  • MIL-OSI Security: Gone To the Dogs at Naval Hospital Bremerton

    Naval Hospital Bremerton staff didn’t really go to the dogs during National Dog Week.

    Many were already there.

    For the third consecutive year, nearly 50 dog-owners responded to a request to share an image of their canine companion(s) for the last week in September. The pictures were compiled into a visual digital display of 32 pages, ranging from lovable rescues to litter runts and many breeds in between.

    There were working breeds represented, such as bloodhounds Ellie Mae, 8-year old and 2-year old MJ, of Amy Salzsieder, Occupational Health registered nurse, who are actively involved with the Kitsap County K9 Search and Rescue and National Search Dogs Alliance. German Shepherd Harley belonging to Terry Lerma, NHB emergency preparedness manager, has officially retired from her K9 Search and Rescue days and is content to catch up on napping, tasting treats and ensuring their home has a ready bark-alert warning system.

    There’s Honey, a 9-year old Saluki mix which Cmdr. Laura Moody has had since 2019. She’s a former sled pulling dog from Oregon, while Aspen, a 7-year old Siberian Husky who Cmdr. Dean Kang rescued in Portland also in 2019, dislikes all delivery truck drivers.

    Under the notable announcement, ‘fur missiles inbound,’ Chief Hospital Corpsman Justin Brown, sharing images of his family canine companions.

    “Theodore is a 12-year old brown husky/lab mix. I’ve had him since he was five weeks. My first true love before I met my wife and had my kid,” explained Brown. “He was my running, hiking, truck, and gym buddy attached to my hip. Now old and has hip problems he hangs with mom, the one who feeds him, snuggles him, and is always around. Sampson “Sammy” is my Red Speckled Heeler mutt who’s 11-year old and found us during July 4 fireworks in 2013 when he was only a few months old. We were playing ball with Theo. He ran right up and started playing together. No one was looking for him, no one had reported him missing, and he had no ID tags or microchip. The shelter told us we can hold onto him for a couple weeks and if they don’t reach out with someone looking for him, we could keep him if we wanted. He adopted us and been spoiled ever since.”

    Rebecca Drew, medical coder, shared her three fur babies, Rylee, 12-yr old black lab, adopted at 8-week old, Zola, black lab/Great Pyrenees mix, 8-year old, adopted at six months, along with resident feline Maia, American short/long hair, 2-yrs old, adopted at 8-weeks who is readily accepted as part of the pack.

    Staff were also introduced to Mochi, a 2-year old Havanese belonging to financial technician Jinky Angel.

    “We adopted him when he was 10 weeks old in Goldsboro, North Carolina. He is originally from Yorktown, Virginia,” Angel said. “Mochi is a playful, sweet, and loving dog. He brings so much joy to our family. We relocated to Port Orchard last year and he loves Washington weather.”

    The Kelly Gann household features hounds of plenty, all adopted from a coonhound rescue, with Jester, a five-year old Treeing Walker Coonhound, Elly Mae, 6-year old Treeing Walker Coonhound, Shira, 10-year old Bluetick Coonhound. and Samantha, 11-yr old Treeing Walker Coonhound.

    Hospital Corpsman 2nd Class Cade Crenshaw showcased Winston, a two-year old Pembroke Welsh Corgi. “I’ve had Winston, affectionately referred to as ‘Winnie’ by many, since he was six months old. He loves playing fetch and running outside in the grass at the park,” shared Crenshaw.

    There were other submissions shared who were slightly less active, such as Violet, from Motta Sant’Anastasia, Sicily. According to Cmdr. Kevin Johnson, Navy Medicine Readiness Training Command Bremerton Detachment Puget Sound Naval Shipyard interim officer-in-charge, she is quite possibly the laziest dog in the Pacific Northwest, clocking an average daily combined sleep duration of 20 hours. Johnson also notes Violet openly protests walks by laying on her back in the middle of sidewalks or streets.

    Along with the personal connection with canines for many, the U.S. Navy has long had an affinity for dogs.

    Not only do dogs provide specialized services in the Navy such as explosive and narcotic detachments, they also provide security patrols from the routine to crucial operational missions.

    Dogs have also been haze-gray underway and not just as official mascots. Most notable has been Capt. Demo, a golden retriever/lab mix on USS Dwight D. Eisenhower (CVN 69) during their extended nine month deployment to the volatile waters of the Middle East, providing comfort, companionship and curative as only a canine can.

    Dog gone it, indeed.

    The Defence Technology Exploitation Programme (DTEP) boosts defence innovation while supporting the technology supply chain

    • Congratulations to High Temperature Material Systems Ltd.; OpenWorks Engineering and Mind Foundry Ltd.
    • The Small and Medium-sized Enterprises (SMEs) will collaborate with an experienced higher-tier partner in the defence sector
    • The Defence Technology Exploitation Programme (DTEP) boosts defence innovation while supporting the technology supply chain

    Three UK based SMEs have been awarded funding through the latest rounds of the Defence Technology Exploitation Programme (DTEP). High Temperature Material Systems Ltd.; OpenWorks Engineering and Mind Foundry Ltd. will collaborate with a higher-tier supplier who will engage with the SME and mentor them over the duration of a forthcoming defence project. They will receive a government grant worth 50 percent of the project value with the aim of developing innovative new solutions that meet UK defence challenges and increase capability in the UK defence supply chain.

    DTEP, which seeks to improve the competitiveness of the UK Defence supply chain, is sponsored by the MOD’s Directorate of Industrial Strategy and Exports (DISE) and delivered through the Defence and Security Accelerator (DASA), Innovate UK, and ADS.

    Anita Friend, Head of DASA, said:

    “We are delighted to announce the distribution of further DTEP funding to three more SMEs. These innovative companies, in partnership with their higher-tier DTEP collaborators, are set to play a crucial role in enhancing the UK’s defence supply chain and supporting the ongoing success of future defence and security initiatives.”

    Mind Foundry Ltd.

    Mind Foundry builds AI for high-stakes applications. In defence, their work is designed for deployment, combining cutting-edge AI signal processing techniques to process, analyse and enrich feeds from sensors. Together with their higher-tier partner BAE Systems, they will collaborate to develop the capability for taking multiple data inputs from multiple sensor types, and utilise their inferences to demonstrate the potential for a single system to provide a unified operating picture.”

    Brian Mullins, Mind Foundry CEO said:

    “In multi-domain operations, operators often have to analyse information across different sensor feeds manually. This is a risk, increasing the opportunity for error and the potential to miss vital contact information. Being awarded this DTEP funding, we aim to build capabilities to solve this problem and provide operators with a fuller, more robust tactical picture compilation. We are proud to be able to deepen our partnership with BAE Systems, whose experience in deploying sensor systems in complex, operational scenarios will prove vital in guiding not only the scientific art of the possible but in the operator’s need for a solution in practice.”

    High Temperature Material Systems (HTMS):

    HTMS produce a high temperature, lightweight and low cost material called Ceramic Matrix Composite (CMC). This type of material has multiple uses across the defence and security supply chain and has the ability to withstand temperatures of up to 1000 degrees centigrade. Together with their higher tier partner MBDA, HTMS will be scaling up the manufacturing of an innovative lower cost form of CMC which will fill a current gap in the UKs defence materials supply chain.

    OpenWorks Engineering will be working with higher tier supplier MBDA to provide an integrated counter-UAS (Unmanned Aerial System) system for the British Army to meet the current threat from drones. The project will deliver a state-of-the-art AI Optical Detection, Tracking and Targeting system which can be used against agile targets while driving at convoy speeds on unimproved roads. It will also deliver an upgraded production facility capable of manufacturing systems at 12 times the current rate with a higher level of quality and assurance.

    Chris Down, Managing Director of OpenWorks Engineering said:

    “We are proud to be working with DASA to develop the next generation in electro-optic tracking systems and build a fully digital manufacturing facility in the North-East.  This DTEP grant will bring new technology to the defence and security forces of the UK and our allies as well as strengthening the UK’s defence supply chain and industrial base.

    The grant will accelerate the fielding of new counter drone and GBAD systems.  This will have an immediate impact in places like Ukraine as well as having the long-term effect of boosting the UK’s defence industry by increasing capacity in the supply chain for the high-tech equipment needed for the battlefield of the future.”

    Special Campaign 4.0 of Department of Defence Production is in full Swing

    8 Lakh Sq. Feet space is likely to be freed after disposal of scrap and other redundant material

    Department of Defence Production (DDP) has been conducting the Special Campaign 4.0 on Swacchata within the Department and across its Defence Public Sector Undertakings (DPSUs) and Attached offices located in various parts of the country aggressively with saturation approach. It started with a preparatory phase from 15th September 2024 to 30th September, 2024 to identify targets to be taken up for cleaning during the campaign period.

    The main campaign started from 2ndOctober, 2024 and will last upto 31stOctober, 2024. In the preparatory phase of the Special Campaign, DDP along with its DPSUs and Attached Offices identified 800 (approx.) cleanliness sites across the country and so far, 605 sites have been accomplished. The meeting was convened by Secretary (DP) along with CMDs of DPSUs and DG Level officers of Attached Offices to implement the Special Campaign 4.0 in a befitting manner. The daily progress is being monitored at Joint Secretary level officer and a dedicated team of officials upload the achievements on SCDPM portal hosted by Department of Administrative Reforms & Public Grievances (DARPG). All the DPSUs and Attached Offices are enthusiastically participating in the campaign.

    Significant progress has been reported in the successful identification of the targets so far and work is in full swing in all the DPSUs and attached offices to achieve these targets. This year remarkable 8 Lakh Sq. Feet space is anticipated to be freed after disposal of scrap and other redundant material and so far, space of 109,903 Sq. Ft. has been freed after disposal of scrap & other waste material. So far, 6769 physical files have been identified for review/disposal. More than 30000 MT unserviceable stores/scrap have been disposed of under the campaign, thereby extracting revenue to the tune of 3.6 Crores. More than 147 tweets have been posted on X (Formerly known as Twitter) by the DPSUs and DDP tagging to #SpecialCampaign 4.0 to create awareness of the campaign. 8,602 persons have participated so far in Swacchata Activities from the DPSUs in DDP. The campaign is in full swing to achieve the target set by DDP.

    Greece has from the beginning been one of the Member States that have consistently supported the EU’s common foreign and security policy. Kyriakos Mitsotakis, Prime Minister of Greece, has been steadfastly leading attempts to create an integrated European defence policy. Greece has the longest coastline in Europe, at a colossal 15 000 kilometres, and this must be protected by the EU.

    Nikos Dendias, Greek Minister of National Defence has stated that ‘Europe must have its own defence industry. Not for the purposes of competition, but so that we are able to defend ourselves. The budgetary rules on defence must be changed. That is the main thing that the EU should do in the future’.

    In view of this:

    • 1.What measures will the Commission take concerning public and private funding to strengthen the defence industrial and technological base and address critical capability gaps?
    • 2.What actions will it take to support and coordinate efforts to strengthen the defence industrial base, innovation and the single market?
    • 3.Will it propose the issue of joint bonds for defence and the Greek borders in conjunction with the fiscal relaxation of the rules governing such an issue?

    An immaculate ceremonial parade, a breath-taking demonstration of air power and a spectacular static display of state-of-the-art equipment marked the celebrations of the 92nd anniversary of the Indian Air Force (IAF) at the Air Force Station, Tambaram in Chennai, Tamil Nadu on October 08, 2024. Chief of Defence Staff General Anil Chauhan graced the celebrations, while the ceremonial parade was reviewed by Chief of Air Staff Air Chief Marshal AP Singh.

    In his address, the Chief of Air Staff underscored the need for IAF to remain prepared to meet any contingency that challenges the national interests. He stated that the current global security environment is in a state of constant flux and ongoing conflicts have demonstrated an inescapable need to have a strong and capable Air Force. Adopting the latest technology along with innovative and out-of-the-box thinking will play a decisive role in today’s multi-domain environment, he added.

    Air Chief Marshal AP Singh emphasised that the theme of Air Force Day 2024, ‘Bhartiya Vayu Sena: Saksham, Sashakt, Aatmanirbhar’ perfectly describes the aspirations of IAF. “Over the years, we have become more empowered with better technology and achieved new levels op-exploitation of systems & weapons. Aatmanirbharta in the field of defence R&D and manufacturing is our priority. Concrete steps have been taken to support Make in India initiatives by engaging MSMEs, start-ups, individual innovators, professionals, R&D institutes and academia,” he added.

    The Chief of Air Staff described the Air Force Day as an occasion for the air warriors to rededicate themselves in the service of the nation, introspect on the previous year, celebrate the achievements, recognise the areas of improvement and realign to the present & future requirements. On the previous year’s achievements, he said that IAF has proved its mettle on various fronts. “One of our primary objective is to deliver weapons, on target, on time, every time and this capability was aptly showcased during the firepower demonstration exercise ‘Vayu Shakti’ at Pokhran Range in February 2024,” he said.

    Air Chief Marshal AP Singh added that the IAF, this year, expanded its participation in bilateral and multilateral exercises with friendly countries. He stated that the successful conduct of the largest multi-national exercise on Indian soil ‘Tarang Shakti’ was a testimony to the competence and professionalism of India’s air warriors.

    The Chief of Air Staff asserted that IAF has always been the first responders in calls of humanitarian assistance and disaster relief both within the country & abroad, highlighting the various ops conducted in the last one year. He reaffirmed IAF’s full commitment towards providing a conducive and working environment to the air warriors, terming the welfare and well-being of the personnel & their families as of utmost importance.

     

    Parade

    The parade commenced with the marching-in of the President’s Colours, symbolising pride, unity, strength and esprit-de-corps. The atmosphere became even more melodious through the performance of a Tri-Services Band, which filled the air with patriotic fervor. The Air Warrior Drill Team captivated the audience with their sharp and synchronised movements, leaving a lasting impression on all present.

     

    Airshow

    The parade was followed by an aerial display, with various jets including Tejas Light Combat Aircraft, Sukhoi-30 MKI and Pilatus performing daring low-level aerobatic manoeuvres. The skies over Chennai were painted in the colours of the national flag as the Suryakiran Aerobatics Team and Sarang Helicopter Team mesmerised the crowd with thrilling performances.

     

    Static display

    The static display featured state-of-the-art such as ALH Mk-4, C-295 Transport aircraft, Akash Missile Defence System, HTT-40, and Rohini radar. 

    The event was a fitting tribute to IAF’s nearly a century of unwavering dedication and unparalleled service to the nation, embodying the theme of ‘Bhartiya Vayu Sena: Saksham, Sashakt, Aatmanirbhar’.

    Raksha Mantri Shri Rajnath Singh held a telephonic conversation with the German Federal Minister of Defence Mr Boris Pistorius on October 08, 2024. They briefly reviewed the ongoing defence cooperation activities including exercises in the air and maritime domains.

    The Ministers discussed ways to further strengthen the defence industrial collaboration and enhance supply chain resilience. They planned to meet in the near future to give concrete shape to the defence engagements and joint projects with an aim to transform defence as a key pillar of the India-Germany bilateral relationship.

    The Central Ayurveda Research Institute (CARI), under the aegis of the Central Council for Research in Ayurvedic Sciences (CCRAS), Ministry of Ayush, has achieved significant milestones during the first 100 days of the current government. These accomplishments reflect CARI’s commitment to enhancing healthcare through Ayurveda and contributing to the broader Ayush ecosystem.

    1. Geriatric Care Program Exceeds Targets: In a special initiative to cater to the healthcare needs of the elderly, CARI set a target of covering 2,000 individuals from the geriatric population. The institute has surpassed this goal, reaching 2,272 elderly individuals through its dedicated OPD. The program provided consultations, therapies, and lifestyle modifications based on holistic Ayurveda practices. This initiative has not only addressed healthcare concerns but also improved the quality of life for senior citizens.

    2. Outreach under SCSP: As part of the Scheduled Caste Sub Plan (SCSP), CARI conducted 80 tours, organizing 8 camps and treating 1,500 patients within the first 100 days. The institute also conducted a comprehensive survey of 480 individuals to study their living conditions, dietary habits, and prevalent diseases. Through 1,980 screenings, lifestyle disorders were identified, marking a proactive approach to preventive healthcare in underserved communities.

    3. Establishment of Integrated Medicine at Lady Hardinge Hospital: CARI is spearheading the establishment of a Department of Integrated Medicine at Lady Hardinge Medical College and Hospital, New Delhi. This initiative aims to integrate Ayush systems with modern medical services, addressing the need for comprehensive healthcare as advocated by the National Health Policy (NHP) 2017. Baseline OPDs and Panchakarma procedures have already commenced, laying the groundwork for this pioneering department.

Advancing Research and Publications CARI has completed two prestigious multi-center survey projects at Base Hospital Delhi Cantt and Air Force Hospital Hindon. 19 research projects are ongoing, with nine collaborative studies involving top institutions like AIIMS, Safdarjung Hospital, and JNU. During this period the institute also published a research article on allergic rhinitis in the Journal of Medical Internet Research (JMIR), indexed in PubMed, Scopus, and Web of Science, further enhancing the scientific credibility of Ayurvedic research.

    6. Promoting Patient Safety through Ayurveda : To mark Patient Safety Day, CARI organized a two-day national seminar in collaboration with NPvCC and AIIA, New Delhi. To address Patient safety day on September 17, 2024; a National Seminar was held at India International center, Lodhi Road focusing on the role of diagnostic practices in Ayush systems. It brought together 150 students, research scholars, and faculty members across India, fostering greater awareness of patient safety within Ayush practices.

     

    7. Accreditation and Empowerment Initiatives CARI became the first CCRAS institute to receive NABH accreditation and it also obtained NABL accreditation for its Pathology and Biochemistry labs. Additionally, the institute provided administrative training for Ayush officers, empowering them with crucial management skills for their capacity building on 3rd August 2024.

    Statement by UK Permanent Representative to the Organisation for the Prohibition of Chemical Weapons (OPCW) Joanna Roper, at the 107th Executive Council.

    Mr Chair, Director General, Excellencies, Distinguished Delegates,

    I would like to express my thanks to you, His Excellency, Ambassador Parral for his continuing strong leadership of this Executive Council and reiterate our support for your chairing of this 107th Session. I would also like to thank the Director General, His Excellency, Mr Fernando Arias, for his comprehensive report detailing this organisation’s continuing determined efforts to rid the world of chemical weapons. The achievements are even more remarkable considering the growing challenges presented by a difficult international security environment.

    Mr Chair,

    The United Kingdom’s national statement will be posted online but I would like to take this opportunity to comment on the appalling situation in Ukraine and the UK’s response.    

    Russia used the lethal nerve agent, Novichok, on the streets of the UK in 2018, ultimately leading to the death of Dawn Sturgess. Russia used Novichok again to poison Alexei Navalny in 2020. And now we are witness to Russian breaches of the Chemical Weapons Convention on the frontlines in Ukraine. Russia is making systematic use of chemical weapons against Ukrainian forces, including multiple reports of the use of the choking agent chloropicrin, with complete contempt for its legal and moral obligations to uphold the CWC.

    The UK will hold all those who use these barbaric weapons to account. Today, my government has therefore announced sanctions on Russia’s Radiological, Chemical and Biological Defence Troops and their commander Igor Kirillov, and 2 of their subordinate laboratories, for their role in Russia’s use of chemical weapons in Ukraine.

    We call on Russia to immediately cease its use of these appalling weapons and to meet its obligations under the Chemical Weapons Convention.

    Foreign Secretary David Lammy has sent a clear message to President Putin – and I quote – that “Russia’s cruel and inhumane tactics on the battlefield are abhorrent and I will use the full arsenal of powers at my disposal to combat Russia’s malign activity.”

    Alongside these sanctions, we remain committed to working through this Council and other international forums to reduce the growing threat to international security posed by Russia’s chemical weapon use. We reiterate our request to the Executive Council under Article IX paragraph 3 to assist in clarifying reports that Russian armed forces have repeatedly breached the Chemical Weapon Convention in Ukraine.

    The UK is committed to supporting Ukraine’s fight for freedom, liberty and victory in the face of these inhumane attacks. The UK has now committed £12.8 billion in military, humanitarian and economic support to Ukraine. As part of this package of support, we have recently announced a further voluntary contribution to the OPCW’s Assistance to Ukraine trust fund. The UK welcomes the recent OPCW technical assistance visit to Ukraine – delivering vital equipment and training to ensure Ukraine can protect its people.

    The OPCW remains one of the foremost arms control bodies, fundamental to international security. Yet, the challenges it faces are growing. The UK is fully committed to working with other states and the Technical Secretariat to meet these challenges to achieve a world free of chemical weapons.

    Yuri Trutnev heard reports on the implementation of the long-term plan for the comprehensive socio-economic development of the Petropavlovsk-Kamchatsky urban district

    As part of a working visit to Kamchatka Krai, Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev heard reports on the implementation of the long-term plan for the comprehensive socio-economic development of the Petropavlovsk-Kamchatsky urban district, and also held a meeting with investors and assessed the work of the Kamchatka branch of the Voin center.

    The long-term plan for the socio-economic development of the Petropavlovsk-Kamchatsky urban district provides for the implementation of 17 events containing 52 objects for the period up to 2030. The key events of the master plan include the construction of a number of roads, including a bypass road from Petropavlovsk Highway to the residential area of Severo-Vostok and a public road to the Pacific Ocean coast. A campus for students of the city’s universities and colleges will appear in the capital of Kamchatka. It is planned to place educational institutions, clubs, public spaces, recreation and leisure areas for students on the campus territory. The construction of the children’s and youth scientific and educational center “Voskhod” has begun. Among the key events of the master plan is the improvement of the city center with the construction of a public center.

    The master plan includes an environmental component. Within its framework, Kultuchnoye Lake in the city center will be cleaned. City landfills will also be reclaimed and an eco-technopark will be built. At the same time, integrated development projects will also be implemented in other areas: in the Severny microdistrict, the Zarechny microdistrict (near the airport), on Pogranichnaya Street, on Komsomolskaya Square, and also on the site of the existing regional hospital after its relocation to a new location. The construction of the bypass road TPP-1 – TPP-2 also plays a major role in the development of the regional capital.

    This year, the design of the interactive planetarium and creativity center on Nikolskaya Hill, the improvement of the Historical Quarter, the walking area along 50 Let Oktyabrya Street, Leninskaya, Sovetskaya, Partizanskaya Streets and the Kultuchnoye Ozero ecopark, three sewage pumping stations were completed. The implementation of 26 events continues.

    By the end of the year, work is planned to be completed at 15 sites. Work on the improvement of the central embankment and the park along Voytsesheka Street will be completed. The cultural heritage site (at 13 Krasintsev Street) will be restored as part of the art cluster, and equipment will be purchased for the creative industries school being created. The construction of sewage treatment facilities for the planned building of the regional children’s hospital will be completed. The design of a cable car, a building of the regional children’s hospital, a community center, an eco-technopark, two sewage treatment facilities (“Chavycha”, “29 km”) and five sewage pumping stations (“Rybny Port”, “Torgovy Port”, “Drama Theater”, “1/1E”, “Zarechnaya”) will be completed.

    Work is actively underway on the following projects, the commissioning of which is planned for 2025. A road to Khalaktyrsky Beach is being built. Construction of a gas boiler house has begun in the Severny microdistrict as part of the Far Eastern Quarter project. The Yu.A. Gagarin Children’s Health Camp is being renovated. It is planned to begin major repairs of the road along Leninskaya Street in the city center. This year, a large and extremely important project for the region will also begin on the construction of an LNG regasification complex in Rakova Bay, with a completion date of 2025.

    According to Deputy Minister for the Development of the Russian Far East and Arctic Elvira Nurgalieva, 12 billion rubles of a single presidential subsidy from the Ministry for the Development of the Russian Far East and 1.5 billion rubles of special treasury loans will be allocated for the implementation of the master plan for Petropavlovsk-Kamchatsky. The region has already received some of the funds for the design, major repairs and construction of facilities. The region will receive 0.6 billion rubles as part of a landscaping competition from the Russian Ministry of Construction. These funds were used to create an observation deck on Petrovskaya Sopka, and to improve the embankment in the city center along Ozernovskaya Kosa Street, a park along Voytsesheka Street, and Nikolskaya Sopka. This year, the Russian Ministry of Culture allocated funds for the purchase of equipment for the creation of a school of creative industries as part of the art cluster. The Russian Ministry of Energy will provide funding for the construction of an LNG regasification complex in Rakova Bay.

    Thanks to the implementation of the master plan activities, positive dynamics have been observed in a number of indicators this year: the volume of construction work is growing (an increase of 5.5% in the first half of 2024), the number of people employed in the construction industry is increasing, and indicators in related industries have increased many times over: the cargo turnover of sea transport has increased by more than a quarter, and automobile transport has more than doubled.

    Plans for 2025–2027 were discussed. In particular, it is planned to improve Nikolskaya Sopka by 2026 using funds from the federal project “Formation of a Comfortable Urban Environment”. It is planned to build five sewage pumping stations (“Zarechnaya”, “1/1E”, “Rybny Port”, “Torgovy Port”, “Drama Theater”). The deadlines for completing the construction of a public center on Lenin Square, a hotel and business center with improvement of the park on the territory of “Petropavlovskaya Gavan”, a fish market on the territory of “Prichal Mekhzavod” and a cable car have been set by the end of 2027.

Since the start of the Voin center, 35 thousand young men and women have been trained. And this year, the Voin center will train 30 thousand young people across the country.”

    It was noted that the Voin center had developed a draft textbook, Basics of Initial Military Training. It is currently in the final stages of revision. This academic year, it is planned to test the publication by cadets of the Voin center and students of some educational organizations.

    Director of the Voin Center branch in Kamchatka Alexander Burkhavetsky and Chairman of the regional branch of DOSAAF of Russia Dmitry Pavlov reported on the work of the Kamchatka branch. About 800 teenagers will undergo training in Kamchatka by the end of the year. Currently, construction of classrooms and arrangement of the territory of the Military Sports Training Center in the Yelizovsky District is underway. By the end of November 2024, it is planned to complete the construction of classrooms with a parade ground, a GTO site, a combined arms obstacle course, a parking lot and an entry group. In 2025, it is planned to complete the construction of a 500-meter gallery for sniping, arrangement of a tactical field, construction of several shooting galleries, installation of a facade for storming the building (for assault mountaineering), construction of a canteen, barracks for 120 people, preparation of a place for placing a tent camp for 160 people.

    Here’s to hope: 6,586 people have been rescued, evacuated or assisted by search and rescue teams since Hurricane Helene hit, including 39 survivors being rescued on Saturday, October 5, over eight full days into rescue efforts.

    More than 4,000 first responders, national guardsmen, and active-duty military are in Western North Carolina looking for your friends, your family, or if you’re still stranded waiting for help – they’re looking for you. And they won’t stop until every missing person is accounted for.

    I’m sure many of you have heard that there is a second hurricane brewing on the coast of Florida. It is not expected to hit Western North Carolina, but if it maintains it’s intensity as a Category 4 hurricane, it is expected to be catastrophic. I’m here to tell you that we will support Florida in any way we can, but I am also committed to making sure Western North Carolina does not get left behind in place of the newest natural disaster.

    • The United States Department of Agriculture is beginning to put together a list of resources for farmers and other agricultural industry members.

    • About 117,000 customers remain without power in Western North Carolina.
      • Customers whose properties are inaccessible or not able to receive power may be without electricity for an extended period of time as Duke Energy works to rebuild critical infrastructure.
    • Restoration of service for all other customers in the heavily impacted areas is anticipated within a week, by Sunday, October 13.
      • Crews are working around the clock to restore power as quickly as possible.
    • As work on substations conclude, Duke Energy is moving personnel to work on the power grid’s thousands of miles of lines and poles that serve individual homes and businesses.
      • This work can feel slower because the same amount of work restores fewer customers.

    • A “DO NOT DRIVE” message remains in place from the North Carolina Department of Transportation for most of Western North Carolina.
      • Unless it is an emergency, please do not travel to the hardest hit communities.
      • Cherokee, Graham, Clay and Swain counties ARE FULLY OPEN to people who can access them through safe routes.
        • Please DO NOT try to visit or travel through the areas hardest hit by the storm such as Henderson and Buncombe counties.
    • USDOT approved an initial $100 million in Emergency Repair funds to NCDOT.
      • Damage to our mountain roads exceeds $100 million but USDOT’s investment is a significant and most welcome start.
    • A total of 2,050 DOT employees are working to restore and repair road access in WNC.
      • NCDOT also has:
        • DOT also has:
          • 1,100 pieces of heavy equipment for debris clearance and road repairs in affected areas, including dump trucks, backhoes, loaders, graders, etc.
          • More than 50 personnel from neighboring states on the ground providing assistance.
    • NCDOT is reporting about 650 road closures, 106 of which are to primary routes.
      • Now that communications have been largely restored, NCDOT has a more comprehensive picture of debris blocking roadways, road damage, and necessary repairs in our mountains.
      • At least 100 bridges are irreparable and will require replacement.
    • All roadways in Alleghany, Ashe, Avery, Caldwell, and Wilkes counties are accessible, although some are requiring four-wheel drive.
      • While none of the above-listed counties are in NC-11, they are a welcome sign of what’s to come.
    • Progress has been made on NCDOT and Tennessee DOT’s plans for reconstruction of I-40 in the Pigeon River Gorge.
      • Bids for stabilization of the westbound lanes of I-40 where the eastbound lanes no longer exist will be opening today, October 7.
      • A contract will be awarded shortly after the bid closes.
      • NCDOT is working to expedite the necessary repairs to restore mobility to the area as soon as possible.
    • Air traffic has sustained at 300 percent above pre-hurricane levels in Western NC.
      • NCDOT’s aviation division continue to work to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.
      • The state of North Carolina is NOT turning away civil aviation support so long as it has been coordinated through the proper channels with NC Emergency Management.

    • Internet providers are working with local energy and cell providers to restore service for customers across Western North Carolina.
      • Restoration timelines are not available at this time.
    • Internet providers including Optimum and Spectrum are working around the clock to restore service for customers. However, part of the network’s infrastructure was destroyed by mudslides and collapsed bridges making restoration a lengthy process.
      • As a result, some impacted areas will require a rebuild of the network from scratch.

    • The National Guard has more than 700 vehicles and 50 helicopters from six states and two active-duty units in Western NC for rescue and recovery, debris clearing, and other missions.
      • So far, the National Guard has:

    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.
      • If you are looking to fly in resources and don’t know where to turn, call my office and we will get you in contact with the right coordinators.
    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Nearly all 1,000 of the authorized active-duty soldiers have been mobilized to support the residents and affect counties devastated by Hurricane Helene in Western NC.
      • These soldiers are providing additional manpower and logistics capabilities to reach the hardest hit areas as quickly as possible.
    • In addition to the 1,000 previously authorized soldiers, another 500 troops with advanced technological assets were approved for deployment to Western NC to provide greater situational awareness on the ground.
      • These troops are not yet in NC-11, but coordination is taking place for rapid deployment over the coming days.
      • The Department of Defense has also committed 22 helicopters to assist with search and rescue operations.

    • Asheville Regional Airport closed mid-day on Friday, September 27, due to risk of flooding.
    • Commercial flights at Asheville Regional Airport have resumed.
    • If you parked your car in an Asheville Regional Airport lot and could not retrieve the vehicle due to the storm, great news – none of the airport’s lots flooded and all cars are fine.
      • Stay safe and pick up your car when you are able.
    • PLEASE NOTE:
      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

      • SNAP
        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • If you own a medical practice in NC-11 and are experiencing financial hardship due to Hurricane Helene, the North Carolina Medical Society will be reactivating its Financial Recovery Program (FRP) to help you recover and open your doors again.
      • The FRP will be back online to provide much needed assistance soon.

    • The Department of Health and Human Services through the Centers for Medicare & Medicaid Services (CMS) has made available:
      • Accelerated payments to Medicare Part A providers affected by Hurricane Helene
      • Advance payments to Medicare Part B suppliers affected by Hurricane Helene

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Swain, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $30 million in housing and other types of assistance and more than 96,000 Western North Carolinians have registered for Individual Assistance.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.
    • If you are still trying to locate a friend or family member, please complete this form to notify local officials of their missing status.
      • The form was created by Buncombe County but information is being shared amongst all counties.
      • Regardless of which county your loved one was last known to be in, you can still submit the form.
        • Buncombe County will share the information with the appropriate officials to initiate search and rescue efforts.
      • United Way is also fielding missing person/welfare check requests.
        • Text PERSON to 40403 to add a loved one to search and rescue efforts or fill out this form.

      • Family law cases and children in need of services (unfortunately, domestic violence tends to rise following a natural disaster)

        • The hotline is available from:

      • IRS has extended various filing deadlines for taxpayers in impacted areas, including 2024 individual/business returns, certain quarterly estimated income tax payments, and certain payroll/excise taxes.
      • Tax relief for qualified payments, disaster-related losses:
        • IRS released provided guidance to taxpayers on how to address disaster-related losses in their 2024 tax return, as well as providing guidance on how qualified disaster relief payments – like government assistance payments – are generally excluded from gross income.

    FEMA Prepares for Hurricane Milton While Continuing to Mobilize Federal Resources for Helene Survivors

    WASHINGTON — Federal support for survivors of Hurricane Helene has now surpassed $210 million, reflecting the Biden-Harris Administration’s commitment to helping impacted communities recover and rebuild. FEMA remains focused on coordinating comprehensive recovery efforts across the Southeast, mobilizing resources and personnel to provide immediate and long-term support to those affected.

    Administrator Deanne Criswell continues to lead the Helene response and recovery efforts and will join Governor Roy Cooper, Department of Defense Assistant Secretary Rebecca Zimmerman Dual Status Commander Wes Morrison and NORTHCOM Commander Gen. Gregory Guillot for a press conference this morning to provide updates on the storm damage assessments and response efforts.

    Administrator Criswell has directed FEMA’s Deputy Director Erik Hooks to travel to North Carolina today to support response and recovery efforts while she travels to Florida. There, she will meet with local and state officials as she directs the federal response on the ground and prepares for the impacts of Hurricane Milton, which is expected to make landfall on the Gulf Coast of Florida on Wednesday evening as a major hurricane. Administrator Criswell will return to North Carolina this evening.

    As FEMA maintains its focus on Helene response and recovery, the agency is also pre-positioning resources to support local and state response efforts ahead of Hurricane Milton. FEMA is fully prepared to respond to the storm’s potential impacts and has already begun staging resources and personnel to support communities in its path. The agency’s capacity to manage multiple simultaneous disasters ensures that it can continue to prioritize response and recovery efforts for Helene, while also being ready to respond to Milton. Residents in the storm’s projected path are urged to stay informed and prepare now.

    Helene Response

    The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by Helene. Nearly 7,000 personnel from across the federal workforce are deployed, including FEMA staff. To date, FEMA has shipped over 15.6 million meals, more than 13.9 million liters of water, 157 generators and more than 505,000 tarps to the region. 

    Disaster survivors in certain areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Support for North Carolina

    Financial Support: FEMA has approved more than $32 million in housing and other types of assistance for over 27,000 households.

    Staffing: As response efforts continue in North Carolina, more than 800 FEMA staff are on the ground, with more arriving daily. Over 1,200 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date. In a move to strengthen recovery operations in Western North Carolina, President Biden has ordered an additional 500 active-duty troops equipped with advanced technological assets to the area. This brings the total number of active-duty military personnel supporting the response to 1,500. Dozens of Disaster Survivor Assistance staff are on the ground in affected areas to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Over 1,700 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance. 

    Shelter numbers continue to decline, with 22 shelters housing just under 1,000 occupants. Mobile feeding operations continue to help survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties.  

    Power and Cellular Restoration: As of today, more than 86% of originally reported power outages have been restored. Cellular restoration continues to improve, with less than 20% of cellular sites down. FEMA is boosting response coordination by providing Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. The agency is on track to meet requested delivery timelines for meals and water. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. The Salvation Army has nine mobile feeding units supporting the massive operation and has provided emotional and spiritual care to more than 900 people. To date, The Salvation Army has served over 12,600 meals, 9,600 drinks and 5,600 snacks. The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    Support for Florida  

    As recovery efforts continue in Florida, FEMA has approved more than $87 million for over 13,000 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at
    1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina 

    As recovery efforts continue in South Carolina, FEMA has approved over $57 million for more than 73,500 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.  

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia 

    FEMA has approved over $31 million for more than 39,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    Resources: Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene. 

    Support for Virginia 

    To date, FEMA has approved nearly $500,000 for over 89 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Support for Tennessee

    FEMA has approved more than $632,000 for disaster assistance for over 33 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.  
    • Counties continue to establish donation centers. For the evolving list, visit TEMA’s website. 

    Voluntary Organizations

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by the Red Cross Hurricane Helene Reunification page where people can enter pertinent information about the person they’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children. 

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.

    Richmond, Va.— In partnership with the Commonwealth of Virginia, FEMA is on the ground working in Virginia communities that were impacted by Hurricane Helene. 

    On Friday, Oct. 3, FEMA leadership, including Federal Coordinating Officer Timothy Pheil, Deputy Federal Coordinating Officer Jeff Jones, and Region 3 Deputy Regional Administrator Lilian Hutchinson met with Governor Youngkin to survey damage in Damascus, Va. firsthand.   • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts for Hurricane Milton

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Major General John D. Haas Adjutant General of Florida, Florida Division of Emergency Management (FDEM) Executive Director Kevin Guthrie and Florida Department of Transportation Secretary Jared Perdue at the State Emergency Operations Center to provide updates on preparedness efforts for Hurricane Milton.

    As of 11 a.m. ET, Hurricane Milton is located about 720 miles southwest of Tampa, Florida, with maximum sustained winds of 155 mph. Milton is forecast to move near or just north of the Yucatan Peninsula today and Tuesday, then cross the eastern Gulf of Mexico and approach the west coast of Florida by Wednesday.

    Governor DeSantis issued Executive Order 24-215, amending EO 24-214 and declaring a state of emergency for 51 counties.

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) has activated the State Emergency Operations Center to Level 1 since Tuesday, September 24, for Hurricane Helene, and is at a Level 1 for Hurricane Milton as of October 6, leading coordination efforts for the State Emergency Response Team.
    • The State Emergency Response Team is engaged in over 600 missions to assist counties in their preparedness efforts. These missions accomplish vital tasks like staging resources to deploy for immediate response as soon as it is safe to do so, protecting critical infrastructure facilities like hospitals and utility stations, and coordinating personnel statewide.
    • FDEM is establishing a 10,000-person base camp at Tropicana Field to support ongoing debris operations and post-landfall responders.
    • FDEM is coordinating the deployment of fuel and EV chargers to pre-stage along evacuation routes to support evacuations.
    • The Florida Department of Veteran’s Affairs (FDVA) storm preparations are underway at all State Veterans’ Nursing Homes in anticipation of Hurricane Milton’s landfall.
    • All outpatient appointments on Monday will be converted to virtual or rescheduled for the C. W. “Bill” Young VA Medical Center in Bay Pines. The VA Regional Office in St. Petersburg is also closed Monday.
    • The VISN 8 Clinical Contact Center is operational 24/7/365 for virtual care and tele-emergency care to support Florida Veterans enrolled for VA Health Care. Call 1-877-741-3400.
    • The Florida Department of Law Enforcement (FDLE) Regional Law Enforcement Coordination Teams (RLECT) are operational in Tampa, Orlando and Fort Myers.
    • FDLE aviation assets are prepositioned ahead of the storm.
    • The FDLE Sworn Training Unit cut team is on stand-by and ready to deploy. The team helps make temporary, emergency repairs to the homes of first responders so they can quickly get back to work after a storm.
    • Maintenance is complete on all equipment used during Hurricane Helene and Operation Blue Ridge. The equipment, including command buses, sleeping quarters and generators, is ready for deployment.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has readied high-water vehicles and all other storm response resources statewide so they may be rapidly deployed to assist Floridians in need in the event of damage or flooding. Contingency plans based on forecasted landfall locations have been developed and remain flexible based on the storm’s projected path.
    • In addition to local officers, approximately 75, FWC officers are ready to deploy and respond with a variety of specialized equipment as necessary, such as:
      • Airboats
      • Shallow draft boats
      • ATVs/Side-by-sides
      • Larger platform vessels
      • Four-wheel vehicles
      • Specialized high water vehicles
    • FWC Special Operations Group (SOG) teams will serve as reconnaissance units for the state and report on damage after the storm has made landfall.
    • FWC Aviation Section has been placed on standby and has readied all appropriate aircraft for potential deployment for aerial assistance, reconnaissance, and post-storm damage assessments when needed.

    Health and Human Services

    • The Florida Department of Health (DOH) deployed nearly 600 emergency response vehicles on the I-4 Corridor in preparation for the storm.
    • The Agency for Health Care Administration (AHCA) has initiated an event in the Health Facility Reporting System (HFRS). Health care providers in the have been requested to provide information on census, available beds, evacuation status, accepting evacuees and generator needs from counties declared under EO-24-114. This information allows AHCA to assist health care providers in transferring patients if needed and ensure that health care providers in impacted areas have the necessary resources and adequate power.
      • 64 health care facilities have reported evacuations. This includes:
      • 21 assisted living facilities
      • 4 Hospitals
      • 33 nursing home
      • 1 residential treatment centers for Children and Adolescents
      • 4 residential treatment centers
      • 1 Hospice
    • AHCA is conducting daily calls with the Florida Hospital Association and Florida Healthcare Association to ensure nursing homes, assisted living facilities, and hospitals are prepared and have their needs met ahead of Hurricane Milton.
    • The Florida Department of Agriculture and Consumer Services (FDACS) is working with Florida’s ports and fuel industry partners to ensure adequate fuel supplies are available, and with Florida’s agricultural partners so producers have adequate resources.
    • The Florida Forest Service is staging equipment, like high-water vehicles, dump trucks, bulldozers, and front-end loaders to assist with road clearing.
    • The Florida Forest Service and the Office of Agricultural Law Enforcement are supporting efforts to expedite debris removal in the Tampa Bay region.
    • Commissioner of Agriculture Wilton Simpson has approved an emergency order temporarily suspending the intrastate movement requirements for the transportation of animals and livestock fleeing Hurricane Milton. In addition, the following states have waived their interstate import requirements for Florida pets, horses and livestock leaving the state: Alabama, Georgia (does not include livestock), Mississippi, and North Carolina.
    • The Department is working to connect evacuating horse owners with open public and private facilities across the state.
    • The Florida State Fairgrounds has opened the Bob Thomas Equestrian Center on a first come first serve basis for horse owners that are in the direct path of Hurricane Milton. To learn more and reserve a spot, visit floridastatefair.com/equestrian.
    • The Department of Elder Affairs (DOEA) is contacting all our Area Agencies on Aging partners to receive updates on their ongoing preparation efforts and gather the status of any unmet needs.
    • The Agency for Persons with Disabilities (APD) continues response and pre-landfall protocols and communication with APD-operated facilities, regions, and providers to provide updates on Hurricane Milton and check the status of clients and residents, while simultaneously anticipating unmet needs in potentially affected areas.
    • The Department of Children and Families (DCF) is preparing for Hurricane Milton and ensuring providers in potentially impacted areas have the resources they need for the storm.
    • The Department has secured supplies to ensure readiness in the event the Hope Bus is needed for deployment after landfall.
    • The State Mental Health Treatment Facilities have activated their disaster preparation plans and are assessing facility readiness.
    • DCF has begun contacting foster families, adult protective services clients, and licensed providers in the storm’s path to ensure preparedness.
    • DCF is making preliminary preparations for staffing shelters, delivering emergency supplies, and directing generators to critical human services infrastructure.
    • DCF has instructed all contracted vendors to deploy their Disaster Preparedness Plan.
    • DCF is providing information about Hope Florida to storm shelters, domestic violence shelters, and Continuums of Care ahead of the storm.

    Infrastructure, Roads and State Closures

    • The Florida Department of Transportation’s (FDOT) Hurricane Milton statewide preparedness efforts include clearing shoulders in preparation for potential Emergency Should Use (ESU):
      • Currently analyzing flooding vulnerabilities for major roadways and bridges.
      • Inspecting and clearing drainage systems, monitoring flood-prone and currently saturated areas, and pre-positioning pumps as appropriate.
      • Monitoring interstate traffic speeds and levels for the potential implementation of Emergency Should Use (ESU) to assist with evacuations if necessary.
      • Securing high mast lighting, maintenance yards, active construction projects, rest areas/welcome centers, service plazas, and weigh stations that had returned to normal since Hurricane Helene.
      • Barges at the Howard Frankland Bridge project is being secured.
      • FDOT has suspended construction projects with lane closures within all counties statewide located on all interstates and Florida Turnpike facilities.
      • Replenishing fuel reserves, checking generator readiness, and pre-positioning assets as appropriate.
      • Completing repairs on malfunctioning vehicles and equipment in preparation for deployment.
      • Initiated communication with modal partners – seaports, airports, railroads, transit, and spaceports. All partners are currently in monitoring posture.
      • Staging ITS trailers, as well as drone teams and equipment are being prepped and ready to deploy as needed.
      • Expanded Road Ranger Service across the impact zones.
    • Resources prepped and staged strategically (close to the projected path for quick implementation)
      • Cut & Toss Ops = 328 team members on standby
      • Over 1,015 generators
      • Over 350 pieces of heavy equipment and trucks
      • 67 pumps pre-positioned
      • Satellite internet equipment= 58 Starlink devices
      • Over 1,900 team members on standby for various emergency response efforts, including, damage assessment, flooding, traffic signals outages, etc.
      • FDOT has 20 drone pilots on standby
      • 8 ITS trailers staged
      • Over 150 bridge inspectors on standby
    • FDOT has removed 139,718 cubic yards of debris statewide (66,278 from state roads and 73,440 from local roads).
    • FDOT is supporting our local communities with supplemental sand and debris removal from local roads on the barrier islands in Pinellas and Manatee counties.
    • At the direction of Gov. DeSantis, FDOT is coordinating debris removal assignments for the Florida National Guard, Florida State Guard, Florida Highway Patrol, Florida Department of Agriculture, amongst others, who have activated available state personnel and resources to clear and haul remaining debris.
    • Approximately 450 truckloads and 8,100 cubic yards of debris have been removed from Pinellas barrier islands.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road/bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
    • Transportation Modes:
      • Seaports, Airports, Rail, and Transit partners are monitoring storm conditions.
      • Please check with your airline or transportation service provider directly about potential service impacts.
      • Transit agencies in the impacted area are offering evacuation transportation to shelters. Please check with your local transit provider for schedules.
      • SunRail operations will be suspended starting Tuesday, October 8
    • Following the issuance of the Governor’s Executive Order, the Florida Department of Environmental Protection (DEP) issued an Emergency Final Order allowing for the activation of disaster debris management sites to store and process storm generated solid waste and debris.
    • DEP’s Emergency Final Order also removes barriers for expediting necessary repair, replacement and restoration of structures, including coastal structures, equipment, surface water management systems, works and other systems that may be damaged by the storm.
    • DEP is coordinating with Landfill Strike Teams to assess Disaster Debris Management Sites (DDMS) operating as a result of Hurricane Helene.
    • For counties and local governments in need of additional debris disposal locations, especially ahead of Hurricane Milton, DEP has approved all pending DDMS site activation requests and stands ready to approve the activation of any additional pre-authorized or new DDMSs that may be needed.
      • Currently, 193 DDMS have been authorized to operate.
    • Hurricane Helene kicked up significant amounts of sediment and sand along the coastlines in and along its path. DEP is working with local governments to manage the excess sand and continue removal efforts.
      • For sand that has accumulated on private properties, residents should return it to the beach if it appears clean, smells fresh and is free of debris. If the sand contains debris, residents should contact their local government to find the nearest disposal site. DEP has worked with counties to establish temporary staging areas to properly screen the sand before it is returned to the beach.
    • DEP is working with Florida’s Water/Wastewater Agency Response Network (FlaWARN), the Florida Rural Water Association and other response agencies to ensure preparations are underway to support drinking and wastewater facilities ahead of Hurricane Milton.
    • Florida’s water management districts are engaging local governments and drainage operators throughout the state and are available to provide technical and other support, including deploying temporary pumps to alleviate localized flooding. As part of standard operations, DEP and Florida’s water management districts continue to monitor water systems and river levels as the storm develops.
    • DEP published a storm updates webpage to keep state park visitors updated of closures: FloridaStateParks.org/StormUpdates. Visitors with existing camping and cabin reservations at closed parks have been notified of their reservation status.
    • The Florida Highway Patrol (FHP) has staged high-water rescue vehicles in preparation for landfall of Hurricane Milton.
    • FHP is mobilizing 74 Quick Response Force (QRF) Troopers to stage in preparation for the incoming storm.
    • FHP is providing security at the Pinellas County Landfill and assisting with traffic entering and exiting.
    • All FHP Troops statewide will be going to Alpha/Bravo shifts effective Tuesday., October 8 (Troop C-Tampa area will begin this on 10/7/24 at 6 a.m.). All days off will be canceled.
    • FHP will be assisting with debris cleanup in the Tampa area.
    • FHP is working with its partners at FDOT to prepare and implement the Emergency Shoulder Use (ESU) plan for evacuations in the Tampa area.
    • FHP is assisting with traffic control in Taylor County and outside Tropicana Field for debris cleanup crews.
    • FHP is providing security at multiple fuel sites across the state.
    • FHP is assisting with community patrols in Taylor County.
    • FHP air support and drone assets are staged and prepared to deploy when needed.
    • The Florida Department of Corrections (FDC) is actively preparing mitigation measures by deploying evacuation assets and identifying areas of evacuation. Updates will be made available to the public at http://www.fdc.myflorida.com/weather-updates.
    • The Florida Department of Education (DOE) is actively monitoring Hurricane Milton and is working with school districts as they begin preparation efforts. The Department is also in close contact with districts that have been impacted by Hurricane Helene and will assist them with addressing critical needs ahead of the storm. Updates on school closures can be found at FLDOE.org/storminfo.

    Resources for Employees, Businesses and Consumers

    • The Florida Department of Business and Professional Regulation (DBPR) is staging assets and personnel across 13 offices statewide and is prepared to surge resources to areas impacted by Hurricane Helene that receive a second impact from Hurricane Milton.
    • Updates on business closures and business resources are consistently being updated at FloridaDisaster.biz.
    • FloridaCommerce activated the private sector hotline at (850) 815-4925, open daily 8:00 a.m. to 5:00 p.m. Inquiries may also be emailed to ESF18@em.myflorida.com.
    • FloridaCommerce is hosting daily private sector coordination calls. Briefings will be provided by Emergency Support Functions and private sector partners. For call information email ESF18@em.myflorida.com.
    • VISIT FLORIDA Emergency Accommodation Modules on Expedia, Priceline and Booking.com will remain available to provide real-time hotel availability and lodging resources for impacted Floridians and visitors.
    • The Florida Small Business Development Center Network (SBDC) has pulled their Helene Mobile Assistance Centers from the field and will redeploy once storm conditions have passed.
    • The Office of Financial Regulation (OFR) issued a proclamation to financial institutions and securities professionals. In addition, the OFR offers online resources to Floridians who may need help finding information about their financial services provider(s), including state-chartered banks and credit unions, mortgage servicers, and other financial businesses and professionals.
    • OIR, in coordination with the Florida Department of Health (DOH), sent information regarding early prescription refills permitted under Executive Order 24-215. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains, and health care providers. Information can be found here.

  • MIL-OSI United Kingdom: Collaboration between the UK and Guatemala to enhance the armed forces’ strategic capabilities

    The UK Ministry of Defence and Cranfield University will deliver a one-week Strategic Leadership Programme.

    Representatives of the Armed forces and civil ministries of Guatemala will attend the course at the Higher Command of Army Education (COSEDE), starting today 7 October.

    Participants will develop key strategic leadership skills including decision making under pressure, long-term planning and personal development. The course will also address influencing and motivation and building effective relationships within teams. Participants will also discuss strategic leadership as a tool to understand defence capabilities and the challenges faced by leaders in this arena.

    Training will conclude with a certificate presentation by the British Defence Attaché for Mexico and Guatemala, Aviator Colonel Simon Stewart and the British Embassy’s Chargé d’Affaires, Paul Huggins.

    Good evening, everyone! Thank you, Ambassador Tazelaar and General Eichelsheim, for inviting me to join you this evening to celebrate the Netherlands Armed Forces Day, and for providing me with the opportunity to say a few words.

    Shortly after I was sworn into office as the 78th Secretary of the Navy three years ago, I made Enhancing Strategic Partnerships one of our Department’s three enduring priorities.

    This priority has a twofold focus—building new relationships throughout the international community, as well as with industry and academia, and, equally important, reinforcing and expanding our partnerships with allies who have stood by us and with us for decades.

    As founding members of NATO in 1949, the United States and the Netherlands have, for 75 years, stood shoulder-to-shoulder in defense of our shared ideals and freedoms.

    And as we celebrate NATO’s 75th Anniversary this year, I would be remiss if I did not highlight how excited we are to work with your former prime minister, Mark Rutte [ROO-duh], when he assumes his role as NATO’s 14th Secretary General on October 1st. 

    As we consider the global challenges we face today, we are proud to sail, fly, and operate alongside the Dutch Armed Forces.

    In Europe, we are grateful for your commitment to supporting our Ukrainian partners as they fight to restore their territorial and national sovereignty in the wake of Russia’s illegal, unprovoked full-scale invasion three years ago.

    From providing Ukraine with Patriot air defense systems to playing a leading role in training Ukrainian pilots on F-16 fighter jets, your support is invaluable as Ukraine defends itself.

    South of Europe, in the Red Sea, our navies have sailed together in the defense of international commerce, deterring and responding to Houthi attacks against innocent merchant mariners.

    HNLMS Tromp and HNLMS Karel Doorman were both integral to our combined, sustained presence, reassuring our regional allies and partners of our resolve to ensure the safe passage of civilian ships and to keep a sea lane critical to keeping our international economy open.

    And earlier this summer, in the Indo-Pacific, we were pleased to welcome HNLMS Tromp and her sailors to exercise Rim of the Pacific 2024, operating alongside 25,000 personnel from 29 countries.

    As we continue to work together to address the challenges of today and prepare for the future, we look forward to working together and expanding our cooperation in key regions, including the Indo-Pacific.

    Our partnership is indeed global, and we are honored to count the Netherlands as not just an ally, but a friend.

    Transfer of $350 million in federal funding secured by lawmakers to FHWA moves MassDOT further toward replacing the Sagamore Bridge
    Boston, MA – Continuing the momentum on replacing the Cape Cod Bridges, the Healey-Driscoll Administration signed a new Memorandum of Agreement (MOA) with the U.S. Department of the Army and the Federal Highway Administration (FHWA) to move forward on rebuilding the Sagamore Bridge. Senator Warren has led efforts to secure these funds for the Bourne and Sagamore Bridges, pressing the federal government to take action to replace these crucial pieces of infrastructure. 
    Under the agreement, the USACE will transfer $350 million in federal funding secured through the 2024 appropriations bills to the Federal Highway Administration. The FHWA Eastern Federal Lands Division will use the funds to construct a portion of the new Sagamore Bridge as part of MassDOT’s overall replacement project.
    The Sagamore Bridge is vital infrastructure supporting the economy of Cape Cod and surrounding communities and ensuring safe and reliable travel for residents, workers, and millions of annual visitors. The new MOA will help to further the current plan to begin construction on the Cape. The Sagamore Project is Phase 1 of the Cape Cod Bridges Program, rebuilding both the Sagamore and the Bourne Bridges while also making investments in other transportation infrastructure along the Cape Cod Canal and expanding travel options.  
    “We’re one step closer to replacing the Cape Cod Bridges—a decades-overdue project that will lift up the entire region,” said Senator Warren. “An investment this big is made possible only by teamwork, and it’s thanks to our strong federal, state, and local partnership that we were able to secure over $2 billion for the bridges. I’ll keep working closely with Senator Markey, Representative Keating, Governor Healey, and the delegation to get this crucial project to the next stage.”
    “We continue to make important progress in our efforts to rebuild both Cape Cod Bridges. After securing $1.72 billion in federal funding, we’re now moving forward with an agreement with the U.S. Department of the Army and the Federal Highway Administration that will allocate a crucial piece of that funding and allow us to begin construction on the Sagamore Bridge,” said Governor Maura Healey. “We’re grateful to our MassDOT team, as well as our Congressional delegation and federal partnerships for their continued partnership and commitment to delivering this project for the people of Massachusetts.” 
    The project will help to spur economic growth and development, improving safety and quality of life for both the region and state. This project is critical to the Cape Cod economy, and the bridge will be a connector to other assets on a local, state, and national level. 
    Senator Warren, Senator Markey, Congressman Keating, and the Massachusetts delegation secured a total of $1.72 billion in federal funding for the bridge replacement project. In July, MassDOT won $1 billion from the Bipartisan Infrastructure Law’s (BIL) Bridge Investment Program, and in December 2023, MassDOT won $372 million from the BIL’s Federal Multimodal Project Discretionary Grant Program. Senator Warren, along with the Massachusetts Delegation, secured $350 million for the bridges in the Fiscal Year 2024 Energy and Water Development Appropriations Act, which was signed by President Biden. Governor Healey has also pledged $700 million in state support. 
    “This project has always been about partnership, and we thank the Healey Administration, the Congressional delegation and the Biden-Harris Administration for their unwavering support and funding. We look forward to working with partners and stakeholders in the region to begin the next steps to making this project a reality,” said Massachusetts Transportation Secretary & CEO Monica Tibbits-Nutt. 
    Senator Warren has long advocated for federal investments in the Cape Cod Bridges project and other critical infrastructure projects across the Commonwealth: 
    In July 2024, Senator Warren, along with Senator Ed Markey, Rep. Bill Keating, and Governor Maura Healey, announced the U.S. Department of Transportation (DOT) had awarded the Massachusetts Department of Transportation (MassDOT) and Army Corps of Engineers a billion-dollar grant to replace the Cape Cod Bridges under the Bipartisan Infrastructure Law’s Bridge Investment Program.
    In March 2024, the entire Massachusetts congressional delegation sent a letter to U.S. Secretary of Transportation Pete Buttigieg, reaffirming their support for Massachusetts’ billion-dollar Bridge Investment Program (BIP) grant application to replace the Cape Cod Bridges, in light of the $350 million in funding from the FY 2024 funding package signed by President Biden and the U.S. Department of Transportation’s $372 million Mega grant.
    In March 2024, Senators Markey and Warren and Congressman Keatingsecured $350 million for the Cape Cod Bridges in the Fiscal Year 2024 Energy and Water Development Appropriations Act.
    In December 2023, following the advocacy of the delegation, the Department of Transportation awarded Massachusetts a $372 million grant through the Bipartisan Infrastructure Law’s National Infrastructure Project Assistance (MEGA) program toward the replacement of the Sagamore bridge. 
    In May 2023, Senators Warren and Markey and Representatives Keating and Seth Moulton (D-Mass.) sent a letter to Secretary of Defense Lloyd J. Austin III, urging him to exercise his authority to support installation resilience in order to provide funding for the replacement of the Bourne and Sagamore Bridges.
    In March 2023, Senators Warren and Markey announced and applauded the inclusion of $350 million, toward a commitment of $600 million, in President Biden’s budget for the Bourne and Sagamore bridges.

    Washington, D.C.  – U.S. Senator Elizabeth Warren (D-Mass.) and Representative Madeleine Dean (D-Pa.) wrote to the CEOs of Coca-Cola, PepsiCo, and General Mills, pressing their executives on the companies’ pattern of profiteering off consumers, both through “shrinkflation” and dodging taxes on the profits they made from that price gouging.
    All three of these companies have shrunk the size of their packaging to squeeze profits out of their customers, and then paid a very slim federal income tax on their billions of dollars in profits. In other words, the companies are sticking the American people with the bill twice over, with American families (1) paying higher prices for smaller packages of food, and (2) paying their taxes while big corporations like PepsiCo avoid chipping in their fair share to run our country.
    It is clear that these big companies are engaging in shrinkflation. In fact, reporting indicates that one of the key reasons that General Mills’ profits continue to grow is because they’ve shrunk some of their packaging. For example, the “Family Size” box of Cocoa Puffs went from 19.3 ounces to 18.1 ounces while charging the same price, at least initially. Similarly, PepsiCo replaced its 32 oz Gatorade bottle with a 28 oz bottle for the same price. And Coca-Cola has openly told its shareholders that it had “earn[ed] the right” to hike prices for consumers because of their company’s market power.
    “Shrinking the size of a product in order to gouge consumers on the price per ounce is not innovation, it is exploitation,” wrote the lawmakers. “Unfortunately, this price gouging is a widespread problem, with corporate profits driving over half of inflation.”
    While these companies continue to profit off consumers, the company is also turning around and paying less of those profits in taxes than the families it price gouges. 
    According to a recent report by the Institute for Taxation and Economic Policy, from 2018 to 2022, Coca-Cola made $13.4 billion but paid an average effective tax rate of just 13.5 percent, General Mills made $12 billion but paid an average effective tax rate of just 14.8 percent, and PepsiCo made $22.4 billion but paid an average effective tax rate of just 15 percent. These tax rates are even lower than the corporate tax rate that was reduced from 35 to 21 percent by President Trump and Congressional Republicans in 2017.
    “We strongly oppose these corporate tax giveaways, and have fought to pass tax increases on big corporations, including the 15 percent minimum tax on billion-dollar corporations,” wrote the lawmakers. “No corporation should pay a lower tax rate than working Americans – especially when that same corporation turns around and gouges consumers on the other end through shrinkflation.”
    As a champion for American consumers and a secure and healthy economy, Senator Warren has engaged in oversight of corporations for unfairly increasing prices for consumers. She has also been calling for more competition and stronger enforcement of antitrust laws to bring down prices for families: 

    On February 15, 2024, Senators Warren, Baldwin, Casey, and U.S. Representative Jan Schakowsky (D-Ill.) reintroduced the Price Gouging Prevention Act of 2024, which would protect consumers and prohibit corporate price gouging by authorizing the FTC and state attorneys general to enforce a federal ban against grossly excessive price increases. 

    In December 2023, Senator Warren urged the FTC to block the Kroger-Albertsons merger, which would give the five largest food retail companies control of 55 percent of all grocery sales, allowing them to further control and ultimately raise consumer prices, while also reducing job competition, decreasing wages, and decreasing the bargaining power of organized labor. 

    In November 2023, Senator Warren called out TransDigm for its refusal to provide cost and pricing information needed to prevent price gouging of taxpayers and the Department of Defense. 

    In November 2023, Senator Warren expressed disappointment at the FTC’s decision to allow pharmaceutical giant Amgen to move forward with its acquisition of Horizon Therapeutics (Horizon) given the potential impacts on the price of medicine.  

    In the past few years, Senator Warren has urged the Biden administration to closely scrutinize other potentially anticompetitive mergers that could lead to higher prices for consumers and accelerate industry consolidation. She has led letters about the proposed mergers of Frontier and Spirit airlines, JetBlue and Spirit Airlines, Sanderson-Wayne, WarnerMedia-Discovery, and Amazon-MGM.

    In March 2022, Senator Warren introduced the Prohibiting Anticompetitive Mergers Act to help stomp out rampant industry consolidation that allows companies to raise consumer prices and mistreat workers. The bill would ban the biggest, most anticompetitive mergers and give the Department of Justice and Federal Trade Commission the teeth to reject deals in the first instance without court orders and to break up harmful mergers. 

    In February 2022, at a hearing, Senator Warren called out corporations for abusing their market power to raise consumer prices and boost profits. 

    That same month, Senator Warren requested the Department of Justice to take aggressive action against corporations violating antitrust laws to hike prices for consumers. 

    In January 2022, Senator Warren questioned Federal Reserve nominee Lael Brainard about market concentration and price gouging driving inflation.

    At a January 2022 hearing, Senator Warren pressed Fed Chair Jerome Powell on the role of corporate concentration in driving up prices for consumers during his renomination hearing to be Chair of the Board of Governors of the Federal Reserve System.

    In a New York Times op-ed published in April 2020, Senator Warren urged Congress to focus on cracking down on price gouging in its ongoing effort to address the impact of the coronavirus pandemic. 

    In March 2020, Senator Warren joined her colleagues in urging the FTC to use its full authority to prevent abusive price gouging on consumer health products during the COVID-19 pandemic.

    It is wonderful to be here with you today for this special occasion, at Farragut Seawall, named after our Nation’s first Admiral and our Navy’s first prominent Hispanic leader.

    Assistant Secretary Berger, thank you for your leadership as Assistant Secretary of the Navy for Energy, Installations, and the Environment. The work you do every day is crucially important for the readiness of our Sailors, Marines, and Midshipmen.

    Vice Admiral Davids, thank you for your leadership of the Naval Academy and of the future leaders of our Navy and Marine Corps.

    To all of our distinguished guests, Navy and Marine Corps leaders, Naval Academy faculty, and those who laid the groundwork to get us to where we are today: welcome and thank you for joining us to celebrate the ribbon-cutting for the newly fortified Farragut Seawall.

    Enduring Priorities

    When I entered office as Secretary of the Navy, I laid out Three Enduring Priorities zhich are the foundation for all we do in the Department of the Navy.

    My priority of Strengthening Maritime Dominance centers on ensuring our Sailors and Marines have the best ships, aircraft, and technology available, so that if we are called, we may fight and decisively win our Nation’s wars.

    And my priority of Building a Culture of Warfighting Excellence concerns taking care of people.

    Our people—our Midshipmen—are our greatest strength, and force readiness begins and ends with them.

    And just as our people all around the world deserve robust infrastructure to work, sleep, and study, they also deserve protection from external threats caused by one of the most destabilizing forces of our time.

    To remain the world’s dominant maritime force, the Department of the Navy must rapidly adapt to existential threats such as climate change.

    Building a Climate-Ready Force

    In September 2003, Hurricane Isabel battered the Atlantic Coast.

    And the category five hurricane did not spare the Naval Academy or our future warfighters here.

    The rising water flooded classrooms and damaged buildings—the devastation is evident in photos depicting classroom doors barely peeking above the floodwaters and buildings around the Yard partially submerged.

    The damage resulted in disruptions to classes and normal operations for our Brigade of Midshipmen, along with over one hundred million dollars’ worth of repairs.

    And since Hurricane Isabel made landfall twenty years ago, our world today has continued to face increasingly unpredictable and devasting weather phenomenon.

    Yet, the Department of the Navy is actively adapting and innovating for the changing landscape of the world and indeed of warfare.

    We have set out ambitious goals which we accomplish through installation resilience—by ensuring that our people, systems, and facilities can continue to operate effectively and accomplish our mission in the face of worsening climate impacts.

    Less than two years ago, we held a ceremony here to break ground on the first project to safeguard the Naval Academy from rising sea levels.

    Our efforts today will significantly enhance the development of our future Navy and Marine Corps leaders, enabling them to learn, grow, and thrive with minimal disruption.

    For the sake of force resilience and our people, we must continue looking over the horizon towards future challenges, finding new ways to innovate and modernize our Force.

    May the success of the Farragut Seawall project illuminate the path for future climate resilience initiatives.

    It is an honor to be with you here today at the Naval Academy for the groundbreaking ceremony of the long overdue renovations to Bancroft Hall, named in honor of this school’s founder and the 17th Secretary of the Navy, George Bancroft.

    Assistant Secretary Berger, thank you for being here today, and for your leadership as Assistant Secretary of the Navy for Energy, Installations, and the Environment. The work you accomplish every day is critical to supporting our Sailors, Marines, and future warfighters here at the Naval Academy.

    Vice Admiral Davids, thank you for your leadership of the future officers of our Navy and Marine Corps, and for your commitment to prioritizing the infrastructure which supports our education enterprise.

    Mayor Buckley, thank you for being here today, for your service and leadership of the City of Annapolis, and for your unwavering support of our Midshipmen at the United States Naval Academy.

    County Executive Pittman, we share the values of a more sustainable and secure energy future, and I thank you for your continued partnership and service to Anne Arundel County.

    And I know we could not be here today without the detailed planning and heavy lift of so many of our outside partners, those who have realized this plan from its inception two years ago.

    Captain Schwarz, the interdependence between the Naval Support Activity and the Naval Academy is on full display today. Thank you for your leadership and guidance of NSA Annapolis.

    Enduring Priorities

    Because our people—Sailors, Marines, civilians, and Midshipmen alike—provide the foundational strength for this Department.

    In order to accomplish their mission, our Midshipmen require adequate facilities to train, learn, and grow.

    And the Department of the Navy is forward-looking and focused on the challenges which lie ahead.

    Building a Climate-Ready Force

    We have created the foundation and guidelines by which we are building a climate-ready, warfighting force through Climate Action 2030 and the Naval Academy’s Installation Resilience Plan.

    Here at the Naval Academy, we are developing solutions to climate issues through the Center for Energy Security and Infrastructure Resilience, or “CESIR” [SEE-zuhr].

    Established earlier this year, CESIR will equip Midshipmen with the knowledge and skills to address complex climate challenges throughout their naval careers.

    What’s more, we are investing in the climate resiliency of our facilities, to include this renovation of Bancroft Hall.

    As the center of Midshipman life—the building in which our over four thousand future Navy and Marine Corps Officers sleep and study, Bancroft Hall is a symbol of the Naval Academy as a whole.

    The bonds of camaraderie among our Midshipmen are forged here at Bancroft Hall, creating lifelong friendships and shaping our young Americans into the warfighting leaders our Navy and Marine Corps Team needs.

    However, severe weather events have impacted the longevity of our buildings both inside and out.

    Given the criticality of Bancroft Hall to the mission of the United States Naval Academy in developing the future warfighters of our Fleet and our Force, we must continue to invest in its maintenance and improvement.

    As I have said before, our people are our greatest strength, and force readiness and resilience begin and end with them.

    This critical investment in our infrastructure is inextricably connected to our mission readiness here at the Naval Academy.

    Despite the tremendous scale and consequences of climate change, we possess both the means and opportunity to address them, and I am proud to stand here today as we embark on the beginning of this necessary infrastructure investment for our Midshipmen.

    I thank all of you once more for joining us today, to celebrate the groundbreaking of our Bancroft Hall renovation efforts, the first step in reducing the threat posed by the world’s changing climate to our personnel, platforms, systems, and installations.

    Good morning, everyone!

    It is an honor to be here with you this morning to celebrate the service of Vice Admiral Crandall and to welcome Vice Admiral French as he assumes the role of Judge Advocate General of the Navy and command of the Office of the Judge Advocate General.

    First and foremost, I would like to thank Vice Admiral Crandall’s family and friends here with us today.

    To Vice Admiral Crandall’s wife, Barb, thank you for your dedication and all you have sacrificed on behalf of the Navy.

    You have been a valued member of our Navy team since your husband’s time in NROTC over forty years ago.

    I thank you for your selfless volunteer work with the Navy and Marine Corps Relief Society and the Navy Officer’s Spouses Club, along with organizations outside of the Navy such as the annual Alzheimer’s Walk for Life and Christ Church Washington Parish for Calvary Women’s Services.

    All this while working part-time as the office manager and paralegal at a law firm in Burke, Virginia.

    While we are celebrating your husband’s achievements today, we are also celebrating yours, and I wish you the best in your retirement. Congratulations.

    To Mr. Darse Crandall and Mrs. Ruth Ann Crandall, thank you for raising an incredible son who dedicated his career and indeed his life in service of our great Nation.

    Kathie and Amy, it is wonderful to have you here in celebration of your nephew and brother.

    I am humbled and honored to be a part of this momentous occasion today—the changing of command from one accomplished officer to another, and to celebrate the service of Vice Admiral Crandall.

    World Today/OJAG Accomplishments

    Our Navy JAG Corps is essential to ensuring our Sailors are ready.

    And this is vital, because as you have seen and read in the news, we face tremendous uncertainty in the world today.

    For the first time since World War II, we face a comprehensive maritime power—our pacing challenge—in the Indo-Pacific.

    The People’s Republic of China continues to exert its excessive maritime claims through their navy, coast guard, and maritime militia.

    In Europe, Russia is well into the third year of its full-scale and illegal invasion of Ukraine.

    Ukraine is fighting not just for their own liberty and freedom—they are fighting to protect democracy in Europe and indeed around the world.

    In the Red Sea and Gulf of Aden, we are working alongside our NATO allies and Middle East Partners to ensure the safety of innocent, civilian mariners and protecting our commercial shipping against Iranian-aligned Houthi attacks.

    Immediately following Hamas’s brutal attack against the people of Israel on October 7th, our Sailors and Marines were on station, the ready integrated force the world needed.

    Our Navy-Marine Corps Team is at the forefront of defending and preserving global stability, and we remain committed to ensuring freedom of navigation of the world’s seas and oceans.

    Our mission would be impossible without the essential work of our Navy JAG Corps. And Vice Admiral Crandall’s leadership of the twenty-three hundred attorneys, enlisted Legalmen, and civilian employees of the Navy JAG Corps community was integral to their many successes.

    Throughout his time as Judge Advocate General of the Navy, Vice Admiral Crandall provided tailored legal advice for high-profile cases and the most sensitive matters affecting the Department of the Navy.

    Under his supervision, the JAG Corps teams adeptly operated a full federal court-martial system, with counsel and judges executing military justice matters from investigation to final appeal.

    He implemented a total overhaul of the Navy’s legal technology, modernizing the Navy’s case management and tracking systems, and implementing deliberate, repeatable processes to ensure these systems continue far into the future.

    While accomplishing all of this, he also led the Navy’s implementation of Congressional and DoD reforms, including establishing and reaching full operational capability for the Office of Special Trial Counsel.

    This worldwide military justice organization prosecutes “covered offenses”—violations of certain Punitive Articles of the UCMJ—and overall increases readiness of our Fleet and Force.

    Throughout his tenure, the JAG Corps has grown significantly, adjusting to unprecedented demands and cases. And throughout this growth and extraordinary change, Vice Admiral Crandall has never forgotten about the Sailors and civilians of the JAG Corps.

    He, in fact, committed to and prioritized strengthening the cooperation between the Department of the Navy’s uniformed and civilian lawyers, and graciously welcomed my General Counsel aboard in early 2022.

    Vice Admiral Crandall, I could create a laundry list of your accomplishments over the past three years as Judge Advocate General of the Navy, but we would be here all day.

    And although I know you may be eager to begin charging by the hour, I’m afraid you’re going to have to take these remarks pro bono.

    The tremendous work you accomplished during your tenure as principal military legal counsel to both myself and the Chief of Naval Operations cannot be overstated.

    Thank you for your tireless pursuit of justice and protection of the law.

    Because of your efforts, experience, and vision, you leave a lasting legacy for others to follow.

    A year ago today, on October 7, 2023, the Iranian-backed Hamas terrorist organization brutally murdered over 1,200 innocent civilians, including more than 40 American citizens, and took 251 more innocent people hostage, including 12 Americans. This was the worst terrorist attack in Israel’s history. We honor the memory of those killed and continue to work to secure the return of the hostages and our American citizens.

    On October 5 and 6, I met with Minister of Defense Yoav Gallant, Chief of the General Staff, Lt. Gen. Herzi Halevi, as well as key members of the Israeli Defense Forces, operational units, and other Israeli national security leadership.

    Minister Gallant and I discussed the current security situation in Israel, efforts to defend Israel, and efforts to further deter common threats. Lt. Gen. Halevi and his staff provided me with a situational assessment of Iran’s ballistic missile attack on Israel on Oct. 1 that targeted Israel and resulted in the death of a Palestinian man in Jericho. We discussed ongoing Iranian-backed threats to the region and efforts to stabilize the region, ensure Israel’s security, and deter Iran’s malign and reckless activities.

    Before departing, I reiterated the strength of our ironclad military-to-military commitment between CENTCOM and the Israeli Defense Forces. We will continue to consult with our Israeli partners about their defense and how to monitor and counter further threats like the one that took the lives of so many on Oct. 7.

    On this day of remembrance, we honor the spirit of the people of Israel, we affirm our commitment to the return of the hostages, and we mourn the victims of Oct. 7.

  • MIL-OSI Security: Defense News: Cyber Resiliency is Readiness

    Throughout the course of the month, we will reflect upon our individual and collectives roles as “Cyber Warriors”, and the critical contribution of cyber to the Navy’s warfighting and business support missions!

    Each Monday during the month of October, we will transmit a new message focused on different elements of cybersecurity and the roles we all play in them. Cybersecurity is the foundation of everything we do, whether you are a fire control technician, 9-1-1 dispatcher, or contracting officer, the steps you take to keep the Navy cyber secure are critical to our mission success.

    The CNO’s North Star states “By 2027, the Navy will be more ready for sustained combat as part of a Joint and Combined force, prioritizing the People’s Republic of China as the pacing challenge and focusing on enabling the Joint warfighting ecosystem.” To meet CNO’s goals, it is critical we as a Navy continue to improve our cyber posture, hardening our cyber defenses and improving our resiliency so that Sailors can continue to operate in a contested cyber environment. According to the Office of the Director National Intelligence, China remains the most active and persistent cyber threat to U.S. Government, private-sector, and critical Infrastructure networks.

    Even now, state-sponsored cyber actors are seeking to pre-position themselves on our information technology networks for disruptive or destructive cyberattacks. In the event of a major conflict, the Navy must be prepared to sustain and counter aggressive cyber operations against both critical infrastructure and military assets.

    A key part of that preparation is improving the Navy’s cyber resiliency, which is our ability to anticipate, withstand, recover from, and adapt to adverse conditions, attacks, or compromises on systems. The goal is to ensure that critical systems have the ability to deliver capabilities and execute supported missions in a contested cyber environment. By improving our resiliency we are improving our readiness.

    Cyber Resiliency is a cornerstone to our Navy’s ability to achieve the CNO’s North Star and compete in the globally interconnected battlespace of 21st century conflict.
