  • MIL-OSI USA: Governor Lamont Announces $10 Million Investment in Rural Transportation Infrastructure

    (HARTFORD, CT) – Governor Ned Lamont and Transportation Commissioner Garrett Eucalitto today announced that $10 million in state funding is being awarded to eight rural communities in Connecticut through the Transportation Rural Improvement Program (TRIP), a state grant program administered by the Connecticut Department of Transportation that is designed to support the state’s rural communities, which are often ineligible for many federal transportation programs.

    “Connecticut’s rural communities are often shut out of many federal programs because of their size or density, and the state’s TRIP program fixes that problem,” Governor Lamont said. “Our smaller towns are one of the many things that make Connecticut such a wonderful place to live, work, and raise a family. More importantly, these state grants will not only strengthen transportation but help to ensure our communities remain safe and connected for future generations.”

    “This program helps rural communities deliver important safety improvement projects that may otherwise have been shelved due to a lack of funding,” Commissioner Eucalitto said. “No matter the population size, Connecticut’s municipalities deserve to have access to funding and programs that can improve safety and mobility.”

    The eight selected projects include:

    • Barkhamsted – Roadway Improvements on West River Road ($1,077,856): This project includes repaving and infrastructure enhancement of West River Road, a 4.04-mile scenic road running along the West Branch of the Farmington River. The road is a vital corridor through the American Legion State Forest and passes the Austin Hawes State Campground connecting the Pleasant Valley section of town to the historic Village of Riverton.
    • Bethlehem – Roadway Improvements on Flanders Road ($2,000,000): This project includes paving, drainage, and safety improvements for the 1.6- mile Flanders Road. This roadway provides connectivity between Route 6 in Woodbury and Route 61 in Bethlehem, linking the two town centers.
    • Bolton – Replacement of Lyman Road Bridge ($1,413,238): This project includes replacing the existing twin 6’ diameter asphalt coated corrugated metal pipe culverts with an 18’ clear span by 6’ rise precast concrete box culvert. The roadway connects several neighborhoods to neighboring towns, access to Gay City State Park, shopping and entertainment for a significant area of Bolton.
    • Burlington – Roadway Improvements on West Chippen Road ($1,545,500): The project includes full-depth reconstruction of the roadway and drainage improvements, which will make conditions safer for drivers, bicyclists, and pedestrians. In the vicinity of the project area are the Session Woods Wildlife Management Area and the Tunxis Trail hiking area. Additionally, the roadway provides an alternate travel route from Bristol to Burlington.
    • Columbia – Thompson Hill Road Bridge over Clark Brook ($1,479,899): The project includes replacing the 5’ diameter precast concrete culvert with a three sided, 18’ clear span concrete frame that will address frequent flooding and road damage caused by inadequate drainage. The new culvert will improve water flow, reduce the risk of flooding, and enhance the durability and safety of the roadway. Thompson Hill Road serves as a critical connector between two major state routes, Route 6 and Route 66, ensuring efficient transportation for residents, commuters, and businesses.
    • Goshen – West Hyerdale Drive Bridge Rehabilitation over the Marshapaug River ($1,500,000): The project includes lining four existing corrugated metal pipe culverts, extending the life of the bridge for an estimated 75 years. The roadway connects neighborhoods together and provides the shortest route for both emergency vehicles and the public to access to the town center.
    • Litchfield: Roadway Improvements on Campville Road ($968,000): The project includes full-depth reconstruction of the roadway and drainage improvements, which will make conditions safer for drivers, bicyclists, and pedestrians. This roadway is a link between Route 8 and Route 254 and provides access from Route 8 to facilities such as Humaston Brook State Park, Northfield Brook Lake Park, and Topsmead State Forest.
    • Marlborough – Sidewalk Extension on Lake Road ($341,179): This project will construct more than 300 feet of sidewalk and a crosswalk on Lake Road, as well as provide upgrades to existing crossing technology on North Main Street. Construction of this segment of the sidewalk completes the interconnection between Blish Park and the Elmer Thienes/Mary Hall Elementary School passing through the town center.

    The TRIP program was established in 2022 and is fully supported by state funding. The first round of awards was announced in January 2024, with $9 million in grants issued. Future TRIP grant opportunities will be announced later this year, pending funding availability.

  • MIL-OSI Africa: First Lady Erdoğan meets with Pope Leo XIV

    First Lady Emine Erdoğan met with the Spiritual Leader of the Catholic World and Head of the Vatican City State, Pope Leo XIV, during her visit to the Vatican for the “Fraternal Economy Session on Ethical Multilateralism” programme hosted by the Pontifical Academy of Social Sciences.

    The meeting, held at the Vatican Apostolic Palace, addressed the ongoing humanitarian tragedy in Gaza, efforts to combat climate change, the fight against Islamophobia and racism, and the importance place of family within the society.

    Congratulating Pope Leo XIV on his election to the office a short while ago, Mrs. Erdoğan hoped this would be auspicious for the Christian world.

    During the meeting, which focused on the humanitarian tragedy in Gaza under Israel’s aggression and blockade, First Lady Erdoğan called on the Pope to make sure the Christian world engages in the Gaza issue more strongly with a view to reaching permanent ceasefire and securing the delivery of humanitarian aid.

    First Lady Erdoğan underlined that a two-state solution must be implemented as soon as possible and the number of countries recognizing the State of Palestine must increase in order to establish lasting and sustainable peace in Palestine.

    First Lady Erdoğan also stated that Christians living in the region, whose churches and communities are under constant threat, need to regain their peace, too.

    Also touching on the fight against climate change, First Lady Erdoğan informed Pope Leo XIV about the “Zero Waste” movement, launched in Türkiye and then institutionalized at the United Nations, and added that there is a great potential for cooperation between Türkiye and the Vatican in addressing climate change.

    Drawing attention to the alarming levels Islamophobia, racism and intolerance have reached recently, First Lady Erdoğan stressed the need for gathering the efforts undertaken on these issues around a collective will.

    Different cultures and faiths co-exist in Türkiye peacefully for centuries, First Lady Erdoğan said, adding that Christian communities constitute an inseparable part of Türkiye’s rich mosaic. 

    In a social media post following the meeting, First Lady Erdoğan stated: “During my visit to the Vatican for the ‘Fraternal Economy Session on Ethical Multilateralism’ programme hosted by the Pontifical Academy of Social Sciences, I had the honour of meeting His Holiness Pope Leo XIV, the Spiritual Leader of the Catholic World and Head of the Vatican City State.

    During our meeting, we focused on the current humanitarian crisis in Gaza.

    We discussed the crucial need for the Christian community to adopt a more assertive position in order to secure a lasting ceasefire and guarantee the full provision of humanitarian aid.

    I conveyed our appreciation for the Vatican’s endorsement of the two-state solution, which serves as the basis for a fair and lasting peace in Palestine.

    His Holiness Pope Leo XIV and I also engaged in a conversation regarding the Zero Waste approach, which is a fundamental tenet of our global environmental movement.

    We are in agreement that the climate crisis is a shared concern for all of humanity, irrespective of their faith or region.

    In this context, I have observed that there is significant potential for collaboration between Türkiye and the Vatican in addressing climate change. We assessed our shared areas of collaboration.

    I express my sincere appreciation to His Holiness Pope Leo XIV for his generous hospitality and hope that the significant responsibility he has embraced will yield positive outcomes for the Catholic community and all of humanity.”

  • MIL-OSI New Zealand: Weather News – Filled to the Brim with Heavy Rain – MetService

    Covering period of Thursday 3rd – Tuesday 8th July – We’re in the thick of it again today (Thursday), with a slew of Heavy Rain Warnings and Watches, Severe Thunderstorm Watches, Strong Wind Watches, and a Heavy Snow Watch. The hits just keep coming with these quick moving systems, it’s giving us weather whiplash.  

    In amongst the widespread rain, the top half of the North Island is on the lookout for downpours with Severe Thunderstorm Watches from this afternoon.  Commute time in Auckland is looking busiest, so it’s a good idea to head home earlier if you can.  

    MetService Meteorologist Katie Hillyer advises, “The localised downpours are the real risk we are highlighting with the Severe Thunderstorm Watches; people shouldn’t be fooled by the lack of thunder and lightning. It’s a good time for people to turn on notifications in the app for any Severe Thunderstorm Warnings that may be issued for their area”.  

    Damaging winds are also possible for Northland and Auckland, with a background of strong winds as per the Strong Wind Watches, combined with the potential of gusts between 90-110km/hr in any Severe Thunderstorms. As the heavy rain band moves off, these areas are not completely out of the woods, with heavy showers and possible thunderstorms and hail on Friday and Saturday. It will take until Sunday and into Monday for these areas to get some settled weather, even if it’s not for as long as we’re hoping.  

    Heavy Rain Watches have also been issued for the Wellington and Kapiti regions for this afternoon and evening.

    Rain is setting in the Tasman, Nelson and Marlborough regions as they are under their Heavy Rain Warnings until 7pm today. “While accumulations are not as high as last week, the saturated starting conditions will play a huge part in the impacts we will see, so it is important to not get caught comparing numbers to last week”, says Hillyer. “We advise on the weather, but local emergency management services and councils know their areas best, so people are encouraged to also pay close attention to their messaging and advice”, she continues. After this rainband moves off today, showers, some possibly heavy, continue into Friday and early Saturday before settled weather pushes in.

    A different flavour in the south of the country, with a Heavy Snow Watch for Southern Canterbury High Country, Queenstown Lakes District, and Central Otago where down to 600 metres, snow may approach Warning criteria, but those down to 400 metres may get a fresh dusting today. Many road passes have the risk of snow settling, so travellers should keep up with messages from NZTA Waka Kotahi. Dunedin and North Otago are also under a Heavy Rain Watch from 3pm-3am, before gradually settling into the weekend.

  • MIL-OSI USA: ICE HSI Newark operation makes 18 arrests, takes down Newark open-air drug market

    NEWARK, N.J. –U.S. Immigration and Customs Enforcement Homeland Security Investigations Newark and multiple federal, state and local partners made 18 arrests of alleged co-conspirators for roles in a drug trafficking organization on July 1 in Newark, New Jersey.

    The arrests are a result of a 14-month HSI Newark investigation with the Newark Police Department and the U.S. District Attorney for the District of New Jersey.

    “In addition to the 18 arrests, HSI’s investigation led to federal charges filed against 24 individuals and we executed seven federal search warrants in and around Essex County, New Jersey,” said HSI Newark Special Agent in Charge Ricky J. Patel during a press conference following the operation. “Law enforcement partnership and teamwork were essential in our success. I am proud to say these alleged conspirators operating the sale of narcotics primarily from the Bradley Court Public Housing Complex have been stopped thanks to thousands of hours of police work. The livelihood of the tenants throughout 10 three-story apartment buildings who have been plagued by this dangerous enterprise for far too long can now feel a sense of safety and security.”

    On July 2, two additional defendants were arrested. Four remain at large.

    HSI Newark’s investigation uncovered a complex criminal enterprise with ties to transnational organized crime, that distributed more than 400 grams of fentanyl and a kilo of heroin. During the takedown operation, approximately $113,000 dollars in bulk cash/drug proceeds, illicit firearms, ammunition, narcotics, including 28 bricks of fentanyl and heroin, and vehicles were seized.

    According to the investigation, the defendants are members or associates of Sex, Money, Murder—a Blood affiliated criminal street gang (“Enterprise” or “the Enterprise”) that controls the drug trade in Bradley Court Housing Complex located near North Munn Avenue and Tremont Avenue in Newark. The Enterprise are also known as Munn Block, M-Blok, and Tombstone Gang (TSG). Munn Block are closely aligned with another Blood affiliated gang known as Voorhees, who operate around Voorhees Street—members and associates of the Enterprise refer to the collective union as “MunnHees”.

    “It is critical for the public to understand that these individuals engaged in the most dangerous of action, were armed and were involved in shootings,” said SAC Patel. “They peddled narcotics to include fentanyl, heroin, and crack cocaine, all while risking the lives of those around them for power and money. Surveillance, undercover activity and electronic monitoring were just some of the necessary steps needed to bring these individuals to justice.”

    For over a year, law enforcement conducted extensive surveillance of the area, conducted numerous controlled purchases of narcotics, seized narcotics through enforcement action, and analyzed telephone records, all of which demonstrated extensive interactions between and among the charged defendants. Members and associates of the Enterprise are known to use social media on a variety of platforms and mobile applications, including Instagram, YouTube, X (formerly Twitter), Signal, Telegram, and WhatsApp to conduct the business of the Enterprise, communicate with one another, promote the Enterprise through sharing photographs and videos, and further the Enterprise’s goals. Specifically, the Enterprise uses the release and promotion of drill rap songs and music videos on social media to intimidate rival gang members, witnesses, and other members of the community, and to promote the Enterprise.

    “For far too long, the Bloods have overtaken the Bradley Court Housing Complex — turning its courtyards and residential buildings into a hub for pumping deadly fentanyl into the city of Newark, while endangering the lives of the citizens who call this community home.” said U.S. Attorney Alina Habba. “This poison has ripped families apart and stolen countless lives. That stops today. These arrests affirm my office’s commitment to taking guns and drugs off the streets and serves as a clear warning to anyone who considers engaging in violent activity. The defendants in this case, as in all criminal cases, are presumed innocent unless, and until proven guilty. However, everyone should understand that if you spread this poison or engage in this violent activity, we will use every resource necessary to find you, dismantle your operation, and prosecute you.”

    Other agencies who supported HSI Newark’s investigation and operations were the U.S. Customs and Border Protection, Federal Bureau of Investigation, U.S. Marshals Service, Essex County Prosecutor’s Office, Middlesex County Prosecutor’s Office, the New Jersey State Police, Newark Police Department, East Orange Police Department and the Newark Housing Authority Security Department.

    Sebastian Pierrecent, a/k/a “Sosa,” 21, Quayyan Johnson, and Tauheed Carney are also each charged with possession of a machine gun. In addition, Pierrecent is charged with possession of firearms and ammunition by a convicted felon.

    Pierrecent, Johnson, and Carney, are also charged with possession of a machine gun that was used in the June 17 shooting in rival gang territory near Mapes Avenue in Newark.

    The defendants charged in the drug conspiracy face a mandatory minimum penalty of 10 years in prison, maximum potential penalty of life in prison, and a $10 million fine. Pierrecent, Johnson, and Carney each face up to 10 years in prison for possession of the machinegun. Pierrecent faces up to 15 years in prison for possession of firearms and ammunition as a convicted felon.

    The Government’s deep and wide cuts to public service jobs have taken its toll on the housing market over the past year, as well as the lives of public service workers and public services.
    Cotality NZ (formerly CoreLogic) latest home value index showed Wellington remaining the outlier, the only major metropolitan region experiencing big falls over the year (-5%) and over the last three months (-1%). There was also no change in house prices over June in Wellington.
    “The deep wounds inflicted by the Government’s rushed job cuts have been laid bare by the impact on the housing market,” said Fleur Fitzsimons, National Secretary for the Public Service Association Te Pūkenga Here Tikanga Mahi.
    “The Government not only cut jobs, but there remains a continued threat to the security of employment in Wellington.
    “Insecure employment undermines the ability of people to make important life decisions like buying a house and starting a family.
    “The cuts and proposed changes to personal grievance protections which amount to a fire at will approach will make it harder for people to commit to buying a home, putting down roots and having children.
    “Lives have been turned upside down by this Government with little sympathy for the disruption it has caused.
    “This is a heartless government which continues to think up new ways to erode the rights of workers and undermine the capability of the public service.
    “Wellington’s economy continues to suffer from its decisions and ordering workers to spend more time in the office is ignoring the real reason for the city’s slump.”

    The Government is investing more than $56 million into water resilience projects in rural Canterbury to help protect against changing weather patterns and increase productivity through higher value land use, Regional Development Minister Shane Jones and Associate Regional Development Minister Mark Patterson say.
    “Ease of access to water is a top priority for Canterbury’s rural communities,” Mr Jones says.
    “Canterbury has so far avoided the extreme drought experienced in previous years, thanks in part to high rainfall over December and January. However, it is still critical that the region future-proofs its water supply.”
    The three projects receiving loans through the Regional Infrastructure Fund (RIF) are:

    Opuha Dam and Irrigation Scheme upgrade – up to $20.8m to upgrade Opuha Dam
    Balmoral Water Storage Facility (Amuri) – up to $20m to build a pond to store up to 10 million cu m for an existing irrigation scheme where resource consents are already held to divert, take, use, and discharge water to land in Amuri Basin.
    Waimakariri Irrigation Scheme – up to $15.6m to develop a large-scale storage facility to improve water reliability through the existing Waimakariri Irrigation Scheme.

    Mr Patterson was at an event in Cust, along with close to a 100 farmers and other stakeholders to announce the funding.
    “In recent years Canterbury has faced increasingly longer and dryer periods. Last August I was nearby Rangiora to announce additional support for farmers dealing with drought,” Mr Patterson says.
    “Opuha Dam is a vital regional asset which needs an upgrade to extend its life and address flood management, water quality and seismic risks. Today’s funding will ensure this critical work goes ahead,” Mr Patterson says.
    “As well as irrigating farms, the dam has enabled growth in downstream industries such as vegetable and dairy processing while helping preserve the river environment.
    “The Balmoral project will ensure a more reliable water supply for farmers, providing more certainty to continue investing in diversified land use and high-value food production.
    “The need for a more reliable water supply was also a key driver for the Waimakariri Irrigation Scheme. The project will enable water diverted from Waimakariri River when it is plentiful to be stored in ponds and used all year,” Mr Patterson says.
    “Each of these projects has its own geographical boundary within which it operates but combined they provide a significant boost to the region’s broader water resilience and supply for the primary production sector,” Mr Jones says.

    The  Regional Infrastructure Fund is a capital fund with the primary purpose of accelerating infrastructure projects, with a focus on water storage, energy, and resilience that will make a difference in the regions.
    Funding is approved in principle and announced, after which contracts are negotiated. Some funding may depend on completion of business cases. Payments are made once agreed milestones are met. These are set as part of contract negotiations and differ from project to project.

    External Affairs Minister S Jaishankar on Wednesday dismissed suggestions that Pakistan has any bearing on India’s ties with the United States, asserting that the relationship stands on its own merit and is not defined by third countries.

    Addressing a press conference in Washington, Jaishankar said, “I would really urge you to get over the idea that we need to define ourselves regarding third countries in order to forge ahead in ties with Washington,” Jaishankar told reporters.

    “Big relationships are not forged in terms of third countries and where they fit,” he emphasised, responding to a question on whether Pakistan’s role has changed India-US ties.

    “The central factor in the relationship between India and the US is India and the US. It is our complementarity. In many ways, it is the benefits that we get from closer relationship that is actually driving it,” he said.

    Jaishankar underlined that India’s growing global stature demands greater self-assurance when engaging major partners. “We are a big country. We are among the top five economies of the world. We are the most populous country in the world. Our influence is growing,” he said. “We must have that confidence.”

    The foreign minister said that ties with the US have progressed on substantive issues that bring mutual benefit. “It’s about trade. It is about investment. It is about technology. It is about mobility. It is about energy,” he said.

    On former US President Donald Trump’s claim that he brokered the ceasefire between India and Pakistan after Operation Sindoor, Jaishankar said: “The record of what happened was very clear.”

    “The ceasefire was something that was negotiated between the DGMOs” — Directors General of Military Operations Lieutenant General Rajiv Ghai of India and Major General Kashif Abdullah of Pakistan — “I’d leave it at that,” he said.

    Jaishankar is in Washington for the Quad Ministerial meeting with US Secretary of State Marco Rubio and the Foreign Ministers of Australia and Japan. The Quad Ministers condemned the Pahalgam massacre carried out by The Resistance Front, linked to the Pakistan-based Lashkar-e-Toiba.

    On the sidelines, Jaishankar held separate meetings with Secretary Rubio, US Defence Secretary Pete Hegseth and Energy Secretary Chris Wright.

    “We essentially did a stock-taking of the last six months. And, you know, what do we do to go, a look ahead,” Jaishankar said on his talks with Rubio. “This included a discussion on trade and investment, on technology, on defence and security, on energy and on mobility.”

    Defence and energy ties warranted dedicated meetings with Hegseth and Wright, the Minister added.

    A court ruled against the family of the terrorist behind a vicious attack in Boulder, Colorado, clearing the way for the family to be deported

    WASHINGTON – On Wednesday, a federal court dismissed a lawsuit to release the family of the terrorist responsible for an anti-Semitic firebombing attack in Boulder, Colorado last month, from ICE custody.

    “This is a proper end to an absurd legal effort on the plaintiff’s part. Just like her terrorist husband, she and her children are here illegally and are rightfully in ICE custody for removal as a result,” said Assistant Secretary Tricia McLaughlin. “This terrorist will be prosecuted to the fullest extent of the law. We are investigating to what extent his family knew about this heinous attack, if they had knowledge of it, or if they provided support to it.” 

    Mohamed Sabry Soliman firebombed a pro-Israel demonstration using Molotov cocktails and a homemade flamethrower to attack dozens of demonstrators on June 1. One of those injured, 82-year-old Karen Diamond, died of her injuries on June 25. Soliman now faces over 70 charges, including: 

    • First-degree murder,
    • First-degree assault,
    • Committing a hate crime. 

    After Soliman’s arrest, it was discovered that not only is he in the United States illegally on an expired visa, but his wife and five children were here illegally as well. After being detained by ICE to undergo removal proceedings, U.S. District Court Judge Gordon Gallagher issued a ruling blocking their deportation on June 4. 

    On July 2, U.S. District Judge Orlando Garcia dismissed the lawsuit filed by the family in Dvortsin v. Noem, declaring that “the Court finds that Petitioners’ habeas proceeding and their claims in this case must be and hereby are DISMISSED WITHOUT PREJUDICE. This case is CLOSED.”

  • Pakistan doesn’t impinge on India-US ties: Jaishankar

    External Affairs Minister S Jaishankar on Wednesday dismissed suggestions that Pakistan has any bearing on India’s ties with the United States, asserting that the relationship stands on its own merit and is not defined by third countries.

    Addressing a press conference in Washington, Jaishankar said, “I would really urge you to get over the idea that we need to define ourselves regarding third countries in order to forge ahead in ties with Washington,” Jaishankar told reporters.

    “Big relationships are not forged in terms of third countries and where they fit,” he emphasised, responding to a question on whether Pakistan’s role has changed India-US ties.

    “The central factor in the relationship between India and the US is India and the US. It is our complementarity. In many ways, it is the benefits that we get from closer relationship that is actually driving it,” he said.

    Jaishankar underlined that India’s growing global stature demands greater self-assurance when engaging major partners. “We are a big country. We are among the top five economies of the world. We are the most populous country in the world. Our influence is growing,” he said. “We must have that confidence.”

    The foreign minister said that ties with the US have progressed on substantive issues that bring mutual benefit. “It’s about trade. It is about investment. It is about technology. It is about mobility. It is about energy,” he said.

    On former US President Donald Trump’s claim that he brokered the ceasefire between India and Pakistan after Operation Sindoor, Jaishankar said: “The record of what happened was very clear.”

    “The ceasefire was something that was negotiated between the DGMOs” — Directors General of Military Operations Lieutenant General Rajiv Ghai of India and Major General Kashif Abdullah of Pakistan — “I’d leave it at that,” he said.

    Jaishankar is in Washington for the Quad Ministerial meeting with US Secretary of State Marco Rubio and the Foreign Ministers of Australia and Japan. The Quad Ministers condemned the Pahalgam massacre carried out by The Resistance Front, linked to the Pakistan-based Lashkar-e-Toiba.

    On the sidelines, Jaishankar held separate meetings with Secretary Rubio, US Defence Secretary Pete Hegseth and Energy Secretary Chris Wright.

    According to court documents and evidence presented at trial, on December 15, 2022, Benjamin Quintero Martinez, 31, and Rodolfo Reyes Martinez, 27, aided and abetted by each other and others, possessed with intent to distribute over 1 kilogram of fentanyl, including possessing a pill press used to manufacture illicit pills containing fentanyl, over 200 grams of methamphetamine, and over 200 grams of cocaine. The defendants also possessed 7 firearms in furtherance of drug trafficking. Both defendants were prohibited from possessing firearms because they had previously been convicted of the following felony offenses.

    On July 7, 2014, in Shelby Circuit Court, Quintero Martinez was convicted of trafficking in a controlled substance, cocaine, less than 4 grams, 1st degree, 1st offense, and tampering with physical evidence.

    On January 4, 2016, in Henry Circuit Court, Quintero Martinez was convicted of trafficking in a controlled substance, 1st degree, 1st offense (two counts).

    On May 22, 2017, in Shelby Circuit Court, Quintero Martinez was convicted of trafficking in a controlled substance, 1st degree, possession of a firearm by a convicted felon, possession of handgun by a convicted felon, tampering with physical evidence, and trafficking in a controlled substance while in possession of a firearm.

    On June 29, 2017, in Shelby Circuit Court, Quintero Martinez, was convicted of trafficking in a controlled substance, methamphetamine, less than 2 grams, 1st degree, 1st offense.

    On February 28, 2019, in Marshall Circuit Court, Reyes Martinez was convicted of complicity to escape, 2nd degree.

    On July 19, 2022, in Shelby Circuit Court, Reyes Martinez, was convicted of convicted felon in possession of a firearm.

    Both are scheduled for sentencing on September 25, 2025, before a United States District Judge for the Western District of Kentucky. Quintero Martinez faces a mandatory minimum sentence of 20 years, Reyes Martinez faces a mandatory minimum sentence of 15 years, and both face a maximum sentence of life in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    Bill Approved by Senate Updates Reference Prices, Strengthens Crop Insurance
    FARGO, N.D. – Senator John Hoeven, chairman of the Senate Agriculture Appropriations Committee and a senior member of the Senate Agriculture Committee, today held a roundtable with North Dakota farm leaders to outline provisions he secured in the One Big Beautiful Bill, including:
    Updated reference prices, with built-in future increases.
    Elements of Hoeven’s FARMER Act to strengthen crop insurance and make higher levels of coverage more affordable for producers.
    Sugar Program Extension.
    Improvements to Livestock Disaster Programs.
    “The One Big Beautiful Bill provides significant tax relief for working Americans, including our farmers and ranchers, but we also secured the heart and soul of the farm bill in this legislation,” said Hoeven. “That includes priorities like updated reference prices for this crop year, stronger and more affordable crop insurance, as well as updates to the sugar program and improvements to livestock disaster programs. These are the core pieces of the farm bill and vital to farm country. The Senate has now passed what is essentially a seven year farm bill.”
    Specifically, the legislation:
    Increases reference prices for Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) by 10% to 20% (specific increase varies by commodity).
    Built-in future reference price increases with an inflation adjuster and an improved price escalator to prevent reference prices from becoming outdated when market and input costs change.
    New safety net begins right away – producers can receive the higher of the ARC or PLC payment for this crop year, 2025, with the new updated reference prices. North Dakota farmers will see tens of millions of dollars in relief in 2025 alone thanks to these updates.
    Key provisions of Hoeven’s FARMER Act to strengthen and expand access to affordable crop insurance:
    Increases premium support for individual-based coverage across nearly all levels – starting at 55% — by an additional 3-5%.
    Enhances the Supplemental Coverage Option by raising the coverage level from 86% to 90%, and boosts premium support from 65% to 80%.
    Extension of the sugar program through 2031, while increasing the sugar loan rate to better align with current market conditions.
    Improvements to livestock disaster programs
    Sets Livestock Indemnity Program (LIP) payments at 100% of market value for losses from federally protected predators and 75% for weather and disease losses.
    Improves the Livestock Forage Program (LFP) to provide one monthly payment to eligible producers with grazing land in counties rated D2 (severe drought) for at least four consecutive weeks and two payments if D2 persists during any seven of eight consecutive weeks within the normal grazing period.
    Tax Relief for Agriculture Producers
    The legislation permanently extends current individual tax rates and bracket changes of the Tax Cuts and Jobs Act, preserving $4 trillion in tax breaks, and increasing take-home pay by up to $10,900 in the first four years for the typical family as a result of economic growth and tax relief. The legislation also provides tax relief for farmers and ranchers and other small businesses, including:
    Permanent relief from the death tax by setting the exemption to $15 million or $30 million for those married filing jointly, adjusted for inflation.
    Permanently extending the Section 199A pass-through deduction for small businesses, farmers and ranchers.
    Permanently extending the Section 199A(g) deduction used by agricultural cooperatives.
    Increasing the Section 179 expensing amount to $2.5 million and increasing the phaseout for qualified property at $4 million.
    Making permanent the 30 percent interest expense allowance.
    Making permanent 100 percent bonus depreciation.

    The Prime Minister launches a new era for the NHS, bringing more easily accessible care closer to home.

    Millions of patients will be treated and cared for closer to their home by new teams of health professionals, Prime Minister Keir Starmer will set out today, as the Government’s Plan for Change delivers a brand-new era for the NHS and delivers one of the most seismic shifts in care in the history of the health service.

    The launch of a Neighbourhood Health Service will see pioneering teams, some based entirely under one roof, set up in local communities across the country, to dramatically improve access to the NHS. As part of the Government’s aim to shift care out of hospitals and into the community, they will free up overstrained hospitals from perpetual firefighting so they can focus on delivering only the best, most cutting-edge, and personalised care.

    These neighbourhood health centres will provide easier, more convenient access to a full range of healthcare services right on people’s doorsteps – stopping them from having to make lengthy trip to hospitals. Neighbourhood teams will include staff like nurses, doctors, social care workers, pharmacists, health visitors, palliative care staff, and paramedics. Community health workers and volunteers will play a pivotal role in these teams, and local areas will be encouraged to trial innovative schemes like community outreach door-to-door – to detect early signs of illness and reduce pressure on GPs and A&E.

    Launching the government’s 10 Year Health Plan today, the Prime Minister will set out how moving care from hospitals to the community is one of the three key shifts required to tackle the inherited challenges and neglect of the NHS, make sure it is equipped to look after a modern society, and ensure people feel the change and improvements in healthcare that they voted for.

    Prime Minister Keir Starmer said:

    The NHS should be there for everyone, whenever they need it.

    But we inherited a health system in crisis, addicted to a sticking plaster approach, and unable to face up to the challenges we face now, let alone in the future.

    That ends now. Because it’s reform or die. Our 10 Year Health Plan will fundamentally rewire and future-proof our NHS so that it puts care on people’s doorsteps, harnesses game-changing tech and prevents illness in the first place.

    That means giving everyone access to GPs, nurses, and wider support all under one roof in their neighbourhood – rebalancing our health system so that it fits around patients’ lives, not the other way round.

    This is not an overnight fix, but our Plan for Change is already turning the tide on years of decline with over four million extra appointments, 1,900 more GPs and waiting lists at their lowest level for two years.

    But there’s more to come. This government is giving patients easier, quicker and more convenient care, wherever they live.

    The plan follows Lord Darzi’s diagnosis of the challenges facing the NHS last year where he assessed it was in a ‘critical condition’ as a result of deep rooted issues including low productivity, poor staff morale, a failure to keep up with new technology, rising waiting times, and a deterioration in the health of the nation.

    The PM will set out how the plan will deliver three key shifts to get the NHS back on its feet: hospital to community; analogue to digital; and sickness to prevention. Built around these three principles, the reforms within the plan will deliver the government’s promise to stop rising waiting lists, deliver more convenient care, and tackle inequalities across the country.

    New health centres will house the neighbourhood teams, which will eventually be open 12 hours a day, six days a week within local communities. They will not only bring historically hospital-based services into the community – diagnostics, post-operative care, and rehab – but will also offer services like debt advice, employment support and stop smoking or weight management, all of which will help tackle issues which we know affect people’s health.

    Health and Social Care Secretary Wes Streeting said:

    Our 10 Year Health Plan will turn the NHS on its head, delivering one of the most fundamental changes in the way we receive our healthcare in history.

    By shifting from hospital to community, we will finally bring down devastating hospital waiting lists and stop patients going from pillar to post to get treated.

    This Government’s Plan for Change is creating an NHS truly fit for the future, keeping patients healthy and out of hospital, with care closer to home and in the home.

    The status quo of ‘hospital by default’ will end, with a new preventative principle that care should happen as locally as it can: digital-by-default, in a patient’s home where possible, in a neighbourhood health centre when needed, in a hospital if necessary. This approach will make access to healthcare more convenient for patients and easier to fit around their day to day lives, rather than disrupting people’s work and personal lives.

    Thousands more GPs will be trained under the 10 Year Health Plan, as the Government lays the groundwork to bring back the family doctor, end the 8am scramble and make it easier to see your GP when you need to instead of having to turn to A&E.

    The government inherited an analogue NHS, reliant on paper and fax machines and out of step with modern technology. The government’s plan will bring it into the digital age, making sure staff benefit from the advantages and efficiencies available from new technology. This includes rolling out groundbreaking new tools over the next two years to support GPs. AI scribes will end the need for clinical notetaking, letter drafting, and manual data entry to free up clinicians’ time to focus on treating patients. Saving just 90 seconds on each GP appointment can save the same time as adding 2,000 more doctors into general practice.

    The Government will also use digital telephony so all phone calls to GP practices are answered quickly. For those who need it, they will get a digital or telephone consultation the same day they request it.

    As it stands, some practices are struggling to keep up with an ageing population and 21st century health needs. New contracts will be introduced which encourage and allow practices to cover a wider geographical area. It means smaller practices in the catchment area will get more support to ensure the right access is in place so that everyone can access their GP when they need to.

    Sir James Mackey, Chief Executive, NHS England said:

    The Neighbourhood Health Service is a huge opportunity for us to transform how we deliver care over the next decade – starting right on people’s doorsteps.

    By bringing together a full range of clinicians as one team, we can deliver care that’s more accessible, convenient and better for patients, as well as reducing pressures on hospitals.

    The plan will also deliver on the government’s promise to tackle the current lottery of access to dentists. Dental care professionals will work as part of neighbourhood teams, where Dental therapists could undertake check-ups, treatment, and referrals, while dental nurses could give education and advice to parents or work with schools and community groups. The work therapists cannot do would be safely directed to dentists.

    Under the plan, it will also be a requirement for newly qualified dentists to practice in the NHS for a minimum period, intended to be 3 years.

    Following the government’s work already to roll out supervised toothbrushing for kids, the plan will also improve access to dental care for children, making better use of the wider dental workforce, especially dental therapists, including through a new approach to upskilling professionals to work at the top of their clinical potential beginning in 2026 to 2027. This includes proposals to allow dental nurses to administer fluoride varnish for children in between check-ups, and the greater use of fissure sealants for children – covering back teeth with thin plastic coating to keep germs and food particles out the grooves.

    Matthew Taylor, Chief Executive of the NHS Confederation, said:

    This is a vital step towards a more preventative, community-based NHS. Bringing care closer to people’s homes through blended neighbourhood health teams recognises the complex and interconnected challenges many patients face, and it is the right direction for both improving outcomes and alleviating pressure on hospitals.   

    In many areas of the country, general practices working at scale through primary care networks and GP Federations, are already partnering alongside other organisations to deliver joined up care. It will be important to build on these positive successes.  

    Delivering on this ambition will require sustained investment in digital and estates, support for the NHS’s workforce, and a commitment to decentralise national control by empowering local leaders to do what is best for their populations. On behalf of our members, we are eager to work with the government to help turn this bold vision into lasting change.

    With the 10 Year Health plan the majority of outpatient care will happen outside of hospitals by 2035, by transforming care in the community. New digital tools will allow GPs to refer patients quicker, and a wider range of services available on people’s doorsteps will mean less need to attend appointments in hospital for ophthalmology, cardiology, respiratory medicine, and mental health.

    As a result of this shift to community, hospitals will be able to focus on patients who need hospital care, and get them seen on time again.

    The government’s Plan for Change is already delivering action to cut waiting lists and fix the foundations of the NHS. Waiting lists are at their lowest level in two years, including the first drop in April for 17 years. An extra 4.2million appointments have been delivered since July – over double the government’s target. 10 new surgical hubs have opened since January, and 1,900 more GPs have been recruited since October.

    • Where neighbourhood health teams have been trialled in England, they have significantly reduced hospital use. In Derby, integrated teams led to 2,300 fewer Category 3 ambulance callouts and 1,400 fewer short hospital stays among the over 65 population within a year.
    • The Institute For Public Policy Research has already called for a neighbourhood NHS – arguing a strong primary care sector has been shown to deliver better health outcomes, fewer hospital and emergency department trips, and more efficient healthcare spending.
    • As well as improving access to care for patients, The move to more care in the community will put the NHS back on the path to long-term financial sustainability. A recent study found that £100 spent on community care could achieve, on average, £131 in hospital savings.
    • Care plans are vital to seamless care within the community, but only 20% of people with a long-term condition have one. Through the 10 Year Health Plan, the Government will set a new standard that, by 2027, 95% of people with complex needs have an agreed personal care plan. All care plans should be co-created with patients. This means neighbourhood teams can tailor care for specific patients, working with them and their loved ones to proactively manage their conditions instead of simply reacting and treating emerging issues as is the case under the current system. This is especially important for people with complex needs who are likely to be managing multiple conditions.
    • Unpaid carers will be actively involved in care planning, with family, friends and carers agreeing decisions about care together where appropriate.

    The Government’s plan aligns well with the value that pharmacies can bring and will begin to harness the sector’s potential for the benefit of patients, communities and the wider NHS. Research shows that the public already supports playing community pharmacies playing a bigger role in healthcare services, and the sector has a unique ability to break down barriers to care coupled with an astonishingly strong record on efficiency. 

    But before this plan can become a reality, first the Government must deliver on its commitment to build the sustainable funding model that community pharmacy so desperately needs. The millions of people relying on them every day don’t want to lose their local pharmacies to financial collapse, which is something the Government should carefully consider as it seeks to implement its plan.

    This plan is not the end of the road; it’s just the beginning.

    On April 14, 1865, President Abraham Lincoln signed legislation authorizing the creation of the United States Secret Service, the very same day an assassin’s bullet tragically took his life.  Ironically, the agency he established likely could not have saved him.  Its original purpose was not protection, but preservation, tasked with ending the widespread counterfeiting that threatened to destabilize the post-Civil War economy.  Less than 3 months later, on July 5, 1865, the Secret Service officially began operations within the Department of the Treasury. 

    Over time, the agency’s mission began to expand.  Following the assassination attempt of William McKinley in 1901, the Congress entrusted the Secret Service with the solemn duty of protecting the President of the United States.  What began as an effort to defend America’s currency became a lasting commitment to defend its highest office.  Today, the Secret Service stands among the Nation’s most elite and storied law enforcement agencies, defined by honor, vigilance, and its enduring motto:  “Worthy of Trust and Confidence.”

    More than 8,000 men and women serve in the Secret Service, united by a mission that demands excellence, resilience, and steadfast loyalty.  They protect the President and Vice President, their families, former presidents, major presidential candidates, and visiting foreign dignitaries.  Their watch extends to the White House, the Vice President’s residence, National Special Security Events, and critical sites around the world.  Agents undergo intense and rigorous training to earn their post, ensuring that only the most disciplined and determined are entrusted with this sacred duty.  Even in moments of grave danger, these warriors stand firm, confronting threats with unshakable resolve, unmatched skill, and the quiet strength that defines the very best of American law enforcement.  

    The United States Secret Service has stood as an unflinching shield against violence and mayhem, answering the call whenever danger arises to protect our national leadership.  Agents have placed themselves in harm’s way to protect against the attempted assassinations of President-elect Franklin Roosevelt in 1933, President Harry Truman in 1950, President Gerald Ford in 1975, President Ronald Reagan in 1981, and two attempts against my own life in 2024.  In each of these moments, they acted with split-second courage and absolute devotion to duty.  I witnessed their bravery firsthand — calm under pressure, fearless in the face of danger, and wholly committed to the mission.  Behind these historical incidents stand countless additional threats, lives protected without fanfare, and sacrifices made without recognition.  To risk laying down one’s life for another is the most selfless act of patriotism and humanity, and I am forever indebted to the agents who risk everything to guard me from harm.

    As we commemorate the 160th anniversary of the United States Secret Service, our Nation proudly honors the heroism, discipline, and unwavering commitment of every agent who have placed their lives in the line of fire so that our Republic, our freedom, and our glorious constitutional order may endure.  Their bravery stands as a powerful testament to the spirit of America, undaunted in the face of danger and resolute in the defense of liberty.

    NOW, THEREFORE, I, DONALD J.     Today, the Honourable Julie Dabrusin, Minister of Environment and Climate Change, visited Denendeh Manor, a four-storey Indigenous-owned apartment building in Yellowknife, to announce over $13.3 million in support of five projects in Alberta and the Northwest Territories.

    These projects are being funded under the Low Carbon Economy Fund (LCEF), which invests in projects that reduce greenhouse gas emissions, generate clean growth, build resilient communities, and create jobs for Canadians through four distinct funding streams. They are essential to building a clean economy and keeping Canadian innovation climate competitive.

    Three of the projects being announced are receiving funding from the LCEF Challenge stream, which supports a variety of organizations in adopting proven, low-carbon technologies to reduce their carbon footprint and stay climate competitive. The other two are receiving funding from the LCEF Indigenous Leadership stream, which supports Indigenous-owned and Indigenous-led renewable energy, energy efficiency, and low-carbon heating projects across Canada.

    • The Sherritt International Corporation is receiving approximately $1.6 million from the Challenge stream to increase the efficiency of the natural gas-fired boilers it uses to generate steam for its fertilizer plant in Fort Saskatchewan, Alberta.
    • Cavendish Farms Corporation is receiving nearly $1.4 million from the Challenge stream to install a heat recovery system and reduce reliance on natural gas at its Lethbridge, Alberta facility.
    • The Taurus Canada Renewable Natural Gas Corporation is receiving approximately $3.4 million from the Challenge stream to construct the world’s first small-scale biogenic carbon capture and storage project, using manure anaerobic digestion on the Kasko Cattle Co. Ltd. feedlot site.
    • Denendeh Manor GP Ltd. is receiving approximately $2.3 million from the Indigenous Leadership stream to improve energy efficiency and low carbon heating at Denendeh Manor in Yellowknife, Northwest Territories.

To improve the accessibility, usability, and longevity of the solar photovoltaic (PV) systems, the project would support solar panel installation and maintenance workshops in six Inuvialuit Settlement Region communities. The project would also include a call for project proposals for Inuvialuit Settlement Region communities with the intention of providing funding to one or more selected projects that would support greenhouse gas emission reductions, generate clean growth, and build capacity in the Inuvialuit Settlement Region communities. The primary object of the project is to increase accessibility to clean energy sources for Inuvialuit in the Inuvialuit Settlement Region.

To improve the accessibility, usability, and longevity of the solar photovoltaic (PV) systems, the project would support solar panel installation and maintenance workshops in six Inuvialuit Settlement Region communities. The project would also include a call for project proposals for Inuvialuit Settlement Region communities with the intention of providing funding to one or more selected projects that would support greenhouse gas emission reductions, generate clean growth, and build capacity in the Inuvialuit Settlement Region communities. The primary object of the project is to increase accessibility to clean energy sources for Inuvialuit in the Inuvialuit Settlement Region.

    The U.S. Geological Survey (USGS) was on the scene in Western Maryland to collect water data during and after the flooding caused by several inches of rain. Quantifying floods is vital for planning infrastructure that can withstand such extremes in the future.

    As the flooding occurred, USGS crews traversed the area, collecting high flow measurements at over two dozen locations in Garrett, Allegany, and Washington counties. The job was challenging as certain roads were difficult or impossible to pass due to flooding.

    USGS crews also attempted to measure high flow at Georges Creek, which was at the epicenter of flooding in the town of Westernport, Maryland, and near the site of the school evacuation, but it was too dangerous. Our crew returned when it was safer to collect two streamflow measurements while flows were still elevated, and then later when flooding subsided, identified high-water marks to estimate the volume of water during the peak of the flood.

    Days later, evidence of the damage caused by the flood were visible throughout Westernport and across towns in the area, including at Georges Creek, where flooding caused the ground to collapse beneath an unused train line, leaving rails that were twisted mid-air and dangling for several dozen yards, yet somehow still connected on the other side.

    The U.S. Geological Survey (USGS) recently published flow-normalized trends in loads of nitrogen, phosphorus, and suspended sediment for the Chesapeake Bay Watershed from water years 1985 through 2023. This monitoring-based information provides federal, state, and local managers with accurate and timely information about the health of streams and rivers entering the Bay.

    Understanding changes in the 64,000 square mile Chesapeake Bay watershed is critical to understanding the health of the Bay. States in the Bay watershed recognized this and in 2004 they formed the Non-Tidal Network (NTN), a collection of 123 monitoring stations that follow standard sampling protocols and analysis methods.

    Spanning six states from New York to Virginia, as well as the District of Columbia, the consistency of the NTN provides accurate information on conditions and changes in water quality.

    This is no small task and is only possible through teamwork from local, state, and federal partners who collect and analyze information from the 123 NTN stations. The total NTN dataset has over 51,000 samples — that’s about 3.5 samples collected every single day since 1985! The USGS plays a critical role in the NTN, providing information on how much water is flowing at the gages, collecting samples, and analyzing load and trend results.

    But the data doesn’t collect itself. It takes dedicated people from federal, state, and local partner agencies, including the USGS, to sample all 123 stations routinely.

    On a chilly morning in early March 2024, Kelly McVicker and Shane Mizelle, two hydrologic technicians from the USGS, made their way out to the catwalk of the Conowingo Dam to collect water samples after a storm.

    Over the next hour, they repeatedly lowered a sampling bottle into the turbid, roaring waters some several dozen feet below, bringing it back up and transferring it to a larger container. They repeated this procedure at multiple points along the wide river to ensure that the sample would represent the conditions of the river at that particular point in time.

    Month after month, and sometimes more frequently as dictated by storms, technicians from the USGS and other agencies repeat this process across 123 stations. In each instance the technicians follow consistent sampling collection, storage and analysis to allow for comparison over the entire network.

    After the field, the samples are shipped to laboratories and analyzed, and laboratory staff run quality assurance tests.

    Next, the data are returned to the collecting agencies and reviewed by their staff. If the data are approved and nothing is out of line, they are submitted to the Chesapeake Environmental Data Repository where the data are reviewed before inclusion.

    Now, nutrient and sediment loads and trends can be calculated from the data.

    USGS scientists use a statistical method known as Weighted Regressions on Time, Discharge and Season (WRTDS) to compute the flow-normalized load of nutrients and sediment at each station for each year the data are available. A station can have a load computed after 5 years of data, and after 10 years, the scientists will run a trend analysis to determine if the load is increasing, decreasing, or has no discernable trend.

    The results computed at the 123 stations include trends in suspended sediment and total and dissolved nitrogen and phosphorus. Each year’s results are compared against the historic record to ensure a consistent dataset is used.

    Following the load and trend analyses, the data are published in a data release, updated on a website and the results are distributed to NTN partners and other Chesapeake Bay stakeholders.

    This tremendous effort would not be possible without the support of local and state governments and non-profits across the Chesapeake region.

    USGS installs three temporary groundwater stations to monitor drought conditions in Delaware

    The U.S. Geological Survey installed groundwater stations in three locations across the state to monitor groundwater levels, doubling the number of active groundwater stations in Delaware operated by USGS from 3 to 6.

    Until June 2025, Delaware was in a state of drought according to the U.S. Drought Monitor, and these sites were selected with the help of the Delaware Geological Survey to track groundwater levels throughout the state.

    Monitoring at these sites will continue through at least September 30, 2025.

    Funding was provided through the USGS Next Generation Water Observing System program (NGWOS) in response to drought conditions that had persisted since last summer.

  • MIL-OSI Canada: Task Team Focuses on Community Recovery

    The Saskatchewan Public Safety Agency’s (SPSA) Recovery Task Team is working with communities and their residents impacted by the challenging start to the 2025 wildfire season, supporting communities as they begin to rebuild.

    Steps for Individuals Impacted by Wildfires

    Impacted residents of lost or damaged property due to wildfires may be eligible for support and assistance during the recovery process:

    1. Insurable Losses
    Residents are encouraged to reach out to their private insurance to determine what coverage and additional support is available.   

    2. Long-term Displacement Assistance
    Residents that are displaced beyond 30 days may be eligible for assistance through Provincial Disaster Assistance Program (PDAP). Once a community has been established as an eligible community, long-term displaced residents can reach out to their home community for an application form.     About the Recovery Task Team

    The Recovery Task Team has been formed to identify areas of need to ensure communities devastated by wildfires are provided assistance and post-disaster supports in the rebuilding process.

    The team includes representatives from the SPSA and other provincial ministries, including representatives from the ministries of Environment, Social Services, Government Relations and others as needed. This team will focus on the most severely impacted communities and those whose permanent residences were lost due to wildfire. 

    The current focus of the Recovery Task Team is working with communities to support debris management, living accommodations and mental health supports. The team will continue to share what resources are available to community leadership and work together to determine what gaps can be filled.  

    Additional recovery supports will be announced in the coming days.

  • MIL-OSI USA: ICE, law enforcement partner investigation results in a significant prison sentence for a South Texas man convicted of kidnapping illegal aliens

    SAN ANTONIO — A La Pryor man was sentenced July 1 to 120 years in prison for one count of conspiracy to kidnap and two counts related to harboring illegal aliens causing serious bodily injury and placing the life of a person in jeopardy. He was sentenced to the maximum of 20 years on each of the harboring counts and was sentenced to 80 years on the kidnapping count, with the sentences to run consecutively. This investigation was conducted by U.S. Immigration and Customs Enforcement with assistance from the San Antonio Police Department.

    Joshua Lee Balderas, 33, was sentenced for to various counts related to human smuggling. He was arrested Oct. 28, 2022, and found guilty on all counts by a federal jury on Oct. 11, 2024.

    “This sentence, undoubtedly keeping Balderas confined for the remainder of his life, reflects the egregious nature of these human smuggling crimes,” said U.S. Attorney for the Western District of Texas Justin R. Simmons. “It should send a clear message throughout the nation and across our borders that we take these prosecutions very seriously and will aggressively seek to deliver justice.”

    “The sentencing of this defendant to 120 years in prison marks a significant victory in our ongoing fight against human smuggling,” said ICE Homeland Security Investigations San Antonio Special Agent in Charge Craig Larrabee. “This severe penalty reflects the gravity of the crimes committed and serves as a stern warning to those who exploit vulnerable individuals for profit. I commend the agents and our San Antonio Police Department partners for their hard work during this successful investigation.”

    According to court documents, in March 2022, Balderas and other conspirators transported and harbored a group of seven aliens, including one woman, who had recently crossed the U.S.-Mexico border. When the group was picked up by the smugglers, the woman was suffering from significant injuries to her feet and was severely dehydrated. Balderas transported the group from La Pryor to San Antonio, where the aliens were held captive in hotel rooms and ransomed to their families for thousands of dollars. One family member was forced to pay $7,000 for an alien’s release.

    Balderas and one of his co-conspirators, Kaylen Alexander Brondo, 26, of San Antonio, frequently brandished firearms in the hotel rooms to ensure compliance from the migrants and at trial, a victim testified that Balderas pointed a firearm directly at her to ensure her obedience during a ransom call.

    While the aliens were being held for ransom, Balderas sexually assaulted one of them while threatening her with a firearm.

    Brondo was arrested Oct. 24, 2022, and pleaded guilty on Sept. 30, 2024, to one count of conspiracy to kidnap. Brondo is scheduled for sentencing on Aug. 26. U.S. District Judge Fred Biery is presiding over the cases for both defendants.

    Assistant U.S. Attorneys for the Western District of Texas Amanda Brown and Adrian Rosales prosecuted the case.

    While the aliens were being held for ransom, Balderas sexually assaulted one of them while threatening her with a firearm.

    Brondo was arrested Oct. 24, 2022, and pleaded guilty on Sept. 30, 2024, to one count of conspiracy to kidnap. Brondo is scheduled for sentencing on Aug. 26. U.S. District Judge Fred Biery is presiding over the cases for both defendants.

    ATLANTA – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in New York of the Aug. 1 deadline to apply for low interest federal disaster loans to offset economic losses due to severe storms and flooding occurring on Aug. 8-10, 2024.

    The disaster declaration covers the counties of Clinton, Essex, Franklin, Hamilton, St. Lawrence and the Saint Regis Mohawk Tribe of New York.

    Under this declaration SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-Evening Report: Australia’s superannuation regulator is worried about your fund’s spending. Should you be?

    Australia’s superannuation regulator has written to Australian superannuation funds raising concerns their spending might not be benefiting members.

    The Australian Prudential Regulation Authority is not just concerned with the type of expenses, but with the corporate governance around their approval, evaluation and reporting.

    The letter refers to a “lack of robust governance and oversight of fund expenditure” and funds making “decisions not supported by an expenditure management framework”.

    Concern about funds’ spending and governance has grown since construction industry super fund, CBUS, last year admitted it spent A$387,000 of members’ retirement savings on a 40th birthday bash attended by 750 guests.

    At the same time the fund was being criticised for its links with the Construction, Forestry, Maritime Employees Union as three of its board members were members. The union was alleged to have been infiltrated by criminal elements.

    Protecting members

    Since July 1 2021, legislation requires regulated superannuation funds – industry and retail funds, but not self-managed funds – to act in the best financial interests of their members. This is referred to as their “best financial interest duty”.

    In the superannuation industry, what economists call the principal-agent problem – in this case, ensuring super fund trustees (agents) protect the financial interests of members (principals) whose retirement savings they manage – is particularly acute.

    Compared to public company shareholders, for example, super fund members have little opportunity to monitor and challenge management decisions. This includes spending decisions that affect their super balance. There is no annual general meeting at which members can vote or question their fund’s trustees.

    Fund members also cannot rely to the same extent as shareholders on the market to optimise the performance of management. The threat of takeover and replacement of executives tends to be lower than for publicly listed companies. Apart from switching funds, the regulator’s oversight and enforcement are the main protection for members against trustee maladministration or malfeasance.

    There is also a significant public interest in ensuring each super fund meets its financial duty obligations. The squandering of a member’s retirement savings increases the likelihood they will need to rely on the public pension, a cost for all taxpayers.

    Can super fund expenses be justified?

    It has been reported that spending under the regulator’s microscope includes “sports sponsorships, travel, conferences and other payments to affiliated unions or employer groups”.

    Whether or not such expenses are compatible with members’ best financial interests is often difficult to judge. That is why funds are being asked to report and justify expenses more transparently.

    For example, a fund’s spending on marketing and travel might be consistent with best financial interest duty if there is scope associated with increased membership and funds under management.

    There are significant fixed administration and regulatory costs associated with running a super fund.

    Core customer service functions, such as processing death benefit claims, require sensitive (and expensive) handling.

    Spreading such costs over more members likely helps reduce fees charged to members and can encourage investment in improved customer service.

    Large super funds are increasingly investing in alternative assets such as private equity and taking direct stakes in bespoke projects (such as airport ownership and apartment construction). While such investments can enhance returns, they usually require access to significant financial firepower.

    Bigger may not always be better

    In short, if size matters, and if, for example, sports sponsorship allows super funds to grow cost-effectively, then marketing and travel expenses may be compatible with best financial interest requirements. That might even include an executive’s travel to the AFL Grand Final to network with potential co-investors.

    Neverthless, there may also be disadvantages associated with increased fund size. Larger funds are likely to find it harder to outperform the market and their peers, at least when investing in listed equities. So spending to grow membership may not always be in members’ interests.

    Whether super fund payments to affiliated unions or employer groups are justifiable is complicated by legislative requirements. While a fund cannot give benefits to an employer or union, it can give benefits to a firm’s employees or a union’s members. This might include preferential death benefits or financial literacy seminars.

    Questionable expenses

    Some fund expenses might reflect the pursuit of “private benefits” by super fund executives or trustees. They might, for example, approve questionable investments that burnish their CVs for their next corporate gig. Or they might approve sponsorship of a football team so they can network with potential future employers or business partners at a game.

    More innocently, but no less perniciously, the executive remuneration consultants super funds hire may define key performance indicators that are inappropriate for super fund executives (for example, membership growth at all costs).

    What can the regulator do?

    The superannuation regulator has broad powers to license and supervise superannuation funds to ensure they “keep the financial promises” made to their members.

    Ultimately, a fund’s trustees are responsible for ensuring the fund is meeting its financial interests obligations.

    One tool at the regulator’s disposal is to seek a court enforceable undertaking from an offending fund. This is a legal promise to address governance and legislative breaches. Failure to deliver can jeopardise a fund’s licence to operate.

    Ultimately, the legal burden of proof in any civil legal action to show they have met their best financial interests responsibilities, now lies with the trustees.

    Now the Prudential Regulation Authority has put super funds on notice to lift their game.

    What you need to know: Governor Newsom is more than doubling the state’s Film and Television Tax Credit Program, and adding 16 new television projects that will generate $1.1 billion in new economic activity.

    BURBANK – Today, Governor Gavin Newsom joined labor representatives, entertainment leaders and state officials to mark the official expansion of California’s Film and Television Tax Credit Program—solidifying the Golden State’s status as the global epicenter of film and television production. The move more than doubles the program’s annual funding—from $330 million to $750 million—and introduces key updates to keep production, below-the-line jobs, and investments rooted in California.

    The Governor is also awarding 16 new television shows through the program which, taken together, are collectively anticipated to bring in $1.1 billion in total spending and nearly 6,700 cast and crew jobs across the Golden State.

    Doubling down on California’s creative economy

    Since 2009, the tax credit has generated over $27 billion in economic activity and supported more than 209,000 well-paying jobs with health and pension benefits by awarding nearly  850 projects. In years past, for every dollar of tax credit awarded, California has seen massive returns – $24.40 in economic output, $16.14 in GDP and $8.60 in wages.

    The expanded program – now one of the largest capped film incentives in the nation – maintains California’s competitive edge in the creative economy while continuing to prioritize workforce diversity provisions, more funding for the Career Pathways Training Program, and the nation’s first Safety on Production Pilot Program.

    “This expansion is about California’s long game—supporting a dynamic industry that fuels our creative economy and reflects who we are,” said Dee Dee Myers, Senior Advisor to the Governor & Director of GO-Biz. “By doubling down on this commitment, we’re ensuring California remains the premier place to work, create, and tell stories that reach across the world.”

    Why this expansion matters

    Critically, this historic investment in the entertainment industry is projected to increase the number of film jobs supported by the program by approximately fifty percent.

    This program has been oversubscribed year after year, with more productions applying than can be accommodated under the current cap. And in recent years, projects that were unable to secure California’s tax credits and were forced to move to other locations contributed to significant economic losses for California, with an estimated 69% of rejected projects subsequently filming out-of-state.

    Through the expansion of this program, local economies will now be able to keep these creative jobs and livelihoods here in California, all while investing in the future of the industry.

    “This expansion is a powerful investment in California’s future, strengthening the state’s position as the global leader in content creation, fueling job growth and supporting thousands of small businesses that rely on a thriving production industry,” said Colleen Bell, Director of the California Film Commission. “This program isn’t just about keeping cameras rolling — it’s about sustaining careers, building opportunity and ensuring that the economic and cultural benefits of filmmaking stay right here in the Golden State.”

    16 new projects to film in California

    These new projects, which have been approved across the program’s last three television application windows, include nine renewals, two pilots, four new shows and one relocating show.

    Altogether, these 16 projects are expected to hire 6,664 cast and crew members, as well as 59,000 background performers (measured in days worked), across 1,308 total California filming days. Highlights from the projects include:

    • Nine returning TV series, including HBO Max’s “The Pitt,” Hulu’s hit “Paradise,” and CBS’s “NCIS: Origins”

    • Two shows that will film outside of the Los Angeles area for a total of 23 filming days

    • One relocating series – Prime Video’s “Mr. & Mrs. Smith”

    “We are thrilled that we are going to be able to continue shooting our second season of Paradise in Los Angeles, thanks in no small part to California’s film and TV tax credit,” said “Paradise” Creator/Executive Producer/Showrunner Dan Fogelman and Star/Executive Sterling K.     What comes next

    While last week’s state budget bill delivered the $750 million expansion, the Governor is expected to soon sign additional legislation to modernize and further improve the program.

    In the meantime, these tax credits have become refundable for all projects for the first time since the program’s inception in 2009, beginning with Program 4.0 which officially commenced yesterday, July 1.

    The California Film Commission will integrate the expanded funding and refundable credit mechanism into its immediately upcoming application cycles, which are scheduled for July 7–9, 2025 (television) and August 25–27, 2025 (film). Updated guidelines and resources will be provided by the Film Commission in the coming days.
