    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.) spoke on the U.S. Senate floor on Thursday to sound the alarm over a coordinated effort by the Trump administration and Congressional Republicans to dismantle the Bipartisan Safer Communities Act (BSCA), the most comprehensive gun safety law passed in decades. Pointing to clear evidence that the law is saving lives, Murphy slammed the effort as a reckless attempt to score points with the gun lobby, no matter the cost to American families.
    Murphy highlighted BSCA’s success, underscoring how the legislation contributed to the largest two-year decline in gun violence in American history: “In 2023 there were 659 mass shootings in America. In 2024, there were 500. That’s a 24% one-year decline in mass shootings. That means that there were 160 mass shootings that didn’t happen. 160 communities that were not terrorized in 2024. And this bill had a lot to do with it. Overall gun deaths went down from 2023 to 2024 from 19,000 to 16,700. That was a 12% reduction. We’ve never in this country’s history seen one-year declines in gun homicides in the neighborhood of 12%. Certain cities saw astronomical declines. In Hartford, we saw a 39% drop in homicides from 2023 to 2024. This year, 2025, Hartford is on track to have the lowest recorded instances of gun violence – that’s homicides and nonfatal shootings – since 2006. New Haven saw a 39% drop in homicides. As I think I said, overall in Connecticut, we had 167 homicides in 2023. In 2024 we had 63. It’s wild. And this happened in Baltimore. This happened in Chicago. In most of the major cities in this country, and in rural areas as well, we saw this dramatic, dramatic decline. So it is just something to celebrate because it’s not easy to get that kind of consensus. It’s not easy to get that kind of consensus, and we should celebrate the fact that there are literally thousands of people, largely young men, who are alive today because of the bill that we passed.”
    Murphy blasted the administration’s cuts to lifesaving violence prevention programs, accusing Republicans of abandoning a long-standing bipartisan commitment to mental health and community support: “I understand we’ve got a difference – the President and I have a difference – on what our gun laws should be. But there is consensus – I thought there was consensus – that we should support investment in mental health. I thought there was a consensus, that we all believed that there were good community groups that were doing totally apolitical work, not related at all to gun laws, to try to interrupt cycles of violence. The reason that these numbers have been going down is not just the changes in gun laws. The reason that our communities are safer all across the country is because we are finally putting real money into school-based mental health, into children’s mental health, and into the groups in our communities that are keeping kids alive.”
    On the cruelty of the administration’s actions, Murphy added: “There are literally going to be thousands of children – traumatized children, children with serious mental illness, with cycles and histories of abuse in their household – who have created this relationship with an adult, this adult that is helping them address their potential tendency to act out in violent ways due to their mental illness, their trauma. And one day these kids are going to show up at school, and that adult is going to be gone. That trusted adult that had created that bond, that relationship, that is helping that child, is keeping that school safe– that relationship, that bond, is destroyed. Because in cutting these grants off with no warning, there is no way, in the middle of a school year, for a school mental health clinic to find the money under the mattress. It’s illogical. It’s going to drive up gun violence rates. And it’s cruel to our poorest and most at-risk communities, and to the kids. And to the kids – the traumatized kids, the kids with serious mental illness – the kids that we should think first about when we wake up in the morning.”
    Murphy concluded: “What’s the point of running for the United States Senate, what’s the point of working to forge this compromise, if the president can just ignore it? And by the way, if Donald Trump gets away with it, mark my words: a Democratic president will do the same thing. If this becomes standard practice, if our laws just become advisory, then there’s no reason for any of us to show up any longer. Why do you work so hard, why do you care so much about getting to this place, if you don’t care when the president just ignores the laws that we pass? It is very hard to find consensus here, especially on an issue as important and as politically sensitive as gun violence. So, when we do find that consensus, on behalf of the kids and families out there who are begging us to work together to save lives, we should protect that consensus.”

    MURPHY: “Thank you, Mr. President. 
    “Mr. President, I want to come to the floor today to talk about a success story. But potentially a success story interrupted. Back in 2022, we all were shocked to watch news playing out, during an afternoon that we were here working in the Senate, of another mass shooting. This one of just unthinkable size and scope in Uvalde, Texas. I was actually sitting in the presiding officer’s chair when I saw word of the shooting scroll across my smartphone screen.
    “And gratefully, in the wake of that shooting, a group of us, Republicans and Democrats, were able to come together and set aside the differences that we had, and still have, on the issue of gun violence in this country, decided not to argue about an assault weapons ban for instance, and instead we decided to work on finding a ‘least common denominator,’ as we called it. Trying to find a set of common sense changes to our gun laws, common sense investments in our communities, that would hopefully together try to put a downward pressure on what, up until then, had been annual spiking rates of homicides and mass shootings.
    “It’s just true that in this country you are ten times more likely to be shot in your school, in your neighborhood, at a movie theater, than you are in any other high-income developed nation. That’s a choice. That’s not bad luck. That’s not happenstance. That’s because in America we decide to have a ton of weapons in the hands of very dangerous people. And we also don’t spend enough time trying to unwind some of the reasons why young people in particular get into lives of really risky and potentially violent behavior. 
    “So we came together in 2022 and we passed the Bipartisan Safer Communities Act. It was a big bipartisan vote. It wasn’t close. The final tally was 65 to 33, nearly two-thirds of the Senate voting in favor of this common sense gun safety measure. And it wasn’t anything close to what I see as necessary in order to tackle this epidemic in this country, but it was significant. It was five changes in gun laws, supporting state red flag laws, stopping domestic abusers from getting their hands on guns, putting a short but meaningful waiting period when young people are hastily buying an assault weapon, making it easier for law enforcement to go after drug trafficking rings. It was five meaningful changes. 
    “But it was also a big investment. A big investment in the kind of services that can help interrupt violence. A lot of my Republican friends said ‘We don’t believe it’s the guns. We think it’s mental illness.’ Well, I don’t agree, but this is how you put together a compromise. So we passed the Bipartisan Safer Communities Act, which included a landmark, $14 billion investment, most of it in mental health; most of it directed toward kids – school-based mental health, but also significant investments in school safety, just hardening schools to make it harder for a shooter to get inside; and community anti-gun-violence initiatives, the work that local community groups are doing in North Carolina, in Connecticut, all across the country to just try to wrap services around people who might be at risk of gun violence or stop the cycle of violence once the first shooting happens.
    “So we passed this legislation and we crossed our fingers. We said let’s hope that we’re right and that these changes in gun laws and these investments we’re making in our communities will make a difference. 
    “Well, what happened after we passed that law was absolutely stunning. The biggest two-year decline in gun violence in the history of recorded statistics in the United States of America. That’s extraordinary. That’s extraordinary. And I’m not going to sit here and claim that the entire reason was the Bipartisan Safer Communities Act, but it was a big part of the reason because we did make it harder for bad people to get their hands on guns. We did deliver the kind of services that are necessary. 
    “You’re seeing this downward trajectory, but let me just put the numbers on it. In 2023 there were 659 mass shootings in America. In 2024, there were 500.     “But this progress is in threat of being interrupted. And the reason is that the Trump administration has reversed course. I want to talk specifically about how they are undoing the progress of this bill, but their attempt to try to reverse the broader progress that we have made on reducing gun violence is pretty comprehensive. Let me just give you a handful of the ways in which the Trump administration is trying to make our communities less safe. 
    “First, they closed the Office of Gun Violence Prevention. This was something the Biden Administration set up to try to better implement the Bipartisan Safer Communities Act. This wasn’t a terribly political office. It was just trying to coordinate all the work being done across agencies to reduce violence in our communities. Trump would have taken this office in a different direction, but he didn’t. He just shuttered it. There’s no Office of Gun Violence Prevention anymore in the federal government. 
    “On March 20th, the administration announced that they’re going to start a process of restoring firearms rights to individuals who have had them taken away because they had a serious criminal record. This is likely illegal. There’s an appropriations bill rider that says the ATF can’t do this, but the message was sent: we actually think that dangerous people should be able to get their gun rights back. That same day Trump’s Department of Justice filed a motion in federal court trying to overturn a decision to say that silencers are not protected by the Second Amendment. Trying to say that no state legislature could ban or regulate the use of silencers. Silencers are broadly used by killers– by criminals who are trying to hide the fact that they are engaged in criminal, lethal conduct. 
    “On April 7, DOJ announced that it was repealing a policy from the Biden administration that said simply this: If you’re a gun dealer and you’re engaged in illegal conduct, we’re going to pull your license. And we’re not going to give you two or three or four shots. We’re going to have a zero tolerance policy for gun dealers that are selling guns on the black market. That’s a policy most Americans would see as common sense. But the DOJ announces that it is going to let off the hook gun dealers that are violating the laws. 
    “Now throughout the last 100 days, the Trump administration has been sending all sorts of signals that they are deprioritizing the work of ATF. Most recently, on April 9th, they announced that the Army Secretary would now be the acting head of ATF, basically telling ATF agents, ‘We don’t care about your work. We’re not going to have a full-time ATF head. We’re putting somebody with a big other important job in charge of the ATF. You’re not going to have any real supervision or direction.’ 
    It was just a signal of deprioritization of the enforcement of our gun laws. That caused, the next day, the second-highest ranking official at the ATF, who had served admirably for 35 years, to resign in protest. 
    “And then, maybe most unconscionably and most cruelly, just a few days ago ATF took down the memorial wall dedicated to victims of gun violence. I mean, there were names up there, tributes to moms and dads, brothers and sisters who had been killed in episodes of gun violence. That was really important to hundreds of families out there who knew that their loved one’s name was part of that wall. Now the wall comes down. For what? Just to send another signal that the administration doesn’t care about attacking gun violence. 
    “But I really wanted to come to the floor today to talk about the two most important assaults that the Trump administration has made on our work to try to keep our communities safe. And those are the twin announcements that the administration made, that they were going to end two of the key streams of funding for community groups in the Bipartisan Safer Communities Act. First, the administration announced it was ending $1 billion in grants under the Bipartisan Safer Communities Act to invest in school mental health, and then that they were ending $800 million of DOJ grants to try to drive down violence through supporting community efforts to do that work. 
    “This makes no sense. I understand we’ve got a difference – the President and I have a difference – on what our gun laws should be. But there is consensus–I thought there was consensus–that we should support investment in mental health. I thought there was a consensus, that we all believed that there were good community groups that were doing totally apolitical work, not related at all to gun laws, to try to interrupt cycles of violence. The reason that these numbers have been going down is not just the changes in gun laws. The reason that our communities are safer all across the country is because we are finally putting real money into school-based mental health, into children’s mental health, and into the groups in our communities that are keeping kids alive.
    “In Oakland, they have seen a stunning 32% drop in homicides. And it is a result of groups like Youth Alive. This is a nonprofit that is working to prevent and disrupt the cycle of gun violence. So you go into a community, you go into a place where a shooting has happened, and you do work with the victim of that incident to make sure that it doesn’t become a cycle of violence. These are often called ‘hospital-based violence intervention programs.’ When there’s a shooting, you have a social worker or community anti-gun violence worker go to the hospital–that’s often where the community is the most angry, the friends of that victim may be planning for revenge–and you do the work to stop that cycle of violence. It was working in Oakland. Youth Alive was preventing gun violence. Last year, of the 113 clients they served, only one of them was injured a second time. And yet, in the middle of a three-year, $2 million grant that Youth Alive was getting, it was suspended, terminated. They’re going to have to lay off their staff. That program is being shut down in Oakland. And I’ll just tell you, I would bet you homicides are going to start going back up in Oakland. 
    “Baltimore has seen a similar massive decline in gun violence: a 43% reduction since 2010. What a success story–Baltimore, one of the most violent communities in terms of rates of gun violence in the country–a 43% decline. Center for Hope is a group in Baltimore that provides prevention and healing services for children who have been the witnesses or victims of gun violence. And they were getting, again, a $2 million grant to work with the victims of gun violence, to try to heal those communities, and again, to stop that cycle of retributive violence that often happens in places like Baltimore. Donald Trump cut their grant. So in the middle of the grant, they are losing $1.2 million and they are going to have to lay off seven employees. Center for Hope runs six of the city’s ten Safe Street Sites. These operate in the pockets of Baltimore that see the most shooting. Because of these Center for Hope sites–these Safe Street Sites–between 2023 and 2024, four of the sites run by the Center for Hope saw zero homicides, and now they’re having to lay off people. Guess what is going to happen: those shootings are going to go up again. 
    “We had to work really hard to find this consensus on a very difficult issue. It is illegal, what the president has done. He is not allowed, under the Constitution, to decide unilaterally to cancel spending that has been authorized and appropriated by Congress. So maybe the first and most important thing to say about what the president has done to cancel mental health grants and anti-violence grants is that it is illegal. He can’t do it, and it is likely that a court will turn these grants back on. But it is also such bad policy. It is cruel and inhumane, but it is also illogical. We literally are seeing the fruits of the labor of these groups. And not just in saving a life or two. You’re talking about 30% and 40% reductions in violence in these cities. And what will happen is unmistakable. You stop funding these groups that are doing the mental health work in the schools, that are doing the anti-gun violence work, and these rates will start to go back up again. That’s illogical. 
    “But it’s cruel as well. Because what the president is doing, for instance, in cutting off the school mental health grants, is that he’s cutting off existing grants. It’s not that he’s announcing ‘I’m not giving any new grants.’ There are schools all across this country which have set up new mental health clinics because of the grants they got. They were five-year grants, and one or two or three years into those grants, Donald Trump is shutting the programs down.     “Every single one of my Republican colleagues worked really hard to get this job, worked really hard to become a United States Senator. Those of us who work on these bipartisan pieces of legislation work really hard to pass them. What’s the point of running for the United States Senate, what’s the point of working to forge this compromise, if the president can just ignore it? And by the way, if Donald Trump gets away with it, mark my words: a Democratic president will do the same thing. If this becomes standard practice, if our laws just become advisory, then there’s no reason for any of us to show up any longer. Why do you work so hard, why do you care so much about getting to this place, if you don’t care when the president just ignores the laws that we pass?

    Schumer: Trump’s Budget Is All-Out Assault On Upstate NY Families, Seniors & Communities

    After President Trump released his “skinny budget” plan for the next year, U.S. Senator Chuck Schumer revealed how these devastating cuts would totally eliminate and slash many of the federal programs Upstate NY relies on the most. Schumer is sounding the alarm on the most dangerous and severe of these cuts for Upstate NY, which could cost our seniors, families, local governments, and small businesses billions.

    “Trump’s budget proposal is an all-out assault on hardworking Upstate New York families and seniors and the programs our communities rely on most – from totally eliminating funding to help our seniors keep the heat on during cold winters, to slashing funding to fight the opioid crisis, to cutting funding for rural air service in the North Country, to decimating the CDBG and HOME grant programs that deliver tens of millions of dollars every year for cities from Buffalo to Rochester to Albany to reduce housing costs and create local jobs. The chaos and cruelty of these cuts to incredibly effective, popular and essential federal programs show no one is safe from government by chainsaw,” said Senator Schumer. “Donald Trump’s budget is dead on arrival in the Senate, and all NY House Republicans should stand up and be vocal against these cuts, which are so damaging to Upstate NY, and get them reversed and removed from this misguided budget proposal.”

    Schumer highlighted some of the most severe and alarming cuts proposed in Trump’s budget that would hit Upstate NY hardest:

    Totally Eliminates LIHEAP – Ripping Away Nearly $400 Million Per Year For NY Seniors & Families To Heat And Cool Their Homes

    Trump’s budget proposal completely eliminates all federal funding for the Low-Income Home Energy Assistance Program (LIHEAP), zeroing out the funding. LIHEAP is the program that provides federal support to seniors & families to help pay their winter heating bills or summer cooling bills.

    Schumer said, “We all know Upstate winters can be harsh, and it is beyond cruel Trump could turn off the heat for thousands of seniors who rely on this program to stay safe and warm in their homes.”

    Last year, more than 1.8 million families across New York State received nearly $400 million in funding thanks to LIHEAP. A full county-by-county breakdown of New Yorkers receiving LIHEAP can be found HERE, with some of the largest counties highlighted below:

    Ends The Northern Border Regional Commission, Great Lakes Authority, and Economic Development Administration – Federal Investments Aimed Specifically At Spurring Economic Growth and Job Creation In Upstate NY

    Trump’s budget proposal would completely get rid of the Northern Border Regional Commission, which has delivered more than $48 million for 78 projects across Upstate NY since its creation, and the Great Lakes Authority which specifically benefit NY counties. These agencies provide targeted help for Upstate NY infrastructure, rural health care, child care access, workforce training, small business support, and community projects that otherwise would go unfunded. The Trump budget also eliminates the Economic Development Administration (EDA), which has delivered well over $320 million for New York State projects since 2018 alone. These EDA investments have created or supported nearly 40,000 New York jobs and spurred more than $4.4 billion in private investment.

    At the end of last year, the Economic Development Administration was reauthorized with wide bipartisan support. This bill that passed into law also reauthorized the Northern Border Regional Commission for another 5 years, increasing funding and expanding the critical grant program.

    Trump’s budget slashes the Substance Abuse and Mental Health Service Administration’s (SAMSA) budget by over $1 billion, a nearly 15% reduction. This will make it harder for Upstate NY to fight the opioid epidemic reducing critical treatments and mental health care, especially rural programs that uniquely rely on this funding.

    New York State-based institutions received nearly $650 million in grant funding in FY2024. A 15% reduction would rip away nearly $100 million from NY’s efforts to combat the opioid epidemic.

    Devastating 40% Cut to NIH Funding – Harming Medical Research On Cancer, Alzheimer’s And More: Hurting Healthcare and Jobs In Upstate NY

    Trump’s budget slashes the National Institutes of Health budget by approximately $18 billion, a roughly 40% reduction. Every corner of New York is using this funding to study cures for cancer, Alzheimer’s, Parkinson’s and other life-threatening diseases.

    Schumer said, “These extreme cuts will lead to layoffs in Upstate NY and make it more difficult for sick people to receive care, and set our country back decades in developing lifesaving medical treatment.”

    New York State institutions received more than $3.5 billion in grant funding in FY2024. A 40% reduction in the total NIH budget means that all of the money New York receives is at risk.     89% Slash For Federal Funds For Clean Drinking Water And Eliminating Lead Pipes

    Trump’s budget proposal cuts nearly $2.5 billion from the Drinking Water and Clean Water State Revolving Funds, amounting to an overall budget of $305 million which is a nearly 89% cut. The SRFs are one of the primary federal tools for municipalities to get low-cost financing for water and sewer infrastructure projects that ensures the water New Yorkers rely on is safe and clean.

    Schumer said, “Upstate NY has some of the oldest water infrastructure, and our cities like Buffalo and Troy have more lead pipes than most places in the country.  No amount of toxic lead exposure is safe for our children, and these cuts would leave communities high and dry when it comes to upgrading their water and sewage infrastructure.”

    According to the EPA, New York State received more than $368 million in funding from the Clean Water State Revolving Fund and nearly $294 million from the Drinking Water State Revolving Fund for a total of more than $662 million in FY2024. Under Trump’s proposed FY2026 funding levels, New York State would see a reduction of nearly $580 million.

    Cutting Rural Air Service Support For North Country Airports

    Trump’s budget proposal slashes funding for FAA’s Essential Air Service (EAS) program by 50%. The EAS provides federal support to bring air service to underserved & rural communities, and specifically all five of the North Country’s major airports. All of NY’s airports that rely on EAS are in the North Country: Ogdensburg, Massena, Plattsburgh, Watertown, and Adirondack Regional Airport.

    Cuts Funding For Programs That Help Seniors And People With Disabilities Pay Rent

    Trump’s budget proposal would consolidate funding for Tenant-Based Rental Assistance, Public Housing, Project-Based Rental Assistance, Housing for the Elderly, and Housing for Persons with Disabilities into a new State Rental Assistance Block Grant, cutting nearly $27 billion across these programs and foisting responsibility over these programs onto state and local governments, reducing their ability to help people in need. Over half a million New Yorkers rely on this assistance, the vast majority of whom are seniors, people with disabilities, and children. Schumer explained that as rent costs continue to go up across the country, the administration is slashing funding for rental assistance. 

    In FY2023, New York State received more than $7.4 billion across these programs that would not be consolidated into a new State Rental Assistance Block Grant and receive a massive cut of 42.8%. Below is a breakdown of funding for each program and how much would be allocated to New York State if Trump’s major cuts to the programs were to go through.

    Cancels $1.3 Billion For NOAA- Essential To The Health Of Great Lakes & Weather Monitoring

    Trump’s budget proposal eliminates more than $1.3 billion for the National Oceanic and Atmospheric Administration (NOAA) grants and research programs which uniquely support the Great Lakes, including programs which helps identify storm water infrastructure in need of upgrades to ensure community safety during extreme weather events.

    In addition, Trump wants to cancel $209 million for weather satellites and infrastructure critical for Upstate NY communities to get timely and accurate forecasts, and without could put safety at risk.

    Dr. Travnicek holds a Ph.D. in Natural Resources Management/Communication from North Dakota State University.     Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho) and Jeff Merkley (D-Oregon) teamed up to introduce the bipartisan Collaborative Forest Landscape Restoration (CFLR) Program Reauthorization Act of 2025.  This legislation would reauthorize and expand the CFLR program, which helps fund collaborative and community-based forest management.  The CFLR program has a proven track record of improving forest health, reducing wildfire risk and supporting rural communities.

    The CFLR program brings stakeholders from all walks of life together to create solutions aimed at reducing wildfire risk across the West.  Requirements of this program ensure that various local stakeholders collaborate, resulting in stronger relationships on the ground, better, more effective projects, and a decreased risk of conflict and litigation.  Then-Interior Appropriations Subcommittee Chairman Merkley pushed to double funding for the program in the Fiscal Year 2022 Interior spending bill, which funds the U.S. Forest Service.  This funded all five collaboratives in Oregon, including the new Rogue River CFLR.  The program was last reauthorized by Senators Crapo and Merkley in the 2018 Farm Bill.

    CFLR was first authorized in 2009, and in the first ten years of the program, CFLR projects treated and restored 5.7 million acres of forestland, and have helped improve 1,000 miles of trails and maintain 25,000 miles of roads.  The lawmakers’ bipartisan bill would extend the program for another ten years, increase the size and scope of the Collaborative to reduce wildfire risk and make other program improvements. 

    U.S. Representatives Joe Neguse (D-Colorado), Andrea Salinas (D-Oregon) and Kim Schrier (D-Washington) are expected to introduce companion legislation in the U.S. House of Representatives.

    A federal grand jury in Knoxville, Tennessee returned an indictment on May 7, charging Regan Darby Prater, 27, with arson for firebombing the Highlander Center, a nonprofit research and education center in New Market, Tennessee; and with carrying an explosive device during the commission of the arson. Prater appeared in court today before U.S. Magistrate Judge Jill E. McCook and entered a plea of not guilty to the charges in the indictment. He was held pending trial, which has been set for July 15 in United States District Court, in Knoxville, Tennessee.

    Washington, D.C. – Today, U.S. Senators Catherine Cortez Masto (D-Nev.), Susan Collins (R-Maine), Bill Cassidy (R-La.), and Peter Welch (D-Vt.) introduced the bipartisan Protecting Access to Ground Ambulance Medical Services Act, which would ensure that all communities, particularly those in rural and underserved areas, have access to vital emergency and non-emergency ground ambulance services.
    In 2022, Cortez Masto passed a law to make sure ambulance providers are adequately reimbursed for providing critical services. Specifically, the legislation provided Medicare add-on payments for ground ambulance services until 2025. Since then, Congress, on a bipartisan basis, has passed additional extensions, maintaining the enhanced reimbursement rate for ground ambulance services through September 30, 2025. This bipartisan bill builds on those efforts by extending and increasing Medicare add-on payments for ambulance services in all communities. This legislation will continue to close the gap between Medicare reimbursement and the cost of providing services, helping ambulance service providers hire and retain EMT staff, update their equipment, and continue providing lifesaving medical care across the country, especially in the underserved areas where EMT services can be expensive and hard to access.
    “During a medical emergency, all Nevadans should be able to count on lifesaving ambulance services,” said Senator Cortez Masto. “This bipartisan legislation provides essential resources to rural and underserved communities to ensure that no one is left without help in a life-or-death situation.”

The bill passed the Senate late last year, but failed to pass the House of Representatives.   
    “Many communities across Alaska are still reeling from the aftermath of recent landslides. Most recently, Ketchikan is working to stabilize roads following the Wolfe Point landslide in March. Many of those facing significant landslide hazards lack access to sufficient data, monitors, and forecasting abilities to warn residents when they are in danger,” Sen. Murkowski said. “This legislation provides resources to communities, allowing them to create response plans and improve emergency preparedness. We must do everything we can to safeguard our communities and protect Alaskans from fatal natural disasters, and that is why I will continue to advocate for the reauthorization of this bill.”
    “Since we passed this bill, federal agencies have improved mapping technologies and gained a better understanding of the landslide risks facing our communities,” Sen. Cantwell said. “Now, more than a decade since the devastating Oso landslide, and as more wildfires and atmospheric river events make landslides more likely, we must reauthorize and update these federal programs to help keep communities safe.”
    Background: The bill reauthorizes the National Landslide Preparedness Act for 10 years, through Fiscal Year 2035, and authorizes additional funding for the U.S. Geological Survey (USGS) to prioritize purchasing, repairing, and deployment of landslide early warning systems in high-risk areas. The National Landslide Preparedness Act previously authorized USGS’ Hazards Reduction Program to include the creation of a national strategy, a national landslide hazards database, and a debris flow early warning system. The measure also created the Interagency Coordinating Committee on Landslide Hazards, a federal Advisory Committee on Landslides, and two grant programs.
    In addition to her authorizing legislation, Murkowski, a senior appropriator, has secured more than $14 million in federal funding over the past three years for landslides-related work in Alaska, including for Barry Arm and Prince William Sound.

  • MIL-OSI Security: Tucson Residents Charged with Possession of a Firearm in Furtherance of a Crime of Violence

    TUCSON, Ariz. – Hassan Omar Kassim, 19, and Alexandra Brooke Wisdom, 19, of Tucson, were arrested on May 6, 2025, and charged by criminal complaint for Possession of a Firearm in Furtherance of a Crime of Violence, Aid and Abet, and Conspiracy to commit the same offense.

    On April 20, 2025, a Tucson Police Department officer assigned to the Operations Division West (“ODW”) Community Response Team (“CRT”) was conducting operations in the area of Stone Avenue and Fort Lowell in Tucson, Arizona. The officer was dressed in plain clothes and driving an unmarked City of Tucson vehicle when he observed a dark colored car traveling southbound at a high rate of speed. The officer followed the vehicle and broadcast its license plate number to other members of ODW CRT. The vehicle then turned, and an individual leaned out of the rear passenger window of the car and fired a gun at the officer’s unmarked vehicle. The occupants of the car continued to engage the officer, including making a U-turn during which additional shots were fired by the rear passenger. The officer was unharmed. A marked patrol vehicle responded to the area and attempted to stop the car, but the occupants failed to yield and after a short pursuit, officers lost sight of the car. Through a subsequent investigation, detectives and special agents identified Kassim as one of the occupants of the car during the shooting. They also determined that Wisdom was in the car before and after the shooting, and that Wisdom drove and abandoned the vehicle sometime after fleeing from police.

    The National Public Safety Partnership (PSP) was established by the U.S. Department of Justice to provide an innovative framework to enhance federal support of state, local, and tribal law enforcement and prosecution authorities in enhancing public safety. PSP began as a pilot program, the Violence Reduction Network, in 2014 and is designed to promote interagency coordination by leveraging specialized law enforcement expertise with dedicated prosecutorial resources to promote public and community safety. PSP serves as a DOJ-wide program that enables participating sites to consult with and receive expedited, coordinated training and technical assistance, and an array of resources from DOJ to enhance local public safety strategies. This model enables DOJ to provide jurisdictions of different sizes and diverse needs with data-driven, evidence-based strategies tailored to the unique local needs of participating cities to build their capacities to address violent crime challenges. PSP has engaged with more than 60 sites since the program’s inception.

    A criminal complaint is simply a method by which a person is charged with criminal activity and raises no inference of guilt. An individual is presumed innocent until evidence is presented to a jury that establishes guilt beyond a reasonable doubt.

    The Tucson Police Department and the Federal Bureau of Investigation conducted the investigation in this case. Assistant U.S. Attorney Adam D. Rossi, District of Arizona, Tucson, is handling the prosecution.

  • MIL-OSI Security: San Diego Fentanyl Supplier Sentenced in the District for Role in Nationwide Drug Trafficking Conspiracy

    WASHINGTON – Edgar Balderas, 27, of San Diego, California, was sentenced today in U.S. District Court to 148 months in prison for participating in a massive fentanyl trafficking conspiracy that distributed hundreds of thousands of fentanyl-laced counterfeit oxycodone pills from Southern California to destinations throughout the United States, including the District. Balderas was one of more than two dozen co-defendants arrested over the course of 2023 in D.C., Virginia, Maryland, San Diego, and Los Angeles and charged in the conspiracy.

    The sentencing was announced by U.S. Attorney Edward R. Martin Jr., DEA Special Agent in Charge Ibrar A. Mian of the Drug Enforcement Administration Washington Division, and Inspector in Charge Damon E. Wood of the U.S. Postal Inspection Service Washington Division.

    Balderas, aka “Nano,” pleaded guilty on Dec. 19, 2024, to conspiracy to distribute 400 grams or more of fentanyl. In addition to the 148-month prison term, U.S. District Court Judge Colleen Kollar-Kotelly ordered Balderas to serve five years of supervised release.

    The impetus for this investigation was the overdose death of Diamond Lynch, a young mother in Southeast D.C. In addition to investigating and prosecuting the death-resulting case, law enforcement followed the evidence and uncovered a vast network of traffickers who transported fentanyl from Mexico to Los Angeles to the District of Columbia. Since then, investigators have seized more than 450,000 fentanyl pills, 1.5 kilograms of fentanyl powder, and 30 firearms. 

    According to court documents, Balderas conspired with a Los Angeles-based fentanyl trafficker to supply him with fentanyl-laced counterfeit oxycodone pills, which the trafficker would, in turn, supply to his D.C.-based customers. He began supplying the trafficker with fentanyl-laced counterfeit oxycodone pills in Fall 2022 and continued until the L.A.-based trafficker’s arrest in late-February 2023.

    After the Los Angeles-based trafficker’s arrest in late-February 2023, Balderas attempted to begin dealing fentanyl directly to D.C.-based fentanyl distributors. For example, Balderas began communicating via Instagram with a D.C.-based co-defendant in this case the month after the Los Angeles-based trafficker’s arrest. The purpose of these communications was to arrange for the direct sale of fentanyl pills to the D.C.-based co-conspirator, along with other D.C.-based clients of the Los Angeles-based fentanyl trafficker.

Valuable assistance was provided by the U.S. Attorney’s Offices in the Central and Southern Districts of California, the Eastern District of Virginia, and the District of Maryland.

    BACKGROUND:
    Under the Biden administration’s reckless open-border policy and failure to enforce the law, millions of illegal immigrants flooded into the United States, creating the worst immigration crisis in history.     August 5, 2023 – An illegal immigrant from El Salvador attacked, raped, and murdered 37-year old Rachel Morin, a mother of five, in Bel Air, Maryland. The perpetrator had previously attacked a 9-year old girl and her mother in Los Angeles. 
    December 4, 2023 – An illegal immigrant from Mexico stabbed 16-year old Lizbeth Medina to death and left her body in a bath tub in Edna, Texas.
    February 22, 2024 – An illegal immigrant from Venezuela murdered 22-year old Laken Riley as she went for a run in Athens, Georgia. 
    March 22, 2024 – An illegal immigrant from Mexico shot and killed 25-year old Ruby Garcia while in her car, then left her body on the side of a highway in Grand Rapids, Michigan. 
    June 17, 2024 – Two illegal immigrants from Venezuela kidnapped, sexually assaulted, and strangled 12-year old Jocelyn Nungaray to death in Houston, Texas.
    January 26, 2025 – Two illegal immigrants, one from Ecuador and the other from Venezuela, bound, gagged, and beat 63-year old George Levin to death in Chicago, Illinois. 
    March 12, 2025 – An illegal immigrant from Honduras choked 52-year old Camillia Williams, a mother of five and grandmother, to death, then dumped her body in the woods in Marietta, Georgia. 
    As President Trump highlighted, since America’s founding, capital punishment has been an essential tool for deterring and punishing murder. When illegal immigrants come into the United States and murder law-abiding American citizens, they should face the death penalty. The Justice for American Victims of Illegal Aliens Act would ensure that this deterrent is applied to predators illegally crossing our border and committing violent crimes here.
    The Justice for American Victims of Illegal Aliens Act would:
    Amend the Criminal Code to create a new aggravating factor for illegal immigrants who murder U.S. citizens
    Help direct juries to administer the death penalty when an illegal immigrant murders a U.S. citizen
    Fully implement and permanently codify President Trump’s Jan. 20, 2025 Executive Order, “Restoring the Death Penalty and Protecting Public Safety,” specifically Section 3(b)(i) of the Executive Order, which states that the “Attorney General shall, where consistent with applicable law, pursue Federal jurisdiction and seek the death penalty regardless of other factors for every federal capital crime involving … [a] capital crime committed by an alien illegally present in this country.”

    Bill would increase funding to address maintenance backlog at national parks
    WASHINGTON – U.S. Senator John Hickenlooper recently joined Senators Angus King and Steve Daines to introduce the bipartisan America the Beautiful Act, which would reauthorize the National Parks and Public Land Legacy Restoration Fund (LRF) and increase its funding to address the serious maintenance backlog in our national parks and public lands.
    “Our public lands are our national treasures. We’re making sure they’re treated that way,” said Hickenlooper. “Our bill fills a critical gap in funding so Americans can enjoy our sacred outdoor spaces for generations to come.” 
    The LRF was originally passed in the 2020 Great American Outdoors Act, but now requires reauthorization. 
    This bill reauthorizes the LRF through 2033 and increases funding to $2 billion per year to help address the maintenance backlog in national parks and public lands. Currently, the maintenance backlog for each agency includes:
    U.S. Park Service: $23.26 billion
    U.S. Forest Service: $8.695 billion
    U.S. Fish and Wildlife Service: $2.65 billion
    U.S. Bureau of Land Management: $5.72 billion
    U.S. Bureau of Indian Education: $804.5 million
    Hickenlooper sits on the Senate Energy and Natural Resources Committee where he is an advocate for Colorado public lands. He recently introduced the Protect Our Parks Act of 2025 and the Save Our Forests Act of 2025 to restore National Park Service (NPS) and U.S. Forest Service (USFS) workers who were illegally fired by the Trump administration. He also took to the Senate floor and led an amendment to the Republican budget plan to protect public lands from being sold to pay for tax cuts for the ultra-wealthy.

  • MIL-OSI Security: Security News: Two Honduran Men Sentenced to Prison for their Roles in International Human Smuggling Conspiracy

    Two Honduran men were sentenced today to three years in prison for their roles in a scheme to illegally smuggle Honduran nationals into the United States.

    According to court documents and evidence presented at trial, for almost a year, Hennessy Devon Cooper Zelaya, 29, and Rudy Jackson Hernandez, 38, both of Utila, Honduras, conspired with at least six others to bring Honduran nationals from Honduras to the United States via two vessels, the Masita III and the M/V Pop. The vessels sailed from Utila, Honduras to Louisiana. The aliens and/or their family members paid thousands of dollars to be brought illegally into the United States by boat. Upon arrival, the aliens were picked up by co-conspirators and driven further into the United States. The co-conspirators then placed some of the aliens in jobs at U.S. factories and other businesses knowing that the aliens lacked authorization to enter, remain, or work in the United States. The defendants were part of the vessels’ crew on multiple voyages.

    In February 2022, the defendants attempted to illegally bring 23 Honduran nationals from Utila, Honduras, to Cocodrie, Louisiana, aboard the M/V Pop, a 65’ sportfishing vessel. During the voyage, the M/V Pop developed engine trouble and lost power. The co-conspirators then chartered a boat to bring fuel to the disabled vessel so that it could complete its journey to the United States. Before the chartered boat reached the disabled vessel, the U.S. Coast Guard interdicted the vessel approximately 75 miles off the coast of Louisiana and towed it to shore. Inside the vessel, law enforcement officers also found 24 kilograms of cocaine.

    Cooper Zelaya and Jackson Hernandez were convicted after trial of conspiracy to unlawfully bring aliens to the United States for commercial advantage and private financial gain and attempting to bring aliens to the United States for commercial advantage and private financial gain.

    The lead defendant in the case, Carl Allison, previously pleaded guilty in December 2023 to conspiracy to unlawfully bring aliens to the United States for financial gain and conspiracy to distribute five kilograms or more of cocaine hydrochloride. Three additional co-conspirators, all Honduran nationals, pleaded guilty last year for their roles in the scheme: Darrel Martinez, 41, and Josue Flores-Villeda, 36, pleaded guilty to the same charges as Allison; and Lenord Cooper, 40, pleaded guilty to conspiracy to aid and assist aliens to enter the United States unlawfully and attempting to bring aliens to the United States for commercial advantage and private financial gain. A fifth man, Honduran national Olvin Javier Velasquez Maldonado, was extradited from Honduras in April and is charged with one count of conspiracy to possess with intent to distribute five kilograms or more of cocaine. Maldonado’s trial is scheduled for June 16. An indictment is merely an allegation, and Maldonado is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, Acting U.S. Attorney Michael M. Simpson for the Eastern District of Louisiana, and Special Agent in Charge Eric DeLaune of U.S. Immigration and Customs Enforcement Homeland Security Investigations (HSI) New Orleans Field Office made the announcement.

    The HSI Houma, Louisiana Field Office investigated the case, with assistance from the HSI Pittsburgh Field Office, HSI Atlanta Field Office, and Louisiana Bureau of Investigation. The HSI Human Smuggling Unit in Washington, D.C., U.S. Customs and Border Protection’s National Targeting Center International Interdiction Task Force, U.S. Coast Guard Investigative Service, U.S. Customs and Border Protection’s Air and Marine Operations, Louisiana State Police, Pennsylvania State Police, North Huntington Township Police, and Terrebonne Parish Sheriff’s Office also provided valuable assistance.

    Deputy Chief Rami Badawy of the Criminal Division’s Human Rights and Special Prosecutions Section (HRSP) and Assistant U.S. Attorney Carter Guice for the Eastern District of Louisiana prosecuted the case. The Justice Department’s Office of International Affairs (OIA) and the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) in Honduras provided assistance.

    The sentencings are the result of the coordinated efforts of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, OIA, and OPDAT, among others. JTFA also relies on substantial law enforcement investment from DHS, the FBI, the Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 365 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 334 U.S. convictions; more than 281 significant jail sentences imposed; and substantial seizures and forfeitures of assets and contraband including millions of dollars in cash, real property, vehicles, firearms and ammunition, and drugs.

    This case is also supported by the Organized Crime and Drug Enforcement Task Forces (OCDETF) and the Extraterritorial Criminal Travel Strike Force (ECT) program. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks. The ECT program is a partnership between the Justice Department’s Criminal Division and HSI and focuses on human smuggling networks that may present particular national security or public safety risks, or present grave humanitarian concerns. ECT has dedicated investigative, intelligence, and prosecutorial resources. ECT also coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: Security News: Tennessee Man Indicted on Arson and Explosive Charges for Setting Fire to Nonprofit Organization

    A federal grand jury in Knoxville, Tennessee returned an indictment on May 7, charging Regan Darby Prater, 27, with arson for firebombing the Highlander Center, a nonprofit research and education center in New Market, Tennessee; and with carrying an explosive device during the commission of the arson. Prater appeared in court today before U.S. Magistrate Judge Jill E. McCook and entered a plea of not guilty to the charges in the indictment. He was held pending trial, which has been set for July 15 in United States District Court, in Knoxville, Tennessee.

    According to court documents, on March 29, 2019, Prater used an explosive to firebomb the Highlander Center’s administrative building, resulting in a fire that consumed the entire structure. Court documents also allege that Prater was inspired by the March 15, 2019, mass shootings in Christchurch, New Zealand, and left a symbol of the Iron Guard, a World War II-era Romanian Nazi organization, spraypainted in the Highlander Center’s parking lot. The same symbol appeared on the Christchurch gunman’s rifle as he livestreamed his attacks.

    If convicted, Prater faces a minimum penalty of five years in prison and a maximum penalty of twenty years in prison on the arson charge, and an additional ten years in prison on the explosive charge.

    Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division; U.S. Attorney Francis M. Hamilton III for the Eastern District of Tennessee; and Special Agent in Charge Joseph E. Carrico of the FBI Nashville Field Office made the announcement.

    Washington, DC – Congresswoman Claudia Tenney (NY-24) today announced the 15 projects she has submitted to the House Appropriations Committee in the Fiscal Year 2026 (FY26) Community Project Funding (CPF) process. 

    The CPF process allows municipalities and non-profits to submit federal funding requests for high-priority community projects with strong local support in New York’s 24th Congressional District. Each application was subjected to a rigorous review process to ensure that it is a sound use of taxpayer dollars and that applicants have a clear and accountable plan to spend funds on targeted projects within a year.

  • MIL-OSI USA: Two Honduran Men Sentenced to Prison for their Roles in International Human Smuggling Conspiracy

    Two Honduran men were sentenced today to three years in prison for their roles in a scheme to illegally smuggle Honduran nationals into the United States.

    According to court documents and evidence presented at trial, for almost a year, Hennessy Devon Cooper Zelaya, 29, and Rudy Jackson Hernandez, 38, both of Utila, Honduras, conspired with at least six others to bring Honduran nationals from Honduras to the United States via two vessels, the Masita III and the M/V Pop. The vessels sailed from Utila, Honduras to Louisiana. The aliens and/or their family members paid thousands of dollars to be brought illegally into the United States by boat. Upon arrival, the aliens were picked up by co-conspirators and driven further into the United States. The co-conspirators then placed some of the aliens in jobs at U.S. factories and other businesses knowing that the aliens lacked authorization to enter, remain, or work in the United States. The defendants were part of the vessels’ crew on multiple voyages.

    In February 2022, the defendants attempted to illegally bring 23 Honduran nationals from Utila, Honduras, to Cocodrie, Louisiana, aboard the M/V Pop, a 65’ sportfishing vessel. During the voyage, the M/V Pop developed engine trouble and lost power. The co-conspirators then chartered a boat to bring fuel to the disabled vessel so that it could complete its journey to the United States. Before the chartered boat reached the disabled vessel, the U.S. Coast Guard interdicted the vessel approximately 75 miles off the coast of Louisiana and towed it to shore. Inside the vessel, law enforcement officers also found 24 kilograms of cocaine.

    Cooper Zelaya and Jackson Hernandez were convicted after trial of conspiracy to unlawfully bring aliens to the United States for commercial advantage and private financial gain and attempting to bring aliens to the United States for commercial advantage and private financial gain.

    The lead defendant in the case, Carl Allison, previously pleaded guilty in December 2023 to conspiracy to unlawfully bring aliens to the United States for financial gain and conspiracy to distribute five kilograms or more of cocaine hydrochloride. Three additional co-conspirators, all Honduran nationals, pleaded guilty last year for their roles in the scheme: Darrel Martinez, 41, and Josue Flores-Villeda, 36, pleaded guilty to the same charges as Allison; and Lenord Cooper, 40, pleaded guilty to conspiracy to aid and assist aliens to enter the United States unlawfully and attempting to bring aliens to the United States for commercial advantage and private financial gain. A fifth man, Honduran national Olvin Javier Velasquez Maldonado, was extradited from Honduras in April and is charged with one count of conspiracy to possess with intent to distribute five kilograms or more of cocaine. Maldonado’s trial is scheduled for June 16. An indictment is merely an allegation, and Maldonado is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, Acting U.S. Attorney Michael M. Simpson for the Eastern District of Louisiana, and Special Agent in Charge Eric DeLaune of U.S. Immigration and Customs Enforcement Homeland Security Investigations (HSI) New Orleans Field Office made the announcement.

    The HSI Houma, Louisiana Field Office investigated the case, with assistance from the HSI Pittsburgh Field Office, HSI Atlanta Field Office, and Louisiana Bureau of Investigation. The HSI Human Smuggling Unit in Washington, D.C., U.S. Customs and Border Protection’s National Targeting Center International Interdiction Task Force, U.S. Coast Guard Investigative Service, U.S. Customs and Border Protection’s Air and Marine Operations, Louisiana State Police, Pennsylvania State Police, North Huntington Township Police, and Terrebonne Parish Sheriff’s Office also provided valuable assistance.

    Deputy Chief Rami Badawy of the Criminal Division’s Human Rights and Special Prosecutions Section (HRSP) and Assistant U.S. Attorney Carter Guice for the Eastern District of Louisiana prosecuted the case. The Justice Department’s Office of International Affairs (OIA) and the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) in Honduras provided assistance.

    The sentencings are the result of the coordinated efforts of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, OIA, and OPDAT, among others. JTFA also relies on substantial law enforcement investment from DHS, the FBI, the Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 365 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 334 U.S. convictions; more than 281 significant jail sentences imposed; and substantial seizures and forfeitures of assets and contraband including millions of dollars in cash, real property, vehicles, firearms and ammunition, and drugs.

    This case is also supported by the Organized Crime and Drug Enforcement Task Forces (OCDETF) and the Extraterritorial Criminal Travel Strike Force (ECT) program. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks. The ECT program is a partnership between the Justice Department’s Criminal Division and HSI and focuses on human smuggling networks that may present particular national security or public safety risks, or present grave humanitarian concerns. ECT has dedicated investigative, intelligence, and prosecutorial resources. ECT also coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Washington, D.C. — Today, at a Senate Appropriations Commerce, Justice, and Science Subcommittee hearing on the FY26 budget for the Federal Bureau of Investigation (FBI), U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, grilled Director Kash Patel on President Trump’s proposed budget for the FBI, the Department of Justice’s sweeping cancellation of grants to local law enforcement, and how the FBI is focusing its resources.
    In opening comments, Vice Chair Murray said:
    “The FBI does really crucial work to keep our nation safe—whether it’s stopping criminal organizations, or domestic terrorists. It protects our nation’s secrets, prevents cyber attacks, keeps our children safe from harm, and a lot more. So, this is really sober work with extremely high stakes.
    “And I’m concerned that instead of focusing on the incredibly important mandate—to keep Americans safe and to help impartially enforce our laws—under your leadership, Director Patel, the FBI has been weaponized to go after Americans who disagree with the President. FBI resources have been diverted away from combatting terrorism to focusing on immigration requests.
    “All of this—the diverted mission, fewer resources, fewer agents, heightened politicization—is happening now under your watch, and it is, I believe, making Americans less safe.”
    [LACK OF FBI SPEND PLAN AND FULL FY26 BUDGET]
    Senator Murray began her questioning by pressing Director Patel on where the FBI’s statutorily-required spend plan and its full FY26 budget is.
    “As Ranking Member Van Hollen noted earlier, this hearing is being held without the FBI’s fiscal year 2025 spend plan and a full budget request for fiscal year 2026. The spend plan, is required by law, it was due to Congress over a week ago, we have not yet seen it. That is really absurd. The FBI is our nation’s leading law enforcement agency, with a budget of $10.7 billion dollars—and it is critical that we understand how you are spending taxpayer dollars. So, Director Patel, when should we expect the FY25 spend plan for the FBI? Have you seen it, have you reviewed it, when will we get it?”
    “I will get you an answer ma’am. I don’t have a timeline on that,” replied Director Patel.
    Senator Murray noted, “It was due last week, by law.”
    “I understand,” said Director Patel.
    Senator Murray asked for clarification, “And your answer is you just understand, you’re not going to follow the law?”
    Director Patel dodged, stating: “My answer is that I am following the law, and I’m working with my interagency partners to do this and get you the budget that you are required to have.”
    “And you have no timeline?” Senator Murray inquired.
    “No,” stated Director Patel.
    Senator Murray then asked Patel about when the full FY26 FBI budget will arrive, stating: “Well we also need a full budget request—not a single paragraph full of wild talking points that we saw with the ‘skinny’ budget proposal. We’re now having a budget hearing without a budget request. So, Director Patel, where is the FY 2026 budget request for the FBI?”
    “It’s being worked on ma’am,” said Director Patel.
    “Have you reviewed it? Have you approved it?” Senator Murray continued to press.
    Director Patel responded, “Not yet.”
    Senator Murray asked for more details, “When will you get it?”
    “As soon as I can get it from my interagency partners and get it approved,” Director Patel replied.
    “Six months from now?” Senator Murray pressed.
    Director Patel continued to provide no details, stating: “I don’t know ma’am. I’m not going to make up a timeline.”
    Senator Murray pushed back, “Well, how do we as a Congress do our budget and our work without that request and without the spend plan?”
    Director Patel demurred, stating, in part: “I’m doing the best I can.”
    Senator Murray emphasized, “That is insufficient and deeply disturbing. No response?”
    Director Patel stated, “I have given my response.”
    [PATEL WALKS BACK CRITICISM OF TRUMP BUDGET REQUEST]
    Senator Murray then asked Director Patel about his apparent disagreement with President Trump’s budget request for the FBI. On Wednesday, Patel told House appropriators that he disagreed with the more than half a billion dollar proposed cut to the FBI budget that President Trump asked Congress to make in his preliminary request submitted last week. Patel told House lawmakers: “We have not looked at who to cut. We are focusing our energies on how not to have them cut by coming in here and highlighting to you that we can’t do the mission on those 2011 budget levels.” On Wednesday, Patel said the FBI actually requested an increase in the request it submitted to the Office of Management and Budget (OMB).
    “Well, the FBI is already down 1,900 employees since 2023 as a direct result of the Fiscal Responsibility Act. And under the Trump administration, FBI agents, analysts, linguists, cyber experts, and scientists are being asked to do a lot more in order to keep us safe. Director Patel, we all know that budget cuts will reduce the FBI’s ability to counter threats of terrorism, and it will hinder its ability to keep pace with firearm background checks, and shutter operations that combat violent crime, drugs, gangs, and transnational organized crime,” said Senator Murray. “Now, I understand that you told our House colleagues yesterday that you don’t want to reduce the FBI workforce—meaning that you disagree with what President Trump is proposing?”
    “No, I agree that we can sustain the mission with the proposed budget, and I agree with the budget,” replied Director Patel—walking back his sharp criticism of the funding levels for FBI in President Trump’s proposed budget.
    “That’s different than what you told the House yesterday. What are you communicating to the President and the White House about what you need, and again, we don’t have a budget request from you, so I’m not sure what you are asking us for,” pressed Senator Murray.  
    Director Patel said, “I’m not asking you for anything at this time.”
    Senator Murray asked, “You can operate without a budget?”
    “I never said that,” replied Director Patel.
    Without further details, Senator Murray said, “Well, this is unprecedented. Ok, well, let me just go to another topic, since you are not going to answer that.”
    [CUTS TO LOCAL LAW ENFORCEMENT]
    Senator Murray then asked Director Patel about how the FBI’s mission is affected by the sweeping cuts in funding the Trump administration has already made for its local law enforcement partners, stating: “The FBI partners with state, local, and Tribal law enforcement organizations. They provide critical intelligence and operational capabilities to combat violent crime, gangs, terrorist threats, and fentanyl trafficking—challenges that our local communities really can’t face alone. I’m going to give you an example. A few years ago, the Southeast Washington Safe Streets FBI task force worked with our Benton County and Franklin County Sheriff’s Offices, multiple Tri-Cities’ police departments, and the state corrections department to carry out one of the largest-ever drug seizures in the region’s history. Now we’ve got an administration already cutting more than $800 million in assistance in 2025 to local law enforcement organizations while proposing a half billion dollar cut for the FBI. Director Patel, can you explain to this Committee how cutting resources for our local law enforcement partner agencies the FBI relies on to help your bureau keep people safe, how do you expect the FBI and local law enforcement to do more without those significant resources they need?”
    “The FBI will continue to do what it does, which is work with embedded state and local law enforcement officers in our joint terrorism task force, the street task force, and our gang task forces. Those are a priority. Those billets have been maintained. Those billets have not been reduced. And with my reorientation, reprogramming—that we’ve notified congress to—you will see an augmentation in the field in every single state in this country,” replied Director Patel, dodging the question in its entirety.
    Senator Murray noted, “Again, we need to see the numbers and we need to see that budget from you.”

    She continued her questioning by pressing Director Patel on whether he will maintain the FBI’s National Instant Criminal Background Check System (NICS)and support adequate funding for it, stating: “The FBI is really on the front lines of keeping guns out of the hands of very dangerous criminals. The NICS serves a really critical role in enhancing national security and public safety by conducting background checks, you know this. They are supported by the vast majority of American people. And I wanted to ask you this morning: will you commit to continuing to fund and run the FBI background check system?”
    “Yes,” replied Director Patel.

    Senator Murray concluded her questions by grilling Director Patel on how the FBI is focusing its resources: “President Trump has turned the Department of Justice into a tool to go after his perceived enemies, and many of the actions we have now seen at the FBI are alarming. The FBI has reassigned and pushed out career FBI agents for political reasons. We’ve seen fear and intimidation promoted throughout the Bureau, including by polygraphing your own staff. We’ve seen the arrest of a sitting judge in Wisconsin. During your confirmation hearing, you committed that there would be no politicization, no retribution at the FBI under your leadership. You have reportedly placed FBI employees responsible for investigation January 6th cases on leave. Is that keeping up your promise of no politicization, no retribution?”
    Director Patel avoided the question, saying, “It is because that is wildly inaccurate. Let me tell you what the FBI has done since I got there…—”
    Senator Murray interjected, “Well, that is not my question.”
    Director Patel again demurred.
    “But you have placed on leave FBI employees responsible for the investigation of January 6, that sounds political to me,” Senator Murray pressed.
    “I have not placed anyone on leave who has not violated their ethical obligation or their oath to the constitution,” Director Patel said.
    Senator Murray asked, “So, if they were investigating January 6, you believe they were violating an ethic obligation?”
    “Nope, I think the common theme here is you putting words in my mouth and I am not going to tolerate it, nor will the men or women of the FBI,” Director Patel said.
    “Well, you did place on leave an analyst responsible for investigating Russia’s meddling in the 2016 election. Is that politicization, is that retribution?” Senator Murray pushed back.
    Director Patel continued to dodge the question, “No, not if she broke the law or the ethical guidelines. I don’t know which case you are talking about but that’s the standard. We will hold ourselves inordinately accountable and we will not be strayed from our mission because people think we are politicizing the bureau. If you want to talk about someone who is attacked by a weaponized bureau, you are looking at him and now he’s the director of the FBI and he’s cleaning it up.”

    Washington, D.C. — Today, at a Senate Appropriations Homeland Security Subcommittee hearing on the FY26 budget for the Department of Homeland Security, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, blasted the Trump administration’s lawless and inhumane immigration policies and grilled Secretary Kristi Noem on her Department’s sweeping funding freeze, including Federal Emergency Management Agency (FEMA) disaster relief and public safety grants, and its plans to weaken FEMA and recent denials of disaster declarations.
    In opening comments, Vice Chair Murray said:
    “As Senator Murphy mentioned in his opening statement, Secretary Noem, under your leadership, we have seen you ignore our appropriations laws, our constitution, common sense, and even basic humanity.
    “Like a lot of Americans, I really have been horrified by the lawlessness, incompetence, and cruelty we have all witnessed.
    “And for all the talk about going after criminals—you have sidetracked DHS staff who are investigating drug dealers, terrorists, human traffickers.
    “And rather than photo ops, we need more of your focus on providing basic diligence, because your crackdown has roped in American citizens and people who are here legally, with no criminal record.
    “Now, I’m not going to ask you whether that was right or wrong—I know it’s wrong. The world knows it’s wrong.
    “And I think the first thing history is going to say about your leadership is that you were responsible for so many of these travesties, so I’m deeply concerned.
    “You have deported a four-year-old U.S. citizen with cancer, you’ve disappeared people to a notorious prison in El Salvador, and you have spent $100 million in taxpayer dollars to air TV ads thanking President Trump.
    “That is really reckless, it’s unacceptable, and in my opinion, cannot continue. The American people are paying for this with our taxpayer dollars—and with their most basic rights.”
    [DEVASTATING FEMA FUNDING FREEZE]
    Senator Murray began her questioning by detailing how Secretary Noem and the Trump administration have so far frozen or cancelled over $100 billion in FEMA disaster relief and grants approved by Congress, stating: “We are talking about everything from disaster relief to grants that keep people safe. But when my staff has requested information on the status of this unacceptable hold-up, the Department failed to provide any acceptable justification. This illegal freeze—and it is illegal—is taking a real toll on communities who are waiting on the investments that Congress has delivered.” Senator Murray asked Secretary Noem, “Will you commit to immediately unpausing these funds?”
    Secretary Noem dodged, stating: “Well, Senator, thank you for covering a lot of topics there. Let me touch on a few of those right away. What the Trump administration is doing, I know he’s targeting the law for the first time…”
    Senator Murray interjected: “I’m asking you about the funds that are out there.”
    Secretary Noem again completely demurred: “Under the Biden administration, illegal aliens were prioritized over American citizens. Now the scales of justice have been leveled, citizens are treated the same.”
    Senator Murray continued to push, “Madam Chair, I am going to reclaim my time, because I asked you a specific question. Madam Secretary, I know your answer—I heard it previously. I’m asking you a specific question.”
    “The grants that you are referencing have been paused and reevaluated to make sure that they are truly being spent in the way to which they were appropriated,” replied Secretary Noem. “Many of these grants were being diverted—”
    Senator Murray interjected, “Madam Secretary, these funds were passed on a bipartisan basis by members in this Congress.”
    Secretary Noem continued to refuse to answer the question directly, and Senator Murray responded: “Madam Chair, we are talking about $100 billion [in frozen FEMA funding and grants]. It is not credible that all the recipients—it is not credible that $100 billion is used to break the law—that just cannot be true.”
    [OVERSPENDING AT DHS]
    Senator Murray moved on, stating: “On the other hand, I am very concerned that DHS is now dramatically overspending funding that Congress has not provided. If you were a CEO doing that, I don’t think you’d be in your job long. We need accountability, and we need answers. And that includes informative responses to oversight questions sent to the department over the last three months. I am ranking member on this committee. I have worked with every member of this committee. We take our responsibility seriously to fund your department and others. We need to have answers, we need to have accountability, and we need to make sure you’re not overspending money that you were not allocated.”
    Secretary Noem said, “Well, thank you for that question… I’ve worked many, many jobs in my life, but I also have been a CEO.”
    “I’m not questioning your credentials, I’m questioning your spending,” Senator Murray responded.
    Secretary Noem avoided answering the question directly, but conceded that as her Department spends at a rate beyond what Congress has appropriated, she is hopeful Republicans will provide new funding mid-way through the fiscal year through their partisan reconciliation process, stating: “We are prioritizing where our security needs are in this country, and we are hoping that this body will agree that reconciliation is necessary to address the things that have been neglected in this country for too long, that we have the technology upgrades, the manpower upgrades that are necessary. So, the $170 billion request for the Department of Homeland Security is incredibly important to make sure we have the tools that we need.”
    “The fact is that you’ve not been given this funding. Saying that it’s going to come in reconciliation that has not passed is not an acceptable answer,” replied Senator Murray.
    [DISASTER RELIEF]
    Senator Murray turned to discussing FEMA and disaster relief, stating: “A lot of disaster relief has been politicized. You’ve endorsed eliminating FEMA outright. We have seen an upheaval at FEMA that is going to put lives in jeopardy. One in five FEMA employees have been pushed out, taking this administration’s so-called buyout offer. We are losing indispensable staff just weeks away from fire and hurricane season, and over $100 billion in disaster relief and FEMA grants are still being held up. DHS is making it a lot harder to qualify for relief, something people in my home state of Washington are experiencing firsthand. Multiple requests from governors have been rejected in recent weeks, including a request from our state, and we haven’t been given any response about this. And I’m watching this and I’m thinking: has President Trump directed you to prioritize funding for Republican states?”
    “Absolutely not,” said Secretary Noem.
    “Have you directed your staff to prioritize funding to Republican led states over Democratic states?” Senator Murray asked.
    “Absolutely not. Under this administration, there will not be any politicization of support, relief, FEMA assistance, or grants given based on politics. Every single person will be treated the same,” committed Secretary Noem, in part.
    “Madam Secretary, there is a clear trend of Republican led states getting very fast responses and funding. Democrat led states are being forced to wait. We have never treated FEMA as a partisan issue in this country,” concluded Senator Murray.
    Last month, Senator Murray took to the Senate floor to slam Trump’s lawless immigration policy, highlighting the absence of any semblance of due process, and demanding full details of the secret agreement with El Salvador and the names and status of all the individuals sent to El Salvador. In April, she also met with farmworkers, advocates, and community members in Washington state to listen to their concerns amid a recent spike in U.S. Immigration and Customs Enforcement (ICE) activity—including large-scale raids and the detention of local activists and leaders. Senator Murray has championed comprehensive, humane, and fair immigration reform throughout her Senate career, repeatedly pushing for legislative solutions that would offer a fair pathway to citizenship for the more than 11 million undocumented immigrants living in America, including Dreamers, farmworkers, and those with Temporary Protected Status.   • MIL-OSI Security: Two Honduran Men Sentenced to Prison for their Roles in International Human Smuggling Conspiracy

    Two Honduran men were sentenced today to three years in prison for their roles in a scheme to illegally smuggle Honduran nationals into the United States.

    According to court documents and evidence presented at trial, for almost a year, Hennessy Devon Cooper Zelaya, 29, and Rudy Jackson Hernandez, 38, both of Utila, Honduras, conspired with at least six others to bring Honduran nationals from Honduras to the United States via two vessels, the Masita III and the M/V Pop. The vessels sailed from Utila, Honduras to Louisiana. The aliens and/or their family members paid thousands of dollars to be brought illegally into the United States by boat. Upon arrival, the aliens were picked up by co-conspirators and driven further into the United States. The co-conspirators then placed some of the aliens in jobs at U.S. factories and other businesses knowing that the aliens lacked authorization to enter, remain, or work in the United States. The defendants were part of the vessels’ crew on multiple voyages.

    In February 2022, the defendants attempted to illegally bring 23 Honduran nationals from Utila, Honduras, to Cocodrie, Louisiana, aboard the M/V Pop, a 65’ sportfishing vessel. During the voyage, the M/V Pop developed engine trouble and lost power. The co-conspirators then chartered a boat to bring fuel to the disabled vessel so that it could complete its journey to the United States. Before the chartered boat reached the disabled vessel, the U.S. Coast Guard interdicted the vessel approximately 75 miles off the coast of Louisiana and towed it to shore. Inside the vessel, law enforcement officers also found 24 kilograms of cocaine.

    Cooper Zelaya and Jackson Hernandez were convicted after trial of conspiracy to unlawfully bring aliens to the United States for commercial advantage and private financial gain and attempting to bring aliens to the United States for commercial advantage and private financial gain.

    The lead defendant in the case, Carl Allison, previously pleaded guilty in December 2023 to conspiracy to unlawfully bring aliens to the United States for financial gain and conspiracy to distribute five kilograms or more of cocaine hydrochloride. Three additional co-conspirators, all Honduran nationals, pleaded guilty last year for their roles in the scheme: Darrel Martinez, 41, and Josue Flores-Villeda, 36, pleaded guilty to the same charges as Allison; and Lenord Cooper, 40, pleaded guilty to conspiracy to aid and assist aliens to enter the United States unlawfully and attempting to bring aliens to the United States for commercial advantage and private financial gain. A fifth man, Honduran national Olvin Javier Velasquez Maldonado, was extradited from Honduras in April and is charged with one count of conspiracy to possess with intent to distribute five kilograms or more of cocaine. Maldonado’s trial is scheduled for June 16. An indictment is merely an allegation, and Maldonado is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, Acting U.S. Attorney Michael M. Simpson for the Eastern District of Louisiana, and Special Agent in Charge Eric DeLaune of U.S. Immigration and Customs Enforcement Homeland Security Investigations (HSI) New Orleans Field Office made the announcement.

    The HSI Houma, Louisiana Field Office investigated the case, with assistance from the HSI Pittsburgh Field Office, HSI Atlanta Field Office, and Louisiana Bureau of Investigation. The HSI Human Smuggling Unit in Washington, D.C., U.S. Customs and Border Protection’s National Targeting Center International Interdiction Task Force, U.S. Coast Guard Investigative Service, U.S. Customs and Border Protection’s Air and Marine Operations, Louisiana State Police, Pennsylvania State Police, North Huntington Township Police, and Terrebonne Parish Sheriff’s Office also provided valuable assistance.

    Deputy Chief Rami Badawy of the Criminal Division’s Human Rights and Special Prosecutions Section (HRSP) and Assistant U.S. Attorney Carter Guice for the Eastern District of Louisiana prosecuted the case. The Justice Department’s Office of International Affairs (OIA) and the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) in Honduras provided assistance.

    The sentencings are the result of the coordinated efforts of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, OIA, and OPDAT, among others. JTFA also relies on substantial law enforcement investment from DHS, the FBI, the Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 365 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 334 U.S. convictions; more than 281 significant jail sentences imposed; and substantial seizures and forfeitures of assets and contraband including millions of dollars in cash, real property, vehicles, firearms and ammunition, and drugs.

    This case is also supported by the Organized Crime and Drug Enforcement Task Forces (OCDETF) and the Extraterritorial Criminal Travel Strike Force (ECT) program. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks. The ECT program is a partnership between the Justice Department’s Criminal Division and HSI and focuses on human smuggling networks that may present particular national security or public safety risks, or present grave humanitarian concerns. ECT has dedicated investigative, intelligence, and prosecutorial resources. ECT also coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: Tennessee Man Indicted on Arson and Explosive Charges for Setting Fire to Nonprofit Organization

    A federal grand jury in Knoxville, Tennessee returned an indictment on May 7, charging Regan Darby Prater, 27, with arson for firebombing the Highlander Center, a nonprofit research and education center in New Market, Tennessee; and with carrying an explosive device during the commission of the arson. Prater appeared in court today before U.S. Magistrate Judge Jill E. McCook and entered a plea of not guilty to the charges in the indictment. He was held pending trial, which has been set for July 15 in United States District Court, in Knoxville, Tennessee.

    According to court documents, on March 29, 2019, Prater used an explosive to firebomb the Highlander Center’s administrative building, resulting in a fire that consumed the entire structure. Court documents also allege that Prater was inspired by the March 15, 2019, mass shootings in Christchurch, New Zealand, and left a symbol of the Iron Guard, a World War II-era Romanian Nazi organization, spraypainted in the Highlander Center’s parking lot. The same symbol appeared on the Christchurch gunman’s rifle as he livestreamed his attacks.

    If convicted, Prater faces a minimum penalty of five years in prison and a maximum penalty of twenty years in prison on the arson charge, and an additional ten years in prison on the explosive charge.

    Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division; U.S. Attorney Francis M. Hamilton III for the Eastern District of Tennessee; and Special Agent in Charge Joseph E. Carrico of the FBI Nashville Field Office made the announcement.

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced a Parmelee, South Dakota, man convicted of Assault with a Dangerous Weapon. The sentencing took place on May 7, 2025.

    Leonard Little Thunder III, a/k/a Yamni Little Thunder, age 19, was sentenced to six years in federal prison, followed by three years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund.

    Little Thunder was indicted by a grand jury in February 2024. He pleaded guilty on February 5, 2025.

    The conviction stems from an incident that occurred in November 2023 within the boundaries of the Rosebud Sioux Indian Reservation. On November 29, 2023, the victim, an adult male, was outside his residence near Mission, South Dakota, with multiple family members. Little Thunder drove past the residence multiple times before stopping and producing a short barrel shotgun. Little Thunder fired at the victim, causing a wound to the victim’s head. Little Thunder then fled the scene, but he was arrested a short time later at a residence south of Mission. The shotgun was seized as evidence, and Little Thunder will forfeit ownership of the shotgun to the United States.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring, setting focused and strategic enforcement priorities, and measuring the results.

    This matter was prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian Country be prosecuted in Federal court as opposed to State court.

    This case was investigated by Rosebud Sioux Tribe Law Enforcement Services and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. Assistant U.S. Attorney Kirk Albertson prosecuted the case.

    Little Thunder was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI Security: Fort Wayne Man Sentenced to 100 Months in Prison

    FORT WAYNE–Yesterday, Jakwan D. Braster, 30 years old, of Fort Wayne, Indiana, was sentenced by United States District Court Chief Judge Holly A. Brady after his guilty plea to maintaining a drug-involved premises, possessing a firearm in furtherance of a drug trafficking crime, and being a convicted felon in possession of a firearm, announced Acting United States Attorney Tina L. Nommay.

    Braster was sentenced to a total of 100 months in prison followed by 2 years of supervised release.

    According to documents in the case, Braster maintained a drug house in Fort Wayne from February through August 2020 for the purpose of distributing and manufacturing controlled substances.  In August 2020, he illegally possessed firearms despite his prior felony conviction for resisting law enforcement, and he possessed those firearms in order to facilitate and protect his drug trafficking at his drug house.   

    This case was investigated by the Federal Bureau of Investigation’s Fort Wayne Safe Streets Gang Task Force, which includes the FBI, the Indiana State Police, the Allen County Sheriff’s Department, and the Fort Wayne Police Department.  Also assisting in this investigation were the Drug Enforcement Administration’s North Central Laboratory, the Indiana State Police Laboratory, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. The case was prosecuted by Assistant United States Attorneys Anthony W. Geller and Teresa L Ashcraft.

    This case was part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation.     VANCOUVER, British Columbia, May 08, 2025 (GLOBE NEWSWIRE) — FIREWEED METALS CORP. (“Fireweed” or the “Company”) (TSXV: FWZ; OTCQX: FWEDF), is pleased to announce a brokered and non-brokered financing for up to $45 million from strategic and other investors, including the Lundin Family Trusts, to advance exploration and development activities at the Company’s Macpass, Mactung, Gayna and NCIIP projects located in northern Canada.

    Brokered Private Placement

    The Company is pleased to announce that it has entered into an agreement with Ventum Financial Corp. as co-lead agent and bookrunner, alongside Haywood Securities Inc, as co-lead agent, on behalf of a syndicate of agents (together the “Agents”), pursuant to which the Company will undertake a brokered private placement to raise aggregate gross proceeds of up to $35,002,090 (the “Brokered Offering”).

    The Brokered Offering will consist of:

    • 10,753,000 critical mineral charity flow-through common shares (“CM FT Shares”) of the Company at a price of $2.79 per CM FT Share.
    • 1,946,000 non-critical mineral charity flow-through common shares (“NCM FT Shares”) of the Company at a price of $2.57 per NCM FT Share.

    The proceeds from the Brokered Offering will be used for exploration and development of the Company’s projects in northern Canada. The aggregate gross proceeds raised from the NCM FT Shares (the “NCM Commitment Amount”) will be used before on or before December 31, 2026, for general exploration expenditures which will constitute Canadian exploration expenses (within the meaning of subsection 66(15) of the Income Tax Act (Canada) (the “Tax Act”)) and “flow-through mining expenditures” under the Tax Act (the “NCM Qualifying Expenditures”). The aggregate gross proceeds raised from the CM FT Shares (the “CM Commitment Amount”) will be used on or before December 31, 2026 for general exploration expenditures which will constitute Canadian exploration expenses (within the meaning of subsection 66(15) of the Tax Act and as “flow-through critical mineral mining expenditures” within the meaning of the Tax Act (the “CM Qualifying Expenditures” and NCM Qualifying Expenditures are referred to collectively as “Qualifying Expenditures”).

    The Brokered Offering is expected to close on or about May 28, 2025, and is subject to certain customary conditions, including, but not limited to, the execution of an agency agreement and the receipt of all necessary regulatory approvals and approval of the TSX Venture Exchange.

    The securities issued pursuant to the Brokered Offering shall be subject to a four-month plus one day hold period commencing on the day of the closing of the Brokered Offering under applicable Canadian securities laws.     Concurrently with the Brokered Offering, the Company will conduct a non-brokered private placement to raise up to $10 million (the “Non-Brokered Offering”). The Lundin Family Trusts (as defined below) have indicated their intention of subscribing in the Non-Brokered Offering.

    • 5,555,600 common shares (“Shares”) of the Company at a price of $1.80 per Share.

    Trusts settled by the late Adolf H. Lundin (the “Lundin Family Trust”) have indicated their intention to participate in the Non-Brokered Offering. Any such participation would be considered to be a “related party transaction” as defined under Multilateral Instrument 61-101 – Protection of Minority Security Holders in Special Transactions (“MI 61-101”), as a private entity controlled by the Lundin Family Trusts currently holds more than 10% of the Company’s outstanding shares. Such participation will be exempt from the formal valuation and minority shareholder approval requirements under Sections 5.5(a) and 5.7(1)(a) of MI 61-101 as neither the fair market value of the securities acquired by the insiders, nor the consideration for the securities paid by such insiders, will exceed 25% of the Company’s market capitalization.

    The Company expects that participation in the Non-Brokered Offering by the Lundin Family Trusts will require approval of the disinterested shareholders of the Company pursuant to Policy 4.1 of the TSXV Corporate Finance Manual. It is anticipated that a special meeting of the Company’s shareholders (the “Special Meeting”) to consider and approve the Lundin Family Trust’s participation in the Non-Brokered Offering will be held in June 2025.

    Closing of the Non-Brokered Offering is expected to occur promptly following the Special Meeting, or may occur in tranches, and is subject to other customary closing conditions and receipt of certain regulatory approvals.

  • MIL-OSI USA: Rep. Young Kim Joins Bipartisan Push to Protect Forests and Wildland Firefighter Safety

    Washington, DC – Today, U.S. Representative Young Kim (CA-40) joined fellow California Reps. Doug LaMalfa (CA-01) and Jimmy Panetta (CA-19) to introduce the Forest Protection and Wildland Firefighter Safety Act. 

    This bipartisan bill ensures that federal, state, local and tribal firefighting agencies can use fire retardant, a vital tool used to contain or slow the spread of wildfires, without restraints from burdensome permitting regulations.  

    “We need all hands on deck and all the tools in our arsenal during a wildfire,” said Rep. Kim. “Fire retardant has proven to be safe and effective for containing and mitigating wildfires, and I’m proud to join Reps. LaMalfa and Panetta to ensure its continued use. As the representative of many wildfire-prone areas, including in the canyon communities of Orange County, I will keep fighting to support commonsense policies to protect our communities.”  

    “Fire retardant is one of the most effective tools we have to stop wildfires from turning into disasters—especially in the West,” said Rep. LaMalfa. “Trying to ban its use during fire season isn’t just ridiculous, it’s dangerous. These extremist environmental groups are more worried about trace amounts of retardant than the real damage caused by out-of-control fires. Entire forests, homes, wildlife, and human lives are at stake. The smoke alone from one major wildfire can choke the air for hundreds of miles. We should be focused on stopping fires early, not tying firefighters’ hands with red tape.” 

    “With nearly 9 million acres burned nationwide in 2024, the threat of wildfire is only growing,” said Rep. Panetta.  “This bipartisan legislation would make clear that fire retardant must remain a critical part of our wildfire response strategy.  Protecting our homes, our forests, and those on the front lines keeping us safe remains our top priority.”

    Background 

    In 2022, an environmental group sued the Forest Service over its use of aerial fire retardant, arguing it should be regulated under the Clean Water Act. A federal court ruled in 2023 that the Forest Service must obtain a NPDES permit from the EPA, but declined to issue an injunction that would have halted the use of retardant during fire season. The permitting process is expected to take years, and if future litigation results in a successful injunction, firefighters could be forced to ground aircraft or fly them with only water—putting lives, forests, and property at serious risk. 

    The Forest Service has made clear in testimony that aerial retardant is a critical part of its integrated wildfire strategy and that current operations already prohibit discharge into waterways or buffer zones. Over the past decade, less than 1% of fire retardant drops have affected waterways. 

    The bill builds on existing exemptions in the Clean Water Act for fire control activities and ensures continued use of fire retardants that are approved and listed on the Forest Service’s Qualified Products List.

  • MIL-OSI USA: PREPARED REMARKS: Sanders Confronts Congress’ Silence on Gaza

    WASHINGTON, May 8 – Sen. Bernie Sanders (I-Vt.) today gave remarks on the Senate floor marking 68 days since Israel allowed humanitarian aid into Gaza and calling on the U.S. to end its complicity in the destruction of the Palestinian people.
    Sanders’ remarks, as prepared for delivery, are below and can be watched HERE:  
    M. President, I want to say a few words about an issue that people all over the world are thinking about – are appalled by – but for some strange reason gets very little discussion here in the nation’s capital or in the halls of Congress. And that is the horrific humanitarian disaster that is unfolding in Gaza. 
    Today marks 68 days and counting since ANY humanitarian aid was allowed into Gaza. For more than nine weeks, Israel has blocked all supplies: no food, no water, no medicine, and no fuel. 
    Hundreds of truckloads of lifesaving supplies are waiting to enter Gaza, sitting just across the border, but are denied entry by Israeli authorities. 
    There is no ambiguity here: Netanyahu’s extremist government talks openly about using humanitarian aid as a weapon. Defense Minister Israel Katz said “Israel’s policy is clear: no humanitarian aid will enter Gaza, and blocking this aid is one of the main pressure levers.” 
    M. President, starving children to death as a weapon of war is a clear violation of the Geneva Convention, the Foreign Assistance Act, and basic human decency. Civilized people do not starve children to death. 
    What is going on in Gaza is a war crime, committed openly and in broad daylight, and continuing every single day. 
    M. President, there are 2.2 million people who live in Gaza. Today, these people are trapped. The borders are sealed. And Israel has pushed the population into an ever-smaller area. 
    With Israel having cut off all aid, what we are seeing now is a slow, brutal process of mass starvation and death by the denial of basic necessities. This is methodical, it is intentional, it is the stated policy of the Netanyahu government. 
    Without fuel, there is no ability to pump fresh water, leaving people increasingly desperate, unable to find clean water to drink, wash with, or cook properly. Disease is once again spreading in Gaza. 
    Most of the bakeries in Gaza have now shut down, having run out of fuel and flour. The few remaining community kitchens are also shutting down. Most people are now surviving on scarce canned goods, often a single can of beans or some lentils, shared between a family once a day. 
    The UN reports that more than 2 million people out of a population of 2.2 million face severe food shortages. 
    The starvation hits children hardest. At least 65,000 children now show symptoms of malnutrition, and dozens have already starved to death. 
    Malnutrition rates increased 80 percent in March, the last month for which data is available, after Netanyahu began the siege, but the situation has severely deteriorated since then. 
    UNICEF reported yesterday that “the situation is getting worse every day,” and that they are treating about 10,000 children for severe malnutrition. 
    Without adequate nutrition or access to clean water, many children will die of easily preventable diseases, killed by something as simple as diarrhea. 
    For the tens of thousands of injured people in Gaza, particularly the countless burn victims from Israeli bombing, their wounds cannot heal without adequate food and clean water. Left to fester, infections will kill many who should have survived. 
    With no infant formula, and with malnourished mothers unable to breastfeed, many infants are also at severe risk of death. Those that survive will bear the scars of their suffering for the rest of their lives. 
    And with little medicine available, easily treatable illnesses and chronic diseases like diabetes or heart disease can be a death sentence in Gaza. 
    M. President, what is going on there is not some terrible earthquake, it is not a hurricane, it is not a storm. What is going on in Gaza today is a manmade nightmare. And nothing can justify this. 
    What is happening in Gaza will be a permanent stain on the world’s collective conscience. History will never forget that we allowed this to happen and, for us here in the United States, that we, in fact, enabled this atrocity. 
    There is no doubt that Hamas, a terrorist organization, began this terrible war with its barbaric October 7, 2023, attack on Israel, which killed 1,200 innocent people and took 250 hostages. 
    The International Criminal Court was right to indict Yahya Sinwar and other leaders of Hamas as war criminals for those atrocities. 
    Clearly, Israel had the right to defend itself against Hamas. 
    But Netanyahu’s extremist government has not just waged war against Hamas. Instead, they have waged an all-out barbaric war of annihilation against the Palestinian people. 
    They have intentionally made life unlivable in Gaza.
    Israel, up to now, has killed more than 52,000 people and injured more than 118,000 – 60 percent of whom are women, children, and the elderly. More than 15,000 children have been killed. 
    M. President, Israel’s indiscriminate bombardment has damaged or destroyed two-thirds of all structures in Gaza, including 92 percent of the housing units. Most of the population now is living in tents or other makeshift structures. 
    M. President, the health care system in Gaza has been essentially destroyed. Most of the territory’s hospitals and primary health care facilities have been bombed. 
    Gaza’s civilian infrastructure has been totally devastated, including almost 90 percent of water and sanitation facilities. Most of the roads have been destroyed. 
    Gaza’s education system has been obliterated. Hundreds of schools have been bombed, as has every single one of Gaza’s 12 universities. 
    And there has been no electricity in Gaza for 18 months. 
    M. President, given this reality, nobody should have any doubts that Netanyahu is a war criminal. Just like his counterparts in Hamas, he has a massive amount of innocent blood on his hands.
    And now Netanyahu and his extremist ministers have a new plan: to indefinitely reoccupy all of Gaza, flatten the few buildings that are still standing, and force the entire population of 2.2 million people into a single tiny area, where hired U.S. security contractors will distribute rations to the survivors. 
    Israeli officials are quite open about the goal here: to force Palestinians to leave for other countries “in line with President Trump’s vision for Gaza,” as one Israeli official said this week. 
    Israeli Finance Minister Smotrich said this week that “Gaza will be entirely destroyed,” and that its population will “leave in great numbers.” 
    For many in Netanyahu’s extremist government, this has been the plan all along: it’s called ethnic cleansing. 
    This would be a terrible tragedy, no matter where or why it was happening. But what makes this tragedy so much worse for us in America is that it is our government, the United States government, that is absolutely complicit in creating and sustaining this humanitarian disaster. 
    Last year alone, the United States provided $18 billion in military aid to Israel. This year, the Trump administration has approved $12 billion more in bombs and weapons. 
    And for months, Trump has offered blanket support for Netanyahu. More than that, he has repeatedly said that the United States will actually take over Gaza after the war, that the Palestinians will be pushed out, and that the U.S. will redevelop it into what Trump calls “the Riviera of the Middle East,” a playground for billionaires. 
    M. President, this war has killed or injured more than 170,000 people in Gaza. It has cost American taxpayers well over $20 billion in the last year. And right now, as we speak, thousands of children are starving to death. And the U.S. president is actively encouraging the ethnic cleansing of over 2 million people. 
    Given that reality, one might think that there would be a vigorous discussion right here in the Senate: do we really want to spend billions of taxpayer dollars starving children in Gaza. You tell me why spending billions of dollars to support Netanyahu’s war and starving children in Gaza is a good idea. I’d love to hear it. 
    But, M. President, we are not having that debate. And let me suggest to you why I think we are not having that debate.  
    That is because we have a corrupt campaign finance system that allows AIPAC to set the agenda here in Washington. 
    In the last election cycle, AIPAC’s PAC and Super PAC spent nearly $127 million combined.
    And the fact is that, if you are a member of Congress and you vote against Netanyahu’s war in Gaza, AIPAC is there to punish you with millions of dollars in advertisements to see that you’re defeated. 
    One might think that in a democracy there would be a vigorous debate on an issue of such consequence. But because of our corrupt campaign finance system, people are literally afraid to stand up. If they do, suddenly you will have all kinds of ads coming in to your district to defeat you.
    Sadly, I must confess, that this political corruption works. Many of my colleagues will privately express their horror at Netanyahu’s war crimes, but will do or say very little publicly about it. 
    M. President, history will not forgive our complicity in this nightmare. The time is long overdue for us to end our support for Netanyahu’s destruction of the Palestinian people. We must not put another nickel into Netanyahu’s war machine. We must demand an immediate ceasefire, a surge in humanitarian aid, the release of the hostages, and the rebuilding of Gaza – not for billionaires to enjoy their Riviera there – but rebuilding Gaza for the Palestinian people.

  • MIL-OSI USA: Disaster Alert: Reed Warns Trump’s Efforts to Dismantle NOAA Threatens Economy, People, & Environment

    WASHINGTON, DC – As hurricane season approaches, U.S. Senator Jack Reed (D-RI) is leading Senate colleagues in sounding the alarm about President Trump’s attacks on the National Oceanographic and Atmospheric Administration (NOAA) and the National Weather Service (NWS) and urging bipartisan action to protect the critical agency from privatization.  

    Every day, NOAA employees collect, analyze, and freely disseminate vast amounts of data through its National Weather Service – vital information all Americans count on.  American commerce – particularly the transportation sector – relies heavily on federal weather forecasts, flooding predictions, hurricane and storm alerts, air temperature readings, nautical charts, and other scientific data.  The research, services, and forecasts provided by these federal agencies is essential for everything from accurately predicting the next severe weather front to supporting farmers and fishermen to scientifically assessing the long-term costs of extreme weather events linked to climate change.

    In a letter to Commerce Secretary Howard Lutnick, Senator Reed led U.S. Senators Richard Blumenthal (D-CT), Chris Coons (D-DE), Sheldon Whitehouse (D-RI), and Ed Markey (D-MA) in pointing to a new public letter released this week by five former Weather Service directors. The Senators say it offers an early warning on how the Trump Administration’s cuts to staff and programs could lead to “needless loss of life.”

    On May 2, five former NWS Directors – who served under both Republican and Democratic administrations – wrote a letter expressing alarm that the NWS is operating at a dangerous staffing deficit, with more than 10% of its workforce lost in recent months due to the Trump Administration’s reckless buyouts and mass firings,” the Senators wrote.  “These massive staffing cuts, combined with the Trump Administration’s proposal to slash funding for the NWS’s parent agency – the National Oceanic and Atmospheric Administration – by 25%, led these Directors to conclude that their “worst nightmare is that weather forecast offices will be so understaffed that there will be needless loss of life.”

    In his preliminary budget request, President Trump called for a $1.5 billion cut to NOAA programs, including a $209 million cut for NOAA’s weather satellites which help to ensure accurate weather forecasting is available to Americans. 

    In their letter, the five Senators called on Secretary Lutnick to “reverse course on the Trump Administration’s staffing and funding cuts, which will prevent the National Weather Service (NWS) from being fully prepared and operational.

    According to NWS, its employees collect over six billion weather observations every day, monitor local conditions through a host of field offices across the nation, issue daily forecasts, and circulate warnings before dangerous weather events. NWS provides the public with forecasts and alerts free of charge. Private companies like AccuWeather, Google, and Apple also rely on NOAA’s observational data and satellites, buoys, and weather sensors to power their own weather products.

    The Senators say that President Trump’s proposed cuts, paired with the administration’s efforts to significantly downsize NOAA and NWS, is already upending the agency’s ability to promptly alert and prepare Americans for imminent and dangerous severe weather events.

    Forecasters at Colorado State University have predicted an “above-average” 2025 hurricane season, with an estimated nine hurricanes, four of which are expected to reach Category 3 status or stronger,” the Senators continued.  Understaffed forecast offices mean longer wait times for critical alerts, slower radar maintenance, and a reduction in the high level of accuracy the public has come to rely upon. Any degradation in service risks loss of life, economic disruption, and long-term damage to public trust in our nation’s ability to prepare for and respond to extreme weather.

    Earlier this year, the so-called Department of Government Efficiency (DOGE) either fired or pushed out more than 10 percent of NOAA’s workforce, including top meteorologists and researchers who are charged with providing the public with accurate, life-saving weather reports and data. The Administration is reportedly working on further diminishing NOAA’s workforce by another 10 percent.

    According to data obtained by the Associated Press, nearly half of all NWS forecast offices are now critically understaffed. Due to these shortages, NWS meteorologists are reportedly being forced to forego important surveys of storm damage that help inform and improve future forecasts and warnings.

    While researchers, scientists, and experts point to a connection between climate change and worsening extreme storms, the Trump Administration is reportedly planning to propose eliminating NOAA’s research office and cutting NOAA research funding by 74 percent. It is anticipated that cuts to NOAA climate programs and activities will also have impacts on the collection of key weather data.  

    In March, Senator Reed called attention to the Trump Administration’s staffing cuts at NOAA and NWS and warned about negative impacts for Rhode Islanders. And last fall, Senator Reed sounded the alarm about Project 2025’s extremist plan to dismantle NOAA, which it labelled “one of the main drivers of the climate change alarm industry.”  Reed warned plans to gut the National Weather Service and emergency management would be a major disaster.
