  • MIL-OSI Submissions: Israel is exploiting the vacuum left by southern Syria’s sectarian clashes and a weak state

    Several days of bitter sectarian fighting in the south of Syria has brought the fledgling government in Damascus dangerously close to direct conflict with Israel, after Israeli warplanes launched strikes against government buildings in the Syrian capital, Damascus, on July 16.

    The United Nations and a number of countries condemned the attacks, which the UN secretary general, Antonio Guterres, said were “escalatory airstrikes”. Yet Israeli defence minister, Israel Katz, triumphantly used the social media site X to post a video of a Syrian news anchor diving for cover during the strikes.

    Efforts to agree a ceasefire in the region have faltered and fighting between Druze and Bedouin militias in the southern Syrian province of Sweida is understood to have resumed. The BBC has reported that at least 600 people have been killed in the fighting so far.

    The violence was seemingly sparked by a petty crime. On July 11, a Bedouin gang allegedly kidnapped and robbed a Druze merchant and the road between Sweida and Damascus. This prompted a series of tit-for-tat sectarian kidnappings and killings.

    On July 14, Syrian security forces entered the province to restore order, only to be ambushed by Druze fighters. Reports of these fighters executing government forces caused outrage throughout the country. Syria’s government then sent more troops, including tanks and heavy weapons.

    But as these reinforcements arrived, they were met by a new challenge: more deadly and prolific Israeli airstrikes against government forces.

    Weak central government

    This cycle of violence exemplifies the underlying cause of the recent conflict. Syria’s interim central government lacks the credibility and capacity to exert its authority throughout the country.

    This is particularly true in Sweida, which has been de facto autonomous for many years. The overstretched Assad regime largely withdrew from the province, during the decade of civil war. When his regime fell, many of the local militias which had served as Sweida’s de facto rulers were reluctant to surrender their weapons.

    The recent violence exemplifies why this is a problem. Absent a strong local state, Druze militias took it upon themselves to exact justice, allegedly leading them to attack innocent Bedouins. This led the Bedouins to mobilise in self-defence. There are reports of violence and summary executions on both sides and also by government troops.

    Syria’s Druze have good reason not to trust the new regime in Damascus, given the latter’s jihadist roots and history of anti-Druze violence during the civil war. The Sweida Military Council (SMC), a Druze militia led by the Venezualan-born cleric, Hikmet al-Hiji, were hostile to the new government almost from the outset. Other Druze militias in Sweida and elsewhere, however, were in tentative negotiations with Damascus to integrate into government control.

    That would be a welcome and necessary step for creating trust in Syria’s new administration and increasing its capacity and capability to rule throughout the country.

    But this process has now been derailed. Damascus’s mass mobilisation of troops, tanks and heavy weapons was condemned by all Sweida’s Druze factions, including those formerly close to the government. Some of these groups even fought the advancing security forces.

    After government troops withdrew as part of the most recent ceasefire agreement, the province has quickly returned to the same chaotic militia rule that first caused the violence. Bedouin militias have already rejected the ceasefire and resumed hostilities against their Druze rivals.

    Israel’s position

    The recent violence has not only exacerbated sectarian tensions throughout Syria, it has also disrupted the tentative Israel-Syria peace process. Just one week ago, observers speculated that Israel and Syria might normalise relations. That now looks increasingly unlikely.

    When the Assad regime fell in December 2024, Israel occupied swaths of Syrian territory and launched an unprecedented number of strikes throughout the country. Under heavy US pressure, though, Israel moderated its policies. It even began direct negotiations with Syria’s new government.

    But as the conflict in southern Syria escalated, Jerusalem warned Damascus that a mass deployment of the state’s security forces within the province would cross a red line, because it would bring Syrian troops close to Israel’s borders. It would also endanger Syria’s Druze, a community that Israel’s government have sworn to protect.

    But the fledgling Syrian government has said it aims to be an inclusive, centrally run – rather than a federal – state, so it has to bring Druze and other minorities, such as Syria’s Kurds, into the fold and put an end to the sectarian clashes.

    By subsequently escalating its attacks, killing more members of the state security forces than since the Assad regime fell and humiliating the government by destroying its institutions in Damascus, Israel got the result it wanted.

    It did so, according to Benjamin Netanyahu, through “forceful actions”. The Israel prime minister told journalists on July 17 that: “We have established a clear policy: the demilitarization of the area south of Damascus and the protection of our brothers, the Druze.”

    Israel was faced with a choice: continue imposing its will on Syria militarily, or cooperate with the country’s new government. It has apparently chosen the former.

    The fact is that in Sweida, and elsewhere in the fractured country, Syria remains a state with too many guns, gangs, militias and powerful external interests vying for control. Its heterogeneous population increasingly distrust one another and rely on their own ethno-religious groups to fulfil the responsibilities that a weak and distrusted central government cannot.

    That distrust continues to flare into open violence in southern Syria. And it appears there is little the fragile central government can do about it.

  • MIL-OSI USA: Ezell Leads Bipartisan Coalition Requesting Funding for the Lower Mississippi River Comprehensive Management Study

    Representatives Mike Ezell (R-MS) and Troy A. Carter, Sr. (D-LA) led a letter with four other Members of Congress to the Appropriations Subcommittee on Energy and Water Development asking them to provide at least $7.5 million for the Lower Mississippi River Comprehensive Management Study (LMRCMS) in the next fiscal year. The study aims to provide recommendations for a range of issues related to navigation, flood risk management, water quality, recreation, and ecosystem restoration needs within the Mississippi River and Tributaries system.

    “For nearly a century, the management of the Mississippi River has remained mostly unchanged despite evolving commerce and environmental issues. This study is a pivotal opportunity to align navigation efficiency and safety, flood control systems, and restoration efforts to foster a healthier, safer river system that benefits all stakeholders and river communities,” the Members wrote.

    The USACE sought to complete the $25 million study in five years to provide updated recommendations to Congress and the government by December 2027. Recent extreme high and low water events are creating stressors on the system. This study will propose solutions for the future dynamic operation of structures within the system for successful flood risk management, navigational security, and ecosystem protection. Delays in completing this study can lead to obsolete analysis and cost overruns. Resources are now urgently needed to restart and advance this work.

    The study addresses specific Gulf Coast issues of concern, including saltwater intrusion, which threatens the drinking water supplies of the New Orleans metro region in 2023, and shipping concerns along America’s most important maritime transportation lanes. Other regional issues of concern include addressing agricultural run-off that has led to a 5,500 square mile “dead zone” in the Gulf of America.

    “Funding for the remainder of this study is critical to improving water quality and the long-term health of fisheries and wildlife in the lower Mississippi River Basin,” said Chris Macaluso, director of fisheries and the Mississippi River Program at the Theodore Roosevelt Conservation Partnership. “The Corps has been working closely with anglers and hunters throughout this process and our concerns about water and habitat management are being taken seriously. We cannot afford to lose the progress that’s already been made.”

    “This study can provide us with the opportunity to revitalize and reimagine how we manage the Lower Mississippi River to better serve both people and nature. After 85 years of largely unchanged management, the study will provide recommendations that can modernize flood control, navigation, recreation and restoration,” said Elizabeth Crow, director of government relations for the Mississippi River Basin at the Nature Conservancy. “These solutions will strengthen local economies while also making the lower river safer, healthier and more resilient. Congress needs to fulfill its obligation under the 2020 Water Resources Development Act and restart funding for the Army Corps of Engineers to complete the study. It’s time for the lower river’s management to evolve and meet the needs of today.”

    “This study will provide critically important information to bring the management of the Mississippi River into the 21st Century and find win-win solutions that can protect life and property from flooding and preserve American seafood production in the estuaries of Louisiana, Mississippi, and Alabama affected by distribution of the “fresh” River water. It makes no sense to waste the money already spent by ending this study before it is complete. Many thanks to these Congressmen for their leadership,” said Gerald Blessey, Counsel for the Mississippi Sound Coalition.

  • MIL-OSI Canada: Confirmed Cases of Dutch Elm Disease in Wascana Centre

    On July 14, Wascana Centre removed two trees that tested positive for Dutch Elm Disease (DED). Wascana Centre staff test for DED throughout the summer to proactively detect diseased trees, allowing for safe removal and disposal.

    There have been five confirmed cases of DED in Wascana Centre in the last 10 years: one in 2014, one in 2019, one in 2024 and two in 2025. This year’s cases were located near Goose Hill and the Saskatchewan Science Centre.

    The Provincial Capital Commission (PCC) is responsible for the maintenance and future of the urban forest located within the Wascana Centre and Government House boundaries. The urban forest is monitored continually for overall health of the tree canopy cover. 

    The PCC’s DED Control Program includes monitoring and surveillance, control and prevention.

    “Elm trees are an important part of Regina’s tree canopy cover,” PCC Executive Director Jenna Schroeder said. “Wascana Centre is proud to be a place where friends and families can gather and enjoy the outdoors at one of our many picnic spots. To ensure the continued health of our trees, we remind visitors that it is illegal to transport, store or buy elm firewood.”

  • MIL-OSI USA: Attorney General James Sues St. Lawrence County Gun Shop for Violating Gun Safety Laws

    EW YORK – New York Attorney General Letitia James today filed a lawsuit against Bowman’s Gun Shop, a gun store in St. Lawrence County, and its owner, Timothy Bowman, for violating New York’s gun safety laws, storing guns and ammunition in an unsafe manner, and failing to properly secure the gun shop, all of which endangered New Yorkers. The lax security at Bowman’s Gun Shop led to two burglaries, where on one occasion, burglars were able to enter through an unlocked door, and in a separate incident, through an open window. In total, 58 guns and dozens of boxes of ammunition were stolen and some of the stolen guns were trafficked to New York City, Philadelphia, and even internationally to Barbados. Despite these burglaries, Mr. Bowman has persistently violated New York’s gun safety laws and still has not taken adequate steps to improve security at the store to prevent additional theft and trafficking. New York law requires gun dealers to have a security plan for their store, properly store firearms, and install and maintain a security alarm system from a licensed alarm system operator, all of which Mr. Bowman failed to do. For these violations of New York’s gun safety laws, Attorney General James is seeking to stop Bowman from owning or operating a gun shop in New York and collect disgorgement and penalties.

    “Irresponsible and inadequate security at gun shops is dangerous for all New Yorkers,” said Attorney General James. “New Yorkers deserve to feel safe in their communities, and gun shop owners like Timothy Bowman, who repeatedly violate our gun safety laws and make it easy for thieves to steal and traffic guns, put New Yorkers at risk. Gun shop owners have a responsibility to maintain the utmost security in and around their stores to prevent theft and gun trafficking. Mr. Bowman violated that responsibility and today we are taking action to hold him accountable and protect New Yorkers.”

    Bowman’s Gun Shop is located in Gouverneur, New York and has been operating since 2014. In April 2019, Mr. Bowman’s license to sell pistols and his permit to possess pistols were suspended by the St. Lawrence County Court for six months and one year, respectively. His license and permit were suspended after an investigation by the New York State Police (NYSP), during which Mr. Bowman admitted that he had knowingly received two handguns from someone who he knew possessed them illegally and that he made false entries about these two handguns into his legally required logbooks.

    While his license and permit were suspended, Mr. Bowman continued to operate his store irresponsibly. In September 2019, burglars broke into Bowman’s Gun Shop and stole two shotguns, three rifles, two pistols, a BB gun, over 50 boxes of ammunition, and cash. The burglars entered through an exterior door that was unlocked and then forced open an interior door. Following this first burglary, Mr. Bowman did not take adequate steps to improve security at the store. 

    A year later, in September 2020, another group of burglars broke into Bowman’s Gun Shop. This time, the burglars stole 28 pistols, 12 revolvers, nine rifles—including four AR-style rifles—and two shotguns. The burglars were able to enter the store because Mr. Bowman had left a window partially open when the store was otherwise closed. Although Bowman’s Gun Shop had an alarm system in place at the time of the second burglary, Mr. Bowman admitted that he neglected to arm the system “three quarters of the time,” including on the night of the second burglary. In investigating the second burglary, NYSP were repeatedly contacted by other police departments that had recovered guns in the course of their criminal investigations that had been stolen from Bowman’s Gun Shop. Guns stolen in the 2020 burglary were recovered by authorities in New York City, Philadelphia, and Barbados. Moreover, the federal Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) recovered an additional gun that was stolen but was not reported as stolen by Bowman’s, as required by federally licensed gun dealers.

    In October 2023, NYSP inspected Bowman’s Gun Shop and concluded that it did not comply with legal safety requirements for gun stores. In New York, all gun stores are required to:

    • Implement a security plan;
    • Secure all guns after business hours;
    • Store ammunition separately from guns and out of reach of customers;
    • Maintain recordings of security video footage from the store for a minimum of two years; and
    • Maintain backups of paper records.

    With this lawsuit, Attorney General James seeks to ban Bowman from owning or operating a gun store in New York and to obtain a court order requiring Mr. Bowman to comply with all of New York’s gun safety laws. Attorney General James also seeks to collect disgorgement, penalties, and fees. 

    Attorney General James has been a national leader in gun safety. Earlier this month, Attorney General James successfully defended New York’s firearms accountability law, which allows the state and localities to hold firearm manufacturers and sellers accountable for injuries from gun violence that result from misconduct in the sale and marketing of firearms. In May, Attorney General James fined Walmart for shipping illegal realistic toy guns to New York. In July 2024, Attorney General James urged the Supreme Court to uphold a federal rule that regulates ghost guns like other firearms. In March 2024, Attorney General James secured $7.8 million against gun retailer Indie Guns for illegally selling ghost gun components in New York. Since taking office, Attorney General James has removed more than 9,000 guns out of New York communities through gun buybacks. 

    This matter is being handled by Assistant Attorney General in Charge of the Watertown Regional Office Deanna Nelson, Special Counsel Molly Thomas-Jensen, Special Counsel Monica Hanna, and Assistant Attorney General Martha Grieco. The Watertown Regional Office is part of the Division of Regional Offices led by Chief Deputy Attorney General Jill Faber and overseen by First Deputy Attorney General Jennifer Levy.

    In response to a sharp increase in suicide rates among young Black youth, the North Carolina Department of Health and Human Services announces the NC Black Youth Suicide Prevention Action Plan. Coinciding with the Bebe Moore Campbell National Minority Mental Health Awareness Month, this effort sheds light on communities which have been marginalized, where mental health challenges persist, and outlines initiatives to be implemented over the next five years to reduce injury and save the lives of Black youth and young adults.

    “A community-led, ground-up approach is essential to address the increase in suicide rates among Black youth and young adults,” said Kelly Crosbie MSW, LCSW NCDHHS Director of the Division of Mental Health, Developmental Disabilities and Substance Use Services. “NCDHHS wants to ensure everyone has the support they need before, during, and after a personal crisis, especially groups that are disproportionately affected.”

    A review of 2023 data showed an urgent need for action and indicated Black populations were over-represented in emergency department visits for suicidal thoughts or self-injury, particularly among the 10-24 age group. Additionally, research shows Black youth are over-represented in suicides and attempts but are under-represented in calls to 988, particularly in urban counties. Data showed from 2013-22 more than half of Black youth and young adults who died by suicide used firearms.

    Black families also experience significant barriers to accessing medical and mental health services, due to a variety of socio-economic factors, including effective cultural communication from providers and a lack of access to a provider with a shared identity.

    The action plan was developed by NCDHHS in collaboration with the North Carolina Department of Public Instruction, the UNC Suicide Prevention Institute and several community-based organizations and includes feedback from members of the public.

    The plan identifies six objectives to improve the health and well-being of Black youth and young adults:

    1. Establish the Community of Practice and Education (COPE) initiative to lead, develop and champion suicide prevention efforts at the community level, targeting Black youth and young adults in North Carolina.
    2. Strengthen supportive mental health services for Black youth, incorporating both peer support specialists and peer-to-peer support systems.
    3. Enhance awareness and training for suicide prevention, specifically for Black youth.
    4. Reduce access to lethal means among Black youth.
    5. Strengthen protective factors for Black youth to support mental well-being.
    6. Establish a comprehensive understanding of the suicide prevention needs of Black youth through data analysis and reporting to inform targeted interventions and increase awareness.

    Each objective includes a series of goals to guide policy-making decisions.

    The plan includes many culturally relevant strategies to address the issue. These include expanded training efforts among trusted community partners, such as barbers, with specific attention to key programs: Counseling on Access to Lethal Means (CALM), Mental Health First Aid (MHFA), and information about the 988 Suicide & Crisis Lifeline. 

    DHHS will also support a statewide event on Sept. 20 in Rocky Mount: the Stronger Together Conference. This unique conference is a free one-day, interactive experience centered on cultural connection, creative expression and community care. The event will bring together youth, young adults and advocates for a day of learning, healing and community building. Registration is open and available on the website. NCDHHS will provide more details about the event in the coming weeks.

  • MIL-OSI Security: Louisiana Man Sentenced to Federal Prison for Unauthorized Archaeological Digging of Arrowheads and Illegal Possession of a Firearm

    ALEXANDRIA, La. – Acting United States Attorney Alexander C. Van Hook announced that Roy Everett Jordan, Jr., 57, of Georgetown, Louisiana, has been sentenced for the unauthorized removal of archaeological resources and illegal possession of a firearm by a convicted felon. United States District Judge Dee D. Drell sentenced Jordan to 24 months in prison for the archeological crime, and another 6 months in prison for the firearm possession, for a total of 30 months in prison. After release from prison, Jordan will be on supervised release for 2 years. 

    Jordan was convicted by a federal jury in March of these offenses. Evidence at the trial revealed that U.S. Forest Service agents learned in 2022 that there had been unauthorized digging at four Native American archaeological sites in the Kisatchie National Forest in the Grant Parish, Louisiana. The digging had been done in places where arrowheads and other human-altered stones were known to be present. Through their investigation, agents obtained photo evidence of Jordan being in the area where the digging was taking place. Just a few hours after photo evidence was taken of him conducting unauthorized digging, Jordan made a post on social media about a find that he had made that day in that location and the piece of pottery he found. 

    A search warrant was obtained for Jordan’s residence and upon execution of that warrant, agents found numerous arrowheads and pottery shards. A table covered in a camouflage cloth was found which matched the photo Jordan had posted on social media. In addition, there was an outbuilding/shed on the property that was full of Jordan’s belongings and numerous arrowheads and pottery shards in multiple places. Agents found clothing in the shed that matched what Jordan had worn in the photo evidence that was obtained by law enforcement agents. In addition, agents found and seized a loaded ISSC semi-automatic .22 caliber pistol. Jordan has three prior felony convictions prohibiting him from possessing any firearm or ammunition. 

    The case was investigated by the U.S. Forest Service, Federal Bureau of Investigation, Louisiana State Police and Grant Parish Sheriff’s Office and prosecuted by Assistant United States Attorney William C. Gaskins.

  • MIL-OSI Security: Member of Drug Trafficking Organization That Distributed Controlled Substances Shaped to Resemble Candy Sentenced to 15 Years in Federal Prison

    An estimated eight million individual doses of fentanyl and methamphetamine laced pills and powder seized during the investigation

    BOSTON – A Lynn man was sentenced yesterday in federal court in Boston for his role in a large-scale drug trafficking organization (DTO) on the North Shore of Massachusetts. In November 2023, millions of doses of fentanyl and methamphetamine laced pills and powder with street value estimated to be over $7 million, were seized from a stash location and clandestine laboratory used by organization.

    Deiby Felix, 41, of Lynn, was sentenced by U.S. District Court Judge Patti B. Saris to 15 years in prison, to be followed by five years of supervised release. In February 2025, Felix pleaded guilty to one count of possession with intent to manufacture and distribute 400 grams or more of fentanyl, 500 grams or more of methamphetamine, and other controlled substances; and one count of possession of a firearm in furtherance of a drug trafficking crime. Felix was arrested and charged along with Emilio Garcia and Sebastien Bejin in November 2023.

    In July 2023, an investigation into an overdose death in Salem led investigators to a DTO led by Felix, Bejin and Garcia. On Nov. 1, 2023, searches were conducted at four locations in Lynn that resulted in what is believed to be one of the largest single-location seizures of fentanyl and methamphetamine in Massachusetts and the region. The seizure included nine kilograms (20 pounds) of pink heart shaped fentanyl-laced pills pressed to look like candy. Additional narcotics and five firearms were also seized. During the course of the investigation over 75 kilograms (198 pounds) of fentanyl and methamphetamine was seized, along with multiple additional kilograms of cocaine and dozens of kilograms of cutting agents, including xylazine, that is used to adulterate controlled substances.

    In total, an estimated eight million individual doses of fentanyl and methamphetamine laced pills and powder was seized. The street value is believed to be upwards of $8 million.

    Searches of Felix’s residence resulted in the seizure of more than three kilograms (6.6 pounds) of pressed pills containing methamphetamine and fentanyl, a firearm and a clandestine drug laboratory that had been built into a small room in the basement. Multiple industrial pill presses, mixing equipment and other manufacturing paraphernalia and equipment were also recovered.

    Bejin was sentenced in May 2025 to 12 years in prison, to be followed by five years of supervised release. In May 2025, Garcia was sentenced to 18 years in prison, to be followed five years of supervised release.

  • MIL-OSI Security: Trinitarios Leader Sentenced to 14 Years in Prison for Racketeering Conspiracy

    BOSTON – The former leader of the Lynn Chapter of the Trinitarios was sentenced today in federal court in Boston on RICO conspiracy charges.

    Aaron Diaz Liranzo, a/k/a “Sosa,” 26, was sentenced by U.S. Senior District Court Nathaniel M. Gorton to 14 years in prison, to be followed by three years of supervised release. In March 2025, Diaz Liranzo pleaded guilty to conspiracy to conduct enterprise affairs through a pattern of racketeering activity, more commonly referred to as RICO conspiracy. Diaz Liranzo was arrested and charged in February 2025 at which time he was the Leader of the Lynn Chapter of the Trinitarios. 

    The Trinitarios is a violent criminal enterprise comprised of thousands of members across the United States. The Trinitarios adhere to a Magna Carta, employ an internal hierarchy to or organize and execute violence, and undertaken extensive efforts to maintain the secrecy of the organization and its members.  

    In February 2025, federal racketeering charges were unsealed against 22 leaders and members of the Trinitarios. The charges were the result of a multi-jurisdictional investigation, which began in the aftermath of four murders as well as a series of attempted murders and shootings that took place in Lynn in 2023, allegedly committed by the Trinitarios criminal enterprise and its members.

    During a period from at least 2021 through 2025, Diaz Liranzo served as the Primera or Number One of the Lynn Chapter of the Trinitarios. Diaz Liranzo admitted to participating in a shooting that took place in March 2019 that targeted multiple rival gang members outside of a Lynn nightclub. The victims were lured there by another member, who posed as a woman who needed a ride. Equipped with a firearm and knowledge of the victim’s whereabouts and vehicle they were driving, the defendant travelled to the nightclub and opened fire on the vehicle, discharging at least six rounds. During the incident, Diaz Liranzo shot two of the three victims seated in the car. Both victims suffered life-threatening injuries, but ultimately survived the incident.

  • MIL-OSI Security: Felon Sentenced for Florissant Bank Robbery

    ST. LOUIS – U.S. District Judge Rodney W. Sippel on Tuesday sentenced a man who robbed a Florissant bank in 2022 and fired a gun at a witness to 138 months in prison.

    Jeffery Alexander, 64, of St. Louis, pleaded guilty in U.S. District Court in St. Louis February to one count of bank robbery, one count of discharging a firearm in furtherance of a crime of violence and one count of being a felon in possession of a firearm. He admitted robbing a bank in the 1000 block of North Highway 67 on April 13, 2022.

    During the robbery, Alexander pointed a handgun at employees and demanded that a teller put money in a bag. He was wearing a dark rain poncho, a mask and blue nitrile gloves.

    A witness saw the robbery and followed Alexander, who fired a shot at the witness’ vehicle so he could get away. Police quickly found Alexander in a neighborhood about two miles away, sitting in his Dodge Ram with the money from the robbery, his disguise and his Hi-Point .40-caliber pistol.

    Alexander is a convicted felon, having been sentenced to 20 years in prison for a 1981-armed robbery in Illinois and 55 years for a second armed robbery conviction there.

    The case was investigated by the Florissant Police Department and the FBI.  Assistant U.S. Attorney Ashley M. Walker prosecuted the case.

    GUANGZHOU, July 18 (Xinhua) — A Level 4 emergency response was issued in south China’s Guangdong Province at 6 p.m. Friday as Typhoon Weifa approached, the provincial flood and drought relief headquarters said.

    The provincial meteorological station said the typhoon was moving west-northwest at a speed of 20-25 km/h while strengthening. It was expected to enter the South China Sea early Saturday and was likely to make landfall between western Guangdong and the Pearl River Delta on July 20.

    Typhoon Weifa is forecast to cause scattered thunderstorms and severe squalls overnight from Friday into Saturday. The most severe impacts are expected from Saturday night into Monday with heavy rainfall in southern and central Guangdong, including possible extreme rainfall in the western region and the densely populated Pearl River Delta.

    Authorities have mobilized a comprehensive emergency response, deploying rescue vessels, anti-pollution vessels and helicopters on standby. All efforts are aimed at protecting coastal communities and ensuring the safety of nearby residents.

    WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement upon committee passage of the Fiscal Year 2026 Transportation, Housing and Urban Development, and Related Agencies Appropriations Act.  

    “Across Central Washington, there is a need to modernize, upgrade, and expand various infrastructure projects. I am proud to have secured over $23 million that will go directly to the Wenatchi Landing project, the Port of Quincy rail expansion, and recovery housing in Benton County. These projects will boost economic development, improve public safety, and allow local entities to provide quality services to those who rely on them. I look forward to working with Appropriations Committee Chairman Tom Cole, House leadership, and our Senators to get this funding signed into law,” said Rep. Newhouse.  

    The Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill provides a total discretionary allocation of $89.910 billion, which is $4.458 billion (4.7%) below the Fiscal Year 2025 enacted level. This legislation prioritizes air traffic control infrastructure, controller hiring, and transportation safety while maintaining essential housing assistance for our nation’s most vulnerable. 

    Rep. Newhouse secured funding for the following projects in Washington’s Fourth District in this legislation. 

    The Wenatchi Landing Interchange Improvement Project 

    Amount Secured: $10,000,000 

    The project aims to address transportation and safety issues in Douglas County, an area experiencing rapid growth, technological advancements, and commerce, while maintaining its agricultural roots. The goal of the project is to improve safety and connectivity between local communities and the broader regional transportation network. The funding will provide key safety upgrades will include a separated pedestrian and bicycle path, improved sidewalks, and better connectivity to U.S. Highway 2, State Route 28, and the county’s broader transportation network. These improvements will reduce accidents, enhance safety for all road users, and support sustainable transportation needs.

    Port of Quincy Rail Infrastructure Expansion Project 

    Amount Secured: $2,500,00 

    Funding will expand the rail infrastructure on the northeast side of Quincy, WA, both within the Port’s current rail terminal and to nearby industrial zoned properties in the Port District. Once complete, the project will provide more freight mobility options to Pacific Northwest and Washington State agricultural and food shippers and exporters, attract industrial and manufacturing projects that will create family wage jobs, lessen wear and tear on freeways, highways and mountain passes by converting over-the-road freight to rail intermodal freight, and decrease fuel consumption and carbon emissions.

    The Port of Warden Truck Access/Bypass Road Project 

    Amount Secured: $2,500,000 

    This project is a multi-phase infrastructure initiative aimed at improving freight mobility, enhancing public safety, and supporting economic development in Warden, WA. The project involves constructing a dedicated truck access and bypass road that connects State Route 170 to the Port of Warden’s industrial properties in southwest Warden. This new roadway is designed to provide a more efficient route for trucks transporting goods to and from industrial facilities, allowing them to bypass residential neighborhoods. 

    Three Rivers Recovery Housing Project 

    Amount Secured: $3,000,000 

    Funding would be used to convert a portion of the old Kennewick General Hospital into residential apartments for transitional housing to ensure safe and stable housing exists for people coming out of treatment facilities to ensure smooth re-entry into the community. The building is currently owned by Benton County, Seasons Housing will enter a long-term lease for the space. The completed project will contain up to 17 residential units which can house up to 35 residents. The project will also include spaces for individual and group counseling, entertainment for the residents, and training spaces for social skills and job placement assistance. Benton County is in the process of developing a comprehensive behavioral health recovery program that will serve its residents and those in the surrounding region and this project will help residents achieve lifelong recovery and avoid homelessness that often plagues people recovering from substance use disorders.

    Village of Hope 

    Amount Secured: $4,265,000

    Funding will be used to renovate 25 warehouse units, which currently serve up to 100 homeless individuals, and construct nine new units, which will serve up to 40 additional homeless individuals within the Village of Hope. The current application waiting list is up to 46 chronically homeless families within the community, and the number is rising. The project completion would address the unmet needs of the chronically homeless and provide vulnerable individuals and families on the Yakima reservation with resources, support, and guidance to minimize their barrier to finding permanent housing and improving their quality of life.

    Port of Moses Lake Infrastructure Development Project 

    Amount Secured: $600,000 

    Funding will be used to construct access to common areas surrounding Port of Moses Lake ramp access. Project elements include the construction of aircraft taxi lanes, vehicle access roads, and other site preparation. This work will facilitate public and private development in partnerships to meet the current and accelerating demand, which will in turn create new jobs and generate additional revenue, as well as supporting life and safety operations.

    Reconstruction of US 97, Phase 2 

    Amount Secured: $948,000 

    Funding will be used to support the reconstructing of US 97 through the City of Tonasket. Specifically, funding will be used to add features to increase pedestrian safety and decrease vehicular travel speeds, improve street and pedestrian lighting, replace existing sidewalks with full ADA compliance, correct adverse elevations slopes for ADA crossing compliance, replace existing stormwater structures and conveyance systems to pass design storm events and limit flooding to the adjacent businesses and inflow to the wastewater treatment plant, replace existing 80-year-old cast iron with lead joint watermains, and installation of stormwater treatment to protect the quality of water of the Okanogan River.

    WASHINGTON, D.C. – Following Israeli Prime Minister Benjamin Netanyahu’s visit to the United States last week, U.S. Senator Peter Welch (D-Vt.) joined U.S. Senators Jeff Merkley (D-Ore.), Chris Van Hollen (D-Md.), and Bernie Sanders (I-Vt.) in issuing the following statement in response to the Israeli Higher Planning Council’s directive on June 18 to reject all zoning and building permits in Masafer Yatta that are not compliant with Israeli military training needs: 
    “We are deeply alarmed by the Israeli Higher Planning Council’s decision to reject all planning and zoning requests in Masafer Yatta that do not align with the Israeli Defense Force’s training needs. This directive places at least 12 Palestinian villages under the threat of imminent demolition – all while illegal Israeli outposts in the area remain untouched. 
    “For decades, the Israeli government has denied residents of Masafer Yatta building permits, confiscated their agricultural lands, and demolished key infrastructure. Taken as a whole, the Council’s decision as well as the recent announcement of 22 new settlements across the West Bank, rising extremist settler violence, and a petition from cabinet ministers urging Netanyahu to apply Israeli sovereignty and law over the West Bank before the end of the month, advance a broader project of de jure and de facto Israeli annexation aimed at preventing the formation of a future Palestinian state. Forced evictions, demolitions, settler violence, and rapid settlement expansion all exacerbate tensions in an already volatile region and put any peaceful future for Israelis and Palestinians further out of reach. 
    “With the ceasefire between Israel and Iran still tenuous and the humanitarian crisis in Gaza already dire, the Netanyahu government’s continued reckless policy in the West Bank is deeply alarming. The Masafer Yatta directive is part of that trajectory, one that pushes us further from a future Palestinian state living peacefully alongside the state of Israel and toward permanent occupation.

    With Tropical Storm Wipha approaching Hong Kong, Chief Secretary Chan Kwok-ki chaired a meeting of the steering committee on inter-departmental handling of typhoons this afternoon to ensure comprehensive and adequate preparations and response planning by the Government.

     

    At the meeting, members were briefed by the Director of Hong Kong Observatory on the latest assessments of Wipha.

     

    According to the present forecast, Wipha will enter within 800km of Hong Kong around midnight tonight, at which point the Hong Kong Observatory will issue the Standby Signal No. 1. It will consider issuing the Strong Wind Signal No. 3 during the day tomorrow.

     

    As Wipha comes close to the vicinity of the Pearl River Estuary on Sunday, there will be heavy squally showers and thunderstorms. The observatory will assess, on Saturday afternoon, the need for issuing higher tropical cyclone warning signals. The public is advised to pay close attention to weather forecasts and warnings from the Observatory.

     

    The Chief Secretary co-ordinated preparatory work by relevant departments in view of possible adverse weather conditions.

     

    The Security Bureau’s Emergency Monitoring & Support Centre will be fully activated upon the issuance of Tropical Cyclone Warning Signal No. 8. Leveraging the Common Operational Picture, the centre will conduct real-time citywide monitoring, and integrate updates from various departments to swiftly assess risks and formulate response plans and measures. Various emergency response teams will be on standby to handle possible emergencies.

     

    The Transport Department’s Emergency Transport Co-ordination Centre will work with public transport agencies to closely monitor traffic and transport conditions, and will disseminate emergency traffic information and public transport service arrangements.

     

    Meanwhile, the Development Bureau is responsible for co-ordinating preparatory work to deal with flooding, landslides and fallen trees, and to ensure the safety of building structures. Emergency control centres in various departments are fully prepared to respond.

     

    The Drainage Services Department (DSD) today completed a special inspection and carried out necessary clearance at about 240 locations which are prone to flooding due to blockages.

     

    For coastal low-lying or windy residential areas at high risk, the DSD and the Civil Engineering & Development Department have advance management measures in place. These include early warning systems and emergency response arrangements.

     

    The Geotechnical Engineering Office and the Hong Kong Observatory closely monitor weather conditions and will issue a landslip warning when appropriate. Relevant departments have completed inspections of government man-made slopes which have relatively higher potential impacts.

     

    Additionally, the Highways Department (HyD) inspected again the flood warning systems installed at Kwun Tong Road Underpass and 16 pedestrian subways along Shing Mun River in Sha Tin, Lam Tsuen River in Tai Po, and Tai Po River, from July 16 to 18, to ensure normal operation.

     

    In collaboration with the DSD, the HyD carried out special inspections and clearance of public road sections which are prone to flooding due to blockages. It also inspected and cleared the drainage channels at roadside man-made slopes.

     

    District Offices have also initiated response measures, including co-ordinating with other departments and organisations to enhance preparedness, and preparing sandbags and water-stop boards. They will also mobilise District Council members, members of the “three committees”, and the District Services & Community Care Teams, to disseminate the latest weather information to residents in flood-prone areas.

    Today, Congressman Eric Sorensen (IL-17) led a group of Democrats on the House Armed Services Committee in introducing an amendment demanding answers from leadership at the Department of Defense (DOD) on why they are ending a decades-long partnership to share essential satellite weather data with the National Weather Service (NWS). The Trump Administration announced that DOD would stop sharing key data used in hurricane forecasting after July 31 as the nation enters peak hurricane season.

    “I will always be on the side of increasing the National Weather Service’s access to data that will help make our nation’s weather forecasting more reliable and accurate, meaning better warnings ahead of severe weather and more lives saved,” said Congressman Sorensen. “The sudden cut-off of mission-critical satellite weather data risks degrading hurricane forecasting and warnings just as we’re getting into peak hurricane season. As the only meteorologist in Congress, I’m proud to be leading the charge with my colleagues on the House Armed Services Committee to get to the bottom of DOD’s decision to end a decades-long data sharing agreement.”

    The UK and EU will lower the crude Oil Price Cap.

    UK will ramp up economic pressure on Russia with fresh measures directly targeting Putin’s critical oil revenues. 

    The UK and EU have today announced a lowering of the Crude Oil Price Cap, striking at the heart of Putin’s oil revenues.  

    Today’s action will lower the Crude Oil Price Cap from $60 barrel to $47.60 directly hitting Russia’s oil revenues, which have already fallen 35% year-on-year to May.  

    This will clamp down on Putin’s oil industry, driving down the market value of Russian crude oil and hurting a crucial source of funding for the Kremlin’s illegal war in Ukraine.

    Every financial blow against Russia’s oil revenues is another step towards a just and sustainable peace in Ukraine, and a step towards security and prosperity in the UK and beyond, which is a key foundation of the government’s Plan for Change.

    Background 

    • The Crude Oil Price Cap, introduced in December 2022, is a measure to limit the Kremlin’s ability to finance its war against Ukraine, and prohibits G7 companies from shipping, insuring, or otherwise servicing Russian oil sold above $60 per barrel. Now, the UK and EU are lowering this to $47.60 per barrel, directly slashing Putin’s oil profits. 

    • The price caps of $100 on high-value refined oil products, such as diesel and petrol, and $45 on low-value refined oil products, such as fuel oil, remain unaffected. 

    • Oil exports are one of Russia’s key vulnerabilities: energy revenues account for around 30% of total federal revenues which in turn fund Russia’s war machine. 

    • The government is giving UK businesses time to adapt to the lower price cap. The lowered Oil Price Cap of $47.60 per barrel comes into effect at 23:01 (BST), Tuesday, 2 September 2025. Additionally, for any trades with an effective date of contract before this date, and which are compliant with the existing price cap of $60 per barrel, there will be a wind-down period of 45 days, ending at 23:01 (BST), Friday, 17 October 2025.

  • MIL-OSI Security: Tigard Man Sentenced to 17 Years in Federal Prison for Attempted Murder and Aggravated Assault for Shooting a U.S. Postal Service Employee

    PORTLAND, Ore.—A Tigard, Oregon man was sentenced to federal prison today for shooting a United States Postal Service letter carrier.

    Kevin Eugene Irvine, 34, was sentenced to 205 months in federal prison and five years’ supervised release.

    According to court documents, on December 24, 2022, while driving a white van through a Milwaukie, Oregon neighborhood, Irvine made eye contact with a letter carrier delivering mail on foot. Irvine threw his arms in the air, which the letter carrier mistook as waving, and the letter carrier waved back.  

    A short time later, on an adjacent street, the letter carrier noticed the same van and again made eye contact with Irvine as he drove past. Irvine stopped the van several houses away, got out of the van with a rifle, knelt on the street and fired three rounds, striking the letter carrier once as the letter carrier ran for cover. After the shooting, Irvine picked up his shell casings and drove off.

    On December 28, 2022, officers spotted the van in Lake Oswego, Oregon, where they stopped the vehicle and arrested Irvine. Later, investigators sought and obtained a search warrant for Irvine’s van and found three rifles, ammunition, spent shell casings, a knife, shooting targets and ballistic gear.

    On February 8, 2023, a federal grand jury in Portland returned a three-count indictment charging Irvine with aggravated assault on a federal employee with a firearm, attempted murder of a federal employee, and discharging a firearm during a crime of violence.

    On March 26, 2025, Irvine was convicted of all three counts following a bench trial.

    This case was investigated by the United States Postal Inspection Service with assistance from the Milwaukie Police Department and the Lake Oswego Police Department. It was prosecuted by Gary Y. Sussman and Eliza Carmen Rodriguez, Assistant U.S. Attorneys for the District of Oregon.

  • MIL-OSI Security: McMinnville Repeat Offender Sentenced to 10 Years in Federal Prison for Trafficking Fentanyl in Oregon

    PORTLAND, Ore.— A McMinnville, Oregon man with a lengthy criminal history was sentenced to federal prison today for possessing and distributing fentanyl in Oregon.

    Travis Charles Donnahoo, 46, was sentenced to 121 months in federal prison and four years’ supervised release.

    According to court documents, on March 12, 2023, officers from the McMinnville Police Department arrested Donnahoo, who has a long history of drug trafficking including five prior state convictions for distributing drugs in Oregon, on four outstanding warrants issued for his arrest. The officers searched Donnahoo and seized a firearm, cash, and a black zippered case. The following day, on March 13, 2023, investigators executed a search warrant on the black case and found 145 grams of methamphetamine and 322 grams of counterfeit pills containing fentanyl.   

    On March 22, 2023, Donnahoo was charged by criminal complaint with possessing fentanyl and methamphetamine with the intent to distribute, possessing a firearm in furtherance of a drug trafficking crime, and felon in possession of a firearm.

    On April 8, 2025, Donnahoo pleaded guilty to possession with intent to distribute fentanyl.

    This case was investigated by the Drug Enforcement Administration, FBI, McMinnville Police Department, and Yamhill County Sheriff’s Office. It was prosecuted by Scott M. Kerin, Assistant U.S. Attorney for the District of Oregon.

    Fentanyl is a synthetic opioid 80 to 100 times more powerful than morphine and 30 to 50 times more powerful than heroin. A 2-milligram dose of fentanyl—a few grains of the substance—is enough to kill an average adult male. The wide availability of illicit fentanyl in Oregon has caused a dramatic increase in overdose deaths throughout the state.

  • MIL-OSI Security: Two Indicted for Fraudulent FEMA Claims for Lahaina Fire and California Fire Federal Disasters

    HONOLULU – Acting United States Attorney Ken Sorenson announced that Daylyn Harris, 34, and Chelsea Johnson, 32, of Honolulu, Hawaii, were arrested on July 15, 2025 and charged in a seven-count indictment returned by a federal grand jury on July 17, 2025.

    The indictment alleges that Harris and Johnson conspired with each other and carried out a wire fraud scheme, wherein Harris and Johnson submitted false claims to the Federal Emergency Management Agency (“FEMA”), claiming to have suffered income, housing, and property losses as a result of two federal disasters, when, as Harris and Johnson both knew, they did not live in the disaster area or suffer any such losses. Specifically, Harris falsely claimed that he resided in Lahaina, Hawaii during the Lahaina fires federal disaster in August and September 2023, and that he lost housing and income, suffered medical bills, and lost property when, in fact, did not suffer such losses. Johnson assisted the fraudulent claim by posing as Harris’s Maui landlord. The indictment also alleges that in January 2025, Johnson falsely claimed to live in Pacific Palisades, California during the California fires federal disaster and claimed lost housing and other expenses. The indictment alleges that, together, Harris and Johnson received over $60,000 in disaster relief from FEMA.

    If convicted of the charged offenses, the defendants face up to thirty years in prison and a fine of up to $1,000,000 for each count.

    The charges in the indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law. In the case of conviction, any sentence would be imposed by a United States District Judge based on the statutory sentencing factors and the advisory United States Sentencing Guidelines.

    This case is being investigated by the Department of Homeland Security – Office of the Inspector General, with assistance from the Honolulu Police Department.

  • MIL-OSI Submissions: Britain’s ban on lead ammunition could save tens of thousands of birds from poisoning

    The UK’s environment minister Emma Hardy has announced a ban on toxic lead ammunition to protect Britain’s countryside. This ban includes the sale and use for hunting of both lead shotgun ammunition (each cartridge of which contains hundreds of small lead pellets called “shot”), used mainly for hunting small game animals like gamebirds, and large calibre lead bullets, used for hunting large game animals like deer.

    This is great news for Britain’s birds because the ban will eventually prevent the deaths and suffering of the vast numbers affected by lead poisoning each year after ingesting lead from ammunition.

    Most shot fired do not hit their targets and thousands of tonnes of lead shot are scattered in the environment every year.

    Waterbirds and land-based gamebirds mistakenly eat these because they look like food or the grit they ingest to help grind up their food. Shot are retained in their gizzards (a muscular part of the stomach), ground up, and the lead dissolved and absorbed into the bloodstream.

    Lead poisoning kills an estimated 50,000-100,000 waterbirds annually in the UK. These birds suffer considerably before they die. Many more birds are poisoned, but not killed.

    While this additional “sublethal” poisoning does not kill birds directly, they may be more likely to die of other causes. This is because lead poisoning affects the immune system and behaviour.

    The use of lead shot for hunting waterfowl and over certain wetlands is already banned in England and Wales. It is also banned for shooting over all wetlands in Scotland.

    However, compliance with the regulations in England is only about 30%, and is also low in Scotland, although has not been measured in Wales. This new comprehensive ban should dramatically improve the situation across all habitats throughout Britain.

    Birds of prey, including eagles, common buzzards and red kites ingest lead fragments when they scavenge flesh from animals killed by lead ammunition, or prey on animals wounded by lead ammunition. The acidic conditions in their stomachs help dissolve the lead.

    Our research shows that while fewer birds of prey than waterbirds are estimated to die of lead poisoning, it can have a far greater effect on their populations, especially for species that first breed at a later age, produce fewer young, and would otherwise have higher annual adult survival rates.

    The lead ban will benefit birds that live in Britain permanently or for just part of the year. But it will not entirely solve the problem for migratory species. If lead shot continues to be used elsewhere, these species may still ingest it on migration or on their breeding or wintering grounds.

    Beyond borders

    To protect all species, lead ammunition needs to be replaced by non-lead alternatives everywhere. The use of lead shot is already banned in many wetlands globally. Across the EU, a ban on the use of lead shot in or close to wetlands came into force in February 2023.

    Denmark was the first country to ban lead ammunition across all habitats. In 1996, it banned the use of lead shot and in April 2024, it banned lead bullets. Our research shows that the lead shot ban in Denmark has been very effective, with good levels of compliance.

    Now, Britain is set to become the second country to ban most uses of lead ammunition. This has been made possible by the increasing availability of safe, efficient and affordable non-lead ammunition alternatives, primarily steel shot and copper bullets.

    In February 2025, the European Commission published a draft regulation banning most uses of lead ammunition and fishing weights. This awaits approval under EU processes – if successful, it will represent a major step forward.

    Beyond birds

    Birds are particularly susceptible to the effects of ingested lead from ammunition due to their muscular gizzards and stomach acidity. But it also puts the health of many other animals at risk, including pets and people.

    In the UK, we found average lead concentrations in raw pheasant dog food from three suppliers to be tens of times the legal maximum residue limit for lead in animal feed.

    The UK government based its decision to ban lead ammunition on a report by the Health and Safety Executive which highlighted risks to the health of young children and women of pregnancy age if they frequently eat meat from game hunted with lead ammunition. Children’s developing nervous systems are particularly sensitive to the effects of lead.

    We recently urged the EU’s committee of member states for Reach (the chemicals regulation), the European parliament and council to fully support the European Commission’s proposal to restrict lead ammunition.

    We also encouraged the European Food Safety Authority to recommend that the European Commission set a legal maximum level for lead in game meat marketed for human consumption. This maximum level should be similar to the one already set for meat from most farmed animals.

    Until this happens, and more countries follow suit by banning all use of lead ammunition for hunting, the health of wildlife, domestic animals and vulnerable groups of people will continue to be threatened by the toxic effects of lead from ammunition.

  • MIL-OSI United Kingdom: Trefusis Park Flood Relief Scheme – Tree maintenance update

    Work is continuing to progress at Trefusis Park, with contractor Kier making the best of the dry weather to start the earthworks.  

    Well before the project began and before bird-nesting started, we removed five pre-identified trees to make way for the scheme.

    We hoped that this would be all that would be needed, but another recent survey has identified 12 trees along the western edge of the park that need maintenance, two ash trees showing signs of Ash Dieback that need to be removed and a London Plane at the northern end of the park that needs re-pollarding. 

    This work is required to enable Kier to operate their machinery safely while building the earthwork bunds and secondly, to protect the public from potentially unsafe branches when the park is reopened.

    This large ash tree is suffering from Ash Dieback and is leaning over the path and into the park. The arboricultural supervisor has advised that due to the extent of the infection and the amount of limbs that need to be removed the only practical option to manage the risk it presents is to fell this tree.

    This smaller ash tree is growing out of a wall. It also has Ash Dieback and even if it didn’t, it’s growth would be limited by its position. It will also be removed.

    This large specimen is a “lapsed pollard” tree, estimated to have last been pollarded (or trimmed like a street tree) around 20 years ago.

    The arboricultural supervisor has advised that, because of its previous pollarding and the recent excavation works close to its roots, it should be sympathetically pollarded again in order to strengthen the limbs.

    Lastly, some pruning of the lower limbs of 12 trees (crowning) is required for the construction team to be able to safely operate their earthworks machinery in the area along the western edge of the park and to allow for future safe use of the new paths. 

    Some branches will need to be removed from trees to allow for clearance of between 2.5m and 5m from ground level.

    The maintenance works and the felling of the two ash trees will take place from 21 July under the watch of the scheme’s arboricultural supervisor and an ecologist.

    Work will cease (or perhaps not even begin) at the slightest hint of bird activity.

    The London Plane is currently being risk assessed by the arboriculturist and the pollarding work will then be scheduled.

    We know this is disappointing news. No one wants to lose trees, but in this case, to ensure that the scheme can be constructed safely and that we solve the flooding issues in Lipson Vale, we have had to make the tough choice.

    The Trefusis Park Flood Relief Scheme remains a nature positive project and was previously re-designed to save almost 100 mature trees.

    The finished project will include new wildlife-rich habitats, including the planting of new trees and hedgerows as well as a new amenity pond, giving residents more opportunities to connect with nature.

  • MIL-OSI United Nations: Syria crisis: Hundreds killed in ongoing violence, hospitals overwhelmed

    Briefing reporters in Geneva, UN human rights office, OHCHR, spokesperson Ravina Shamdasani highlighted “credible” reports of “widespread violations and abuses, including summary executions and arbitrary killings, kidnappings, destruction of private property and looting of homes” in the city of Sweida.

    “Among the reported perpetrators were members of the security forces and individuals affiliated with the interim authorities, as well as other armed elements from the area, including the Druze and Bedouin,” she said.

    Many hospitals are struggling to cope with the influx of injured, the UN refugee agency UNHCR also noted.

    Forced to flee

    On Friday morning, OHCHR colleagues reported that clashes were continuing and that “a lot of people are trying to flee or have fled the area”, Ms. Shamdasani continued.

    Latest updates from the UN humanitarian affairs coordination office, OCHA, on Thursday indicated that nearly 2,000 families had been displaced from areas affected by the fighting.

    Hundreds have reportedly been killed since sectarian violence involving the Druze and Bedouin communities erupted on 12 July, triggering an intervention by Syrian security forces.

    OHCHR’s Ms. Shamdasani highlighted an incident on 15 July in which at least 13 people were killed when “armed individuals affiliated with the interim authorities deliberately opened fire at a family gathering”.

    Briefing an emergency meeting of the Security Council in New York on Thursday, UN Assistant Secretary-General Khaled Khiari also referenced reports of “civilians, religious figures and detainees being subjected to extrajudicial executions and humiliating and degrading treatment”. He urged all parties to protect civilians and civilian infrastructure.

    Rumours and fact-checking

    Ms. Shamdasani stressed that the UN human rights office has been trying to verify the information through “contacts on the ground…families of people who were killed, eyewitnesses”, but that obtaining reliable estimates of the death toll remains challenging.

    “There are lots of videos circulating,” she said. “Some claim to be fighters who are in the area filming the abuses and violations they’re carrying out. We are trying to verify some of these videos, but there’s a lot of disinformation out there and a lot of it is being used to incite further violence to inflame tensions.”

    The OHCHR spokesperson also expressed concern about reports of civilian casualties resulting from Israel’s airstrikes on Sweida, Dara’a and central Damascus.

    “Attacks such as the one on Damascus on Wednesday pose great risks to civilians and civilian objects,” she warned, calling for the strikes to cease.

    Israel had launched the strikes pledging to protect the Druze community.

    The violence and displacement have sparked “considerable” humanitarian needs, with the health and aid systems struggling to keep up, said William Spindler of the UN refugee agency UNCHR.

    “Many of the hospitals have been overwhelmed by the number of people who have been injured in the recent fighting,” he said.

    According to OCHA, the UN World Health Organization (WHO) has dispatched enough trauma and emergency surgery kits for 1,750 interventions to the area, but many “remain undelivered due to access constraints”.

    Since the displaced had to flee at very short notice, they are in desperate need of essentials – blankets, jerry cans, solar lamps – but providing these items has been a challenge.

    Too risky to enter

    “We have this in stock and we are ready to deliver them as soon as the security allows it,” Mr. Spindler said. “For now, this has not been possible.”

    Mr. Spindler also warned of water shortages due to electricity outages. He said that people are unable to buy bottled water or food because of the insecurity.

    UNHCR has an office in rural Sweida and Mr. Spindler expressed concern about the impact of the hostilities on the agency’s operations, infrastructure and personnel.

    “We know that humanitarian infrastructure has been affected,” he said, describing an incident on 15 July in which a warehouse of the Syrian Arab Red Crescent was severely damaged by shelling.

    The UNHCR spokesperson called on all parties to the conflict to respect and protect humanitarian premises, personnel and assets “in accordance with international humanitarian law”.

  • MIL-OSI Asia-Pac: Ingrid Yeung visits CEDD

    Secretary for the Civil Service Ingrid Yeung today visited the Civil Engineering & Development Department to learn about the department’s progress in optimising operational efficiency and services through the application of technology, as well as its work in slope safety safety and landslip prevention and mitigation.

     

    Mrs Yeung met Director of Civil Engineering & Development Michael Fong and directorate staff to learn about the key initiatives of the Civil Engineering Office, the Geotechnical Engineering Office (GEO) and regional development offices.

     

    She also met staff representatives from various grades in the department to hear about matters of concern to them.

     

    Mrs Yeung said the expectations on the civil service from the community are constantly rising and that the challenges posed by extreme weather are becoming increasingly severe.

     

    “I hope my colleagues will continue to strive for excellence, review workflows to enhance efficiency and effectiveness, and respond to changes with smart innovations. This will strengthen the public’s sense of fulfilment, happiness and security.”

     

    During Mrs Yeung’s visit to the GEO Emergency Control Centre, officers showed her the “Common Operation Picture” developed and managed by the department.

     

    The electronic system facilitates the sharing of real-time information among different government departments to assist in monitoring emergencies such as landslides, flooding and fallen trees, and to enhance contingency co-ordination.

     

    The GEO maintains a 24-hour, year-round emergency service, providing geotechnical advice to rescue teams and government departments on any emergency actions to be taken to deal with danger arising from landslides.

     

    Mrs Yeung also learned that the department started a trial run of its in-house developed, AI-empowered Landslip Warning System this year.

     

    The new system can further enhance the accuracy of the predicted number of landslides during heavy rainstorms, thereby improving landslide risk assessment and early warning capabilities.

     

    In addition, officers responsible for planning and terrain evaluation briefed Mrs Yeung on the Digital Aerial Photograph Interpretation System launched last year.

     

    The system digitalises historical aerial photographs and centralises such imagery on an instantly accessible digital platform.

     

    It not only allows government departments and related organisations to remotely search, view and analyse high-resolution 3D data, but it also empowers professionals to map and visualise 3D terrains to support related research relating to slope safety management and land planning.

     

    The system also eliminates the need to store physical photographs, and helps to shorten construction times, reduce construction costs, and promote environmental efficiency.

     

    The department’s staff also spoke about their efforts to enhance the speed and efficiency in order to support the development of the Northern Metropolis.

     

    The Northern Metropolis is located in a geologically complex area with very limited engineering data. To speed up development and minimise the work required across different projects, the GEO has initiated a regional ground investigation study in the Northwest New Territories, which involves carrying out ground drilling and rock load tests in strategic areas.
