  • MIL-OSI Global: Canada must take action to prevent climate-related migration

    As wildfire season begins, the destructive impacts of climate change are being felt across Canada. Several communities in northern Saskatchewan have been issued evacuation orders due to wildfires. In Manitoba, Pimicikamak Cree Nation worked to evacuate hundreds of people as wildfires closed in, while smoke from those fires caused air-quality issues across the country.

    It isn’t just wildfires threatening people’s homes and livelihoods. In May, 1,600 residents from the Kashechewan Cree First Nation in Northern Ontario evacuated again due to flooding of the Albany River, which happens almost every year.

    The 2018 United Nations Climate Conference called on all states to adopt “laws, policies and strategies” meant “to avert, minimize and address displacement related to the adverse impacts of climate change.”

    The figures are disquieting. By 2050, more than 140 million people could become internal climate migrants in sub-Saharan Africa, South Asia and Latin America alone, especially if action towards reaching net-zero carbon emissions continues to be insufficient.

    Canada is not spared: 192,000 people were evacuated in 2023 due to disasters made more severe by climate change, including floods and wildfires. As climate change leads to more extreme weather, temporary climate displacement could become permanent migration.

    Climate migration

    The World Bank defines internal climate migration as having to relocate for at least a decade to a location 14 kilometres or more away from your community because of climate impacts.

    Research I presented at the 2025 Canadian Association for Refugee and Forced Migration Studies Conference at Toronto Metropolitan University analyzed how Canada addresses the climate migration challenge in its submissions under the Paris Agreement, which requires parties to adapt to climate change.

    The Canadian government understated the reality of internal climate migration in its submissions under the 2015 Paris Agreement, which obscure the gravity of this phenomenon.

    One of those submissions is the Nationally Determined Contribution (NDC), the cornerstone report each state party must present every five years. Canada’s NDC from 2021 recognizes that climate change harms certain populations more than others, but does not address temporary displacement, let alone internal climate migration.

    The Fort McMurray wildfires displaced more than 80,000 people in 2016, with its population declining 11 per cent between 2015 and 2018. Similarly, the 2019 Québec spring floods displaced more than 10,000 people and, in Sainte-Marie, hundreds of low-income families abandoned the city because they could not afford the reconstructed homes.

    A clear definition of internal climate migrants in Canada, robust data and better co-ordination among Indigenous, municipal, provincial and federal governments is needed.

    This is something a National Adaptation Act could deliver, as a part of a comprehensive framework to bolster adaptation action across the country.

    Transparency lacking

    Canada submitted an adaptation communication in 2024. The communication discusses climate impacts but mentions internal displacement only once. It contains no data or discussion of when displacement becomes permanent, nor does it focus on the disproportionate impact on equity-deserving groups.

    The government submitted an updated NDC earlier this year. It noted “the devastating impact of wildfires, floods, drought and melting permafrost on communities across the country” but only briefly discusses adaptation, referring instead to the 2023 National Adaptation Strategy. The only mentions of displacement come in appended submissions by Indigenous Peoples, including Trʼondëk Hwëchʼin First Nation and Makivvik.

    Indigenous Peoples suffer from flawed adaptation policies and institutional barriers that prevent them from effectively responding to emergencies. As a result, First Nations evacuate 328 times more frequently than settler communities during climate disasters.

    In 2011, for example, officials in Manitoba diverted flood waters to Lake St. Martin to protect urban, cottage and agricultural properties. In the process, they flooded 17 First Nations and displaced 4,525 people. Return of the 1,400 residents of the Lake St. Martin First Nation to a new location only started in 2017, and as recently as 2020 displaced families were protesting on highways for their right to housing.

    A national adaptation act

    Canada should adopt a clear definition of internal climate migrants that captures displacement from climate disasters and slow-onset phenomena like sea-level rise, permafrost thaw and biodiversity loss.

    UN experts released a Technical Guide on Human Mobility in 2024, calling for “a sound evidence base on the patterns and trends, as well as on the drivers and outcomes” of climate-induced mobility. It also highlighted the need for adaptation efforts “that are informed by stakeholder consultations” and “existing (Indigenous) adaptation practices.”

    Defining internal climate migrants would allow Canada to gather robust data at last, and to act decisively on it.

    One first step is the federal government’s pledge of a National Recovery Strategy by 2028, which would set out “shorter time frames for displaced individuals to be able to return to their homes or resettle after climate change disaster events.” But a comprehensive approach is needed to go beyond the fragmented landscape of federal and provincial strategies.

    The Canadian government should work with all stakeholders toward the adoption of a National Adaptation Act, like Brazil, Germany and Japan.

    Such a law could remove barriers to Indigenous adaptation action, co-ordinate efforts across orders of governments to prevent displacements, define internal climate migration, ensure data collection and protect the rights of people temporarily displaced or internally migrating because of climate change.

    It should also aim for greater transparency and accountability than what Canada has so far achieved with its Paris Agreement submissions.

    HAIKOU, June 8 (Xinhua) — The South China Sea Tsunami Early Warning Center began operation in south China’s Hainan Province on Sunday, aiming to provide early warning services on marine disasters to countries in the region.

    The center, headquartered in the coastal city of Sanya during its trial operation, was set up by the National Marine Environment Forecasting Center and the Hainan Provincial Ocean Administration. It aims to develop a comprehensive multi-functional early warning system for tsunamis, marine heat waves, harmful algal blooms and other natural disasters.

    The Centre also aims to become a platform for international cooperation in the field of marine forecasting and warning.

    In addition, on the same day, the National Deep-Sea Testing Site was launched in Sanya to support deep-sea fundamental scientific research, original deep-sea technological innovation and the development of related industries.

    The SCS region is prone to tsunamis and other marine hazards due to its complex tectonic background, including active fault lines and frequent underwater earthquakes in nearby areas. -0-

  • MIL-Evening Report: New Zealand’s foreign policy stance on Palestine lacks transparency

    It is difficult to understand what sits behind the New Zealand government’s unwillingness to sanction, or threaten to sanction, the Israeli government for its genocide against the Palestinian people.

    The United Nations, human rights groups, legal experts and now genocide experts have all agreed it really is “genocide” which is being committed by the state of Israel against the civilian population of Gaza.

    It is hard to argue with the conclusion genocide is happening, given the tragic images being portrayed across social and increasingly mainstream media.

    Prime Minister Netanyahu has presented Israel’s assault on Gaza war as pitting “the sons of light” against “the sons of darkness”. And promised the victory of Judeo-Christian civilisation against barbarism.

    A real encouragement to his military there should be no-holds barred in exercising indiscriminate destruction over the people of Gaza.

    Given this background, one wonders what the nature of the advice being provided by New Zealand’s Ministry of Foreign Affairs and Trade to the minister entails?

    Does the ministry fail to see the destruction and brutal killing of a huge proportion of the civilian people of Gaza? And if they see it, are they saying as much to the minister?

    Cloak of ‘diplomatic language’
    Or is the advice so nuanced in the cloak of “diplomatic language” it effectively says nothing and is crafted in a way which gives the minister ultimate freedom to make his own political choices.

    The advice of the officials becomes a reflection of what the minister is looking for — namely, a foreign policy approach that gives him enough freedom to support the Israeli government and at the same time be in step with its closest ally, the United States.

    The problem is there is no transparency around the decision-making process, so it is impossible to tell how decisions are being made.

    I placed an Official Information Act request with the Minister of Foreign Affairs in January 2024 seeking advice received by the minister on New Zealand’s obligations under the Genocide Convention.

    The request was refused because while the advice did exist, it fell outside the timeline indicated by my request.

    It was emphasised if I were to put in a further request for the advice, it was unlikely to be released.

    They then advised releasing the information would be likely to prejudice the security or defence of New Zealand and the international relations of the government of New Zealand, and withholding it was necessary to maintain legal professional privilege.

    Public interest vital
    It is hard to imagine how the release of such information might prejudice the security or defence of New Zealand or that the legal issues could override the public interest.

    It could not be more important for New Zealanders to understand the basis for New Zealand’s foreign policy choices.

    New Zealand is a contracting party to the Convention on the Prevention and Punishment of the Crime of Genocide. Under the convention, “genocide, whether committed in time of peace or in time of war, is a crime under international law which they [the contracting parties] undertake to prevent and punish”.

    Furthermore: The Contracting Parties undertake to enact, in accordance with their respective Constitutions, the necessary legislation to give effect to the provisions of the present Convention, and, in particular, to provide effective penalties for persons guilty of genocide. (Article 5).

    Accordingly, New Zealand must play an active part in its prevention and put in place effective penalties. Chlöe Swarbrick’s private member’s Bill to impose sanctions is one mechanism to do this.

    In response to its two-month blockade of food, water and medical supplies to Gaza, and international pressure, Israel has agreed to allow a trickle of food to enter Gaza.

    However, this is only a tiny fraction of what is needed to avert famine. Understandably, Israel’s response has been criticised by most of the international community, including New Zealand.

    Carefully worded statement
    In a carefully worded statement, signed by a collective of European countries, together with New Zealand and Australia, it is requested that Israel allow a full resumption of aid into Gaza, an immediate return to ceasefire and a return of the hostages.

    Radio New Zealand interviewed the Foreign Minister Winston Peters to better understand the New Zealand position.

    Peters reiterated his previous statements, expressing Israel’s actions of withholding food as “intolerable” but when asked about putting in place concrete sanctions he stated any such action was a “long, long way off”, without explaining why.

    New Zealand must be clear about its foreign policy position, not hide behind diplomatic and insincere rhetoric and exercise courage by sanctioning Israel as it has done with Russia over its invasion of Ukraine.

    As a minimum, it must honour its responsibilities under the Convention on Genocide and, not least, to offer hope and support for the utterly powerless and vulnerable Palestinian people before it is too late.

    Pastoralist communities, their livestock and diverse wildlife species coexist within a biodiversity-rich landscape stretching along the Kenya–Tanzania border.

    However, at this wildlife-livestock interface, local communities face mounting challenges. Shifts in land use, prolonged droughts, erratic rainfall patterns and increasing land degradation are placing growing pressure on the landscape. In addition, conflict between people and wildlife is on the rise, and many households rely on wild animals for food.

    Communities in the region eat a wide range of wild animals, from rodents, elephant shrews and birds to small antelopes and larger ungulates like bushbuck. This meat (“bush meat” as it is also popularly known in Africa) provides a valuable source of animal protein and minerals, especially where alternative domestic protein sources are scarce.

    Although hunting and consuming wild animals is illegal in Kenya, this is not the case in Tanzania, where certain forms of hunting for wild animals are permitted. Yet in both countries, many people eat wild meat regularly, often without awareness of the risks. These risks include zoonotic disease transmission and potential impacts on wildlife populations.

    Wild meat is a known source of zoonotic infections and disease spillover to humans. In fact, as many as three-quarters of emerging infectious diseases originate from wildlife. Illnesses such as anthrax, mpox, Ebola, and HIV have all been linked to close interactions between humans and wild animals.

    Despite these risks, wild meat consumption remains widespread, with some households eating it daily or weekly. Preventing future disease outbreaks requires a clear understanding of these health risks, as well as the underlying social, cultural and economic reasons that drive people to rely on wild meat.

    We set out to understand why people were eating wild meat along the Kenya-Tanzania border and whether they understood the risks of zoonotic diseases. Cases of anthrax have already been reported in this area.

    Our study involved interviews in border communities during the COVID pandemic – the most famous case of zoonotic disease transmission in recent times. We wanted to know whether communities understood the pandemic’s link to wild meat and if this affected their consumption of it.

    What stood out was that people at the border settlements kept eating wild meat or even ate more of it. This shows that economic necessity, cultural preferences and limited alternatives remain key drivers even when the world is in crisis.

    Though this research was done during COVID-19, it gives us insights into how people react when things get tough, especially when it comes to food and health.

    What’s driving wild meat consumption

    We found that several factors drove wild meat consumption, despite growing awareness of the health risks.

    Poverty

    Economic factors, particularly household income and limited financial means, strongly influenced wild meat consumption, particularly in communities with limited alternative protein sources. For instance, the COVID-19 pandemic had a severe impact on local economies. Tourism, a key source of income for border communities, experienced sharp declines. As household revenues fell, reliance on wild meat as an affordable protein source increased.

    Economic stability plays a crucial role in shaping consumption behaviours: 81% of those surveyed at the border settlements indicated they would stop eating wild meat if cheaper alternatives were available.

    The type of animal

    Perceptions of disease risks varied depending on the species consumed.

    Approximately 79% of respondents believed that certain animals posed a higher risks of zoonotic disease transmission. Hyenas were perceived as the most dangerous, followed by primates and snakes. These findings suggest that while economic necessity influences wild meat consumption, risk perception also shapes dietary choices.

    Gender plays a role

    Men expressed more concern over conservation and health risks than women. Men were also more likely to advocate against selling wild meat. Women exhibited lower concern regarding zoonotic disease risks, including COVID-19. These insights highlight the need for gender-sensitive interventions to address wild meat consumption.

    Education levels

    Education levels also influenced risk perception. Respondents with formal education displayed a stronger awareness of zoonotic transmission pathways. They were also more receptive to conservation and public health messaging. This highlights the importance of education in promoting safer and more sustainable practices within communities.

    National policies

    Despite sharing ecosystems and wildlife populations, Kenya and Tanzania have adopted fundamentally different governance approaches to wild meat. This in turn shapes outcomes for conservation, biodiversity and public health.

    Kenya follows a centralised and protectionist model. Hunting and consumption of wild animals are prohibited under the Wildlife Conservation and Management Act. This zero-tolerance policy is rooted in strong conservation principles aimed at protecting biodiversity.

    However, in practice, it has driven the activity underground, creating a thriving black market. This undermines conservation and enforcement efforts. It also increases the risk of zoonotic disease transmission due to unregulated handling and consumption of wild animals.

    Tanzania, by contrast, uses a decentralised, regulated slaughterhouse model. Licensed wild meat hunting and consumption is legal under regulation, particularly through game-controlled areas and permits introduced in 2020. This approach is meant to enable communities to benefit economically from wildlife and reduce incentives for illegal hunting.

    The existence of two divergent systems across a porous border creates challenges. These include illegal cross-border trade, conflicting conservation objectives, and uneven protection of biodiversity. There are also difficulties in implementing coordinated surveillance or public health interventions.

    What’s next?

    We suggest an intervention that prioritises economic stability and ensuring affordable alternative protein sources are accessible, especially in food-insecure settings.

    Public health education is also essential. An increasing awareness of zoonotic disease risks can help shift consumption behaviour.

    Because men and women perceived the dangers of wild meat consumption differently, gender-sensitive approaches should be integrated. It should also be noted that, although women are rarely the primary hunters, they are often prosecuted for possession or sale of wild meat. Gender disparities on how laws are applied must be addressed.

    Legal frameworks and enforcement mechanisms must be strengthened to address cross-border wildlife trade, particularly in regions with differing policies like Kenya and Tanzania. They should also reduce the risks faced by individuals who may unknowingly engage in illegal practices due to a lack of clarity.

    We continue to work with national and regional stakeholders. This includes government bodies and technical partners who are actively engaging with us to co-develop One Health solutions. These solutions integrate public health, environmental sustainability and community well-being.

    Finally, community engagement and participation should be at the core of any intervention. This will ensure that policies are locally relevant, culturally sensitive and supported by those directly affected to reduce the risks of zoonotic disease spillover.

    A pioneering international initiative for hadal zone exploration, led by Chinese scientists, has received official approval from the United Nations Decade of Ocean Science for Sustainable Development (2021-2030).

    The Global Hadal Exploration Programme (GHEP), spearheaded by Institute of Deep-sea Science and Engineering (IDSSE) under the Chinese Academy of Sciences (CAS), aims to transform fragmented hadal research into a coordinated global mission to explore, understand and protect the planet’s most inaccessible marine ecosystems.

    The hadal zone comprises primarily of ocean trenches, particularly from a depth of 6,000 meters to the bottom of the ocean up to about 11,000 meters. The hadal environment is characterized by extreme depths and pressures, darkness, low temperatures, frequent earthquakes, and peculiar living forms.

    For a long time, the hadal trenches have been among the most under-explored and mysterious areas on Earth due to technological limitations.

    China has been a key driver of deep-sea exploration over the past decade through sustained sci-tech advancements. In 2014, the CAS launched the Hadal Science and Technology Program, followed by a historic dive to the Mariana Trench’s 10,000-meter depths in 2016. By 2022, the CAS initiated the Global Trench Dive and Exploration Programme, leveraging its cutting-edge manned submersible Fendouzhe (Striver) and the Tansuo research vessels.

    “Venturing deeper is about understanding our ocean so we can coexist with it,” said Du Mengran, a lead researcher at IDSSE.

    “Global cooperation in these ‘untouched zones’ will redefine the boundaries of marine science and provide critical knowledge for deep-sea conservation and sustainable use,” she said.

    To date, Chinese scientists have collaborated with 145 researchers from 10 countries, exploring nine hadal trenches worldwide, including the Mariana, the Kermadec and Puysegur trenches.

    Starting from this year, GHEP will unify international research on extreme environments, life evolution, and geological processes in the hadal zone. The program will establish international research hubs, organize joint deep-diving expeditions, and host regular symposia while offering training and open access to samples, data, and facilities — particularly for young scientists, Du added.

    GHEP brings together research institutions from New Zealand, Denmark, Germany, Chile, France, Indonesia, Brazil, Russia, India, Cook Islands, Papua New Guinea, Singapore, Portugal and other countries.

    Below-average confidence exists for this forecast with large spread
    across D2 guidance in the handling of an early-morning MCS and
    attendant MCV in the MS vicinity, amid modest background wind fields
    outside of the MCV influence. Most guidance indicates convection
    should intensify towards midday, along and downstream of the
    large-scale outflow as the boundary layer destabilizes across the
    Deep South. Some guidance indicates convection may redevelop behind
    it and become the primary corridor for damaging winds during the
    afternoon. For now, have maintained a broad level 2-SLGT risk for
    scattered damaging winds to the South Atlantic Coast.

    …Upper OH Valley…
    A belt of strong mid-level southwesterlies ahead of an upper Great
    Lakes vertically stacked cyclone should generally remain along to
    the cool side of a weak cold front shifting east. Most guidance has
    trended up with the degree of boundary-layer heating ahead of the
    front, which will be required to boost buoyancy amid marginal
    mid-level lapse rates. A corridor of primarily scattered damaging
    winds, along with a tornado and isolated severe hail, may develop
    amid modest MLCAPE of 500-1500 J/kg. With a confined buoyancy plume,
    convection should weaken as it spreads towards the northern
    Appalachians on Monday evening.

    …NM/TX…
    An intense and large MCS on Sunday should drive a composite
    outflow/cold front into central/south TX, with a meridional arc over
    central to western NM. Scattered to numerous afternoon storms will
    probably remain tied to the higher terrain of northern/central NM
    with an isolated severe hail/wind threat amid marginal deep-layer
    shear. Isolated storms are also possible near the front from the
    southern Trans-Pecos through southeast TX with a severe hail/wind
    threat. Isolated elevated convection may form with weak low-level
    warm theta-e advection north of the front on Monday evening/night.
    Sufficient effective bulk shear and elevated buoyancy may exist for
    a few storms capable of severe hail.

    A severe weather outbreak is possible across the southern Plains
    today. A few tornadoes, destructive wind gusts of 80-100 mph, and
    giant hail up to 5 inches in diameter are likely. Strong gusts, and
    perhaps a couple of tornadoes, are also possible along portions of
    the East Coast.

    …Synopsis…

    ***A severe weather outbreak is possible across the southern Plains
    today***

    A broad mid-level trough will deepen across the Great Lakes into the
    OH Valley, with multiple embedded mid-level impulses poised to pivot
    around the upper trough across the southern Plains to the Southeast
    and Atlantic Seaboard today. A broad northwesterly upper-flow regime
    will become established across the Plains States into the MS Valley,
    with modest mid-level flow contributing to strong deep-layer shear.
    Beneath this stronger flow/shear and cold temperatures aloft will be
    rich low-level moisture, which will support extreme instability,
    especially in the southern Plains. Here, a volatile setup for severe
    weather will exist. All severe hazards are expected, with
    destructive wind gusts and giant hail likely. The severe threat
    should persist to some degree into the Lower MS Valley after dark. A
    severe risk will also accompany storms along parts of the East
    Coast, as passing mid-level impulses provide enough lift and shear
    atop a moist, unstable airmass.

    …Southern Plains into the Lower MS Valley…
    A diffuse baroclinic zone will be positioned across the TX
    Panhandle, southeast into central or southern OK at the start of the
    period. It is unclear how prolific convection will be during the
    morning to early afternoon. Latest high-resolution model guidance
    consensus suggests that these storms should not be overly intense,
    nor should their impact on the free warm sector be overly
    detrimental. Assuming this is the case, strong daytime heating, amid
    some high level cirrus clouds, should support surface temperatures
    reaching 90 F amid mid 70s F dewpoints. Given robust boundary layer
    heating of this moisture beneath 8-9 C/km mid-level lapse rates,
    widespread extreme buoyancy should develop by afternoon. Forecast
    soundings show deep, wide CAPE profiles, with over 5000 J/kg MLCAPE
    possible (perhaps locally higher in spots). At the same time, modest
    veering with height in the lowest few hundred mb, and northwesterly
    flow in the 500-200 mb increasing to 50-70 kts, will promote 50+ kts
    of effective bulk shear (elongated hodographs with small low-level
    curvature).

    A quasi-stationary cold front will be draped somewhere along the
    KS/OK border into MO, with a dryline positioned in far western TX
    during the afternoon. With maximum daytime heating and minimal
    MLCINH, robust convective initiation is expected along these
    boundaries around mid-afternoon. Given the extreme buoyancy/shear
    parameter space, the more isolated, discrete storms should quickly
    become intense supercells capable of a few tornadoes, severe gusts
    (perhaps exceeding 75 mph), and large hail. 2+ inch diameter hail
    should become commonplace if multiple supercells can sustain
    themselves, with giant hail (perhaps over 5 inches in diameter)
    possible. Though much more conditional, an intense tornado could
    develop somewhere in the eastern TX Panhandle if a longer-lived,
    inflow-dominant supercell manages to materialize and optimally
    ingest the extreme buoyancy while also traversing the diffuse
    baroclinic boundary. However, confidence in this scenario is too low
    for the introduction of higher tornado probabilities at this time.

    At some point during the afternoon early evening, supercell cold
    pool mergers should support the development of either one intense
    MCS (perhaps in the form of a bow echo), or multiple small but
    intense bowing segments. Should a bow echo form, widespread severe
    winds are likely. In either scenario, gust magnitudes may
    potentially reaching 80-100 mph, hence the maintenance of a Category
    4/Moderate Risk. An MCS should progress toward the lower MS Valley
    during the evening into the overnight, with a lingering severe wind
    threat that should gradually subside with time.

    …Portions of the Mid Atlantic…
    By early afternoon, thunderstorms should increase in both coverage
    and intensity ahead of a weak surface low and associated weak
    mid-level impulse. These storms will move into an airmass
    characterized by mid to upper 70s F temperatures and 70 F dewpoints,
    overspread by modest mid-level lapse rates (resulting in over 1500
    J/kg MLCAPE). Considerable veering with height will support
    elongated hodographs with appreciable low-level curvature, with
    multicells and supercells the expected storm mode. Damaging gusts
    and large hail may accompany the stronger storms. A few tornadoes
    may occur with any supercells that interact with a baroclinic
    boundary across eastern VA.

    …Portions of the Southeast Atlantic Coastline…
    From mid morning to early afternoon, diurnal heating of a moist,
    weakly capped boundary layer will result in surface temperatures
    reaching 90 F amid 70 F surface dewpoints, with MLCAPE exceeding
    2000 J/kg in spots. Overall deep-layer flow/shear should be modest
    at best, with forecast soundings showing predominantly short
    hodographs. Given the moderate to strong instability in place,
    multicells are the expected mode of convection. While some hail
    cannot be ruled out with the stronger storms (given modest mid-level
    lapse rates), the main threat with these storms should be strong
    wind gusts.

    • ACT public primary school students have begun attending free school camps at Birrigai Outdoor School.
    • The ACT Government launched the free camps program in February 2025.

    Since the ACT Government launched its free camps program in February this year, over 640 students have experienced one at Birrigai Outdoor School, near Tidbinbilla Nature Reserve.

    Another 370 students are booked to attend their free camp by the end of Term 2, which means Birrigai will have hosted more than 1000 students from 13 schools for free camps by mid-year.

    Camp is a fun and important part of schooling. But have you ever wondered what students actually get up to?

    This article looks at what ACT public primary school students can expect on their free overnight camp.

    The free camps program

    The free camps program gives one year group from each ACT public primary school a free overnight camp at Birrigai each year.

    This ensures all ACT public primary school students attend a free camp during their primary school years.

    Free camps mean all students can attend, with no one missing out due to cost.

    All ACT public primary schools will have their first free camp in 2025 or 2026.

    The campers’ itinerary

    Birrigai offers different programs aligned with the curriculum. Themes include:

    • First Nations culture
    • Outdoor adventure and science
    • Technology, Engineering and Mathematics (STEM) activities.

    Outdoor activities are central to the experience. On camp, students may take part in:

    • adventure bush walks
    • team-building exercises like team treks and rope courses
    • campfires, damper cooking and seed grinding (and enjoying Birrigai biscuits)
    • challenges such as the crate climb, Vertical Playpen and Giant’s Ladder
    • a connection to Country experience with Birrigai Aboriginal rangers
    • learning about plants and living creatures, including kangaroos, emus, yabbies, Bogong moths and Muliyan (eagles)
    • arts and craft – from sketching their environment to building a shelter
    • play-based learning, storytelling and singing
    • self-directed exploration
    • collecting data as part of Birrigai’s ongoing EcoSurvey.

    Programs vary due to the age and size of the group, the season and weather conditions.

    The Birrigai experience

    Local parents and carers may recall their own school camps at Birrigai, which was established in 1980.

    The outdoor school is surrounded by mountains, woodland and streams. It is of historical and ongoing significance to the Ngunnawal people.

    Students can see archaeological sites over 25,000 years old. There’s also plenty of wildlife to spot.

    Birrigai camps help students view the world differently and connect or re-connect to Country.

    Food and accommodation

    Students experience the novelty of sleeping in bunk-style cabins.

    These are heated and air-conditioned and have shared internal bathrooms.

    There are also facilities to cater for people with additional needs.

    At mealtimes, everyone eats together in Birrigai’s large dining hall.

    Meals are freshly prepared by an in-house catering team. Food aligns with the National Healthy School Canteen Guidelines.

    The team can accommodate specific dietary needs. Birrigai is a nut-free site.

  • MIL-Evening Report: The blow-up between Elon Musk and Donald Trump has been entertaining, but how did things go so bad, so fast?

    A no-holds-barred and very public blow-up between the world’s richest man and the president of the United States has had social media agog in recent days, with each making serious accusations against the other.

    And while tech billionaire Elon Musk appears to have cooled the spat somewhat – deleting some of his more incendiary social media posts about Donald Trump – the president still appears to be in no mood to make up, warning Musk of “very serious consequences” if he backs Democrats at the mid-term elections in 2026.

    Tensions erupted over Trump’s “One Big Beautiful Bill” (OBBB). The OBBB proposes extensive tax cuts which could add roughly US$3 trillion (A$4.62 trillion) to the US national debt.

    After stepping down from his role as advisor to Trump, Musk criticised the OBBB as “disgusting abomination” that would “burden America [sic] citizens with crushing unsustainable debt”. Trump returned fire, suggesting “Elon was ‘wearing thin’, I asked him to leave […] and he just went CRAZY!”.

    In a dramatic escalation, Musk responded by calling for Trump’s impeachment. Musk also tweeted allegations that Trump was implicated in the Epstein files related to child sex offender Jeffrey Epstein. He has since deleted those tweets.

    Why has the much-hyped “bromance” between Musk and Trump suddenly ended? And what was the basis of their alliance in the first place?

    Musk in politics

    Like many billionaires, Musk had previously been hesitant to get involved in frontline politics. He says he voted for Hillary Clinton in 2016 and Joe Biden in 2020, but claimed in 2021 “I would prefer to stay out of politics”.

    In early 2024, Musk was still claiming to be politically non-aligned, suggesting he would not donate to either presidential campaign.

    This apparent neutrality ended following the attempted assassination of Trump at a July 2024 campaign rally, with Musk immediately endorsing Trump.

    In reality, Musk’s conversion to the MAGA movement long predated the assassination attempt. Musk’s hyperactive Twitter/X account shows a steady radicalisation.

    Across 2020-2024, Musk engaged with accounts sharing MAGA and far-right conspiracy theories. These include the antisemitic Great Replacement Theory, and the related South African white genocide conspiracy. Musk’s posts also show the obsession with opposing diversity, equity and inclusion (DEI) policies characteristic of the MAGA movement.

    After endorsing Trump, Musk spent US$288 million (A$444 million) supporting Trump’s election and appeared at campaign events around the country.

    Musk’s support for Trump was both ideological and pragmatic.

    From tax cuts to immigration restrictions to opposing DEI, there were clearly many ideological commonalities between Musk and Trump.

    There were also clear practical benefits for both men. Trump gained the financial backing of the world’s wealthiest man. Musk gained not only unparalleled access to the US president, but also a role leading the new Department of Government Efficiency (DOGE).

    DOGE: success and failure

    Early reporting on the second Trump presidency noted the omnipresence of Musk, who at one point moved into Trump’s Mar-a-Lago resort to be close to the president.

    However, observers were sceptical about the potential effectiveness of DOGE, and Musk’s claim it would save the government US$2 trillion (A$3.02 trillion).

    In the early months of the Trump administration, Musk cut government programs and employees at a remarkable rate. The USAID program was particularly hard hit, as were the Department of Education and the Consumer Financial Protection Bureau.

    As the spending cuts picked up pace, Musk began to attract more controversy. Critics questioned the apparent power wielded by the unelected billionaire. Musk’s ties to the far right were also in the spotlight after he appeared to perform two “Roman salutes”, which many observers believed to be a Nazi salute.

    Trump clips Musk’s wings

    Musk’s apparent rampage through government did not last long. As Trump’s executive appointees assumed control of their departments, Musk and DOGE experienced increasing resistance. After a series of fractious cabinet meetings, Trump reportedly reduced the power of DOGE in March.

    Political attention was also clearly affecting Musk’s businesses. The negative publicity has significantly damaged the Tesla brand, leading to declining sales around the world and repeated falls in Telsa’s share price.

    On May 1, Musk announced he would be leaving DOGE, claiming the department had saved the government US$180 billion (A$277 billion) in spending. This number is likely an exaggeration, but still falls well short of his original target.

    Musk has learned a harsh lesson in politics – that the complexities of government resist simple reform and cannot be easily rolled back in the way a CEO might slim down a company.

    For Trump, his manoeuvring of Musk appears to be another smart political move. As the public face of DOGE, Musk bore the negative wrap for early government cuts and chaos. Having used his money and reputation, Trump dispensed with Musk as he has with so many advisers and appointees before.

    The falling out

    Musk departed his role in a muted White House ceremony, where Trump thanked him for his service and presented him with a ceremonial “golden key” to the White House.

    However, behind the public show of civility, tension was brewing over Trump’s One Big Beautiful Bill.

    Trump and Musk had originally claimed that the US$2 trillion (A$3.02 trillion) in DOGE savings could be used to fund a substantial tax cut. With the efficiency savings not eventuating, Musk worried the OBBB would significantly increase US public debt.

    Unable to convince Trump or other Republican legislators, Musk took to X, launching a “Kill the Bill” campaign that ultimately led to his incendiary showdown with Trump.

    For his part, Trump has belittled Musk, suggesting Musk only opposed the OBBB because it cut subsidies for electric vehicles.

    Though the subsidy cuts will affect Tesla, Musk has previously supported eliminating subsidies. Musk’s anger at the OBBB is more likely driven by the realisation he has been played by Trump.

    What now?

    Trump has used and discarded many other powerful figures in his chaotic political career. Musk has more power than most, and might be able to strike back at Trump.

    Yet, with his public reputation and brands already tarnished, Musk would be ill-advised to pick further fights with Trump and his adoring MAGA movement.

    Accordingly, Musk has indicated over the weekend he is open to a détente. Tesla investors will no doubt be relieved if Musk makes good on his pledge to step back from politics and return to his businesses.

    More concerning are the prospects for democracy. With wealth and power continuing to concentrate in a handful of billionaires, voters appear reduced to the role of viewers forced to watch the reality TV drama unfold.

    Though Trump appears to have won this round of billionaire battle royale, whatever happens next, democracy is the real loser.

    Both Cambodia and Thailand expressed hopes for a peaceful settlement of the border dispute after a brief exchange of gunfire in a disputed border area on May 28.

    Cambodian Prime Minister Hun Manet said on Saturday that he hopes to resolve the border issue with Thailand peacefully.

    “Cambodia adheres to the principles of maintaining peace, friendship and good cooperation with Thailand,” Hun Manet posted on his Facebook page, saying Cambodia has decided to refer the dispute to the International Court of Justice.

    “The decision is to seek a peaceful and permanent solution to the border problems in those areas, rather than leaving the problem to remain ambiguous for a long time, which could lead to a new armed conflict,” he added.

    Hun Manet said Cambodia would continue to collaborate with Thai parties to promote the measurement of the border and establish the remaining border using the Cambodia-Thai Joint Boundary Commission mechanism.

    Speaking at a press conference, Thai Foreign Ministry spokesperson Nikorndej Balankura called on the Cambodian side to “reduce the level of tension along the border to prevent the situation from escalating unnecessarily.”

    Following the late-May military skirmish, Thailand has exercised “the utmost restraint” and focused on resolving the situation peacefully by pursuing all diplomatic channels to de-escalate tensions, Nikorndej said.

    Meanwhile, Malaysian Prime Minister Anwar Ibrahim, who is also the chair of the Association of Southeast Asian Nations (ASEAN) in 2025, posted on X on Friday that he has “engaged with the Prime Ministers of Thailand and Cambodia” regarding the ongoing border issues.

    Due to the wildfires affecting communities across Saskatchewan, today, Minister Tim McLeod, in conjunction with the Saskatchewan Public Safety Agency (SPSA), has increased financial assistance for those registered with the SPSA, raising the amount provided to the head of household to $40 per day, up from $20, and the additional members of a household would increase to $20 per day, up from $10. Bringing the daily maximum of $200 per day.

    As of yesterday, there were 24 active wildfires in Saskatchewan and 33 communities have evacuated. To date this year, there have been 251 wildfires, well above the five-year average of 141.

    “While we are hoping to soon have some individuals and families repatriated back to their communities, we know that some will have to continue to be evacuated as we deal with ensuring safe cleanup of these devasting wildfires,” Saskatchewan Public Safety Minister Tim McLeod, K.C. said. “Frontline crews and multiple agencies are working as quickly as possible to do so.”

    The Government of Saskatchewan has provided $15 million to the Canadian Red Cross to help Saskatchewan residents who have been displaced from their homes, as wildfires continue to threaten communities across the province.

    The Canadian Red Cross is working closely with Indigenous leadership and all levels of government to provide emergency accommodations, personal services and critical information to people who have been forced from their homes.

    Chess great Magnus Carlsen recovered from his meltdown against world champion Gukesh Dommaraju last weekend to win the Norway Chess tournament on Friday.

    The Norwegian world number one drew his last game against India’s Arjun Erigaisi but it proved enough for him to finish on 16 points, half a point ahead of American Fabiano Caruana.

    Indian Gukesh, who lost to Caruana in the final game, ended up third on 14.5 points.

    “It’s a huge relief after a day like this, a tournament like this,” Carlsen said.

    Last Sunday, Carlsen had Gukesh on the ropes for much of their game but his composure cracked under the pressure of a ticking clock and he committed a blunder that handed Gukesh a decisive advantage.

    Carlsen slammed his fist on the table after the defeat before exchanging a quick handshake with Gukesh, apologising for his outburst and storming off.

    “Obviously my struggles here have been well documented but at least I fought until the end,” the five-time classical world champion, who did not defend his title in 2023 citing a lack of motivation, said.

    “I’m not going to say that this tournament was my last (in standard chess) for sure, but I enjoy other forms of chess a lot more.”

    Agriculture has long been the soul of India’s economy and society. Over the past eleven years, under Prime Minister Narendra Modi’s leadership, India’s agricultural landscape has been redefined by a holistic, inclusive, and tech-driven approach that is embodied in the principle of Beej Se Bazaar Tak, or Seed to Market. This transformation puts the farmer at the center of policy-making, with a focus on income security, smart farming, traditional wisdom, and global competitiveness.

    Rising investment in the agriculture sector

    Recognising the critical role of agriculture, the government substantially increased funding to the sector. The Budget Estimates for the Department of Agriculture and Farmers’ Welfare rose from ₹27,663 crore in 2013–14 to ₹1,37,664 crore in 2024–25. This more than fivefold jump in allocation has enabled investments in infrastructure, innovation, and farmer welfare.

    Growth in foodgrain and climate-resilient crops

    India’s foodgrain production has grown significantly, from 265.05 million tonnes in 2014–15 to an estimated 347.44 million tonnes in 2024–25. This includes major staples like rice, wheat, pulses, and oilseeds. The focus has also shifted toward increasing production of climate-resilient and nutrition-rich crops, with support for coarse grains, pulses, and oilseeds witnessing sharp growth.

    Strengthening procurement and minimum support prices

    The government has significantly increased Minimum Support Prices and procurement. Between 2014 and 2025, procurement of 14 Kharif crops reached 7871 LMT, compared to 4679 LMT in the previous decade. The MSP for wheat rose from ₹1,400 in 2013–14 to ₹2,425 in 2024–25, and payments to farmers more than doubled. The MSP for paddy increased from ₹1,310 to ₹2,369 per quintal in the same period. Procurement and MSP support for pulses and oilseeds grew exponentially, empowering farmers in previously underserved regions.

    Financial empowerment through direct benefit and credit

    Financial empowerment of farmers has become a central theme. Under the PM-KISAN scheme, ₹3.7 lakh crore has been directly transferred to over 11 crore farmers, ensuring income support with full transparency via Direct Benefit Transfer. Kisan Credit Cards have been issued to 7.71 crore farmers, enabling credit access worth ₹10 lakh crore. The credit limit has been raised from ₹3 to ₹5 lakh.

    Insurance, irrigation and sustainable practices

    Risk management and sustainability are also key components of the new agricultural strategy. The PM Fasal Bima Yojana has enrolled over 63 crore farmers and paid ₹1.75 lakh crore in crop loss claims. The PM Krishi Sinchayee Yojana has invested ₹93,000 crore in irrigation infrastructure, making farming more drought-resistant. The Soil Health Card Scheme has issued 1.75 crore cards and upgraded 8,272 testing labs, encouraging balanced fertiliser use.

    Laying the foundation for long-term prosperity

    With increased investment, income support, insurance, and irrigation, India’s agricultural foundation has been strengthened. These reforms are not just about enhancing output, but about empowering every farmer with dignity, stability, and opportunity.

    U.S. President Donald Trump on Friday confirmed that a decision on the next Federal Reserve chair would be revealed soon.

    Speaking to reporters on Air Force One, Trump added that former Fed governor Kevin Warsh is “very highly thought of” regarding the post.

    Trump lashed out at Fed Chair Jerome Powell again on Friday morning shortly after the release of the U.S. nonfarm payroll report for May.

    Trump labelled Power as “Mr. Too Late” and saw him as a “disaster” at the Fed. He urged Powell to cut interest rates by 1 percent.

    Interest rates for both long and short-term debt would be greatly reduced if Powell cuts, said Trump in a post on social media.

    Trump asserted that there is virtually no inflation anymore and that Powell is costing the country a fortune. If inflation were to return, the Fed could raise rates to counter, said Trump.

    Political interference could make it more difficult for the Fed to lower interest rates, according to St. Louis Fed President Alberto Musalem.

    Independence is important as it allows for “more anchored inflation expectations,” said Musalem in an interview with the Financial Times published on Friday.

    After taking office in 2018, Powell began his second term in 2022, which is set to run through May 2026.

    The U.S. president can nominate a candidate for a new Fed chair, but Senate confirmation is required, as stipulated in the Federal Reserve Act of 1913.

    Trump repeatedly threatened to fire Powell earlier this year but later stated that he didn’t intend to do so.

    Powell has previously stated that the president does not have the legal authority to dismiss a sitting Federal Reserve chair without “cause,” a standard long understood to refer to misconduct rather than policy disagreements.

  • MIL-OSI Security: ATF Participates in Arms Trafficking and Explosives Roundtable Between Mexico and the United States

    On June 5 and 6, 2025, Bureau of Alcohol, Tobacco, Firearms and Explosives officials participated in a roundtable co-hosted by the State Department Bureau of International Narcotics and Law Enforcement Affairs and the Secretaría de Seguridad y Protección Ciudadana (Secretariat of Security and Civilian Protection). The roundtable took place in Mexico City and brought over 100 Government of Mexico officials together with U.S. law enforcement components from across the government to discuss arms trafficking trends and best practices in curbing arms trafficking.

    ATF was joined by U.S. Customs and Border Protection, Homeland Security Investigations, and the U.S. Marshals Service in meetings with public security secretaries and attorneys general from most Mexican states, along with federal government representatives from across the Mexican government. Sessions included presentations on seizing and storing illegal firearms, arms and explosive trafficking trends, and investigative case studies where eTrace and bilateral information sharing led to successful outcomes. Additionally, there were discussions of new bilateral projects to curb arms trafficking, which include the sharing of ballistic information linked to crimes between the U.S. and Mexico border states, and a data exploitation lab, where weaponized drones will be leveraged for the arms trafficking vetted unit.

    “ATF’s partnerships with both our international and domestic law enforcement counterparts are critical when it comes to stopping the illegal flow of weapons across our southern border,” ATF Acting Director Daniel Driscoll said. “ATF will continue to work with our partners to stop the flow of dangerous weapons to Mexican cartels.”

    Earlier this week, ATF also held a join press conference with CBP and HSI in Laredo, Texas. During this event, speakers highlighted interagency efforts regarding interdictions of southbound firearms. Likewise, the event underscored ATF’s commitment to stemming the flow of illegal firearms across the southern border, and the enhanced consequences for weapons smuggling given the designation of major Mexican-based cartels as foreign terrorist organizations.

    “ATF works with law enforcement agencies in more than 50 countries to combat illegal firearms trafficking worldwide and identify threats before they reach America’s borders,” said ATF Deputy Assistant Director Shawn Morrow, of the Office of Intelligence Operations. “This roundtable is only one example of how our attachés across the globe work with foreign governments to dismantle criminal organizations and identify emerging threats. This work, especially in Mexico, is critical to keeping illegal firearms out of the hands of violent groups.”

    BOGOTA, June 7 (Xinhua) — Four rafts and a kayak capsized on Friday after the Guejar River in central Colombia suddenly flooded, leaving several people missing, the National Disaster Risk Reduction Authority said.

    The incident occurred in the municipality of Mesetas, in the department of Meta. The rescue operation is ongoing with the support of local authorities, firefighters from nearby towns and the Colombian Aerospace Force.

    The missing people were reportedly taking part in recreational activities when the river suddenly burst its banks.

    It is a pleasure to speak at the Blue Economy and Finance Forum.

    In his 1857 poem “Man and the Sea”, Charles Baudelaire explored the deep kinship between the ocean and humanity.[1] For Baudelaire, they were two forces drawn together by awe, fascination, and even conflict.

    Today, that dynamic has taken on a new and troubling dimension. We rely on the ocean for climate stability and economic prosperity, yet we are fuelling a climate crisis that threatens to undermine the very system we depend on. We cannot let that happen.

    Baudelaire described the sea as a “mirror” to the human soul. We now need to take a hard look in that mirror and ask ourselves: what can we do to stem the tide of this crisis, to safeguard our ocean and economy?

    This morning’s two panel discussions will go a long way towards answering that question. But I would like to take this opportunity to open the plenary session with a few thoughts – about what is at stake, and what stakeholders can do about it.

    The ocean’s importance for our climate and economy

    The ocean is home to 95% of the planet’s biosphere.[2] It spans environments as varied as sunlit coral reefs and pitch-black abyssal plains. And it supports an immense range of life, from countless microscopic organisms to the world’s largest animal, the blue whale.

    Given the ocean’s richness, it is worth preserving in its own right. But its value does not end there – the ocean also benefits humanity in two vital ways.

    First, it is one of the planet’s most powerful allies in the fight against climate change.

    The ocean helps to regulate global temperatures by absorbing vast amounts of heat and redistributing it through major currents like the Gulf Stream. It is also the world’s largest carbon sink, reducing the amount of carbon dioxide in the atmosphere and helping to slow global warming.

    The Intergovernmental Panel on Climate Change finds that the ocean has absorbed over 90% of the excess heat trapped in the earth’s system, as well as a third of the carbon dioxide that humans have emitted since the Industrial Revolution.[3]

    Second, a sustainable ocean serves as an important pillar supporting the global economy, providing for food security and economic opportunities.

    Marine ecosystems support over three billion people who rely on fish for at least 20% of their animal protein intake. Indeed, this dependency is more pronounced in some of the least-developed countries, where seafood provides most of the animal protein consumed.[4]

    These ecosystems also help sustain employment opportunities. More than 150 million jobs depend on the production, trade and consumption of ocean-based goods and services, according to the United Nations.[5] The ocean is also home to key natural resources, such as medicines and biofuels, which are vital for ongoing advances in healthcare and clean energy sectors.

    So, there is a great deal at stake in preserving the ocean’s health.

    The threat of climate change

    But today we are placing the sustainability of our ocean under extraordinary stress, with serious implications for both our climate and economy.

    Without the ocean’s capacity to absorb heat and carbon, we would have had to contend with a faster, even more dangerous pace of global warming. Yet there are now signs that this capacity is becoming strained.

    The last ten years were the ocean’s warmest on record. Warmer oceans are driving more frequent marine heatwaves, which damage ecosystems, and have been a major contributor to rising sea levels due to the thermal expansion of seawater. The rate at which the global mean sea level is rising has more than doubled over the past three decades.[6]

    On top of this, the ocean’s absorption of carbon dioxide is driving acidification.

    Combined with ocean warming, acidification is contributing to the bleaching and death of coral reefs, which are vital for supporting fisheries and protecting coastlines from storms. Since 2023 over 80% of the world’s coral reefs have been affected by bleaching.[7]

    We find ourselves in dangerous waters. Together, these changes could have profound consequences for the global economy.

    Food security may be undermined, potentially leading to more volatile prices, which is a concern for central banks tasked with safeguarding price stability. And if coastal areas become unliveable due to rising sea levels or frequent flooding, people may be forced to move. More than 600 million people around the world live in coastal areas that are less than ten metres above sea level.[8]

    Stemming the tide

    So, what can we do to stem the tide of these troubling developments? We may not be able to fully reverse the damage done, but we can work towards slowing its momentum, potentially even stopping it, by acting on two important fronts.

    First, we need to protect. That means cutting greenhouse gas emissions decisively and keeping the goals of the Paris Agreement within reach.

    If we succeed in doing so, we could limit sea level rise to around half a metre by the end of the century. That might not sound reassuring. But every tenth of a degree we avoid is a piece of coastline preserved, a reef protected or a storm surge weakened.

    We also need to protect the natural systems that shield us from floods. Nature-based solutions – for instance, restoring mangroves, marshes and coral reefs – offer powerful, cost-effective defences against extreme weather. Coral reefs alone can reduce wave energy by an average of 97% while supporting fisheries, tourism and coastal livelihoods.[9]

    The second front is just as important: we need to prepare.

    Whether we like it or not, climate-related risks are materialising. We need to adapt our infrastructure and economies to a more volatile world. That includes building sea walls and surge barriers and budgeting for resilience rather than reacting after disaster strikes.

    Make no mistake: adaptation will be costly. According to UN assessments, costs could run into the hundreds of billions of dollars globally each year by mid-century.[10] But the cost of inaction would be far higher. One study estimates that failing to keep global temperatures below two degrees above pre-industrial levels could lead to USD 14 trillion in global annual flood costs by 2100.[11]

    To meet this challenge, we need to catalyse finance for marine and coastal conservation – for instance, through innovative approaches that convert natural capital into financial capital.[12]

    This can be especially impactful for vulnerable countries with limited fiscal space. Above all, we must listen to the communities affected, treating their needs as a basis for our actions rather than an afterthought.

    Let me conclude.

    Baudelaire reminds us that the sea is a mirror of our own nature, which can either heal or harm.

    So, let us choose to heal. That means nurturing the ocean’s rich diversity and facilitating finance to support innovative adaptation measures that build more resilient communities and a stronger global economy.

    BEIJING, June 7 (Xinhua) — China’s National Meteorological Center (NMC) on Saturday issued a yellow alert for heavy rain.

    According to the NMC, heavy rains are expected to hit some areas along the Yangtze and Huaihe rivers, Hanjiang, and areas in Guizhou Province (southwest China) and Guangxi Zhuang Autonomous Region (south China) from 2:00 p.m. Saturday to 2:00 p.m. Sunday.

    Some parts of Anhui, Jiangsu, Hubei and Zhejiang provinces will see up to 180 mm of rainfall, while some areas in these regions will experience short-term heavy rainfall with hourly rainfall of 80 mm or more, accompanied by thunderstorms and strong winds.

    SANAA, June 7 (Xinhua) — Yemen’s Houthi group said on Friday it was ready to swap all prisoners with the country’s government, a major offer made by the rebels since the civil war began in late 2014.

    The Houthi-controlled Saba news agency reported, citing a statement from the head of the Houthi committee for prisoners’ affairs, Abdel Qader al-Murtada, that the group was ready to carry out “a full exchange process that includes all prisoners from all sides.”

    A.K. al-Murtada called on the Saudi government to put pressure on the Yemeni government to “respond to the initiative without preconditions.”

    Yemen’s internationally recognized government has yet to comment on the rebels’ proposal.

    In 2023, the Yemeni government and the Houthi group carried out a major UN-brokered prisoner exchange, exchanging about 900 people. Another major exchange took place in 2020, when both sides released about 1,000 prisoners and detainees.

    Yemen has been mired in civil war since late 2014, when rebels seized control of much of northern Yemen, ousting the Yemeni government from the capital Sanaa.

    Since April 2022, clashes between the Houthis and government forces have decreased following a UN-brokered ceasefire. –0–
