Secretary of Defense Lloyd J. Austin III spoke by phone today with Japan’s Minister of Defense, Nakatani Gen.

Secretary Austin congratulated Minister Nakatani on his recent appointment at a time when the United States and Japan continue making historic progress on Alliance priorities. The two officials reaffirmed their commitment to modernize Alliance command and control and expand bilateral presence in Japan’s Southwest Islands. The two officials also reiterated the importance of deepening defense cooperation with regional partners to advance a shared vision for a free and open Indo-Pacific region.

Secretary Austin expressed his hope that they would have an opportunity to meet in person soon.

MIL-OSI USA: Jayapal Statement on Lack of Accountability for Killing of Aysenur Ezgi Eygi

SEATTLE, WA — U.S. Representative Pramila Jayapal (WA-07) released the following statement more than a month after the killing of U.S. citizen Aysenur Ezgi Eygi in the West Bank:

“It has been 32 days since Aysenur Ezgi Eygi was killed in the West Bank, and we have seen no movement toward an independent investigation by the U.S. government and no additional information on changes in the practices of the Israel Defense Forces (IDF) units that are using live ammunition on those who are peacefully protesting.

“I have had numerous briefings with State Department officials, and I have been in close touch with Eygi’s family, as her father is my constituent. I am frankly appalled with the lack of movement on this case. I have received no information that gives me any assurance that the killing of a U.S. citizen by the IDF is being treated with the urgency it deserves. Secretary Blinken called the killing of Eygi ‘unprovoked and unjustified’, and the Israeli government has acknowledged that it is ‘highly likely’ that Eygi was killed by the IDF. The Washington Post conducted its own investigation into Eygi’s killing, based on eyewitness accounts. That report directly challenged the Israeli government’s account of what happened.

“As Senator Murray and I detailed in our letter, this is not the first time Israeli forces have killed U.S. citizens. We are seeing history repeat itself in a dangerous and unacceptable way. In 2003, Rachel Corrie, a U.S. citizen from Washington State was killed in the West Bank, and despite more than 70 Members of Congress calling for an independent investigation, no such action was taken. Just this year, three U.S. citizens have been killed in the West Bank. U.S. citizens must be safe abroad and if they are killed, our government must act. It is that simple.

“The U.S. is the largest backer of military assistance to Israel. If the Israeli government is unwilling or unable to follow our own domestic laws as well as international humanitarian laws, we must demand accountability by stopping certain offensive U.S. military assistance. In this situation, to ensure the trust of our own U.S. citizens, we must initiate our own investigation into Eygi’s killing, use our leverage to demand changes to the IDF’s rules of engagement, and apply our domestic laws to this situation for full accountability.

“Recently, 102 members of Congress wrote a letter calling for an independent investigation into Eygi’s killing. My colleagues and I will not rest until we have answers.”

MIL-OSI Global: Hurricane Milton explodes into a powerful Category 5 storm as it heads for Florida − here’s how rapid intensification works

Hurricane Milton rapidly intensified into a dangerous Category 5 hurricane on Oct. 7, 2024, as it headed across the Gulf of Mexico toward Florida. Twenty-four hours earlier, it was barely a Category 1 storm.

As its wind speed increased, Milton became one of the most rapidly intensifying storms on record. And with 180 mph sustained winds and very low pressure, it also became one of the strongest storms on the planet in 2024.

Less than two weeks after Hurricane Helene’s devastating impact, this kind of storm was the last thing Florida wanted to see. Hurricane Milton was expected to make landfall as a major hurricane late on Oct. 9 or early Oct. 10 and had already prompted widespread evacuations.

So, what exactly is rapid intensification, and what does global climate change have to do with it? We research hurricane behavior and teach meteorology. Here’s what you need to know.

What is rapid intensification?

Rapid intensification is defined by the National Weather Service as an increase in a tropical cyclone’s maximum sustained wind speed of at least 30 knots – about 35 mph within a 24-hour period. That increase can be enough to escalate a storm from Category 1 to Category 3 on the Saffir-Simpson scale.

Milton’s wind speed went from 80 mph to 175 mph from 1 p.m. Sunday to 1 p.m. Monday, and its pressure dropped from 988 millibars to 911.

The National Hurricane Center had been warning that Milton was likely to become a major hurricane, but this kind of rapid intensification can catch people off guard, especially when it occurs close to landfall.

Hurricane Michael did billions of dollars in damage in 2018 when it rapidly intensified into a Category 5 storm just before hitting near Tyndall Air Force Base in the Florida Panhandle. In 2023, Hurricane Otis’ maximum wind speed increased by 100 mph in less than 24 hours before it hit Acapulco, Mexico. Hurricane Ian also rapidly intensified in 2022 before hitting just south of where Milton is projected to cross Florida.

What causes hurricanes to rapidly intensify?

Rapid intensification is difficult to forecast, but there are a few driving forces.
- Ocean heat: Warm sea surface temperatures, particularly when they extend into deeper layers of warm water, provide the energy necessary for hurricanes to intensify. The deeper the warm water, the more energy a storm can draw upon, enhancing its strength.
Sea surface temperatures have been warm in the Gulf of Mexico, where Hurricane Milton was crossing just northwest of the tip of Mexico’s Yucatan Peninsula on Oct. 7, 2024. A temperature of 30 degrees Celsius is equivalent to 86 degrees Fahrenheit.

- Low wind shear: Strong vertical wind shear – a rapid change in wind speed or direction with height – can disrupt a storm’s organization, while low wind shear allows hurricanes to grow more rapidly. In Milton’s case, the atmospheric conditions were particularly conducive to rapid intensification.
- Moisture: Higher sea surface temperatures and lower salinity increase the amount of moisture available to storms, fueling rapid intensification. Warmer waters provide the heat needed for moisture to evaporate, while lower salinity helps trap that heat near the surface. This allows more sustained heat and moisture to transfer to the storm, driving faster and stronger intensification.
- Thunderstorm activity: Internal dynamics, such as bursts of intense thunderstorms within a cyclone’s rotation, can reorganize a cyclone’s circulation and lead to rapid increases in strength, even when the other conditions aren’t ideal.
Research has found that globally, a majority of hurricanes Category 3 and above tend to undergo rapid intensification within their lifetimes.

How does global warming influence hurricane strength?

If it seems as though you’ve been hearing about rapid intensification a lot more in recent years, that’s in part because it’s happening more often.

The annual number of tropical cyclones in the Atlantic Ocean that achieved rapid intensification each year between 1980-2023 shows an upward trend.

A 2023 study investigating connections between rapid intensification and climate change found an increase in the number of tropical cyclones experiencing rapid intensification over the past four decades. That includes a significant rise in the number of hurricanes that rapidly intensify multiple times during their development. Another analysis comparing trends from 1982 to 2017 with climate model simulations found that natural variability alone could not explain these increases in rapidly intensifying storms, indicating a likely role of human-induced climate change.

How future climate change will affect hurricanes is an active area of research. As global temperatures and oceans continue to warm, however, the frequency of major hurricanes is projected to increase. The extreme hurricanes of recent years, including Beryl in June 2024 and Helene, are already raising alarms about the intensifying impact of warming on tropical cyclone behavior.

“When you ask John Vick of Andalusia where his desire to serve in the military began, he traces it back to when he was just seven years old. Growing up near a depot in the small town of Red Level, John recalls watching the train bring in flag-draped caskets of American soldiers killed in war. He was touched by the patriotism of his local community to honor each of these soldiers who’d made the ultimate sacrifice. This experience not only created a desire to serve in the military, but to ensure that the sacrifices of America’s heroes are never forgotten.”
“After graduating from Andalusia High School, John received a full Navy ROTC scholarship, which he used to attend Auburn University. There, he earned a degree in mechanical engineering in 1962, and was commissioned into the Navy that same year. John rose through the ranks to become a Navy Lieutenant before returning home to Covington County in 1966.”
“In 2019, John founded the Covington Veterans Foundation where he continues this spirit of patriotism that was instilled in him as a child. Thanks to John’s efforts, CVF has been able to display more than 600 veteran banners throughout the City of Andalusia. MADISONVILLE, La. – Sen. John Kennedy (R-La.) today joined Sen. Joni Ernst (R-Iowa) and 47 colleagues in introducing a resolution condemning Hamas for its Oct. 7, 2023 attack on Israel. Hamas took the lives of nearly 1,200 people, including more than 40 U.S. citizens, and abducted at least 251 individuals as hostages.
“The world will never forget how Hamas terrorists slaughtered roughly 1,200 people in Israel—including Americans—in a single day. One year later, U.S. citizens remain in captivity in Gaza, suffering at the hands of evil men with black hearts. Pres. Biden and Vice Pres. Harris have the duty and obligation to fully condemn Iran’s proxy militants, support Israel’s right to defend itself and bring American hostages home quickly,” said Kennedy.
Last month, Hamas took the life of Israeli-American hostage Hersh Goldberg-Polin. Hamas is also reportedly holding hostage Keith Siegel, Sagui Dekel-Chen, Edan Alexander, Omer Neutra, and the bodies of three other Americans, Itay Chen, Judith Weinstein and Gadi Haggai, in Gaza.
“This time last year, I woke up in the Middle East to the unbearable news that Israel was under attack by Iran-backed terrorists and Americans were being killed and taken hostage. I immediately traveled into Israel to show that our nation’s friendship is unwavering, in good times and bad. Regardless of whether I have been in Jerusalem, Washington, or Iowa, I have worked around the clock to hold the White House accountable to its ‘ironclad’ commitment, bring our hostages home, and cut off the source of terrorism in Tehran. The senators’ resolution:
Condemns Iran-backed Hamas for its brutal attacks on Israel, for killing and taking hostage U.S. citizens, for using rape as a weapon of war and for its inhumane treatment, torture and killing of hostages.
Condemns the destructive and antisemitic protests in which protestors damaged property, tore down flags and burned and replaced them with Hamas flags while threatening Jewish Americans.
Supports an outcome that will ensure the survival of Israel, destroy Hamas’s ability to reconstitute any leadership role in the region and safely release and return all American hostages.
Background:
In Sept., Kennedy issued a statement against the Palestinian Authority’s anti-Israel resolution at the U.N. General Assembly.
In Aug., Kennedy urged the Biden-Harris administration to reverse its pause on weapons transfers to Israel.
In July, Kennedy issued a statement after attending Israeli Prime Minister Benjamin Netanyahu’s address to Congress.
In May, Kennedy helped introduce the Israel Security Assistance Support Act to condemn the Biden-Harris administration’s pause on arms transfers to Israel and require the administration to reverse its pause.
In May, Kennedy helped introduced a resolution condemning the Biden-Harris administration’s decision to halt the shipment of American-made ammunition and weapons to Israel.
In May, Kennedy also helped introduce a bipartisan resolution to reject the International Criminal Court prosecutor’s application for arrest warrants for Israeli Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant.
In April, Kennedy urged the Biden-Harris Justice Department to protect students from antisemitic mobs on their university campuses.
In Dec. 2023, Kennedy spoke on the Senate floor, urging the Biden-Harris administration to continue to support Israel until it successfully destroys Hamas.

URUMQI, Oct. 7 — Chinese Vice Premier He Lifeng on Monday urged efforts to bolster Xinjiang Production and Construction Corps (XPCC) to boost Xinjiang’s development.

He, also a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks at a meeting celebrating the XPCC’s 70th founding anniversary in Urumqi, capital of Xinjiang Uygur Autonomous Region.

The vice premier led a central delegation to Xinjiang for the occasion.

Entrusted by Xi Jinping, general secretary of the CPC Central Committee, He extended congratulations and greetings to people from various ethnic groups of the XPCC on behalf of central authorities.

A congratulatory letter sent by the CPC Central Committee, the State Council and the Central Military Commission was read out at the meeting.

The XPCC was founded in 1954 by demobilized military personnel in Xinjiang and has over the past seven decades made pivotal contributions to boosting Xinjiang’s development, strengthening ethnic unity and social stability, as well as guarding the borders, according to the letter.

He said the XPCC has blazed a new trail of land reclamation and development under the system of socialism with Chinese characteristics over the past 70 years. Generations of people from the XPCC have made tremendous sacrifices and contributions, and have accumulated many valuable experience, the vice premier said.

He called on the XPCC to fully tap its strengths in maintaining stability and defending border areas to serve Xinjiang’s social stability, foster new industrial and sci-tech drivers to promote high-quality development, and leverage the reform and opening-up to construct the region into a “golden channel” between Asia and Europe and a bridgehead for China’s westward opening up.

Today, Governor Roy Cooper and FEMA Administrator Deanne Criswell met with U.S. Northern Command Commander General Gregory Guillot and Dual Status Commander Brigadier General Wes Morrison in Western North Carolina. More than 2,500 Soldiers and Airmen are now working in Western North Carolina with approximately 500 more on their way.

After the meeting, Governor Cooper traveled to Chimney Rock and Lake Lure to thank volunteers and assess damage from Hurricane Helene. While in Chimney Rock, Governor Cooper met with Mayor Peter O’Leary and walked through Main Street to survey damage of the area. The Governor also visited the fire department where he thanked first responders. In Lake Lure, Governor Cooper and Mayor Carol Pritchett stopped at the Lake Lure Inn before touring damage of the area.

“Today, I visited with military personnel and traveled to Chimney Rock and Lake Lure to talk with people there and see firsthand the devastation caused by Hurricane Helene,” said Governor Cooper. “These communities are home to family-owned businesses and neighbors who are helping one another. We will continue to work with Western North Carolina to respond and recover from this catastrophic storm.”

North Carolina National Guard and Military Response

More than 2,500 Soldiers and Airmen are now working in Western North Carolina area with approximately 500 more on their way. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit coming from Ft. Campbell’s 101^st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to the citizens in western North Carolina.

National Guard and military personnel are operating more than 40 helicopters and more than 1,100 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

FEMA Assistance

More than $33 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 109,000 people have registered for Individual Assistance. Nearly 2,111 people are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered more than 9.36 million liters of water and more than 7.06 million meals in North Carolina to support both responders and people living in the affected communities.

More than 800 FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

Help from Other States

More than 1,300 responders from 35 state and local agencies have performed 107 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

Beware of Misinformation

North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

Food, Water and Commodity Points of Distribution

Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

Missing Persons

To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

Shelters

A total of 19 shelters are open in Western North Carolina and Saturday night served more than 780 people and 95 pets.

Storm Damage Cleanup

If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

Power Outages

Across Western North Carolina, approximately 139,000 customers remained without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

Road Closures

Travel remains dangerous, with approximately 650 roads closed. More than 100 of those roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has more than 2,050 employees and 1,100 pieces of equipment working on more than 4,100 damaged road sites.

Fatalities

Seventy-seven storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

Due to dangerous road conditions and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:

Today, Congresswoman Bonnie Watson Coleman (NJ-12) visited the Delaware River Basin Commission’s (DRBC) West Trenton offices, joined by New Jersey Deputy Commissioner of Environmental Protection Jane Rosenblatt Birkhofer, DRBC Executive Director Steve Tambini, DRBC Deputy Executive Director Kristen Bowman Kavanagh, Trenton Mayor Reed Gusciora, Ewing Mayor Bert Steinmann and invited guests and partners in Greater Trenton.

The Congresswoman announced $715,000 in funding, which she secured for the second year in a row, to support DRBC’s water resources work in the region. This funding came as a part of the omnibus government funding legislation that Congress passed March 23rd. Together with prior funding, the DRBC has committed to set aside a total of $1 million to advance climate resilience.

MIL-OSI New Zealand: Police unveil new fit-for-purpose dog units and ute for Chatham Islands

Today New Zealand Police and Wade Group have unveiled the new Ford Ranger 4×4 Police Dog Unit and Mitsubishi Triton ute for the Chatham Islands Police.

The unveiling and tour of the factory at Wade Group headquarters in Hamilton was attended by Minister for Police Hon Mark Mitchell, Assistant Commissioner of Police Mike Johnson, and Hamilton Mayor Paula Southgate with representatives from Skoda and Ford.

Assistant Commissioner Mike Johnson says “I am delighted to be here alongside the Minister, Mayor Southgate, executive leaders from Giltrap, Wade, Skoda, Mitsubishi, and Ford to unveil our new Ford Ranger 4×4 Police Dog Unit and custom Mitsubishi Triton ute for the Chatham Islands.

Police’s ongoing collaboration with these businesses, highlights the tangible impact they have on contributing to the safety of New Zealand.

Some of the features of the Ford Ranger 4×4 dog units include two large pods for the dog to travel in, an automatic fan, and in-built magnetic water bowls.

These vehicles are a result of the significant investment made as part of Budget 24 which ensures Police continue to have the tools we need to do our job on a day-to-day basis.
While the overall goal is to standardise our fleet to drive cost-efficiency, it is crucial to maintain some flexibility for specific needs, especially in rural environments like the Chatham Islands.

“I am eager to see these vehicles deployed and operational, strengthening our policing capabilities.

They will not only provide visibility and reassurance to our communities but also enhance our ability to address public concerns around gangs and violent crime,” says Assistant Commissioner Johnson.

With a large portion of the work on the island being off-road, it was necessary to fit the vehicle out with bull bars, winch, snorkel, mud tyres, 360 search-light and a high spec and rugged canopy, he says.”

As part of the event, Wade Group New Zealand showcased the production line of their Skoda Police vehicles.

Along with the production line tour, they provided a history, and future of vehicles and the services they provide to New Zealand Police.

There was a display of specialist vehicles from New Zealand Police, Department of Corrections and Civil Defence and Emergency Management.

Do not travel to the states of Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Borno, Delta, Gombe, Imo, Jigawa, Kaduna, Kano, Katsina, Kebbi, Niger, Plateau, Rivers (including Port Harcourt and Bonny Island), the river areas of Cross River state, Sokoto, Taraba, Yobe and Zamfara. Nigeria

Terrorism
There is a very high threat from terrorism, especially in northern and northeastern states, and bandit groups are increasingly active in the northwest. No location in Nigeria should be viewed as being outside the scope of terrorist groups. Terror attacks occur very regularly in Nigeria. There have been many serious attacks which have resulted in a significant number of deaths and injuries. The terrorist group Boko Haram regularly mounts large-scale attacks in Nigeria, including bombings, gun assaults, assassinations, arson and mass kidnappings. Future attacks are highly probable, most likely by Boko Haram or Islamic State West Africa (ISWA). Attacks by bandit groups on civilians, motorists and local communities can involve gunfire, explosives, machetes and kidnapping.

Most attacks take place in areas where we advise Do Not Travel, future attacks could occur anywhere in Nigeria. The Federal Capital Territory (Abuja) has been targeted in several attacks in recent years, resulting in high numbers of deaths and injuries. Further attacks in Abuja, Lagos and elsewhere are likely and could be indiscriminate.

Armed groups often target transport routes. Avoid intercity transport via road or rail. If despite our advice you undertake travel within Nigeria, we advise that you seek professional security advice and support before departing.

Other common targets include churches and mosques during times of worship, government and security institutions, hotels, restaurants, shopping centres, markets, educational facilities and police stations. Many attacks have occurred around religious or public holidays or festivals in public and crowded places. We advise New Zealanders to remain vigilant at all times. Locations frequented by foreigners have been attacked and may be targeted again.

Military operations against Boko Haram in northern and north-eastern parts of Nigeria are ongoing. New Zealanders in Nigeria should be aware that any increase in violence between security forces and terrorist groups is likely to increase the possibility of terrorism throughout Nigeria.

Local authorities in Nigeria often impose, amend and lift curfews in response to security incidents at short notice. New Zealanders in areas affected by violence are advised to monitor local media for the latest information on possible curfews and restrictions on movement, and follow any advice from local authorities.

Local authorities may also interrupt telecommunication services in the northeastern states without notice and for indeterminate periods of time. Neighbouring states may also be affected by these disruptions.

New Zealanders throughout Nigeria are also advised to keep themselves informed of potential risks to safety and security by monitoring the media and other local information sources.

Kidnapping
There is a high threat of kidnapping throughout Nigeria, particularly in North and North-Eastern Nigeria and in the Niger Delta states. Attacks are often indiscriminate – residents and foreigners alike have been abducted and held captive, with some deaths being reported. Humanitarian aid workers may be targeted.

There is an increasing risk of kidnapping by bandit groups throughout Nigeria, including in Abuja and Lagos. Kidnappers often target transport routes.

Expatriate workers at oil and gas facilities in the Niger Delta states are at particular risk of kidnapping, which is typically financially motivated. New Zealanders working in the Niger Delta states against our advice are advised to seek professional security advice and ensure appropriate personal security measures are in place at all times.

Violent Crime
There are high rates of violent crime such as armed robbery, home invasion, mugging, carjacking, sexual assault and violent assault throughout Nigeria. Crime is more prevalent at night, particularly in urban areas, such as Lagos, and on the main highways.

New Zealanders in Nigeria are advised to be security conscious at all times and should avoid walking and travelling at night, particularly to isolated areas. No resistance should be given if you are the victim of a robbery, mugging or carjacking as this could lead to an escalation in violence. As victims of robbery are often targeted due to their perceived wealth, it is advisable to avoid wearing or displaying items that appear valuable, such as electronic devices and jewellery. We also recommend carrying the minimum amount of cash required.

When driving you should keep doors locked, windows up and keep any valuables out of sight. Don’t use public transportation throughout Nigeria due to safety reasons. We recommend using prearranged transport only or making bookings through your hotel.

Civil Unrest
Numerous deaths and injuries have occurred as a result of violent civil unrest and inter-communal violence in Nigeria in recent years. In the past government security forces have sometimes used live ammunition to disperse demonstrations. There is an ongoing heightened risk of violence, particularly in central and northern regions. Bystanders can get caught up in the violence directed at others.

New Zealanders are advised to avoid all large public gatherings, protests, demonstrations and political rallies as even those intended to be peaceful have the potential to turn violent. If you are in an area affected by unrest, you should leave the immediate vicinity, stay indoors and monitor local media to stay informed of developments.

Piracy
Piracy, including against off-shore oil rigs, is a significant problem in Nigerian waters. There have been armed robberies targeting ships in the coastal areas of the Gulf of Guinea, including in the Niger Delta region.

Scams
Commercial and internet fraud is common in Nigeria, including internet relationship scams. New Zealanders should be wary of any offers that seem too good to be true, as they may be a scam. For further information see our advice on Internet Fraud and International Scams and Internet dating scams.

General Information
As there is no New Zealand diplomatic presence in Nigeria, the ability of the government to provide assistance to New Zealand citizens is severely limited, particularly in areas where we advise against all travel.

We offer advice to New Zealanders about contingency planning that travellers to Nigeria should consider.

Modesty and discretion should be exercised in both dress and behaviour in Nigeria to avoid offending local sensitivities. Sharia law operates in many Northern states. Same-sex relationships are illegal in all parts of Nigeria.

Photography of airports, government buildings and military installations is illegal, and can result in fines or imprisonment.

Penalties for possession, use or trafficking of illegal drugs are severe and can include lengthy imprisonment or fines.

Keep your passport in a safe place and only carry a photocopy for identification purposes. Checkpoints operate throughout the country. Police officers and individuals posing as police officers have been known to solicit bribes. New Zealanders should carry relevant personal identification and vehicle registration papers with them at all times.

The possession, sale and export of African art, particularly antiquities, without authorisation may carry heavy penalties.

New Zealanders travelling or living in Nigeria should have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air.

New Zealanders in Nigeria are strongly encouraged to register their details with the Ministry of Foreign Affairs and Trade.

Secretary of Defense Lloyd J. Austin III and his Argentine counterpart, Minister of Defense Luis Petri, spoke by phone today to reaffirm the importance of the defense partnership between the United States and Argentina. Secretary Austin thanked Minister Petri for Argentina’s joining of the Ukraine Defense Contact Group, and the two leaders reaffirmed both countries’ commitment to supporting a democratic, independent, and sovereign Ukraine that can defend itself and deter Russian aggression.

The two leaders noted with satisfaction the deepening of defense ties between the United States and Argentina, to include Argentina’s interest in becoming a NATO Global Partner, Argentina’s decision to join the Combined Maritime Forces in the Middle East, and Argentina’s resumption of its participation in the State Partnership Program with the Georgia National Guard. Secretary Austin thanked Minister Petri for hosting the XVI Conference of Defense Ministers of the Americas, which will convene in Mendoza, Argentina on October 13-16, 2024.

The two leaders agreed to continue engaging on the important role that the Western Hemisphere plays in defending a rules-based world order.

Hurricane Milton, a Category 5 hurricane is expected to impact the northern coast of the Yucatan Peninsula with dangerous hurricane-force winds, life-threatening storm surges, and heavy rainfall in the coming days.

The National Water Commission of Mexico (CONAGUA) and the Mexican Civil Defence agency are issuing advice on their X accounts @conagua_mx and @CNPC_MX.

After Securing Veterans Cemetery Expansion, Senator Coordinating Efforts to Secure VA Approval of FM Honor Guard Proffer, Utilizing Impact Foundation for Financial Oversight
FARGO, N.D. – Senator John Hoeven, joined by the Fargo Memorial Honor Guard, Fargo Mayor Tim Mahoney, Moorhead Mayor Shelly Carlson, West Fargo Mayor Bernie Dardis and FMWF Executive Director Shannon Full, today announced a community plan to develop a Veterans Memorial Center at Fargo National Cemetery (FNC). This follows Hoeven’s efforts as a member of the Senate Military Construction and Veterans Affairs Appropriations Committee to secure an expansion and enhancements for FNC, with the U.S. Department of Veterans Affairs (VA) having purchased land to expand the cemetery’s footprint from 5 to 35 acres. The expansion comes with significant investment by the VA, both in developing a new master plan for adding infrastructure to the land, as well as ongoing operations, staffing and maintenance.
Hoeven has since been working to coordinate efforts among veterans groups, local stakeholders and the VA to build a facility at the FNC that incorporates local input and adequately addresses the needs of veterans, their families and volunteers. As a result:
Stakeholders from the region have formed a working group to support the development effort, consisting of Senator Hoeven’s office, the mayors of Fargo, Moorhead and West Fargo and the executive director of the FMWF Chamber.
The Hoeven-led group is working with the VA to vet and officially name the Fargo Memorial Honor Guard as the 501(c)(3) responsible for building the Veterans Memorial Center.
Hoeven advanced this option with the VA to save the project time and cost, using a process wherein a local nonprofit may develop and donate a commemorative work, such as a visitor’s center, to the National Cemetery Administration (NCA).
Hoeven continues working to ensure the VA follows through on its commitment to support this project moving forward, having raised this priority in a Senate committee hearing with VA Secretary Denis McDonough.

The Honor Guard will utilize the Impact Foundation to provide financial oversight of the project.
The Honor Guard has prepared a proffer to submit to the VA for review, in collaboration with Hoeven’s working group.

The working group will continue its efforts to communicate with the public and ensure local support for the project.
“Since the time of its establishment, we have worked to bring enhanced facilities to the Fargo National Cemetery that properly honor our veterans and their families, while supporting the efforts of volunteers. Now, we have a solid community plan in place and the buy-in of the essential stakeholders, and we’re bringing that plan to the VA,” said Senator Hoeven. “With the partnership of our working group with the Fargo Memorial Honor Guard and the Impact Foundation, we are positioned to secure VA approval for this project, which will be built and donated by the Honor Guard. But our work isn’t done, and we will continue to coordinate efforts to deliver the kind of facility that our veterans have earned.”
Under the proffer developed by the working group and the Honor Guard, the approximately $3.7 million Veterans Memorial Center will include the following amenities:
Gathering area to be used by family and friends of the deceased veteran prior to or following the interment.
Gallery to showcase the lives and service of our veterans.
Offices for VA staff.
Breakroom for the Honor Guard members.
Indoor restrooms.
Garage to accommodate a hearse.
Parking lot.

MIL-OSI Security: DoD Announces Health Care Supplement Program Pilot for DOD Civilian Employees in Japan

The Department of Defense (DoD) today announced a one-year pilot program to provide no-cost supplemental health support services to DoD civilian employees serving in Japan after a yearlong effort to identify and address concerns regarding access to medical care.

“The Department recognizes the significant contributions of our DoD civilian workforce around the world,” said Ashish Vazirani, who is performing the duties of the Undersecretary of Defense for Personnel and Readiness. “In keeping with Secretary of Defense Lloyd J. Austin III’s commitment to taking care of all our people, we owe it to our civilians to facilitate access to health care no matter where they are. The support from this pilot program will help enhance the patient experience for the approximately 11,000 civilians stationed in Japan through the new pilot.”

This pilot is called the Pilot Health Insurance Enhancement for DoD Civilian Employees in Japan and will assist eligible civilian employees with health care navigation and upfront costs associated with accessing Japan’s healthcare system.

To be eligible, the employee must be enrolled in a participating health plan through the Federal Employees Health Benefits (FEHB) program. The enrollment window for eligible employees will be the Federal Benefits Open Season, which runs this year Nov. 11 through Dec. 9. Federal Benefits Open Season allows federal civilians to enroll in or change health care options.

The services provided under this pilot will begin Jan. 1, 2025, when participants can use the services and access support through a call center. The call center will be open 24/7 and staffed with bilingual service representatives who will assist callers with identifying their needs, make appointments with provider offices, and issue payment guarantees up front. Dependents are not eligible for services during the pilot, which runs through Sept. 29, 2025.

Employees working in Japan with the following military departments, defense agencies and DoD field activities are eligible for this supplemental coverage:
- Department of the Air Force
- Department of the Army
- Department of the Navy
- Defense Information Systems Agency
- Defense Logistics Agency
- Department of Defense Education Activity
- Defense Commissary Agency
- Defense Contract Management Agency
- Defense Finance and Accounting Service
- Defense Health Agency
- Defense Media Activity
- Defense Threat Reduction Agency
- National Security Agency
- Defense Intelligence Agency
- National Geospatial-Intelligence Agency
“We are excited to offer this program,” said Seileen Mullen, who is the Principal Deputy Assistant Secretary of Defense for Health Affairs. “This is a no-cost supplemental service, and we encourage civilian employees in Japan to use it.”

The Office of the Assistant Secretary of Defense for Health Affairs will oversee the pilot program and has awarded a $4.2 million contract to International SOS Government Services Inc., which is also the prime contractor for the TRICARE Overseas Program. The contract for this pilot is being funded by the military departments, defense agencies and DoD field activities that have civilian employees working in Japan.

Active-duty service members and TRICARE Prime beneficiaries have prioritized access to health care in military hospitals and clinics based on current federal law and DoD policy. DoD civilians who are not TRICARE beneficiaries may use military health facilities on a space-available basis.

Agreements with FEHB insurance carriers who currently provide coverage for DoD civilian employees in Japan will be established to provide direct billing agreements. Non-appropriated Fund (NAF) employees are eligible for this program if enrolled in an Aetna International plan.

Additional details dedicated to this pilot program will be announced before Federal Benefits Open Season begins. This information will also be posted to web sites for military hospitals and clinics in Japan in their “Getting Care” section.

MIL-OSI Security: Philippine Navy and U.S. Navy commence Sama Sama 2024

The U.S. Navy, U.S. Marine Corps, Armed Forces of the Philippines, and allied forces commenced the eighth iteration of Exercise Sama Sama in the vicinity of Subic Bay, the Republic of the Philippines, marking the beginning of two weeks of maritime engagements designed to enhance interoperability and strengthen security ties among regional partners, Oct. 7.

Sama Sama 2024, part of the Cooperation Afloat Readiness and Training (CARAT) series, builds on the legacy of previous maritime collaboration, expanding its scope of operations with both shore and sea phases. Participants will engage in specialized training across a wide range of disciplines, including medicine, legal operations, engineering, logistics, and public affairs.

“This exercise has evolved significantly since its inception. What began as a bilateral event between the United States and the Philippines has grown into a multilateral and multiplatform operation, bringing together like-minded partners from across the Indo-Pacific,” said the U.S. Head of Delegation, Rear Adm. Todd Cimicata, Commander Logistics Western Pacific, and Task Force 73. “This development highlights the strength of our alliances and our shared commitment to peace, security, and cooperation in the maritime domain and it’s never been more important.”

Working alongside naval vessels and maritime surveillance aircraft, specialized teams, including diving and explosive ordnance disposal units, will conduct high-intensity drills focusing on anti-submarine warfare, anti-surface warfare, anti-air warfare, and maritime domain awareness.

“Sama Sama”, which means “togetherness” in Tagalog, reflects the spirit of the decades-long partnership between allies in the region. Sama Sama 2024, a Philippine-U.S. bilateral exercise with invited allied and partner participants, continues to evolve in both complexity and scope into a more sophisticated and multinational environment with each iteration.
This year’s exercise includes participants from Australia, Japan, Canada, France, and Japan, representing a collective commitment to stability and security in the Indo-Pacific region.

“Today we witness the deepening of ties between the Philippine Navy and the U.S. Navy along with our partners from Australia, Canada, France, United Kingdom, and Japan” said the Philippine Navy Head of Delegation, Rear Adm. Jose Ma. Ambrosio Ezpeleta, Vice Commander of the Philippine Navy. “This exercise is a powerful investment for our collective movement and an opportunity to address regional challenges together.”

Participating assets from the United States include the Navy’s Arleigh Burke-class guided-missile destroyer USS Howard (DDG 83), and a P-8A Poseidon maritime surveillance aircraft. Personnel from U.S. 7th Fleet; Command Task Forces (CTF) 76, 75 and 72; Command, Destroyer Squadron Seven (DESRON 7); and the Marine Corps’ Marine Rotational Force – Southeast Asia (MRF-SEA), are also taking part in Sama Sama 2024.

From partner nations, we welcome the Philippine Navy’s BRP Jose Rizal (FF 150); BRP Waray (LC-288); BRP Nestor Reinoso (PC 380); a Force Reconnaissance Group, Naval Special Operations Unit 2; and supporting units that include a medical and media team. The Royal Canadian Navy will bring the Halifax-class frigate HMCS Vancouver (FFH 331) and a CH-148 Cyclone helicopter. A Japan Maritime Self-Defense ForceShin Maywa US-2 amphibious aircraft and Kawasaki P-1 maritime patrol aircraft are also participating.

As the U.S. Navy’s forward-deployed DESRON in Southeast Asia, DESRON 7 serves as the primary tactical and operational commander of littoral combat ships rotationally deployed to Singapore. DESRON 7 also functions as the CTF 76 Sea Combat

Commander and builds partnerships through training exercises and military-to-military engagements as the executing agent of Commander, Task Group CARAT.

The top leader of the Democratic People’s Republic of Korea (DPRK) would never allow the destruction of the balance of force on the Korean peninsula, but develop defence science and industry to bolster up the war deterrent for self-defence “limitlessly,” the official Korean Central News Agency (KCNA) reported on Tuesday.

Kim Jong Un, general secretary of the Workers’ Party of Korea and president of the State Affairs of the DPRK, made the remarks during a speech at the Kim Jong Un University of National Defence on Monday.

During the address to the teaching staff and students of the elite military academy, Kim underscored the validity of the DPRK’s logic of building self-defence capability, saying the country should have physical strength capable of always deterring the enemy and keeping the situation under control, according to the KCNA report.

He also stressed the need to “neutralize the imperialists’ aggressive and adventurous military activities with absolute superiority of the defence sci-tech capabilities,” the KCNA said.

HMNZS Manawanui is in water about 30m deep and a light oil sheen from its initial capsize is being dispersed by wind and waves, Maritime Component Commander Commodore Shane Arndell says.

Royal New Zealand Navy (RNZN) divers were on the water at first light today to assess the wreckage of the ship, which ran on to a reef south of Upolu on Saturday night and sunk on Sunday morning.

“The dive team has begun assessing the area where HMNZS Manawanui sank to better understand the environmental impacts and clean-up efforts required in Samoa,” Commodore Arndell said.

A number of government agencies are involved in supporting the Samoan Government’s response to the incident, Experts from Maritime New Zealand and other agencies are also assisting with understanding the environmental impacts and initiating clean-up actions. Wildlife experts from Massey University have been assisting with the response and the New Zealand Defence Force, which has 28 personnel in Samoa, is working closely with the Samoan Government.

A range of equipment was sent to Samoa with New Zealand Defence Force personnel (NZDF) to assist with the initial response and help address environmental impacts to the area.

Equipment includes remotely operated vehicles used to establish the debris field, and also Maritime NZ spill response equipment, which can be used both in the water and on the land.

“Our personnel have begun clearing flotsam from the beach area and environmental assessments and clean up activities are under way,” Commodore Arndell said.

“A light oil sheen from the ship’s initial capsizing is being dispersed by wind and waves.”

Maritime NZ responders are working closely with Samoan authorities, and NZDF personnel on the ground, to develop plans around how to support the environmental response.

The Royal Navy’s HMS Tamar is helping provide security and logistical support in the immediate area.

“As more information is gathered from the responders on the ground, NZDF will bring further equipment from New Zealand to support the response,’’ Commodore Arndell said.

The site of the sunken vessel – which is lying about 30m deep – had been declared a “prohibited area” by Samoan officials.

Late on Monday night, 72 of the 75 crew and passengers rescued from Manawanui arrived back in New Zealand on board a RNZAF C-130J Hercules.

They were being provided welfare support and were re-uniting with families this afternoon.

The three other members from another government agency were due to return today on a commercial flight.

BACKGROUND INFORMATION:
- The group of NZDF personnel in Samoa includes members of the Navy’s specialist hydrography and dive unit.
- Maritime NZ’s response team currently includes six staff.
- Two expert wildlife maritime incident responders from Massey University are supporting the response, and have specialist equipment, including wildlife medication and cleaning facilities.
- HMNZS Manawanui carried several marine standard chemicals on-board for use with ships husbandry e.g. cleaning products. There were no hazardous chemicals on-board beyond those that would be carried by most commercial ships.
- The ship carried about 950 tonnes of Automotive Gas Oil for this deployment. This is a light oil commercial diesel commonly used by both commercial and military vessels.

Today, the Biden-Harris Administration is announcing that over 250 organizations, businesses, and stakeholders across the country have made voluntary commitments to the White House Challenge to Save Lives from Overdose.
The Challenge, launched earlier this year, is a nationwide call-to-action to stakeholders across all sectors to increase training on, and access to, life-saving opioid overdose reversal medications like naloxone. The voluntary commitments highlighted today build on progress made under President Biden and Vice President Harris’s Unity Agenda, which calls on all Americans, in red states, blue states¸ and everywhere in between, to come together and help address the nation’s overdose epidemic.
Under President Biden and Vice President Harris’s leadership, the Biden-Harris Administration has taken historic action and made unprecedented investments to reduce overdose deaths. The Administration removed decades-long barriers to treatment for substance use disorder and expanded access to life-saving overdose reversal medications like naloxone. The Administration also acted to make naloxone available over-the-counter at groceries and pharmacies for the first time in history. Today, the nation is now seeing the largest decrease in overdose deaths on record.
The White House received commitments to the Challenge from private and public entities, spanning entertainment and hospitality, professional sports leagues, health care providers, trade associations, schools and universities, technology companies, transportation partners, faith groups, private businesses, and more. A number of organizations and businesses made new voluntary commitments as part of the White House Challenge to Save Lives from Overdose, including:
Amazon is equipping its North American operations facilities with naloxone and bolstering its emergency response procedures with comprehensive training for employees on how to recognize signs of an opioid overdose and properly administer naloxone. Amazon is rolling out its naloxone program in two phases, starting with its most densely populated fulfillment centers. By early 2025, the program will expand to all of Amazon’s operations sites in the U.S., covering over 500,000 employees at hundreds of sites nationwide.
American Federation of State, County and Municipal Employees (AFSCME) commits to train its members and staff on proper use of opioid overdose reversal medications. They also commit to including opioid overdose medications in all first aid kits.
The Association of Flight Attendants-CWA (AFA) is working with the Federal Aviation Administration (FAA) to implement naloxone on flights, including trainings. They previously worked with the FAA to require that Emergency Medical Kits (EMK) carried by passenger airlines include naloxone.
Atlanta Public Schools (APS) is implementing a district-wide training available to all school staff to recognize and reverse overdose. Currently, 136 APS health and security personnel have completed naloxone training. APS stocks naloxone in every elementary, middle, and high school in the district, serving nearly 50,000 students and 8,000 employees, and has opioid educational posters and brochures to increase school community awareness.
Butler University formed the Butler Overdose Action Team, comprised of faculty, staff, and student leaders, in response to the White House Challenge to Save Lives from Overdose. The team is leading campus-wide initiatives to increase awareness, training, and access to lifesaving opioid overdose reversal medication, and collaborating with local health organizations in Indianapolis to promote education on opioid use disorder on campus. Butler also recently placed naloxone in all 58 Emergency Kits across campus, and plans are underway for comprehensive naloxone training for students and employees.
Charleston County School District (CCSD) commits to working with their community and local substance use agencies to provide educational programs on and promote the use of opioid overdose reversal medications (OORM). CCSD’s substance use program commits to educate students, staff, and parents/caregivers about the dangers of illicit fentanyl and how OORM can save lives. In addition, CCSD works closely with district nursing staff on the use and availability of OORM in CCSD’s 83 schools that serve approximately 49,000 students.
The Dallas Area Rapid Transit Police Department commits to train and equip all of its Police Officers with naloxone. The Department supports a regional transit agency in the Dallas/Fort Worth metroplex, covering six counties and thirteen cities.
Deloitte LLP will equip U.S.-based Deloitte Offices with naloxone by December 2024. Naloxone will be placed in Automated External Defibrillator (AED) cabinets at its offices across the U.S. Further, Deloitte will train select office personnel to recognize and help treat overdose.
Keystone Contractors Association (KCA) is recommending to its members that every construction jobsite and contractor’s office have naloxone available on-site. This builds upon KCA’s work in prior years in launching the Pennsylvania Construction Opioid Awareness Week to get resources and training to construction employers to provide to their workers.
Laborers International Union of North America (LIUNA) commits to reach its 500,000+ members, their families, and LIUNA affiliates with education on the importance of naloxone on jobsites, training on how to use the medication, and information on where and how to get it. This work is in addition to developing and promoting comprehensive safety and health information on opioid use.
The National Hockey League (NHL) commits to working with its clubs and staff to make life-saving medication readily available across NHL offices and in arenas. NHL is helping clubs make naloxone available at home games with their first aid units, and ensuring on-site personnel are trained to administer it on game nights. NHL is also advising clubs to include naloxone in their travel medical kits, and encouraging its availability in the visiting team’s emergency bags.
San Diego Metropolitan Transit System (SDMTS) now trains every newly hired Code Compliance Inspector (CCI) from the Transit Security and Passenger Safety Department in the recognition of opioid overdose and issues naloxone as required equipment for staff. In 2024, CCIs administered naloxone nearly 200 times, and the SDMTS Bus Division Road Supervisors also started carrying naloxone. SDMTS started training CCIs to carry and administer naloxone in July 2021 in response to the overdose crisis.
Commitments from these entities build upon steps taken in recent years by other organizations that joined the White House Challenge to Save Lives from Overdose to address the overdose epidemic. Examples of these actions from organizations include:
American Heart Association and Opioid Response Network are partnering on the EmPOWERED to End Opioid Misuse and Stimulant Use Disorder Initiative that aims to address opioid and stimulant usage within Black and Hispanic communities. They have partnered with Black and Hispanic churches to implement community trainings and disseminate educational tools to facilitate open and honest conversations with a wide range of people on the stigmatization of people experiencing opioid and substance use disorders.
International Union of Painters & Allied Trades (IUPAT) District Council 35 prioritizes support for and awareness of mental health and substance use, and provides overdose education and training on naloxone to its members and apprentices. IUPAT also distributes naloxone to its members, apprentices, and jobsites. IUPAT is part of a broader effort by the Massachusetts Building Trades Recovery Council, which has distributed more than 11,000 doses of naloxone to 14 building trades unions across Massachusetts for distribution to their membership. The Recovery Council receives naloxone from Massachusetts’ Bureau of Substance Abuse Services’ Community Naloxone Program.
The Jacksonville Transportation Authority (JTA) in Florida has developed overdose rescue training for operations, safety, and security staff, and implemented a ‘bus marshal’ program, where naloxone-equipped security officers ride strategically-targeted routes. This led to saving the life of a bus passenger who was experiencing overdose. JTA also launched ‘Safety on the Move’, delivering free overdose prevention and rescue training and naloxone kits to at-risk communities in partnership with Drug Free Duval, Community Coalition Alliance, Centers for Disease Control and Prevention (CDC) Foundation, and North Florida High Intensity Drug Trafficking Area (HIDTA) Overdose Response Strategy.
The North Carolina Council of Churches (NCCC) hosts a Partners in Health and Wholeness initiative that works to bridge the issues of faith, health, and justice. This includes the Overdose Response program that offers opioid workshops to faith communities that seek to learn more about the opioid crisis and how they can help with response, and incorporates naloxone distribution upon request. They also received grant funding to provide local churches with resources for opioid-related initiatives for their members.
The Restaurant Association Metropolitan Washington (RAMW) has more than 1,400 businesses in its membership, including restaurants, food and hospitality vendors, and allied businesses that work within the food industry in DC, Northern Virginia, and Suburban Maryland. RAMW began partnering with the DC Department of Behavioral Health (DBH) to provide overdose education and naloxone distribution to restaurants in DC, including large trainings for business improvement districts. Restaurants can order a kit to receive by mail from RAMW’s website.
The San Francisco Entertainment Commission is partnering with the San Francisco Department of Public Health to raise awareness about the presence of illicit fentanyl at and around nightlife spaces, and increase the entertainment industry’s access to life-saving naloxone. To date, they have led in-person trainings for staff at 18 nightlife businesses in San Francisco, distributed 300+ doses of naloxone at outreach events, and reached approximately 900 nightlife attendees through on-stage overdose prevention trainings before performances and other events.
This Must Be the Place is a nonprofit providing free naloxone to attendees at music venues and festivals across the country. They committed to passing out over 60,000 free kits of naloxone at places like Lollapalooza, Bonnaroo, Austin City Limits, and Dreamville. Seventy percent of the population they reach are receiving naloxone for the first time.
United Airlines equips each of its enhanced medical kits on every aircraft and station across the network with opioid overdose reversal medications. All of United’s 28,000+ flight attendants are annually trained in the proper use of these life-saving medications. Over the past five years, United has purchased nearly 1,200 units annually, ensuring greater safety for both passengers and crew, including flight attendants and pilots.
The University of Rhode Island (URI), through its Cooperative Extension program, established the Community First Responder Program (CFRP). CFRP provides more than 50,000 kits annually. CFRP offers in-person and online educational trainings for the public at schools and town halls, and to healthcare providers, first responders, police, and more. They also distribute naloxone and safer-use kits at events in partnership with CVS Health and the U.S. Postal Service. CFRP has expanded services to rural regions of five other New England states through a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). CFRP is expanding its regional rural overdose education via collaborations with New Hampshire Cooperative Extension, Husson University School of Pharmacy (Maine), University of Maine Cooperative Extension, Western New England University College of Pharmacy (Massachusetts), and University of Vermont Cooperative Extension. As naloxone is often inaccessible to New England’s rural regions, CFRP offers to mail no-cost naloxone to participants completing its online interactive module, “Become a Community First Responder.”

In support of President Biden and Vice President Harris’ whole-of-government approach to address the overdose epidemic, federal agencies are working to help expand access to life-saving opioid overdose reversal medications like naloxone and save even more lives. These efforts also align with updated Guidelines for Safety Station Programs in Federal Facilitiesreleased in December 2023:
The United States Department of Agriculture (USDA) has authorized first responders in its Office of Safety, Security and Personnel and throughout the U.S. Forest Service who are equipped and trained in the administration of opioid overdose reversal medications (OORM). Additionally, USDA’s Center for Faith-Based and Neighborhood Partnerships has provided OORM trainings to over 40 community partners across 15 states as part of its Rural and Farming Communities Mental Health and Suicide Prevention work. USDA remains committed to continuing and expanding the reach of these trainings.
The Department of Commerce‘s Office of Export Enforcement (OEE) is training Special Agents in the use of opioid overdose reversal medications (OORM) in October 2024, allowing OEE Special Agents to safely and effectively deploy them. OEE will have OORM accessible during all preplanned enforcement operations by January 2025.
The Department of Defense (DoD) is committed to opioid safety and prevention of overdose. To strengthen DoD’s emergency response protocols, naloxone is available across installations in the Continental United States and training programs have been expanded, ensuring first responders are equipped and trained. The DoD remains committed to the safety and prevention of overdose by continuing its efforts to provide naloxone access to DoD first responders and investigators and to provide associated trainings beyond DoD first responders.
The U.S. Department of Health & Human Services (HHS) is increasing training on and access to naloxone. The Indian Health Service (IHS) now mandates annual overdose response training for all IHS employees, contractors, students, and volunteers. Further, before 2025, naloxone training and a guide on procuring naloxone (i.e., using state standing orders, city and county public health departments, etc.) will be available to all U.S. Public Health Service Commissioned Corps officers, and naloxone will be available in safety stations at all HHS regional offices. Substance Abuse and Mental Health Services Administration (SAMHSA), in partnership with the Program Support Center (PSC) and the Office of the Assistant Secretary of Health (OASH), will equip all AED stations in its headquarters with naloxone, and SAMHSA hosted an annual naloxone training for all staff as part of its International Overdose Awareness Day recognition. Additionally, naloxone training will be added to the HHS Learning Management System available to all HHS personnel, including volunteer Federal Civilian Responders.
The Department of Homeland Security (DHS) issued, and recently updated, a policy regarding the Administration of Naloxone by Non-Healthcare Providers. This policy directs DHS agencies and offices to identify their workforce populations at higher risk of exposure and develop a program to equip them with both naloxone and the training to use it. The DHS Office of Health Security (OHS) developed virtual and in-person training modules that DHS agencies and offices can use to train their non-healthcare providers or as the basis for developing their own workforce-specific training. DHS continues to work to operationalize formal programs that equip non-healthcare providers with Component-procured naloxone.
The Department of the Interior (DOI) has issued guidance on the training, carrying, and use of naloxone by DOI employees who may come into contact with persons suspected of opioid overdose during their normal course of duties. The guidance allows critical first responders – including emergency medical responders and emergency medical technicians (EMR/EMT), firefighter EMTs, and law enforcement officers – to have access to opioid overdose reversal medications at various sites nationwide, including national parks and tribal lands. As DOI components continue to conduct risk assessments to identify high-risk areas and appropriate personnel to be trained, the Department is poised to implement vital resources efficiently to preserve life and protect the public.
The Department of Justice (DOJ) has enacted policies so employees most likely to encounter overdose victims have access to opioid overdose reversal medications (OORM) and the training to safely and effectively deploy them. Pursuant to these policies, its law enforcement agencies – Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), and U.S. Marshals Service – will have OORM accessible during all preplanned enforcement operations; all Federal Bureau of Prisons staff at all sites will have access to OORM 24 hours a day; and all DOJ public-facing facilities and law enforcement facilities will have safety stations equipped with OORM.
The United States Postal Service (USPS) has trained 59,000 employees in 1,318 facilities in U.S. counties facing high numbers of overdose deaths in response to the White House Challenge to Save Lives from Overdose. Also, USPS has procured and distributed naloxone to first aid kits in these facilities. As the USPS continues it communication activities on overdose prevention, it expects to reach over 500,000 employees, many of whom have public-facing roles as part of the Postal Service’s ubiquitous footprint across the United States.
The Department of Veterans Affairs (VA) is working to make training available to all employees by December 2024 and will develop and issue a policy statement to support naloxone implementation by March 2025. VA also pledges to ensure opioid overdose reversal medications are available in all high-risk Veterans Health Administration health care areas, including at VA Medical Centers and outpatient clinics, and in all Vet Centers by the end of 2025.

MIL-OSI Security: New Navy Medicine command to enhance expeditionary medical training, readiness

Navy Medicine celebrated a pivotal moment in its expeditionary mission with the official establishment of a new command and renamed Naval Expeditionary Medical Training Institute (NEMTI) to the Naval Expeditionary Medicine Warfighter Development Center (NEMWDC) during a ceremony at Camp Pendleton, Calif., Oct. 4.

The command establishment signified a strategic shift in Navy Medicine’s approach to combat trauma readiness and operational medical support.

“This transformation represents more than a change in name; it marks the continued evolution of Navy Medicine’s mission to support the warfighter, strengthen our operational capabilities, and provide unmatched medical expertise both in garrison and in forward-deployed locations,” said Rear Adm. Guido Valdes, Naval Medical Forces Pacific (NMFP) commander.

The ceremony also marked NEMWDC’s organizational realignment from Navy Medicine Operational Training Command (NMOTC) to NMFP as an echelon 4 command, gaining more resources, capacity, and a broader and more dynamic role in bolstering Navy Medicine’s ability to support the warfighters.

NEMWDC will serve as a center of excellence for unit level training for medical capabilities, enhancing combat trauma skills and certifying expeditionary medical platforms for future operations. This new command aligns with Navy Medicine’s “North Star,” ensuring that by 2027, the force will deliver trained and certified medical units capable of supporting the Fleet, Fleet Marine Force, and Joint Forces in any environment.

“The impact of this change will resonate across Navy Medicine and serve to amplify our role in ensuring that medical forces are ready and fully equipped to support any mission, anytime, anywhere,” Valdes said.

Capt. Kevin Bailey, the first commanding officer of NEMWDC, reflected on the journey that led to the establishment of the new command, noting that the foundation laid by NEMTI will guide NEMWDC’s efforts as it prepares expeditionary medical teams for future fight.

“NEMWDC is truly a unique gem in Navy Medicine,” Bailey said. “This command is at the focal point for unit-level training leading to basic phase certification of Expeditionary Medicine (EXMED).”

Capt. Bailey also shared his vision for integrating innovative technologies like health informatics and virtual reality into the training pipeline, ensuring that NEMWDC remains at the forefront of medical readiness.

As NEMWDC evolves, it will focus on training medical personnel to deliver seamless care from Role 1 to Role 3 medical units, ensuring lifesaving support from the frontlines to more advanced medical facilities. This strategic realignment is expected to amplify Navy Medicine’s role in supporting warfighters in the most challenging environments.

For Cmdr. Damian Storz, who transitioned from officer in charge of NEMTI to NEMWDC’s executive officer, the day marked the culmination of years of hard work and collaboration.

“Our team’s dedication and our collaboration with leadership were key to overcoming challenges and setting the stage for this transition,” Storz said, noting that NEMWDC is well positioned to ensure medical units are ready for deployment.

Russian troops involved in the abhorrent use of inhumane chemical weapons on the battlefield in Ukraine have been targeted by new UK sanctions.
Russia’s Radiological Chemical and Biological Defence (CBR) troops and their commander have been sanctioned for the deployment of barbaric chemical weapons in Ukraine.

UK calls out Russia’s flagrant violation of the Chemical Weapons Convention (CWC) and urges Russia to immediately cease all such activity.

Action continues the Foreign Secretary’s personal mission to target the full spectrum of the Kremlin’s malign activity through our arsenal of sanctions.

Russian forces have openly admitted to using hazardous chemical weapons on the battlefield, with widespread use of riot control agents and multiple reports of the use of the toxic choking agent chloropicrin – first deployed on the battlefields of WW1.

Russia’s flagrant disregard for the Chemical Weapons Convention is a serious violation of international law. Agents of Putin’s mafia state were also responsible for deploying the deadly nerve agent Novichok on the streets of Salisbury in 2018, and against opposition leader Alexei Navalny in 2020.

Among those sanctioned today are the Radiological, Chemical and Biological Defence Troops of the Russian Armed Forces and its leader Igor Kirillov, responsible for helping deploy these barbaric weapons. Kirillov has also been a significant mouthpiece for Kremlin disinformation, spreading lies to mask Russia’s shameful and dangerous behaviour.

The UK will not sit idly by whilst Putin and his mafia state ride roughshod over international law, including the Chemical Weapons Convention. I have made it my personal mission to challenge this malign activity, and I will not back down.

Let me be clear; Putin and those who carry out his will have nowhere left to hide. We will continue to use sanctions to directly target and counter the Kremlin’s attempts to sow fear, division and disorder.

Defence Secretary, John Healey said:

Our message to Putin and his regime is clear: you cannot break international law without facing the consequences.

We will not allow such blatant violations of the Chemical Weapons Convention and rules-based international order to go unpunished.

The UK is cracking down on those responsible for these horrific chemical attacks in Ukraine. Our support for Ukraine is ironclad and will continue for as long as it takes.

Also sanctioned today are two Russian Ministry of Defence laboratories for providing support for the development and deployment of these inhumane weapons for use on the frontlines.

The UK is steadfast in supporting Ukraine’s fight for freedom, liberty and victory in the face of these barbaric attacks. We have provided Ukraine with vital equipment and training to protect its people against chemical weapons.

The UK has also committed to delivering £3 billion of military aid to Ukraine every year for as long as they need. The UK’s military, financial, diplomatic and political support for Ukraine is iron-clad. We cannot and will not let aggressors like Putin succeed.

Today’s action comes as the UK delivers a statement to the Organisation’s Executive Council laying out the UK’s commitment to the Chemical Weapons Convention and the OPCW in the face of those who act to undermine it. The full speech can be found here.

Those sanctioned today are:

The Radiological Chemical and Biological Defence Troops of the Ministry of Defence of the Russian Federation.

Igor Kirillov, Head of the Radiological Chemical and Biological Defence Troops of the Ministry of Defence of the Russian Federation.

The Russian Ministry of Defence 27th Scientific Centre.

The Russian Ministry of Defence 33rd Central Scientific Research and Testing Institute.

These targets have been designated under the UK’s Chemical Weapons (Sanctions) (EU Exit) Regulations 2019. The individual will be subject to an asset freeze and travel ban, and entities subject to an asset freeze. The asset freeze will apply to all persons within the territory and territorial sea of the UK and to all UK persons, wherever they are in the world. It also prevents funds or economic resources being provided to or for the benefit of the designated person. An individual subject to a travel ban must be refused leave to enter or to remain in the United Kingdom.

SAN JUAN, Puerto Rico, Oct. 08, 2024 (GLOBE NEWSWIRE) — Red Cat Holdings, Inc. (Nasdaq: RCAT) (“Red Cat”), a drone technology company integrating robotic hardware and software for military, government, and commercial operations, today announced it secured $1.6 million in contracts for Edge 130 Blue drones, FlightWave’s Blue UAS approved military-grade tricopter to the U.S. Customs & Border Protection (CBP). The contract was secured through Darley, a leading distributor of equipment and technology to first responders and the military, and was coordinated for procurement by the U.S. Defense Logistics Agency (DLA) on behalf of CBP.

FlightWave, an industry-leading provider of VTOL drone, sensor and software solutions was acquired by Red Cat in September 2024.
