the Rapid Unsheltered Survivor Housing program will help residents and families who are experiencing or at risk of homelessness and have needs that are not otherwise served or fully met by existing Federal disaster relief programs.

    This summer, HUD launched a new streamlined process for requesting additional flexibility on existing grants after a disaster is declared. Recipients of annual HUD funding – including in North Carolina – may request waivers to unlock and accelerate the use of their funding for disaster response and recovery. With the updated waiver process, HUD is proactively issuing maximum flexibility to communities impacted by disasters. These flexibilities will expedite the recovery process, reduce administrative burden, and allow impacted jurisdictions to quickly tailor programs and activities to address the post disaster needs of their communities. The Disaster Assistance and Recovery Team within HUD’s Office of Housing Counseling continues to conduct focused meetings with housing counseling agencies in each state impacted by these disasters to discuss their unique response and recovery challenges and identify resources available to assist.

    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene in North Carolina. North Carolina taxpayers now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments.

    Protecting Public Health

    The U.S. Department of Health and Human Services (HHS) declared a Public Health Emergency for North Carolina to address the health impacts of Hurricane Helene. HHS’s Administration for Strategic Preparedness and Response (ASPR) continues to provide medical support for Hurricane Helene, predominantly onsite in North Carolina. These ASPR personnel are deployed to support Hurricane Helene response operations, which include four Disaster Medical Assistance Teams and personnel from a Disaster Mortuary Operational Response Team (DMORT) in North Carolina. ASPR Health and Medical Task Forces and ASPR Disaster Medical Assistance Teams from the National Disaster Medical System are providing 24-hour surge support to three hospitals: Mission Hospital in Asheville, Blue Ridge Regional Hospital in Spruce Pine, and Caldwell Memorial in Lenoir. To date, ASPR teams have seen nearly 1000 patients. ASPR will continue to work with federal, state, and local partners to prioritize medical assistance to other areas affected by Hurricane Helene as required and requested.  

    Supporting Workers and Worker Safety

    Working alongside the Department of Labor, the States of North Carolina has announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers in North Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.

    Supporting Farmers and Agriculture

    The U.S. Department of Agriculture (USDA) has put contingency plans and program flexibilities into place to ensure farmers, foresters and communities are able to get the support they need, such as by extending program signup opportunities, expediting crop insurance payments, and using waivers and emergency procedures to expedite recovery efforts on working lands. USDA’s Food and Nutrition Service has issued flexibilities and waivers for North Carolina to ensure that food and nutritional assistance reaches those in need as soon as possible. In North Carolina, waivers have been issued to increase access to WIC products, replace benefits through Summer EBT, allow the purchase of hot foods through SNAP, and more.

    Additionally, USDA is currently coordinating over 200 staff on the ground in North Carolina, including saw support teams and emergency road clearance teams, to help clear trees and debris, including in Waterville, Marion, Newton, and Weaverville.

    Supporting Students and Student Loan Borrowers

    The Department of Education has offered technical assistance to states and local educational agencies to support recovery efforts and shared critical resources, including those developed by other federal agencies and organizations, to support restoring the teaching and learning environment.

    The Department’s office of Federal Student Aid (FSA) has flexibilities that are automatically available to affected institutions of higher education to help their continued management of the federal student aid programs. These flexibilities help schools if they need to adjust their academic calendars, such as due to unexpected closures, and also help students who may need to take a leave of absence. The flexibilities also help students avoid reductions in their federal aid due to any state or federal disaster assistance provided. FSA will also work with affected institutions that need help on other areas, such as paying credit balances. FSA has communicated with schools located in the areas impacted by Hurricane Helene. Those communications included existing Department guidance about how natural disasters impact schools and their administration of financial aid, resources, and links to FEMA disaster aid information. FSA’s communications also included a way for schools to share more information about the disaster impact on their campus and submit questions about administrative relief and flexibilities.

    The Department is ensuring affected borrowers in areas impacted by the hurricanes can focus on their critical needs without needing to worry about missing their student loan payments. Direct Loan borrowers and federally-serviced FFEL borrowers in the affected area who miss their payments will be automatically placed into a natural disaster forbearance. During forbearance, payments are temporarily postponed or reduced, and interest is still charged. Thanks to regulations issued by the Biden-Harris Administration, months in this forbearance will count toward PSLF and IDR forgiveness. Direct Loan and federally serviced FEEL borrowers are not required to take an action but have the option to call their servicer if they wish to enroll in the forbearance proactively. Perkins loan borrowers should contact their loan holder to request natural disaster forbearance. 

    Continuing to Survey Data

    The Department of the Interior’s U.S. Geological Survey (USGS) continues working to measure river levels and flow, and repair streamgages that transmit critical data. USGS crews continue working to determine the extent of flooding by surveying for high-water marks. These flood-peak data and high-water marks are used to determine flood frequency and are critical in the design of infrastructure and in determining flood plain boundaries. USGS stood up a landslide response team that now includes 32 USGS scientists, 19 of which ware mapping landslides, to provide technical assistance to the North Carolina Geological Survey and Tennessee Geological Survey. Their work includes reconnaissance using satellite imagery, flights, and on-the-ground assessments to map landslides.

  • MIL-OSI USA News: FACT SHEET: U.S. Achievements in the Global Fight Against  Corruption

    Corruption poses a grave and enduring threat to U.S. national interests and those of our partners. When officials abuse their entrusted power for personal or political gain, the interests of authoritarians and corrupt actors win – at the expense of citizens, honest businesses, and healthy societies. As the Biden-Harris Administration took office, this longstanding challenge had metastasized. In some countries, oligarchs were teaming up with foreign kleptocrats to warp policy and procurement decisions in exchange for kickbacks – with no accountability. Corrupt officials were laundering stolen assets through the U.S. and global financial systems, while local investigators were ill-equipped to follow the money. Reformers in countries saddled with corruption had scarce public resources to actually address development needs. The Biden-Harris Administration tacked these challenges starting Day One, to ensure democracy delivers and corrupt actors are held to account.

    The first National Security Study Memorandum of the Biden-Harris Administration established countering corruption as a “core U.S. national security interest,” leading to the issuance in December 2021 of the first United States Strategy on Countering Corruption. Since then, the United States has taken action at home and around the world to curb illicit finance, hold corrupt actors accountable, forge multilateral partnerships, and equip frontline leaders to take on transnational corruption. The result has been historic progress in protecting the U.S. financial system from money-laundering, including in the residential real estate sector, while enhancing corporate transparency. This Administration has mobilized record levels of foreign assistance dedicated to anti-corruption, including $339 million in Fiscal Year 2023 alone – almost double the yearly average during the previous four years. This new assistance has unlocked support for anti-corruption institutions, leveled the playing field for law-abiding businesses, enabled journalists to team up across borders, and more. Expanded law enforcement cooperation and capacity-building have generated convictions of corrupt actors as well as the seizure, forfeiture, and return of criminal proceeds, while new anti-corruption offices at the Department of State (State) and the U.S. Agency for International Development (USAID) energized diplomatic and stakeholder engagement. The United States imposed sanctions on more than 500 individuals and entities for corruption and related activities, and established – for the first time in any jurisdiction globally – a new visa restriction for those who enable corrupt activity.

    U.S. progress on anti-corruption has produced concrete benefits for the American people and stakeholders around the world – enhancing prosperity, economic security, safety, and democracy, as outlined below. To bolster and sustain this work, the U.S. government has also modernized its approach to addressing corruption as a cross-cutting priority. Today, Deputy National Security Advisor for International Economics Daleep Singh will highlight the benefits of this work to American businesses and workers at a White House anti-corruption roundtable with leaders from 15 major U.S. companies.

    Advancing economic opportunity abroad

    • Improving the business enabling environment: U.S. assistance advanced governments’ capacity to prevent, detect, investigate, and prosecute corruption, while encouraging anti-bribery compliance. State expanded its Fiscal Transparency Innovation Fund – to help willing partners improve budget transparency – while holding countries to account for progress in its Fiscal Transparency Report. In the past two years alone, a newly expanded State-Federal Bureau of Investigations (FBI) program facilitated U.S. collaboration with foreign counterparts on more than 50 transnational corruption and money laundering cases with a U.S. nexus. In coordination with State, experienced legal advisors from the U.S. Department of Justice (DOJ) assisted foreign justice partners around the world in investigating and prosecuting corruption and money laundering cases, and recovering assets. And DOJ’s Kleptocracy Asset Recovery Initiative, in partnership with the FBI and the Department of Homeland Security, has recovered more than $1.7 billion and returned or assisted in returning more than $1.6 billion for the benefit of the people harmed by the corruption.
    • Enforcing our bans on foreign bribery and money-laundering – and pressing other countries to do the same: To enable honest companies to compete overseas, the United States upheld its commitments under the OECD Anti-Bribery Convention by enforcing its foreign bribery and related laws and working with partners to monitor other countries’ progress in implementing the Convention, which celebrated its 25th anniversary in 2024. Since the start of the Administration, DOJ has imposed more than $3.5 billion in total monetary sanctions under the Foreign Corruption Practices Act (FCPA) in 16 corporate resolutions, and announced charges against more than 70 individuals. For instance, this April the former Comptroller General of Ecuador was convicted of money laundering relating to his receipt of over $10 million in bribes from, among others, the Brazil-based construction conglomerate Odebrecht S.A. The Securities and Exchange Commission continued civil enforcement of the FCPA, with approximately $1 billion in total monetary sanctions in 22 corporate resolutions, spanning conduct in 24 countries, since the start of the Administration. DOJ is also enforcing the recently enacted Foreign Extortion Prevention Act, which criminalizes demands for bribes by foreign officials from U.S. companies and others. In addition, this August DOJ announced a new Corporate Whistleblower Awards Pilot Program to uncover and prosecute corporate crime – with a particular focus on foreign and domestic corruption, as well as violations by financial institutions of their obligations to take steps to detect and deter money laundering.
    • Seizing windows of opportunity: U.S. assistance has become more agile via the establishment of USAID’s Anti-Corruption Response Fund (providing flexible support to countries experiencing new opportunities or backsliding), the State-DOJ Global Anti-Corruption Rapid Response Fund (providing assistance and case mentoring to foreign partners on short notice), and USAID’s Democracy Delivers initiative (which has marshalled $500 million in funding from the United States and others to help reformers deliver, including on their anti-corruption commitments). These innovations, informed by USAID’s Dekleptification Guide, are enabling the U.S. government to more nimbly pivot toward environments where local momentum can be bolstered by outside assistance.
    • Bolstering integrity in high-risk sectors: In April 2024, the United States and its partners launched the Blue Dot Network – a mechanism to certify infrastructure projects that have met global standards for quality and sustainability, including transparency in procurement and provisions to limit opportunities for corruption. The United States also supported the launch of PROTECT, a collective action project to address corruption risk in the supply chain for critical minerals.
    • Strengthening corruption safeguards in the Indo-Pacific: In June, the United States and thirteen other partners held a signing ceremony, after concluding eight rounds of negotiations in record time, for the Indo-Pacific Economic Framework for Prosperity (IPEF) Fair Economy Agreement. The Agreement aims to create a more transparent, predictable trade and investment environment across IPEF partners’ markets, including through binding obligations to prevent and combat corruption. The Department of Commerce (Commerce) and State are accelerating implementation by offering new anti-corruption technical assistance to IPEF partners, including workshops on procurement corruption.
    • Dialoguing with the private sector: In 2021, State launched the Galvanizing the Private Sector as Partners in Combatting Corruption initiative, which connects companies and governments to strengthen business integrity and encourage governance reform. Commerce’s International Trade Administration organized the 2024 forum of the Business Ethics for Asia-Pacific Economic Cooperation (APEC) Small and Medium Enterprises Initiative – the world’s largest public-private partnership on ethical business conduct – at which stakeholders formalized policy recommendations on business integrity in public procurement.

    Protecting the U.S. financial system from abuse

    • Expanding corporate transparency: To deter kleptocrats and criminals from laundering money through anonymous shell companies, the Department of the Treasury (Treasury) operationalized a new filing system for certain companies operating in the United States to report their beneficial owners – the real people who own or control them – pursuant to the bipartisan Corporate Transparency Act. Treasury held hundreds of outreach events across all states and territories, reaching thousands of stakeholders, to enable companies to quickly and easily comply with this reporting requirement.
    • Closing loopholes for money-laundering: Treasury finalized rules to close two major loopholes in the U.S. financial system: (1) to increase transparency in the U.S. residential real estate sector, to ensure that law-abiding homebuyers are not disadvantaged by individuals laundering their ill-gotten gains, and (2) to safeguard the investment adviser industry from illicit finance. Treasury also proposed a rule to modernize financial institutions’ anti-money-laundering/countering the financing of terrorism (AML/CFT) programs, to make them more effective and risk-based. Together, these rulemakings represent historic advances for the U.S. AML/CFT regime, in line with international standards, that will help the United States urge other countries to undertake similar reforms to curb illicit finance. The Biden-Harris Administration has also called on Congress to close even more loopholes that facilitate money-laundering by passing the ENABLERS Act.
    • Blocking assets and denying entry to corrupt actors: Since the start of the Administration, Treasury has designated more than 500 individuals and entities for corruption and related activities, across six continents. That includes blocking the assets of 20 individuals and 48 companies in Fiscal Year 2024 for corruption in Afghanistan, Guatemala, Guyana, Paraguay, Western Balkans, and Zimbabwe. In tandem, State publicly issued corruption-related visa restrictions for 76 foreign officials and family members in Fiscal Year 2024, and 292 over the course of the Administration. These actions have protected the U.S. financial system from corrupt actors and promoted accountability in domestic jurisdictions. For example, just one week after the U.S. issuance of a public visa restriction on former Director of Bosnia-Herzegovina (BiH) Intelligence Services Osman Mehmedagic for significant corruption, he was arrested by BiH authorities for abuse of office.
    • Taking aim at enablers of corruption: In December 2023, President Biden issued an historic Presidential Proclamation establishing a visa restriction for those who facilitate and enable significant corruption and their immediate family members. This new visa restriction complements existing commitments to use sanction and law enforcement capabilities to target private enablers of public corruption. Earlier this year, the FBI and DOJ secured a guilty plea and a criminal penalty of $661 million from Gunvor – one of the largest commodities trading firms in the world – for facilitating bribery of Ecuadorian officials and laundering those bribes through U.S. banks. In addition, USAID launched new activities to incentivize integrity within professions that serve as gatekeepers to the international financial system.
    • Upholding international standards: The United States has helped lead efforts to expand anti-corruption work at the Financial Action Task Force (FATF), including improving assessment tools, mitigating risks associated with “golden passport” programs, and highlighting how non-financial sectors can be abused by corrupt actors.

    Keeping America and our partners safe

    • Addressing corruption risk in the security sector: Security sector corruption can divert essential supplies, empower malign actors, threaten the safety of U.S. service members, and undermine U.S. military missions writ large. In the past year, the Department of Defense (DOD) incorporated corruption risk into its security cooperation planning – subjecting certain proposals to further scrutiny and identifying risk mitigation measures as needed. State also created new resources to weigh corruption risk as part of security sector assistance decision-making. In addition, State’s Global Defense Reform Program and DOD’s institutional capacity building programs advanced more transparent, accountable, and professional defense institutions. DOD continued running a training course on combatting corruption for partner military commanders and civilian leaders.
    • Tackling organized crime and corruption: Transnational criminal organizations often rely on corruption to enable their criminal activities and evade accountability – which fuels narcotrafficking into the United States, human smuggling, cybercrimes, and more. The U.S. government is deploying anti-corruption tools to target criminal networks and their financial enablers, in line with the 2023 White House Strategy to Combat Transnational Organized Crime.
    • Standing up to Russia’s aggression: The United States has adapted to address the wartime needs of Ukraine’s anti-corruption stakeholders, as they close off a key vector for Russian dominance and advance Ukraine’s democratic future. In 2023, Ukrainian anti-corruption investigators and prosecutors achieved an 80 percent increase in prosecutions and a 50 percent increase in convictions, plus opened cases against high-ranking officials including the former head of the Ukrainian Supreme Court.  With U.S. support, Ukraine has advanced significant reforms on asset disclosure, launched a whistleblower portal, strengthened the National Anti-Corruption Bureau, and enhanced transparency and integrity in reconstruction.
    • Securing a greener future: The United States has integrated an anti-corruption lens across sectors, with particular emphasis on addressing corruption vulnerabilities that threaten a secure, just energy transition for all. This includes USAID support to the Extractive Industries Transparency Initiative (EITI), increased mining transparency in the Democratic Republic of Congo and Zambia, and innovations that address transnational corruption in green energy mineral supply chains across 15 countries.
    • Protecting global health: Corruption curtails the ability of states to respond to pandemics and undercuts access to basic healthcare. USAID is tackling this challenge by releasing cutting-edge guidance on anti-corruption in the health sector and launching integrated programming. For example, in Liberia the United States is working with the government to curb theft of pharmaceuticals through civil society monitoring, law enforcement trainings, and public awareness campaigns.
    • Addressing the root causes of migration: Combating corruption is a core component of improving conditions in El Salvador, Guatemala, and Honduras – so people do not feel compelled to leave their homes, in line with the U.S. Strategy for Addressing the Root Causes of Migration in Central America. Recent U.S. actions have included training up to 27,000 justice sector stakeholders in those countries to more effectively address corruption.

    Defending democracy by rooting out corruption

    • Tackling electoral corruption: When candidates can be bankrolled by foreign adversaries and institutions captured by kleptocrats, citizens lose faith in their governments—or even in democracy itself. In response, USAID has launched new programs to bolster electoral integrity, strengthen independent media, and increase the transparency of political finance in high-risk locations.
    • Lifting up civil society and independent media: The U.S. government has substantially expanded support to frontline activists and journalists, including through the Global Anti-Corruption Consortium. In addition, a new State Department initiative is training hundreds of journalists in transnational corruption investigations, while USAID’s new investigative journalist networks in Asia and Southern Africa are building capacity to track corruption across sectors and across borders. The Secretary of State established a new award for Anti-Corruption Champions, which has honored dozens of courageous civil society leaders and embattled reformers. In 2022, the United States also hosted the largest regular gathering of civil society activists fighting corruption – the International Anti-Corruption Conference – in Washington, DC, with keynote remarks from APNSA Jake Sullivan.
    • Protecting sovereignty: Authoritarian actors like Russia and the PRC use bribery to interfere in the policy, procurement, debt, and electoral processes of other countries – undermining both sovereignty and democracy. The United States is standing up to this tactic by building the resilience of frontline actors to detect and deflect foreign-backed strategic corruption, educating partners about the kleptocrats’ playbook, harnessing sanction tools to deter threats, and increasing collaboration between practitioners working on anti-corruption and those addressing foreign malign influence – both within the USG and with likeminded partners. For example, in June the United States joined with Canada and the UK to expose Russia’s use of corruption and covert financing, among other tactics, to undermine democratic processes in Moldova.
    • Restoring trust in American democracy: The Biden-Harris Administration has established the strongest ethics standards of any U.S. presidency. On his first day in office, the President signed an Executive Order requiring administration officials to take a stringent ethics pledge, which extends lobbying bans, limits shadow lobbying, and makes ethics waivers more transparent. The Administration also restored longstanding democratic norms by protecting DOJ cases from political interference, releasing the President’s and Vice-President’s taxes, and voluntarily disclosing White House visitor logs. And in the last year, the Office of Government Ethics finalized rules updating the standards for ethical conduct and legal expense funds for executive branch employees.
    • Protecting American democracy from malign finance: Just as we defend democracy around the world, the U.S. government is working to keep American democracy safe from foreign adversaries. Actions to curb money laundering in the United States can help reduce the ability of foreign and domestic actors to make illegal campaign contributions and evade U.S. election laws. President Biden has called on Congress to go even further by passing the DISCLOSE Act, which would curb the ability of foreign entities and special interests to use dark money loopholes to influence our elections.
    • Revitalizing participation in the Open Government Partnership (OGP): The United States rejoined the Steering Committee of OGP – a platform for civil society and governments to forge joint commitments and learn from each other– and provided assistance for OGP’s work on anti-corruption. Domestically, the United States has turbocharged OGP implementation by creating the U.S. Open Government Secretariat at the General Services Administration, an Open Government Federal Advisory Committee, an Interagency Community of Practice – spanning federal, state, local, tribal, and territorial governments, and engaged with hundreds of stakeholders to exchange lessons and expand transparency, accountability, and public participation. The United States also launched the first-ever Request for Information to feed into the 6th U.S. OGP National Action Plan and announced development of a toolkit to help federal agencies more meaningfully engage with the public.

    Modernizing and coordinating U.S. government efforts to fight corruption

    • Institutionalizing anti-corruption as an enduring priority: Over the past four years, Departments and Agencies have made substantial organizational improvements to elevate corruption concerns. For example:
      • The State Department’s new Office of the Coordinator on Global Anti-Corruption leads the integration of anti-corruption priorities into bilateral and other policy processes, conducts targeted diplomatic engagements, and drives strategic planning, including through the Department’s senior-level Anti-Corruption Policy Board. In the past year, the Office jumpstarted implementation of the Combating Global Corruption Act and completed an analysis of anti-corruption assistance to inform future State Department decision-making.
      • USAID’s new Anti-Corruption Center, within the newly established Bureau for Democracy, Human Rights, and Governance, serves as a hub of technical expertise and thought leadership – driving the integration of corruption considerations across USAID’s portfolio, supporting USAID Missions in developing localized approaches, managing a suite of programming focused on transnational corruption, and using its convening power and policy insights to forge strategic partnerships. Since 2022, USAID has released its first-ever Anti-Corruption Policy, which outlines a cross-sectoral approach to constraining opportunities for corruption, raising the costs of corruption, and incentivizing integrity – plus a host of tools to drive uptake across USAID.
      • FBI’s International Corruption Unit expanded an agreement with the State Department to deploy six regional anti-corruption advisors to strategic locations around the world, where they organize regional working groups with local law enforcement officials, provide case-base mentorship, and facilitate coordination with the International Anti-Corruption Coordination Centre.

    Expanded interagency capacity has been complemented by the National Security Council’s establishment of a dedicated Director for Anti-Corruption position, for the first time, to ensure whole-of-government coordination and advance anti-corruption within key policy processes.

    • Leading in multilateral fora: The United States has regained its leadership role in the international bodies that shape anti-corruption norms globally and can sustain momentum across time. In particular, the United States stepped into the presidency of the UN Convention against Corruption Conference of States Parties (UNCAC COSP), proudly hosting in December 2023 thousands of stakeholders in Atlanta, Georgia, led by the U.S. Representative to the United Nations Linda Thomas-Greenfield. As part of its commitment to championing the role of non-governmental actors in the fight against corruption, the United States facilitated record civil society participation in UNCAC working group meetings, hosted the first UNCAC Private Sector Forum, and supported inclusive implementation of UNCAC commitments in Latin America, East Africa, and Southeast Asia. The United States also participated in several peer reviews of our own anti-corruption practices over the last three years, and proudly made these results public. Alongside these multilateral fora, we convened the Global Forum on Asset Recovery action series to accelerate practitioner cooperation across the United States, Algeria, Honduras, Iraq, Moldova, Nigeria, Seychelles, Ukraine, the United Kingdom, and Zambia.
    • Understanding corruption dynamics: The Intelligence Community developed and disseminated new resources to bolster intelligence prioritization, collection and analysis on corrupt actors and their networks. USAID commissioned research on topics like countering corruption through social and behavioral change and State initiated an interagency anti-corruption learning agenda and a small grants program to support it.
    • Deepening external partnerships: The United States convened a series of coordination meetings with other bilateral donors and philanthropies in order to harmonize our anti-corruption approaches and galvanized anti-corruption resources across the donor community through the Integrity for Development campaign. USAID’s Countering Transnational Corruption Grand Challenge for Development brought together technologists, businesses, activists, and others to collaboratively address concrete corruption challenges.

  • MIL-OSI USA News: Readout of Principal Deputy National Security Advisor Jon Finer’s Trip to  Haiti

    Principal Deputy National Security Advisor Jon Finer traveled to Port-au-Prince, Haiti on October 16 to meet with senior Haitian officials, and leadership of the Multinational Security Support (MSS) mission and the Haitian National Police (HNP) to drive progress on security and governance efforts. Mr. Finer was joined by a senior U.S. delegation from the Department of State, the Department of Defense, the U.S. Agency for International Development, and the National Security Council.  During separate meetings with members of the Transitional Presidential Council (TPC) and Prime Minister Garry Conille, Mr. Finer expressed condolences for the tragic loss of innocent life in the recent gang-led massacre in Pont-Sondé and reiterated the U.S. commitment to support Haitian-led efforts to restore security and pave the way toward free and fair elections.  Mr. Finer also commended the TPC for the transition of the presidency to President Leslie Voltaire on October 7, while noting that all Haitian officials must continue to put country over party and deliver on their promise to work for all Haitians.

    In his meeting with MSS and HNP leadership, Mr. Finer underscored our continued commitment to rally international support and provide the tools necessary to restore security and rule of law in Haiti.  To ensure that the MSS has the resources that it requires, the United States is by far the largest contributor to support the MSS mission to date.  Following the Haitian government’s request to the UN Security Council to authorize a UN peacekeeping mission to take over from the MSS at an appropriate time, Mr. Finer reassured Haitian officials of U.S. support for such a transition.

    The United States remains the largest contributor of humanitarian aid to the Haitian people through our UN and NGO partners, while also supporting the renewal of the HOPE/HELP trade preferences program as soon as possible to spur greater economic prosperity in Haiti.

    Well, we’re back in Michigan, and it’s good to be back.  And again, we have a situation where the former president is insulting the people of the state — this time saying that autoworkers — that their important and good and highly skilled work could be performed by a child — which is just further evidence that Donald Trump comes from a place where he really does not appreciate or understand how most people in our country work very hard for all that they have and that there is great dignity in their work.

    In addition, I’ve — you know, I’ve been hearing reports that his team, at least, is saying he’s suffering from exhaustion.  And that’s apparently the excuse for why he’s not doing interviews and, of course, he’s not doing the CNN Town Hall.  He refuses to do another debate.

    And, you know, look, being president of the United States is probably one of the hardest jobs in the world.  And so, we really do need to ask: If he’s exhausted being on the campaign trail, is he fit to do the job?  And I think that’s a question that is an open-ended question that he needs to answer.

         Q    You’re in a state where there’s a lot of opposition to you from pro-Palestinian voters.  In light of the recent news this week in the Middle East, I mean, does your message to them change?  What’s your message to them in the final few weeks?

    THE VICE PRESIDENT:  Well, my message remains, first of all, we have got to end this war.  And I think that what has happened now with the — the killing of Sinwar creates an opportunity for us to end this war and bring the hostages home.  And I think everyone wants this war to end, and this is an opportunity to actually get there.

         Q    Madam Vice President, can you explain why it’s — sort of the race still remains incredibly tight?  I know you’ve been out campaigning.  What’s your, sort of, like, thesis of the case of why it remains so tight?

    THE VICE PRESIDENT:  Looks, it’s — it’s an election for president of the United States.  It’s not supposed to be a cakewalk for anyone.  There are very important issues at play.

    And I am clear and I think the people that you hear right now in the background are clear that Donald Trump is unfit for the office, he is unstable, and he, frankly, is a danger to our democracy, as has been described by his former chief of staff, secretaries of Defense, national security advisor, and former vice president.

         Q    The former president has been critical of you not attending the Al Smith dinner last night.  As you were talking about him being exhausted, do you think that that’s one reason why he chose to go to New York City rather than come out here on the campaign trail?

    THE VICE PRESIDENT:  Well, I’m beyond getting into the head of Donald Trump, but I will say it should be a concern.  If he can’t handle the rigors of the campaign trail, is he fit to do the job?  I think it’s a legitimate question.

  • MIL-OSI China: At least 4 killed, 24 injured in Israeli airstrike in Beirut

    At least four people, including a child, were killed and 27 others injured in an Israeli airstrike Monday night near Lebanon’s largest public hospital close to Beirut’s southern suburbs, according to the Lebanese Ministry of Public Health.

    The Israeli strike targeted the vicinity of Rafik Hariri University Hospital in the Jnah area, located on the outskirts of southern Beirut.

    The al-Jadeed local TV channel said that over 25 ambulances for the Lebanese Red Cross and Civil Defense teams rushed to the area. The search for victims trapped under the rubble near the hospital is still ongoing.

    The airstrike had forced residents in the area to leave their houses, seeking safer shelters elsewhere.

    Israeli warplanes also launched an airstrike on Ouzai, a densely populated area located on the outskirts of Beirut’s southern suburbs, near the Beirut airport.

    On Monday night, Israeli warplanes launched over 12 violent airstrikes on several areas in Beirut’s southern suburbs, including Haret Hreik, Burj Barajneh, al Hadath, Jamous, and Saint Therese.

    The Israeli army has been waging intensive attacks on Lebanon since late September in a dangerous escalation with Hezbollah.

  • MIL-OSI China: Israel, US implement 5.2B USD air defense aid package

    Israeli and U.S. officials have begun implementing a 5.2-billion-U.S. dollar emergency aid package to bolster Israel’s air defense system, the Israeli Defense Ministry said Monday.

    The Israeli and U.S. sides completed an exchange of letters to initiate the package, which will enhance Israel’s Iron Dome anti-rocket system, David’s Sling missile defense system, and the Iron Beam laser defense system, the ministry said in a statement.

    The package is part of an 8.7-billion-dollar military aid Israel said in late September it had secured from the United States, in which 3.5 billion dollars have already been transferred to Israel for “urgent wartime procurement.”

    The United States has been supporting Israel since the beginning of the conflict with Hamas on Oct. 7 last year, sending a few hundred cargo planes and ships with weapons, bombs, and ammunition, according to official Israeli sources.

    The U.S. military aid has drawn widespread criticism as ongoing Israeli attacks in the Gaza Strip are claiming more and more lives. According to the latest data from the Gaza-based health authorities, the Palestinian death toll from ongoing Israeli attacks in the enclave has topped 42,600.

  • MIL-OSI China: Ukrainian president, US defense secretary meet

    Ukrainian President Volodymyr Zelensky and visiting U.S. Secretary of Defense Lloyd Austin discussed defense issues during their meeting on Monday, according to the presidential press service.

    The talks touched upon Ukraine’s request to use long-range weapons to attack military targets inside Russia.

    Zelensky and Austin also addressed increasing the production of attack drones, cruise missiles, artillery shells and air defense equipment.

    Austin announced a new U.S. military assistance package for Ukraine worth 400 million U.S. dollars, which includes ammunition, military equipment and weapons.

    Since February 2022, the United States has provided 64.1 billion dollars in military aid to Ukraine, according to the fact sheet release by the U.S. Department of State in October this year.

  • MIL-OSI China: Israel claims major blow to Hezbollah’s rocket capabilities

    Israel’s military said on Monday that it had destroyed about 70 percent of Hezbollah’s rocket capabilities, dismantled parts of its financial network, and killed a senior Hezbollah official in Syria who oversaw the group’s money transfers.

    In a statement, the Israel Defense Forces (IDF) said that it had killed seven Hezbollah brigade commanders, 21 battalion commanders, and 24 company commanders.

    The IDF added that since the beginning of its ground offensive in Lebanon in early October, it had struck more than 3,200 sites in the country, including hundreds of weapons storage facilities, rocket launchers, anti-tank positions, and command and control centers.

    Roughly 300 of those targets were hit in the last 24 hours alone, according to the military.

    Citing senior security officials, Israel’s Channel 13 TV news reported that Hezbollah retains about 30 percent of its rocket capabilities, a significant reduction from the beginning of the conflict in October.

    Later in a press briefing, IDF spokesman Daniel Hagari said Israeli warplanes had bombed around 20 Hezbollah sites linked with financial network overnight from Sunday to Monday, with most of the strikes focused on Beirut. The strikes, Hagari said, are expected to resume tonight.

    Among the targets was an underground warehouse belonging to the Al-Qard Al-Hasan Association, a Hezbollah-affiliated financial organization operating primarily in Lebanon with headquarters in Beirut’s southern suburb, where Hezbollah’s headquarters are located.

    According to Hagari, Hezbollah had stockpiled cash and gold worth “tens of millions of dollars, intended for living expenses and post-war reconstruction” in this underground warehouse.

    Hagari also said that under Al-Sahel Hospital, in Beirut’s southern suburb, Hezbollah had built an underground bunker storing “at least half a billion dollars in cash and gold.”

    The bunker, described as a central financial hub, was not struck, but Hagari warned that Israeli aircraft were monitoring the site closely. “We will continue to track it,” he added.

    According to the spokesman, Hezbollah has established a financial network involving Yemen, Lebanon, Türkiye, and Syria. The network was managed by Mohammad Jaafar Qasir and Sheikh Salah, the head of Unit 4400, which is responsible for financial transfers and the financial management of Hezbollah.

    Qasir was killed by Israel in Beirut in early October, and according to Hagari, his successor was also killed in an Israeli airstrike in Syria on Monday.

    The crackdown on Hezbollah’s financial network, Hagari added, aims to “deal a blow to its primary financial centers, making it difficult for the group to restore its capabilities.”

    Also on Monday, Israeli Defense Minister Yoav Gallant signed an order designating the Al-Qard Al-Hasan Association as a terrorist organization. The decision, Gallant said in a statement, was due to “the financing of terrorism through the purchase of weapons, payment of salaries to terrorists, and the storage of Hezbollah funds within the association’s facilities.”

    The confrontation between the Israeli army and Hezbollah, since its onset on Oct. 8, 2023, has killed more than 2,300 people, injured over 11,000 others, and displaced about 1.2 million residents in Lebanon, according to Lebanese authorities.
